Dear Partners and Colleagues:

It is more important than ever to continue to invest in the critical and emerging needs of our HBCU Schools of Engineering. Our goal is to continue to partner with our AMIE Corporate and Government Partners to promote excellence and innovation at the HBCU Schools of Engineering by strengthening institutional capacity, encouraging private-sector partnerships, and improving pathways to workforce and research advancement.

Collaboration, innovation and agility are extremely critical attributes for our national and global footprint. We must be intentional on what we will deliver in terms of talent, research capabilities and ensuring a strong strategic partnership with our HBCU Partners. Our HBCU Parters are national assets for talent development, applied research, and innovation capacity. We want to ensure this successful partnership continues to enable the AMIE Partners to increase its impact and influence to deliver on our mission.

AMIE is committed to:

• Focusing on the enhancement of research capabilities by conducting a thorough review of current strengths and future needs,

• Looking internally at our governance model and enhancing it to meet the needs of our partners and institutions,

• Sharing best practices among our institutions, corporate partners and government partners,

• Being the enabler and collaborator to other key STEM programs by providing linkages and connections into these various communities and initiatives.

AMIE continues to solidify its place as a unique governing body that will have precision focused engagements in order to position itself as a reliable resource to our universities and partnering organizations. AMIE is positioned to continue supporting the needs of our HBCU Schools of Engineering, corporations and government partners by continuing to embark on strategic initiatives designed to advance institutions and students. AMIE will continue to seek the support of all corporations and government entities to cultivate and nurture the HBCU Schools of Engineering students as they embark on careers in research, academia, industry and government. AMIE is adding value to our nation by partnering with HBCU Schools of Engineering to promote talent development, research excellence and innovation capacity.

HBCU DEFINED

The Higher Education Act of 1965, as amended, defines an HBCU as: “...any historically black college or university that was established prior to 1964, whose principal mission was, and is, the education of black Americans, and that is accredited by a nationally recognized accrediting agency or association determined by the Secretary [of Education] to be a reliable authority as to the quality of training offered or is, according to such an agency or association, making reasonable progress toward accreditation.”

Many Historically Black Colleges and Universities (HBCUs) were established after the Civil War and during the Reconstruction Era as a path to higher education and expanded opportunities for newly “freed” men and women of African descent.

HBCUs create an atmosphere of learning and leading. They bridge the gap, reaching those who are often overlooked in each generation. HBCUs offer all students, regardless of race, an opportunity to develop their skills and talents. These institutions train young people who go on to serve domestically and internationally in the professions, as entrepreneurs and in the public and private sectors.

Historical Overview

In 1981, President Ronald Reagan, under Executive Order 12320, established the White House Initiative on Historically Black Colleges and Universities, which expanded the previous program and set into motion a government wide effort to strengthen our nation’s HBCUs.

In 1989, President George Bush signed Executive Order 12677. This executive order established a Presidential Advisory Board on Historically Black Colleges and Universities to advise the president and the secretary of education on methods, programs and strategies to strengthen these valued institutions.

In 1993, President William Jefferson Clinton signed Executive Order 12876. This executive order required a senior level executive in each agency have oversight in implementing the order, and that the Office of Management and Budget be involved in monitoring implementation of the order.

On Feb. 12, 2002, President George W. Bush signed Executive Order 13256. This executive order transferred the White House Initiative on Historically Black Colleges and Universities to the Office of the Secretary within the U.S. Department of Education. Previously, the White House Initiative was housed in the Department’s Office of Postsecondary Education.

On February 26, 2010, President Barack Obama Signed Executive Order 13532, to advance the development of the Nation’s full human potential and to advance equal opportunity in higher education, strengthen the capacity of historically black colleges and universities to provide the highest quality education, increase opportunities for these institutions to participate in and benefit from federal programs and ensure that our nation has the highest proportion of college graduates in the world by the year 2020. On February 28, 2017, President Donald J. Trump Signed Executive Order 13779, to advance America’s full human potential; foster more and better opportunities in higher education; strengthen the capacity of HBCUs to provide the highest-quality education; provide equitable opportunities for HBCUs to participate

in Federal programs; and increase the number of college-educated Americans who feel empowered and able to advance the common good at home and abroad. On September 3, 2021, President Joseph R. On April 23, 2025, President Donald J. Trump issued Executive Order 14283, to support HBCUs in advancing America’s full potential; fostering more and better opportunities in higher education; providing the highestquality education; obtaining equal opportunities for participation in Federal Programs; ensuring collegeeducated Americans are empowered to advance the common good at home and abroad; and making our Nation more globally competitive. ABOUT

Advancing Minorities’ Interest in Engineering (AMIE) is a 501 (c)(3) non-profit organization whose AMIE, Inc. is a 501 (c)(3) non-profit organization whose purpose is to expand corporate, government and academic alliances to implement and support programs to attract, educate, graduate and place students in engineering and computer science careers.

Established in 1992, AMIE represents a coalition of industry, government agencies and the Historically Black Colleges and Universities (HBCU) Schools of Engineering with ABET accredited engineering programs who see HBCUs as a national asset for talent development, applied research, and innovation capacity to address real-world challenges.

The (17) Historically Black Colleges and Universities (HBCU) Schools of Engineering with ABET accredited engineering programs represent less than 3% of all the Engineering Schools in the country, yet they produce over 30% of all African American engineers in the United States. Approximately one-third of African American graduates in Science and Engineering are also produced by Historically Black Colleges and Universities (HBCU). One quarter of PhD recipients in Science and Engineering received their undergraduate degree from Historically Black Colleges and Universities (HBCU). Thus, the HBCU Schools of Engineering are a great resource pool for innovation, research and engineering talent.

AMIE acts as

• A catalyst that forges Industry, Government and Academia partnerships that support programs to advance students’ interest in engineering,

• A promoter and encourager to students to pursue engineering careers,

• A facilitator for the recruitment of students for co-op, intern and full-time opportunities at member organizations,

• An avenue for members to exchange “Best Practices” and “Lessons Learned” for the development of a robust engineering workforce, and

• An enabler for the creation of Engineering Research/Technology transfer agreements.

Reflecting its heritage as a traditional 1890 land-grant institution, Alabama A&M University (AAMU) functions as a teaching, research and public service institution, including extension. AAMU is a dynamic and progressive institution with a strong commitment to academic excellence. The serene, intimate campus is situated on “The Hill,” only a short distance from downtown Huntsville; the site of the school’s founding. COLLEGE/SCHOOL OVERVIEW

The College of Engineering, Technology, and Physical Sciences in Alabama A&M University is organized into three departments, Electrical Engineering and Computer Science, Mechanical and Civil Engineering and Construction Management, and Physics, Chemistry and Math. The BS degree in Computer Science program is accredited by the Computing Accreditation Commission of ABET, the BS degrees in Civil Engineering, Electrical Engineering, and Mechanical Engineering programs are accredited by the Engineering Accreditation Commission of ABET.

Graduate degrees are offered in computer science (MS), systems and materiel engineering (MEng), Mechanical Engineering (MS), Electrical Engineering (MS) and physics (MS) and Applied Physics (Ph.D.). In collaboration with the College of Education, the College of Engineering, Technology and Physical Sciences offers a variety of certified and non-certified teaching programs and the undergraduate and graduate levels. The College actively collaborates with government and industry partners in the vibrant Huntsville research ecosystem.

Central State University

John W. Garland College of Engineering, Science, Technology and Agriculture

INSTITUTION

Central State University (CSU) is the only public Historically Black University in the state of Ohio. At CSU, John W. Garland College of Engineering, Science, Technology and Agriculture (JWG CESTA) serves as a hub of excellence in educating and producing graduates in STEM areas. CSU prepares students with diverse backgrounds and experiences for leadership, research, and service. In 2014, CSU was designated as an 1890 Land-Grant institution. With this designation, CSU is committed to serving small farms and businesses in rural communities with basic and applied research in agricultural methods, continuing education for undergraduates and graduates, and technology transfer and extension, analysis, and problem identification services.

The FAMU-FSU College of Engineering has more than 3700 students and 120 faculty members. Academic offerings include bachelor’s, master’s and doctoral programs across five academic departments.

INSTITUTION

Florida Agricultural and Mechanical University (FAMU) was founded as the State Normal College for Colored Students. On October 2, 1887, it began classes with fifteen students and two instructors. Today, FAMU is the premier school among public Historically Black Colleges and Universities. FAMU remains the only HBCU in the twelve-member State University System of Florida. The FAMU-FSU College of Engineering in the state’s capital city of Tallahassee is jointly administered by Florida A&M University and Florida State University.

COLLEGE/SCHOOL OVERVIEW

The FAMU-FSU College of Engineering is the engineering institution for undergraduate and graduate education, as well as engineering research, for both Florida A&M and Florida State universities. The college offers comprehensive academic programs at all levels and works to continually evaluate, expand and improve its programs to ensure that engineering students are prepared for the demands of an innovative global workforce. Hampton University’s School of Engineering, Architecture and Aviation is preparing excellent and exciting engineers ready to contribute to the solution of technology challenges here in the United States and around the world.

Howard University’s College of Engineering and Architecture (CEA) continues to play a vital role in producing our nation’s top engineers and architects. The CEA ranks among the top producers of African American male and female engineers.

Founded in 1867, Howard University is a private, research university that is comprised of 14 schools and colleges. Students pursue studies in more than 120 areas leading to undergraduate, graduate and professional degrees. The University operates with a commitment to Excellence in Truth and Service and has produced four Rhodes Scholars, 11 Truman Scholars, two Marshall Scholars, one Schwarzman Scholar, over 70 Fulbright Scholars and 22 Pickering Fellows. COLLEGE/SCHOOL OVERVIEW

Howard University’s College of Engineering and Architecture (CEA) continues to play a vital role in producing our nation’s top engineers and architects. The CEA ranks among the top producers of Black engineers and is a cornerstone of Howard University’s identity as a research powerhouse. In February 2025, Howard University made history as the first HBCU to achieve the R1 Carnegie Classification — a milestone that reflects decades of scholarly excellence in which the CEA has played a central role. Howard University also made history as the first HBCU to lead a University Affiliated Research Center (UARC The UARC focuses on tactical autonomy, positioning Howard, and the CEA in particular, at the cutting edge of artificial intelligence, human-machine teaming, and national security research.

The CEA is one of Howard University’s 14 schools and colleges and is comprised of five departments: Architecture, Chemical Engineering, Civil and Environmental Engineering, Electrical Engineering and Computer Science, and Mechanical Engineering. Our Master of Architecture degree program and all of our Bachelor of Science engineering degree programs are fully accredited. Doctoral degrees are offered in biomedical and chemical engineering, civil and environmental engineering, computer science, electrical engineering, and mechanical engineering, and Master of Science degrees are offered in chemical engineering, computer science, and mechanical engineering. A certificate in Cybersecurity is also offered. In Fall 2026, CEA will begin an AI Certificate program, and an accelerated (4+1) BS/MS program in Computer Engineering.

Prairie View A&M University (PVAMU) is the second oldest public institution of higher education in the state of Texas. Founded in 1876, the land- grant university is a part of the Texas A&M University System. The university’s main campus is located at the city of Prairie View approximately 40 miles northwest of Houston. There are also two outreach campuses within the city limits of Houston. A new hybrid Master of Science in Cybersecurity program will begin in Fall 2026.
