Establishments that can cater for the Spanish tourists, and stay open late, are quietly admitting that they had a good summer.

Focus on Local News New Chemists Problem Forty seven new chemists or ‘farmacias’ have been in the pipeline for Almería province since 2009. Some of the conditions or contract clauses set up by the Junta de Andalucía (governing body for Almería province) have however been annulled by the Supreme Court and the plan has consequently hit a brick wall. The date of October 15th to determine the first phase of the new chemists has therefore gone seriously adrift. Pepita Ortega, president of the association of chemists in Almería, states that one of the problem concerns existing chemists who wish to open other businesses. The court has ruled that coowners of an existing business, such as a husband and wife, cannot put in an application. This means that if they want to proceed they are obliged to sell the existing chemist business to their partner, and then they can put in an application. Pepita Ortega considers that this is not logical and a severe hindrance. The Provincial Delegate for Health in Almería province says that the Junta will take the court ruling to appeal.

Computer Glitz The Civil Registry in Almería city, now in the new “Justice” building, is experiencing intermittent computer crashes. The registry deals with birth, marriage and death certificates. Normally, during the four hours it is open daily the staff can deal with 200 applications, until lately when the system screws up. Customers have then to be asked to wait (with no time period specified) or come back the next day. Apart from causing major problems to the staff, customers are often very angry if they have taken time off work, or need a death certificate quickly. The computer programme “Inforeg” is used throughout Andalucía, but technicians from Madrid are trying to solve the problems. The Junta de Andalucía has stressed that any certificates issued are quite normal and legal as long as the system is working!

Cortijo Grande Electricity Turre town hall has announced that the long standing problem of the electricity supplier for Cortijo Grande near Turre has been solved. The Science and Economy department of the Junta de Andalucía has ruled that the supply and maintenance passes into the ownership of ‘Endesa’, the local supply company. They have never owned the supply equipment, in private hands (in theory) for many years. After the last fires, Turre town council authorized the repair work necessary to restore electricity. “Wecanclick” Young entrepreneurs from Almería recently presented their new web page at a photographic congress in Barcelona. This means that he spends two months during the summer in the Canary Islands, Hawaii during November and December, some time in Cabo Verde, and championship events in Denmark and Germany. During his windsurfing practice periods he perfects his acrobatic leaps for the freestyle events. Victor considers that his career will be over by the time he is in his late 30s and has plans to open a major windsurfing school in Almería province where, on the right day, he considers the waves are as good as anywhere. Carboneras Marina The Port Agency of Andalucía has confirmed that it intends to give a licence for a recreational marina at Carboneras. The project, with a budget of 40 million euros includes a new jetty, boat repair and chandlery facilities and mooring for 800 craft. It is intended that the finance would come from a joint public and private enterprise. Carboneras has been chosen as ideally situated for the Cabo de Gata National Park, as the only other such recreational berths are at San José where the port authority have more applications for moorings than are available. Income from recreational mariners is high, as like golf visitors they are considered good spenders. It is also planned that facilities for scuba diving would form a major part of the venture. The marina is part of the ‘Cabo de Gata plan for growth’ project, aimed at increasing both facilities and tourist numbers. October Funds Cut Off As threatened, the Spanish tax authority has cut off October income (used to pay employees) for municipalities that have not sent in their 2010 accounts. Normally this has to be done by the end of March in the year following, but this year the period was extended until the end of September. This was partly due to the May municipal elections, and also the implementation of new computer programmes and links. Altogether throughout Spain, including Almería province, some 1,022

municipalities have had a total of 13.5 million euros withheld. If the offending municipalities get their accounts submitted quickly the October government income should be available in November. The number of municipalities affected amount to 13% of the total, including many where there are few residents and computer programmes have not proved reliable. In Almería province, the town halls affected are Enix, Felix, Ohanes, Olula de Castro and Velefique.

Calar Alto - Size Matters The internationally famous Almería province observatory at Calar Alto near Gérgal has announced that they want to build a new telescope and associated instrumentation building. They want a telescope with a mirror 6.5 metres in diameter, three metres bigger than the largest telescope they have at present. David Barrado, the centre director, says that there are now a handful of telescopes throughout the world with a mirror size over 10 metres in diameter and the Calar Alto site needs to catch up. When the 3.5 metre telescope was built it was the 3rd largest in the world, but that was 30 years ago. The project has been given the name “Hexa” and David hopes that the new telescope can be in action by 2018. He has called on local, Junta de Andalucía and government bodies to help fund the project. Calor Alto is unique in mainland Europe as regards the height of the observatory which is 2.1 kms above sea level.

Focus on Local News continued Young Offenders As of October, 200 young persons were spread throughout the detention centres in Almería province. The El Molino centre in Almería city has room for 70 places of which 57 are taken up, and it is the only centre for young women with 18 occupants at present. Oria has 120 of their 130 places occupied and the Purchena centre that caters for minor infractions has all 36 places in use. Robbery is the most prevalent conviction, followed by public order offences, domestic violence, and for 10%, assault convictions. The centres all offer education and employment help, such as workshops in carpentry, gardening, photography and computer skills. There is also medical and psychiatric help for those young people with drug problems or the non-functioning of family circumstances. The centres work closely with job centres to find employment for the people who have finished their internment period. Not Like Now October 5th was “Day of the Teachers” and the Almería Society of Retired Teachers met for a reunion. Anecdotes flowed thick and fast with accounts of schools without any lavatories or wash basins, with pupils having to resort to the fields. One male retired teacher recalled that a mother asked him if he was the gynecologist (!); further conversation revealed that she meant psychologist. Another anecdote related to the signing of school reports. A pupil enquired whether it was his real father, often away at sea, who had to sign or his stepfather who moved in during the fishing trips! It was agreed that in the past, teachers were given a halo by parents and pupils alike who both treated them with respect, and were keen to learn. New Mojácar By-Pass Attempt The second phase of the Mojácar by-pass, from the petrol station in Mojácar to past the last two hotels and on to the Sopalmo road and Carboneras got bogged down. An environmental study decided that a rare plant ‘limonium’ was in the way. This

effectively stopped the 2006 plans from any further debate. Now however, the initial part of the proposal has been re-vamped. The proposal is that instead of the 6.5 kms originally planned, the by-pass should go from the petrol station as far as the Parata roundabout area on the beach road, but missing the ‘cruce’ junction and the beach bar strip. This amended plan was put forward by Mojácar town hall at a meeting of Vera, Garrucha and Mojácar representatives with the Director General of road projects throughout Andalucía. The first thing that has to be done is to present this amended project, and Mojácar town hall hopes to have submitted these plans by next summer.

Grandparents and The ‘Flu Grandparents over 65 who look after their grandchildren or see them on a regular basis are stated to be at greater risk of catching the ‘flu. A survey believes that in Spain, 42% of grandparents look after young children at some stage during the working day, every day. 68% are said to be in contact at some stage of the week. Children carry the ‘flu virus longer than other age groups and schools and nurseries are large breeding grounds. “Actimel”, the milk based product that contains Lactase DN-114 001 has come under fire in various countries for the sweeping claims made. A study from Georgetown University in the US believes that it does work for people over seventy and for young children. They believe it helps stop the ‘flu, improves sinus

Focus on Local News continued problems and diarrhoea in children. At present the anti ‘flu vaccine is available at medical centres, particularly for those persons above the age of sixty five. New Golf Project Albox town hall and a private contractor want to build a high quality golf course and complex. The project would utilize 150 hectares on the land known as Rambla de la Higuera. Included in the design is a 4* hotel, a golf school, new housing and a commercial centre. The mayor of Albox, José Garcia, believes that the golf course would serve the Valle del Almanzora and be a big boost to tourism. Special permission from the Junta de Andalucía (governing body for Almería province) is required for golf courses, and for a hotel and housing complex a project has to be seen as a major tourism requirement. Renewable energy requirements have to be met, not just for the irrigation of a new golf course, but also for any housing.

from Microsoft Technical Support or ‘Telefonica’, or another company name you may respect, telling you that you have a virus or other technical problems. They suggest you download a program fromwww.ammyy.com or www.logmein.com that are legitimate sites but enable your computer to be accessed and controlled over the Internet. If you do this they demand a fee, of 200 euros or more for “fixing your computer” and ask you to pay by giving them your credit card details. If you decline they threaten to crash your computer and a Mojácar resident was told they would be “fined” 1,000 euros for “non compliance”. Also, you have given them total access to your computer! Remember that no legitimate company is going to ring you up and offer to fix your computer, certainly not ‘Microsoft’ or ‘Telefonica’. So be on your guard! The ‘Holcim’ Disaster In July 2007, rescue services were called to the ‘Holcim’ cement factory in Carboneras after a huge coal hopper collapsed. Five people died with three people left seriously injured. Court action under Health & Safety regulations has now been started. The manager of the plant, the safety officer and two maintenance personnel are all charged with involuntary homicide. A period of four years in prison and a six year ban on holding similar positions following the imprisonment term for each person is being asked for. It is alleged that inspections of the hopper that was in operation for 25 years were not part of any safety inspections and when the blockage occurred, an assessment of the liability of the corroded hopper to collapse was not done.

El Cable Inglés The enormous structure at Almería port known as ‘El Cable Inglés’ is being restored. The initial phase of the work consists of the cleaning and reinforcing of the structure at a cost of 3.6 million euros. Recently, one large section of the plastic sheeting that has covered the vertical sides of this embarkation facility was removed. Focus on Local News continued iron. Although referred to as an English construction, it is in fact Scottish. The proposal for this discharge pier came from ‘The Alquife Mines and Railway Company Ltd’ based in Glasgow who were exploiting the iron ore concession from the Alquife mines. 3,824 tons of cast iron from Motherwell in Scotland was used in the construction, along with 1,000 metres of railway line. Opened in 1904 by the Spanish king Alfonso XIII, trains discharged the iron ore into internal hoppers that then went into waiting cargo ships. At the time, residents of Almería were divided as to whether this enormous structure was vital for trade, or an eyesore. It is now held to be the most important industrial port construction in Andalucía and the cost of the present restoration phase is being jointly funded by the Spanish Ministry of Transport and the Junta de Andalucía. The next phase is the opening of the structure as a tourist attraction.

olives or the production of olive oil before other plants in Almería province and most of Andalucía. This is because of the altitude of the factory and the location near the coast, where olives can be harvested early. Antonio Zurano, the proprietor, says that apart from the surrounding area, 4,000 olive growers from Berja to Cartegena take advantage of his processing facility, when other factories have not yet started up. The Las Canelejas plant exports olives to France in refrigerated containers as France has the processing facility, but not the olive cultivation. Olives can be on the road to France within 24 hours of them being collected. Italy is a good customer for olive oil from Almería province and they mix it with Italian oil of lower quality. Antonio believes that if olive oil from Almería was recognized as a brand name, producers could find new markets in the US, Australia and China.

Tabernas Debt Tabernas town hall, now with a Partido Popular majority, state that the debts come to 2 million euros. This follows an audit by the company AMB, called in after bills for 950,000 euros did not correspond to any approved projects or council expenditure. Mari Nieves Jaén is the new mayoress and she blames the situation on bad administration during the last eight years when the council had a PSOE socialist majority. The audit reveals that 1.3 million euros is owed to providers of goods or services and a bank loan of 300,000 is costing 6,000 euros a month in fees. Mari Nieves states that no town hall construction work can go ahead and she wants to divert money earmarked for such projects to improving the sewage pipe work that is 40 years old. She alleges that the PSOE “opened” a day centre for the elderly as an election gambit before the municipal elections in May, and there is no chance of the centre being completed.

Cave House Questions The tragedy at Cuevas del Almanzora when three family members were killed after an enormous landslide has thrown up many questions. Cave houses seem to have slipped through the net of properties that are subject to any building regulations and no-one knows exactly how many cave houses are occupied in Almería province. Almería city, Pulpí, Gador and Terque all have cave houses and there are no regulations that stipulate Cuevas Olive Plant which caves can be inhabited. In Canjáyar, seven cave houses are being modernised and the area round the cave houses reinforced. In September 2010, heavy rain at Gádor started off 19 landslides around cave houses. Jesús Caicedo, the major of Cuevas del Almanzora, called for a specialist survey of the geological surrounding of all cave houses in Cuevas, and solicited help from the Junta de Andalucía in the removal of the estimated 3,000 cubic metres of boulders and hillside that crashed down. Cave houses have a constant temperature and in winter are very warm, and in summer cool. 20-N The Spanish General Elections take place on November 20th, and the date has been given the designation of 20-N, in the same way the municipal elections were referred to as 22-M. Only Spanish Nationals can vote and the ruling PSOE party (roughly Socialist) is hoping that they can stay in power and not lose out to the PP (roughly Conservative). Prime Minister José Zapatero is not standing again and Pérez Rubalcaba, the Deputy Prime Minister, leads the PSOE for the forthcoming elections. Barcelona is seen as a key election area and Carme Chacón, born in Almería, has been chosen as the PSOE heavyweight for this region. Carme is at present Minister of Defence and stood down as a candidate for the leadership of the PSOE when she and Rubalcaba were both initially standing. The announcement of the E.T.A. truce (featured in one of our articles) is seen as a big boost for the PSOE. Mariano Rajoy continues to lead the PP who gained a large number of municipal town halls majorities in the May local elections. The PP spokesperson, Esteban González, in Málaga promised that the PP (if in power) would find employment for 3.5 million of those unemployed. This had to be quickly changed the next day as a “wish” not a promise! Usually elections for the Autonomous communities take place the same day as General Elections. Andalucía has broken with this tradition by announcing that the Junta de Andalucía will wait until March.

More Charges In the course of the investigations surrounding El Ejido, known as the ‘Poniente’ case, the investigating judge sent a summary to the Spanish Tax Authority known as ‘Hacienda’. As a result, new charges are being added to those existing ones, claiming irregularities in tax and IVA (VAT) payments. The tax authorities claim that 54 million euros is owed to them by the various companies who it is alleged conspired with ‘Elsur’ to cream off large sums of money for services either not provided or provided at vastly inflated rates. The El Ejido town hall was raided on October 20th 2009 and 23 people were arrested and charged with corruption.

Prescription Change The Almería Association of Chemists (‘farmacias’) has been meeting with doctors to discuss the new regulations concerning the prescription wording that came into force on November 1st. From this date, doctors and chemists in Spain have to prescribe or dispense the cheapest medication

Focus on Local News continued where there is a generic one, or others identical but known by brand names. Put simply, this means that if aspirin is prescribed, the chemical composition of aspirin should be put on the prescription, and not a brand name that is really aspirin but costs more money. If a patient needs a particular medication that cannot be substituted for a cheaper alternative this will still be prescribed. Another part of this regulation states that the medical card and associated electronic information regarding medication prescribed should be standardized throughout Spain in due course.

Miguel Sebastián, the Spanish Industry Minister, discounted the belief that domestic unrest in countries such as Egypt and Tunisia had helped inflate these figures. The rise in Russian tourists is however mainly attributed to Egyptian unrest as Egypt has traditionally been a holiday venue for Russian or Baltic tourists.

Drugs Bust A complex operation mounted by the National Police specializing in drug investigations led to a catamaran being boarded off the Portuguese coast in mid October. After a search, 300 kgs of cocaine were discovered and seized along with 56,000 euros in cash. The three crew of the catamaran that was flying a Union Jack flag were arrested, and following on with these arrests, a Columbian and a UK national living in Almería province were arrested as well. The two residents of Almería province were considered the brains behind the operation. Unusually, the National Police did not even give the initials of the people detained. The police operation was led from Madrid and Serious Crime Squad officers from the UK along with police in Venezuela assisted in the complex investigations. The largest local capture of cocaine was in 2007 when the ‘OCT Challenger’ flying a Finish flag was stopped when off the Almería coast. Focus on Local News continued Oops! Almería city council has been asking the Junta de Andalucía for costings regarding the proposed tram-train project before they decide if they are going ahead. For the last four months they have stated that they wanted to know the cost of the trains, staff and electricity costs that the council would have to pay. At a meeting with the Junta de Andalucía on November 3rd, technicians from the Junta pointed out that all this information had been provided over 12 months ago when the 1 million euros study was published. It turned out that the project had been filed at the time, and the documents not fully digested. The mayor of Almería city and council officials had to agree that most, if not all, of their present questions had answers within the study!

Bingo Crisis Rafael Diminguez, president of the Andalucía bingo hall operators, has stated that the bingo industry is at crisis point and needs a tax reduction. There are three major bingo halls in Almería province with two in the city centre and another at Aguadulce. Rafael says that each bingo hall generates employment for 30 fixed workers and 20 people working for sub contractors. At present, the tax on income is 62% and Rafael wants this reduced to 50%. It is considered by bingo hall operators that the anti-smoking regulations have driven many customers away. The reduction in tax would partly be used to increase prize money which is considered to be something that would increase customers. The Julián Arcas Guitar Competition The 22nd annual Julián Arcas classical guitar competition is being held in Almería city until November 12th, with other related concerts until November 19th. Sponsored by the Cajamar bank, this year 36 adult guitarists from 18 countries are competing for the Julián Arcas first prize of 10,000 euros and a concert and CD promotion. Other prizes of money are up for grabs. An adjoining competition has prizes for guitarists

New Wind Farms ‘Grupo Ibereólica’ in conjunction with ‘Abowind’ has been given a licence to install a new wind power park between Huércal Overa and Vélez Rubio. The project is called “Parque Ecólico Santa María de Nieve: Fase 1 & 2“. The 3.4 million euro cost will see, in the 1st phase, five wind generators with a potential of providing 14Mw of electricity into the national grid. The wind powered generators will be adapted to take advantage of the constant medium, but not high, winds on the chosen site. The mayor of Huércal-Overa, Domingo Fernández, states that local companies will be involved in the assembly and erection of the towers and wind turbines, and some permanent employment provided. The owners of the land where the wind power facility is to be sited will receive an annual fee from ‘Abowind’ as a rent for the use of the land. Huéral-Overa town hall will also receive an annual income from a small percentage of the electricity income generated.

So Now You Know... Hula Hoops More than three thousand years ago, children in Egypt played with large hoops of dried grapevines. During the fourteenth century, a "hooping" craze swept England, and was as popular among adults as kids. In 1957, an Australian company began making wood rings for sale in retail stores and Richard P. Knerr and Arthur K. Melin, of Wham-O, started manufacture of a plastic hoop in a variety of bright colours. Knerr and Melin promoted it for months in 1958 on Southern California playgrounds. Their perseverance turned ‘Hula Hoop’ into the greatest fad the US had ever seen. Twenty-five million were sold in four months! Fitness fans made the hoop popular again after interest had died down. Automated Telephone Exchanges In 1889, Kansas undertaker Almon B. Strowger wanted to prevent telephone operators from advising his rivals of the death of local citizens. So he invented the automatic exchange. Before the exchanges became automated, operators had to complete the connections required for a telephone call. In manual service, the operator uses lights on the switchboard and plugs. Long distance calls would go to an operator queue and they wrote the number on a paper toll ticket. By the 1950s, ‘Bell Telephones’ in the US had pioneered automatic number identification (ANI) with automated billing, free calls to 800 numbers and the 911 service. Computerisation led to the modern exchanges.

Vending Machines The first reference to a vending machine is described in the 1st century work of Hero of Alexander, an engineer and mathematician. He designed and built an apparatus that released a cork and dispensed holy water when a coin was put in. In the 1880s, a coin operated machine in London released post cards and in 1888 in the US, a machine gave out chewing gum on New York railway platforms. In 1970, the “Venda Talker” machine invented in Dallas, said “thank you” after a transaction and “spoke” a one-liner joke by comic Henry Youngman. Vending machines are now called “Automated retail kiosks”.

Hair Perms An early method for curling hair was invented in 1905 by a German hairdresser called Charles Nessler. His “spiral heat method” was only useful for long hair, and the hair was wrapped in a spiral around rods connected to a machine with an electric heating device. By 1915, Nessler had opened a shop on East 49th Street, New York, and soon had salons in Chicago, Detroit, Palm Beach, Florida and Philadelphia. In 1938, Arnold F. Willatt invented the “cold wave”, the precursor to the modern perm or ‘permanent wave’.. It used no machines and no heat and a lotion of ammonium thioglycolate. Perms today use this method with sodium thioglycolate instead of ammonium thioglycolate. The Movie Projector. The movie projector was first invented in the 1890's. The French Lumiere brothers and Thomas Edison made the most important progress. The Lumiere brothers patented the “cinematographe” in 1895 and showed the first ever recorded footage of workers leaving the Lumiere factory. In 1896, the “vitascope”, a film projection system that large audiences could watch, was marketed by the Edison Manufacturing Company. Major Woodville Latham from the UK invented a mechanism that looped the film through the projector. Today's film cameras and projectors still use the Latham Loop. The invention of a shutter mechanism stopped blur by covering the light source between images.

Neon Signs Georges Claud, a Frenchman, discovered that passing an electric current through inert gases made them light very brightly. His associate, Jaques Fonseque, sold the first commercial neon sign in 1912 to a Paris barber. Then in 1913, letters 3 metres high at the Champs-Elysees spelled out “CINZANO” advertising the Italian vermouth wine. By 1915, Claude had patented his process in the U.S and in 1923 the first US neon sign advertised ‘Packard’, the car manufacturer in the city of Los Angeles. Claude Neon Lights, Inc. in New York City manufactured about 600 out of around 750 neon signs within a few years of entering the US.

Fiestas on Mondays?

n Spain, employees are entitled by law to ten national fiesta days, two autonomous region fiesta days, and two local fiesta days chosen by a joint agreement with employers and employees. The fiesta days in total therefore comes to fourteen. Serious discussion is under way to convert many of the fiesta days from the actual date in the year to Mondays, as an aid to productivity in industry. The famous ‘puentes’ or ‘bridges’ where extra days are taken as holiday either before or after a fiesta day are also coming under the magnifying glass. Where several days form a long ‘puente’ they are known in Spanish as ‘megapuentes’. In December, there are two fiesta days on December 6th and 8th, this year on a Tuesday and Thursday, probably the worst days of the week for industry. Many large industries decide to shut during the ‘puente’ days. If they shut this year on the Monday they lose another day of the week, and the Wednesday is almost certainly a ‘puente’ day. If they have then shut down from Monday to Thursday some industries will write off the Friday, so shut all week, with a total shut down time from the close of work on Friday December 2nd until Monday December 12th. It is easy to see why this is a ‘megapuente’! Industrialists consider that every ‘puente’ day when they shut on a working day loses the economy 4,200 million euros. Various organizations have proposed alternatives for 2012. Friday afternoon and Monday morning are recognized worldwide as the poorest productivity times, so moving fiestas to a Monday seems sense. The ‘CEOE’, ‘Confederación Española de Organizaciones Empresariales’, the largest Spanish Confederation of Industries, has suggested that May 1st (Day of the Worker) is moved to the first Monday of May, and August 15th (Day of the Assumption), a religious fiesta, is moved to the 3rd Monday in August. Finally they suggest November 1st (All Saints Day), another religious fiesta, is moved to the 2nd Monday of

November. Moving religious fiestas around is going to see opposition from the Catholic Church and no-one has yet suggested that “Good Friday”, probably the most important date in the religious calendar, happens on any other day of the week! The day before, “Maundy Thursday”, is an Andalucía autonomous region fiesta, instead of “Fathers Day” on March 19th. (Autonomous regions can choose which they have). So there is some argument for moving “Maundy Thursday” to the following Monday which is, of course, Easter Monday in the UK.

‘ARHOE’ is the ‘Asociación para la Racionalización de los Horarios Españoles’ which is trying to rationalize the Spanish work calendar. They suggest that only Christmas Day, New Year’s Day and October 12th (Hispanic Day) are fixed and all other fiestas happen on a Monday, although they concede that Good Friday is unlikely to happen on any day except Friday. The hotel and restaurant industry wants people to have the longest possible breaks and love ‘puentes’. They are bitterly opposed to any changes and say that a ‘puente’ day can net them in 100 million euros and more, if hotel rooms come into the picture. They say any further erosion of their income will see some businesses going bankrupt, and the anti-tobacco law has been as bad as they feared. Some large unions also recognize the damage done to tourism by moving fiesta days. After the Spanish General Elections on November 20th we will all have to wait and see!

Our Ambulance Service

he ambulance service is a vital arm of ‘SALUD’, the name by which the Spanish National Health Service is known. In this article we explain how the system has been set up, how it functions in theory, how it works in practice and most importantly, which telephone numbers you should use, or not use.

The 112 number is for emergencies that may include a health aspect, for example a bad traffic accident where you need the police, the fire brigade and an ambulance. The 112 operators respond to all calls, but the ambulance aspect will be routed through to the 061 service, as will any health emergency where you have dialled 112. The Bola Azul control room has sixteen telephone operators that respond to calls 24/7 throughout the year. They can call on a large number of emergency ambulances and five helicopters. They want to know where you are making the call from, and, if a house or apartment, the exact address. They then want to know the nature of the emergency as you see it and the number of people The 061 service is also known as the ‘EPES’ service, involved. When you describe the injury they are standing for ‘La Empresa Pública de Emergencias looking for key words such as “heart attack”, Sanitarias’ (The Public Health Emergency Service), “drowning”, “loss of consciousness” or “smoke inhalation” and these are typed into their sophisticated computer system that then responds with various questions. The answers determine the priority that the computer system gives to the emergency, and the availability of ambulances. A coordinator oversees this process and can override it if they think fit. If you need an ambulance for say a broken arm, you should not in theory use the 061 number but instead dial 902 505 061, the emergency number for injuries or conditions that are not life threatening. This goes through to the same centre but you are not tying up a true emergency operator

In Almería province, the emergency ambulances are based at health centres that have a casualty or emergency service known as ‘Urgencias’. There are 47 such centres with 9 in the Poniente area,

18 in Almería city area and 20 throughout the Levante area. Most of the ambulances are termed ‘SAV’ that signifies Advanced Life Support. Each ambulance turns out with a doctor, a highly qualified nurse, a technician and during the day a separate driver. In urban areas, their response time from the call to arrival is just over nine minutes on avarage in urban areas. The doctor decides either to take the patient back to the health centre or straight to hospital. The Bola Azul centre deals with an average of 650 calls every day! In 2010, a total of 68,000 calls came to the 061 number and 20,000 to the 902 505 061 line. 180,000 calls came in from the112 centre via the public or agencies such as civil protection or the fire brigade. Itziar Vivar is the daytime coordinator at the Bola Azul 061 centre and she hopes that the general public will understand the telephone numbers they should use, and not use the 112 service for pure health emergencies. The final link in the chain is the existence of 94 shuttle ambulances based in three ambulance stations near the Poniente, Torrecárdenas and Huércal-Overa hospitals. They collect and return patients who need an ambulance to take them to

dialysis sessions or physiotherapy departments or day centres for persons needing psychiatric help, along with patients needing to be transported to a consultant’s appointment. These ambulances have five internal seats, two beside the driver if needed, space for one wheelchair and one stretcher case. After normal working hours, some drivers are on standby for tasks such as collecting transplant organs or patients with slight injuries from a traffic accident. They also collect blood, as required, if one hospital needs to stock up. Thirteen Advanced Life Support ambulances operate from these centres for pre-booked transfers from one hospital to another, or as cover for other ambulances.

Is This Really The End?

n October 20th, the Basque terrorist group E.T.A. sent a video to the BBC announcing a definite ceasefire. The now familiar triumvirate of three hooded figures delivered a 300 word message. The date was exactly one calendar month before the Spanish General Elections to be held on November 20th. E.T.A., with the initials standing for “Euskadi Ta Askatasuna” ( "Basque homeland and liberty"), have announced the end to violence before, mostly when they were re-grouping, but this time the implication is that it could be final. During the last few years the group has been decimated by unrelenting anti-terrorist activity with arrest after arrest and the location of arms and explosive dumps. Police in France, Portugal and Belgium cooperated on a scale never seen before. Laptops, hard drives and memory sticks were regularly seized and their contents carefully scrutinized.

In 2004, the day before the “Day of the Constitution”, E.T.A. planted a bomb in the “Ciudad Jardín” park in Almería city, a park frequented by adults and children. It was discovered by a man who saw a suitcase and found inside wires, a time clock and a substance later determined to be amatol. It was set to go off at lunch time on December 6th when the park would have been thronging with people. Intense searches at key points in the province failed to find any more bombs, and none went off. Málaga, Alicante, Cuidad Real, Valladolid, Ávila, Léon and Santillana del Mar all experienced explosions on December 6th, fortunately with only light injuries. In 2007, following the arrest of the terrorist commander ‘Donosti’, police found in his possession photographs of Almería airport and leading political figures locally. Police gave these politicians 24 hour surveillance, but the 2004 bomb is the only known E.T.A. attempt in Almería province.

Brussels Says Yes

n October 19th, the EU Minister Sim Kallas announced the projects for international rail freight that it intends to finance in part. One of the two Spanish priorities relates to Almería.

The EU wants to promote the infrastructure that will give major rail freight links known as corridors. Road freight is seen as a major contributor of CO2 emissions and the EU want to reduce the reliance on road freight to combat this, and also free roads from the bottlenecks often caused by lorries. The imposition of taxes or toll fees for heavy goods road traffic is seen as no solution. The 2010 volcano dust clouds from Iceland showed how air traffic could be dramatically disrupted. Rail transport is therefore seen as the priority. The EU wants a rail freight network not just through neighbouring states but also connecting with non EU countries. Spain submitted five proposals for major rail freight networks, one of them being a route that will join France through northern Spain to Portugal, and another to establish a link from France along the Mediterranean coast to Algeciras. The France to Algeciras line is seen as the major route to capture Asian country trade goods that come by sea through the Suez Canal, then past the Straits of Gibralter and on to northern state ports, as no freight line exists from Spanish Mediterranean ports. These two priority routes approved by the EU are known as the Mediterranean corridor and the Atlantic corridor through Portugal. Spain is seen as vital to this plan for rail freight lines linking major Portuguese ports to northern France and Strasbourg, and Algeciras to southern France, Northern Italy, Hungary and onto the border with the Ukraine. The Mediterranean corridor will come along the coast from France to Barcelona and Valencia, Alicante and Cartegena ports with links from the main line, and through Almería to Algeciras. Altogether eight ports are then usable for rail freight connections. Almería should receive a major boost as it is the first

The freight trains will use mostly the same track as the AVE (The Spanish high speed train) and exactly the same track in both directions from Almería to France and Algeciras. As most readers will know, the AVE project in Almería province is well under way. The cost of completing the Mediterranean corridor is budgeted by Spain to be 19,400 million euros, and the France to Portugal line 11,700 million euros. The EU has allocated 31,700 million euros spread between all member states from 2014 to 2020. Another three lines planned by Spain, but not interconnecting to member states, are not seen as priorities but will attract some EU funds. José Blanco, the present Minister of Transport for Spain, has promised that the total of 50,000 million euros of finance for all five lines will be spent by 2020, amounting to 7,000 million every year. If Spain does this, EU funds to a maximum of 10,000 million euros will be provided and a proportion of the other 21,700 million. In theory, priority lines can get 40% finance but any more money will have to be fought for. If not completed by 2030, the EU money will be reclaimed. Almería port looks set to become a major port node of the EU plans, apart from the benefits of passenger and tourism possibilities.

The Almería Tram-Trains In 2010, the Junta de Andalucía, the governing body for Almería province, published a study that cost 1 million euros regarding the provision of a tram-train system in Almería city. Theses modern day tram equivalents, known as “El Tranvía”, run successfully in many Spanish cities and in Jaén in particular in Andalucía. The Almería project would cost 230 million euros for the work of installing the 10 km line from the Torrecárdenas hospital, down past the Mediterranean commercial centre and the rambla, passing the existing Almería station and on to the University. There would be 20 stops for the street trains running every 8 minutes, with a capacity of 150 people. The study suggests that on start up, 17,000 people would use the service every day, rising to 21,000 by 2020. This amount of passenger traffic is almost two thirds of those people who use city buses. As in Jaén, the city council would have to pay for the trains, the cost of maintenance, the employment of staff and electricity costs. At present the council can’t decide if they want this.

What’s On Concerts David Bisbal brings his “Acoustic Tour” on Nov 9th to the Roquetas Teatro Auditorio. It is assumed all tickets will be sold with another concert held on the 10th.

M-CLAN, the Rock & Roll group, are in concert at the Maestro Padilla Auditorium on Dec 23rd at 9pm, performing their album “Para no ver el final”. Tickets 20 euros.

The Spanish group, ‘La Oreja de Van Gogh’, perform their latest album on November 9th, Roquetas Teatro Auditorio. Almería 22nd Jazz Festival The Pepe Viciana Jazz Quartet performs at the Teatro Apolo in Almería city on November 10th. The Pablo Martín Quintet performs on November 17th. The Pepe Bao Trio and Charles Benavent per form on November 24th at the Maestro Padilla Auditorium. All concerts start at 9pm with tickets at 10 euros. The Niño Josele Quartet performs on November 26th at 9pm, also at the Maestro Padilla Auditorium with ticket prices 12 & 15 euros.

Theatre & Dance Mayumana’s Momentum 2.0 The Ballet /Dance Group perform at the Maestro Padilla Auditorium from December 1st-4th at 9pm on Thursday & Friday, 7pm & 10pm on Saturday and 7pm on Sunday. What’s On Almería Film Festival The 10th ‘Almería en Corto’ short film festival takes place in Almería City from December 5th-9th. In order to save money the festival has been switched from the Teatro Cervantes to the municipal auditorium Maestro Padilla. The prize money has also been trimmed. A novelty this year is a photographic competition with the subject “Local film events photography competition” aimed at attracting photographs connected to the famous films made in Almería city and surroundings. Prizes range from 200 euros to 600 euros and a selection of photos sent in by November 18th will be exhibited at the Maestro Padilla auditorium whilst the short film festival takes place. Julián Arcas Classical Guitar competition, until November 12th, at the Maestro Padilla Auditorio, Almería City. The first and second sessions are on Nov 10th-11th, with the successful finalist performing on November 12th, with the Almería City Orchestra at 8pm, Admission free. Srdjan Bulat the winner of the 2010 competition performs on Nov. 10th at 8pm in the Almería Museum venue, admission free.
