President’s Report

The past 12 months as your President has flown by, but we have achieved a lot.

It was always going to be hard. We were crawling out of Covid with a club that did not comply on almost all fronts. We had sold off part of the family jewels and you can only do that once.

After paying off debts accumulated from 14 years of losses we needed to future proof our survival as much as we could while, at the same time, provide support for our veterans and rebuild the club as a district community landmark.

Mike Bishara started in July 2022 as our General Manager, ahead of our AGM in September 2022. From then, our drive as a committee has been to invest in our business, to make our community want to come here. I must thank our manager for his business focus and bringing together the great staff team we now have.

Together, with support from various committee members, we have maintained welfare support to all qualifying veterans, seen more functions, more entertainment and of course more turnover through our bar and other facilities. And, of course, we have invested in, and developed, an excellent quality kitchen with an A grade certificate for health and safety.

We are back to being a community RSA and have plans now to expand both welfare and associate member benefits.

But all of this came at a cost. While our operations section performed better than it has for years, we had to spend almost $200,000 on repairs, maintenance, accounting and the investment in new assets. Fitting out the kitchen alone from the tail of last financial year has cost the club at least $35,000.

Many major maintenance works have had to be tackled this year in order to have a waterproof and legally functioning building. One major project this year has been to waterproof the building and replace spouting and guttering at the back of the club. This appears to have been achieved. All that remains is to repaint the roof and the fascia once the weather improves.

repair bill inside it. But the fact is that the previous committee had voted to stay in this location so there is little choice. They debated the issues, benefits and disadvantages at length. I participated in those discussions.

The result of the expenditure was an EGM this year to refund the Operations Division who could no longer afford to fund repairs from cash flow. I had promised the members that they would be consulted on any expenditure over $50,000 and was appreciative of 80 of the 83 who attended voting in favour of the motion.

Through all of this, I have been supported by a very involved and focused committee. I thank them for that commitment. We had one resignation from the committee during the year.

Our staff team have developed into a positive and forward-thinking group, which is continually coming up with various entertainment ideas for our club. This has come about from various staff and committee training sessions in everything from health & safety to increasingly demanding conditions from the Department of Internal Affairs involving management of our Pokies operation.

The general manager has completed the staff and business structure side of the club he was assigned and, with committee endorsement, has handed over the reins to Club Manager Vini-Rangihaeata-Stockman.

Mike will continue as a consultant to help oversee club operations for a while and work with our financial committee to cut costs and expand income so that we may work our way back into the black.

You can’t turn around an oil tanker in 100 metres but we have aboard the professional team to get us there as soon as we can – and in a way this makes the club sustainable for generations to come for our members and their families.

For the future, I see a joy about our club; happy faces and increased trade through the year. You and our new members are the reason we continue to exist. Without your support week-on-week, this club would be closed by now.

To me, the Hibiscus Coast Community RSA is an integral and important part of the Hibiscus Coast community and its future.

We own our land, no mortgages - we have a future.

• Completion of kitchen refurbishment

• Completion of function room refurbishment

• Conversion of main entry garden into lawn

• Partitioning off our Museum at the back of restaurant area and completing refurbishment

• Replace rotted load bearing floor joists discovered after exposing the wall

• Department of Internal Affairs suspending our pokie machines license for three months, resulting in a total reapplication for a licence we had held for much more than a decade

• Absorption and rectification of more than $40,000 worth of accumulated leave

• Major repairs to roof and future proofing same

• Years-old leak under the bar that posed odour and health and safety issues and involved replacing the front of the bar entirely

• Re-painting around the interior of the club and de-scaling mould from the outside of the building.

• Ground movement being monitored under Function Room

• Felling of several trees that posed a danger

• Four replacement pokie machines, and another upgraded

• 20-seater bus purchase for welfare and club use

• Conversion to fibre from copper wire communications to enhance our internet and SwiftPos connections

• Substantial ventilation installation to enable renewal of building WoF (underway)

• Improvement to our buildings internal sound system (underway)

• Investigate and evaluate welfare support system for Associate members, similar to Returned and Ex-service member support (underway)

Women’s Section Report

Women’s Section regaining strength post-Covid

Our Women’s Section is moving along quite nicely with our monthly get together, of which we have between 40 and 50 ladies attend. We meet the 1st Tuesday of each month, meeting starts at 1pm and we have either a guest speaker or an entertainer. The ladies enjoy a good chin wag, comradeship and a lovely afternoon tea, and we always love to have new members come and join us.

Each month we do a small change collection for a charity as every little helps. Some of the charities were the local stroke club, Women’s Refuge, Westpac Helicopter, Cancer to name a few.

Covid really did a lot of damage with the lockdowns and ladies losing their confidence, so we are slowing building our numbers up again with new people joining, we will make any ladies welcome.

This last year we have been busy with catering for funerals and birthdays, we also hosted the National Women’s Association AGM and Conference, a lot of work but very satisfying and we learnt a lot.

A Very Big Thank-you to all my wonderful committee for all your support and help through this last very trying year, next year will be better.

Welfare Report

The Welfare section of our association continues to make great progress in re-inventing itself.

As with many RSAs around the country, the RSA is being successfully massaged to meet the current needs of our community.

The Welfare role is an integral part of this change and we seeing existing programmes being examined and new, more member-relevant schemes introduced.

Around $23,000 of claims were approved by the Poppy Foundation Trust for eligible claimants for the 2022-2023 financial year. Some $3,000 was claimed for the support of our three vehicles – these funds are well used to maintain and operate the vehicles.

We are now part of the Poppy Foundation Trust Sharegroup, which allows us to make (hopefully) useful contributions to the overall management, scope and operation of the PFT and Ranfurly Trust.

Poppy Day Collection came and went with around $14,000 being raised by just the usual handful of people and groups. A shout-out to Moninne, our resident Duty Manager and entertainment coordinator and decorator extraordinaire and to Carolyn Howden for their amazing ANZAC displays both at the club and Coast Plaza.

Engagement with Veteran Affairs, Age Concern, Love Soup, Woven Earth, WINZ, other provincial RSAs (including Katikati this year), Women’s Refuge, The Royal Commonwealth Ex-Services League, The Paras – Colchester (an amazing group to work with) and many other organisations and schools continued as usual throughout the year.

We have become a very well networked and IT savvy bunch.

Medal ordering and refurbishment was a regular activity this past year.

The interment of ashes at the back of the memorial wall this year was an activity made difficult by the sodden ground and the ceremonies that went with them made miserable, thanks to the weather on the day.

Your well-travelled volunteer drivers are still doing an amazing job – thanks to Roger, Suzan, Colin, Paul & Jay, Between us all, we did around 150 drives this past 12 months taking our clientele to medical appointments around Auckland and up to Warkworth. No real juicy stories to tell, no accidents - just business-as-usual.

Welfare Report

A fund has been opened up to all non-veteran and non-service members of the club meaning we hope, eventually, to offer assistance where needed to ALL members of our association.

The trials and tribulations sent us this past year have not been viral pestilence thank God, but instead a series of weather bombs. It seems it has not stopped raining since forever and we had no summer to speak of. Cyclone Gabrielle came and went leaving a trail of destruction but not done, she had a prelude and a sequel of almost equal severity.

The HBCCRSA is on the Auckland Emergency Management register and we were called upon to make our facility available for those left homeless, stranded or fearful.

A call was put out for members to bring in bed linen, pillows, rugs, towels and latterly non-perishable food. There was so much dropped off in just three days we had to ask for the brakes to be put on.

An amazing response – the items were duly sent off mainly to the East Coast but some distributed in South Auckland and around Rodney. We also have set up an emergency shed that has a modest amount of materials needed for future emergencies.

Indoor Bowls

We continue to hold bowls every Tuesday (except for the first Tuesday of the month) and Thursday playing three games a day. Bowler numbers have remained stable over the past year.

We remain very much a social club not participating in competitive tournaments, we often have a number of players staying behind after Thursday games for the odd bevy or two.

We hold two enjoyable social events a year one mid-year and one at Christmas which are well attended by both bowlers and invited guests.

Our bowling club does not charge any annual membership fee, but we do ask within a month of starting you join as a member of the HBCRSA if you are not already one.

We do have a $4 daily cover charge which allows us to fund our game and door prizes, serve a light afternoon tea between the second and third games, purchase any replacement equipment we may need, subsidise our mid-winter and Christmas events while making a twice-yearly donation to the HBCRSA.

KEV Report

Another year has passed and, despite diminishing numbers, we continue to be active. At this stage I believe the Silverdale KEV to be one of two branches of the Kings Empire Veterans still functioning the other being Henderson.

Our two membership participation highlights were our Christmas and mid-winter lunches. The former with 31 attendees was held at the Bays Club in Brown’s Bay and the latter at the HBCRSA.

At the Bay’s Club, life membership badges were presented to Sid Ball, Neil Butt, Ray Green and Ian McLean. Receiving Branch Merit Badges were Kerry Hamilton and Norm Greenall.

We also bade farewell to Penny and Ed Ashton. Penny has been our sponsor since opening New World in Whangaparaoa and we gave her due recognition for her generous support.

Also our grateful thanks was extended to Brenton Faithfull for providing free bus transport and table mats. Our thanks to the Bays Club from all of us for their excellent catering and accommodation of our various needs.

Our mid-winter lunch saw 21 members and guests provided with an excellent three course meal by the RSA team. Chef Ronnie with Vini and Moninne outdid themselves and the table settings plus table service was much appreciated.

Certificates of Appreciation and Branch Merit Badges were presented to Beth Kavanagh, Kay Chilman, Janet Fitzgerald, Roseanne Taylor and Katrine Mclean. These ladies served us well.

We support Executive Committee member David Dryden in attending ANZAC Day celebrations at Orewa and Whangaparaoa colleges with each college doing a splendid job.

I presented the KEV/RSA in giving a talk to North Haven rest care residents about the history of ANZAC Day.

Finally, it is with regret that we advise the passing of our long-standing member NZ 11240 John Ziegler RNZN on 7 July 2023. RIP John

Fishing Club Report

The fishing club registered 28 paid members for the fishing season. That number is up one from the previous year and the number of new members within that total was again up, which is a pleasing sign.

We had originally scheduled 14 trips but in the end only managed 11 with three cancelled because of rough weather. Catch levels were similar to past years with six trips yielding six or seven fish each and early returns to the marina.

Remember we share the snapper catch as evenly as possible, so we all go home with similar number even on the odd trip where we don’t catch our limit.

A slightly worrying sign this year was the increase in the number of snapper with a “milky” or soft flesh. The jury is still out on the actual reason although most commentators believe it has something to do with the bottom-trawling vessels.

Not as many kingfish were caught this season but Colin Capstick did land a commendable 11kg species.

The largest snapper was 6.85kg caught by John Klingenberg on our first trip.

Congratulations to our other trophy winners:

Aggie Guerts (Ladies Snapper 3.5kg), Brian Rosser (Kahawai 2.5kg), Dave Somerville (Trevally2.28kg) and Graeme Barlow (Gurnard 0.75kg).

Thanks to Aggie Guerts and Mike Roland who continue to provide great support on the committee and Graeme Barlow who sorts the fish on our return.

Golf Report

The golf section of the Hibiscus Coast Community RSA plays at different courses every month.

Our regular monthly tournaments took place this year at Helensville, Whangaparaoa, Huapai, Southhead, Warkworth, Wellsford and Muriwai.

As past winners, we hosted the Auckland RSA golf tournament, held at Whenuapai RNZAF golf course. Our annual away trip in November took us up north where members played at Sherwood and Mt Denby courses around Whangarei. Thirty different players competed for the top prize of the ‘Green’ Jacket each month. Jacket winners this year were: John Malan (2), Mattie Oakes, Alan Holsted, Michael Black, Kevin Bradford, Debbie Wylde, Craig Edwards and Dyan Baird.

Our monthly competitions included the ‘Ryder Cup’ played between kiwis and internationals. This was won this year by the Kiwis (6 to 3).

A random pair’s competition introduced this year was won by Atholl Freel and Jock Thomson.

Our annual memorial Colour Day where we commemorate the golfers no longer with us, was held at Southhead.

A special mention must be included of Mattie Oakes who we lost very recently - he will be much missed both on the golf course and off it.

At our recent AGM, the following awards were presented:

• Best Attendance: Tex Smith, John Malan, Janet Sharrock

• Best Gross Round of the year: Craig Edwards retains the trophy with a 76

• Best Stableford round of the year: 42 points scored by both Atholl Freel and John Malan.

• Most two’s this year: Ladies: Adrienne Renton (1) Men: Craig Edwards (3)

• Best sharp shooters: Ladies: Debbie Wylde Men: Craig Edwards

• Pair’s competition: Atholl Freel and Jock Thomson.

• NAGA of the year: Lionel Lester.

• Best Average golfer: The most consistent golfers in this category. 36 points were scored exactly nine times this year. The contenders for this overall award were Janet Sharrock, Dyan Baird, Craig Edwards and Blackie Junior. The winner this year was Dave Bolton.

• A raffle was held with a T-shirt, an umbrella and a Wilson putter as the prizes.

Our members enjoy a friendly game together once a month, followed by prizes, raffles and socialising at the golf clubs. The annual away trip is lots of fun - two days away from Auckland, playing at two different golf courses. A bus and accommodation are organised for the trip and it is a popular event.

Successful start to home and away games

The 8 Ball Report for 2023 details the Hibiscus Coast Team’s successful start to their Home and Away games against Birkenhead RSA and Warkworth RSA. Recently, an Open Day at the RSA attracted new members to try their hand at playing pool. It’s great to see the return of members to inter-club trophies, which were halted due to Covid.

It is with sadness that we remember Ruby Nathan, a beloved member of our club who recently passed away.

If you’re a member of the HBC Community RSA, you’re welcome to join us on Club Days (Saturday 1.30-4.30pm or Tuesday night 7-10pm) to play 8 Ball for a cost of $5.

We play both Singles and Doubles, depending on the turnout. New members are always welcome, and we hold in-house tournaments throughout the year. We’re starting to organise away games when possible.

This year, each of our tables received muchneeded maintenance and has been recovered. As a result, they’re running smoothly and quickly.

Snooker Club

This year we have been promoting our Thursday Snooker as a “Fun Night” rather than concentrating on the winner-loser aspect.

I am confident that our members have had many good laughs over the year and enjoy the good-natured ribbing that sometimes gets a little bit loud but is all in good spirits.

Snooker Competitions

The drawn Doubles was won by Keith Bates and Geoff Bishop and runners -up were Danny Lissington and Rob Calendar.

The Handicap Singles was won by Hayden Brown and runner-up was John Gillespie.

The Open Singles was won by Colin Ross and runner-up was Troy Sealey.

The highest break of 38 was won by Hayden Brown.

This was a new competition and proved so popular that it will be now be an annual event.

Christmas dinner was held at the RSA where prizes for the Singles tournament were presented. All other prizes were presented at the end of each contest.

A very successful year in every aspect.

Silverdale Naval Club

The club resumed holding its meetings on the third Sunday of each month back at the RSA from April 2023 after enjoying the hospitality of the Red Beach Surf Club during the period that the RSA had been closed on Sundays.

We held our 2022 mid-winter dinner at the Birkenhead RSA enjoyed by 37 persons after our club meeting attended by 17 members.

August saw us hold our AGM attended by 18 members who re-elected the committee with Peter Atkinson coming on board in place of a member who was unavailable for reelection.

In October we were unfortunately informed that one of our popular members, Len “Onion” Sears, had been moved into a care facility but some of us were still able to go and see him during the trying Covid times. Unfortunately Len subsequently passed away after succumbing to problems exacerbated by catching Covid.

SILVERDALE NAVAL CLUB

We held our Christmas Dinner at the Red Beach Surf Lifesaving Club in December with 29 persons attending after our monthly meeting which had 11 members present.

Our February and March meetings were held at the Red Beach Surf Life Saving Club with 13 and 14 members respectively.

During the year members have attended various funerals around the North Island for compatriots mainly from our Naval days and paraded on Armistice Day and ANZAC Day.

Our club enjoys being able to use the facilities of the RSA to hold our meetings and look forward to continue to support the RSA in the future.

Military Museum

Relocated Military Museum

As everyone knows, we relocated the Museum from the now demolished building to our main RSA Building.

Some items were returned to the Royal New Zealand Navy that had been loaned to us including a large mine.

A number of volunteers packed everything up over a week and then the move was completed in a day with the help of a building company’s crew.

A new wall was built at the back of the restaurant which allowed us to locate most of our memorabilia into the space created.

A group of volunteers worked for a few hours each Monday over a number of weeks to create what we thought would be a good layout for people to visit and view the displays.

We feel we have got a reasonable display of what was previously in the old building and intend over time to swap out some of what is displayed as we have quite a lot still in storage.

We would like to have specific material on display around significant memorial days each year.

My thanks to those who helped to get everything in place and available for visitors and members to view.

TheglobalCOVID-19pandemiccontinuedtodominateglobalevents,includingourabilitytodeliveractivityinthehibiscuscoast community.TheDeltavariantwaswidespread,andgovernmentsreactedaccordinglybyimplementingcontinuedstatesof emergency,curfews,andextendedperiodsofrepurposingoffacilitiestoaCOVID-19response.Workingfromhomewhere possibleandrosterrotationsduringtheselockdownperiodsbecamethenorm.TheNewZealandgovernmentandthepublic remainedloyalandgenerousincontinuingtoprovideongoingsupportdespiteourpublicface-to-facefundraisingsuppliers beingputonholdforextendedperiodsthroughouttheyear.

DuetoCovid19,LockdownsatthecentrehaveimpactedtheongoingservicesprovidedbyTheHibiscusCoastCommunity ReturnedServicesAssociationIncorporated.UnderHealth&SafetyguidelinesfromAucklandCouncilandTheHibiscusCoast CommunityReturnedServicesAssociationIncorporated,noserviceswillbeoperatingattheCentrewhileinlevels3and4. Underlevel2thereareservicesavailablebutarelimitedandwithrestrictions.TheHibiscusCoastCommunityReturnedServices AssociationIncorporatedhasrobustCovid19policiesinplacetohelpmaintaintheintegrityofitsservicesandtheHealthand safetyofitsclientsandstaff.Thelockdownsoflevel3and4havehadanegativeeffectonbothreferralnumbersanddonation streams.

Basis for Opinion

We conducted our audit of the statement of financial performance, statement of financial position, statement of cash flows, statement of accounting policies and notes to the performance report in accordance with International Standards on Auditing (New Zealand) (ISAs (NZ)), and the audit of the entity information and statement of service performance in accordance with New Zealand Auditing Standard (NZ AS1) 'The Audit of Service Performance Information (NZ)'. Our responsibilities under those standards are further described in the Auditor's Responsibilities for the Audit of the Performance Report section of our report. We are independent of The Hibiscus Coast Community Returned Services Association Incorporated in accordance with Professional and Ethical Standard 1 ‘International Code of Ethics for Assurance Practitioners (including International

Independence Standards) (New Zealand) issued by the New Zealand Auditing and Assurance Standards Board, and we have fulfilled our other ethical responsibilities in accordance with these requirements. We believe that the audit evidence we have obtained is sufficient and appropriate to provide a basis for our opinion.

Other than in our capacity as auditor we have no relationship with, or interests in, The Hibiscus Coast Community Returned Services Association Incorporated.

Restriction on Responsibility

This report is made solely to the Members, as a body, in accordance with section 42F of the Charities Act 2005. Our audit work has been undertaken so that we might state to the Members those matters we are required to state to them in an auditor's report and for no other purpose. To the fullest extent permitted by law, we do not accept or assume responsibility to anyone other than the Members as a body, for our audit work, for this report, or for the opinions we have formed.

Executive Committee' Responsibility for the Performance Report

The Executive Committee are responsible on behalf of the entity for:

(a) identifying outcomes and outputs, and quantifying the outputs to the extent practicable, that are relevant, reliable, comparable and understandable, to report in the statement of service performance;

(b) the preparation and fair presentation of the performance report which comprises:

- the entity information;

- the statement of service performance; and

- the statement of financial performance, statement of financial position, statement of cash flows, statement of accounting policies and notes to the performance report in accordance with Public Benefit Entity Simple Format Reporting – Accrual (Not-For-Profit) issued in New Zealand by the New Zealand Accounting Standards Board, and

(c) for such internal control as the Executive Committee determine is necessary to enable the preparation of a performance report that is free from material misstatement, whether due to fraud or error.

In preparing the performance report, the Executive Committee are responsible on behalf of the entity for assessing the entity's ability to continue as a going concern, disclosing, as applicable, matters related to going concern and using the going concern basis of accounting unless the Executive Committee either intend to liquidate the entity or to cease operations, or have no realistic alternative but to do so.

Auditor's Responsibilities for the Audit of the Performance Report

Our objectives are to obtain reasonable assurance about whether the performance report is free from material misstatement, whether due to fraud or error, and to issue an auditor's report that includes our opinion. Reasonable assurance is a high level of assurance, but is not a guarantee that an audit conducted in accordance ISAs and NZ AS1 will always detect a material misstatement when it exists. Misstatements can arise from fraud or error and are considered material if, individually or in the aggregate, they could reasonably be expected to influence the decisions of users taken on the basis of this performance report.

As part of an audit in accordance with ISAs (NZ) and NZ AS1, we exercise professional judgement and maintain professional scepticism throughout the audit. We also:

• Identify and assess the risks of material misstatement of the performance report, whether due to fraud or error, design and perform audit procedures responsive to those risks, and obtain audit evidence that is sufficient and appropriate to provide a basis for our opinion. The risk of not detecting a material misstatement resulting from fraud is higher than for one resulting from error, as fraud may involve collusion, forgery, intentional omissions, misrepresentations, or the override of internal control.

• Obtain an understanding of internal control relevant to the audit in order to design audit procedures that are appropriate in the circumstances, but not for the purpose of expressing an opinion on the effectiveness of the entity's internal control.

• Evaluate the appropriateness of accounting policies used and the reasonableness of accounting estimates and related disclosures made by management.

• Conclude on the appropriateness of the use of the going concern basis of accounting by the Executive Committee and, based on the audit evidence obtained, whether a material uncertainty exists related to events or conditions that may cast significant doubt on the entity's ability to continue as a going concern. If we conclude that a material uncertainty exists, we are required to draw attention in our auditor's report to the related disclosures in the performance report or, if such disclosures are inadequate, to modify our opinion. Our conclusions are based on the audit evidence obtained up to the date of our auditor's report. However, future events or conditions may cause the entity to cease to continue as a going concern.

• Evaluate the overall presentation, structure and content of the performance report, including the disclosures, and whether the performance report represents the underlying transactions and events in a manner that achieves fair presentation.

• Perform procedures to obtain evidence about and evaluate whether the reported outcomes and outputs, and quantification of the outputs to the extent practicable, are relevant, reliable, comparable and understandable.

We communicate with the Executive Committee regarding, among other matters, the planned scope and timing of the audit and significant audit findings, including any significant deficiencies in internal control that we identify during our audit.
