President’s Message 2021-22 Season Our bowls community strives to be welcoming and friendly Lawn bowls is played for the challenge and competition. It brings activity, personal enjoyment, the pleasure of spending time outdoors and provides great social interaction. Many say that once lawn bowls grabs a hold of you, it is hard to pass up an opportunity to get out on the green.

Haven’t we faced a challenge over the last season? Events were disrupted, or at times halted, bowls clubs had to close. With good guidance from Bowls New Zealand, agile planning from Auckland Bowls and the support of club executives and its members, everyone worked together with a common goal – to play bowls.

With everyone’s support and contribution, it was not too long before we could resume playing the game that we love, so great work everyone.

Our clubs I have been fortunate to have visited and bowled at many clubs.

Our bowls community strives to be welcoming and friendly and I have always enjoyed great hospitality.

Each of our clubs have wonderful histories and there are many reminders of the legacies of those who have come before us. But, as with all that we do change is inevitable, so it is great to see clubs thinking about new ways to maintain activity to boost income at their venues. Clubs are expanding their options by opening their doors to groups outside of bowls. More and more clubs are hosting a range of social and corporate activities – connecting Auckland Bowls Handbook 2021-2022 : 3

President’s Message 2021-22 Season more with their local community and neighbourhoods. This is exciting and a positive way forward for growth.

Our winners Congratulations to all those champions and winners over our last season; those who have had success when representing their clubs, those who won Auckland Centre events, regional and national events, and those who have made representative squads. Your success and efforts ensure Auckland has a presence in the sport of bowls, a pathway for others to aspire to – we are grateful and proud.

This year in June, we were able to celebrate an outstanding bowling season with our Awards Luncheon. While we expected to acknowledge winners from larger clubs, it was great to congratulate winners from our smaller clubs too!

Auckland representatives I applaud our Auckland players selected by Bowls New Zealand to represent the North Island in the upcoming North vs South event, being held in Dunedin in early November. This will be a pathway to be selected in the 2022 Commonwealth Games team. We will watch with keen interest and hope for solid results.

This year’s National Inter-centre was held in Wellington in March, our teams were determined and focused on doing well. They tried their best and the Open Men reached the finals, battling it out against Southland, who triumphed on this occasion. I am pleased to have witnessed a great team spirit and as always, we are proud to have our region well represented.

Events In my role as President, I attend many of the events during the season. I see first-hand the competitiveness and rapport amongst players, and how the different levels of experience and skill are put to the test. The greens are full, so it is pleasing to report the number of entries for our Auckland Centre events is on the rise for the first time in five years. Overall, we had an increase of 200 players competing in 2020-2021 events.

Let us continue the great effort. Happy bowling!

Auckland Centre Events Code Of Conduct for Players Objectives To state plainly the way in which Players who play in Auckland Bowls events are expected to conduct themselves and the consequences of any breach of the expected standards of behaviour.

General This Code of Conduct is to be followed on all occasions and in all places where the player can be seen to be a member of clubs under the jurisdiction of Auckland Bowls and includes the venue of play which means the green, surrounds and clubhouse of the place where the Player is either about to compete, is competing or has competed.

Player’s obligations 1. The competition To maintain at all times a high standard of sportsmanship and fair play. This will of necessity include: a. Always playing to the best of their ability and where appropriate to perform as part of a team. b. Abiding by the Laws of the Game, its Regulations and the Conditions of Play specified by the Controlling Body. c. Respecting and accepting without question any ruling given by the Umpire (subject to any right of appeal given by the Laws). d. Not to take any performance enhancing drug and to comply with any regulations adopted by Auckland Bowls in regard thereto.

2. Other occasions a. To refrain from: (i) any behaviour which might reflect unfavourably on the Game, Auckland Bowls, or which might bring any other player, official or Auckland Bowls into disrepute. (ii) making any comment to the media and in particular any public announcement or media comment that might bring the Game into disrepute. (iii) any discriminatory practices based on race, religion, ethnic background, gender, age, visual, hearing, or physical impairment. b. To: (i) (ii)

Auckland Centre Events Code Of Conduct for Players c. Respect the tournament officials, volunteers, officers, members and staff of any Club at which the event is being or has been played. d. Respect the Officers and appointed officials of Auckland Bowls.

Any breach of Code of Conduct 1. If the Convenor, having heard any explanation that the player concerned may proffer, persists in any breach of this Code of Conduct, the Convenor may withdraw that player from the event.

2. The Convenor must report breaches of this Code of Conduct to the Controlling Body on the prescribed form.

3. Any player who is dissatisfied by any action of the Convenor in relation to this Code of Conduct may require Auckland Bowls to enquire into the conduct in question of the player or Convenor in regard to it.

NOTE: This Code of Conduct has been adopted by Auckland Bowls, which requires every player who wishes to play in any Auckland Bowls event, to accept these conditions as a means of entry to the event.

Auckland Centre Events General Conditions of Play 1. Laws and regulations: Played under the Laws of the Sport of Bowls and Bowls New Zealand Domestic Regulations as applicable.

2. Code of conduct: By entering any Auckland Centre event players agree to abide by Auckland Bowls Code of Conduct as stated in the Auckland Bowls Centre Handbook.

3. Controlling body: The Controlling Body for this event is the Auckland Bowls Operations Committee. The Controlling Body will have the right to alter, add to or delete any conditions of play and/or special conditions to enable the completion of the tournament.

4. Entry requirements: In this event, all Players are to be full playing, financial members of the same club affiliated to Auckland Bowls to enter. Special conditions may apply.

5. Playing format: a) Qualifying: All Players/teams will go into a blind draw.

Players/teams will play three rounds/games. Players/teams winning two or three games will qualify for Post Section.

If the third game in qualifying has no bearing on the outcome of qualification; then both skips can agree to abandon the game as Did Not Play. However, if one team insists on playing, then the game must be played and if not played the offending team will be deemed to have defaulted (refer Clause 22).

Auckland Centre Events General Conditions of Play b) Post Section: All qualifiers will go into a blind draw. Byes will be dispensed with in the first round. All games will be a straight knockout. c) Ties in qualifying and post section: If after the specified number of ends or the time limit has expired (whichever occurs first), the scores are equal, then an extra end or ends will be played to determine a winner.

6. Defaults: If a team defaults on any game, their score will be recorded as a Loss. The non-offending team will be awarded a Win. (Refer to clause 22).

7. Byes in qualifying: Should there not be an even number of Players then a section(s) may contain a bye. The bye will be treated as a Win. 8. Time limit: If the jack has been delivered before the time signal the end will continue and if it subsequently becomes dead it will be replayed.

9. Postponements: Any postponements owing to weather conditions will be on Auckland Bowls’ website aucklandbowls.co.nz and the Infoline (09) 623 3551.

10. Acquired team member/substitutes: Any change in playing personnel shall be subject to the prior approval of the Controlling Body. Applications will be considered for the following reasons: sickness, bereavement, work commitments arising after the commencement of the event, Jury service, 38 : aucklandbowls.co.nz

Bowls NZ commitments. Other individual exceptional circumstances may also be considered. The Controlling Body may require documents or evidence to support any applications. An application form is available to download from the Auckland Bowls website. Special conditions may apply.

11. Clothing: a) Players in Singles events will wear the uniform of the club that they are representing. This means an authorised club shirt and authorised club pants/skirts. b) Players in team events will wear the uniform of the club that they are representing. This means matching club shirts and authorised club pants/skirts. c) Logos that conflict with the event sponsor will not be permitted and must be covered up. d) Should a person or a team continue to ‘infringe’ on clauses a) – c), then action will be taken which may include a fine to the individual or non - acceptance of future entries.

12. Footwear: Only approved footwear as per the Laws of the Sport of Bowls – Domestic Regulations 11.1, is to be worn.

13. Cell phone: Use is not permitted by Players on or alongside the greens during play. It is preferred that cell phones are switched off or turned to silent. The use of a cell phone by Players while their game is in progress may result in a $50 fine.

Auckland Centre Events General Conditions of Play 14. No smoking policy: Cigarettes, e-cigarettes and vaping are all banned anywhere in the clubhouse and on the greens. Clubs will have designated ‘smoking area(s)’ to be used by Players and officials. Any breach of the no-smoking policy may result in a fine of $50.

15. Alcohol: The drinking of alcohol is to be confined to the club house at each venue. Drinking outside of the clubhouse during competitions will not be permitted. Any breach of the alcohol policy may result in a $50 fine.

16. Catering: Payment of any catering supplied by clubs, including morning and afternoon teas, will be at the club’s discretion.

17. Trial ends: Before the scheduled start of the Player’s/team’s first game, or before continuing an unfinished game on another day, one trial end may be played in each direction.

Please refer to Laws of the Sport of Bowls, Law 5.1.

18. Late appearances: When any Player has failed to be able to commence play 15 minutes after the scheduled starting time, the game will be awarded to the opponent.

19. Scorecards: These will be completed clearly and in full for every game. The names of all Players and the time the game is finished are to be entered, and the scorecard is signed by both Skips.

20. Ineligible Players: Any club playing ineligible team members will be penalised $100 per ineligible team member and will be Auckland Bowls Handbook 2021-2022 : 41

21. Entry fees and withdrawals: Entry fees will be refunded to late entries and entries not accepted. No refunds will be made to teams or Players who withdraw less than 48 hours prior to the scheduled commencement of the event. Any withdrawals are to be notified to the Auckland Bowls office or the Convenor of the event by 12 noon on the day preceding the scheduled commencement of the event, otherwise, Players will be penalised $30 per non-appearance and Clubs may be penalised $100 for non-appearance.

22. Defaulters: No team entered in a team event will withdraw except in the case of illness of a Player or other just cause. The Controlling Body may require evidence of the illness or other just cause to be submitted. Any offending teams or team members may be penalised up to $100.00 per playing team member defaulting.

23. Appeal against decisions of Umpires: The Umpire’s decision is final in all circumstances except those relating to the meaning or interpretation of a law, in which case there will be a right of appeal to the Controlling Body (Law 43.2.6). Any such appeal is to be lodged with the Tournament Convenor within 10 minutes of the conclusion of the game.

24. Operations Committee will act on any complaints and all playing disputes, provided they are in writing to the Auckland Bowls Tournament Convenor.
