Teaching is one of the few things that we would call professionals, that we are letting people come in completely uncertified and do this.” Franklin, managing director of policy and advocacy for Philanthropy Advocates, said there is a need for a comprehensive plan from state lawmakers rather than fixing one issue at a time.
