Next year Easter Sunday will fall on April 21st, so three weeks later than this year. In the immediate area mostly centred round Mojácar, but not in the rest of the province, a very unique event occurs in mid-Lent, three Thursdays before Maundy Thursday. This is “Día de la Vieja” (Old Lady Day) and this year it is March 8th. Effigies of an old lady are made out of brightly coloured tissue paper formed round a wooden cross. These are taken into the countryside, or sometimes beach areas, and children throw stones to release sweets that are packed inside the head. The origins of this are unclear! It may well be that grannies took their grandchildren out for a countryside treat or a picnic in the middle of Lent which is a solemn time with few festivities. Where this is celebrated local businesses will have the afternoon off.

Other dates related to Easter change too, and the UK Mothering Sunday or Mother’s Day is on March 11th this year. Legend has it that young domestic servants were given time off to visit their families and go to church. On the way, they apparently picked wild flowers to give to their mothers. In Spain, “Día de la Madre” (the Spanish equivalent) is always the first Sunday in May. St. Patrick’s Day is always March 17th, so this year it is a Saturday. Spanish people are now used to seeing the funny hats people don for the event. Spanish Father’s day, “Día de Sán José” is always March 19th, and is a “red” fiestas date in most parts of Spain. In Andalucía, so Almería province, they swap this day’s holiday with Maundy Thursday, and so this becomes a fiesta date and holiday, as well as Good Friday. This year they fall on March The people organising Easter processions, 29th and 30th. In the News Taxis on Demand The Transport & Housing Delegate from the Junta de Andalucía (the governing body for Almería province) has announced that their implementation of improvements in transport in rural areas will be put in place in Almería province. This allows for the provision of subsidised taxis where there is minimum existing transport, and will apply to the municipalities of Castro de Filabres, Lucainena de las Torres, Olula de Castro, Somontín, Tabernas, Urrácal and Velefique. The taxis will transport people to places such as the ‘Hacienda’ (tax office), Social Security office, health centres, courts, registry offices, and bus stops where buses operate to places such as vehicle registration departments or passport and documentation centres in Almería city. Taxis will have to be booked through the town halls via a dedicated phone line. If possible, the taxis will carry multiple passengers. The taxi companies will then bill the town halls, who can reclaim the money from the Junta. The aim is that this service will greatly improve the lives of persons in rural areas, and also the viability of taxi companies. Once the system is up and running it will be monitored to see if everything runs smoothly, and if so it will be extended to other provinces in Andalucía.

Still Chaotic As we go to press there is still no elected President in Catalonia. Elections should have taken place on January 31st, with a further period if necessary by March 31st when new elections would have to be called if there was still no agreement. On January 31st the head of the seven member group who administer the parliament postponed the election. He considers the two month period has not therefore started. Members of the political party that elected the ex-president Carles Puigdemont to lead their party in the December 21st elections still hope he can be elected president again by “remote control” from Brussels. He fled there after Parliament was dissolved last October and arrest warrants issued. Various legal opinions are that this is not possible. He appeared to agree with this when he sent some text messages to one of the four ex-MPs, who are also fugitives in Brussels, when a meeting was in progress. It stated that “the battle is over” and “our own followers have given us up”. The text messages

were photographed by an astute cameraman behind the recipient. When they were published Carles Puigdemont stated that it was how he felt when he sent them, but was not truly accurate! Other political parties that are separatists think any attempts to elect him as President are pointless, and will only lead to more legal action by central government. They have alternative candidates lined up. The former vice-president is still on remand in Madrid and also thinks trying to elect Puigdemont as president again is not a good idea. He is very bitter that he is in prison, and that Puigdemont fled to Brussels. He states that Puigdemont has made no contact at all with his wife to ask her how he is coping in prison. The political parties who have the majority in the Catalonian Parliament after the December 21st elections only have a majority of five MPs so there has to be an agreement. Carles Puigdemont cannot have a proxy vote from Brussels, so the actual majority is only four MPs. Another proposal is that Puigdemont could be elected as a “symbolic honorary” president in Brussels, with a proper president in the Catalonia parliament. Lots of ideas and no progress in solving the problems!

In Exile Carles Puigdemont, the ex-president of Catalonia, has no intention of returning to Spain whilst there is an arrest warrant waiting. He has rented a house in a high class area known as “Waterloo”, 20 km from Brussels, that has six rooms, three bathrooms, and a garage for four cars. It is reported that the monthly rent is 4,400 Euros per month. His Rumanian wife and two pre-teenage daughters are still in the family home in Girona near Barcelona. It is thought that the four other MPs who fled with him to Belgium will also choose to stay there. In theory, as expresident, he is entitled to 80% of his former salary, which would be about 10,000 Euros per month. This would normally be “rubber stamped” by central government, but is unlikely to happen. Apart from the rent, he has to pay an expensive lawyer he has instructed to act for him, pay for his bodyguard, and pay the rent of two premises where he holds press conferences. He is very media savvy as he is a former journalist who speaks fluent English and French (apart from some Rumanian!).

In the News Not Now Official When Carles Puigdemont, the ex-president of Catalonia, fled to Brussels along with four other exMPs one of his bodyguards (unarmed) went with him. He was a member of the autonomous police force in Barcelona, and he announced he was “on leave”. He is still there and has spent twice the time he was entitled to take as paid holiday. The police force considers therefore that he is no longer a serving policeman, and has left Spain, so Carles Puigdemont will now have to pay him out of his own pocket. From radar camera photographs, the bodyguard drove the five ex-MPs to Marseilles where they flew to Brussels. It is possible he could be prosecuted for aiding fugitives to escape from justice.

Giuseppe Tripodi said: “The error we are talking about presents an Indian character that, if received or simply pasted in a text field, can lead to the freezing of applications or crashes of the entire operating system. If the character is displayed within an application, the app in question will crash and will continue to close each time you try to start it. The situation gets worse if someone sends you the symbol and iOS tries to show it in a notification”.

Barcelona Discount Michael O’Leary from Rynair held a press conference in Madrid recently and promised that flights to Spain would increase by 9% in 2018. He revealed that fares on flights to Barcelona and other cities in Catalonia have been cut by 30% to attract more passengers. He stated that international tourists were still scared of the political situation and flight numbers had fallen sharply. “To fill the aircraft we had to lower the fares very significantly, and the fares are significantly lower as we approach the summer than they were last year,” he said. He confirmed that demand for flights to Madrid remained strong. The number of international tourists visiting Spain broke records for a fifth straight year in 2017, climbing 8.9% to 82 million.

A Serious Bug

Tomatito Award José Fernández Torres, known worldwide as ‘Tomatito’, is a flamenco guitarist who originates from Almería. He stands head and shoulders alongside the greatest flamenco guitarists of all time. He was recently presented with a gold medal for his contribution to Spanish culture by King Felipe VI at a ceremony in Málaga. Awards are made on the recommendation of the Spanish Ministry of Education and Culture. 19 people received awards including the singer Gloria Estefan and the Spanish actor Ricardo Darín. In an acceptance speech Tomatito stated that music united friends, and at concerts everybody was there for a single purpose. King Felipe stated that famous performers such as Tomatito carried on a tradition that went back centuries and promoted freedom and diversity and a continuation of Spanish culture.

An Italian blogsite, Mobile World, has revealed that there is a potentially major problem with Apple iPhones, iPads and Mac devices. The Teluga language in India is used by 5% of the population of India, and a particular character sends the devices into an endless loop of software crashes. This fault applies to Apple phones or tablets . Other popular messaging apps like WhatsApp, Facebook Messenger, Outlook for iOS, and Gmail, are also cut off. If a person in Spain dials the European international emergency number 112 with a health problem, they will be transferred to the department that deals with these emergencies. In 2016, the amount of money invested in private pension plans in Spain was 106 billion Euros from 8 million persons. This may seem a lot of money but it is only 10% of the Gross Domestic Product, and in other European countries it is as much as 60%. The new regulations are designed to make more young people take out private pensions, with the possibility of getting some back if they need to in later years. The Spanish government also consider that the expenses levied by the pension companies are too high at present, so the added interest rate is often not very good. The present allowable 1.5% expenses levied by the pension provider will be reduced to an average of 1.25%. If a pension plan has no increase because the provider is not investing the money to give additional funds, the commission will only be 0.85%. The lower amounts of commission will be seen almost immediately where there is an existing private pension plan, and the pension providers only have a maximum of 60 days to do this. The 60 day period starts when the new regulations are published in the ‘Boletín Oficial de Estado’which will be done shortly.

‘ETA’ Terrorists On February 5th & 6th a heavily guarded convoy left France on a journey to Madrid. The convoy carried 300 arms, masses of documentation, and computer information relating to the Basque ‘ETA’ terrorists. The French police had collected all this material over a period of 20 years whilst they investigated ‘ETA’ and made many arrests and the retrieval of arms, explosives, and forged documentation. The arms will be subject to ballistic and fingerprint tests, and the 40,000 items of documentation will be closely examined along with all the digital information. It is expected that apart from all the information, weapons may be linked to terrorist assassinations and individual terrorists. All the sealed material was officially handed over to preserve the “chain of evidence” that will be needed in any future prosecutions. The last person assassinated by ‘ETA’ was a French policeman. In April 2017, an “intermediary” told the French police where 118 arms, 2,800 kilos of explosives, and detonators and other items were buried at eight

locations, mostly near the French / Spanish border. The handover of the material was stated by ‘ETA’ to be all the remaining items hidden until then. Previously, the location of other amounts of hidden arms and explosives had been revealed by other “intermediaries”, but it was always considered that there was more hidden away. In 2011 ‘ETA’ announced an end to all violence, but police considered that this might well have been a ruse for re-grouping, as had happened several years before. French and Spanish police continue to identify and arrest members of ‘ETA’, who assassinated nearly 900 people. There are still 380 assassinations where the perpetrators have never been identified.

A Risk Prediction Webpage Medical scientists from Málaga have set up a webpage, “Predict Plus Prevent”, that is designed to predict depression, anxiety, and alcohol problems that may occur in a period of 12 months. 4,000 people took part in tests in Spain, and 6,000 in other European countries, to perfect the program. Participants can select PredictD for depression, PredictA for anxiety, and Predict AL for alcohol problems, or all three. The responses and times of response are subject to algorithms that are designed to indicate concerns, provide advice, and suggest treatment. The tests take 8 minutes to complete, and the webpage is available in Spanish or English. The suggested age of participants is from 18-75. Similar tests in the US have produced very good results and the algorithms are accepted as a good mental health tool.

Good Progress Work on the enormous commercial centre near the Torrecardenas hospital in Almería city is ahead of schedule. The centre is being built by Bogaris Retail spread over 60,000 m2. It is intended that by the end of March, retailers and bars and restaurant companies can start occupying their premises to carry out their own work. 800 people have been involved in the construction, and when open it will give work to 1,300 direct employees, and many indirect ones. The official opening was to be during the 3rd quarter of 2018, but it looks as if it will be open sooner. Large shops or premises include Grupo

‘Cajamar’ Sale Grupo Cajamar are having another sales drive to offload some of their portfolio of properties. The incentive is christened ‘En Rebajas, Re Casas’. 3,900 assorted properties are for sale, with a few that have a 40% discount. The sale is stated to include 2,800 properties less than 80,000 Euros, and many of them are new properties taken back from the developers. There are 631 in Almería province in various municipalities. In Cuevas del Almanzora one of their “star” properties is one with 3 beds, 2 bath, and garage. The claimed discount is down from 141,000 Euros to 108,000. They have three properties in Mojácar, and eleven in Turre. The sale will continue until April 30th, and properties on offer can be seen on their website www.cajamar.es. Their property arm, Haya Real Estate, also list properties. They advertise very competitive mortgages for purchasers.

There will be no physical tickets, and passengers will be able to book a taxi, or a hire car at either end, in a combined digital ticket. There will also be apps available to indicate places of interest at the destinations and commentaries on where the train is in real time. There will be more seats than normal, and passengers can take pets on board. In Barcelona the train station will be very close to the El Prat airport, not the normal Barcelona city centre station. The plan is that there will be five trains every day, with only one stop on the way.

New Library The PSOE political party have premises on the main road up to Mojácar village, just past the fuente. They are opening a library with 3,000 books temporarily ceded to them by Professor Carlos Lario Caravaca. These include subjects such as history, archaeology, philosophy, travel, novels, cook books, and some in English. The books can be seen on Tuesdays and Thursday (except fiesta days) from 6pm-9pm. There is also a permanent collection of old photographs of Mojácar.

A High Tech Train The Spanish high speed train is known by the initials ‘AVE’ and if everything goes according to plan, the link between Murcia city and Almería city will be completed by 2023. We comment on this in an article. The train company ‘Renfe’ have announced that a new “Smart AVE” will be put in service in 2019, from Madrid to Barcelona. The ticket prices are to

Processionary Caterpillars This is the time of year when cocoons of a special caterpillar are found in pine trees. Their official name is ‘Thaumetopoea pityocampa’ and they are found not only in Europe but also South America. Moths build the silky white cocoons that look similar to cotton wool, and the caterpillars feed on the pine branches and fronds. When fully grown, the caterpillars fall to the ground. They then set off in a long line, which gives them their name. Pets that are in close proximity can become so affected that they may die because their throats swell up dramatically, and air-born hair particles can cause reactions in humans that cause irritation to eyes, ears, noses, throat and skin. In severe cases they

In the News can cause anaphylactic shock that can be fatal. Many councils make surveys of their pine trees and will remove the cocoons using elevated platforms or other specialist equipment. Spraying ecological chemicals is another way of dealing with them, but total removal is the best solution, followed by setting fire to the cocoons. Members of the public are advised against taking action themselves unless they are fully protected with the appropriate clothing and face masks. If councils are told of the existence of these cocoons they will deal with them.

Healthy Living The Spanish Society of Oncologists (SEOM) have published a report “Cancer figures in 2018”. They stress that a diet rich in vegetables, fibre and fruit, with low amounts of red meat is vital for good health and combating cancer and can stop 40% of all cancers. Their other recommendation is the moderate consumption of alcohol and stopping smoking. Ruth Vera, their President, states that despite smoking restrictions people in Spain still smoke too much. She considers that the cost of cigarettes has to rise, with more exclusions as to where people cannot smoke. She points out that lung cancer is the cancer that everybody associates with smoking, but cigarettes also cause cancer of the mouth, stomach and oesophagus. During 2017, a total of 228,000 people were diagnosed with cancer, but this is partly due to people living longer. The life expectancy for cancer patients in general has gone up to a minimum of five years in 53% of cases.

In common with other major hospitals in Andalucía, the Torrecardenas hospital in Almería city provide molecular biology tests that in the cases of possible hereditary cancers will give an “early warning”. Treatment can then be started to minimise the risk. In the case of hereditary breast cancer, the hospital carried out 700 such tests in 2017.

Reduced Levels The Spanish Ministry of Health and 500 companies who supply drinks, food, and items from vending machines have agreed a voluntary code of practice. Over the next three years they will reduce sugar, saturated grease, and salt content by an average of 10%. This is designed to help combat overweight and obesity, particularly in children. It is also designed to help combat diabetes, high blood pressure, heart problems and chronic illness in the general population. It will apply to soft drinks, milk-based products, mayonnaise and sauces, ice creams and biscuits. As regards isotonic drinks, the reduction in sugar and other additives will be 21%. In bars and restaurants, the quantity of sugar and salt in individual sachets will be reduced. Sugar portions will be 50% less, and 33% less in salt. There will have to be a 50% rise in the use of skimmed milk. The amount of sugar in coffee or soft drinks from vending machines will be reduced by 15%. Catering companies that supply meals for schools, colleges, or industry will have to provide a higher amount of fresh vegetables, fewer fried products, and more fruit as a dessert item. 1 billion meals per year are provided by catering companies.

The parents of an eleven year old child called for an ambulance on February 2nd when their daughter was experiencing major stomach pains. Decrypted Between 1495 and 1508, King Fernando II of Aragón exchanged 400 long letters with Gonzalo Fernández from Córdoba who was in charge of the Spanish military. Many of them are preserved in museums such as those in Aragón and Simancas in Valladolid. A big problem was that they were in a private code, and had never been able to be read. In 2015, the Military Museum in Toledo put some of them on display. Some members of the Spanish Secret Service (CNI) saw the documents and offered to try to translate them as an academic investigation into coding techniques. They concentrated on three very long documents and on examination they discovered the code used 237 symbols relating to words or phrases, and 88 numerical ones. After work that took many months they were able to provide a translation. The letter “R” had six symbols and “RR” only had one. The coded symbols and translations were recently exhibited in the museum at Toledo. They have revealed comprehensive details of military information including alliances, negotiations, the taking of prisoners, the splitting up of captured areas, and strategy. In Court Again The ex-mayor of Albox, Regelio Mena, was banned from holding public office for 30 months in 2016 after being convicted in court, and on appeal, of consistently denying opposition councillors information they were fully entitled to be given. He is now in court again accused of claiming more than 2,000 Euros in expenses from the town hall, when the allegation is that these were private expenses. The Spanish prosecution is asking for a prison term of 18 months (that would be a suspended sentence), a ban on holding public office for 8 years, and a fine of 20 Euros per day for 8 months. Apart from various trips to Madrid he is accused of claiming for meals in Almería city on Saturdays from May 2013 to October 2014.

A Popular Flight A special licence for the subsidised flights from Almería to Seville was approved in 2010. Because of the enormous difficulty and the time of travelling from Almería to Seville, the Spanish Ministry of Transport agreed that a flight was a necessary public service. The Junta de Andalucía (the governing body) agreed to pay some of the costs. A renewal of the licence for another period of four years was granted in August 2014. A road journey involves a distance of more than 400km, and the train service has involved two trains and two buses for some time, while railway lines near Granada are being converted to the ‘AVE’ (high speed train) gauge. In 2017, a total of 33,000 passengers used the air flight, which was 62% of the total capacity. This has gone up by 16% compared to 2016. The flights are operated by Air Nostrum and will almost certainly be continued when the existing contract comes to an end. Seville is the administrative capital city in Andalucía, and home to the autonomous parliament.

It also emerged that a study in Germany measured the effects of inhaling nitrogen dioxide on 25 human volunteers. VW stated that a small internal group had mistakenly pushed for the animal tests to be carried out, and that they did not reflect VW’s ethos. Industry observers said the excuses held little water, as the experiments had been well-documented and the results presented to managers at BMW, Daimler and VW, all of whom belonged to the EUGT, which was disbanded in 2017. VW has subsequently suspended its head of “External Relations and Sustainability” after admitting that he had known about experiments.

This scheme is up and running in Avilés in Asturias, and Canfranc in Huesca. Zaragoza and Madrid are also investigating doing this as well. In RivasVaciamadrid they use a company called Simbios Energy Consulting who predict the daily requirements and buy the energy needed. Normal electricity suppliers buy their energy requirements from the “pool”, but there are continuing claims that the cost is inflated to the consumer. The Spanish Ministry of Energy has approved the necessary steps for municipalities to buy their own energy requirements if they wish to do so. It is more difficult to predict the energy requirements from industry, commercial premises, and homes, but not impossible. In RivasVaciamadrid, the town hall is investigating whether this is feasible. If this becomes normal, rather than the exception, traditional energy suppliers will lose millions of Euros.

Huércal-Overa Hospital Huércal-Overa town hall has unanimously passed a resolution that is being sent to the Junta de Andalucía (the governing body for Almería province). The town hall claim that the La Inmaculada hospital is short of staff in relation to other hospitals in the province, and Andalucía in general. The town hall point out that the hospital serves 150,000 head of population, covering 41 municipalities. They state that the Servicio de Urgencias (Emergency department) only has 14-16 doctors that cover an average of 240 patients per day, and the correct number should be no less than 23. They also complain that at night time there is only one doctor whose job is to respond to calls from the night staff with up to 100 inpatients. The Junta de Andalucía have stated that a review of the situation will be undertaken, but part of the problem lies with central government for not having a comprehensive plan in place to employ more health workers in general.

Saving Energy Costs Rivas-Vaciamadrid is a city of 800,000 inhabitants, 15km from Madrid. To provide the electricity needed for 280 municipal buildings and schools they are buying the daily electricity requirements on the open market, known as a “pool”. The saving is calculated to reduce their annual 2.2 million Euros bill from the normal electricity suppliers down to 1.8 million Euros.

Filling the Gap Monarch airlines along with Easy Jet were the only two airlines that came to Almería airport in the winter. With the demise of Monarch Airlines, Ryanair and Jet2 have announced more flights to fill the gap. Ryanair will now fly to Almería from Dublin, Stansted and Manchester. Jet2 only started flights into Almería in 2017 but they will now extend their routes from Stansted, Belfast and Birmingham. Their Belfast flights are the only ones that originate in Northern Ireland. Jet2 will be increasing their weekly flights into Almería during the high season from seven to seventeen, with 130,000 seats on offer.

A Vehicle Crackdown In early February, Guardia and Local police mounted a campaign throughout Almería to detect vehicle faults or the lack of a current “ITV” (MOT). They concentrated on older vehicles as new cars do not have to have an ITV until they are four years old. A total of 4,400 assorted vehicles, including motor bikes, were pulled over. The tyres, lighting, and indicators were checked visually, and 400 drivers received a fine. 125 vehicles lacked a current ITV certificate. This results in a fine of 200 Euros, but there are no points taken off a licence. This is because some vehicles are company owned, so there is no individual who can lose points. Consequently, some drivers take the risk of not having an ITV test, rather than having to pay for repairs. If a vehicle has failed an ITV test owing to a serious defect, the vehicle is then only allowed on the roads whilst being taken to a garage for immediate repairs, or taken back for a re-test. If these vehicles continue to be used without a repair and retest the fine is 500 Euros, and the vehicle will be immobilized until a break-down vehicle picks it up. Most insurance policies state that the vehicle must have a current ITV. The radar speed gantries on motorways now take photographs of a vehicle coming towards them, not driving away. Software can detect the absence of an ITV “sticker” that has to be displayed. Traffic police are concerned that the average age of vehicles in the province is, in their opinion, too old to be completely safe compared to new vehicles. 70% of registered vehicles in Almería province are more than 10 years old.

Abandoning a Child A British resident of Torrevieja became separated from her three year old son whilst walking along a large street in Torrevieja at 8.30pm one evening at the end of January. A waiter from a restaurant spotted the young child wandering along alone in

their pyjamas and called the local police. They collected him and were able to establish that the child was British, although it was difficult to talk to him, but there were no reports of him being missing. Eventually, he was taken to the children’s ward at a hospital and stayed there for the night. The mother informed the police the next day at 8.30am that her child was missing but did not arrive at the police station until 10.30am. She told the police that when she went looking for her son the waiter told her he had been taken away by the police. She stated that as she was tired and was not worried about him anymore she went home to bed. The child was taken in by the Social Services, and the mother was denied custody temporarily at a court hearing the same day, accused of abandoning her son. She can be sent to prison from between 18 months to 3 years if convicted of putting a child’s health or life at risk, when the age of the child is between 2 and 4 years.

Duff Figures A row broke out at the end of January when the ‘Hacienda’ (Spanish tax department) published figures relating to the salaries of the mayors in places where there were more than 100,000 inhabitants. These showed that Ramón Fernández-Pachero, mayor of Almería city, was on an annual salary of 82,400 Euros, just less than the mayor of Valencia whose salary was 82,600 Euros. The population in Almería city is 195,000 and in Valencia 787,000. The stated salary of Fernández-Pachero was 657 Euros more than the Spanish Prime Minister received annually, and 17, 300 Euros more than Susana Díaz, President of the Junta de Andalucía, and the fifth highest of all mayors in Spain. This caused quite an outcry! Almería council quickly replied that the Hacienda were wrong, and the mayor was actually paid “only” 77,700 Euros. On their webpage they listed the “factual” annual salaries of the mayor and all the city councillors. The mayor claimed that justifiable expenses received for various meetings had been erroneously added to the actual salary. In Roquetas del Mar, the mayor Gabriel Amat is paid 17,000 Euros annually, but he is also President of the Diputación (County Council) and is paid 78,000 Euros annually for this position. ‘Endesa’ Batteries The Carboneras power station belonging to Endesa has started the installation of an enormous battery system that will be used to provide electricity when needed. This is the first such installation at a coalfired power station in Europe, and the second in the world. The battery system will be installed in 16 containers, along with all the control gear, and the whole set-up will cover 1,500 m2. Electricity stored in the batteries will have a total capacity of 20 Megawatts, and a charge capability of 10 Megawatts per hour. (1 megawatt is the power needed for 1,000 water heaters with a 1,000 watt element, all on at the same time). At “off peak” periods, such as overnight, the batteries will be charged up and the stored electricity will be available at times of heavy demand. The new installation is expected to be ready to be used from June 2018 and has cost 12 million Euros. Electricity that has to come from coal-fired power stations is one of the most expensive methods, apart from producing CO2 gases. The power station at Carboneras has installed “scrubbers” to reduce their CO2 emissions in line with EU requirements.

Barak Obama being President, she promised action before he left office. In 2015, John Kerry, the Secretary of State, came to Spain and signed a “nonlegally binding” memorandum “subject to cancellation and modifications” that the US would remove the rest of the soil. No concrete action has resulted. The local politicians are asking for a round-table meeting with government representatives and the Spanish Nuclear Authority. A spokesperson from central government has stated that there are continuing talks “at a high level” between Spanish and US nuclear bodies. There is a fear that if the US assumes the responsibility for the clean-up, this may set a precedent. One of the proposals from the US is that a special road would be built from Palomares to Cartagena where there is a Spanish navy base. Critics are asking what is wrong with Garrucha port?

Palomares Clean-Up Central Government is being pressurised by local politicians to put forward concrete proposals to remove the radioactive waste at Palomares. This January it was 52 years since the mid-air collision between a US bomber carrying four nuclear missiles and a US tanker aircraft. The four missiles were jettisoned, with three landing on the ground and one in the sea. Two that landed on the ground had fractured nose cones that released plutonium dust. There was a major clean-up, but large quantities of contaminated soil are still there. When Hilary Clinton was US Secretary of State, during the first term of

Injured Dolphins ‘Equinac’ is a marine preservation body in Almería province which receives no funding, but is authorised to rescue protected marine species such as dolphins and turtles. In the last few weeks there has been a sudden increase in broken jaws in protected dolphins known as Stenella Coeruleoalba. Four dead dolphins were found to have broken jaws and the theory was that the injuries were caused by some sort of fishing technique and that the dead dolphins were thrown against rocks. This theory went out of the window when a live dolphin was found to have a broken jaw on a calm day with no heavy seas. The injuries have been reported to the Almería Provincial Continued ....

A saliva and blood test gives a 99.5 % accurate indication that a person is infected, and they are designed to bring down the 18% of persons who contract the infection without them knowing, and the 46% who are not diagnosed in good time. In Almería province, the number of cases detected is only 9.66 persons per 100,000 inhabitants, but this is higher than the average number throughout Andalucía which is 7.25 cases. The kits cost around 29 Euros, and the result is given in 20 minutes. Any person who seeks medical attention from their medical centre will continue to be tested free of charge.

There are 9 ‘ITV’ (MOT’ test stations in Almería province that are all operated by the public company ‘Veiasa’, set up by the Junta de Andalucía. Unlike in the UK, tests can only be carried out at these centres, not garages. Figures for 2017 are that 333,000 assorted vehicles were tested, 15,000 more than in 2016. 87,000 vehicles exhibited 193,000 serious faults between them, which meant they had to be taken to a garage, and then back for a retest. These are the only journeys allowed, and if motorists continue to use their vehicles without a repair and retest a large fine can be levied, and the vehicle may be immobilized. 314,000 vehicles had minor faults such as a sidelight bulb not working, and in most cases the driver is advised that a repair must be done, but without a retest. 21% of all faults related to tyres and suspension problems, another 21% were lights and indicator problems, 17% were exhaust gas problems, and 15% defective brakes. From May, all Spanish ITV stations have to comply with new European standardisation parameters. In Spain, one of the changes will be that after a vehicle has failed a test it will not have to be retested at the same ITV station, but it can be taken to any of the others. 23,000 tests were carried out in Albox, 37,000 in Vera, and 14,000 in Vélez-Rubio. A mobile test unit is set up in various municipalities for vehicles such as motorbikes and quad bikes. 1,900 tests were carried out at these mobile units last year.

Health Tourism Spain is now in 6th place of European countries and 8th worldwide as regards persons coming to Spain for private medical treatment. Numbers are going up 20% every year, and expected numbers for 2018 are 140,000. The amount spent in Spain including medical fees and income from other sources is expected to be 1 billion Euros by 2020. In 2014, the total was only 322 million Euros. So Now You Know... The World’s Oldest Man Francisco Núñez Olivera (13th December, 1904 - 29th January, 2018) was a verified Spanish super-centenarian who was the oldest man in the world when he died. Francisco reached 113 years 47 days, and always lived in a village in Extremadura. He had four children, nine grandchildren and 14 great-grandchildren, all of whom were alive at the time of his 110th birthday, along with a sister aged 91. He was known as "Marchena", a nickname given to him when a boy mistook him for the famous Spanish singer, Pepe Marchena. He is also the second-oldest Spanish (and European) man whose ages were proven. The Oldest Cat Crème Puff (August 3rd, 1967 - August 6th, 2005) was a domestic cat owned by Jake Perry of Austin, Texas. She was the oldest cat known to exist when she died aged 38 years and 3 days. Perry had another cat, Granpa, who he claimed was born in Paris in 1964 and died in 1998, aged 34 years and 2 months. Granpa was featured in an earlier edition of the Guinness Book of Records. The longevity of Perry's cats may have had something to do with an unusual diet of, amongst other things, bacon and eggs, asparagus, broccoli and coffee with heavy cream. Perry claimed he must have done something. right! The Longest Nails Lee Redmond of Salt Lake City, Utah, USA, carefully nurtured her nails for 30 years and achieved the record of the longest fingernails on a female pair of hands. She stopped cutting them in 1979 and 19 years later, in 2003, the Guinness Book of Records officially recognised her as having the longest fingernails with a total length of 7.51m (24ft 7.8ins). At their peak length in 2008, they reached a combined total of 8.65m (28ft 4ins). The longest individual nail was the right thumb, which grew to a staggering 90cm (2ft 11ins). In a car crash in 2009 Lee received no major injuries but all her nails broke off.

Message in a Bottle The oldest known bottled message spent 108 years 138 days at sea after being released by the UK Marine Biological Association in the North Sea (52°4.8'N; 003°37'E) on November 30th, 1906. George Parker Bidder, a marine biologist, released over 1,000 bottles into the sea between 1904 and 1906 for research purposes. Each bottle contained a stamped postcard with the address of the association, and promised the finder a 1 shilling reward. The message was picked up on April 17th, 2015, by a retired post office worker, Marianne Winkler, when she was on holiday on the island of Amrum, off the north coast of Germany. The Oldest Olympic Medallist On July 26th, 1920, at the Antwerp Olympics, Oscar Swahn (20th October, 1847 - 1st May, 1927) became the oldest Olympic medallist, aged 72 years 280 days. He was a Swedish rifle shooter who competed at three Olympic Games and won six medals, including three gold ones. At the 1908 Summer Olympics he won two gold medals in the “running deer” single shot events (individual and team), and a bronze medal. On July 4th, 1912, he was part of the victorious men’s 100 metre double shots shooting team in Stockholm, Sweden, aged 64 years 258 days, which made him the oldest Olympic gold medallist. The Oldest Dog The greatest reliable age recorded for a dog in the Guinness Book of Records is 29 years and 5 months for an Australian cattle dog named Bluey, owned by Les Hall of Rochester, Victoria, Australia. Bluey was obtained as a puppy in 1910 and worked among cattle and sheep for nearly 20 years before being put to sleep on 14 Nov 1939. Maggie the Kelpie, an Australian sheepdog, passed away peacefully on April 17th, 2016. According to owner Brian McLaren, Maggie was bought when Brian’s son was 4 years old, and she died when he was 34. Original paperwork was lost, so Bluey still holds the world record.

Extreme Weather

A

t the time of the Easter processions in Spain, organizers scan the skies. High wind and heavy rain results in some processions having to be postponed or cancelled. A few years ago, the organizers in Almería city started consulting the weather forecasts at Almería airport. Staff in the control tower issue hourly updates for incoming aircraft.

In November 1987 a weather station near Valencia measured 720 litres of rain (28 inches). Aemet took note of this but confirmed 817 litres of rain (32 inches) over 24 hours at Oliva, also near Valencia, a few days later. (The average rainfall in Spain annually is 650 litres). 537 litres of rain were recorded by Aemet at the Izaña observatory in Tenerife in 1983 which was the previous record.

All major airports have weather stations that are run by the Spanish meteorology department ‘Aemet’. Apart from airports they have a whole network across Spain. Records exist since 1920, but Aemet consider that early information is “interesting” but cannot be taken as pure fact. When information panels in large cities such as Almería show a temperature of 40 degrees, this is because asphalt absorbs heat from the sun and then reflects it back up.

The Izaña observatory is 2,400 metres above sea level and frequently receives extreme rainfall and wind. Aemet recorded a wind speed of 248 km/hr (160 mph) in November 2005 and this is the highest recorded wind speed in Spain. The hurricane “Delta” arrived there, although technically it had been downgraded to a tropical storm. Aemet considered it was still a hurricane! Major damage was experienced in the Canary Islands and in particular at Santa Cruz in Tenerife.

The hottest day in Spain since accurate measurements have been logged is very recent. In July 2017, Aemet recorded a temperature of 46.9 degrees at Córdoba airport. Not too far away at the same time, another weather station recorded 47.3 degrees, but this was not the Aemet reading. A weather station in Murcia claimed an identical temperature in July 1994, but again this was not an “official” reading. When it was 46.9 degrees at Córdoba, a temperature of 48.2 degrees, the highest official temperature in Europe, was measured in Athens.

In December 1963 a record temperature of minus 30 degrees was accepted as being fact at Calomocho, a town near Teruel, which is 930 metres above sea level. Heavy snow was followed by Artic winds. Other Spanish records were both at Molina de Aragón that along with Teruel is considered to be part of an “ice triangle”. Minus 28 degrees was recorded there in December 1963 by Aemet, and a temperature of minus 28.2 in 1952 is considered “probably” correct. The accepted lowest temperature in Europe is minus 58.1 degrees at Ust’ Shchugor in Russia in December 1978. The outside temperature of an aircraft at 10,000 metres above sea level is often minus 50 degrees, and the recommended temperature in domestic freezers is minus 18 degrees.

Aemet accept as fact measurements taken at sea by sophisticated buoys. On January 6th, 2014, a buoy off the coast of Camariñas in La Coruña, the top left part of Spain, recorded a peak sea surge of 27.8 metres, the height of a nine storey building. This is the highest recorded rise in sea levels off Spain. Luckily, extreme weather is not normal in our part of Spain, but the highest temperatures are always experienced in southern Spain. Wind in January resulted in 25% of electricity needs being met from wind farms, and our electricity bills went down by 5%.

Lost in Translation

E

nglish residents or tourists often laugh out loud, or wince, at Spanish words or phrases badly translated into English. Menus in restaurants often have amazing translations of food. To correctly translate Spanish into English it needs a native English speaker, ideally well educated, who is fluent in Spanish. Town halls that may use unskilled translators often get it completely wrong.

Collecting Information

T

he Passenger Name Record (PNR) system was designed to combat Jihadist terrorism and was first put in place in 2012 for passengers going to the US. Before anybody was in the air, information sent to their Homeland Security Department was checked against databases. A similar system was announced for EU travel in April 2016. Critics state that the mountain of information collected and stored is very worrying, and is far too much of a “big brother” regulation. It will soon apply to persons using Spanish airports. Every day, the list of about three million passengers will be cross-referenced with police databases from the Spanish Intelligence Centre for Counter-Terrorism and Organized Crime. A new centre is being formed to be known as the Spanish National Office for Passenger Information (ONIP). This centre will store and transfer the personal traveller information sent by all the airline companies operating in Spain. The data transfer will take place in real time, between 24 and 48 hours before a flight’s departure and again as a confirmation following take off. The system will automatically log the information sent by airlines and is able to create profiles, according to predetermined characteristics. An example would be a male, a UK national, 18-30 years old, travelling to or from Syria. If a person is flagged the program can also inversely collate information on this individual from previous records, such as being a “subject of interest” at some time in the past. Each passenger’s full name, nationality, gender, date of birth, telephone number, email, the date of their flight, payment information, complete travel itinerary, frequency of travel, flight operator, check-in confirmation, type of luggage, seat number, and any cancellations, will be processed. The new computer system, costing 4 million Euros, will store and process the information, which will remain fully visible for six months and then be able to be consulted if needed. After five years, the information will be permanently deleted and the Spanish Data Protection Agency will audit the system.

The information can be used to cross-reference data from the police relating to organized crime, weapons, assets, corruption, fraud, money laundering, human trafficking, sexual exploitation, trafficking in organs, environmental crimes, rape and kidnapping. Amongst others! Critics say that this is not the primary purpose of the PNR system, and it is open to misuse, or too many people having access to the sensitive data. A draft version of the law has already been approved by the Spanish Data Protection Agency, but it still needs approval from the relevant police and legal agencies. In theory, the system will be ready by the end of May, to comply with EU recommendations.

2,000 Days

T

he acronym ‘AVE’ stands for the ‘Alta Velocidad Almería that was it! Trains to Algeciras would come Española’, the Spanish high speed train. On February 8th it was a symbolic 2,000 days since any work was carried out on the 185km stretch from Murcia to Almería. Prior to 2012, the PSOE political party were in government with José Luis Rodríguez Zapatero as Prime Minister, and work on the AVE in many parts of Spain was flourishing. Work started in Almería province in 2009, and in 2010 the twin tunnels at Sorbas, which are the longest in Andalucía,were bored out with an enormous tunnelling machine. A base for a double track was completed from the outskirts of Garrucha to past the tunnels. When the PP political party won the elections in 2012, work was “suspended” for a review of the cost but never started again. The entrances to the tunnels were bricked up with only a small air gap at the top in 2014, but it was then announced that the first stage from the border of Almería province with Murcia, from Pulpí to Cuevas, was being put out to tender and started. The construction company SACYR were awarded the contract, but 18 months later they pulled out as there was no definite start date because the rail company ADIF did not own all the land needed. Two big changes were then announced. Instead of a twin track, all sections that had not been started were to be a single track on a single base width, with trains going in both directions on the same track. There will only be twin tracks where the double track width has already been built. This meant that all the studies and detailed costing of the unstarted sections were then scrap paper, with new ones needed. The other drastic change was that originally from Almería the line went down the coast again to Algeciras. A bombshell announcement was that when the AVE arrived at

Latest plans are that projects will be put out to tender later this year for all the missing sections to be started in 2019, with the AVE arriving in Almería by 2023. There are still various problems. After intense pressure in Murcia city, the station will now be underground, not on the surface. At Lorca, the town hall want the same thing to happen, but it is still very much in the air. Similarly, in Almería city they want a connection from the station to the port, but this is far from being decided. There will be a station at Vera (opposite the petrol station on the Las Buganvillas road to Vera) but the original approved plans for a twin track station are scrap as well. Recently, ADIF announced the intended expropriation of necessary land, which is 87 parcels in Pulpí, 318 in Cuevas and 130 in Vera. So they still don’t own enough land! There has been no mention yet of the famous tortoises. In Cuevas the line goes through a natural habitat of protected tortoises. The company who win the contract from Pulpí to Vera have to move these to a new location. Previously, ADIF have proposed three sites that have all been hotly contested. They include the expropriation of fertile agricultural land, buildings, and even some homes. An alternative site is needed.

Community News APSA, the animal charity based in Albox, runs a monthly raffle to raise funds. Albox Insurance was delighted to support the raffle with a bonus prize for the January draw. Glenn, from the office in Calle Malaga, Albox, was pleased to present the prize, a bottle of brandy, to Liz Carey from Partaloa. The monthly raffle is run by Jackie and Keith Roberts and they are grateful to local businesses for donating prizes and to all those who purchase tickets. You can buy tickets from the APSA shop in Avenida Lepanto, opposite Chapmans, from the Bowling Alley and from APSA volunteers. Local businesses, who may be able to help with regular or bonus prizes, can contact Jackie via the APSA shop or bowling alley. Bowling Event for Walk for Life: Lung & Liver Cancer Awareness Day. A fun filled bowling event has been organised for Walk for Life by the Arboleas Forum, Arboleas.co.uk. This will be held on the afternoon of Saturday, 10th March from 1pm to 4pm at the Almeria Tenpin Bowling Centre. We need 150 bowlers in teams of 3 to make this as big a success as it has been in two previous years, when it has raised over 3,000 Euros to help people affected by cancer and their families. It is open to anyone, regardless of whether you have bowled before or not, and the cost is 8 Euros per person. This includes two games and free entry into the raffle. Bears In my next life I am going to come back as a female bear. When you are a bear you get to hibernate. You do nothing but sleep for six months. I could do that. Before you hibernate you have to eat yourself stupid. I could do that. When you are a female bear you have babies that are really small while you are sleeping. They nuzzle you gently, and when you wake up they are partially grown cubs. I could do that. Also, all the bears know that you are the boss. You swat anyone who bothers your cubs, you swat the cubs if they get out of line, and the father bear as well if he becomes a nuisance. All the bears know you are in charge. I could do that. If you are a mummy bear your mate expects you to wake up in a bad mood. He knows you have hairy legs, and excess body fat, and accepts you the way you are. Yup…. I’m gonna be a bear next time.

A husband and wife are on a long car journey in Spain and decide to stop at a hotel for a few hours rest. They have a doze and then want to get back onto the road. He explains that the hotel has an Olympic size swimming pool, a squash court, and a gym for guests to use. The man complains that they didn’t use any of these facilities. The manager replies, “Well, you could have done!” He then tells them that they have nightly shows with famous performers, including the best in the country. The man says they didn’t stay in the hotel long enough to see any of the shows, but the manager replies, “Well, you could have done!” No matter how long the man complains the manger keeps pointing out facilities they could have used. The man eventually gets out his wallet and gives the manager a 50 Euro note. The manager looks at it and complains it is only 50 Euros, not 350. The man replies that he has deducted 300 Euros because the manager slept with his wife. The manger exclaims that he certainly didn’t do this. The man tells him, “Well, she was here, and you could have done!”
