Given past procedures it is quite likely that the Queen knew of these procedures well before the parliament or the Australian people. [18 August 2022 Pearls and Irritations]

While in Australia we have inherited the system based on the Glorious Revolution of 1688, a compromise which overturned the evil of divine right monarchy, it is obviously imperfect and reliant upon the observance of conventions which protect us from tyranny.

3 AUSTRALIAN AL WASAT 133 ¿ Safar 1444 ¿ August 2022 بآ ¿ ـه 1444 رفص ¿ 133 طسولا Bilal Cleland dunk1689@gmail.com THE STRUGGLE FOR JUST AND GOVERNMENTRESPONSIBLE

She goes on to point out “If ‘responsible government’ is to mean anything at all, you cannot have a second ‘Minister’ appointed in secret, who can at any point step in and over-ride the decision of the first, and only publicly acknowledged, Minister.”

One commentator to be taken very seriously is Jenny Hocking, emeritus professor at Monash University, Distinguished Whitlam Fellow at the Whitlam Institute at Western Sydney University and award-winning biographer of Gough Whitlam. In ”An unprecedented trashing of our democracy”’ she writes that the swearing in of Morrison in 5 ministerial positions: “was done in secret by the Governor-General, David Hurley, on the advice of the Prime Minister, without any notification of this unprecedented ministerial duplication either to the Parliament, or even, with the exception of Health Minister, Greg Hunt, the other Ministers.”

Today we assume that we are subject to the laws of the land, stemming from Acts of Parliament. We assume we have a government, based on a majority of members in the lower house, which is both representative of the electorate and responsible to that electorate. Under the Westminster system, the people’s house, the lower house, dominates.InBritainthe upper house is the House of Lords, which has been to some extent democratised, and in Australia it is the State’s House, the Senate.Thegovernment, which chooses the Prime Minister, must be based upon a majority in the lower house.

The threat may be even more serious than this Steve Davies wrote in early 2020: “The zeal with which the Morrison Government is pursuing its agenda and the agenda of the government itself, are a reflection of the Extreme World Makeover This is based on the ideology of dominionism. Evangelicals, including Pentecostals who subscribe to that ideology believe that Christians should shape societies and nations by taking control of key institutions, the Seven Mountains, family, religion, education, media, entertainment, business and “Dominionismgovernment.”isthetheocratic idea that regardless of theological camp, means, or timetable, God has called conservative Christians to exercise dominion over society by taking control of political and cultural institutions.” [13 February 2020 AIM]

The monarch or the representative of the monarch, the governorgeneral, is expected to adhere to the advice of the government of the day. It has long been recognised that any attempt to limit the right to vote or the right to stand for parliament is a step towards tyranny. Past rulers have sought to nullify the power of the parliament, like King Charles I who lost his head for that crime, or have sought to limit the vote to property owners, older people or just men.

We have long been rid of the dangers of the divine right of kings, with the tyranny that involved. We will not tolerate a return to rule by divine right based on Seven Mountains or denizens of the Parliament House Prayer Room. The protection of representative government and responsible government is our duty. The Wisdom of Caliph Ali Morrison would have done well to consider the wisdom of Caliph Ali in his letter to the governor of Egypt, 658“DoCE.not say: “I am your overlord and dictator, and that you should, therefore, bow to my commands”, as that will corrupt your heart, weaken your faith in religion and create disorder in the state. Should you be elated by power, ever feel in your mind the slightest symptoms of pride and arrogance, then look at the power and majesty of the Divine governance of the Universe over which you have absolutely no control.Maintain justice in administration and impose it on your own self and seek the consent of the people.”

The author is a prominent Australian Muslim scholar and activist.

Responsible Government Alongside this need for representative government is the necessity for responsible government. That means that the government of the day must be accountable for its actions to the representatives of the people, the parliament.Agovernment which rules in secret is not being responsible to the parliament and it is not accountable to the people, who are the basis of itsThatlegitimacy.iswhythere has been such an outcry against the secret shadow government established under the Liberal-National Coalition led by PM Morrison.AsLaura Tingle pointed out on the ABC 7.30 Report: “While Scott Morrison had been appointed to 5 different ministries, that actually gave him crossover power to a total of 23 different roles.”

The struggle to establish just and compassionate systems of government has a long history.

• If you have a shared account, what’s the function of this account? Perhaps it could be left untouched for savings only, and only used for emergencies or major spending that you both must agree to beforehand?

• Your views on insurance (including health, property), how to keep your family covered and your preferred choices?

Trust, respect and communication are key to managing money effectively as a couple. The wisest and happiest of couples use money to work for them all the time, either when they have lots of money or when they are short of money. They don’t allow money to get between them, or to be the cause of their arguments.

• Should you keep one shared account or separate accounts?

• What are the consequences if one of you is an impulsive spender?

Sponsor an orphan today and give hope for a better future.

• Future plans, for instance, investing in property?

For as little as $50 a month you can grant an orphaned child a better start in life.

• What are your financial goals, both shared and personal?

• Be clear on basic financial terms, for instance, assets and liabilities. The house you are still paying for and are staying in, for example, is a liability, not an asset. It turns into an asset when you earn money from it, as in when you have tenants paying rent. Inevitably, it’s not how much you have but how content you are. Granted, it’s normal for you to argue once in a while about money. But if this becomes a routine in your life, it’s not a good sign. A significant part of staying happily married is to be content no matter how much or how little money you have. For this to happen, never take your spouse’s views for granted, even if you are the family’s main breadwinner.

If you are newly married and have little money and think that money will solve all your problems, think again. How many couples out there have lots of money yet the money becomes the source of their woes? If you have lots of money: You may argue about how to spend the money You may feel pressured to live a certain way to suit your financial standing You may become arrogant and look down upon others who have less If you are poor, you might face the following problems: You might envy others who seem richer than you You might have sleepless nights wondering how to stretch every dollar you earn You might not have access to good health care when you fall ill What you both need to do is to make money work for you. The general rule for making money work for you as a couple is: Different strokes for different folks. No one way will fit every couple. How you and your spouse handle money might change over the years. If you are newly married, allow for some periods of adjustment as you and your spouse work on striking the “right” chord that works best for you. Discuss:

• If both of you are earning stable incomes, should you both contribute to a shared account and how much?

By Jamilah Samian

MARRIAGE & MONEY

• Contributions: how much is to be donated to individuals and organisations in need. What goes around comes around!

Staying in love is more about respecting one another’s views and sentiments, and less about losing money or having little money. The secret to being content lies not with money or wealth, but in being grateful. Gratitude can literally change your life in an instant. When you have little, think of all those who have less than you. You’ll appreciate the little things you can afford. Even a small meal shared with your spouse can be delicious when you are both filled with gratitude.

In March 2022, Human Appeal Australia (HAA) launched a fundraising campaign to help the communities affected by the floods in Australia. The 2022 Eastern Australia floods were recorded as one of the nation’s worst flood disasters that occurred in South East Queensland and parts of coastal New South Wales. The heavy rains forced thousands to flee their homes, creating a mass disaster for small towns in the Northern Rivers region of New South Wales. Lives were lost and thousands of people were displaced living in temporary accommodation and tents.HAAin partnership with the Good360, Resilient Lismore and Mullumbimby & District Neighbourhood Centre (MDNC) delivered and distributed aid to the local community in Lismore and Mullumbimby.

“We are fighting a powerful tobacco industry that continues to interfere with smoking reduction efforts. They claim to desire a smoke-free world, but this is simply an attempt to legitimise their activities while they continue to spend billions promoting tobacco cigarettes. They are exploiting loopholes in our legislation and lobbying policy-makers to soften laws so they can continue to sell a product that kills millions worldwide every year.”

In a first for public hospitals nationally, patients at Royal Perth Hospital can now obtain electronic prescriptions that can be dispensed at community pharmacies.

E-cigarettes distracting from evidence-based tobacco control: experts

There have been nearly 392,000 registrations for Active Script Lists, which is a consolidated list of all the medicines a patient can have their pharmacy dispense for them. Electronic prescriptions are now available to most Australians as an alternative to a paper prescription. Many people are choosing electronic prescriptions for convenience. Electronic prescriptions became critical during the pandemic and a spate of natural disasters that meant patients could not get to see their doctor in person.

A joint project between Royal Perth Hospital, WA Heath Support Services and the Australian Digital Health Agency, the service will be rolled out to all specialties at the hospital following an initial 12-week trial in Haematology, Immunology, Anaesthesia & Pain Medicine and Gastroenterology & Liver outpatient clinics.

“Despite evidence that hard-hitting mass media campaigns on tobacco harms are crucial in reducing smoking prevalence, Australia’s investment in such campaigns is below standard and has decreased significantly. Greater investment in these campaigns is urgently needed,” the University of Melbourne-based scholar added.“Theexperts called for an evidence-based national cessation strategy featuring robust and accessible clinical guidelines that ensure all smokers are offered evidencebased support to quit. Working with priority populations to develop, implement, and evaluate these tobacco control measures is also crucial to ensure they are socially and culturally appropriate.”

Royal HospitalPerththe first public hospital with prescriptionselectronic- A National First

Australian Digital Health Agency CEO Amanda Cattermole said the new service was a major step forward for Western Australian Health and the hospital, as well as for patients.

“We’ve had enough of their tactics”.

Evidence-based tobacco control reforms need urgent investment, but the distraction of e-cigarettes is slowing progress and diverting resources away from decades of proven efforts, according to a new Australian study published in the Australian and New Zealand Journal of Public Health.

“To achieve Australia’s goal of reducing smoking prevalence to less than 5% by 2030 and ease tobacco’s considerable burden on the health system, we need to invest in what works,” said Dr Jongenelis, who is a committee member of the Public Health

During the trial, registered prescribers can generate an electronic prescription when needed for their patients. Patients will receive an SMS or email message with a token they can either present in person or forward electronically to their local pharmacy to receive supply of their medicine.Theability of healthcare providers to generate an electronic prescription supports consumer expectations and a choice between paper prescriptions and electronic formats where appropriate. This initiative brings hospital healthcare into the digital health landscape.

More than 45,000 prescribers - GPs and nurse practitioners - have issued electronic prescriptions to patients and more than 98 per cent of all community pharmacies around the country are dispensing them.

Royal Perth Hospital Bentley Group Outpatient Project Lead, Ros Jones, said: “We are very excited to partner with WA Health Support Services to develop this fantastic option for our patients and our clinicians who care for them.

“At the end of the Royal Perth Hospital trial, there will be a full-scale evaluation involving feedback from patients, clinicians and pharmacists to help inform further rollout plans for WA Health.”

“This is a fabulous development for hospital outpatients to make their lives a little easier upon leaving hospital with proven digital technology that will further enhance the reputation of Western Australia’s world-class health system,” she said.

“As we are now delivering more healthcare virtually via video and phone call appointment, the ability to also provide patients with their medication scripts electronically enables us to be far more responsive. Patients receive their script in real time, straight away, no more waiting for them to be posted out.”

For Challenges and opportunities for tobacco control in Australia: a qualitative study*, lead investigator Dr Michelle Jongenelis interviewed 31 experts, including tobacco control advocates, researchers, public servants, and health practitioners. Tobacco industry interference, lack of government investment, and a misperception that tobacco control is ‘done’ were hampering efforts to reduce smoking rates, the experts added.

Other priorities included minimising the appeal of tobacco products, an expansion of smoke-free areas, and the introduction of positive licensing schemes across Australia.

Association of Australia’s Health Promotion Special Interest Group. “The experts I interviewed called for strengthened tobacco control measures that meet Australia’s obligations under the World Health Organization’s Framework Convention on Tobacco Control.”

Dr Jongenelis cautioned, however, that reforms must be protected from vested interests.

While this is the first trial of electronic prescriptions in a metropolitan hospital setting in the country, as at 10 August 2022, nearly 72 million electronic prescriptions have been issued, as healthcare providers and patients see the benefits of going digital.

Just as having youth and good health is a test, so is aging. It is another phase of life with new tests, that, if we have the right mindset and follow Islamic guidance, we can make the most of our twilight years and earn a lot of rewards before we return to our Creator, insha Allah.

Islam honour’s and respects the elderly.

“It is Allah Who created you in a state of weakness, then gave strength after weakness, then, after strength, gave weakness and grey hair: He creates as He wills, and it is He Who has all knowledge and power.” (30:54)

When we are young, we can’t imagine the difficulties we will face when we’re old. As we age our health, mental capacity and quality of life diminishes. We may feel we are burdening family, adding to feelings of depression.

Most people don’t plan for their old age. When things come to a crisis point is the most difficult time to start searching for help and making decisions. We can’t plan everything ahead but having knowledge of available services and having an Advance Care Plan is helpful, insha Allah.TheNational Zakat Foundation’s

There is a widely accepted expectation that our elders must be cared for by their family only, no matter what. But this expectation must be looked at realistically, both by the families and elders themselves.Thereality may be that family is unable to adequately care for their elder, or an elder may not have anyone.Families often feel guilt when they have to look for help. Caring for an elder can become psychologically and emotionally like caring for an unwell child, and it can be extremely distressing to “let go” and let someone else take care of them. But sometimes it is in the best interests of the elder that they are cared for by people with special training and in a setting where they will get the best help. It is very important that the dignity of our elders be maintained. Elders have the right to make decisions about their own lives. Informing them of their options and involving them in the decision-making process maintains their sense of dignity and is best for their mental and emotional well-being.

Aspect is the latest of VU’s valued industry partnerships. Last month, VU announced a similar partnership agreement with Orygen, Australia’s youth mental health centre of excellence.

VU Vice-Chancellor Professor Adam Shoemaker said the partnership demonstrates a shared commitment by both VU and Aspect to empower the communities they serve.

Commenting on the partnership, Aspect CEO Jacqui Borland said: “This partnership represents an amazing opportunity for our participants and staff, and for students studying at VU who are looking to embark on a career working in specialised education or therapy, or who are Autistic themselves, and will benefit from the insight we can bring to help support them in their studies.

Speaking about the partnership, Minister for the NDIS, the Hon. Bill Shorten said: “This partnership is an excellent example of how we can ensure the future disability workforce is skilled and properly trained.”“Ihopeto see more of this kind of collaboration between educational institutions and disability organisations. The better trained disability workers are, the better care they will provide to Australians with disability.”

“I am really excited to see how we can further develop our relationship to better support people on the autism spectrum and their families, both on campus and in the wider community,” she said.

VU researchers in health, wellness and sport will also examine opportunities to conduct collaborative research with Aspect’s Research Centre for Autism Practice (ARCAP) to contribute evidencebased solutions that address the challenges of people on the autism spectrum and their families. Both VU and Aspect are actively finalising an agreement that will also enable a new autism service hub to be established at the University’s St Albans Campus.

Victoria University (VU), Autism Spectrum Australia (Aspect), and Minister for the NDIS, the Honourable Bill Shorten MP, have announced a partnership aimed at boosting the workforce of professionals who support the estimated 1-in-70 Australians on the autism spectrum. The alliance will see the country’s largest provider of autism-specific services and school programs, Aspect, establish its first major partnership with a university.

The five-year partnership, beginning in October 2022, will offer VU students who are training in areas such as speech pathology, social work, community services – at both the TAFE and Higher Education levels – opportunities to participate in placements, internships, and formal employment with Aspect. It will also offer opportunities for Aspect staff to add their 50+ years of expertise in education, therapy, assessments and creating inclusive community environments to VU classrooms.Centraltothe alliance will be an opportunity for Aspect participants to participate and attain a recognised qualification from VU – such as a Certificate I in Work Education or a Certificate I in Transitions Education – in alignment with Aspect’s aim to provide services that help Autistic people realise their unique potential.

“We couldn’t be happier about our new alliance with Aspect, in such a critical area for all of us. We’re particularly excited that part of the agreement will see VU qualifications offered to members of Aspect and the broader community we serve,” he said.
