Not So Hot!

arlier in the year, Spanish meteorologists were forecasting a summer with above average temperatures. Last year, July temperatures in Andalucía were the highest since records were first kept. In the majority of towns and villages in this region temperatures have often been lower this year than the average in previous years. A few days at the end of July reminded us how high the thermometer can go. Since the General Elections last December we have been reporting that Spain has no government. This is still the case despite fresh elections at the end of June. Now that four political parties are competing for seats the election results have meant that there has to be a coalition of a minimum of two parties. Conditions put forward by the different political parties have not borne fruit except for an agreement by one party that they will vote for a new government with the party in power before last December. Unfortunately this coalition does not add up to the number of MP's that are needed to obtain a majority but an attempt will be made on August 30th. There may have to be a third General Election this December which always occurs on a Sunday. Christmas Day has been suggested! The general population are thoroughly fed up with this state of affairs and consider the future of Spain is more important than party politics. As we report in our “Local News” section, the number of tourists coming to the province continues to rise. Cruise ships and passengers numbers show a very healthy rise of nearly 50% from 2015 and airport figures are very good. From January to the end of July, 416,000 passengers arrived on 5,600 flights and July saw record numbers. If this continued in August (figures are not yet in) and September the total may well become very close to the record numbers in 2008. The percentage rise in passengers at Almería airport is more than any of the other seven airports in Andalucía.

pushing to improve any of the rail links in and out of Almería city and continue to have meetings with the authorities. It has been announced that the journey time from Almería to Madrid starting on September 12th has an amended timetable that will take 23 minutes off the outward journey in the afternoons, reducing the time to 7 hours and 35 minutes. The return journey will be reduced by 7 minutes! No further proposals regarding the “AVE” (high speed train) have been achieved.

Almería Alcazaba - A very popular tourist attraction

September 28th is the fourth anniversary of the horrendous floods that hit Pueblo Laguna and Puerto Rey. Major work that was promised to alleviate the situation is still in the pipeline to some extent. We comment in our “Local News” that there is major work needed to improve the sewage treatment in this area, particularly in Antas where sewage still goes into the river after their sewage treatment plant was wiped out. A possible solution involving the connection of many local villages to the Vera plant which has a large spare capacity is being investigated. We feature the activities we can find on offer in our “What's On” section, but some town halls have very sparse information for September, and as yet nothing in October!

There are no major “red” fiestas dates in September when everything shuts down. Local fiesta dates are around September 29th at Alfaix, Cantoria, and As opposed to passengers arriving by sea or air, Pulpí, and in early October at Turre, Albox, Huércalthe Almería pressure group, “Mesa del Tren”, are Overa, and Mojácar.

Focus on Local News The Carboneras Sports Centre A few months ago we reported that Carboneras town hall were planning to open some of the facilities of the sports centre that cost 15 million Euros before any further construction was halted and has never opened. Work first started 18 years ago and the building was designed for a vastly inflated number of potential residents who never arrived. The current inhabitants of Carboneras only total 8,000. The work needed to open a quarter of the total area has a budget of 400,000 Euros and the Diputación (county council) have agreed to a grant of 55% of the cost. Carboneras town hall hope that the income obtained for use of the facilities will cover the cost of employees and fixed expenses that will have to be paid once it is open in early 2017. Any deficit will have to come out of town hall funds, but this is a big step in the right direction Still No Government Very regrettably, and the Spanish general public are thoroughly fed up with the situation, the second Spanish General Elections on June 26th gave almost identical results to the first ones last December 20th. Before December last year, Spain had always had a two party system where the P.P. (roughly a Conservative) party vied with the P.S.O.E. (roughly a Labour party). Other minor political parties had no effect on the results. All this changed last December when two new parties entered the fray. These were the Ciudadanos party (billing themselves as Conservatives without the corruption) and the Podemos party (left wing). With complete deadlock on who would form a government new elections were held on June 26th. The results were extremely similar with the P.P having a slight rise to 137 seats, the P.S.O.E. slightly down to 85 seats, Cuidadanos went down to 32 seats, and Podemos had 71 seats. Other parties totalled 25 seats. The problem is that for a majority there has to be 176 seats out of the total of 350. At the time of going to press, the former P.P. Prime Minister Mariano Rajoy (in function since last year) is intending to see if he

can be elected as Prime Minister again on August 30th. The Ciudadanos party have gone from saying they would abstain in the voting, to agreeing to vote in favour after a very hard bargain has been struck with the P.P. relating to corruption. Simple maths gives a total of 169 seats, nine less than a majority. Both of these parties are trying to get the P.S.O.E. party to abstain, but they are adamant they will vote “no”. If there is complete deadlock, a third General Election will take place this December. A date of Christmas Day is being proposed, as Spanish Elections at all levels take place on a Sunday. There are no indications that a third General Election would solve the problems. The general public are calling for a stable Spanish government, without party politics torpedoing this objective. They say, “enough is enough”.

Juan Doing Well Last year a turtle with a flipper missing and concerns for its survival was put in one of the large tanks at the Roquetas aquarium after being found by a windsurfer. Christened “Juan”, he has made a spectacular recovery and his weight has gone up from 5 kgs to 12 kgs. The director of the aquarium, Enríque Fernández, recalls the initial fears that Juan might not survive, and he only ate small amounts of anchovies. He now tucks into all forms of marine fish including squid, hake,

The charitable organization 'Equinac' that deal with marine life are delighted with his progress and visitors to the aquarium, particularity schoolchildren, are very interested in him. They say that it is important that the plight of turtles can be seen at first hand and the importance of fishermen not discarding nets onto the sea bed. We feature the aquarium in an article. “Brexit” & Almería Fears are being expressed by companies in Almería province who export fruit and veg to the UK. 10% of all exports from the province are to UK customers that last year totalled 870 million Euros. Carmen Ortiz is the delegate for agriculture and fisheries and accepts that nothing is liable to alter in the immediate future, but already the exchange rate between the pound sterling and the Euros is having an effect. She states that a bilateral trade agreement would be beneficial to growers and exporters in Almería province along the same lines as the current agreements between Spain with Norway and Switzerland. An Unfortunate Resignation María Seguí has been head of the DGT (Spanish traffic department) for over four years and is credited with introducing a large number of successful plans to reduce deaths and injuries on the road. She has made changes in the way portable radar equipment is used and increased the effectiveness of fixed radar systems on major roads and motor ways, and introduced comprehensive plans to combat accidents on secondary roads. She resigned her post at the end of July which was considered a big loss to the department. A possible case of undue influence between her sub-director Marta Carrera and the organization 'CNAE' that administers 20% of the centres where lost driver-points can be recouped had done some damage to her position. Overall the accusations were not considered sufficient for her to resign. The breaking point was when it was announced that her husband was being investigated for alleged favouritism when

contracts were awarded between him and companies that were carrying out road safety investigations totalling 50,000 Euros. This became known on July 12th and she resigned a few days later. Her husband (then boyfriend) had joined the department in 2012. The head of the DGT is not a position that changes when any new government comes into being so without this scandal she could have continued with her work. Alternative Therapies Spanish cancer oncologists have called on patients with cancer not to embark on “alternative therapies” that do not work, and in many cases means that the patient stops conventional treatment. It is believed that 50% of cancer sufferers try alternative treatment, and 60% of women with breast cancer. The oncologists state that some of the treatment advertised as being an alternative treatment is actually fraudulent and claims from “patients” that they have been cured are fictitious. The law in Spain prohibits claims for medical benefits if not scientifically proven but prosecutions are considered to be far too low. The oncologists point out that any new treatment has to be clinically proved to be beneficial initially in animals, and then evaluated that the new treatment or drugs offer substantial benefits over existing ones. This process can unfortunately take as long as 12-15 years but is then a proven reliable alternative. The cancer consultants stress that patients should not abandon conventional medical treatment or take substances that stop treatment being effective. The El Ejido “Caso Poniente” Just over seven years ago a judge in Almería city authorized a major investigation relating to alleged large scale corruption in El Ejido. This involved council employees, individuals, and families, who were involved in a company that provided various services to the town hall called “Elsur”. A summary of the prosecution case running to 46 pages has now been released by the judge and names 65 persons who allegedly defrauded the town hall to

Focus on Local News the tune of 60 million Euros. One company is accused of siphoning off 24.6 million Euros, another three 15.6 million Euros, 26.3 million, and 7.2 million respectively. The ex-major, Juan Enciso, is accused of obtaining funds to a total of 5 million Euros. An eventual court case is now much nearer. Gibraltar Same-Sex Marriages Getting married in Gibraltar is a fairly easy process for people living in Spain, as an alternative to a Spanish Civil ceremony, and the paper chase is not so complicated. A draft bill that is expected to become law in about six weeks will allow samesex marriages in Gibraltar. These have existed in Spain for a few years. Births & Deaths Andalucía (which includes Almería province) is one of six autonomous communities in Spain where the number of births during 2015 were more than the number of deaths. 80,000 births were offset by 72,000 deaths. The community of Madrid had the highest positive number of 18,000 whilst Galicia had a negative figure of 12,000. Andalucía occupied the second highest position of positive figures but the average throughout Spain was a negative figure of 2,700. Life expectancy figures influence the results and in Madrid the average between men and women is 84 years. Life expectancy in Andalucía is an average of 81.4 years, the lowest figure apart from Ceuta and Melilla. The positive result of 8,000 more births than deaths in Andalucía is therefore more pronounced. Sewage Treatment In the disastrous floods in 2012 the Antas sewage treatment planned was wiped out. Since then sewage has been discharged into the river with claims from Antas town hall that this can lead to infection, results in strong smells, and is a breeding ground for mosquitoes. The Junta de Andalucía (the governing body for Almería province) have previously stated that they will fund a new sewage treatment plant but with no concrete date for

starting the work. In Mojácar, the sewage treatment plant is 25 years old and plans to replace it have been proposed since 2007. A figure of 36 million Euros has been quoted. In Vera several years ago, the company 'Codeur' came into being, which is partly owned by Vera council and provides all the water and sewage treatment. At the time this was criticised by the Junta as “jumping the gun”. Now, this plant is being seen as a solution to the problems in Mojácar, Turre, Bédar, Los Gallardos, Garrucha and also Antas. The 'Codeur' plant has a design capacity for 70,000 people and is only used by 15,000. A Junta spokesperson has stated that it is “logical” to see whether these places could be connected to the Vera plant. This is also a good move if the continual rows with 'Galasa' cannot be resolved, and in a worst case scenario they may go bust, with tremendous problems in this region.

A Good Season Trinidad Cabeo is the president of the Almería port authority and figures for cruise ships arriving are considerably increasing every year. 40 cruise ships are booked to arrive this year with a total of approximately 32,000 passengers from eleven different cruise lines. This is a 48% increase in cruise ships arriving and a 58% increase in passengers over 2015 figures. The “Almería Cruise

Focus on Local News Club” was formed some years ago and organizes trips and excursions by reputable companies, as well as making sure that passengers have all the relevant information so that they can book in advance. Companies chosen are awarded the status of being “Almería Cruise Friendly”. These companies or organizations have to be fluent in at least English, accept credit cards, bars and restaurants have to have free wi-fi and offer flexible hours of opening when a cruise ship has arrived. Taxi drivers taking clients to see the sights in Almería city charge a reduced amount. Passengers are asked to complete a questionnaire and give points for their experiences so that any scores that are not at the highest level can be investigated. Visiting the Alhambra palace in Granada is one of the most popular choices, followed by Cabo de Gata and Mojácar. Water activities at selected beaches in kayaks or snorkelling are also proving very popular which was not initially seen as an activity that cruise ship passengers would be interested in undertaking. Ports such as Barcelona, the Balearic islands, Las Palmas and Santa Cruz in Tenerife receive 75% of all cruise ships and passengers. Far From Over! The ecology action group 'Salvemos Mojácar' are taking their long running dispute with regard to the 'Algarrobico' hotel in Carboneras to the Court of Human Rights in Strasbourg. They want this court to rule that the building licence from Carboneras town hall is null and void. If they achieved this there might have to be no compensation paid to the construction company, 'Azata del Sol'. A complaint to this court that the three magistrates who decided the hotel was legal in 2014 should face charges of collusion has been dismissed. The Junta de Andalucía have finally gained access to the hotel with the permission of a court and an agreement from the developers. Technical architects and legal representatives from both sides are debating the true value of the hotel as it stands now, and was 95% completed before work was halted in 2003. An independent

valuation for the developers, including 5% for moral damages, put the value as 70 million Euros. It is considered that before any firm dates are set for the demolition, this claim will have to be adjudicated by a tribunal who hears disputes of this nature. The Junta de Andalucía and the Spanish state who have agreed to bear the cost of demolition and re-instatement of the land are both treading on eggshells to make sure that there are no unresolved legal issues. Spanish Banks off the Hook On July 13th a decision was made public by the EU tribunal relating to the famous “floor rates” where clients with mortgages had to pay a minimum interest rate. This rate was in a vast number of cases more than the amount that would have been paid if the banks had added the current 'Euribor' rate to their own interest rate. A High Court in Spain ruled that these clauses were abusive on May 13th 2013 and were often hidden in the small print of a mortgage contract. Some banks accepted that this was the date from which they had to give refunds, but other banks waited until they were taken to court and a judgement was made against them. They then calculated refunds due from this date. The EU tribunal was asked to decide if banks had to pay back money from the date the mortgage was signed, which was estimated to cost Spanish banks another 45 billion Euros. The EU tribunal gave the judgement that subject to confirmation at the end of 2016 they considered the date of May 13th 2013 as being when all banks had to give the corresponding refunds, irrespective of individual court cases and the dates. With the delicate situation of many banks in EU countries that had to be bailed out, the tribunal took the view that Spanish banks might well need another rescue package if they had to pay all the money back. If all banks have to pay back the amount they overcharged since 2013 the tribunal decided this was possible without banks being in deep trouble. The Spanish official consumer group 'Facua' is not happy with this decision and says that clients with

increase in the staff at the abandoned animal centre within a few days to stop further problems for an initial period of six months. The equine centre started the paperwork procedure to adopt the pony and become permanently homed there.

Cuevas Robberies Figures from insurance companies put Cuevas del Almanzora in third position in Andalucía regarding increases in robberies. A town in the Seville area and one in Santa Fe in Granada province are the only two with worse figures. Cuevas town hall state that their position in the list is lamentable, and meetings with the Guardia Civil and Local police forces will be held to see what action can be taken. Some of these robberies occur in the more rural areas where there are agricultural dwellings. The only positive statistic is that alarm companies are touring the area to offer their services with some success. The Pony Express Police in Almería city were astounded to be told there was a pony loose in the centre of the old quarter of the city at the end of July. After the pony had been tethered with a length of police tape they had to decide on the next step. One of the problems in the city that is always causing concern, is that the centre where abandoned animals are taken does not operate in the evenings or at weekends. An open lorry that normally collects rubbish was the only way the police could transport the pony which was then taken to where the company had its headquarters. When the centre was open the pony was taken there and then transferred to a centre for horses. A vet inspected the pony which had a throat problem that could have been caused by the heat or a blow. Its microchip was linked with a telephone number that does not exist. There are many cases where dogs that have been abandoned are kept at police stations and fed at their expense until the centre is open, and the police say this is not part of their function! Following this event, the Almería city council authorized an immediate

New Mojácar Town Hall The project to move the town hall in Mojácar, along with the police station, has now taken a further step forward. The new buildings will be under the existing viewing area known as Plaza Nueva, just on the right as you arrive in the village. This will be demolished as well. Gabriel Amat, president of the Diputación (county council), and his deputy, recently visited Mojácar to present the mayoress, Rosá María Cano, with the completed detailed plans. The budget cost is 2 million Euros that will come out of town hall funds from money obtained when land was sold to the developer of the Macenas beach project. The existing buildings under the present plaza were said to be unsafe many years ago. The proposed schedule is that work will start in October and be finished before Easter 2017. Possible Numbers The number of tourists coming to Spain in 2016 has been estimated as possibly exceeding 74 million. This is big jump since 2010 when 53 million tourists came here which was only 3,000 less than

Focus on Local News the 56 million who arrived in 2005 before the various crises kicked in. In 2015, a record 68 million tourists came to Spain with the highest numbers from the UK, Germany and France in this order. The Spanish organization, 'Exceltur', collate all the figures and estimates. They say that whilst Spain has first class resorts, hotels, and attractions, the figure of 74 million is greatly influenced by tourists choosing Spain as an alternative. From January this year to the end of May, 1.5 million tourists cancelled their holidays to Egypt, Turkey, and Tunisia. It appears that 1.3 million switched to Spain with an extra income of 1.5 billion Euros. Since the terrorist attacks in Paris and other parts of France there has been a noticeable drop in tourists going there. The 'Brexit' consequences have yet to appear partly because many UK tourists booked their holiday in Spain before the referendum. Up to June, UK tourism went up 16% on 2015. Providing the sterling/Euro exchange rate is not too bad it is hoped that any decline in numbers will only be marginal

tool in improving the eating habits of children whose families are struggling to cope and the children whose parents pay nothing has gone up from 19% in 2009/10. School meals are firmly based on the 'Mediterranean diet' that includes fresh vegetables, fruit, virgin olive oil, and more fish than meat. Proposals are that ecologically grown produce is introduced in greater amounts in Andalucía. Three million kilos of food were grown ecologically in 2015 and this is steadily increasing. School children having meals are encouraged to wash their hands before eating and clean their teeth afterwards in an attempt to carry this through to meal times in the home. Various schools hold meetings and talks with parents to improve the diet of all the family in the home. Alejandra Casas is a nutritionist in Almería province responsible for school meals and stresses that breakfast and an evening meal should be healthy as well and not just something carried out in schools at lunchtime.

Maura Hillen M.B.E. The president of 'AUAN', Maura Hillen has been awarded an honorary M.B.E. for her work to pressurize the authorities to find concrete proposals aimed at the regularization of “illegal homes”. Various proposals with the help of their lawyer Geraldo Vázquez have borne fruit and others are hopefully in the pipeline. Maura Hillen stated that this award was a recognition of all the work that members of 'AUAN' had done since 2008. Maura Hillen is also the councillor for international relations and tourism on Albox council.

Good Airport Figures 2007/8 were very good years for Almería airport before the various crises. This June, 100,674 passengers used the airport, up 34% on last year, and this makes it the best June since 2007. In the first six months of this year the total passengers were 416,000, the best since 2008 when the total was 539,000. It was not anticipated that the figure of over 400,000 would be reached. Apart from this, the rise in numbers as a percentage is more than any of the other seven airports in Andalucía. The number of flights in and out, up to the end of June was 5,600.

School Meals The Education Department of the Junta de Andalucía (including Almería province) have supplied 21 million school meals in 1,886 centres in the school year 2015/16, and this number will be increased to 1,916 in 2016/17. After a means testing calculation, parents of 53% of these children paid no amount at all, and 77% paid a reduced amount. School meals are seen as a vital

With their own new rental regulations in force they have ordered the closure of 256 apartments advertised on the website Airbnb and Homeaway with fines of 30,000 Euros as they were not licensed. The website companies say it is not their responsibly to ensure third parties comply with

Focus on Local News the law but the authorities in Barcelona say that if they don't pay the fines they will be increased to 60,000. They say that Airnbn should not put properties on their site without the official licence number. There are a lot of problems where long term rental occupiers then advertise their apartments as being available for short lets and owners suddenly find they are being fined as a result.

Court ruled that Almería council had not divided up the land correctly and the number of subsidised houses or apartments was not enough. This has now been rectified and it is intended that work will start in September. Because of more space having to be allocated for housing, Almería council may have to make a refund to the developer of 3 million Euros from the sale of the land.

Not Good Figures The number of unemployed persons in Almería province who have been registered as unemployed for over a year now totals 29,000 according to the latest statistics. Of these 29,000 there are some 17,000 who have been unemployed for over two years. In 2006, ten years ago, these two figures were 6,000 and 2,700 respectively. Unemployment is bad across all age groups but those aged 45-55 are hit hardest. A Respite Spain has been given a period of two years by the European Commission to reduce their deficit to 3%. It seems likely that this year the actual amount will be 4%. A potential fine of 2 billion Euros for exceeding the deficit amount in 2015 has been delayed and will be addressed again when Spain has a new government. It is being suggested behind the scenes that this fine may be scrapped or a “symbolic” amount levied. Germany, Italy, and France all think that Spain should not be fined and it is accepted that the “Brexit' effect has yet to be fully felt in the other EU countries. One of the big problems for Spain is the current lack of a new government since the elections last December. The current Minister of the Economy (in function), Luis de Guindos, is delighted that at present there is no major fine. Still Powering On The 12 year old Osaïa Reding from Mojácar has shown herself to be amongst the best kiteboarding exponents in the world when she achieved 2nd place in the world championship held in Sant Pere Pescador in Girona near Barcelona. 47 young people aged 8-19 from 18 countries participated. Competitors had to perform a series of manoeuvres and the sport is far from easy requiring great physical strength and acrobatic moves. This followed her being crowned champion of Spain and 5th in Europe. Following this she received a coveted award from the local Spanish newspaper La Voz de Almería and the radio stations Cadena Ser & Los Cuarenta for outstanding achievement in this area. Afterwards, a Spanish TV channel for Andalucía came to Mojácar to interview her. Osaïa is sponsored by Mojácar town hall who are delighted to see her outstanding progress.

Focus on Local News Who Earns What? Figures from the tax returns from citizens in different locations are collated together once the annual income tax declarations known as 'Renta' are made. In Almería province, Almería city heads the list where the average amount of income was 23,000 Euros, Carboneras and Roquetas were next on the list and Vera residents declared an average income of 20,000. Most of these figures are put down to industrial centres in these locations. The Mojácar average was 18,500 with Huércal-Overa just below this. Garrucha figures were 18,400, and Albox 17,300. Los Gallardos managed 16,400, Antas 15,800, Cantoria 15,700, with Turre at 15,000, and Zurgena 14,400. The poorest four places were Oria at 13,000, Abrucena 12,800, Lubrin 12,800, and María in Los Vélez area 12,500. The worst figures relate to the source of income being almost exclusively agricultural. María has gone down from a population of 1,600 in 2000, to 1,300 this year. The mayor of María states that there is no work, so many people move away. The richest place is Spain is Pozuelo de Alarcón in Madrid with an average income of 59,000 Euros and the poorest is Zafarraya in Granada province with an average of just 10,300 Euros. Tito del Amo As we reported in our last magazine, Tito del Amo, the creator and owner of 'Titos' beach bar in Mojácar, died after a short illness on June 22nd. Pensions in Almería We highlight the situation in Spain regarding pensions in an article but figures have been released that are directly related to Almería province. These reveal that the only two places where pensions are a lesser amount of money is Ourense and Lugo that are both in Galicia. The average amount of a pension in Almería province is 730 Euros a month, so with fourteen payments (there are extra payments in July and November) the total annual amount is 10,220 Euros. The average monthly amount throughout Spain is 930 Euros and in Andalucía as a whole 812 Euros. As we point out in the article, pensions are paid out for retirement, permanent incapacity, widows, and orphans. Retirement pensions are the highest number at 60% and the money paid out in here is an average of 839 Euros a month. Still Trouble at Albox! The former mayor of Albox, Rogelio Mena, who with other councillors had a majority before the last municipal elections in May 2015, formed a new party. This was because they were all members of the P.S.O.E party and he was told by the headquarters in Almería that as he had been convicted of consistently denying the P.P. party access to documents he had to disqualify himself from standing for mayor. As he refused to do this, the P.S.O.E. in Almería told him he would be expelled from the party. Faced with this he resigned from the party and all the other councillors in power with him followed suit and he formed a new party Socialistas Albojenses who won the elections. Rogelio Mena subsequently lost his court conviction appeal and had to stand down as mayor and councillor. Sonia Cerdan from this party then became mayoress but she presented herself as a P.S.O.E. candidate. This July, following a complaint from the P.P. party in opposition, the

Focus on Local News Andalucía High Court ruled that she couldn't have it both ways. As she had resigned from the P.S.O.E she had to stand down as mayoress with an immediate special council meeting to elect a new mayor/mayoress. The court also ruled that the only candidate who legally could be mayor was Juan Pedro Pérez Quiles, head of the P.P. party. The P.S.O.E. then found a way out of this by joining forces with the only independent councillor, Francisco Torrecillas, from the Cilus party. In return they made him mayor! He stated that it was right that the party voted in at the last municipal elections should continue. The P.P. party are studying their options. Rogelio Mena was officially made mayor on June 13th 2015, so since then there have been two mayors and a mayoress! Probable Progress The Junta de Andalucía have stated that the continuation of the dual carriageway from Vera to Las Buganvillas will start again in September. Work was stopped in 2013 when funds ran out. As regards the motorway known as the “marble motorway”, work will also start before the end of this year and the next section is from El Cucador to La Concepción, a distance of 3.3 kilometres. Once again, EU funding is being advanced as the whole of this motorway from the A-7 motorway to Baza is considered as an essential infrastructure. The budget cost is 23 million Euros. There is at present no proposal as to when the last stretch from La Concepción to the A-7 motorway will be authorized or started. One political party in the Andalucían parliament abstained from voting this legislation through as they consider that there are 300,000 properties that are illegal, and this new legislation is only applicable to 10%. It's My Car! Local police in Puerto Banús near Marbella on a routine vehicle check at 2.30am one morning in August pulled over a Lamborghini Aventador with a value of 360,000 Euros. It had been hired by one of the members of the Saudi Royal Family on holiday with other family members. The driver's documentation was in order but he only had a rental contract for the car. They then found that the vehicle was logged in their computer from only a few days before. A German man had gone to the Guardia Civil police saying that this vehicle that he kept seeing was identical to one he had owned in the UK before it was stolen in London. The police told him that they had no access to stolen vehicle information that only related to the UK and they could do very little as the robbery

The owner of the rental agency was contacted and asked to produce the vehicle documentation that showed the car had been first registered in the UK but was actually on temporary plates from Germany that had now expired, so was not legal in Spain. One of the possible benefits of cars without a human driver in control is that 90% of accidents might be avoided. In the US, driver-less vehicles have travelled millions of kilometres but if one of these vehicles is involved in a crash with consequent injury or death, who is the “driver”? Is it the owner of the vehicle, the manufacturer, or the company who programmed the algorithms that determine the driving? The 'Google' driverless vehicle company is asking US regulators to clarify who they consider is the legal driver. This follows the first deaths from a Tesla Model S in driver-less mode that apparently failed to “see” a lorry trailer. Focus on Local News Banco Popular Problems It has been announced that Banco Popular are getting rid of 2,500-3000 employees, that is, 20% of their labour force, and will shut 300 offices before the end of the year. The number of employees between the ages of 55-65 totals 2,000 and these are the ones most likely to be let go first. They acquired Banco Pastor in 2011 and since then have reduced their employees by 3,000 and shut one in four of their branches. 17% of all their branches are in Andalucía which is the largest percentage. Talks have been going on that they might merge with Banco Sabadell but they have indicated that now is not the time for any merger, in the present financial situation. An Ongoing Row The company 'Galasa' supply the vast majority of domestic water in this area but are heavily in debt. They are consequently proposing to increase the amount they charge domestic users. The Almería Diputación (county council) are the majority shareholders with 53% and a loan was recently approved after the electricity supply company 'Endesa' cut off the electricity at various places for unpaid debts including the Vera office. It has now been revealed that 'Galasa' purchase twelve cubic hectometres of water every year but only bill for six. This is because leaks in their distribution pipelines account for the other six. These losses mean they are losing 2.5 million Euros of income every year. It is agreed by all parties that a solution has to be found to enable the company to continue in operation but they are in debt to the tune of 37 million Euros. Various town halls are strongly opposed to an increase in the cost of water. 'Galasa' then announced that they were selling their water treatment plant at Cuevas near the reservoir to the water company 'Acuamed' (who run the Carboneras desalination plant) for 10 million Euros. They will still maintain a stake in this plant and will pay a “rent” to 'Acuamed' so they still own the installation, and will still be responsible for the maintenance. 'Galasa' debts have been thrown into the air by the two main political parties on the Almería county council. One claim was that the debt had gone down in three years from 31 to 24 million Euros. Realistic figures for 2016 are that the debts now total 37.5 million, an increase of 13 million Euros in the last twelve months. Legislation regarding companies with large debts is stated to mean that if on December 1st the situation has no solution the company would automatically cease to exist! Registered Rental Premises The new regulations in Andalucía, that includes Almería, relating to rental properties, came into force on May 11th. This applies to properties that are available for holiday lets where clients pay a fee to occupy them. It does not apply if a property is let for more than two months, where there is no money changing hands such as use by family members, or rural properties that already have their own regulations. By August 11th , three months after the regulations came into place, the Tourist Register for Andalucía had received 12,500 requests for registration. At that date, 9,800 registration requests had been processed and the details given complied with the regulations. 5,600 had been approved and given a unique identification number applicable to the property. This number has to be given in any advertising and on application forms or booking documents. Properties being rented have to have heating in winter, air-conditioning in summer, a certain standard of furniture and domestic appliances. Bed linen and items such as a fire extinguisher and a first aid kit have to be supplied along with tourist information. Owners of properties have a period of twelve months to bring their property up to standard. Renters have to provide identification such as passports or identity documents and this information has to be registered with the police, the same as hostals or hotels. This is considered to be a security tool so that the authorities are aware who has rented a property.

Spain and the Bikini

omen wearing bikinis on beaches or in the surrounding streets has become something that we take for granted. The only exception is when the bikini is so skimpy and some eyebrows may be raised by the older generation. Nowadays, women going topless has become the new feature of life on the beach and is even permitted at some municipal pools. The advent of the bikini in Spain is directly linked to Benidorm. In 1946, just after World War II, the US detonated their nuclear bomb in the Pacific and just four days later a fashion bomb exploded in Paris. Louis Réard an engineer turned clothes designer presented Micheline Bernardine, a strip-tease artist by profession, in a “bikini” in front of a large number of cameras. The birth of this idea had come from Jacques Heim who had publicized a diminutive two piece bathing costume that he called “atome” French for “atom” the smallest particle known to man. The bikini that Louis Réard persuaded Micheline to wear was made of just 75 sq. cms (just over 11 sq. ins) of material with a newspaper design from the Italian fashion designer Elsa Schiaparelli. Micheline received 40,000 letters mostly from admiring men. Women in general were not quick to copy this idea that they thought far too advanced for general use. Benidorm in 1950 was far from being a popular tourist resort with just a few guest houses and two small hotels. Commercial travellers came there and a few families from Madrid and Barcelona in the summer. A handful of holiday villas belonged to wealthy families from Madrid and Valencia. Pedro Zaragoza Orts was the mayor because he was the provincial head of an organization set up by the dictator General Franco. He shot into fame by passing a municipal order in 1959 that bikinis were allowed in Benidorm as he thought it might encourage tourism. In the rest of Spain and the Catholic countries of Italy and Belgium, the Roman Catholic church had effectively banned bikinis as being the height of depravity. The local archbishop told Pedro that he was being excommunicated (so slung out of the Catholic church) which was a very serious matter.

It was set up by the Norwegian government in 2008 and holds hundred of thousands of seeds relating to natural food such as beans, wheat, and rice, with 4,000 different species. These samples are duplicates of seeds held in regional, national, and international banks. Primary funding comes from organizations such as the Bill & Belinda Gates foundation and governments world wide. Total seed samples are 1.5 million and the capacity is 4.5 million, intended to be a “fall back” system if seeds were lost at other centres for a variety of reasons including natural disasters.

Duck Quacks It is a well known “fact” that the quack of a duck does not echo and this has been repeated in many books or on game shows. Scientists at Salford's Acoustic Research Department put a duck in an anechoic chamber where there are no sound reflections at all, and in a room known as a reverberation centre that reflects every sound. They found that the sound of a quack is heard as a long “aaaaccckkk” that then fades slowly away and masks any echo that is heard as a continuation of the original sound. If there is a hard surface, the quack of a duck is reflected as an echo just like any other sound, but is very difficult to pick up. The result of their research was written as a scientific paper and presented at a conference.

'Nike' One of the founders of 'Nike', Phil Knight, wanted to call the company 'Dimension 6' but an employee Jeff Johnson came up with the name from the Greek goddess of victory. The slogan “Just do it” was inspired by serial killer Gary Gilmour who was executed by a firing squad in 1977. He is reported as saying, “Let's do it” just before he was shot. The first “Just do it” campaign was started in 1988 and showed Walt Stack a running icon then aged 88, running across the Golden Gate bridge. The Rumanian tennis professional, Ilie Nastase, who became very controversial and was nicknamed “The Bucharest buffoon”, signed the first sponsorship contract with 'Nike' in 1972. Apart from this, scientists have discovered that they select the quickest root back to their home by using the Milky Way as a reference point. Up to now this makes them unique in the insect world. Researchers at Lund University in Sweden had observed dung beetles apparently dancing round on top of a dung ball that they assumed was nothing more than a ritual. The truth is that they examine the Milky Way by observing the glow to get a bearing as to which direction they need to take. They are like ancient seafarers who used the stars and the glow of the Milky Way to navigate ships at sea.

Ten Years On

he Roquetas de Mar aquarium has now been open for ten years and is enjoying a boost in visitors that has been badly needed. It has survived some very rocky times when funding was minimal and three years ago the future looked extremely bleak.

The Pension Puzzle

The Spanish Secretary for State responsible for Social Security has pointed out that if another similar amount is taken out of the fund for next December and two further advances made in 2017 there will be no money left. In 2011, the fund had a surplus of 66 billion Euros. Although so far in 2016 there are another 500,000 workers paying into the Social Security system many new workers take advantage of a reduction in payments designed to aid employment. At present the retirement age is slowly being raised every month and pension calculations modified. One proposal being actively investigated is whether pensions paid to widows and orphans totalling 23 billion Euros a year could be financed from another source of funds. On the face of it, the average monthly pension has gone up from 725 Euros in 2008 to 893 Euros at the end of 2015. This works out at an average of 3% a year with a total increase of 23% when the rise in the cost of living is only 9%. This is not as good as looks for pensioners as for the last few years the annual increase has been pegged at a quarter of one percent. This means an average monthly rise this year of only 2 Euros 23 cĂŠntimos! The amount pensioners receive is not the same in all autonomous communities (in our case AndalucĂa) where pensions are quite low, certainly compared to Madrid. More people retiring means that the amounts of money needed to pay pensions is increasing every year, and the life expectancy for men and women is also going up which doesn't help either! The average monthly salary in Spain has only risen by 6% between 2008 and 2015 and the number of people paying into the Social Security has gone down dramatically. Income (from employed persons) and outgoings (from pensions) had a healthy positive balance of 14.5 billion Euros in 2008 with a deficit starting in 2011 and now standing at minus 16.7 billion Euros, 50% more than in 2014. n 2012, the future of both motor traders and vehicle manufacturers in Spain looked bleak. Sales in July had gone down by 17% from poor June figures and total sales in 2011 had only been 808,000, the worst since 1993. Export sales were suffering as well and in September IVA (VAT) went up from 18% to 21%.

Initially cars that were over twelve years old and vans over ten years old could be taken to the dealer who then had to scrap them, but the age was then reduced to ten years and seven. Other schemes were put in place for large commercial vehicles, hybrid cars, electric cars and “people carriers” for large families. In the first year this only applied to 39,000 new car sales but the “copycat” factor where people decided they would buy a new car as their friends had one (without using the PIVE scheme) brought in another 10,800 sales. In 2013 there were 282,000 PIVE related car sales and 77,500 others. Four years later the last PIVE scheme with the discount down to 750 Euros from the government and manufacturer ran out this July 31st. The latest amount of 225 million Euros allocated by the state was almost all used up. There are no plans for another PIVE scheme as sales in 2015 were a total of 1.2 million vehicles and so far this

Juan Antonio Sánchez Torres is the head of the National Vehicle Sellers Federation and says that these schemes have undoubtedly saved the industry. They have cost the Spanish state 1.1 billion Euros but the total economic impact is put at 10 billion Euros. The 21% rate of IVA and matriculation costs mean that double the money that was advanced has been recouped ignoring the extra income for insurance companies and finance. Looked at from an ecological point of view, some 1.1 million old vehicles have been replaced with low emission vehicles. Motor manufacturers would still like some other incentive schemes relating to old vehicles and so would the DGT traffic department, who are very concerned about old vehicles. Despite the PIVE schemes it is estimated that by the end of 2017 the number of vehicles over ten years old throughout Spain will be 62%. As we mentioned last month in another article, 67% of the 487,000 registered vehicles in Almería province are more than ten years old and 34% more than fifteen years old!

The Driver Points System

José María Méndez Olivares is the provincial head of the Almería traffic department and points out that the number of deaths in the province from traffic accidents went down steadily from 60 in 2007 to 23 in 2015, although this is still too many. He is convinced that more careful driving results in less deaths and serious accidents, and losing points is a major headache for many drivers. Another impressive statistic is that some 277,600 drivers, 72% of all drivers, have not only never lost any points, but for many of them their total has now gone up to fifteen which is the maximum number. Less than a third of drivers have lost points in the last ten years and of this group in Almería province 3,500 drivers have lost all their points at some stage, but only 207 of these are women! If a driver loses all their points they have to attend a safety course at a recognized centre such as Huércal-Overa after a period of six months.

For drivers who don't understand how the system works, six points can be lost for being more than 0.5 milligrams over the alcohol limit or 0.3 for new drivers in the first two years, testing positive for drugs, refusing to take a test, dangerous driving, and using gadgets that inhibit radar devices. Four points can be lost for being over 0.25-0.5 milligrams above the limit or between 0.15-0.3 for new drivers, driving without a licence, throwing anything out of a vehicle that could start a fire or is dangerous, ignoring a stop sign or a red traffic light, overtaking where prohibited, ignoring traffic police signals, or driving in the reverse lane of a road or motorway. Three points can be lost for not wearing a seat belt (or not using child restraints), using a mobile or fiddling with GPS equipment, or driving when a licence has been taken away. Points from 2-6 can be lost for excess speed.

This course is spread over 24 hours and includes a theory test and costs 320 Euros. To get back a maximum of four points, a driver has to attend a course of 12 hours and pay 170 Euros. Alternatively, a driver is given back their lost points after two years but is still banned from driving where a ban is in place. A driver with some lost points can get these back in the same way. In the last 10 years, 7,633 drivers have attended these courses and 4,286 were doing this to get back some lost points, and 3,347 were doing this to In 38% of all deaths last year the person who died get their licence back. Calar Alto

here are many places in Almería province that are considered to be jewels from the Cabo de Gata coastal area that has regularly featured in lists of the most beautiful places in Spain, and Mojácar Pueblo that was similarly awarded one of the prettiest villages in Spain awards. Other locations such as the Tabernas desert area are places where film makers drool about the light and the scenery. Another claim to fame is the Calar Alto observatory in northern Almería in another stunning location. The site wasn't chosen for the amazing scenery, at 2,168 metres (2.1 kilometres) above sea level it is the highest point in the province and 65 kilometres from Almería city. The official name for the observatory is 'Centro Astronómico Hispano-Alemán (CAHA)' as it was set up as a joint venture between the Spanish and German governments. Initially proposed in 1970 it was opened in July 1975 but was exclusively operated by the German Max-PlankInsitut für Astrnomie, and the time Spanish astrologers could use it was only about 10% of the available time. In 2005 this was rectified with a 50/50 split in time but there are many combined projects so the use by either country is blurred in reality. There was a big celebration last year as this marked the 40th anniversary. The first observatory was fitted with a 1.2 metre / 47 inch telescope that was later upgraded and there are now three observatories with mirrors from 1.23 metre, 2.2 metre, and 3.5 metre. This latter one is the largest in Europe. The telescopes are used for different projects and the 1.23m one has produced some amazing photographs. In 2009 it operated in conjunction with observatories in other countries and photographed a nebulae (a cloud of gas and dust) that was so outstanding it was awarded “astronomical image of the day” by NASA and the Spanish “Astronomía” put it on their front cover with an associated article. The National Geographic Magazine selected the photograph as being “best of the week”. Other photographs since have been equally spectacular.

classrooms, a theatre for 400 people, an exhibition area, and the planetarium that could seat 45 people. This was set up as an educational tool so that visitors could understand what the Calar Alto observatory was doing, and why it was there.

In February this year the observatory recorded a rock entering the earth's atmosphere that created a fireball 93 kms above the earth but burnt out at 32 kms. Calculations gave the speed as 11,000 km/hr and the intensity was brighter than a full moon. There was a band of dust from the Sahara at the time, but luckily below the observatory height. On Friday, July 8th another rock was observed that was a fragment from the comet 169/NEAT that was travelling at 95,000 km/hr. This one burnt out at 47 kms from the earth. The European Space Agency has just signed an agreement with Calar Alto that they will collaborate in detecting comets and asteroids that are coming close to the orbit of the Earth.

When the 3.5m telescope was installed it was the third largest in the world but now there are a handful of telescopes that are over 10m. The proposal is that a new 6.5m telescope will be installed. Given the project name “Hexa” it will not now open in 2017 as was initially planned but hopefully in 2018. Apart from the actual telescope During 2009 it was decided to open a planetarium there needs to be a large instrumentation building and astrological centre in nearby Gérgal, with alongside.

Almería Museum has a major exhibition until November 1st entitled “Un Puente de Mar Azul” (A bridge of blue sea) that has over 250 pieces of archaeological interest recovered from the sea bed. This includes pottery, remains of old ships, cargo, and other artefacts. This is considered a very important exhibition as with 217 kilometres of coastline in Almería province some very important finds have been made. The exhibition can be seen at Ctra de Ronda 91, Almería city, up to September 15th, Tuesdays to Sundays 9am-3.30pm & Wednesdays to Saturdays 7pm9.30pm. Miscellaneous Mojácar Open Air Painting competition. The Mojácar event “Aire Arte” is part of a competition spread throughout various municipalities and takes place on September17th. The three best paintings will form part of a travelling exhibition of work. Interested painters have to register with the town hall and satisfy various conditions. Motorbike Event Motorbike time trials take place at the Tabernas circuit on September 18th at 8am organized by Vialmotor. Entrants can take part in various trials for beginners, experienced, or advanced bikers. These trials cost 80 Euros. A course including theory, trials with an experience co-pilot or solo, food & drink, and photos costs 140 Euros. All entrants must register at www.vialmotor.com.

“The Ladies Who Care Productions” have recently per formed a selection of monologues and witty songs relating to Joyce Grenfell to raise money for local charities. The performances featured Janet Franklin, Chrissie Cremore, and Sally Miller, directed by Jacqueline Welby. These have been extremely well received so a further performance is being staged on September 15th at 3pm, at camping Miraflores, Los Gallardos. Tall Story Little Johnny is constantly late for school and what's worse is that he always has a big lie explaining why. The teacher tells the principal that she has had it with his exaggerations. The principal tells her to send Johnny to him the next time he shows up late. He will tell Johnny a lie so big that he will never tell another one. Ever. The next day, Johnny shows up two hours late. Johnny says, "I was two hours early today so I had time to fish in the pond on my way to school. I caught a 17-pound trout and had to take it home. If I didn't clean it and freeze it, my mom would've been angry. That's why I'm so late". The teacher promptly takes him to the principal's office and explains the story to the principal. The principal tells Johnny about his own trip to school that day. He says, "I was walking to school through the park on the trail today when I heard something behind me. I turned around and was shocked to see a giant grizzly bear behind me. He was 24 feet tall and had 6-inch fangs. He was going to eat me, Johnny! Just then a little dog ran out from the bushes, jumped up and attacked the bear. The little dog killed the bear and then ate the whole bear right there in front of me. Some Euphemisms for Being Stupid School Counsellor Julia began her job in a secondary school as a counsellor and she was keen to help the pupils. If he had a brain, he'd be dangerous. If stupid were a talent, he would be considered gifted. He isn't firing on all 6 cylinders. He’s got a kangaroo loose in the top paddock. He’s like children’s scissors; bright and colourful, but not too sharp. He was left on the tilt-a-whirl too long as a baby. You can't call him an idiot, you'll insult all the idiots in the world. His mind is in neutral, body is in gear. He’s not firing with all spark plugs. He’s not the brightest light in the harbour. He’s not the brightest light on the Christmas tree. He’s not the sharpest pencil in the box. His on/off switch is stuck in the off position. He is one Fruit Loop shy of a full bowl. He is proof that evolution CAN go in reverse. He’s as sharp as a bowling ball. He fell out of the family tree. He forgot to pay his brain bill. His golf bag doesn’t have a full set of irons. He got into the gene pool when the lifeguard wasn't watching. He has an IQ of 2, but it takes 3 to grunt. He fell out of the Stupid tree and hit every branch on the way down. Can’t tell which way an elevator is going with two guesses.
