Light at the End of the Tunnel?

T

he major news towards the end of May was that from May 24th UK residents could come to Spain for any reason, without a negative COVID19 test, or any restrictions except the filling-in of a health form. This news, announced at the ‘FITUR’ tourist fair in Madrid, has had somewhat mixed reactions. Spain needs tourists and in 2019 a total of 18 million people came to Spain from the UK. The numbers won’t be anything like this in 2021 but predictions are that “hopefully” the total will be between 8 to 11 million. There is a slight worry that the ending of any restrictions for UK tourists may mean the infection rate goes up in Spain with the Indian variant gaining a foothold, which would be extremely bad news. 11 million tourists came from Germany in 2019 but foreign tourism is “strongly discouraged” this year. On May 22nd they banned UK tourists from entering Germany from midnight May 23rd, describing the UK as a “Covid Hotspot”. Spain is doing quite well as regards vaccinations, but is far behind the UK. On the weekend of May 22nd- May 23rd only 16.5% of the adult population had received both doses, or the Janssen vaccine. On the same weekend in Almería province 100,600 people were fully vaccinated (13.8%), and 218,500 had been given one dose of the two-dose vaccines, but it is hoped that number will continue to rise sharply in June and July. The rate of infections in the UK was 21.5 per 100,000 and in Spain as a whole it was 137. In Andalucía it was down to 100 and in Almería province it was down to 87, the lowest rate in Andalucía. As things are getting back to normal, the relaxation of the “state of alarm” is not showing any effect in our area, as regards increased hospitalisations and deaths. The Inmaculada hospital in HuércalOvera and the Torrecárdenas hospital in Almería city have closed some of their general wards for covid patients. There are still restrictions on the number of people attending events, particularly in municipal

auditoriums. On May 23rd the webpage for cultural events in Almería city listed no events at the Maestro Padilla auditorium after this date. There will be some, but they are not currently being advertised. The Roquetas de Mar municipal auditorium opened up again on May 30th, and the Águilas auditorium has a sing-along concert for children on June 12th, but otherwise only drama performances are on offer. We list the relevant events in our “What’s On” section.

The summer solstice is on June 21st

Unfortunately, the Mojácar Moors and Christians fiesta that normally takes place in June has been cancelled for the second year running. This celebrates an agreed truce between the Kingdom of Granada and Alabez, the equivalent of the mayor of the Moors in Mojácar, on June 10th, 1488. June 21st is the midsummer solstice, and pagan celebrations to ask for good crops were modified when Christianity took hold. On June 23rd there is an evening vigil to celebrate San Juan (St John) as it is claimed that John the Baptist was born on June 24th. Bonfires are lit on beaches throughout Spain with fireworks and music. Almería city have banned the gatherings this year, and although it is normally celebrated in many local towns and villages it looks as if it will not take place, or be extremely low key. There are no national “red” fiesta dates in June or July when everything shuts down and official offices and banks are shut. UK Fathers’ Day that is always the third Sunday in June is on June 20th this year.

The Palomares Radioactive Soil On June 1st,the Spanish High Court was due to rule on the situation of the radioactive soil in Palomares that has been there since 1966 when a US bomber collided with a US tanker. Four nuclear missiles were jettisoned and the nose cones of two of them that landed in Palomares split on impact that released plutonium dust. Large number of US troops took a lot of the radioactive soil back to Nevada, where there is a nuclear waste facility. An estimated 50,000m3 of radioactive soil remains, with some of it ploughed in, over an area of 40 hectares. Greenpeace and Ecologists in Action have asked the Madrid court to review the whole situation and give their verdict. The court required the Spanish Nuclear Authority to release various reports and justify that they had revised the amount of radioactive soil down to 28,000m3. Laura Diepstraten Voted the Winner! Laura Diepstraten is a 14 year old girl from Pulpí, recognised as a gifted singer and songwriter, who accompanies herself at the piano. In 2018 she reached the last stages of the Spanish “The Voice Kids” competition. Recently, she was chosen from 30 other entrants in Spain to compete in a special version of the ‘Eurovision song contest’ with participants from 17 European countries. What makes this competition unique is that it is for blind people, or the severely visually handicapped, and Laura has been blind from birth. The Spanish jury who selected her with a unanimous decision, stated that her song “Otra Visión” (Another vision) was extremely moving and dealt with how she perceived the world as a blind person. Laura has commented that sometimes she sits at the piano playing chords and melodies and this quickly turns into a song, as happened in this case. The virtual finals of the ‘Euro-Low Vision’ competition, transmitted on YouTube, took place

The High Court in Madrid has dismissed an appeal by Azata del Sol, the developers of the ‘El Algarrobico’ hotel in Carboneras. The 21 storey, 411 bed hotel was 94% finished in 2005 when a court in Almería stopped the work, after Geenpeace “discovered” the hotel and started raising objections. It had been built (almost certainly by a mistake on a land map in Madrid) too near to the sea, and it was later ruled that the land was not zoned for urban development and Carboneras town hall should not have granted the building licence. Azata del Sol have disputed all these allegations and Carboneras town hall have consistently refused to declare the building licence invalid. Some years ago, it was decided that central government would pay for the demolition and the Junta de Andalucía would pay for the re-instatement of the land, but nothing much has happened since then. Azata del Sol have refused to be given a refund of the 3.2 million euros that they paid for the land that the Junta wants them to accept, and consistently asked for compensation of 71 million euros. This is the official valuation of the building as it stood when the work was stopped, plus 5% for moral damages and their reputation having suffered. This court ruling was the second one denying any compensation, but this one considered the value of the building and the land, not just the building. The Junta de Andalucía have announced that this is one more step towards the demolition. Another court has ruled that when the Junta intended to take occupation of the site they could only do this by getting a judgement from the civil courts that as yet they don’t have. Earlier this year, when Greenpeace went to court again, to complain of no action and no meetings between central government and the Junta since 2018, the High Court in Madrid ruled that Government, the Junta and Carboneras town hall had to submit monthly progress reports that would be sent to the High Court of Andalucía. The price of a standard bottle of gas is reviewed every two months, based on the price of petroleum, butane and propane gas and transport charges. Sometimes the price goes down, but usually it goes up! Last November the price was increased by 2 euros 50 céntimos and last February the price was put up to 13 euros 96 céntimos. Now, the price has gone up by 68 céntimos to 14 euros 64 céntimos. There is a ceiling cap of 5% in the rise in prices, and the latest one is 4.87%. This is the highest cost since November 2018 when the price peaked at 15 euros 33 céntimos. The rises are based on the cost of the raw products, which is to some extent based on prices in “the spot market”, where countries buy their fuel. Spanish consumer organisations are extremely critical and point out that in their opinion now is not the time to increase the cost, in view of the likely increase in the cost of electricity.

Music Festivals Last month we commented that many music festivals in Spain were in danger of being cancelled for the second year running, including the Villaricos Dreambeach Festival in August. Similar to recent “experiments” in the UK, a concert in the open air took place on March 27th in Barcelona when “Love of Lesbians” performed with an audience of 5,000 people. All of them had to have a negative antibody test at the stadium and wear masks, but there was no social distancing. As this was considered to be a success, the ‘Cruïla’ music festival in Barcelona scheduled for July 8th-10th with 25,000 attendees each day, may well go ahead. A spokesperson for the health authority in Barcelona commented that if people turned up on each of the three days, they ought to have had three tests! The logistics of testing 25,000 people are extremely complicated and at the Love of Lesbians concert 80 health workers tested the 5,000 people. The cost was borne by the organisers and worked out as being four euros per person. It is considered that testing more than 25,000

In the News people, assuming this could be done with some free testing at farmacias on the day, is such a great problem that concerts with more than this number would have to be postponed until 2022. Organisers of the Madrid Mad Cool, the Bilbao BBK Live and the Benicàssim FIB music festivals are expected to announce their intention to proceed, or be postponed until 2022, shortly.

A Big Cannabis Haul Specialist police from the Almeria National Police anti-drug coordination unit were alerted by Spanish Coastguards that a semi-rigid launch appeared to be slowly approaching a beach at Balermo near El Ejido. The police set up surveillance and observed people waiting on the beach with a large van. When parcels were being rapidly loaded onto the van the police swooped in and discovered 50 packets of cannabis resin in the van, 31 on the sand, and 21 floating in the sea near the beach which altogether weighed three tonnes. The police also found 129 containers of fuel with 25 litres in each one. Twelve people were arrested initially who were Spaniards and Moroccans allegedly part of a large gang which consistently use semi-rigid boats to transport cannabis resin from ships off shore to beaches in Spain. Raids were carried out in Adra in Almería province, Villa Seca and Mont Roig del Campo in Tarragona, Crevillente in Alicante, and Lorca and Cartagena in Murcia.

Gang Leaders Sentenced In 2019, specialist police in Almería mounted “Operación Corso” designed to break up a gang known as “Los Antones” who were dealing in drugs and arms. There were an initial eight arrests, which then became more, with four locations raided in Vicar where there were cannabis farms, and a central unit where the drugs were packed and made ready for transport to Europe. The gang also processed cannabis grown in other parts of Andalucía. The police seized 9,000 euros in cash, nine luxury vehicles, 13 revolvers and semi-automatic weapons and 130kg of cannabis resin. Further investigation proved the suspicion that the gang was implicated in a shootout with a rival gang in July 2015 in the El Puche area of Almería city. One person was killed and a

young girl was injured, and there was another shootout in 2007 when a rival gang leader was shot dead. The court in Almería has sentenced the four leaders of the gang to 24-26 years in prison and a fine for each of them of 500,000 euros. Lesser prison terms were handed down to other gang members. A police spokesperson commented that considerable amounts of money had been converted into purchases of gold bars and diamonds.

Cantoria Mayor Convicted Gaspar Masegosa was the mayor of Cantoria from 2013 to 2015 and took over when the previous mayor, Pedro Llamas, was forced out of office convicted of various offences. Gaspar Masegosa has accepted a ban on holding public office for a period of eight and a half years (so he cannot be a councillor or hold a position in the town hall). The court in Almería ruled that there were financial irregularities in the payment of money to third parties when there was inadequate funds, and he made part payments to a contractor to hide the full amount. It was ruled that he personally and unilaterally authorised work to the value of 247,999 euros from one particular company, as well as being involved in town hall employment irregularities.

Self-Employed Social Security Re-vamp Self-employed persons (and employers and employed people) pay into the Spanish Social Security system which gives health cover, pension contributions and unemployment cover. The minimum payment for a self-employed person is 250 euros per month but there have always been complaints that the actual income of a person has no bearing on the payment amount. New proposals that are being threshed out by the Spanish Minister for Social Security, major unions and employer associations are that a totally new system will be introduced next year to come into force in 2023. This will entail a sliding scale of 13 amounts of money depending on net income, and the aim of the new proposals is to allow people who become self-employed to avoid the present minimum monthly amount, which can be a hardship, or dissuade them from setting up a business. The cheapest minimum payment will be 90 euros per month on annual net earnings of up to 3,000 euros.

Salaried employees pay about 1,100 euros per month, with the majority paid by the employer. There are no current plans to change this.

Dogs Upgraded

The new ‘Plan Moves III’ incentive scheme with discounts off the price of electric vehicles and hybrid vehicles that we detailed last month is designed to stimulate sales, with an extra discount if an old vehicle is scrapped. Whether large numbers of the public take up these offers remains to be seen. Meanwhile, the Spanish Society of Motor Dealers has published some bad statistics. They calculate that in 2020 they lost out on sales of 350,000 new vehicles as a result of the pandemic, and forecasts for this year are that hopefully sales will be better, but nothing dramatic. A big problem is that the average age of cars in Spain is very high compared to the EU average age of 11.6, and it is going up. In 2011 it was 9.7 years, going up steadily to 12.7 in 2019 and 13.2 at the end of 2020. The Spanish motoring publication ‘Autocasión’ features sales of secondhand cars, and their expectation is that there will be sales in 2021 of 1.1 million used cars over 10 years old. This is very likely going to be 10% more than sales of new vehicles, and the percentage of cars in Spain that are older than 10 years will go up to 60%. The DGT (Spanish Traffic Authority) are very concerned because an older vehicle does not have the same safety features as new cars in respect of airbags, automatic braking when a potential collision is detected, and automatic high intensity side lights and headlights. They also point out that older cars probably don’t have regular servicing except before an ITV (MOT) test, and because of this they are more dangerous to drive. Older cars also have “dirtier”

A new proposal that has been passed in the Spanish parliament relates to the situation of dogs when a partnership is dissolved by separation or divorce. Previously, a dog was classified as an object, the same as a car or television, and was not subject to any consideration such as custody and their care and expenses. Dogs have now been classified as “Seres sintientes” that is an entity that has perceptions such as sight, hearing, touch, taste and feelings. As such, what happens to a dog can now be decided by an agreement by both parties, or a custody ruling in court, the same as for children. In Spain it is estimated that there are 13 million pets with 93% dogs, 6% cats, and the remainder pets such as guinea pigs and rabbits. In 2019 there were 95,000 separations or divorces, two per 1,000 head of population with consequent agreements or disagreements over the situation for pets. Following the change in the law, a court can now rule on a joint custody where the dog or dogs are cared for by both people alternately, or there are agreed visitation rights and the sharing of expenses such as food and vet bills. The new law does not apply to a cat.

Tourists in Andalucía This Summer

The municipal Roquetas de Mar Auditorio re-opened on May 30th. We highlight any events that may be of interest to our readers in our ‘What’s On’ section.

At the ‘FITUR’ tourist event held in Madrid, Juanma Moreno, the President of the Junta de Andalucía, gave a press conference at the Andalucía stand. He stated that the vaccination programme was proceeding well, and it was hoped that over the summer, 9 million tourists would come to Andalucía and the total for the year would be 20 million. In all of 2019, the record number was 32 million, but this fell to 13.3 million in 2020.

The New Mojácar Lighthouse In mid-May, Rosa María Cano, the mayoress of Mojácar, met with the President of the Almería Port Authority and the construction company at the site of the new lighthouse. It is being built at the top of the Marina de la Torre on the north side of the Cerro de Moro Manco hill on a 250m2 area of land ceded by the municipality. Apart from the lighthouse there will be an ancillary building. Work on the access road is being carried out, and following the foundations having been completed work is starting on the main tower. The design of the white structure is stated to be in keeping with the Mediterranean style of architecture and during daytime hours the lighthouse still has to be visible from the sea. Additional work that the port authority is paying for, with a budget of 280,000 euros, is a viewing area and gardens. The lighthouse will be functional next summer and will replace the one at Garrucha that is not now in an ideal setting. The port authority has pointed out that on all new maritime maps of the coast, Mojácar will appear as the location of the lighthouse.

Brit Paedophile / Teacher arrested The National Police in Madrid were tipped off by a paedophile unit in Queensland Australia that pornographic images of sexual abuse were being accessed and uploaded by a person in Madrid, who was using the dark website ‘TOR’. The investigation determined that the images were coming from schools in Madrid and the search led to two particular schools. None of the teachers had any previous convictions or allegations against them, until the police found that a British man, aged 31, who was teaching English to small children at both schools, was using a false name. When his true name was established and run through UK databases this showed a previous two-year prison sentence for the same offences in a school in England. Allegations in Spain are that the man abused and photographed 36 girls aged four to eight, and following a search of his home computer he was found to have a large number of sexual abuse images of children. A police spokesperson stated that the man was a dangerous sexual predator.

A Surprise Political Resignation

Until 2014 Spain had two major political parties, the PP (roughly Conservative) and the PSOE (roughly Labour). When elections for the Spanish parliament took place every four years it was one of these parties that formed a government. In a surprise announcement in early April, he revealed that he was resigning his position as an MP to stand for the presidency of the Madrid Community in the elections on May 4th. When the results were known, the PP had surged ahead with 65 seats (a majority is 69 seats), and the Podemos party only went from 7 seats in 2019 to 10 this time. The far-right wing Vox party gained 13 seats, and they announced that when they agreed with the PP party on their policies, they would abstain from voting against them, so that the PP had a majority. Pablo Iglesias then made another bombshell announcement when he stated that because of the very poor results, he was leaving active politics to pursue an academic career once again. As he had therefore resigned as Secretary General of the Podemos party this resulted in a very unexpected leadership contest. In April, along with five other political figures in Spain, he received a “death threat” letter enclosing bullets. He is famous for his informal dress style and his ponytail, and when he had to go to see the Spanish King Felipe VI with Pedro Sánchez, the present Prime Minister, and announce that his party and the PSOE had formed a government, a palace official lent him a jacket! On May 12th he published a photograph showing him studiously reading a book, without his pony tail. The newly elected mayoress of Madrid quickly published her own photograph dressed in a bull-fighting suit, apparently holding up his pony tail as a bull-fighting trophy, given as an award on the skilled despatch of a bull! Pablo Iglesias has a financial cushion until he obtains a new job. As an ex-vice president, he is entitled to receive a gross payment of 5,300 euros per month for 14 months.

A Cautious Warning Fernando Simón is the head of the Spanish department for health emergencies and infectious diseases and is highly regarded. The Spanish health department and the government usually take notice of his observations, and his TV appearances have a very positive rating from the general public. On May

12th he addressed an audience of health experts at a symposium in Ciudad Real and was very cautious in his prognosis. He considers that Spain will not be in a good position until sometime in 2022, and bases this on the possibility that other worrying variants of COVID-19 may emerge. He stressed that wearing face masks (even in the open air), social distancing and hand washing is still very important and these precautions should not be relaxed for several months. He noted that the vaccination programme was proceeding according to plan but there could not be a “herd immunity” until at least 70% of the population had been fully vaccinated. He considers that by November at least 10% of the population may be immune from already having had the virus and recovering, and this is good news, but the situation could once again become critical as has happened in Germany and South Korea. He stated that there are still many questions regarding the virus that as yet have no answers and it was impossible to accurately predict the eventual outcome and timescale with any certainty. In May, Spanish health and education officials announced that for the 2021-2022 school year starting in September, pupils would still have to wear masks, but the distance between desks might be reduced from 1.5m to 1.2m.

Blue Flags The highly prized international ‘FEE’ blue flags for beaches and recreational ports have been announced for 2021, and Almería province has gone from 32 in 2020 to 33 this year. The awards were first made in 1987 and there are several categories that are taken into account including the quality of the water, safety, tourist information, access and management. In Mojácar the six beaches at Marina de la Torre, Venta del Bancal, Lance Nuevo, El Cantal, Piedra Villazar and El Descargador have been given stars and in Pulpí, the Calipso, Mar Rabiosa, Los Nardos and Mar Serena beaches. Three beaches in Carboneras have also received the awards. In all of Spain there are 713 blue beaches or ports for 2021 which have the awards, which is 25 more than last year. The blue flag awards are distinct from the “Q for quality” awards that many beaches obtain from the Spanish Department of Tourism.

The EU Digital Covid Certificate

A

fter discussions that started several months ago, on the evening of May 20th, the European Parliament and the Council of Ministers finally thrashed out details of the COVID-19 digital certificate that will apply to all 27 member states. This followed long meetings that at some stages were described as being “tense”. There are still some wrinkles to be smoothed out but it will come into force on July 1st, but with a six week “phasing in” period for countries that cannot do it by July 1st. Instead of being called a “Digital Green Certificate” the name has been changed to the “EU Digital COVID Certificate”, partly because it won’t be green in colour! The EU President, Ursula von der Leyen, gave a press conference on the evening of May 20th and said: “We are delivering on our commitment to have the EU Digital COVID Certificate up and running before the summer. European citizens are looking forward to travelling again, and today’s agreement means they will be able to do so safely.” She went on to say: “All EU citizens have a fundamental right to free movement in the EU. The EU Digital COVID Certificate, available in paper or digital format, will make it easier for Europeans to travel – whether to see their families and loved ones or to get some well-deserved rest.” The adoption of the standard format certificate is designed to do away with any other restrictions, such as quarantine requirement and additional tests, when travelling between member states. The obtaining of the free certificate is not a legal requirement to travel between member states, but in the case of a person who does not have one, their entry into an EU state will be subject to their requirements. There is a loophole, which was the subject of fierce debate, that allows a country to temporarily suspend the free movement if there is a “health crisis” and they want to introduce their own quarantine.

The key feature is a QR code with information that can be scanned that will be put on a master database for each country, and a central EU one. The certificate will show if a person has been vaccinated, probably a minimum of 14 days previously from a single dose vaccine or the second of a two-dose vaccine, but vaccination will allow entry. Vaccines that will be accepted are the ones approved by the European Medical Agency, so AstraZenica, Pfizer, Moderna and Janssen, but others approved by the World Health Organization will be accepted, and that will apply to the member states that administer the Russian and Chinese vaccines.

An alternative is the obtaining of a PCR test within a certain time period, and there have been fierce disputes as to whether the tests should be free. In the end it was agreed that the cost must be “accessible” and the EU is setting aside 100 million euros available for member states to reduce the cost, and cater for a person who regularly crosses EU borders for purposes such as work. Another alternative is the obtaining of an antibody test that shows a person has overcome the virus, and there is further discussion as to which type of test will be accepted.

Vaccines for Everybody

I

n early May, President Biden put forward the proposal that the patents and intellectual property rights of the drug companies that produce the COVID-19 vaccines should be shelved, or loosened to a major degree, or be licensed to other companies. This has not been received enthusiastically by the manufacturers. The Secretary General of the United Nations has been pressing for vaccines to be sent to poorer countries to stop the imbalance of 75% of the available vaccines being in the hands of the richest countries. 130 countries worldwide have at present received no vaccines, and he considers that without any help, it will be 2023 or 2024 before they arrive.

They claim, along with other manufacturers of the vaccines, that there is a high level of knowledge required, the necessity for complicated and very expensive production equipment, rigid quality control, and controlled distribution. They state that because of this, only a handful of countries could develop the capability. On the other hand, the gigantic drug companies TEVA in Israel, Biolyse in Canada, Biovac Factory in South Africa and Incepta in Bangladesh, have all asked Pfizer for a licence to manufacture the vaccine, with the payment of a royalty in return. So far, Pfizer has refused to do this, although it would increase the production of their vaccine by at least 50%.

The ‘OMC’, the World Organisation for Commerce, considers that manufacturing licences need to be issued when there is a limited manufacturing capability, high cost or distribution problems. They point out that this was done in Brazil and India from 2000-2010 to combat HIV, and the cost of the drugs dropped by almost 90%. India and South Africa are asking for a relaxation of patents, if only for a short period, to allow manufacture there. Another consideration is that about 90% of the cost of perfecting the vaccines has come from governments, and AstraZenica were given 366 million euros by the European Commission. In this case however, they are supplying the vaccines at the cost price. Normally, patents have a life of 20 years from when they are granted, in the case of the EU, from when the application is made, and 17 years in the US. These patents allow the manufacturer, in this case pharmaceutical companies, to cover their costs and then make a profit. The Pfizer vaccine is expensive, but the company increased their profits by 25% in 2020, that was all accrued in the month of December with their firm orders. For the first quarter of 2021 their income was 3.5 billion euros, and their prediction is that by the end of the year this will rise to 26 billion euros, apart

Dr. Fauci, the chief medical advisor on infectious disease for President Biden, considers that drug makers have an obligation to act. He states, “I always respect the needs of the companies to protect their interests to keep them in business, but we can’t do it completely at the expense of not allowing a vaccine that’s lifesaving to get to the people that need it. You can’t have people throughout the world dying because they don’t have access to a product that rich people have access to.” Last month we reported that the ‘Hipra’ company in Catalonia started human trials of their vaccine in May. Their production capacity should be 400 million doses in 2022 and an estimated 1.2 billion in 2023. The cost of this vaccine, that will be a single dose, has yet to be revealed.

So Now You Know... Play, Pause and Stop Buttons A Swedish engineer Philip Olsson is credited with coming up with the ‘play’, ‘pause’ and ‘stop’ symbols that were initially used on reel-to-reel tape recorders, then cassette recorders, CD players, films and videos and remote controls. The triangular ‘play’ button was a simple symbol for an arrow, and on tape recorders the tape went from the lefthand reel to the right-hand reel. The ‘pause’ button is the ‘stop’ symbol with the middle missing to indicate a temporary stop that left other depressed buttons operative. The ‘stop’ button was designed as being a square full stop. Various other electrical appliances now use these symbols as well. Cymbals The first cymbals are thought to have been made 5,000 years ago in Mesopotamia, the home of metalworking. Adding a small amount of tin to copper, which produced bronze, was the favourite material. The manufacture spread throughout many countries including the areas that became Turkey. By 1300AD, the Turks were accepted as being the world leaders in the production and sound of cymbals. From the 1650s cymbals started to be used in European operas and classical music concerts. In the 1900s, with the introduction of drumkits in popular music, cymbals were added that became the main timekeeper of the required tempo. Sniper Rifles Specialist rifles that allow a person to shoot from a long distance are known as ‘sniper rifles’ and they have existed prior to WWI. In the 1890s the L42 Enfield rifle was first used by British soldiers and improved versions appeared until the 1990s. The German PSG1 rifle was manufactured in Germany after the 1972 Munich Olympic massacre and is still used today. In 2012, two US army snipers fired simultaneously and one of the bullets killed a Taliban commander from 3.078yds (2,815m). In 2017, a Canadian sniper killed an ISIS militant from 3,871yds (3,540m) and this claimed the record distance. The bullet took 10 seconds to arrive on target.

Japanese Sushi A 4th century Japanese book mentions raw, salted fish being covered in cooked rice, salt, and rice vinegar. When the rice begins to ferment, acids are released that stop any bacterial growth in the fish, which is a form of pickling. Initially, the rice mixture and fish were left for a period of about six months before they were eaten. The process was shortened in the 17th century when the rice and fish were compressed in a wooden box which greatly reduced the time. In the early 1800s, Hanaya Yohei set up a sushi stall near a fishing port and served up strips of fresh fish on the rice mixture. No fermentation or preservation of the fish was now necessary. The Beginning of ‘Amazon’ Jeff Bezos started an online company in his garage in 1994 that sold books. It was called ‘Cadabra’ but a friend said it sounded too much like ‘Cadaver’ over the phone. The next suggestion was ‘Relentless’, but Jeff settled on ‘Amazon’ after the largest river in the world that featured on his logo with the claim, “Earth’s biggest bookstore”. A bell was rung every time they sold a book, but soon abandoned when sales mushroomed. In the first month they sold books in 45 countries. The web servers they used needed so much power that Jeff and his wife could not use a hairdryer or an oven / grill in their house without blowing the main fuse. Early Bicycles In 1790, Comte Mede de Sivrac invented a device with two wheels and a seat but without any steering or pedals. Running produced speed, and then the person jumped onto the seat whilst it free-wheeled. Spanish Mathematicians Study Plastic Ducks

I

n January 1992, the container ship ‘Ever Laurel’ left Hong Kong with a cargo destined for Washington in the US. Half way there a severe storm washed twelve containers into the sea, including one that had 28,000 bath toys, mostly yellow plastic ducks. The container split open and the bath toys were released into the sea.

Major Changes in Electricity Pricing

T

he electricity we use amounts to about 35 0% of the total bill, and the cost varies per hour when read by the “intelligent” meters, depending on the method of producing electricity. The tariffs are either one with no cheap rate, or a split tariff with two or three cheaper time periods. Supply companies offer a fixed price contract every month but consumer organisations don’t consider this is beneficial and in 2020 was definitely more expensive. From June 1st all domestic and small business users will pay via a new ‘2.0 TD’ tariff with three bands. The ‘Punta’ (most expensive) is from 10am2pm and 6pm-10pm. The ‘Llana’ (intermediate price) is from 8am-10am, 2pm-6pm and 10pmmidnight. The ‘Valle’ (cheapest) is midnight to 8am Mondays to Fridays, all day Saturdays and Sundays and national fiesta days.

A consumer organisation gives a probable example of the difference in price assuming a consumer paid an average of 12 céntimos per Kw in May. (1 Kw, 1,000 watts, is the power used by an electric water heater with a 1,000-watt element on for 1 hour). Their estimation is that this cost from June may vary from an average of 7 céntimos (40% less) in the overnight / weekend bands of 88 hours per week, to a possible high of 19 céntimos (60% more) in the most expensive bands of 40 hours a week; Mondays to Fridays from 10am2pm & 6pm-10pm. The actual cost in all of the

bands will still vary per hour. The consumer organisation OCU calculate that for consumers who have had the split tariff up to now, with a 14hr cheaper period, their bills may go up by 9%. From June 1st bills will show the amounts of electricity used in the three bands. Appliances that use the most electricity are washing machines (on a hot cycle), dishwashers, ceramic hobs, ovens, portable fan heaters or electric radiators, hot and cold air-con units, electric water heaters and to a lesser extent pool pumps. Fridges and fridge freezers only need a low amount of power followed by televisions and then LED light bulbs that are very energy efficient. If a person is regularly up until midnight, a dishwasher and washing machine can be switched on then, and one consumer organisation recommends that large washing machine loads are kept until the weekend, if this is possible. With a timer, electric water heaters can be programmed so that they have a tank of hot water by 8am, and if they need a boost, 2pm-6pm is the intermediate cost period. Pool pumps have their own timer and they can be run during the night as well. For most people the expensive period of 6pm-10pm is probably the normal time when they would cook. A second change, which is far more difficult to understand, relates to the power rating (potencia). At present, consumers have the same power rating every day / month / year whether they

need this or not. The total power contracted is supposed to allow the maximum number of appliances to be used without the overload trip (IPC) cutting off the supply, and the rating is shown on your electricity bill. The power ratings are 3.45 Kw (a small apartment with not many appliances), 4.6 Kw (average size house / apartment without whole house air-con), and 5.75 Kw (average to large house with several air con-units and various electro-domestic appliances used together).

One Kw of contracted power has been charged out at 48 euros per annum, although from June 1st it came down to 38 euros during the day. The difference between a 4.6Kw and 5.75Kw supply is 220 euros instead of 276 euros per annum at 48 euros per Kw. One suggestion is that the daytime power rating is reduced, and the night time (and weekend) one is increased. This assumes that appliances that need a lot of power are being used on weekdays from midnight to 8am which may be impossible to achieve in practice, but at weekends there is the 48hr cheap period. Changing the power rating needs careful thought and you don’t have to if you don’t want to. To amend the amount a person has to contact their electricity supplier and provide some documentation, and currently there are some charges.

If using a lot of appliances at the same time results in the trip switch tripping out regularly the power is insufficient. If the trip switch never operates, however many appliances are being used, the power is probably more than you need. From June 1st the power requirement / rating can be changed from midnight to 8am (and weekends) and from 8am to midnight Mondays to Fridays in The website www.tarifaluzhora.es shows the daily steps of 0.1Kw (100 watts), up or down. changes in electricity prices every hour.

Community News PAWS/PATAS Outlet & Information Centre in Turre

Aguilon Amigos at Aguilon Golf Course On a simply superb spring Friday morning in early May at Aguilon Golf Course, San Juan de Los Terreros, a field of over 20 competitive, but above all hopeful, golfers teed off in the AGUILON AMIGOS INAUGURAL TROPHY supported by Aguilon Management. This World Handicap Qualifying Competition was played in a friendly spirit and as you would expect was keenly contested by all the participants. This was particularly the case as the winner´s name would be the first to appear on our new trophy. Surprisingly, during this competition, no-one recorded a 2 on their scorecard. In 3rd place was an absolutely delighted Mike Evans scoring 35 points. Also with 35 points but playing off a lower Federation Handicap and therefore in 2nd place was Paul Mailly. The overall winner, winning a competition and trophy for the first time in his golfing career, was Sean MacKessy with 38 points. All the “Amigos” were absolutely delighted for Sean – if not slightly envious!! Prizes were also awarded for the best score recorded on front 9 and back 9, plus the most points scored on the Par 3s and Par 5s. Everyone who participated managed to win a prize because of the generosity of Julio Mellando, Paul Mailly, Gillian Evans, Lynne Atherton and Jim Laing who all kindly donated a prize or two. A special prize was awarded to Geoff Ashton - a “Glass Boot” – which will have a poignancy to Geoff and a few other “Amigos”. by Chrissie Cremore Life happens whilst making plans...so the saying goes. Plans happen for PAWS-PATAS when funds allow! The Animal Shelter which was founded 32 years ago receives no statutory funding and exists solely on generous donations. The opening of a new outlet and Information Centre in Turre has been a dream in the pipeline for a long time and PAWS-PATAS are extremely excited that this idea has finally come to fruition. There will be a Grand Opening on Tuesday, 1st June. Opening times will be Monday to Saturday 10:00 – 13:30. Veteran volunteer, Janet Franklin has witnessed major changes during her decades with the charity; holding a variety of positions on the Executive Committee. Her main passion apart from keeping a beady eye on the accounts and expenses is rehoming cats and dogs overseas in Holland and the UK. “It’s so heartwarming,” enthuses Janet, “receiving photos, videos and happy stories, especially knowing that the animal may have led an unfortunate, sad and often abusive life. Their unconditional love is truly astonishing and holds no boundaries”. Janet has wanted to have an Information Centre for many years and is extremely excited at the prospect of dealing with the public and being able to help with questions and concerns. Another incredibly important breakthrough is also having a base for our TNR feral cat campaign...Trapping - Neutering - Returning. Babs Williams, another long term committee member, who also works closely with the Director of WVS (World Veterinary Service) in the UK, brings a huge amount of knowledge and information to the PAWSPATAS table. Babs is liaising with many cat colony feeders within the area that we cover in the hope of stopping so many kittens being born into starvation, disease and a painful death. “Being able to help and educate people is a great positive giant step for PAWS-PATAS,” says Babs, “and I am really looking forward to conquering this problem and assisting people in trapping and ensuring we can

The 8th of May would have been the 10th anniversary of The Walk. Once again, The Walk was not possible and has been replaced by the 6k Any Way Challenge. People can do anything, but many have chosen to walk The Walk 6k route. First off on Friday morning was Jo Page and Maria Elena Heed. Many people turned out to wave at them along their route and to put money in the collection box. Jo and Maria were sponsored by local businesses.

The team at Walk for Life want to thank everybody who has taken part and all the wonderful people who will be doing 6k their own way in the weeks to come. Disnemanía y El Desván Mágico is a musical for children featuring many songs from Disney films that comes to Teatro Cervantes Almería city on Sunday, June 13th at 12 noon. There were two Roman Catholic boys, Timothy Murphy and Antonio Secola whose lives paralleled each other in amazing ways. In the same year Timothy was born in Ireland, Antonio was born in Italy. Faithfully, they attended parochial school from kindergarten through their senior year in High School. They both took their vows to enter the priesthood and became priests. Their rise through the ranks of Bishop, Archbishop, and finally Cardinal was meteoric to say the least, and the Catholic world knew that when the present Pope died, it would be either Timothy or Antonio who would become the next Pope. In time the Pope did die, and the College of Cardinals went to work. In less time than anyone expected white smoke rose from the chimney and the world waited to see who they had chosen. The whole world was surprised to learn that Timothy Murphy had been elected Pope. Antonio was beyond surprise, he was devastated, because he knew he was the better qualified. With a gall that shocked the Cardinals, Antonio asked for a private session with them in which he candidly asked, "Why Timothy?" After a long silence one old Cardinal took pity on the bewildered Antonio and rose to reply, "We knew you were the better of the two, but we just could not bear the thought of the leader of the Roman Catholic Church being called Pope Secola."

Then, as she stood back admiring her work, a bus passed by and the whole wardrobe fell apart. Stunned, the woman assembles the wardrobe again, making sure she follows the instructions exactly. When she finishes everything looks perfect, but a few minutes later another bus goes by, and again the wardrobe falls apart! At this point, the woman has had enough, and calls customer support to explain the wardrobe she bought collapses whenever a bus goes by. The woman at IKEA tells her that they provide any service necessary for the proper installation of their furniture, and sends over their chief installer. The man watches as the woman assembles the wardrobe quite correctly, and yet, as the next bus goes by it falls to pieces again! Determined to figure out the issue, the man helps her rebuild the wardrobe for a fourth time, and gets inside to see exactly what happens when a bus goes by. Suddenly, the woman's husband bursts through the front door, demanding to know why their neighbour had texted him saying a strange man had been in their house for hours. Rushing through the house he throws open every door, until he comes across the new wardrobe in their bedroom. He flings opens the doors to reveal the man inside, and demands to know what he is doing there. Shocked, the man replied; "Would you believe me if I said I'm waiting for the next bus?"

Speed Camera A man drove past a traffic camera and saw it flash. He couldn't believe he had been caught speeding when he was driving below the speed limit for once! He turned around and drove past again, this time even slower. But as he passed the camera, it flashed again. He was angry! He turned around again and this time drove past at a snail's pace. But again, the camera flashed. "Oh, well," he thought. "It must be broken." and drove home. A week later, he received three tickets in the mail for not wearing his seatbelt!

Spying On Wife A jealous husband hired a private detective to check on the movements of his wife. The husband wanted more than a written report; he wanted a video of his wife's activities. A week later, the detective returned with a video. They sat down together to watch it. Although the quality was less than professional, the man saw his wife meeting another man! He saw the two of them laughing in the park. He saw them enjoying themselves at an outdoor cafe. He saw them dancing in a dimly lit nightclub. He saw the man and his wife participate in a dozen activities with utter glee. "I just can't believe this," the distraught husband said. The detective said, "What's not to believe? It's right up there on the screen!" The husband replied, "I can't believe that my wife could be so much fun!" A Good Name I'm starting a new business tomorrow. It will be a gym for two weeks in January, and then a beer and burger place for the rest of the year. I'm calling it, "Resolutions."

One evening, Jenny arrived home from work to find the children bathed, one load of clothes in the washer and another in the dryer, dinner on the stove, and the table set.
