‫أ ي�ـّام قليلة مضت‬ ‫عاًما‬ ‫و ّ​ّدعنا خاللها ً‬ ‫مــفــعــ�مـًا بــاأللــم‪،‬‬ ‫جديًدا بنفحة‬ ‫عاًما‬ ‫ً‬ ‫واستقبلنا ً‬ ‫من األمل‪ ،‬مدركين أن الفيصل‬ ‫لــيــس فــي الــزمــن‪ ،‬بــل في‬ ‫الضمير‪ .‬فليس المهم أن يتغّيّ ر‬ ‫العام‪ ،‬بل أن تتغّيّ ر النفوس‪.‬‬ ‫وسط التحديات الكبرى التي‬ ‫تواجه جاليتنا االسالمية‪ ،‬والتي‬ ‫تفاقمت عقب حادثة بونداي‬ ‫التي هّزّ ت أستراليا وراح ضحيتها‬ ‫‪ 15‬شخص ً​ًا‪ ،‬تتكاثر األسئلة حول‬ ‫ُ​ُسبل التعامل مع هذه التحديات‬ ‫المختلفة‪ ،‬من تصاعد نزعات‬ ‫الكراهية والتطرف والعنصرية‬ ‫واإلسالمــــوفــــوبــــيــــا‪ ،‬إلــى‬ ‫االنقسامات العمودية داخل هرم‬ ‫الكيانات والمؤسسات اإلسالمية‬ ‫مروًرا بـ أزمة الوعي‬ ‫الكبرى‪،‬‬ ‫ً‬ ‫وتشوه المفاهيم‪ ،‬وال سيما‬ ‫في قضايا القيادة واإلدارة‪،‬‬ ‫وصــواًلا إلى تحديات الشباب‬ ‫ومشكالتهم المتراكمة‪.‬‬ ‫أمام هذا المشهد‪ ،‬تبرز أزمة‬ ‫القيادة واإلدارة بوصفها واحدة‬ ‫إلحاًحا داخل‬ ‫من أكثر القضايا‬ ‫ً‬ ‫الجالية‪ ،‬مــا يجعل الدعوة‬ ‫إلــى ثــورة إصالحية حقيقية‬ ‫لتصحيح الخلل البنيوي‬ ‫المتراكم منذ سنوات ضرورة‬ ‫ومساًرا ال مفّرّ منه‪.‬‬ ‫ً‬

‫ثورة على التسّيّ ب واالستغالل‪ ،‬ثورة على الفساد‬

‫واالنحراف المؤسسي‪ ،‬وتضارب‬ ‫المصالح‪ ،‬وتجاوز الصالحيات‪،‬‬ ‫وسوء اإلدارة‪ ،‬وتكريس النفوذ‪،‬‬ ‫وتقديسه‪.‬‬ ‫ثــورة لمعالجة تآكل القيم‬ ‫وتشوه المعايير‪ ،‬والنظر الجاد‬ ‫في الشبهات ومواطن الخلل‪،‬‬

‫ثـــورة عــلــى المفاهيم‬ ‫الخاطئة لإلدارة والقيادة‬

‫من السذاجة اختزال مفهوم‬ ‫العمل القيادي واالجتماعي‬ ‫واإلداري في تفسيرات سطحية‬ ‫تحصر القيادة في منصب‬ ‫أو مصلحة أو زعــامــة‪ .‬لقد‬ ‫قــاد هــذا الفهم إلــى تحويل‬ ‫بعض المؤسسات إلى هياكل‬ ‫هّشّ ة مترّهّ لة‪ ،‬فاقدة لدورها‬ ‫األساسي‪ ،‬حيث غابت الرؤية‬ ‫واالستراتيجيات‪ ،‬وتراجعت‬ ‫المشاريع‪ ،‬وتفوقت الدكتاتورية‬ ‫على مبدأ الشورى‪.‬‬ ‫وغاب عن تفكير البعض أن‬ ‫المناصب مسؤولية ال وجاهة‪،‬‬ ‫وأن األمــوال أمانة ال ملك‪،‬‬ ‫وأن معيار اختيار المسؤول‬ ‫يجب أن يقوم على الكفاءة‬ ‫والوعي والخبرة والنزاهة‪ ،‬ال‬ ‫على عدد األصــوات أو شبكات‬ ‫المحسوبيات‪.‬‬

‫ثــورة أخالقــيــة تقي من ثـــورة مــن أجـــل وجــوه‬ ‫السقوط‬ ‫جديدة وفاعلة‬ ‫تراكمت األخطاء والتجاوزات‬ ‫عبر السنين‪ ،‬وترّسّ خت في كثير‬ ‫من المؤسسات‪ ،‬حتى غدت آفة‬ ‫يصعب استئصالها‪ ،‬بدون ثورة‬ ‫أخالقية شاملة‪.‬‬ ‫ثــورة تعيد االعتبار للقيم‬ ‫اإلسالمية األصيلة والمعاني‬ ‫األخالقية الجامعة التي ُ​ُيفترض‬ ‫أن تكون هذه المؤسسات قد‬ ‫ُ​ُأ ِ​ِّسست على أساسها‪،‬‬

‫الوجوه التي أعادت إنتاج الفشل‬ ‫واالنقسام وتراجع السمعة ال‬ ‫يمكن أن تكون جز ً​ًءا من الحل‪.‬‬ ‫فالجالية تحتاج إلــى وجوه‬ ‫جديدة تمتلك الرؤية والحّسّ‬ ‫بالمسؤولية‪ ،‬وتتمّتّع بالكفاءة‬ ‫والنزاهة‪ ،‬وتستطيع أن تتعامل‬ ‫مع التحديات بحكمة ومهارة‬ ‫وقوة‪.‬‬

‫أخالقــيــة جسيمة تقع على‬ ‫عاتق رؤســاء هذه المجالس‪،‬‬ ‫فهم يمتلكون (نظر ً​ًيا على‬ ‫األقل) أدوات التغيير والبناء‬ ‫إذا ما اتخذوا القرار الصحيح‪،‬‬ ‫بعيًدا عن الحسابات الضّيّ قة‬ ‫ً‬ ‫والمحسوبيات‪.‬‬ ‫ومن هنا‪ ،‬تبرز الحاجة الملّحّ ة‬ ‫إلى إعادة هيكلة هذه المجالس‬ ‫على أسس صلبة وسليمة‪ ،‬عبر‬ ‫وضع شروط وضوابط صارمة‬ ‫النتساب الجمعيات إليها‪ ،‬بما‬ ‫يضمن أن تتكّوّ ن من جمعيات‬ ‫فاعلة‪ ،‬مستقلة‪ ،‬وصاحبة قرار‪.‬‬

‫ال يقتصر الفساد على المال‬ ‫وحده‪ ،‬بل قد يتخذ شكاًلا بنيو ً​ًيا‬ ‫يضرب عمق القيم واألخالق‪،‬‬ ‫ويتمّثّ ل فــي ســوء اإلدارة‪،‬‬ ‫وغياب الشفافية والمساءلة‪،‬‬ ‫واالستهتار بالمال العام‪ .‬حيث‬ ‫ُتُتهم مؤسسات إسالمية كبرى‪،‬‬ ‫ومن بينها «أفيك»‪ ،‬بدفع أثمان‬ ‫باهظة‪ ،‬خالل سنوات‪ ،‬نتيجة‬ ‫نــزاعــات داخلية انتهت في‬ ‫أروقة المحاكم‪ ،‬حتى كاد يكون‬ ‫أبرز إنجاز لمن يمسك زمامها‬ ‫تسديد فواتير التقاضي‪ ،‬بدل‬ ‫توجيه هذه الموارد إلى مشاريع‬ ‫تخدم الجالية والمجتمع‪،‬‬ ‫وتستجيب لقضايا الشباب ثورة فوق المنابر‬ ‫وغيرها من األولويات الملّحّ ة‪ .‬تبقى للمنابر مسؤولية كبرى؛‬ ‫فــهــي مــنــّصّــة وعـــي مهمة‪،‬‬ ‫فالرسالة التي يحملها األئمة‬ ‫ثـــورة مــن أجـــل إعـــادة والدعاة رسالة عظيمة‪ ،‬ولو‬ ‫سًّدا مني ً​ًعا‬ ‫الهيكلة والبناء على أسس ُ​ُأحسن نقلها‪ ،‬لشّكّ لت ً‬ ‫سليمة‬ ‫في وجه الفساد وسوء اإلدارة‪،‬‬ ‫بــاتــت بــعــض الــمــؤســســات فال يجوز أن يحول البعض‬ ‫اإلسالمية بحاجة ماّسّ ة إلى منابرهم إلــى مساحة صمت‬ ‫إعادة هيكلة وبناء على أسس أو تواطؤ‪ ،‬وال ان يتحولوا من‬ ‫سليمة‪ ،‬مــع تحديد واضــح موقع تقديم النصح إلى موقع‬ ‫لألهداف والخطط‪ ،‬والبرامج‪ ،‬تلقيه‪.‬‬ ‫والسياسات‪ ،‬واألولويات‪.‬‬ ‫ثـــورة اإلصالح مسؤولية‬ ‫لم يعد مقبواًلا أن تتحّوّ ل الجميع‪ ،‬والتخاذل عنها ضرر‬ ‫مؤسسات ُ​ُيفترض أن تكون يــطــال الجميع‪ .‬إنــهــا أمانة‬ ‫مرجعيات إلى ساحات صراع الشرفاء‪ ،‬ومهمة الرجال‪ ،‬وإرادة‬ ‫ومحاكم ُتُنهك كاهل الجالية الشجعان‪.‬‬ ‫وتستنزف طاقتها‪.‬‬ ‫فتنظيف الــفــســاد واجـــب‪،‬‬ ‫�يـُشــار فــي الــخــطــاب العام وإصالح الخلل ضرورة‪ ،‬وإعادة‬ ‫والتقارير اإلعالمية إلى االتحاد الهيكلة والبناء حاجة ملّحّ ة ال‬ ‫الفيدرالي للمجالس اإلسالمية تحتمل التأجيل‪.‬‬ ‫في أستراليا (أفيك) بوصفه‬ ‫مثااًلا ح ً​ًّيا ُ​ُيستشهد به في سياق‬ ‫حّي على اإلصالح‪.‬‬ ‫ّ‬ ‫تاريخ من النزاعات والتجاذبات‬ ‫اإلعالمية وصراعات النفوذ‪ ،‬وكل عام وأنتم إلى الخير‬ ‫سواء داخله او مع المجالس أقرب‬ ‫اإلسالمـــيـــة فـــي الـــواليـــات‬ ‫واألقاليم‪.‬‬ ‫وهــنــا تــتــبــّدّ ى مــســؤولــيــة‬

A Revolution for Reform Fawaz Chawk Only days ago, we bid farewell to a year marked by pain and welcomed a new one with cautious hope, fully aware that real change is measured not by the passage of time, but by conscience. What matters is not that the year changes, but that people do. Amid the serious challenges facing our Muslim community, challenges intensified after the Bondi incident that shook Australia and claimed 15 lives, pressing questions arise about how this complex reality should be confronted. These challenges include rising hatred, extremism, racism, and Islamophobia, alongside deep divisions within major Islamic institutions, distorted understandings of leadership and governance, and growing pressures faced by young people. At the heart of these challenges lies a profound crisis of leadership and governance. Addressing long-standing structural dysfunction is no longer optional; it is an unavoidable necessity if trust, credibility, and purpose are to be restored.

An Ethical Imperative for Reform Over time, errors and violations have accumulated within many institutions, becoming entrenched to the point

where meaningful change is impossible without a comprehensive ethical reset. Reform must restore authentic Islamic values and shared moral principles, while confronting negligence, conflicts of interest, abuse of authority, mismanagement, and the entrenchment (even sanctification) of power. Leadership cannot be reduced to position, influence, or personal interest. Such superficial interpretations have hollowed out institutions, leaving behind bloated structures stripped of vision and accountability. Positions are responsibilities, not privileges; funds are a trust, not ownership; and leadership must be grounded in competence, integrity, and awareness, not votes or patronage networks. A community experiencing rapid growth and mounting challenges requires leadership that is capable, principled, and forwardlooking. Those who have repeatedly presided over division, failure, and reputational decline cannot credibly be part of the solution. Renewal demands leadership with clarity, courage, and independence from narrow interests.

structural form that strikes at the heart of values and ethics, manifesting in mismanagement, lack of transparency and accountability, and reckless handling of public funds.

Hence, the urgent need to restructure these councils on firm and transparent foundations, through strict criteria for membership, ensuring they consist of active, independent organisations with genuine decision-making authority.

A Revolution for Restructuring and Building on Sound Foundations Some Islamic institutions are in urgent need of restructuring and rebuilding on sound foundations, with clear goals, plans, programs, policies, and priorities. It is no longer acceptable for institutions meant to serve as reference points to become arenas of conflict and litigation that drain the community’s energy. Some commentators point to the Australian Federation of Islamic Councils (AFIC) as a frequently cited example in discussions about a long history of disputes, public confrontations, and power struggles, both with and within state and territory councils. This, in turn, highlights a serious

A Revolution from the Pulpits Pulpits carry a profound responsibility. They are vital platforms of awareness, guidance, and moral accountability. Properly exercised, they can form a powerful barrier against mismanagement and ethical decline. Silence, however, risks becoming complicity. Regrettably, some have moved from offering counsel to needing it, as their voices fell silent in the face of dysfunction and ethical erosion. At moments of uncertainty, moral clarity is not optional، it is essential. Reform is a collective responsibility. Confronting wrongdoing is an obligation, correcting dysfunction a necessity, and rebuilding institutions an urgent task that cannot be delayed. Come forth to reform.

Dr. Rawaa El Ayoubi Australia was shaken on Sunday evening 14th December 2025 by the tragic and senseless loss of innocent lives in Bondi. Members of the Jewish community were targeted during Hanukkah. The timing of the attack was not accidental, it sought to strike at both people and meaning, turning a moment of joy and faith into one of fear and grief. As with all acts of mass violence, the consequences extend far beyond the immediate victims. Families have lost loved ones, many are injured and facing long recoveries, and entire communities are left traumatised. These were devastating and distressing scenes. Such violence is heartbreaking, unacceptable, and must be unequivocally condemned. There is no justification, moral, religious, or ideological, for harming innocent people. In moments like these, our collective response matters as much as our condemnation. Hatred and violence should never

be tolerated in Australian society, but neither should reactionary thinking that replaces understanding with blame or grief with rage. One of the greatest strengths we can demonstrate as a society is critical thinking, the ability to pause, reflect, and seek truth rather than surrender to fear-driven narratives. Critical thinking allows us to understand what happened without amplifying hate. It helps us distinguish individual criminal actions from entire communities. It prevents the dangerous spread of misinformation, stereotyping, and extremist rhetoric that can fuel further harm. Importantly, it reminds us that violence has no faith, and that attributing the actions of perpetrators to religion, culture, or identity only deepens division and serves the very purpose terrorists seek: to fracture society. In the wake of this attack, we witnessed something powerful and hopeful. Jewish and Muslim leaders stood together, condemning the violence and calling their communities to unity. Muslim leaders publicly rejected the attack, while faith leaders across communities reinforced a shared moral truth: taking an innocent life is a crime against all humanity. This kind of leadership is essential. It models dialogue over division, wisdom over reaction, and responsibility over rhetoric. There is a profound duty on leaders, religious, political,

and community leaders alike, to encourage open and respectful dialogue, especially in times of crisis. Dialogue does not weaken us; it strengthens us. It allows grief to be shared, fears to be addressed, and trust to be rebuilt. Hate speech, by contrast, silences understanding and creates climates of fear that make future violence more likely. An attack on one faith is an attack on all faiths. Targeting the Jewish community during a religious celebration was an attempt to divide Australians along religious and cultural lines. That attempt must fail. Our response must always be unity, compassion, and a renewed commitment to standing together as one people, bound by shared values rather than fractured by difference. We must also be careful not to let the actions of a few define who we are. The true measure of a society is not how it reacts in anger, but how it responds with integrity. In the midst of this tragedy, we witnessed extraordinary courage and humanity that remind us of our shared moral compass. I wish to honour Australian hero Ahmed El Ahmed, who risked, and nearly lost, his life to save others at Bondi Beach. Faced with immediate danger, Ahmed did not ask who people were or what faith they followed. He acted solely to protect human life. In doing so, he placed himself directly in harm’s way and was shot while shielding innocent people.

Ahmed’s courage, selflessness, and instinctive compassion have rightly been recognised around the world. His actions demonstrate what it means to live our values in practice, not just in words. He reminds us that humanity transcends identity, and that moral courage is found in action, not ideology. He represents the very best of who we can be. May his courage inspire us to respond to hatred not with further division, but with wisdom. May it remind us that kindness and unity are not passive responses, they are powerful acts of resistance. My heartfelt sympathies remain with those who lost their lives, those who were injured, and the families and loved ones enduring profound grief and trauma following this horrific attack. This is truly devastating. Let us remain strong, not by suppressing emotion or hardening our hearts, but by choosing empathy, compassion, and support for one another. Strength lies in refusing to let fear dictate our values. Strength lies in critical thinking, respectful dialogue, and collective unity. And strength lies in ensuring that the actions of a few never divide us as Australians. In choosing understanding over outrage and dialogue over hate, we honour the victims, uphold our shared humanity, and ensure that light continues to prevail over darkness


MAKING IT EASIER FOR VICTORIANS TO GET CARE AT THE CHEMIST Victorians will now be able to get more conditions treated at the chemist – with the Allan Labor Government expanding its Chemist Care Now program. Minister for Health Mary-Anne Thomas today joined the team at Richmond Traders Priceline to announce new conditions have been added to the program – helping Victorians avoid an unnecessary trip to the doctor while freeing up GPs to see people with more complex conditions. With consultations remaining free, busy families will now be able to seek treatment for the common skin infection impetigo, known as ‘school sores’ – making it easier to get their kids the care they need. Access to affordable and convenient care for Victorian women will be strengthened, with the addition of two new hormonal contraceptives options – the injectable depot and the vaginal ring – available for resupply, without needing a

prescription. Women experiencing menopause will also benefit, with pharmacists able to provide a resupply of hormone replacement therapy (HRT) without a prescription later next year. Over the next two years, Chemist Care Now will grow to include 22 treatments for common health conditions – with participating pharmacists able to undertake short-form training to deliver each new service. It builds on the existing program which currently offers treatment for uncomplicated urinary tract infections, skin conditions such as shingles, travel vaccines including hepatitis A and B, and the resupply of the contraceptive pill. Following a successful pilot, the Labor Government made Chemist Care Now permanent earlier this year, supported by a $18 million investment in the Victorian Budget 2025/26. It has been a clear winner with

Victorians – delivering more than 66,000 services at more than 800 pharmacies across Victoria since the pilot began. To support the program, the Labor Government also recently announced the Graduate Certificate of Pharmacist Prescribing at Monash University – a new training pathway for more pharmacists to participate. The course is accredited by the Australian Pharmacy Council and adds to courses developed by the Pharmaceutical Society of Australia and other training organisations. The Chemist Care Now program adds to other Labor Government initiatives including 29 Urgent Care Clinics, and the Victorian Virtual Emergency Department, making care easier to access for all Victorians. expanding Chemist Care Now so pharmacists can treat more conditions – making it easier for Victorians to get the care they need without a visit to the GP.” “The addition of two more hormonal contraceptives to the program is a gamechanger for women, while adding school sores to the skin conditions to be treated means children can return to childcare or school sooner.” The Pharmacy Guild of Australia Victoria Branch President George Tambassis said:“Enabling pharmacists to provide a greater level of care for more conditions gives Victorians access to safe and effective treatment for more everyday healthcare needs at their local community pharmacy.” “We look forward to the first Victorian-trained prescribing pharmacists being able to do even more for patients in line with other Australian states and territories as Victoria’s program services expand further over the next two years.”

GIVING LOCALLY - REBUILDING THE ARCHITECTURE OF OUR COMMUNITIES

Generosity has long been one of the defining strengths of the Muslim community. We respond quickly to crises across the world, standing with those affected by war, displacement, poverty and disaster. This generosity is a blessing from Allah Subhanahu wa Ta‘ala. It reflects a community that is deeply alive to the suffering of the ummah and guided by a strong sense of moral and financial responsibility beyond borders. At the same time, it is worth reflecting on how we give, and whether we do so with foresight. Collectively, Australian Muslims send well over a billion dollars overseas each year through charities, institutions and remittances. This global concern is noble and necessary. Yet alongside it, there are real and pressing needs where we live, often overlooked because they do not fit familiar images of hardship. Need in Australia does not always look the way we stereotypically imagine it. It often looks like us. It may be the person praying beside us, the colleague we work with or the family quietly struggling next door. Hardship here is frequently hidden and rarely spoken about openly. Across our cities and suburbs, Muslim families are facing eviction and financial distress. Women are escaping domestic violence with limited safe options. Individuals are struggling with addiction and mental health challenges. Homelessness affects Muslims too, including youth and converts. Orphans and vulnerable children live among us. Refugees are attempting to rebuild their lives with little support. Elderly Muslims are living alone, disconnected, facing illness and isolation in silence. These realities are not distant. They are unfolding only a few streets away. Take zakat for example. It and other forms of charity are mechanisms that build financial and social architecture within the community. By architecture, I mean what binds the community together, gives it strength and coherence, and allows one person to support another so that together they form something stronger. It is not without reason that zakat is a pillar of Islam. It is a pillar because of what it supports. Islam is a way of life,

a deen, and zakat upholds that way of life by strengthening the community from within. When organised well, zakat does more than move money. It creates coordination and shapes systems that hold the community together and prevent its bonds from weakening and fragmenting. I recall a sister involved in zakat distribution once describing zakat as rahmah or mercy. She explained that when people receive zakat, they experience the mercy of Allah directly. They see divine wisdom in the fact that Allah has secured their needs through the wealth of someone else. It becomes a lived reminder that Allah is Al-Rahman and Al-Razzaq, the One who provides through means He chooses. At the same time, the one who gives is trained to rely on Allah and to trust that provision comes from Him alone. In this exchange, faith is strengthened on both sides and the bond with Allah is reinforced through both giving and receiving. When Muslims support one another financially where they live, they are not merely responding to individual hardship. They are strengthening the bonds that hold the community together. The Prophet peace be upon him described believers as bricks supporting one another. Each believer gives strength to another and together they form a structure that can stand. At the time of writing this, in my local area there are six Muslim men experiencing homelessness. For a period, they were accommodated in hotels as a short-term measure. Their situation was addressed when two charities, El Rahman and the National Zakat Foundation, worked together to secure a rental property for emergency accommodation. These brothers are now supported and, insha’Allah, will be able to begin rebuilding their lives.

A well-structured community builds local capability and lays the foundation for what lies ahead. It develops institutions and systems in which every member feels supported and where collective effort compounds over time. The challenges before us will require communities that are organised, connected and able to act together. My hope is to see our charities and community organisations intentionally dedicate a portion of their efforts to local causes and to cooperate on what concerns us all. I also call on individuals to give and engage deliberately, not only through their money but through their time, skills and

day-to-day participation. This is how local generosity rebuilds our community into something structured, able to stand, grow and endure.

INTERNATIONAL TOURISM DRIVES RECORD VISITOR SPEND Victoria has recorded its strongest tourism result on record – with visitor spending hitting an alltime high of $46 billion in the 12 months to September 2025 – supported by the Allan Labor Government’s new partnerships and world class line up of major events. Minister for Tourism, Sport and Major Events Steve Dimopoulos said the latest data from Tourism Research Australia’s Domestic Tourism Statistics and International Visitor Survey shows growth was driven by a surge in international spending from key markets including India and China. China remained Victoria’s top market for international expenditure with visitors spending $3.1 billion – up 22.4 per cent year-on-year. The growth aligns with the state’s new China Strategy and Visit

Victoria’s ‘Every bit different’ marketing push in China. Victoria attracted the most Indian visitors of any state, leading in total nights stayed and visitor spending ($808 million). This was a 38.1 per cent increase compared to same period last year, well ahead of the Australian growth rate of 28.6 per cent. Victoria led all other states in the Malaysian and Taiwan markets for number of visitors, nights stayed and expenditure. Japan became a top five market for total expenditure and nights stayed. International spend in regional Victoria also reached an all-time high of $801 million. Overall, Victoria remained the nation’s second largest visitor economy, accounting for a quarter (24.3 per cent) of market share.

For interstate visitors, Melbourne remained the top overnight leisure destination in Australia – outperforming all other capital cities for the number of trips, nights stayed and expenditure ($1.4 billion) for the September 2025 quarter. The Mornington Peninsula was the most popular destination for intrastate travellers with the most overnight trips (525,000) – while the Murray region topped the number of nights stayed (1.2 million) and expenditure ($273 million). Overall Victorians spent $1.8 billion across 8.9 million nights on local trips within the state. The Labor Government’s $7 million Industry Partnerships Program – which sees industry partners match government investment dollar-for-dollar – is supporting the record result, along with Victoria’s major events calendar.

We’re the only city on the planet with a Grand Prix and Grand Slam, NBA games, the Boxing Day Test and the AFL Grand Final, the race that stops the nation, gigs across the state and world-class major events all year round. A packed summer line up – including the Boxing Day Test, Australian Open, Festival of Sails, the NGV’s Westwood | Kawakubo exhibition and the Cadel Evans Great Ocean Road Race – is expected to attract even more visitors. More visitors mean more jobs, with our record-breaking visitor economy supporting 288,000 jobs across the state. The independent national research, by Insightfully, confirms the Government was right to act quickly to bring down the cost of prescription medicines for those without a concession card. Nearly four million Australians have gone without prescriptions in the past three years as cost-of-living pressures bite. The Pharmacy Guild of Australia says the Government’s decision to cut the PBS co-payment to $25 from 1 January 2026 will make a big difference to those struggling. Pharmacy Guild National President Professor Trent Twomey stressed the importance of the price reduction for the health system. “We know that delaying or rationing medicines can lead to worsening conditions, higher hospital admissions, and greater strain on the health system. When people skip medicines because they can’t afford them, the whole health system suffers. Cutting the PBS

co-payment to $25 is the right call—it removes a major barrier to treatment.” The latest findings* show: • More than 1 in 5 Australians – about 3.95 million have been unable to afford a prescription in the past three years. • 17% of patients without a concession card report being unable to afford their medicines, up 6% since 2022. • 84% of Australians support reducing the co-payment, the highest level of support for any of the Government’s health initiatives. “When people say they can’t afford their medicines, you know the pressure is real. Cutting the PBS copayment to $25 was the right call because it immediately lowers the barrier to essential treatment,” Professor Twomey said. “The last time medicine was this price was 2004. If the government hadn’t taken action, the cost of each prescription would have been over $50. For patients with concession cards PBSscripts remain at $7.70.”

10 The Australian Constitution The Australian Constitution does not define Australia as a multicultural country. It doesn’t contain any section that mentions multiculturalism at all- either by name or concept. There is no Act of Commonwealth Parliament that declares Australia as a multicultural country at law. The Constitution was written in the 1890s, when the prevailing political mindset was focused on British heritage and, unfortunately, policies like the White Australia Policy effectively came into force in 1901, the same year Australia became a federation. This policy was fully abolished by 1973 under the Whitlam Government, with multiculturalism becoming official policy soon after. Indirectly, the Australian Constitution contains sections that touch on multiculturalism such as immigration (Section 51(xxvii)), race (Section 51(xxvi)), citizenship (Section 52 (xxvi)), and rights of residents (Section 117) but these were not originally designed to promote cultural diversity and multiculturalism. Unlike the Commonwealth Government, several States and Territories have given legal recognition to multiculturalism through their own multicultural legislations. These are: Victoria (Multicultural Victoria Act 2011), NSW (Multicultural NSW Act 2000), Queensland(Multicultural Recognition Act 2016), South Australia (South Australian Multicultural Act 2021) and Australian Capital Territory (ACT Multicultural Recognition Act 2022). Western Australia, Tasmania, and the Northern Territory do not have a dedicated legislation on multiculturalism. However, they still have policies, councils, and strategies that promote multiculturalism in their respective jurisdictions.

Recognising and Supporting Legislation, Policies and Institutions Multiculturalism is recognised and supported by section 116 of the Australian Constitution, the Racial Discrimination Act 1975, the National Multicultural Framework and the Australian Multicultural Council. Section 116 of the Australian Constitution This section states “The Commonwealth shall not make any law for establishing any religion, or for imposing any religious observance, or for prohibiting the free exercise of any religion, and no religious test shall be required as a qualification for any office or public trust under the Commonwealth.” As a consequence, The Commonwealth Parliament (federal government) can’t establish an official religion, force people to follow religious practices, ban people from practising their religion (people have religious freedom)

Australia is a multicultural country by policy and practice but not legally defined as a multicultural country. Multiculturalism in Australia is recognised, promoted and supported by legislations and government policies such as section 116 of the Australian Constitution (provides religious freedom to all Australians), the Racial Discrimination Act 1975 (prohibits certain discrimination among Australians), the National Multicultural Framework (establishes the basis for the multiculturalism in Australia), and the Australian Multicultural Council (advises the federal government on multicultural principles for all Australians).

and require a religious test to hold federal office. It is to be noted that this section only applies to the Commonwealth, not to state governments. By implication, states and territories can technically pass laws about religion unless restricted by anti-discrimination and human rights laws. No state or territory in Australia has enacted religious law as part of its legal system. The entire country (federal, states and territories) maintains a secular legal system. Religious vilification laws are not religious laws. They are secular Common laws, touching on religion. Several states have enacted religious vilification laws- Victoria, Queensland and Tasmania. The rest of the states and territories either cover race only, or rely on general anti-discrimination protections, but no religious vilification protections. Racial Discrimination Act 1975 (RDA 1975) This legislation does not prohibit all forms of discrimination among Australians. It only prohibits

discrimination on the grounds of race, colour, descent, national or ethnic origin and immigrant status. The RDA 1975 is a race-specific law. It does not cover other types of discrimination, for example, discrimination based on religion, sex, disability, age, political opinion, and so on. These are covered by other specific Commonwealth laws, like Sex Discrimination Act 1984, Disability Discrimination Act 1992 and Age Discrimination Act 2004. The RDA 1975 applies to both direct discrimination (treating someone worse because of their race) and indirect discrimination (policies that appear neutral but disadvantage a racial group). It applies across public life: employment, housing, education, goods and services and so on. National Multicultural Framework (NMF) The NMF is essentially the current policy basis for multiculturalism in Australia, but it is not a law and not part of the Australian Constitution. It’s a government policy framework adopted in 2024 to guide how

Australia supports cultural diversity and multiculturalism. It sets principles, priorities, and actions for inclusion, cultural harmony, and equal opportunity for people of all backgrounds. It emphasises the importance of social cohesion, cultural identity, equality of opportunity, and strong leadership in fostering a successful multicultural society in Australia. It provides a strategic basis for programs, funding, and services that promote multiculturalism. Australian Multicultural Council (AMC) The AMC is an advisory body to the Australian Government and members are appointed by Federal Government. Its roles include providing independent advice on multicultural affairs, social cohesion, and citizenship to the Minister for Immigration, Citizenship and Multicultural Affairs, promoting the value of cultural diversity in Australia, engaging with community groups to understand challenges and opportunities in multicultural policy and supporting public awareness of multiculturalism and inclusion. The AMC does not directly administer multicultural principles. Instead, The Department of Home Affairs (through its Multicultural Affairs branch) implements multicultural programs and services.

Amendment Recommendations The following law amendment and policy recommendations are made: 1. Enact a federal law to define Australia as a multicultural country: Australia is not legally defined as a multicultural country in its Constitution or any single Commonwealth legislation. The current multiculturalism in Australia is a policy position which could be changed by any successive government. 2. Establish a Department of Multicultural Affairs- there is federal minister for Multicultural Affairs and, given its wide service offering requirements, Australians should have a seperate Department, which is currently managed through a Multicultural Affairs Branch under the Department of Home Affairs. 3. Amend the Racial Discrimination Act 1975 of the Commonwealth to cover religion as a ground for discrimination: currently, it is a race-specific anti-discrimination law which doesn’t include religion as a ground for discrimination. 4. Amend the Anti-Discrimination Act 1977 of NSW to cover religion as a ground for vilification: presently it includes only racial vilification. The relevant laws of South Australia, Western Australia, Australian Capital Territory and Northern Territory should also be amended to include religion as a ground for vilification. 5. Enact multicultural laws in Western Australia, Tasmania, and the Northern Territory: these jurisdictions do not have a dedicated legislation on multiculturalism.

ABORIGINAL ART BRINGS ACKNOWLEDGEMENT AND INSPIRATION Aboriginal art on loan, showcasing artists from around Australia, is contributing to creating a safe, welcoming and inspiring environment at Brisbane’s Translational Research Institute (TRI). Artist and collector Dr David Hinchliffe has generously loaned 40 pieces from his personal collection to TRI for two years. The artworks have been hung in visible locations around the TRI building to be enjoyed by all, while underscoring the Institute’s culture of partnership, support, diversity and inclusion. TRI CEO Professor Maher Gandhi said the Institute had been a place of biomedical research since 2012, but the land had been a place of discovery, teaching and learning for the Turrbal and Yuggera people for

tens of thousands of years. “The artwork is an acknowledgement of the traditional custodians, and a recognition of their continuing connection to land, waters and community,” Professor Gandhi said. “We are grateful to Dr Hinchliffe and his family for generously loaning the amazing works of art to TRI. “It has also been a great talking point for the researchers based in the building, as well as visitors and collaborators from industry, healthcare and government.” The artworks on loan include works from artists Samantha Hobson and Reece George. Dr Hinchliffe began collecting Aboriginal artworks in 2017 using the proceeds from the sale of his own paintings. More than 900 pieces from the

collection are on display throughout the State, including at The University of Queensland, Queensland Performing Arts Centre, Brisbane schools, hospitals and medical clinics, and the offices of community and legal support services. “I’m so pleased to have these artworks hanging at the Translational Research Institute, which is an impressive architectural, collaborative space,” Dr Hinchliffe said. “I figure that having all these beautiful paintings around them will hopefully stimulate the wonderful medical scientists at TRI to discover new ways of keeping everyone alive longer,” he said. “As I started to sell more of my work, I realised I could acquire paintings by really good Indigenous artists.

“I started buying one or two pieces because of their intriguing beauty and their underlying meaning. “The international art world is hungry for these extraordinary works, produced by people who have a continuous link to an ancient past and who live in some of the most remote and inaccessible regions on the globe. “Yet, Aboriginal art is not well known or appreciated widely in Australia. “I am making a very small effort to have some of this great art seen publicly in venues around the Southeast Queensland region, including at TRI. I hope it will touch the hearts and minds of others as it has me and might result in greater understanding, appreciation and respect for Australia’s unique Indigenous cultures.”

‫أحــيــا مجلس الجالية‬ ‫السورية في أستراليا‪ ،‬يوم‬ ‫األحــد ‪ 7‬ديسمبر ‪،2025‬‬ ‫الذكرى السنوية األولى ليوم تحرير‬ ‫سوريا‪ ،‬وذلــك خالل فعالية وطنية‬ ‫حاشدة ُ​ُأقيمت في قاعة مركز مجلس‬ ‫األئمة لوالية فيكتوريا في توماس‬ ‫تاون‪ ،‬بحضور ما يقارب ‪ 500‬شخص‬ ‫من أبناء الجالية السورية وأصدقاء‬ ‫القضية السورية‪.‬‬ ‫وتض ّ​ّمن البرنامج تالوة من القرآن‬ ‫الكريم‪ ،‬وتعريًفًا بدور مجلس الجالية‬ ‫السورية في أستراليا‪ ،‬إلى جانب كلمة‬ ‫خاصة لوزيرة الشؤون االجتماعية‬ ‫والعمل في الجمهورية العربية السورية‬ ‫هند قنوات‪ ،‬إضافة إلى فقرات وطنية‬ ‫شملت هتافات وأغاني الثورة السورية‪.‬‬ ‫كما ُخُ صصت فقرة للتعارف بين‬ ‫الــحــضــور‪ ،‬فــي خطوة هدفت إلى‬ ‫تعزيز التواصل المجتمعي وتأكيد روح‬ ‫الشراكة والعمل المشترك‪ ،‬واخُتُتمت‬ ‫الفعالية بوجبة غداء جمعت المشاركين‬

‫الحم ُ​ُد لله‪ ،‬والصال ُ​ُة‬ ‫والسالُم على رسوِلِ‬ ‫ُ‬ ‫الله‪ ،‬وبع ُ​ُد‪:‬‬ ‫فإنه ال يخفى عليكم‪ ،‬أيها اإلخوة الكرام‪ ،‬أن بعض‬ ‫المسلمين الذين يعيشون في بالد االغتراب عامة‪،‬‬ ‫فّروا من بلدانهم اإلسالمية‬ ‫وفي أستراليا خاصة‪ ،‬إنما ّ‬ ‫ٍ‬ ‫وظلٍم‪ ،‬وانعدام فرص‬ ‫ٍد‬ ‫اضطها‬ ‫بسبب ما وقع عليهم من‬ ‫ٍ‬ ‫العيش الكريم‪ ،‬وبالمقابل وجدوا في بالد االغتراب غير‬ ‫اإلسالمية حيا ً​ًة كريمة‪ ،‬وتمتعوا بكامل حقوق المواطنة‪،‬‬ ‫وبالحرية في إقامة شعائر دينهم‪ .‬وكانت ُ​ُأسوُتُنا في‬ ‫ذلك هجر َ​َة مجموع ٍ​ٍة من الصحابة رضي الله عنهم‪،‬‬ ‫بأمر النبي صلى الله عليه وسلم‪ ،‬من مكة إلى الحبشة‪،‬‬ ‫وهي بال ٌ​ٌد لم تكن مسلمة في ذلك الوقت‪.‬‬ ‫باهتماٍم‬ ‫الناس‬ ‫جانُب العالقات بين‬ ‫وقد حظي‬ ‫ُ‬ ‫ٍ‬ ‫كبير في اإلسالم‪ ،‬ومن ذلك العالقة بين المسلمين‬ ‫يفّرق في حسن‬ ‫ومخالفيهم في االعتقاد؛ فاإلسالم ال ّ‬ ‫التعامل بين المسلم وغير المسلم‪ ،‬سواء كان مشر ً​ًكا أو‬ ‫يهود ً​ًيا أو نصران ً​ًيا أو مجوس ً​ًيا؛ حتى قال الرسول صلى‬ ‫الله عليه وسلم‪:‬‬ ‫«الراحمون يرحمهم الرحمن‪ ،‬ارحموا من في األرض‬ ‫يرحمكم من في السماء»‪،‬‬ ‫وهي وصي ٌ​ٌة ودعــو ٌ​ٌة صارمة إلى حسن التعامل مع‬ ‫سائر الناس‪ ،‬على اختالف أجناسهم وألوانهم‪ ،‬وتباين‬ ‫مذاهبهم وأديانهم‪ ،‬بالرحمة واأللفة‪ ،‬والمودة والرأفة‪.‬‬ ‫أقّر اإلسالم لغير المسلمين حقو ً​ًقا‪ ،‬وألزم أتباعه‬ ‫لقد ّ‬ ‫القيام بها على أت ّ​ّمها وأحسنها‪ ،‬ولنا في رسول الله صلى‬ ‫الله عليه وسلم ُ​ُأسو ٌ​ٌة حسنة في هذا الصدد؛ فهو الرحم ُ​ُة‬ ‫المهداة‪ ،‬والنعم ُ​ُة المسداة‪ .‬وقد تعامل صلى الله عليه‬ ‫وسلم مع جميع غير المسلمين من المشركين والمجوس‬ ‫وأهل الكتاب من النصارى واليهود معامل ً​ًة حسنة‪ ،‬تحار‬ ‫منها العقول؛ فقال صلى الله عليه وسلم‪:‬‬ ‫«ال يرحم الله من ال يرحم الناس»‪،‬‬ ‫وكلم ُ​ُة الناس لفظ ٌ​ٌة عامة تشمل كل أحد‪.‬‬ ‫لقد أمــر اإلسالم أتباعه بالمحافظة على كرامة‬ ‫غير المسلمين ومراعاة مشاعرهم‪ ،‬ونهى عن جرح‬ ‫عواطفهم؛ فقال عز وجل في محكم آياته‪:‬‬ ‫اَّلا‬ ‫ِ‬ ‫يَن‬ ‫َِذ‬ ‫َّل‬ ‫ا‬ ‫ِإ‬ ‫ُن‬ ‫َس‬ ‫﴿َواَلا ُت ََُجا ِ​ِد ُ​ُلوا َ​َأ ْ​ْه َ​َل ا ْ​ْل ِ​ِكَت ِ‬ ‫َاِب ِ​ِإاَّلا ِ​ِبا َ​َّل ِ​ِتي ِ​ِه َ​َي َ​َأ ْ​ْح َ ُ ِ‬ ‫َ‬ ‫َ‬ ‫ِْزَِل ِ​ِإ َ​َل ْ​ْيَنَا َ​َو ُ​ُأْن َ‬ ‫َ​َظ َ​َل ُ​ُموا ِ​ِم ْ​ْن ُ​ُه ْ​ْم َ​َو ُ​ُقو ُ​ُلوا َآَمَّنَا ِ​ِباَّل َِِذي ُ​ُأْن َ‬ ‫ِْزَِل ِ​ِإ َ​َل ْ​ْي ُ​ُك ْ​ْم‬ ‫وَن﴾ [العنكبوت‪:‬‬ ‫َ​َو ِ​ِإ َ​َل ُ​ُهَنَا َ​َو ِ​ِإ َ​َل ُ​ُه ُ​ُك ْ​ْم َ​َو ِاِح ٌ​ٌد َ​َوَن َْْح ُ​ُن َ​َل ُ​ُه ُ​ُم ْ​ْس ِ​ِل ُ​ُم َ‬ ‫‪.]46‬‬ ‫وقال عز وجل‪:‬‬ ‫وَن ِ​ِم ْ​ْن ُ​ُدوِنِ ال َ​َّل ِ​ِه َ​َف َ​َي ُ​ُس ُ​ُّبوا ال َ​َّل َ​َه‬ ‫يَن َ​َي ْ​ْد ُ​ُع َ‬ ‫﴿َواَلا َت َُُس ُ​ُّبوا اَّل َِِذ َ‬ ‫َ‬ ‫َ​َع ْ​ْد ً​ًوا ِ​ِب َ​َغ ْ​ْيِرِ ِ​ِعْل ٍٍْم﴾ [األنعام‪.]108 :‬‬ ‫نهٌي صريح عن النيل من مقدسات اآلخرين‪،‬‬ ‫وهو ٌ‬ ‫ً‬ ‫وحفاًظا على حريته‪،‬‬ ‫وكل ذلك صوًنًا لكرامة اإلنسان‪،‬‬ ‫واحتراًما لمشاعره‪ .‬ويقول اإلمام القرطبي عند تفسير‬ ‫ً‬ ‫هذه اآلية الكريمة‪:‬‬ ‫يسّب صلبانهم‪ ،‬وال دينهم‪ ،‬وال‬ ‫«ال يحل لمسلم أن ّ‬ ‫كنائسهم‪ ،‬وال يتعرض لما يؤدي إلى ذلك؛ ألنه بمنزلة‬ ‫البعث على المعصية»‪.‬‬ ‫ُ‬ ‫وحفُظ الكرامة اإلنسانية يتجّلّى لنا في التعامل النبوي‬ ‫مع غير المسلمين‪ ،‬حتى مع األموات منهم؛ فعن جابر‬

‫مّرت بنا جنازة‪ ،‬فقام‬ ‫بن عبد الله رضي الله عنهما قال‪ّ :‬‬ ‫لها النبي صلى الله عليه وسلم‪ ،‬وقمنا معه‪ ،‬فقلنا‪ :‬يا‬ ‫رسول الله‪ ،‬إنها جنازة يهودي! فقال‪:‬‬ ‫«إذا رأيتم الجنازة فقوموا»‪.‬‬ ‫واإلسالم لم يقم أبـ ًـًدا على اضطهاد مخالفيه‪ ،‬أو‬ ‫مصادرة حقوقهم‪ ،‬أو تحويلهم بالقهر عن عقائدهم‪،‬‬ ‫أو المساس الجائر بأموالهم وأعراضهم ودمائهم‪.‬‬ ‫تاريٍخ على وجه‬ ‫وتاريخ اإلسالم في هذا المجال أنصع ٍ‬ ‫األرض‪ .‬وحتى في زمن الحرب كانت تعاليمه واضحة‪،‬‬ ‫وقد تجسدت في وصية خليفة رسول الله صلى الله عليه‬ ‫وسلم‪ ،‬أبي بكر رضي الله عنه‪ ،‬التي أوصى بها أسامة‬ ‫بن زيد وجيشه‪ ،‬فقال‪:‬‬ ‫«يا أيها الناس‪ِ​ِ ،‬قفوا؛ أوصيكم بعشر‪ ،‬فاحفظوها عني‪:‬‬ ‫ال تخونوا وال تغّلّوا‪ ،‬وال تغدروا وال تمّثّلوا‪ ،‬وال تقتلوا طفاًلا‬ ‫كبيًرا‪ ،‬وال امرأة‪ ،‬وال تعقروا نخاًلا وال‬ ‫صغيًرا‪ ،‬وال شيًخً ا ً‬ ‫ً‬ ‫تحرقوه‪ ،‬وال تقطعوا شجر ً​ًة مثمرة‪ ،‬وال تذبحوا شا ً​ًة وال‬ ‫بعيًرا إال لمأكلة…»‪.‬‬ ‫بقر ً​ًة وال ً‬ ‫وقد أمرنا الله عز وجل بالعدل في التعامل مع الناس‬ ‫جمي ً​ًعا‪ ،‬فقال‪:‬‬ ‫يَن ِ​ِل َ​َّل ِ​ِه ُشُ َ​َه َ​َدا َ​َء ِبِا ْ​ْل ِ​ِق ْ​ْس ِ​ِط‬ ‫يَن َآَمُنُوا ُ​ُكوُنُوا َق َ​َ​َّو ِاِم َ‬ ‫﴿ َ​َيا َ​َأ ُ​ُّي َ​َها اَّل َِِذ َ‬ ‫َآُن َ​َق ْ​ْو ٍ​ٍم َ​َع َ​َل ٰ​ٰى َ​َأاَّلا َ​َت ْ​ْع ِ​ِد ُ​ُلوا ْاْع ِ​ِد ُ​ُلوا ُ​ُه َ​َو َ​َأْق ََْر ُ​ُب‬ ‫ِرَِم َ​َّن ُ​ُك ْ​ْم َشَ َن ُ‬ ‫َ​َواَلا َ​َي ْ​ْج َ‬ ‫ِ​ِلل َ​َّتْق ََْوى﴾ [المائدة‪.]8 :‬‬ ‫ديُن العدل‪ ،‬والتسامح‪ ،‬والتعايش بين بني‬ ‫فاإلسالم ُ‬ ‫البشر‪ ،‬والتعاون على البر والتقوى‪ ،‬وال ينهى عن‬ ‫اإلحسان إلى الناس مهما اختلفت أديانهم وألوانهم‬ ‫وأوطانهم‪ .‬ومن حق الجميع أن يعيشوا آمنين على‬ ‫أنفسهم وأموالهم وأعراضهم‪ ،‬بل ويتمتعوا بالبر‬ ‫واإلحسان‪.‬‬ ‫وقد قال الرسول صلى الله عليه وسلم‪:‬‬

‫«لهم ما لنا‪ ،‬وعليهم ما علينا»‪،‬‬ ‫وأمر الله تعالى عباده المؤمنين بالبر واإلحسان مع‬ ‫غير المسلمين‪ ،‬فقال‪:‬‬ ‫الِّديِنِ‬ ‫﴿اَلا َ​َي ْ​ْن َ​َها ُ​ُك ُ​ُم ال َ​َّل ُ​ُه َ​َعِنِ اَّل َِِذ َ‬ ‫يَن َ​َل ْ​ْم ُ​ُيَقَا ِ​ِت ُ​ُلو ُ​ُك ْ​ْم ِ​ِفي ِ‬ ‫وُه ْ​ْم َ​َو ُ​ُتْق ِِْس ُ​ُطوا ِ​ِإ َ​َل ْ​ْي ْ​ْم﴾‬ ‫ِرُِجو ُ​ُك ْ​ْم ِ​ِم ْ​ْن ِ​ِد َ​َياِرِ ُ​ُك ْ​ْم َ​َأ ْ​ْن َ​َت َ​َب ُ​ُّر ُ‬ ‫َ​َو َ​َل ْ​ْم ُ​ُيْخْ ُ‬ ‫[الممتحنة‪.]8 :‬‬ ‫وغيُرهم من المواطنين في بالدنا‬ ‫وأهـ ُـُل الكتاب‬ ‫ُ‬ ‫يعيشون في إطا ٍ​ٍر من األمان واالحترام المتبادل‪ ،‬كما‬ ‫أننا حين ندخل بالدهم بتأشير ٍ​ٍة رسمية فإن ذلك ُ​ُيعد‬ ‫التزاًما أخالق ً​ًيا وقانون ً​ًيا متباداًلا ‪ ،‬يوجب علينا أن نكون‬ ‫ً‬ ‫مسالمين‪ ،‬نحترم الناس وحقوقهم‪ ،‬فال نعتدي على أحٍدٍ‬ ‫في نفسه‪ ،‬وال في ماله‪ ،‬وال في كرامته‪ ،‬وأن نلتزم بقيم‬ ‫ديننا في حسن التعامل‪ ،‬والعدل‪ ،‬والرحمة في عالقتنا‬ ‫باآلخرين‪.‬‬ ‫وقد ثبت عن النبي صلى الله عليه وسلم أنه قال‪:‬‬ ‫معاهًدا لم َ​َي َ​َر ْ​ْح رائحة الجنة»‪.‬‬ ‫«من قتل‬ ‫ً‬ ‫ومن ُ​ُي ِ​ِخّلّ بهذا السلوك فقد ارتكب خطأين جسيمين‪:‬‬ ‫أولهما‪ :‬أنه نقض االلتزام الذي دخل فيه بإرادته‪،‬‬ ‫احتراٍم وأمان‪.‬‬ ‫وخالف ما أوجبه على نفسه من‬ ‫ٍ‬ ‫أثًرا‪ :‬أنه أساء إلى صورة اإلسالم‪،‬‬ ‫وثانيهما‪ ،‬وهو األش ّ​ّد ً‬ ‫تعارٍض واضح مع‬ ‫وق ّ​ّدمه للناس على غير حقيقته‪ ،‬في‬ ‫ٍ‬ ‫ما يدعو إليه من عدٍلٍ ورحم ٍ​ٍة وسالم‪.‬‬ ‫لذلك أهيب بأفراد الجالية اإلسالمية في هذه البالد‬ ‫أن يتفقهوا في دينهم‪ ،‬وأن يعلموا ما لهم وما عليهم‪،‬‬ ‫فال يكونوا سب ً​ًبا في اإلساءة إلى دينهم أو تشويه صورته‬ ‫تمّت إلى هديه بصلة‪.‬‬ ‫بأقواٍلٍ أو أفعاٍلٍ ال ّ‬ ‫رشًدا‪ ،‬وأن‬ ‫نسأل الله تعالى أن يهيئ لنا من أمرنا ً‬ ‫يستعملنا وال يستبدلنا‪ ،‬وأن يجعلنا خير دعا ٍ​ٍة لإلسالم‬ ‫ولّي التوفيق‬ ‫بأخالقنا ومعامالتنا‪ ،‬والله ّ‬

FIRST CAFÉ OWNER:

KABELL MOCKBELL Dr Dzavid Haveric- Historian

Kabell Mockbell, the well-known Sydney café proprietor and coffee merchant – ‘café house king’ – was one of the first ‘Turkish Muslim nationals’ in Sydney who has run ‘his coffee empire in Sydney.’ He was one of the leading community advocates of the Ottomans in Australia. Mockbell was born near Ankara, while other sources mentioned Istanbul as his birthplace. His mother was Egyptian. He also had close contacts in Egypt. He enjoyed dressing up in his traditional costume, described as an ‘Arab costume of blue embroidered with gold.’ Mockbell arrived in Sydney from Noumea (New Caledonia) in the 1880s. He became a steward in the French Club at Wynyard Square. Part of Mockbell’s history, in which as a prominent businessman he faced the challenges of being a dark-skinned Muslim, remains unrecorded. He was a ‘mover and shaker’ among Sydney’s businessmen in the period between Federation and the beginning of World War II, but this was unrecorded. He married in 1907 to Adelaide Florence and had three children: Lallah, Kabel junior and Fuad. He first applied for naturalisation in 1904 and was rejected. He applied again in 1914, claiming those indebted to him refused to pay monies owing because he was not a British subject. This application was rejected because, at the time, Turks were considered enemy subjects as well as being included under the Immigration Restriction Act of 1901, which limited nonwhite immigration. His application in 1926 was finally accepted, and by this time he was a very successful businessman and his status as an enemy subject changed somewhat. Mockbell made himself a significant figure in Sydney in the late 1890s and early days of the 20th century. Mockbell’s

coffee shops dated from his colourful business initiative in the Imperial Arcade in 1894, and that success was followed in 1898 by being appointed manager of the Mocha Coffee Company, 88 King Street. Mockbell and his brothers were selling Fez brand coffee. He used the ‘fez and Arabic writing’ as a trademark on his coffee products and decorated his coffee salons with Arabian decorations. He opened the first Moekbell Coffee House near the corner of King and Elizabeth streets, subsequently developing a chain of coffee houses in the city. In 1898 he established the factory of the Stamboul and Egyptian Cigarette Company, manufacturers of Fez brand cigarettes. His local industry of cigarettes made in William Street, manufactured handmade cigarettes made from the best Turkish leaf. Originally employing 100 people it was hoped that ‘with the wider scope federation would afford,’ he would eventually have 1000 employees. The opening ceremony of the factory it was conducted by Edmund Barton (soon to become Australia’s first prime minister) in the company of many notable figures including the Turkish and Italian

consuls and the local member, Alderman John Norton, This was further evidence of Mockbell’s network of connections. However, his cigarette business was short lived.

Forgotten Café Owner, Kabell Mockbell But Mockbell’s coffee empire goes from strength to strength. By 1914 he has premises in Hoskin Place (off 86 Pitt Street), at 11 Pitt Street (near Circular Quay), 63 - 65 King Street, Angel Place (off 125 Pitt Street), 75 Elizabeth Street and at 192 Sussex Street. That year, 1914, also saw him heading to Norfolk Island on behalf of the Federal Government to report on the possibilities for coffee cultivation there. It seemed Sydney had a ‘coffee fever’ that

Mockbell could promote and exploit. Particularly memoirs from the 1920s, 1930s and 1940s mention Mockbell’s coffee salons as popular meeting places in Sydney. By 1930, eight Mockbell coffee lounges were scattered across the city. From the very beginning, Mockbell offered elaborate facilities to cater for large numbers of people. The original Oriental Cafe Salon in the Imperial Arcade boasted a ladies’ salon, a smoking room, ladies’ and gentlemen’s lavatories (which were a rarity in those days) and was large enough to accommodate the 250 guests who attended the opening. The size of some of his cafés was remarkable. In 1913, his Commerce Cafe in Market Street accommodated 200 people. His coffee lounge in the basement of Daking House near Central railway station could even cater for 600 people at a time. When he opened the café at the bottom of Pitt Street, near Circular Quay, Mockbell advertised it had a separate room for ladies (with a separate entrance) and a gentlemen’s smoking lounge, with tobacco of all kinds available for purchase, where dominoes could be played – ‘the premises were large, well-lit and airy.’

The economic depression hit Mockbell’s business badly, but did not affect his spirit, and even at 70 he was ready to begin all over again. At times, he employed hundreds of staff in his chain of coffee houses and no better employer could be found. He was also one of the most competent linguists in Australia. He was known to thousands for founding Sydney’s first coffee shops and as a man of great generosity. During his lifetime he gave thousands of pounds to worthy charities and few people knew anything about it. ‫‪ 200‬مراهق‬ ‫يخربون‬ ‫ويسرقون متجرا‬ ‫في وضح النهار‬ ‫اقتحم ‪ 200‬مراهق تتراوح‬ ‫أعمارهم بين الرابعة عشرة‬ ‫والــســابــعــة عــشــرة متجر‬ ‫“وولورث” في والية فيكتوريا األسترالية‬ ‫وسرقوا معظم محتوياته‪ .‬وتدخلت‬ ‫فرقة مكافحة الشغب في شاطئ‬ ‫بمدينة ملبورن بعد أن تسببت مجموعة‬ ‫كبيرة من المراهقين في فوضى داخل‬ ‫سوبرماركت مجاور‪.‬‬ ‫ففي حوالي الساعة الثالثة شوهد‬ ‫قرابة المئتي مراهق وهم يتدفقون إلى‬ ‫فرع “وولورث” في ضاحية مورديالوك‬ ‫جنوب شرق ملبورن‪ ،‬مخلفين فوضى‬ ‫في أرجــاء المتجر‪ .‬كشفت مقاطع‬ ‫مصورة على وسائل التواصل االجتماعي‬ ‫عن منتجات متناثرة على األرض فيما‬ ‫اجتاح الحشد المتجر‪ .‬ونقلت قناة “‪9‬‬ ‫نيوز” عن شهود عيان رؤيتهم عناصر‬ ‫ُتُحطم وُتُلقى من الرفوف‪ .‬بعد استدعاء‬ ‫الشرطة‪ ،‬فــرض إغالق كامل على‬ ‫المتجر‪ .‬تتبعت الشرطة المجموعة بعد‬ ‫مغادرتهم المتجر‪ ،‬لتجدهم مشاركين‬ ‫في مشاجرة عند رصيف مورديالوك‪.‬‬ ‫وأظهرت لقطات منصات التواصل‬ ‫حشدا يحيط بفتيين يتعرضان للرفس‬ ‫والــدوس‪ .‬ثم نشر فريق االستجابة‬ ‫للنظام الــعــام‪ ،‬مع وصــول عشرات‬ ‫السيارات الشرطية لتفريق الحشد عند‬ ‫الرصيف والشاطئ‪ .‬استخدمت الشرطة‬ ‫رذاذ الفلفل‪ ،‬وأفاد ضباط بأن أشياء‬ ‫ألقيت عليهم‪ .‬وأكــدت الشرطة عدم‬ ‫اإلبالغ عن إصابات أو رؤية أسلحة‪.‬‬ ‫و ُ​ُألــقــي القبض على مراهق واحد‬ ‫في مكان الحادث وهو ما يزال قيد‬ ‫االحتجاز‪ ،‬وستجرى معه مقابلة تتعلق‬ ‫بالحوادث‪ .‬وطمأن متحدث باسم‬ ‫الشرطة الجمهور بأن شواطئ ملبورن‬ ‫مفتوحة‪ ،‬قائال‪“ :‬شواطئنا آمنة جدا‪.‬‬ ‫نحن هنا لضمان سالمة الناس‪ ،‬وجعلهم‬ ‫يشعرون بــاألمــان أيــضــا”‪ .‬وأضــاف‬ ‫المتحدث‪“ :‬اليوم حار بشكل ملحوظ‪.‬‬ ‫يمكنك رؤية الحشود الكبيرة هنا‪ .‬هؤالء‬ ‫قلة ممن وجدتهم على الشاطئ”‪.‬‬ ‫المصدر‪News.com :‬‬

‫مفتي طرابلس وشمال لبنان‬ ‫يزور مؤسسات وجاليات في سيدني وملبورن‬

‫قــام مفتي طرابلس وشمال لبنان‪ ،‬سماحة‬ ‫الدكتور محمد إمام‪ ،‬بزيارة إلى أستراليا شملت‬ ‫مدينتي سيدني وملبورن‪ ،‬وذلك بدعوات من عدد‬ ‫من المؤسسات اإلسالمية والمجتمعية‪.‬‬ ‫وتخللت الزيارة لقاءات مع هيئات دينية وشخصيات‬ ‫دبلوماسية ومجتمعية‪ ،‬إضافة إلى زيارات لمراكز إسالمية‬ ‫ومؤسسات تعليمية‪ ،‬حيث ّ‬ ‫اّطلع سماحته على نشاطات هذه‬ ‫المؤسسات وبرامجها‪ ،‬وبحث معها شؤون الجاليات وسبل‬ ‫تعزيز التعاون المشترك‪.‬‬ ‫في ملبورن‪ ،‬شملت الزيارة عد ً​ًدا من المؤسسات والمراكز‪،‬‬ ‫حيث جرى تبادل وجهات النظر حول واقع العمل المؤسسي‬ ‫والتعليمي‪ ،‬والدور الذي تقوم به هذه الجهات في خدمة‬ ‫المجتمع‪.‬‬ ‫أما في سيدني‪ ،‬فقد عقد سماحة المفتي لقاءات مع أبناء‬ ‫الجالية اللبنانية والعربية‪ ،‬وشارك في مناسبات وفعاليات‬ ‫مجتمعية‪ ،‬جرى خاللها التطرق إلى قضايا تهم الجاليات‬ ‫وواقعها في أستراليا‪.‬‬ ‫اهتماًما من الجهات المستضيفة وأبناء‬ ‫وقد القت الزيارة‬ ‫ً‬ ‫الجالية‪ ،‬وتأتي في إطار التواصل بين المرجعيات الدينية في‬ ‫لبنان والجاليات اللبنانية في الخارج‪.‬‬ ‫تصوير‪ :‬وليد حيدر‬

IMMIGRANT TEENS WITH STRONG CONNECTION TO HERITAGE AND IDENTITY HAVE BETTER BELONGING, MENTAL HEALTH AND ACADEMIC SUCCESS A new Monash University study has found that immigrant adolescents who feel connected to family, school and community experience lower depression and anxiety, better grades, and stronger social ties. Published in Children and Youth Services Review, the paper, titled ‘Examining factors influencing belonging amongst immigrant adolescents’, analysed 25 international studies to uncover what drives belonging for young people settling in new countries. Using Bronfenbrenner’s Ecological Systems Model, researchers mapped influences from individual factors (like age, gender and language) to social environments (family dynamics, school culture, community diversity). PhD candidate Rhea Jain, lead author from Monash University’s Faculty of Education, said the review shows how belonging for immigrant adolescents is shaped by forces that extend far beyond the individual. She said heritage language proficiency strengthens ethnic identity and family connection, while language barriers can isolate students. “What stands out in this review is the consistency of the message across studies. Social relationships act as a steady anchor for immigrant adolescents,” said Rhea Jain. “The evidence shows that adolescent belonging is strengthened when cultural identities are recognised rather than erased. Programs that honour heritage languages and provide room to navigate multiple identities are a part of helping young people feel settled and confident.”

Insights from the review showcased how schools can play a pivotal role by encouraging inclusive classrooms, hiring bilingual teachers and implementing anti-bullying policies to boost both belonging and student engagement. Multicultural neighbourhoods and opportunities for participation within sport, arts and volunteering also foster inclusion and promote community diversity. Warm family relationships and supportive peer networks were also found to consistently enhance belonging. Belonging is linked to better mental health and student outcomes. Practical steps like school-based language programs, peer mentoring and community engagement initiatives can make a measurable difference for adolescents with immigrant backgrounds. Associate Professor Kelly-Ann Allen, co-author and belonging expert from Monash University’s Faculty of Education said there is an urgent need to build a stronger Australian evidence base. “Australia has a responsibility to understand the belonging experiences of immigrant adolescents living here. Much of the evidence synthesised in this review comes from other nations,” said Associate Professor Allen. “The review highlights that time spent in a new country does not automatically build belonging. Time alone is not the determining factor.” Practical strategies like schoolbased language support, peer mentoring and community engagement programs can help reduce mental health risks and foster inclusion.

‫ٍ‬ ‫ٍ‬ ‫صناعيٍة‬ ‫ورشٍة‬ ‫مبكًرا‪ ،‬إلى‬ ‫ضّي ٍ​ٍق قست فيه الحياة‬ ‫من مخيم ّ‬ ‫ً‬ ‫تشارك في كبرى المشاريع اإلنشائية في أستراليا‪ ،‬تمتّدّ‬ ‫ٍ‬ ‫حّية على أن العزيمة الصادقة‬ ‫حكاية ‪BEST FAB‬‬ ‫كشهادٍة ّ‬ ‫قادرة على تحويل الكفاح إلى فوالذ‪ ،‬والعمل المتقن إلى قصة‬ ‫نجاح ُ​ُتصنع باإليمان‪ ،‬والصبر‪ ،‬واالعتماد على الذات‪.‬‬ ‫ُ​ُولد المهندس إيهاب األزهري في مخيم الوحدات‪ ،‬في مدينة‬ ‫عمان‪-‬األردن‪ ،‬األصل من قرية من قضاء جنين‪- ،‬فلسطين‪ ،‬بدأ‬ ‫حياته العملية والتعليمية م ً​ًعا في المملكة األردنية الهاشمية‪،‬‬ ‫ٍ‬ ‫مزيًجا من الدفء والحرمان والشقاء‪ ،‬وتحمل‬ ‫ظروٍف كانت‬ ‫في‬ ‫ً‬ ‫أعباء األسرة مع اخوته وهو لم يتجاوز الثامنة من عمره‪،‬‬ ‫بعد مرض والده‪ ،‬رحمه الله‪.‬‬ ‫نشأ األزهـــري فــي بيئ ٍ​ٍة‬ ‫ال تــعــرف ســـوى العمل‬ ‫والمجاهدة‪ ،‬فكان ترتيبه‬ ‫الخامس بين أشقائه‪ ،‬واكتسب منذ‬ ‫صغره ثقافة تح ّ​ّمل المسؤولية وانخرط‬ ‫في أعماٍلٍ متعددة‪ ،‬شملت األعمال‬ ‫البناء واإلنشاء وكذلك التطريز وحياكة‬ ‫األثواب وغيرها من المهن الشريفة‪،‬‬ ‫فباع الذرة والخضروات في الطرقات‪،‬‬ ‫وعمل في المصانع‪ ،‬والنجارة‪ ،‬وصناعة‬ ‫وقّص المعادن على‬ ‫األثاث المنزلي‪ّ ،‬‬ ‫مستثمًرا العطل‬ ‫الماكينات الكهربائية‪،‬‬ ‫ً‬ ‫المدرسية في العمل والكفاح‪.‬‬ ‫كانت مراحله التعليمية جميعها في‬ ‫تخّصص في الرياضيات‪،‬‬ ‫األردن‪ ،‬حيث ّ‬

‫وتخّرج من كلية خالل األعوام (‪–1987‬‬ ‫ّ‬ ‫‪ ،)1989‬ثم باشر العمل في مجال البناء‬ ‫والصناعة‪ .‬وفي الفترة (‪،)1995–1993‬‬ ‫تمّكّن من تنفيذ مشروع لتركيب معدات‬ ‫ُ​ُصنعت في ع ّ​ّمان لمزرعة تسع ‪ 99‬ألف‬ ‫رأس من األغنام‪ ،‬ضمن شراكة أردنية–‬ ‫أسترالية‪.‬‬ ‫أثنى الجانب األسترالي على مهارته‬ ‫العالية وحرفيته الدقيقة‪ ،‬فطلب منه‬ ‫العمل معهم موظًفًا لمدة عام ونصف‬ ‫في األردن‪ ،‬ثم �ق ـُِّدّ م له عرض آخر‬ ‫للسفر إلى أستراليا بتأشيرة مدتها عام‬ ‫واحــد‪ ،‬بهدف االطالع على المزارع‬ ‫األسترالية‪ ،‬وإنشاء مسلخ أسترالي في‬ ‫ع ّ​ّمان الحًقًا‪.‬‬

‫عقب وصوله إلى أستراليا عام ‪،1995‬‬ ‫حصل خالف بين الطرفين األردني‬ ‫واألســتــرالــي‪ ،‬مــا أدى إلــى إيقاف‬ ‫المشروع المشترك‪ ،‬في ٍ‬ ‫وقٍت كانت‬ ‫تأشيرته ال تزال سارية المفعول‪ .‬وعلى‬ ‫إثــر ذلــك‪ ،‬و�ف ـّق أوضــاع إقامته في‬ ‫أستراليا‪ ،‬وباشر العمل أواًلا في مدينة‬ ‫سيدني في صناعة الكراسي والطاوالت‬ ‫لمدة تسعة أشهر‪.‬‬ ‫وفي عام ‪ ،1997‬بدأ عاماًلا عاد ً​ًيا في‬ ‫ورشته الحالية بمنطقة ‪ Sunshine‬في‬ ‫ملبورن‪ ،‬وبعد ستة أشهر ترّقّى إلى‬ ‫درجة ح ّ​ّداد‪ ،‬واستمر في هذا الموقع‬ ‫لمدة ثالث سنوات‪ .‬الحًقًا‪ ،‬استأجر‬ ‫محاًلا لمدة عام ونصف بشراكة مع‬ ‫شخص من أصــل إيطالي‪ ،‬ثم عاد‬ ‫مجد ً​ًدا إلى مكان عمله األول‪ ،‬حيث‬ ‫استأجر مساحة مــحــدودة لتصنيع‬ ‫الحديد لمدة عام واحد‪.‬‬ ‫التحّول األبرز عام ‪ ،2000‬حين‬ ‫وكان‬ ‫ّ‬ ‫لم يتمكن مديره السابق من االستمرار‬ ‫في إدارة الورشة ألسباب متعددة‪،‬‬ ‫ليصبح الحًقًا عاماًلا تحت إشراف إدارة‬ ‫المهندس إيهاب األزهري‪ ،‬الذي أصبح‬ ‫منذ ذلك التاريخ المالك والمدير العام‬ ‫لورشة ‪.BEST FAB‬‬ ‫يبلغ عدد العاملين حال ً​ًيا في الورشة‬ ‫نحو ‪ 30‬عاماًلا من جنسيات مختلفة‪،‬‬ ‫يشاركون في تنفيذ مشاريع إنشائية‬ ‫كبرى‪ ،‬تشمل الطرق ومحطات المترو‪،‬‬ ‫حيث يتم تجهيز وتصنيع جميع‬ ‫المتطلبات داخل الورشة‪ .‬وخالل هذه‬ ‫المسيرة‪ ،‬واجهت الورشة تحديات‬ ‫عديدة‪ ،‬أبرزها االمتناع عن الحصول‬ ‫على قروض ربوية من البنوك‪ ،‬وهو‬

‫ما تم تجاوزه – بفضل الله أواًلا – ثم‬ ‫بالعزيمة واإلصــرار‪ ،‬والثقة بالنفس‪،‬‬ ‫ورضا الوالدين‪.‬‬ ‫وقد أكدت هذه التجربة قدرة الجالية‬ ‫المسلمة في أستراليا على اإلسهام‬ ‫الفاعل في ميادين العمل‪ ،‬والتمتع‬ ‫باإلنتاجية العالية والجودة المتميزة‪،‬‬ ‫والمشاركة الحقيقية في تنمية البالد‪،‬‬ ‫عل ً​ًما بأن الورشة لم تتقدم بأي طلب‬ ‫مساعدة من الحكومة األسترالية حتى‬ ‫اليوم‪ ،‬إيماًنًا بأن االعتماد على الذات‬ ‫هو الطريق األمثل لتحقيق النجاح‪.‬‬ ‫كما نجحت ورشة ‪ BEST FAB‬في‬ ‫ٍ‬ ‫عالقاٍت متينة مع كبرى الورش‬ ‫بناء‬ ‫الصناعية في مختلف أنحاء أستراليا‪،‬‬ ‫ونالت احترام الشركات الكبرى‪ ،‬ال‬ ‫سيما مع وجود فروع لها في سيدني‬ ‫وبيرث‪ ،‬وقري ً​ًبا في أداليد‪ ،‬عل ً​ًما بأن ما‬ ‫ُ​ُيصَّنّع في هذه الورشة قد ال تضاهيه‬ ‫منتجات مصانع أخرى في ملبورن‪.‬‬ ‫في ختام حديثه‪ ،‬قال المهندس إيهاب‬ ‫األزهري‪:‬‬ ‫«أيامنا معدودة‪ ،‬وهي إ ّ​ّما لنا أو علينا‪،‬‬ ‫فإذا أحسّنّا الظن بالله في أي مجال‬ ‫من مجاالت أعمالنا‪ ،‬فإنها ستقودنا‬ ‫– بال شك – إلــى طريق اإلخالص‬ ‫شكًرا لكم‪،‬‬ ‫والدعوة إلى الله عز وجل‪ً .‬‬ ‫وبارك الله فيكم‪».‬‬

A MAN OF COURAGE AND DIGNITY

In Memory of Hajj Radwan Zeno – May Allah SWT grant him Jannat al-Firdous The Muslim community mourns the loss of a great leader who courageously fought a long battle with cancer. It is with a heavy heart that I extend my deepest condolences to his family and to our community on the passing of our beloved leader and brother, Hajj Radwan Zeno. May Allah SWT forgive his shortcomings and grant him the highest place in Jannat al-Firdous. Brother Radwan was born in Hama, Syria, in 1953. He pursued his studies in Statistics in Iraq before migrating to Australia in the 1980s. From the moment he arrived, he devoted his life to the service of Allah (SWT) and the advancement of the Muslim community in Australia. He was a man of strong Islamic values, known for his courage, dignity, integrity, and unwavering commitment to his word.

His Leadership and Contributions Brother Radwan’s leadership was marked by vision and dedication. Some of his many contributions to the Muslim community include: 1. Serving as President of the Islamic Council of Victoria (ICV) for two terms (1993–1997), during which he established the Muslim Chaplaincy Program, a program that continues to serve the community to this day. He also consistently addressed Islamophobia in the political sphere, engaging with government at the state level. 2. Serving on the AFIC Board from 1997 to 1999. Throughout his life, Hajj

Radwan sought to meet the needs of the Muslim community and to strengthen ties among Muslims across Victoria and Australia. He worked tirelessly to bring people together to establish organisations that would enable the community to flourish and prosper. He played an instrumental role in several key organisations, including: • Member of the Islamic Society of Victoria (Preston Mosque) • Founding member of Islamic Guidance (Al Hidayah) Society in Australia (Khaled Ibn Alwaleed Mosque) • Founder of Australian Muslim Media, which encompasses Islamic Voice Radio (IVR)

The Origins of Islamic Voice Radio Hajj Radwan once shared a story about the early vision for Islamic Voice Radio. In the 1990s, he recognised the need for a Muslim community radio station—a platform to share important information, Islamic teachings, and community updates, and to connect Muslims through programs during Ramadan, Eid, and other religious events. When he first proposed the idea to members of the community,

it was met with scepticism and ridicule. Yet his determination never wavered. Independently, and with his limited English, he applied to the Australian Broadcasting Authority (ABA) for a community radio licence— and to everyone’s surprise, he succeeded. With ABA approval, Islamic Voice Radio (IVR) was officially established in 1996. Nearly three decades later, IVR continues to broadcast 24 hours a day, 7 days a week, sharing the Adhan, Quran recitations, lectures, Jumu’ah prayers, interviews, and other programs. Hajj Radwan also invited esteemed scholars from overseas to help raise Islamic awareness and education within the community. He also spent his entire tenure on the committee striving to safeguard the continuity of IVR and protect it from Islamophobic and xenophobic dissenters. Hajj Radwan demonstrated exemplary traits of leadership, strength, solidarity, and wisdom.

Continuing His Mission His vision extended beyond media. Hajj Radwan also played a key role in the Salam Project

in Coolaroo, designed to meet the diverse needs of the Muslim community, especially its youth. In his professional life, he used his workplace as a bridge to assist newcomers and connect them with support networks. He was deeply involved in community reconciliation, helping families and friends mend their relationships, and he regularly led discussions on community challenges and ways to overcome them.

A Legacy of Faith and Service Hajj Radwan Zeno devoted his entire life to serving the Muslim community. He worked tirelessly to build, strengthen, and unite Muslims across Australia. He was a man who truly lived for the sake of Allah, and whose efforts will continue to benefit generations to come. May his legacy continue to inspire compassion, unity, and devotion to Islam. Hajj Radwan’s passing is heartbreaking. May Allah SWT grant him Jannat al-Firdous and bless his family with strength, patience, and peace.

GIVING HOPE TO THE

FORGOTTEN CHILDREN OF EGYPT By Shazma Gaffoor

Sherine Mohamed was just two years old when she arrived in Australia with her parents in the 70’s. She spent all her life in Melbourne, but Egypt was always in her make-up, quite literally. “We had a love of Egypt because my father used to bring us back for our holidays,” Mohamed told Al Wasat. “I had childhood memories with my family in Egypt, travelling to the sea and spending time with them at the beach. It was always at the back of my mind.” Her connection was so deeply ingrained that she married an Egyptian and moved across to live in Cairo so their children could connect with its culture and religion. After a seven-year stint in Cairo, Mohamed and her family returned to Melbourne in early 2000. “I still visited Egypt every year. I actually have two homes in this world,” Mohamed said. About 10 years ago, Mohamed’s father passed away in Melbourne, and she fell into a deep depressive state. She attended counseling sessions where her therapist recommended that she find something

that still connects her with her father. “My father used to give in charity substantially. And in Egypt, he’d give me coins and ask me to ‘give this to this lady or man’,” Mohamed said. “So I slowly learnt about charity through him.” At the end of her therapy sessions, Mohamed was given options around helping herself through yoga and gym or helping others through community service. “I thought ‘yes, I could help others’ because I hate the gym!” The following month she travelled to Egypt, and after asking around, found three families with orphan children in need and started supporting them. Mohamed then left some money with a trusted source upon leaving Egypt, to provide a monthly stipend to the three families for their basic necessities. “I came back to Australia, and I felt really good about myself. I was looking after someone and it felt nice,” she said. And that’s how The Egyptian Orphan Fund came to being. Unlike an orphanage, the Egyptian Orphan Fund care for families that have orphan children in their homes. “We remember the kids in orphanages because we can see them. They’re in an orphanage, in one building,” Mohamed said. “But these kids are scattered everywhere because they are hidden and living in places where you literally have to look for them.” After about three years

of funding families in Egypt, Mohamed was at a gathering with friends who asked about her travel to Egypt. “I said it’s been great, and that I went and visited the little orphans that I’m caring for,” she said. “That sparked something in her, and she said she’d love to do that. And it literally snowballed from there.” By 2018 she registered as a non-profit in Australia. As this was still early days, all communication was through WhatsApp groups or Facebook pages where people would find out about the Fund and want to contribute. “I’d post on my WhatsApp group saying ‘guys, we’ve got a fridge, it needs fixing or replacing’. And people would donate to these families, and it just grew from there.” “Sometimes we have children living with their grandmother after both parents have passed away. Or an aunt who is barely able to feed their own kids, let alone carry three or four kids of their siblings,” Mohamed said. At the height of covid in 2020, Mohamed was stranded in Egypt for close to two years when

Australia closed its borders. Trying to be productive, she registered as a charity organisation with the Ministry of Solidarity in Egypt taking advantage of the arduous process with the unlimited time she had. Returning to Australia the following year, she yearned to go back to Egypt to be with the orphan children. “I resigned from my work and came back to Egypt in early 2022 and hit the ground running as soon as I arrived.” She first focused on improving the education for these orphan children, which was well below the standard. Mohamed then purchased an apartment with collected funds and turned it into an education centre. “We started registering in March 2024 and by June we were registered, so we got our certificate and everything,” she said. Since then, they’ve purchased two education hubs where they offer four programs in education, health, sports, and nutrition. “Our education program includes Arabic, English, religion and

mathematics. It’s not so much teaching them the curriculum, we’re just trying to get them up to standard.” Both hubs or centres have a health clinic where they have a GP visiting twice a month to check on the children. “We have a psychologist and a speech and behavioural therapist as well. So, they can come to them as they come for their lessons,” Mohamed said. The hub has a kitchen where the children are fed twice a week through the nutrition program. “My dream is to feed them four times a week or if I can feed them every day I would.” She wants to expand further in Egypt because there are “thousands of these kids” hidden in the cracks. “These kids need to feel like they’re kids. ISLAMIC COUNCIL OF VICTORIA MARKS 50 YEARS AT 2025 ANNUAL DINNER

The Islamic Council of Victoria held its 2025 Annual Dinner to mark the 50th anniversary of its establishment, bringing together current and former community leaders to reflect on five decades of service.

The event was attended by the Council’s Founding President, Dr Abdul Khaliq Kazi AM, alongside past and present presidents of the Islamic Council of Victoria, highlighting leadership continuity across generations.

Speakers acknowledged the role of successive leaders in building community institutions, supporting community rights, and strengthening Muslim civic life in Victoria. The Council also acknowledged

the support of its Premier Sponsor, Human Appeal Australia, and Silver Sponsor, Print Logistics, whose contributions supported the successful delivery of the event

ICV PRESENTS INAUGURAL LIFETIME ACHIEVEMENT AWARD TO BR HERI FEBRIYANTO At its 2025 Annual Dinner, the Islamic Council of Victoria presented its inaugural Lifetime Achievement Award to Heri Febriyanto, Secretary of the Bendigo Islamic Association, in recognition of more than two decades of community service. Mr Febriyanto has played a central role in the growth of the Muslim community in Bendigo, including founding the Bendigo Islamic Association and contributing to the establishment of key community institutions. His work has included securing prayer facilities for Muslims at La Trobe University, supporting interfaith engagement, and representing the Muslim community in dealings with government, civic authorities, and community organisations. He has also been closely involved in advocacy for Islamic burial facilities, community support initiatives, and ongoing efforts toward the establishment of the Bendigo Mosque. The award acknowledges his long-standing leadership, service, and contribution to social cohesion in regional Victoria. AUSTRIA’S HEADSCARF BAN:

A VIOLATION OF INTERNATIONAL OBLIGATIONS AND THREAT TO SOCIAL HARMONY By: Shams Alam

Austria’s recent decision to uphold the ban on headscarves for girls in primary schools continues to spark controversy, raising critical questions about religious freedom, social inclusion, and the rise of Islamophobia. While proponents claim the ban is a signal against “political Islam,” critics rightly argue it is a discriminatory measure that violates the constitutional rights of Austrian citizens and undermines the country’s commitment to international human rights standards. Socio-Economic Context and Challenges Faced by Muslims in Austria Muslims constitute approximately 8.3% of Austria’s population and are an integral part of the country’s social and economic fabric. However, they often face significant challenges, including discrimination, prejudice, and Islamophobia. Studies have shown that Muslims in Austria experience higher rates of unemployment, lower levels of education, and limited access to social services. Negative stereotypes and biased media coverage contribute to a climate of fear and distrust, making it difficult for Muslims to fully integrate into society. Violation of Constitutional Rights and International Obligations The headscarf ban is a blatant violation of Austria’s constitutional guarantees of religious freedom. Article 14 of the Basic Law on the General Rights of Nationals guarantees freedom of conscience and creed, while Article 9 of the European Convention on Human

Rights further protects the right to manifest one’s religion or beliefs. More critically, Austria’s actions fly in the face of its obligations as a member of key international organizations:\ • United Nations (UN): As a UN member, Austria is bound by the Universal Declaration of Human Rights, which guarantees freedom of thought, conscience, and religion. The headscarf ban contravenes these principles by restricting the religious expression of young Muslim girls. • UNESCO: As a member of UNESCO, Austria is committed to promoting cultural diversity and intercultural dialogue. The headscarf ban undermines these goals by creating a climate of intolerance and exclusion. • European Union (EU): As an EU member, Austria is subject to the EU Charter of Fundamental Rights, which prohibits discrimination based on religion. The headscarf ban raises serious concerns about Austria’s compliance with EU

law. The Netherlands, France, Belgium, and Bulgaria have also faced criticism for similar bans, highlighting a worrying trend within the EU. By singling out Muslim girls and restricting their religious expression, the ban creates a two-tiered system of citizenship, where Muslims are treated as second-class citizens. This directly contradicts Austria’s commitments to international human rights standards. Fueling Islamophobia and Division -The headscarf ban is not an isolated incident but rather part of a broader trend of rising Islamophobia in Austria. The Freedom Party of Austria (FPÖ), the largest faction in parliament, has repeatedly used anti-Muslim rhetoric to gain political support. The FPÖ has called for a complete ban on headscarves in all schools and a “law banning political Islam,” further marginalizing and demonizing the Muslim community. A recent report by the Austrian NGO SOS Mitmensch highlighted the FPO leader Herbert Kickl portraying modernday Austria as a nightmarish

place, using darkened imagery to depict Muslims and Black people as threats. Such measures create a hostile environment for Muslims and contribute to social division and polarization.

Call for Action The headscarf ban is a grave injustice that must be challenged on all fronts. • Austrian Islamic Organizations: It is imperative that Austrian Islamic organizations unite and adopt a collective, unified approach to combat this discriminatory measure. This includes engaging legal firms to fight the ban in court, launching a social campaign to raise awareness about constitutional rights, and lobbying international human rights organizations and UNESCO to raise concerns about the ban. • International Community: UNESCO, the UN Human Rights Council, and the European Commission must condemn the headscarf ban and call on the Austrian government to uphold its constitutional obligations and international commitments to protect religious freedom. These organizations should also provide support and resources to Austrian Muslims who are fighting against discrimination and Islamophobia. • EU Scrutiny: The European Parliament should launch an inquiry into Austria’s compliance with EU law regarding religious freedom and anti-discrimination. The EU must ensure that Austria respects the fundamental rights of all its citizens, regardless of their religion. Austria’s headscarf ban is a dangerous and misguided policy that undermines constitutional rights, violates international obligations, fuels Islamophobia, and threatens social harmony. It is time for Austria to reaffirm its commitment to diversity, tolerance, and religious freedom and repeal this discriminatory ban. The international community must stand in solidarity with Austrian Muslims and support their struggle for equality and justice. The ban is not just an internal matter for Austria; it is a test of the international community’s commitment to upholding human rights and combating discrimination.

The Allan Labor Government’s landmark rental protection laws have taken effect – making renting safer and fairer for the hundreds of thousands of Victorians. The new laws which came into effect today increase renter protections and cement Victoria as the best state in the nation for renters’ rights. From today, the following key reforms are in effect: Rental bidding is banned, making it illegal for agents to accept higher amounts than what is advertised All rental properties must now meet the minimum standards before they are advertised or when an offer to let is made Smoke alarms must be correctly installed and must be tested every 12 months in all rental properties No-fault evictions are banned – meaning no Victorian renter can be kicked out of their home for no reason Notice periods for rental increases and certain notices to

vacate have increased from 60 days to 90 days – giving people more time to find a new home if they receive a notice to vacate. Real estate agents will need to ensure they protect information renters provide in their applications, adhering to requirements around the use, destruction, de-identification and disclosure of information. Victoria is leading the nation on renters’ rights, and there are further reforms on the way. Next year, a new standard rental application form to be used by rental providers, will make it quicker and easier for renters to apply for a property. Businesses will also be banned from charging renters’ fees for rental applications and rent payments and the new Portable Bonds Rental Scheme will go live next year – getting rid of the unnecessary cost of a double bond. The Labor Government is delivering 150 rental reforms – making Victoria the best state in the nation to rent.

‫إشرافه على شراء مدرسة ‪ EPIC‬اإلسالمية‬ ‫من أبرز محطاته إشرافه على شراء مدرسة ‪EPIC‬‬ ‫اإلسالمية‪ ،‬التي تستوعب أكثر من ألف طالب وطالبة‪،‬‬ ‫حيث أسهمت في توفير تعليم متكامل ألبناء المسلمين‬ ‫في فيكتوريا‪ ،‬ضمن رؤية تربوية تحافظ على الهوية‬ ‫والقيم‪.‬‬ ‫إطالق مشروع األضاحي الى لبنان عام ‪1996‬‬ ‫شارك الحاج علي في حمالت إغاثية لدعم لبنان خالل‬ ‫األزمات‪ ،‬وأطلق عام ‪ 1996‬مشروع األضاحي إلى لبنان‪،‬‬ ‫مستمًرا حتى اليوم‪.‬‬ ‫الذي ال يزال‬ ‫ً‬ ‫أول من نظم المهرجانات اإلسالمية‬ ‫كان من أوائل من بادروا إلى تنظيم مهرجانات األعياد‬ ‫اإلسالمية في ملبورن‪ ،‬بهدف تعزيز حضور الجالية‬ ‫وإتاحة مساحات اجتماعية جامعة للعائالت‪.‬‬ ‫أول من أقام المخيمات اإلسالمية‬ ‫أسهم في تأسيس المخيمات اإلسالمية في فيكتوريا‪،‬‬ ‫إطاًرا تربو ً​ًيا وتفاعل ً​ًيا للشباب‪ ،‬وربما من أوائل‬ ‫لتكون ً‬ ‫التجارب من نوعها على مستوى أستراليا‪.‬‬ ‫اقامة معارض الكتاب العربي واإلسالمي‬ ‫شارك مع أشقائه في تنظيم معارض للكتاب العربي‬ ‫واإلسالمي في ملبورن وعدد من الواليات األسترالية‪،‬‬ ‫دع ً​ًما للثقافة والتواصل المعرفي‪ .‬حيث استفاد من‬ ‫خبرته كمالك لمكتبة االيمان في طرابلس مع اشقائه‬ ‫اضافة إلى مكتبات اخرى‪.‬‬ ‫رجل المواقف‬ ‫ُ​ُعرف الحاج علي شوك بهدوئه وتواضعه‪ ،‬وبالتزامه‬ ‫بعيًدا عن األضواء‪ .‬وقد حظي‬ ‫العملي بخدمة الناس ً‬ ‫بتقدير واسع داخل أستراليا وخارجها‪ ،‬نتيجة مسيرته‬ ‫القائمة على اإلخالص والعمل المؤسسي‪.‬‬ ‫دعم فرص العمل ألبناء الجالية‬ ‫أسهم الحاج علي سعيد شوك في تأمين فرص عمل‬ ‫ووظائف لعدد من أبناء الجالية‪ ،‬من خالل عالقاته‬ ‫وجهوده الشخصية‪ ،‬في مراحل كانت فيها الحاجة‬ ‫ملّحة‪ .‬وال يزال كثيرون م ّ​ّمن‬ ‫إلى االستقرار المهني ّ‬ ‫استفادوا من هذه المبادرات يذكرون تفانيه في دعمهم‬ ‫ومساعدتهم على االندماج واالستقرار في المجتمع‬ ‫األسترالي‪.‬‬ ‫خدمة حتى اخر نفس‬ ‫لم يتوقف عطاؤه حتى آخر حياته وفي هذا السياق‪،‬‬ ‫ونظًرا لغياب مسجد في منطقة روكسي والضواحي‬ ‫ً‬ ‫المجاورة‪ ،‬بادر مع رفاقه في الجمعية إلى تأمين مركز‬ ‫للصالة أيام الجمعة وخالل شهر رمضان واألعياد‪ .‬حيث‬ ‫تم ذلك عبر عقد رسمي مع البلدية‪ ،‬أتاح استخدام‬ ‫عاًما‪ ،‬وال يزال قائ ً​ًما‬ ‫المركز منذ أكثر من ثالثة عشر ً‬ ‫حتى اليوم‪ ،‬مل ّ​ّب ً​ًيا حاجة دينية أساسية للجالية‪.‬‬ ‫رحيل وذكر طيب‬ ‫برحيله‪ ،‬فقدت الجالية اإلسالمية والعربية في أستراليا‬ ‫المؤِّسسين للعمل اإلسالمي المؤسسي‪ .‬غير‬ ‫أحد القادة‬ ‫ِ‬ ‫أن أثره باٍقٍ في المؤسسات والمشاريع التي أسهم في‬ ‫إنشائها ودعمها‪.‬‬ ‫رحم الله الحاج علي سعيد شوك (أبو شريف)‪ ،‬وجزاه‬ ‫عن جهوده خير الجزاء‬ ‫الوسط ‪ ¿ 170‬رجب ‪ 1447‬هـ ¿ كانون األول ‪ / 2025‬كانون الثاني ‪AL WASAT 170 ¿ Rajab 1447 ¿ December 2025 / January 2026‬‬

SUDAN 2025

Since April 2023, Sudan has lived under the shadows of a relentless war which brought unimaginable hardship and destruction to the country. This year, the situation in Sudan’s Al-Fasher region deteriorated significantly following a rapid increase in violence, creating one of the worst humanitarian crises in the world. The ongoing war has internally displaced more than 9.5 million people, with 41% of the entire population facing high levels of acute food insecurity and some living under active famine. Disease outbreaks such as cholera have also been on the rise, impacting children the most. HAA’s emergency relief campaign in Sudan this year brought critical, life-saving aid to tens of thousands of beneficiaries. HAA Project’s Director, Mr. Issam Chaouk, accompanied by Victoria State Manager, Mr. Rabih Baytie, South Australia State Manager, Ali Kadir and Queensland State Manager, Imam Akram Buksh personally traveled to Sudan following the Al-Fasher crisis to oversee aid distributions.

The kindness of our donors helped deliver hot meals, clean water, bedding and hygiene kits to help families survive. Our teams on the ground are also operating multiple mobile medical clinics to provide essential medical intervention amid a rise in health problems across the region.

GAZA 2025

As the horrific war continued for the second consecutive year in Gaza – Human Appeal Australia (HAA) also maintained its onground campaign to bring urgent relief to the countless civilians suffering. According to the local Health Ministry, the number of civilians killed since the beginning of the war in 2023 surpassed 70,900 with more than 20,000 of them children and over 171,000 injured. Widespread destruction has taken place across the region, with 80% of its infrastructure destroyed, leading to large-scale displacement. Take a look at how far your compassion has gone in relieving those in need this year.

Food & Nutrition The total blockade imposed onto the Gaza Strip this year saw an immediate rise in food scarcity. The devastation this caused reached unforeseen levels as an officially declared famine gripped the population. Despite this, HAA was able to provide much needed sustenance to those fighting severe hunger through hot meals, flour distributions, bread distributions and vegetable parcels. In 2025, your compassion helped relieve the hunger of thousands of families through the distribution of more than 155,000 freshly cooked meals, 5,500 vegetable parcels from our very own farms as well as 3,200 food parcels.

While bakeries had come to a complete halt and the concept of bread became foreign to many, our team on the ground distributed over 68,000 bags of flour to families in displacement camps – providing a source of nourishment to over 480,000 beneficiaries. Throughout the last two years, with the help of our generous donors, we have distributed life-saving sustenance in the form of 80,000 food parcels & vegetable baskets, as well as 220,000 loaves of bread and hot meals. We have additionally distributed 382,000 cans of meat so far, with more currently on the way.

Water & Sanitation Over 80% of Gaza’s water and hygiene infrastructure has been destroyed throughout the war, severely restricting people’s access to clean water. This year alone, your generosity has helped us distribute over 18,470,000 litres of clean, desalinated water to displaced families just this year alone. Since the beginning of the war, we have successfully distributed well over 60 million litres of clean, desalinated water to thousands of families for drinking and personal use. With four of our very own solar-powered water wells along with a desalination plant – we have been able to quench the thirst of thousands of people in need amid this devastating crisis. Shelter With entire neighbourhoods reduced to rubble, ongoing displacement and destroyed homes across the Gaza Strip, thousands of families have been forced to live on the streets without a roof over their heads, leaving them prone to danger and harsh weather. In response, HAA has distributed 1670 durable, weather-resistant tents across Gaza since the beginning of the war and 15,900 sleeping bags, giving families a safe place to sleep, some privacy and protection from the harsh winter and scorching summer sun.

SYRIA 2025

In ongoing efforts to rebuild what’s been destroyed over the last 14 years, HAA team on the ground in Syria have been implementing several aid projects across the country. Housing Families in Afrin One of our most prominent projects is the construction of residential blocks in Syria’s Afrin. This effort has successfully housed hundreds of people who had been previously impacted by displacement. This year, HAA Director Mr. Bashar Al-Jamal attended the grand opening of 16 brand new apartment buildings and personally distributed the keys to beneficiaries.

Similarly, we have renovated existing homes with infrastructural issues, which made them difficult to live in especially during extreme weather. This initiative has primarily targeted widows and orphaned children, giving them a safe, secure and functional home to live in. Restoring Islamic Heritage in Homs In the historic city of Homs, HAA had the honour of renovating the Souq Waqf attached to Masjid Khalid ibn Al-Walid, the resting place of one of the most revered companions of the Prophet PBUH. Solar panels were also installed for the mosque as a consistent generator of power for the building, benefiting thousands of worshippers. This project not only preserves a landmark of Islamic heritage but also revitalises a space that supports the local economy and community life within the city. Educating Students in Idlib Through the generosity of our donors, HAA has successfully covered the full operational costs of AlThawra Al-Namozajyeh School for girls in Idlib, which holds 800 students. This project ensures both teachers and students have the resources they need for a quality learning experience. The school continues to operate today, providing children a stable environment for them to learn, grow and dream of a brighter future, despite the hardships of displacement and conflict. Healthcare in Rural Syria Recognising the urgent need for accessible medical care, HAA has built a medical clinic and pharmacy in Al-Basma Village in Idlib, having served over 50,000 beneficiaries so far. This initiative ensures that essential healthcare - from emergency response to regular treatment reaches families who would otherwise be left without support.

EMERGENCY APPEALS Yemen, Afghanistan and Pakistan Emergency Appeals This year, millions of people across Yemen, Afghanistan and Pakistan were struck by a series of natural disasters within the same week – leaving vulnerable families in desperate need of help. This prompted an immediate response from HAA teams on the ground in each of these countries to provide urgent, life-saving assistance to those affected. Yemen

Violent storms and torrential rains swept across Yemen, destroying homes and pushing entire communities into further crisis.

A major earthquake struck Afghanistan’s eastern provinces, leaving behind widespread destruction and killing over 2,200 people.

With millions of people already living in poverty and enduring years of conflict, this disaster added to the suffering of countless lives.

Thousands of homes were also destroyed, leaving remote communities without shelter, electricity, food or water.

Pakistan was also hit with another natural disaster, with flash floods and monsoons displacing millions. Over 1,000 were killed, as the damage left thousands of communities with no homes, high levels of food insecurity and a heightened risk of disease outbreaks.

HAA operates field offices in each of these countries, who have worked tirelessly to deliver critical humanitarian aid amid these crises. With food insecurity rampant, medical emergencies on the rise and heavy displacement – we were able to deliver thousands of hot meals, food parcels, hygiene kits as well as clean drinking water to over 40,000 beneficiaries across these regions.

Sri Lanka and Indonesia Emergency Appeals A series of cyclones, floods and landslides have wreaked havoc across Asia in late November – affecting millions of people, damaging infrastructure and disrupting essential services, particularly in Indonesia and Sri Lanka. Indonesia has reportedly faced the most impact, with latest reports confirming the deaths of 1,140 people and almost 400,000 displaced as a result of this crisis.

In Sri Lanka, over 640 deaths were recorded with more than 107,000 homes damaged or destroyed - leading to the displacement of thousands of families.

Human Appeal Australia (HAA) is always present where most in need. As the disaster unfolded, our offices on the ground sent out early response teams that delivered essential aid to tackle the devastating aftermath. Hundreds of food parcels and hygiene kits were among the aid delivered to vulnerable families who have been left with nothing to survive with.

CAMPAIGN 2025 RECAP

RAMADAN 2025 This year’s Ramadan Campaign was a true reflection of the utmost compassion held at the heart of our community. Working in 36 destinations globally this year, we were able to bring hope and sustenance to over 1 million people carrying the burden of conflict and poverty. Whether it was distributing hot iftar meals to those fasting, giving food parcels to families in need or gifting an orphan new eid clothes – the collective effort of our community here in Australia have demonstrated an incredible example of solidarity, commitment and generosity.

QURBAN 2025 At the very core of this blessed season is the obligatory act of sacrificing an animal and distributing the meat to those in need. For many low socioeconomic parts of the world, red meat is considered a luxury and Qurban is the only time they can access it. This year, we have sacrificed over

and generous donors, benefitting over 1.5 million people worldwide across 33 destinations – including places like Gaza, Yemen, Syria and Sudan.

This year, we've seen many countries plunged into devastating crises - from aggressive wars, natural disasters and incapacitating poverty. According to UNESCO, over 272 million children are out of school due to difficult living conditions.

Education is essential for the growth and development of youth. When helping a child receive quality learning experiences, you equip them with the skills and resources needed to break the cycle and build better futures. HAA's Annual Back 2 School Campaign strives to make an impact by providing children all over the world with school essentials including school bags, stationery, Scan here to donate uniforms, lunch and clean drinking water. This includes communities in Albania, Afghanistan, Bangladesh, Kyrgyzstan, Iraq, Palestine (Gaza & West Bank), Lebanon, Syria, Sri Lanka, Yemen, Somalia and Libya.

Winter Appeal 2025 In many parts of the world, where people already live vulnerable lives, winter brings along an unbearable struggle. Freezing temperatures, destructive weather, inadequate shelter and resources leave so many communities exposed to increased disease, frostbite and hunger during this time of the year.

2025 AUSTRALIA TOUR

Driven by the divinity of the Holy Qur’an and its virtues of compassion – Human Appeal Australia’s (HAA) very own The Eternal Message 2025 Tour concluded in early December, after seven unforgettable events across the nation.

An incredible line-up of guests from across the globe travelled down under, bringing an unforgettable experience of spirituality and faith to Australia’s vast Muslim community. Hundreds of Muslims across the country experienced the heartfelt Quran recitations of globally renowned Sh. Haitham Al-Dokhin (Yemen) & Sh. Hazza Al-Balushi (Oman) first-hand. COMMUNITY CARE 2025 RECAP

This year for the very first time, the Community Care Department at HAA launched our very own ‘Goodness Assembly’. This program is a learning experience designed to engage students and youth with the concept of charity, particularly regarding orphans. Through this project, students extended hands of kindness to children their ages overseas by providing them with the means to secure basic needs and access to education. Assemblies were held in several schools across Sydney, including the Australian International Academy Kellyville & Strathfield, Unity Grammar, Bankstown Girls High School, Birrong Boys High School, Punchbowl Boys High School and Canley Vale High School. During each session, children were introduced to our orphan sponsorship program in an engaging and interactive way. The presentation established a connection with the students through drawing on the importance of providing education to children in need all over the world. Gifts and sweets were distributed to students who participated in the Q&As, sparking a sense of joy and dedication amongst them. With hearts driven by generosity, students at these schools successfully raised funds to sponsor several orphans from all over the world. These funds provide a lifeline – feeding, sheltering, clothing and educating those who are most vulnerable. We sincerely thank all the teachers, staff, students, parents and everyone who has contributed to our cause. Your kindness, compassion and commitment to making a difference continues to inspire many.

COMMUNITY CARE 2025 RECAP

School Community Iftars The blessed month strives to bring people together – and what better way than through sharing a meal with one another. This year over 15 schools, in partnership with HAA, successfully hosted Ramadan Iftars for their respective students, staff, parents and extended communities. Hundreds of families from all over Sydney came together to break their fast, build their connections and knowledge of Ramadan. From primary to secondary school – this initiative aimed to include Muslim and non-Muslim students alike, bringing them together under a harmonious atmosphere and teaching them the values that make this month special. Representatives from HAA were present at each Iftar, interlinking the spirit of Ramadan with the core virtues of charity and giving. Volunteers Expo This year for the first time, Human Appeal Australia participated in a Volunteers Expo organised by the City of CanterburyBankstown Council.

The Expo featured a variety of stalls from several organisations, each promoting their volunteer program to those who are interested, particularly targeting the youth. Human Appeal Australia staff and existing volunteers attended the event and spent the morning networking, learning about other local organisations and promoting our own volunteering program. Kindness Week at Bankstown-Lidcombe Hospital In another effort to give back to the local community, HAA collaborated with Bankstown-Lidcombe Hospital staff and local community stakeholders this year for Kindness Week. On this day, HAA staff and volunteers visited the children and emergency wards at the hospital, bringing smiles, joy and distributing thoughtful gifts to young patients. HAA representatives raised awareness about the organisation’s role in tackling global issues both on a local and international scale. This comes after several impactful collaborations between the hospital and HAA over the recent years, ensuring the shared humanitarian mission serves the local community much like the ones abroad.

Malek Fahd Islamic School join Leadership Program with Human Appeal Australia Human Appeal proudly welcomed a group of 38 Year 11 students from Malek Fahd Islamic School, Australia, as part of their school’s leadership program focused on humanitarian service and global awareness. The program, hosted in Jordan, offered students an immersive experience into the realities of humanitarian aid, empathy, leadership and service to humanity. From meeting orphans supported by HAA to distributing aid to Syrian refugees, the experience was deeply eye-opening, providing the boys with a grounded perspective on global hardship and the importance of sustained humanitarian support.

Ambassador for Sudan & HAA Director Meet to Discuss Urgent Humanitarian Relief in Sudan This year, the Ambassador of Sudan in Australia, His Excellency Mr. Ahmed Abdelatif, met with HAA Director Mr.. Bashar Al-Jamal to discuss upcoming aid efforts in Sudan amid the ongoing crisis. During the meeting, both emphasised the need for coordinated emergency relief operations to assist those affected by the catastrophic conditions across several regions in Sudan.

As a result of this meeting, a delegation from HAA successfully traveled to Sudan and supervised aid distributions, providing support and compassion to those most in need. HAA Receives the Distinguished Humanitarian Brand Award in Malaysia Human Appeal Australia is proud to announce that we have been awarded the Distinguished Humanitarian Brand Award at the prestigious Islamic Distinguished Enterprise Awards held in Kuala Lumpur, Malaysia in May of 2025. Organised by the KNKV Group, the awards ceremony recognises excellence and impact across the Islamic world in various fields, including business, education and humanitarian work. The event recognised Sheikh Rexhep Idrizi for more than four decades of inspirational leadership in community service and education. Sheikh Idrizi played a foundational role in establishing the Board of Imams in Victoria and served as its President for 24 years, leaving a lasting impact on the community. Hajja Laila Houli was also honoured for her exceptional contributions to community development. As the founder and long-standing representative of the Australian Arabic

People often say the biggest threat to today’s families is lack of time. Parents are busy, children are busy, schedules are full, and everyone is exhausted. On the surface, it sounds logical. We eat in the same house, sleep under the same ceiling, and sit in the same living room. Yet families feel more disconnected than ever. The problem is not time. The problem is technoference. It is about the choices we make with our attention every single day. Technoference is not something that “happens” to us. It is a choice you make every minute of the day, each time you decide whether a device or a human being gets your attention. What Is Technoference? Technoference happens when devices interfere with human connection. It is when a conversation is cut short because of a phone notification, when eye contact is replaced by screen time, and when emotional availability disappears because attention is divided. It does not feel harmful, but it works silently. Most of the time, it looks normal. A father scrolling while his child tells a story. A mother replying to messages during dinner. A couple lying in bed, both on their phones instead of speaking. A teenager switching between apps instead of joining family conversation. Nothing seems wrong at first glance, yet over time, something precious is quietly lost. Presence, which is one of the simplest forms of kindness, slowly disappears. The Dopamine Chain We often talk about children being addicted to screens. But the dopamine problem is not a “kid issue”. It is a human issue. Phones and social media are engineered to keep us hooked. Every scroll, message, or notification

delivers a small dopamine hit, the brain’s reward chemical. Over time, the brain learns to associate the phone with comfort and pleasure, and we instinctively reach for it even when nothing important is happening. This happens at the breakfast table, in the car, in the washroom, before sleeping, and the moment we wake up. It is not a question of willpower alone. It is neurochemistry at work. A mother may intend to check one message and lose half an hour. A father may plan to rest for five minutes and emerge an hour later emotionally empty. A teen promises one video and misses family time again. Dopamine addiction is disguised as normal daily life. Each small indulgence slowly replaces attentiveness, and kindness is traded for distraction. When Presence Disappears The real damage of technoference is in emotional absence. Children do not need parents twenty-four hours a day. They need parents who are mentally and emotionally present when it matters most. A child talks excitedly about school while a parent nods without looking up. A teenager hints at a problem but the emotional door is missed. A spouse speaks while the other scrolls. These moments may not explode into conflict, but they breed quiet loneliness. Over time, the message becomes clear: you are not fully seen, you are not fully heard, you are not the priority. Presence is kindness in action. It says, “I see you. I hear you. You matter.” Without it, families drift not because they stop loving, but because they stop noticing.

Children learn by observation more than instruction. When they see a parent constantly choosing a phone over people, they absorb a powerful lesson: devices come before relationships. Later, those same parents wonder why their child no longer talks, why their teenager isolates, or why their marriage feels distant. The answer often lies in the daily choices made with attention. Final Thought Technoference is a choice you make every minute of the day about where your attention goes and who matters most in that moment. Families are not lost because schedules are full, but because attention is divided through countless small decisions that quietly weaken connection. The solution is not to abandon technology but to reclaim presence with intention and kindness, choosing people over screens again and again. No app will ever replace a parent, no screen will ever substitute love, and no notification deserves priority over a child’s heart. The family beside you deserves your attention, and your attention is one of the greatest acts of kindness you will ever give.

‫ملبورن – في خطوة نوعية‬ ‫تهدف إلــى تعزيز العمل‬ ‫الــقــرآنــي المؤسسي في‬ ‫أستراليا‪ّ ،‬‬ ‫نّظمت ثالثة من أبرز المراكز‬ ‫القرآنية ندوة تشاورية لبحث فكرة‬ ‫تأسيس «مظلة أسترالية قرآنية» ُتُعنى‬ ‫بجمع مراكز القرآن الكريم‪ ،‬ورعاية‬ ‫شؤونها‪ ،‬وتنسيق الجهود فيما بينها‪ ،‬بما‬ ‫يسهم في تطوير تعليم القرآن الكريم‬ ‫وعلومه على مستوى القارة األسترالية‪.‬‬ ‫وجاءت المبادرة بمشاركة كل من معهد‬ ‫النور القرآني في ملبورن‪ ،‬ومدرسة‬ ‫حافظ القرآن في كانبرا‪ ،‬ومركز الحافظ‬ ‫القرآني في سيدني‪ ،‬وباستضافة كريمة‬ ‫لكل من العالم القرآني فضيلة الدكتور‬ ‫أحمد المعصراوي‪ ،‬والدكتور محمد‬ ‫فؤاد‪ ،‬وسماحة الدكتور إبراهيم أبو‬ ‫محمد مفتي عام استراليا‪ ،‬إلى جانب‬ ‫رئيس مجلس األئمة الفيدرالي الشيخ‬

‫شادي السليمان‪ ،‬وبحضور الفت لمدراء‬ ‫ومسؤولي المراكز القرآنية من مختلف‬ ‫الواليات األسترالية‪.‬‬ ‫انعقدت الــنــدوة في قاعة الكلية‬

‫اإلسالمية في ملبورن يوم السبت ‪18‬‬ ‫أكتوبر ‪ ،2025‬حيث ناقش المشاركون‬ ‫واقــع العمل القرآني في أستراليا‪،‬‬ ‫والتحديات المشتركة التي تواجه‬ ‫المراكز‪ ،‬وسبل االرتقاء باألداء التعليمي‬ ‫واإلداري‪ ،‬إضافة إلى آليات التعاون‬ ‫والتكامل بين المؤسسات القرآنية‪.‬‬ ‫وفي هذا السياق‪ ،‬أوضح الشيخ عبد‬ ‫الله الحواري‪ ،‬رئيس معهد النور القرآني‬ ‫وعضو مجلس اإلفتاء األسترالي‪ ،‬أن‬ ‫هذه الخطوة تأتي في إطار السعي إلى‬ ‫االرتقاء بمستوى العمل القرآني في‬ ‫أستراليا‪ ،‬والعمل على تنسيق وتطوير‬ ‫الجهود المبذولة في خدمة كتاب الله‬ ‫وعلومه‪ ،‬مع التأكيد على الحفاظ على‬ ‫خصوصية كل مركز واستقالليته المالية‬ ‫واإلدارية والمنهجية‪.‬‬ ‫وأكد المشاركون في الندوة أهمية‬ ‫االنــتــقــال مــن العمل الــفــردي إلى‬

‫غزة‪ ..‬بين هندسة الفناء وسردية المحو‪:‬‬

‫حين تغدو الخيام أكفانًا للذاكرة‬ ‫بقلم د‪ .‬نضيرة بريوة‬ ‫عندما نستعيد شريط‬ ‫الـــذاكـــرة لــهــذه اإلبـــادة‬ ‫المستمرة في غزة (‪-2023‬‬ ‫‪ )2025‬غالبا ما تضج مخيلتنا بصوت‬ ‫االنفجارات وصور األبراج المتهاوية‪،‬‬ ‫متوهمين أن الــحــرب ُ​ُكتبت فقط‬ ‫بالفسفور والحديد‪ ،‬لكن الحقيقة التي‬ ‫تكشفها دماء األبرياء وتخاذل العالم‬ ‫تأخذنا إلى زاويــة أشد عتمة وأكثر‬ ‫تعقيدا؛ إّنّها الحرب التي دارت رحاها‬ ‫في الغرف المكيفة ومراكز صنع القرار‬ ‫قبل الميادين‪ ،‬حيث لم يكن قطاع غزة‬ ‫مجرد بقعة جغرافية مكتظة تبتلع في‬ ‫جوفها الغزاة‪ ،‬بل كان “ميدان رماية”‬ ‫ُ​ُيغري بتجريب أحدث تقنيات الموت‪،‬‬ ‫ولترويض هذا الصمود األسطوري‪،‬‬ ‫ِ‬ ‫يكتِف المحتل بالدبابة‪ ،‬بل جّنّد‬ ‫لم‬ ‫ترسانة مرعبة من األدوات “الذكية”‬ ‫والناعمة‪ :‬الذكاء االصطناعي ليختار‬ ‫الضحايا‪ ،‬واإلعالم الغربي ليبرر قتلهم‪،‬‬ ‫والسياسي ليمنح الغطاء القانوني‪ ،‬في‬ ‫حّول الركام إلى مقبرة‬ ‫تآزر شيطاني ّ‬ ‫جماعية مفتوحة‪.‬‬ ‫إن تأملنا للمشهد يكشف أن غزة لم‬ ‫تكن مجرد مدينة محاصرة‪ ،‬بل جسدا‬ ‫تم “شيطنته” وتصنيعه في المختبر‬ ‫الصهيوني‪-‬الغربي ليكون ً‬ ‫قابًال لإلفناء‬ ‫دون وخز للضمير‪ ،‬وهنا يبرز “الجنرال‬ ‫التقني” الجديد‪ ،‬ذلك الكيان العسكري‬ ‫الذي تجرد من كل مشاعر اإلنسانية‬ ‫ليمارس ما يمكن تسميته “اإلبــادة‬ ‫الخوارزمية”‪ ،‬ففي غرف عملياتهم‪،‬‬ ‫ال تجد أثـر ً​ًا ألنين األطفال‪ ،‬بل تجد‬ ‫شاشات تحسب السعرات الحرارية‬ ‫المسموحة للتجويع‪ ،‬وتصنف البشر‬ ‫تصنيف ً​ًا تكتيكي ً​ًا بارد ً​ًا بين “دروع بشرية”‬ ‫و”أهــداف مشروعة”‪ ،‬ليس ألغراض‬ ‫دفاعية‪ ،‬بل لتمزيق النسيج االجتماعي‬ ‫وتطبيق سياسة “التهجير القسري”‬ ‫ببراعة يحسده عليها الشيطان‪ ،‬لقد‬ ‫كانت إحداثياتهم بمثابة “تدقيق‬ ‫ديموغرافي” جــاف‪ ،‬هدفه الوحيد‬ ‫تحويل أحياء بأكملها إلى مناطق موت‪،‬‬ ‫ً‬ ‫متجاهًال أجساد الغزيين التي صهرتها‬ ‫النيران‪ ،‬وناظر�ا إلى أهل الخيام ال‬ ‫كأصحاب حق‪ ،‬بل ككتلة بشرية فائضة‬ ‫يجب إزاحتها أو دفنها تحت األرضبين‬ ‫الزوايا المظلمة التي ُ​ُصنعت بالعدوان‬ ‫والخذالن‪.‬‬ ‫وعلى النقيض تمام ً​ًا‪ ،‬وإن كان نقيضا‬ ‫يخدم نفس الهدف‪ ،‬يطل علينا “الضمير‬ ‫الغربي المنافق”‪ ،‬ذلك الــذي هام‬ ‫حب�ا بشعارات الديمقراطية والحرية‬ ‫والسالم وحقوق اإلنسان وسعى لبناء‬

‫جسر طوباوي من المساعدات الجوية‪،‬‬ ‫لكن مأساة المعرفة االستعمارية تكمن‬ ‫هنا تحديد ً​ًا‪ :‬فالنوايا المعلنة ال تحمي‬ ‫أصحابها من أن يصبحوا تروس ً​ًا في‬ ‫آلة اإلبادة‪ ،‬فخرائط “المناطق اآلمنة”‬ ‫التي رسموها وزعموا أنها للمواصي‬ ‫أو رفح‪ ،‬تحولت بين عشية وضحاها‬ ‫إلى إحداثيات للمجازر قادت آالف‬ ‫النازحين إلــى حتفهم حــرقـ�ا في‬ ‫خيامهم‪ ،‬تلك الخديعة التي قلبت‬ ‫الطاولة وحولت الضحية في المخيال‬ ‫العالمي من “شعب يباد” إلى “مشاريع‬ ‫إرهازبيين” ال يفهمون إال لغة القوة‪،‬‬ ‫لتتحول التكنولوجيا من أداة للتواصل‬ ‫إلى سالح فتاك لتوجيه المسيرات فوق‬ ‫جماجم األطفال الجياع‪.‬‬ ‫هذا التحول م ّ​ّهد الطريق لما سمي‬ ‫زور ً​ًا بـ “الحق في الدفاع عن الّنّفس”‪،‬‬ ‫وهي عبارة تجميلية تخفي تحتها واقعا‬ ‫مروعا من العنف المفرط وسياسة‬ ‫األرض المحروقة‪ ،‬فالمعلومات الدقيقة‬ ‫التي جمعها االحتالل عن المستشفيات‬ ‫والمدارس لم ُتُستخدم لحمايتها‪ ،‬بل‬ ‫اسُتُخدمت لتجويع المرضى وقطع‬ ‫األكسجين عن الخدج‪ ،‬كما حدث في‬ ‫مجمع الشفاء والمعمداني اللذين‬ ‫تحوال إلى ركام من األشالء‪ ،‬مبررين‬ ‫وحشيتهم تلك بالكليشيه العنصري‬ ‫المقيت الذي يدعي أن “العربي ال‬ ‫يفهم إال لغة الدم”‪ ،‬وأن هذه المدينة‬ ‫يجب أن ُتُسوى بــاألرض لتولد من‬ ‫جديد خالية من سكانها‪.‬‬ ‫وفي خضم هذا الدمار‪ ،‬كان هناك من‬ ‫يمارس التنويم المغناطيسي للجمهور‬

‫العالمي عامة والعربي اإلسالمــي‬ ‫خاصة؛ إنه اإلعالم المتواطئ‪ ،‬الذي‬ ‫نصب كاميراته ليرسم الحرب بعدسة‬ ‫“التطهير الجمالي”‪ ،‬فبينما كانت‬ ‫الجرافات تدهس الخيام وتحاصر‬ ‫ً‬ ‫منشغًال‬ ‫الجرحى‪ ،‬كان هذا اإلعالم‬ ‫بالحديث عن “اليوم التالي” وعن‬ ‫مشاريع عقارية على شاطئ غزة‪ ،‬لقد‬ ‫صنعوا “ستار ً​ًا من التبريرات” حجب‬ ‫خلفه قبح اإلبــادة‪ ،‬محولين البؤس‬ ‫الذي خلقه االحتالل إلى مجرد “أضرار‬ ‫جانبية” في نشرات األخبار‪ّ ،‬‬ ‫وكّأن‬ ‫السكان مجرد أرقام في معادلة األمن‬ ‫اإلقليمي‪ ،‬ال بش ٌ​ٌر ُ​ُيذبحون و ُ​ُيبترون دون‬ ‫تخدير‪.‬‬ ‫ولم يتوقف األمر عند حدود التبرير‪،‬‬ ‫فخلف رومانسية الخطابات السياسية‬ ‫النظامية وصرامة البيانات العسكرية‪،‬‬ ‫كــانــت تـــدور رحــى اقــتــصــاد خفي‬ ‫وقـــذر‪ ،‬حيث غــض العالم الطرف‬ ‫عن سرقة الغاز ومقدرات الساحل‪،‬‬ ‫ً‬ ‫مفضًال “السياسة الواقعية” لضمان‬ ‫تدفق المصالح‪ ،‬تطور هذا المنطق‬ ‫االستغاللي ليصل ذروتــه البشعة مع‬ ‫تحويل غزة إلى حقل تجارب لشركات‬ ‫السالح‪ ،‬حيث أصبح الفراغ األخالقي‬ ‫يسمح بتجربة “الروبوتات القاتلة”‬ ‫والقنابل الغبية والذكية على أجساد‬ ‫الغزيين‪ ،‬متجاهلين تمام ً​ًا األرواح التي‬ ‫ُتُزهق هناك كقرابين لصناعة الموت‪.‬‬ ‫اليوم‪ ،‬ونحن نقرأ وصايا الشهداء‬ ‫ومنشورات الصحفيين التي ُ​ُكتبت‬ ‫بالدماء‪ ،‬نجد أن أصداء هذه الثنائية –‬ ‫دقة الصاروخ وعجز الكلمة – ال تزال‬

‫تتردد في صدورنا‪ ،‬حيث يجد الغزي‬ ‫نفسه في صراع مرير ليس فقط مع‬ ‫الموت‪ ،‬بل مع محاولة احتكار روايته‪،‬‬ ‫يحاولون استعادة “غزة” من المخيال‬ ‫الصهيوني الذي يراها ركام�ا وبحر ً​ًا‬ ‫غارقا وأرضا بور ً​ًا ال تصلح للحياة في‬ ‫ظل موت ضمائر إخوانهم من حولهم‪،‬‬ ‫ليؤكدوا أنها حياة وذاكرة‪ ،‬بالرغم من‬ ‫أنهم ُتُركوا وحدهم في العراء‪ ،‬يكتبون‬ ‫بدمائهم على قماش الخيام المهترئ‪،‬‬ ‫متأرجحين بين الرجاء واليأس‪ ،‬تمام ً​ًا‬ ‫كمن يحاول الصراخ في وا ٍ​ٍد سحيق ال‬ ‫يرجع الصدى‪.‬‬ ‫في نهاية المطاف‪ ،‬نخلص إلى حقيقة‬ ‫ال مفر منها‪ :‬ما يجري في غزة هو‬ ‫مشروع شمولي تماهت فيه الكاميرا‬ ‫المزيفة مع الطائرة المغيرة؛ فقد جعل‬ ‫“الذكاء االصطناعي” غزة مكشوفة‬ ‫ومباحة عسكري ً​ًا‪ ،‬وجعلها “الصمت‬ ‫الدولي” مستساغة ومقبولة سياسي ً​ًا‪،‬‬ ‫وليست هذه القرارات والقنابل سوى‬ ‫وجهين لعملة واحـــدة‪ ،‬بنية تحتية‬ ‫لإلفناء مه ّ​ّدت للمحو التام‪ ،‬ولن نفهم‬ ‫حقيقة ما جرى إال إذا قرأنا ما بين‬ ‫سطور شهادات األطباء المذعورين‪،‬‬ ‫ونظرنا إلى ما وراء الدخان المتصاعد‬ ‫من الخيام المحترقة‪ ،‬لنرى اإلنسان‬ ‫الفلسطيني الذي حاول العالم بأسره‪،‬‬ ‫ٌ‬ ‫كٌل بطريقته‪ ،‬أن يمحوه من الوجود‪،‬‬ ‫لكنه ال يزال يخرج من تحت الرماد‪،‬‬ ‫شاهد ً​ًا وشهيدا يرفع سبابة النصر ويتلو‬ ‫آيات النصير‪.‬‬

‫وتنّوع أساليبها وتباين طرائق التعبري‬ ‫تتصف وتتسم اللغة العربية ــ بني جميع لغات األمم والشعوب ــ بغزارة ألفاظها‬ ‫ّ‬ ‫التنّوع ال يظهران وال يتجليان عىل الوجه املرغوب‪ ،‬إال إذا تحقق‬ ‫طَّرس منه والشفهي عىل السواء‪ ،‬بيد أّنّ تلك الغزارة وذلك‬ ‫ّ‬ ‫ا ُ​ُمل َ‬ ‫ُ‬ ‫ّ‬ ‫مكّوناتها‪ ،‬سواء ما تع ّ​ّلق منها بالقواعد واألقيسة أو بالبالغة أو‬ ‫رشُط‬ ‫التمّكن من ناصية هذه اللغة بشتى أوعيتها ومختلف ّ‬ ‫َ‬ ‫التعريَف بسخاء املعنى يف هذه اللغة‬ ‫بالتذّوق الجاميل والتصوير الفني‪ .‬وهذا املقال يروم‬ ‫املفردات واألساليب أو ما تع ّ​ّلق منها‬ ‫ّ‬ ‫َ‬ ‫َ‬ ‫َ‬ ‫مقاصَد وأبعاَدَ هذا املصطلح البياين الجميل‪.‬‬ ‫ترّسخ يف األذهان‬ ‫أمثلٍة‬ ‫والوقوَف عىل‬ ‫الجميلة البديعة‪،‬‬ ‫ٍ‬ ‫وشواهَد ّ‬ ‫أثر الحركة عىل املعنى‬ ‫يف اللغة العربية‬ ‫أخّص خصائص اللغة‬ ‫من ّ‬ ‫العربية ش ّ​ّدة ثراء وتن ّ​ّوع دالالت األلفاظ‬ ‫والكلامت والرتاكيب‪ ،‬إىل درجة أن‬ ‫تغرّي املعنى املراد‬ ‫الحركة الواحدة قد ر‬ ‫قّر رأي علامء‬ ‫تغ ً​ًرّي� ا كاماًلا ‪ ،‬ولذلك است ّ‬ ‫اللغة العربية عىل أّنّ التعويل األهم‬ ‫يف تحديد املعنى املراد إمنا يكون عىل‬ ‫السياق أو الج ّ​ّو العام الذي اسُتُعملت‬ ‫فيه اللفظة العربية‪ ،‬إذ توجد كلامت‬ ‫يتغرّي‬ ‫كثرية جًدًا يف اللغة العربية ر‬ ‫بتغرّي حركاتها‪ ،‬فهي ّ‬ ‫تدّل بالضم‬ ‫معناها ر‬ ‫عىل معنى‪ ،‬وبالفتح عىل معنى آخر‪،‬‬ ‫وبالخفض أو الكرس عىل معنى ثالث؛‬ ‫ومن األمثلة القريبة لهذه الظاهرة‬ ‫نذكر األلفاظ التالية‪:‬‬ ‫َ‬ ‫‪ 1‬ــ ال َ​َفراسة وال ِ​ِفراسة‪ :‬فالَفراسة‬ ‫بفتح الفاء ُتُطلق عىل فنون ركوب‬ ‫الخيل واإلحاطة بأرسار ومهارات‬ ‫تربيتها‪ ،‬والصفة املشتقة منها تسمى‬ ‫(الفروسية)‪ .‬أما ال ِ​ِفراسة بالخفض أو‬ ‫الكرس فتعني فن االستدالل بالرموز‬ ‫الظاهرة عىل الحقائق الخفية‪.‬‬ ‫‪ 2‬ــ ّ‬ ‫الَّشامل والِّشّ امل‪ :‬فالَّشّ امل‬ ‫ِّشّ‬ ‫بالفتح هو نظري الجنوب‪ ،‬أما ال امل‬ ‫بكرس الشني فهو عكس اليمني كام ورد‬ ‫الِّشّاَماِل‬ ‫اُب‬ ‫ِ‬ ‫يف القرآن الكريم‪َ :‬‬ ‫«َو َ​َأ ْ​ْص َ​َح ُ‬ ‫الِّشّاَماِل» (الواقعة‪.)41 :‬‬ ‫اُب‬ ‫ِ‬ ‫َ​َما َ​َأ ْ​ْص َ​َح ُ‬ ‫فالرَب بالفتح‬ ‫‪ 3‬ــ الرَبر ‪ ،‬الرِبر ‪ ،‬ر‬ ‫الرُب‪ :‬ر‬ ‫هو اليابسة من األرض (عكس البحار‬ ‫واألنهار واملساحات املائية غري الجامدة‬ ‫ألن املساحات الجامدة ُتُحسب جغراف ً​ًيا‬ ‫ضمن اليابسة)‪ .‬والرِبر بالكرس هو‬ ‫اإلحسان‪ ،‬أما الرُبر بالضم فهو القمح‪.‬‬ ‫‪ 4‬ــ الَغَّلّ والُغُّلّ وال ِ​ِغّلّ ‪ :‬فال َ​َغ ّ​ّل بالفتح‬ ‫جمعه َ​َغلول‪ ،‬هو الرسقة من أموال‬ ‫الغنيمة قبل قسمتها‪ ،‬كام ُ​ُيطلق عىل‬ ‫الطعام حني استقراره يف الجوف‪،‬‬ ‫وال ُ​ُغ ّ​ّل بالضم مفرد األغالل وهو َ​َط ٌ‬ ‫وٌق‬ ‫من حديد أو معدن يوضع يف معاصم‬ ‫املجرمني إبان إلقاء القبض عليهم؛ أما‬

‫ال ِ​ِغ ّ​ّل بالكرس فيعني الحقد الذي يسكن‬ ‫قلوب بعض الناس‪ ،‬خاصة يف حاالت‬ ‫الغضب أو الغرية الشديدة أو ما شابه‬ ‫ذلك‪.‬‬ ‫‪ 5‬ــ ا َ​َملهر وا ُ​ُملهر‪ :‬فا َ​َملهر بالفتح هو‬ ‫قّدم للزوجة عالمة عىل‬ ‫الَّصّ داق الذي ُ​ُي ّ‬ ‫ُ‬ ‫الرغبة الصادقة يف الزواج‪ ،‬أما اُملهر‬ ‫بالضم فهي بنت الفرس‪.‬‬ ‫‪ 6‬ــ ّ‬ ‫الَّذنوب ّ‬ ‫والُّذنوب‪ :‬فالَّذّ نوب‬ ‫بالفتح هو الدلو عندما يكون مملو ً​ًءا‬ ‫باملاء‪ ،‬أما الُّذّ نوب بالضم فتعني‬ ‫اآلثام التي ترتتب عىل تراكم اقرتاف‬ ‫املعايص‪.‬‬ ‫ْ‬ ‫الِحلم بالكرس‬ ‫م‪:‬‬ ‫ْل‬ ‫والُح‬ ‫لم‬ ‫الِح‬ ‫ُ‬ ‫ِ‬ ‫‪ 7‬ــ ِ‬ ‫ي‬ ‫يعني العفو أو الصرب والتأيّن وسعة‬ ‫الُح ْ​ْلم‬ ‫الصدر خاصة عند املقدرة‪ ،‬أما ُ‬ ‫بالضم فهو يعني الرؤيا املنامية‪ ،‬والفعل‬ ‫منه هو َ​َح ُ​ُل َ​َم َ​َي ْ​ْح ُ​ُل ُ​ُم‪.‬‬ ‫َ‬ ‫ْرَس‪ :‬اَمل ْ​ْنرَسر بالفتح‬ ‫ْرَس وا ِ​ِملْن ر‬ ‫‪ 8‬ــ ا َ​َملْن ر‬ ‫يعني جامعة من اللصوص‪ ،‬أما ا ِ​ِمل ْ​ْنرَسر‬ ‫بالكرس فيعني مقدمة الجيش‪ ،‬أي‬ ‫الفرقة األمامية أو الطليعة التي تتقدم‬ ‫الجيش‪ ،‬وهي لفظة مشتقة من منقار‬ ‫الطيور الجوارح‪.‬‬ ‫‪ 9‬ــ َمَ ريع وُمُ ريع‪َ​َ :‬مريع بالفتح أي‬ ‫خصيب‪ ،‬نقول حقل َ​َمريع أي حقل‬ ‫خصيب بالعشب‪ ،‬أما ُ​ُمريع بالضم أي‬ ‫ُ​ُمخيف‪ ،‬أمر ُ​ُمريع أي ُ​ُمخيف وفظيع‪.‬‬ ‫‪ 10‬ــ ال َ​َهوّيّ ة وال ُ​ُهوّيّ ة‪ :‬ال َ​َهو ّ​ّية بفتح‬ ‫الهاء هي البرئ العميقة‪ ،‬فهي مشتقة‬ ‫من الفعل هوى مبعنى سقط يف قاع‬ ‫سحيق‪ ،‬وقالوا عن الحب‪ :‬الهوى‪،‬‬ ‫فش ّ​ّبهوه بالسقوط‪ ،‬ألنه انجذاب غريب‬ ‫وغامض نحو املحبوب‪ .‬أما ال ُ​ُهو ّ​ّية بضم‬ ‫الهاء فهي الشعور واإلحساس بالذات‬ ‫العاقلة‪ ،‬أو الشخصية الفردية‪ ،‬كقولنا‬ ‫بطاقة ال ُ​ُهو ّ​ّية‪ ،‬أو الشعور واالعتزاز‬ ‫بالشخصية الجامعية‪ ،‬كقولنا ال ُ​ُهو ّ​ّية‬ ‫الحضارية لهذه األمة‪.‬‬ ‫الفروق بني معاين املفردات‬ ‫و من األمثلة الحية السائرة‪ ،‬والشواهد‬

‫املاثلة عىل سخاء املعنى يف اللغة‬ ‫العربية فروق املعاين وتباعد الداللة‬ ‫بني الكثري من الكلامت واأللفاظ التي‬ ‫كث ً‬ ‫ريًا ما تجري عىل ألسنة املتكلمني أو‬ ‫طّرسة يف صفحات الكاتبني‬ ‫تكون ُ​ُم ّ‬ ‫واملدونني‪ ،‬والتي قد تبدو لغري‬ ‫املتفقهني يف هذه اللغة الجميلة تحمل‬ ‫معنًى واحد�ا محدد�ا يف‬ ‫يف مبانيها ً‬ ‫ذهن املتلقي‪ ،‬نسوق ما ييل‪:‬‬ ‫‪ - 1‬الحزن و الكآبة‪ :‬الحزن يكون‬ ‫ثاوي ً​ًا أو مضمر ً​ًا يف القلب وهو نادر ً​ًا ما‬ ‫تقرتن به عالمة تدل عليه‪ ،‬أما الكآبة‬ ‫فتكون ظاهرة أو بادية عىل صفحة‬ ‫الوجه‪.‬‬ ‫‪ - 2‬الصمت والسكوت ‪ :‬الصمت يف‬ ‫أصله ينبع من الحكمة واألدب فهو ّ‬ ‫يدّل‬ ‫عىل الرزانة والرغبة يف التأمل‪ .‬أما‬ ‫السكوت فإنه يتولد يف الغالب األعم‬ ‫والتوّجس ‪.‬‬ ‫عن الخوف‬ ‫ّ‬ ‫التجّسس ‪ :‬التحسس‬ ‫التحّسس و‬ ‫‪-3‬‬ ‫ّ‬ ‫ّ‬ ‫(بالحاء) تت ُ​ُّبع أخبار الناس ألجل الخري‬ ‫والنفع كام قال الله تعاىل‪َ​َ ﴿ :‬يا َ​َب ِ​ِن َ​َّي‬ ‫وُس َ​َف َ​َو َ​َأ ِ​ِخي ِ​ِه َ​َواَلا‬ ‫ا ْ​ْذَهَ ُ​ُبوا َ​َفَت َ​َ​َح َ​َّس ُ​ُسوا ِ​ِمن ُ​ُي ُ‬ ‫َ​َت ْ​ْي َ​َئ ُ​ُسوا ِ​ِمن َ​َّر ْ​ْو ِ​ِح ال َ​َّل ِ​ِه ِ​ِإ َ​َّن ُ​ُه اَلا َ​َي ْ​ْي َ​َئ ُ​ُس ِ​ِمن َ​َّر ْ​ْو ِ​ِح‬ ‫ال َ​َّل ِ​ِه ِ​ِإاَّلا ا ْ​ْل َ​َق ْ​ْو ُ​ُم ا ْ​ْل َ​َكا ِ​ِف ُ​ُروَنَ ﴾ (يوسف‪.)87:‬‬ ‫أما التجسس(بالجيم) فيعني تت ُ​ُّبع أخبار‬ ‫الناس من أجل إلحاق الرضر بهم أو‬ ‫اإلطالع عىل أرسارهم‪ ،‬كام يف قوله‬ ‫تعاىل‪َ​َ .. ﴿ :‬واَلا َت َ​َ​َج َ​َّس ُ​ُسوا َ​َواَلا َ​َي ْ​ْغَتَب‬ ‫َ​َّب ْ​ْع ُ​ُض ُ​ُكم َ​َب ْ​ْع ً​ًضا ‪( ﴾..‬الحجرات‪. )12:‬‬ ‫‪ - 4‬الزوجة و املرأة ‪ُ​ُ :‬يطلق لفظ‬ ‫الزوجة يف اللغة العربية ‪ ،‬حسب‬ ‫ضوابط القرآن الكريم عىل املرأة عندما‬ ‫تكون يف توافق مع زوجها من حيث‬ ‫العقيدة و تحّقّق اإلنسجام النفيس‪ ،‬كام‬ ‫﴿َو ُ​ُق ْ​ْل َ​َنا َ​َيا آَد َُُم ْاْس ُ​ُكْنْ‬ ‫يف قوله تعاىل ‪َ :‬‬ ‫َ​َأ ْ​ْن َ​َت َ​َو َ​َز ْ​ْو ُ​ُج َ​َك ا ْ​ْل َ​َج َ​َّن َ​َة‪( ﴾.‬البقرة‪.)35:‬‬ ‫أما لفظ املرأة ف ُ​ُيطلق عىل جنس‬ ‫األنثى عموم�ا سواء التي انقطعت‬ ‫صلتها بزوجها من حيث الذر ّ​ّية أو‬ ‫رباط الزوجية‪ ،‬أو تلك التي ال تكون‬ ‫عىل توافق نفيس وعقدي أو ديني مع‬

‫زوجها ‪ .‬ودليل ذلك أن القرآن الكريم‬ ‫يسّم آسيا ـــ قرينة فرعون ــ‬ ‫مل ّ‬ ‫بالزوجة ‪ ،‬وكذلك امرأة نوح و امرأة‬ ‫لوط ‪ ،‬قال الله تعاىل‪َ� :‬‬ ‫﴿َرَض َ​َب ٱل َ​َّل ُ​ُه َ​َم َ​َث ااٗل‬ ‫وٖطۖ‬ ‫وٖح َ​َوٱم ََۡر َ​َأ َ​َت ُ​ُل ٖ‬ ‫ِّل ِ� َ​َّلِذِيَنَ َ​َك َ​َف ُ​ُرو ْ​ْا ٱم ََۡر َ​َأ َ​َت ُ​ُن ٖ‬ ‫َ​َكا َ​َنَتَا َ​َتح ََۡت َ​َعبۡ َ​َدي ِِۡن ِ​ِمنۡ ِ​ِع َ​َبا ِ​ِد َ​َنا َٰص�ٰ ِ​ِل َ​َحي ِِۡن‬ ‫َ​َف َ​َخا َ​َن َ​َتاُهُ اَما َ​َف َ​َلمۡ ُ​ُيغۡ ِ​ِن َ​َيا َ​َعنۡ ُ​ُهاَما ِ​ِمَنَ ٱل َ​َّل ِ​ِه‬ ‫َ​َشيۡ �ٗ​ٗٔـا َ​َو ِ​ِق َيَل ٱد ُُۡخاَلا ٱل َ​َّنا َ​َر َ​َم َ​َع ٱلَّٰد�ٰ ِ​ِخ ِ​ِل َ​َني ‪.‬‬ ‫َ​َو �َ​َرَض َ​َب ٱل َ​َّل ُ​ُه َ​َم َ​َث ااٗل ِّل ِ� َ​َّلِذِيَنَ َ​َء َاَم ُ​ُنو ْ​ْا ٱم ََۡر َ​َأ َ​َت‬ ‫ِ​ِفر ََۡعوَۡنَ ِ​ِإذۡ َ​َقا َ​َلتۡ َ​َر ِ​ِّب ٱب ِِۡن ييِل ِ​ِع َ‬ ‫نَدَ​َك َ​َبيۡٗتٗا‬ ‫يِفي ٱل ََۡج َ​َّن ِ​ِة َ​َو َ​َن ِ​ِّج ِ​ِني ِ​ِمن ِ​ِفر ََۡعوَۡنَ َ​َو َ​َع َ​َم ِ​ِل ِ​ِهۦ‬ ‫َ​َو َ​َن ِ​ِّج ِ​ِني ِ​ِمَنَ ٱلۡ َ​َقو ِِۡم ٱلَّٰظ�ٰ ِ​ِلِم ََِني﴾ (التحريم‪:‬‬ ‫‪. )11 /10‬‬ ‫وهذه الفروق تتجاوز األلفاظ إىل‬ ‫املباين والرتاكيب أيض ً​ًا‪ ،‬وقد ذكر اإلمام‬ ‫الجرجاين يف كتاب “دالئل اإلعجاز يف‬ ‫علم املعاين”أّنّ الفيلسوف الكندي قال‬ ‫للمّربد‪ :‬إين ألجد يف كالم العرب حشو ً​ًا‪.‬‬ ‫ّ‬ ‫وجدَت ذلك؟‬ ‫املّربد‪ :‬أين‬ ‫َ‬ ‫فقال ّ‬ ‫قال‪ :‬أجد العرب يقولون‪:‬عبد الله‬ ‫قائم‪.‬‬ ‫ثم يقولون‪:‬إن عبد الله قائم‪.‬‬ ‫ثم يقولون‪:‬إن عبد الله لقائم‪.‬‬ ‫فاأللفاظ متكررة واملعنى واحد‪.‬‬ ‫املّربد‪:‬بل املعاين مختلفة‬ ‫فقال‬ ‫ّ‬ ‫الختالف وقوع األلفاظ‪.‬‬ ‫فقولهم عبد الله قائم‪ :‬إخبا ٌ​ٌر عن‬ ‫قيامه‪.‬‬ ‫قائم‪:‬جواٌب عن‬ ‫وقولهم إن عبد الله‬ ‫ٌ‬ ‫سؤال سائل‪.‬‬ ‫وقولهم إن عبد الله لقائم‪ :‬جواب عن‬ ‫إنكار ُ​ُمن ِ​ِكر لحدوث قيامه‪.‬‬ ‫وهذا يعني أّنّ اللغة العربية قامئة‬ ‫عىل وضع منطقي ُ​ُمحكم‪ ،‬وأّنّ ألفاظها‬ ‫مل توضع ومل تتشكل نتيجةعامل التطور‬ ‫الداليل فحسب‪ ،‬بل أيض ً​ًا لوجود عالقة‬ ‫دقيقة جد ً​ًا بني اللفظ واملعنى والحال‪،‬‬ ‫وهذا الجانب تكفلت القواعد واألقيسة‬ ‫ببيانه‪.‬‬

‫أستراليا تلغي تأشيرة بريطاني‬

‫متهم بعرض رموز نازية‬

‫ألغت الحكومة األسترالية‬ ‫تأشيرة رجل بريطاني ووجهت‬ ‫إليه تهمة عرض رموز نازية‬ ‫بعد أن صادرت الشرطة من منزله في‬ ‫والية كوينزالند الشهر الماضي سيوفا‬ ‫تحمل رموز الصليب المعقوف‪.‬‬ ‫وأعلنت الشرطة الفيدرالية األسترالية‬ ‫في وقت سابق من هذا الشهر أن مواطنا‬ ‫بريطانيا يبلغ من العمر ‪ 43‬عاما ويقيم‬ ‫في كوينزالند وجهت إليه ثالث تهم تتعلق‬ ‫بعرض رموز نازية محظورة‪ ،‬إضافة إلى‬ ‫تهمة استخدام خدمة اتصاالت بقصد‬ ‫التهديد أو المضايقة أو التسبب باإلساءة‪.‬‬ ‫وقالت الشرطة الفيدرالية في بيان صدر‬ ‫في الثامن من ديسمبر إن الرجل استخدم‬ ‫منصة التواصل االجتماعي “إكس” لعرض‬ ‫رمز نازي‪ ،‬وللترويج أليديولوجيا مؤيدة‬ ‫للنازية تتضمن كراهية محددة للمجتمع‬ ‫اليهودي‪ ،‬والدعوة إلى ممارسة العنف‬ ‫ضده‪.‬‬ ‫وأشارت الشرطة إلى أنه خالل تفتيش‬ ‫منزل في منطقة كابولتشر في الحادي‬ ‫والعشرين من نوفمبر‪ ،‬تم العثور على‬ ‫عدد من األسلحة‪ ،‬من بينها سيوف تحمل‬ ‫رموز الصليب المعقوف‪ ،‬إلى جانب فؤوس‬ ‫وسكاكين‪.‬‬ ‫وأضاف البيان أن الرجل نشر محتوى‬

‫ينتهك قوانين الكومنولث فــي عدة‬ ‫مناسبات بين العاشر من أكتوبر ‪2025‬‬ ‫والخامس من نوفمبر ‪ ،2025‬مشيرا‬ ‫إلى أن منصة “إكس” حظرت الحساب‬ ‫الرئيسي الذي كان يستخدمه‪ ،‬ما دفعه إلى‬ ‫إنشاء حساب ثان باسم مشابه لمواصلة‬ ‫نشر محتوى مسيء وضار وموجه‪.‬‬ ‫وأكد وزير الشؤون الداخلية األسترالي‬ ‫توني بيرك‪ ،‬اليوم األربعاء‪ ،‬أنه تم إلغاء‬ ‫تأشيرة الرجل وأن الحكومة تسعى إلى‬ ‫ترحيله من البالد‪.‬‬ ‫وقال بيرك في تصريح لهيئة اإلذاعة‬ ‫األسترالية “إيه بي سي” إنه أوضح سابقا‬ ‫أنه ال يتسامح مع خطاب الكراهية عندما‬ ‫يتعلق األمر بإلغاء التأشيرات‪ ،‬مضيفا‬ ‫أن من يأتي إلى أستراليا بتأشيرة يكون‬ ‫ضيفا‪ ،‬ومعظم حاملي التأشيرات ضيوف‬ ‫مرحب بهم‪ ،‬لكن من يأتي لنشر الكراهية‬ ‫فعليه المغادرة‪.‬‬ ‫وأوضــح بيرك أن تشريعات جديدة‬ ‫مقترحة بشأن خطاب الكراهية ستوسع‬ ‫صالحياته إللغاء التأشيرات في مثل‬ ‫هذه الحاالت‪ ،‬مؤكدا أن التحريض على‬ ‫الكراهية يجب أن يكون سببا كافيا التخاذ‬ ‫هذا اإلجراء‪.‬‬ ‫المصدر‪“ :‬الغارديان”‬
