Didn’t It Rain?!

orrential rain, enormous hail stones and almost constant sheet lightening hit most parts of Almería province in the early hours of Friday, August 31st. Local forecasts predicted “some rain” and “a steady fall in temperature over the following 10 days”, and the weather forecast map for the Friday and the following Saturday showed a day of normal sunshine. In anticipation of another hot and clammy night, a lot of drivers left windows down, or sunroofs open! In reality, in certain areas of Almería province (and certainly in this region), the heavens opened and dumped rain water of up to 50 litres per m2 per hour, for 8 hours. In Pulpí, 87 litres per m2 fell in 45 minutes. There was major consternation about rain water damage done to roads, property and vehicles. Properties with semi-underground garages, offices or domestic-use rooms were in some cases flooded to a depth of 1.5 metres, including the “Cadena Ser” radio station and linked offices in Mojácar, along with the nearby ‘Unicaja’ bank. The Beach bar “I love Mojácar” was almost completely destroyed, and the sea turned brown, as usual after heavy storms. In Garrucha, lorry access was impossible at the port. Everybody asked, “How can there have been such raging fires, and the next day, floods?” A man was arrested in Bédar accused of starting the very serious fire, after using an electric metal disc-cutter. Sadly, another young former Bédar resident returned to Bédar to loot empty properties, but was quickly apprehended by vigilant police. Recovering from the deluge

August here was generally pretty hot but exacerbated by high humidity until the early hours of the 31st. We feature an article in this issue relating the average costs of rented and hotel prices in Almería province during the months of July and August. September is, of course, “back to school time”, but this year with jumps from 8% to 21% IVA (VAT) on many goods and services, parents found that this applied to all the usual school items that had to be purchased, except books that stayed at 4%. Some newsagents or office and school shops promised to absorb this increase as long as they could. The annual Almería August “Feria” festival and bullfighting events were adjudged a big success. Doubts earlier in the year that many of the available sites would not be rented proved groundless. Isabel Pantoja, one of Spain’s most famous singers ever, who has riveted audiences for over 30 years, closed the festival events to rapturous applause. Cities, town halls and villages are now publishing their late summer cultural and other events. Some big names are contracted to perform during September and we feature these and other events in our “What’s On” section as normal. During September, there are no National fiesta days when everything shuts down nationally. September 29th is ‘Dia de Sán Miguel’, so Spanish men and children with this name (Michael in English) celebrate this, along with the very large beer company of the same name in Spain. Drinks usually flow on this day! San Miguel is also one of the patron Saints of Pulpí, Alfaíx and Cantoria. If you live in these areas there will be the normal fiesta closing, or reduced hours. The first week of October sees fiestas in honour of San Franciso (St Francis), with fiestas in Albox, Huércal-Overa and Turre, often with portable bullrings being trucked in. October 7th is a big fiesta day in Mojácar that usually gets extended. It is to honour the “Virgen del Rosario”, one of Mojácar’s patron saints.

Focus on Local News Government Spat. Government ministers, particularly in this administration, are being continuously instructed to “tow the line” with regard to unpalatable reforms. The Spanish Minister for Industry and the Finance Minister are openly in dispute over the plan to revolutionize the way electricity supply companies operate, particularly with regard to the famous “deficit” This is the amount the electricity companies say they are “owed” by the government for generation costs since 2002 that surpass income, and is 24,000 million euros, with another estimated 5,000 million by the end of 2012. José Manuel Soria is determined to force the industry to abandon some of this debt, and totally reform the generation and price structure. Cristóbal Montoro, the Finance Minister, is claiming that any such reforms are subject “to him having the last word”. José Soria says he is in charge of industry and it is his decision only. The deputy Prime Minister, Saénz de Santamaría, has pointed out that a consensus of ministers will approve any reforms, but each minister has “clearly defined responsibilities” (so stop bickering!) Ryanair “Mayday” Calls and Cancellation Irish airline Ryanair has admitted that three of its planes issued emergency “Mayday” calls within minutes of each other after running low on fuel on July 26th. Thunderstorms over Madrid forced Spanish air traffic controllers to divert flights to Valencia. The “Irish Central” newspaper “obtained” radio conversations between a pilot and Valencia controllers and states, “the flight commander clearly calls ‘mayday’ because of low fuel”. An “anonymous” Ryanair pilot said that “the issue” (of how much fuel flight commanders on Ryanair aircraft are allowed to carry) is part of an efficiency drive at the budget airline. The Spanish Aviation Authority reported these “emergencies” to the Spanish Air Safety Board. In theory, if it was proved that Ryanair was cutting corners on safety, the airline could be refused an operations licence in Spain for up to three years. On Saturday, August 26th, a Ryanair flight from Menorca to Madrid was cancelled owing to a mechanical problem and a delay of 12 hours

was announced. Passengers complained that the airline was “disinterested in them” and Guardia Civil police were called in as tempers became inflamed. The Guardia police insisted that Ryanair staff stamped all the complaint forms that passengers filled in, and 100 of the 180 passengers decided to mount a group civil liability action for inconvenience, expenses incurred by the delay and damages, while they waited!

Bédar Burning All the residents of Bédar were evacuated on Saturday, August 25th, after a serious fire was reported at noon the same day. The Almería Environmental Agency classified the event as “Class 2”, and vehicle and workers from the ‘Protección Civil’ (Civil Defence) were ordered to handle the evacuation and advise the families involved that the Los Gallardos Sports centre was being turned into a refuge. Each person arriving there was logged in. Many evacuees praised the work of the Cruz Roja (Red Cross), even down to coping really well with any children. Meanwhile ‘INFOCA’, the fire fighting organization, decided the fire was a “Level

Focus on Local News continued 1” in severity and 6 helicopters for firefighting, 4 large transport helicopters, 3 airplanes to discharge chemical retardant, 2 amphibious aircraft and a coordination and spotter plane were scrambled. The first 50 firefighters sent to the blaze were later joined by another 54 and finally 150 firefighters were at the scene, along with Spanish army members, making the grand total of everyone drafted in to help to be 580 people! Bédar residents were allowed to return home after 22 hours. The mayor of Bédar stated that 375 hectares had been alight and the cause after investigation, was stated to be a man using an electric disc cutter to modify a skip.

IVA (VAT) Rises (We explain these increases in an article on page ?). Experts from the Spanish Tax Authority (‘Hacienda’) calculate that for the average family with two children and one working parent in Almería province, the increase in IVA will be 465 euros a year. Electricity and telephone bills sent to households or companies in the early days of September will relate to fuel costs or calls made in either July or August, or both months. Because the official billing date is in September the companies billing us will charge for the previous consumption with the new 21% IVA rate. Unfortunately tax regulations allow this to take place!

They consider that in a city centre with such low speeds owing to traffic congestion the helmets only cause sweating, and if a cyclist was knocked off by a motorist the injuries would not normally be those to the head.

Vélez-Rubio Residential Home The Junta de Andalucía rural development body is making a grant of 440,000 euros towards the cost of building a 1.9 million euros residential home in Vélez-Rubio to accommodate mentally challenged elderly people. The home will have accommodation for 29 persons and a permanent staff of 15. The home will be run by the mental health association ‘Apafa’ who are launching the project.

“Marcos”, the Dolphin Scores of volunteers turned out in Roquetas after a dolphin was spotted very near a beach, obviously distressed. Francisco Toledano, coordinator from the voluntary marine rescue organization ‘Promar’, stated that after examination it was determined that the dolphin was dehydrated and probably suffering from heat exposure and hardly moving. Hundreds of people came to the beach to see “Marcos”, as he had been christened. After the remedial treatment of medication and some physiotherapy and he showed signs of revival the number of volunteers actually in the water was restricted to cause least stress. A special sling was used to keep Marcos afloat, and after the full recovery that everyone was hoping for it was proposed that the nearest school of dolphins would be where Marcos would be released.

The Flamenco Legend The Spanish flamenco singer known simply as “Camerón de la Isla” died in 1992, aged 42. He is still considered the most important singer-guitarist ever in the flamenco world. One of the most famous living flamenco performers is the internationally famous artist from Almería, Tomatito. Together with Paco de Lucía, he is recording a tribute album to maintain the legend. Tomatito recently said, “Camerón did not have fans, he had a multitude of persons who revered his work and idolized him”.

David Bisbal New Concerts The Almerían singer (and heartthrob) David Bisbal is expanding his horizons and at the start of his next world tour on September 26th he will perform in the Royal Albert hall. He then goes to the US and Canada where he performs in the Carnegie Hall in New York on October 16th. David Bisbal is hoping to attract Spanish speaking audiences in the US but has had extensive spoken-English lessons so that he can attract English as well. At a recent gala charity concert in Marbella he performed with Antonio Banderas and for serious fans prepared to make a donation of 6,000 euros they received a VIP pass for the Royal Albert hall concert.

The Mojácar Coral Invasion Scientists and marine biologists have been observing the arrival of a type of coral completely different from the types normally found in the Mediterranean sea. The present government has renewed this but are trying to reduce the cost. Modifications have been announced under revised legislation known as “Plan Prepara”. The benefit is extended for another 6 months and increased to 450 euros. It will be given to an unemployed person who has three family members, all unemployed, or below employment age. If an unemployed young person is living with a family who is in employment and other family members earn an average of 481 euros each per month, this benefit is not available. Persons who agree to go on a re-training course but then have a poor attendance record will have the 450 euros withdrawn, and they will have to prove that for the 30 days after they apply for this relief they have been actively seeking work with a log to prove this. The Mojácar Floods Apart from other parts of the province, there was major flood damage in Mojácar following the downpour in the early hours of Friday, August 31st. The Nobel Peace Prizes Inventing dynamite does not seem to be linked to Nobel Prizes, but Alfred Nobel was a Swedish chemist who in 1866 stabilized nitro-glycerine producing dynamite and in 1875 produced gelignite. Sticks of dynamite with fuses were made at the Nobel Explosives Co Ltd in Scotland. Alfred was a convinced pacifist and hoped inventions might stop wars. He died in 1896 and left 3.2 million pounds he had accrued to form a ‘Nobel Prizes Foundation’ with 5 categories including “Peace”. He left instructions that each year on the anniversary of his death prizes were awarded for “Conferring the greatest benefits on mankind”. Skyscrapers With the invention of iron and then steel girders, architects realized that if a building was essentially a welded or riveted structure the brickwork was not load-bearing, and they could build upwards safely. The technique became known as “skeleton construction” and the first building with ten stories was the ‘Home Insurance Building’ in Chicago, built in 1885. Steel was stronger than iron and in 1899 a 31 storey tower building was built in Park Row, New York. No one is sure who started calling such buildings “sky scrapers”. The twin towers of the World Trade centre in New York were the tallest sky scrapers ever built for a number of years.

The Art of DJs The first true disc jockey was Elman B Meyers who launched an 18 hour programme in New York in 1911. Moses Baritz was the first British DJ in Manchester, but in local radio; so Christopher Stone the first national radio DJ became better known. He set the trend with his unique style that every other radio DJ set about to emulate. He received an obituary in “The Times” newspaper when he died that stated, “He set a fashion…by the simple act of spinning a disc and talking amiable and informatively about all sorts of things. Nobody minded when he put on the wrong record, or sometimes forgot to start the turntable!” The Channel Tunnel After the treaty of Amiens in 1852 when France and England signed a truce, the idea of some sort of tunnel started. The first idea was that a tunnel went from each country to a central island, built in the middle with stabling for the horses that would pull carriages, and inns for the travellers. By 1803, the traditional dislike of each country for the other resulted in the treaty being scrapped, and Napoleon began planning an invasion of England. During the 19th century various plans were proposed for the design of a tunnel, but neither country could agree about the cost or construction. It was finally approved in 1986. Lawn Mowers Edwin Budding was an English inventor who decided in 1850 that a grass mowing device was needed to replace the scythe. He designed a cylinder with a helical blade like the “helter skelter” slide in a fair ground. Horses or donkeys were the pulling power and he designed padded boots to stop the hooves churning up the lawns. The London Zoo promptly bought one in 1831. By 1902, a small petrol engine version had been designed and patented in the UK, and it was not until 1963 when a Swede invented the “Flymo” that the basic design changed. Kark Dahlman had seen how hovercrafts worked and adapted the principle for lawn mowers.

Spain Has 14 Months

ost people working for an English company on a fixed monthly wage would be delighted if every year before July and December they got another monthly salary cheque or transfer! For many millions of Spanish workers this has been a reality for decades, in that they are paid two extra payments each year. This particularly applies to the so-called “white collar workers” including all public service, civil servants, government employees and national, regional and local politicians, including your local mayor and council members in power. If you have read in the press that your local council members have voted themselves a rise in salary up to 4,000 euros a month you may be forgiven for calculating their annual salary as 48,000 euros. In fact they almost certainly get fourteen times 4,000 euros, so 56,000 euros per year. Pensioners receiving a partial or full Spanish retirement pension are paid these two extra payments as well.

announcing this “severe” cut back, the government has now amended the small print, so that anyone receiving less than 962 euros gross per month will not lose the normal 14 payments. This is thought to apply only to about 10-15,000 public employees in very minor positions and is only about half of one percent of the total people who have benefited from these extra payments up to date. As part of the austerity package introduced by the Spanish government to save money, this will now change, at least for Christmas 2012, with no December payment made. These payments are known as “Pagas Extraordinarias” and of course public, civil service and government workers are not pleased that they will not be paid the December one. The government is saying that we are in exceptionally difficult times, and “of course” no such deduction will be made in 2013, but many of the persons affected are not convinced this will prove true! Vera and Mojácar are amongst councils that have voluntarily agreed to waive the December payment in line with recommendations from the ‘PP’ party in Seville.

Others said that he never bought anything if there was not a profit to be made.

The printed word is still perceived by 40% of the Spanish population as being the most reliable information source followed by 21% who opt for TV, and 17% who get their information from the Internet. One of the Almería province local Spanish newspapers that is still growing is “Ideal” who publish daily with Almería, Granada and Jaén editions. As with most print media nowadays the editions are available on-line, and they also have another web portal with a free weekly “summary” of the printed version. Experience has shown that printed newspapers and on-line versions (even if you have to subscribe and pay) can co-exist side by side, or even increase in volume overall. In 2002, 13 million readers in Spain read a newspaper daily whilst 185,000 looked on-line at the available versions. By 2007 this had grown to 15 million readers and 810,000 on line followers but in 2012 14.5 million people still read

Newspapers or the printed media are not just read by specific age groups. In the age 20-24 group, 2 out of every 3 clients read the print version. In the age group 35-44, 3 out of every 4 persons read the printed word, whilst in the age group 55-64 (not so internet capable) 5 out of every 6 consult the print version. Bill Gates made a famous prophecy in 1997 that by the year 2000 all newspapers would have ceased to exist! Philip Meyer a professor of journalism at North Carolina University considers that even if more and more young people graduate to on-line versions of newspapers, there will still be print versions until at least 2045! The editor of “Ideal”, Eduardo Peralta de Ana, believes that a journalist has to “analyze the news, faithfully report it, and comment sensibly on the outcome or pitfalls to encourage transparency, criticism and debate, both in print and on-line”. Local readers want above all to be informed of local news, or how national events will affect them. English print media in a foreign country such as Spain is vital for the ex-pat communities to be kept accurately informed. Here at the “Almería Focus” we work on exactly this principle. So far, Warren Buffett has not decided to buy us out – yet!

The Change in IVA Rates

rom September 1st, drastic changes have taken place in the amounts of IVA that we all pay. The last increase was in 2010 but the new changes have been hailed as a major “hike”. The Spanish government wanted to introduce these changes from August 1st, but intense pressure from the hotel and tourist industries resulted in the date of September 1st instead, and also all electronic tills and computer programs have had to be changed along with price lists and menus. The main changes that affect us all (but there are hundreds of examples) are listed below. 4% rate. This rate, known as “super reduced”, applies to basic food items such as milk, bread, eggs, fruit and vegetables, cheese, and medicines, books, newspapers and magazines. This rate has not been changed, with one very important exception that is highlighted further on.

This includes cinema, theatre and concert tickets, broadcasting (so Spanish “pay” TV rates), cut flowers and plants, hair and beauty services (the small businesses that pay taxes on the “modulo” or “estimated” method, will be affected slightly less harshly), and funeral services. This prompted a bitter response: “He, (Mariano Rajoy the Spanish Prime Minister) has found a way to tax not just the living but also the dead!” Professional entertainers such as musicians, actors, and orchestra and theatre companies now have to charge 21% IVA on their services, as do hotels and restaurants that put on “gala” events. Golf “green” fees will also go up to 21% and school items (not books) such as pencils, rubbers and crayons go up as well.

Tobacco and alcohol IVA rates are now 21%, but other “customs duty taxes” are expected to be levied as well. Bills sent out early September for electricity or telephone relating to July or August consumption will be at the new 21% rates!

New Property Purchases A very important increase regards the cost of buying a new property from a developer or bank. This purchase counts as a “new item” and is subject to IVA. The 2010 rate of 8% was reduced in 2011 to 4% to encourage sales. It is still reduced to 4% until December 31st 2012. From January 1st 2013 it will be 10%. So, on a new house or apartment being sold for 100,000 euros the additional IVA is now 4% (4,000 euros) until 2013 when it will become 10% (10,000 euros). Anyone thinking at present of buying a new property needs to make sure the transaction at the notary is done before the end of this year, and for the purchase of urban properties in 2012 there is also an eventual 50% discount in capital gains tax! The more money a purchaser pays for a new property in 2013, the more the increased IVA will bite!

New houses will have IVA charged at 10% from next year

2013 and another 10,000 million in 2014. Critics say more and more companies or individual traders will become part of the “black” economy, and the treasury and the Spanish government will lose out. In reality these new rates bring Spain much more in line with other EU countries, but that is the best that can be said. The changes have been described as “Un jarra de agua fría” (a pitcher of cold water) by concerned retailers and suppliers. Some large companies such as ‘El Corte Inglés’ and ‘Zara’ say they will try and absorb these price increases as long as they can.

Mariano Rajoy the Spanish Prime Minister told his government ministers to point out that these changes had been forced on Spain by the EU, but they have caused a big split between the Spanish Minister of the Economy and the Spanish Finance Minister Cristóbal Montoro who has said before to the Prime Minister, “If you want the economy to fall twice as fast, put up IVA!”

There is outrage at these increases as they affect all, including the unemployed and pensioners. Estimates from Consumer organizations put the additional IVA cost at between 450 & 550 euros per year for a family with two children. Hotels point out that for prior bookings already made for September or onwards the rate has been charged at 8% IVA, and they will have to swallow and pay up the 2% increase themselves. Some cinema chains and theatres say they will all go bust! The Spanish treasury calculates that these increased rates will benefit them by a minimum of 2,300 million euros in 2012, 10,000 million in

What’s On Concerts Welsh Opera Goup Jeanne Henny, MBE has arranged for a young Welsh opera group to come to Almería province in September to perform the opera, “The Marriage of Figaro”, by Mozart. This is part of a series known as “Ópera Duende” designed to give young artists a chance to perform and perfect their skills. Buddug Verano James mezzo-soprano, is in charge of the production and Barry Jobbling is musical director. All enquiries: 950 469434 or opera duende @hotmail.com. Town halls have agreed to erect stages where necessary and contribute towards the costs of accommodation and travelling. They perform on Sept 5th at 9pm at the Cuevas del Almanzora castle and Sept 7th at 9pm at the Teatro Apolo in Almería city. On Sept 8th they are in Vera in the Plaza Mayor, and other concerts are going to take place before they return to Wales, on dates not yet decided. Umberto Tozzi is a very well known Italian singer. He comes to Almería city on October 19th to perform songs from his latest triple CD, along with old favourites. He also performs in Alicante on October 14th, Murcia on the 15th, before he travels to Valencia and Barcelona. Buddhist Concert Monks from the Ganden Tashi Choeling monastery in Berlin are performing “Love & Compassion, Always in Fashion”, a musical about the life of Buddha, on Sept 12th at 8.30pm in Almería city at the Auditorio Maestro Padilla. Lorca Solidarity Concert “Todos por Lorca” is a series of charitable concer t events privately organized with the full backing of Lorca Town hall by ‘Lorca Naibou S.S.L.”. The performance is entitled “Mirando el Cielo” and it comes to Almería province on September 7th at the bullring in Berja. The concert is a mixture of ballet, orchestra and visual images. What’s On Exhibitions Jardín de Verano (Summer flower garden) is an exhibition of famous contemporar y and abstract paintings by well known artists collected by Granada University. It is considered one of the most prestigious collections in Andalucía. The exhibition is in the Art Gallery at the Almería Museum until September 29TH. Legión Española, imagenes, historia y sonido de una leyenda (Images, history and the sound of the Spanish Legionnaires) is being staged from September 14th-28th at the Patio de Luces at the Diputación Provincial (Almería county council) building in Almería city. The multi-media exhibition is designed to show the culture associated with the Ministry of Defence, and explain the workings of the Spanish Legionnaires. After this period it will tour various locations in different municipalities throughout Almería province.

The Indalfoto Group was formed 30 years ago to promote the photographic skills of young persons by means of workshops, exhibitions and classes in technique, as a sub-branch of the Almería “AFAL” photographic association They specialize in the projection of photographs and images. They have an exhibition on September 8th, at 9.30pm in the Paseo Marítimo in Almería city. A Por el Mar is an exhibition of oil and watercolour paintings by Luis García Yepes an Almerían painter and journalist born in 1973. The exhibition is at the ‘Bilioteca’, Plaza Genovés in San José until September 15th, open 11am1.30pm & 8pm-10pm. Pepe Bernal, a well respected painter from the Huércal-Overa area, has an exhibition of his works entitled “Obras 1990-2012”. Tryouts for the U.S. Olympic women's marathon swim team were held in California; a swim from Santa Monica to Catalina doing only the breaststroke. Three women signed up for the tryouts - a brunette, a redhead and a blonde.
