Another General Election in Spain
T
the illegal housing scandal in Zurgena from 20032007, and the ex-mayor Cándido Trabalón has had his prison sentence reduced to 5 years and 4 months. The enormous court case relating to major corruption in El Ejido ten years ago was due to start on November 4th but the start date has now been postponed to next January. The trial is expected to last for six months. We comment on both these court cases in our ‘In the News’ section. The devastating results of listeria being present in pork products in Seville and the surrounding area are still part of an ongoing investigation but the epidemic has now been officially declared to be over. Major changes will have to be made in safety checks and health inspections to stop anything like this happening again. We explain the latest twists One of the pressing concerns is the considerable and turns in an article. Pedro Sánchez ongoing problems in Catalonia. Prison sentences have been handed down to politicians and other senior figures that held the illegal referendum and declaration of independence in October 2017 and we enlarge on this in an article. There have been major violent demonstrations in Catalonia and particularly in Barcelona with politicians making threats that in 2020 there will be another attempt at making Catalonia independent from Spain. This isn’t going to happen in 2020 or the foreseeable future. he major event in Spain this November is the General Elections on Sunday, November 10th. The outgoing Prime Minister, Pedro Sánchez from the PSOE (socialist) party, is gambling on obtaining more seats than he did in the last General Elections this April. It is absolutely clear that no one party will gain a majority which needs 176 MPs. One fear is that Spaniards are so fed up with the continuing General Elections (there have been four in the last four years), that the attendance at the polling stations will be well down. There will have to be coalitions or alliances formed which was not possible, (or Pedro Sánchez lacked any real enthusiasm depending on your point of view), after the April elections.
November and December are the winter months when the free anti-flu vaccinations are available in Spain, and we explain who is entitled to have them in our ‘In the News’ section. To be effective a large number of the target population have to have the vaccine, and January is the peak period for people getting the flu. For some sectors of the population this can prove fatal.
Town halls are now sorting out their cultural activities for the winter months and we give details of ones that may be of interest to our readers in our ‘What’s On’ section.
On October 18th the US import taxes on a variety of goods from the EU came into force, and for certain goods this is 25%. Trade wars with the US are very bad for the world economy including Spain and we explain why this has come about in our ‘In the News’ section.
There are no major fiesta dates in Spain in the rest of November but December 6th is the anniversary of the signing of the written Spanish Constitution in 1978. As happened in both 2017 and 2018 there will be solidarity shown at various events in favour of an undivided Spain and approval shown for the Spanish monarchy and King Felipe Revised prison sentences have been dictated in the VI. This is a “red” fiesta date in Spain as is December appeals against the previous sentences relating to 8th, a religious fiesta.

In the News Anti-Flu Jabs This is the time of year for the anti-flu jabs and just less than 100,000 doses will be made available in Almería province. The target population is the elderly over the age of 65, pregnant women, and those suffering from chronic illnesses, including children. Additionally it is available to nurses, firemen, police officers, prison officers and people who regularly work with the elderly or large sectors of the population. Appointments can be made at health centres or by contacting ‘Salud Responde’ on 955 545 060 or via the internet, and there is also an app. Vaccinations will be available until the end of December and the peak period for people contracting the flu is January. This flu season in the UK all children between the ages of 2-11 are being targeted. Vaccinating children is somewhat controversial but some children do get the flu which means time off work for their parents (if they don’t get it themselves) and the possibility of infecting others. Some health experts consider that vaccinating children to protect other sectors of the population is not ethical. In Spain, with the tight family unit, grandparents are at risk, but there is no overall policy to vaccinate children in general. Spaniards in the UK after Brexit EU nationals in the UK who intend to remain there after Brexit are applying for the “Settlement Scheme” that gives “Settled status” for a person who has (or will have been) a resident for five years by December 2020, or “Pre-settled status” that is less than five years and will then become settled status after five years. 115,700 Spaniards had applied by the end of September which is 64% of the 180,000 total. “We want Spaniards who are living in my country to remain there,” said Hugh Elliott, the new British ambassador in Spain. Another Terrible Murder of a Child At the end of September, people in Spain and particularly in Almería province, were coming to terms with the sentence of 25 years in prison
for a woman who murdered Gabriel Cruz, the nine year old son of her partner. On October 10th, the mother of a seven year old son was arrested on suspicion of causing his death by strangulation. The woman lived in Huércal de Almería and had driven to El Ejido to the home of the ex-partner of her father with the boy in her car. This woman realised that something was terribly wrong with the child but whilst she was telephoning the police the mother drove off, but was stopped by police soon afterwards. They had to smash a car window as the woman had locked herself in and would not open the doors, but an ambulance crew confirmed that the child was dead. The mother and father, who were separated, had joint custody, but on October 4tha court had accepted that the mother was incapable of looking after the child and had given sole custody to the father at the request of several family members. The Verdict in the Catalonia trial On October 14th, seven Spanish High Court judges issued their verdicts in a court case that relates to events in the autonomous community of Catalonia in October 2017. An illegal referendum took place and a declaration of independence was made, both of them prohibited by Spanish law. The long court case lasted from March to June with 422 witnesses. Nine senior politicians have been in prison on remand since November 2017 and others were released on bail. Eight people including the ex-President of Catalonia Carles Puidgemont fled Spain to avoid arrest. The nine people were convicted of sedition (treason) against the Spanish state and given hefty prison terms and international and European arrest warrants were issued for the eight people in several EU countries. Demonstrations followed in Barcelona and at the El Prat airport a total of 45 flights were cancelled. At other street demonstrations there were a number of injuries after clashes between police and demonstrators. We explain in an article what has happened and the sentences that were handed down.

In the News Consternation After Thomas Cook Stopped Trading When it became known that Thomas Cook had gone into bankruptcy there was great consternation in Spain. The Minister for Tourism described it as being catastrophic and immediately had meetings with hotel federations in the Canary Islands and the Balearic Islands. Thomas Cook was going to be sending 2 million tourists to the Canary Islands this year, 25% of all tourists, to airports in Tenerife Sur, Gran Canaria, Lanzarote and Furtaventura, and 3.6 million in all of Spain including Valencia, Andalucía and Catalonia. In Almería province during the high season this year, 80,000 tourists came here which is 8% of all traffic at Almería airport, and the vast majority stayed in hotels in Roquetas de Mar, Almería city and Mojácar as part of a package. After Thomas Cook collapsed 2,000 holiday makers were repatriated from Almería airport. Thomas Cook own many of the large number of hotels where tourists stay, so there will be a big impact if no solution can be found, with large numbers of staff losing their jobs. The winter season started on October 1st, and the Spanish aviation authority AENA was contacted by tourist boards with the suggestion that they scrapped all airport taxes and considered giving grants to other airlines to fly here. The only slight thing that is helpful is that Thomas Cook does not come to Spain in the low season, only the spring and summer months. Ryanair are due to stop flights and close down their operations in Palma, Tenerife and Girona in Barcelona in January and it was agreed that they should be approached to attempt to reverse this decision now that one of their rivals had disappeared. Jet2 Holidays saw a hole in the market and two days after Thomas Cook packed up they announced an additional 50 flights to the Canary Islands that will certainly help. It is hoped that Easyjet will follow suit and their share price went up 3%, but Ryanair quickly put their fares up! Thomas Cook pay providers of services 90 days after being billed so this means that money due for the months of July, August and September will not be paid. This is considered to result in many small and medium companies being forced to close unless the Spanish
Government pay these bills. The Spanish Tourist Department Exceltur stated that the total amount of money owed was 200 million euros, and 13,000 direct employees would lose their jobs along with many thousands of indirect employees. Government figures contacted the subsidiary company ‘Condor’ in Germany and ‘Thomas Cook Scandinavia’ that were still operational. Through their Spanish Ambassadors in both countries it was suggested that Spain might assume some of the debts if there was a danger of these two companies having to close through lack of funds. We comment on this in an article.
Lifeguard Coverage Extended It is quite normal for lifeguards on beaches to be employed from June 1st to September 30th or earlier in September, and coastal municipalities can come up with their own periods of time. In Roquetas de Mar this year the period was extended to October 31st. Their mayor stated that with the good weather that was usually experienced in October tourists should still have this protection and it might be put in place at Easter as well when Easter falls later in the year. This year, in the high season 170,000 tourists came to Roquetas de Mar. Lifeguards are quite often volunteers from the Red Cross and the Civil Protection service but nowadays people with a professional qualification in life saving are being paid to do this job. This is also a factor taken into consideration when the “blue flags” are awarded.

In the News Donald Trump Announces Import taxes on Spanish Goods In early October Donald Trump announced import taxes for EU products starting on October 18th and as regards Spain, the calculation is that the taxes will amount to 930 million euros. These apply, amongst a long list, to fresh cheese, olives, virgin olive oil, pork products, wine, butter, yoghurt, cherries, peaches and other fresh fruit, and the import taxes will be 25% in some cases. An import tax of 10% will apply to the Airbus A350 and A380 and this will have an effect in Spain. The reason for this is because Airbus receives grants from the EU countries where they are manufactured which includes Spain, France, Germany and the UK. It is claimed that Boeing loses the equivalent of 6 billion euros in potential sales of their aircraft. There has been a long running dispute for 15 years regarding these EU subsidies for Airbus but the World Trade Organization has finally ruled that this is unfair competition, just days before the import taxes were announced. However, 40% of all Airbus components come from the US, and 275,000 people in 40 states are employed there. If Airbus sell less planes in the US these employees will be affected which seems counterproductive. An EU spokesperson stated that if the Airbus import taxes went ahead, the EU might impose import taxes on Boeing planes. Ryanair is awaiting the delivery of a large number of the Boeing 737Max planes that have not yet been recertified after the two fatal crashes. Other goods from France, Germany and the UK are affected as well, and the French Prime Minister immediately said that corresponding import taxes would be levied on certain US goods. What will happen in the UK following Brexit is not at all clear. President Trump has promised large trade deals with the UK at various times. The International Monetary Fund considers that trade wars are one of the biggest risks to world economy.
her partner, near Níjar in 2018, has become the first woman in Spain to be given a permanently reviewable prison term that came into law in 2015. She is 45yrs old, from the Dominican Republic, and the prison term is for a minimum of 25 years that is then subject to review at two year intervals. Release can be granted if it is considered that there is true remorse, or it can be refused. She hid the murder from the parents and everybody else searching for Gabriel for 10 days, until his body was found in her car boot. For this, the jury found her guilty of psychological and moral damage. She was given a three year sentence on behalf of her partner who is Gabriel’s father and two years and nine months on behalf of the mother and has to pay each of them 250,000 euros. She has been forbidden to live in or visit Níjar, or the place where either of the parents live for 30 years. The search, that was one of the biggest in Spain, has been quantified as costing 200,020 euros for all the police and other agencies who took part, and the court ordered her to pay this amount of money. Almería is now the only province in Spain where two people have been given this type of prison term, as a man from Roquetas de Mar is currently serving this term as well.
Terrorists in Catalonia October 1st was the second anniversary of the illegal independence referendum in Catalonia, and police knew there would be demonstrations. One of the hard-line separatist parties is the CDR, that stands for Committees to Defend the Republic. At the end of September after a long investigation, more than 100 normal and anti-terrorist police simultaneously swooped on houses and commercial premises in Barcelona, Sabadell and Santa Perpètua de Mogoda, in an operation dubbed “Operation Judas.” They arrested nine people who they allege were a special hard line group of the CDR on the point of committing terrorist acts. They seized large amounts of ammonium nitrate (a common Permanent Reviewable Prison for Ana fertiliser that can be used to make explosive Quezada mixtures) sulphuric acid, paraffin, aluminium powder, Ana Quezada, convicted by a jury in Almería city of industrial paint stripper, gasoline and thermite, a the murder of 8 year old Gabriel Cruz, the son of pyrotechnic chemical with great incendiary power.

In the News They also found documents explaining the components needed to make the industrial explosive Goma-2. A police spokesperson stated that they had video recordings of some of them testing explosives in quarries and a country house. A fire broke out three months ago in a house in Sabadell where one of the men lived and he told firemen he had forgotten about something he was cooking. The police suspect that he was mixing explosives. Various people where the chemical substances had been purchased identified members of the group, and two of them immediately admitted that they had been fabricating and testing explosives. It is alleged that targets included the Catalonia Parliament buildings, major roads in Barcelona, telecommunication towers and electrical substations. The group had aerial and normal photographs of the main police stations on their mobile phones. It is alleged that when Central Government were holding a meeting in the Catalonia Parliament last December 21st (after central government had taken over the running of Catalonia) this group and other sympathisers caused various roads to be shut and raised the barriers on a toll road. Police say that this was a “dry run” and also the testing of various walkie-talkies that they had purchased with code words they had decided on to hide their activities.
A Major Step to Regularise “Illegal Houses” The Junta de Andalucía has passed an act that will regularise 327,000 “illegal houses” in Andalucía, with 55,000 of these in Almería province. Cooperation will take place between the Junta, town halls and the property owners. It applies to all dwellings that have not been built on protected land, river beds or land liable to subsidence and will enable the owners to have them registered at the land registry, obtain legal connections to water, electricity and sewage, and allow the properties to be sold on. A major problem in “regularising” these properties up to now has been that the town hall overall plan for urban development, known as the PGOU, had to be amended first, which can take years. The amendments can now take place at a later date. There will be some costs involved and town halls
and the owners will have to decide who pays. Initially, it is considered that the owners should pay as they are the ones who are primarily affected. We have more information in our ‘Community News’section
Changes in Electricity and Gas Bills The Spanish CNMC organisation approves mergers that don’t give companies an unfair advantage, investigates cartels where various companies have fixed their price which can lead to large fines, and monitors the prices that make up our electricity and gas bills. They are proposing changes in electricity and gas bills from January 1st 2020. The Spanish Government and the electricity and gas providers think there is a danger that bills will become far too complicated. 11 million homes have an electricity bill that is based on the PVPC system where the daily and monthly amount varies, and 14 million homes have opted for a fixed price per month. Consumers can opt to pay for cheap electricity where the costs are split during a cheap period of 14hrs from 10pm-midday (tarifa nocturna) and the “normal” cost of electricity midday to 10pm. Surveys show that 35% of consumers of electricity have no idea what tariff they are paying for (that varies with the chosen amount of the available power) and 30% have no idea at all how to make sense of their bills. In some cases clients may have switched providers when a rep came to their house, and claims are that the promised savings are not made. There are fixed costs on bills and consumers

In the News are baffled and upset when in one particular month they have used no electricity at all in an unoccupied property, or whilst they are away, and they get a bill that is typically 25 euros! After the calculation for the electricity they have used is added to the fixed charge, the whole bill is subject to the highest rate of IVA (VAT) at 21%, but in the UK the VAT added to power bills is only 5%. The vast majority of Spanish homes now have “intelligent meters” where no-one comes to read the meter and every hour a message is sent down the cables that indicates the amount of electricity used. Bills are then calculated accordingly, and there should be no “estimated” readings. It is possible to go to a website that predicts the cost of electricity every hour in the next 24hr period and “in theory” clients can adjust the times they use the most electricity. The CNMC is proposing that the day and night charges are calculated on six different periods of time such as during midnight to 7am when the cost of producing electricity is cheapest, charges for mornings and afternoons, and charges for the early evening to late evening when demand is highest. It remains to be seen what changes are actually made and if any real savings in cost will follow.
The Missing Map of Almería City An investigation has taken place that has been described as being like a typical Netflix film with actors from the Spanish military, historians, police forces, robbers, the “Friends of Almería Castle” and the Patrimonial Historic Department of the Junta de Andalucía. In March 2019, a noted historian from Almería came across a map of Almería city in an antiquities shop in Madrid that appeared to be from 1845. After complicated negotiations, the VicePresident of the Friends of Almería Castle went to Madrid and purchased the map for 1,850 euros. The map was digitalized and subjected to several tests and it became clear that it appeared to be a map that had been catalogued and photographed in the Almería Municipal Archive. It was supposed to be in the Military Archive Department in Madrid but they stated that it was described as being lost. Specialist police in Madrid that deal with art and other related crimes were contacted and asked to
help with further investigations. This revealed that the map had been stolen at an unknown date from the Military Archive but not reported. The map had been amended to be dated 1845 but the real date of May 6th, 1842 and the name of Fernando Guillamas, a well-known military cartographer, had been removed. The military seal from their archive had also been removed so that the map could be sold without any suspicion that it had been stolen. At a ceremony in Almería, the map was officially handed back to the Madrid Military Archive and the digitally produced image put in the Almería archive. It was not revealed who had paid the 1,850 euros to get it back.
Major A-7 and A-92 Motorway Junction Changes At the Viator junction on the A-7 motorway going to Almería (where there is the turn-off for the Legionnaires base) there are major problems at the roundabout where the entrance and exit roads from the Granada / Andalucía A-92 motorway join up. At peaks periods, traffic cannot get off the A92 quickly enough, and there are dangerous tailbacks. Traffic police frequently try to stop this bottleneck to avoid accidents but this means stopping traffic coming off the A-7 motorway. Major plans have been published that have sweeping curves that have been compared to the A-7 and AP-7 toll road junctions at Antas Real which slowly merge in over the various entrance and exit points. Polopos and the Dutch Reality Show The small village of Polopos in the Alpujaras is a sleepy village, 800m above sea level and only 5km from the coast, with 54 registered inhabitants and three children. Two young Dutch TV producers came across the village a few years ago and last year they decided to film a reality show there over six months on the Dutch channel RTL 4. Five couples competed for a 20,000 euro prize and incentives to move to Polopos to help revitalise the village. The winning couple intend to open a centre where artists can stay, and all of the other couples have decided to move there as well. They plan to open a wine export company, a museum and a walking

Cosentino and Cindy Crawford The multinational synthetic worktop and stone product company Cosentino, based in Cantoria, frequently have ambassadors to announce their products at major events and these have included Fernando Alonso the racing driver. These also include the US supermodel Cindy Crawford and she was recently in London to present the new ‘Silestone’ synthetic quartz worktop colour ‘Eternal Marquina’. The event was entitled “Tops on Top 2019” and it took place at the ZELA restaurant in the heart of the West End. This very popular restaurant was opened in 2018 and has tables with the Silestone decorative surfaces. Apart from heads of Cosentino including their UK senior director, Tony Chamber attended, who is the founder member of the design consultancy TC & Friends who is organising the new product publicity campaign. Cindy Crawford is extremely interested in design and has stated that she is delighted to have been chosen on this and other occasions to present Cosentino products. Anti-Smoking Medication in Spain The Spanish Minister for Health (in function), María Luisa Carcedo, has announced that an anti-smoking medication will be made available to be prescribed by doctors from next January. The product with the brand name ‘Champix’ contains the active ingredient vareniclina. There are 50,000 deaths in Spain every year from tobacco related diseases and María Luisa considers that the new medication could help 70,000 people to give up smoking. Health organisations and hospital specialists in Spain have been asking for anti-smoking aids to be available from health centres for some time. Other new regulations regarding smoking are stated to be in the pipeline. Sales of cigarettes are not declining,
and in Almería province since January 1st up to the end of August, 27 million packets of 20 cigarettes were purchased. One reason for the increase is given as being the major success in seizing contraband cigarettes in the Campo de Gibraltar region where the number of police has been dramatically increased. Another reason being put forward is that many people who smoked handrolled cigarettes to save money have gone back to normal cigarettes that need no time spent in making them. Shops that sell tobacco, known as “estancos”, are highly controlled and there are 13,000 in Spain with 2,000 in Andalucía. In the financial crisis when sales fell sharply the shops were allowed to sell other products such as food and drinks. The installation of cigarette machines is also controlled and there are various locations where they are not allowed. If a bar has just a few packets of cigarettes that they sell to clients this is usually ignored by the authorities, but it is technically illegal.
Deaths from E-cigs in the US Concerns are being raised in the US after a number of people have died from lung complaints after using e-cigs, known as “vaping”. The popular electronic cigarettes first came onto the market ten years ago. It does appear that most of these people added cannabis products such as THC, or the synthetic cannabis known as ‘Spice’, to liquids they made themselves. The US Food & Drug Administration has warned against this and buying

In the News e-cigs from unlicensed street traders. Popcorn flavoured e-cig liquid is considered potentially very harmful as it contains diacetyl, a chemical linked to “popcorn lung syndrome”. In the UK, diacetyl in e-cig liquids was banned in 2016 in accordance with an EU directive. Public Health England recommends vaping as a means of stopping tobacco smoking by persons who wish to quit. They state that there are “false fears” and proprietary e-cigs and liquids are 95% less dangerous than cigarettes. E-cig liquid usually contains nicotine but on its own this is not dangerous. Liquid for e-cigs is expressed as milligrams of weight per millilitre of volume, shortened to mg/ml. Nicotine levels start with low levels such as 6mg, 10mg or 12mg, going up to 18mg or 20mg which is the limit for sales in the UK. Normal cigarettes contain 4-14mg of nicotine and light smokers may find that 6mg liquid is a good alternative but medium to heavy smokers of tobacco often find that 12mg or 18mg is best. In the US, e-cig liquid strengths go up to 48mg/ml! A major UK clinical trial published in 2019 found that, when combined with expert face-to-face support, people who used ecigarettes to quit smoking were twice as likely to succeed as people who used other nicotine replacement products, such as patches or gum. It is recommended that if people try e-cigs to give up smoking they should completely stop smoking cigarettes, and there is no danger of passive smoke damage to other people. Boots chemists started selling e-cigs in 2014 and other retailers soon followed. There are a wide variety of liquids that contain no nicotine at all and some people find that puffing on these is a substitute for cigarettes. In Spain, using e-cigs with or without nicotine is banned on public transport, in health centres and hospitals, and outside schools. This is designed to stop children trying e-cigs and then switching from 0mg/ml nicotine to higher levels.
Spanish air force airport particularly for training new pilots. The Spanish air force air traffic controllers handle their own aircraft as well as the commercial flights until they stopped this year. In September a training aircraft crashed in the Mar Menor sea near the Club Náutico de Santiago de Ribera. The very experienced 50 year old pilot was killed and his 20 year old female pupil. The initial cause of the crash was given as engine failure but the propeller driven aircraft had received a maintenance check the day before and had been used three times since then. The Spanish Minister of Defence, Margarita Robles, stated that she was in constant touch with air accident investigators and senior members of the air force. A witness told the investigators that he had seen the plane come down and there seemed to be no way it could have avoided hitting the sea. There was only a depth of two metres and military vessels were soon at the scene. The Spanish King Felipe VI asked that his expressions of sympathy were made known to the families of the dead pilot and trainee pilot. The training aircraft was a type that first came into service in Spain in1987 and it had proved to be perfect for the tuition of new pilots. During August, another very experienced senior air force pilot died when his jet plane crashed into the sea in front of La Manga de Mar Menor. He was flying the plane on his own in low cloud and it is thought that he may have become disorientated. These two crashes ended a very long period of time when no crashes at all had taken place.
Fixed Rate Mortgages Variable rate mortgages consist of a set interest rate from the bank (typically 1-2%) added to the Euribor (an inter-bank lending rate that continually fluctuates). In February 2016, the Euribor dropped to a negative amount and has not since then been a positive amount. This September it was minus 0.339%, the second lowest amount ever apart from August. Banks started offering fixed rate mortgages where the monthly amount to pay San Javier Aircraft Deaths back is fixed for the whole of the mortgage term. In the News rates are far lower than they were. In February 2016, a “normal” fixed rate of interest was 4%, but these mortgages were not common. Recently, the TAE (which is the annual interest rate plus some expenses) from Openbank was 2.34% over a period of 26-30 years, and 2.75% from Santander over a maximum of 26-30 years depending on the amount of money with less interest for fewer years. BBVA offered 2.365%, Bankia 2.41% and Bankinter 2.45% (providing there is a monthly amount of more than 2,000 euros in a current account). Banco Sabadell offer the fixed rate of 2.79% providing there is a salary or pension amount of more than 700 euros paid in monthly but you have to sign up for a life insurance policy, house insurance and repayment guarantee. Banks are not supposed to put in these conditions so potential clients could complain, but the interest rate is not very good! With the new mortgage lender regulations that became law this year, the only expense that the lender can pass on to the client is the valuation fee for the property and they have to assume all other initial costs. The client can ask for an independent valuation that they pay for, but some banks are agreeing to pay the valuation themselves to attract the clients. In 2016 only 10% of mortgages were a fixed rate type, and many of these were commercial mortgages. Last June they were 43.7% and in September this rose to 44.5%. From the above figures it is quite clear that persons wanting a fixed rate mortgage should shop around and the mortgage term requested will make a difference. Banks and lenders are gambling that over the whole mortgage term their fixed rate will still give them some profit, and people who opt for the fixed rate are gambling that although it costs more than a variable rate at present, it is still a good deal over the whole mortgage term. A fixed rate mortgage gives the borrower the reassurance that every month they pay exactly the same amount of money. People who have a fixed rate mortgage from even just a few years ago, with a high interest rate, should find out if another bank will take over the mortgage at a lower rate.
There may be a fee to cancel the existing mortgage however. Telefónica and Prosegur Telefónica have been looking at ways to spread the services they offer and merge with other companies. This is in response to the fierce competition in the telecommunications market. They intend to acquire 50% of the Prosegur company alarm business that has dedicated phone lines and automatic calls in the event of a breach of security in millions of homes in Spain. The merger will have to have the approval of the regulation board that deals with takeovers and mergers but it is not anticipated that this will be a problem, and the value of the acquisition is put as about 300 million euros when all the calculations have been completed. To finance this there will be a share swap. Telefónica see their stake in Prosegur as a logical step given the big increase in demand for home alarm systems. Their intention is that they will offer a package of normal telecommunication products allied with the security system costs. Money for Schools The majority of parents are satisfied with the education system in Spain for their children, but experts say that there has to be an increase in funding. The percentage of the PIB (gross national product) has gone down from 4.31% in 2006 to 4.2% in 2018 and not much more than 4% this year although there is no approval as yet of the Spanish Government’s 2019 budget. The average amount invested in the EU states is 5% but Greece and Ireland are the countries with the lowest contribution. The amount spent on education in the UK is about 6% but Belgium, Finland and Sweden head the list with Sweden investing 7%. At a presentation of these figures in Madrid it was pointed out that high unemployment for young people was a direct reflection on when they left school and their academic achievements. At present one in eight young people are not still receiving education and they are unemployed.

In the News The El Ejido Court Case On October 20th, 2009, National Police and computer and anti-corruption specialists raided El Ejido town hall, a multiservice company ‘Elsur’, the headquarters of the PAL political party started by the mayor, and company offices in Almería, Seville and Madrid. The police investigation had been given the name ‘Caso Poniente’. Search warrants were authorised for the homes of many people connected to El Ejido town hall and the mayor Juan Enciso, his wife, daughter and brother in law were taken to Almería police station. They were joined by José Alemán, the town hall auditor and contracts manager, his wife, his brother and her wife, and Ambrosia Cuevas from the private school he runs in Vera. Various persons were remanded in custody including the wife of José Aleman who could not immediately come up with the 90,000 euros set as bail. 30 bank accounts in Spain were frozen and charges levied of money laundering, misappropriation of public funds, bribery and falsification of documents. The allegations were that Elsur, the multiservice company, had been charging the town hall highly inflated sums of money for several years and an estimate was 150 million euros that had gone into the pockets of the persons arrested. Leaks from the police indicated that money went out of Spain via Florida to be invested in projects in Costa Rica and Brazil. The court case in Almería was supposed to start on November 4thbut will now start on January 10th and is expected to last until July2020 and this is one of the reasons why the court has been substantially modified and expanded! There are 30 lawyers representing the accused and this is causing a major time-tabling problem. In other large court cases the accusations have been heard in blocks so that not all the lawyers have to be there all of the time, and it is expected that this will have to be done here. This is by far the largest corruption case ever to have come before a court in Almería.

Salaries for the players have gone down from 525 million euros last season to 507 million this season. Carboneras Power Station to Close Coal fired power stations are the most expensive way of producing electricity and reducing CO2 emissions is very expensive. The Carboneras coal fired power station is run by the power supply company Endesa and they have been steadily shutting down other ones. There are now only two that are operational and Endesa has announced that the Carboneras plant will be shut down earlier than planned as it is no longer viable. At the end of last year, Endesa stated that their coal fired stations in León and Teruel would close shortly. No firm date for the closure has been announced and 120 people are direct employees. Not long ago Endesa spent 240 million euros on reducing CO2 emissions to comply with EU guidelines, but there are further limits that come into force in June next year. Endesa state that they will make major investment in renewable energy and in a ten year plan to 2030 they will invest 2.9 billion euros in Andalucía.

In the News function” also applies to all the ministers he nominated. New general Elections take place on November 10th and Pedro Sánchez is hoping that more PSOE MPs are elected to give him more seats. He has announced intentions and plans for 2020, and one of these relates to Spanish pensions. Since 2013 the annual rise has only been 0.25%, which is less than the rise in the cost of living, and pensioners have been complaining bitterly. With an average retirement pension of 1,140 euros per month, the 0.25% would give an increase of 2 euros 85 céntimos, but the cost of living increase that is expected to be the same at the end of the year is 0.3%. This would give an increase of 3 euros 50 céntimos which is hardly a big difference, but it would be seen as a sympathetic increase by pensioners. Pedro Sánchez considers that after the November 10th elections, even if he is not confirmed as the new Prime Minister, he can put this rise in force via a decree that would avoid it having to be voted on in the full parliament. He considers that this could be done “as a matter of urgency”, but other political parties accuse him of using this for electioneering although they have not said that they would oppose it! Another proposal is that the minimum salary that went up by 22% last year would be increased to 1,200 euros per month by the end of the normal four year term that a Spanish government is in power. He proposes that by 2030 renewable energy will produce 74% of the electricity needed, up to 85-95% in 2040 and 100% in 2050. He is also proposing to scrap prescription charges, put euthanasia and assisted suicide in a legal framework, and increase the amount of money put into education up to 5% of the ‘PIB’ (Gross National Product).
False Internet Accounts Spain is now waiting for new General Elections on November 10thand social media is becoming an important tool in electioneering. Until two new political parties came into being a few years ago, elections were always a straight contest between the PSOE Socialist party and the PP Conservative party. False accounts on Twitter are credited with influencing the US Presidential elections and Brexit according to the National Investigation Department
in the US. Twitter recently announced that they had closed down 259 of their users who were artificially attempting to help the PP party since October 2018. Facebook shut down 65, Instagram shut down 35. Facebook claimed that their PP biased pages were publishing critical comments regarding other political parties. Pablo Casado, the leader of the PP party, immediately claimed that all the accounts were from real persons who were sympathetic to his party, but this claim was dismissed as being untrue. It is claimed that many of the accounts became active at the time of the autonomous elections in Andalucía and European, National and municipal elections. This is not the first time that Twitter has shut down tweets, and at the beginning of 2019 they removed 130 false accounts that greatly favoured one of the political parties in Catalonia pushing for independence. Twitter state that they have people who continually monitor accounts that are politically motivated and they work closely with governments and the security services who investigate the false use of cyberspace.
The “Robot” that Replaced a Female Employee A woman in Las Palmas had worked for the multinational tourist company Lopesan Hotel Management S.L. for 13 years before she lost her job last March in the accounts department along with others “for technical reasons”. In December 2018 the company bought a comprehensive information package that was described as a robot and it dealt with all the financial payments. It was operational from 5.15pm to 6am and 24 hours a day on Sundays and fiestas days. At a hearing at an industrial tribunal the judge ruled that an employee could not be laid off for the simple reason that the company was making a cost saving by acquiring what was in effect a robot. The company was instructed to reinstate the woman in a commensurate job within five days, or increase her redundancy pay to 33 days for every year she had worked there to be paid over a period of two years. The employer was also ordered to pay the woman 863 euros plus interest for not giving her the correct dismissal notice. Unions claim that by 2030

Large Family Firms in Spain The Swiss Credit Suisse Research Centre has published a report that concludes that very large family businesses in Spain employ 67% of people in the private sector with 6.6 million employees. The ‘Inditex’ group is amongst the 50 largest family businesses in the world and had 68 billion euros in capital in 2018. The founder owner, Amancio Ortega, is the wealthiest man in Spain and Europe, and he started working in a clothes shop when he was 14yrs old. In 1972 he started his first clothing business and now has 152,000 employees in over 7,000 shops in the five continents. His brands include Zara, Zara Home, Massimo Dutti, Pull & Bear, Berksha, Oysho, Utergüe, Lefties and Stradivarius. His daughter runs a charitable foundation that buys state of the art scanners for hospitals and modernises old ones forthe diagnosis of cancer. A new one has just started to be operational at the Torrecárdenas hospital in Almería city. Mercadona
is the largest Spanish family business in terms of billing that expands each year, and in 2018 it was 24 billion euros with 85,000 employees. The father of Juan Roig, the president, started with some meat shops, and Juan formed the new company with his wife Hortenesia as vice-president. Their four daughters joined the company after they had finished their university education and worked in various similar companies. Mercadona is famous for their low prices, customer satisfaction, and their treatment and generous pay for their staff. After a short period, all staff are given permanent contracts, and mothers receive a long maternity period off work. El Corte Inglés is still mostly family owned and has been trading for 75 years. They have diversified into companies including Supercor, Sfera, Bricor, Primeriti, Optica 2000, Viajes El Corte Inglés, ECI Seguros, Seguros y Informática and others, and they have more than 91,600 employees. In the News for the family recently went to court to make a claim against the centre and his psychiatrist. The judge found that there were a number of errors, and there was nothing to stop the man walking out even though he had been considered a suicide risk. In Spain there is a period of ten years before a missing person is presumed to be dead. In this case the judge ordered the centre and his doctor to pay the family 170,000 euros in damages spread over ten years at 17,000 euros annually because they were negligent in exercising no control over his movements. If the man is found and is dead within ten years, the remaining amount of the compensation has to be paid. Just supposing he is found and is alive, any previous payments do not have to be paid back as the judge considers that the family has gone through considerable stress and suffering through negligence, without knowing whether the man has died or is alive. On the balance of probabilities, the judge considers that the man is dead. It was stated in court that a man walking along a street dressed as he was near the psychiatric centre should have raised concerns if anyone had seen him, but there were no reported sightings at all. This very unique case is a precedent in Spanish law regarding a missing person and compensation for the family. Penalties For Speeding Figures released up to the end of June this year show that there were 1.3 million drivers caught speeding on Spanish roads which is 12% more than the same period in 2018. 34% of the infractions came from 25 radar cameras out of the total of about 1,000 fixed and mobile ones. 25% of all speeding offences occurred in Andalucía (that includes Almería province) with 332,000 drivers caught speeding. On the H-31 road in Huelva (also in Andalucía) there were 39,000 drivers caught by the same camera in the six month period but the camera was only installed in March! Motorists complained on social media that there was no warning sign. Seville is also in Andalucía and a radar camera on the A-92 motorway caught 37,000 drivers there. In both cases the speed limit is 120k/h.
The President of the Spanish Automobile Association states that the figures show that speed limits are not being taken seriously and more cameras are needed to stop accidents.
Rafa Nadal Number 1 Again At the Shanghai Masters APT tennis tournament in October, the Greek player Stefanos Tsitsipas beat Novak Djokovic who then lost his world ranking. Djokovic decided not to play in the Vienna or Basel Masters tournaments so he loses 1,600 points in the world APT ranking. This means that Rafa Nadal automatically became the number 1 again on November 4th when the Masters 1,000 tournament in Paris-Bercy finished, whatever the final results were. Apart from losing at the Acapulco finals, Rafa has been very successful this season despite only competing in 11 tournaments. Having won the Roland-Garros, the US Open and now the APT Masters, he has set his sights on the final championship prize by winning the Davis Cup on November 18th-24th. In the News function, put a draft proposal through the Spanish Parliament this October that a general tax should be applied of 3% in line with EU proposals, although not all EU countries are in agreement including Ireland. The whole debate has been ignited again after the company accounts for the Spanish arm of Twitter in 2018 have been published. The company published a net profit of 221,000 euros on an income of 4.5 million euros with declared expenses of 4.17 million euros. This is not the total income as it only includes income from marketing, advertising and business development which is part of the services it provides to the Irish branch of Twitter International that has the largest share of Twitter’s business in Europe. Twitter in Spain transfers most of its profits to Ireland where corporation tax is only 12%. They paid the ‘Hacienda’ (The Spanish tax department) 113,130 euros in tax for 2018 but their accounts show that the average annual pay of their 19 employees was 131,500 euros before tax, and they claimed costs of 2.5 million euros for “personnel”. Other large companies such as Google transfer profits to Ireland, and the UK has increased their 19% corporation tax for these companies to 25%. In the tax year 20172018 the Inland Revenue collected in 281 million pounds sterling from 14 companies compared to 38 million in 2016-2017. In 2018, Google paid UK taxes of 67 million pounds but the ‘Tax Justice Network Group’ say that it should have been 1.5 billion and the company is still using “creative accounting practices” by transferring all advertising revenue to their Irish company.
There are other beaches in Almería province where town halls have discussed the idea that dogs could be taken there, but they lack the official application and approval from the Junta de Andalucía. Some town halls state that dog walking on beaches can only take place in the “low” season.
Zurgena Court Case Appeals In 2007, police arrested the mayor of Zurgena, Cándido Trabalón, the councillor for urbanization, Manual Tijeras, and 23 other people including council members, the town hall secretary (an official who is supposed to ensure all town hall matters are legal), technical architects and owners of construction companies. It was alleged that from 2003-2007 there were illegal building licences issued for 1,500 dwellings on land not zoned for urban development, and an illegal permission for properties for use by the mayor and a relative along with falsification of documents. Some council members were accused of passing the building permissions when they knew they were illegal. Various prison sentences were handed down and High Court appeals were announced in October. The judge reduced the prison sentence for Cándido Trabalón from 6 years and 6 months to 5 years and 4 months, and the amended sentence for Manual Tijeras was 18 months instead of 30 months. They both have to pay fines of 12 euros per day for 20 months. Three convicted councillors had sentences reduced from 18 months to 15 months, and a reduced sentence of 12 months for three owners of construction companies and A Beach for Dogs in Adra fines of 12 euros a day for 15 months. In the News Irrigation Water from Torrevieja The desalination plant at Palomares that had only been opened for a month was wrecked in the floods in September 2012, but money has been advanced recently for a cost analysis of putting it back into operation. Agriculturalists in the area need irrigation water and they were committed to purchasing 15 cubic hectometres a year from the Palomares plant. A new proposal is that 80 cubic hectometres of water from the desalination plant at Torrevieja will be made available for irrigation use in Alicante, Murcia and Almería. The distance from Palomares is 150km! Robbery by an Old Lady UK tourists in Málaga were surprised to find an old lady had let herself into their luxury apartment and was in their lounge looking around whilst they were relaxing on their terrace. When she quickly walked away one of the men chased her out of the block of apartments in his bare feet and other people stopped the woman. Initially the police called to the scene thought that the Brit might have had too much to drink and the old lady appeared disorientated, asked where she was, and was possibly suffering from Alzheimer's. When the tourist insisted that this was the woman who had come into their apartment with keys police took her to the police station. Fingerprints taken revealed that the 76yr old woman had been detained on 40 occasions since the 1970s using eight different names and spent some time in prison for robberies, including robbery with violence. At her home police found 20 sets of keys that were for holiday homes rented out by the same company. How she got hold of the keys is under investigation. In one of her burglaries she had stolen a laptop, mobile phones and 1,000 euros in cash but although a security camera showed she had let herself into the block with keys she was not considered a suspect. Police stated that some tourists, if they were robbed, did not report this to the police thinking that it was too complicated. Not one of the properties where there had been a robbery had the locks changed

These included the illegal possession of arms and explosives belonging to a criminal gang along with other family members and being involved in an assasination. He was given a life sentence but escaped from custody. He owned a property in Morocco and on October 17th he disembarked from a ferrry arriving in Almería port from Nador. A routine check of his passport revealed his criminal convictions and he was promptly arrested. AVE Work Finally Started In 2015 a contract was awarded to the construction company SACYR to start work on the AVE (High speed train) 12.5km stretch from Pulpí to Cuevas. Catalonia is one of the 17 autonomous communities in Spain and to a certain extent each one is selfgoverning. Politicians in Catalonia decided they were going to be independent of Spain but the very flawed referendum and subsequent declaration of independence had been ruled illegal in the High Courts in Madrid and Barcelona. Central Government had warned that if the declaration took place they would invoke article 155 of the written Spanish constitution that allows them to take over an autonomous community “in exceptional circumstances”. So Now You Know... Number Plate Recognition Invented in 1976 and put into general use in the UK in 2006, automatic number plate recognition known as ANPR are checks in a database of number plate information that can flag up the lack of a current MOT, insurance or road tax. They can detect the presence of vehicles that have been stolen, and vehicles of “particular interest (so associated with some criminal activity or terrorism) will also be flagged. Apart from fixed cameras, police vehicles can also use the detection system, and in the UK 11,000 ANRP cameras currently read 50 million number plates every day. The Road Traffic Act allows police to stop a vehicle for any purpose. The First Policemen The first professional police in the UK were formed in 1800 in Glasgow, funded by local taxation. They undertook other duties including helping with fire fighting. The Irish Constabulary came into being in 1822 and became the Royal Irish Constabulary in 1867. In England the first policemen were known as or 'Bobbies' because they were set up in London in 1829 by Robert Peel, the then Home Secretary. He had passed 'The Metropolitan Police Act' of 1829 that was the start of a campaign to improve public law. There were 17 divisions with four inspectors and 144 constables but it took time for them to be considered useful. The Largest Birds The largest bird by weight is the common ostrich that can weigh up to 150kg and be 9ft high. The Somali ostrich can weigh up to 130kg. The Southern Cassowar that mostly lives in Australia in the tropical forests of Queensland is the largest non-flying black bird that can weigh up to 75kg, followed by the slightly smaller Northern Cassowar, and Emus can weigh up to 35kg. The largest and heaviest flying bird is the Kori Bustard found in Africa and the male bird can weigh 18-20kg. The Chilean Condor is the bird with the longest wing span of up to 12ft and weighs about 12kg. It has been spotted by planes at heights of over 30,000ft.

The Largest Cathedrals St. Peter’s Basilica at the Vatican City in Rome can hold 20,000 people and was started in 320 AD. It has an area of 15,160m2 and is 186m in length. The central dome is 136m high. Strictly speaking it is the largest church, but is known as the Cathedral of Rome. The Roman Catholic Cathedral in Milan was built from 1386-1965 and has an area of 11,700m2 and the calculated total weight is 325,000 tons. The Roman Catholic Seville Cathedral completed in 1528 has an area of 11,520m2, and Saint John the Divine Episcopal Cathedral in New York has an area of 11,200m2. The Anglican Cathedral at Liverpool finished in 1978 is the fifth largest. The Land Speed Record The official land speed record measured over 1 mile was set by Andy Green, a former RAF pilot, on October 15th, 1997. He drove the Thrust SSC powered by two Rolls Royce Spey 202 turbofan jet engines at the Black Rock desert in Nevada. The speed is measured after two runs in opposite directions and is the average of the two. The average speed was recorded at 763.035mph /1,227.985km/h, which is Mach 1.020, so he broke the sound barrier. Richard Noble was part of the design team and he had set the land speed record of 633mph / 1,018.7km/h in 1983 in his Thrust2 car. The previous record speed was 630mph / 1,013.8km/h in 1970. Kellogg’s Cornflakes John Kellogg and Will Kellogg worked in a sanatorium in the US, and in1894 they put stale cooked wheat through a roller and toasted it to save throwing the wheat away. They patented the idea in 1895 but with no intention of going into production; it was only for their patients. The brothers considered that corn flakes stopped a variety of illnesses including moral corruption and masturbation. In 1900 Will Kellogg wanted to market the corn flakes but his brother didn’t, so Will bought him out. A publicity stunt told people to “Wink at a grocer and see what you get”. A person who did this got a free packet and sales boomed creating a large company.

They had dramatically increased their passenger numbers but at the end of 2018 announced a loss of 150 million Euros and stopped flights to many destinations. LEVEL had to contract as well and reduced transatlantic flights from Paris.

More Bank Mortgage Problems
B
anks and mortgage lenders have had to refund clients for fixing a “floor rate” known as ‘cláusula suelo’ in the small print of mortgage documents where clients were being charged the rate of interest from the bank, plus the variable Euribor rate (the inter-bank lending rate). These floor rates stated that when the Euribor went down below a minimum interest rate that they had fixed, the reduction would not be passed on.
payment” is 25,000 euros. The EU Justice Tribunal has ruled that where the interest rate was not clearly stated and fully transparent the clauses are abusive. This ruling will now go to the Luxemburg High Court for their consideration and ruling that will be legally binding and will be known at the end of 2019 or early 2020. Present figures are that there are a minimum of 500,000 mortgage holders in Spain who are paying the IPRH interest rate but another calculation is that These clauses were declared to be abusive by an this number is really 1.3 million. EU court in 2017 and Spain then adopted this decision. If a mortgage holder is not satisfied with the refund offered by the bank or lender they can go to court. There are thousands of cases being heard by judges who only deal with these claims, and in 9% they find for the borrower. In the boom years for property purchases from 2004-2008 many banks introduced a new system of calculating interest rates, known as IRPH that stands for ‘Indice de Referencia de los Préstamos Hipotecarios’. Mortgage lenders considered that this way of calculating the interest rate was less volatile than the Euribor. The Euribor has been at a negative interest rate for almost three years and in August it was minus 0.356%, but the IRPH rate was 1.84%, so a very large difference. The first court case in Spain that claimed that the IRPH rate was abusive took place in 2014 concerning a client from Kutxabank who won his case. Various appeals followed with the Spanish High Court ruling in 2017 that the interest rate was clearly stated, but two judges disagreed with the majority verdict. As a consequence, a claim from another mortgage holder against the Bankia bank was referred to the EU Justice Tribunal by a court in Barcelona in 2018. The claimant has a mortgage of 132,000 euros and his lawyers stated that he has paid between 18,000 and 21,000 euros more than he would have done with a Euribor variable rate mortgage, but FACUA (the official Spanish Consumer Organization) state that a “typical over
Calculations by the Spanish analyst company Arriaga Asociados are that the total amount of the possible over payments of interest by Spanish banks could amount to 16.3 billion euros. They state that Caixabank may be liable for 6.5 billion euros, Santander 4.3 billion, BBVA 3.1 million, Bankia 1.6 billion, Sabadell 830 million and Kutxabank 727 million. The big unanswered question is whether the Luxemburg court will rule that all the interest payments with abusive clauses have to be repaid, or just the difference between the IRPH and the Euribor rate. Kutxabank have already told any client who is paying the IRPH rate that they can immediately switch to the Euribor rate. If clients do this the bank’s liability may well be reduced. Spanish banks consider that if the Luxemburg court rules in the client’s favour “where the IRPH interest rate is not transparent” Spanish courts will have to rule on each case, but it may be very bad news for mortgage lenders.

The Slow Purchase of Electric Cars
I
n an ideal world we should all be driving electric cars to completely stop harmful emissions. The aim in Spain is that this is achieved by 2040, although vehicle manufacturers and dealers think this is far too optimistic. In 2012, when the motor industry in Spain was going through a bad period, the Department of Energy introduced the ‘Plan PIVE’ initiative. If a person bought a new diesel or petrol car and scrapped an old car or van the government and the manufacturer each gave a discount of 1,000 euros. This was extremely successful with the available money soon exhausted, and there were eight plan PIVEs. To encourage people to purchase electrically powered vehicles there is another incentive scheme in place for 2019 called ‘Plan MOVES 2019’. Each autonomous community, so in our case Andalucía, has set aside money for this scheme, and in Andalucía this is 8 million euros. Up to 50% is for grants to purchasers, and the rest of the money is to improve the infrastructure for electric vehicles, such as public charging points, where 40% of the cost can be refunded. 700 euros is available for the purchase of an electric scooter and a maximum of 5,500 euros for a car or van depending on the power and range distance. A dealer may give another 1,000 euros discount. The cost of a car cannot be more than 40,000 euros and a condition of the grants is that a car over ten years old or a van over seven years old has to be scrapped.
19,500 euros with a monthly rental charge for the battery of 67 euros. If you buy the battery (with a guarantee of just two years) they cost 23,500 euros. The fairly small Volkswagen e-up! with five doors costs 26,300 euros with the battery included. The Renault ZOE starts at only 21, 300 euros but with a monthly battery rent of 79 euros. Three versions of the Nissan Leaf start at 30,000 euros and the BMW i3 starts at 35,000 euros. The Spanish Association of Motor Dealers says that the compulsory scrapping of a car over ten years old doesn’t work because people buying an expensive electric car won’t own a vehicle that is ten years old, and the same thing applies to companies. The VW e-up!
If a private person buys an electric car or van they need to have a home charging point that may cost 1,000 euros. An engineer will come and see you to assess the cost and once you have this there are cheap-rate periods for charging. Some public charging points are free, some have a charge, but there are not that many. Some hotels install one for guests, and main dealers often have one for their clients, but as of November 1st there were only 68 places with private or public charging points in all of Almería province.
At present, in practically all of Spain, the autonomous communities are finding that there is no rush to obtain the grants, with hardly any of the money spoken for. The scheme is supposed to finish at the end of December but will probably be extended if there are still large amounts of One of the problems that dealers experience is “range anxiety” so the potential customers worry money available. that their electric car may stop! For short distances One of the problems is that electric vehicles are this is not a problem, but it is a fear on long not cheap! The two-seater Smart 2 EQ costs journeys.

Community News stranding, the outcome is favourable with the animals eventually being returned to the sea. Sadly, in the case of dolphins, the outlook is less positive and the animal usually passes away within 24 hours. Sea turtles which find themselves stranded on the beach are often suffering from ingestion of plastic, injuries sustained from entanglement in discarded fishing equipment, or collision with boats.
The future of our planet is a massive cause for concern and is finally receiving the media and political attention it deserves. Over the years our oceans have become a dumping ground for human waste products, and the effect on the creatures which call the sea their home is devastating.
The majority of dolphins are found to be suffering from parasitic illnesses or organ related sickness. Equinac does not receive any government funding and relies on donations from local associations and the kindness of individuals. In the past year, the generosity of groups and local people throughout the province has ensured that Equinac could continue its valuable work.
Close to home, every year, dozens of marine animals are found stranded along Almeria’s coastline. In some cases, the dolphins, sea turtles and whales are found alive, but an increasing number are sadly deceased.
Equinac stresses the importance of calling 112 in the event of a member of the public finding a stranded sea mammal or turtle on the beach. Also it is imperative not to force the animal back into the sea.
The Equinac Organisation
The group responsible for responding to these Follow Equinac on their Facebook page or visit strandings is Equinac, a self-funded marine rescue www.asociacionequinac.org. organisation, based in Almerimar, just south of Almería. Equinac has a network of dedicated volunteers based along the coast, ready to respond to strandings, 24/7, 365 days of the year. So far in 2019, the Equinac team has responded to some 21 dolphins and 27 sea turtles, found washed up on the beaches of our province. Following an alert from the 112 emergency services, the team members are responsible for securing the animal, taking measurements and photographing the creature. The data is then logged and in some cases an ‘on-the-scene’ autopsy will be performed to attempt to establish the cause of death.

The “Dona Vida al Planeta” Environmental Campaign
Mojácar has joined a regional “Save the Planet” campaign that will run over the next two months, promoting the reuse and recycling of waste electrical and electronic equipment and, raising awareness on the its importance to society and the planet. In Mojácar, two environmental specialists have been welcomed by the local councillor responsible for such issues, Emmanuel Agüero, who will be around the town and the beach areas, handing out The Mojácar Run in Aid of brochures and giving out general information to PAWS-PATAS and MACS residents and visitors. Their aim is to impress on The Mojácar Run which took place along the paseo the public the advantages of correct waste on Sunday, September 29th had a grand total of management as well as the avoidance of 118 participants of all ages either walking, jogging accumulating old technological items in the home. or running the 5km distance. Organisers Kevin Rowe and Daniel Laws raised a massive 1,047 euros It is estimated that each year we all generate about Caroline Johnson 5 kilos of technological waste and in last year’s campaign 42 million kilos were recovered, approximately 20 million more than in 2015, which the specialists consider a major change in awareness. All appliances are manufactured with raw materials obtained from the environment, many of which are non-renewable, although through recycling, materials such as copper or aluminium can be reused for other new products. In this way the environmental damage made by its extraction could be avoided, since up to 90% of the parts can be reused. One thing is for certain, there is a great need to continue to emphasize the importance of recycling and it is hoped that this campaign overall

Mojácar La Vieja Excavations
The preliminary results of this summer’s archaeological dig at Mojácar la Vieja were recently presented. The campaign was conducted for a second year by the University of Granada’s Biocultural MEMOLab Laboratory and Medieval History Department, with the support of Mojácar Council and the Valparaíso Foundation. Mojácar’s Tourism Councillor, Emmanuel Agüero, opened the event along with the Mayor, Rosmari Cano and her Government Team, Valparaíso Foundation President, Beatrice Beckett and, Foundation Project Director, Teresa Santiago and a large audience. Thanks were given to the landowners around the excavation area for their collaboration, the people of Mojácar and the council, along with the Valparaíso Foundation and the 100 plus archaeologists who were involved both on the site and with associated research. José María Martín Civantos explained that nine MEMOLab archaeologists have drawn up their conclusions so far from both a scientific and social point of view. As one of the first Islamic settlements in the area, it is of great importance to understand more about the people in relation to the environment, and how Mojácar and its surroundings were both culturally and historically.
The settlement’s move to the town’s current site was undoubtedly in order to have better defences and views of the coast on a site that would be easier to wall. The findings last year confirmed serious problems at la Vieja with land stability and although constant repairs were made, the wall, towers and houses continued to collapse.
This summer’s campaign continued the work done during the previous year in investigating the wall, castle access and how the fortified upper sections functioned, with many new discoveries giving a better overall idea of life then. The archaeologists presented their final conclusions which have focused on the confirmation of the settlement’s creation in the 12th century as a rural settlement that was taking on a more urban character. There remains Aaron Baglietto the important question of how it Photo was byfounded and
A strategy is now needed to preserve and enhance Mojácar la Vieja and its heritage. There is a plan needed to ensure that the excavations can be visited safely, without causing damage, as well as Photo by Lesley Posso to create a museum and information centre in the town to display findings. Knowledge of the historical, cultural and social background of the town and its surrounding area is a valuable future project for not only Mojácar, but for the entire Region and Province.
Next year, MEMOLab hopes to continue with the excavations in order to understand why the settlement was founded, what was there before and where the population came from, as well as the relationship between the Islamic powers and the rural communities in the area. Looking ahead, there are new challenges and a medium-term research project will be presented to the Ministry of Culture on how and what form future investigations will take. The other challenge is the need to consolidate and conserve what has already been found. According to Civantos, they already have a wealth of interesting scientific data which is in demand not only provincially, but throughout Spain and from the archaeologists from 22 countries that have taken part.

Jokes of the Month The Cuckoo Clock
The Porn Film
The other night I was invited out for a night with the girls. I promised my husband that I would be home by midnight. Well, the hours passed and the margaritas went down way too easy. Around 3 a.m., a bit blitzed, I headed for home. Just as I got in the door, the cuckoo clock in the hall started up and cuckooed 3 times. Quickly realising my husband would probably wake up, I cuckooed another 9 times. I was really proud of myself for coming up with such a quick-witted solution (even when totally smashed), in order to escape a possible conflict with him. The next morning my husband asked me what time I got in, and I told him midnight. He didn't seem disturbed at all. (Whew! Got away with that one!). Then he said, "We need a new cuckoo clock." When I asked him why, he said, "Well, last night our clock cuckooed 3 times, then said, "Oh, crap," cuckooed 4 more times, cleared its throat, cuckooed another 3 times, giggled, cuckooed twice more, and then tripped over the cat."
A pianist was hired to play background music for a movie. When it was completed he asked when and where he could see the picture. The producer sheepishly confessed that it was actually a porn film and it was due out in a month. A month later, the musician went to a porn theatre to see the adult movie. With his collar up and dark glasses on, he took a seat in the back row of the adult cinema, next to a couple who also seemed to be in disguise. The movie was even raunchier than he had feared, featuring group sex, S/M, bondage and even a dog. After a while watching the adult movie, the embarrassed pianist turned to the couple and said, "I'm only here to listen to the music." "Yeah?" replied the man. "We're only here to see our dog."
The Cookies The children were lined up in the cafeteria of a Catholic elementary school for lunch. At the head of the table was a large pile of apples. The nun made a note, and posted on the apple tray, "Take only one. God is watching." Moving further along the lunch line, at the other end of the table was a large pile of chocolate chip cookies. One child whispered to another, "Take all you want. God is watching the apples." The Wife I was sat with my wife while she sipped on her glass of wine when she said, "I love you so much, you know. I don't know how I could ever live without you." I said, "Is that you or the wine talking?" She said, "It's me talking to the wine.

Firm It Up One morning while his wife was making breakfast, a man walked up to her and gave her a healthy pinch on her butt. He said to her, "If you firmed up your butt we could get rid of your girdle." The wife was angry but said nothing. The next morning her husband pinched her breast and said, "If you firmed these up we could get rid of your bra." The wife grabbed her husband's penis and replied, "And if you firmed this up we could get rid of the mailman, the gardener, the pool man, and your brother!"
The Dog Kennel A woman called our airline customer-service desk asking if she could take her dog on board. "Sure," I said, "As long as you provide your own kennel." I further explained that the kennel needed to be large enough for the dog to stand up, sit down, turn around, and roll over. The customer was flummoxed: "I'll never be able to teach him all of that by tomorrow!"
...and next... Difficulty in Communicating
The Old Man An 80 year old man was having his annual checkup when the doctor asked how he was feeling. "I've never been better!" he boasted. "I've got an 18 year old bride who's pregnant and having my child! What do you think about that?" The doctor considered this for a moment then said, "Let me tell you a story. I knew a guy who was an avid hunter. He never missed a season. But one day he went out in a bit of a hurry and accidentally grabbed his umbrella instead of his gun." The doctor continued, "So he was in the woods and suddenly a grizzly bear appeared in front of him! He raised up his umbrella, pointed it at the bear and squeezed the handle. And do you know what happened?" the doctor queried. Dumbfounded, the old man replied, "No, what?" The doctor continued, "The bear dropped dead in front of him." "That's impossible!" exclaimed the old man. "Someone else must have done it." "That's kind of what I'm getting at," replied the doctor.
A judge was interviewing a woman regarding her pending divorce, and asked, "What are the grounds for your divorce?" She replied, "About four acres and a nice little home in the middle of the property with a stream running by." "No," he said, "I mean what is the foundation of this case?" "It is made of concrete, brick and mortar," she responded. "I mean," he continued, "What are your relations like?" "I have an aunt and uncle living here in town, and so do my husband's parents." He said, "Do you have a real grudge?" "No," she replied, "We have a two-car carport and have never really needed one." "Please," he tried again, "Is there any infidelity in your marriage?" "Yes, both my son and daughter have stereo sets. We don't necessarily like the music, but the answer to your questions is yes." "Ma'am, does your husband ever beat you up?" "Yes," she responded, "About twice a week he gets up earlier than I do." Finally, in frustration, the judge asked, "Lady, why do you want a divorce?" "Oh, I don't want a divorce," she replied. "I've never wanted a divorce. My husband does. He said he can't communicate with me!"
The Blonde One day a blonde walks into a doctor’s office with both of her ears burnt. The doctor asks her what had happened. She says, "Well... when I was ironing my work suit the phone rang and I mistakenly picked up the iron instead of the phone. "Well, that explains one ear, but what about the other." "The bastard called again."
