A work-related trip to Elkhart Lake took an unexpected turn for Polk County District Attorney Daniel Steffen on November 9, leaving more questions than answers on a local level.

According to a report provided by the Fond du Lac County Sheriff’s office, Daniel P. Steffen, 45, Osceola was pulled over for speeding at 8:17 p.m.

Steffen was driving a minivan owned by Polk County.

Two Polk-County employees, David Williams, 47, Tur-

tle Lake, and Belinda Cash, 39, Centuria, were passengers in the vehicle at the time.

The report states that Steffen was traveling on eastbound on Hwy 23 in Fond du Lac County when he took approximately 30 seconds to pull over for going 70mph in a 55mph zone.

LED streetlight conversions underway

That description, provided by Xcel Energy’s Community Relations Manager Brian Elwood, describes the difference in the quality of street lighting as the firm converts from high pressure sodium streetlights to light emitting diode (LED) fxtures.

Contract crews from Donovan Construction last week began replacing the 347 “cobra head” streetlights in Amery with the more energy efficient, truer white colored LED fi xtures.

Elwood says Amery will be a staging area for the conversion in Polk County. Western Wisconsin is the first area to get LED streetlights in Xcel’s eight state service area, thanks to a quick and favorable response from the state Public Service Commission.

Deer camp goes digital: New electronic game registration and deadline in effect for 2015

There’s an app for that. Really.

Since 1950s, in-person registration stations have been a

cornerstone of the hunting experience. But 2015 marks the beginning of a new era. This year, registration for the nineday gun deer and bear seasons will be 100% electronic. And with the new process comes a new deadline.

Hunters take note.

Unlike years past when hunters had until 5 p.m. the day following the end of the season, hunters must now register their deer by 5 p.m. the day after harvest. But the good news is it’s easier than ever.

several standard field sobriety tests were performed that gave way to a variety of clues to intoxication during the test.

Prior to consenting to a preliminary breath test, Steffen again admitted to consuming two margaritas in Mauston, but that it had been several hours and he felt ok. The results of the preliminary test were .125%. The legal limit in Wisconsin is .08%.

Steffen was placed under arrest, handcuffed, and seated in the squad car.

Another officer at the scene concluded that Williams was okay to drive, with a breath test registering .03%. Williams and Cash were released from the scene in the Polk County vehicle.

While at the Fond du Lac County Jail, Steffen willingly consented to a chemical breath test, which (unlike the preliminary breath test) is admissible in court. According to the report, the 20-minute test took longer than antici-

pated and had to be restarted due to lack of cooperation from Steffen. Results of that test were .11%.

Steffen consented to further interrogation, during which time he explained that he did not know what road he was on at the time of the arrest but

that he was following his GPS from Balsam Lake to Elkhart Lake. He admitted to consuming “two to three drinks,” with the first consumed at approximately 5 p.m.

When asked when he’d stopped drinking, Steffen’s story changed slightly. He an-

swered approximately ½ hour prior to the traffic stop, but not while in the car. Steffen said they stopped for gas and during that time he drank a rum and Coke at a bar.

The Officer asked Steffen, “Looking back do you think you should have been driving?” Steffen said, “I feel like I’m fine.”

Steffen was cited for Operating while intoxicated, Operating with Prohibited Alcohol Content, and speeding in a 55 MPH zone. He was also issued an Intent to Suspend Operating Privileges. Formal charges are pending with the Fond du Lac District Attorney’s office.

If found guilty this would be Steffen’s first OWI offense.

A court date on the matter has been set for December 7 in Fond du Lac County. Steffen’s appearance is not mandatory. Coincidentally, December 7 also marks the beginning of a high-profi le murder trial within Polk County–a case that Steffen is prosecuting.

they’ve fi xed some kinks the system is ready for Wisconsin’s renowned nine-day gun deer hunt. “The concept of tele-registry isn’t really new to the state in terms of other species,” says O’Brien. “The biggest difference with the nine-day hunt is the number of animals harvested in this very short time frame.”

“There are going to be a lot of deer camps where registration is identical to what it has been in years past,” he adds. “I think part of the culture and tradition that (hunters) enjoy are taking their deer down to the station, so they’ll take them down there anyway.”

Feedback from the program in other seasons has been very positive. “It’s been extremely convenient for bow hunters because when you shoot a deer on an 80-degree day you’ve got a very tight timeline to get that to a meat processor before the meat spoils.”

The new system helps the DNR too. O’Brien says the paper tagging system was antiquated and labor intensive for such a busy season. “For weeks after the hunt we’d have to hand key in all of the registration stubs over a very long period of time, so the true registration data wasn’t available for weeks, maybe months after the hunting season. This year it’s virtually instantaneous.

health monitoring, trying to determine what our age structure is –to get a good handle of what kind of population is out on the landscape.”

When asked about enforcement concerns, O’Brien is positive. “Our hunters overall have a pretty vested interest in making sure we have good harvest data, so for a lot of them registration is their way of contributing to the data,” he says. “Registration was man-

datory for decades, and it’s still mandatory. The requirement hasn’t changed, it’s just how you go about it.”

This year’s hunters have several options: They can register their deer at a traditional registration station, via telephone, through the DNR’s free ‘Wisconsin Pocket Ranger’ mobile app, or directly online at gamereg.wi.gov. “It makes a lot of people’s lives easier. For those where getting to a reg-

istration station was inconvenient, they’ve got a lot more options,” says O’Brien.

The following information is required during animal registration: • DNR Customer ID number • Weapon type • Date of kill • County of kill • If the deer was harvested in a tribal unit • Land type of kill (public or private) • If the deer was harvested in a CWD-affected area • If the deer was a buck or antlerless deer • If the deer was an adult or fawn, and if fawn, if it was a buck or doe • If the deer was a buck, if it had spiked or forked antlers Once registered, hunters will receive a confirmation number, which must be written on the carcass tag and affi xed to the animal. Failure to do so is a violation.

Hunting licenses can also be purchased electronically, but with the deer gun season upon us, O’Brien recommends buying licenses in-person to avoid shipping delays. And as with any new law or requirement, education is key. “There are some expectations that folks are going to struggle, so they’ll call our call center and we’ll work through that with them. “ Questions about the new registration process or deadline can be directed to the Wisconsin DNR, at 1-888-936-7463.

According to Polk County Employee Relations Director Andrea Jerrick, Polk County does have policies regarding alcohol consumption and operating county vehicles. Jerrick could not comment further, except that those policies are in review as to how they would apply to the employees involved, including Steffen.

Steffen is not a county employee, but rather an employee of the State of Wisconsin.

According to Kevin Potter of the Attorney General’s office, district attorneys are a unique position. With the exception of rare gubernatorial intervention, Steffen reports only to the voters of Polk County. Steffen is currently serving in his second term as Polk County District Attorney. His position is on the ballot in 2016.

Elwood says there is no cost to communities for the conversion, and the cost of operating the more efficient LED lights will decrease the flat per pole street lighting costs from two to seven percent for communities.

The fi xtures have a lifespan of 10 to 20 years.

Xcel has been studying LED technology for street lighting for several years, but it wasn’t until technological advancement occurred in the past two years that the company decided to proceed with the conversion.

“LEDs provide a crisper, whiter light, burning at 4000 kelvin,” Elwood says.

The fi xtures are dark sky compliant, meaning that there will be less “light pollution,” with the light focused on the street. Elwood compares the light quality to that of moonlight.

After completing communities in Polk County, crews will move to Menomonie, Eau Claire and Chippewa Falls in the first quarter of 2016.

— lyric, “Home by Another Way” by James Taylor My wife and I recently made a whirlwind trip back to Iowa. We left at 8:30 a.m. Saturday morning and were back home by 3 p.m. Sunday.

A cousin of my wife died far too young of cancer in Alaska and his family held a memorial Publisher service in the small town where my wife grew up and we lived Tom Stangl for 13 years.

After you become an adult, funerals and weddings are times when extended families gather. It was good to see the aunts and cousins, even better to see my brother-in-law’s family and grandchildren. I hesitated several times to ask people about their relatives, fearing that I would step into a “she’s been dead for 10 years” exchange and the ensuing embarrassment for all parties involved.

Even though I had only been back to Iowa once since 2012, a flood of memories came back as we drove the six hours to Western Iowa.

As the miles rolled on, I found myself recalling many events that required long road trips in the fall.

I could recall the late fall days decades ago helping my father with the screens and storm windows as my parents aged. It seems like yesterday, but my parents have been dead over a decade.

We recalled the times we travelled to Ames for All-State performances. Our daughter Madison made the elite chorus all four years of high school. Seems like last year, but it has been over a decade since we attended the first concert.

We had a good visit with my brother-in-law, Jim Sieger his wife, Vickie and their grandchildren Connor and Cameron, who stayed overnight as well. We watched some college football, got caught up on life and just had a good visit.

The Siegers came to our home in Amery last summer and we had a great time when they were here.

One of the things we did during our visit in Iowa was drive through Hornick, the community of 222 people where we lived just three doors down from my wife’s mother.

The place hasn’t changed that much. The people living in my mother-in-law’s home have fi xed the place up and it looked like our old home was going to get some siding installed.

We also drove up to the cemetery where my wife’s parents and Jim’s mother-in-law are buried. We recently made the decision to be buried next to my wife’s parents, and took a look at the burial plots that Jim and Vic had sold to us.

We did this at dusk, which made the entire scene a bit surreal and somehow very fitting.

It will be a good place to be when I am dead.

One less decision for our daughters to make when the time comes.

I hope it’s a long time off.

Press conferences have a rich history

“Governor, give us 60 seconds on highway safety.”

Warren Knowles answered brightly and promptly. His answer was one or two seconds less than the TV reporter had sought.

It was my first gubernatorial press conference. I was impressed about how he, and later, other Wisconsin governors could handle unexpected questions.

Wide-open, sit-down gubernatorial press conferences were a staple of Wisconsin government for most of the second half of the 20th Century. Governors in office from the 1950s and later decades were not in love with the unexpectedness of the issues popping up. Gubernatorial ideas were subjected to cross-examination from the press.

However annoying, it served well the governors of both parties. It made them think about how ideas might be cheered or hooted among the citizenry. You could see them improving their extemporaneous answers to unexpected questions and issues as the months wore on.

Sometimes the governors would have to retreat. Asked how Wisconsin could fight a surge in drunk driving in rural areas, Republican Lee Dreyfus said perhaps putting State Patrol cars outside rural taverns could slow the carnage.

was furious, and Dreyfus retreated before the sun went down. The state would not put police cars outside the taverns.

Republican Tommy Thompson was questioned about Wisconsin’s education needs. Young people could learn more, he offered, if the school year were expanded by a week. Alas, that would take more tax dollars to run the buses, feed the children, and even turn on the lights. And the tourism industry saw it as a shortened vacation season.

Sometimes there were unexpected answers. Democrat Tony Earl talked about “grassers” when he was an undergraduate at Michigan State. Young reporters gasped. To them “grass” sounds like something related to marijuana rather than just a spring outdoor event in the 1950s.

Democrat Pat Lucey was holding forth at a press conference on a policy initiative to help the Hurley area. The forestry industry was one of the two big industries in Iron County, Lucey said.

John Wyngaard, who wrote this column for decades, interjected, asking the governor, “What is the other industry?”

Many years earlier Hurley was rumored to have houses of ‘’ill repute.” Lucey laughed, sensing Wynaard’s teasing. “M-mm-mining,” he replied.

Scott Walker could have used that sort of regular experience

before he launched into his futile run for the Republican nomination for president. Walker is a regular on conservative radio talk show programs. It seems a safe exercise in preaching to his conservative believers.

Often reporters’ questions to Walker are shuttled off to a spokesperson. Or the reporters hear from the governor after a public appearance. The answeron-the road doesn’t provide easy access for follow-up questions or fresh topics.

Would the old press conference format have helped the governor?

Walker might have had better answers to unexpected questions as he campaigned for the Republican presidential nomination.

He might have laughed off the idea when asked about building a fence or wall to separate Canada and the United States. His “interesting idea” comment drew hoots from political pundits.

Perhaps Walker could also have avoided the blistering editorial in the Des Moines Register, Iowa’s largest newspaper, about selective drug testing for the poor who get state financial help. The Register editorial said that “Walker’s idea of lending a hand” is “make low-income people pee in a cup.”

Shortly after it appeared, Walker left the presidential race.

Washington’s latest deal: little cause for celebration

You can understand why President Obama and congressional leaders on both sides of the aisle sought to cast their end-of-October budget deal in the best possible light. They avoided a potentially catastrophic national default. They reduced the possibility of a government shutdown.

And they raised the debt ceiling until March, 2017, Comments taking that on Congress b a r g a i n i n g chip off the Lee Hamilton table until the next president is in the White House.

For a last-minute, secret backroom deal, that’s not too shabby. It was bipartisan and took modest steps in the direction of political stability and fiscal responsibility. And it was vastly preferable to the alternative, which would likely have produced a government shutdown,

the possibility of a default on the national debt, and certain fiscal chaos.

That’s the good news. The bad news is that for all their hard work, our political leaders indulged in two bad habits that they really need to kick, because they wreak havoc with effective and efficient government and cost taxpayers a pile of money.

First, while they gave themselves some breathing room before the next time the debt ceiling has to be raised, they will nonetheless have to raise the debt ceiling eventually. They should have abolished it, or at least suspended it.

The debt limit was instituted during World War I, when Congress handed over to the Treasury the ability to sell bonds to fund government needs without getting permission every time. In essence, the debt ceiling was a way to keep tabs on the Treasury, while still allowing the government to pay its bills for spending that had already been approved.

It has outlived that reasonable goal. These days, the debt ceiling is a political pawn, used repeatedly as leverage by opposition parties to make demands of the President. It has driven the persistent national game of “chicken” that has so tarnished Congress’s image in recent decades.

Most political leaders recognize that defaulting on the national debt — which is what failing to raise the debt ceiling would cause — is an inconceivable outcome for a responsible nation. By destroying our creditworthiness, it would devastate consumers, taxpayers, businesses, retirees who invested in government bonds, the financial markets, and our ability to conduct normal relations with trading partners and foreign governments. Moreover, the legislative maneuvering surrounding each debt ceiling bill consumes huge amounts of legislative time that is better spent on other matters.

The need to raise the debt ceiling, in other words, no lon-

ger reins in spending. Instead, it manufactures crises and exacerbates tensions within Congress.

The second bad habit is equally pernicious: the budget deal did little to shift Congress from its reliance on continuing resolutions. The CR, as it’s known, was designed to keep government operating for a few days or weeks while congressional negotiators worked out the budget. In recent decades, though, it has become the way we fund the government. It’s hard to find a member of Congress who defends this process, but most of them end up voting for it.

Continuing resolutions bypass the appropriations bills written by specialized committees and provide a favored few interests a bonanza. They also keep the federal government — and hence state and local agencies that rely on federal commitments — in “handcuffs,” as a recent article in Politico put it. “Under the continuing resolution,” the website noted after the most recent CR passed at

Education needs to be more important To the editor: Raised in Barron County and educated in Polk County and UW-Oshkosh, I had a good education. Two goals of public school is to provide a good rounded education and to expose students to other students of different education, social, economic backgrounds. Public education should prepare our young to effectively deal with the world around them, including the workplace. One cannot always pick the people one encounters in work or living next door.

Before the ‘80’s and corporate take-overs, companies wanted long-term employees. Many companies sought employees from Midwest small towns, farms, and veterans. They were considered to be hard-working, honest people – which they were. Midwest public schools and Wisconsin universities were considered to be among the best.

Many countries believed our educational system contributed to America’s greatness. In recent

years, China modeled their education after the U.S. schools of the 50’s and 60’s, not todays. A teacher in China earns what a Chinese doctor or engineer makes. In the early ‘80’s, huge tax cuts for the wealthy meant less money to the states to help pay for education.

When state budgets needed to be cut, one of the first cuts came from education. Hours and school days were reduced. Music and art was cut and less history was taught. Today we have an attack on teachers and teaching history. Some outside interests want to teach only the history that shines a great light on the U.S., instead of the struggles the vast majority of working Americans and immigrants faced among our wealthy Oligarchy of the 1700’s through the Great Depression, and before workers unionized. History can repeat itself. Some even want to re-write history concerning slavery and other unpleasant events.

Reading the local Wisconsin papers, it’s heartbreaking to see what is happening with public educa-

When taxpayer dollars are diverted to private schools, there is less money for the public schools. For small towns, the school is the anchor for the community. Lose the school, the town and small businesses will probably struggle. Companies move to areas where they can find good, well-educated employees. Companies don’t want to spend their resources to teach employee literacy and skills required by employment. I can’t understand why small community voters want to elect officials who want to divert funds for the private education of the rich or fairly wellto-do, who don’t want their children to rub shoulders with working class family’s children.

Questions need for increase in base electric charge To the editor: I’m guessing I’m not the only member of Polk-Burnett Electric Cooperative who questions the rationale for raising residential members’ basic electric charge from $34 to $36 a month. Their literature treats it as a fairness issue, but it doesn’t feel that fair to me; they’re taking a fixed charge that’s already among the highest in the state and making it even higher. Apparently this is punishment for those of us who have tried to keep our electric bills as low as possible.

Absorbing this $2 a month increase won’t put a huge strain on my budget, but I imagine that, for many families who are just scraping by, the last thing they need is a bigger electric bill. The rub, of course, is that no matter how much

money and effort you put into insulating your home, installing weatherstripping, or converting to more efficient lightbulbs and appliances, you’re still billed $36 a month just for the privilege of being on Polk-Burnett’s lines.

A year ago the Wisconsin Public Service Commission held hearings in response to requests from a number of investor-owned utilities who had applied to raise their basic electric charges. (Cooperatives operate without PSC oversight.) From their testimony, it was clear that utility executives were concerned about the impact of rooftop solar, geothermal and wind energy on their business model. Raising everyone’s basic electric charge was a way to create a climate in which those renewable energy sources would be

The CR puts the government on automatic pilot, avoids hundreds of difficult funding and policy decisions, and has become a substitute for working hard to pass a budget by the regular process. It lacks transparency, sidesteps good budgeting, puts all the power in the hands of a few congressional leaders, and invites Congress to act in a crisis mode.

Do you want the Congress to work better? If so, ask your favorite member to think big and not lock into a failing system.

A good start would be to kick these two bad habits.

I don’t know if the intent of Polk-Burnett’s rate restructuring plan is to stifle renewable energy and energy efficiency, but that will certainly be one of its effects.

Between that and the financial hit on those who can’t afford to pay more, I think you have a couple of good arguments to oppose the cooperative’s plan for a $36 monthly charge. To the editor: Once again the people of Wisconsin have been sold out by their elected officials. In an after-hours “extraordinary” session running into the early morning of Saturday, November 9th, the State Senate passed bills obliterating previous campaign finance limits and abolishing our watchdog over governmental ethics, the Government Accountability Board (GAB).

Following a pattern established by the current GOP-dominated state legislature over the past few years, the Senate stalled discussion of these far-reaching bills until it was too late for them to be covered by the evening news, effectively burying and shielding these stories from public scrutiny.

This is not good government. The Republican leadership¹s duplicitous tactics fit perfectly the substance of these bad bills, which open Wisconsin wide to corruption and shield the guilty from exposure.

Killing the GAB is a sickeningly transparent tactic to protect wrongdoers from the consequences of illegal dealing.

Our state Senator Sheila Harsdorf originally supported creation of the GAB in the wake of the 2001-2002 legislative scandal, the worst in Wisconsin¹s history. Senator Harsdorf has now voted to take down the watchdog agency.

What has happened to our Senator? We know that our GOP legislators are under enormous pressure from rich and powerful funders to tow the party line. More moderate Republicans now too often vote against their own conscience under threat of being ‘primaried’ by even more extreme right-wing candidates.

In fact only one Republican state Senator, Robert Cowles from Green Bay, had the fortitude to resist the arm-twisting that resulted in 17-15 votes passing these bills. Cowles has said of the campaign finance overhaul, “The garbage of politics is propelled by this bill.”

Hats off to Senator Cowles. If more Republican legislators had his courage, Wisconsin democracy wouldn¹t be in its present sorry condition.

St. Croix falls man charged with 9th OWI offense

A St. Croix Falls man is behind bars today, awaiting formal charges as a habitual OWI offender.

According to police reports, Mike A. Johnson, 73, St. Croix Falls was pulled over just before 5pm on November 9.

Officers observed Johnson Johnson driving erratically on Highway 35 near 248th Street.

Johnson, who is 73 years old, had difficulty getting out of the vehicle. He failed several portions of the field sobriety test and was unable to complete the test in its entirety.

At the scene, Johnson refused to take a breath test and stated that he had not been drinking. He was placed under arrest and taken to Osceola Hospital where he voluntarily submitted to a blood test.

If convicted, this would be Johnson’s 9th OWI offense.

Anything over a 4th offense is a felony in the State of Wisconsin.

Johnson was arrested on numerous charges of bail jumping relat-

ed to previous OWI convictions.

Wisconsin treats OWI offenses one through four individually.

After that the offenses are “OWI fi fth or sixth,” and in Johnson’s case, “OWI 7th, 8th, or 9th.”

Johnson has two previous cases against him for OWI 7th, 8th, or 9th,, both still open in Polk County. The first was fi led in April of 2013, the second in August of 2014, and the third November 17, 2015.

According to the Wisconsin Department of Transportation, OWI 7th, 8th, or 9th is a Class G felony, and if convicted Johnson could face 3-10 years in prison on each count.

Felon arrested while housesitting drug house It was a bad day for one convicted felon who found himself under arrest November 11, allegedly “just watching a friend’s house” in St. Croix Falls.

According to police reports, the St. Croix Valley Drug Task Force and Department of Criminal Investigation conducted an Brein early afternoon search warrant at 1328 208th St. There they could smell the odor of raw marijuana from outside the residence.

Answering the door was Paul W. Brein, 61 of St. Croix Falls.

Brein said that he’d been living there since late October, but that the home belonged to his friend who had another residence in the Twin Cities.

Just inside the front door was a Winchester 870 shotgun.

In the kitchen, out in the open, officers also found a pipe and a jar with loose marijuana on the kitchen table, a plastic bag in the freezer with loose marijuana, a bong with marijuana residue on another table, and a cooler containing loose marijuana.

Further search of the home found marijuana-growing operations in two separate back bedrooms, including nearly 50 plants, numerous root balls, and several

hangers with buds on them.

Brein, as it happens, is a convicted felon with an active warrant for his arrest in Grant County, WI. Brein told officers that he knew about the growing operation but denied tending to it. He did admit to receiving marijuana as payment for “watching” the residence. Officers also found communication between the homeowner and Brein, requesting that Brein check in with him daily to make sure he “doesn’t burn the house down.”

Brein was arrested on several drug-related charges, including maintaining a drug house and manufacturing marijuana.

Keith A. Haberle, 47, Osceola was arrested on November 11 for Domestic DC. Joshua J. Alden, 35, Frederic was arrested on November 11 for Possession of Drug Paraphernalia.

Lawrence I. Miller, 40, Frederic was arrested on November 11 for possession of drug paraphernalia, possession of drug paraphernalia: methamphetamine, possession of a controlled substance/Analog, child neglect.

4th OWI pending for Amery Man

Steven J. Derrick, 64, Amery has been formally charged with his 4th OWI offense as of November 12th.

Police reports indicate that Derrick was seen driving his truck over the center line on Main Street in Amery, and at one point almost hit another vehicle.

Once pulled over, officers found a partial bottle of bourbon behind the driver’s seat Derrick and an empty bourbon bottle on the passenger-side floor.

The officer noted several clues to intoxication during the field sobriety test, but when asked to perform the 9-step walk and turn, Derrick indicated that he couldn’t do any walking or standing tests because he had cancer.

When asked to recite the alphabet from E to N, he tried three times to recite the entire alphabet, and finally gave up saying he couldn’t remember anymore.

Once at Polk County Jail Derrick consented to a chemical breath test which came back reading .10.

OWI 4th is a felony charge in Wisconsin, and if convicted Derrick could face $600 to $10,000 in fines, 60 days to one year in jail, and two-to-three years revocation.

Breaks Fail – Woman Badly Hurt

The breaks on a car occupied

by Mr. and Mrs. Alphonse LaMere of Range, gave way on the Osceola hill last Sunday and the car ran to the bottom unrestrained. Mrs. LaMere jumped from the running car and sustained a fractured jaw and a badly injured spine besides other minor injuries. Mr. LaMere was not seriously hurt.

Guy Wire Tackles Football Player Wesley Josephson ran foul of a telephone guy wire while playing football last Sunday and his lip was so badly cut that it necessitated the taking of seven stitches. He is taking enforced vacation this week.

Successful Church Drive The Congregational annual drive, which began Sunday showed pledges amounting to $2,286.70, for Sunday only. The trustees and the committees in charge of the work are exceptionally well pleased with the result.

85 Years Ago November 27, 1930 Stanton Blacksmith Terribly Injured Chas. Price, a blacksmith at Stanton was found last Thursday evening by Fred Thome sitting in a rocking chair in his home, covered with blood and suffering from severe wounds about the head, which were apparently inflicted with an ax, which was found nearby.

Mr. Price was conscious when Mr. Thome arrived and when asked what happened he replied that he did not know and lapsed into unconsciousness. He was brought to Amery hospital and is not believed to be out of danger, but does not appear to remember what happened.

St. Croix authorities who were summoned found a chair covered with blood as was the floor nearby and a few feet away from the chair a blood covered ax was found on the floor.

Aside from the blood on the floor and chair, the walls were spattered in places at a height of eight feet according to authorities. Investigators have not determined whether the wounds were self-inflicted or not, but are continuing their investigations.

Hospital authorities here inform the Free Press that he has made no definite statement of what happened. Dr. Cornwall we are informed is of the belief that the lacerations in the head were made after the fracture.

First Real Snowstorm The first real snow of the season, which covered the ground, fell Sunday, beginning in the afternoon and continuing into the night.

The temperature fell rapidly after the storm began and Monday morning it had dropped to 10 degrees.

Santa Claus Receives Letters

Included in the haul were Saturday’s receipts, insurance policies and other papers pertaining to the business operation.

The yeggs unbolted a back door and left via that way.

Money in the cash registers were untouched and no other merchandise was missing.

Early church goers have reported to authorities that between 6 and 6:30 a.m., Sunday morning, three cars were parked in front of the store and all the lights were on. This report has been verified by several Amery citizens.

They assumed that some emergency work or grocery customers were being taken care of when they saw the activity.

Apparently the same gang entered the Red Owl store in the north side of New Richmond in a similar manner. About $35 in change was taken along with 140 cartons of cigarettes.

75 Years Ago November 21, 1940 Storm Echoes…

Developments revealed the famous Armistice Day blizzard in the northwest, the worst in years and years, and added deaths, destruction, and hardships to its story.

It was reported that the Pride of Wisconsin Turkey farm sustained losses of about 1200 turkeys. A large crew of men worked throughout the entire night and saved thousands of birds, which otherwise might have been lost.

In Nebraska 20% of the entire turkey crop was destroyed, and at Worthington one big raiser lost 5,000 of the birds in the big blizzard.

The city employees had a tough job clearing the streets.

And So There You Are! The tables were turned opening morning at the Ed Nelson Barber Shop in Amery. Two deer appeared out of nowhere and requested close shaves… just like the ones their country cousins were having out in the woods. But alas, there were no barbers for they had been misled and ventured out into the woods looking for deer.

While neither case is adjudged serious, two persons were treated for gunshot wounds Saturday, in Amery by Dr. Herbert Dasler.

Andrew Selin, 71, of Balsam Lake accidently shot his hands when taking a gun from the case. The rifle discharged with the bullet going through his right hand and lodging in the left forefinger, near the bone.

Recovering in the Amery Hospital is the 16-year-old daughter of Mr. and Mrs. Victor Olson of Deer Park who was operated on Saturday evening for the removal of a .22 bullet lodged in her shoulder.

The .22 slug came from a cartridge which she had hit with a hammer.

50 Years Ago November 25, 1965 Bullet Pierces House on Bear Trap Lake Some deer hunter had the wrong thing in his sights last Sunday when shooting around Bear Trap Lake.

The errant missile shattered the glass in the door at the J. G. Haney place, ricocheted off a door handle into the living room then dropped to the porch floor.

45 Years Ago November 26, 1970 Area Hunter Shot in Leg Joe Yira, route 3, Amery, was shot in the leg on opening day of deer season while hunting on the west side of the Yellow River south of the Glendenning bridge in Burnett county. He is employed by Fabri-Tek, Amery.

According to Warden Jim Flanigan, Siren, Yira was hunting in an area of dense thickets about 100 yards away from another hunting party. A pair of deer ran between the two parties causing a 10-year-old Danbury youth to fire his rifle.

Under a new law, Wisconsin deer hunters must wear red during the coming season, November 24 to November 28.

Super markets were targets for burglar operations over the weekend when Kocian’s Red Owl store, New Richmond, and Anderson’s Super Valu Market, Amery, were looted.

In Amery, the thieves entered by prying the door jams on the front of the store, slipping the lock and swinging the all-glass door back. They wheeled the safe from the front of the store to the back and knocked the combination knob off.

Only other item missing was a wire basket used to display the cake mixes, apparently used to hold the loot from the safe.

Residents in the George Harr home, located at the junction of county roads W and Q west of Frederic, narrowly escaped injury when a bullet crashed through a double window, tore through a wall and finally stopped in a bedroom.

According to Warden Bob Ward, Amery, the incident occurred on the opening day of deer season.

After breaking the double windows the bullet traveled through a wall, hit a chest and shattered sending pieces of bullet into a door and a second wall.

Polk County approves $21.5 million levy Moves toward citizen-centered government

Polk County set a levy of $21,468,018 for 2016 on Nov. 10.

The number is up 1.4 percent – or $297,896 – from last year’s $21,170,122.

Though the levy rose slightly, the county’s tax rate will drop a bit, since rising property values outpaced the levy’s increase. On a $100,000 house, the 2015 tax was $528.03. In 2016 it will be $1.04 less, or $526.99.

The county’s tax rate has remained relatively flat for the last five years and the threeyear plan for the budget is balanced, said County Administrator Dana Frey.

“The county’s long-term fiscal position looks pretty

good,” he said.

Total spending is projected to fall from roughly $61.3 million in 2015 to $58.7 million in 2016. Higher spending in 2015 was due, in part, to paying off a 2007 lease for an interest savings of about $15,000.

Frey has recommended reducing debt service to $3.2 million and maintaining at that level. The county’s debt service was about $5.6 million in 2015 and $4.2 million in 2014. Maintaining at $3.2 million would allow for upgrades and investments in 2017 and 2021 with no increase to property taxes, said Frey.

The county has reduced staff over the past several years, mostly through attrition, and further cuts would likely result in a loss to services, said Frey.

“The staffing level is at bottom,” he said. “This year the county will add a new position for the first time since 2011, a full-time employee for courthouse security.”

Library funding The board decided against a budget measure that would have raised township taxes slightly to bring additional funding to libraries in Polk County. The increase – estimated to be roughly $5.75 on a $100,000 house – was pro-

of the eligible tax rate. Last year the board raised the ratio to 80 percent; this year local libraries requested another increase, to 90 percent, which was denied after discussion in an 11-4 vote.

Citizen-centered government Though it won’t cost taxpayers a dollar, the 2016 budget makes a few changes that should help the county government become more user-friendly, simplifying everything from getting a building permit to accessing mental health services.

A large first step is combining the health and human services departments into a new community services division. A smaller step: the human services department will be given a new name, the “department of children and families,” making it easier to guess which populations the branch serves.

Behind the scenes, the two

departments will remain mostly intact, said Administrator Frey. But for residents, they will seem to function as one – a single visit or phone call should open the door to an array of services, eliminating the bureaucratic “pingpong effect” and increasing efficiency and effectiveness of staff time.

As part of the shift, the county plans to restructure its Behavioral Health Clinic, increasing outreach to let residents know what services are available.

“One in five people in the U.S. suffers from some kind of mental illness,” said Frey.

“And only about half of them get treatment.”

In addition to offering treatment, Frey hopes the clinic’s expanded outreach will prevent mental illness through education and support.

Bird completes ‘Super 10’ as tribute to son

Byron Bird, Jr. of Amery wore the Ranger cap and used the rifle of his late son, Jeremy on Oct. 29 when he bagged a Rocky Mountain Goat near Cordova, Alaska.

“Jeremy was an avid hunter and we always talked about

going on hunting trips when he completed his military service,” Bird said.

“The following year after we lost him, I kept his dream alive and went back to Alaska wearing his uniform and Ranger Hat. I successfully hunted a Dahl Sheep,” he said.

By getting the goat on the anniversary of his son’s death, Bird completed a life long goal: achieving the Super Ten

of North American Big Game.

To qualify for the Super Ten of North American Big Game, a hunter must bag an animal from each of the following categories: bears, cats, deer, elk, caribou, moose, bison/muskox, goat, antelope and sheep. Bird had already bagged two on the list in 1992 when Jeremy died in a training accident in Utah.

Ascending to 4,000 feet

“I fell many times, and used ropes to climb to the spot,” said Bird.

“The Goat was at the top and I took a 350 yard shot to get him,” Bird recalls. “There were two of us there that day. With my son’s hat on and his rifle, I had succeeded the quest my son and I started twenty-three years ago. There was no cheering or laughter but honoring the animal that gave his life to fulfi ll an old man and his son’s dream. I

was all alone when I made the fatal shot, just this beautiful snow white animal, my son’s Ranger Hat, 338 Mag Browning Rifle, and me.”

The 67-year-old Amery native commented that the pursuit of the Super 10 has been a financial and physical challenge. He felt it was fitting to meet this goal and mark Veteran’s Day as a tribute to his son.

“My Super Ten is complete but knowing that some day Jeremy and I will be together someday again will be a relief,” he said.

Icy road conditions lead to 7 vehicle accident near Haugen One man was severely injured after icy road conditions led to a pair of crashes involving seven vehicles on Friday morning, Nov. 13, 2015, on U.S. Hwy. 53 just south of Haugen, according to Barron County Sheriff’s Police.

The chain reaction crash took place along southbound Hwy. 53, and a second accident, involving a single vehicle, occurred minutes later near the same bridge in the northbound lanes, according to accident reports.

Jason A. Mikula, 47, of Shell

Lake, was airlifted from the scene by Lifelink helicopter after he left his vehicle following an earlier accident, and was struck by a sport utility vehicle while he stood near the southbound lanes of Hwy. 53.

The crashes led to the closure of Hwy. 53 between County Hwy. V, Haugen, and Wisconsin Hwy. 48, Rice Lake for about 45 minutes.

After piecing the incidents together, police reported that Mikula’s pickup went out of control on an icy bridge deck,

spun around and stopped in the traffic lane. It then was struck by a second pickup driven by Joshua Peck, 32, Danbury.

Reports indicate that Mikula got out of his truck and was standing nearby when, moments later, a sport utility vehicle driven by Paula Dodge, 29, Spooner, went out of control and struck him, throwing him onto the southbound shoulder.

Dodge’s SUV then struck the pickup Mikula had been driving, crashed into a guardrail,

then stopped in the median.

A 4-year-old child in Dodge’s vehicle was unhurt, but reports indicated that Dodge was later transported to Lakeview Medical Center, Rice Lake.

Two more vehicles then crashed at the same location. A car driven by Ronald Strand, 52, Rice Lake, went out of control and hit the same guardrail that had been hit in the second accident.

Strand was out of his vehicle when it was struck by an SUV pulling a boat on a trailer, driven by Joel Ash, 66, of Stur-

geon Bay. The trailer pulled loose and crashed into the median. Ash and Strand were uninjured.

A fourth accident occurred minutes later in the northbound lane of Hwy. 53 near the same location. A pickup truck and trailer driven by James Everly, 45, of Cadott, went out of control on the ice, jacknifed, and then hit the guardrail. Everly and two passengers were uninjured.

Popular summer school program considers areas for improvement

A recap of Amery’s Summer School program at the November school board meeting showed growing attendance numbers, and also discussed ideas to make the program better.

According to summer school coordinator, Scott Moore, Amery had more than 400 students 4k through 12 enroll in remedial or enrichment summer school courses this year.

When considering activities like events, Driver’s Ed, band, weight room and swimming lessons, that number swells to more than 720 resident participants.

That quantifies to nearly two million student minutes this summer, a number that contributes to state aid for the program.

With that demand the district served 4,720 breakfasts this summer, and 5,593 lunches. The program was offered at both the elementary and

middle school in 2015.

Moore added that with allday childcare and questionable grant funding for Annie’s Lunchbox, the foodservice program could see increased demand next year.

A survey of participating families gave some insight into areas for improvement.

The district could consider changes in bussing, a 3-week vs. 4-week program, or an August start to give students a break.

Moore also suggested that

staff compensation might be due for review. The current hourly pay scale for summer school staff is less attractive than neighboring districts, making recruitment more of a challenge.

Several staff changes were considered in closed session at the November 16 school board meeting.

The district has also voted to add seven staff members. Contracts were offered to: Homebound Instructor Jennifer Swenson, Clubhouse Assistants Ashley Hanson and Machelle Carlson, Para-educators for Pupil Services Nicole Dusek and Shia Widiker, School Nutrition Food Server Julie Cardinal, and JV Boys’ Basketball Coach Matthew Pettersen.

Clear Lake Superintendent finalists make their case

The three finalists to replace long time Clear Lake Superintendent Brad Ayer spent Nov. 10 in second interviews and each had an opportunity to introduce themselves and make their case to be the next superintendent at a meet and greet session held in the evening.

A crowd of about 40 people attended the three hour long session, fi lling out comment sheets about each candidate.

Carol Markham-Cousins The first finalist to speak was Carol Markham-Cousins, currently serving as an educational consultant out of Edina, Minn. Markham-Cousins has 30 years of experience in education, working in districts from St. Paul to Ecuador to New York.

She taught Special EduMarkhamcation when she was in the Cousins classroom.

Markham-Cousins commented that the Clear Lake School District has enjoyed strong leadership for many years. She believes she would bring “new experiences and new eyes” to the district, enjoys collaboration and understands the vision of the district.

She complimented the district on its strong academics, fine arts and athletic programs. She said that Clear Lake is a “viable, sustainable and welcoming community.”

Markham-Cousins asked the group what they would

like to see in a leader after having the same one for so many years. She shared that she is 60, and believes she has “more than 10 but less than 30” years left in her working career.

She believes that the superintendent needs to be visible in the community and open to a dialog. Markham-Cousins said that student assessments need to be of a high enough quality so teachers have a “clear idea about what students know, don’t know and what to do when kids don’t get it.”

All three finalists were asked about how they would deal with the school board.

Markham-Cousins said that the superintendent has five bosses, and how the board functions affects how she does her job. She said that building relationships and being transparent about what’s best for the district is the best way to proceed.

Josh Ernst Josh Ernst is currently the Associate Principal, Horace Mann Middle School, Wausau, Wisc.

E r n s t worked as a para educator before getting his teaching license.

He taught Special Education Ernst for six years before moving into administration. His wife taught First Grade before choosing to stay at home with the couple’s four children. He is currently working on his PhD. Ernst is “absolutely thrilled” to be called back for the sec-

ond round of interviews. He and his wife are excited about the district and the community.

He describes his leadership style as a “servant leader,” pointing to his current position working alongside his colleagues, collaborating and communicating with staff on decisions to get their buy-in.

A former wrestler, Ernst believes extracurricular activities are an extension of the classroom.

Ernst would like to fi lm the district and use the Internet to market the district to increase open enrollment in to the district.

When asked about interaction with the school board, Ernst believes providing communication so there are no surprises provides the best results.

In regards to testing and assessments, he believes that the district and teachers need good baseline data to place students where they can get the attention they deserve.

Ernst believes he would be the best fit for the district. “I believe in hiring the person, not the position,” he said. He added that the district is a perfect fit for his family as well.

Dennis Kaczor Dennis Kaczor the Middle School Principal at Adams-F riendship School District was the final candidate of the evening.

During his Kaczor introduction, Kaczor, who has been at Adams-Friendship for the past

year and a half, talked about his mother and his business teacher as the greatest influences in his life. Both women showed him the impact a single person can have on a life, something he has tried to emulate.

He taught business education in the classroom for 11 years before moving on to administration.

Kaczor explained that Adams-Friendship has 75 percent multi-generational poverty and the staff spends time teaching the students appropriate behavior. “I have to explain to a student why it is inappropriate to punch another student during lunch,” he said.

Kaczor believes that all students can succeed in a trusting environment. He added that the school’s job is preparing students for the future and that college is not for everyone. “Going to a vocational school, the military or the workforce is sometimes best for some students,” he said.

He describes his leadership style as a “servant leader,” working with children and staff to establish patience, forgiveness, kindness, humility, honesty, integrity, selfless service and commitment. Kaczor says he “leads with a listening ear.”

He showed a “forgiveness card” that he currently uses with staff who want to try new ways to improve education. If the experiment fails, the staff member is free from criticism because they were seeking to improve education.

He measures his success by the success of others and believes that all decisions in the district need to be made keeping in mind “what is best for

our children.”

At Adams-Friendship, the district uses Chromebooks, Google Docs and Google sheets, which has cut down on the amount of schoolwork that is past due.

“We need to prepare them for their future, not our past,” he said.

Kaczor describes himself as “fair, open, honest, consistent and good communicator with all stakeholders in the district.

He plans to attend meetings of town boards and civic organizations to be an ambassador for the district. Kaczor wants Clear Lake to become a community and a family and he sees his role as the CEO of an educational corporation.

Kaczor would use several models to evaluate students and teachers to raise student achievement.

In dealing with the school board, Kaczor acknowledged that the board is his boss, but it is his role to be an advocate for the students. “If I see the board overstepping its bounds, I have to be bold enough to slow things down,” he said. He sees his role as an insulator for the group.

It is his expectation not be surprised by the board or for him to surprise the board. He believes that weekly contact with board members is the best way to get acquainted.

He concluded his comments by saying that he is a rare combination of a social leader and a bean counter.

The Clear Lake School board will hold a special meeting Thursday, Nov. 19 to discuss the hiring of a superintendent and compensation package.

The board will meet in closed session.

Patrick McElhone of the Polk/Burnett Bee Keeping Association says hive losses for his club have skyrocketed–as high as 85% in one year.

“Ten years ago, if you had

a loss of 5%, people looked at you as a bad beekeeper,” McElhone says. For those that make their living in the honey business, and for agriculture in general, that kind of loss is staggering.

McElhone attributes the loss to pesticides with neoniciti-

noids and glythicate, commonly used in weed control. These chemicals will affect a honeybee’s ability to find its way back to the hive. “The bees fly away and never come back,” says McElhone. “Bees are the canary in the coalmine.”

hose who are lacking in self-reliance are fortunate that there are people who enjoy helping others. But even the most helpful and giving person gets tired of helping those who could easily help themselves but won’t.

In a similar vein, people who are frugal are likely to feel they are being taken advantage of if asked to give money to those who are spendthrifts. There is something in us that feels the justice of Paul’s remark to the Thessalonians that “The one who is unwilling to work shall not eat.” (2 Thessalonians 3:10 NIV) Clearly there is a difference between those who are unable to work (or help themselves) and those who are unwilling. Most of us welcome the opportunity to help those who are unable, but we chafe at helping those who just don’t feel like helping themselves. As Thomas Jefferson put it, “Never trouble another for what you can do yourself.” Self-reliance, in all its wonderful varieties, from knowing how to take care of your basic needs, to making do with what you have, to being resilient after a setback, is surely one of the most useful of character traits. – Christopher Simon

Ronald (Ron) G. Gullickson Jr. Ronald (Ron) G. Gullickson Jr., age 42, of Clayton, WI passed away unexpectedly on November 15, 2015.

Ronald Grant Gullickson was born on June 2, 1973 in Amery, WI the son of Ron and Sue (Thill) Gullickson. He was baptized at Moe Lutheran Church in Clear Lake,WI and later confirmed at West Akers Church in Prairie Farm, WI. Ron graduated from Clear Lake High School in 1992. He currently worked at Aurora Community Services in Spooner, WI. Ron will be fondly remembered as a kind, loving and compassionate man. There was nothing more important to him than his family – especially his nephews! Oh how he loved those two boys. He had the ability to find the good in everyone and brought joy to so many people. His smile was infectious and would light up the room. Rest in peace Ron. We will miss you.

He was preceded in death by his grandparents, Hallie and Resa Gullickson and Alfred and Emma Thill.

Ron is survived by his parents, Ron and Sue Gullickson; his brother Ehric (Renee) Gullickson, and his nephews, Carson and Cooper Gullickson, and many aunts, uncles and cousins.

Judge OKs archdiocese bankruptcy; victims get $21M

MILWAUKEE (AP) — A reorganization plan for Milwaukee's Roman Catholic archdiocese that will distribute $21 million to hundreds of clergy sex abuse victims won approval Monday from a federal bankruptcy judge, bringing a measure of closure to a long-running and emotional case.

The plan confirmed by U.S. Bankruptcy Judge Susan Kelley splits most of the money among 355 people. Another category of 104 victims will get about $2,000 each. There also are provisions for victims to receive counseling.

Shortly before the deal was approved, Archbishop Jerome Listecki addressed the court and repeated his apology to victims as well as his hope that “we have turned the corner in the history of the archdiocese.” At several points as he spoke, however, a packed gallery of victims and advocates coughed, groaned and even quietly booed.

A dozen Catholic dioceses nationwide have fi led for bankruptcy in the past decade over abuse

claims in a widespread scandal that rocked the church. Milwaukee's settlement, announced in early August, includes some of the smallest per-victim payments — a heavily criticized aspect of the deal.

Several victims have said they wished settlement amounts had been larger and that they wanted to see a deeper investigation of abuse claims to make sure no one remains at risk.

In court Monday, Charles Linneman, chairman of the creditors' committee, said he didn't like the classification plan for abuse victims, and that “in a lot of ways, I think I failed you.”

Still, he didn't object to the deal negotiated among the archdiocese, the creditors' committee and attorneys for abuse survivors.

After the hearing he declined to elaborate on what he wished had gone differently.

Church lawyers have said all claims have been properly investigated and reforms have been put in place to prevent future abuses.

The agreement follows a yearslong process that revealed the scope of the Milwaukee arch-

diocese's involvement in the clergy sex abuse scandal. The church made sweeping reforms meant to stop molesters and help victims, including a pledge to investigate claims and oust abusers. Bishops also enacted safeguards for children, requiring background checks and special training.

Kelley allowed victims to speak at the hearing in order to have any remaining complaints noted for the record, and several stood to lash out, though none legally objected. She encouraged victims with further concerns to reach out to the archbishop, saying they had the right to do so under the deal.

The judge and lawyers for both sides were scheduled to return to court later Monday to formalize language in the deal, which ends a case that began when the archdiocese fi led for Chapter 11 protection in 2011 to address its sex abuse lawsuit liabilities.

Kelley choked up when she confirmed the plan. “I did the best I could,” she said, composing herself. Hopefully, she said, “a page can be turned, some resolution can be had.”

Legislators want to revoke drunken drivers' licenses

MADISON, Wis. (AP) — Repeat drunken drivers would lose their licenses for at least a decade under a bill backed by a rare bipartisan coalition of Wisconsin lawmakers.

The measure is designed to send a message that legislators won't tolerate repeat offenders, said Rep. Eric Genrich, D-Green Bay, one of the proposal's chief authors.

“We see these habitually drunk drivers appearing in the paper and the TV news over and over again,” Genrich said. “This is our response, saying enough is enough.”

The Wisconsin Tavern League, the state's powerful alcohol lobby, supports the measure as a way to keep repeat offenders off the road, said the league's lobbyist, Scott Stenger. The Wisconsin Professional Police Association, the state's largest police union, also backs the legislation as a way to deter repeat offenders without adding financial strains for the criminal justice system, WPPA Executive Director Jim Palmer said.

Mothers Against Drunk Drivers, however, has asked lawmakers to

change the bill to force repeat offenders to use ignition interlocks for a decade rather than take away their licenses. The group feels that revocation won't stop people from getting behind the wheel, MADD lobbyist Frank Harris said.

“On paper, this looks fantastic,” Harris said of the bill. “But in reality it will not stop somebody (from driving drunk). It's just taking away a magical piece of paper.”

Right now, the state Department of Transportation can revoke licenses for drunken driving for up to a year. People who lose their licenses can apply for occupational licenses, which allow them to drive limited hours.

The bill would require the DOT to permanently revoke the license of anyone who has committed five or more operating while intoxicated offenses. The agency also would have to permanently revoke the license of anyone with three or more OWI offenses and two or more so-called qualifying convictions for serious crimes involving a motor vehicle, such as homicide using a motor vehicle. In either case, the person wouldn't be eligible for an occupational license.

Offenders could apply to get their license back after 10 years. The DOT could choose to reinstate their licenses if they haven't been convicted of a crime over that decade, they submit to an alcohol assessment and develop a driver safety plan.

Genrich acknowledged MADD's concerns but said he's wary of the potential costs of ignition interlock devices and who would bear that burden.

He insisted revocation can be an effective deterrent to drunken driving.

The bill's chances are unclear. Spokeswomen for Assembly Speaker Robin Vos, R-Rochester, and Senate Majority Leader Scott Fitzgerald, R-Juneau, didn't immediately return an email message inquiring about the proposal's prospects.

Wisconsin is the only state that treats first-offense drunken driving as a civil violation rather than a crime.

A cast and crew of more than 40 performed to packed auditoriums this weekend, and the star of the show wasn’t even human.

Anna Badman’s dog Bentley starred as ‘Toto’ throughout the three-day run, winning the hearts of audience members young and old. Bentley was extremely well behaved, barked on cue, and gave a stunning performance as Dorothy’s beloved dog.

One Veteran’s Address

“This is truly the land of the free because of the brave. And kids, ladies and gentleman, those are the brave. Those seal pins, those ranger tabs, those medals–I can tell you they do not hand those out,” said 1989 Amery graduate, Captain Jeffrey Buss.

In full Naval uniform, with Packer cup in hand, Buss delivered one of Amery High School’s most inspiring Veterans Day addresses in some time.

Through humor, humility, and storytelling, Jeff thanked a long list of people who’d gotten him to that podium, encouraging students to use their freedom to its fullest.

“The veterans have done their job to give you the freedom, the teachers have done their job, they’ve educated you…

but the rest is up to you.”

And he called them by name.

“Brent! You want to play professional football?

Go play football! Kate… where are you? You want to be an accountant? Be an account!”

Buss fi lled the auditorium with stories crediting his teachers and Amery roots for much of his life experience, and explained that for those listening, their moment is now. But it won’t be easy.

“It boils down to something I learned in freshman football, get comfortable with being uncomfortable,” said Buss.

Jeff promised students that the extra effort they make now will substantially enhance the quality of the rest of their life.

“Everybody’s watching you. They don’t teach you because they want you to fail, they teach you because they want you to be awesome.”

And just before the crowd rose to a standing ovation, Jeff’s final words spoke for veterans everywhere.

“We fought for your country so you could be free and do whatever you wanted to do. But you actually have to DO something.”

Cooler temperatures seem to just suggest soup for meals. This soup uses canned Great Northern Beans so it doesn’t take hours to make.

NORTH-WOODS BEAN SOUP In larger kettle, sauté for 3 minutes: 1 c. sliced carrots 1 c. chopped onion (or amount you want) 2 cloves minced garlic 7-8 oz. cut up kielbasa (turkey, or your choice) Reduce heat and cook for 5 minutes.

Add and bring to a boil: 4 c. chicken broth pepper to taste 2 cans (15 oz. ea.) Great Northern Beans, rinsed and drained Turn down heat and simmer for 5 minutes.

If you wish, you can put 2 c. soup into food processor and process until smooth, then return to the soup and simmer 5 minutes.

Add and stir: 1 bag (16 oz.) baby spinach leaves. Stir until leaves wilt.

If you wish, you can add 1/2 tsp. Italian dressing when you add the broth for a bit different taste.

Serves 3-4.

If you like no-bake bars and peanut butter with chocolate, you might like to try this bar recipe.

LAYERED NO-BAKE CHOCOLATE-PEANUT BUTTER BARS Line bottom and sides of a 9x13” baking pan with foil, leaving some foil hang over each edge for handles.

Put into food processor and process until finely chopped: 24 crème-fi lled chocolate sandwich cookies Melt together in MW safe bowl or in saucepan: 4 c. mini marshmallows 1/4 c. butter Stir in and mix well: the chopped cookies 3/4 c. chocolate chips Put this mixture into the lined baking pan and press in bottom.

Put n medium MW safe bowl and MW until smooth and creamy, stirring often: 1 can (14 oz.) sweetened condensed milk 1 bag (10 oz.) peanut butter chips Stir in until smooth: 1/4 c. creamy peanut butter Stir in: 1 c. coarsely chopped honey-roasted peanuts 4 peanut butter crunchy granola bars, crushed (2 pouches from an 8.9 oz. box) Spread this mixture over the first layer and level.

In smaller MW save bowl, MW until smooth, stirring until melted: 1 tsp. veg. oil 1/4 c. semisweet chocolate chips Drizzle diagonally on top of the above layer. Refrigerate for 30 minutes or until set. To cut, remove from refrigerator and lift out the foil by the handles.

Cut into bars, being careful not to slice into the foil.

Or put onto a flat chopping board and cut into bars.

Store, covered, in a cool place.

Hint: If the peanut butter mixture starts to cool and is hard to spread, microwave a bit so it is soft and spreadable again.

These can be made for any meal with leftover potatoes and cooked ham.

Does your family like chicken drumsticks? This easy recipe will please their pallet.

HAM AND POTATO PATTIES Mix with a fork: 1-1/2 c. mashed potatoes 1 egg Add and combine: 1 c. cooked, diced ham 1 T. chopped onion (or amount you want) pepper to taste Shape into flat patties. Dust patties with a bit of flour. Fry patties in lard or oil until lightly browned.

Serve hot.

SIMPLE AND EASY DRUMMIES Put into a 9x13” greased baking pan, keeping space between each drumstick: 5-8 chicken drumsticks Season generously with garlic powder and add salt and pepper to taste.

Bake at 375° for 30 minutes, turn over drummies and add more garlic powder, salt and pepper to taste and bake another 30 minutes. Serves 2-3.

If you would like a simple old-fashioned molasses cookie, try this simple recipe. Refrigerate dough and roll into balls.

OLD-FASHIONED MOLASSES COOKIES Heat until boiling: 3/4 c. molasses Remove from heat, add and stir until melted: 1/2 c. shortening or lard 1 tsp. baking soda Combine and add to the above, mixing well: 2-1/4 c. flour 1-3/4 tsp. baking powder 1 tsp. salt dash of ginger dash of cinnamon Refrigerate dough for about an hour or until chilled. Roll into balls. Put onto cookie sheet and press down to flatten with a glass/cup dipped in sugar. (or flatten without the sugar if you want no sugar on top). Bake at 350° for about 6 minutes or until done. Amount of time depends on size of balls. Make cookie about 3” in diameter but can be made larger or smaller depending on size cookie you want and bake accordingly.

Tip: To make Mocha frosting, cream until smooth: 2 T. butter, softened, then add 1/4 tsp. vanilla, 2 T. cold coffee. Slowly add 1 c. powdered sugar, 1 tsp. cocoa powder and mix until smooth and creamy.

Spread on 8x8” cake or cupcakes. For a larger cake or more cupcakes, double the recipe.

The elusive Norwegian hug Growing Up in Amery Loren Elkin

Let’s start with a riddle. What is the difference between a Norwegian hug and Bigfoot? The answer? Of the two, some people have actually spotted Bigfoot, but not so much the other one.

In my growing up years, hugs were rare. Maybe at weddings or funerals I saw them, but most times it would be a handshake, a little wave of greeting, or at most a side to side hug. My parents kissed goodbye in the morning but never hugged, and I remember the solid handshake my dad and I shared after my graduation ceremony at

UW-Superior.

There’s the story that in the late 1800s in Norway when parents would say goodbye to their adult son, never to see him again. The mother with tears in her eyes might give him a hug, but the father after wiping any trace of tears would give him a hearty two-handed handshake wish good wishes to him.

Then there are the almost hugs and the hug defense.

The almost hugs are the sideways hug mentioned earlier and the one-armed hug. These have been given to me by an Elkin relative and an in-law a little while after I inadvertently offended them. Their idea of payback.

The defense against hugs is a positioning skill. When a person is approached that looks like it might turn into a hug, the defender puts the hand in front from the stomach, pointing at the hugger much like a kid would point a toy gun at something. The hand signals that a handshake is plenty, thank you, and this isn’t the time for a full-on hug.

My outgoing and vocal Aunt Stella, the lady who might be the model for

Auntie Mame, feared hugs I’m pretty sure. The grand aunt in the Larson family, I think back to a time when I walked into her Minneapolis apartment where there were a number of relatives and guests present. When I entered she spotted me across the room, and we hadn’t seen each other in over a year. She said to people around her, “Oh, there’s Loren.” And she gave a little wave. I walked over to her and gave her a Hollywood hug, appearing to be a hug but not a lot of contact. She was a loving woman but hugging wasn’t in her vocabulary.

The exception to the Elkin and Larsons avoiding hugs was my Aunt Alma, Dad’s sister from the Little Falls area. She give a kiss and a hug when I came home from college, and she’d ask questions in her sincere and caring way. Her daughter, Jeanne, also learned from her. A hugger and champion greeter, when the Elkin cousins came from Norway to visit, she greeted them with lots of pep. It was almost like it was 1912 and these two had survived the Titanic sinking, and she wanted to give a special welcome to Wisconsin.

Non-hugs didn’t scar me or damage my emotional growth, it’s just something our family didn’t do. Always I felt loved and special, but the embrace was just not part of it.

The photo is one of my favorites of my dad and I standing on a dock somewhere in Door County, Ephraim or Fish Creek. That’s what we’d naturally do when my sister Leora told us to stand there and she’ll take a photo. We lined up like we were getting shot.

Bandshell nears completion

In just a few months time, what was once just a shell looks more like performance venue. Music on the River Committee co-chair Ed Flanum says the Michael Park bandshell is nearly complete, with finishing touches taking place in the next few weeks.

The new bandshell sits facing the north in center of Michael Park. The structure includes two back rooms, one for utilities and one slated as a dressing-room space for performers. Flanum says a sound system will also be included but may not be entirely installed until spring.

Flanum adds that the project was made possible thanks to the financial assistance from the Erwin Danielson family, Amery Area Community Foundation, and Amery Hospital and Clinic. The group is still in need of an additional eight-to-ten thousand JESSICA DE LA CRUZ| AMERY FREE PRESS dollars to completely pay for project.

The bandshell will be used for the city’s summer ‘Music on the Water’ performances. Once complete, the City of Amery will be responsible for scheduling the facility for other community organizations.

Harsdorf recognized for EMS support At a Stars of Life State Capitol event on October 27, the Professional Ambulance Association of Wisconsin (PAAW) recognized Senator Sheila Harsdorf and Representative Paul Tittl for their support of Wisconsin emergency medical services and the ambulance industry.

Harsdorf and Tittl were both presented with the President's Award by PAAW President Patrick Ryan. This was the first time the award was presented by the Association.

TRIP, which stands for Tax Recovery Interception Program, allows all Wisconsin ambulance services to use the Wisconsin Department of Revenue's TRIP recovery process to attempt to collect on ambulance 911 patient transportation bills that go unpaid.

According to PAAW Executive Director Joe Covelli, "An ambulance service has a duty to act to render care and provide services, often leaving the patient’s ability to pay as a later thought.

Amery Students Thank Veterans Students in the sixth grade Foundations Classes at Amery Middle School made cards on November 11. Students learned about Veterans Day and the sacrifices made and courage our military members have to be a United States Veteran.

Students learned about the history of Veterans Day and were asked to make Thank You Cards for Veterans to recognize their service to our country.

Students were able to make cards for family members, friends or neighbors they knew who were Veterans, or for members of the local VFW Post 7929 in Amery. Students who made cards for family, friends, or neighbors took cards home with them Wednesday. Cards thanking Veterans for their service and reminding them they were not forgotten were dropped off at the Amery VFW for local Veterans after school on Veterans Day.

COLLEGE ACCOLADES Area students receive scholarships Mackenzie Pippenger of Clayton and Jared Rapp of Osceola were among 360 University of Wisconsin-Stout students to receive scholarships valued at $680,000 this year through the Stout University Foundation.

The students received the awards during a scholarship reception on campus in September. Many of the scholarship donors and members of the board of directors personally presented the awards.

The Stout University Foundation Scholarship Program has helped

more than 8,400 students receive a college education. Through the financial support of alumni, parents, faculty, staff and friends of the university, the program has awarded more than $10 million since the foundation started in 1962.

Pippenger, an Early Childhood Education major, received the Florence E. Blank Endowed Memorial Scholarship.

Rapp, who is attending for Manufacturing Engineering, was awarded the Wisconsin License Plate Scholarship.

Annual Fall Bazaar and Bake Sale set for Saturday Join us on Saturday, November 21st for our 28th Annual Fall Bazaar and bake sale! This is always such a fun event!

We have a full house of crafters and vendors, with every table sold out.

We have our bake sale at the same time and look forward to seeing all the goodies everyone brings.

Our house cooks will be making home-made chili and cinnamon rolls. So come on down, enjoy a free cup of coffee and see what we have to offer! The event starts at 9am and goes until 2pm.

Many of our members are snowbirds and like to pay for their membership dues before they leave for the winter. So we thought we would do something fun to encourage everyone to pay their dues early.

Anyone who pays their dues before December 31st will be entered into a drawing for a free 24” flat screen “Smart” TV with built-in Wi-Fi and 1080p full HD. And, the earlier you pay, the more chances you have to win!

If you pay in November you will receive 2 chances, December-1 chance.

Members who participate in the Patron program will also receive an additional entry. New members will also be entered in the drawing.

Board and staff members are excluded from this promotion. The drawing for the TV will be held at our annual meeting February 16th . Need not be present to win.

We are pleased to have the Right Reverends at our annual Christmas party again this year.

This event will take place on Thursday, December 3rd; dinner will be at 11am and entertainment at 12noon. Reservations are required!!

A Thanksgiving Harvest The Amery FUEL youth-outreach program, assembling youth from nine different area churches, participated in the annual Turkey Trot for the Amery Food Pantry on November 11. Youth Director Liz Bowmen says the kids were troopers, running doorto-door in the rain collecting non-perishable goods. FUEL (Faith Used in Everyday Life) typically brings together 80-90 youth per gathering. Thanks to their hard work, hundreds of items were collected and delivered to the food shelf.

PETS AT ARNELL MEMORIAL HUMANE SOCIETY

Why is it that the best picture you can get of a kitten is when he’s sleeping? Because if they aren’t sleeping, they are running around, hiding in boxes and stalking catnip toys.

A litter of eight kittens (plus two independents) have returned from foster care and are ready and waiting to meet their adopters. Come to the shelter to meet the whole kitten caboodle. Take home one or two fuzzy funsters and the adventure begins.

There are four girls: Dolly and Francesca are Orange Tabby and White; Bonnie is solid Orange Tabby; and Esmeralda is a Black button of a kitten with long hair. The six boys are: Jeremiah and Clyde are Orange Tabby and White; Cash is solid Orange Tabby; Bond and Tyke are Grey Tabby and White; and Spatz is a mitted

Tuxedo. They couldn’t be cuter.

We will be sad to see them go but we know they must. They are all healthy and happy, socialized and kitten crazy. Is your home ready for some Kitten Madness? Truly, they are a laugh a minute.

Not to be outdone, the more rational and mature adoptable cats are also plentiful at Arnell.

Springtime kittens are now six months old. Allie, Inky and Jessica are Springtime Kittens. Allie is shorthair, Black and White; Inky, shorthair solid Black and Jessica is Brown Tabby with pumpkin highlights. These kittens still have plenty of play and are ready to meld into the seamwork of your life.

Trudy, a shorthair Tortie and Lila, a medium hair Diluted Calico are the mothers of our fostered kittens. They have returned to

the shelter, are now spayed and are ready to move forward with their careers as domestic companions. Ignatz is a young Mitted Orange Tabby with a white bib. He has the playful energy of a kitten.

Mercedes is as slender and graceful as a Greyhound. She has a beautiful Black and Orange coat with white feet and chest. Mercedes is a stunner.

Norm and Joshua are Extra Large males. Both of them are hunks. Norm has a dreamy face, a Brown Tabby coat with a white chest and mittens. Joshua is Jet Black with a small white locket at his throat. As you might expect, Norm is the more casual cat of the two. Joshua, in his sleek black suit is a bit more stately.

Wendell is a Flame Point Tabby with blue eyes. He is an easy going guy. His stunning good looks will sweep you off your feet. Bailey is an older cat, approximately eight years old. He came to the shelter as a stray, declawed and neutered. These circumstances should never happen to a cat like Bailey. He is Shorthair Tabby and White; ready to attach himself to your heart with a quiet lifestyle.

Newly passed law impacts Junior Antlerless Tags A change to group hunting laws has passed with the signing of Wisconsin Act 100 on November 11.

State law now prohibits the use of a junior antlerless carcass tag under the gun deer group hunting regulation. Junior Antlerless Carcass Tags may only be fi lled by the youth to whom they are issued, and may not be fi lled by another member of the hunting party.

The 2015 Deer Hunting Regulations pamphlet was completed in advance of the newly passed law, and will not reflect these changes.

Online regulations have been updated, and individuals are encouraged to use the online regulations pages or contact Wisconsin Department of Natural Resources staff with any questions.

Polk County FSA Committee Elections to Begin; Vote!

(Balsam Lake, WI), Nov. 16, 2015 —Polk County USDA Farm Service Agency (FSA) Executive Director, Aaron Moore, announced that FSA mailed ballots to eligible voters for the 2015 FSA County Committee elections on Monday, Nov. 9, 2015. ProducUSDA United States ers must return balDepartment lots to the Polk Counof Agriculture ty FSA office by Dec. 7, 2015, to ensure that Aaron Moore their vote is counted.

“County committee members play an important role in their communities and provide a link between the agricultural community and USDA,” said Moore.

The election is being held in LAA#3, which includes Osceola, St. Croix Falls, Balsam Lake, Garfield, Farmington, and Alden townships.

Nearly 7,700 FSA County Committee members serve FSA offices nationwide. Each committee has three to 11 elected members who serve three-year terms of office. One-third of county committee seats are up for election each year. County committee members apply their knowledge and judgment to help FSA make important decisions on its commodity support programs; conservation programs;

indemnity and disaster programs; emergency programs and eligibility.

Producers must participate or cooperate in an FSA program to be eligible to vote in the county committee election. Approximately 1.9 million producers are currently eligible to vote.

Farmers and ranchers who supervise and conduct the farming operations of an entire farm, but are not of legal voting age, also may be eligible to vote.

Farmers and ranchers will begin receiving their ballots the week of Nov. 9. Ballots include the names of candidates running for the local committee election. FSA has modified the ballot, making it more easily identifiable and less likely to be overlooked. Voters who do not receive ballots in the coming week can pick one up at the Polk County FSA office. Ballots returned by mail must be postmarked no later than Dec. 7, 2015. Newly elected committee members and their alternates will take office Jan. 1, 2016.

Ballots will be opened and tabulated on December 9, 2015 at 9:00 a.m. the Polk County FSA office located at 941 Mallard Lane, Room 101, in Balsam Lake.

2015 nine-day gun deer season opens Saturday, November 21 MADISON - Wisconsin's nine-day gun deer season opens this Saturday, November 21, and state wildlife officials say if summertime observations and reports from the public are any indication, 2015 is shaping up to be a good deer hunting year in many areas across Wisconsin.

In 2014, hunters across the state adapted to a number of new deer management regulations. In 2015 the biggest change is hunters' deer registration is going entirely paperless, and can be completed by phone or over the Internet. Hunters can register deer online through gamereg.wi.gov or by phone at 1-844-426-3734.

"Registering your deer has never been easier," said DNR Secretary Cathy Stepp. "Hunters will also have the option of registering electronically at a participating in-person registration station or you can still go to any of your favorite spots after the hunt and register anywhere there's a phone or a computer with internet access."

Wisconsin's four Deer Management Zones and Deer Management Units have not changed in 2015. DMUs follow county boundaries in most cases, and nine DMUs are split by zone boundaries. New for 2015, there are DMU and land type-specific antlerless permits to help more closely manage deer populations on each land type with the hope of enhancing the hunting experience on public land.

All hunters will receive a Farmland Zone Antlerless Deer Carcass Tag with the purchase of each deer hunting license (archer/crossbow and gun). This tag must be designated for use in a specific zone, DMU and land type (public access or private) at the time of issuance, or may be deferred until a later date with payment of a $2 convenience fee.

With each deer hunting license, hunters will receive one Buck Deer Carcass Tag valid statewide and one Farmland Zone Antlerless Deer Carcass Tag valid in the zone, county DMU, and

land type (public access or private) of the buyer's choosing at time of license purchase. Farmland Zone tags may not be used in the Northern Forest or Central Forest zones, but bonus antlerless tags may be available in these zones. All Bonus Antlerless Deer Permits are zone, DMU and land-type specific.

Bonus permits cost $12 for residents, $20 for nonresidents and $5 for youth (ages 10 and 11).

Bonus antlerless deer permits are valid only in the Zone, DMUs and land type (public access or private) indicated on the carcass tag. Tags are limited, including 13 counties in part or whole where zero will be available.

Twelve county DMUs, in whole or in part, are designated as buck-only units. All buck-only units are restricted to the Northern and Central Forest zones. Only the Buck Deer Carcass Tag issued with each deer license is valid in these DMUs, with some exceptions for youth, Class A and C disabled and military hunters.

The 8th Annual Amery Parade of Lights and Light Up The Town will be on Tuesday, November 24. The parade line-up is at 5pm at Soldiers Field with it starting at 6pm. The parade route is on Harriman Avenue and ends at Soo line Park.
