El crecimiento del comercio mundial y los procesos de integración comercial generan cada vez más oportunidades de desarrollo. En Guatemala los sectores público y privado se preparan para generar más inversión, empleo y bienestar.

Un ejemplo de que se avanza en la dirección correcta es la modernización de las aduanas enfocada hacia facilitación del comercio, sin perder de vista el objetivo de garantizar la eficiencia tributaria, y donde el pilar natural es la tecnología. Este siglo es el siglo la interconexión, y hacer efectivo el beneficio de ello, es una calle de dos vías. Lo cierto es que, sin importar cuántas herramientas se pongan al servicio de los usuarios, si esto no se acompaña de un incentivo hacia su uso, los efectos de la inversión en tecnología serán poco visibles.

Guatemala fue el primer país en la región en utilizar la factura electrónica; asimismo, fue el primero en diseñar su sistema informático aduanero en casa. Está claro que la multitud de posibilidades de ir a la vanguardia se suma a los

acuerdos intra y extra regionalmente suscritos que condicionan la agilidad en los despachos de mercancías, a la información confiable (trazable), anticipada (información antes de la llegada de la mercancía) y electrónica (con firma digital).

Llegar a tiempo y entregar sin contratiempo depende de ello, y esa es la carta de presentación del importador y exportador guatemalteco y que impacta en la compra, la recompra, la inversión extranjera y en los índices de eficiencia logística LPI y el Doing Business.

Es crucial seguir implementando con excelencia mejoras en el sistema aduanero para fortalecer la competitividad, con transparencia y amplia participación de actores públicos y privados.

Entre las iniciativas en marcha de modernización se pueden destacar: el establecimiento de la factura electrónica en tiempo real, el control de tránsito internacional de mercancías con control electrónico, el fortalecimiento de la ventanilla única, el operador económico autorizado y los controles no intrusivos en puertos, aeropuertos y fronteras.

Transparency, technology, and competiveness within Guatemalan Customs are key for the country’s development Global commercial growth and the commercial integration processes keeps generating opportunities for development. In Guatemala, the private and public sectors are preparing to generate more investment, jobs, and welfare.

An example that the county is heading in the right direction is its modernization of customs. It has been focused towards the facilitation of trade without losing sight of the objective of guaranteeing effective taxes on the base of technology. This century is the century of interconnection, and in order to benefit from it, we must be aware it’s a two-way street. The bottom line is that, no matter how many tools are at the disposal, the effects of technology investments will matter little if it isn’t accompanied with an incentive towards the use.

Guatemala was the first country in the region to use electronic payment and the first in designing an internal customs information system. It is clear there are multiple possibilities of going to the forefront is added to the intra and extra regional agreements that condition of sending merchandise with key information that is; reliable (information showing traceability), anticipated (information available prior to merchandise arriving), and electronic (digital signature). Arriving on time without any kind of delay, all depends on that. Now this is exactly what makes into every Guatemalan importer and exporter’s cover letter, because it carries a huge impact on purchases, repurchases, foreign investment, the Logistics Performance Index (LPI), and overall Doing Business.

It is crucial to continue encouraging excellence in improving the customs system though the strengthening of competitiveness, transparency, and deep participation from both private and public sector. Among the current initiatives for modernization are: the establishment of real-time electronic payments, strengthening of the singlewindow system, an economic authorized operator, and non-intrusive controls at ports, airports and borders.

Bonos de Carbono y Estrategia de REDD Elizabeth Cardona| Pacheco Coto Guatemala

DEl Protocolo de Kyoto, (2005), tiene como objetivo obligar a países desarrollados y en vías de desarrollo a luchar por el cambio climático mediante una acción internacional de reducción de emisiones de Gases de Efecto Invernadero -GEIque son los responsables por el calentamiento del planeta.

Aquí se crean los famosos “Bonos de Carbono” considerados un mecanismo internacional de compensar las emisiones de carbono al medio ambiente.

Estos bonos consideran el derecho a contaminar como un bien canjeable y con un precio establecido en el mercado.

La transacción de los bonos de carbono permite mitigar la generación de gases contaminantes.

Carbon Credit and REDD Strategy The Kyoto Protocol (2005), has the objective to obligate developed and developing countries to reduce the effects of climate change, through an international action plan to reduce greenhouse gas emissions that are responsible for global warming.

This is why the famous “Carbon Credit” was created as an international mechanism to cap greenhouse gas emissions into the environment.

These credits are considered the right to pollute the air with a price established by the market. This transaction of carbon credits allows the mitigation of generating polluting gases into the air.

Posteriormente se creó la estrategia Reducción de Emisiones por Deforestación (REDD) en el 2007, la cual busca reconocer y proveer incentivos positivos a los países en vías de desarrollo para proteger sus recursos forestales, mejorar su gestión y utilizarlos de manera sostenible, especialmente conservación de los stocks de carbono , la gestión sostenible de los bosques y el aumento de las reservas forestales en los países en desarrollo.

Actualmente en nuestro país, existen proyectos que se dedican a estas acciones tales como Guatecarbon, ubicado en la zona de usos múltiples de la reserva de biosfera maya en Petén, buscando reducir de la deforestación, ampliación de frontera agrícola y ganadera.

Subsequently, the Reducing Emissions from Deforestation and Forest Degradation (REDD) strategy was created in 2007, which seeks to encourage and provide positive incentives for developing countries to protect their forest resources. In doing so, this entails to improve management and work in a sustainable manner. This is in particular to the conservation of carbon stocks, the sustainable management of forests and raising the number of forest reserves in developing countries.

Guatecarbon integra la iniciativa privada, inversión extranjera, entidades gubernamentales, asociaciones comunitarias lo cual es una acción importantísima de trabajo interinstitucional para lograr la conservación del medio ambiente y evitar su contaminación, tanto a nivel nacional e internacional.

Guatecarbon relies on the integration of private incentives, foreign investment, governmental entities, and community associations that are extremely vital piece for interinstitutional action when it comes to the conservation of the environment. This is the intention to avoid the world’s contamination, both on the national and international scale.

Un nuevo año de expectativas y proyectos: ¿Qué nos dicen las perspectivas económicas?

Concluye el 2016, el cual nos dejó

una serie de aprendizajes, metas alcanzadas y acontecimientos que marcarán el año. Se acerca el 2017 y como empresarios y tomadores de decisiones, debemos conocer qué nos deparan las perspectivas económicas para elegir posturas más favorables para nuestras compañías y negocios.

De acuerdo con la Comisión Económica para América Latina y el Caribe (CEPAL), en el año 2017 se esperan mejores resultados, contando con un crecimiento de aproximadamente 1.5% Una buena noticia es que las materias primas mejorarán sus precios, comparado 10 Business in Action Diciembre 2016

con el año 2016. Por ejemplo, algunos países de Sudamérica enfocados en la producción y venta de materias primas como lo son el petróleo o los minerales, observarán un mejor panorama con un crecimiento de 1.1%, comparado con la contracción estimada de -2.2% del año 2016.

La Comisión Europea opina que la Unión Europea (UE) refleje un crecimiento del 1.6% en el año 2017; mientras que la eurozona tendrá un crecimiento del 1.5%.

En cuanto a Centroamérica se refiere, tanto la CEPAL como el FMI estiman una tasa de crecimiento del 4% en el año 2017. Esta, por arriba del 3.7% del porcentaje estimado para el año 2016.

Hablando específicamente de Guatemala, evidenciaremos un crecimiento promedio de entre 3.5% y 3.8%.

Ahora bien, hablando de Estados Unidos, el principal socio comercial de Guatemala, el crecimiento de la economía más importante del mundo se ubicaría en 2.2%, según datos de los economistas, empresarios y académicos del país. Con un nuevo gobierno a la cabeza, el presidente

electo Donald Trump ha prometido invertir en infraestructura, defensa e implementar recortes fiscales.

Un panorama distinto es el que vivirá México, el cual se estima crecerá únicamente un 1% en el año 2017, reduciéndose la inversión y el tipo de cambio y aumentado las tasas de interés. Según palabras de ciertos empresarios mexicanos, se vivirá mucha incertidumbre en el país, ante los movimientos que llegue a realizar el presidente electo, Donald Trump.

Independientemente de los porcentajes y números, resulta necesario resaltar que para que exista un verdadero crecimiento económico e inversión, los países deben enfatizar en la importancia de contar con inversión privada o público-privada en infraestructura, innovación y seguridad ciudadana. Otro factor preponderante es el valor que radica en contar con salud, educación escolar, universitaria y de postgrados de primera talla. Un país con personas formadas educativamente será un país con mayores posibilidades de progresar, atraer mejores y mayores industrias de valor agregado y, por ende, representar un verdadero crecimiento y avance económico.

A new year of expectations and projects: What are the economic perspectives for 2017?

The year 2016 is near the end, same that left us some learnings, goals achieved and events that will mark it. The year 2017 is coming and as entrepreneurs and decision makers, we should know which economic outlook we have, in order to select more favorable positions for our companies and businesses.

According to CEPAL (Economic Commission for Latin America and the Caribbean), we will have better results for the year 2017, with an approximate growth of 1.5%. The good news is that raw materials will have better costs, compare to the year 2016. For example, some South American countries focused in production and sale of raw materials like petroleum or minerals, will have a better outlook with a 1.1% growth, compared with the estimated contraction of -2.2% in the year 2016.

Regardless to numbers and rates, it is necessary to highlight that in the interest of having a real economic and investment growth, countries must emphasize the importance of private or public-private investment in public safety, innovation and infrastructure. Another important aspect is the value of counting with health, and school, university and major education of quality. A country with well-educated people will be a country with major possibilities to progress, attract better and bigger industries of value added and therefore, to represent a real economic growth and progress.

The European Commission states that the European Union (EU) shows a 1.6% growth in the year 2017. While the Eurozone will have a 1.5% growth.

As for Central America, CEPAL and IMF estimate a 4% growth for the year 2017. The same was estimated over 3.7% for 2016. In Guatemala, specifically we will witness a growth between 3.5% and 3.8%.

¿Cómo surgió PROESA en El Salvador?

En abril del año 2014 se crea mediante Decreto Legislativo, el Organismo Promotor de Exportaciones e Inversiones de El Salvador (PROESA), como institución de derecho público adscrita a la Presidencia de la República, con personalidad jurídica y patrimonio propio, de duración indefinida, con autonomía administrativa y presupuestaria; el cual tiene como objeto promover y atraer la inversión privada nacional y extranjera, promover las exportaciones de bienes y servicios producidos en el país, la evaluación y monitoreo del clima de negocios y la elaboración de las propuestas de mejora a las políticas de inversión y exportación, y la promoción de la imagen país. ¿Desde hace cuánto tiempo ha trabajado en conjunto con AmCham y cuál ha sido el resultado?

Guatemala ha importado desde El Salvador alrededor de $996,909 en miles de USD durante el año 2015, datos del Banco Central de Reserva de El Salvador, los principales sectores de negocio entre El Salvador y Guatemala son; Alimentos y bebidas, Textiles y Productos minerales son los sectores estrella cuyo crecimiento en los últimos cinco años ha sido permanente.

La relación institucional entre Proesa y Amcham Guatemala se ha establecido desde el año 2011, en los inicios de la actividad de promoción de las exportaciones salvadoreñas hacia el hermano país de Guatemala como parte del cierre de nuestro exitoso programa Exportar Paso a Paso.

El hermano país de Guatemala posee muchas condiciones de mercado que le permiten a las empresas que se inician en su proceso exportador, contar con un resultado importante de cara a realizar sus primeras exportaciones.

Si bien es cierto, es denominado como un “mercado natural”, que en principio denotaría facilidad en la entrada; es un mercado altamente competitivo, pero también, gratamente abierto a realizar negocios con los salvadoreños.

Los diversos sectores económicos del país, encuentran cabida y facilidad de entablar las relaciones de negocios con

los empresarios guatemaltecos a pesar que muchos sectores ya cuentan con una oferta local altamente eficiente.

En los negocios no hay nada escrito en piedra, si existe una demanda insatisfecha, estamos dispuestos a viajar al hermano país para solventarla. ¿Cuáles son los retos y las oportunidades que PROESA ha podido observar, durante estos años, al hacer negocios con el mercado guatemalteco?

Principalmente el reto es a atreverse.

El cruzar fronteras, en este caso, cruzar fronteras permite a nuestros empresarios salvadoreños entender que si es factible exportar. Las adecuaciones y cumplimientos de normativa guatemalteca se pueden solventar de una forma más expedita de acuerdo a cada producto o servicio que se promueve en Guatemala.

La preparación que reciben de parte nuestra es vital, sin embargo, mucho depende de su actitud y aptitud hacia la exportación.

Gratamente cada año que hemos visitado el mercado, nos damos cuenta que siempre hacemos buena “mancuerna empresarial” que siempre encontramos oportunidades de negocios principalmente en el sector servicios profesionales, algunas manufacturas y alimentos y bebidas. www.amchamguate.com

¿Cuáles son los planes de PROESA para el 2017?

Para este nuevo año, desde nuestro Organismo Promotor, estaremos finalizando algunos proyectos financiados con fondos BID, ello incluye la realización de más misiones comerciales, Investigaciones de Mercado, Seguimiento a Cultura Exportadora, Actividades de Formación en los sectores de Alimentos y Bebidas, Manufacturas Diversas, Agroindustria y Servicios.

Formularemos proyectos para optar a recursos con programas de Cooperación como US AID, GIZ, JICA, Embajada de Taiwán y otras entidades similares.

Impulsaremos nuestra incursión a Europa socializando los estudios de mercado y preparando Misiones Comerciales a Alemania y España.

Estaremos de la mano con el trabajo de las gremiales formulando trabajos conjuntos.

Nuestra agenda de trabajo se encamina siempre de cara a incrementar nuestras exportaciones, promover nuestra oferta exportable hacia nuestros mercados naturales Centroamericanos, y otros destinos con mayor valor adquisitivo en donde nuestros productos les genere interés de compra, con ello, generamos mayor y mejor empleo a El Salvador.

PROESA How did PROESA come to be in El Salvador?

The Export and Investment Promotion Agency of El Salvador (PROESA), an autonomous institution, was created by Legislative Decree, No. 633 on April, 9th of 2014. It was created as a public law institution directly linked to the presidency where it had its own legal personality, properties, indefinite duration and autonomous administration and budgets. It had the main objective to promote and attract private investments, domestic and foreign alike, along with the exports of goods and services produced within the country. This

included monitoring the business climate and elaboration of better and more ideas for promoting investment and exports, to ultimately improve the country’s image. ¿Since when have you been working with AmCham and how has it been?

The Institutional relationship between AmCham and PROESA was established in 2011, during the very beginning of promoting Salvadorian exports to our neighboring country, a part of us finalizing our successful program, “Exporting Step

by Step.”

We identified AmCham Guatemala within an arduous screening selection process to determine agenda providers for our Salvadorian companies. Gratifyingly they fit the bill, fulfilling all requirements of Salvadorian law (LACAP), and providing us with the valuable service with business agendas.

Why is Guatemala a potential country to promote bi-national relations with El Salvador?

Guatemala imported about $996,909 (in thousands) of dollars from El Salvador throughout the 2015 year (Central Reserve Bank of El Salvador). The top or star sectors of business, showing permanent growth over the past five years between El Salvador and Guatemala are: Food and beverages, Textiles, and mineral products.

Guatemala possess several market conditions that allow starting businesses be successful when making their very first export procedure. It is true that it’s referred to as a “natural market,” which by name would suggest easy entrance. It is a very competitive market, but at the same time pleasantly open to doing business with Salvadorians.

The diverse economic sectors of the country makes it easy to establish a business relationship with Guatemalan Entrepreneurs despite the fact they have several efficient offers and opportunities locally.

When it comes to business there is nothing written in stone. If an unsatisfied demand exists, we are willing to travel to our neighbor country to solve it.

What are the challenges and opportunities that PROESA has been able to see throughout the years in doing business within the Guatemalan market?

First of all, the challenge is taking the Risk. In this case it’s crossing the border, which allows our Salvadorian businessmen understand that exporting is indeed a feasible option. In doing so, they can quickly adapt and comply with Guatemalan regulations on the basis of each product and service being promoted in Guatemala.

Now the preparation they receive from us is crucial. However, much does depend on their attitude and aptitude towards the idea of exporting.

Thankfully, every year that we re-visit the market it has told us we have been doing the “barbell investment” strategy well. Always finding various business opportunities that has been mainly in professional services, certain manufactures, and the food and beverage sectors.

What is PROESA’s plan for 2017?

For this New Year, we will be adding the finishing touches to certain projects financed by the Inter-American Development Bank. This entails fulfilling more commercial missions, market research, following up on export culture; and training projects within the food and beverage, Agroindustry and services sectors.

We will support projects to provide resources with the cooperation from entities such as: USAID, GIZ, JICA, and the Taiwan Embassy among others. We will also encourage our incursion into the European market through social market studies and trade missions in Germany and Spain, not to mention working hand in hand with the job unions.

Our agenda will always be focused on increasing the country’s exports by promoting everything we have to offer to our Central American markets and other high purchasing power destinations that are interested. Thus, generating more and better employment opportunities for the people of El Salvador.
