his time last year the Spanish Municipal Elections took place and the PP (centre right) party lost a very large number of seats and control of many local councils. Unemployment and corruption scandals were one of the big issues. Last December 20th , Spanish General Elections took place with two new political parties entering the arena. The PP party in power before the elections led by Mariano Rajoy obtained the most seats but not enough to form a majority government, and the other three parties were in the same situation. Talks between the parties (or a lack of willingness to take part in serious negotiations) have meant there is a continuing hung parliament. New elections will take place on June 26th without any certainty that the same deadlock may not occur again!

May is the month when the children of practising Roman Catholics attend special church services to receive their “first communion” (primera comunión) after receiving lessons in church as to the importance of this event. Focus on Local News Still Deadlock In the Spanish General elections last December 20th neither of the two traditional parties, the PP (centre right) or the PSOE (roughly labour party), obtained a majority. Two new parties, Ciudadanos (centre right) and Podemos (left wing), took votes away from the main ones and no party had a majority that would have meant they could form a government. No two parties could form a coalition majority either although the PSOE and Ciudadanos parties signed an agreement to form a working coalition. Talks with the other two parties have consistently failed and deadlock continues. Assuming there was no coalition by May 2nd then on May 3rd the Spanish King Felipe will have called for new elections that will then take place on Sunday, June 26th. What will happen then is also a complete unknown and this situation is absolutely a new phenomenon in Spanish politics. The previous PP Prime Minister, Mariano Rajoy, is hoping to get a majority but corruption scandals within his party are rife. The Podemos party seem to have been intransigent in holding serious talks with anybody else so what will happen with them is also unknown. This political deadlock is completely new, is damaging for the country, and the majority of the population think there should have been a coalition formed for the good of Spain and party politics set aside. The big fear is that there might be another similar deadlock on June 26th and what then? A Major Blow The enormous company 'Bogaris Retail' have been intending to start construction work near the Torrecárdenas hospital in Almería city within three months. The foundation stone was laid last October and a commercial centre of 60,000 square metres is planned with 140 commercial premises and direct and indirect employment for 3,500 people, ignoring the construction phase. The budget cost of the investment needed is 150 million Euros. Alongside this centre there will be a major “social housing” project of dwellings that are termed 'VPO'. Court in Andalucía ruled very recently that the way the land had been split up and the planning permissions granted are not legal. Whilst not commenting on this fact it would appear that the general building licence is not valid either! Almería city urban development legal experts are studying the court ruling and 'Bogaris Retail' have stated that they will work together with the council towards a solution that will overcome these obstacles and allow work to begin.

Forest Fires From May 1st agriculturalists or shepherds are prohibited from lighting fires to dispose of agricultural waste materials and the burning of pastures to generate more growth. From October last year until the end of March there were 54 fires in Almería province and many of them were considered due to negligence in the burning of waste materials. This number of fires was an increase from previous years and town halls have been notified so they can monitor the situation locally. The Andalucían Environmental Agency have stated that the absence of any substantial rain may well lead to more virulent fires causing greater damage if these regulations are not observed. The Spanish Meteorological Office have also warned that in May and June temperatures may be higher than normal and the probability of sustained rain is considered to be less.

Focus on Local News Standby Power Stations The European Commission has been investigated the policy of having power stations on standby in various EU countries including Spain. Electrical supply companies operate this policy of always having power stations ready to come on-line if needed. The commission says that this is a waste of money in most cases and merely drives up prices. They consider that market requirements are not taken into account and the standby facilities are far too pessimistic. They also point out that many EU countries can now supply or receive electrical power from adjacent countries such as the current Spanish /French agreement. In 2015 the Spanish State paid the electrical supply companies 308 million Euros for standby costs. These costs almost always relate to the most expensive method of generating energy such as coal. Brick by Brick The Junta de Andalucía and Central Government are continuing their talks regarding the demolition of the famous El Agarrobico hotel in Carboneras. Various ecologist groups state that their own valuation in 2012 by the company n'UNDO gives the cost of demolition and landscaping afterwards as 7.3 billion Euros. A previous estimate from the Junta de Andalucía was 8.5 million for the demolition only. The ecologists state that with selective demolition bit by bit this will give employment to 379 people. Courses to train these people would take 530 hours with 150 people involved and 98% of the building materials could be re-cycled that is given as 40,000 cubic metres. They say that the way the demolition is intended to take place would become a blueprint for schools, colleges, and universities, on the recuperation of the environment. One of the problems in re-cycling the materials would appear to relate to all the masses of doors, windows, and other areas covered in black paint by Greenpeace activists on two occasions. Legal experts from the Junta de Andalucía are studying how the Junta can exercise their right to take possession of the land and

guarantee that there are no legal challenges that would torpedo the plans. The Turre School The Andalucía Department of Education have authorized repair work necessary at the Turre school, María Cacho Castrillo de Turre. There have been assorted problems almost as soon as it was opened ten years ago. Repairs to cracks, wall treatment, solutions to a land drainage problem, pool, and patio work will be carried out on the two buildings. There are 359 children who use the school and the work that will be spread over five months has a budget cost of 712,500 Euros. The work is being done out of the 2016-2017 Andalucían plan to improve educational facilities to the tune of 107 million Euros and affects 128 projects.

Nil “AVE” (High Speed Train ) Progress The European rail pressure groups 'Fermed' recently met with the Almería lobbyists in Málaga to discuss the non-arrival and only minimum progress of the AVE line from Murcia to Almería. They stated that the high speed train had to have come to Almería by 2018 as the economic growth in the province was directly related to this train link. It has been announced that the re-housing of the tortuga mora species of tortoises that currently occupy land where the Pulpí-Cuevas AVE line comes through will be done very soon. The contract has been awarded to the company 'SACYR' but this is all that has happened since. As we have said before, this 12 km stretch makes no sense in practice; it is merely the first stage in Almería province that joins the border with Murcia. There are another 15 sections from Murcia city to Almería city that need building before any trains can set off. New Driving Test Plans María Seguí is the head of the 'DGT' Spanish Traffic police and has announced that by the end of 2016, people sitting the theory exam to obtain a driving licence will have their test extended by video questions. Different traffic conditions or potential driving problems will be shown for a few seconds and pupils will have to respond how they would deal with these. This facility already exists on the webpage of the traffic authority that any driver or pupil can consult but it will be extended to all driving centres. In Spain, people learning to drive cannot be taken out for practice by a parent, friend, or any person other than a registered driving instructor from a school. In surveys of young people in particular by the organization RACE (Spanish RAC) it has been revealed that after passing their driving test as many as 30% of these people were worried about driving on their own. Bad weather conditions such as ice, fog, and heavy rain that affected their driving techniques were the biggest worry for 85% of this group. 55% were very hesitant about driving on motorways with dense traffic, and also driving at night. People who have just passed their test have to display a green and white “V-13 L” plate on the rear of their vehicle for 12 months supplied by the driving centres to show other motorists they are novice drivers and they can be fined if they don't do this.

There was previously a speed limit of 80km/hr for young drivers but this has been scrapped. Alcohol limits are reduced from 0.25 milligrams of alcohol per litre of air to 0.15. Young drivers also only have an initial 8 driver points for a period of three years instead of the normal 12. For a standard vehicle such as a car/van, a person wanting a licence has to be 18 years of age on the day they pass their test. 51% of people who had passed their test would like to have further lessons of an advanced nature and considered these would be very helpful and boost their confidence at the wheel.

The Almería Western Film Festival The well known film-maker from Almería, Juan Franciso Viruega, has been named as the director of the 6th Almería Western Film Festival that takes place every year at Tabernas. He considers that this festival is very important, particularly as it embraces the film centres of Mini Hollywood and Fort Bravo and attracts both national and international sectors of the film industry. A surge in the last few years of important films being made in the province is considered very important for the area. The event is supported by the Diputación de Almería (Almería County Council) and the Junta de Andalucía Film Organization.

Focus on Local News Good News For Almería The Mercadona supermarket chain has 34 stores in the province and employs 1,350 people. In 2015 they purchased 127 million Euros of produce from local suppliers, up 17% from 2014. Their policy of offering fresh vegetables and fish products has meant they purchased 2,000 tonnes of peppers and 2,000 tonnes of aubergines. Staff involved in the purchase of fish buy direct from the various local fish markets for immediate delivery. The company plan to extend their fresh products policy to meat in 2016. They donated 65,000 kilos of products to the food banks in Almería province as well as having special collection campaigns from their customers such as the one last November. They also provide food that has reached or is close to reaching the sell-by date for social daykitchens. Fossil Donation German residents in Vera, Radomsky and Karin Volker, have donated their collection of fossils to the Vera museum. Some of these may be 4 million years old and include fossils from whales, sharks teeth, and other creatures from when the sea occupied much more land than now. The German couple have regularly walked long distances looking for fossils as far as Garrucha to Almería on the coast. The director of the Marine Fossil Museum in Vera, Domingo Ortiz considers that the donation of these fossils will greatly extend the items currently on view. Garrucha Fine The present Garrucha council have revealed that a court judgement means they have to pay 38,000 Euros because a road was created over private land to give access to the famous landmark mining tower 'El Calvario' where years ago there was a lead mine. The court decision is that the road has to be removed and the land put back how it was before. The mayoress María López alleges that this is just one of many matters that has come to light from when the previous council was in power. She states that after paying the 38,000

Euros they will see if they can come to an amicable arrangement that will enable the road to be used as it is at present the only access to this historic monument. She hopes that this will come about and states that the owners of the land were forced to go to court when the road was put in without any discussions. María López says that apart from this the council have to find 500,000 Euros in compensation for planning fees paid to the previous council by property developers who then did not go ahead with the projects. Some of these went to court to reclaim the money and court fees are included in this total that could easily have been paid back at the time. A Top Museum The Almería Museum of Archaeology is progressing in leaps and bounds not least because of the relatively new director, Arturo de Pina. In surveys and social media sites it is now the third most successful museum in Spain after the Madrid Prado and Adólfo Suárez museums. It is amongst the ten most popular ones in the world and has been listed as a “must go see” on a list of things to do in Spain on a Chinese website! Arturo de Pina discovered when he arrived that there was a vast collection of items that had never been put on display and 20% of these items can be seen regularly. Guided visits are held where their conservation department can be seen at work and there are a total of 85,000 catalogued items. The major exhibition of objects from the time of the Moors 'Al-Mariyya, Puerto de Oriente' attracted an enormous amount of visitors and the time period it was intended to be on display was extended. Special visits by school children appropriate to their age are very popular and there are courses where teachers can learn what the museum has to offer. The very large following on social media sites and complimentary feedback has become the envy of many other museums in Andalucía who have not embraced this new possibility of interacting with visitors. Albox & Lucainena Rogelio Mena was recently forced to stand down as mayor and councillor of Albox after he lost his appeal against a ban of 30 months. This was for his consistent refusal to provide documents to opposition councillors. Juan Herrera, mayor of Lucainena de las Torres, will soon be in court to answer to similar charges that he allegedly infringed article 542 of the Spanish Penal Code. Three particular dates in 2013 are ones where it is alleged the offences took place that denied the legal rights of the opposition council members to be given information relating to events from 2010-2012. Opposition councillors claim these documents would have shown various irregularities. The 'Fiscalia' (Spanish Crown Prosecution Service) is asking for a ban on holding public office for three years. Help With Doctors Zurgena town hall are subsiding a scheme where UK residents in Zurgena and La Alfoquía can ask for a free translation service when they visit their medical centres. This is a joint venture with the local centre 'CAT Services'. Jim Simpson, councillor for the 'Tercera Edad' (older population), states that people in this age group are more likely to suffer health problems and make more frequent visits to obtain health advice and treatment, but the translation service is available for all ages. They will arrange the appointment to suit and ensure an interpreter is in attendance.

Radar Speed Traps The Spanish Traffic police and local police in the province recently had a campaign to stop speeding which it still a current problem. Since the driver's points system started in July 2006 drivers in Almería have lost 90,000 points from 36,000 sanctions that amounts to 30% of all traffic infractions. The Traffic police stress that speeding on secondary roads is the most dangerous. They remind drivers of the “7” system for speeding that came in last year. The limit in a 30km/hr area is 7km/hr more so at speeds of 38km/hr or above a driver will be fined. In 90km/hr zones the limit is 97km/hr and in a 100km/hr zone 107km/hr. For speed limits above 100km/hr the limit is 7%. On a motorway with a speed limit of 120km/hr radar cameras will be activated at speeds over 131 km/hr. When the system was brought in, a large number of radar speed cameras were recalibrated to minimise any difference. Irish Eyes Were Smiling In January, tourist representatives from Almería city took a stand at the Dublin “Holiday World” travel show. From contacts they made, a delegation of 12 travel industry people recently visited Almería to be introduced to the “Costa de Almería” provincial tourist initiative. The visitors stated that the range of tourist attractions, hotels, and gastronomy was very impressive. Various members of the pressure group caught the first train from Almería city at 6.15am and transferred to a bus at 8.39am until 10.17 when they boarded the second train that arrived in Seville at 12.07 midday. other councillors then resigned as well. He has been a very active P.P. politician for 34 years. It seems likely that the council will now be in the hands of the P.S.O.E. party.

More Tortoises A survey is carried out three times a year to determine the number of “tortuga mora” tortoises in the Sierra Cabrera Turre area and the Sierra de Almagro in Huércal Overa. The first one this year that is carried out between April and May revealed that the numbers had just about doubled from the same period last year. 13 volunteers joined forces with the University Miguel Hernández de Elche and spent two and a half hours in each location. It is claimed that the release of tortoises following the “amnesty” when owners had to give up their pet tortoises is partly responsible. One of the volunteers stated that tortoises that had grown up in captivity had some differences with regard to native ones and one of these differences was the length of their nails. Shell thickness is also another factor. Many tortoises died in fires at Sierra Cabrera in 2009 and the present numbers counted is similar to before these fires. Focus on Local News It's Not Steel, It's Coal The Spanish coal industry is in exactly the same boat as the UK steel industry. In 2015, they received grant aid to the tune of 27 million Euros but this has steadily dropped from 317 million in 2010. Workers employed in the industry have dropped by nearly 65% since 2010 to just 3,000 direct employees and mining companies have reduced from 17 to 8. The main unions are asking the Spanish government to instruct the energy suppliers that they have to buy Spanish coal. They claim that in 2015, the power company Endesa purchased just over 3 million tons of Spanish coal and imported 15 million tons, but this year purchases of Spanish coal are hardly anything. They claim that by the end of 2016, if this continues there might not be any mines in existence. The electricity supply companies state that they have no obligation to buy Spanish coal and so far this year renewable energy sources have supplied 50% of the demand, as opposed to 38% average last year so coal purchases are well down. They say that if they were forced to buy Spanish coal exclusively, consumer electricity bills will go up. A similar problem in Spain to the UK is that EU law from 2014 prohibits government subsidies for non-competitive industries. As in the UK, there are no easy answers. Jumping the Gun Mariano Rajoy, the Spanish Prime Minister, is still the prime minister “in function” along with other ministers until there is a new government. He appears to be convinced that new General Elections are certain to take place on June 26th although there are still talks between the three other parties to form a coalition before the deadline of May 2nd. When the man was arrested the police had to call for a wheelchair. A court handed down a fine of 3,600 euros and court costs along with a further 12 months ban on driving. The man escaped lightly as he could have been sent to prison. Terrorist Alerts A Spanish campaign 'Stop Radicalismos' has been introduced by the Ministry of the Interior who have been astounded at the response from the general public. Any person can anonymously get in touch with them via the website, the App, AlertCops, emails, or by phone. Following the attacks in Brussels on March 22nd, 188 people were suggested as being radicalised or suspected of fanatical views in just one week. 68 of these people were considered to be “persons of interest” by the security services. The website was launched last December 4th and 661 names were put forward by the end of December with 329 being considered possibly relevant. In January there were 246 names submitted and 116 were judged to be potentially serious and in February a total of 164 where 71 persons had follow up investigations. In all of March, 292 persons were suggested as being radicalised and 116 were considered worthy of investigation. The website is the most popular way of getting in touch and 47% of contacts were made there. 33% with 456 calls came in by phone and 11% were emails with

8% to AlertCops. Nearly 50% of people suggested were considered worth further investigation or already on a watch list. The Spanish antiterrorism police say that citizens who suspect people may be a threat or a possible threat to national security should not hesitate to contact them and time spent in follow up investigations is time well spent if they can locate people who are sympathizers of Daesh or Al Qaida. Antonio Carmona who is the head chef accepted this award from the Mediterranean Foundation and this diet now forms part of the UNESCO heritage categories for traditional regional cooking. Antonio stated that to qualify they had to comply with guidelines for ingredients, cooking methods, local recipe traditions, and compliance with the “Mediterranean Pyramid” for food. Banks Still Slimming Down Caixa Bank that many financial experts consider is due for a merger with another bank group has announced a voluntary retirement plan for 2016, very similar to a previous one in 2014. Any member of their staff who is over the age of 58 can apply and they intend to say goodbye to 510 people. Banco Santander has also announced that they intend to slim down their staff at their central headquarters in Madrid. 460 employees will be invited to retire early over the age of 55 and will be paid 70% of their normal salary. This is in addition to the 1,250 who have been made redundant when Banco Santander shut 450 of their branches. A recent court decision relating to the “floor level” where banks fixed a minimum interest rate on mortgages that has been ruled abusive applies to about 40 banks but many of these are mergers of other banks. The court has ruled that repayment of the interest due has to be calculated back to May 2013. Banks can appeal this ruling and it is expected many of them will do this where they have only recently announced a repayment scheme, and Banco Popular have announced they will appeal as they only intend to make refunds from last December. From 271,000 bank employees in 2008 the total at the end of last year had fallen to 194,000 and there are just over 15,000 branches that have closed in the same time period. A new access road from near the A-7 motorway junction direct to the Huércal-Overa hospital La Imaculada has been on the cards for several years. There have been two suggested routes and the one called “Access North” would be 1,200 metres so just over 1 kilometre and is quite complicated to construct. “Access South” is an easier option and is only 750 metres. At a recent council meeting the administrative proceedings to set in motion all the permissions to enable the Northern access to be started were approved by the P.P. party majority of councillors. Before the last municipal elections the Southern access route was put forward by the P.S.O.E. political party and was a part of their election manifesto. They are claiming that the route that has been approved is really the much easier Southern access! They also state that after asking for clarification they were told the access route was “the one the mayor and councillors had proposed”. Opposition councillors say the P.P mayor and councillors are just playing politics and don't want to admit that the Southern access is a much better idea for various reasons, but it was not initially their idea! An EU Revision The International Monetory Fund have reduced the growth expectation for Spain in 2016 and 2017. The previous government still “in function” as there is a deadlock following the December 2015 General Elections, had stated the growth for 2016 would be 3% and 2.9% in 2017. Compensation is being sought by three large construction companies to the sum of 30 million Euros. The amendment to the PGOU should result in payment of this sum of money being set aside. The amendment may also free other projects planned in the municipality such as the one named “Little Venice”. The Big One The Zurgena town hall ex-mayor and ex-councillor, Cándido Trabalon, the ex-councillor for urban affairs, Manual Tijera and some councillors, have been before the courts on various occasions accused of planning irregularities and offences. In five of these proceedings it has either been ruled that there was no case to answer or irregularities did not take place or were not proven. Another eight cases have yet to be heard. Various offences were investigated under the umbrella police operation “Caso Costurero”. Initial court proceedings regarding the major accusations will start in a court in Almería city on May 10th. A total of 25 people are involved including councillors, council employees, builders, promoters and architects. prison terms of 180 years for Cándido Trabalon and a ban on holding public office for 1,050 years, along with a bond of 571,000 Euros. Manuel Tijera faces 178 years in prison and public officials 18 months of prison for every illegal building licence that was agreed and passed at council meetings between 2003 and 2011. The court cases are expected to last for a long time. Not Good News The routine surveys every month show that at the end of March, the indices of confidence in the general population of Spain had fallen to the levels at the end of 2014 when the second economic crisis hit Spain. In Power or Not? There is still no new government in Spain following the General Elections last December 20th. This is because no political parties have been able to form a coalition that would result in a majority. New elections next June 26th look certain. The previous PP government led by the Prime Minister Mariano Rajoy are still a government “in function” as there has to be some continuity. All the elected MP's from the other three parties have been outraged that Mariano Rajoy went to Brussels and took part in the contentious voting that gave funds to Turkey to control the refugees. After a lot of pressure, Mariano Rajoy came to parliament to explain his actions, but stated his appearance was purely informative and as Prime Minister “in function” he has no obligation to do this! Spain without a government in power and no agreement since December means that the whole political process is in completely uncharted waters. Who is empowered to do anything and who is accountable is a very interesting question. The non-PP political parties think that the Spanish Constitutional Court should rule on this matter.

The whole purpose is that it will automatically flag a series of linked information that can then be the subject of greater scrutiny by antiterrorism police not just in Spain, and will show links for any person, whether they have previously been put on a police watch list or not. This collation of information will give a “realtime digital fingerprint” that is available in seconds. The system looks for flight patterns, particular routes that may be used to hide the ultimate destination, fellow travellers, credit card numbers and their use, bank account numbers, and internet activity either by personal use or forums. The Spanish Ministry of the Interior intend that this computer storage system will greatly aid antiterrorism specialized police in providing a basis for further investigation or immediate arrests as it will analyse patterns that are considered a “risk factor”. Previous journeys or return journeys to or from Iraq and Syria should now show up in greater detail. They accept that there is no substitute for police “on the ground” who analyse information but in a matter of seconds alerts can be generated. The Arab Abu-al-Quasim alZahrawi is credited with producing a solid version that he made by rolling the ingredients and then processing it in moulds. The first commercial manufacturing did not start until 1884 and the Sears Roebuck mail order company in the US started offering lip and cheek rouge in 1890 but in pots. In 1915, Maurice Levy patented a metal tube container with a lever that could lower or raise the lipstick. Countless patents world wide have been issued since then.

Tape Measures The Roman used strips of leather with divisions to measure things and this was a flexible version of a ruler. Printed measurements on fabrics followed over the centuries and became almost exclusively used for measuring cloth. Wooden rulers that folded up into a manageable size were developed for carpenters and other trades such as building. James Chesterman made flat wire to hold the shape of crinoline hooped skirts but as fashion changed he put markings on his tape and produced these in 1829. In 1868, a design of a steel tape that was contained in a circular case was patented by Alvin Fellows from Connecticut. This design incorporated a clip that locked the steel tape when it was extended basically like those today.

Postcards Uniform one penny postage stamps were introduced in the UK in 1840 and the sender paid for the stamps, not the recipient of a letter as had been done previously. In Europe, letters were still usually charged by weight and the introduction of writing a message on the back of a printed picture was cheap to send. Austria introduced these in 1870 although they had been invented in Germany the year before but not put in use. The first postcard advertising a product was printed in the UK in 1872. Postcards often showed photographs of events such as severe flooding in Dallas in 1908 and earthquakes. In the US, collecting postcards was given the name â€œDeltiologyâ€? and is only surpassed by people collecting stamps and coins.

Common Driving Myths

he Spanish Traffic Police (DGT) have responded to a survey of 8 million drivers (so about 30% of all drivers in Spain) carried out by the 'Linea Directa' insurance company. It has revealed some common myths that are totally false. Wearing seat belts has been compulsory in Spain since 1992 when all new cars had them fitted as standard. Many drivers still do not use these or child restraints and this can cause death or major injury in accidents. 38% of deaths on the road last year were considered avoidable. The survey revealed that many drivers consider that wearing seat belts by passengers in the back seats is not compulsory. In the last campaign in Almería province 71 drivers lost points and were fined 200 Euros because passengers were not strapped in. The driver is always responsible as not all passengers have driving licences. The next erroneous common belief by a majority of male drivers between the ages of 18-29 was that they could beat alcohol tests. Many of these people considered that after two to three hours since they had consumed a quantity of alcohol they were then fit to drive. Chewing coffee beans, toothpaste, grass, sucking copper coins, or vomiting, were considered a sure way of beating the breathalyser. Young people found these alleged means of blocking a true test from the internet or social media sites and considered they were “fact”. The traffic police point out that air expelled from lungs contains gases from blood content and it is impossible to beat a breathalyser. At one stage a blood sample was taken at a police station. In Almería province last year 1,687 alcohol tests were positive. 16% of the survey group thought breathalysers didn't work, and 53% thought there were too many tests being carried out. Many drivers were convinced that radar cameras only worked in day time and at night they could speed without getting caught. Traffic police point out that this is completely false and the radar cameras work 24 hours a day 365 days of the

year. 4% of all the 17,250 fines for speeding last year were caught by the cameras between midnight and 8am. Another misconception was that a sanction could not be given if the police vehicle using mobile radar was not visible. Traffic police point out that the new regulations in force since last year are that on the DGT website they publish a monthly list of stretches of roads (mostly secondary roads) where mobile radars were going to be sited usually where the most accidents occurred. Some stretches of road may be on this list on a following month. A police vehicle may not necessarily be immediately obvious but the new regulations were designed to slow drivers down and not just to issue fines. Mobile radar speed detectors in police vehicles are not sited at places that are not on the list, but on roads and motorways where speeding vehicles were detected by a moving police vehicle, fines will be levied. Another misconception was that when a driving licence was due for renewal a driver had to pass a new test. In 2015, in the province, 34,000 licences were renewed by the simple method of going to an authorized centre to see that there was no medical reason why a renewal might be refused. Previous to February 2008, if a licence had expired and not been renewed for a period of four years a new driving test had to be undertaken, but not now. Driving without a licence merits a fine of 200 Euros.

Flying High

irlines are experiencing a boom period almost exclusively related to fuel costs. The Brent crude oil prices have steadily fallen from 115 dollars a barrel in June 2014 to a 66% reduction of 35-40 dollars. In 2015, Air France-KLM achieved a profit of 118 million euros, their first profit for seven years. This would have been more if the terrorist attacks in Paris had not taken place. The holding company 'IAG' is made up of British Airways, Iberia, Vueling and now Aer Lingus. Their profit in 2015 was 1.5 billion Euros, some 50% more than in 2014. They took in 11% more income from passengers ticket sales and saved 20% on fuel costs. William Walsh who is their CEO gives the average price of fuel in 2015 as equating to 45 dollars per barrel. Economists calculate that if low prices continue throughout 2016, Air France-KLM will further reduce their fuel costs by 17% along with IAG and Ryanair. Easyjet and Lufthansa will see a lesser reduction as the age of their aircraft will result in less efficient running costs. As regards the total volume of passengers on domestic and international routes in Spain in 2015, IAG carried 41 million passengers, up 12% with regard to 2014, and Ryanair had 30 million passengers, up 11%. Vueling, Iberia & Iberia Express, part of the IAG group went up in passenger numbers by an average of 12%. Air Europe went up 6% but Easyjet and Thompson Airways only had a 3% increase. Norwegian Air who are expanding rapidly had an increase of 11% but only carried 5 million passengers. In February they merged with Finair and intend to be a major operator. Total passenger numbers in 2015 were still only about the same as 2011 when 204 million passengers were recorded in Spain. 5% less flew in 2012 and 3% less in 2013, but an increase of 5% in 2014 and 6% in 2015 took them just over the 2011 figures.

in numbers and profit and one solution is an amalgamation. 'Airlines for Europe' was formed last December between IAG, Air France-KLM, Lufthansa, Ryanair, and Easyjet. The aim is for some standardising of prices on routes such as London or Paris to Madrid in Europe, and then Chicago and New York. Ryanair would like to see an end to price battles between them and Iberia and Air Europe. If this works, the battles will to some extent be over. The new alliance of Norwegian & Finair has no plans to indulge in any amalgamation and are happy to go it alone. One of the advantages of any amalgamation is to press for reduced airport taxes that are stated to have increased in Europe by 4.5 billion Euros between 2005 and 2015 and they are lobbying Brussels for reductions. Fighting between airlines and travel companies in Spain came to a head last year with respect to the companies who operate the 'Imserso' scheme of subsidized holidays for the older generation. A court decision was necessary to resolve the dispute.

Air Europe opened up flights to Latin America when Iberia were reducing theirs in a slimming down exercise before they were absorbed by IAG. The President of Air Europe, Juan JosĂŠ Hidalgo, considers that they are the only major airline in Spain because Iberia now depends on IAG with Arab and foreign capital. There is intense rivalry particularly as they are both based at the Madrid Low cost airlines are still responsible for the Barajas airport and each want special status. There tradition airline companies experiencing problems are no agreements here!

Childfree

here is a continuing debate in Spain and other countries relating to the desire to have children or a conscious decision not to become a parent. The publication of the opinions of thirteen women and three men, “Selfish, Shallow, and Selfabsorbed”, by Meghan Daum, as to why they did not intend to become parents, has been received with very mixed comments both “for” and “against”. Various reasons for this decision included the amount of time that had to be dedicated to bringing up children, the overpopulation of the world, and their own childhood traumas. Having children has traditionally been accepted as a natural progression following a marriage or partnership. Few people asked, “Why have you had children?” Couples who chose not to have children were often asked, “Why not?” but the two situations are now becoming blurred. Statistics show a major decline in parenthood and this is very pronounced in Spain. In 1976, births per 1,000 head of population were 18.7 and has now dropped to 9, which is one of the lowest in Europe. Apart from economic and infertility reasons, more and more people are taking the decision that having children is not for them. One of the big problems that will follow is that with the increasing life expectancy of the adult population children are needed who will work and pay taxes to provide the money needed to pay pensions. If there are fewer births, the state has to provide more and more money and where will it come from? Of women born in the 1970s in Spain, 25% have no children, in France 20%, Finland 29%, and Germany 34%. In the US, 18% of women between the ages of 40-44 are childless compared with 10% in 1975. A 2015 study “Childlessness in Europe” revealed that one of the main reasons for electing not to have children related to people with a career concluding that their job situation would be severely curtailed and they would lose in status

and income, and this applied to men as well as women. Some men thought that raising children would impact negatively on their own career as it might become a distraction. The advent of the contraceptive pill for woman meant that women could delay the time when they decided they wanted to be a mother and in many cases they had concluded that their personal situation without children had many benefits. Economic hardship or a poor expectation of continuing in work as we have detailed in the article about young people is also a reason why couples have decided they are better off without children. Some couples just enjoy the lifestyle they have and consider that if they have children they will be able to go on less holidays or social gatherings in the evenings and have to worry about a babysitter. Assuming they can still afford to do this!

A survey over two years by the Open University entitled “Enduring Love” concluded that many couples without children were generally happier in their relationship, could devote more time to their partner, and were less likely to become divorced. In another survey, mothers reported a big increase in stress following a birth for four years until the survey stopped. A German study in 2015 of 2,000 mothers revealed that the stress levels could be compared to those of getting divorced or losing their jobs. People below the age of 30 thought they would be less happy with children than without. Between the ages of 30-39 this idea was neutral and over the age of 40 didn't apply.

Feed Your Brain

nce people reach the age of forty there is a process of ageing where limbs are not as supple as they were and a bulging abdomen is extremely difficult to correct. In general our body is on a slow slide from peak performance. Opinions regarding the brain have been that at the age of twenty-one it is at peak performance and then basically stews until the age of forty when another slow decline takes place.

Another essential activity is physical exercise such as walking as a minimum and aerobics and swimming. These keep the brain healthy and can generate more neurons and help with memory retention. Although the brain weight of 1,400 grams on average is only 2% of normal bodyweight it uses 20% of the oxygen intake and 25% of glucose. A fully functioning brain produces enough electrical energy when we are awake to power a light bulb of between 10-20 watts.

Various studies have shown that this is completely incorrect and the brain can still fully function or produce more neurons whatever age a person attains. The key is the way we can help our brain to be fully active and provide chemical and mental stimulus. The other mistaken idea is that a person only uses about 10% of their brain capacity at any one time. Unless there has been a brain injury it continually functions using all the parts of the brain particularly when we are asleep. The potential capacity of the brain to store information has to be expressed as computer memory because of the numbers involved. Even people who have grown up in poor surroundings have a minimum capacity of ten terabytes and this can easily reach one-hundred terabytes in a normal healthy person. The maximum storage capacity of the brain is thought to reach two petabytes 1,000 terabytes. The idea that very talented people have more brain power has now been dismissed. Experts say that the “10,000 hours” period of learning is responsible for special skills. If any person learns something over a period of 10,000 hours they can achieve a high degree of skill whether they are a musician, painter, or mathematician. They are not born geniuses.

The other important aid to keeping the brain in good condition is diet. Sufficient quantities of Omega 3 from oily fish have been proven to be beneficial. One theory is that centuries ago catching fish was a vital means of ensuring there was enough food. Spinach and natural orange juice contain folic acid and green vegetables, nuts, and fruit are rich in vitamin E. A poor diet with too much greasy food is not only bad for general health, it is also bad for our brain.

If any young person does move out the vast majority can only expect to rent and share living accommodation of 51 sq mts.

He states this is impossible, and young people are also more likely to slide into poverty than any other sector of society. Between 2011and 2015 it is calculated that with cutbacks in employment and companies going into liquidation, 37.2 million working hours disappeared, that equates to 991,000 people becoming unemployed. Young people made up 25% of this total, so lost 724,000 jobs. This is the result of the building and economic crisis. Many young people in work are taking short term contracts or temporary work if they can obtain it, just to stay employed. This means their expectation of a good lifestyle, buying or renting a property, and starting a family, is almost nil. The average age in Spain for women to have children is now 31, much higher than the EU average, and is expected to rise. This report is not at all optimistic.

Zurgena Town Hall has organized a visit to the large important 'Cosentino' factory at Cantoria that specializes in materials for worktops, façades, and marble products, on Tuesday, May 17th. This includes a visit to their showroom and a video presentation, product and personnel information, and a coach journey to the 'Dekton' industrial unit. The visit will start from 10.30am and will last approximately 3 hrs with a following lunch venue. There will be a 40 seater coach available organized by the town hall.
