Amery parts ways with City Administrator Darcy Long

A final separation agreement between the City of Amery and its Administrator, Darcy Long, was approved during the March 1 council meeting, putting an end to more than seven months of head-scratching events at Amery City Hall. The motion passed by a 4-0 vote, with Aldermen Myers and Davis both ab-
sent. A second motion was later added to name City Clerk/Treasurer Fran Duncanson as acting City Administrator, with Davis in attendance. According to a press release issued by the City on March 2, Long voluntarily resigned from his position. Long Long was hired as
Amery’s first City Administrator on June 16, 2008. His most recent contract wasn’t due to expire until June 15, 2018. But it did include provisions for termination both with and without cause. The negotiated terms of the agreement fall closely in line with the ‘without cause’ provision of Long’s employment contract, which allows for up to a year of severance pay. Long will continue to be paid his most recent salary of $85,300, distrib-
uted in regular bi-weekly increments for one year beginning February 1, 2017. Long will also be paid $10,498.56 for 256 hours of unused vacation time, and $3,280.80 for unused sick time. He’ll also receive twelve months worth of COBRA insurance coverage paid for by the city at a cost of $1,700.36 per month, and will retain his computer and use of his cell phone number. Polk County Sheriff Pete Johnson has been quiet on any changes that may have occurred at the jail since litigants in a civil suit against Polk County and former jailer, Darryl Christensen, were awarded $11.5 million in damages. Johnson has not responded to direct questions about changes in jail staff or policies because of the litigation that is still pending. Following up on a now public job posting for a new Jail AdministraNargis tor, Johnson now confirms that former Jail Administrator Scott Nargis resigned from his position effective February 17. No further details of the separation were disclosed. Nargis was at the center of attention in depositions made by Polk County Sheriff’s Department staff, shouldering much of the blame for lack of training in sexual assault policies for both inmates and staff. A jury ruled that Polk County was ‘deliberately indifferent’ in the matter, by failing to take minimal steps to enforce the Federally mandated Prison Rape Enforcement Act in place since 2003.
