Article X(1) permits the Undangs to call upon His Highness to abdicate, if they deem that He had “deliberately disregarded the provisions of this Constitution”.

Breach of Article XVII of this Constitution (ACT 1), through the removal, or attempted removal, of the Undang of Sungai Ujong from the Dewan (DKU) whilst he was still a legitimately appointed Undang, has been deemed by the Undangs, as having “deliberately disregarded the provisions of this Constitution”.

On this basis, the Undangs exercised their authority to remove His Highness (or forced Him to abdicate) on 19 April 2026.

This matter should be resolved at State level, but if not, may end up in Court.

In the case of Sungai Ujong, the body that lawfully elects (or removes) the Undang is the ‘Sungai Ujong Lembaga”.

The Ruling Chiefs are 5 persons, namely the 4 Undangs and the Tengku Besar Tampin.

The 8 members of the Dewan (DKU) are: (i) His Highness, (ii) the 4 Undangs, (iii) Tengku Besar Tampin, (iv) Tengku Besar of Sri Menanti and (v) Dato Shahbandar of Sungai Ujong.

The appointment and/or removal of an Undang is undertaken by the customs of their respective luaks – see Article XIV(1).

The Dewan merely provides advice on the matter (Article XVI).

ACT 1 Article XVII states that the Dewan (DKU) shall include the Ruling Chiefs. If His Highness expelled, or attempted to expel, the Undang of Sungai Ujong from the Dewan, as alleged on 17 April 2025, during a Dewan (DKU) meeting, whilst the latter was still a legally appointed Undang, His act would be a breach of Article XVII, and may be deemed an act that deliberately disregarded the provisions of this Constitution.

Article XX states that for a Dewan (DKU) quorum, there must be in attendance: (1) the President & (2) at least half of the remaining members (i.e. 4 members).

There is currently a Court case where Dewan members are petitioning for the release of the minutes of the DKU meeting of 17 April 2025, which are being held back.

ACT 2 Under Article XXVII “His Highness, after consultation with the Ruling Chiefs may deprive any person of any rank or title or Order or Badge of Honor or Dignity“.

ACT 3 Under Article XXVI, His Highness “may confer titles and dignities” … “provided that before His Highness exercises His prerogatives” … “He shall first consult the Ruling Chiefs”.

His Highness had not consulted with the Ruling Chiefs when bestowing the title of Tunku Panglima Besar on 11 June 2026, which was an act that deliberately disregarded the provisions of this Constitution.

His Highness had not consulted with the Ruling Chiefs, which made the deprivation of the Tunku Panglima Besar title, on 9 June 2026, an act that deliberately disregarded the provisions of this Constitution.

NOTEContrary to popular beliefs, the ‘Anak Raja Bergelar’ (commonly referred to, by the uninformed, as ‘Putera Yang Empat’), are not recognized in the Constitution, and have no legal or constitutional rule in Negeri Sembilan.

The ‘Anak Raja Bergelar’ are merely ceremonial titles and have no legal preference, in the election of the ‘Yang di-Pertuan Besar’ of Negeri Sembilan, following Article VII (4) of the Constitution.

Historically, however, the Undang have shown preference to holders of the titles, when electing the Yang di-Pertuan Besar.

It is important to note that the Undangs The 4 titled princes are: need not necessarily select a titled prince (1) Tunku Besar Seri Menanti to be a Yang di-Pertuan Besar, so whether (2) Tunku Laxamana a candidate is a Tunku Panglima Besar or (3) Tunku Muda Serting not, is irrelevant.
