End of a Hot Summer

n September 9th it is two months since the devastating and extremely tragic fire in Bédar and Los Gallardos. In our “In the News” section we comment on the investigation that started in a court in Vera on August 7th to explore all aspects of the fire and register relatives of those people who died as “injured parties”. Antonio Sanz, the vice-president of the Junta de Andalucía, stated in Parliament that the fire was an “extraordinary event”, “unusual” and “out of all logic”. The ‘Infoca’ fire-fighting entity in Andalucía has a rule of thumb that signifies the risk of fires which is “30:30:30”. The first 30 is for temperatures that are higher than 30 degrees and in Bédar it reached 41.3 degrees. The second 30 is for humidity less than 30%, and it was only 15%. The final 30 is for winds above 30km/h, and it was 50km/h, so unfortunately the weather conditions created the perfect scenario. Fire-fighters recorded the fire spreading at an “astonishing” 128m per minute, which is about five times the speed of a normal fire. Figures for the number of tourists who came to our province in the second quarter of this year was a record 726,000, and they stayed for an average of 6.3 days which is higher than the average in Andalucía. We comment on these numbers in our “In the News” section. The new ‘Auto +’ car purchase scheme is now in full swing, and we explain how it works in an article. It is very different to the previous ‘Moves’ schemes in all aspects as these had many bad features, such as waiting an extremely long time to receive the grant money from the autonomous communities. Dealers can now apply the discounts at the point of sale. From September 1st the price per litre of diesel fuel has gone down by 20 céntimos and 5 céntimos for petrol. It is seven years since the Pulpí Geode was opened to the public and by this anniversary on August 5th, 350,000 people from all over the world have gone to see it. Composed of enormous gypsum

crystals up to 2m long and with unprecedented transparency, it is one of the most unique mineral formations on the planet and one of the main tourist attractions in our province. Earlier this year it officially entered the process to become a UNESCO World Heritage Site

There is a continual debate over the number of tourist rentals compared to residential homes. In our province, 75% of the 103 municipalities have tourist rentals and the National Institute of Statistics (INE) state that there are 7,092 registered homes for tourist use with a capacity for 33,749 people. The ten municipalities with the highest number of tourist rentals in our province are Vera, Níjar, Roquetas de Mar, Mojácar, Almería capital, Pulpí, Carboneras, Cuevas del Almanzora, El Ejido and Garrucha, all of them on the coast. We enlarge on this in our “In the News” section. In our “What’s On” section we have events that will hopefully be of interest to our readers. The Teatro Cervantes in Almería city is closed for the foreseeable future for a complete restoration project on this famous 1921 building that is considered to be one of the city’s architectural jewels. We explain what is happening in our “In the News” section. There are no major national fiesta dates during September and October when official offices, banks and other businesses close. There are local fiestas in Alfaix, Cantoria, Pulpí and Vera during September, and Mojácar, Turre, Albox and HuércalOvera have fiestas in October.

In the News After The Fires The terribly tragic fires in Bédar and Los Gallardos that started on July 9th with a final total of 14 deaths, horrified people throughout Spain and many other countries. On August 7th a judge in Vera in the Court of First Instance opened an investigation that will last for several weeks. The judge had previously authorised the removal and identifications of the bodies. These are criminal proceedings to unravel the causes of the forest fire that began in the early afternoon in a ditch. High winds spread the fire over 5,200 hectares in total (20 square miles) particularly in Bédar. The nationalities of the 12 people who died at the scene and an elderly woman who died in hospital on July 12th were one Spaniard and his American wife, seven British, three Belgians and one French person, all of them adults. The final toll rose to 14 on July 28, after the death in Seville of a woman who had been hospitalised. In the initial phase of the investigation, relatives of the victims were invited to provide testimony and be registered as injured parties who can become private prosecutors. Those outside Spain could appear via a videoconference that has been put in place by the Andalucía High Court in Seville and authorised interpreters were involved. The result of the testimony following investigations by the Guardia Civil police may conclude that there was a responsibility attributable to persons or entities, both criminal or civil. If so, relatives will be advised as to their actions and rights that are available to them. Some affected people have set up the citizen platform “The Bédar Fire Working Group”, whose first meeting brought together about 60 people. During the meeting, the group called on all the political parties to support the creation of a commission of inquiry in the Andalucía Parliament to analyse the management of the emergency. The citizen group want to clarify why the fire was not easily controlled and whether the means used were adequate. They want information on the warnings sent to the inhabitants and why the ‘Es-Alert’ system (an early warning text message sent to all people who have mobile phone coverage) was not used, and to know if there were existing fire plans. All these questions will be part of the investigations in the court in Vera but representatives from the

Junta de Andalucía and the Almería Diputación (County council) have contacted the Working Group. On July 28th, Central Government approved “The declaration of an area seriously affected by a civil protection emergency”. Individuals and entities such as the municipalities, can apply for subsidies to alleviate personal injuries, damage to homes and belongings and compensation for industrial and agricultural losses.

The Vera Station People in our area will be able to travel on the AVE (High speed train) to Almería city or all the other places in the opposite direction when the Vera station is in operation. ADIF (the Spanish rail authority) invited tenders for the construction, and 20 companies have put in bids. Some of them comprise a number of companies that form a temporary alliance known as a UTE. The budget price is 15.6 million euros and prices submitted were from 14.1 million euros to 14.7 million. Each of the tenders have to comply with all the conditions in the tender document and the cheapest price is not necessarily the one accepted. ADIF don’t want the station to be finished until all the other work is nearing completion, so the date has been put at the start of 2028. The project will occupy 43,726m2 in the Media Legua area opposite the petrol station and 17,387m2 will be temporary whilst the station is built. Expropriations of land reach, in most cases, about 4,500m2. There are 33 owners of the land spread between individuals, companies and the public bodies of Vera City Council and the Junta de Andalucía. The new station will be designed to overcome a difference in height of approximately 8.6m between the building and the railway platform. Access to the platforms will be through an underpass linked to the main lobby, allowing fluid circulation for users from the lower level to the tracks. With a total area of 1,850m2 the new building will have a main general concourse, highspeed train departure lounge, information, ticket sales, customer service, toilets, changing rooms, commercial premises, offices, a warehouse and 100 parking spaces. There will be spaces for buses, coaches and taxis. Vera City Council have described the station as being “a great economic and tourist

In the News projection facility with access to the AVE”. Some construction companies have put in plans for residential projects as they anticipate that more people will want to live in the immediate area when the station is in operation.

Did You Miss It? Provisional figures put the number of “astro tourists” coming to Spain at 500,000 and they spent 350 million euros. If you looked through your special glasses and only saw the very start of the eclipse, or nothing at all because of cloud or the sun going behind a mountain, put them in a drawer until next August. In the southern parts of Andalucía there is a total eclipse on August 2nd. This will be much better to observe because it is at about 10.50am. The total eclipse will last for three minutes in Cádiz, two in Málaga, and one in our province east and west of Almería city. It has been described as a maritime event, not terrestrial, so people at sea will have the best view for a longer period of time. There are already hotels without rooms available for the night of August 1st in different parts of Andalucía and the few places that remain have prices much higher than normal. The phenomenon is not limited to hotels, Airbnb and Booking.com are showing extraordinary increases in the cost of renting properties in different parts of the various provinces. A three-bedroom tourist home in Almería province is offered for 3,436 euros solely for the night of August 1st. There is another eclipse that we will be able to see in 2028, but it is a partial eclipse, not a full one.

20 Years of Driver Points In July 2006 the Driver Points legislation came into force and every driver was credited with 12 points. With no losses of points for three years the 12 goes up to 14 and then after another three years to a maximum of 15. A novice driver starts with 8 points increasing to 12 with no losses after 2 years. Points are taken off for traffic offences, and a driver can lose all their points. In the 20-year period in Almería province 192,600 drivers, 43% of the total number, have lost points for 318,868 infractions and 7,290 have lost all their points with the DGT (Spanish Traffic Authority) taking away 1.1

million points in total. Deaths on interurban roads in Spain have gone down from 95 in 2004 to only 29 last year, 70% less, and nationally, Spain is in fifth position as the safest EU state for drivers. The loss of points for offences total 93,000 for speeding by 83,600 drivers, 45,000 points lost for not wearing a seatbelt by 37,000 drivers, 46,300 points for using a mobile phone by 35,500 drivers, and 43,400 points for 35,500 drivers under the influence of alcohol. If two years have elapsed without further infractions that lead to the loss of points, the initial balance of 12 points will be restored. Alternatively, there are 12 Driver Points Recuperation centres in our province including one in Huércal-Overa, where a driver can get back some or all of their points with 2,400 sessions since 2006, and 23,300 drivers have gone to these centres. There are two courses, the first one when a driver wants to get back some lost points and a second one for a driver who has no points left, and there is a fee for both. For partial points recovery there is a course that lasts 12 hours to get back a maximum of four points, but another course to get back a further four cannot be taken for 24 months. For a driver who has lost their licence for a fixed period of time, which is 24 months or less, there is a course of 20 hours that can be taken during the suspension period. If the suspension period is over 24 months there is another 20-hour course, but a theory test has to be taken and passed as well. The points restored after getting a licence back, at the end of the suspension period in this case, is only 8 points not 12. There are safety and efficient driver courses for passenger cars, motorbikes or scooters, and passing one restores 2 points. The test is taken in urban areas and normal roads. However, 2,400 drivers who lost all their points in our province since 2006 have not gone to the centres to recuperate them and get their driving licences back, for whatever reason.

Formula One in Madrid The Madrid Grand Prix will take place from September 11th-13th. It marks Formula 1’s return to the Spanish capital after more than 45 years, with a specially built circuit as part of the 2026 F1 calendar. This is the closing race of the European leg of the season. The race weekend has the normal

In the News practice sessions and qualifying, and the main race is on Sunday, September 13th. The “Madridring” circuit combines street-circuits with permanent track features, similar to the F1 race in Miami. It is 5.4 kms long with 22 corners, including the “La Monumental”, a semicircular banked turn of 24% over half a km. The track is designed to offer highspeed sections reaching 340 km/h and dramatic elevation changes. The vast majority of the 45,000 tickets were sold out by mid-August.

20 Céntimos Off Diesel Overall inflation in Spain in July was 3.6% mostly due to the rise in the price of fuel and electricity. The price of diesel rose by 15.7% in July compared to July last year, above the 15% threshold set by the 2026 Royal Decree to sustain tax cuts from the impact of the Iran war. When this limit is exceeded, the tax reduction on diesel fuel is automatically raised to 20 céntimos per litre from September 1st. Petrol has risen by 7.3% year-on-year and by remaining below the 15% limit, the cost will go down by 5 céntimos per litre.

Tourists In Our Province

and the date for the arrival of the ‘AVE’ (High speed train) in Almería is probably going to be 2029. The province has been described as “Paradise without connection”. The digital coverage has also been criticised as being worse than in many other places.

Pressure Group Against Gypsum Gypsum leaving Garrucha port makes it the largest exporter in Europe. A pressure group ‘Sitma’ from people in Garrucha and Vera Playa is demanding the reduction of the impact of gypsum dust in Garrucha port and disputes official figures from the Ministry of Agriculture, Fisheries, Water and Rural Development. They also want to be included in modernisation plans at the port. They point out that in response to complaints they were told that normally there were only two to four boats at the port every working day and the capacity had not increased. The official number of ships was put at 258 but the pressure group dispute this. Photos they have taken show that there are five to seven boats on many days and on July 17th there were eight waiting to enter the port where two were being loaded. In 2025, the total amount of gypsum exported from official figures was 7.3 million tonnes but it was slightly less than 7.7 million tonnes in 2024. There are windscreens supposed to stop the dust but on July 9th the amount of gypsum exceeded their height with 50km/h winds. The group say that a roof over the cargo loading area would stop most of the dust and is badly needed along with more efficient air collectors with filters near the promenade. There have been claims previously that when the ships discharge water that has been used as ballast on the journey to the port, there are no controls as to exactly what they are discharging. The Torralba company are building a discharge point at the Carboneras port that can handle 300 ships per annum. Apart from gypsum they will also export cement from the Holcim works. The attraction of Garrucha port is that it is only 20km from Sorbas, and Carboneras port is double this distance.

Figures for the second quarter of this year reveal that 726,000 people chose our province. 90.4% of tourists came for holidays or leisure, while 8.2% listed visits to family and friends. The previous record of visitors in this quarter dates back to 2019, with 714,673. After ‘Covid’, numbers were far less than this and in 2021 were only 368,000. Numbers have only increased slowly since then. Almería province is above the average in Andalucía for the average stay that in the second quarter was 6.3 days per person. Málaga tourists stayed for 5.7 days, and the average in Andalucía was 5.1 days. Daily expenditure compared to the same quarter last year went up by 9.4% to reach 72.7 euros per person per day. Multiplied by 6.3 days this gives a total of almost 460 euros. After the 9.7 obtained in the first quarter of 2024, the average score from tourists for satisfaction and facilities began to decline and stagnate below 9. In the first quarter of this year the province received its lowest score of Nearly One Tonne of Drugs 8.5 in all of Andalucía which then improved to 8.6. In the News all craft off our coasts showed that a boat was sailing suspiciously near Carboneras. Specialist Guardia Civil Police went to the location and found that bales of hashish were being unloaded from a launch and were being taken to an all-terrain vehicle. The result of the first intervention was the arrest in situ of the two men, the seizure of the hashish, the launch and the vehicle that had been reported stolen. Shortly afterwards, two other people were arrested in another vehicle. When the bales were weighed, they came to 915 kilos. Currently, a kilo of hashish costs an average of 700 euros in Morocco, the largest producer of hashish in the world. The one with the lowest quality costs 500 euros and the best quality bought from the Rif mountains range, can reach 1,000 euros. Once it crosses the Straits of Gibraltar it doubles in price and goes up to 2,000 euros per kilo. As it crosses Spain to be sent into Europe the value increases to about 3,000 euros per kilo, so in this case valued at 3 million euros.

No Date for The ‘AVE’ The Minister of Transport and Sustainable Mobility, Óscar Puente, came to Almería in mid-August to give dates regarding the new station, trains to Granada, and also the progress of the ‘AVE’ (High speed train) from Murcia to Almería city. He announced that Adif (The rail authority) plans to finish the new intermodal station in Almería city and the integration of the railway network during the fourth quarter of 2026. Once the work is completed, the necessary authorisation process for its commissioning will begin. He hopes that before next summer conventional trains will run again between the new station in Almeria and Granada, which will allow the direct connection to Madrid to be reinstated. Regarding the AVE his statement was, “The Government already has a forecast, but does not yet want to make it public. We are not going to give an exact figure yet. Although we have a fairly accurate forecast, we are not going to give that figure until it is an absolutely guaranteed figure.” The minister did not confirm 2027 (that is impossible) nor has it offered 2028, 2029 or any other date. He did add, “Later, in phases, we will be launching the high-speed section to Murcia.” The expression “in phases” opens the

door to a progressive commissioning, although he gave no details of which sections would be activated first, or on what dates. However, there are existing dates for the section between Lorca and Vera. Tenders for the assembly of the track have to be in by December 2026, and the contract awarded in 2027, with ten months of execution. This places the completed track and electrification in the second half of 2028. In another news item we comment on the AVE station in Vera that has a proposed opening date of early 2028. Even if the main works are finished, the AVE will not come into operation immediately. After completing the track and electrification, it will be necessary to validate the safety systems, especially the ERTMS (European standard for railway signalling and train control). Laboratory trains carry out the certification and in other parts of Spain this has taken at least 12 months. Cynics (or realists) put the whole completion of the line with passenger trains running to be during 2030.

Teatro Cervantes Almería Over the years we have regularly featured events in our “What’s On” section that take place in the Cervantes Theatre in Almería city. The future of the theatre became uncertain recently when ‘Kulver Productions’, who organised all the events pulled out. Opened in 1921 it is one of the jewels of architecture in the city, but it needs substantial repair work. On August 3rd it was announced that the Cajamar Bank Foundation and the

In the News Mercantile and Industrial Organisation in Almería city have signed an agreement to take over the theatre, repair and modify it, for a symbolic 100 years. Roberto García Torrente, the President of the Foundation stated that “For Cajamar, this agreement is one of the most important objectives achieved. After its comprehensive rehabilitation, we will return to Almería society a building that is the symbol of the development of Almeria, and we will recover its capacity to be a cultural, social, economic and institutional engine in the life of our city and province”.

The Ceuta Invasion

and none of the people were able to leave Ceuta and get to mainland Spain. A big problem was over 1,700 minors who came over on their own, although the Red Cross stated that there were far more than this. The main aim is to send them back to their families and Morocco has stated they will do this if the minors are returned. At the moment, plans in Spain are that they are sent to various autonomous communities. When the Italian Prime Minister, Giorgia Meloni, announced that Italy would “defend our borders and ensure citizens’ safety,” it appeared that she did not know where Ceuta was! She called for the suspension of the Spanish Schengen agreement, and Italy’s Foreign Minister, Antonio Tajani, then weighed in stating that Prime Minister, Pedro Sánchez, was “legalising hundreds of thousands of unauthorised migrants which was profoundly wrong and provided an incentive for human trafficking.” This drew a stern rebuke from Spain’s Foreign Minister, José Manuel Albares, who summoned the Italian ambassador, a mark of serious diplomatic displeasure, to answer for Tajani’s comments. He was told, “This message is unbecoming of the Foreign Minister of a partner and friendly country from which we expect European solidarity, not partisan demagoguery.” In a tit-for-tat move, Spain announced that Italians coming into Spain would have to go through border controls, but this only applied to between 5 and 10% in practice. When it became known that there might be a repeat invasion on Saturday, August 15th, 300 extra police were moved to Ceuta, and the army suspended all leave in August including soldiers already on holiday in mainland Spain. On the day, the authorities in Morocco stopped people from trying to leave and less than 100 reached Ceuta. They were put on buses and immediately sent back to Morocco. The “extraordinary” measures to allow illegal people in Spain to become legal after they comply with various conditions, has nothing to do with migrants such as the “boat people” or the people who came into Ceuta. In an article, we explain how the regularisation process is proceeding.

In many reports of the invasion from Morocco by “nearly” 80,000 (upgraded from 72,000 and mostly young people) on July 30th and 31st, news outlets talked about the influx into mainland Spain. Ceuta is an enclave that has belonged to Spain since 1688 and is 17 km from Cádiz province on the other side of the Strait of Gibraltar. It shares a 6.4 km land border with Morocco, has an area of 18.5km2 and it is one of Spain’s smallest autonomous communities with just 84,000 residents. It is part of Spain’s Schengen area but there are very strict identity and document checks for anyone leaving. Before all these people crossed from Morocco into Ceuta, a fervour had been whipped up on social media that if people went to Ceuta the border was open for onward travel into Spain. It remains to be determined how the Spanish Ministry of the Exterior, the CNI (equivalent to MI6) and Border Control staff seemed to have no idea that this was going to happen. Many migrants swam around the Tarajal and Benzú breakwaters or crossed on foot along the shoreline. From a large beach near the border, it takes at least two hours to swim to Ceuta, and this is very dangerous because of strong currents. Just under 100 people drowned and the Guardia Civil police stated that the exact number would never be known because bodies would have been washed out to sea. A quick debate in the EU concluded that Spain had acted quickly with police and the military (there are several army units in Ceuta) to escort at least 50,000 of them back to Morocco who left peacefully. In the News Education Authority in Andalucía and the system is developed on a loan basis. The books are the property of the educational administration and remain, once the academic year is over, in the centre where the student has been schooled so that they can be used by other classmates in successive years. In addition to the economic support it provides to families, the objective of this program is to instil in students the importance of taking care of school materials and being responsible for the investment made in their education. It has been announced that The Ministry of Education will allocate a budget of 50 million euros for the Free Textbook Program that will benefit more than 86,300 students of compulsory education in the province of Almeria. In the 2026/27 academic year, all the books corresponding to the 1st and 2nd year of Primary Education will be replaced with new ones.

Be On Your Guard! Robberies in car parks continue to be one of the biggest concerns for drivers and security forces. Although criminals are resorting to more and more sophisticated methods, some of the most effective tricks continue to rely on something as simple as a distraction. According to the police, perpetrators manage to distract the victim for a few moments to take their belongings without them realising what has happened. The most common strategy is to get the driver’s attention with any excuse. These thieves may have selected a victim by observing people in the supermarket and noting who are shopping on their own that may also be elderly, or mothers with children. In many cases, one of the criminals drops some coins near the vehicle or claims that they have lost an object near the vehicle. The aim is to get the victim to let their guard down for a few seconds. While the person turns to check what is happening or bends down to collect the coins, a second accomplice comes into action. Taking advantage of that brief moment, he opens a door that has been unlocked and steals any belongings in plain sight. The most dangerous thing about this technique is precisely its speed. Many victims discover the theft when they have already left the car park and are far from the location where it took place. The main

recommendation of the police is not to lose sight of your belongings at any time and to remain alert to the presence of strangers who approach the vehicle without a clear reason. They also advise that it is essential to ensure that the doors are locked whilst shopping and don’t unlock the vehicle until you are ready to put shopping inside, not from some distance away. Avoid leaving valuables in sight and be wary of any situation that forces you to take your attention away from the vehicle suddenly. In Vera, police arrested two men after one of them had punctured a tyre to distract the owners. Local Police in Huércal-Overa spotted a car that matched the description of one used by “hugger muggers”. These are females who hug a stranger and attempt to remove their expensive watch. The Guardia Civil police followed the car and when it stopped the two female occupants matched the description of women working in the area following official complaints. After their arrests it was found that both of them had previous convictions for the same thing.

The Proposed Anti-Tobacco Laws Major changes aimed to stop smoking were debated in the Spanish Parliament at the end of July when objections were submitted. The ban on smoking and vaping will be extended to hospitality terraces, transport stations, bus and coach shelters, open-air shows and concerts, swimming pools, and transport vehicles even if there is only the driver, as they are considered workplaces. It also establishes protection zones of more than 15m around educational, health, social and cultural centres, as well as parks and children’s play areas. In addition, to protect minors, the law introduces a severe sanctioning measure. Not only will the sale of vaping devices to minors be prohibited, but their consumption will be penalised as well. Violations will carry fines of 100 euros that must be assumed by the parents or legal guardians of the minor. Hospitality, tourism, professional transport and companies linked to vaping have presented their rejection of different aspects of the regulations from the prohibition of smoking on terraces to the regulatory measures for electronic cigarettes and other smokeless products. The association of

In the News bars and restaurant owners complain that there will be difficulties for thousands of businesses and argue that tobacco consumption will just move to the vicinity of establishments, without solving the problem that the regulation aims to address. The tourist industry complain that the restrictions could influence the choice of destination on the part of tourists who regularly visit Spain. They are asking for an investigation of the possible economic impact of the measures on one of the main Spanish economic activities. The most specific opposition comes from the Union of Vaping Promoters and Entrepreneurs (UPEV), which criticises the fact that electronic cigarettes and other smokeless products are subject to restrictions similar to those provided for conventional tobacco. They argue that the regulations should differentiate between traditional tobacco products and noncombustion devices. They point out that in several countries, including the UK, vaping is encouraged as a means of stopping tobacco smoking. Some health professionals in Spain have also backed this distinction. The National Federation of Transport Associations in Spain has questioned the prohibition of smoking or vaping in vehicles when the driver travels alone on long journeys for a large part of the day.

The Population of Almería Province In an article we comment on the “extraordinary” process to regularise people who are in Spain illegally. The Spanish National Institute of Statistics (INE) collate information from a variety of sources and regularly issue reports. One of the latest ones relates to the population in our province on July 1st at the end of the second quarter of this year. Almería province stands out as the one with the highest proportion of foreign-born population in Andalucía, with 209,390 of these people currently residing here. This figure represents 26.54% of the total population. The ‘INE’ consider that 788,934 people resided in our province as of July 1st which is 2,527 more than in the first quarter and 11,544 more than just a year ago. The highest numbers that arrived in the second quarter were from Colombia, Venezuela and Morocco in descending order. Figures for population from the INE during

the year are “accurate estimates” and the exact totals are the annual figures from people on the ‘padrón’ (the official list of all inhabitants in each municipality), as of December 31st. Town halls have to provide the information to the INE who can then calculate the exact numbers.

Maternity and Paternity Leave Subject to certain conditions, from January 1st, married parents or those in a registered partnership are both entitled to 19 paid weeks of maternity and paternity leave, instead of the previous 16 weeks. It applies to their own children and adopted or longterm foster ones. There is a continuous 6-week period immediately after birth, with another 11 that must be taken during the first year of the child’s life. This can be split as to how the parents or partners want to do this, with a minimum period of a full week. The remaining two weeks have to be used before the child reaches eight years of age. 32 weeks apply for single-parent families in the case of children born, adopted or long-term fostered after July 31st, 2025. This has to be six weeks after birth, 22 uninterrupted weeks during the first year, and four until the child reaches eight. However, if the birth, adoption or fostering of the child took place between August 2nd, 2024 and July 30th , 2025, each parent or partner is only entitled to 18 weeks paid leave. The first six weeks must be taken after birth, adoption or fostering, 10 weeks must be taken within the first year, but in the case of single parents, they have an uninterrupted leave of 20 weeks. There are two additional weeks of leave until the child reaches the age of eight, or four weeks in the case of singleparent families. Extensions of these normal leave

To obtain the benefits, there has to be a minimum contribution period paid into the Social Security system of at least 180 days, or 90 days in the previous seven years if you are between 21 and 25 years old, or at least 360 days, or 180 days in the last seven years, if you’re 26 or older. For those under 21 years of age, there is no minimum contribution period. It applies to all nationalities who have legal residency and pay into the Social Security system. The amount of money for leave is paid by the Social Security department, not the employer, and is the same as the normal wage. This also applies to self-employed people. The Social Security Department paid 6,089 benefits for the birth and care of a child in Almería province during the first half of 2026, that totalled 41.5 million euros. Almeria has registered a rebound in births during the same period after two consecutive years of decline. Between January and June, 3,226 children were born in the province, 185 more than in the same period in 2025. Employers are allowed to set a person on with a temporary work contract to cover the time period away from work by their normal employees. They cannot fire a person during the specified periods as their employment has been suspended, not terminated. The Almería Diputación (County council) are giving a grant of 1,000 euros for each birth or adoption during this year in municipalities with fewer than 1,000 inhabitants to curb rural depopulation. It is compatible with other public aid and is granted on a non-competitive basis, with direct payment to a bank account. Apart from these benefits, workers have the right to be absent from work without loss of pay for five days for the effective care of their spouse or registered partner, relatives up to the second degree by blood or any other person who lives in the same home, in the event of an accident

or serious illness, hospitalisation or intervention that requires home rest.

Spanish Speed Limits Speed kills, but there are tolerances on measurements of speed in Spain depending on the type of radar measuring devices. For fixed radar cameras that never move, the limit below 100km/h is 3km/h and over 100km/h it is 3%, so on a motorway with a speed limit of 120km/h the allowable limit is 123.6km/h. For mobile cameras the maximum error tolerance is +/- 5km/h for speed limits of up to 100km/h and over 100km/h it is +/5%. This means that on a motorway with a speed limit of 120km/h the maximum allowable limit is 126km/h. Section radars are where the speed is measured over a set distance with the average speed calculated. For speed limits up to 100km/h the allowable error is +/- 3km/h and over 100km/h it is +/- 5% so on a motorway with a speed limit of 120km/h the maximum allowable limit is also 126km/h. The DGT (the Spanish Traffic Authority) state that the aim is to strike a balance between enforcing speed limits and a reasonable error for drivers. The penalty for driving at 20km/h over a speed limit of up to 50km/h, and over 30km/h in speed limits of 60km/h up to 120km/h, is a fine of 100 euros but no loss of points. From 21-30km/h over a speed limit of up to 50km/h, and 31-50km/h over speed limits from 60km/h to 120km/h, the fine is 300 euros and a loss of 2 driver points. From 31-40km/h and 51-60km/h respectively, the fine is 400 euros and a loss of 4 points, and from 4150km and 61-70km/h respectively, the fine is 500 euros and a loss of 5 points. From over 51km/h and 71km/h respectively, the fine is 600 euros and a loss of 6 points. If over 60km/h above the speed limit in urban areas and 80km/h in interurban roads the penalties are from 3-6 months in prison, a daily fine from 6-12 months or 31-90 days of community service, and a driving licence will be taken away from 1-4 years. As with other traffic fines there is a 50% reduction if paid within 20 days. Fake Holiday Rentals People booking holidays in houses or apartments are often attracted to those where the prices are below the normal ones in a particular area. Starting last February, a victim of fraud reported having transferred 900 euros as a reservation for a property that turned out not to exist. Other complaints for the same reason began to be received by police throughout Spain from cities such as Bilbao, Barcelona, Madrid and Valencia, and the total money defrauded soon went up to over 20,000 euros. The fraudsters sent falsified documentation, such as ID, photographs of properties that were not for rent and blocked phone calls after the money had been paid to them. The tracking of the money was one of the great challenges of the investigation, since the defrauded money was immediately transferred from the initial account to about twenty bank accounts in different banks which were opened and closed in a matter of days. In addition, they used various mobile phones falsely registered in the names of third parties. Finally, arrests were made of a

39-year-old man located in Almería and a 25-yearold woman in Alcantarilla (Murcia). Both of them have been charged with the continuing crimes of fraud and the falsification of public documents.

A Drugs and “Boat People” Gang Smashed At the beginning of August, National Police and the Guardia Civil police revealed that 180 police carried out simultaneous raids to smash a large mafia gang that transported synthetic drugs such as MDMA (ecstasy) from Spain to Algeria as it is very popular in African countries. They brought migrant people back to Almería, Cartagena, Murcia, Alicante and Ibiza. This followed a painstaking investigation over a long period of time. Apart from within Spain, the operation was supported by EUROPOL with the participation of the French National Police, the Portuguese Judicial Police and the Polish National Police. A National Police spokesperson from Almería stated that the gang was one of the most complex, active and dangerous trans international criminal structures detected to date in the Mediterranean. The number of people who took the hazardous journey to Spain is estimated to be about 2,000 and they each paid about 12,000 euros so the amount of money the gang received may have topped 24 million euros, apart from the sale of MDMA. The gang organised journeys to Algeria from other African countries and the people waiting to make the journey were kept in very bad unsanitary accommodation. Sea crossings in boats, with as many as 50 people onboard are extremely dangerous. They travel at high speed, often in strong waves, without lights, without advanced navigation systems and in most cases, without life jackets. The gang frequently used violence towards the people being transported and sometimes,

In the News they were tied up to prevent them from falling into the sea during the crossing. The investigation concluded with the arrest of 78 people. In Almería (36), Murcia (13), Alicante (11), Ibiza (6), Cartagena (2), Palma de Mallorca (2), Palencia (2), Huelva (1), Córdoba (1), La Coruña (1), Seville (1), Lugo (1) and Algeria (1). Those arrested were from all levels of the gang and were charged with belonging to a criminal organisation, trafficking in human beings, using threats and extortion, drug trafficking, trafficking in arms, money laundering, the illegal storage and transport of petrol and other related illicit activities. 36 people were remanded in custody. Assets linked to the organisation were seized or will be embargoed including current accounts, homes and vehicles. 18 high speed launches with lengths of between 8m and 14m were seized, each with three or four powerful outboard motors. The value of these was put at over five million euros. EUROPOL co-ordinated arrests in the other countries where the gang had logistical links.

The Age of Spanish Cars Recent figures show that the average age of cars in Spain is 16.1 which is up from 15.7 last year. Out of the 25.6 million vehicles that circulate on our roads, 41% are over 15 years old with no sign of a reduction. Despite the fact that 2025 closed with 1.15 million registrations of new cars (13% more than the previous year), this is insufficient to lower the average age. There are several factors that explain why people in Spain extend the life of their cars. The average price of a new vehicle is around 22,000 euros and many people do not have this purchasing power. Scrapping plans, such as the ‘Moves’, schemes with a rebate have been very slow and bureaucratic, although there is now an ‘Auto +’ scheme so this is now much quicker. We explain how this works in another news item. Vehicles last longer because they are repaired in local garages, often with second-hand spare parts which is cheaper, but the only safety check is when they need an ITV (MOT). Electrification is progressing but at a pace that does not compensate at all. The share of pure electric vehicles is just 1.17%, up from 0.87% last year. Hybrids at 9% are gaining ground in cars up to five years old and account

for 42% of these registrations. However, sales are still dominated by 48% of diesel cars. The charging infrastructure and the final price of electric cars are still slowing down mass purchases but in France and the UK, the average age of vehicles is below 10 years, which increases overall safety and reduces the carbon footprint per km. A spokesperson from the Spanish Retail Vehicle Association states that in Spain there is no particular kudos in having a new car, so this influences purchases. Commercial vehicles, essential for logistics and deliveries, are even worse. Their average age is 16.9 years and 51% are over 15 years old. 90% are diesel fuelled, a fuel source that the EU wants to drastically reduce. The DGT (Spanish Traffic Authority) are very concerned with the average age. They point out that new cars have many safety features built in that are totally lacking in older cars and they must have regular servicing, not just for the ITV tests.

Insurance For Natural Disasters In Spain, insurance for private properties, vehicles or commercial premises does not cover physical nor material damage caused by natural phenomena, such as extraordinary floods, earthquakes, volcanos and winds over 120km/h. Also, damage to vehicles by a driver who does not have the obligatory thirdparty insurance may be excluded. In these cases, the Insurance Compensation Consortium (Consorcio de Compensación de Seguros), a government body, is responsible to compensate affected policy holders. When normal insurance is obtained, a small surcharge on every type of policy goes to the Consortium to cover claims, and the amount is shown on the policy document. Normally 0.15% of the sum insured is levied on most policies, and the amount on life or death polices is calculated on the amount insured. In extreme cases, such as the ‘DANA’ fooding in Valencia in October 2024, this was the most serious event in the consortium history and they paid out just under five billion euros. An insurance policy has to be in force taken out at least five days before the event, with premiums up to date, and insurance companies will help policy holders if they need help making the claims. The amounts of money available are the same as those specified in the ordinary insurance policy for normal

The compensation paid by the CCS for the events that are not covered normally will include an amount for the cost of repair for a destroyed or damaged property. In the case of vehicles, they will pay the amount corresponding to the market value at the time prior to the incident if there is a total loss. They also cover claims related to terrorism, rebellion, sedition, riot and civil disobedience. The consortium aims to deal with claims quickly, and money paid out goes directly into a bank account provided by the policy holder. The mayor of Bédar asked the consortium to step in to compensate people for the fire damage but this is not included as one of the situations where they pay out, so compensation will depend on normal insurance cover. They do cover personal injury claims for the professionals involved in firefighting. Central Government quickly announced that they would allocate money to the various town halls, the cost of remedial work for private houses, vehicle loss or damage and personal injury.

Carpooling Sharing a car for a journey with a small amount of money to pay is now very popular. The very large company BlaBlaCar has cornered the market and car owners sign up on their platform, verify their identity together with a profile and publish trips. These have the departure date, time, and number of available seats and they specify the price which is the amount they receive. Passengers register on the platform, confirm their identity with a profile, request a seat and receive travel information such as the meeting address and driver’s contact details. After using the facility, passengers can use a rating system for their driver and journeys, and vehicle owners can do the same thing. The company have a “help service” in case there is any eventuality in the trip, before, during or afterwards. All payments from passengers are processed through BlaBlaCar to ensure security and trust ,and the company charge a commission paid by the passenger, typically between 15% and 20% or 5 céntimos per km. On the holiday weekend

of August 1st and 2nd, BlaBlaCar stated that they had 11,000 journeys booked in our province with the most from Roquetas de Mar, E Ejido, Vera and Níjar. The average journey was 243km and the commission charge to the passenger for this distance was 18 euros. Since last March, when the increase in fuel prices began, 45,000 new drivers registered nationally. Through its multimodal strategy, they now integrate carpooling, bus and train travel on a single platform. Users can compare, book and combine different forms of transport easily, directly based on their travel needs. They first set up their service in France in 2006 and are now the world’s leading ride-sharing platform that allows more than 27 million users per year to share a ride in the 21 countries where they operate. 1.5 million of their users are in Spain.

“De Minimis Goods” Items to a certain value that come into a country without any customs duties or tax, are called “De Minimis Goods” (Latin for “about minimal things”). It was designed to cut down administration procedures but from July 1st, on items up to a value of 150 euros that come from outside the EU into Spain there will be a customs duty of three euros added. This will dramatically increase the paperwork, but it has to be weighed against the amount of tax that can be substantial. It is particularly aimed at Temu, Shein and Aliexpress. The EU will review the scheme on July 1st, 2028, to see how it has been working. If goods have been purchased online and are returned the three euros is not refunded, unless the item is defective in some way. Whether this will affect the delivery time of an item is not at all clear and it may do. There has been a problem where a seller slightly reduces the cost, to make it just under the “de minimis” threshold, or they may send an item in two packages that are both less than the ceiling. In the US, Trump recently abandoned the threshold of up to 800 dollars (700 euros) and in the UK the threshold is £135 (156 euros) so very similar to in the EU. Taking this away in the UK has been postponed until March 2029 when it will be phased out, on the grounds that it might well cause problems at the borders and to give time for businesses to adapt.

So Now You Know... The Yellow Ducks In January 1992 the container ship ‘Ever Laurel’, after leaving Hong Kong harbour, was caught in a severe storm. One of its shipping containers full of rubber toys fell overboard and nearly 29,000 floating toys spilled into the ocean. These included yellow ducks, blue turtles, red beavers, and green frogs. As they drifted away, their long and amazing journeys around the world led to an unintentional experiment. Oceanologists realised that they could be used to plot the paths of surface ocean currents. Between 2003 and 2007 the floating toys were washed up on the Atlantic coast east of Maine in the US and beaches in the UK. The “Mona Lisa” Leonardo da Vinci’s “Mona Lisa” has been on display at the Louvre Museum since 1804, but before that it hung in a rather less accessible location; the bedroom of French Emperor Napoleon Bonaparte. After Leonardo died in 1519, the “Mona Lisa” eventually passed into the possession of the artist’s patron, King Francis I of France, and it remained the property of the French monarchy for more than 250 years. In 1800, Napolean ordered that the painting be transferred to his private bedchambers at Tuileries Palace in Paris, and he enjoyed the privilege of the painting hanging by his bedside for four years until 1804. The Great Fire of London The Great Fire of London in 1666 was a catastrophic blaze that destroyed much of the medieval City of London over four days, starting in a bakery on Pudding Lane. Initially, the fire seemed manageable, but a strong east wind and the densely packed, timber-framed buildings caused it to spread rapidly. The Lord Mayor, Sir Thomas Bloodworth, hesitated in authorising demolitions to create firebreaks, which delayed effective containment. The fire consumed warehouses, homes and churches, including St. Paul’s Cathedral. Frantic firefighting and gunpowder, used to demolish buildings, finally brought it under control. 50

Stonehenge Stonehenge has been a UNESCO World Heritage Site since 1986, but back in 1915 it was privately owned by one man, a barrister named Cecil Chubb, who purchased the prehistoric monument at an auction for £6,600. Stonehenge had always been privately owned, and the purchase seems to have been made because Chubb, hearing that an American was interested in buying and relocating the monument, wanted to ensure that the iconic landmark remained in British hands. In 1918 he donated Stonehenge to the nation and Prime Minister David Lloyd George made him Sir Cecil Chubb, First Baronet of Stonehenge. Naked Olympic Sports In the Ancient Olympics, athletes performed naked. According to accounts by various scholars, the first naked competitor appeared in the 15th Olympiad in 720 BC. Orsippus of Megara was said to have lost his loincloth during a race and then ran on to victory. Athletes copied this mostly to imitate the supreme God Zeus but also to help them easily clear toxins from their skin through sweating after each sporting event. In fact, the word “gymnastics” comes from the Ancient Greek words “gumnasía” (“athletic training and exercise”) and “gumnós” (“naked”). On rare occasions, some modern runners do not wear shoes. Einstein’s Brain Albert Einstein, the Nobel prize-winning physicist who gave the world the theory of relativity, E = mc2, and the law of the photoelectric effect, obviously had a special brain. When he died in Princeton Hospital on April 18th, 1955, the pathologist Thomas Harvey took his brain away without telling anybody. When this came to light a few days later, Harvey managed to solicit a reluctant and retroactive blessing from Einstein’s son, Hans Albert. Harvey took the brain to Philadelphia where it was carved up into 240 pieces, and he sliced most of them into microscope slides. He kept other parts of the brain in two jars in his basement. 51

The ‘Auto+’ Vehicle Purchase Scheme

New ‘DGT’ Regulations

he DGT (Spanish traffic department) regularly introduce new or modified regulations. At the end of June, they announced important modifications to the General Traffic Regulations. The Rummikub Group Donate to Stepping Stones Stepping Stones was started approximately 16 years ago by Fanny Davies. Fanny realised she needed help and support while struggling to care for her husband after doctors diagnosed him with Alzheimers. An advert in the Talisman brought together a group of people who originally met for coffee and a chat. Stepping Stones now meet every Thursday morning at the Evangelical Church in Turre. Coffee and a chat are now followed by entertainment and lunch. It is a group dedicated to supporting the carers. Members share experiences and advice and comprise carers, their dependents, past carers, and those struggling on their own. Stepping Stones depends totally on funding from local charities, and Fanny is delighted with the money recently donated by the Rummikub Group based at Marsalada, on the Mojacar Playa. Mojacar Rummikub Group meets every Thursday afternoon at Marsalada (except July and August) from 2pm until 4pm and has 56 members. Whilst it’s free to play, members playing donate a euro each week they play, which goes to a different nominated charity. So far in 2026 the Group has raised 660 euros, which has supported MACS, the Turre Food Bank, Vera Lions, PAWS and now Stepping Stones. PAWS-PATAS Update Here we are already in August and what a great way to start the month having found loving homes for 19 dogs and 10 cats during July. However, we welcomed 21 dogs/puppies and 13 cats/kittens to the PAWS-PATAS family the same month, so it really is a juggling act finding space to accommodate new arrivals. That’s why our fundraising activities, appeals and every donation makes a genuine difference Talking of appeals, we have 3 individuals walking the Camino de Santiago for us during September. Firstly we are hugely grateful to one of our volunteers at the shelter, Paula Tyrrell, who will be covering 790km from the Pyrenees to Santiago de Compostela to raise funds for our furries that she helps with. And the fabulous Shaun of The Garner Family/Spanish Property Choice with his equally fabulous friend, Emily, will be covering around 100km from Ferrol to Santiago in just 5 days! Jokes of the Month The Sniffer Dog Passengers were strapped in, waiting to take off on a transatlantic flight. The same thing happened and the agent said a passenger with cocaine had been found. Again the woman said how amazing it was. The third time the dog was sent off, he came back, leapt onto the seat, squatted and shot a large pile of steaming excrement onto the seat. The woman said it was disgusting, unacceptable, and why on earth had the dog done such a thing? The agent shrieked, “My god………. he’s found a bomb!”

Technology Problems A ranch boss called Bud was quietly contemplating his herd in remote California when a new BMW drew up in a cloud of dust. The driver, obviously a yuppie, greeted him and asked, “If I tell you exactly how many cows and calves you have in your herd will you give me a small calf?” Bud replied calmly, “Sure, why not?” The young man pulled out a laptop, connected it to his mobile and found a GPS satellite. When he found exactly where he was, he connected to another satellite and photographed the herd. He then sent the Adobe Photoshop image to a centre in Hamburg. This centre processed his image and sent him their result. He downloaded this, printed it out on a miniaturised LaserJet printer and announced, “You have exactly 1,586 cows and calves!” Bud replied, “Ok, I guess you can take one!” The yuppie selected an animal and managed to get it in his car boot. Bud then said, very amused, “If I guess exactly what your profession is, will you give me back my calf?” The yuppie replied, “You won’t guess, so why not?” Bud replied, “You’re an IT consultant!” The reply was, “Wow! How did you guess?” Bud replied, “You showed up without being called, you wanted a reward for an answer I already knew, to a question I never asked, and tried to show me how smart you were! You don’t know a thing about cows and calves because all I have are sheep. Now can I have my sheepdog back, before you go?” The Anniversary Gift A man asks his wife what she wants for their anniversary.
