Serious Floods Once Again

T

he red alert and consequent storms in midSeptember caused major damage in over 20 municipalities in our province. Many roads became impassable, not just until the floods receded, and there was major damage to infrastructure. Damage to vehicles and property was fortunately nothing as bad as the September 2012 floods but tragically, one man was drowned in Almería city in his car. We feature the floods in an article and give information on how claims can be made. When the eight-year old boy Gabriel Cruz disappeared in February 2018 from Rodaquilar near Níjar, one of the largest searches in Spain was mounted and volunteers came from all over Spain to help to look for him. Their concern turned to revulsion and horror when it was revealed that he had been murdered almost as soon as he had been reported missing. In court recently, after substantial modification to the court building to give room for an enormous number of the press, Ana Quezada was unanimously found guilty by a jury of his premeditated murder. We give more details in our “In the News” section. Part of the reason the court facilities were expanded is because another major court case starts in November with 30 people accused of corruption, principally in El Ejido town hall. This court case is going to last for a very long time. Pedro Sánchez, the Spanish Prime Minister in function since the General Elections last April, has been unable or unwilling to form a government, and new General Elections take place on November 10th. This is not good news for Spain as a stable government is sorely needed. Meanwhile, Spain is trying to get ready for a Brexit that may be far from an agreed withdrawal. We comment on this in an article.

October 12th is a national fiesta date because it was formerly “Christopher Columbus Day” except it appears his treatment of prisoners was inhumane, and he may have been Italian not Spanish. It is now called “Dia de la Hispanidád” (Hispanic Day). It is also the religious fiesta of “Nuestra Señora del Pilar” (Virgin of the Pillar), the patron saint of the Guardia Civil police. Thursday, October 31st is Hallowe’en, “All Hallows Eve” originally a Celtic event when it was believed that the worlds of the living and the dead overlapped. Nowadays it is a night for ghoulish clothes and parties. For Christians it is the eve of “All Saints’ Day” on November 1st which is a national fiesta date in Spain. Family and friends who have died are remembered and cemeteries are decked out with flowers and candles that create a magical atmosphere particularly in the evening. November 2nd is “All Souls’ Day” when church services are held to pray for all the dead.

The extremely large geode in Pulpí caused by the action of minerals over thousands of years is proving a major attraction with extremely large numbers of people going to see it. In our “In the Clocks in Spain go back to Greenwich Mean Time News” section we give more details and the method on October 27th at 3am.

In the News Spanish General Elections in November Last month in an article we explained that the Spanish Prime Minister (in function), Pedro Sánchez, had been trying to form a government following the April 28th elections when his Socialist PSOE party obtained the most votes. Although he had 123 MPs there needs to be 176 for a majority. After failing to be invested as Prime Minister on two days in July he then had two months to achieve this. Coalitions and alliances were discussed particularly with the left-wing Podemos party but these came to nothing. They said that they had reduced many of their suggestions for power sharing in a coalition or alliance but Pedro Sánchez was not being serious about any links. As a result, Pedro Sánchez had to go to the royal palace on September 18th to tell King Felipe VI that forming a government was not possible. The King then asked the heads of the other political parties if they agreed with this and they did. With no agreement by September 23rd the King had to call for new General Elections, and these will take place on November 10th. These will be the second General Elections in 7 months and the fourth one in 4 years. In the November 10th elections Pedro Sánchez is gambling that he will get enough votes to increase his number of MPs, but getting 176 will be impossible, so new talks with other parties will begin again! Alternatively, the general public may decide that another party deserves their votes and Pedro Sánchez loses out. He and his government ministers continue “in function” which means there is a caretaker government and decisions can be taken that don’t need a majority to be put into practice, and Pedro Sánchez continues as Prime Minister and can attend EU meetings or other international ones. Passing any major legislation is impossible and the 2019 budget for Spain has never been approved. A Premeditated Murder Verdict The jury who have heard the trial of Ana Quezada accused of the murder in February 2018 of the little boy Gabriel Cruz, the 8 year old son of her partner, unanimously found her guilty of

premeditated murder. The search for Gabriel in Rodalquilar in Níjar municipality was one of the largest in Spain, but Gabriel was murdered either before or just after him being reported missing on a walk of just 100m from his grandmother’s house to his house. The jury considered that Gabriel was violently pushed onto a wall or floor in a cortijo that Ana Quezada and the boy’s father were renovating and then his nose and mouth were covered until he suffocated. His body was initially buried in a shallow grave in the garden. The father and mother of Gabriel were amicably separated and during the 12 day extensive search Ana Quezada tried to steer the police to a particular location where she had left and then “discovered” Gabriel’s tee shirt. When arrested, the dead body of Gabriel was in the boot of her car. She appeared to be supportive of the parents and family during the search and took part in press conferences and talked to the media. Because of this, the jury unanimously found her guilty of psychological and moral damage to the parents by her prolonged silence. The ‘Fiscalía’ (Spanish Crown Prosecution Service) had asked for a “permanently revisable” prison term which is a relatively new punishment in Spain from 2015, usually invoked for the violent murder of children or another person. This type of sentence is for 25 years, and after this time a request has to be made for release. If it is considered that there is no remorse the release can be refused, and further requests can only be made at two year intervals. A man who committed the horrific murder of a young woman in Huércal de Almería is the only person in Almería province to be was given this sentence. If Ana Quezada becomes the second person she will be the first woman in Spain to be condemned to this prison term. The prosecution asked for a compensation order of 200,200 euros which is calculated to be the cost of the search with 500 people (not including volunteers), and it was pointed out that the police and emergency services were thin on the ground as regards normal duties whilst the search took place. In the News end of August this year there were 17 deaths on the road in Almería province with five of them being drivers of vehicles. Four were drivers of motorbikes or scooters and the remaining deaths involved two pedestrians, five passengers and one cyclist. The number of deaths on motorbikes and scooters was therefore 25% of all deaths. In addition to this, 18% of all persons hospitalised after road accidents were motorbike and scooter drivers and the age group for deaths and injuries was mostly 25-34 years. Safety organisations consider that motorbike and scooter owners need more training, specifically those who obtain the type B licence for powerful motorbikes only available to persons who have had a normal licence for three years. Priority at road junctions and roundabouts are a main cause of accidents. A 200kg Tuna Washed Up On September 14th, at the height of the floods and storms in Almería province, the Civil Protection services in Pulpí announced that a dead tuna, thought to weigh 200kg, had been washed up on the coast. The tuna had come from an offshore fish farm in Murcia that had severe damage in the floods and many tuna fish had escaped. Various ones were found dead in the Mar de Menor coastline and the authorities warned that people should stop carving chunks off and taking them home to cook! They warned that the meat was not suitable for public consumption and could cause health problems. More Good Figures from Almería Port The President of the Almería Port Authority, Jesús Caicedo, has published more statistics relating to the port. In the first half of 2019, vehicles using the ‘ro-ro’ ships carried 380,000 tonnes which is 75% more than the same period in 2018. 106,000 vehicles with passengers used the ferry transport which is a 5% improvement, and 566 new cars came to the port on merchant ships, three times more than in 2018. The port authority and Almería tourist department recently

went to Hamburg to attend ‘Seatrade Europe’ which is one of the most important European cruise ship events. They took part in a number of meetings with cruise ship operators and made presentations. Cruise ship numbers are deceptive, and up to the end of July, 17 cruise ships docked in Almería port. This is three fewer than in 2018 but total passenger numbers are more as the ships are bigger. Out of Prison Two Days a Week In 2015 the Spanish monarchy became embroiled in a scandal known as ‘el Caso Nóos’ that went to the very heart of the royal family. Iñaki Urdangarin, the husband of the Princess Cristina de Borbón, daughter of King Juan Carlos, and the sister of King Felipe VI, appeared in court charged with corruption, misuse of funds, tax fraud and undue influence. A former basketball player, the charges amongst other things related to funding for a sports stadium in the Balearic Islands. His wife Cristina also appeared in court and had been put out into the wilderness by her father King Juan Carlos. She was stripped of her royal title of ‘Infanta’ and Duchess of Palma de Mallorca and not allowed to visit the royal palace. Charges against Cristina were dropped in the court hearings in 2017, but in June 2018 her husband received a prison sentence of five years and ten months. He agreed with the decision to put him in a woman’s prison in Ávila that has a very small unit for men. He is the only male inmate as this was thought to be the best solution. Recently, he asked to be given a “third grade” category that enabled him to leave prison for some restricted times. This was opposed by the prison service and the Spanish ‘Fiscalía’ (crown prosecution service) as being too soon, but a magistrate gave limited permission without giving him the designation of a third grade inmate. For two days a week for 5-6 hours and a lunch break he becomes a volunteer at a religious institution in Madrid that caters for 140 severely mentally handicapped men. There are 100 professionals and nurses and 40 volunteers. Some of the

In the News remedial activities include spor t and physiotherapy and he will help with this aspect although part of the opposition to him going to the centre was that he held no relevant qualifications. The magistrate took into account that as Iñaki was effectively in solitary confinement the visits to the centre would help him adapt to normal life. The only visitors he receives are from family members who can see him for 20 minutes twice a week, he has a phone card for 10 minutes of calls each week and a computer with no internet access. Once a month he has a face to face visit from family that in Spanish prisons allows marital relations to take place if requested. He exercises vigorously on an exercise bike and climbing bars in his cell and is allowed access to the prison gymnasium at times when no women are using it. Cristina is slowly being allowed back into the royal family along with her four children. Addictions and Their Problems in Almería The Association ‘Proyecto Hombre Almería’ deals with people who come to them with drug, alcohol and gaming problems that become addictive, and their effect on families. In the last year they have dealt with 352 persons who were put in treatment programmes and 1,400 were given preventive advice including their families. A typical person in Almería and the Levante region who has a drug problem is a 31year old man who is in work. 33% seek help with cocaine addiction, 25% are addicted to alcohol, and 20% have cannabis problems. Their President, Ana Isabel Mazón, considers that large and medium companies should give more help to their employees who suffer from addictions. If there is no help their work output can suffer, or they may lose their jobs, which can have an effect on the company apart from the employee. In the age group 14-21 a total of 72% who sought treatment after being referred to the unit were addicted to cannabis, 17% had a cocaine problem and 11% were having problems with gaming addictions, principally through computer use.

This latter group often had consequent family problems, a lack of any real social life and a general lack of ambition and motivation. Ana Isabel Mazón states that the perception amongst young people is that smoking cannabis is less dangerous than normal smoking but the problems with addiction are not taken into account. 10% of people seeking help are women aged about 36 who have a drinking problem and are not normally in work. In general, these women only seek help when they have a big problem and they don’t come forward soon enough. There are often substantial family problems and a breakdown in the relationship with their partners.

The Pulpí Geode Geodes are rocks that contain crystals including quartz and amethyst, and the one in the Mina Rica mine in Pulpí is the second largest in the world, the largest one in Europe, and the only one where visitors can see it. It was discovered in 1999 by cave explorers from Madrid, but it is only recently that an access has been made for visitors. The geode is 500m from the entrance with some of the mine galleries 40m high and people have come to see it from all over Europe after it was opened to the public on July 29th. Up to the middle of September, 4,500 people had been inside in guided groups of 12-15 persons and it

In the News has consistently been fully booked well in advance. In mid-September it was fully booked up to the second week in October. Visitors have to reserve a place by going to www.geodapulpi.es or by phone on 671 413 549 or 671 413 647 and the website shows the availability of places and the first possible dates. Admission prices are not cheap being 22 euros for adults, 10 euros for accompanied children between the ages of 8-16, and 15 euros for pensioners and disabled persons. (Children under the age of 8 are not admitted). Individual visitors are formed into groups, and if a group of 15 persons make a booking the entrance price is 225 euros. The normal tour language is Spanish but groups of English people can make use of a guide that speaks English. The visit takes about one hour but there are two guides at any one time and the tours start at 30 minute intervals from 9.30am to 8pm up to October 29th when there are reduced hours after being shut for one week when it will officially be declared open. Bookings are stated to be available up to January 2020, although the website did not show this or the reduced hours in mid-September. All visitors have to wear closed sport shoes and arrive 30 minutes before their booking time. Owing to the extreme popularity the Almería ‘Diputación’ (county council) have approved an expenditure of 100,000 euros. This will provide various modules for general information to the public, a ticket office, a storage unit for equipment, a kiosk serving drinks and work to widen the area at the entrance. Changes in the ‘TDT’ Frequencies To cater for use of 5G technology, the frequencies of the TDT Spanish television system have to be changed. This started in Almería province on September 18th in 42 municipalities and on September 30th in the other 61. As regards the general public, this has no effect on the programmes they receive and does not require any modification to TVs with in-build TDT or a TDT box. In some small communities of owners with central TDT provider equipment this will need to be reprogrammed but that is all. In medium or

large communities where there are individual amplifiers for each channel these will need adapting and there are authorised contractors who can carry out this work and grants are available to cover the cost. At present, the TV broadcasts are being transmitted on both the existing and the new frequencies which will allow time for any adaption. At a future date the existing frequencies will be discontinued. Filming in Almería Officials in Almería city are working on final plans to provide a comprehensive film centre with the latest technology for visiting film makers. It will include a logistic centre, office space and rooms where extras can be kitted out along with actors and actresses. The location has not yet been finalised and possible places are Almería city (probably too far from popular locations), Níjar and Tabernas. The town council and the Almería Film Office have been having talks with ‘Netflix’ that are expanding their production facilities in Europe and have opened a production centre in Madrid. This has immediately borne fruit as the production company ‘Ten Cents Films’ are to film part of the next series of ‘The Crown’, which depicts the UK monarchy, in the province. In return for a complete waiver of any fees, the company will donate selected items following filming to be put in the ‘Casa de Cine’ in Almería city. The filming will be spread over two weeks and audience figures for the previous series have peaked at 1.3 million. Netflix became interested in filming in Almería province following the filming of part of ‘The Game of Thrones’ at the castle in Almería city that was considered to be an ideal location with good weather and light. Part of the filming of ‘Wonder Woman’ also took place in Almería city. A Long Wait for Physiotherapy Residents of Spain are usually full of praise for their treatment in Spanish hospitals and the Junta de Andalucía are pumping in huge amounts of money to reduce waiting times in Andalucía that were getting too long. Surgeons, consultants and

In the News other staff have been encouraged to carry out procedures in the afternoons and Saturday mornings for which they are paid overtime, and new staff have been employed in Almería province at the three main hospitals. The new maternity and children’s hospital that adjoins the Torrecárdenas hospital in Almería city will start to receive patients before the end of the year. The immediate aim of pumping in more money was to deal with people who had been on a waiting list for operations for over one year. September 8th was World Physiotherapy Day and the Spanish union of health workers severely criticised the very long waiting time for physiotherapy and rehabilitation. People who have had accidents, muscle damage or arthritis need physiotherapy as soon as possible, and the World Health Organization states that there should be one physiotherapist for every 1,000 head of population. In Spain, the average is one to every 10,000, but in Andalucía the numbers are worse. In Córdoba there is one to every 12,872 and Almería province is the next worse with one for every 12,666. The health union state that many qualified physiotherapists work in the private sector because there are not an adequate number in the Spanish Heath Service and more staff have to be employed forthwith. There is now a small rehabilitation department at the Vera and Garrucha medical centres that does help somewhat with the waiting times for patients in their immediate vicinity. Food Inspections The very serious cases of listeria in the Seville and Cádiz areas have shown that the hygiene and safety regulations that are in some cases selfcertifying have either not been done or are not comprehensive enough to protect the public. We comment on the latest development in an article. Health inspectors do make checks in shops, bars and restaurants, and other outlets, and along with the Guardia Civil police, inspections took place at the Dreambeach Music Festival at Villaricos. Various persons were selling meat products where there were minimum conditions of hygiene, no

refrigeration facilities or adequate storage, and some persons selling the products did not have the correct paperwork showing that they had completed food preparation courses and obtained certificates. Five of the food sellers were charged with a total of 69 serious offences and will have to attend court, and 100kg of food judged not fit for human consumption was seized and destroyed. At a warehouse in Vicar just off the A-7 motorway, police and food inspectors made a visit to a company that was found to have no official paperwork or certification. They sold hamburgers, kebabs and other “fast food” products that were distributed in the province. The food storage was described as being “chaotic” without any hygiene controls, and the inspectors seized 22 tonnes of food and shut down and sealed freezers and refrigerators that were unsatisfactory for their intended purpose.

A Fire at the Cosentino Factory A minor fire at the multinational Cosentino company factory in Cantoria occurred on September 6th and the 50 staff in one assembly line were temporarily evacuated. Safety staff at the company extinguished the fire but firemen from Huércal-Overa and Albox went to the scene. Two men were suffering from smoke inhalation and they were taken to Huércal-Overa hospital.

In the News Better School Numbers In the 2019-2020 school year, the Education Department of the Junta de Andalucía (the governing body for Almería province) has invested 200 million euros in improvements and facilities. There are 4,586 public centres of education and with other schools the total is 7,144. These all cater for 1.4 million children which is 3,500 less than last year and typifies the reducing number of births in the last few years. In infant and primary education the maximum class size is 25 pupils, and this year the actual numbers are an average of 20.8 and 21.33 respectively. Classes in secondary education have to be a maximum of 30 and the average is 26.4 with 5,700 extra pupils. To cope with the increase in numbers in secondary school pupils there are 750 additional teachers for the current school year which brings the total up to 102,000. Every year a school is chosen to be officially opened for the new school year and this time it was a school in Los Millares where the statistics were given at a press conference. Spanish Tax Returns Every year at the end of June, inhabitants have to make a tax return to the Spanish Tax Office ‘Hacienda’ for the previous year. These returns take into account various factors and the Hacienda always send out refunds to many people. For the 2018 tax return they are refunding 300 million euros. A big surprise is that the total amount of money paid to them in tax has gone up by a marked degree on the 2017 tax amounts and they have collected 1,000 million euros that puts them firmly in the black, and is the highest amount since 1995. In 2016, income compared to refunds was about 1,000 million less, but in 2017 they had a net gain of 360 million euros. One major reason is the tax levied on income from various sources in other countries apart from Spain that persons have to declare, but may have avoided doing so in previous years. Many countries have provided information to the Hacienda that has enabled them to collect more tax.

The Almería Football Club Reach For the Stars When the Saudi millionaire Turki Al-Sheikh bought the Almería UD football club in August he promised major expenditure. He has beefed up the team by spending 8.8 million euros for Arvin Appiah from Nottingham Forest, 8 million euros for Darwin Núñez from Uruguay and 4.3 million euros are shared by another nine players. This has shot the club into third place in their Liga SmartBank league as regards total salaries being paid out. This amount of money is more than the Huesca team are being paid, and they have come down this season from the first division to the second division. In the 2018/2019 season the Almería UD total salary amount was only 7 million euros which was the tenth lowest in the league. The club won the first four games and a match against Girona on Tuesday, September 17th was considered crucial. Girona was relegated from the 1st division but they head the league table for player salaries. Attendance at home matches mid-week has never been very good, but in this case 11,000 fans turned up to watch Almería UD win 3-nil. Fans are getting excited that “just possibly” Almería UD will go up to the 1st division. Turki Al-Sheikh has announced that he would like to buy the Mediterranean Olympic Games Stadium in Almería city to use as a permanent base for the team. The New Mojácar Town Hall The President of the Almería Diputación (County Council) came to Mojácar recently to officially present the completed project documentation for the new town hall. This will be built under the new viewing area at the Plaza Nueva that was phase one of the project, and the building will have four floors with one of them underground. This one will have various purposes including housing the municipal archive. The floor at street level will be equipped so that the policía local (municipal police) can return to their former location, and other space at this level and the second floor will be for municipal offices. The top floor will house the council chamber with

In the News space for cultural activities and events open to the public. There will be three entrances at street level with a dedicated entrance for the police station and a fourth from the Plaza Nueva. This will have a lift with glass on three sides giving access to all of the floors. The total area is just less than 2,000m2 with a budget price of 2.1 million euros and a completion time of 12 months. The President of the Diputación, Javier Aureliano García, congratulated the Mojácar mayoress Rosa María Cano with regard to everything she was doing for the municipality. Rosa María Cano stated that a new town hall had been needed for some time and the new building would have space for all the departments to serve all the residents and any increases in numbers in the foreseeable future. Two Major Jazz Events Up to November 16th, the 5th Almería Festival of Jazz, entitled “We love Jazz 2019” tours the province along with the 13th Carboneras “Jazzbegote” event. The Big Band Clasijazz Swing and Funk band will give several concerts with teaching classes and jam sessions in various places, to encourage people to take up jazz in their locality. Famous names in the world of jazz will perform in various concerts. We list the main events and locations in our area in our “What’s On” section. Work on the Almanzora Motorway On September 2nd the final contract to construct the El Cucador-La Concepción stretch of the Almanzora motorway was officially signed. The consortium Construcciones Tejera and Martín Casillas will start the work before the end of September for the contract price of 25 million euros and a completion time of 30 months. At the La Concepción end the motorway will finish at the A-7106 Huércal-Overa road junction and the final stage will be the continuation to the A7 motorway that has not as yet been adjudicated. The motorway, also known as “The marble motorway” because of the large number of marble and stone companies on the route, was announced in 1985 but no work started until

2005. The work is being financed with EU funds as the motorway is considered to be a priority. The Alternative to Taxis Vehicles than can be hired with a driver such as Uber, Cabify or private operators are known by the initials VTC. Taxi organisations are not at all happy with the number of licences that are being issued in Almería province. In September 2017 there were 63 vehicles licenced in the province, but this has now risen to 120. These vehicles can operate outside the province for long journeys and other VTC vehicles licenced in other parts of Andalucía or Spain can arrive in our province. Taxi associations complain that there are a large number of VTC vehicle that pick up passengers from Almería airport. VTC vehicles started operating in 2013, but after many complaints, guidelines in 2015 were that there could only be one VTC licence issued for every 30 taxis. Taxi associations in Almería claim that this has dropped to one for every 4.4 taxis. Consequently, they are asking that no more licences are issued. In places such as Barcelona and Madrid there have been large demonstrations and strikes by taxi owners and one of the largest in Madrid took place at the very large ‘Fitur’ tourist event held every January when taxi drivers blocked all the main access roads. In Barcelona, Uber pulled out when regulations were introduced that only allowed their vehicles to pick up passengers for longer journeys if the VTC had been booked 15 minutes in advance. In Almería city, the two main companies Radio Taxi Almería and Tele Taxi Almería have joined forces with a single phone number. This means that taxis can arrive in the shortest possible time. Taxis can park ready for customers where there are taxi ranks and they can stop to pick up clients when they are flagged down, but the VTC drivers cannot do either of these things. Another compliant by taxi drivers is that their vehicles have to pass regular stringent re g u l a r s a fet y ch e cks a n d th e ve r y comprehensive insurance cover required is very expensive.

In the News Work on the AVE to be Started “Soon” The Spanish rail authority ‘ADIF’ announced at the beginning of September that work on the ‘AVE’ (Spanish high speed train) from Pulpí to Vera would be started in a few weeks “once they owned all the land”! The contract for this 25.7km section had been awarded with a price of 121 million Euros last January with a completion time of 30 months, but the pressure group Mesa del Tren state that the final contract has not yet been signed. The company SACYR had previous been awarded the contract to build the AVE from Pulpí to Cuevas but pulled out when the work should have been completed. They couldn’t start because ADIF didn’t own all the land at that stage. There is to be a station at Vera (the only one in Almería province apart from Almería city) opposite the petrol station on the Las Buganvillas to Vera road, but the original plans were scrapped as being too expensive. The Mesa del Tren claim that the Los Arejos-Níjar and Níjar- Río Andarax in Almería province had the contracts awarded in April and March but the formal contracts for both these sections have not yet been signed. The AVE from Murcia to Almería will only become a reality when all the sections have been completed. Of the six remaining sections needed from Murcia to Pulpí only one is ready to be started. There is a continuing discussion as to the preferred route in Lorca where the station may or may not be underground. From the Vera station to Almería city there are three sections where work has not been started and in two of them ADIF doesn’t yet own the land. The third section from Río Andarax to Puche, just before the station at Almería, is ready to be started. Where the Pulpí to Vera section goes through Cuevas there is a natural habitat of the protected testuga graeca tortoises that have to be moved to a site that has finally been settled after intense complaints that the first two sites involved the compulsory purchase of some houses, many agricultural buildings and fertile agricultural land under cultivation. A date of 2023 has been given for the arrival of the AVE in Almería city but plans to make major extensions to the station

in Madrid give the arrival date there as 2025. ADIF state that certification work when the line has been completed will take some time but 2025 is “probably too pessimistic”!

An Iberian Lynx

Carla the Lynx Comes Home Carla, a female lynx, was born at a centre in the Sierra de Andújar National Park in Jaén in Andalucía which is one of the centres where the aim is to breed lynx which are an endangered species. She was fitted with a radio location collar and released, but in 2013 she was found nearby showing signs of wounds probably caused by fighting with another female lynx, and she was severely undernourished. She was taken to another centre in Jaén and she made a full recovery so she was released into a mountainous area near Jaén where other lynx lived, in January 2014. In December 2018, she was captured by staff from a lynx centre in Ciudad Real which is in the centre of Spain when she was located near a reservoir. She was near death again through severe malnutrition. Last April, after she had recovered the second time she was eventually released into another National Park near Ciudad Real where there were plenty of rabbits that are the main diet of the lynx. In late August she was located near Córdoba and an analysis was carried out of her radio collar that had GPS tracking. She had travelled 600km in mountainous areas where she could, where there were rabbits to eat, and

In the News she had rested up on various occasions whilst completing her journey. A spokesperson from the centre in Jaén stated that analysing the journey she had made had given them valuable information on the route she had chosen that included crossing a river. This is not the first time a lynx has been found to have travelled long distances but this is certainly the longest journey a lynx has made “back home”.

Improved Municipal Lighting The Junta de Andalucía using funding from the EU are advancing 5.35 million euros for improved lighting in 12 municipalities in Almería province. These include Albox, Cantoria, Chrivel, Antas, Arboleas, Bédar, Purchena, Zurgena and Lubrín. The money is to convert street lighting to use the low cost LED bulbs and associated electronics that will determine when the street lights come on and go off depending on the natural light level, and the repair of cabling and replacement of damaged lighting supports on buildings. The investment should give a saving in electricity costs from 30-70% and reduce CO2 emissions. Overweight and Obese Spanish Children A study of 3,800 Spanish children has concluded that 21% are overweight and 14% are clinically obese. They claim that young people between the ages of 8-16 spend three hours a day in front of a video console, tablets, computers or televisions from Monday to Friday and four hours at weekends. The age group 15-16 are stated to spend an average of four hours from Monday to Friday and six hours at weekends. They state that on weekdays 63% do not spent the 60 minutes of physical activity recommended by the World Health Organization and this goes up to 80% at weekends. The foundation that carried out the survey state that schools have to stress to their pupils that physical activity is necessary for their health, and that schools should increase the amount of physical activity in school hours and offer more physical activities when school time finishes. A Ban on Petrol and Diesel Cars In the Spanish parliament recently, Pedro Sánchez, the Prime Minister in function, stated that by 2040 the sale of both new and used petrol and diesel fuelled cars would be prohibited along with new vehicles powered by gas and hybrids. This statement was made at a morning session but by late afternoon it had been amended! The new statement was that in accordance with the decarbonisation strategy in the EU for 2050, new vehicles sold from 2040 had to comply with very low emissions of 0gCO2/km. The prohibited sale of used cars was not mentioned. Apart from the current grants for the purchase of electric vehicles that is stated to amount to 200 million euros by 2025, money will be made available for the investigation and development of new technology for the batteries to extend their life and reduce their weight. New Driving Test Regulations Persons wishing to obtain a driving licence in Spain have to have lessons from driving schools that include answering questions on the Highway Code with situations that are displayed on a monitor screen at the centre. If a person fails a driving test they have to have five more lessons before being tested a second time. A private person cannot give driving tuition to their relatives or friends, and after a person has passed their driving test they have to display a green “L plate” for one year. The Spanish Association of Driving Examiners has announced new regulations that will apply when the driving test takes place. This takes into account that modern vehicles have many driver assisted aids. These range from fully automatic parallel parking, reversing cameras and sensors and emergency braking if a sudden deceleration is sensed. Some cars have devices that enable the car to be stationary on an incline without the brake being used, and an emergency stop if

In the News pedestrians or other objects are in front of a vehicle and the driver has not used the brake. Modern vehicles may also have automatic windscreen wipers and automatic switching for headlights. Some vehicles give an alert if a driver appears to be changing lanes and not using the indicators and this is primarily designed to detect drifting from fatigue. From September 15th, driving examiner are allowing these aids to be used although they reserve the right to switch them off (where this can be done) but it will not apply to automatic windscreen wipers or headlights. Where driver aids can be switched off, the examiners consider that pupils should be able to pass a test without them, as it is quite likely that the vehicle they use after they have passed their test will not have all these modern aids. The European Parliament has decreed that many of these driver aids have to be fitted to all cars and other vehicles by 2022. Unemployment Coming Down The number of unemployed persons in Spain has been a big problem for many years. Fortunately, the latest figures show a healthy improvement. In Spain overall there are now 19.8 million registered workers which is the best number since 2007, before the construction crisis, when there were 20.7 million persons in work. As regards our Community of Andalucía, the downward turn in figures in Almería province are the best ones. In the 3rd quarter of 2014, unemployment in our province peaked at 38% but mostly fell with a peak of 28% in the 3rd quarter of 2017. In September 2018 it was 26% but has fallen quite quickly to 16% so far this year. Employment in our province is now 49% of the active population which is also the highest number of all the provinces in Andalucía. In Jaén that always has problems it is only 39%. One problem for young people trying to get on the mortgage ladder or rent a property is the uncertainty of steady employment if they only have a temporary work contract. Figures in Almería are that there are 164,500 people with

a firm permanent contract, and 166,100 with a temporary one. This has to be improved, and the EU gurus are continually telling Spain that they have to address this problem. Unemployment for young people is still a big problem but there is some improvement.

More Soldiers Needed Spain is unique in that in 2005 a special unit of the Armed Services was set up, ‘La Unidad Militar de Emergencias (UME)’ (Military Emergency Unit). With large amounts of specialist equipment the aim is that they respond to emergencies such as major fires, major flooding, earthquakes, and natural or provoked environmental disasters involving biological, nuclear or radiation contamination. The intention is that they join other rescue services such as the Civil Defence, the Guardia Civil police, the fire service and maritime assistance such as at the time of the sinking of the ship ‘Prestige’ in 2006 that discharged enormous amounts of oil in Galicia. In major fires in Almería province they have been called in to help from their base in Andalucía at Seville. In the recent floods and severe storms their six brigades were all called out but found themselves unable to provide enough assistance. Because of this they asked the Spanish Ministry of Defence for help from other arms of the Spanish military and this was forthcoming.

In the News A Continuing Spanish Pension Deficit The Spanish Social Security Department receive money from employees and the self-employed, but pay money out in various types of pensions and also disability payments. For a number of years their income has been far lower than their outgoings. A reserve fund was used to pay out the difference but when this was exhausted the Spanish Government started advancing them money that in theory is a loan for 10 years with no interest. They were given 10 billion euros in 2017, 13.8 billion in 2018 and 15 billion up to the end of July this year. The total overspending now stands at a smidgen under 50 billion euros. Pensioners receive 14 payments a year because in June they get twice their monthly pension with the extra amount intended for holidays, and in November the same thing for Christmas. June and November are therefore expensive months when they increase the debt. Currently, these 14 payments each cost 9.6 billion euros every month plus the two additional payments. The Social Security department pay money out for widows and orphan pensions, and it has been suggested that these come from a different source. This would mean that all income and outgoings are purely related to a work situation regarding income and retirement pensions. There have been discussions and proposals in the Spanish Parliament on ways to rectify the situation but without a firm government since last April 28th no legislation has been passed and the earliest possible date is now December. Pensioners are entirely in the dark as to the rise in pensions for 2020. In 2012 the annual rise was fixed at just one quarter of one per cent (0.25%) that had no allowance for inflation. There was an increase given in 2019 to address this discrepancy but it was intended that a further rise would be given in 2020. Airbnb.com, Booking.com and Vrbo.com These three companies now have just over 1 million holiday rental apartments and houses to rent in Spain which is 4% of all the properties in Spain. Airbnb.com has 500,000, Booking.com has

410,000 and Vrbo.com that bought Home Away in 2015 has 141,000. The vast majority of the Vrbo holiday rentals are in Málaga and Palma de Mallorca, and they specialise in renting out properties suitable for families, not single rooms. France receives the most tourists but the projected figure for Spain this year is 85 million. After threats of heavy fines, Airbnb eventually insisted on all their properties having the required registration number and Booking.com and Vrbo.com followed suit. Airbnb entered the hotel booking sector after they bought Hotels Tonight, and Booking.com are expanding to the apartment and houses market. New regulations in Madrid are that each holiday rental property has to have an independent access, so this cuts out properties in blocks of apartments. This should reduce the number of apartments by 95% and stop the complaints from normal owners of apartments who find that in summer there are a large number of tourists who come and go regularly without any control. It is considered that there are still 9,000 properties for holiday renting that comply with the new regulations, and apart from normal registration a special licence is needed if a property is rented out for more than 90 days. ‘Hacienda’, the Spanish tax department, has been writing to the owners of holiday rental properties since the start of 2019 to stress that the income has to be declared on tax returns. The obligation to have a registration number has made this an easy exercise. A Quick Sale of Houses and Apartments in Madrid Owners of second-hand houses and apartments who have put them on the market often find that they are not sold after several months or in some cases it can take years. ‘Tiko’is a new company in central Madrid that makes an offer by email a soon as they are contacted on their web page and will then visit the property within 24hrs if the seller is interested. This visit is to check that the property is how it has been described and they will complete the purchase at the notary within 7 days. The one condition is that they only deal

In the News with properties on the market for less than 400,000 euros. One person who was trying to sell his property for 180,000 euros received an email offer of 172,000 euros. Initially he rejected this offer but then decided to go ahead and save the commission he had to pay to a normal agent. When he agreed to the sale Tiko sent a representative the next day and the sale went through as promised without any cost to the seller. At present Tiko only operate in central Madrid but they are intending to widen their area in Madrid and start up in Barcelona city as well. The High Cost of Renting For people who do not have the security of a permanent contract for their work, and are worried that they might lose their jobs, obtaining a mortgage is going to be impossible and regular mortgage payments cannot be guaranteed. The alternative is to rent a property but this can cost much more than a mortgage. The bank of Spain points out that wages have gone up an average of just 1.6% since 2013, but the cost of renting has gone up 50% in the same period. In many cases a person renting has to come up with 40% of their wages, and this applies to 42% of the population. People who are evicted because they cannot pay their rent make up 66% of all evictions according to information from the courts. The Spanish government have stated that they will build another 20,000 properties in the next few years, but this will have no effect at present. The other proposal is that rents are fixed, but this is difficult to do. One proposal that is in force in Germany is that there is set rent for each property but if this is done on the square metres it takes no consideration into account of the condition of the property. It is logical that the rent for a well-equipped and regularly maintained property is more than a basic one, and the place where the property is situated will result in very different amounts of rent. Rental agencies point out that if low rents are a result there will be less properties to rent and so prices will go up to meet the demand. The Spanish Ministry for Housing is going

to come up with some proposals and guidelines by November. Recent changes to rental laws are that the annual increase in rent cannot be more than the cost of living, and renters have a security of tenure for five years.

‘Cooltural Fest’, a Big Success Authorities in Almería city who mounted the 2nd 2019 Cooltural Fest music festival have announced that it was a big success. On the Saturday when Vetusta Morla were performing, the 12,000 seats were completely sold out. A total of 35,000 spectators turned up for the various events and surveys showed that all the facilities received a high score. 60% of the fans were women and 65% of all fans were aged from 26-41. This was taken as a sign that the line-ups had a wide appeal. An extremely large 85% of spectators had completed a university education and 70% were in work. 50% of the fans came from Almería province with another 18% from Madrid and 11% from Murcia. The 2020 event will take place on August 20th and tickets have already gone on sale. The charitable organization URA Clan “Music for all” ensured that both days there were concerts with signlanguage. There were special facilities for people with disabilities to ensure that they could enjoy the events and people with accredited guide

In the News dogs were given free access to dedicated areas. Festival-goers were asked to donate their small change to the charity and over 10,000 euros were collected. The organisers made this amount of money up to 12,000 euros. Hidden Danger s of Electric Car s The insurance company AXA, from an analysis of claims resulting from accidents, is reporting that there are an abnormal number of claims from owners of electric cars compared to diesel and gasoline cars. A possible reason is that with a mid or high power electric car, pressing down on the accelerator gives an immediate boost in power and speed, more than with a conventional car. They think that this sudden powerful acceleration is catching drivers unaware and causes accidents such as a collision, or when the vehicle leaves the road on curves. AXA tested this theory with actual vehicles and concluded that there were 40% more accidents with high-power electric cars, and more than could be expected from mid-power cars. Bettina Zahnd, their senior accident investigator, recommends that drivers of electric vehicles should have at least one lesson from the dealer to familiarise themselves with the different braking and acceleration. AXA state that there are not more vehicle fires from electric cars with their batteries, as most electric vehicles have an automatic switch-off in the event of a collision. Nevertheless, fires involving the battery in an electric car are difficult to extinguish because of the chemicals they contain. She also points out that more and more cars are equipped with electronics that are designed to keep a vehicle in a straight line, sense traffic signals, sense the distance from another vehicle and brake hard if a collision seems likely. She thinks that motorists are relying on these features too much, and a driver should constantly monitor what is happening and take the appropriate action themselves. The company Tesla has been highly criticised for videos put on their webpage that

claim the car is on “auto-pilot”, when it is entirely the wrong word. New Heath Emergency Centre for Vera The Health Emergency centres in Andalucía are known as “061” and a brand new centre will be operational in Vera, ideally before the end of the year. The Health Delegate from the Junta de Andalucía and technicians recently cane to Vera to meet council members and it was agreed that the old medical centre was the ideal location and completely suitable to be turned into a new emergency centre. There will be two ambulances, access to a helicopter, 6 doctors, 6 nurses and technicians. The cost of setting this up is given as 1.3 million euros. If a person rings the 112 emergency phone number for a life threatening health emergency the call is transferred to the emergency help number that is 061in Andalucía. For non-life threatening health emergencies the correct number to ring is 902 50 50 61. French Compensation for Industrial Accidents Industrial accidents are by their very name related to accidents at work. In France, the employer, not the state, has to pay death or disability pensions, and a recent decision regarding a case that has been going through the industrial tribunals since 2013 has raised some eyebrows. A railway engineer was staying in a hotel as part of a trip to oversee a project when he died from a heart attack. At the time he was having sex with a woman guest he had met earlier. His wife and children were initially awarded a pension and damages as at the time he was “in a work situation”, but the employer made an appeal. They argued that having sex (that was adulterous) had nothing to do with his work related activities. The appeals tribunal has ruled that the death did occur from personal activity, but the man was still taking part in a necessary work-related hotel stay. The employer has to pay his wife and children 80% of the man’s salary until the date when he would have retired.

So Now You Know... The Grand Union Canal At the end of the 18th century and the start of the 19th century the Grand Union canal was built between London and Birmingham. It was 137 miles long with 166 locks and provided a direct link. Various extra links were built such as the largest 42 mile one known as “The Leicester Line” from Norton Junction to the river Trent and the 35 mile Nottingham arm. With all the additional links the total length is 286 miles with 277 locks. The longest length of canal boats is 70ft to fit into the locks and the maximum width of a boat is 12ft 6ins from London to Birmingham, and 7ft for “narrow boats” on the Leicester arm with a draught of 3ft 6ins. Guide Dogs for the Blind The first serious attempts to train dogs to help blind people were carried out in 1780 at 'Les QuinzeVingts' hospital for the blind in Paris. In 1819, Johann Wilhelm Klein, founder of the Institute for the Education of the Blind in Vienna, mentioned the concept of the guide dog in a book on educating blind people and described his method for training dogs. The modern guide dog story began following WW1, with thousands of blind soldiers returning, often caused from poison gas. In 1928 a wealthy American woman set up schools to train dogs and in 1931 two British women, Muriel Crooke and Rosamund Bond, opened a UK centre. The First Nuclear Power Stations In December 1951, an experimental nuclear power station near Idaho in the US produced electricity. In 1954 in Obninsk in Russia, power produced from a nuclear power station was put into the national grid, the distribution system for available electrical power. It was government owned and provided 5MW of electricity, sufficient for about 5,000 homes. In 1956 the privately owned Calder Hall nuclear power station at Sellafield in the UK provided 50MW and later on 200 MW with the electricity sold to the UK national grid. A very similar commercial power station at Shippingport in Pennsylvania was operational from December 1957.

The History of the Violin Andrea Amati gets the credit as the first known creator of the violin. Amati lived in Cremona, Italy, and became a lute maker. In 1525 he was commissioned by the prominent Medici family to make an instrument that was like a lute, but easier to play. He standardised the basic form, shape, size, materials and construction, and 14 of his violins still exist. During the 17th and early 18th centuries the art of violin making reached its peak, and the Italians Antonio Stradivari and Giuseppe Guarneri are the most famous. A Stradivari violin from his “golden period” of violin making was sold at auction for 15.9 million dollars in 2011. Stained Glass References to stained glass in England date from the 7th century AD, and by the 12th century it had developed into a sophisticated art form. Black and brown paint was applied to glass to depict faces, bodies and clothing and it was then fired in a kiln. The discovery of a yellow stain about 1300 meant that white glass would turn yellow and blue glass would turn green, and these colours were used to highlight halos, crowns and hair. Following the Reformation in 1540, religious art went into a decline but was taken up again in the 19th century. Technical improvements encouraged by architects took stained glass into a whole new era. The Oldest Newspapers ‘The Oxford Gazette’ was founded in 1665 and changed its name after 24 issues when it relocated to London and took the name ‘The London Gazette’. It is still published today. ‘Weiner Zeitung’, the Austrian government's official gazette, was first published in 1703 and is considered to be the next oldest surviving daily newspaper in the world. It dealt with company registrations and financial information required under Austria's laws, similar to other Gazettes, but not news. The Belfast Newsletter, still printed today, was established in 1737 with the latest news items. The Quebec Gazette was first published in Canada in 1764 and continues to be printed.

Flood Damage in Almería Province

A

“red alert” was issued for Almería province by the Spanish Meteorological Office on September 9th. This highest level alert signifies that there will be exceptionally abnormal, severe weather with a high risk of life-threatening events and major damage. A declaration of a level 1 emergency flood situation for Almería province was issued just before midnight on Thursday, September 13th.

were switched to Málaga and an incoming flight to Madrid. The President of the Junta de Andalucía announced an immediate access of 10 million euros for damage to municipal buildings and repair work to infrastructure, and the Spanish Prime Minister Pedro Sánchez was given a helicopter tour after he flew into Almería airport.

In Pulpí on the border with Murcia province, Níjar, Los Vélez, and Almería city there was major rainfall and floods. Rainfall is measured as being litres per m2 and 100 litres per m2 is a depth of 10cm / 4ins. This amount of rainfall was recorded in a few hours in Almería city and 15.8cm / 6ins in Pulpí and Serón. People had to be rescued by the various emergency services, and at the campsite in Cabo de Gata a major storm flooded the area in the early hours of Friday morning. Cars were badly damaged and 50 people were marooned in heavy floods. Access for the emergency services was very difficult, and at one stage it was thought that the army from the legionnaires’ base in Vicar would have to be called in, but eventually they gained access. Two occupants of a camper van near Tabernas were air-lifted to safety, and seven other people were rescued from various locations. Tragically, there was one fatality when a car containing two Senegalese brothers on their way to work was completed covered in flood water in a tunnel in Almería city at 5.30am. One of the brothers was able to get out of the vehicle but the other brother died. Major damage was experienced in over 1,100 hectares (just over 4 square miles) of agricultural greenhouses in Níjar, and over 20 municipalities reported major damage to property, roads and infrastructure. Almería airport was briefly shut down on Saturday morning when access roads were impassable, and the early morning flights to and from Seville were cancelled. Two outgoing flights to London and East Midlands

Persons who take out various insurance policies in Spain pay a small amount of their premium to a consortium of insurance companies who cover the aftermath of severe events such as “Acts of God” when individual insurance companies will not pay out. This includes death and injury, damage to vehicles, property, household goods and business losses. The first requirement is that a current insurance policy would normally cover the basis of the claims. Claimants can put in a claim through their insurance company or the free phone number 900 222 665, Mondays to Fridays from 9am-6pm and Saturdays and Sundays 9am-3pm. If saturated by calls a person can leave their contact number to receive a return call. Claims can be made via www.consorseguros.es giving the insured person / entity, the insurance company and policy number, NIF or CIF number, address and contact details, the 24 digit IBAN bank account and name of the account holder(s) where money will be paid in, and the location and contact details of garages where damaged vehicles are situated. Insurance assessors will deal with the claims and damage, and it is essential that all documentation is available at the time of their visit, with estimates for repairs.

The Listeria Outbreak Update

L

ast month in an article we explained how the gynaecologists if they had or might have eaten any major epidemic of listeria started in Seville in infected products. mid-August and caused the bacterial infection from the listeria imonocytogenes bacteria, and that it was traced to the local company Madrugis. Initially this related to their La Mechá pork loin product marketed as ‘carne mechada’ that is designed to be sliced and eaten as a cold meat. In the factory, the product is injected with lard and in the case of the Madrugis company the equipment that has multiple needles was found to be contaminated. Later analysis of other products produced by this company resulted in all of them being recalled, people who had bought the products were instructed to throw them away and the processed meat company was closed. By mid-September a total of 211 people were confirmed to have been infected with the virus in Spain and 125 were hospitalised as a precaution but this later dropped down to 40.There were four confirmed deaths of two elderly people and two who had advanced cancer . A British man was treated in France after he had consumed the carne mechada purchased in Seville, and a family in Germany were affected with light symptoms after their daughter’s Spanish boyfriend went to visit them and took the product there. Treatment with antibiotics is normally successful in destroying the bacteria without any hospitalisation being required. One sector of the population is at extreme risk if they develop listeria and this is pregnant women as it can affect the foetus. 25 women were hospitalized for specialist treatment, in some cases in intensive care wards, and there were several miscarriages. A recently born baby whose mother was infected was put in an observation ward whilst treatment was carried out. The first detected case of listeria in Almería province was a pregnant woman from Seville who had travelled to Roquetas de Mar and she was admitted to hospital in El Ejido. The Andalucía health authorities then took the unprecedented step of contacting 21,000 pregnant women in the provinces of Seville, Huelva and Cádiz advising them to obtain a course of antibiotics from their doctor or

A young man developed similar symptoms after he had eaten carne mechada in a bocadillo in a bar near Cádiz supplied by the company ‘Sabores de Paterna’ with a factory in Cádiz. Tests showed that he did not have listeria but an inspection of the factory was made by health officials. Samples of meat that they took away tested negative but samples from machinery were positive and their products were withdrawn. The owner of the factory stated that an independent safety check at the end of August was entirely satisfactory. Listeria should be killed by cooking at low temperatures and the owner of the Sabores de Paterna company stated that their ovens were carefully calibrated to a temperature of 90 degrees that was far higher than the 65 degrees that kills the bacteria. Health officials from the Junta de Andalucía stated that no confirmed cases of listeria had been reported with regard to the Sabores de Paterna carne mechada but as their machinery tested positive the product was withdrawn. Further tests were made on their equipment and samples of other products were taken away to be tested. A third alert went out in mid-September regarding the company La Montanera del Sur in Málaga that was discovered to have a contaminated pork product after a man contracted listeria and the company shut down their factory.

The Algarrobico Saga Continues

P

eople travelling to the outskirts of Carboneras on the coastal road cannot fail to notice El Algarrobico hotel where work was paralysed in 2005. 95% completed, the 21 storey 411 bed hotel would have provided direct or indirect employment to 500 people.

the hotel as each of the 21 steps of each floor of the hotel had been heavily reinforced with large amounts of steel encased in concrete. In 2012, the High Court in Madrid ruled that the 100m boundary was correct and the building encroached on this area, and in 2016 ruled that the Junta de Andalucía had to make a claim in the civil courts that they In 1987 the developers, Azata del Sol, bought land were entitled to occupy the land. that included the site, and a building licence was granted in 2003 by Carboneras town hall and work commenced. Greenpeace “discovered” the hotel in 2005 and after sailing their Rainbow Warrior into the bay they strongly objected to the location, which was just inside the Cabo de Gata National Park, but far removed from the natural beauty of the park in general. The hotel was sited 50m from the “maritime boundary”, a distance from the sea that is normally marked by concrete posts with a location number. The Spanish Coastal Authority known as “Costas” are responsible for coastal matters and the enforcement of the maritime boundary. They are particularly rigid, and two tower blocks in Benidorm 12m too near to the maritime boundary have to be demolished. At Carboneras it then appeared that the building distance from the maritime boundary should have been 100m according to 1988 Costas regulations although it was later stated that plans in Madrid showed the allowable distance as 50m. After work was paralysed in 2005, Ecologists in Action made a ‘denuncia’ (an official legal complaint) in 2006, and there have been many court cases in the High Court of Andalucía and the High Court in Madrid, with some of them having conflicting judgements. The Junta de Andalucía tried to pay the developers 2.3 million euros which was the purchase price for the land on the ‘escritura’ (title deed), but the developers refused to accept the money. The aim of this was that the Junta then owned the land. It was then agreed in 2011 that the Junta de Andalucía would pay 8 million euros for the demolition and Central Government would pay for the restitution of the land. Azata del Sol stated that dynamite would be needed to demolish

Azata del Sol have consistently claimed that in 2003 the building licence from Carboneras town hall was perfectly valid and the land was zoned for urban development. An independent valuation of the uncompleted hotel is 70 million euros and the developers then started proceedings to reclaim this money from the Junta. Carboneras town hall have consistently refused to cancel the building licence although ordered to do this, and have refused to issue a demolition order. After the municipal elections in May 2018 the new town hall councillors indicated that they would change the designation of the land, but Azata del Sol then announced that they would reclaim the 70 million euros from Carboneras town hall and 1.7 million euros in building licence fees. Quite obviously, Carboneras town hall could never pay this amount of money. In 2017 the Junta and Central Government agreed that they were still working together towards the demolition and would hold another meeting “soon”. Ecologists in Action are complaining that as yet this has not taken place!

Post-Brexit for Spain and the UK

I

n September, Pedro Sánchez, the Spanish Prime Minister in function, held the first of several meetings to prepare Spain for a no-deal Brexit. The meeting included heads of the ‘Hacienda’ (the Spanish tax office), the Finance Ministry, the Department of Agriculture and Fisheries, the ‘Aduana’ (customs) and major industrialists. Contingency plans were made many months ago but a no-deal Brexit is a new scenario. The Hacienda has sent out 90,000 letters to companies in Spain explaining what they need to do. Meetings with major companies have already taken place and will continue. There is a dedicated phone number for companies and Spanish citizens to contact the Hacienda directly for advice. It was stated that arrangements were already in place regarding airports and ports and a no-deal Brexit would not make any changes necessary. A large number of new border control customs offices will be needed and money for this had been earmarked. The main changes necessary apply to Spanish companies who export goods to the UK, as in the UK imports from Spain are substantial as Spanish companies are the third largest importers of goods and services to the UK. Companies will have to complete customs paperwork for every exported consignment and there will be some duty and tariff liabilities, apart from new certification that will apply to food and animals, medication and chemical products. Exporters in the agricultural industry in Almería for fruit and veg have very major trade links with the UK and certification will be needed here. The Hacienda is advising companies of the changes that will apply to IVA (VAT) paperwork and point out that post Brexit the UK will be a “third country” without preferential treatment that EU states enjoy. Plans for UK residents in Spain are that for those who have permanent residence status there will be a new document issued that will be an automatic process. Residents without permanent residency

will have to obtain other documentation. Officially, there are 300,000 registered UK residents in Spain but estimates are that another 400,000 will need to become residents and the process will be streamlined and fast-tracked. The British Embassy in Madrid has been strongly advising UK residents to apply for resident status for some time (see: www.gov.uk/living-in-spain). It has been agreed that access to public health services, contributions into the Spanish Social Security with the associated benefits, and the validity of UK driving licences will remain the same. As regards UK tourists who make up the largest numbers, there will be free travel within Spain probably for 90 days. Pedro Sánchez stressed that all the arrangements for UK residents in Spain assumed that there would be reciprocity with the UK where there are 175,000 registered Spaniards living there.

Spaniards working in the UK and their families have to apply for a legal resident status at present as do all other EU nationals. Spaniards who have lived in the UK for more than five years will be granted “settled status” and people living there for less than five years will be given “pre-settled status” until they qualify for full settled status. Spaniards will still be entitled to work in the UK and have access to public services such as the NHS. The deadline to apply for settled or pre-settled status has been extended to December 2020. It is not yet clear what regulations will apply to Spaniards (or other EU nationals) who have returned to their home country for a visit and go back to the UK after the present date of October 31st.

Community News The Costs of PAWS / PATAS

The APSA Autumn Fashion Show This was held recently at Albox Tennis Club and raised 1,000 euros for the many dogs in the care of the charity. Sally Miller, organiser, was delighted with the amount raised and everyone had a great time. Music was provided by Ian and Anne, the compère and resident comedian was Terry, and the models strutted their stuff on the catwalk as the audience bought their outfits for as little as 10 euros. There was a clothes stall and raffle which both helped to boost the takings on the afternoon. Sally would like to thank the models: Claire, Maggie, the two Gerrys, two Caroles, Ella, Sharon and Ann, and the back stage crew of Trish, Gail, Maxine and Nicole. Thanks also to all the volunteers who helped. and last but not least to the audience who made the event so enjoyable and successful. Hilary, Margaret and Pat

PAWS-PATAS animal shelter exists because of volunteers and continuous donations, be it from our four outlets in MojĂĄcar, Turre and Las Buganvillas, fund raising events or financial offers. In order to operate, the shelter requires an average of 9,500 euros per month which covers basic running costs and vet bills. Some of the regular costs at the shelter are: telephone/internet 42 euros, water 200 euros and electricity 385 euros The costs below show an average amount spent on each animal, and sometimes we find 8 kittens and 6 puppies abandoned at our gates overnight requiring urgent attention and medication over a period of time. DOGS An initial consultation is always undertaken with a vet which costs 7,40 euros and blood tests are required at 35 euros. Puppies need vaccinations adding up to 88 euros and then the dogs are covered for rabies, micro-chipped and issued with a passport for homing purposes which costs 48 euros. The average cost of neutering a dog is 80 euros. Grand total per dog is 258,40 euros. CATS The same procedures are followed, although neutering costs are smaller. Males cost 52 euros and a female 73 euros. Grand total required for each cat is 217,50 euros. Every euro we spend is accounted for and logged. The above does not cover the cost of maintaining our van or indeed the constant upkeep of the shelter. We are desperately trying to rebuild some of the old kennels and raise funds towards building a new quarantine block. Obviously without the help of volunteers who work in the outlets and at the shelter...PAWS-PATAS would not exist. Apart from their precious time they receive no payment for petrol money when taking volunteers from the shelter shopping or generally running around with various daily errands that are required. Organising fund raising events, collecting raffle prizes and keeping profile awareness via general and social media and constantly aware of

runs, "Camino del Sol", is situated on the beach in front of the Hotel Indalo, where he teaches other athletes and followers of this high energy sport. When the conditions in Mojácar are not at their optimum, Osaïa looks for the right wind conditions and waves at other beaches. She has a trip to Mozambique planned for this season, followed by training in France in March with the coach of the national team, Nicolás Delmas, before heading off to Dahkla, in Morocco. There are no boundaries to Osaïa’s dedicated preparation and, she has already participated in the promotional advertising for the 2024 Olympics, together with the greats of the sports world. This is the only title that she is missing and, even though the Olympics are focused on the Race Category rather that her Freestyle speciality, she is not deterred to practice for it in the interim years.

Young Mojaquera Sportswoman Osaïa Reding wins French Kite Surf Mojácar Council, one of Osaïa’s sponsors, is always Championship keen to spotlight this young athlete’s outstanding Osaïa Reding, the international young Mojaquera, recently became French Junior KiteSurf Champion at Leucate in the 15 to 20 year old Freestyle category, following a year of triumphs that has also included a World Championship. As always, Osaïa was the youngest contestant, but this was obviously no set back as she was a significant 10 points ahead of the runner-up, in what were very challenging sea conditions. The sports press already refer to Osaïa as "The KiteSurf Princess", one who will soon become a Queen, without question. Her qualities are endless, with her serious approach to training, perseverance and passion for her sport. She now has almost all the gold and silver medals from around the world that a rider can dream of that easily amount to more than her young years.

ixed weather didn’t dampen the spirits of the thousands of revellers who descended on ‘The Rock’ for the annual ‘Gibraltar Calling’ music festival on September 7th & 8th in the Europa Point Leisure Centre. The eclectic line-up attracted music lovers of all ages who travelled from across Europe to attend this popular music extravaganza. The venue of previous years, the Victoria Stadium, is now reserved for football matches. On Saturday, Brit Pop fans were transported back to the 90s as Liam Gallagher took to the stage and treated the fans to some classics from the Oasis backcatalogue, while former Libertines frontman, Pete Doherty put on a classy performance with favourites such as ‘Don’t look back into the sun’ and ‘Can’t stand me now’. Later, the evening really heated up as headliner, Latin heartthrob, Enrique Iglesias, set the night on fire with a dramatic lightshow combined with a sizzling, electric performance which had the crowd going wild. Sunday night saw the seemingly forever young, Take That, bring the house down with a packed set of slick dance moves and plenty of feel-good numbers that had fans of all generations singing along. Mel C, formerly known as Sporty Spice, took the party to the next level, spinning the decks late into the night before giving way to Queen tribute band ‘Killer Queen’ who didn’t disappoint, rolling out plenty of ‘Freddie classics’ before the night closed in on another fantastic late-summer festival.

Other performers over the two days included 10cc, Slade, Lighthouse Family, David Essex, Tom Walker, Rick Astley, Nazareth, Uriah Heep, Steve Harley and Cockney Rebel, amonst others. A very well organised and efficient, free shuttle bus service provided transport to and from the event with almost no queuing involved. Performances started late afternoon with bands finishing by midnight. The event was great for families, with a kids zone for the little ones. Free earplugs and sunscreen were available and ear defenders could be hired for children although the sound levels were perfectly satisfactory. All food and drink had to be purchased using tokens and on the Saturday there were long queues to buy these. This was a teething problem of the new venue and so on Sunday measures were taken to greatly improve it. Plastic waste was kept down by the system of reusing a plastic cup over the two days.

What’s On Almería A Grand Halloween Event with costumed actors and actresses takes place at Teatro Cervantes, Almería city, on October 31st at midnight. All spectators are asked to dress accordingly. Tickets are 10 euros in advance or 15 euros at the door. The Rock To Be Wild festival is on November 2nd at 11pm, Teatro Cervantes, Almería city. It features the Spanish tribute bands, Malditos Héroes (Héroes del Silencio), Pedrá (Extremoduro) and La Maldita Banda, a rock band from Almería. The show lasts for four hours and tickets are 10 euros in advance or 12 euros at the door.

Roquetas de Mar Flashdance El Musical comes to Roquetas auditorio on October 12th at 6pm & 10pm and on October 13th at 5pm. Manolo García who was a member of various famous Spanish groups in the 1980s has become a solo performer, in this case performing with an acoustic guitar. Exibitions The ‘Añil’ art gallery in Mojácar Pueblo has an exhibition by Arnaud Berliaz until December. The gallery is at Calle Puntico and opening hours Tuesdays to Sundays are 11 a m - 2 p m a n d 5 p m - 7 p m . Almería Terra de Cine (Almería land of film) is a travelling exhibition of photographs that won a competition organized by FICAL Festival Internacional de Cine de Almería. Organized by the Almería Diputación (County council) it can be seen initially at the Pedro Gilabert Museum in Arboleas. It then travels to Fuente Victoria, Urracál, Alicún, Puurchena, Canjájar and Purchena, finishing up on November 10th at Vélez-Rubio. Lineal is an exhibition of works by the artist Juan Morante at Almería Museum until Nov 3rd. The museum

Tough Men in Uniform An army general, a marine general, and a navy admiral were discussing who had the toughest men. The army general says, "Alright, I'll prove the army has the toughest men in the country. Private, get over here!" The private reports as ordered, "Yes sir?" The general says, "See that man over there? Kill him!" Without hesitating, the private kills the man. The general says, "See? That man has courage!" The marine general says, "That's nothing. Marine, get over here!" The marine reports as told and says, "Yes, sir?" The marine general says, "See that man over there? Kill him and then kill yourself." Without blinking, the marine pulls out his M-16 and blows away the guy, then turns the gun on himself and fires several rounds into his body. The marine general says, "See? Now that man has courage!" The admiral says, "That's nothing." He calls to a seaman high up on a watch tower, "Hey, seaman, jump off that tower!" The seaman answers, "Excuse me, sir?" The admiral repeats, "JUMP OFF THAT TOWER!" The seaman replies, "F**k you, sir!" The admiral says, "See? That man has courage and he's got brains too!"

A lady was on a plane descending into New York. She had been seated next to a nice priest and she asked him, "Excuse me Father, could I ask a favour?" "Of course my child, what can I do for you?" The lady replied, "Here is the problem. I bought myself a new sophisticated hair remover gadget for which I paid a large sum of money. With the other things I have bought I have really gone over the declaration limits for purchases and I am worried that they will confiscate it at customs. Do you think you could hide it under your cassock?" "Of course I could, my child, but you must realize that I cannot lie." The lady said, "You have such an honest face Father, I am sure they will not ask you any complicated questions" and she gave him the hair remover gadget. The aircraft arrived at its destination and the priest put the gadget in one of his deep pockets. When he got to customs he was asked, "Father, do you have anything to declare?" He replied, "From the top of my head down to my belt I have nothing to declare, my son". Finding this reply strange, the customs officer asked, "And from the belt down what do you have?" The priest replied, "I have a marvellous little thing designed to be used by a women, but it has never been used as yet." Breaking out in laughter, the customs officer said, "That’s a good one! Go ahead Father. Next!"

The Burglar A man went to the police station and asked to speak with the burglar who had broken into his house the night before. The desk sergeant replied, “You are not allowed to do that but you’ll get your chance in court.” “No, no!” said the man. “It’s not about what he stole. I want to know how he got into the house without waking my wife. I’ve been trying to do that for years!”
