KIC proposal guidelines

The European Institute of Innovation and Technology KICs financing and funding of KICs' actions by the EIT This note is for the benefit of proposers to the call for proposals EIT-KICS-2009 Knowledge and Innovation Communities and gives further clarification on the terminology used within the call in relation KICs financing and the funding of KICs' actions by the EIT. Simplified instructions, for completing the revised Part A3.1 of the proposal, are included.

Please note that these instructions relating to Part A3.1 of the proposal replace and, in case of conflict, override any previous instructions relating to Part A3.1.

1. KIC financing Within Part B of its proposal, the KIC will present its business plan, including its financial planning. Part A3.1 of the proposal permits the participants to give some more detailed information on the source and magnitude of the financial resources that they will bring into the KIC. The total financial resources available to the KIC may come from a variety of different sources, such as: •

National/Regional funding – e.g. grants from National educational or research councils;

•

Community (non-EIT) funding - e.g. FP7 research grant or the EC contribution to structural funding

•

Private funding – e.g. grant from a private foundation or contribution from private business

•

The participant's own resources - e.g. cash from the participant's own treasury or inkind contributions such as the use of buildings (teaching facilities, laboratories, offices) or staff that the partners place at the disposal of the KIC without charge

•

EIT funding – the EIT grant to the KIC

2. EIT funding The EIT will fund the KIC through an annual grant. This grant may be used to fund only the KIC added value actions within the KIC programme – i.e. this is not a top-up funding for the normal activities of the KIC partners, but will pay for the extra activities that they do together "to make the KIC a KIC".

Examples of KIC added value activities include: •

The establishment, administration and coordination of the KIC

•

Provision of EIT branded master, doctorate and post doctorate programmes within a KIC

•

Mobility schemes within the KIC

•

KIC specific IP activities

Incubation of KIC start-ups and spin-offs

The EIT grant may be used to fund these (and other KIC added value activities) up to 100% of their cost (subject, of course, to remaining within the limits set by state-aid rules).

Over the first four years of a KIC, EIT funding is not expected to exceed one quarter of the total income of the KIC. Proposal Part A3.1 – sources of KIC financing Part B of the KIC proposal includes the business plan which will show, amongst others, the planned sources of income of the KIC. These are detailed and summarised, participant by participant, within Part A.3 of the proposal.

Each participant has a corresponding proposal Part A3.1 "Sources of KIC financing brought in by each participant organisation". This must be filled in showing the amounts and sources of the financial resources (cash and in-kind) that the participant is bringing to the KIC. These are categorised under: •

National/Regional funding

•

Community funding (non-EIT)

•

Private funding

•

Participant's own resources

•

Other sources

Totals are calculated automatically.

The line "Requested EIT contribution" is to be filled in only by Participant 1 – the Coordinator. All other participants must leave this line blank.

Form 3.2 will automatically summarise the information provided in Part A3.1.

3. New forms The forms described above and annexed to this note were introduced to the EIT proposal submission service on 31 July 2009. However, the text on Part A3.1 forms already created in the system before this date will not change. Only the A3.1 forms of newly added participants or new proposals will show the new text.

If you already have created the partners in your proposal, and do not wish to start a new proposal from scratch, please enter the correct data into the corresponding position of the original forms according to the correspondence shown in the table below. This will not affect the quality of your proposal: following proposal submission, evaluators will see the correct text on all forms, irrespective of their time of creation.

4. KIC reporting, annual funding and competitive performance The amounts entered in the proposal Part A3.1 forms represent a "snap-shot" of the KIC at the time of making its proposal. Each year, the KIC will present an annual report on its activities and including financial reporting for the previous year. At the same time, the KIC will present its updated 3-year business plan and grant request.

The annual report will report on all activities of the KIC, whatever their source of funding.

However, the financial reporting will only cover the use of the EIT grant and the costs of implementing the KIC added value activities during the reporting period. The note KICs Cost Reporting 2009 07 01 contains further detailed information on financial reporting.

The funding decision of the EIT Governing Board on the following year's annual grant to the KIC will be based upon both the 3-year business plan and the competitive performance of the KIC to date.
