ell, the weather over the carnival celebrations varied from ok to very yucky. On “Mardi Gras” day on February 17th, there were continuing orange alerts from the meteorology office for high seas, high wind, and rain. They didn't get it wrong! Torrential rain as well as high winds left Almería city, their coastline, Aguadulce and Roquetas with major flooding and damage. Fire crews turned out with their pumps. The weekend afterwards had clear skies, but still pretty chilly for the end of the Águilas events, and carnival time in Almería city, Garrucha, Pulpí, Carboneras, Turre, and Albox. Next year, Easter Sunday is even earlier on March 27th, and “Mardi Gras” falls on February 9th. We explain why wind and rain can reduce our electricity bills, in an article on page 32. Other events that slide within the period from Lent to Easter include the very local “Día de la Vieja” (Old Lady Day) in Mojácar and the surrounding towns and villages, this year on March 12th. It is believed that grannies took their grandchildren into the countryside for a picnic to break up the austere period of Lent. Nowadays, a gaily coloured effigy of an old lady made with tissue paper is taken into the countryside or to the coast, with sweets inside the head. In Cuevas, children beat the head with sticks to get at the sweets, whilst stones are thrown in other places. Nowadays all the family go along in the afternoon and barbecues are the norm, so some businesses will consequently be shut. The rest of Spain have never heard of this strange event! Mothering Sunday, or Mother's Day in the UK falls on March 15th this year, but in Spain, Spanish mother's day (Día de la Madre), is always the first Sunday in May.

Electioneering is now in full swing, first off for the politicians that make up the Junta de Andalucía, the governing body for Almería province. These elections take place on Sunday, March 22nd, but only Spanish nationals can vote. The results will be looked at closely, as being a possible indication of voting patterns for the municipal elections on Sunday, May 24th. April 6th-13th, Monday to Monday, is the very small time period when people who wish to register to be on the voter's list can do this, with certain conditions. This applies mostly to EU ex-pats, so if you wish to influence who runs the town halls until May 2019, (and you should!), don't let this last opportunity slip by. We explain the exact relevance of this time period at the top of our “Local News” section. Political parties, coalition groups, and independent persons who wish to stand, have by now probably finalized their list of candidates who they want us to vote for. We will explain the basic principles of the municipal elections next month. “Transparency” is the new buzz word, particularly when proclaimed by politicians, in Spain and the UK at the moment. Being seen to be squeaky clean is the aim. The Spanish 'DGT' (traffic department) have also decided to embrace this idea. The extremely interesting ideas they have come up with are explained in an article on p.30.

Fixed dates in March, so the same every year, include St. Patrick's day on March 17th, a Tuesday this year. Spanish residents are now quite used to the funny hats that the breweries supply, and also sample the Guinness. Spanish Father's day (Día de San José) on March 17th, is a full “red” fiesta day in parts of Spain, but not in Andalucía as they swap it for Maundy Thursday.

Focus on Local News The Last Chance The electoral authorities are compiling data for the municipal elections on May 24th. This relates to information supplied by town halls as of January 1st. From Monday, April 6th-13th, there is a last chance to be listed on the electoral register providing you were already registered on the “padrón” (official list of inhabitants) by December 30th. Take identification to your town hall, and ask to be included on the electoral register if you have not done so already. Town halls have to certify that you were on the “padrón” (official list of inhabitants) as of December 30th. If you were not on, or have been taken off by the town hall for any reason, you cannot make this claim to vote. There is only this one extra time period to register on the electoral register or to check you are already included. Remember that town halls are only open to the public on weekdays, normally from 9am2pm. If you speak Spanish you can telephone the local electoral office on 950 281 739. legal procedures such as this one), has explained that “trafico” apply to the traffic authority in the home country where the licence was issued (so DVLC for holders of UK licences), to establish that the “old” licence is still valid, and not taken away. This can take from 4-6 weeks, and then “in theory” the new licence is posted to the home address of the applicant. A fee of around 25 euros has to be paid, additional to the money paid for the medical tests. This procedure is still very new, but it should work how it has been specified above. The advice is that a visit to the medical centre is done first, just in case there is a problem, but it has to be done before or after the trafico visit. A gestor will of course visit trafico on your behalf, for a fee.

Not Quite Right In our February issue we detailed the procedure for changing “old” EU driving licences (valid for a minimum of 15 years, or life) to Spanish ones, obligatory within the two year period from January 19th 2013. We quoted from the 2015 edition of “You and the Law in Spain” by David Searl, that this was a one stop procedure following a visit to an authorized “Centro medical de reconocimiento autorizado” where a medical and co-ordination test is carried out, along with photos. As a reader has pointed out, this is not the whole story. A person changing these licences still has to make a followup visit by appointment, to the “trafico” department, (in our case in Almería city), with all the documentation we specified, and his health certificate. Our reader was told he had to do this within 90 days of his successful visit to the medical centre. A local “gestor” (a person who carries out

Medical Help for Tourists Last year 230,000 tourists visited Almería province from countries out of Spain. Unfortunately, some of these people need health assistance whilst they are here. In 2014, the cost of treatment or hospital time in Almería province added up to 2.8 million euros, spread over 12,500 people. Under reciprocal arrangements with other EU countries, this money is claimed back from each member state, usually through the European health card entitlement. Any treatment given is continued until a person is able to leave hospital if that is where they have been taken. Some 46% were UK residents, followed by 12% from Germany and 9% from France. In the case of patients from outside of the EU needing treatment, the cost should be met by travel insurance, or by billing them directly, but this option does not happen very often, only for a very small number. The term “health tourists” is given to those

Focus on Local News people who come to Spain purely for medical treatment or surgery. The Spanish national health service consider that treatment for these preexisting conditions should occur in a private hospital. Any person in Spain who requires emergency medical treatment will receive it, even where there is no reciprocal arrangement, health cover, or insurance.

Not Just Fuel The 'CEPSA' petrol station in Mojácar is the first one in the province to house a 100sq metre “Carrefour Express” mini food supermarket. Extensive alterations within the petrol station have been made. Diego García who runs the petrol station, considers that this new outlet will be a very popular one, and satisfy a real need. Many years ago the CEPSA station could not open because the petrol station in Garrucha was within the Mojácar boundaries, and precluded another one opening. Deep floods at the Rio Aguas near the present Mojácar football pitch were not uncommon, and access from Mojácar to Garrucha was then cut off. A bridge solved this problem, and land was given by Mojácar to Garrucha, so that the petrol station was then within their own boundary. Still In Court The mayor of Albox, Rogelio Mena, has failed to have a forthcoming court case in April thrown out. His lawyer asked that the court proceedings relating amongst others to a consistent refusal to supply details of his expenditure on a number of journeys during 2013 & 2014, should be dropped. The prosecution authorities are asking for a ban on holding public office for 30 months. One of the arguments put forward by his lawyer was that this court case “gravely prejudiced his political aspirations in the forthcoming municipal elections” (on May 24th), when he intends to stand as mayor and councillor for Albox again. The local P.S.O.E. political party has approved him standing for their party in the elections, but this has to be ratified by the provincial party leaders in Almería. Susana Díaz is the president of the Junta de Andalucía, the governing body for Andalucía, including Almería

province, also ruled by the P.S.O.E. party overall. The party at national level passed transparency and ethics regulations in 2014 that are designed to give them a clean bill of health regarding national, regional, provincial, and local party members, standing for elected office. Susana Díaz has been strongly advocating that any P.S.O.E. politician in Andalucía should immediately stand down from elections if involved in a court case that could result in a criminal conviction or ban on holding public office. It remains to be seen whether this viewpoint will be endorsed by provincial party leaders. If so, other politicians of this party, as well as Rogelio Mena perhaps, might have to stand down from the municipal elections.

A Boost for Macael The EU is preparing a list of the most famous places in Europe where different types of marble are mined, to be part of a cultural heritage tour itinerary. Spain features on a list of the five most important destinations, and the chosen place is Macael and the white marble (mármol blanco) quarried there. A visitors’ centre at Macael explaining the history and methods of mining marble opened last year, and will be extended with a 260,000 euros grant. The other important destinations for marble are in Greece, Portugal, Belgium, and Italy, so the choice of Macael will be very beneficial locally. It is intended that everything is finalized for the start of these visits by January 2016. Operación “Edu” A very complicated corruption scandal is being investigated by the Spanish national police.

Focus on Local News Codenamed “Operación Edu”, it relates to funding that was supposed to be used for training programs for the unemployed in Andalucía. Many individuals and companies are alleged to have converted these grants to personal funds, and also defrauded the social services department. 51 arrests were made last year with many of them in Almería province, and very recently another phase of the investigation designated “Edu-Costa” resulted in another planned 70-90 arrests. In the last series of arrests, Juan Ortega Paniagua was asked to attend voluntarily at a police station, technically arrested for 10 minutes, and then released on bail. He is a P.S.O.E. socialist councillor in Roquetas, and was the mayoral candidate for his party in the last municipal elections. He immediately protested his innocence, but then resigned as a councillor and party militant. His wife, daughter, and a professor of a college he runs are also under investigation. A P.P. party spokesman stated that any member of their party implicated in this investigation would be expelled from the party and be ineligible to stand in elections.

Political Makeovers In the run up to the municipals on May 24th, a large number of councils are embarking on projects that they hope voters will take note of. Work such as resurfacing roads, repairing or extending pavements, new street lighting, or refurbishing children's playgrounds are typical. Some of the money for these projects is spare cash that they are using, or in conjunction with county council or regional grants. In their forthcoming election manifestos, these councillors will no doubt use these modernizations to underline how hard they are working for the inhabitants of their municipalities. If there are large projects in the pipeline, town halls will also try to get these started The Albox Motorway Work on the completion of the motorway by-pass at Albox is forging ahead. Tarmac is being laid, to be followed by the completion of storm drainage, road markings and signs. Three main junctions are being finalised at the Arboleas industrial estate, the main entrance to the Endesa power company sub-

station, and the Albox industrial estate. The whole purpose of the total motorway is to provide a link between the A-92 at Baza, and the A-7 at La Concepción. The last stretch from El Cucador to the A-7 should shortly be put out to tender. EU funds are being allocated, as the motorway is considered to be a project of major importance, as has happened with the current work in progress.

Good Sales One of the motors of the economy in Almería province is the production and sales of fruit, vegetables, and flowers. With such an abundance of suppliers, the total sales and exports, along with the financial details, take some time to be calculated. Between January and October last year, there were 35,000 transactions amounting to 1.4 million tons of fruit and vegetables exported at sales figures of 1.3 billion euros. This makes Almería province the largest exporter in Spain, with a 40% share, well in front of Murcia province that captured 24% of the export market. 33% of all exports of fruit and vegetables were sold to Germany, and this percentage is increasing each year. France bought 14%, Holland 13%, along with the UK, followed by Italy and Poland. Peppers made up the largest sales, followed by tomatoes and cucumbers. Fruit sales to Germany (mostly melon and watermelon) achieved a value of 58 million euros, and amounts to other countries were very similar to vegetable sales. Perhaps surprisingly, Holland is a major buyer of cut flowers. The climate in Holland means that they have to use heated greenhouses for various months of the year, so their growing costs are higher than in Spain.

Focus on Local News continued Zurgena Saving The Zurgena council have announced that they have restructured their bank debts, and now only owe money to a single financial entity. This has resulted in an annual saving of 63,000 euros in interest and charges. The mayor of Zurgena intends that this saving will be used to ensure that contractors who do work for the town hall and suppliers of goods will be promptly paid, and other work needed in Zurgena can now go ahead. Two Polling Stations in Mojácar? Diego García from the UM political party in Mojácar has requested from Mojácar town hall and the election authority, that there are two polling stations on May 24th. He considers that it is inconvenient that voters from Mojácar playa have to go up to the school at the top of the village. He wants the second polling station to be at the other school near to the Parque Comercial and the medical centre, on the basis that 80% of the voters in the municipal elections live on the beach areas. Pulpí to Cuevas The Ministry of Transport have announced that the work on the 12km stretch of the 'AVE' (high speed train) from Pulpí to Cuevas will start “soon”. The construction time is given as 24 months, with completion date of June 2017, so “soon” and June do not quite tally up. This section is the first one in Almería province where the 'AVE' line comes from Murcia to the Almería border. It has also been announced that another section may be started as well, but with no dates. The next logical section would be from Cuevas to Vera, where a station is planned opposite the petrol station between Las Buganvillas and Vera. It is then only a short distance to the presently completed start of the base sections just outside Garrucha. Some years ago, a civil engineering company in Almería city was awarded the contract for the design of the Vera station and supervision of the construction. Sometime after the design work had been done, it was announced that this was too expensive and ambitious, and the contract was torn up. A new study was proposed. Last year it was stated that

the track between Murcia and Almería would be single line, with no possibility of two tracks side by side in the future. This scheme obviously reduced the cost dramatically, and the Vera station would only need one platform, with a new design study! At the end of last year, after intense lobbying, it was agreed that the track base and total width of the line would allow for twin tracks, the second one to be undertaken sometime in the future, possibly. The cost of the Pulpí-Cuevas section is given as 86 million euros, with some money from the EU. In the past the EU have said that they will not subsidise a section of the 'AVE' where there is no major project in place to complete the whole line. The Pulpí-Cuevas section is an extreme example of a section that does not tie up with any other section currently due to be started on either the Murcia or Almería side. And plans for the Vera station?

Andalucía Elections The Junta de Andalucía is the regional government body for all of Andalucía including Almería province. The current president Susana Díaz, from the P.S.O.E (centre-left) party has an overall majority. She has called a snap election for March 22nd, when she hopes that her party will be returned to power with a complete majority. Only Spanish nationals can vote in these elections, the same as the General Elections for the Spanish parliament that will take place next November. It is considered that the Junta elections may well indicate some voting patterns for the municipal elections that take place on May

Focus on Local News continued 24th. EU ex-pats can vote in municipal elections providing they satisfy certain conditions and are on the voting list. The leader of the P.P (centreright) party in Andalucía has gone on record as saying he believes there are strong indications that the P.S.O.E. and the new “Podemos” (left wing) party are planning to merge into a coalition (if necessary), when the election results are known. The I.U (Izquierda Unida) party who formed a coalition with the P.S.O.E. party in the last elections have announced their list of candidates. Rosalía Martín who is head of the party, has stressed that none of their candidates is involved in any court proceedings, “today, tomorrow, or ever”, (as opposed to members of other parties!). We feature the forthcoming elections in an article.

A Popular Appeal The relatively new “Podemos” left-wing political party are putting up candidates for the forthcoming Andalucía Junta elections on March 22nd. Political parties can claim funding for a varied range of allowable expenses when electioneering takes place. The amount of money actually paid to them is partly determined by the number of seats and votes they obtain. Expenses in obtaining a bank loan and the interest are also included. The Podemos party announced that they wanted to raise funds to fight the election, but not via banks or financial institutions. On social media sites they launched an appeal for money that will be repaid when they receive their post election subsidies. They asked their followers for 600,000 euros (interest free), to be paid to them in six amounts of 100,000 euros, on various weeks in the run up to the elections. Within the first few hours 62,000 euros was transferred as loans, and by the end of the first day the total was 98,000! 200 people contributed 100 euros, some 80 gave 500 euros, 33 came up with 1,000 euros, and one contribution was 5,000 euros. Political commentators say that this response is amazing, and shows their great popularity, despite there being no concrete manifestos published yet! In the last 2012 elections, each elected member to the Andalucía parliament received 22,300 euros for their party, and 82 céntimos for every vote, if

a party obtained at least one seat. The P.P were paid 4.7 million euros, the P.S.O.E. 4.6, and the I.U party1.6 million, so big money! The Podemos party slogan is “tictac, tictac” (tick-tock, tick-tock), as they consider the clock is ticking for the defeat of the Spanish government in the November elections.

A Big Drugs Haul The specialist organized crime and anti-drug section of the Spanish national police have made various arrests recently in Almería province. 500 kgs of cocaine were seized from a shipping container that had been taken to an industrial estate in Cartagena from the port. Nine people in Almería and Murcia were arrested initially who were associated with three marble and stone companies, one in Almería city, and two in Olula del Rio. Specialist police from Madrid carried out the arrests, backed up by Almería and Murcia units. It has been stated that the drugs were shipped from Columbia. Premises in Granada province and in Baza were also raided. Amongst those arrested were several Columbians who it is alleged had travelled from Madrid to organize the distribution of the cocaine within Spain and other European countries. A spokesperson for the national police stated that the arrests were part of a long ongoing investigation, and further arrests were likely. All persons have been committed to prison by a judge in Torrevieja, who is in charge of the court proceedings. The value of the pure cocaine is given as 30 million euros, and diluted and sold on the streets, 120 million.

Focus on Local News continued Big Brother The EU parliament has approved the plan that any member of an EU state that commits a traffic offence in a state where they are not registered will have the offence notified to the traffic authority where they live, and information on driver details has to be provided, so that the penalty can be enforced. This is to improve the overall road safety, and harmonize the regulations. The date of next May has been given as the implementation of these measures. In May 2014, the Spanish traffic authority signed a reciprocal agreement with the UK and France, for registered vehicles of their countries, where speeding offences occur, and the “foreign” driver cannot be stopped for a local fine or penalty. This interchange of information will now apply to not using seat belts, jumping a traffic light, driving up roads or motorways the wrong way, and the use of devices considered to cause a distraction, such as mobile 'phones. In the case of the UK, Ireland and Denmark, the information exchange for some of these offences will be implemented over a period of two years. At present in Spain, if a driver with another EU licence loses all their points and is banned from driving, countries such as the UK are told.

where the financial compensation would come from is not clear. Albox council are fighting a court order that they deposit 3.1 million euros with an Almería court as potential compensation in a case involving 98 “illegal” properties.

Carboneras Town Hall

Gone Missing Cristóbal Fernández is the ex-mayor of Carboneras, a talented painter whose works often feature in exhibitions. He is also responsible for encouraging the acquisition of the modernistic sculptures that can be seen on two of the roundabouts on the promenade road. In 2009, the council purchased 80 high quality reproduction prints of paintings by Francisco de Goya, a series known as “Desastres de la Guerra” (Disasters of the war), from a very reputable company in Madrid. The purchase price was 3,250 euros, paid in 62 direct debits of 124 euros. The problem is that nobody knows where they are now! The situation came to light when one of the councillors wanted to know what these regular payments were for, and traced then back to the company in Madrid. They confirmed that the reproductions were sent off, and subsequent enquiries have shown that they were received in Carboneras and logged in by the councillor for culture, Josefa Cruz. Apart from these reproductions being considered part of the cultural heritage of Carboneras, their current value is estimated at 8,000 euros, wherever they are. Enquiries and answers are being requested.

A Proposal in the Senate One part of the planned changes in regulations to help owners of “illegal houses” was that no more demolitions take place unless financial compensation has been received. This means altering the Spanish criminal code. The Junta de Andalucía (the governing body for Almería province) are considering this as part of their own proposed modifications. At national level, the P.S.O.E. party in the senate (upper parliament), have proposed that this amendment becomes law. This would be really good news for owners of houses that face demolition with no financial compensation. The associations throughout Spain that aim to help house owners by exerting political pressure, (including AUAN), have welcomed this news. The amendment will be considered by the Judicial Commission, with representatives of all the political parties, and is subject to a vote Vera Housing (hopefully “yes”) at the end of March. With builders The 'Caixa' bank have agreed to make available 47 and developers declaring bankruptcy quite often, houses or apartments in Vera, for persons in

Focus on Local News continued economic difficulty. This is part of a larger social initiative called “solidario” by a special department at the bank, to provide properties at affordable rents. The aim is that the rent will be fixed between 170 and 300 euros per month, including council tax and community fees where applicable. The 'Caixa' bank will assume 50% of these costs, so the rent comes down to 85-150 euros per month. Persons eligible to apply come into various categories; Spanish Pensioners or other pensioners who have been long term official Vera residents, and family units whose combined income is less then 18,600 euros p.a. There is a minimum income limit of not less than 5,000 euros p.a., so that the rent payable is not more than 30% of income. The rental period will be for 5 years. Only Nine Days Before local, autonomous and national elections, politicians of all parties rush to open new installations or projects where they pose for press coverage. This can apply to major roads, theatres, sports centres, down to children’s playgrounds and lamp posts, ignoring whether they are new, or have been given a lick of paint. There is a fixed period before these elections when these politically motivated events are banned. In the case of the municipal elections on May 24th, the cut-off date is March 31st. Susana Díaz, the president of the Junta de Andalucía has thrown a spanner in the works this year by calling a snap election on March 22nd. This means that no politicians can unveil big or small projects until March 23rd, the day after the autonomous elections, because the prohibited period relating to these elections is now in force. This means that there is only a nine day period from March 23rd to March 31st, when politicians can rush round opening new, revamped, or future projects where they lay foundation stones, whilst posing for the cameras. Politicians in Huércal-Overa were planning at the end of January to set a date to unveil a statue dedicated to “peace”. They had to cancel this ceremony, when the likelihood of

imminent autonomous elections was announced. The new concert hall and theatre in Vera has at long last been finished, and is nearly ready to be opened, and the same thing applies in Adra. The completion of the Albox motorway bypass is also scheduled for early April, if all goes well. Apart from local politicians having to rush round between March 23rd and 31st like scalded cats, there is not much chance that heavyweight politicians from Andalucía and Madrid can attend more than a few opening ceremonies locally, as is normal. There is of course, no reason why new facilities, or the Albox by-pass cannot open as soon as they are able to. It is just that they cannot be opened with a political fanfare, outside the narrow period of time.

Discounts for Electro-domestic Appliances? The Spanish minister for Industry, Energy, and Tourism, José Manuel Soria is considering a proposal to give grants for the upgrading of inefficient electro-domestic appliances. This would be similar to the extremely successful PIVE scheme where the manufacturer and the department of industry and energy savings give discounts off the purchase price of vehicles. Although the government give these discount grants, they recoup the IVA (VAT) on new sales, and in the case of vehicles the registration fees. The province of Castilla La Mancha already subsidizes the purchase of modern electrodomestic appliances with grants of between 85 and 125 euros. As with cars, the old inefficient appliance would be taken away to be scrapped, and the new appliance would have to be very energy efficient. The community of Madrid has a similar system in place at present for modernizing air-conditioning units.

So Now You Know... The London Underground

The idea of underground trains to link areas in the city of London was first proposed in the 1830s. The first completed section from Paddington to Farringdon was opened in1864, using gas-lit wooden carriages pulled by steam trains. Initially, space for the trains was excavated on the surface, and then covered over. The first sections with tunnels were opened in 1890, and the trains became known as “tube trains�. This method became the normal construction, as no major excavations were needed on the surface apart from stations. There are now 270 stations with 14 outside the Greater London area and it is the third longest system in the world. A new major section is currently under construction. The STD System

Subscriber trunk dialling (STD) came into use in the UK in the late 1950s. In December 1958, Queen Elizabeth made the first call from Bristol to Edinburgh, the farthest distance possible at that time. The use of three digit codes before the local number enabled automatic switching at a telephone exchange to route the call to different areas without a human operator. The first number of the code indicated it was a long distance call, and the other two numbers were the area, such as 021 for Birmingham, or 061 for Manchester. The complete STD code system for the UK was finished in 1979. In 1992, international coding, before the regional code and local number, came into operation. Atomic Clocks

In 1955, the National Physical Laboratory in the UK unveiled an atomic clock that used a caesium-beam that other clocks could be calibrated from. The US National Bureau of Standards improved the design over a number of years, and their atomic clock named NSB 5 defined a new standard of timekeeping in 1972. By 1975, their NSB 6 model gave an accuracy of 1 second in 300,000 years. A new design known as a quantum logic clock was developed in 2008 with a theoretical accuracy of 1 second in 1 billion years. The National Physics Laboratory produced a working model in 2011 that neither lost or gained 1 second in 138 million years. Atomic clocks led to the development of the Global Positioning System (GPS).

Shipping Containers

Modern container shipping celebrates its 60th anniversary in 2016. Malcom McLean from North Carolina bought a steamship company in 1956 with the idea of transporting complete lorries with their cargo inside. He soon realized that having a closed shipping container that could be loaded directly onto a ship from lorries, or carried to ports on trains was a much better idea. In 1961 an agreement was reached by the container suppliers and users that the physical size would be standardized. In 2007, the World Shipping Council published a code of practice designed to include training for handlers, international cargo symbols, and stacking guidelines to stop containers sliding around in heavy seas. Microchips for Animals

Microchips for domestic pets started to be used during the 1990s, partly to record owner identification, or proof of vaccinations given against diseases. An electronic passive integrated circuit, a little bigger than a grain of rice, is used, and animals are not affected by the implantation of these chips under the skin. A hand held microchip reader activates the chip to read the relevant information. In many countries such as Spain it is a legal requirement that a dog is micro chipped. The identification numbers are usually logged in a central registry, accessible 24hrs. Many other animals are identified in this way. Sheep, goats, cows, and pigs normally have a microchip stapled onto their ears. Newspapers

Newspapers for the general public became popular during the 17th century in Europe. The development of the printing press enabled multiple copies to be produced, instead of hand written ones, and the word “press� became used to describe the newspaper industry. The 'London Gazette' was first published in 1665. Newspapers were usually printed on two sheets giving four pages when folded, and distributed weekly. In 1814, 'The Times' UK newspaper acquired a printing press that could print 1,100 sheets an hour, and then improvements in the machinery made printing possible on both sides of a sheet at the same time. 'The Times' in India is the largest daily English newspaper with 4.9 million copies printed.

Out In the Open!

I

n our last magazine we highlighted the new 'DGT' (Spanish traffic department) policy relating to the acceptable margins for speeding, called “Operation 7”. The name has now been changed to “Tolerance 7” that probably makes more sense. On roads where the speed limit is less than 100km/hr, the allowable limit before being given a speeding fine is now just 7km/hr, so doing 58km/hr or more in a 50km/hr zone can result in a fine, or over 97km/hr in a 90km/hr zone. In areas of speed limits of 100km/hr or over, the allowable limit is no more than 7%. There is a 2 km/hr calibration error allowance, so in reality over 109km/hr in a 100km/hr limit, or 130km/hr on a motorway. This follows the re-calibration of all radar cameras, fixed or mobile, and it is now fully in force throughout Spain. A very major change relating to mobile radar locations has been announced. In Spain there are 800 unmarked vehicles with mobile equipment, designed to hide their identity. Apart from travelling down roads, they often hide at bridges, side roads, or right at the entrance to a town or village where the speed limit suddenly drops. This “hidden” method of recording excesses in speed, and quite often a surprise on-the-spot fine from regularly marked police cars further down the road, or sent in the post, has now been totally scrapped! María Seguí,the director of the national traffic authority, has issued an instruction that henceforth, all cars with mobile radar equipment that are camouflaged, must now be in the open as part of a “transparency” initiative. There will be signs indicating that there is a mobile radar vehicle in use further down the road, and they will be there for a limited period of time, before they move to a different spot. Each month, the local traffic police will choose places where they consider that the speed limit is regularly exceeded, or there is a “black spot”. In principle this will apply to about 1,200 locations every month throughout Spain, so an average of 50 per province. The really

outstanding new feature is that the chosen locations will be published on the 'DGT' website, and also notified to the companies that supply information to sat-nav systems and users.

On conventional roads in Spain in 2014, a total of 894 deaths occurred, 80% of the whole total on all roads. The whole point of the new system is to cut down these fatalities. María Seguí considers that road safety is more important than just collecting fines. Vehicles on motorways do slow down where there is a fixed radar camera, and the advance notification of mobile radars is intended to have the same effect. The “visible” traffic cars and warning signs will be in use straight away, with a probable period of two months before the website and sat-nav notification of locations is up and running. Up to now, traffic police monitor any vehicle that exceeds the actual speed limit. In future, the speed limits that apply to buses, lorries, and some vans, (often less than the overall limit), will be taken into account. Finally, it is stated to be “almost certain”, that any driver stopped for speeding (in any speed limit), will be required to submit to a breath test and a saliva test for drugs. Checks will be made of all driving documents, from their computerised records, or the physical ones. After this has been done, an inspection of the tyres will be carried out. These are major changes!

The Effects of the Weather

F

ebruary electricity bills for the average consumer have gone up by just over 2%. This is because although it seemed pretty windy in our part of Spain during January, throughout Spain there was less wind, and less rain. The only power station in Almería province is the coal-fired one at Carboneras and it is one of the very costly ones for producing electricity. After buying the coal, it has to be delivered in cargo ships and off-loaded, and the output can only be increased by burning more coal. Major investment to reduce CO2 emissions is currently having to be undertaken as well. “Renewable” energy sources are the methods of generating electricity using wind, water, and the sun, and there are several wind farms in our province. Unfortunately, wind is a variable factor, the same as rainfall and sunshine. To the casual observer, wind turbine blades always seem to be revolving far too slowly all the time, but there is a difference in speed. Last November, 26% of the electricity needed in Spain came from wind, and in December 22%, but this fell to only 21% this January, and there is always going to be variations. The same is true of hydro-electric power, a sophisticated version of the water wheel. There are three large dams in Spain and the higher the rainfall, the more water is available to drive the turbines. In the same three months, the percentage of electricity produced went from 12% in November to 15% in December, but only 11% this January. Solar panels that convert sunshine into electricity currently still only provide about 2% of the electricity produced, so not very much. Energy from the hydro-electric dams is the next cheapest source, followed by wind farms, and then nuclear power that contributes a steady 22%. Nuclear energy is a hybrid source of energy, as electricity is still needed for the reactors. The first nuclear power station in Spain opened in 1968, the last one in 1984, and there are still seven in use. The plan is to shut down all of them when renewable energy sources can take over. The nuclear station not far from Burgos

at Garoña, shut down in December 2012 because of the original planned life of 40 years. Similar reactors in the US have had their life extended to 60 years and the Garoña plant has been certified as being able to come on-line again, but the use of nuclear power is always highly political. The Chernobyl and 2011 Fukushima disaster were both partly caused by human error, so people are still jittery. There are no current plans in Spain to rely heavily on nuclear power in the future.

A hydro-electric dam

Other power stations in Spain that are considered to be partly using renewable sources are the ones known as “combined-cycle”. Gas turbines are used for the basic energy but the spare heat is turned into steam that provides 50% more power using steam turbines, and they contribute 10% of the required energy. During the colder January weather, when the demand for electricity increased, with less generated from wind and rain, the output from coal-fired power stations had to be increased as well, to 22% of the total needed; up from 16% last November, and 18% in December. The production of electricity with variations in the demand, and the different costs of generating it, including renewable energy, is a balance that is always going to vary. More wind and rain throughout the year would definitely help reduce bills, but on second thoughts, not really a good idea!

Spanish Ibex and... Celia

T

he Spanish Ibex, known as “cabra hispánica”, is a species of wild goat. Originally there were four distinct types in the Pyrenees, Andorra, Andalucía and on the Spanish-Portugese border. There are now only two types to be found, with large numbers in Andalucía. These ibex are not an endangered species, and there are thought to be a total of about 45-50,000. They live in small groups or large herds, and are prevalent in rocky mountainous areas, including locally in Sierra Cabrera. Granada province has a large quantity, and about 16,000 live in the Alpujarras and Sierra Nevada. Since the A-92 motorway was built, there have been various traffic accidents where ibex stray onto the motorway where their natural habitat has been split in two.

licensed wild boar hunt in the Sierra de María-Los Vélez National Park. The park is now a protected area for ibex, as the current aim is to introduce a herd there. No doubt the hunter will be fined and penalized for shooting one of the new arrivals.

Ibex goats are strong animals, characterized by short legs and large flexible hooves, so they can run and jump on steep rocky slopes, unlike normal goats. The males are larger than the females, and their extremely long horns are unique, curling back in a very large arch, with a ribbed surface. Lengths of 30-36 inches are not uncommon, and like stags, are used to fight other males to prove who is dominant prior to rutting. As with wild boars, licensed hunting is allowed in areas where there is a large population, and the hunting period is from September to March. Hunters consider that there are four subspecies of the two types, found near Barcelona at the Beciete National Park area, in the Ronda, Sierra Nevada, and the Gredos mountain range in the Castilla-León areas. If they have enough time and money, hunters can sign up to a “grand slam” tour, where all four are pursued. An ibex stuffed head is highly prized as a hunting trophy, and sells for large amounts of money, as much as 2,000 euros. The 'Seprona' police are a branch of the Guardia Civil, who police rural areas, supervise hunting, check for illegal traps, transport injured birds and animals to recuperation centres, and also report on the advent of bulldozers and building work in protected rural areas. During February they were tipped off that a hunter from Murcia had shot and killed a female ibex during a

The last known example of the Bucardo ibex strain from the Pyranees was trapped in 1999 in the Ordesa National Park. Christened Celia, she was about 13 years old, and skin biopsies of her ears were taken, and cells were stored in liquid nitrogen with the aim of creating a clone. This idea became even more important the following year when Celia was located by her radio tag and found to have been killed by a falling tree. In 2003, Dr. Alberto Fernández-Árias from Zaragoza led a team that injected the nuclei from Celia into goat eggs that had their own DNA removed. They implanted them into a cross breed of an ibex and a goat, and two became pregnant but miscarried. In 2009 they tried again, and seven hybrids became pregnant, and one female kid was born. Unfortunately, it quickly died from deformed lungs. New grants were given in 2013, once it had been proved that the cells from Celia were not dead. If successful, ultimately, this Bucardo strain of ibex will become “un-extinct”.

2015 is Certainly Election Year

A

part from the municipal elections throughout Spain on May 24th, the first major elections take place on March 22nd, when the Junta de Andalucía hold theirs. Later this year during November, the national General Elections take place.

police said that 100,000 supporters turned up, a TV channel estimate was 200,000, but Podemos claimed 300,000. Whoever was right, it was a lot of people!

Pablo Iglesias

The Junta de Andalucía is the governing body for all the provinces in Andalucía, including Almería. It is one of the “autonomous communities” in Spain, and these communities can deviate from national laws and regulations to some extent. The Junta has been governed by the P.S.O.E (Partido Socialista Obrero Español), the centreleft party in Spain, as opposed to the P.P. (Partido Popular) centre-right party, for a very long time. In November 2011 when the last General Elections took place, the Junta P.S.O.E. governing party decided to wait until March 2012 for their own elections, after they had seen what happened nationally. In the Junta elections, the P.P. managed to get 50 seats, and the P.S.O.E. only received 47. To keep in power, they formed a coalition with a much smaller centre-left party, the I.U. (Izquierda Unida), who had 12 seats. Susana Díaz is currently the P.S.O.E. president of the Junta, and whilst it is only three years since the last Junta elections, she has called a snap election on March 22nd. This is almost certainly because of another rapidly growing party called “Podemos”.

Both the P.P & P.S.O.E parties are trying to pretend that Podemos is just a disorganized rabble and a minority party led by a man with a ponytail, who will not achieve anything when it comes down to real voting. Susana Díaz is a very shrewd politician, and obviously thinks that Junta elections now are a very good idea in case Podemos keeps going from strength to strength. Although the General elections in November are a long way off, current projections are that Podemos are more popular than the P.S.O.E., will take votes from the P.P., are very popular with young voters, and with a considerable number of people who didn't vote in the last General Election. The P.P party are very much hoping that Podemos will dilute the P.S.O.E popularity and votes, to such an extent that neither of them will be serious contenders next Since 1977, when democratic elections took place November. Secretly, they have horrendous in Spain, there have only been the two major nightmares that Podemos and the P.S.O.E might parties, the P.P & P.S.O.E. who have each achieved form a coalition government! a General Election parliamentary majority at some time or another. There has never been a coalition Podemos are scrambling to put forward candidates between them, or with any other party. The new for the Junta elections, and they will have a large Podemos left wing party sprang up last year, and impact on the municipal elections. Currently, are forging ahead in popularity. This party is predictions for the elections on March 22nd (so headed by Pablo Iglesias, a former professor of still somewhat unreliable) give the P.S.O.E. less seats political science at a Madrid University, and a but a majority, poor results for the P.P., and 15% television presenter. He and four other members of the votes for Podemos. The two main political of his party won seats in the 2014 European parties format in Spain seems certainly dead and elections. At a recent major rally in Madrid, the buried. 2015 is a very interesting year, in politics.

Overdosing

H

ealth experts from Madrid are warning that overdosing on drugs can lead to serious problems. They are not talking about the effects of heroin or cocaine, but over the counter purchases of paracetamol and ibuprofen. Their concern is that in Spain and other EU countries including the UK, correct dosage of these common drugs are not understood by the general population, nor the potentially serious medical problems. Juan del Arco is the head of the Spanish Centre for Medicinal Information in Madrid, and their recommendations are the result of studies undertaken by senior researchers. They intend to launch a publicity campaign, along with doctors and farmacias (chemists). Their main concern is that the most frequently requested strength of ibuprofen tablets is 600mg, and for paracetamol 1000mg/1gm. An EU study over several years with thousands of patients has come to the initial conclusion, prior to a comprehensive report being published, that high doses of painkillers are bad, even if recommended by manufacturers, pharmacists, or doctors. A recent UK survey carried out by the drug company 'Panadol' was undertaken during an “ask about medicines� project aimed at the general public. They found that 30% of people did not understand the correct use of painkillers, and the type they should purchase. 39% of women considered that they did try to make an informed choice, but only 27% of men. 40% of those surveyed knew that high dosage painkillers were potentially dangerous for individuals with specific medical conditions, but didn't know which ones. Serious medical problems from regular high doses of ibuprofen include gastric problems, stomach ulcers, kidney damage, and elevated risk of heart malfunctions. Ibuprofen in small doses, like aspirin, is used to increase blood flow as it contains salicylic acid, but continued use of high doses of ibuprofen can lead to a ruptured blood vessel, and a consequent heart attack or severe thrombosis. High doses of paracetamol affect liver function,

and can cause serious problems if the liver is already damaged by high alcohol consumption or other preexisting conditions. The elderly or underweight people are also at special risk.

So what are the safest doses? The Spanish health professionals consider that the correct use of these painkillers is in small doses, for a minimum period of time. Ibuprofen taken for mild headaches, muscle pain, or period pains, should be a dosage of 300mg, so a 600mg tablet broken in two, or a 400mg tablet. If there is not any improvement, a total of three tablets a day, so a maximum of 1,200mg. Taking four 600mg tablets in a 24hr period, as recommended on many of the leaflets that come with packets in the UK & Spain is considered very bad advice. As regards paracetamol, they consider that taking two 500mg tablets at a time, or 1gm, is equally excessive. Their recommendation is one 500mg tablet, or a maximum of 650mg at a time. Aspirin has traditionally been used for pain relief before paracetamol or ibuprofen became available, and small doses are proven to help prevent heart problems. Over-dosage can lead to serious stomach problems. The major concern is that with the high dose tablets readily available over the counter, people mistakenly think that the larger the dose, the better it is. If people choose to take even more high dosage tablets than are recommended, extreme problems can result. A dose of 7gms of paracetamol can prove fatal. A real danger is mixing normal paracetamol or ibuprofen with other medications that contains them as well, such as cold remedies. Read the ingredients of associated medication very carefully!

What’s On Aguilas Auditorio “La Fuerza del Destino” is a homage spectacular to the group “Mecano”, performed by the Nacho Cano performers including pop, rock, salsa & flamenco musicians, singers and dancers. Pasión Vega, the famous singer originating from Málaga, presents her latest CD, “Pasión por Cano”, at a concert in Roquetas Auditorio on Saturday, April 18th at 9.30pm. The concert is in homage to the 15th anniversary of the death of Carlos Cano, and features many of his compositions. Ticket prices were not available at time of going to press.

Exhibitions The Almería periodical 'Ideal', (to mark their existence in Almería for 40 years), has paid for the restoration of the historic document when Almería city signed the agreement in 1498 to come under the rule of the Roman Catholic Kingdom, when the population of Moors were defeated by their forces. What’s On APSA, the animal charity in Albox, would like to thank everyone who has kindly knitted coats for the many dogs in their care. The Deaf Bookkeeper A mafia Godfather finds out that his bookkeeper of 20 years, Guido, has cheated him out of $10 million. Guido is deaf which is why he got the job in the first place. ...and next... The Pilot

The Texan A Texas oil tycoon is in northern Canada for a vacation and has booked a day of fishing on the Great Slave Lake. The guide says they will start out on the lake at sun up, six am. As they start out the guide says, “Have you ever seen such a long day?” The Texan lights a cigar and says, “Sonny, the sun never sets on Texas, it’s God’s country” As they head out across The Great Slave, the tenth largest in the world, the guide asks, “Have you ever fished on a lake as big as this?” The Texan puffs on his cigar and says, “Sonny, back in Texas this would just be a pond.” Finally they arrive at the fishing ground. They set their gear and the Texan reels in a few nice ones then he hooks a big one. The fight goes on for hours. Finally he reels it close enough to the boat to see that it is a monster, the biggest he has ever seen. In his mind he already sees it mounted over his fireplace, a trophy to brag to his friends about. The guide muscles the fish into the boat and turns to the Texan with a smile, “Have you ever seen a trout this big?” Unable to resist, the Texan shrugs and says, “Why, Sonny, back in Texas we throw little ones like that back.” The guide smiles and drops the fish back into the lake. “We do the same thing here in Canada.”

You've all heard of the Air Force's ultra-highsecurity, super-secret base in Nevada, known simply as "Area 51?" Well, late one afternoon, the Air Force folks out at Area 51 were very surprised to see a Cessna landing at their "secret" base. They immediately impounded the aircraft and hauled the pilot into an interrogation room. The pilot's story was that he took off from Vegas, got lost, and spotted the Base just as he was about to run out of fuel. The Air Force started a full FBI background check on the pilot and held him overnight during the investigation. By the next day, they were finally convinced that the pilot really was lost and wasn't a spy. They gassed up his airplane, gave him a terrifying "you-did-not-see-a-base" briefing, complete with threats of spending the rest of his life in prison, told him Vegas was that-away on such-and-such a heading, and sent him on his way. The day after, to the total disbelief of the Air Force, the same Cessna showed up again. Once again, the MP's surrounded the plane...only this time there were two people in the plane. The same pilot jumped out and said, "Do anything you want to me, but my wife is in the plane and you have to tell her where I was last night!" Bright Girl A fourth-grade teacher was giving her pupils a lesson in logic. "Here is the situation," she said. "A man is standing up in a boat in the middle of a river, fishing. He loses his balance, falls in, and begins splashing and yelling for help. His wife hears the commotion, knows he can't swim, and runs down to the bank. Why do you think she ran to the bank?" A girl raised her hand and asked, "To draw out all his savings?"
