The Holiday Season Hots Up

Apartfrom during school holidays, tourists who arrive from now to the autumn do not come here with children so because of this, their spending power is better. Figures for May are not yet available but there was a large increase in passengers using the Almería airport during April. Compared to April last year there was a 30% increase with 161,000 from Spanish airports, 61,000 from abroad and UK tourist numbers increased by 15% to 25,600.

One complaint that affects the “scores” that tourists give for Almería province is the lack of good transport. The arrival of the ‘AVE’ (the Spanish highspeed train) in Almería city, with a station at Vera, is unlikely to be before 2029 although there is a tremendous amount of work currently underway.

On Sunday, May 17th, Spaniards in Andalucía, which includes our province, voted to determine who will run the Junta de Andalucía for the next four years. Juanma Moreno, President since 2018, lacked two seats to form a majority but will join forces with the Vox party.

The “Blue Flag” beach awards for 2026 have now been published with 38 beaches on our coastline, along with three marinas. Three of the beaches were not listed last year but have regained the award and also one marina. Roquetas de Mar and Mojácar head the list with six each. We have the full list in our “In the News” section. Hopefully, the very major work on the beach road in Mojácar will soon be finished.

When people who are registered with the Spanish Health Service go to farmacias to collect their medication they have to pay something. This is tied to their income on the annual tax returns, and the bands and the amounts payable have been re-vamped. People registered as unemployed and some other categories do not have to pay anything, but if a prescription has been issued by a private doctor there is no allowance and the full cost of the medication has to be paid. We spell out the changes in our “In the News” section.

A draft anti-tobacco bill very similar to proposals in France, will be debated in the Spanish Parliament that will significantly expand smoke-free areas including bar and restaurant terraces. If approved, electronic cigarettes will be treated the same as conventional tobacco, but some of Spain’s leading health organisations consider vaping is a very good way for a person to wean themselves off cigarettes. They point out that this has been very successful in the UK and whilst nicotine is addictive, it has no noxious chemicals. We explain how the potential changes may affect us in an article.

There are some cultural events in June and July and as usual, we highlight ones that may be of interest to our readers in our “What’s On” section. The main event in June each year is the annual Moors and Christians event in Mojácar of course, that celebrates the surrender of the Moors to the Christian forces from Granada on June 10th, 1488. In return, the Moors were promised a peaceful coexistence that unfortunately didn’t last for very long. This year, it takes place from Thursday, June 11th until Sunday, June 14th.

There are no national fiesta dates in June or July when town halls, banks and some offices are shut, but the evening of June 23rd is the vigil of ‘San Juan’ (John the Baptist) who was reputedly born on June 24th. Bonfires are lit on beaches, often with music and fireworks.

Andalucía Elections

There is a central government in Spain with a national parliament, but there are regional governments and ours is the Junta de Andalucía that has their own parliament. Sunday May 17th was election day and 6.8 million people were entitled to vote, with 535.000 in our province. There is a total of 109 MPs with 12 from our province, and for the last four years, Juanma Moreno has been the president with 57 MPs, two more than the 55 needed for a majority. His political party is the ‘PP’ party, (roughly a conservative party). This year, there were five parties with candidates and the result was that Juanma Moreno obtained 53 seats, two less than the majority. He will join forces with the right wing Voz party who have 15 seats, as he did from 2018-2022 when he also lacked a majority

A Very Tragic Accident

Electioneering in Andalucía was suspended on Saturday, May 9th and instead it was a day of official mourning. The day before, two boats from the Maritime Services manned by Guardia Civil police officers were pursuing a narco-boat 80km off the Huelva coast. One of the boats, the Río Antas, is a very new high-speed launch that the Guardia Civil took delivery of last December. It has an aluminium hull, two 1,800hp engines and can travel at 60 knots. The other boat was a semirigid one, similar to the narco-boats and in the high-speed chase they both collided. Very sadly, two of the police in the semi-rigid one were killed, one was very seriously injured and the fourth one was also injured. It has been suggested that the wake of the Río Antas may have caused the captain of the smaller boat to lose control. On February 9th, 2024, in the port at Cádiz, four Guardia Civil police were in what was effectively a dinghy, and a narco-boat deliberately ploughed into it. Two police officers were killed and two others injured. The narco-boat was found further down the coast and the man who was driving it was charged with premedicated murder and attempted murder. The deaths off Huelva

have reignited the debate about the problems the police face pursuing the high-speed narcoboats on the high seas, sometimes at night and in poor visibility. On May 15th , during the night, the Guardia Civil patrol boat ‘Audaz’ was pursuing several narco-launches off the coast of Almería. One of them loaded with fuel containers broke down and the ‘Audaz’ was pulling alongside it to board it. Another narco-boat tried to take off the crew of the first one and deliberately rammed the ‘Audaz’. A window was broken but fortunately there were no injuries. The big question is, do the dangers involved justify trying to capture the narco-boats at sea? A Guardia Police spokesperson stated, “We have colleagues risking their lives every day and every night, on the Spanish coasts and inland, for 1,600 euros a month. We ask for justice now: means, awareness, recognition and decent wages.”

The ‘AVE’ High Speed Train

There is a tremendous amount of work needed between Murcia and Almería city to culminate in the ‘AVE’ (High speed train) arriving. The actual date has been modified several times and current estimates are far longer than originally stated which was 2027. One of the main delays relates to the section from Lorca to Vera and the installation of the track. The tenders for the provision of the track are subject to bids from companies that have to be submitted by the end of December and awarded in mid-2027. The completion will take ten months, so the second half of 2028. Another problem is work to provide the electricity supply. The high-voltage line between Tabernas and Níjar requires at least 18 months of work and has not yet been awarded to any company. Its completion is set to be “at least” the second half of 2027. Latest dates for the station at Vera are that bids had to be submitted by May 28th with a decision made at the end of June. Work should start in the autumn, with a completion date of the start of 2028. Work to build an underground station at Lorca took a very long time to be

In the

approved, and this entails excavating a 3km tunnel near the city centre. The complexity of this work has a current completion date of the end of 2027 or early 2028. On Tuesday, May 12th there was a heated discussion in the Spanish Parliament between the Minister of Transport and Sustainable Mobility, Óscar Puente, (from the PSOE government) and the former mayor of Almería city, Luis Rogelio Rodríguez-Comendador (from the PP party in opposition). The minister was repeatedly asked to give the exact date when the line would be operational and he gave the date as being 2028, ignoring the fact that 2029 is more likely and stated that in 2030 the Mediterranean Corridor (Murcia to Almería is part of this) would arrive at the border with France. Complaining about rail travel in general, Luis Rogelio reminded the minister that it takes 2 hours and 47 minutes to get to Granada from Almería by train, compared to 1 hour and 40 minutes by car and for the Almería-Madrid journey the train takes 6 hours and 50 minutes. After the whole 90km section is finished there will be tests on the whole of the line to verify the safety systems and electrification with special test trains for several months. In other parts of Spain this has taken up to 12 months.

Energy Crisis Review

In our May magazine we spelt out the special measures introduced in Spain to minimise the results of the crisis in the Middle East. The main one was that the 21% IVA (VAT) on petrol, diesel, heating oil, electricity, natural gas, pellets and firewood was reduced to 10%. On our electricity bills, there is an indirect tax of 5.11% paid by the consumer, and then paid by the electricity companies to the Treasury and this has been reduced to 0.5%. Also, there is a 7% generation tax on the value of electricity production paid by the companies that has an effect on our bills and it has been suspended. In total, this amounted to a 60% reduction in tax. In the middle of May a review took place based on the inflation figure for April which was 3.2%, a slight rise compared

to the April 2025 figure. Electricity has become cheaper thanks to an increase in renewable energy sources and during April it was 4.3% less, and natural gas went down by 9.6%. Because of this, from June 1st the IVA goes back to 21% but the reduction and scrapping of indirect taxes on electricity will stay the same. As regards fuel prices, they have not gone down and were up by 15% in April. Specifically, fuel inflation taking into account fiscal measures would have been 28.9% but is only 16% with the reduction in IVA. Because of this, fuel prices for petrol, diesel and biofuels will continue to have the reduced IVA until June 30th when there will be another review. During April the rise in food prices was 2.7%, exactly the same as in March and below January and February prices although the price of eggs has gone up. Core inflation that excludes energy and unprocessed food only went up from 2.7% to 2.8%. After all the figures were known, a government spokesperson stated, “Spain is better prepared than ever for shocks such as the war in Iran, both economically, fiscally and energetically.”

Pharmaceutical Co-payment System

In 2012 a co-payment system known as “copago” was introduced in Spain that determines the amount of money a person registered in the state health system has to pay for medication dispensed by pharmacies. This followed health service information being linked to the Spanish tax department where a person’s annual ‘Renta’ income was available. On May 14th an amendment came into force to benefit middle and low incomes without increasing the contributions. There are progressive monthly maximums on incomes below 35,000 euros. Up to 8,999 euros and from 9,000 to 17,999 euros the payment is 40% of the cost of the medication. But, up to 8,999 euros the maximum payable per month is 8.23 euros and from 9,000 to 17,999 it is a maximum of 18.52 euros per month. The 40% cost does not apply after these maximum payments. From 18,000 to 34,999 the percentage due is 45% but cannot exceed 61.75

In the

euros per month and from 35,000 to 59,999 the percentage is 45% but without any monthly maximum. On incomes from 60,000 to 99,999 the percentage payable is 50% and over 100,000 it is 60%, without either of them having monthly ceilings. For pensioners with an income of less than 18,000 euros they have to pay 10% with a maximum limit of 8.23 euros per month. For incomes over 18,000 euros up to 59,999 euros they have to pay 10% with a cap of 13.37 euros per month, a reduction of 5 euros. On incomes of 60,000 euros up to 99,999 euros they have to pay 10% with a cap of 18.52 euros per month, the same as before. For 100,000 euros and over, the same 60% applies, with a limit of 61.75 euros per month. People registered as unemployed and some other categories do not have to pay anything. If a prescription has been issued by a private doctor there is no allowance and the full cost of the medication has to be paid. Prior to 2012 there was a system with reductions for pensioners but after 2012, when the information on the health card was run through the tax authority data base there was no record of any tax return for a number of pensioners because they had died! Relatives were using the dead pensioners health card to obtain the discount.

Another Major Operation

Last month we explained measures taken by police to smash the mafia organisations bringing people and drugs to our coastline. Another major investigation and operation by the National and Guardia Civil police, together with the Customs Surveillance officers, has dismantled one of the main criminal organisations dedicated to cocaine and cannabis trafficking, based mainly in Macael and the Almanzora Valley. A judge in Purchena coordinated the operation, issued search warrants and authorised subsequent action. One of the first successes was the interception of a vehicle on the A-7 motorway near Huércal-Overa, in which 16 kgs of vacuum-packed cannabis were seized under a false floor. Police surveillance over a period of time led to the location of an isolated

building used as a laboratory for the handling of cocaine. Inside, 25 kgs of pure cocaine, 9 kgs of substances used to lower the purity, and three hydraulic presses were seized, and several key members in the criminal organisation were arrested. Multiple search warrants were approved and executed in different parts of the Almanzora Valley, with new seizures of drugs, weapons, money, and further arrests. The final balance of the operation resulted in 21 arrests, 26 searches and the seizure of 92,578 kgs of cocaine, 14,420 kgs of hashish, 29,677 kgs of marijuana and 636,654 euros in cash. 27 assorted vehicles, some of them high speed ones for the distribution, firearms, ammunition, precision scales, a radio frequency detector designed to jam police radios and a banknote counting machine were found and seized. 57 bank accounts were frozen and 13 properties were embargoed. The 21 people arrested were brought before the court at Purchena charged with the crimes of drug trafficking, membership of a criminal organisation, illegal possession of weapons, and money laundering. The majority of them were remanded in custody.

2026 Blue Flag Beaches

The Blue Flag programme has been running from 1987 in 51 countries on 5 continents with more than 5,000 beaches, and Spain leads the list with 677 (15% of the world’s total). There are 35 more than last year spread over 253 municipalities, and 14 beaches have gone on the list for the first time. 32 have got theirs back after losing them previously. There is still a majority of tourists and residents in Spain who want “the sun, sea and beach” experience and of the 713 applicants this year, 95% have been approved. As regards marinas, 112 were put forward with a 99% approval. 38 beaches in our province can fly the blue flag including three that have been put back on the list which are the beaches of El Playazo-Villaricos (Cuevas del Almanzora), Piedra Villazar (Mojácar) and Las Marinas-Bolaga (Vera). In the eleven coastal municipalities in

In the News

Almería the total of 38 flags are at Roquetas de Mar (6), Mojácar (6), Adra (4), El Ejido (4), Pulpí (4), Almería (3), Carboneras (3), Cuevas del Almanzora (3), Níjar (2), Vera (2) and Balanegra (1). Also, three marinas have the award at Adra, San José and Roquetas de Mar that has got theirs back. Criteria to be included in the awards are regularly checked clean water quality, beach cleaning, lifeguard and safety measures. Good toilets, showers and rubbish bins are a must, and the availability of public transport. The Spanish Institute for Tourism Quality awards “Q” flags every year, with slightly less rigid requirements and over 500 were approved last year.

40 Years in the EU

May 9th was the 40th anniversary of Spain and Portugal joining the EU. As regards Andalucía, EU funding amounts to 130 billion euros plus 3 billion from the Next Generation post Covid funding. Juanma Moreno, the President of Andalucía, stated that EU funds for forty years have been allocated to the development of roads, highways, railway improvements, agriculture, fisheries, the modernisation of the Andalucía countryside, improvements in competitiveness, regional cohesion, investment in R+D+I, the improvement of public services, training, labour insertion and social policies. He said that there is no aspect in the lives of people in Andalucía that does not have this financing behind it. He concluded, “Apart from economic benefits, thousands of young people have been able to study abroad thanks to the Erasmus programme, reinforcing a feeling of common belonging to Europe that is increasingly rooted in our citizens. All this means that today, Andalucía is not a mere recipient of European aid, but is in turn contributing to the construction of the European project by providing experience, commitment, proposals and strategic vision”.

Giving Blood

On May 14th the XVIII Annual Blood and Plasma Donation Marathon of Almeria took place in a sports pavilion in Almería city. There was a

large publicity campaign to attract people to give blood and plasma that always draws a large number of donors. 55 health professionals came from various places in Andalucía with 26 machines to collect plasma, and during the morning 350 people turned up. With an afternoon and evening session from 4pm to 9.30pm the total number of donors exceeded the record number of 1,192 in 2024. The director of the Almería blood transfusion centre, Aref Laarej, thanked everybody who helped organise it and stated that this was the largest annual event in Andalucía. During the afternoon there were play areas for people who needed to bring their children and all the donors were given a snack afterwards donated by local companies.

More Ryanair Threats

33% of passengers coming into Almería airport are brought here by Ryanair. At the end of April, they threatened more cuts at Spanish regional airports if the government does not intervene to block rising airport costs. Aena (the Spanish air authority) has put them up this year by 6.5% with a projection of 21% by 2031. Eddie Wilson from Ryanair has made it clear that it will not invest in infrastructures that it already considers “manifestly uncompetitive” and has placed their complaint in the hands of the Spanish Ministry of Public Works. They are the main shareholder with 51% of the capital, and Aena with 49% manage the airports. This year they have declared a record dividend of 1.6 billion euros between them. This

In the News

is not a new threat from Ryanair as in 2024 they reduced their capacity at regional airports with a total closure of flights to Asturias, Valladolid, Jerez, Tenerife Norte and Vigo. There were drastic reductions in passengers to Santiago, Zaragoza, and Santander, and some at Girona and the Canary Islands. At the time a spokesperson for Aena stated that all Ryanair were doing was switching passenger numbers to major airports that were more profitable! Ryanair have thrown Aena a carrot, saying that if airport fees were competitive, they could increase flights to Spain next year by 44%, with 33 new planes, and reopen five airports with 77 million passengers each year until 2031, but otherwise they won’t do this. They concluded that airport fees should be frozen instead of Aena giving large dividends to shareholders. They manage 46 airports and 2 heliports in Spain and participate directly or indirectly in the management of 16 airports in Europe and the US, including Luton airport with a 51% stake. At the same time, Ryanair announced that if the situation in the Middle East was not resolved soon, they might have to cancel flights to most of their destinations.

Cheaper PVPC Electricity

In Spain, customers can pay for the electricity they use on either the PVPC regulated tariff or on the free-market tariff. A European survey of electricity prices has shown that on December 31st last year, the PVPC tariff used by 8 million customers was cheaper and had fallen by 2%. The price on the free market had gone up by 3.1% for the 23.3 million people who had this tariff at the end of 2025. The actual cost per kWh (1kWh is an appliance of 1,000 watts switched on for 1 hour) was 20.7 céntimos on the PVPC tariff on December 31st and 26.6 céntimos on the free market. This is partially explained because most free-market contracts are for 12 months, with no variation in price. The report stresses that the overall price has come down substantially in the last five years with the increasing contribution from renewable solar,

wind and hydro-electric sources, and eleven EU countries had higher prices than Spain in 2025. In the Eurozone average, the kWh cost was 29.99 céntimos compared to 26.69 céntimos in Spain. However, neighbouring countries such as France and Portugal have cheaper electricity, and in Portugal, for normal users, the IVA (VAT) is only 6%.

The recent reductions in the cost of electricity and gas following the Middle East crisis, with a drop in IVA, has a clause banning electricity and gas companies from trying to switch customers from the regulated tariffs to free market ones, whilst the new regulations are in force.

Electricity Fraud

Growing marihuana needs large amounts of electricity for powerful lights, extractor fans and air-conditioning. To obtain this the large mafia organisations and individuals bypass the meter which can cause fires, and the illegal amount being drawn off can damage cables in the street that overheat, causing transformers to fail and blackouts. Almeria is the second worse province in Andalucía after Granada and from January to March this year, the fraudulent use totalled 3 million kWh specifically stolen for the production of marijuana. One kWh is the electricity needed for an appliance of 1,000 watts switched on for one hour, so the illegal use is enormous. In the first three months of the year, up 30% from 2025, a total of 29 major investigations against drug “clans” were carried out by the police working with technicians from the electricity supply company Endesa. When the police raid premises or homes Endesa dismantle the illegal connections and in some places, they weld shut manhole covers. There is also fraudulent use from some people, typically living in blocks of apartments, who bypass the meters to avoid paying. To combat this, in some areas, transformers that should cope with the normal requirements have been replaced with larger ones to stop them burning out and causing blackouts. This is a practical solution but it shouldn’t be necessary and involves additional

In the

money being spent. In the last five years in all of Spain, the amount of electricity fraudulently obtained has been calculated by Endesa to be the normal requirement for one million households.

Good Airport Figures

Almeria Airport ended April with 90,817 passengers, which represents an increase of 30.3% compared to the same month in 2025. This positive balance, which shows a daily average of more than 3,000 passengers was due to the strong growth experienced by both domestic and foreign traffic. The bulk of the passengers flew on commercial flights (excluding general and executive aviation), totalling 90,130. Of these, 51,703 went to or from a Spanish city (+39.2% compared to last year), while 38,427 opted for flights to and from abroad (+19.7%). In the case of international traffic, the markets with the highest demand in absolute terms were the United Kingdom (25,626 passengers), Belgium (8,631) and the Netherlands (2,843). By rate of growth, the increase of flights to Belgium (+50.9% of passengers) and the UK (+14.5%) are noteworthy. The good performance of traffic in April contributed to record numbers for the first four months of 2026 with 228,375 passengers (an increase of 15.7%) compared to the same period in 2025. Flights amounted to 4,103, of which 2,507 were commercial (+12.1%) and the others were freight or private ones. Of the 227,430 users who travelled on commercial flights, 160,699 had their origin or destination in Spain (+8.6%) and 66,731 from abroad (+42.3).

The Pope Comes to Spain

Spain is not officially a Roman Catholic country, and it is not the state religion. However, Catholicism has historically been deeply intertwined with Spanish identity and culture. The 1978 Spanish Constitution established a secular state, guaranteeing freedom of religion and belief. As of 2025, approximately 55.4% of Spanish citizens self-identify themselves as being Catholics, but the level of active participation

in religious practices has significantly declined in recent years. Religious education is not compulsory in Spanish schools but students can choose to take classes as an option. On Monday, May 4th, the Minister of Foreign Affairs in Spain, José Manuel Albares, had a working meeting in Rome with Paul Richard Gallagher, the Secretary for Vatican Relations with other countries. Pope Leo XIV granted him an audience that lasted about 20 minutes, although it was not scheduled in the agenda. Albares described this as a “strong gesture of recognition, friendship and affection for Spain.” He also hand delivered the official invitation from Pedro Sánchez, the Prime Minister, for the visit of the Pope to Spain on Saturday, June 9th to Tuesday, June 12th when he will be in Madrid, Barcelona, Tenerife and Las Palmas. In Barcelona he will officially open the “Tower of Jesus” at the Sagrada Familia basilica that has just been finished. This is the central tower and the highest one reaching a height of 172.5m / 566 ft. The Minister for the Interior has revealed that 11,000 National Police and 2,200 Guardia Civil police will join forces to cover the visit, and coordination centres with additional police will be set up in the places where the Pope is appearing. There has been a preliminary planning phase, a preventive phase that started on May 31st, an alert phase from June 1st and a critical phase hours before he arrives in Spain until his departure from the Canary Islands on June 12th. King Felipe VI and Queen Leticia will attend a mass in Madrid, but only in a “personal capacity” not representing the Spanish state or monarchy. The last time a Pope came to Spain was the visit of Pope Benedict XVI in 2011. At the same time, ‘Bad Bunny’ has concerts in Madrid from Saturday, May 30th until Monday, June 15th, and this has been described as being “an additional complication, but not a problem.”

Teatro Cervantes in Almería City

The company Kulver Productions has run the Teatro Cervantes in Almería city for a long time, but has now pulled out and the theatre

In the News

is looking for a new management company. At present, there are concerts or other events listed until September, but the theatre has stated that they will all take place, tickets purchased are valid, and the sale of tickets online or at the theatre will continue to be available.

Making Migrants Legal

Last month we explained how a fast-track system has been introduced to make illegal immigrants legal. There have been very large numbers of people applying and the Foreigners Office in Almería city, Social Security offices and Post offices were inundated. A large building in the port area quickly became the centre where people could apply, along with social organisations who are giving advice and helping with applications. The deadline for submissions with all the paperwork needed is June 30th.

The Mars Robot

In 2028, with a partnership between the European Space Agency and NASA, there is going to be an attempt to land a rover on Mars and carry out scientific tests on the surface. The “Rosalind Franklin” robot has been tested in the Tabernas desert in Almería, where scientists have seen how it will move, drill into the ground and analyse samples. Tabernas is one of the most Mars-like environments in Europe and can simulate real conditions without leaving Earth. The rover travelled through arid areas, avoided obstacles and selected points of interest as it would on Mars. But the key feature was that it drilled into the ground and worked with real samples, exactly as it is intended to do. The rover can drill down to two metres, a depth where radiation has not destroyed possible organic debris. In 1852, in the Sierra Almagrera region in our province, the mineral jarosite was discovered, and in 2004, NASA detected jarosite on Mars. This mineral only forms in the presence of acidic liquid water. It was the first clear evidence that the red planet had water. In some of the tests, scientists operated the rover

remotely, simulating the communication delays that will exist between Earth and Mars. Every decision and move was evaluated as if it were on the red planet. Apart from this, drilling down to a depth of 500m is being carried out in the Alhama de Almeria area. Geologists have found craters on Mars and they think that a similar one is under the surface, particularly in the Sierra de Gádor. The National Institute of Aerospace Technology (INTA) are funding the 86,000 euro cost over 60 days. Samples of the drilling will be analysed in a laboratory at Almería University.

The Best Whisky

The Nevada Distillery ‘848 whisky’ made in Fondón in the Alpujarra region of Almería province has won the Grand Gold Medal trophy at the prestigious Frankfurt International Whisky competition. It has also been distinguished as being the best whisky in Spain. This recognition, endorsed by an international jury of sommeliers and experts places it among the world’s elite in the sector, competing on a par with major whisky producing nations. This triumph is the direct result of the commitment of Concha and José Manuel, who in 2020 decided to leave their life in Madrid and come to the Alpujarras and open the only distillery in operation in the entire province. They use selected barley malts and a temperature-controlled fermentation with ale-type yeasts, a technique that gives it a much more aromatic and fruity profile than conventional whiskies. After a double distillation

In the News

in a copper vessel using the “pot still” method, the whisky is aged in oak barrels imported from the US. The distillery is 848m above sea level which is also a contributing factor.

The Famous Blackout

April 28th was the first anniversary of the total electricity blackout that affected 30 million consumers in Spain and 6 million in Portugal. Every day, the demand for electricity for the next day is gauged by Red Eléctrica (The Spanish Natonal Grid operator) who then decides where it is going to come from via the various power stations and what they are prepared to pay for it. One combined-cycle power station that burns gas and then uses the steam generated was on the list, but it announced a shutdown for maintenance, and the electricity it would have supplied was not scheduled to come from another one, so there was in imbalance. There have been several reports along the line, including one from EU experts, who concluded that it was caused by a variety of problems that stacked up to cause a crisis that could not be overcome. The “corrections” undertaken by Red Eléctrica made the situation far worse, and this was done manually as there was no automatic procedure. Also, many renewable and conventional power providers did not comply with, or did not properly apply, the technical requirements of reactive and protection adjustments. None of the reports have apportioned any blame, just the technical reasons for the blackout. The CNMC body in Spain looks at situations where there are going to be mergers to see if they are in the public interest or if there are cartels. They also investigate situations such as this one and can fine companies if they consider this is warranted. Their report has decided who was to blame with 20 disciplinary proceedings that can open claims for compensation. Three of them are against Red Eléctrica for breach of its functions as an operator “with damage to the system or subjects”, which is a very serious infringement against the Electricity Sector Law. Another 17

are for the hydraulic, gas and nuclear facilities of the three large electricity companies Endesa, Iberdrola and Naturgy, one to the electricity subsidiary of Repsol and another to Bahía de Bizcaia Eléctricidad and Engie, as well as the nuclear power stations of Ascó-Vandellós and Almaraz-Trillo. CNMC considers that one of the main problems with the power companies was not detecting indications of non-compliance, required under the regulations of the electricity sector, present for prolonged periods of time, that made restoring the supply more difficult. In all these cases there were serious infringements, but without any major damage to transformers or power lines. The deadline to impose sanctions and fines is from 9-18 months. There are liable to be many claims for compensation, particularly from large companies. Court actions to claim material damage or loss of profit run out after one year, but contractual liabilities, arising from a breach of contract, expire after five years.

Combatting Soil Desertification

The soil in large areas of Almería is drying out, hardening and losing its ability to sustain life because it retains less and less water and has lost biological activity. The lack of rainfall is the main problem that leads to desertification. A new process has been pioneered to act as a reversal on the surface, exactly where the ground begins to deteriorate. Researchers from Almería University have discovered a direct solution that covers the soil with recycled paper pellets and cyanobacteria. The recycled paper works as a thermal barrier and as a sponge that retains water, whilst cyanobacteria colonise the surface and begin to produce nitrogen and bind soil particles. This combination turns a dry layer into a space where biological activity can return and activate the soil. The tests have been carried out in different parts of the province, such as the Tabernas desert, degraded areas in Níjar, and agricultural soils. The result of the tests is visible very quickly, and includes less evaporation, more water retention and an environment where

In the News

microscopic life reappears. This layer acts as a refuge where microorganisms can survive, and the recycled waste paper does not remain only on the surface. Over time it degrades and becomes part of the soil itself, providing carbon. One of the most striking aspects is that the method works better the more degraded the terrain is. In heavily damaged soils, where there is almost no organic matter left, the response is more visible and faster, with a clear improvement in cohesion and capacity to retain water. The cost of the treatment is very cheap. The scientists have published their research and findings to combat desertification in the scientific journal Soil Biology and Biochemistry.

A New Heart

The parents of a baby boy called Manuel, who has not yet had his second birthday, live in Viator near Almería city. They have spent the last seven months in Córdoba as their son has been in the intensive care unit in the hospital, suffering from a rare heart condition, with hopes that a donor heart might be available to save his life. He was initially in the Torrecárdenas hospital in Almería, then Málaga and finally Córdoba. On May 1st at midnight, the parents received a phone call stating that the 24/7 central transplant unit in Madrid had told the heart unit that a donated heart was available in northern Spain and was being flown to Córdoba. The next day, the transplant took place from 8am to 6pm without any problems. The father stated, “Manuel will continue to be kept in the intensive care unit for a few more days, to see how he responds. If everything goes well, he will no longer have the risks to his life that he has continually experienced so far and eventually, we can go back to living in Viator.”

Almeria Coast Marine Life

The coast of Almeria has become a recurring scene of encounters with some of the largest fish in the Mediterranean, and the Alboran Sea continues to function as a transit route for large species. These are not constant appearances,

but they are increasingly documented. Fishermen and marine scientists agree that these species are seen off the coast of Almeria at specific times, especially linked to changes in temperature and availability of food. The shark Cetorhinus maximus is the largest fish that can be seen that can exceed 10m in length, weighing 4-6 tonnes and feeds on plankton. Marine scientists documented its presence during a study in April 2023. It is not a resident species, but it does appear sporadically and seasonally, especially when the food on the surface increases. The sunfish Mola mola is the most common large fish, more than 3m long and weighing about two tonnes. It is observed every summer, with continuous records between 2020 and 2025, especially in areas such as the Cabo de Gata-Níjar Natural Park. Divers and recreational boats have documented multiple encounters on the surface. The great white shark Carcharodon carcharias is one of the largest predators on the planet, but its presence in Almeria is extremely rare. A juvenile one, 2m long, was caught in a fishing net in 2023. The Bluefin tuna Thunnus thynnus is one of the most constant large fish off our coast and can exceed 4m and 600 kilos. Their presence is documented every year, especially between May and June, during their migration to the Mediterranean to breed, and it is a frequent and predictable species in the Alboran Sea. The coast off Almería is not a permanent home for these very large fish, but it is a key crossing point. The combination of currents, temperature and food is why very different species arrive at specific times.

Vehicle Number Plates

Prior to September 2000, vehicle number plates indicated the province where they had been registered with either single or double letters at the right. Almería was ‘AL’, Málaga was ‘MA’, Alicante was ‘A’ and Madrid was ‘M’. If you see any vehicle with these they were registered before September 2000. After this, a national system was introduced with four numbers and

In the

three letters and all the combinations amount to 8 million. The letter ‘O’ is not used to avoid confusion with the number ‘0’ along with ‘I’ that could be confused with ‘1’, and neither are the rest of the vowels used to prevent 3-letter words and names being formed. The letter ‘Ñ’ that is a letter only found in the Spanish language is not used to avoid confusion with ‘N’, and ‘Q’ with ‘O’, nor the Spanish double letters ‘CH’ or ‘LL’. With no vowels there was no ‘AAA’ so they started with ‘BBB’. A 1981 Mercedes-Benz 230 SL that was imported and put on Spanish plates in León, was the first to be given the new style plate, ‘0000BBB’on September 18th 2000. This Spring, the three letters started with ‘NMJ’ and it is anticipated that by the end of this year, or the start of 2027, the ‘N’ combinations will have run out. As ‘O’ is not used, the three letters will then start with the letter ‘P’.

The Russian Freighter

About 73 kilometres off the coast of Almeria, under the Mediterranean Sea, in front of the Cabo de Gata-Níjar Natural Park, the Ursa Major, a Russian freighter, sank in December 2024 in a 2,500m depth of the sea, whilst sailing from St. Petersburg to Vladivostok. What at first seemed like a normal maritime accident gradually led to an investigation surrounded by suspicions of nuclear technology, secret operations and possible links between Moscow and North Korea. The Ursa Major is linked to Oboronlogistika, a company with ties to the Russian military, and suffered a series of explosions on board. CNN, the US news channel aired a report on May 11th stating that the cargo was initially described as various items and large manhole covers destined for Vladivostok. It seems to be factual that the final destination of the cargo was not Vladivostok, but the North Korean port of Rason, one of the strategic enclaves of Kim Jong-un’s regime. The ship’s captain told Spanish investigators at Cartagena port that the cargo included nuclear reactors used in submarines, although he claimed to be unaware if there was nuclear fuel inside

them. He also stated that there was a 50cm diameter hole in the ship but the edges of the hole pointed inwards, so the damage had come from outside the ship. A few days after the sinking, U.S. WC-135 aircraft, popularly known as “nuke sniffers”, extremely specialised aircraft that the United States uses to detect radioactive particles in the atmosphere, began flying over the area. These are not planes that can be seen regularly over the Mediterranean Sea or off the coast of Spain. According to CNN the Ursa Major did not sink after the first explosions but as Spanish maritime rescue ships, a tug and a helicopter arrived, new detonations were heard and the ship sank. 14 crew were rescued and taken to Cartagena but two had drowned. Days later, the Russian ship Yantar appeared, officially a scientific ship but designated for years by NATO as an underwater espionage platform. The ship remained for several days on the wreck of the sunken cargo ship and, according to different reports, there were again explosions under water. All this further fuelled the theory that Moscow may have tried to destroy sensitive evidence on the seabed. As the investigations progressed, another possibility is that the ship had been attacked. According to CNN, Spanish investigators were told by the captain that there was a 50cm diameter hole in the ship but the edges of the hole pointed inwards, so the damage had come from outside the ship with the possibility that the hole was compatible with explosives attached to the hull underwater or even from a ‘super-cavitating’ torpedo, a type of high-speed underwater weapon extremely difficult to detect.

The Three Million Euros Inheritance

In La Voz de Almería, a local newspaper, there was an item about a court ruling in Granada that after DNA testing, a woman has been legally recognised as the biological daughter of an important businessman from Granada whose assets when he died age 86, are about 3 million euros. The businessman was frequently in Almería city where he often spent the night

In the News

and he did tell a family member that he had a relationship with the woman’s mother during the time when her “official” father was hospitalised for some time after an accident, but this could not be proven until DNA tests were carried out. In the 1980s there was still the stigma of adultery, then punishable by law. The story does not end here however, because the woman was convinced that she had a sister, from a similar out-of-wedlock liaison, who probably lived in Almería province as well. This came about when her lawyer was trying to prove that she was the legitimate biological daughter. Just a few days later, a woman rang the lawyer after reading the newspaper report and told him that she was the other woman and both women spoke on the phone. Subject to DNA tests that confirm this is true, she will also become an inheritor.

Vera Workplace Centre

The very large company International Workplace Group has opened a centre in Vera to attract people who wish to work from a flexible office place in a central location. It has cost 2,361,000 euros and has more than 2,600m2 of space in a basement, three floors and a roof terrace, allowing administrative and business services to be concentrated in a single building. The Swiss-based company has more than one million centres in 121 countries and states that there is a growing demand for their centres in Spain.

Annulling Rental Contracts

Amidst all the problems with rented properties, a legal firm has explained how the law applies if the landlord wants to break a rental contract so that a relative can move in. Article 9.3 of the Urban Leases Law (LAU) allows the landlord to recover the rented property after 12 months since the rental contract was signed, with at least two months’ notice. It has to be for himself / herself, natural or adopted children or a wife / husband who is legally separated, divorced or where the marriage has been annulled. It doesn’t apply to the landlord’s siblings. The other conditions are

that the lease contract expressly has a clause that includes the possibility of recovering the property earlier than the contract end date for this reason. The landlord has to give the specific reason that justifies the action and the communication to the tenant has to be made in a letter or document, clearly identifying the person who is going to occupy the property and the relationship that motivates the recovery.

The Mojácar Campsite

In due course, the former campsite opposite El Cantal beach in Mojácar will become a complex with commercial premises, a hotel, residential development and a sports centre. At present, work is underway to provide a parking area, to help with the high volume of cars in the summer months. When fully developed the total building area will cover 2.5 hectares (25,000m2.

Location and Population

We have mentioned before that the ‘INE’ (National Institute of Statistics) regularly publish data obtained every year on January 1st, for the previous year, relating to information from the ‘Padrón’ (the official register of inhabitants in all the municipalities). Two sets of data have recently been published and the first one is the number of people who still live in their birthplace, that in our province is 310,000, some 40%. In some municipalities more than 60% of the population has never moved to live elsewhere, including Macael with 62% and María at 62%, whilst in other municipalities it is only 20%. The percentage in Huércal-Overa is 51%, in Albox 46%, but in Mojácar, the lowest number, it is only 18%. The second revelation is that 42% of the population includes people who have arrived from other provinces in Spain, from other countries, or those who were born here but left and have now returned. The total is 322,640 people from abroad within a total population of 770,554. In 2025 our province saw 10,021 new residents, of which around 6,200 came from other Spanish provinces, mostly

In the News

Granada, Madrid or Murcia, whilst 3,823 arrived from abroad, mainly from Morocco and several Latin America countries. Internationally, Morocco remains the main source of foreign population with more than 64,000, followed by Romania and the UK. In our province, the majority of people from Morocco work in the agricultural sector and the new campaign to encourage illegal migrants to become legal, is expected to apply to 20,000 people, or even 30,000.

The Largest Companies

In our province, the largest companies are the Cosentino Group based in Cantoria with a turnover of 1.464 billion euros and 6,000 employees. This is followed by Cajamar, who have a very large corporate building at the science park ‘PITA’, with revenues of 1.42 billion euros and 5,483 employees. In third place is Senator Hotels, the hotel chain with a turnover of 148 million euros and 1,147 employees. Nationally, the companies with the highest overall score are El Corte Inglés, CaixaBank, Mercadona and Inditex, companies with a strong territorial presence and a high impact on employment, investment and economic activity.

Trump and Science

We have mentioned how Trump is waging a war with scientists, and on April 17th, by email, he fired the 22 council members of the National Science Foundation with immediate effect. Yolanda Gil, is the council president who was born in Madrid 63 years ago and she stated that the wholesale dismissal was “unprecedented”. The council was about to publish a report on US research and development and how it compares to other countries. The conclusion of the report was that there was a growing gap between the US and China, the US was falling behind and China was forging ahead. The superiority of the US over China is one of the issues that most obsesses Trump. The independent agency was founded in 1950 to channel public research in peacetime, avoiding interference from the

government of the day. Since then, it has become the main funding agency for basic science in the country. Its grants have supported the work of more than 270 Nobel laureates and allowed the development of fundamental inventions such as magnetic resonance imaging, artificial intelligence and gene editing. Council members are hoping that Republicans and Democrats in Congress will block the dismissal as they have already halted many of the administration’s attacks on scientific bodies. Yolanda Gil has stated, “I hope Congress will get involved and affirm the independence of the council”.

Entirely False

On social media there are claims that during 2026 there has to be more than just the driver in a car, but this is scaremongering. This hoax that comes and goes, aided by a Google algorithm, has its origin in an observation from Pere Navarro, the head of the DGT (Spain’s Traffic Department). In November 2024 he stated, “We took measurements on the A-2 and A-1 motorways and checked the occupancy of the vehicles and 85% of them had a single occupant. Moving a vehicle that weighs 1,000kg or 1,500kg with only a single person is nonsense”. This led to the claim that “the government will prohibit you from being alone in the car”, that was not what he said and the fake news continued. Amazingly, the Vox right-wing political party stated, “They (the DGT) lead us to tyranny, to total social control.” There is a plan in Madrid to be implemented shortly where traffic estimates are that in the morning rush hour, on the way to the capital, some 4,500 cars circulate on the A-2 in which approximately 5,000 people travel and at the same time, 125 buses transport 5,500 passengers. As a solution, the DGT will dedicate a smart lane for high-occupancy vehicles and a car with at least one passenger (detected by sensors). It will operate from Monday to Friday from 7am to 9am and 4pm to 6pm. During the rest of the day, when traffic is lower, it can be occupied by any vehicle including ones with only the driver. In California in April 2024, a driver was given a traffic infringement fine for “multiple

In the

carpool violations” after police found the driver was accompanied by a plastic mannequin dressed as a human, wearing a seat belt to keep “him” upright! The motorist had been stopped for illegally crossing a double white line to access the carpool lane. A single driver without a passenger was prohibited from using this lane at certain times of the day, similar to the plans for Madrid.

The ‘Sagrada Família’

The Barcelona ‘Sagrada Família’ Basilica was the highest building in Spain last August, but since November it became the tallest church in the world and rising to 172.5m /566 ft. The completion of the “Tower of Jesus”, the central and tallest tower of the basilica took place at the end of April. The cross at the top of the tower is made up of 15,000 ceramic pieces, produced from 500 different moulds and seven shades of white. After this, the scaffolding surrounding it, a custom built

structure designed to withstand strong winds was removed along with an enormous crane. The tower will be inaugurated on June 10th, the centenary of the architect Antoni Gaudí’s death, and Pope Leo XIV will attend as part of his visit to Spain in June. In 2025, the Sagrada Família received a record 4.9 million visitors, generated around 134 million euros in revenue and 52% was allocated for construction work. In addition, an average of 50,000 people come to see it every day from the outside with some guided tours. What remains to be done is interior work inside the tower that will eventually be open to the public, but this will take several years to complete with a target date of 2032. Since 2018, sandstone of the type needed in various areas has been mostly sourced from the Withnell quarry near Chorley in the UK. In total, there is work that may take more than 10 years to fully complete and the construction as of 2026, has spanned 142 years.

So Now You Know...

The Eiffel Tower

The Eiffel Tower was originally intended to be erected in Barcelona, but the design was not considered to be interesting enough. Instead, Gustave Eiffel approached the French authorities with the proposal that it should be built in Paris, as they were organising the International Exposition of 1889 to celebrate the centenary of the French Revolution. Nothing remotely like it had ever been built, twice as high as the dome of St. Peter’s in Rome or the Great Pyramid of Giza. It was erected in only two years from 1887–89, with a small labour force, at minimal cost because Eiffel had previously built lightweight bridges.

Mickey & Minnie

Russi Taylor (May 4th, 1944 – July 26th, 2019) was an American voice actress. She is best remembered for voicing the character of Minnie Mouse from 1986 to 2019 and was married to voice actor Wayne Allwine, the voice of Mickey Mouse, from 1991 until his death in 2009. She was the longest-tenured voice actress to voice the character, holding the role for 33 years. She also provided the voices of several characters in The Simpsons, most prominently Martin Prince, Uter Zorker, and Sherri and Terri. She died on July 26th, 2019, in Glendale, California from colon cancer, age 75 but her voice will live on for many years.

“QWERTY” Keyboards

Typing keyboards were originally arranged alphabetically, but the QWERTY layout was designed to prevent typewriter jams, invented in 1870 by Christopher Latham Sholes, an American printer. The term “QWERTY” comes directly from the first six letters on the top left row QWERTYUIOP. The middle row is ASDFGHJKL and the bottom row is ZXCVBNM. The design was sold to E. Remington and Sons in 1874, and the QWERTY layout became standard on their typewriters. People learned to type on these machines, so the layout stuck, including all current devices using letters, from computers to smartphones.

Barbie Dolls

The Barbie doll’s full name is Barbara Millicent Roberts, first displayed in 1959 at the New York Toy Fair so it is now 67 years old. While Barbie may seem as American as apple pie, she was actually modelled on a German doll named Lilli. Mattel co-founder Ruth Handler saw it while travelling in Europe and it sparked the idea for Barbie. “I saw an adult-shape body that I had been trying to describe for years, that our guys at Mattel said couldn’t be done.” The original Barbie was available as either a blonde or a brunette, but the blonde one was the biggest seller by far, so the brunette one was soon dropped.

‘Heinz 57’

‘Heinz 57’ came from the slogan “57 pickle Varieties” in 1896 chosen by the company founder H.J. Heinz. He claimed that he was inspired by an advertisement he saw while riding on a train in New York City where a shoe store boasting “21 styles”. Heinz said he chose “5” because it was his lucky number and the number “7” was his wife’s lucky number. Heinz later said that the number “7” was selected specifically because of the “psychological influence of that figure and of its enduring significance to people of all ages”. When the slogan was created, the Heinz company was already selling more than 60 products.

Honey

Honey never spoils and jars found in ancient Egyptian tombs are still edible today. It is one of the few foods that can remain safe to eat for thousands of years. Honey contains only about 1418% water, which is far below the level needed for bacteria, yeast, or mould to survive. This extreme dryness causes macrobiotic cells to dehydrate and die through osmosis, preventing any degradation. It has a low pH, typically between 3.2 and 4.5, due to gluconic acid produced by bees, another layer of protection. To maintain its longevity, honey should be kept in a sealed container at room temperature, away from direct sunlight.

Gibraltar, the Final Blueprint

Adraft document has been published with 336 sections and 46 annexes designed to finally lay down the exact status of Gibraltar, as agreed by the UK, Spain and the Gibraltar Government. It has taken 10 years since Brexit to arrive at this stage but it still needs to be ratified by all the parties. It does not need to be approved in the Spanish parliament because it has been negotiated with Brussels.

Under the deal, Gibraltar will not officially join the Schengen zone of 29 mainly EU countries, but Schengen-style border checks will be carried out on travellers arriving at the port and airport. The first control on arrival at the airport will be by Gibraltar immigration authorities, followed by a second control conducted by Spanish National Police officers who will be in uniform and armed, operating from a new joint facility. The UK government is likening it to the system in operation at London’s St Pancras station, where Eurostar passengers are checked by both British and French officials before boarding trains.

Passengers arriving by sea will be processed at the airport facility as long as traffic flow through the port “allows for an efficient, high and uniform level of control at the airport border crossing point”. The ferry link to Morocco will cease, and cruise ships will have to call at a Schengen port prior to arriving in Gibraltar, meaning that all passengers will be pre-cleared. There will be separate lanes for EU and non-resident persons, who will pass through a customs control staffed by the Spanish police within the airport terminal but located on the Spanish side of the border. A bone of contention has been the control that the Spanish police have, but it has been agreed that they can refuse entry to non-resident third country nationals, including British nationals, who do not live in Gibraltar.

Gibraltar residents will pass through a separate customs lane staffed by Gibraltar authorities located in the terminal on the Gibraltar side of the border. Gibraltar residents will be exempt from the

requirements of the EU’s new automated entry/ exit system, which came into operation on April 10th. Every day, 15,000 people come from Spain to work in Gibraltar and this will continue without any visa requirements.

Military personnel and civilian employees from non-EU countries and not resident in Gibraltar will be exempt from passport and visa regulations and the Schengen-type border checks. The UK military will provide Spain with military ID details and movement orders. The airport is partly used by the RAF and this will also apply to the port where UK navy ships come there regularly, including nuclear submarines but visiting non-resident UK forces will not be able to cross from Gibraltar into Spain. It has been agreed that the airport will be extended on land that officially belongs to Spain at La Linea and it will become a larger Spanish, European and international terminal designed to attract more tourists.

Goods entering Gibraltar will be required to meet EU standards, including labelling requirements and there will be a 17% VAT-type sales tax. At present there is only a 10% tax that has been criticised as being far too low.

Fabian Picardo, Gibraltar’s Chief Minister, has stated, “This is a safe and secure agreement that we have negotiated alongside the UK that unequivocally protects our position on sovereignty, safeguards our economy, and delivers the certainty our people and businesses need.” It is intended that all the new regulations will be in force this summer, hopefully.

Anti-Smoking Laws

New Zealand is the first country to propose serious limits on smoking known as “Smokefree 2025”. The main proposal was that people born on or before January 1st 2009 were prohibited from buying tobacco products with a lifetime ban. Every year the date would go up one year, so eventually no one could buy any tobacco products.

Only 600 retail outlets could sell smoking items, and healthcare professionals hailed this as a real way of stopping the high number of deaths. There was some opposition in parliament and MPs argued that it would harm small businesses and lead to an uncontrollable black market of tobacco products, so the law is on hold at present.

In the UK the final draft of the “Tobacco and Vapes Bill” has been passed in the Commons, and the House of Lords and is awaiting Royal Assent. The legal age to smoke will be age 18, and purchases banned from the same birth date of January 1st 2009, so by 2040 it will be a total ban. Vaping products are not included, except they will be banned in cars carrying children, playgrounds, outside schools and in hospitals. It will still be allowed outside hospitals in a bid to support those trying to quit, and at outdoor hospitality venues, pub gardens, wider open spaces such as beaches, and private outdoor spaces. There will be new regulations to stop minors buying flavoured vaping products and single use ones in particular.

In Spain, a draft anti-tobacco bill very similar to proposals in France will significantly expand smoke-free areas. For the first time, electronic cigarettes will be treated the same as conventional tobacco, so vaping will be banned in the same places as smoking. Some of Spain’s leading health organisations state that vaping by adults should not be banned, as whilst nicotine is addictive it is not harmful. They consider vaping is a very good way for a person to wean themselves off cigarettes, very successful in the UK.

Speaking after the Council of Ministers approved

the draft legislation, Health Minister Mónica García said the reform represents “an important step in the fight against tobacco use” and prioritises the right to breathe clean air. She noted that smoking is still responsible for around 140 deaths every day in Spain, which is more than 50,000 a year. The new law will ban smoking and vaping on hospitality terraces, at swimming pools, in university campuses, bus shelters and transport with a driver. It will also prohibit smoking within 15 metres of schools, hospitals, cultural or sports centres, children’s playgrounds and at open-air concerts.

There will be stricter limits on tobacco and vaping advertising, a ban on single-use electronic smoking devices, and help to quit smoking available through local health centres. The introduction of plain packaging for all tobacco products was not agreed in discussions for the draft bill so will not become law unless there is another amendment.

The draft law will now be reviewed by Spain’s constitutional bodies before returning to the Council of Ministers and then moving on to Parliament. Mónica García says that she hopes for broad political support, stressing that “while there may not always be consensus on social issues, there is strong social consensus in favour of protecting health.” A big problem is that Pedro Sánchez, the Prime Minister and his PSOE party do not have a majority in parliament, so the proposed law will rely on other political parties agreeing to back it. It appears that the ban on smoking on bar and restaurant terraces may be introduced this year.

Tourist Rentals

ElDefensor del Pueblo’ is an Ombudsman and his existence is to investigate complaints from citizens against abuses and negligence by public administrations. There is a main office in Madrid and one in Seville for Andalucía. They are not part of national or regional governments, and some of their rulings are legally binding. A report was recently published regarding 2025.

Among the nearly 17,500 complaints in Andalucía sent to the Ombudsman Jesús Maetzu, 15% related to problems with housing. The document includes a special section of complaints about unauthorised tourist properties. The report stresses that these complaints are not limited only to physical nuisances such as noise and rubbish disposal, but also to the “feeling of helplessness” felt by residents when they see that, after repeatedly denouncing unauthorised tourist housing, there is sometimes no action.

In May 2025, there were more than 96,000 tourist homes registered in Andalucía, 9% up from 2024, which made it the third highest Spanish region with the most tourist homes. The Ombudsman pointed to the distortion between supply and demand as one of the factors that pushes owners towards holiday rentals, which are more profitable than stable rentals, especially in coastal areas. He criticises owners that expel habitual residents during the summer months and forces them to look for other temporary options.

According to an analysis by economists, the percentage of average salary income that people in Andalucía allocate to housing is 38% for mortgages and close to 40% for rental properties. This is far higher than the 30% that is considered to be a sensible maximum.

The report highlights young couples with children, with incomes of between 1.500 and 1.800 euros per month, who cannot access the private housing market. The Ombudsman warns that market pressure is altering the social composition of neighbourhoods, displacing long term residents, young people and middle-class families. A housing association claims that 23% of young people in

Andalucía are in a situation of social exclusion, unable to buy or rent and still living with their families to an age that is far higher than it should be.

Regarding tourist rentals, there is positive action to remove ones from ‘Airbnb’ and ‘Booking.com.’ that do not show the licence number required by law. In Andalucía in 2025, a total of 21,897 properties were either required to be taken off, or not granted a licence, the highest number in all of the autonomous communities. Nearly 50% of licences denied are for non-compliance with the statutes of Communities of Owners, if they expressly prohibit homes let for tourist use.

On Wednesday, April 22nd, new housing laws for 2026-2030 were introduced in the Spanish Parliament designed to combat the problems. The budget is 7 billion euros split between central government and regional government. The present Young Persons Rental Aid to encourage emancipation is increased to 300 euros per month. Owners of empty properties for the last two years will be given a grant of up to 35,000 euros depending on the size, providing they are subsequently used for residential rentals for at least five years, at an affordable price. Last month we explained that for young people up to the age of 40, the 20% deposit normally required for mortgages by banks will be guaranteed by the Junta meaning a 100% mortgage can be obtained. The new housing laws go further than this and young people living and buying in municipalities with less than 10,000 inhabitants can be given a 15,000 euros grant. This applies to all the municipalities in our area, except Vera. In Barcelona, with annual tourist licenses, none of them will be renewed in 2028.

Well Done Debby!

When Debby Courtnage isn’t attending to her clients at the ‘Wacky Barber’ hair salon, she has a gruelling five-day-a-week training programme involving road running, cycling and working out at the gym. She steps this up prior to sponsored marathons and recently, her fifth one, was the London marathon for the second year running. She took it steady and completed the 42km run in just under four hours. This time, she was raising money for the “Make A Wish Foundation” who bring a little bit of magic into the lives of children who are chronically ill. Amazingly, she raised over 5,000 euros. Debby said that the event and encouragement from people lining the route was “absolutely fantastic”, with a very big “thank you” to all her sponsors.

PAWS-PATAS Update

Welcome to June and time for a monthly “pupdate”. What a great way to start the month having found loving homes for 12 dogs and 2 cats during April. It’s why we do what we do. Thank you to all the families that have given these previous members of PAWS-PATAS family their new beginnings

The good news keeps coming. An overview here of our fundraising activities during April: 540 euros from our monthly Bingo Lunch Club 305 euros from our book sale

785.75 euros from The Alternative Miss Mojácar event, which came from a share of the proceeds from ticket sales and raffle as well as sponsorship money raised from our entrants.

615 euros PAWS-SOME Membership. Congratulations to Mr Bean, a black cat who brought his owner, Cathy Allen, good luck. He won 250 euros of vouchers for her when his name was pulled in the monthly draw.

Now, thank you’s to –Businesses who allow us to have donation tins in their premises and to the general public who donate.

Sue and Steve Staniland, Maddie and an anonymous donor who all kindly provided us with a camera/live feed to keep an eye on one of our “mum to be” cats.

Vista Del Mar who held an Easter raffle for us, with the prize being an amazing giant Bunny1kg of chocolate, which raised 35 euros.

To every one of you who supports us in some way, allowing us your premises for events, volunteering, donating goods to our shops or by attending an event. All is truly appreciated.

Forthcoming Events

4th June: Our last Bingo Lunch Club before we take a summer break. Always a “full house” and just 10 euros for 2 full games of bingo, lunch, a raffle and a barrel of laughs.

9th June: Book Sale at Scotty’s, Mojácar Playa 10.30am-1pm

Every Sunday is Jukebox DJ at Zeppelin, Mojácar Playa from 9pm. Just 1 euro a song, with all profits to PAWS-PATAS. www.paws-patas.org

Thank You to Felicity

The Mojácar Community Library is based in the Multi-Use Centre, between the Playa and the Pueblo. It is run by volunteers, and new books arrive monthly as well as donated books. For just 12 euros a year, members can borrow up to 8 books, including 1 new one, every 3 weeks. Find us on Facebook.

Felicity Radcliffe, a resident of Mojácar, has written a trilogy of books based on the canal system in the UK and a fourth book which is an anthology of short stories. She has kindly donated all four books to the library and they are now in the Recent Acquisitions’ section to the right of the New Books stand.

Felicity also runs a creative writing group in Mojácar called the Mojácar Writers Group. The group meets in the back room at Scotty’s El Tropico on the Playa on the third Thursday of every month at 11am. Everyone is welcome, from complete beginners to experienced authors.

Jokes of the Month

A Woman’s Best Mate

If you want someone who will eat whatever you put in front of him and never say its not quite as good as his mother cooks, ...then buy a dog.

If you want someone always willing to go out, at any hour, for as long and wherever you want, ...then buy a dog.

If you want someone who will never touch the remote, doesn’t care about football, and can sit next to you as you watch romantic movies, ...then buy a dog.

If you want someone who is content to get on your bed just to warm your feet and whom you can push off if he snores, ...then buy a dog.

If you want someone who never criticises what you do, doesn’t care if you are pretty or ugly, fat or thin, young or old, who acts as if every word you say is especially worthy of listening to, and loves you unconditionally, perpetually, ...then buy a dog.

BUT, on the other hand, if you want someone who will never come when you call, ignores you totally when you come home, leaves hair all over the place, walks all over you, runs around all night and only comes home to eat and sleep, and acts as if your entire existence is solely to ensure his happiness, ...then buy a cat!

Now be honest, you thought I was going to say... get a man, didn’t you?

Robbed again.

I was robbed yesterday at the petrol station. After my hands stopped trembling, I was able to call the police. They were quick to respond and were able to calm me down because my blood pressure went through the roof. All my money was gone, though. They asked if I knew who took it. I nodded and said, “Yes, pump 3.”

Golfing with an older man

A young man who was also an avid golfer found himself with a few hours to spare one afternoon. He figured if he hurried and played very fast, he could get in nine holes before he had to head home. Just as he was about to tee off an old gentleman shuffled onto the tee and asked if he could accompany the young man as he was golfing alone. Not being able to say no, he allowed the old gent to join him.

To his surprise the old man played fairly quickly. He didn’t hit the ball far but plodded along consistently and didn’t waste much time. Finally, they reached the 9th fairway, and the young man found himself with a tough shot. There was a large pine tree right in front of his ball - and directly between his ball and the green.

After several minutes of debating how to hit the shot the old man finally said, “You know, when I was your age, I’d hit the ball right over that tree.”

With that challenge placed before him, the youngster swung hard, hit the ball up, right smack into the top of the tree trunk and it thudded back on the ground not a foot from where it had originally laid.

The old man offered one more comment, “Of course, when I was your age that pine tree was only three feet tall.”

Crucial Timing

She was standing in the kitchen preparing to boil eggs for breakfast, wearing only the “T” shirt that she normally slept in. As he walked in (almost awake), she turned and said softly, “You’ve got to make love to me this very moment.” His eyes lit up and he thought, “I am either still dreaming or this is going to be my lucky day.”

Not wanting to lose the moment, he embraced her and then gave it his all - right there on the kitchen table. Afterwards she said, “Thanks,” and returned to the stove, her “T” shirt around her neck. A little puzzled, he asked, “What was that all about?”

She explained, “The egg timer’s broken.”

The Confession

A man walks into a church confessional and says to the priest, “Bless me, father, for I have sinned. I was with seven different women last night.”

The priest is silent for a moment, then says, “Go home and cut seven lemons in half. Squeeze the juice into a glass and drink it down in one gulp.”

“And I’ll be forgiven?” asks the man. “No,” replies the priest, “but it will wipe that smirk off your face.”

Only the Best

This guy’s father dies, so he goes to the undertaker and tells him he wants the best of everything for his father. The funeral is absolutely beautiful, and the guy is extremely pleased. The next day, the guy gets a bill for $16,085, and he pays it. The next month, he gets another bill for $85. He figures it’s just a little supplementary bill, so he pays that, too. Next month, another bill for $85 arrives, so he calls up the undertaker and says, “I keep getting these bills for 85 dollars. I thought I paid for the funeral already.”

The undertaker says, “Well, you said you wanted the best for your father, so I rented him a tux.”

When I say I’m broke….I mean broke! Yesterday I answered a knock on the door, only to be confronted by a well-dressed young man carrying a vacuum cleaner. “Good morning,” said the young man. “If I could take a couple of minutes of your time, I would like to demonstrate the very latest in high-powered vacuum cleaners.”

“Go away!” I said. “I haven’t got any money! ‘I’m broke!” and proceeded to close the door. Quick as a flash, the young man wedged his foot in the door and pushed wide open. “Don’t be too hasty!” he said. “Not until you have at least seen my demonstration!” And with that, he emptied a bucket of horse manure onto my hallway carpet. He announced, “If this vacuum cleaner does not remove all traces of this horse manure from your carpet, Madam, I will personally eat the remainder.” I stepped back and said, “Well I hope you’ve got a bloody good appetite, because they cut off my electricity this morning!

Obituary

An old woman goes to the newspaper office after her husband died. She says to the person at the front desk that she needs to get an obituary published for her husband. She gets brought into an office and is asked what she wants the obituary to say.

The woman thinks and says, “Fred Smith died.”

The reporter looks at her and said, “Miss, you can have it say more than that if you want.”

So the little old lady thinks for a second and says, “Fred Smith died. Boat for sale.”

A Sister

A little girl asks her father, “Daddy, why don’t I have a little sister?”

Trying to be funny, her father says, “You do have a little sister.”

“I do?” asks the little girl.

“Sure you do,” her father says. “But, every time you walk in the front door, she is walking out the back door.”

“Oh, I see!” says the little girl. “You mean she’s just like my other daddy.”
