LEADERSHIP LIFE

One of the biggest problems of leadership today is the disconnection between personal values and the leadership values. This disconnection happens when your personal values are out of step with your leadership values. Leading by principles and values not by practices requires a different kind of performance. It first requires a real connection between your personal values and what you are practising in your personal and professional life. This connection requires a compass for leaders and managers to follow for determining direction, especially in times of change and uncertainty.

The following verse of Qur’an can be a compass that provides vision and direction. Of course, to get anywhere fast, we need refined processes and clear channels of production: we need a compass. “How despicable it is in the sight of Allah that you say what you do not do” (Qur’an 61:3). It’s a value-based approach that stems from an “insideout” approach to personal and interpersonal effectiveness. It starts first with the self: if you want to be trusted, be trustworthy. Accordingly, the compass I am talking about is the one through which we can distinguish between right and wrong and is the one that is based on universal principles such as: integrity, honesty, fairness, dignity, kindness, quality of service and patience. Integrity and honesty create a

foundation of trust that is essential to cooperation and long-term personal and interpersonal growth (Covey, 2020). But why are leadership core values important and how do you connect your personal leadership core values to the workplace? And can you make your values work in alliance with the organisation’s values to benefit your leadership legacy? Leadership core values are mélange of core beliefs and principles that are closely connected to your personal core and work values. They are ethics or ideals that guide you when building relationships, problem solving and decision-making. In a study published in the Journal of General Management, Lichtenstein et al. (2017) discusses the influence of personal values on leadership

decisions. After investigating several seasoned executives and leaders and how they enacted their personal values in organisational decisionmaking, this study makes a salient point that, while we may expect leaders to be objective in decisionmaking, it’s far from the reality. The study has shown, in all investigated cases, decision-making mirrored personal values in an organisational context. Moreover, leadership decisions varied according to each leader’s personal values. Hence, the need to connect personal leadership core values and common core values for the workplace. Correspondingly, identifying your personal core values can help you develop and achieve personal and professional goals. Also, incorporating your personal values in your leadership legacy makes the identification process of your

leadership style easy and helps you to stand out as a good manager and leader. Try as a leader to unify everyone in your organisation around shared values that are based on principles and act upon them, then renew this balance between personal and professional areas, so you can turn the organisation mission into a collective and personal constitution to cultivate trustworthiness. Personal core values are indispensable for you and your people to improve performance measures such as productivity and wellbeing. It is very important that you know your leadership core values and instil them so you can connect them to envision a fulfilling path for your personal and professional life.

THE MUFTI OF AUSTRALIA (DR IBRAHIM ABU MUHAMMAD) MOURNS TO THE UMMAH AND TO ALL THE FREE PEOPLE OF THE WORLD

THE PASSING AWAY OF DR YUSUF AL-QARADAWI The jurist (faqih) of our era, the reforming imam, pious scholar and the steadfast revolutionist. Dr Ibrahim Abu Muhammad, Grand Mufti of Australia Translated by Br Mohammad Helmy In the name of Allah, most Gracious most Merciful {Allah will elevate those of you who are faithful, and ‘raise’ those gifted with knowledge in rank. And Allah is All-Aware of what you do.} –(58-11). • I am no poet to be able to string together a poem of praise to the sheik, and I am no historian so that I could document his accomplishments and stances. Nor am I a literary critic so that I could discuss his thoughts, his Fiqh, his wisdom, his offerings of authenticated knowledge and mature guidance, his wise daw’ah; and his renewed and evolving intellectual thought. • However, I would not be exaggerating if I said that his gift to his critics is much larger than his gift to those who have studied under him or have followed his teachings. • People have become accustomed to present an eulogy or say words to mark the passing of a loved one. This night (the night of the news of the passing of Dr Qaradawi), I was shaken by the news and the pen wanted to spontaneously write words of love and appreciation to document some virtues, some truths and lots of lofty scholarly values. Values that were founded by the Imam; and explained and focused upon so it can be milestones for generations to come. Values that can laydown a righteous path not only for those who studied under him, but also for generations of scholars whose efforts accumulate to serve the best message ever conveyed to the best of humans known in this world (peace be upon him). • The words written here are a reflection of a knowledge seeker who has understood the true value of this Imam and therefore wanted to spontaneously articulate a small aspect of the great value of this remarkable man as we farewell him from this world. • This great man is one of the greatest scholars of our era, and arguably, the greatest scholar of our era. He grabbed the attention of the hearts and minds of people and was a catalyst of reformation in the space of Fiqh, dawah, and thought. He left his fingerprints on ideas and thoughts in religion as well as politics; both of which were the focus of attention for those who agreed with him and those who didn’t. • Those who agreed with him (may

Allah have mercy on him), believe that he has fulfilled the duties of our times, filled massive gaps and closed rifts that could have been the source of destructive storms for the Ummah. While those who disagreed with him from the scholars, disagreed with the means and not the objectives; and yet, they understood his calibre, respected him and praised him. • The (Arab) politicians who opposed him could be described as amateurs and intruders on politics. Despite their unjustified drawn-out hatred of him, and their efforts to isolate him and prosecute him; if they understood, they would have recognised how much they owe him. If it wasn’t for Sheik Qaradawi, those (Arab) regimes would have been drawn into a catastrophic confrontation with youth in their countries who have given them their allegiance to these regimes but received nothing back but deprivation and humiliation. If it was not for the balanced discourse of the sheik and his adopting of a balanced Islamic narrative, their countries would have been drawn into oceans of blood which would have started a cycle of revenge that would have made their nights sleepless, their mornings fear filled and would have eventually handed over these regimes to the angry revolution of their people. • The man has filled a void that could have left an intellectual setback in the minds of people that would kill all the seeds of renaissance and extinguish every lamp for a new hope. • His discourse also helped to protect the Ummah from the psychological impact of the civilizational defeat that generations of Muslim youth have suffered and continue to suffer from. These reactions could have pushed these youth to destructive actions by joining extremist organizations. These extremist organisations are supported and promoted by external agents to further encourage more armed conflict in the region, in order to drain the Ummah’s energies in futile wars. So, our Sheikh promoted the middle ground nature of Islam and explained its origins and linked it to the fundamental sciences of Islam. He regularly promoted this narrative in various scholarly forums. Thus, he played a part in saving the Ummah from the thoughts of misguidance,

obsession with declaring blasphemy on others and bloodshed. His narrative acted like a balm that removed a lot of misunderstanding, dispelled a lot of mistrust and clarified many ambiguous issues in the minds of most of the Ummah’s youth. • It is as if the Sheikh, may Allah have mercy on him, had made a covenant with himself to practice in his person, writings and stances the duty to connect; rather, the perfection of connection between our new generations and the generations of great giants such as Imam Malik, Abu Hanifa, al-Shafi’i, Ibn al-Qayyim, Ibn Taymiyyah and others. • Dear Sheik: know that your followers are many, and your students are more, and all of them bid farewell today to the jurist of their time, the scholar of their era, the poet of their jurists, and the jurist of their intellectuals. • The huge crowds who loved you, were influenced by you and learned from you; all bid you farewell today. I am one amongst those huge crowds, however, because of their large numbers and the distance between our homelands, I did not find a place for myself among them to add anything further to what they have already said about you or described you with. Forgive me, “our Sheikh”! • My dear Sheik, we don’t extend our condolences to your own family only, for they have attained the glory and honour and paid dearly for it. Rather, we offer our sincere condolences to your “greater family”, which is larger than even a homeland. • Our condolences are offered to an Ummah that you contributed to building its awareness and the renaissance of its children, and defended its identity, values and constants. We offer our condolences to the scholars who have learned from you that the inheritance of prophets is not just mere memorization of sacred texts but is to be steadfast when others flee and to sacrifice when others sell their principles. The inheritance of prophets is to lift one’s awareness to a level that rises to the level of the revelation of our Lord, and to the greater quest that traces the path of prophecy with its perfection, majesty, and greatness in adversity and calamity.

• Our condolences to every free person who loves dignity and knows the value of freedom. • Our condolences to a generous country “the State of Qatar” that was privileged by your presence in it. The land of its capital, Doha (the good), received the honour of carrying you on its soil. A capital that proves every day that it is not only an astute and promising political capital, but it is also the capital of authentic thought and free culture, and a hub for every thinker who resists and does not compromise. A hub for everyone who believes in the sanctity of the enlightening word and that a free word can never be killed even by a thousand shells. • I mourn you apologetically, Sheik, that I do not have a private plane to fly to the generous, courteous and chivalrous Doha to cast a last farewell look on your pure body. I am therefore not there among those who bid you farewell today, ..... but I am with them. • Our eulogy is a mixture of sadness and joy. We feel a mixture of loss, and we also feel the happiness of a joyful meeting where we move to a higher, more precious, lasting and eternal hereafter. • A hereafter in which the free and honourable meet their Lord with their heads held high, their faces whitened, and their lips smiling with joy. The world of petty people that is full of grievances, vilification and meanness has come to an end. The world in which values have turned into merchandise in the markets traded by clergymen, turbans, politicians and mercenaries; has come to an end. • My master and teacher…. • Finally, we remember the high standing we hope from our Lord, and we look forward to the abode of residence from his grace. Our tongues blaze with praise and thankfulness to Allah (swt) who helped, guided and put love of faith and sacrifices in the hearts of those that he chose. And we repeat the pure verses as we bid farewell to our Sheikh: {Allah will elevate those of you who are faithful, and ‘raise’ those gifted with knowledge in rank. And Allah is AllAware of what you do.} –(58-11). Farewell, my sheik, and we only say what pleases our Lord. {….We belong to Allah and to Him we shall return.} – (2-156).

HISTORY OF THE ORANG PULU ON HOME ISLAND Kuranda Seyit A few issues ago I wrote about the Cocos-Keeling Islands, one of Australia’s little-known secrets, now I would like to further elaborate on the remarkable history of the world’s loneliest atoll. The Cocos Malays of Cocos Keeling Islands, refer to themselves as Orang Pulu, the “People of the Islands”. In 1826, through a series of strange turn of events, two British sailors were searching for a patch of land in the vast Indian Ocean, to develop and make their fortune. One, named Alexander Hare, landed in Cocos Keeling Islands and brought his contingent of slaves and a harem; he had grown all too comfortable with his lifestyle based in Muslim Borneo until he was evicted by the Dutch; the other John Clunies-Ross, who had worked for Hare and now a free agent, also believed that the Cocos Keeling Islands were ideal for his intended purpose and settled there with his wife, Elizabeth and 170 or so labourers. Hare managed to stay on his side of the islands, for about 4 years, where the two competed for power, when eventually he lost out to Ross and departed for South Africa. His slaves voluntarily went to work for Ross. The history of Cocos-Keeling Islands is inter-twined with the Ross family, as it is impossible to separate the two. The Ross family ran the islands for over 150 years, while the Orang Pulu worked tirelessly to produce copra to make coconut oil, which was a lucrative trade during that period. John Clunies-Ross was born in Shetland, Scotland in 1786 and died on Home Island in 1854. In 1837 he signed a social contract with the Orang Pulu, whereby he promised to feed, clothe and house the people in return for their work and loyalty. He had, by the time John-George, his eldest son had taken over the reigns in 1821, established a fairly successful copra plantation and a system of government for the Orang Pulu whose numbers grew to around 300 people. The islands worked in a very unique and fascinating way: John George was referred to as Tuan Pandai, (Intelligent Lord), he was seen as a benevolent leader and primary carer for the Orang Pulu, they believed he possessed supernatural powers and could ward off cyclones. The Orang Pulu themselves were a mixture of races, including Javanese, Sundanese, Bantamese, and several Papuans and Africans. They spoke Malay and practiced Islam, albeit, in a very nominal and superstitious way. The tiny atoll became its own

independent nation, it held no loyalty to any sovereign state, and Tuan Pandai was in effect the lone Raja or ‘king’ of the Cocos Islands. He, in some ways acted like a king and the Orang Pulu treated him as such. He minted his own coinage made of pressed sheep skin. The men after the age of 14, had to work by collecting coconuts and some were chosen as headmen, who led the community, enforcing the work orders and ensuring that the men worked hard. There were several laws that governed the islands, one being that no one was allowed to communicate with the outside world and if they left the island, they were not permitted to return. This was a way to isolate the Orang Pulu and prevent them from getting new ideas or to challenge Tuan’s authority. In 1857 Great Britain annexed the islands and it became a protectorate of the British Empire. In 1886 Queen Victoria granted the islands to George Clunies-Ross, now the third generation to take over the islands, he was called Tuan Tinggi (Powerful Lord).

to the social contract of 1837. However, in 1944 during World War 2, a Japanese fighter plane attacked Home Island. It narrowly missed bombing Oceania House and destroyed 27 homes and killed two Orang Pulu. Tuan Ross died several days later (probably from an heart attack).

In 1887 Ross, who was an engineer, commenced building an extravagant mansion on Home Island, naming it ‘Oceania House’. It was built of imported white glazed bricks and completed in 1893, and included a two-storey tower, 5 bedrooms, a large kitchen, a library and dining and lounge rooms, later a ballroom was added, a nursery and a billiard room and two more bedrooms. The interior was built from five tonnes of Teakwood imported from Christmas Island. In 1909 a devastating cyclone destroyed many of the homes and felled thousands of coconut trees. In 1910, George CluniesRoss died on the Isle of Wight.

John Cecil now referred to as Tuan John, came to power and immediately set about establishing his reign. Tuan John was known for walking around barefoot, wearing all white, and brandishing a large dagger on his belt and of course speaking Malay. Copra production recommenced and things were getting back to normal.

He was succeeded by John Sidney, who was referred to as Tuan Ross. He was descendant of George and a Malay wife named Inin. Tuan Ross was faced with rebuilding the island’s economy after the devastating cyclone destroyed every coconut tree on the islands. And after copra prices fell dramatically, there was widespread poverty amongst the Orang Pulu who numbered over a 1300 by now. He was still very dedicated to the islanders and tried to maintain their standard of living and provide as much as he could, according

In 1955 the islands were transferred from the United Kingdom to the Commonwealth of Australia. By the 1970’s Australia had now asserted its influence over the islands and in 1978 concerned about the feudal system of governing on the island, the government purchased the islands from the Clunies-Ross family for 6.25 million dollars not including Oceania House. In 1984 the islanders were granted a referendum to choose if they would like to stay with Tuan John, become an independent nation or join Australia.

In 1954 the Islands were visited by Queen Elizabeth II and the Duke of Edinburgh, they toured island and visited Oceania House. It was a memorable occasion and brought great prestige to Tuan John. But it was the last of the good times for the CluniesRoss family.

They chose the latter. Today, the islands are a part of the Indian Ocean Territories which includes Christmas Island. Besides having strategic military value, they serve as a base for Home Affairs’ Border Force and a small but growing tourism industry. The islands are truly amazing, with bright Azure coloured waters, temperatures are consistent around 27 degrees and the islands are relatively unspoilt, one of the few places in the world where you can find complete halal tourism. The whole population on Home Island are Muslim, the Adhaan is called five times a day from the only mosque and there is no alcohol or pork on the island.

It is a wonderful place to immerse yourself in nature and discover the local culture, the history and the delicious cuisine, and of course enjoy the peace and seclusion, a place to unwind and de-stress from our busy lives on the mainland. ‫لولغوا في بحار من الدماء كانت ستفتح‬ ‫عليهم أبواب ثارات وانتقامات تحول ليلهم‬ ‫وفزعا‪ ،‬وتحرم أنظمتهم‬ ‫أرقًا‪ ،‬ونهارهم خوفًا ً‬ ‫من االستقرار ثم تسلمهم في نهاية المطاف‬ ‫لثورات شعبية تشوي جلودهم‪.‬‬ ‫• الرجل مأل فراغا كان يمكن أن يشكل في‬ ‫العقول نكسة فكرية تقتل كل بذور للنهضة‪ ،‬أو‬ ‫تطفئ كل سراج في أي أمل جديد!‬ ‫• كما حمى األمة من ردات فعل الهزيمة‬ ‫النفسية والحضارية التي عانت وتعاني منها‬ ‫أجيال من الشباب المسلم‪ ،‬وكــان يمكن‬ ‫لر َّدات الفعل هذه أن تدفع به إلى حاالت من‬ ‫االنتحار الجماعي باالنضمام إلى تنظيمات‬ ‫متطرفة تعمل جهات كثيرة على تشجيعها؛‬ ‫فتستثمرها وتستثمر فيها وتدفع بها إلى مزيد‬ ‫من الصدام المسلح لتستنزف طاقات األمة‬ ‫في حروب عبثية؛ فكان طرح شيخنا للوسطية‬ ‫اإلسالمية‪ ،‬وشرحه ألصولها وتأصيل فكرتها‪،‬‬ ‫وتبنيه لها في شتى المحافل والميادين‬ ‫العلمية؛ منقذً ا لألمة من فكر الضياع وهوس‬ ‫التكفير واستباحة الدماء‪ ،‬حيث كان هذا‬ ‫كثيرا من سوء الفهم‬ ‫الطرح بلس ًما أزال ً‬ ‫كثيرا من‬ ‫كثيرا من سوء الظن‪ ،‬ووضح ً‬ ‫وب َّدد ً‬ ‫القضايا الملتبسة في عقول أغلب شباب األمة‪.‬‬ ‫• وكأن الشيخ حفظه الله قد قطع على نفسه‬ ‫عهدا أن يحيى في شخصه وكتاباته ومواقفه‬ ‫ً‬ ‫مهمة الوصل؛ بل كمال االتصال بين أجيالنا‬ ‫الجديدة وبين أجيال العمالقة الكبار من‬ ‫أمثال اإلمام مالك وأبي حنيفة والشافعي‬ ‫وابن القيم وابن تيمية وغيرهم‪.‬‬ ‫• إليك شيخنا!!‬

‫• أعلم أن محبيك كثر‪ ،‬وتالميذك أكثر‪،‬‬ ‫وهؤالء جمي ًعا يودعون اليوم فقيه عصرهم‪،‬‬ ‫وعالم زمانهم‪ ،‬وشاعر فقهائهم‪ ،‬وفقيه‬ ‫أدبائهم‪.‬‬ ‫• ووسط تلك الجموع الغفيرة ممن أحبوك‬ ‫وتأثروا بك وتعلموا منك ويودعونك اليوم‪،‬‬ ‫وبرغم أني واحد منهم؛ إال أنني لكثرتهم‬ ‫ولبعد المسافة وتنائي الديار ال أجد لنفسي‬ ‫مكانًا بينهم ألضيف غير ما عرفوه فيك ‪ ،‬وما‬ ‫قالوه عنك أو وصفوك به‪ .‬فمعذرة “شيخنا”!‬ ‫• عــزاؤك يا سيدي ال نتقدم به ألسرتك‬ ‫الخاصة فقط‪ ،‬فهم قد نالوا من المجد‬ ‫والشرف ما دفعوا ثمنه غاليا‪ .‬وإنما نقدم‬ ‫خالص العزاء لعائلتك الكبرى‪ ،‬والتي هي أعم‬ ‫وأشمل حتى من وطن‪.‬‬ ‫وساهمت في بناء‬ ‫قدمت لها‪،‬‬ ‫• عزاؤك ألمة‬ ‫َ‬ ‫َ‬ ‫وعيها ونهضة أبنائها ودافعت عن هويتها‬ ‫وقيمها وثوابتها‪ .‬عزاوك نقدمه لعلماء تعلموا‬ ‫منك أن ميراث النبوة ليس مجرد حفظ‬ ‫لنصوص مقدسة فقط ‪ ،‬وإنما ميراث النبوة‬ ‫لمواقف الثبات حين يفر آخرون ‪ ،‬وللتضيحة‬ ‫حين يبيع آخــرون‪ ،‬وللوعي األعلى الذى‬ ‫يرتفع لمستوى وحي ربه ‪ ،‬وللسعي األعظم‬ ‫الذى يقتفى أثر النبوة بكمالها وجالل عطائها‬ ‫وعظمتها في المحن والشدائد‬ ‫• عزاؤك لكل حر عشق الكرامة وعرف قيمة‬ ‫الحرية‪.‬‬ ‫• عــزاؤك لبلد كريم “دولــة قطر” حظى‬ ‫بوجودك فيه ‪ ،‬ونال ترابه في دوحة الخير‬ ‫شرف احتوائك في أرض عاصمته التي تثبت‬ ‫كل يوم أنها ليست فقط عاصمة سياسية‬

A woman says, “I have been married for more than a decade, but my spouse rarely brought me out. I’m so envious seeing couples going out together and posting their private moments on social media.” If social media has a similar impact on you, perhaps you need to rethink whether spending time scrolling its pages should remain a part of your daily repertoire. Is social media good for us? The quick answer: Yes and No. IG and TikTok, for example, have helped entrepreneurs get back on their feet post-pandemic. Throughout the Covid era, small businesses were struggling to keep afloat by paying their staff reduced wages or restructuring their bank loans. Post-Covid, entrepreneurs with small budgets post photos and videos of their offerings which are then viewed by potential customers who need such goods. LinkedIn, another social media platform, helps headhunters connect with skilled professionals who, in turn, need to secure jobs for a better life. A

helping hand to revive the economy. But nobody says that only businesses may post on social media. We see a proliferation of personal photos and videos that are open to interpretation depending on who the viewer is. Some of these photos and videos may have a negative effect on viewers. A mother struggling with postpartum depression scrolling IG might see videos of other mothers with what appears to be perfect make-up, big smiles, showing off their healthy babies in what seems to be spotless homes. Quite likely, it will make this struggling mother develop doubts on herself. “Why can’t I handle it as well as them?”, “Is there something wrong with me?”. Surfing social media can easily become a compulsion, a distraction from the real world. In the end, such comparisons even at the subconscious level creates doubt over your confidence to lead a happy life. Never mind that the reality of having a newborn is quite different. Childbirth is no easy feat. If a mother had a difficult delivery, and if her newborn is unwell or colicky,

the mother might be spending sleepless nights with engorged breasts as the milk production is yet to be regulated. Is spending time on social media helping you to create more than you consume? Self-satisfaction, wellbeing comes when you see yourself contributing something positive and tangible to humanity. Creating something new brings a sense of accomplishment. It means different things to different people. For a writer, it might mean completing a 900-word article regularly. I don’t know how other writers do it. For me, to come up with a story I deem good, I must research enough, reflect on it enough, before submitting it to the editor. True, social media has brought some benefits in terms of relationships e.g. it has reunited lost family members and old friends. But social media has also brought an end to marriages when a spouse found his or her old flame and decided to pursue a once broken relationship, to the detriment of the current marriage.

I hope you can see that social media is a double-edged sword. I’m not here to tell you that you should or should not bid farewell to social media. It’s one of those things in life that could help or harm you depending on how you use it. Every generation in humanity has a unique set of circumstances that they must deal with. Ours is no different. Reflect on the negatives and positives. Above all, be honest with yourself. If it’s not making you a better person, if it’s not making you happier, if it doesn’t bring meaning to your life, perhaps the kind choice you can do today for your own sake is to say Goodbye to your social media account. For good.

ANDREWS GOVERNMENT TAKES AWAY PARENTAL RIGHTS AND RELIGIOUS FREEDOMS Parents and religious communities acting on their traditional beliefs on sexuality and gender now unlawful The Andrews government has legislated to make it illegal for parents to require their children and religious communities to require their members to live in accordance with those beliefs. The Change or Suppression (Conversion) Practices Prohibition Act 2021 makes it illegal for anyone to engage in any conduct (including a conversation) which induces a person to change or suppress their sexual orientation or gender identity. So it is illegal for parents, religious leaders and schools to require or counsel or pray with children, family members or students to change or resist desires to engage in same sex sexual activity or desires to present or dress as a different gender. The consent of the person is no defence. People engaging in such conduct can be investigated by the Victorian Human Rights Commission and subjected to enforceable undertakings or compliance notices, whether or not harm results. If the child or family member or person says (even years later) that they suffered psychological harm, the parents or religious leaders can be prosecuted for a crime with penalties up to 10 years imprisonment and a $200,000 fine.

The government also introduced a new example of family violence – one family member repeatedly denigrating another family member’s sexual orientation e.g. by telling them it is wrong to be same-sex attracted and that they must change. The second family member can get an intervention order against the first member, or if the second member is a child, the government might take the child into child protection. Under the Equal Opportunity Act, it is unlawful to discriminate against a person on the basis of their gender identity. So it is unlawful for anyone to try to stop transwomen (biological men who identify as women) using women-only spaces such as women’s change rooms, toilets, swimming pool sessions or performing female only roles – the person making such objections can be liable for unlawful discrimination. Despite the strong protests of the Islamic Council of Victoria and the Board of Imams and other faith leaders, the Victorian ALP government has actively legislated against the parental rights and beliefs of Muslims and other traditional religious communities. When Andrew Thorburn was forced to resign as CEO of Essendon because of his church’s beliefs, Premier Daniel Andrews described traditional Muslim (and Christian and Sikh) religious beliefs that homosexual sexual activity is contrary to God’s will as “absolutely appalling … that kind of intolerance and hatred is just wrong”.

position that the person’s religious beliefs (not their conduct) conformed to the employer’s stated religious beliefs, that their beliefs did not conform and that it was reasonable and proportionate for the employer to take action against the employee. Political parties don’t have to follow those rules for their employees. So if a mosque, Islamic association or school employs a person and later discovers that the person has a (legal) second occupation contrary to Islam (e.g. selling alcohol or pornography) or is engaging in lawful sexual activity outside marriage (e.g. adultery), the employer can’t take action against the person because of that conduct. Instead, the employer would have to show that the person no longer believed the relevant doctrines of Islam, which may be very difficult. These laws are spreading to Queensland, Tasmania, WA, ACT and NT. Parents and religious communities need to be aware of how politicians are stripping away their freedoms and think carefully about how to vote.

Teacher Appreciation Day is a special day in the Islamic College of Melbourne (ICOM) calendar as the college superstar teachers and staff are the College’s greatest assets. When Cancer can uproot families Aslam and Abu Bakar are two of our recent clients who come from very different backgrounds. Aslam is on a student visa while Abu Bakar is an asylum seeker. Both are married - Aslam has a young family with a wife and two young children while Abu Bakar has a slightly larger and older family with a wife and four children, mostly in their teens. However, there was one common aspect in both of their lives: their wives were the ones who helped look after the kids and keep the family together. And it was their wives who were both diagnosed with cancer which disrupted their lives

completely. With limited or no access to government benefits due to the nature of their visas, suddenly Aslam & Abu Bakar were faced with the choice of having to work to earn money or making the time to not only look after their wives but also the rest of the family. Their Australian dream was crushed. Stress levels increased by the day. There was no light at the end of the tunnel. Until Alhamdulillah, they discovered NZF, and our team were able to provide them with the necessary funding to continue taking care of

their families while re-adjusting their priorities to allow them to work. After a few months, they were able to re-structure their lives so they could be self-sustainable. APP HELPS DRIVERS SAVE ON PETROL AS FUEL EXCISE DISCOUNT ENDS NSW NSW drivers are being urged to use the FuelCheck app to find a cheaper servo and save up to $10 a tank as the fuel excise discount ends on Wednesday. Treasurer Matt Kean said the app can save drivers up to $800 a year and is just one of the measures contributing to the almost $7 billion delivered in cost of living

AIMA Life Savers Program Australian Islamic Medical Association (AIMA) conducted life savers program through mosques and Islamic centres across Australian States and Territories as part of Federation of Islamic medical Association (FIMA) annual life savers event. On Saturday 25th September 2022, the Australian Islamic Medical Association (AIMA) started life savers program at multiple mosques across QLD, NSW and ACT. Due to a few long weekends, other states have decided to do it on a later date. Metropolitan cities have decided to conduct life savers program, throughout the year. AIMA Victoria has already conducted lifesavers program at Melbourne Grand mosque and Australian Muslim Social Service (ASSMA) and has donated AED to those mosques and has planned to keep doing CPR community training at Masjids across Melbourne over the coming weeks and months, until it has reached each and every mosque in Melbourne. AIMA ACT life savers program was broadcasted by mainstream media, ABC news Canberra. Life saving skills such as hand-on experience with Cardio Pulmonary Resuscitation (CPR), management of choking, use of Automated external device (AED)and recovery position were taught. Mosques and Islamic centres are an ideal place to learn these lifesaving skills, especially for culturally and linguistically different backgrounds communities. These skills can be taught in their own language as AIMA

has Muslim medical professionals from different cultural and linguistic backgrounds. Mosques are not only a place of worship but much more than that, where other community programs and activities are conducted to bring community closer together and especially female participants felt very comfortable to come and learn these skills at a very familiar place. In some regional towns almost, the entire community attended life savers program. Life savers program is conducted across the world through Islamic Medical Associations (IMA) in multiple countries across all continents every year. Lifesavers program is a unique project which aims to unite health care professional, inspire one another and serve their local communities through teaching life saving skills in Mosques around the world. THE LAW OF NECESSITY IN EATING HARAM FOODS Islamic Divine Law is essentially a merciful law which was made mainly to protect the five necessities which are the basic rights of human beings. Those five necessities are: preservation of religion, life, intellect, lineage, and wealth. Human life is sacred and takes precedence and priority over everything else. Islam allows the Muslim under the compulsion of necessity to do things which would otherwise be prohibited in order to save himself from harm.

Allah said: “God desires ease for you, and does not desire hardship for you” (Quran 2:185) The compulsion of necessity means avoidance of harm. That is when a person experiences an extreme situation that could hurt or destroy his or her body, part of the body, the mind, the family, wealth or religion. One thing which Islam allows the Muslim is the eating and drinking of unlawful foods and drinks under exceptional conditions such as saving their life. Allah said: “He has forbidden you carrion, and blood, and the flesh of swine, and what was dedicated to other than God. But if anyone is compelled, without desiring or exceeding, he commits no sin. God is

Forgiving and Merciful”. (Quran 2:173)

This verse as well as other verses of the Quran such as the verses: Al-Qur’an 5:3, Al-Qur’an 6:119 has clearly stated that prohibited food becomes permissible in times of emergency, i.e., extreme hunger. Many traditions of the Prophet (pbuh) establish that necessity dictates exceptions - one of them is the saying of the Prophet (pbuh), “The harm should be removed.” The permitting of haram under necessity is meant to make life easy and less oppressive for human beings. Allah says: “Allah would make the burden light for you for man was created weak. “(Al-Qur’an 4:28) Such circumstances can arise in times of drought, famine, hunger,

war and other disasters. It is possible also that a medical condition exists which requires the use of prohibited products to save the life o a human being. Consumption of haram food under such circumstances is not a sin, and no penance is required at a later date when the situation returns to normal. Conditions of necessity are: • Acting according to necessity must be compatible with the objectives of the Shariah. • Necessity must be genuine and real and not imagined. • The necessity should be present and unexpected. • Removing necessity should not result in a similar or greater injury.

• This rule is to be resorted to when there is no way of removing necessity other than by engaging in a haram act or thing. • What becomes permissible by necessity must be limited to the extent of such necessity. We should be grateful to Allah first and foremost and then be thankful that we live in such a country where there is food in abundance and there is no excuse for us to consume food which is haram. Even if halal meat is not available, it is very easy to find other ways which are permissible such as vegetarian meals, seafood, milk eggs and other halal food.

THE 2ND AUSTRALIAN MUSLIM WRITERS FESTIVAL

BROUGHT PEOPLE TOGETHER AROUND OUR TABLE By Ozge Sevindik Alkan The Right Pen Collective (TRPC) for Australian Muslim Writers presented their 2nd Australian Muslim Writers Festival on 30 Sep - 8 Oct 2022 with the theme “Our Table”. 43 Australian Muslim writers participated in the festival across nine virtual four in person events. The founders of the TRPC aim to inspire, connect, and support Australian Muslim Writers to rise with their pens. The festival included panels of a variety of people who do their work with their pen such as screen writers, playwrights, and illustrators. They set out to answer the question of what it means to have a seat at the table, and how one builds tables that they can belong to. Senator Mehreen Faruqi opened the festival in conversation with the festival emcee and TRPC co-founder Annie McCann. Senator Faruqi reflected on being the first Muslim woman to be elected to the senate and read from her autobiography Too Migrant, Too Muslim, Too Loud. The festival continued with an in-person event day at La Trobe University Library at Bundoora featuring panels of Muslim journalists and academics and concluded with a poetry slam. The family day of the festival, a first in Australia, was highlight of the weekend events. The event, held at the Lalor branch of the Yarra Plenty Regional Library, brought in a diverse crowd of children and families eager to meet Muslim Australian children’s book authors including Nazeem Hussain and Huda Hayek. A panel of South Asian Australian writers, curated by SAARI Collective, was held at the Coburg branch of the Merri-bek Library service. Tasneem Chopra OAM chaired

the panel who discussed various ways the South Asian Australian Muslim are represented and write about themselves across different mediums. Award winning author Demet Divaroren presented a full day writing workshop to emerging Muslim writers on the toolbox of skills that are essential to a successful writing career. The Awards Table panel brought together the winners of some of the most recognisable literary awards in Australia. Amani Haydar encouraged the writers to take on an abundance mind set, and Jumaana Abdu agreed and reminded the writers of the miraculous instances of barakah during our prophet’s time. At the Children’s Table Inda Ahmad Zahri and Razeena Omar Gupta announced that they have Ramadan books on the way published by major Australian Publishers. Middle grade author Melati Lum announced that her famous Ayesha Dean series is now getting adapted to manga format. No festival with the theme our table can be complete without a panel around writing about food. Writers Tamara Haque and Arwa El Masri took the audience on a journey of how they tell their stories with recipes and sensory details. The festival concluded with three virtual panels. Writer Zohra Aly chaired a panel of emerging writers, including the youngest panellist in the festival 15 year old Anhaar Kareem. Walkley award winning journalist and writer Sarah Malik talked to creative non-fiction writers who weave their lives into stories for all to relate to. Festival Director Ozge Sevindik-Alkan and children’s writer Inda Ahmad Zahri put on their tiaras for a fun wrap of the festival where all the participants shared about their works in progress.

Who has to vote

State elections are attendance elections. Voters can cast their vote at any voting centre in Victoria on election day. There are also options for: • early voting • postal voting • overseas and interstate voting.

You must enrol and vote in a State election if you: • are 18 years or older • are an Australian citizen • have lived in Victoria for longer than a month. If you are enrolled and do not vote, you may get a fine.

Who you elect The Parliament of Victoria is divided into: • the Legislative Assembly (Lower House) • the Legislative Council (Upper House) In a State election, you are voting for: • one person to represent your area in the Lower House – this area is known as a District • five people to represent your area in the Upper House – this area is known as a Region. The people you elect are known as Members of Parliament (MPs).

Will the Victorian elections further demonstrate the media’s struggle for relevance? The waning power of the media to set the agenda was starkly demonstrated by this year’s federal election result – and that waning influence is likely to be shown again when Muslims join other Victorians at the polls in November. Australia’s commercial media is dominated by Nine (who publish the Age, the Australian Financial Review and the Sydney Morning Herald) and the Australian operations of News Corp. The close relationship of Rupert Murdoch with former UK prime minister Tony Blair led to a British press officer calling the News Corp founder the “24th member

to help the Labour leader win power in 1997, in return for unrivalled influence on government policy, including the UK decision to join the US-led invasion of Iraq.

Surveys including by the federal Department of Communications repeatedly find Australians moving to online streaming or subscription services and abandoning commercial freeto-air television, while the readership of newspapers – even digital ones – continues to decrease. While lots of studies have been conducted on the representation of Muslims in Australian media, we

don’t know much about specifically Muslim patterns of news consumption here. In terms of the general Australian population, audiences for legacy media – newspapers, free to air television and radio – skew older. After the federal election in 2022, the clearest lesson for media outlets is that voters – especially young voters don’t seek information from them and refuse to listen to media outlets urging them to vote for the Coalition. But it’s not a lesson to which some media outlets are paying attention – as evidenced by attempts to scare Victorian voters into abandoning “Chairman Dan” (News Corp’s favourite

nickname for the premier) or deride them as suffering from Stockholm syndrome, if they prefer Andrews’ state Labor party over Matthew Guy’s Liberals. As a media academic I find these attempts perturbing and pathetic. This is an industry that is in decline and whom no one under the age of forty cares about, struggling to fully grasp any alternative roads back to some sort of relevance in public life. VOTING ACCORDING TO ISLAM Dr Bekim Hasani Since the Victorian State Election is around the corner, many Muslims and Islamic organisations in Victoria are talking about whether Muslims in Victoria should vote or not and if they do which party they should vote for.

The 2022 Victorian state election is scheduled to be held on 26 November 2022 to elect the 60th Parliament of Victoria as well as the premier of the state. Muslims have been part and parcel of this country for centuries and have been integrated into Australian life since the abolition of the White Australia Policy by Whitlam... Therefore, Muslims are obliged to work for betterment of this country and to consider Australia as their home. Voting has become a hot topic not only among Muslims in Australia but in every country where Muslims are a minority. As Muslims living in Australia, we are required by our faith to be active members in the political process not only at a state level but also at a federal level as well.

Most modern scholars are of the view that Muslim participation in elections is a national duty as it was mentioned in the fatwa (verdict) issued by the European Council for Research and Fatwa which states that: “Muslim participation in elections is a national duty; it falls under co-operation on that which is good and righteous for the society and warding off harms from it.” Allah commanded us in the Quran to co-operate for righteousness and piety. [AlMaidah Verse 2] It’s important to note that Muslims before they vote should consider the following points:

most benefit on a state, national and international level, which will increase that which is good or, at least, lessen the extent of the current evil prevalent in the world today. We Muslims are obliged to exert effort to oppose those whose policies are against the welfare of humanity. • It is not allowed in Islam to give a vote purely on the basis of personal connection, family relationship or personal gain, knowing that the one voted for, is not worthy. • Muslim Religious Leaders and Community Leaders should not turn their mosques or Islamic organisations into forums for political campaigns. This act may be haram if it leads to disunity, dispute or

aggression amongst the congregation. • In a situation where there is no worthy candidate, then the vote should be given to the one who is better and more trustworthy than the other candidate. • One should consult the people of knowledge and political expertise in their local areas before making a decision on whom to vote for. There are natural advantages and disadvantages to be found in all the parties. • When two candidates are non-Muslims, such as is the case here in Victoria, Muslims should vote to ward off the greater evil and to reduce harmful effects as their votes can have an impact on the outcome of the election.

ENROL TO VOTE TO VOTE, YOU’LL NEED TO BE CORRECTLY ENROLLED BY 8 PM ON TUESDAY 8 NOVEMBER.

WHO CAN ENROL? You must enrol to vote if you: • are an Australian citizen • are 18 or older and • have lived in Victoria for longer than a month. You must enrol within 21 days of becoming eligible to vote in Victoria. If you’re 17, you can fill out an enrolment form now. On your 18th birthday, we’ll automatically enrol you and you’ll be ready to vote. If you’ve been eligible to enrol but haven’t yet, you will not be fined for not voting in past elections. British subjects who were on an Australian electoral roll between 26 October 1983 and 26 January 1984 must also enrol and vote.

Enrol to vote If you would prefer to have an enrolment form mailed to you, you can call: 131 832. The quickest and easiest way to enrol or update your enrolment is online

Travelling within Australia If you’re travelling within Australia, but plan to come back to your enrolled address, you can stay enrolled at your address and will still be able to vote in an election.

COVID SAFE ELECTION Your safety We’ll be following the latest health advice to help minimise or stop the spread of coronavirus (COVID-19). Safety measures will be in place at all voting centres and with any activity that supports the election. Safety measures will include: • providing you with your own single-use pencil for voting • hand sanitiser available at every voting centre • social distancing as appropriate. All election staff will need to show evidence of their COVID-19 vaccination status. They will need to have received 2 doses of a COVID-19 vaccine to work in a role with us for 4 weeks or less, and 3 doses to work with us for a longer duration.

Vaccination requirements All enrolled Victorians will be able to vote in the State election, regardless of vaccination status. There are also no vaccination restrictions on candidates, scrutineers and party workers. VEC employees will need to have 2 or 3 doses depending on the length of their appointment.

Why Muslims should participate

in upcoming state elections

Mohammad Helmy The Victorian state election is scheduled to be held on 26th of November 2022. As we approach these elections, many Victorian Muslims are still reluctant to vote. Multiple opinions are held about voting and diverse reasons are cited for the reluctance to vote including that it will make no difference, that it is not Islamic to vote in a non-Islamic system, that all voting options are bad and that the outcome will not change regardless of who gets voted in. What I advocate for here is that the most appropriate approach for the Muslim community is to fully participate in elections including being informed about who they are voting for and why. This view has been adopted by many scholars including our own Dr Ibrahim Abu Muhammad the Grand Mufti of Australia. As Muslims make up a substantial percentage of Victoria’s population, I do believe it is critical that we take this opportunity to have our voices heard. According to the 2021 census, there are approximately 273,000 Muslims in Victoria (4.2%), therefore we do collectively maintain a great deal of electoral power. One of the guidelines stipulated by Islamic jurisprudence (Fiqh) in making a ruling on a matter is the deterrence of evil or the reduction

of harm, and the attainment of good or maximisation of benefit. In a democratic systems, candidates and parties compete to be able to represent their constituents (electors) based on a number of drivers including their policies. These policies may be favourable to the Islamic community and some will be unfavourable. Indeed, some will outright break key Islamic principles. Parliament and government impact our everyday lives from education and health to foreign policy and family/social laws. It is therefore a duty on each Muslim to educate themselves and to seek to make informed voting decisions based on what they think is right. If you don’t participate, then you leave the space for others to make those decisions on your behalf. Islam is fundamentally a faith of justice. I can sympathise with those within our community that argue our vote will make little difference, but not only do our votes impact everyday Australians (including us) on matters such as Medicare, education, HECS, public transport, Centrelink, privacy rights, the environment, tax policies, etc. but it also has the potential to make a very real difference to antiracist and anti-Islamophobic or immigrant and refugee policies within Australia. Both of which impact the lives, wellbeing and happiness of those within the Muslim community. It is then imperative that Victorian Muslims have their say in this electoral process. What’s more is the manner in which our votes impacts those that suffer at the hands of Australian foreign policy overseas, in our home countries or otherwise. The Quran and the Sunnah has made it abundantly clear that Muslims are not permitted

to be bystanders of any form of oppression. In order for us to ensure we are advocating correctly for those that are suffering at the hands of our own government’s foreign policy, we have to ensure that we are informing ourselves and doing what is within our means. That includes utilising all means to promote the candidate or the party that will minimise harm and maximise good, so what do you have to lose? Finally, even if your vote does not deliver the immediate change that you hope for, as a minimum, we are sending a message that the Muslim

community are a participating voting power and that will force political parties to consider tweaking and calibrating their messaging and their policies. Happy voting!

Voting options In Victoria, it is compulsory to vote in State elections. Voting is an important way to have your say on the issues that are important to you. There are many safe and convenient ways you’ll be able to vote in the 2022 State election. All voters can: • vote in-person at an early voting centre (between Monday 14 November and Friday 25 November) • vote in-person on election day (Saturday 26 November)

• apply to vote by post (for this election only). We’ll share voting centre locations and opening hours from Wednesday 2 November. Don’t throw away Kuranda Seyit The Victorian state election is looming, (on November 26) and it’s time to talk politics. Many Victorian Muslims will be indifferent about the elections, but is apathy in our favour? We saw on the federal level, the election of Fatima Payman, the first Afghan-Australian woman in the senate, times are definitely changing, and if you live in key suburbs then you may have the power to bring forth change. Whether you are interested or not, the fact is that we all have to get out of bed, drag your feet all the way to your local school and cast your ballot. Some of us, who shall not be named, will just get their name crossed off the list and cast a donkey vote, others will vote for one of the minor candidates. Then most of us will vote for either Labor or Liberal. Sad, it’s so predictable. But why not make that journey to the school count? One interesting fact about the Victorian state election is the newly created seat of Pakenham; there is no precedent to predict who will win there, but it will be a crucial seat up for grabs. There are several marginal seats that incumbent Premier Daniel Andrews will need to retain power and is under direct threat by the Greens in inner-city seats such as Richmond, Northcote and Hawthorn. I don’t give the Liberals much of chance of winning in Victoria, there are several reasons for this; Andrews is a seasoned operator and while he may have lost

some favour as a result of the way he handled the lockdowns and the pandemic in general, he still has his loyal following of diehard Labor supporters. Doesn’t matter what Andrews does, he could have an affair or be caught in a corruption scandal, they will still vote for him; Liberal opposition leader Matthew Guy is not a very popular, already having one crack at it in the last election and losing dismally to Andrews. The main problem is the weaknesses of the opposition leader and his lack of charisma, which will give Andrews a record third term. The question is, how much will Andrews win by? At least two, potentially three more will be picked up by the Greens. And, I think Liberals will pick up several seats lost four years ago, but it will not be enough to produce an upset. At the end of the day, for Muslim Australians, state elections don’t appear to be a priority. Many just can’t be bothered when they know it’s going to be either Labor or Liberal. But we can still make a difference in our local seats and reward candidates who are sincere and will fight for you.

I know, you are all thinking who has time to do that? I strongly suggest that you choose 3-4 candidates who attract you on their policies. Then make your choice after hearing them speak, checking their credentials and giving them a call and having a chat. I am strong believer in voting for your local member based on his or her merits. If they have served the community well then re-election is appropriate, if they are new and promising then they deserve a chance, regardless of whether they are Liberal or Labor.

I had in my youth always voted Labor because I believed that they stood for the working class, the disadvantaged, the battlers. On the other hand I loathed Liberal because they stood for privilege and the rich. However, in recent years I see very little difference between two the major parties. I see both parties serving their own interests and in many cases selling out our values. The Greens are no different. A vote for the Greens is a vote for Labor, these days. Labor has a strong climate change policy, and a fairly robust social justice agenda. So it really comes down to the individual, whether they be

Green, Independent, Labor or Liberal, your vote should be made based on their merits. Finally, just a reminder that we need to think about how well the state and not the nation is being run, in terms of hospitals and the police, infrastructure and education; they are the core issues. We can’t really hold the state government accountable for high energy prices or for foreign policy, or for high taxes, interest rates or unemployment. It’s about things that affect us day to day. That’s why we need to look back at the past 4 years and evaluate the Andrews government’s performance in terms of hospitals, crime, schools and roads. How many hours a day do you spend in traffic jams? How safe is your area? And how long do you wait in the hospital cue? Did the lockdowns affect your business, your family, your mental health? Just some food for thought. So, good luck, do your best and give every candidate a fair chance. And don’t throw away your vote.

In Hume, our vote can make a difference, so don’t vote like a robot. Be informed and do your research, ask yourself who deserves your coveted vote? Don’t give it up so cheaply. It’s the one thing people around the world would die for, so don’t take it for granted. In Dandenong, Casey, Moreland, Darebin and Melton, our vote counts and our local candidate should be meticulously scrutinised, before giving your vote.

‫العملية االنتخابية في استراليا فريدة من‬ ‫نوعها‪ ،‬لدرجة أن المواطن يجبر على‬ ‫ممارسة حقه‪ ،‬حتى ال سيتعرض لغرامة‬ ‫مالية‪ .‬هذا االجبار‪ ،‬يشكل ضغطا عمليا‬ ‫لالحتفاظ بالحقوق الديمقراطية‪ ،‬في‬ ‫تحديد من يراه مناسبا في قيادة حكومة‬ ‫الوالية أو الحكومة الفيدرالية‪ .‬ويذكر أن‬ ‫الواليات المتحدة األمريكية‪ ،‬في عهد‬ ‫الرئيس باراك أوباما‪ ،‬كانت قد عزمت‬ ‫على حذو األسلوب األسترالي في إجبار‬ ‫المواطن على ممارسة حقه في التصويت‪.‬‬ ‫أتوقع أن تعطي الحكومة القادمة أولية‬ ‫قصوى‪ ،‬بالشؤون الصحية‪ .‬حيث إن‬ ‫المستشفيات تعاني نقصا في توفير‬ ‫الرعاية الصحية الالزمة للمواطن‪ ،‬سواء في الكادر البشري أو االحتياجات‬ ‫اللوجستية الهامة‪ .‬وأرجو كذلك أن تحدث الحكومة القادمة تعديالت هامة بشأن‬ ‫الهجرة إلى استراليا‪ ،‬حيث هناك بيروقراطية في إجراءات الهجرة خاصة من‬ ‫الدول اإلفريقية والعربية‪.‬‬ ‫كما أتوقع عدم إقدام الحكومة القادمة فيما قامت به حكومة الوالية المنصرفة‪،‬‬ ‫بشأن فرض حجر منزلي في عموم الوالية؛ تحت ذريعة التصدي لفيروس كرونا‪،‬‬ ‫علما أن الهدف كان لتنفيذ مشروع حفر الطرق تحت االنفاق‪ ،‬وفق ما تحدثت‬ ‫عنه وسائل اإلعالم الوالئية بأثر رجعي‪ ،‬وهو ما ُأعتبر تضليل الموطن‪.‬‬

‫األستاذ‪ /‬عبد الرزاق سعد الله‪:‬‬ ‫المشاركة في العملية االنتخابية واجب كل‬ ‫مواطن‪ ،‬الن الصوت االنتخابي يستطيع أن‬ ‫يقلب الموازين السياسية‪ ،‬وخاصة في بلد‬ ‫ديمقراطي مثل استراليا‪ ،‬كما أن شعور الناخب‬ ‫بمدى تأثير صوته‪ ،‬يبعث في النفس الشعور‬ ‫بالقدرة التي حرم منها في بلده اآلم ‪.‬‬ ‫وألجل ضمان عالقة إيجابية وبنَّاءة ومؤثرة‬ ‫في المجتمع‪ ،‬نحن المهاجرين ينبغي علينا‬ ‫االشتراك في العملية االنتخابية كمرشحين‬ ‫ومرشحين‪ ،‬وخاصة نحن الجاليات االفريقية‬ ‫والعربية واإلسالمية؛ من اجل االسهام بالعطاء‬ ‫في هذا الوطن المعطاء الذي أعطانا األمان‪،‬‬ ‫والعيش الكريم‪ ،‬وحرية العبادة‪ ،‬والممارسة‬ ‫الديموقراطية‪ .‬بالتالي للمحافظة على حقوقنا‬ ‫وهويتنا ومعتقداتنا ومصالحنا‪ ،‬علينا أخذ وعود حقيقية من المرشحين من أجل‬ ‫خدمة الجالية‪ ،‬وهذا ال يتم بالرغبة والعاطفة فقط‪ ،‬بل من خالل المشاركة الواعي‪،‬‬ ‫ومعرفة االحزاب الفعالة والمؤمنة بقضايا االقليات ومناصرتها‪ ،‬ومن المهم ان‬ ‫الوقوف مع االحزاب التي تولي رغبات وأولويات الجاليات عناية قصوى‪ ،‬سيما وأن‬ ‫الجاليات المسلمة اإلسالمية‪ ،‬اليوم تشكل رقما هاما‪ ،‬لو تم تنظيمه وتوظيفه من أجل‬ ‫القضايا العليا في إطار القانون األسترالي‪ ،‬مع رفع مستوى الوعي من حيث اهمية‬ ‫المشاركة ومعرفة الطريقة الصحيحة في االنتخابات‪.‬‬ ‫أتوقع أن تولي الحكومة القادمة القضايا التالية عنايتها‪:‬‬ ‫‪ -١‬معالجة قضية التضخم التي تضرب االقتصاد االسترالي والتي أثرت على الحياة‬ ‫المعيشية اليومية‪ ،‬وأثرت في سوق العقارات بملبورن والذي كان جاذ ًبا لالستثمار‬ ‫وهذا بدوره كان يفتح فرص عمل‪.‬‬ ‫‪ -٢‬قضية االجور المنخفضة مع التضخم العالي ‪،‬حيث إن األجور اصبحت ال تجاري‬ ‫سرعة التضخم‪.‬‬ ‫‪ -٣‬قضية السكن‪ ،‬حيث اتمنى أن يكون حزب العمال (تحديدا) صادق في قضية‬ ‫مليون وحدة سكنية لمحدودي الدخل؛ الن شراء منزل في الوالية‪ ،‬أصبح حلم بعيد‬ ‫المنال‪.‬‬ ‫‪-٤‬معالجة أزمة الطاقة التي اصبحت ترتفع بشكل جنوني‪ ،‬من خالل عمل حلول‬ ‫فعالة لفواتير الكهرباء التي ارتفعت تعريفتها‪ ،‬ومن المتوقع ان ترتفع ‪ 50%‬في‬ ‫الفترة المقبلة‪ ،‬وهذا فوق طاقة الموطن‪ ،‬سيما ذوي الدخل المحدود‪ ،‬وهم الغالبية‬ ‫العظمى من سكان الوالية‪.‬‬

‫االنتخابات بشكل عــام‪ ،‬تعتبر مرحلة مراجعة‬ ‫لسياسات البلد العامة في مجاالت االقتصاد‬ ‫والتجارة والخدمات باإلضافة الى الرؤية السياسية‬ ‫تجاه مختلف القضايا‪ .‬واالنتخابات الوالئية والمحلية‬ ‫لها تأثير خاص في االستجابة لتطلعات المواطن‬ ‫في زيادة االنفاق على الخدمات التعليمية والصحية‬ ‫وفي البنية التحتية األساسية وزيادة فرص العمل‬ ‫واالنتاج‪ .‬كما انها فرصة إلعادة تموضع الناخب في‬ ‫تحديد تلك السياسات من خالل صوته الذي يحرص‬ ‫كل مرشح على نيل ثقته وبالتالي قراءة توجهاته في‬ ‫اإلطار الجمعي داخل الدوائر االنتخابية‪ .‬وبالتالي‬ ‫فإن تأثير تكتالت السكان المحليين وخاصة‬ ‫المهاجرين منهم بدأ يبرز في السنوات األخيرة في‬ ‫تغيير السياسات العامة والمحلية‪ .‬لذا فمن الضرورة‬ ‫بمكان الحرص على ترك أثر لصوتك كناخب صاحب رؤية مجتمعية‪.‬‬ ‫وبشأن اضطالع حكومة الوالية القادمة‪ ،‬أتوقع سعيها لتخفيف حدة األزمات‬ ‫االقتصادية واالجتماعية الناتجة عن المتغيرات الكبرى في السنوات االخيرة‬ ‫وأبرزها جائحة كورونا وتأثير الحرب الروسية ‪ -‬األوكرانية في عدة مجاالت‪ .‬من‬ ‫أهمها االقتصاد مثل أزمة الطاقة وزيادة التضخم والغالء الفاحش وضعف اإلنتاج‬ ‫وقلة فرص العمل وغير ذلك من عوامل الفقر ومتاعب األسرة في االستجابة‬ ‫لمتطلبات الحياة اليومية‪ .‬كما أدت الجائحة الى مشكالت في االنفاق على الرعاية‬ ‫االجتماعية والصحة األولية والصحة العامة والصحة النفسية‪ .‬كما كان تأثير التباعد‬ ‫االجتماعي على الصحة النفسية لألفراد وعلى العالقات االجتماعية‪.‬‬ ‫وعلى الحكومة القادمة‪ ،‬إدراك أن الجاليات المهاجرة وخاصة الجاليات العربية‬ ‫واإلسالمية‪ ،‬تهتم أكثر بالتحديات في مجال الحفاظ على الهوية الدينية والثقافية‪،‬‬ ‫باإلضافة لمشكالت التربية ورعاية األبناء في اطار األسرة والمجتمع‪ ،‬وما يتفرع‬ ‫عن ذلك من مشكالت المخدرات واالنحالل الخلقي والتفكك األسري والعنف‬ ‫المنزلي والتطرف واالرهــاب وغير ذلك من المشكالت‪ .‬ويمكن للناخب أن‬ ‫يطالب بحل تلك المشكالت في إطار دعم الحلول المجتمعية واإلنفاق على البنية‬ ‫االجتماعية لجالياتنا المهاجرة في اتجاهين يكمل كل منهما اآلخر‪ ،‬وهما إدماج‬ ‫الجاليات المهاجرة في المجتمع االسترالي الكبير وإعطاء اهتمام أكثر بالحفاظ‬ ‫على أصالة وهوية تلك الجاليات إلثراء التنوع في المجتمع االسترالي والمحافظة‬ ‫على تماسك األسر كبنية أساسية للمجتمع‪.‬‬

‫األستاذ ياسر عبدالرحيم محمود‬ ‫إذا نظرنا إلى اإلنتخابات الفدرالية الماضية التي‬ ‫نظمت قبل اشهر من هذا العام‪ ،‬نجد أن عداد ًا‬ ‫البأس بهم من المرشحين المستقلين‪ ،‬قد فازوا في‬ ‫مناطق ألول مرة‪ .‬بالتالي هناك قلق لدى الحزبين‬ ‫(العمال واالحرار) أن ال تتكرر مثل هذه النتيجة‪،‬‬ ‫خصوص ًا أن حزب العمال الذي يريد ان اليفقد‬ ‫ارقامه التي فاز بها في عام ‪ .٢٠١٨‬بمعنى عدم‬ ‫فوز حزب العمال مرة أخرى‪ ،‬او حزب األحرار‪،‬‬ ‫يعني القضاء على كثير من المشاريع التي بدأت‬ ‫تُنفّذ من قبل حزب العمال تحديدا‪ ،‬وأخرى مخطّ طة‬ ‫للتنفيذ‪ .‬وكال الحزبان يحاوالن إقناع الناخبين ان‬ ‫ينتخبوهم للفوز بحكم الوالية‪.‬‬ ‫من اهم القضايا التي أراها ذات أهمية‪ ،‬او برامج‬ ‫أولوية‪ ،‬الصحة‪ ،‬والتعليم‪ ،‬والعمل‪ ،‬ومحاربة غالء‬ ‫المعيشة‪ ،‬وإصالح المشاريع الكبرى مثل المواصالت‪.‬‬ ‫نعم قضايا الصحة هي إحدى القضايا الرئيسية التي سوف تشمل خطط النظام الصحي‬ ‫الذي سيكون عامال كبيرا في هذه االنتخابات‪ ،‬سيما بعد أشهر من معاناة الوالية من‬ ‫ازمة كرونا‪.‬‬ ‫وبعد جائحة كوفيد‪ُ ،19‬يتوقع أن تكون مستويات الدين والدعم للمصالح التجارية‬ ‫الصغرى من القضايا الرئيسية أيضا‪.‬‬ ‫و ُيتوقع أن يلعب موضوع النقل أيضا دورا مهما في االنتخابات‪ ،‬خاصة مع وجود خطط‬ ‫كبرى لخط قطار ضخم وهو ‪ ,Suburban Rail Loop‬الذي يربط مناطق جنوبية مع‬ ‫مناطق أخرى‪.‬‬ ‫الوسط ‪ ¿ 135‬ربيع الثاني ‪ 1444‬هـ ¿ تشرين األول ‪AL WASAT 135 ¿ Rabi' al-Thani 1444 ¿ October 2022‬‬

‫أراء وتوقعات بشأن‬ ‫أولويات حكومة والية فكتوريا القادمة‬ ‫أحمد شريف‬ ‫ملبورن‬

‫تقع والية فيكتوريا‪ ،‬في الركن الجنوبي الشرقي‬ ‫من أستراليا‪ .‬ورغم أنها أصغر الواليات من حيث‬ ‫المساحة‪ ،‬إال أنها تعتبر من أكثر المدن كثافة‬ ‫سكانية‪ .‬وقد بدأت كمجتمع زراعي في ثالثينيات القرن التاسع‬ ‫عشر‪ ،‬ثم تحولت إلى مركز صناعي وتجارى بعد اكتشاف الذهب‬

‫في ‪ .1851‬وتعتبر الوالية الثانية من حيث الكثافة السكانية في‬ ‫أستراليا بعد نيو ساوث ويلز‪.‬‬ ‫مجلة (الوسط)‪ ،‬رصدت آراء القراء‪ ،‬بشأن أهمية المشاركة في‬ ‫االنتخابات‪ ،‬وتوقعاتهم الخاصة‪ ،‬بأولويات البرامج والمشاريع‬ ‫للحكومة الوالئية القادمة‪ ،‬فكانت على النحو التالي‪:‬‬

‫المشاركة فــي االنتخابات‬ ‫ضــــرورة قــصــوى‪ ،‬بخاصة‬ ‫للجاليات فــي أســتــرالــيــا‪،‬‬ ‫ويــفــتــرض ان تــبــادر تلك‬ ‫الــجــالــيــات بــالــحــديــث الــى‬ ‫الــمــرشــحــيــن األوفــــر حظا‬ ‫والحصول على وعــود‪ ،‬تصب‬ ‫في صالح مجتمعاتهم‪ .‬ومن‬ ‫المهم تقديم متطوعين باسم‬ ‫الجاليات للمرشحين حتى يتم‬ ‫التأكد من التواجد في الساحة‪.‬‬ ‫ثم يأتي التصويت وضرورته‬ ‫حيث يفترض ان يتم توعية‬ ‫أفراد الجاليات بعملية التصويت‪ ،‬وطرق أدائها‪ ،‬ويجب التوعية‬ ‫بالتصويت المبكر‪ ،‬والمراكز المتاحة لذلك‪.‬‬ ‫أن المحرك الرئيسي لهذه االنتخابات‪ ،‬سيكون تعاطي حكومة الوالية‬ ‫مع الجائحة وتبعاتها‪ ،‬ثم األداء االقتصادي‪.‬‬ ‫المالحظ في األداء االقتصادي لحكومة دانييل اندروز؛ أنه وبالرغم‬ ‫من انحسار المصدر األول للدخل في الوالية وهو استضافتها للطالب‬ ‫األجانب الدارسين في جامعات ومعاهد الوالية‪ ،‬وبالرغم من كونها‬ ‫الوالية األكثر تعرضا لحاالت االغالق المصاحبة للجائحة اال أن‬ ‫احصائيات السنة المالية الماضية‪ ،‬أشارت الى ان اقتصاد الوالية‬ ‫كان األفضل أدا ًء من بين اقتصادات الواليات األسترالية األخرى‪.‬‬ ‫ولذلك سيكون له مردوده اإليجابي في هذه االنتخابات‪ .‬هناك أيضا‬ ‫المشاريع الرئيسية التي وعدت بها حكومة الوالية في االنتخابات‬ ‫السابقة وأنجزتها قبل الجدول الزمني مثل مشروع التخلص من‬ ‫تقاطعات الشوارع وخطوط القطارات التي كانت تتسبب في حوادث‬ ‫عديدة‪.‬‬

‫المشاركة في‬ ‫ا ال نتخا با ت‬ ‫مهمة؛ ألنها‬ ‫تعتبر الفرصة‬ ‫ا لو حيد ة‬ ‫في أحداث‬ ‫التغيير في‬ ‫أداء حكومة‬ ‫الوالية‪ ،‬كما‬ ‫أنها األسلوب‬ ‫الديمقراطي‬ ‫لمما ر سة‬ ‫لحق‬ ‫ا‬ ‫الوطني‪ ،‬وأيضا الوسيلة للدخول إلى قبة البرلمان‬ ‫مستقبال لبعض المواطنين‪.‬‬ ‫القضايا الرئيسية لحكومة الوالية تتوقف على‬ ‫نسبة المشاركة في العملية االنتخابية‪ ،‬حيث يمثل‬ ‫كل صوت برنامج عمل للحكومة القادمة‪ ،‬خاصة‬ ‫إذا كان ممارسة الحق بطريقة صحيحة؛ ألن أي‬ ‫خطأ في ممارسة الحق‪ ،‬يعني حرمان الشخص‬ ‫من ممارسة حقه في التصويت‪ ،‬ومن ثم التمثيل‬ ‫الصوتي في شكل الحكومة القادمة‪ .‬عليه أوصي‬ ‫الجاليات اإلثنية بضرورة المشاركة في العملية‬ ‫وبالطريقة الصحيحة‪ .‬أقول ذلك من خالل‬ ‫مشاركتي في اجتماعات وحمالت انتخابية سابقة‪،‬‬ ‫وقد وضح لي‪ ،‬بأن الجاليات من الخلفيات العربية‬ ‫واالفريقية‪ ،‬لم تتمكن من تحديد الهدف الرئيسي‬ ‫من التصويت‪ ،‬كما ال تعني التكتل وتنظيم الصفوف‬ ‫في اختيار الشخص المناسب‪ ،‬أيضا عدم االلتزام‬ ‫بطريقة التصويت الصحيحة‪.‬‬

‫يتمثل الهدف‬ ‫الرئيسي من‬ ‫اســتــقــطــاب‬ ‫أصــــــــــوات‬ ‫الناخبين في‬ ‫التعرف على‬ ‫الــنــاخــبــيــن؛‬ ‫الســـتـــطـــاع‬ ‫كــيــف يخطط‬ ‫األفــراد للقيام‬ ‫بــالــتــصــويــت‪،‬‬ ‫بــــــــد ًال مــن‬ ‫الــتــجــادل مع‬ ‫الناخبين أو إقناعهم‪ .‬ويعتبر هذا التجهيز جز ًءا‬ ‫ال يتجزأ من عملية الحصول على صوت الناخب‬ ‫بالطريقة الصحيحة القانونية‪ ،‬حيث يتم التواصل‬ ‫مع الداعمين المعروفين في يوم االنتخاب ويتم‬ ‫تذكيرهم باإلدالء بأصواتهم‪.‬‬ ‫المشاركة في العملية االنتخابية ضــرورة ملحة‪،‬‬ ‫بالتالي فإن مشاركتي في العملية االنتخابية‪ ،‬تعني‬ ‫ممارسة حقوقي‪ ،‬سيما ونحن مجتمعات الجاليات‬ ‫الوافدة إلى استراليا‪ ،‬الغالبية منا‪ ،‬ليس لدينا تجربة‬ ‫عملية في الممارسة االنتخابية‪ .‬ومن الضرورة‬ ‫أيضا معرفه برامج كل حزب ومرشح في الدائرة‬ ‫االنتخابية‪ ،‬وأيضا كيفية ايصال الصوت من خالل‬ ‫مرشح الدائرة‪ ،‬إذا كان برنامج الحزب مقنعا بأي‬ ‫شكل من األشكال‪ .‬أما القضايا التي أراها في غاية‬ ‫األهمية‪ ،‬وعلى الحكومة الوالئية أن تضعها في‬ ‫سلم أولوياتها‪ ،‬تتمثل في‪ :‬موضوع الهجرة‪ ،‬وقضية‬ ‫السكن‪ ،‬والوظيفة أو القضاء على العطالة‪.‬‬

‫العملية االنتخابية حق دستوري وديمقراطي لكل مواطن استرالي ‪ ،‬له الحق في اختيار من يحكم للفترة التي يحددها الدستور والقانون ‪ ،‬بالتالي‬ ‫فإن المشاركة باإلدالء بالصوت‪ ،‬هي امانة على عاتق كل مواطن‪.‬‬ ‫تأتي انتخابات والية فكتوريا هذا العام في ظل تحديات سياسية واقتصادية غير مسبوقة‪ ،‬ليس على المستوى المحلي فقط‪ ،‬بل على المستوى‬ ‫العالمي‪ ،‬حيث تداعيات أزمة كرونا التي مثلت تحديا كبيرا‪ ،‬واجهته البشرية في هذا العصر‪ ،‬والتي اثرت في كل مناحي الحياة‪ ،‬سيما الصحية‬ ‫منها واالقتصادية‪.‬‬ ‫وأتوقع أن تكون من أولويات الحكومة القادمة‪ ،‬إيجاد حلول لغالء المعيشة المستفحلة‪ ،‬كذلك إيجاد حلول مستعجلة للقطاع الصحي الذي‬ ‫يواجه الكثير من التحديات‪ .‬إلى ذلك مراجعه قوانين الضرائب الوالئية‪ ،‬بل العمل على تخفيضها‪ ،‬أو إلغاء جزء منها‪ ،‬والذي سيرفع الكثير من‬ ‫الضغوطات المالية عن كاهل دافعي الضرائب‪.‬‬ ‫وقد توقعت استطالعات الرأي‪ ،‬احتفاظ حكومة حزب العمال مقاليد الحكم في الوالية فكتوريا بمقاعد أقل‪ .‬النتيجة الحاسمة‪ ،‬سيحددها صوت‬ ‫المنتخب‪ .‬كما أتوقع حرص المسجلين على االدالء بأصواتهم؛ الختيار النائب االنسب لقيادة الوالية في هذه المرحلة الصعبة‪.‬‬ ‫الوسط ‪ ¿ 135‬ربيع الثاني ‪ 1444‬هـ ¿ تشرين األول ‪AL WASAT 135 ¿ Rabi' al-Thani 1444 ¿ October 2022‬‬

THE VIEWS OF THE

YOUTH ON ELECTIONS The importance of voting has been well undermined in current society. In Australia, voting is mandatory, yet approximately 5% of voter do not taking voting seriously. It is detrimental to understand the impact voting has on the future of your nation. With the upcoming 2022 State elections, as Muslims, we should thoroughly consider whom our votes go towards. As a minority group representing only 3.2% of Australia, our votes should go to derive a beneficial outcome towards the Ummah, or to protect the Ummah. For instance, with the increase in vandalism rates at mosques throughout Australia, Muslims eligible to vote should utilise the opportunity to seek to attain a candidate who will strictly enforce further punishments towards vandals, as well as restrictions to prevent the issue from reoccurring. Voting is a timeless act but has long-term impacts on us as citizens of a state/country, hence, it should not be taken lightly, so think before you decide to irrationally vote.

But zoom in a little from the ‘global level’, right down to ‘state’ in the midst of a show-down between the guy we loved to hate and blame during the COVID era, and another Guy, who claims the other is “the most divisive premier we’ve ever had”. But remember, in politics, there is never a ‘best candidate’, there is only the ‘lesser of two evils’ – and it is only if the entire population of Victoria votes, can the least schismatic candidate command the lead. And maybe we’re in need of this new blood.

Narratives around futile voting systems are debunked fallacies - a citizen’s vote is the most potent tool in a democratic society like our Australia. Voting allows citizens to reclaim power over the affairs of their nation and pledge commitment to the future of their people. To be included in this ritual is a blessing, and the Muslim communities of Victoria should fulfil their duty in the upcoming state elections to ensure our cogent judgments are considered. To vote is to approach the prospect of witnessing our shared concerns, priorities and values reflected in institutions of power so that Australian politics can bring us all together, not tear us apart.

‫العالم‬ ‫الذي عاش‬ ‫معتكفًا في‬ ‫مكتبته‬ ‫فمات‬ ‫ليحيا علمه!‬ ‫بقلم‪ :‬د‪ .‬نضيرة رابح بريوة‬

‫يرحل العلماء ويظل حضورهم ح ّي ًا‬ ‫في قلوب النّاس‪ ،‬وتظل ذكراهم بين‬ ‫األجيال التي تأتي من بعدهم بزادهم‬ ‫المعرفي العلمي الفكري الذي ال يفنى؛‬ ‫يتركون علمهم الخالد ويتركون ذكراهم‬ ‫الحبلى بالكتب والمخطوطات والرسائل‬ ‫النورانية التي تشهد لهم إلى يوم الدين‪،‬‬ ‫األمة اإلسالمية‬ ‫وهكذا هو حال فقيد ّ‬ ‫الشيخ اإلمام د‪ .‬يوسف القرضاوي رحمه‬ ‫الله تعالى‪ ،‬اإلنسان الغير معصوم عن‬ ‫الخط ِأ‪ ،‬ومع ذلك نعتبره ‪-‬وال نزكي على‬ ‫الله أحداً‪ -‬من خير العلماء واألساتذة‬ ‫والمربين في عصرنا الحاضر‪ ،‬الذي قدم‬ ‫لألمة اإلسالمية علم ًا وفير ًا وتشهد له‬ ‫كتبه ومنشوراته العلمية التي فاقت ‪170‬‬ ‫منشور ًا مثل‪:‬كتاب فقه الزكاة وكتاب فقه‬ ‫األولويات وفقه الدولة والحالل والحرام‬ ‫في اإلسالم وكتاب فقه الجهاد‪ ...‬إلخ‪.‬‬

‫ولد يوسف القرضاوي في التاسع من شهر‬ ‫أيلول عام ‪ 1926‬في المحافظة الغربية‪ ،‬مصر‪.‬‬ ‫أصبح القرضاوي يتيم األب في عمر السنتين‪،‬‬ ‫فرباه ع ّمه‪ .‬حفظ القرضاوي القرآن دون العاشرة‪ ،‬والتحق‬ ‫بمدارس ومؤسسات وجامعات األزهــر حتى تحصيل‬ ‫درجة الدكتوراه‪ ،‬أين جمع بين علوم اللغة العربية وآدابها‬ ‫وتخصصات العلم الشرعي وعلوم القرآن والفقه معتليا‬ ‫المراتب األولى‪.‬‬ ‫عاش الشيخ القرضاوي ما يقارب ‪ 96‬عام ًا عامر ًة بالعلم‬ ‫والمعرفة والعطاء المدرار الذي لم يوقفه مرض وال عدو‬ ‫وال قهر وال ظلم سوى سنّة الله في خلقه‪ ،‬الموت‪ .‬الرجل‬ ‫الذي تحدى كافة الحواجز والعقبات “ليعيش دينه”؛ ُحورِب‬ ‫أرض الله واسع ٌة فهاجر فيها‬ ‫في قعرِ داره ولكنّه أدرك ّأن َ‬ ‫وكان السند ألمثاله من المظلومين‪ُ ،‬منع من دخول بعض‬ ‫الدول المناهضة لإلسالم فدخل العالم من بابه الواسع‬ ‫ليحتل المراتب األولى في الشخصيات اإلسالمية المؤثرة‬ ‫ويكون أحد أكثر علماء الدين نفوذا في العالم اإلسالمي‬ ‫في عصرنا‪ ،‬فرقوه عن منشئه (األزهر) فأسس ما هو أكبر‬ ‫(إتحاد العلماء المسلمين)؛ اعتقلوه محاولة لسجن فكره‬ ‫لكنّه تحرر فنشر ما يزيد عن ‪ 120‬كتاب ًا وأكثر من ‪50‬‬ ‫منشورات لتشمل كافة أقسام التخصصات وزوايا الحياة‬ ‫الدينية واالجتماعية والسياسية واالقتصادية والتاريخية‬ ‫السن‬ ‫وحتى األدبية‪ .‬لم يكن القرضاوي رجال يستخدم ّ‬ ‫كذريعة لالنسحاب من الكتابة أو نشر العلم والوعي‬ ‫واإلصالح فتجاوزت منشوراته عدد سنوات حياته‪.‬‬ ‫إن حجم إرث القرضاوي العلمي هو أكثر ما يثير‬ ‫اهتمامي‪ ،‬إذ أنّني أعتبر القرضاوي رجل القلم بإحكام‬ ‫وحذاقة لعدد وقيمة واتساع نطاق مساهماته العلمية‪ .‬وقد‬ ‫أثر هذا العلم الوفير والحرص على التعمق في أخذ العلم‬ ‫والفقه أيديولوجيا وشكّل تصوره لإلسالم كفقه شامل يجمع‬ ‫بين الجوانب الشخصية واالجتماعية والسياسية للمجتمع‬ ‫اإلسالمي‪ ،‬فشملت موضوعات أبحاثه وكتاباته الرئيسية دور‬ ‫المرأة في اإلسالم‪ ،‬والتعليم‪ ،‬والتمويل اإلسالمي‪ ،‬وحقوق‬ ‫األقليات اإلسالمية‪ ،‬واألسرة في اإلسالم‪ ،‬والفنون والترفيه‪،‬‬ ‫والشريعة اإلسالمية‪ ،‬والقضية الفلسطينية‪ ،‬والعنف الديني‪،‬‬ ‫والمثلية الجنسية‪ ،‬ومساندة القضية الفلسطينية ضد العدو‬ ‫اإلسرائيلي الغاشم‪.‬‬ ‫العالم الذي كتب اسمه بحبر ذهبي ليبرز على الساحة‬ ‫كأكثر العلماء تميز ًا ومكانة وحرص ًا على حدود الله وحقوق‬ ‫عباد الله في العالم العربي خاصة والعالم اإلسالمي عامة؛‬ ‫العالم المفكر المعتدل الوسطي في تفكيره وعلمه وفتواه؛‬ ‫العالم الذي جدد الفكر والخطاب وتماشى مع متطلبات‬ ‫العصر وحاجات األجيال من الشباب المسلم واألسر‬ ‫المسلمة السيما المقيمة في الغرب مع الحفاظ على ثوابت‬ ‫الدين وشرائع الله وأحكامه الذي ال تبديل لها وال تحويل‪،‬‬ ‫وكفاه عبارته الشهيرة الذي يوضح فيها ّأن الحق في‬ ‫جعل شيء ما مشروعا أو محظورا ينتمي إلى الله وحده‪،‬‬ ‫وال يوجد إنسان لديه سلطة تحديد الحالل والحرام في‬ ‫اإلسالم‪.‬‬ ‫كذلك تنتشر أفكار القرضاوي إعالمي ًا والكترونيا على‬ ‫نطاق واسع في جميع أنحاء العالم الناطق بالعربية‪ ،‬ومن‬

‫أبرز ما تركه من خالل البرنامج األسبوعي “الشريعة‬ ‫والحياة” على قناة الجزيرة‪ ،‬والذي يناقش من خالله‬ ‫مواضيع مختلفة‪ ،‬وكان أيضا المؤسس والباحث الرئيسي‬ ‫وراء موقع إسالم أونالين‪ ،‬وهو موقع إسالمي شهير مقره‬ ‫القاهرة يضم الموارد والفتاوى‪ ،‬و”كان من أوائل العلماء‬ ‫الذين طوروا موقعا شخصيا”‪ .‬كما كان ليوسف القرضاوي‬ ‫تأثير كبير على تقدم وتعدد المؤسسات العلمية والدينية‬ ‫في قطر خاصة والعالم العربي واإلسالمي عامة‪ .‬أسس‬ ‫كلية الشريعة بجامعة قطر‪ ،‬ومركز دراسات السنة والسيرة‬ ‫الشرعية‪ ،‬وطور األبحاث والدراسات اإلسالمية إلى أن فُتح‬ ‫مركز للبحوث باسمه‪ :‬مركز القرضاوي لبحوث االعتدال‬ ‫والتجديد اإلسالمي في كلية الدراسات اإلسالمية بمؤسسة‬ ‫قطر‪ .‬أما على مستوى العالم اإلسالمي فقد أسس وترأس‬ ‫اتحاد العلماء المسلمين الذي ضم الدول العربية واإلسالمية‬ ‫عامة‪ ،‬كما ترأس االتحاد األوروبي للفتوى والبحوث‪.‬‬ ‫كذلك تميز القرضاوي بروعة منطقه وقوة حججه‬ ‫وشجاعته وقــوة شخصيته التي تجسدت في مواقفه‬ ‫االرتجالية في قول الحقيقة للمأل‪ ،‬فلم يخف سلطانا وال‬ ‫حاكما غير الله‪ .‬رجل تميز بفصاحته الخطابية وقوته‬ ‫الفكرية واجتهاده اإلصالحي وإحساسه بأهمية نشر الوعي‬ ‫وسط الناس رغم التحديات التي تعرض لها من أعداء‬ ‫وحكم عليه نظام‬ ‫الحرية واإلســام؛ سجن عدة مرات‪ُ ،‬‬ ‫فاسد باإلعدام‪ ،‬واتُهم بما ليس فيه‪ ،‬ومنعته العديد من‬ ‫الدول من دخول أراضيها بما فيها مسقط رأسه‪ ،‬فاتخ ّذ‬ ‫القلم سالح ًا لحرية التعبير وتوصيل فكره ورأيه‪ ،‬وقد تميز‬ ‫َ‬ ‫القرضاوي بحضوره البارز تأييدا وتشجيعا للشعوب في‬ ‫الدفاع عن حقوقها وتحقيق كرامتها الربانية‪ ،‬وبرز ذلك‬ ‫من خالل مشاركته في ثورات الربيع العربي واعتبر أساس‬ ‫الديمقراطية من منطلق شرعي فقهي بحث ودعا للتعدد ّية‬ ‫والتآخي‪ ،‬ولعل أبرزها التي كانت في مصر عام ‪ ،2011‬أين‬ ‫اعتلى المنصة مخاطبا الشعب ومدافعا عن الحرية بقوة‬ ‫في ميدان التحرير‪ .‬كما برز القرضاوي ناصر ًا ومدافع ًا‬ ‫بقوة عن حق الفلسطينيين في حريتهم وأرضهم والمقاومة‬ ‫ضد العدو اإلسرائيلي وهو القائل‪“ :‬الحرية مقصد من‬ ‫مقاصد الشريعة وضرورة من ضروريات الحياة‪”.‬‬ ‫ختاما‪ ،‬كان القرضاوي عالمة األمة اإلسالمية األكثر‬ ‫حضورا في عصرنا هذا‪ ،‬المتحدي الذي تحدى ظروف‬ ‫الظلم وأثبت حضوره الفكري والعلمي والدعوي بكل‬ ‫جدارة‪ ،‬فأبى إال أن يبرز اسمه بالخط العريض في الكتب‪،‬‬ ‫وخالل المحاضرات‪ ،‬ومن وراء الشاشات‪ ،‬وعلى المنابر‬ ‫ومنصات العلم‪ .‬العالم الذي لم يقتصر علمه على مجال‬ ‫معين‪ ،‬بل شمل علمه كل جوانب الحياة ومختلف المجاالت‬ ‫وكافة التخصصات فخدم األمة اإلسالمية خدمة عامة‬ ‫وأن الدين‬ ‫شاملة‪ .‬العالم الذي اعتبر ّ‬ ‫عز المسلم في دينه‪ّ ،‬‬ ‫مقدم‪ ،‬وغضب لله ورسوله ومقدسات األمة اإلسالمية من‬ ‫قرآن وسنّة ودين ليحقق بذلك مقولته الشهيرة‪:‬‬ ‫سأعيش معتصما بحبل عقيدتي‬ ‫وأموت مبتسما ليحيا ديني‬

There is no doubt that the First Nations are an oppressed people in this country. When European colonisation began in Australia in 1788 there were estimated to be some 750,000 indigenous inhabitants of the continent, distributed into some 500 nations. The influenza, smallpox and syphilis brought by the convicts and sailors was devastating. In 1789 Lieutenant Powell, one of the new arrivals, wrote of the horror brought with the colonists: “Every boat that went down the harbour found them lying dead on the beaches and in the caverns of the rocks… They were generally found with the remains of a small fire on each side of them and some water left within their reach.” There was also direct killing of indigenous inhabitants around Sydney and then across the country as the pastoralists spread out with their sheep. The recent SBS series “The Australian Wars” presented a

The Indigenous “Voice to Parliament” stemming from the Uluru Statement, is destined to become a major political and ethical issue in Australia in the coming months. It is has become more important even than the issue of the Australian Republic in the view of the new federal government. The central idea is that a body of First Nations will be recognised in the constitution to have a direct line to Federal Parliament. This will enable First Nations representatives to influence laws and policies that affect them. As it involves a change to the constitution, it must receive a majority of votes in a majority of states in a referendum. There will be intense debate over the Voice and it will bring out the racists as well as those with genuine concerns. What the Muslim community must be able to do is recognise the racists as they emerge from the political swamp.

The actual massacres continued for a long time but are now replaced by high rates of incarceration and low standards of health care. As late as 1929 there were reports of the murders of indigenous Australians in the outback by white pastoralists and their henchmen. The Federal Board of Inquiry constituted to inquire into several such shootings in 1929, consisted of a police magistrate, a police inspector and the Government resident of the district. No independent person was appointed despite demands from some churches. No lawyer was allowed to appear on behalf of the indigenous people. The Board relied heavily upon the word of “reputable settlers” who were present at the shootings and had apparently take part, one admitting he had fired eight or nine times at the Aborigines. The Australian Board of Missions, a church body, in a resolution sent to the Prime Minister Mr Bruce,

expressed its dissatisfaction with both the composition of the Board and its findings. “Among the causes given for the dissatisfaction of the aborigines there had been no reference to injustice and wrongdoing on the part of any whites.” Indeed one of the causes of dissatisfaction, according to the Board of Inquiry was “unattached missionaries wandering from place to place, having no knowledge of blacks and their customs and teaching a doctrine of equality.” This was the only wrongdoing of whites that came up.

Many government reports have been produced which highlight the dreadful conditions imposed upon First Nations people. Indigenous Deaths in Custody 1989 – 1996, found that “Indigenous people were 16.5 times more likely than non-indigenous people to die in custody between 1990 and 1995.” [October 1996 A Report prepared by the Office of the Aboriginal and Torres Strait Islander Social Justice Commissioner for the Aboriginal and

Torres Strait Islander Commission ] Although this tragic situation was exposed in 1996, Lorena Allam, Guardian Indigenous Affairs editor was reporting many years later: “ Five hundred Aboriginal and Torres Strait Islander people have died in custody in Australia in the 30 years since a royal commission handed down a report aimed at preventing Indigenous deaths in the justice system.” [6 December 2021 Guardian] The Australian Law Reform Commission Report dealing with the incarceration rate of Aboriginal and Torres Strait Islander Peoples found: “Although Aboriginal and Torres Strait Islander adults make up around 2% of the national population, they constitute 27% of the national prison population. … Over-representation is both a persistent and growing problem—Aboriginal and Torres Strait Islander incarceration rates increased 41% between 2006 and 2016,” [February 2018 Pathways to Justice] With so many incarcerated and with deaths in custody a long recognised problem, we might well ask “How come these rates are so high and increasing?”

Nothing exposes inequality more starkly than life expectancy. Life expectancy is one statistic which exposes relative standards of living. The poor die younger than the rich. Those with adequate health care live longer lives than those without. In racially divided societies the despised racial group has a higher death rate than the privileged. What is the life expectancy of First Nations people? The Australian Institute of Health and Welfare in its report found that. “Indigenous life expectancy for 2005-07 was estimated to be 67.2 years for males, 11.5 years lower than for non-Indigenous males, and 72.9 years for females, which was 9.7 years lower than for non-Indigenous females.” [5 May 2011 Life expectancy and mortality of Aboriginal and Torres Strait Islander people] By 2022 there had been signs of minimal improvement.

It was estimated that “Aboriginal people can expect to die about 8 to 9 years earlier than nonAboriginal Australians. On average, Aboriginal males live 71.6 years, 8.6 years less than their non-Aboriginal peers, women live 75.6 years, 7.8 years less.” Notions of ethnic and racial superiority do not exist in Islam, but there are echoes of the time of ignorance amongst us. Any idea that one nation or ethnic group is superior to another is a lie of Iblis, the first racist. It was a common belief amongst some of our compatriots. On my visit to Papua New Guinea in 1964 some of the local Australian colonists assured me that Papuans had smaller brains than us white folks.

The Quran has other ideas: “O humanity! We created you from a single (pair) of a male and a female and made you into nations and tribes that you may know each other (not that you may despise each other). Truly the most honoured of you in the sight of

Allah is (the one who is) the most righteous of you. And Allah has full knowledge and is well acquainted (with all things).” [Surah 49 Hujuraath Ayah 13] There are very few within the Ummah who think that skin colour is significant, but they do exist.

Again, the Quran has other ideas: “Do you not see that Allah sends down rain from the sky? With it then We bring forth fruits of different colours; and in the mountains are streaks white and red, of diverse hues and others raven black. And of humans and beasts and cattle there are various colours. Only those of His servants who possess knowledge fear Allah. Follow not the desires (of your hearts), lest you swerve, and if you (distort) justice or decline to do justice, truly Allah is well acquainted with all that you do. [Surah 4 Nisaa Ayah 135]
