City approves Clerk contract, seeks bids for organizational consultant tions. Tom Revnew, the city’s labor attorney, was present for all closed sessions. The second closed session on both agendas was “to confer with legal counsel for the governmental body who is rendering oral or written advice concerning strategy to be adopted by the body with respect to litigation in which it is or is likely to become involved.” This session was in regards to the city administrator position. Duncanson now has an employment contract, something she did not have before Jan. 18. There are no changes in her duties or responsibilities. Duncanson tells the Free Press that her job description states that the clerk will perform the duties of the city administrator if the administrator is not present.

After an hour and 45 minute closed session Jan. 18, the Amery City Council voted to give City Clerk – Treasurer Fran Duncanson a formal contract that will pay her $65,000 annually. The Finance Committee, who met for 45 minutes in closed session prior to the city council meeting, recommended to the council to offer the contract to Duncanson. Both the committee and the full council met in closed session to discuss “employment, promotion, compensation or performance evaluation data of any public employee over which the governmental body has jurisdiction or exercises responsibility.” The agenda stated that this discussion was in regards to the city administrator and city clerk treasurer posi-

Not surprisingly, two weekend screenings of the local documentary “Church of Felons” were well-received by Amery audiences this weekend, and worthwhile for at least two attendees who were able to get help from its producers. Jordan Mederich of Osceola created the documentary, which was first shown to audiences in

Osceola this fall. Through the film, locals hear the stories of four Polk County felons and the tragic, life-altering events that have shaped their lives forever. All four happen to belong to the same church ‘at the center of it all,’ hence the title of the film. What makes the documentary especially impactful is an unavoidable local connection, and the very realness of Polk County’s SEE CHURCH PAGE 2A

Polk County will delay demolition of its fairgrounds grandstand until more information comes to light on the feasibility and cost of repairing the historic seating area. Although improvements to the aging structure had been in the county’s capital improvement plan for about five

years, according to County Administrator Dana Frey, the matter became urgent last fall after an engineer declared it unsafe. The engineer’s October report recommended a list of extensive repairs and said completely replacing the grandstand would be a less expensive option. Initial estimates put a partial repair between $75,000 and $150,000. A full

repair could cost between $150,000 and $200,000. And Frey was hesitant to put much stock in those numbers, cautioning that they could be higher. “I have to trust their guess,” he said of the estimates, “but I don’t think they were out there crawling around underneath.” Based on the engineer’s report, and needing to move quickly so that seat-

ing would be in place for the 2017 fair, the Polk County Board had tentative plans to approve demolition last week. They had planned on renting bleachers for this year’s fair. News of the planned demolition alarmed at least a few Polk County residents, who were concerned about the grandstand’s historic value. “I would ask that the historical SEE GRANDSTAND PAGE 2A
