inal figures for the August temperatures are not yet available, but they will certainly be very high. July figures throughout Andalucía were the highest since records were first kept, not only the hottest days, but also the minimum temperatures overnight. Some provinces, particularly inland, recorded very high temperatures, but Almería province came close. The weather station in Córdoba recorded the maximum July temperature in Andalucía on July 9th, of 45.2 degrees. In Jaén, their minimum overnight temperatures for three nights in early August were 26 degrees. There have been seven deaths from the heat in Andalucía, including one in Almería province, six more than in 2014.

The “Dreambeach” music festival at Villaricos went ahead with no major hitches, and just over 100,000 people attending. Focus on Local News Game of Thrones Set builders have already arrived at Pechina in the El Chorillo de Sierra Alhamilla area, one of the locations for the filming of “The Game of Thrones”. Scenery has been transported from Belfast, where filming has already taken place. Portacabins are being prepared for the film crews and organizers and the area has been cordoned off. The mayor of Pechina, Juan Manuel López, is hoping that a major boost to the local economy will ensue, and understands that a major battle will be staged there. Filming will also take place at the Mesa Roldán lighthouse at Carboneras, Cabo de Gata, and Almería city castle. The filming is scheduled to take place in Almería province from October 10th-23rd. A Sad Ending The 6 yr old Spanish boy Pau who caught diphtheria in Girona near Barcelona subsequently died. Hospital doctors were ready to carry out a heart transplant if the kidney and lung functions could be restored to normal, which was not the case. Pau had not been vaccinated against diphtheria, and other classmates and a father were found to be carrying the deadly disease, but not at risk because they had all been vaccinated. The person who infected Pau or one of the others has not been traced. Health officials say that vaccination is essential but this was the first case of diphtheria in Spain since 1986. Illegal Taxis Figures published by the Junta de Andalucía (the governing body for Almería province) recently, deal with prosecutions of people running illegal taxis. Up to July, 17 cases were before the courts and 3 had been dealt with. Each of these people were fined 1,380 euros, the lowest fine for this type of offence, but repeat offenders or very serious infractions, can take the fine up to a maximum of 2,760 euros. The new regulations brought in during 2013 mean that once the police decide there is a case to answer, the vehicle is impounded. If the prosecution, when it eventually

comes to court, is not successful then the vehicle is released, otherwise it is scrapped or auctioned off. A person caught operating an illegal taxi now has to pay for the passengers being legally transported to their destination. The authorities are taking a hard line, partly because private insurance does not cover paying passengers in the event of an accident. The other reason is that legal taxi drivers not only lose out from lost fares, but also have to pay for the taxis to have a more rigorous 'ITV' (MOT) every year, and special tests for drivers to renew their personal taxi licences every year. During the 'Dreambeach' music festival at Villaricos, there were four arrests of persons operating illegal taxis.

Of the 11 destinations these include direct flights from Birmingham, Belgrade, Helsinki, Rome, Oslo, and South Tenerife. Internal flights that did not materialize included ones from Bilbao, Santander, Santiago, Zaragoza, and Valencia. Some of these anticipated internal flights had been organized by the Spanish organization “Imserso” who specialise in subsidised holidays for pensioners. Almería airport has flights this year to 15 European destinations, and the most popular ones are Gatwick, Dublin, Brussels, and Copenhagen. Within

Tax on Tourists 65 million tourists visited Spain in 2014, the highest number after France and the US. Spain needs tourists, but there are some concerns in large cities, owing to the sheer numbers. Most visitors to Rome pay a “fee” of between 1 & 3 euros per night since 2011, depending on the level of their accommodation. Anyone in a 5* hotel pays 7 euros per night, with all the amounts being collected by

Focus on Local News the accommodation provider. In Paris, the charge is 2 euros, and in Lisbon, 1 euro if a tourist arrives by air or sea, and another euro for accommodation. Since 2012, Catalonia charges between 50 céntmos and 2.5 euros per night which has brought in 83 million euros so far, and tourist numbers continue to rise. Barcelona receives so many tourists that new licences for persons wanting to open “bed & breakfast” type accommodation in the city are being refused. The councillor for Economy and Finance in Madrid recently suggested a tax on tourists, and stated it was being studied for 2016. Various tourist bodies and the Madrid hotel association immediately condemned the idea. The new mayoress in Madrid is a retired judge with definite opinions. She quickly said that this was not on the cards, and the idea had simply been studied and explored before she became mayoress. She said it had been rejected, was not going to happen, and the councillor involved had just been speculating “what if”! Trouble in Albanchez In the municipal elections last May 24th, there was a dead heat with votes of 238 each, between the 'P.S.O.E.' and the 'AlpAL' political parties. As laid down in the electoral regulations, representatives of both parties went to the electoral offices where the toss of a coin decided the outcome, and the 'AlpAL' party won the toss. The former 'P.S.O.E.' mayor lodged a complaint with the judicial section of the electoral department two days later relating to 11 people put on the 'padrón' (the official list of inhabitants) and the voting register on the same day during November 2014. The official complaint was that 8 of the people were registered to one house, and the other 3 to an enclosure that was purely for animals! The ex-mayor said that with only 711 registered inhabitants, it was quite clear that the 11 people did not live at the two addressees, never had, and had not been seen there by anybody. He stated that if these 11 subsequent votes were fraudulent, there would not have been

a dead heat. A judge in Purchena has now ordered an investigation to be carried out by the judicial police.

Radar Speed Traps in Almería Province In early July at the start of the holiday period with much more traffic, the “DGT” (Spanish traffic authority) published fixed and mobile radar locations. In Almería province there are ten fixed radar locations, either with a grey box beside the road, a camera on a post, or the overhead motorway ones. There are thirty other places on secondary roads where mobile radar detectors will be in place on various days, on sections of roads that are considered a high accident spot, has large volumes of traffic, or in residential areas. A tripod camera may be in place, or radar speed detectors in police vehicles. The new policy is that the mobile radar detectors will be signposted when they are in place, no longer with “camouflaged” vehicles hidden from sight. This is to encourage drivers to slow down, and the issuing of fines is now stated to be secondary to road safety. The use of portable radar detectors in vehicles was banned last year, with a fine of 200 euros and a loss of three points if used. GPS indications of radar locations such as are available with navigation systems in cars and on mobile phones are still totally legal, and the new map locations will be advised to GPS providers, so they will show on their maps. A new calibration and standardisation of speed cameras means that the allowable excess speed on limits of 30km-90km is

Focus on Local News only 7 km. In a 100km limit the tolerance is 108km, in a 110km zone 119 km, and on a motorway 130km. Above any of these allowable speeds the radar cameras will activate as detecting an offence. A new facility is that vehicles who have a special speed limit such as lorries will trigger the speed cameras for a speed in excess of these special ones. 64% of deaths from road accidents and 79% of injuries in Almería province during 2014 were on secondary roads. Not Guilty, But...... A judge in Almería has ruled that a court case from Zurgena affecting the previous major Candido Trabalon, seven councillors, a construction company, and technical architects, is not valid. The “illegal” development relates to 14 house in the Los Llanos del Peral area of Zurgena. The judge stated that there was a considerable confusion over whether the land was zoned for urban development. The “PGOU” official planning document that covers all urban planning did not include this development and it should have done, but there was a church, school, and a square, very nearby. Also, an electricity supply had been installed in the 70s, and water shortly afterwards. The judge requested an official investigation into written records of a council meeting at the time permission was given for the project on April 30th, 2005, that could be an attempt to falsify the proceedings. The records of the council meetings had not been signed as required by law, neither by the council secretary nor the mayor, and had no reference to the planning permission. The judge concluded that this may well indicate that the town hall records had been manipulated at a later date to hide the granting of the permission. The investigation will be done by the 'Fiscalia' (Spanish crown prosecution body), and if proven, charges may be laid.

This is designed to help “regularize” houses such as linked town houses where the land has been segregated into individual plots. A spokesperson announced that this was not an amnesty nor was it a legalization, but it would enable these types of properties to have legal water and electricity supplies. The conditions are that the properties must be a minimum of six years old, and not built in river beds, areas of special protection, or currently subject to court proceedings. Where court proceedings are taking place, the new state regulations should apply that say that demolition orders cannot be complied with, unless compensation is paid to “good faith” purchasers.

Carboneras Town Hall

Carboneras Postal Votes In our last magazine we explained how postal vote fraud for the municipal elections was carried out. A councillor and two ex-councillors in Carboneras are accused of postal vote fraud, and a prison sentence of six months (suspended), a ban on holding public office for three years, and fines are being asked for. Accusations are that two of the three people contacted a woman in Almería city, asked her to come to Carboneras, and promised work as a cleaner at Carboneras town hall if she applied for a postal vote. There is also a request to re-open a court case against the mayor at the time for election fraud that was suspended for lack of concrete proof. We stated in our article that justice triumphed “eventually”. The alleged offences relate to the municipal elections of May 2007. Unfair Charges The bank group 'BBVA' is following in the footsteps of 'CaixaBank' from September 1st, and 'Santander' from October 1st. Anybody who uses a credit card to obtain cash from their bank machines, issued by another bank, will be charged 2 euros. 'CaixaBank' and 'BBVA' are part of the large 'Servired' cash machine group, and have 16,000 of the 34,000 'Servired' cash machines in Spain. The “4B” cash machine group only have 6,000 outlets, the same as the “Euro 6,000” one. Consumer organizations are up in arms, and say that these banks are imposing double charges, as the bank where the card has been issued takes their own charge for cash withdrawals. The 'BBVA' bank says that customers using their machines will see a message telling them of this charge if applicable, and asking if they want to proceed. The consumer bodies say this is no excuse, and their cash machines may be the only ones available in many cases. The 'Bankia' bank (also a 'Servired' member), said when the 'BBVA' plans were announced, that they had no plans to follow suit, and cash machine operations were 20% of their business. 'CaixaBank' started this idea a few months ago, but the European Commission has asked them to explain these charges, as they may be an infringement of rights between member states as well. With poor interest rates, Spanish banks are keen to extract money from any customers, not just their own! In early August the Bank of Spain sent official communications to various bank groups advising them that withdrawing cash from a bank machine was a single operation and could

not be subject to double charges. They said that a charge could be made by the bank that issued the credit or debit card, or the bank who owned the cash machine, but not both, and immediate steps had to be taken to implement this.

Children in Cars From October 1st, new regulations regarding children in cars come into force. These are designed to do away with many parents not understanding the system. One of the confusions is whether a baby or very young child should be in a child seat facing forwards or backwards. The “DGT” Spanish traffic police have said that the exact instructions regarding this option on the use of their child seats from the manufacturer must be absolutely complied with. If parents buying a new child seat want to have them facing backwards (many safety experts consider this is good), then they must buy the correct seat. Children who measure less than 135 cms in height, whatever their age, (this is new), cannot be in the front seat alongside the driver unless every seat behind holds other children in safety seats. A child is allowed in front when a car or van is only a two-seater. At present, and in the future, if police stop a car where young children are not in the correct seat, the driver cannot continue. There are two options; they have to acquire a safety seat themselves or someone else with a safety seat(s) has to collect the child or children. A driver will still be fined 200 euros and lose three points for non-compliance with the regulations, as is currently in force.

Focus on Local News An EU Investigation At the end of 2013, the Spanish tax authorities introduced the now famous “720” form, making it an offence for residents of Spain (including Spaniards) not to declare various assets out of Spain that were worth more than 50,000 euros. After an amnesty period, fines were levied for non-declaration of any asset of 5,000 euros, with a minimum fine of 10,000 euros. Subsequent declarations have to be made if assets change in value by 20,000 euros. The EU has opened an investigation, not against the regulation itself, but regarding the fines that they consider “disproportionate”. They also criticise the “720” form as being only available in Spanish, it can only be completed on-line, and there are no retrospective time limits. It is expected that Spain will be told to modify this legislation and the repayment of fines may be ordered. Whoops! Police were recently alerted that a “small vehicle” was travelling down the A7 motorway near El Ejido in the wrong direction. Various motorists had needed to take evasive action when they found themselves confronted with this vehicle. Traffic police raced to the scene and found an 87yr old man driving a mobility scooter. One police car escorted him to a place of safety, whilst other police shut off the fast lane. The man was stated to be disoriented but not under the influence of alcohol. He was taken to the Poniente hospital in El Ejido for a check-up. Purchena Court Case Federico Molina, an ex-mayor of Purchena has been handed down a (suspended) 18 month prison sentence, and a ban on holding public office for 9 years. The case concerned a relative of the mayor who ran a construction company, 'Promociones Partaloa SLU'. In September 2004, the builder set out to build 9 dwellings on land not zoned for urban development. His company applied for a building licence for 5 houses in total. The town hall adopted the policy of “administrative

silence”, which means they did not reply to the application, and eventually their lack of action meant that the builder had tacit approval. The dwellings were sold to non-Spanish persons who received a sales contract for the land. Charges against the builder had to be dropped, because the time period to bring the matter to court had been exceeded. The judge said that the houses were not in any area of special protection, but were on land not legally zoned for their construction, but the purchasers had acted in good faith. Because of this the judge did not order a demolition order. It is expected that Federico Molina will appeal this judgement.

Albox Town Hall

Albox Money Problems The “P.P.” conservative party in opposition in Albox have claimed that the debts owed by the town hall amount to 45 million euros, a quantity of money that is completely unacceptable. The figure of a debt of 22 million euros given by central government only applies to current banks debts. The “P.P.” party say that 1 million euros is owed from court judgements, including the 500,000 euros in unpaid rent for the School of Music and Dance that were evicted from the premises at the end of June, and the water company 'Galasa' is owed a large amount of money. They also state that in 2013/2014 the council took advantage of a government scheme to borrow money to pay outstanding bills from providers of services that was 19 million euros. They say that with only 12,000 inhabitants the town hall debt is one of the highest in the province.

Focus on Local News Less Crime, More Convictions The Spanish Ministry of the Interior has published figures relating to crime in Almería province during 2014. For the fourth consecutive year the number of offences fell and in 2014 were some 4% less than in 2013. A total of 8,450 people were detained or arrested, also down on 2013, but conviction figures went up. 64% of the people arrested were Spanish nationals, and crimes or offences by nonSpanish persons fell in numbers. Violent crime in Spain is not at all common, and numbers are amongst the lowest in Europe. The age group with the most arrests and convictions was 18-30 (predominantly males) and the only increase in arrests was to persons over 64 yrs of age. 1,200 people who were brought to courts for committing an offence were given community orders of various types. Many of these people were convicted of relatively minor traffic offences. Where there had been an offence of non-serious violent behaviour, judges can and do order an obligatory attendance at therapy sessions. Persons convicted of vandalism are often given community service orders of repairing damage to streets, gardening, or other repairs where they work with council employees. Still Legal! The whole legal situation with regard to El Algarrobico hotel in Carboneras is due to be reviewed by the Spanish Supreme Court this September. This is supposed to give a definitive answer as to whether the land use and building licence is valid or not, and whether the hotel can be completed and opened for business by the developers 'Azata del Sol' if they decide to do this. Some contradictory decisions by previous courts will be studied, but in 2014, three judges stated that the hotel was legal, and an appeal against this decision confirmed this. During July a court in Almería dismissed another legal challenge by the Junta de Andalucía (the governing body for Almería province), Salvemos Mojácar, and the Ecologistas en Acción (Ecologists in Action) environmental groups. The judge notified

Carboneras town hall that in his opinion the building licence given in 2003 was valid. Further work on the 95% finished hotel was paralysed by a court in Almería after court proceeding that started in 2005. Other hotels, housing, and a golf course were to be built on adjoining land. The ruling in September would affect these plans as well.

A New Arrival The Roquetas aquarium is home to a new arrival, a sea turtle called Juan. The young turtle was rescued from the sea by the marine association 'Equinac' in May 2014. Part of a fishing net had caused major damage to one of his flippers which had no blood circulation and was wasting away. An amputation was the only remedy. Because of this, his re-introduction into the sea was considered impossible as the area of the amputation needed constant inspection, and his life was in danger on one occasion. The aquarium decided that he could live in one of their tanks with a constant water temperature and natural sunlight that he needed, and his progress could be monitored. 'Equinac' say that visitors to the aquarium will be able to see at first hand the damage to marine life from fishing nets that are sometimes discarded by fishing boats. Juan is sharing his new home with a collection of grouper fish. Ironically, these fish were rescued by the aquarium when they were surplus to a scientific study, and in all likelihood would have been killed off.

So Now You Know... The Masai

Tradition tells us that the Masai tribe moved from the Nile valley in Egypt hundreds of years ago and travelled to South Kenya and central Tanzania. They were pastoral farmers who kept cattle, and their culture was remembered in songs and chants that were passed down by the elders of the tribe. Many of them were captured in Somalia in the 1870s and started to speak Somali. Huge losses in their numbers resulted from smallpox, rinderpest (a terrible cattle disease) and droughts in 1897 and 1898. It did not rain at all, causing starvation and killing their cattle. In the 1900s many were evicted from their normal territory and told to grow cereal crops instead of cattle farming. Their lands were given to white settlers. Volvo Cars

The first Volvo car came off the production line in Gothenburg in Sweden in 1927. The name “Volvo” is “I roll” in Latin. The design parameters were to produce a car that would cope with the harsh Swedish climate as the imported USA cars soon suffered. In 1929, a six cylinder car became available and by 1932 some 100,000 had been produced. A more compact and cheaper model, the PV1, was produced from 1936. In 1959, Nils Bohlin, the head of their safety department, invented the three-point harness seat belts, and their cars were the first to be equipped with these. From 1960-1970 safety features such as crumple zones, side collision reinforcing, and collapsible steering columns were introduced. Wristwatches

In 1571, Queen Elizabeth 1 was given an “arm clock” by Robert Dudley, the Earl of Leicester. It was probably fairly large, and subsequent gifts like these were known as “bracelet watches”. When watches became popular for men they were pocket watches, kept in a pocket on a waistcoat. The British military began mounting offences in battles in the middle of the nineteenth century where the exact time was a vital requirement. Pocket watches were then worn on the wrist in a leather cup fixed to a strap, known as a “wristlet”. Improved designs during WW1 had lugs soldered onto the pocket watches to hold them securely in place. The London company, 'Rolex Watch Company Ltd', dates from 1915.

Cartoons

In the US in 1877 cartoons started to be used to comment on politics and politicians. The first Pulitzer prize for newspaper cartoons was awarded in 1922 to cartoonist Rollin Kirby. At the same time, animated cartoon figures began to feature in silent movies. In 1923, Walt Disney introduced the first animated cartoon based on children's stories. In 1928, Mickey Mouse and his girlfriend Minnie appeared in a cartoon film with sound and Donald Duck first appeared in Walt Disney's “Silly Symphonies” cartoon series in 1934. “Snow White and The Seven Dwarfs”, the first long length cartoon film was released in 1937, and received an Oscar. Each frame had to be laboriously drawn by hand. “Golf Ball” Typewriters

The IBM “Selectric” electronic typewriter revolutionized this market in 1961 and paved the way for computers to be operated by a keyboard. IBM replaced the basket of levers that typed one letter only, and soon jammed with rapid typing. It used a circular ball like a golf ball, with each letter or symbol on it. Typists could increase their speed dramatically, jammed levers were a thing of the past, and different heads were available. An electronic device stored key strokes from extremely fast typing and then completed the sequence. Estimated sales of 50-60 in the first month soared to over 500, and anticipated orders of 20,000 in the first year reached 80,000. The first IBM computers used their 'Selectric' keyboard as an interface. Duck-billed Platypus

This extremely strange aquatic mammal from Australia has a mixture of a duck-like bill and webbed feet, a tail like a beaver, and a body like an otter. Males have a venomous sting at the back of their rear feet. They find food underwater, scooping up insects, shellfish, worms, gravel and mud, and take the mixture back to the surface. Folds of skin stop water entering their eyes, ears, and nose, and they use electrical signals to navigate. On land, the webbing on their feet retracts, and they have nails that enable them to walk after a fashion. They are one of only two mammals where the female lays eggs in a burrow. Males weigh up to 2.5 kg, about twice that of a female, and when fully grown are 50cms in length.

Sea Turtles

he arrival of healthy sea turtles on beaches in our area is very rare, but the seas off the coast of Almería province, and the Alborán sea, are recognized as a “resting area” for migrating turtles. Known as “la tortuga boba” in Spanish, these sea turtles migrate from the Atlantic ocean in Florida to the Adriatic coasts of Italy and Albania. The Cabo Verde islands off Senegal are a favourite place for female turtles to come ashore and lay eggs.

Marine conservation groups say that fishing techniques have to be modified to stop these deaths, and this would also result in less damage to nets, as a fully grown turtle can weigh 100 kilos. Plastic residue, such as that from “six packs” of beer or soft drinks, regularly cause entanglement and damage. Injuries from increased marine traffic are also responsible for their death. Female turtles come ashore to lay their eggs in a hole in the sand. One came ashore at Vera Playa in 2001 and in Agua Amarga near Carboneras last year. Other arrivals in 2014 for the purpose of laying eggs occurred at San Juan in Alicante and a Tarragona beach. Just before midnight on July 18th, a fisherman at a cove near San Juan de los Terreros saw a turtle come onto the beach and start digging. Baby turtles that hatch naturally on a beach suffer from predators such as seagulls and cormorants, and rough seas can throw them onto rocks. Very few, sometimes less than 1%, survive this initial period. At Cádiz they are kept in tanks until they weigh about 4 kilos before being released into the sea. Mature female turtles return to beaches where they originally first entered the sea, to lay their own eggs. Since 2011, over 300 micro-chipped young turtles have been put into the sea at a quiet beach in Cabo de Gata. In theory, in years to come, a turtle colony may be established. These turtles raised in Cádiz, came from eggs collected at Cabo Verde. At present it is being suggested that the turtles that hatch from the eggs buried at the San Juan de los Terreros beach may well be brought back there when they are large enough to be released.

Spain’s VAT Argument

AT tax in Spain has the initials 'IVA' (Impuestos sobre el Valor Añadido) and Spain is under increasing pressure yet again, to change their system. The International Monetary Fund (IMF) has been telling Spain since 2013 that modifications have to be made to the IVA rates, partly to bring Spain more in line with other EU states, but mainly to bring in more income to help Spain reduce their deficit. The Bank of Spain is now saying the same thing, as the deficit target for 2015 looks unlikely to be achieved.

The VAT system for member states was introduced into the EU in 1993 and modified in 2006. All twenty-eight member states have had to agree to the basic principles; existing states or new ones joining the EU. The VAT system did away with single taxes such as purchase tax or sales tax, and instead made tax payable at the appropriate rate whenever there was a sale made between companies, and ultimately to the public consumer or “end user”. In September 2012, Spain kept the 4% rate intact, but the 8% rate was increased to 10%, and the 18% rate to 21%. Some previously rated 8% items, such as cinema, theatre, and concert tickets, went up to 21%, along with (amongst others) hair and beauty prices and funeral services. The 21% rate on cultural activities has definitely damaged these industries, and it was hoped that in this August budget announcements for 2016 their 21% rate would be reduced down to10%. New Meters

The meter changes from Endesa are much more fundamental, as meters are being replaced by the new “intelligent meters”, as part of an EU requirement. Households and small businesses will be advised by notices put up in the streets when the meter change is taking place, and Endesa say that the electricity will only be off for about half an hour. A letter will be sent out when this has been done and the last meter reading before the old meter was removed will be supplied. As we have pointed out before, the cost of providing electricity depends on where it is being generated. Wind farms and hydro-electric installations provide the cheapest electricity and coal-fired power stations are the most expensive source. So the cost of providing the electricity we use varies every day, and also depends on how much electricity consumers want. These new electricity meters send a continuous signal down the existing cables with the amount of electricity being used. A local centre sends it on via the Internet. Normal meter readers will all be redundant and our monthly bills will reflect our hourly use of electricity during 24hrs every day, charged accordingly. So will the new meters help us to save money? Endesa say that the information available on the hourly cost of electricity will enable consumers to save money, if they take this into account. A website, www.tarifaluzhora.es, has been set up by “Red España” (the Spanish equivalent of the UK National Grid). This gives the average cost of electricity the day before, starting at midnight, and shows a coloured bar graph with green indicating the cheapest cost, orange the middle cost, and red the most expensive, for every hour of the 24hr period. It also shows the cheapest hour and the most expensive. This information is expressed as

On an average day, the cost of electricity is cheapest from 1am to 9am or 10am, with the lowest cost between 2am-4am. The period 11am - 3pm or 4pm is the expensive period, and 3pm to about 9pm the middle band. 9pm-midnight is almost always the expensive rate. On a recent day in August when it was fairly hot, the cost of 1 kilowatt hour was 13 céntimos at 1am and 9am, with a drop to 11 céntimos between 2am-4am. The cost from 9am1pm went up steadily to 14 céntimos, then slid down to 13 céntimos by 9pm. From 9pm-midnight it peaked at just over 15 céntimos. This may not seem much of a change in cost, but over a month the difference adds up. If you bear in mind these time periods with the cheapest and most expensive cost of electricity and try and adapt your use of electricity accordingly, you may be able to save money. Endesa will provide Internet access to the cost of electricity that we are using in real time. The first few electricity bills from the new system should show if we are saving money, or lining Endesa's pockets! Endesa started off by saying a charge of 10 euros would be made for changing the meters. The Spanish authorities said “no way!”, so the changeover is free.

Feeding the Needy

panish parents, like many other nationalities, tell their children to eat all the food on their plate because “children in Africa are starving”. At the present time they could change this to “children in Spain are starving”. The amount of food thrown away is still a big problem, and there are many proposals to try and educate families how to minimise the food that goes into the bin. Better labelling, packaging of smaller quantities, and more information regarding dates is very necessary. The other side of the coin involves supermarkets, food distribution companies, and manufacturers. Large strides are being made to ensure that food is not discarded, or that companies set up a rigorous system that channels food that is still fit for consumption to the charities and food banks that feed the needy. “ACES” is an organization of major supermarkets including 'Eroski', 'Carrefour', 'Supercor', 'Sinply' and 'Lidl' ('Mercadona' and 'Día' have their own internal systems). “ACES” directly supplied charities such as the “Red Cross”, “Cáritas” and food bank centres with 12,000 tonnes of food in 2014. Another organization “AECOC” is made up of 265 manufacturers and distribution companies, who have set up a “self regulation” scheme to ensure that surplus food reaches the poor. These associations are seen as a model of what can be done, and a recent major conference in Madrid saw s u p e r m a r ke t b o s s e s a n d g ove r n m e n t representatives attending from the UK. France is about to introduce legislation that will heavily fine supermarkets who throw anything away that is still suitable for consumption but other countries such as Spain believe a voluntary system works best. 'Danone' is a company where they have amended their production and distribution techniques. Internally they aim to have zero waste on the raw ingredients that enter their manufacturing processes. Their production is dedicated to satisfy their orders for the range of products, but this is very difficult to achieve 100%. Apart from making sure that all items that are surplus to customer requirements are given to food banks, they treat them as being “another customer”. They have co-

ordinators who ensure that a percentage of their normal production is intended to be given to food banks, and in 2014 they donated 10 million items throughout Spain. This means that they regularly supply products, and food banks know that frequent donations can be expected.

The 'Eroski' chain of supermarkets set up a special department in 2013 to liaise with 48 associations who feed the poor. Members of their staff are specifically responsible to ensure that a “zero waste” policy is complied with. Apart from products where there is a labelling error, or damaged packaging, they have introduced a rigid policy regarding sellby dates. They take off sale any item where the sell-by date is two days away, and in the case of perishable items make sure they are still refrigerated. In many cases their own transport delivers these items directly to food banks. 'Eroski' say that apart from this being a deliberate policy to help needy recipients, their normal customers now realize that the products on their shelves are not about to expire in date. 'El Corte Inglés' have set up a very similar scheme regarding perishable food., and operate much stricter guidelines than previously. Many of the products they donate have several days of “life” left, and as with 'Eroski' they think that their customers have more confidence in buying perishable items. Europeans still bin vast quantities of food. Policies such as those above will help reduce this, and also feed the poor.

Chema Madoz, the renowned Madrid photographer, has an exhibition of his work until September 20th at the Centro Andaluz de la Fotografía in Almería city, C/Pintor Díaz Molina 9. Chema Madoz won the Spanish National Photographer award in 2000, and there are a total of 70 large or medium sized black & white photographs on display from 20002005. The exhibition can be seen every day from 11am-2pm & 5.30pm9.30pm.

MACS Summer BBQ will be held at Maggi Lake's House “Casalago” in Bédar on September 30th at 7pm for 7.30pm. Live music with Lady Ellen, Tony Justice, Flashback and Moz Morris DJ. Manuel Coronado, the famous artist from Águilas, has a permanent exhibition of his latest paintings entitled “La Magia del Color” at the “Infanta Doña Elena” auditorio and gallery in Águilas. The exhibition can be seen Thursdays-Sundays from 7pm-10pm. Pascual de Cabo has an exhibition of his paintings entitled “Instantes” at the “Infanta Doña Elena” auditorio and gallery in Águilas. It can be seen until September 12th, Tuesdays to Sundays from 7pm-10pm. “Al-Mariyya, Puerto de Oriente” is an exhibition of objects from the time when the Moors occupied Almería city. It is made up of 300 pieces that were found in an excavation in 1930 at the site of the Grand Mezquita and at the castle in the 1940s-1950s, and includes items from the archaeological museum at El Ejido. Many of the pieces have not been on display before and this is considered a unique opportunity The exhibition runs until Oct. 25th at the Museo de Almería, Carretera de Ronda 91. 10am-1.30pm and 5.15pm-8pm, Tues - Sat, Sundays morning only.

Paws/Patas have a full moon party on Sept 28th starting at 5pm, at Joe´s beach bar next to Titos. The line-up includes Yakunde Reggae, Ashley & Dainius, Credence Clearwater Revival tribute act, various other artistes with DJ Steve King as compère. What’s On MACS, the Mojácar Area Cancer Support Group, has a concert on Friday, September 4th at 7.30 pm at the Road House at Auto Corner on the old Turre to Los Gallardos road. Guest star is Mama Paula, an incredible blues/jazz guitarist and keyboard player who has performed with Mark Knopfler, Van Morrison, and Joe Cocker. The supporting artist is Fritz. The Indalo Players are now in rehearsal for their next production which will take place October 16th18th, venue to be advised. What’s On The Fourth Annual charity Quiz of Quizzes will be back on Saturday, November 14th at Maloan's bar in Albox. Over 100 players from all over the region took part in the event last year which was won by the Partaloa Ponderers after three hours of hard fought fun. As previously, the winning team will pick up a trophy and a cash prize but the main beneficiaries will be deserving local charities. Come along and help us raise more this year and if your team wins then you can choose which charity gets the main donation. The quiz is a general knowledge and audio one that is enjoyable for quizzers of all abilities and ages. Teams can be of any number up to a maximum of six players with a 5 euro per person entry fee.
