T

he world of ship propulsion is evolving at a pace that outstrips both our regulations and our salvage response capabilities. The International Maritime Organization’s (IMO) Net Zero Framework (NZF) has set a clear global direction toward low- and zero-carbon fuels and technologies. These alternative fuels are not theoretical—they are coming to the vessels that call on U.S. ports, and the salvage community must be ready to begin seeing incidents with these new types of fuels. While the IMO’s October 2025 decision to table a vote on the NZF delays action until 2026, this is only a temporary reprieve.

History offers a powerful lesson. The Exxon Valdez disaster fundamentally reshaped maritime law and oil spill response in the United States. The Oil Pollution Act of 1990 (OPA 90) was a direct, urgent, and highly effective response, targeting a single pollutant: oil. It mandated Vessel Response Plans (VRPs) and drove an industry-wide focus on prevention and preparedness.

But OPA 90 was reactive and took over a decade to fully implement. We should not be willing to repeat that cycle with alternative fuels.

The next generation of propulsion systems and cargoes—ammonia, hydrogen, methanol, biofuels, battery

energy systems, and hybrids—will introduce a range of new hazards, lightering challenges, containment problems, and environmental risks. Each fuel and technology demands unique safety measures, response techniques, specialized training, and bespoke equipment.

Unlike oil, many alternative fuels present new hazards.

For example, ammonia—one of the fuels gaining traction for maritime propulsion—is highly toxic and can be fatal when people are exposed to more than 5,000 ppm.

Current U.S. policy does not embrace the IMO NZF, and implementation is not permitted under the present administration. However, future administrations may chart a different course. The possibility of future adoption makes preparedness a matter of national security and commercial necessity. We must plan for the day when alternative-fueled ships operate routinely in U.S. waters, regardless of current political choices.

It would be naive to assume that ships carrying alternative fuels will not soon become a regular presence, especially considering the

El Marco Net Zero (NZF) de la Organización Marítima Internacional (OMI) ha establecido una clara dirección global hacia los combustibles y tecnologías bajos en carbono y sin carbono. global and opportunistic nature of the shipping industry and its reliance on the spot market. As shipowners seek operational flexibility and competitive advantage, alternative-fueled vessels are likely to enter U.S. waters sooner than many expect.

OPA 90 was effective because it addressed a clear and present threat. But it is product-specific, and our regulatory and operational frameworks are organized around oil. The urgent question now is: How will the U.S. Coast Guard and other authorities safely manage and lighter a wide array of alternative propulsion bunkers and cargoes, each with distinct handling requirements? No single existing protocol covers the full range of alternative fuels. No other group is tasked with the operational responsibility to salvage vessels after incidents involving these new fuels. The U.S. salvage industry must accept and prepare for this responsibility.

Perhaps more importantly, how will the U.S. classify alternative fuels? At present, alternative fuels fall outside of the current OPA 90 regulatory framework and therefore do not require any response resources whatsoever.

Will we attempt to apply the same response timelines to the new fuels for lightering, or do we ignore lightering alternative fuels since the oil pollution threat is none?

When drafting new regulations for alternative fuels, are we going to recognize the risks involved in carrying hundreds of thousands of barrels of ammonia in ships near population centers and will this drive the requirements for different types of responses?

The ASA must lead this discussion. Our members will likely be the ones to encounter incidents involving alternative fuels first. We will be the ones who will be expected to know how to respond and we must be the authoritative industry voice to U.S. regulators, Congress, shipowners, and underwriters. The ASA should: • Drive the development of fuel- and cargo-specific salvage protocols and best practices.

• Advocate for the expansion of Vessel Response Plans to encompass alternative propulsion and cargoes.

• Secure incentives, funding, and procurement pathways so salvors can develop, acquire, and sustain specialized training and equipment.

• Partner with the U.S. Coast Guard, training institutions, and international salvage bodies to create standardized training and certification for new fuel and cargo technologies.

• Communicate risks, operational realities, and cost implications clearly to shipowners and insurers, ensuring preparedness is prioritized and financed.

• Get our members to reach out to local representatives to ask how they plan on responding to these upcoming incidents when they occur in our backyards.

Few stakeholders are discussing the salvage implications of alternative fuels and cargoes. This gap is both a danger and an opportunity. The ASA must not be reactive, as policy was after Exxon Valdez. We must be proactive. Industry should urge Congress to consider legislation mandating contingency planning and operational readiness for non-oil bunkers. We must press regulators to require VRP analogues for alternative fuels or broaden existing frameworks to include them.

Alternative fuels for ship propulsion are inevitable, and the industry is not ready enough today. The ASA must marshal expertise, advocate for practical regulation, and secure the incentives necessary to ensure that when alternative-fueled ships enter U.S. ports, competent salvors are standing by. This is the next generational challenge for the ASA. We must lead this effort without delay. The time to act is now.

s the year draws to a close and the holiday season is upon us, I would like to extend my warmest wishes to you and your families for a joyful, healthy, and peaceful Holiday Season. This is a time for reflection, gratitude, and connection— and it offers a meaningful opportunity to recognize all that we have accomplished together as the American Salvage Association.

This year has been an especially successful one for our organization. Through the dedication of our members, volunteers, leadership, and partners, the ASA has continued to strengthen its voice within the marine salvage industry, advance professional standards, and advocate effectively on behalf of our community. From ongoing engagement with regulators and stakeholders to the continued emphasis on safety, environmental responsibility, and best practices, our collective efforts have reinforced the value and importance of professional salvage services worldwide. The commitment and collaboration shown across the membership have been nothing short of inspiring.

A highlight of the year was our Annual Meeting in New Orleans, which truly exemplified the strength and camaraderie of the ASA. Set against the vibrant backdrop of one of America’s most unique cities, the meeting brought together industry leaders, seasoned professionals, and

emerging voices for several days of productive dialogue and meaningful connection. The program featured insightful presentations and thoughtful panel discussions from varied perspectives, and valuable updates on issues shaping the future of our industry. Just as importantly, the meeting provided ample opportunities to reconnect with colleagues, welcome new members, and strengthen the relationships that are at the heart of our Association. A special thanks to Joe Farrell III for his leadership and commitment to improve our Association over these past two years as ASA President.

As we look ahead to the coming year, I am confident that the ASA is well positioned to build on this momentum and I look forward to continuing to work with our new officers to advance the ASA’s value to its members and the broader maritime industry. With your continued involvement and support, we will remain a strong, unified voice for the salvage industry and continue to promote excellence in everything we do.

TWENTY-FIFTH ANNIVERSARY

The American Salvage Association’s Critical Role in the M/V Dali Salvage Operation Jason Clark / Soundings Editor

he allision of the M/V Dali with the Francis Scott Key Bridge in Baltimore in the early hours of March 26, 2024, did more than cause a bridge collapse; it created one of the most complex and high-stakes maritime salvage and recovery operations in modern U.S. history. At the epicenter of this unprecedented challenge stood a coalition of salvage experts, led by the Unified Command, with the American Salvage Association (ASA) member Resolve Marine taking primary responsibility for the most critical piece of the puzzle: the massive, crippled container ship itself.

The salvage effort was divided into two main, interconnected objectives: clearing the vast tonnage of bridge wreckage from the federal navigation channel (a task primarily managed by the U.S. Army Corps of Engineers and other contractors like Donjon Marine) and the safe stabilization, disengagement, and refloating of the M/V Dali—a task mandated under federal law and executed

by Resolve Marine.

IMMEDIATE ACTIVATION OPA 90 and the Vessel Response Plan Resolve Marine's involvement was not a matter of competitive bidding, but a matter of regulatory compliance.

Under the U.S. Oil Pollution Act of 1990 (OPA 90), all large vessels entering U.S. waters must have a pre-approved Vessel Response Plan (VRP) that designates a Salvage and Marine Firefighting (SMFF) provider. For the M/V Dali, that provider was Resolve Marine.

Within hours of the incident, Resolve mobilized its personnel and specialized assets from its global network.

Their immediate objectives were governed by the urgent need to stabilize the vessel and mitigate potential environmental disaster: 1. Damage Control and Stability: The Dali’s bow was pinned to the seabed by a colossal section of the collapsed bridge superstructure, estimated to weigh thousands of tons. This created immense, unpredictable stresses on the hull. Resolve’s first mission was to assess the vessel’s stability, ensure it did not capsize or suffer further catastrophic hull failure, and control any ingress of water.

2. Fire and Pollution Prevention: Given the scale of the damage and the proximity to the bridge wreckage, the threat of fire was immediate. Furthermore, the vessel carried significant bunker fuel and lubricating oil. Resolve deployed booms and began a continuous pollution monitoring and containment effort to manage a minor oil sheen (from a bow thruster) and prevent a major spill.

THE HAZARDOUS CARGO CONUNDRUM The most complex and dangerous part of the initial phase was dealing with the M/V Dali’s cargo. Several of the forward-most cargo bays had been crushed by the bridge, damaging a number of these containers.

Resolve’s specialized HAZMAT response teams, often working under the precarious canopy of the collapsed steel truss, faced several severe threats: • Chemical Exposure: Six ISO containers carrying acids were damaged, releasing thousands of gallons into a cargo hold. This necessitated salvors working in full Class A HazMat suits with specialized breathing apparatus.

• Flammable and Explosive Conditions: Damaged containers, including those carrying lithium-ion batteries and other flammable substances, created the risk of decomposition and chemical reaction. Of particular concern was the accumulation of deadly hydrogen sulfide from deteriorating perishable cargo and pockets of explosive hydrogen gas created by the reaction of sulfonic acid with metal inside containers.

• Logistical Nightmare: Resolve personnel were tasked with rigging and lifting hundreds of undamaged, and dozens of damaged, containers off the bow—all while navigating the mangled bridge wreckage resting on the vessel’s forecastle. This work had to be conducted high above the deck using rope access and highly complex crane operations, often at night and in variable weather.

DISENTANGLEMENT AND REFLOAT The Engineering Masterpiece The ultimate goal was to remove the Dali to fully reopen the shipping channel. This required freeing the ship from the bridge wreckage that had pinned it in place— an operation that combined the efforts of Resolve and the channel-clearing teams.

Resolve’s engineering challenge was twofold: 1. Bridge Material Removal from the Vessel: Resolve crews systematically cut and removed the bridge

sections resting directly on the vessel, ultimately clearing over 3,400 tons of steel and concrete from the bow and damaged cargo holds.

2. Preparing the Vessel for Refloat: Once the dead weight of the bridge was off the ship, the vessel itself had to be refloated. This involved meticulous planning to assess buoyancy and stability. Salvage teams worked to patch hull breaches, control water in damaged compartments, and prepare the vessel for the controlled re-introduction of ballast water to maintain stability during the delicate process of backing away from the remaining pier.

The moment of the refloat—55 days after the allision—was the culmination of this massive, coordinated effort. With the remaining largest section of the bridge truss having been removed, Resolve Marine successfully disengaged the M/V Dali from the wreckage. Tugs then safely towed the containership to a nearby shipyard for offloading of the remaining cargo and extensive repair assessment.

It is a waterway of colossal proportions and notoriously volatile conditions, making it an unforgiving environment for vessel traffic. When a collision, grounding, or sinking occurs—an inevitability given the massive traffic volume—the challenge of clearing the wreckage falls to highly specialized experts, notably the member compa-nies of the American Salvage Association (ASA).

Salvage operations on the Mississippi are not comparable to those in calm coastal waters or protected harbors. They are conducted in a dynamic environment where the river itself is the primary and most powerful adversary, complicating every phase of the salvage process, from initial assessment to final wreck removal.

THE PERIL OF UNPREDICTABLE HYDROLOGY The greatest difference between ocean and river salvage is the relentless, unpredictable movement of the water column. The Mississippi’s swift current and vari-

able depths create challenges that must be mitigated by ASA-affiliated salvors with specialized river experience.

The current velocity, particularly on the Lower Mississippi and through engineered bendways (river turns), can be incredibly strong, often exceeding five knots (over 5.7 mph), especially during high-water seasons. This presents multiple difficulties: • Diving Operations: Commercial diving, essential for underwater survey and rigging the wreck, becomes

• Vessel Stability: Salvage vessels, crane barges, and support craft must maintain posi-tion against the current, requiring specialized mooring systems, powerful tugs, and highly practiced piloting skills. A brief loss of control can send a costly crane barge into the grounded vessel, causing secondary damage or a new collision.

• Pollution Migration: The current rapidly disperses pollutants, which makes containment using traditional booms far less effective than in still water. Any released oil or hazard-ous cargo is quickly carried downstream, complicating the response and expanding the environmental area affected.

EXTREME WATER LEVEL FLUCTUATION The Mississippi River’s water level can fluctuate by dozens of feet between low water during a drought and high water during a flood. These changes introduce entirely different sets of chal-lenges: • Low Water: During prolonged droughts, the main channel depth—which is maintained by the U.S. Army Corps of Engineers (USACE) for safe navigation (9-foot for the Upper and 45-foot for the Lower Mississippi)—shrinks dramatically. Groundings are frequent, as a vessel drawing nine feet of water can strike a submerged obstruction marked as five feet deep at local low water reference, as detailed in reports from incidents like the 2023 grounding of the M/V John M. Donnelly. When a vessel grounds, it can quickly become an impenetrable dam, halting commercial traffic. Salvors must resort to lightering (removing cargo to reduce draft) while using heavy dredge equipment to ex-cavate around the vessel—a race against time as the riverbed silts back in.

• High Water/Flood Conditions: Flooding causes a dramatic increase in current speed and turbulence.

This not only increases the likelihood of breakaways (barges separating from their tow) and collisions (such as those observed in 2016 near New Orleans, where high water and swift currents contributed to multiple incidents), but it also means that the salvage site itself is subject to extreme forces.

A collision or grounding on the Mississippi does not just stop one ship; it immediately creates a massive bottleneck for the entire system, an economic catastrophe.

• Economic Pressure: The river moves billions of dollars of cargo annually—grain, petro-leum products, coal, and chemicals. A channel closure, even for a few days, can strand hundreds of barges, causing massive delays and raising transportation costs (basis) for commodities, which are immediately passed on to consumers. This immense economic pressure drives the Unified Command (USCG/USACE) to demand the fastest possible response, putting maximum stress on salvors.

• Navigational Hazards: The Mississippi has many bendways that are already choke points, requiring a specialized maneuver called flanking (pivoting the tow against the current) for barges. A wrecked or

COMPLEXITY OF VESSEL TYPES AND CARGO The traffic on the Mississippi is diverse, and the nature of the wreck significantly dictates the complexity of the salvage operation.

• Inland Towboats and Barges: Unlike ocean-going vessels, Mississippi River tows often consist of one towboat pushing a cluster of twenty-five to forty barges. When a tow breaks up or collides, the salvage job can involve retrieving and securing dozens of sepa-rate, damaged units scattered by the current, some potentially carrying hazardous materials (HAZMAT) like caustic soda or petroleum products (as seen in incidents on the Lower Mississippi in 2016). The environmental risk posed by these toxic substances is immense, requiring specialized HAZMAT response and containment from salvors.

• Sunken Oil: If an oil or chemical barge is breached and sinks, the swift current and sed-iment load can be a nightmare for pollution cleanup. As documented

by NOAA after some river spills, oil can be rapidly broken into small droplets, carried downstream, and even sink below the surface due to mixing with sediment, making detection and recov-ery via surface booming and skimming nearly impossible.

SALVAGE INDUSTRY EXPERTISE The ASA Advantage Addressing these monumental challenges requires more than just powerful cranes; it demands specific river salvage expertise. The member companies of the American Salvage Association possess this unique skill set.

The difficulties are a formidable combination of unpredictable natural forces and highstakes logistics, which the specialized and experienced members of the American Salvage Association are equipped to overcome.

S

erving as President of the American Salvage Association (ASA) has been an experience filled with growth, challenge, and immense pride.

When I first stepped into this role, I knew there would be obstacles to overcome, from organizing events to uniting a diverse group of leaders, but the reality proved even more rewarding than I anticipated. ASA’s membership is a unique blend—many of our members wear multiple hats within their companies, meaning salvage is often a secondary responsibility. This dynamic could easily complicate scheduling and engagement, yet I was consistently impressed by how quickly committee members responded when issues surfaced.

Bringing together ten or more executives, each with demanding schedules and distinct priorities, taught me to value flexibility, patience, and the power of creative problem solving.

The salvage industry is facing increased pressure to perform more complicated and hazardous operations, all while navigating heavier bureaucratic and legal requirements. ASA’s value lies not just in connecting members, but in providing crucial access to government agencies and officials who may oversee or participate in our operations. These relationships can make all the difference when time is critical and decisions must be made quickly.

Fostering open communication and deep stakeholder engagement became my main strategy to ensure the ASA had a say in how those stakeholders saw the salvage industry. By actively explaining the critical role salvors play and the risks involved, we strengthened our relationships with partners and built trust across the industry. Transparency and inclusiveness in our discussions led to better collaboration and smoother resolution of complex issues. I discovered that sharing knowledge and competencies not only benefits ASA, but also elevates the entire marine salvage field, reminding me that all ships truly rise with the tide.

Some of my proudest moments as President include the progress we made as a team and the initiatives we launched. We refined our Mission and Values framework, implemented a scorecard for tracking progress, and welcomed a new Executive Director. Our pulse survey gathered industry data, something I hope we continue to begin to get a better understanding of the direction our industry is headed. Signing a Memorandum of Understanding with the Army Corps of Engineers and training the USCG National Strike Force in Alabama were major milestones, as was hosting a networking event in Seattle in conjunction with the Washington State Collective’s Shipboard Fire Exercise Training Seminar. Each achievement helped strengthen ASA’s reputation and our community bonds.

This role pushed me to grow in collaboration and leadership, especially since ASA members participate voluntarily and do not report directly to the ASA President as they would a CEO. Building consensus and ensuring every voice was heard sharpened my communication, conflict resolution, and time management skills, tools that will surely guide me long into the future.

Establishing clear goals and objectives gave us direction, even as our group expanded and maintaining alignment became more challenging. I learned how vital it is to provide every member with opportunities to contribute meaningfully to ASA’s mission.

As my term concludes, I am struck by how much I have learned and how much more there is to discover. I am dedicated to remaining involved, supporting ASA’s continued growth, and tackling future challenges head-on.

I believe that with ongoing collaboration and a shared sense of purpose, ASA will continue to be a vital resource and value-add for our industry’s unique community.

Cuando asumí este cargo, sabía que habría obstáculos que superar, desde la organización de eventos hasta la unión de un grupo diverso de líderes, pero la realidad resultó ser aún más gratificante de lo que esperaba. ERPORT is a Colombian company with over twenty-nine years of experience providing maritime and logistics services, including commercial diving operations. They own a fleet of eighteen vessels, including utility vessels, FiFi-1, AHTS, DP-2, and diving platforms, all equipped with comfortable accommodations for passengers. Their assets also include twenty-seven barges (deck barges, double hull barges, and modular barges) with lengths ranging from fifteen to one hundred meters. Additionally, they operate in Guyana, where they have three tugboats with forty-five tons of bollard pull each.

Based in Cartagena, Colombia, a strategic hub connecting the Caribbean, Central, and South America, SERPORT operates its own private dock where their vessels berth. They also have in-house workshops for welding, electronics, and mechanics, allowing them to respond quickly to their clients’ operational needs.

Their facilities are equipped with Yokohama fenders, contingency equipment, and mooring systems, all of which are available for rental or client support during marine operations.

BoatUS Foundation Launches First National Database to Track Abandoned Boats and Derelict Vessels Across US Database to support ongoing nationwide effort to remove and prevent ADVs

T

he non-profit BoatUS Foundation for Boating Safety and Clean Water has developed a database that will identify the locations of abandoned and derelict vessels (ADVs) across the U.S., freely associated states and U.S. territories and track their removal.

Created in partnership with the National Oceanic and Atmospheric Administration (NOAA) Marine Debris Program, this national database will allow visitors to report abandoned and derelict vessels on their coastlines, allowing the issue to be better understood on a national scale with the support of the public. Eventually, this database will be able to track the impacts of removal and prevention efforts by showing how the number of ADVs across the country may one day decrease.

Abandoned and derelict vessels can crush or smother sensitive plants and corals, leach fuel and other pollutants into the water, threaten safe navigation, and contribute to economic losses. Removing ADVs is a costly effort, often averaging more than $24,000 to remove a single boat.

Along with the database, the BoatUS Foundation awarded grants this year to support ADV removal efforts across Alaska, Guam, Louisiana, Maine, North Carolina, Oregon, the U.S. Virgin Islands and Washington.

The database, regional removal grants, and efforts to raise awareness on boating-related debris disposal—including the Second annual “Turning the Tide” conference in New Orleans in December 2026—are supported by the NOAA Marine Debris Program.
