A Very Bloody Compromise

S

pain finally has a new government that has taken since last December to be formed. General Elections took place last December 20th but instead of just the two traditional PP and the PSOE parties (roughly conservatives and labour respectively) two new parties entered the fray. This resulted in deadlock with none of them being able to form a government without a coalition of three of them. As this didn’t happen, new elections took place on June 26th with the same result. Mariano Rajoy, since last December the PP Prime Minister “in function”, had the backing of 32 MPs from the new Ciudadanos party but still didn’t have the majority needed of 176 seats out of the total of 350, and only had 170. He was attempting to form a government at the end of October if the PSOE party agreed to abstain from voting against him.

The PSOE party under their leader Pedro Sanchez has consistently refused to allow Mariano Rajoy to become Prime Minister again, with a frequently proclaimed, “No means no!” A very serious split in the PSOE party as to what they were going to do culminatedin Pedro Sanchez being voted out, with a committee taking over at the beginning of October. On Sunday, October 23rd after a long, heated, angry, and very difficult debate by PSOE militants they voted 139 to 96 to abstain from opposing him. This has seriously split the PSOE party right down the middle. Many militants wanted there to be a 3rd election that would have been called on October 31st by King Felipe if the deadlock had not been resolved. Other party members thought that for the sake of the Spanish people a 3rd election should not take place. A government without a majority is going to be extremely difficult in practice and this is completely uncharted waters for Spain.

The saga continues relating to the famous tortoises that have to be re-homed because of the 12 kilometre stretch of the “AVE” (high speed train), supposed to have been started ages ago between Pulpí and Cuevas. The third site proposed by the Spanish Ministry of Transport and the rail company ADIF where the tortoises will be put means that fertile agricultural land, buildings, and some houses, will be expropriated. The residents of Los Lobos that will be affected are still fighting On the other side of the pond, with US Presidential this. It doesn’t seem rocket science that there elections looming, the mayoress of Palomares are other more suitable sites and one in particular has come out in support of Hilary Clinton. She was proposed months ago.

Focus on Local News The Annual ’Flu Jabs Every November vaccinations against the ’flu are distributed to over 230 health centres, hospitals, and residential homes in Almería province. The total number of doses available is about 90,000 and in the main is intended for persons over the age of 65. This is because pensioners are the most prone to going down with the ’flu. Their bodily rejection is weaker, and if they catch it this can lead to pneumonia, breathing difficulties, an increased high risk for sufferers of chronic diseases, and death. Between the ages of 65-72 a second vaccination against pneumonia is given at the same time. Other people encouraged to be vaccinated are nurses, doctors, staff in residential homes, and teachers. People who have a large contact with the general public can ask to be vaccinated. Pregnant mothers should also ask to be given the vaccine. Grandparents are a sector of the community that may well catch ’flu if they are looking after grandchildren as the children have a higher resistance so they may have shrugged the virus off or just appear to have a cold. Each year the ’flu vaccination is modified to take into account different strains and it is the “A” strain that is responsible for the most cases or an epidemic. If you have health cover with the Spanish National Heath body enquire at your health centre when the vaccination will be available. If you have no health cover a chemist will sell you the vaccine and many of them will have a nurse who will administer it. The number of people who go down with the ’flu usually peaks in January. Mild weather such as we had last year helps to keep the numbers down. One Million Tourists September figures for tourists coming to Almería province have not yet been published but the numbers up to the end of August broke all previous records and were the best ever. Occupancy in hotels and hostals totalled over one million people, and this does not include people in rented accommodation, so another large number. The official total of one million is 100,000

Breakfast TV Spanish health professionals are concerned that children often do not have the correct food for breakfast, and their parents often leave the children alone to watch TV, or they use a tablet or mobile phone to play games at the same time. Studies have shown that only 37% of parents eat breakfast with their children and it is a fact that being overweight can be a direct cause of bad eating habits in the home. If parents sit down with their children it is stated that children have more chance of developing good eating habits. Fresh fruit is highly recommended, natural fruit juice, and yoghurts, and the more nutritional requirements of school children are catered for at breakfast time the greater their attention at school and general wellbeing.

Focus on Local News The Bank Crisis As many people know to their cost, obtaining a mortgage ten years ago was very easy and banks were perfectly happy to lend 100% of a valuation or a higher amount to include furniture or even a car. Nobody knew that the construction and banking crisis was just around the corner. In 2007, banks could be found on most streets and in Almería province there were 1,400 branches. Nearly 500 of these have shut shop because of mergers or an intense streamlining policy. EU regulations where money had to be pumped in to keep banks solvent is one of the main causes. Another reason for fewer banks and less staff is the growing popularity of electronic banking. The number of bank employees is now 27% less than in 2007, either because they have become unemployed because their branch shut, or staff in existing banks have been thinned out. It is not considered that these reductions have now bottomed out and it is likely that by 2018 more branches will have shut. Banco Popular are currently involved in negotiations with unions as to how staff taking voluntary redundancy will be treated as regards salaries, or leaving bonuses for the years they have clocked up.

“Can Park” The municipality of Adra is about to open a special area for dogs and their owners that may well be a blueprint for other towns. An area of 900 m2 will have water available, seats, rubbish containers, dispensers of bags to collect excrement, and containers where these can be deposited. There will be a main area for adult dogs and another one for puppies. All dogs have to be with their owners at all times who have to be over the age of 18, and the whole area will be fenced off with only one entrance and exit.

Almería Film Festival This important film festival that has obtained international status will take place in Almería city from November 13th-19th. The municipal auditorio Maestro Padilla, the municipal school of music and art, and the teatro Cervantes will all share the various events. The Casa del Cine will also take part and during this period admission will be free. This is the 15th annual film festival and the awarding of prizes for best short films or videos attracts entries from all over the world. Important figures from the film industry that have links with Almería province will be presented with various awards.

Huércal-Overa New Office A new office is being opened in Huéral-Overa to cater for the registration of non-Spanish people to want to apply for or renew their “residencias”, identity documents for Spanish nationals, and passports. It will be situated alongside the policia local police station on the main access road from the motorway that is the hospital exit. It is intended to cater for 150,000 citizens who will no longer have to go to Almería city or Lorca for residents in Murcia province. It is intended that the office will be open by the end of the year.

Focus on Local News Almería airport dropped steadily. This summer 441,000 passengers used the airport from JuneSeptember, up 33% from last year. This is the highest number since 2007 and flights this summer have gone up 15% as well. Of the 441,000 passengers, 319,000 were on international flights which is another record. Easyjet have announced that this winter they will increase the passenger numbers in their aircraft flying from Almería to Gatwick by 10%, to a total of 28,700. New flights from different airports have also helped these numbers and include Luxemburg, Munich, and Glasgow. Pablo Lázaro who is the airport director is very pleased with these figures and states that they will still work hard with the Almería tourist office to attract even more flights and passengers. He points out that an increase in flights to Madrid and Barcelona would mean that more passengers from Almería can then board aircraft from other carriers that fly to over 200 destinations. The only problem with this is that only Air Nostrum fly to Madrid and so they have a monopoly and charge high prices that are stated to be more than any other flight into Madrid from other airports in Spain. Pablo Lázaro hopes that another airline will fly to Madrid so that ticket prices will come down. Vintage Cars The 27th vintage car rally in Almería province takes place from November 3rd-7th. It features cars made before 1940 and there will be over 50 entries. On November 4th, the vehicles will drive to Bédar, on November 5th to Carboneras, and on November 6th to Fondon. The event attracts a great number of people who can see the vehicles on display apart from watching them pass by. More Films October has been a very good month for the Almería Film Office who encourages and administrates films made in the province. A German television company came here recently and went in particular to the famous Las Salinas church that has been restored. Every Sunday

night with over 8 million viewers, a programme entitled ‘Tatort’ is shown, subtitled “Scene of the crime”. 30 people took part in the filming and the production coordinator was the company from Málaga ‘Santa Mónica’. Exterior filming took place on nearby roads and then in the inside of the church. In Carboneras the award winning director Peter Kosminsky has been shooting his film “Crossing the border” that is a joint Channel 4 and National Geographic production. 1,400 extras and actors took part with 150 staff and the film depicts the situation in Syria where people go to join ISIS. Meanwhile Terence Hill has been filming his Italian Western “They call her Maryan”.

Major Work in Mojácar The company Albaida Infraestructuras S.A. was awarded the contract to demolish the Plaza Nueva viewing area in Mojácar village together with the buildings underneath and then build a new town hall and other offices and work has already started. They put in the cheapest bid but were considered to meet all the requirements. In an ideal world there will not be problems where the amount of one million Euros including IVA (VAT) will be subject to additional costs, and the town hall has stated that this will not happen. They have promised along with the construction company that the work will be completed by Easter 2017. It is intended that access to the village will not be

Focus on Local News affected in a major way. The existing post office is being demolished so it has moved to the council offices at the top of the village where the underground car park is situated. Persons who find the new office difficult to access are reminded that the beach post office near the commercial centre is an alternative. Not a Football Pitch The mayor of Albox, Francisco Torrecillas, is cracking down on children and young people playing football in public areas such as outside the church and on squares. Heavy leather footballs are a big problem for elderly people and mothers with children if they are hit, and there have been many complaints. Francisco Torrecillas says that the church doors are being used as a goal area and this is disrespectful, and damage can occur as well, and plants are being damaged. He has stated that there are many places where football can be played including schools where the football areas are open for this purpose, at the sports centre, and the football area near Plaza Mayor. He had previously confiscated a football from a group of children after an elderly woman had been hit by the ball and told the children they would have to reclaim it from the Policía Local (town police) in the company of their parents. This was aired heavily on social media sites and even the national press as a result! One of the highlights was that he had instructed the local police to confiscate ten footballs a month. Most comments were in favour of his actions, including the residents who live in the square where the game was taking place. Vote For Hilary Clinton! The mayoress of Palomares, María Isabel Alarcón Flores is hoping that Hilary Clinton becomes the new President of the USA. This is because she thinks this will help with the removal of the radioactive soil from Palomares that has been there since 1966. Hilary Clinton is well aware of the problem and when she was Secretary for State she promised that there would be firm

action “before Barak Obama left office”. This was in the first term of his presidency not this one! In October 2015, John Kerry, the present Secretary of State, came to Madrid and signed a memorandum of agreement that talks to decide how to remove the contaminated soil would be started. Any more concrete proposals have fallen by the wayside since Spain has lacked a government except in function since October last year, and presidential elections are taking place in the US. The mayoress thinks that Donald Trump might not show the same interest in solving the problem.

Clunk Click Every Trip The UK campaign to encourage people to wear seat belts was launched in 1971 but drivers in Spain are still not embracing this idea. In a seven day campaign in October by police in Almería province, 42 drivers were fined for not wearing their seatbelts. The new mobile roadside units are now being used that take 50 photographs per second of drivers coming towards them. This is designed to show a lack of seatbelts by drivers and passengers, child restraints, or drivers using their mobile phones. These units are completely portable and self powered so can be used anywhere. They do not act as radar speed detectors so unlike the mobile radars set up in various parts of the province their location is not

Focus on Local News published on the ‘DGT’ (traffic police) website every month. Since they were first used they have detected more than one hundred drivers not using seat belts. Traffic police keep underlining that in 25% of fatal accidents they consider that the use of a seat belt would have saved lives. Another Cantoria Court Decision A judge in Almería has ordered a ban on holding public office for eight and a half years on the part of ex-mayor Pedro Llamas, and ex-councillor Gaspar Masegosa for corrupt practices in allowing the development of 16 houses and then a supply of electricity and water in La Hoya area from 2004-2005. Two developers were given suspended prison terms of 12 and 15 months for segregating and building on the land when they knew this was illegal. “Brexit” Fears The whole procedure for the UK leaving the EU still has about a 100% lack of concrete proposals so any speculation as to what will happen in reality is no more than this. Theresa May recently visited Spain for talks with Mariano Rajoy, the Spanish Prime Minister, (in function until there is eventually a new government). There are fears in Spain that there may be problems with workers in the UK and Spanish companies who have a major exposure. After such meetings there is usually a press conference but not this time. Theresa May stated that there would be no change in the status of UK residents in Spain providing there were reciprocal arrangements when the Brexit deal was hammered out. Mariano Rajoy, in his brief statement, said that apart from UK residents in Spain the tourist numbers coming to Spain from the UK were larger than from any other country and this was a major worry if this was affected. Santiago Carbó is the director of a Spanish financial foundation and considers that Spain is the country that could be affected the most out of all the twenty-seven EU states. Spanish banks in the UK, some of which have absorbed banks such as Lloyds and the Trustee

Savings Bank, have 360 billion Euros invested in active and government bonds and if the insurance sector is included this total is probably 500 billion Euros. Banco Santander and Sabadell are the mayor players in the UK market. Iberia and British Airways have also merged to create ‘IAG’. Spain had a surplus in 2015 of 5.6 billion Euros after exports and imports were added up and balanced. Santiago Carbó is also very concerned that if EU nationals start to leave the UK this might mean that a huge amount of talented people would no longer be in the UK and this might harm Spanish companies. A 20% Surcharge The World Health Organization is calling for governments to increase the tax on soft drinks that contain sugar by 20%. They say that obesity, type 2 diabetes, and cardiovascular problems are directly linked to these types of soft drinks. Their President Douglas Bettcher considers that increasing the tax to reduce sales will save lives, reduce health costs, and supply funding for health bodies as well. In 2014 it was calculated that 39% of the world population was overweight. When excess sugar is being processed in the liver it creates small particles of grease called “Triglycerides” that are associated with heart disease and the destruction of good cholesterol. This and other fears have surfaced again after a critical medical journal article in the US published this September. Fiesta Dates The fiesta dates for 2017 have been published that as normal relate to nine national fiestas, three from the autonomous community (in our case Andalucía on dates set by them), and two local fiesta dates that town halls dictate, quite often a male and female patron saint. As long ago as 2011 it was proposed by unions and the government that some fiesta dates would be slid to help large industries. So a fiesta date on a Thursday would be slid to the Friday, and a fiesta date that falls on a Tuesday would become

Focus on Local News Monday. The big problem for heavy industry is that if the fiesta dates are not on a Friday or Monday they may have to shut down things like furnaces and then what do they do? The only objection to this idea may have been where there is a religious fiesta and the Catholic Church thinks it should take place on the same day. So the 2017 dates are still very messy. The national fiesta on August 15th will be on a Tuesday, October 12th is a Thursday, November 1st is a Wednesday, and December 6th is a Wednesday. Only one or two fiestas dates fall on a Friday or a Monday which is solely related to the days of the month in 2017. May 1st along with December 8th is a Friday, and Christmas Day is a Monday. Terence Hill Award At a very emotional ceremony, the Italian film actor and director Terence Hill received his award at the Almería Western Film Festival at Tabernas recently. This is an annual award and was given to him in recognition of the various films he has made in the province. The mayor of Tabernas, the owners of Mini-Hollywood and Fort Bravo were present, along with representatives from the Almería Film Organization, tourist bodies, and the Junta de Andalucía. When he was filming here in the 1960s it was always with his friend Bud Spence. The new Italian western film he is directing and is to be partly shot in the province has already been started.

Seb Coe Lord Sebastian Coe is coming to Spain on December 8th to celebrate his success in the 800 metre athletic event which was a world record in 1977. He achieved this feat in the covered velodrome stadium at Anoeta in San Sebastian. He is the only person ever to hold the 800, 1000 metres, and mile world records and has been invited to come to Spain by the Guipuzcoana Athletic Federation. It is just possible that Sergey Bubka, the pole vault record holder from 1991 when he achieved a height of 6.1 metres, will be attending as well. This year is the 100th anniversary of setting up the Athletic Federation.

Fly Fishing We probably associate fly fishing with Scottish lochs, but the 2016 worldwide award for the competition held in Colorado this year was won by a team of Spaniards. Not only this, they won last year! More than 27 teams from various countries took part in five rounds of three hours, in different locations. The six Spanish fishermen were formed into groups of four, with a random selection each day. Focus on Local News Properties’ in Burgos have come up with one of the most unusual. For a “suggested” price of 5,000 Euros the purchaser can take over an empty tomb with space for three bodies. The seller sees no point in hanging onto the tomb as they intend to be cremated and his dead mother paid for the tomb and relevant fees. Sometimes there may be exchanges of spaces in a cemetery between two groups of family members if space is at a premium, and this is often done on a handshake with no paperwork. It is thought this is the first such outright sale that requires no energy certificate as the estate agents point out. They also describe the property for sale as being “nearly new” and in a “quiet location”. The tomb was put in place with an agreement that it had a “a perpetual permission”, but the local town hall who own the cemetery are stating that this cannot be passed on in these circumstances and in reality a licence like this is only initially valid for 50 years. They say that changes in ownership are allowed on some occasions on payment of a fee, but they don’t consider the seller is entitled to even do this. The town hall has also strongly objected to the “For Sale” sign put on the tomb with the contact telephone numbers. They say that anything in the nature of a poster or literature in a cemetery needs a town hall licence that in this case would not be given!

A new meeting is planned when both sides have considered their options. Still Out of Action The desalination plant at Cuevas was opened in 2011 at a cost of 76 million Euros, some of this from EU funding. It was designed to provide 15 cubic hectometres of water per year for agricultural use and 5 cubic hectometres as potable drinking water to Mojácar, Los Gallardos, Garrucha, Turre, Bédar, Vera, and Cuevas, that make up 15% of the population of Almería province. This was cheaper than using water from the desalination plant at Carboneras. In the floods of September 2012 it was substantially damaged and put out of action and has never been repaired. An agreement with agriculturalists was that they had to promise to use the 15 cubic hectometres or face penalties. The companies and persons affected have so far received no indication that repair work will be done, and are now taking legal advice as to whether they can sue the government for breaking their agreement and putting no alternative system in place. The company ‘Acuamed’ that built the desalination plant is involved in corruption proceedings where it is alleged that overruns of the cost were not factual or necessary. Meanwhile the plant is still shut. In the state budgets for 2014 & 2015, money was included to repair the plant, but nothing

happened. The 2016 budget has 22.6 million Euros set aside for the same purpose but the agriculturalists complain that this looks like another promise that will not be met. Too Many Hours The Junta de Andalucía (the governing body for Almería province) based in Seville has approved regulations to reduce their working week from 37.5 hours back down to 35. The 35 hour week was in place from 1999 to 2012 when the EU gurus ruled that as part of the plans to increase productivity in autonomous communities the working week should be 37.5 hours. This was then put into place by the Spanish government. The Junta de Andalucía consider they are fully entitled to reduce the working week as they see fit, and central government (when there is one) cannot veto these plans. It is intended that the reduction in hours would take place from January 16th next year affecting 270,000 people. The working hours of teachers and health workers will remain the same at present, but will be changed as regards teachers in the 2017-2018 school year, and health workers will have their hours reduced by the end of 2017. Workers unions have been pushing for this change for some time and consider that it will result in 12,000 more employees. Slow Results The Bank of Spain has published their estimates for growth up to 2018. Only a slow progress is envisaged. It is hoped that unemployment will fall from the 21% last year to 19% by the end of December. The forecast is that hopefully this will reduce to 18% in 2017 and 17% in 2018. Employment gains of 3% in 2015 are stated to be the same this year, but falling to 2% in 2017 and 1.8% in 2018. This is because more elderly employees will become pensioners in greater numbers than new young employees finding work. As regards growth, the 2015 figures from EU forecasts and dictates were not met, but a large fine is on hold at present. A figure of 3% is the target but the Bank of Spain predicts by 2018 it

Focus on Local News may be as low as 3.1% but not before. These estimates are not good news and the lack of a Spanish government since the General Election last December is not helping either. The financial agency Standard & Poor’s is maintaining their rating of ‘BBB+’ because of the present situation. ‘Key Mare’ The construction giant ‘Key Mare Inversiones’ who had a major presence in this area went into liquidation in 2013. The liquidator is claiming that it was clear in 2011 that they were in financial trouble and the directors took no action but were still receiving amounts of money and other benefits that amounted to fraud and they were falsifying the accounts. He is asking for a criminal investigation and that the directors are made to pay off 12 million Euros of the debts that amount to 76 million Euros. The liquidator claims that by continuing in business, the debts just continued to mount up. Money was not paid to the ‘Hacienda’ (tax office), Social Security department, suppliers, and providers of finance. Passport Smiles An appeal by an anonymous person believed to be a high ranking official has been denied by the French High Court. The appellant was refused a renewal of his passport because in the photograph he was smiling. He had dual nationality and another passport but he took the decision to pursue the French government through the courts. The lawyer for the man stated that smiling on a passport photograph was an indication that French persons were sympathetic and happy. He asked why smiles were suspicious, and if they indicated possible terrorist tendencies? He also asked if the Mona Lisa was smiling, or not? Was it a neutral smile? The court had stated that an annexe of the 2009 regulations stipulated that facial characteristics had to be “neutral” with “the mouth shut”. The Gelt app can be downloaded free of charge from Apple store and Google play, and products and the participating supermarkets are then available to be viewed. The list of products is changed every week and after a purchase the user has to upload a photo of their till receipt, and confirmation of the discount is then confirmed. When the discount totals 20 Euros the user is sent a code number that can be used in various bank cash machines to provide the money. Unilever, Bayer, P&G, Coca Cola, Bosch, and Heineken, are some of the companies who take part. Up to date the app has been downloaded by 56,000 people and total cash-back is 48,000 Euros. So Now You Know... Women Smokers On January 22, 1908, a woman named Katie Mulcahey was arrested for striking a match against a wall and lighting a cigarette in the New York Bowery district. The “Sullivan Act” prohibited women from smoking in public places and had been passed after pressure from a religious group 'The Women's Christian Temperance Union' who said smoking was immoral and were also trying to ban woman from drinking. The arrest was on the first day after the municipal law came into force. In court, Katie said she had as much right to smoke as the judge, she knew nothing about this law, and nobody could dictate to her that she couldn't smoke. She was fined five dollars but after an outcry the law was revoked two weeks later.

The Samba African slaves exported their traditional samba ceremonial music into Brazil from Angola and the Congo, in particular. A fusion with contemporary music led to the samba being particularly associated with carnival time. Rhythmic dance styles and elaborate costumes made the samba even more popular and by 1925 it had been accepted in Europe as a distinct dance style. In the 1930s in Brazil the traditional African roots based on religious ceremonies became diluted and versions were invented to attract tourism so it lost its national identity. The working classes started up street bands with powerful lyrics and revived the original style and roots of the samba as we know it today.

The “Berlin Wall” After World War II, Nazi Germany was divided into four zones to be under the allied control of France, Russia, Britain and the USA. The city of Berlin was similarly divided up but when the cold war started in 1949 the Russians turned their zone into a new state called the German Democratic Republic that included East Berlin. The other three countries made their own region The Federal Republic of Germany that included West Berlin. Prosperity in the allied regions and hardship in the Russian state meant that between 1950 and 1953 one million people went over to West Berlin including many skilled and educated people. By 1961 the continuing problem resulted in the “Berlin Wall” being constructed with huge concrete slabs.

he Basque separatist and terrorist group ETA came into being in 1959 as a political pressure group to gain independence for the Basque country. ETA translates as “Basque country and freedom”. It then evolved into a paramilitary terrorist group in 1968 that operated in Spain and France. Various ceasefires were announced including one in 1998, but this turned out to be an opportunity to regroup and killings started again in 2000. A new ceasefire was declared in 2010 and five years ago in October 2011 a “definitive cease of armed action”. Up to this date, 829 people had been assassinated, thousands injured, various people kidnapped, and a protection racket put in place where companies were fire bombed or threatened with injury if they did not come up with funds. Included in the total of 829 they assassinated two Guardia Civil police officers in Mallorca with a bomb under their vehicle on July 30th, 2009. This became the last assassination on Spanish soil, but in March 2010 they murdered a French police officer in Paris. Over 400 members of the organization have been given prison terms in Spain, France, and other countries. It was officially declared a terrorist group so hunting them down, detention, legal action, and prison terms, were authorized in Spain, France, the UK, the US, and other EU countries. Since 2011, Spanish and French anti-terrorist police and prosecution services have never stopped looking for key members, many of whom fled to France or abroad. The combined police action and investigations has been extremely successful. These have led to the extradition from countries other than Spain and France, of the “most wanted” categories, previously active terrorists, and logistical personnel, and bringing them to court. “Operation discovery” is the codename for continued action in Spain and France to find arms dumps, incriminating documentation, computer files, and explore leads.

On arrival, people are advised to put away anything that their pet might chew! Favourite toys are essential and the rug or other item where your dog usually sleeps. Long walks are recommended so that your dog has plenty of exercise and is less likely to be frisky in the accommodation and wants to sleep. This advice also applies to the time before a flight or on other transport. If your pet is picky what they eat you need to take enough food but before you travel you should avoid giving your dog a large meal as this can make some dogs dizzy. It is considered essential that your dog has a collar with a tag or address container that clearly shows where you are staying. British Airways allow guide dogs to travel with their owners in the cabin but no other dogs can be brought into the UK in an aircraft cabin although dogs can go in the cabin on outgoing flights from the UK. Rules apply to “approved carriers” where dogs come in as manifest cargo in a heated and pressurized hold. Vueling let dogs travel in the cabin in suitable pet containers and charge 25 Euros for internal flights in Spain and 40 Euros for international destinations. Rynair and Easyjet only allow guide dogs to be taken on board and make no charge. Iberia allows dogs up to eight kilos to travel in the cabin area and charge 25-150 Euros. Heavier dogs can go in the hold which costs 120-300 Euros. Air France has a limit of six kilos in the cabin and a sliding scale for dogs less than seventy-five kilos. The Spanish train company ‘Renfe’ allow dogs that are on a lead and muzzled, and on the “AVE” (High speed train) there is a limit in weight of ten kilos and a 25% normal fare charge, or no charge for

Taking your dog out of the country where you live needs paperwork. Proof of vaccinations is necessary often within a specific time period, and/or a certificate from a registered vet. All EU countries require that a dog passport is obtained for travel either to other EU countries or outside and dogs need to be micro chipped and have rabies jabs, along with tapeworm treatment into the UK. Spain, Italy, the south of France, and some other Mediterranean destinations, insist on vaccinations against heartworm, and babesioisis in France. Vaccinations against canine ehrlichiosis are required in North & South America, Europe, and Asia. Mediterranean countries ask for a vaccination against leishmaniasis. This is a complicated subject so make sure you are fully prepared and ask all the questions when you plan a holiday. A New Type of Radar

T

here are various types of radars to measure Further signs will indicate the speed limit again. If excesses of speed that can result in a fine or you miss all this lot you may well be fined and lose loss of points. On motorways, motorist are used points. to seeing the overhead gantries that are difficult to miss. These take a photograph the minute a vehicle goes past, and the cameras used to take the rear view as the vehicle went past. A modified system recently introduced is that the cameras are rotated and photograph the vehicle as it comes towards the cameras showing a frontal view of the driver. Occasionally a driver with very few points on their licence may notify the traffic police that they were not driving and it was another person! A check is also made to show whether there is a current “ITV” (MOT). A very new system will shortly be introduced on motorways in Almería province that is quite different. With the conventional gantries it is very common that motorists brake hard before they go under the gantry and then speed up again afterwards. The conventional gantries are not capable of detecting if this has taken place. The new cameras take two photographs at the start and the end of a fixed road length, and the time period is calculated by a computer. If a driver is speeding, the time they pass by the two cameras will be too short and the excess speed will be shown. So a very different system! Traffic police state that they are not interested in collecting fines for the sake of it, and the whole point of radar checks is to promote safe driving. They are giving the drivers every assistance to reduce their speed if they may be over the speed limit. When these distance measuring radars are in place, a warning sign by the side of the motorway will show the normal sign indicating a radar checkpoint coming up, with the words, “Control de velocidad en tramo”. This sign will be one kilometre from the start of the measured distance, followed by a sign that indicates the speed limit. An illuminated panel will then show the start of the measured distance that reads, “Inicio tramo de control de velocidad media”.

At the moment it is planned that there will be one in Almería province on the Autovía A-92 motorway and another on the Autovía del Mediterráneo A7. The sections chosen will be where there is the heaviest volume of traffic and may well be where there is a 100 km/hr limit for cars and 90 km/hr limit for lorries. Speeding, apart from being dangerous, is a regular offence that last year resulted in 13,300 fines and loss of points in Almería province. This is actually 25% less than in 2014, but in the whole of Andalucía, 2015 figures were 16% up on 2014. The fixed radar gantry on the A-7 motorway in El Ejido results in an average of five fines every day. On the A-334 at km 49 going through Purchena with a 60 km/hr limit, the fixed camera caught 464 speeding motorists in 2015. A common misconception is that radars only work in daytime when the light is good. In reality they work 24 hours a day 365 days of the year. The location of mobile radar checks still continues to be published on the DGT traffic police website on stretches of roads that are considered the most dangerous.

Assisted Reproduction

A

new debate has opened up in Spain after a Spanish doctor, Lina Álvarez, gave birth to a healthy baby girl on October 10th which is her third child. The exception to the norm is that she is aged 62 and became menopausal ten years ago. The baby girl was delivered at the Lucus Augusti de Lugo hospital in Galicia by a previously agreed caesarean birth and was two weeks premature. Lina Álvarez became a mother when she was aged 34 but the son, Exiquio, suffered from brain paralysis, partial bodily paralysis, and being unable to talk. She decided that this was caused by an amniocentesis (amniotic fluid test) whilst she was pregnant and took her doctors to court seeking compensation. She lost this case which was very expensive and also split up with her husband at the same time. Nine months after her periods stopped when she was aged 52 she decided she wanted another child but gynaecologists in Galicia refused to let her undertake assisted reproduction. Staff in Madrid agreed to the procedure and Samuel, a healthy second son was born who is now aged ten. She then decided earlier this year that she would repeat the treatment from an anonymous donor which had a 6% chance of success. The risks to both mother and the foetus are much higher than normal, apart from the tremendous age difference. Lina states that the pregnancy has made her stronger and she feels younger. She says that when she is 90, her daughter (to be christened Lina) will be aged 28.

He states that there are many “grey areas” where there are no consistent answers. Should there be an upper age limit for assisted reproduction and if so what age would this be? Lina is a single mother, so does this have a bearing on it? She states that her family was very supportive of her decision to have another child and her family ties are very strong. Is this a factor that should be taken into account?

Safe Drivers

here are currently 37,400 driving licence they don’t like driving at night or in adverse holders in Almería province who are over the weather conditions. The Other Side of Smartphones

M

odern smartphones have advanced at an enormous pace with a multitude of different functions apart from talking to a person directly. Taking “selfies”, videos, using apps, and streaming information is now commonplace and some studies suggest that a person with a smartphome may be using it for five hours a day. Unfortunately, smartphones can be used to publish images of assaults, rape, murder, and of course terrorist activities where they graphically show executions. Information that police or other authorities can make use of is not difficult to obtain. A Spanish app, Alertcops, allows people to send messages straight to a police and national security agency unit, and as was expected, the majority of people who are in touch are mostly the younger generation. A user can click on various icons irrespective of their age, nationality, or physical handicaps. In the first twelve months there have been 285,000 downloads and the police are astounded that people are using this facility as much as they are. School or cyber bullying are common complaints, and recent terrorist actions in European capitals has generated a very large number of names of people who are said to be behaving suspiciously or may be radicalized. In many cases this has proved to be accurate information. Police nearest to the geographical location of the sender will initiate a chat session that has also proved popular. Whilst specialist police can access a whole range of information on a smartphone, less technical police forces in Spain are finding that smartphones often contain photos or videos that prove a crime has taken place. A couple in Ohio aged 29 and 18 uploaded to Periscope the kidnapping and rape of a friend. The court is being asked to hand out sentences totalling 40 years for the kidnap, rape, and diffusion on social media. Earlier this year at the large Spanish fiesta in San Fermín a girl was raped by a group of men who then bragged about this on Whatsapp using the name “La Manada” (The pack). The men were all located and charged.

They had used the expression “sleeping beauty” that the police decided related to the woman being drugged. Even if consensual sex has taken place, uploading images without the approval of both parties constitutes an offence, and a young Italian woman was so horrified when she found this has been done that she committed suicide.

Physical assaults as opposed to sex crimes are often filmed by the perpetrators and in many cases the culprits are found with the incriminating evidence in the mobiles. Outside a college in Lanzarote a pupil was seriously beaten up by two other classmates, but they also filmed it. A similar assault was uploaded by two young men in Murcia, and in Girona some girls filmed an assault on another girl. In Jaén, a man gave his sometime girlfriend a smartphone with a “spy” app built in that enabled him to see her movements and communications. It was a year before the woman found out what he had done and the man aged 22 is waiting for a court to decide how long he will be sent to prison. A term of seven years is being requested. A new Spanish law from December last year gives police and security services new powers to access information from smartphones. With permission from a court they can actively listen to or record all conversations and messages and can remotely turn a smartphone into a transmitting device with it functioning as a microphone.

Exhibitions The Doña Pakyta art museum of Almería has an exhibition until December 11th entitled “Fashion in the time of Queen Isabel” during the 15th century. It features 25 garments of haute-couture of the period, including her wedding dress,and some clothes used in the Spanish television series ‘Isabel’. There are also jewels, maps, letters, paintings, and other documents from this period. The exhibition is on the 1st floor and is open from Tuesdays to Sundays from 10.30am-1.30pm, and on Fridays and Saturdays from 5pm-8pm. Admission is 3 Euros, but entry to the 2nd floor is still free. The museum is at Plaza de Emilio Pérez no 2, Almería city.

The Charity Quiz of Quizzes 2016 is on Saturday, November 19th at 5pm at Maloan's in Albox. As always, the event will raise much-needed funds for deserving local causes as well as crowning the local quiz champions of 2016. Come and help us add to the 2,500 Euros that the event has raised in previous years. Teams of up to six players can compete with a 5 Euros per head entry fee with a mix of general knowledge and audio questions to suit all ages and abilities. The winning team receives a cash prize and trophy and chooses which local charity benefits. Last year we had over twenty teams with well over 100 players ... let's see if we can do even better this time! As usual we will organise an excellent value meal for those that would like to stay after the event. Wife v Golf Four married guys go golfing on Sunday. In the army the Captain called the Sergeant in. “Sarge, I just got a telegram that Private Jones’ mother died yesterday. Better go tell him and send him in to see me.” So the Sergeant calls for his morning formation and lines up all the troops. “Listen up, men,” says the Sergeant. “Johnson, report to the mess hall for KP. Smith, report to Personnel to sign some papers. The rest of you men report to the Motor Pool for maintenance. Oh by the way, Jones, your mother died, report to the commander.” Later that day the Captain called the Sergeant into his office. “Hey, Sarge, that was a pretty cold way to inform Jones his mother died. Couldn’t you be a bit more tactful, next time?” “Yes, sir,” answered the Sarge. A few months later, the Captain called the Sergeant in again with, “Sarge, I just got a telegram that Private McGrath’s mother died. You’d better go tell him and send him in to see me. This time be more tactful.” So the Sergeant calls for his morning formation. “Ok, men, fall in and listen up.” “Everybody with a mother, take two steps forward.” “Not so fast, McGrath!”

...and next... Smart Indian An Indian walks into a bank in New York City and asks for the loan officer. He tells the loan officer that he is going to Italy on business for two weeks and needs to borrow 5,000 dollars. The bank officer tells him that the bank will need some form of security for the loan, so the Indian hands over the keys to a new Ferrari. The car is parked on the street in front of the bank. The Indian produces the title and everything checks out. The loan officer agrees to accept the car as collateral for the loan. The bank’s president and its officers all enjoy a good laugh at the Indian for using a 250,000 dollar Ferrari as collateral against a 5,000 dollar loan. An employee of the bank then drives the Ferrari into the bank’s underground garage and parks it there. Two weeks later, the Indian returns, repays the 5,000 dollar and the interest, which comes to 15.41 dollars. The loan officer says, “Sir, we are very happy to have had your business, and this transaction has worked out very nicely, but we are a little puzzled. While you were away, we checked you out and found that you are a multimillionaire. What puzzles us is, why would you bother to borrow 5,000 dollars?” The Smart Indian replies: “Where else in New York City can I park my Ferrari for two weeks for only 15.41 dollars and expect it to be there when I return?
