ctober has proved in the past to be a month when continued good weather has been experienced in this area. This year was no exception and some people even complained that it was too hot and asked, “When will it stop?” Changing the clocks resulted in some change, but spectacular lightening and heavy rain on October 29th started a drop in temperatures, particularly at night. The flash floods at Tabernas resulted in 32 technicians involved in the filming of “The Book of Exodus” becoming marooned and having to be rescued. The scenes filmed at Macael finished with a spectacular staged night time fire. Every year during October, bar, restaurants and other businesses have to decide what they are doing during November and the following months. If they have had a really good summer trade, November is often a time for a break and a holiday for the owners. Some may open again for Christmas, but others are finished until next Easter, particularly the majority of the beach bars. Persons renting their establishment have to do a balancing act between shutting and still having to pay the rent, or staying open, paying wages, social security for their staff, and service bills. Reliable crystal balls would be a big help!

cuts in services; even health and education budgets, and general expenditure. Unfortunately for the young unemployed, Almería province continues to be not a good place to live in. The unemployment here in general is the fourth worst in Spain, but Granada and Jaén, all in Andalucía like we are, have worst figures. Many major corruption scandals have left a nasty taste, from central government down to individual municipalities, and the banking industry has had a very rough ride, although a lot of it is their fault. The Spanish government think that there is reason for cautious optimism in 2014, and certainly foreign investment into Spain has picked up in 2013 to the tune of 37 billion euros to date. Bill Gates can well afford to lose a few billion dollars, but he has bought a 5% stake in the very large Spanish construction and civil engineering company “FCC”. With aggressive bids and export orders this company is forging ahead, along with others, and recording profits. Locally there are many projects that need an injection of serious money, the “AVE” (high speed train) link from Murcia to Almeria city being the prime example. The “marble motorway” by-passing Albox, will finally be connected to the A-7 motorway in 2014.

National elections took place in November 2011, Cultural events for the winter months are now being with the “PP” (roughly a conservative party) fleshed out, and the internationally famous “Almería obtaining a good majority. They have made many Short Film Festival (“Almería en Corto”) is set for early December, nearly cancelled in 2011 due to “The marble motorway” budget cuts. December 6th and 8th are national fiesta dates, the first the anniversary of the Spanish constitution referendum in 1978, and the 8th being a religious fiesta date. This year many fiestas have fallen on Fridays or Mondays, including the November 1st one, and these December ones. (The December 8th fiesta on Sunday will be slid to the Monday). Plans to make the majority of fiestas fall on a Friday or Monday to help industry are still on the cards. Whether this will happen in 2014 is not yet decided. Shops are now completely free to decide for themselves when they have sales (rebajas), apart from the normal January sales period. ‘El Corte Inglés’ has a big sale finishing on November 17th.

New ‘Galasa’ Row A fierce row has broken out between various socialist town halls and the water company ‘Galasa’, The 26 municipalities are complaining bitterly that the state owned water company which is majority owned by the ‘PP’ conservative party, has completely moved the goal posts. The new statutes oblige every town hall to cede to ‘Galasa’ any contracts they have with another water company or sub contractor, and pay a price fixed solely by ‘Galasa’ for the water. The mayor of Albox, Rogelio Mena, states that Albox has contracts with other companies apart from ‘Galasa’ and these new statutes would mean these would have to be cancelled, with a corresponding financial penalty. Turre town hall are responsible for their own water supplies, but do buy some water directly from ‘Galasa’. The new terms will mean that ‘Galasa’ would take over all the water supply and services, and charge an amount decided by them only. ‘Galasa’ is state owned and heavily in debt to the tune of 20 million euros. The new statutes allow for a “revaluation” that would make the company “more attractive for third parties”. This means the state wishes to sell the company!

Less Charges With the encouraging increase in tourism to 47 million passengers up to September this year, the Spanish government aviation authority “AENA” is reducing airport fees in certain cases. From January 2014,

Garrucha Prawns Almost as mysteriously as they disappeared, the famous Garrucha “red prawns” have come back to the normal fishing zones. Almost no prawns were available to be caught from the middle of August. Many fishing boats had to decide if the cost of fuel to fish for other species further afield was worth the cost of the fuel. Gaspar Giménez, the elected head of the Garrucha fisherman, has stated that in the 33 years that he had been part of the fishing fleet they had never seen this phenomenon before. In July, fishermen landed 26,000 kilos of red prawn, but in September even by fishing farther afield they only landed 7,000 kilos. Marine experts consider that the heavy rains at the end of last year and the start of this year lowered the sea temperature, such that the red prawns retreated to deeper, warmer waters. For this reason they were far below the normal depth of sea.

The Post Office Hit Back Faced with the continuing criticism of the postal services at the Mojácar office in particular, the Headquarters of the Post Offices in Andulucía has issued a statement. They point out that the new regulations regarding the obtaining and use of the “apartado” post boxes has been changed nationally, and not just in Mojácar, Almería or Andalucía. Focus on Local News of the “apartados” through a letter left in all boxes in April 2012 and again in April 2013. They reiterate that as many as 4 new registered names can be added to the main registered holder of the post box, providing they pay the correct fee. They deny that letters have been returned that showed “the correct” registered name(s). The stream of complaints by local people relate to the interpretation of what is the “correct title”. As a side comment they also say that if all the streets and houses in Mojácar were correctly named and numbered their ordinary postal delivery to house or business addresses would be much more efficient. They point out that their department for the attention of clients (and complaints) can be contacted via telephone no: 902 197 197, or through the website www.correos.es. Editor’s note: The cost of adding a new name is 41 euros 90 céntimos, but includes a first registration fee of 11 euros 8 céntimos. A subsequent annual renewal costs 30 euros 82 céntimos, (but more when the costs go up – recently, every year).

euros have been paid in from contributions from workers, whilst 970 million has been paid out in pensions. It is also the only province in all of Andalucía that shows a positive balance. This is partly due to the relatively low pension amounts paid out in Andalucía, considerably less that in many parts of Spain. Some 96,000 persons receive a pension in Almería province from the contributions they have made through employment. The average pension payment is 697 euros per month, paid 14 times a year with an extra payment before Christmas and August. In Barcelona, with much higher pension payment amounts, the Social Security system is 2 billion euros in the red.

New Chemists Requests from interested parties are being adjudicated by the Andalucían ‘Farmacias’ authority that will result in an increase in the numbers of chemists or ‘farmacias’ by 47 new premises in Almería province, taking the total from 283 to 330. 12 of the new chemists will be in municipalities that have no full scale chemists at present, and may involve a trip to another municipality. (San Juan de los Terreros and the Guazamara area of Cuevas del Almanzora are included). Nine chemists will be opened in places such as Cantoria, Huércal Overa (two), and Pulpí. Mojácar and Vera will also benefit by an additional one. The adjudication and opening will be in phases, and must all be opened by 2015. The Mojácar one has already opened.

In The Black! The net positive balance of the Social Security system in Almería province is 5th in the league table of all the provinces in Spain. The system here has raked in more than they have paid out. Ironically, the unemployment figures in the province are very bad, particularly for young people, but the number of pre-pension age registered workers is high. 1 billion

Traffic Laws The reforms to the traffic regulations in Spain have been approved by the Spanish parliament. Before Easter next year the speed limit on some motorway sections will be increased to 130km/hr depending on the motorway characteristics, weather conditions and traffic flow. The overhead gantries that show messages will signal these sections that may consequently change, from day to day. At present, points from a licence start to be lost for speeding convictions over 150km/hr and this will stay the same. Speeding up to 150km/hr can result in a fine, but no loss of points. The use of radar detection devices that allow a driver to slow down will then be banned, with a fine of 200 euros and a loss of 3 points if utilized. Information from equipment such as GPS navigation can still show the general location of fixed radar points. Drugs detected in a driver following a saliva test will only be sanction free if

Focus on Local News they are as a result of approved medical treatment, or as part of a drug rehabilitation programme. The regulation that all cyclists under the age of 18 have to wear approved cycle helmets on any road, in town or otherwise has been confirmed. The possible extension that all adults must wear a cycle helmet in towns as well as other roads may be added at a later date. This is still very controversial. The requirement for children to be wear normal safety belts, or child safety seats or booster seats and their position in the vehicle will be determined by the size of the child, and not just age as at present.

with the unions involved. A plan put forward to close 7 of the 94 “Parador” hotels (including Puerto Lumbreras) has been postponed at present. Hotels in construction will be finished, but no new ones planned or started.

Demolitions & “For Rent” As part of the Spanish bank rescue package, “toxic” property and land debts with no hope of the loans being repaid were grouped together. This new entity is known by the initials “Sareb”. The aim is to sell large chunks of this portfolio and attract buyers looking for long term investment. Amongst this stock are whole developments that are only partially constructed, or phases of a large project in the same situation. “Sareb” has set aside 103 million euros for future demolition costs as they consider that the cost of finishing all these projects comes to about 133 million euros, so demolition is cheaper. This will not apply to properties or urbanizations that have been fully completed, or only need minor work. There will also be up to 2,000 finished properties that will be made available for rent for a period of 2-4 years, at reduced rental amounts. They will be “loaned” to various autonomous regions, including Andalucía.

“Paradores” For Rent? The state owned chain of “Parador” hotels is losing money heavily. Presently they are in the red to the tune of 110 million euros, with an anticipated increase of 17 million euros in 2013. The Secretary of State for Tourism, Isabel Borrego, has announced that “new models of negotiation” may be introduced. These would include renting some “Parador” hotels out to existing hotel chains, or a mixed private & state undertaking. Initial soundings out of “interested parties” have already begun. Occupancy on average throughout the chain has fallen from 75% to 52%. Compulsory redundancies planned for 644 employees have been reduced to 350 after intense negotiations

Garrucha Promenade The land and road from the Jesús Nazareno castle to the boundary with Mojácar has become the property of Garrucha town hall. The Almería “Diputacíon” (County Council) has agreed this change of ownership. This is essential for the construction of the new stretch of promenade planned for this section that has been in the planning stage since 2003. The roundabout nearest the petrol station coming towards Mojácar was built to allow for these extensions, and a possible by-pass. Plans already exist for a public open air amphitheatre near the castle for the celebration of events. Mojácar ceded land to Garrucha some years ago, partly to allow the petrol station on the way to the village to be built and opened. The “Garrucha” petrol station was within the Mojácar boundary, as was land including the old location of the Garrucha secondary school on Calle Mayor.

‘Azata del Sol’ The builder and developer of the “El Algarrobico” hotel in Carboneras paralyzed since 2006 is going to court. They are suing the State, Junta de Andalucía and Carboners town hall for a total of 70 million euros for “damage and losses” suffered from what they consider are “unfair abnormalities” in the initial planning permissions and later modifications. 5% of

the 70 million euros is made up of a claim for general damage to the reputation of the group, with 95% following a certified survey of the losses estimated as being the value of the semi-finished construction. A 2012 ruling from the Superior Tribunal of Andalucía that they were not entitled to compensation if the hotel was demolished is being challenged as incorrect in law. Meanwhile the same tribunal has ruled that the decision by the Junta de Andalucía to compulsorily purchase the land on which the hotel stands is valid. The compensation amount is set as 2.3 million euros, the “official” purchase price paid by ‘Azata del Sol’ to the previous owners, when they purchased the site in 1999. The land would therefore revert to being in the public domain.

Almería Port Whilst trade within Spain is generally at a very low ebb, exports are considered the only way forward to increase income. In this respect, Almería port has increased the export of goods in containers by 20%. 4,600 were loaded up to the end of August, totaling 415,000 tons. 900 merchant ships have visited Almería and Carboneras port in the same period. Despite Almería being a relatively small port, other

ports are not increasing their traffic nearly so much. The first refrigerated specialized container service between Almería and the very large Southampton Fruit Centre started on October 31st. Southampton is the main port in the UK for the reception and distribution of fruit and vegetables. At present, Almería fruit and vegetable companies send 200,000 tonnes of produce a year to the UK. The Almería Southampton route is envisaged as taking a major part of this tonnage. The major container company ‘CMA CGM’ has also started a service from Almería that allows for direct or indirect onward travel to Malta, Genoa, Naples, Tangiers or Algeciras amongst other destinations, and also to Valencia. If and when the “AVE” high speed train link comes to Almería port the future prospects will vastly multiply in handling capacity and income.

Mojácar Beach Bar As reported in the Spanish press and picked up by local English publications, a Mojácar beach bar is in the news. Situated in the Playa del Descargador beach, the “Costas” authorities that administer coastal regulations have fined this bar 21,600 euros, together with an order for the demolition and

Every beach is divided into numbered strips of land or sectors, and the sector numbers in this case locate the bar as being in the M-80 to M-82 location. This does not correspond to the position of the “Neptuno Beach Club”, as has been rumoured, nor the much smaller “Sol y Arena” beach bar.

‘IVA’ On Culture In September 2012 when the ‘IVA’ (VAT) rates went up the rate applicable to “culture” zoomed from 8% to 21%. This has been bitterly fought by theatre and cinema owners, orchestras, and performers. 17 large cinemas have closed, concert receipts are down and numbers of the general public have fallen by 55%. The music industry in Spain, (including the sale of CDs) has seen income fall by 2.5 million euros according to the industry figures The Spanish fiscal authorities have now announced that a review will be undertaken before the start of 2014. It is thought this may mean that the ‘IVA’ rate at present is reduced to 10%. Rates in other EU countries are much lower. In France the rate is 5%, in Germany 7%, Ireland 10% and Greece, Italy & Portugal 13%. The tax on a theatre ticket in Paris is some 2.1%, a tenth of the current Spanish rate.

In Liquidation Small businesses that cease to exist, or open only for a short period, are more and more common. Economic hardships take their toll. In Spain recently some very big “names” have been forced to follow this route. ‘Fagor’ who have made washing machines, dishwashers, hobs, and other domestic appliances for a very long time are one of the latest casualties. ‘Roca’, the manufacturers of sanitary ware, then taps and accessories, followed by central heating and solar equipment, has been a household name for scores of years. They too have gone under. ‘Pikolin’ who specialized in mattresses and pillows has also fallen by the wayside. Theses companies expanded to meet the boom demand in construction and household goods, and now have very few customers. The 90 year old motor scooter company ‘Derbi’ was forced to throw in the sponge last March. The giant prepared fish entity ‘Pescanova’ is also one of the latest victims. ‘Mercadona’ are trying to

Mojácar Bus Passes Mojácar town hall and the operators of the municipal bus services “Autocares Rodríguez” have joined together to provide free bus passes. These are available to every person over the age of 65 who is also on the “padrón” (the official town hall register of inhabitants). According to town hall records this will apply to 1,530 men and 1,435 women. Passes can be obtained by visiting the town hall. The bus passes are not transferable to another person, but last indefinitely, unless the bus company used changes. The 5 euros cost of producing the actual pass is being paid for by the town hall. For anyone eligible, this is also a good opportunity to check that your listing on the “padrón” is still valid, as they must be renewed periodically. A small photograph is needed for affixing to the free pass. Recipients will be contacted to collect the pass after a few days following the application.

Water Plans Drinking water and agricultural supplies in this area were badly affected last September by the rupture of a very large pipeline known as the “Tajo-Segura” link that terminates adjacent to the Cuevas reservoir. Because of this, water from the Cuevas reservoir that had dramatically increased in quantity after the

Focus on Local News continued floods, was used instead. Now the pipeline has been restored and the Levante region will benefit from 11 cubic hectametres of water from now until March 2014. Translated into quantities that are understandable, a cubic hectametre is 275 billion gallons - a lot of water. 5 times this quantity is for domestic use, and the remainder for agricultural irrigation. The remaining water in the Cuevas reservoir is not considered sufficient to meet this demand. Just a few days after this announcement, the Almería delegate to the Andalucían Health authority stated that after a long series of testing the water in Carboneras town was suitable for drinking. When the composition of the Cuevas reservoir water was revealed to be over the limit of the “THM” chemical amount in May, this was then mixed with water from the Carboneras desalination plant for the Levante area. During the high occupation summer months the water in Mojácar came solely from the desalination plant. This latest statement about the quality of the water did not confirm “at present” that the water mix in the Levante area in general was totally fit to drink or cook with.

their 4 x 4. Another 30 people were trapped further along the rambla. Other 4 x 4 vehicles involved in the filming were used to rescue those trapped, whilst the firemen freed their lorry. Several damaged vehicles needed recovery transporters the next day. The same thing happened in 2007 when a film crew were making a “McDonald’s” commercial in the same area. In this case 4 x 4 Guardia Civil vehicles transported the crew to safety. In both cases the film crews were shaken and wet, but unhurt.

“Almería en Corto 2013” This famous short film competition that takes place every December has received a total of 1,446 films this year, 23% above the 2012 number. European and South American entries have increased greatly and American entries totalled 174. Asian film makers sent in 31 films, and Spanish entries totalled 881 with 29 from Almería. The pre-selection process has whittled all these entries down to 31, of which 13 are from Spanish film makers and will be shown from December 7th-9th. Apart from the prize money, the awards given are highly rated world wide as being a recognition of very high standards.

Mass Exodus On October 29th, 32 technicians from the team filming “The Book of Exodus” were marooned by flash floods and a hailstorm in the Tabernas “desert” when they attempted to return to Almería city. The access road between the N-340 and the “Fort Bravo” western film area is normally a dry river bed. The first emergency vehicle to arrive was a fire engine crew who found a couple standing on the roof of

Extended “PIVE” Scheme The incentive scheme for the purchase of new low emission vehicles and the scrapping of old vehicles is still proving very popular from the standpoint of the general public and motor manufacturers and dealers. The former “PIVE 2” which started last February ran out of the 150 million euros money for the subsidies in July. The “PIVE 3” scheme started almost straight away with an allowance from the Spanish government of 70 million euros. This amount of this aid has now run out, as regards vehicle purchased or ordered, in a period of only 80 days! It is anticipated that the new extended scheme will run until the end of 2013, when the whole system will be looked at again. The basis of the scheme is that the government gives a grant of 1,000 euros, as well as the same amount from the manufacturers off the list price of the vehicle, or other incentive offers. To qualify, private vehicles aged over 10 years, in the same name as the new purchaser, have to be scrapped. The age of commercial vehicles such as vans has to be more then 7 years. If someone

The price of the new vehicle without the 21% “IVA” (VAT) tax has a limit of 25,000, or 30,000 for people carriers. Although having to pay out for the scheme, income from ‘IVA’ and first registration taxes are estimated as 275 million euros in any of the periods in which the scheme has been operational. The schemes have ensured the continuity of jobs in the motor manufacturing industry, car dealers, and more investment. Spain has now gone back into the “top ten” list of countries that produce vehicles.

“IBAN” Account Numbers The Bank of Spain is reminding companies and employers in particular, that from February 1st , 2014 all bank accounts must be identified by the “IBAN” number (International Bank Account Number). This will apply to all electricity, water and service bills, accounts where salaries or money are paid in, all direct debits & transfers. This new number supercedes the “CCC” (Código Cuenta Cliente) in use currently in Spain. This is part of a new system known as “SEPA” the “Single Euro Payments Area”. The “IBAN” number will start, in the case of Spain, with the letters “ES”, followed by two check digit numbers. Check digits come from a mathematical formula known as an algorithm that can detect if the account number has been wrongly entered. Your existing account number of 20 digits will be split into 5 groups of 4, a different grouping from that at present, but of the same numbers. Including the ES letters merged with the 2 new check digits at the front, this then comes out as 6 groups of 4 making 24 characters in all. Bank accounts on the Internet, bank statements or cheques show this “IBAN” number at present. Any person can convert their own “CCC” account number to the “IBAN” one by going to www.sepaesp.es if they wish to. Very large companies will use the calculation on this website to automatically convert any existing account number, instead of writing to millions of customers or providers. The Bank of Spain point out that there is no alternative and this conversion has to be done.

in temporary employment, the “out of work” numbers are still extremely high. 39% of all inhabitants in the province who are considered “active”, (so they have jobs or are looking), are unemployed. This amounts to a total of 135,000 people. At the beginning of the year there were 6,200 registered unemployed who had yet to receive their first job offer, but this number now stands at 7,500. Almería figures are the 4th worst in the whole of Spain, behind Melilla, and two other provinces in Andalucía, Granada and Jaén. The Spanish government say there are “brotes verdes” (green shoots) that give cause for optimism throughout all of Spain, but this is not at present very noticeable in Almería province.

“E-Cigs”

Electronic cigarettes or “E-Cigs” are becoming very popular. The liquid used can contain nicotine of various strengths or a combination of flavours for persons trying to give up smoking. There is no tar content or smoke, as the liquid is vaporized. Official tobacco shops or “Estancos”, subject to legislation, are now free to sell these devices and liquids in Spain. At present they are available from many large commercial centres, specialized shops, available on “low cost” flights, or some chemists. There is nothing in Spain at present that ban their use in any location. The market for these electronic cigarettes in Europe is considered to be worth 500 million euros. There are no EU or national regulations or recommendations Almería Unemployment as yet, regarding any possible harmful effects to Despite the summer tourists boom and some increase health from using these devices.

Focus on Local News continued Mojácar Rates As in many municipalities, the town hall rates known as “IBI” can now be paid in part payments under a new plan in Mojácar called “Plan 10”. Payment can be made in 2, 3 or 10 instalments. This needs to be done before the 31st of December for the 2014 rates. To fill in the request you need to supply your N.I.E number, property reference, and bank a/c details. Large families can apply for a 50% discount. If you do not already pay the rates in one chunk through a direct debit, and receive the 5% discount available, you can arrange to do this before June 2014 for next year. The forms for the “Plan 10” are available from Mojácar town hall, or the Vera municipal taxes office for this area opposite the Vera church on Calle Mayor. The fruit and vegetable sales accounting period is from September one year to the end of August the following year. Latest figures in 2013 show that 2.45 billion tonnes were exported to a value of 2.2 billion euros. These figures are 12% better than the 20112012 period and generated another 200 million euros in sales. Germany is still the main customer and bought 30% of the vegetable exports and 37% of the fruit ones. France took 15% of both export amounts, followed by Holland, the UK and Italy in this order. These figures put Almería province at the top of any other provinces in Spain who export fruit and veg. The new container service to Southampton from Almería port is expected to increase sales to the UK significantly.

As was announced some time ago, the Spanish tax authorities are bringing in new regulations for the self employed and small companies. From next year these sectors do not have to pay the “IVA” they have added to the invoices that they have sent out, if they have not been paid in full by the end of every tax quarter. This means of course that the whole invoice amount is outstanding, not just the IVA. Gas Men Problems In the summer and autumn months especially, technicians present themselves at houses offering or “insisting” that a safety check of any gas appliances has to be carried out. Quite often they are legal employees of a gas company outside the area, and may well have identification from the company they work for. If householders let them in, the bill is more often that not highly inflated, much more than the local gas company would charge. Whether a criminal offence has taken place or not, is quite difficult to prove. They usually also fail to provide a certificate that states that the inspection and remedial work has been done. Recently a more serious scam was uncovered. Legal gas employees, but not from ‘Repsol’ the gas company in this area, told householders that the safety check was compulsory and they were the only authorized technicians in the area. In some cases they threatened that if their services were not taken up, a representative would call the following day to take away the gas bottles. These claims amount to fraud and extortion and the local or Guardia Civil police take swift action. This happened in El Ejido recently, following a string of complaints. Through the vigilance of Andy Kerr, a plumber living in Mojácar, the Garrucha Guardia Civil were called out to another group in early October. There were astronomical charges for simple work, and two fleeced clients quickly got their money back. Strictly speaking, a gas safety inspection does have to be done every five years, but the official company ‘Repsol’ may never have darkened your door.

Hunter Bats The use of biological treatment and spraying to combat mosquitoes is now widespread. In some areas, particularly privately owned land with stagnant water, this is not done. An alternative, and very cheap system, has been introduced at Roquetas, by a society dedicated to preserving the countryside environment. Bats are an endangered species in the EU, but feed on insects such as mosquitoes. Small boxes fixed to poles have been erected, providing the bats with somewhere to live and rest during the day. At night time, insect eaters such as birds are sleeping, but one bat can catch and eat as many as 2,000 mosquitoes. “Housing” for 50 bats has been installed, so potentially they will catch 100,000 “mozzies” each night. The cost of each of the bat houses is only 50-100 euros depending on the design.

Mills & Boon Mills & Boon was founded by Gerald Mills and Charles Boon in 1908 as a general fiction publisher. Fracking Hydraulic fracturing or “Fracking” is the process of extracting natural gas from shale rock layers deep within the earth. Fracking makes it possible to produce large scale natural gas extraction from shale that is unreachable with conventional technologies. It has been used extensively in the US for some years. Three dimensional imaging helps geologists determine the precise locations for vertical and horizontal drilling. High pressure water based fluids are then pumped in creating channels that the gas flows into. Trillions of cubic feet of gas can be released, but ecologists consider that earth tremors can be induced, and the huge amounts of water that have to be made available constitute an environmental hazard.

Diesel Engines Rudolf Diesel was born in Paris in 1858 of Bavarian immigrants. In 1894, he filed for patents for his new invention, dubbed the diesel engine. The first patent was issued in Spain. His engine was the first that proved that fuel could be ignited without a spark, using injection methods. Diesel engines burn less fuel than a petrol engine performing the same work and are more efficient. They have no high voltage electrical ignition system resulting in high reliability and easy adaptation to damp environments. Although diesel fuel will burn in open air using a wick, it will not explode and does not release a large amount of flammable vapour. Diesel engines also have minimum carbon dioxide emissions.

Cruft’s Dog Show Cruft’s is named after its founder Charles Cruft. He left college in 1876 with no desire to join the family jewellery business. Instead, he took employment with James Spratt who had set up a new venture in Holborn, London selling 'dog cakes'. Baggage policy is highly criticised with complaints that the surcharges for extra hand luggage or exceeded weight resemble “on-the-spot fines”, often a lot more than the actual fare. Entirely co-incidentally, a few hours before these changes were announced, a Madrid judge ordered ‘Ryanair’ to scrap the boarding pass fee entirely, reduce credit card charges, accept cash payment for tickets at the desk, and not insist that any customer complaints had to be dealt with in Ireland. They also ordered that ‘Ryanair’ was compelled, on internal flights within Spain, to accept the Spanish “libro de familia” as a valid identity document for children under the age of 14 who are not required to have a Spanish passport for theses flights. Also, photographic identification of adults must be accepted, (again instead of passports), such as a national identity card, driving licence, even an out of date passport, or other such identification, on the same internal flights. ‘Ryanair’ can appeal against these legally binding instructions from the Madrid judge, who has decreed that eight contract clauses are “abusive”. In actual fact some of these “abusive” clauses were partially dealt with in the ‘Ryanair’ press statement a few hours later. Michael O’Leary never seems bothered by court orders, but criticism world wide is another matter, particularly if it negatively affects his revenue! It’s ’Flu Jab Time

ctober 15th was a hot and sunny day, but despite this it was the first day of the availability of the 2013-2014 anti ‘flu vaccinations. Called in Spanish “la vacuna antigripal”, this vaccination is available free to distinct age groups and sections of society registered with the Spanish health service. In Almería province, vaccines are available for a total of 93,300 persons at a cost to the health service of 348,000 euros. The major aim, as in other years, is the vaccination of all persons over the age of 65, considered the most likely to suffer serious illness, pneumonia or death, if they catch the ‘flu. For the third year running persons between the ages of 65 and 71 will also be given a complementary vaccination to combat respiratory infections, bronchitis or pneumonia. Persons suffering from diseases of the liver, kidneys, heart related problems, diabetes, respiratory problems, neurological problems such as multiple sclerosis, and cancer, are also considered as being of special risk from the ‘flu. Vaccinations will be available to these people.

The World Health Organization recommends vaccination in general to all children. Only some EU states do this, cost often being the deciding factor. Each year, the ‘flu vaccine is modified with the experience of the type of ‘flu strain encountered during the previous winter. How effective the 20132014 vaccinations will be is not known at this time. For this reason even if a person in the corresponding risk groups think they have already had the ‘flu this year, they still need the up to date vaccine. The period when this ‘flu vaccination can be requested and obtained is stated by the health authority as being up to the end of November. To receive the vaccination, or advice in your particular case, a visit to your doctor’s surgery or health centre is the easiest route. The demolition in Cantoria on October 14th

Cantoria council and Pedro Llamas have hit the headlines before. In July 2011 whilst he was mayor, his brother, who ran a construction and development company, was given a prison term of two years and fined for illegally building 13 houses in the La Hojilla area of Cantoria. The land was not zoned for urban development and five of the dwellings were in a special protection area as well. Apart from a longer prison term, the prosecution had asked for a demolition and compensation order against the brother and his company. This related to the seven dwellings completed before the work was paralyzed. This judge decided that ordering the demolition served no purpose because the brother’s company was in bankruptcy. He concluded that no chance of

There have unfortunately been far too many such corruption scandals involving various councils, officials, promoters and builders. Cantoria is not the only one by far. It is difficult to argue against the illegality of dwellings that can by no means be “regularized” and should never have been started in the first place, due to their specific location. If a builder or promoter proves to be insolvent, surely a compensation process could be agreed between councils and the Junta de Andalucía via a special fund. After the devastating floods at Pueblo Laguna a central fund for national catastrophes paid out nearly 70 million euros. Having your dream home wrecked by a bulldozer is a personal catastrophe. Such a fund would at least soften the effects of demolition and the financial losses by all affected owners - not just Brits, and be seen as fair.

Saving Electricity Costs

Electricity prices for consumers went up 3% last January, 1.2% in July, 3.2% in August and 3.1% in October. The only reduction was in April when prices went down by 6.7%. Ironically, these seemingly chaotic changes are because the Spanish Energy Department is waging war against the supply companies, and there has been a lot of levelling out. It is intended in 2014 that no rise in costs takes place. In the UK at present, the electricity and gas supply companies are going to have similar restrictions imposed on them if the government get their way. In Spain there is no easy mechanism where supply companies can be changed, and no joint gas and electricity bills in this area for general consumers. Despite this there are some ways to save money. It is not possible to reduce the standing charges for having the “luxury” of electricity available in your house, charges for the meter, a special tax on the amount used, or the imposition of the 21% “IVA” (VAT).The rest of the bill is what you actually use, expressed in kilowatt hours. A kilowatt hour (kWh) is using 1,000 watts per hour, the same as having a total of 10 x 100watt light bulbs on at the same time for one hour. Hopefully, no-one is silly enough to do this! The first way of saving money is to investigate whether you can change to a split “DH” tariff that charges different amounts of money for daytime and night time use. This is like the original “Economy 7” system in the UK, but in Spain the cheap rate is for a very generous 14 hours, from 10pm at night to 12 noon the next day. The cheap rate is less than 40% of the slightly higher normal rate, so you can use more than twice the amount of electricity during the “off peak” hours, against the same cost during the “on peak” hours. In Spain, the name for these periods are “Punta” (on peak) and “Valle” (off peak). Any electrician who is authorized or can arrange “Boletínes” (Spanish electricity certificates) will give you advice and can do this change. “Endesa”, the electricity supply company in this area, then come and fit a new meter. This is not expensive to do.

To take advantage of the “cheap rate” you use washing machines, dishwashers or any other appliances between 10pm and 12 noon, and putting a time switch on your electric water heater will save money. Pool pump timers can also be set to take advantage of this. Upgrading appliances to a more efficient model, as regards washing machines, dishwashers, refrigerators, freezers and hot & cold air-con units definitely save money after the initial purchase. Using the low energy light bulbs, and switching them off when not needed, is highly recommended. Plugging a TV, DVD player or games console into a multi-plug extension unit (with a switch) is an easy way of switching these all off when not in use. “Sky” boxes do not take kindly to being switched off for hours, needing to be reset! Using a worktop grill or a microwave instead of an oven saves money, and a gas water heater is normally cheaper to run than an electric one. If you are looking for very long term savings, solar hot water panels, or panels that produce electricity will make big savings. There are special units that allow batteries to charge up and are linked into the supply, and save a lot of electricity. The initial investment may be high, but you do start saving money straight away.

Exhibitions Almería airport has an exhibition of 22 works by famous Spanish artists including Picasso, from 1933 – 1998. The exhibition in the departure lounge is on view until January 12th, 2014. The works come from the “Aena” Spanish transport authority foundation for the arts. Spanish Property Choice charity freefall. On December 18th, maintenance man Bill Lester will jump 855 feet (108 stories) off the Stratosphere tower in Las Vegas, in an attempt to raise money for the local orphanage in Vera. All costs associated with the above will be met by ‘SPC’ rentals, and every penny that you pledge will be given to the Vera orphanage managed by local nuns, which houses 19 children who are not able to live a conventional life at home with their families. PAWS A Book, CD and DVD sale is held every second Tuesday of the month at the Beachcomber Bar on Mojacar Playa from 11am to 1 pm to help raise funds for the Mojácar PAWS Cattery. It was the perfect day for a little fishing, but after a while I ran out of bait. Then a few feet up the shore I saw a snake with a frog in his mouth, and frogs are good bass bait. Knowing the snake couldn't bite me with the frog in his mouth, I grabbed him right behind the head, took the frog and put it in my bait bucket. Now the dilemma was how to release the snake without getting bit. After thinking about it for awhile, I had an idea: I grabbed my bottle of whiskey (hey, don't laugh: it's the best part of fishing!) and poured a little whiskey in its mouth. Sure enough, his eyes rolled back, he went limp, and I released him without incident. I carried on my fishing with the frog. Caught a big bass, too! A couple hours later I felt something brush my leg. I looked down and there was that same snake looking up at me. He had two frogs in his mouth.
