Summer is Here!

bove average temperatures in June opened the summer season although in many areas there have been consistent winds. ‘Aemet’, the Spanish Meteorological Office, is forecasting higher July temperatures and throughout the summer. Beach bars are now open, including ones in Mojácar, where there have been extensive alterations in a number of cases. Most of the very major work on the beach road and other areas is now almost complete. Finally, it appears that there will be a “foreigners office” in Huércal-Overa so people in our area will not have to go to Almería city. It was stated many years ago that there would be one, in the same office where Spaniards can obtain documents, but it has never materialised.

The ‘INFOCA’ firefighting programme is fully underway until October 15th. This involves over 4,700 professionals, a large number of heavy duty and other vehicles, helicopters, and fixed wing aircraft. If INFOCA have problems with major fires they can call for help from the dedicated UME army battalions who specifically train for all types of emergencies. INFOCA stress that great care has to be taken by everybody and throwing cigarette butts out of a vehicle is a criminal offence that will lead to a fine of 200 euros and a loss of four driving points. On June 17th they responded to two fires in Carboneras and Sopalmo and we have more information in our “In the News” section.

Mercadona now have extended hours until August 30th at their supermarkets in Mojácar, Garrucha and Vera. Passenger numbers at Almería airport for April and May continue to rise, particularly from the UK, and hotel occupancy in Mojácar has gone up. Until the end of September, many workers have shorter hours to combat the heat and a hospitality union states that this applies to outside terraces for bars and restaurants, and on days of excessive heat, waiter service should be stopped. There are many new construction projects underway in our area. This is put down to a limited supply of new housing in recent years and the continuing growing interest of foreign buyers coming to our area. Ther is an expectation that after the AVE (High Speed Train) is finally in operation with a station in Vera, this will mean more people arriving here. (In reality, this is unlikely to happen until 2030). We expand on the above topics in our “In The News” section.

Thursday, July 16th, is the fiesta of the Virgin del Carmen, the patron saint of fishermen, celebrated in many coastal areas. In Garrucha and other towns, after a church mass, her statue is taken out to sea on decorated fishing boats that usually allow some members of the public on board. Saturday, August 15th is a national religious “red” fiesta date in Spain when official offices, banks and many businesses will be shut. It is in honour of the Virgen de la Asunción (Assumption of the Virgin Mary) and the belief is that the Virgin Mary was taken up to heaven, body and soul, at the end of her life. Friday, August 28th, is the local fiesta in Mojácar in honour of their Patron Saint, San Agustín. As this is over a weekend there will be various activities, but some businesses will be shut on the Friday.

As usual, we list some cultural activities in our “What’s On” section but at this time of year, in Editor’s note: As is normal, there is no ‘Focus’ many cases, there are not the normal programmes magazine in August, but we will return in of events. September.

In the News The ‘El Algarrobico Hotel’ The work on this hotel on the outskirts of Carboneras was paralysed in 2006 by a judge in Almería. Greenpeace had “discovered” the hotel that was 95% complete but claimed that it invaded a distance from the beach known as the maritime boundary. Since then, 20 years later, the uncompleted building has remained in exactly the same state. For several years there has been major pressure on Carboneras town hall to revoke the urban designations of the land that since 1994 was declared to be part of the Cabo de Gata National Park area. Carboneras town hall have now submitted a document stating that the building permit granted in 2003 was null and void and the hotel does invade the maritime boundary. This had to be passed in a council meeting that took place on June 17th but it was removed from the agenda “for a more exhaustive analysis”. Five council members from the PSOE political party opposed the approval of the motion although there was no vote. The next day, the secretary general of the PSOE party in Almeria, José María Martín, announced the opening of disciplinary proceedings against five PSOE councillors who would be temporarily suspended, for failing to comply with the guidelines set by the party. He stated that communication between the provincial leadership and the municipal PSOE representatives had been quite clear and instructions were perfectly defined before the council meeting started. We expand on this saga in an article.

Police headquarters was to stop people having to go to Almería or Lorca. The city council passed a unanimous resolution on May 29th and they will ask the Spanish government to create and administer a “foreigners office” in the same building. To facilitate and speed up this new service the council have announced that it will assume the commitment to carry out the technical study and fully pay for all the necessary work in adapting the premises. “In this way, the State Administration will be able to deploy the new immigration services in an optimal environment and at zero cost”. The same reasons for setting up the current office are put forward “to put an end to the territorial inequality suffered by the inhabitants of the regions of Levante, Almanzora, and Los Vélez in access to the Public Administration” They point out that non-Spanish people are forced to make journeys of more than 200km for a round trip for basic face-to-face procedures such as fingerprinting, collection of the Foreigner Identity Card (TIE) or the assignment of an NIE. They continue “these long journeys, added to the high demand, the scarcity of appointments and the recurrent failures on web platforms, generate serious economic damage, loss of working days and a serious barrier for nonSpanish workers and families in the area”. The council intends to “consolidate its role as a municipality of reference and head of essential services for the entire northern and eastern area of the province of Almeria”. The building of the plant will be done by the company ‘Aguas de Litoral SL’. A spokesperson stated that this is a necessary initiative, which will complement the current ‘Acuamed’ plant in Carboneras that is in the process of repairs and modernisation. The initiative involves an investment of 170 million euros, the creation of 255 jobs with 200 during construction and 55 when operational. The new desalination plant will have a production capacity of 42 cubic hectometres of desalinated water per year which is 120,000m3 per day. Meanwhile, the Bajo Almanzora I desalination plant in Cuevas, totally out of service since the disastrous floods of September 2012, is in a decisive stage of repair costing 18.2 million euros. When it is reopened in about 12 months, it will provide 15 cubic hectometres of water annually, badly needed by agricultural growers in the area. Fires in Carboneras and Sopalmo On Wednesday, June 17th, a fire was reported near Carboneras at 10am. Firefighters from ‘INFOCA’, the unit that responds to fires, managed to have it stabilised by 4pm, made difficult by winds of more than 60km/h. 59 professionals and three fire engines stayed there to damp down the affected area. They were called out at 5pm to fight a fire at Sopalmo. For this fire, INFOCA immediately mobilised four aircraft, two semi-heavy helicopters and two cargo planes that discharge flame-retardant material, along with a spotter plane. Two groups of firefighters, technicians and environmental agents were involved in extinguishing this fire that started near houses, and 50 people were temporarily evacuated. The ‘Plan Infoca’ is the project for the large unit that fights forest and other fires, and their high season is from June 15th to October 15th. This year the budget for our province is 272 million euros, up 5% from last year. They have a Provincial Operational centre and three Forest Defence Centres in Serón, Alhama de

Almería, and Vélez-Blanco. In addition to these, there are two sub-centres located in Abla and Laujar de Andarax, as well as a landing strip for aircraft in Gérgal. They have ten surveillance points in forests that are monitored from a centre 24/7, a map of 115 water intake points for helicopters apart from the sea, and 155 heavy duty and other transport vehicles. In terms of communications, they have 147 radio stations and 125 portable terminals integrated into the digital emergency network of Andalucía that has shared frequencies with police, civil defence units and the UME battalions, army units that specifically train for all types of emergencies. This year there are 4,700 professionals who can be mobilised and a fleet of 108 water tanker lorries and fire engines. Air resources have been reinforced to 43 aircraft, three more than in 2025, and 39 are supplied by the Junta de Andalucía. In 2025, Infoca intervened in 53 forest fires in the province, of which 39 were minor outbreaks and 14 were major fires. 2,543 hectares were affected (10 square miles), mainly scrubland. A fire investigation unit prosecuted five people who had caused fires through gross negligence or deliberately. In the winter and spring months clearing of firebreaks is carried out and an inspection of special signs to guide vehicles in forest areas. This gives employment to 234 people who join the main units in summer. No New ‘AVE’ Trains By 2030 We continually comment on the work being carried out for the ‘AVE’ (high speed train) to arrive from Murcia to Almería. Current estimates are that it is unlikely to be in operation before 2030. There is now another major problem. ‘RENFE’, the rail authority, invited tenders for the supply of 30 new high-speed trains to travel at a speed of 350k/h that had to be received by April 26th. The budget cost is 1.65 billion euros and the manufacturers Alstom, Siemens and Hitachi are the companies that are the most likely to obtain the contract. However, when the contract is awarded, the delivery date for the

It has always been assumed that some of the new trains would be earmarked for the AVE from Murcia to Almería, but this is now impossible! Where the trains will come from to be put into service in 2030 is not at all clear. 22 of the existing high-speed trains were acquired in 1992 when the line from Madrid to Seville was opened, 34 years ago. Prison For Puppy Fraud The Provincial Court of Almeria has imposed a prison sentence of six years and nine months for a woman from Roquetas de Mar who defrauded at least 31 people through the illegal sale of puppies, many of them very sick. The woman falsely portraited herself as working for various animal protection associations on social media, to attract buyers. In January 2025 she was arrested for committing these offences, but continued to sell puppies so she was sent to prison on remand in July 2025. The sentence is four years and nine months for a continued crime of fraud and two more years for a continuous crime of animal abuse, due to the “deplorable” conditions in which she kept the dogs on the terrace of an apartment. After she is released from prison, she is disqualified from owning animals or working in related activities for four years. A compensation order of just under 64,000 euros was handed down for obtaining money by fraud and moral damages for the purchasers that in one case was 6,000 euros. Most buyers paid 250 euros, in many cases without any puppy being sent to them. She took advantage of the trusting buyers asking for money to defray veterinary expenses for vaccinations that were not done and necessary documentation that was not supplied either. In general, she kept the money obtained for herself. At least eight dogs died of parvovirus within days of delivery, while others only recovered after expensive vet bills. In one case, the home of a buyer had to be disinfected after the puppy died. Some victims of the fraud travelled long distances to collect the puppies

or they paid for pet transport. A second person was acquitted as although the money obtained was paid into their bank account, they knew nothing about the fraud. They had only agreed to the use of their bank account because, due to her nationality, the woman could not open a bank account in Spain. Plastic Potatoes On June 19th, 2025 a truck from Nador in Morocco arrived in Almería port ostensibly loaded with potatoes and watermelons. The Provincial Court of Almeria has now sentenced five men to six years in prison for bringing in 13.7 tonnes of cannabis resin, valued at more than 25 million euros, in fake plastic potatoes. Police were suspicious that there might be drugs inside so they followed the driver who went through several residential areas, parked the lorry in a field and then at a petrol station. The police put a tracker in the lorry that eventually led them to the industrial estate in Huércal de Almería. A car driving in front had led the lorry there. Eventually, the police found the plastic potatoes with bags of cannabis resin inside them. In addition to the six years in prison, the five men arrested and convicted have been fined a total of 50 million euros. The sentence also orders the destruction of the drugs and confirms the confiscation of several vehicles and mobile phones used by the criminals. The men arrested have been on remand since June 2025. Tsunamis Off Our Coast Mercedes Feriche is a specialist in seismic prevention at the Andalusian Institute of Geophysics, who states that with regard to possible tsunamis there has to be a balance between alarmism and a false sense of security. She carried out investigations after the Lorca earthquake and states that knowing what to do can make a difference when the margin of reaction on the whole coastal area in our province is measured in minutes. Andalucía has an “Emergency Plan for the Risk of Tsunamis,

In the News Action Protocols” that dictates that tsunami warning signs have to be installed adjacent to the sea in all the municipalities, and evacuation routes signposted to places to congregate on higher ground. She points out that because large earthquakes are barely part of the collective memory, the risk is often perceived as too far away to worry. But under the western Mediterranean, underwater faults are still active, which scientists and civil protection agencies have been monitoring for years. She points out that the risk does not depend solely on what happens off the coast of Almeria. Among the seismic zones that she considers especially relevant is the coast of Algeria as well, where an earthquake of magnitude 6.7 was registered on May 21, 2003 that caused “a small tsunami in the Balearic Islands, affecting boats in the port of Mahón”. In other words, the origin of a possible episode would not always have to be in front of the Almeria coast. Almería Province Organ Donations In Spain, the first Wednesday in June, so June 3rd this year, is National Organ, Tissue and Cell Donor Day. Spain has led the number of organ donations for 34 years and in our province at the Torrecárdenas Hospital in the last 12 months there have been 31 organ donations and 41 tissue donations. 12 heart transplants were carried out and ten of them were made using the asystole system that is a circulatory determination of death whilst the other two were as a result of brain deaths. Only people who die in hospital are potential donors and the relatives are approached by the doctors in charge of the transplant service. They point out that organ donation can save the lives of many other people and at the Torrecárdenas hospital only 4% of the relatives approached did not want to do this, an extremely low figure. On June 3rd, a bouquet of flowers was put against a statue at the hospital entrance and the head of the transplant team thanked all the donors. Several family members who had agreed to donations from relatives attended the event.

Throughout Spain last year, there were 6,334 organ transplants from 2,547 people who had died, and 408 live donors. Transplant organisers stress that a person should discuss with their relatives their willingness to become donors and ask for their wishes to be respected and carried out if they die. There are no age limits, from babies who die up to people who may be in their 80s. The National Transplant centre in Madrid operate 24/7 and have lists of people who will benefit from a transplant. Their “zero” category applies to people who need a transplant urgently and otherwise may die.

The Mojácar Parador Paradors hotels in Spain are run by a public company and they have announced a 600,000 euros makeover for the Mojácar Parador. Work that will be done includes a renovation of a large part of the spaces used by clients from the reception area, the entrance to the Mar de Alborán restaurant, the cafeteria Piedra de Villazar, interior lounges and seven suites. Work on the exterior includes new garden furniture, sun loungers, wind-resistant shaded areas, lighting and plants. Companies interesting in submitting tenders had to do this by June 2nd with a completion period of 90 days but when the work will start has not yet been announced. Exceptional Profits One of the largest motors of the economy in our province is the horticulture and fruit industry. They use very advanced growing methods and experts from other countries come to see what they are doing, particularly their ecological programme and automated irrigation methods. Figures for the second quarter of this year are not yet available but the first quarter was a record one for exports totalling 2.3 billion euros, which was a rise of 15.9% on the previous 12 months. Because of this, it became the second highest exporter in Andalucía after Seville with 21% of all exports. Countries to where they export products includes Germany, France, Italy and the Netherlands in the EU, the UK, and China with a 50% increase. In the previous 12 months this was one of the largest trade surpluses in Spain with a positive balance of 1.5 billion euros, well above the national average. Almería Airport We commented last month on the 30.3% rise in passenger numbers in April, compared to April 2025. During May, the airport handled 96,926 passengers which is an increase of 24.7% compared to last May. This was a daily average of more than 3,120 passengers with a strong growth from both domestic and international traffic. 41,078 came from a Spanish city (up 26.7% compared to last year), while 54,837 opted for international flights (up 22.6%). In the case of

international traffic, the markets with the highest demand in absolute terms were the UK (38,335 passengers), Belgium (9,397), the Netherlands (3,176), Poland (1,806) and Luxembourg (1,326). Passengers on flights to Poland went up by 29.7%, the UK up by 28.5% and Belgium up by 21.8%. The Spanish airport authority is ‘Aena’ with 46 airports and two heliports in Spain. They run Luton Airport, 17 airports in Brazil and closed May with 36.1 million passengers, 4.7% more than last May. There were 309,102 aircraft movements, 4% more, and they transported 130,958 tonnes of goods which was 3.2% more. Regularising Illegal Immigrants The new initiative brought forward by the government is to allow illegal immigrants to become fully legal if they meet a series of conditions, and the deadline to apply was June 30th. Statistics published near the end of May revealed that nationally, 550,000 people had submitted applications and 91,000 had completed the process. Exact total numbers were difficult to quantify but it was suggested that they could be as many as 750,000. On June 15th, 15 days before the deadline, 900,000 applications had been received so the total might go up to over a million, and 360,000 had been processed. Calculations are that people who became legal will contribute about 4,000 euros per person per annum in Social Security payments and tax. Also, immigrants who tend to be young or middle-aged go to doctors or hospitals less frequently, so there is less demand on the health service. In Almería province the number is currently put at just over 25,000. To relieve the pressure at the ‘Foreigners’ office in Almería city, a large building was pressed into service in the port area. Part of the problem was because apart from Almería city, the nearest foreigner’s offices are in the cities in Seville and Murcia, so people were coming to Almería from outside our province. There are a very large number of illegal immigrants working predominantly in the agricultural sector, then in the construction industry, followed by hospitality. There was a difference in the time people stayed which was 2.98 days in Mojácar on average. This was below the average in the province which was 3.4 days, but in Roquetas de Mar the average was 4.8 days.

This is considered to be because Roquetas had more people on package holidays with a fixed time period. In April there were 201 hotels open in our province, three less than in 2025, and the total number of people employed in this sector was 3,165, up slightly on 2025.

V-16 Emergency Lights June 1st was six months since the mandatory use of the V-16 lights to indicate a breakdown, accident or other emergency. From June 1st there are now fines for non-compliance. Using the 360-degree lights with a sim card inside sends a message to the DGT (Spanish Traffic Authority) on their 3.0 platform. This pinpoints where the light has been activated, but with no information of the type of vehicle, the numberplate, or anything relating to the owner or driver. Not having this mandatory device stored in the passenger compartment of the vehicle, ideally in the driver’s door panel, is penalised with a fine of 80 euros. Stopping a vehicle on the road or hard shoulder due to a breakdown or accident and not signalling the position with the beacon, carries another penalty of 80 euros. Also, carrying a damaged beacon, without batteries or with a dead battery is legally equivalent to carrying nothing. In the event of an incident, the driver will be unprotected by law and will be sanctioned, since the device is incapable of fulfilling the safety function for which it was designed. The official protocol dictated by the DGT requires that if the car can continue driving, leave major roads at the first available exit, and if this is not possible, the driver must stop on the hard shoulder or where it least disturbs traffic. Within Spain, when a V-16 light has been activated on a Spanish registered vehicle it is not illegal to use the emergency triangles as well, but this is not recommended at all for driver safety as they have to get out of the vehicle. If a driver does get out, they must be wearing the fluorescent waistcoat that has to be accessible from inside the vehicle, not in the boot. Given that the V-16 beacon is a Spanish regulation and there is not yet a unified European regulation, the Vienna Convention of 1968 allows vehicles with foreign registration plates that travel through Spain to continue to legally use the emergency triangles, but using the V-16 lights is highly recommended for frequent visits because they will send a signal as normal to the DGT 3.0 platform. A vehicle registered in Spain that travels abroad will be legally covered carrying only its V-16 beacon, approved because it is the safety system prescribed by Spain. Drivers of Spanish registered vehicles abroad can still use the emergency triangles if they wish to do so.

Anti-Mafia Success One of the key aims of the Guardia Civil Police is the confiscation of fuel that the narco-launches need for their high-speed boats that bring drugs or people to our area. Smashing the logistical system and arresting the people involved is a high priority. In mid-May, a Guardia Civil spokesperson announced that so far this year in our province, they had seized 78,000 litres of petrol, 35 launches, 14 vehicles, high amounts of cash, and made a large number of arrests. The amounts are going up substantially as in 2024 they seized 42,500 litres of fuel and in 2025 it jumped to 126,000. In the whole of Andalucía in 2025, the amount of fuel seized was 888.000 litres of which 14% came from our province that is considered to be one of the most important

criminal nodes. At the end of May, the Guardia Civil and National Police revealed that working with Europol they had smashed one of the largest mafia organisations operating between Algeria and Spain that supplied fuel, boats, food, telephones, clothing and material support to organisations dedicated to irregular immigration and drug trafficking in the Alboran Sea. The police operation resulted in nine arrests with ten property searches in Almeria, Roquetas de Mar, Vícar and Adra. One of the properties was used for accommodation by the pilots of the narco-launches. They seized more than 50,000 litres of fuel, 43,000 euros in cash, 61 kilos of hashish, three 425-horsepower engines, 30 vehicles, two large boats, and false documentation. The gang leader is alleged to have accumulated more than 500,000 euros during the last 12 months, with real estate, vehicles and luxury items including a large number of high value watches. They used front men and shell companies in Spain and Europe to hide the origin of the money. The people arrested were charged with belonging to a criminal organisation, money laundering, engaging in irregular immigration, drug trafficking, document forgery and the illegal storage of fuel. The operation is still open and further arrests were expected.

Still Living with Parents Despite help for young people in Spain to buy a property or rent one, a very high 76%, between the ages of 20-29 still lived with their parents in 2025. Out of the 38 countries in the OECD Spain is only surpassed by two. In Korea it is 82% and in Italy 79%. The European average is 54%, in Denmark 12%, Finland 14%, Sweden and Norway 22%. Of the young people in this age group, only 14% live with a partner which is 50% less than in Germany, the US or the Nordic countries. 10% either live alone or with friends which is 60% less than in Germany and 75% less than Sweden and Denmark. Worryingly, these trends are negative, and figures from the Spanish Institute of Statistics for 2013 showed that in the age group 25-34, 35% lived with their parents but in 2025 it had gone up to 48%. One of the reasons is that halls of residents are scarce and only available to about 5% of students. The general opinion is that leaving home is life changing. It expands their horizons, teaches a person how to live outside the family home, and people have to make decisions for themselves. Once outside the family home, the majority never go back there.

A union of employees in the hospitality sector point out that owners have a duty of care to employees and during intense heat alerts, they are obliged to limit or suspend the service on terraces. Figures for June are not yet available but the Department of Health state that during May, just over 100 people died from heat-related conditions. This is the highest number in any month of May since numbers were collated.

Extended Opening Hours Mercadona supermarkets change their hours every summer and the amendment continues until August 30th. On weekdays, they are open for an extra half hour, until 10pm and on Sundays from 9am-3pm. This applies in our area to Mojácar, Garrucha and Vera. Mercadona closed 2025 with net sales nationally of 38,178 million euros, 7% more than the previous year, with a profitability close to 5%. Mercadona was founded in 1977 by the parents of the current family owners who took control in 1981. Since then, its expansion has been exponential to a workforce of more than 100,000 workers in Spain and Portugal with more than 1,600 stores.

8,000kg of Pure Cocaine Details of a very large drug haul have been revealed by the National Police in Almería and their equivalent police and customs agents in Germany. Last February, customs officers in the port of Jade-Weser in Wilhelmshaven selected a particular shipping container for x-ray. It had come from an undetermined port in Latin America and then to Sierra Leone, and the destination for the container was Barcelona port. When they unpacked it, they found 400 packets of pure cocaine wrapped in aluminium foil that weighed 8,000 kg (8 tonnes), hidden in cocoa beans with the final destination stated to be an importer in Málaga. The German police re-sealed the container after they had put GPS trackers inside it and it was left in the port for several weeks, finally arriving in Barcelona on May 12th where it was transferred to a lorry. Police in Almería had determined that the import company in Málaga on the documentation did not exist but where the container was actually ending up was not known. Intelligence reports showed that two criminals with previous drug related convictions were staying at a hotel in Almeria city and were arranging for a warehouse at the Pampanico Industrial Estate in El Ejido to receive the container that left Barcelona on May 14th. Police raided the premises when the container arrived the next day and arrests followed. The police in Almería and Germany expect to make other arrests now the gang has been fully identified and the cocaine has been seized. This is very prevalent in the agricultural industry where the temperature in the middle of the afternoon in greenhouses can reach 45-50 degrees. There are various unions who have collective agreements and it is quite normal that employees start work at 5.45am or 6am until 2.30pm, which is a 38-hour week. The reduction in hours means that at other times in the year they work later to make up the difference. The origin of the word “caña” that signifies a draught beer, comes from hotel jargon of the nineteenth century, where the vertical metal conduit through which the pressurised liquid ascended from the barrels to the bar tap was colloquially called la caña. The volume is not uniform, but a direct reflection of the climate and local customs. In the centre and south of Spain its volume is 200ml, a measure calculated to ensure that it is consumed cold before the ambient temperature heats it up. Although beer is sometimes associated with northern European countries, archaeological sites show that the oldest remains of beer in the entire European continent, between 5500 BC and 4000 BC, were found in Cova de Can Sadurní, near Begues (Barcelona).

Beyond Expectations Last month we commented on drilling taking place at Alhama de Almería in the Tabernas area to a depth of 500m. The site has been chosen as it was considered that there were strong indications that a meteorite had landed there with geological indications that this had taken place. Geologists consider that this is probably the only site where a meteorite has impacted Earth in all of Spain, which happened 8 million years ago. The terrain is extremely similar to places that exist on Mars where there are many open craters. The robot that will be sent to Mars in 2027 can drill down to a depth of 2m and it has been tested nearby. The researchers claim that the meteorite reached Earth at a speed of between 70,000 and 80,000km/h. They believe that the crater was about 22km in diameter and the original depth could have been around 750m. Juan Antonio Sánchez Garrido who leads the team says that where they have been drilling is almost certainly in the centre of the crater and explains that between 325 and 350m3 of filling will have accumulated over the crater. They want to drill through this to find the material that is very

close to the top of the crater. According to the researchers, the impact occurred when this part of Almería was a shallow marine platform, possibly only 50-100m under water. Then, millions of years of tectonic movements and erosion completely transformed the landscape beyond recognition. The drilling is being carried out by a Spanish company that specialise in deep drilling for mining, energy infrastructures, and large public works. They are drilling down between 21-24m over an eight-hour period and at the end of May they were over 200m down. The core samples are brought to the surface using the “wireline” technique that allows samples to be continuously recovered without having to raise the entire drill assembly. Scientists from Almeria University are studying the core samples to determine their geological properties and eventually, they hope to find signs of the impact of a meteorite.

Palomares Radioactivity The ecological pressure group ‘Salvemos Mojácar’ (‘Let’s Save Mojácar’ ), has announced that it will go to court if the central government does not adopt measures for the definitive decontamination of the land affected by radioactivity in Palomares. On June 4th they submitted a letter of allegations to the Secretary of State for Energy and warns that if there is no response or it is insufficient, within the legal period of three months, they will go to court and mount an appeal on September 4th. The association has been denouncing the situation of the contaminated land since 2005, after the nuclear missile accident that occurred in 1966 over Palomares. They maintain that the area is still not decontaminated and accuse the different administrations of operating for decades a strategy of concealment of the risks, derived from the presence of radioactive material. They denounce what they consider to be a “systematic deception” of public opinion and the residents of Palomares, stating that the population was used as a “guinea pig” to study the effects of radioactivity on human health. It also criticises the reports and communiqués issued by organisations such as the Spanish Centre for Energy, Environmental and

They also warn about the urban development planned in the vicinity of the affected land where radioactive contamination is still present and where an old pit contains radioactive soil put there during the cleaning work carried out after the accident. The planned development they are complaining about is on the Quitapellejos beach area, with a macroresidential complex of 1,600 homes on a plot of 140,500m2. Protracted plans to persuade the US to remove the contaminated soil and take to a site they have, have never been approved or acted on despite many promises, but there is no site in Spain where the contaminated soil can be stored. Because it is 60 years since the missiles were jettisoned over Palomares there have been various scientific surveys. One of them compared Palomares with another town of similar size with almost identical agricultural activity. The conclusion was that over a 40-year period, the incidence of various types of cancer was almost identical with no indication that Palomares was a special case.

The Osborne Bull One of the most recognised symbols in Spain are the 92 “El toro de Osborne” (The Osborne Bull) that are scattered across 14 autonomous communities and have just reached their 70th birthday. The 14m high totally black silhouette of a bull was designed by Manuel Prieto from the Azor agency in the 1950s, where his brief was to design an advert for the Osborne company in Cádiz, capable of standing out on Spanish roads, to highlight the introduction of their “Brandy De Jerez”. The bull would end up becoming one of the most famous images in the country and there are some in Mexico, Japan and Denmark. In 1988, the passing of the Spanish General Highway Regulations prohibited all visible advertising from public roads, which was stated to include the bulls. Artists, intellectuals and thousands of citizens began to mobilise to prevent the disappearance of a figure that many already considered part of the Spanish landscape and visual identity. The debate shifted from focusing

solely on advertising to a discussion about cultural heritage and collective memory. Finally, in 1997, the Supreme Court allowed them to remain on the grounds of their “aesthetic and cultural interest” so the bull became a protected symbol. Over time, the bull has appeared on T-shirts, posters, souvenirs, artistic works and cultural campaigns. Its minimalist and easily recognizable silhouette made it an extremely powerful graphic icon, long before the modern concept of “global branding” existed.

Energy Drinks Ban Pablo Bustinduy, Spanish Minister of Social Rights, Consumer Affairs and Agenda, announced on June 3rd that he will implement a regulation to prohibit the sale of all energy drinks to children under 16 years of age, and extend the ban to those under 18 in the case of drinks that have more than 32 milligrams of caffeine per 100 millilitres. There is already a ban on buying energy drinks at vending machines in schools. Health experts point out that excessive caffeine consumption can cause unwanted physiological effects ranging from sleep disturbance (both in the time needed to fall asleep and its duration) to psychological effects and behavioural alteration, as well as cardiovascular disorders. A survey has concluded that 38.4% of young people aged 1418, made up of 17% boys and 12% girls, regularly drink energy drinks. This initiative is in line with measures being adopted by different European countries such as Germany, Norway, Latvia, Poland, Hungary or Lithuania and with regulations that are already implemented in Spain by some regional governments such as the Xunta de Galicia and the Principality of Asturias. This, in the opinion of Consumer Affairs reinforces the importance of harmonising this legislation at the state level and thus achieving market unity. Parallel to this measure, Pablo Bustinduy stated that the Ministry of Consumer Affairs will implement a regulation to stop the advertising of unhealthy foods aimed at children and adolescents. “These are adverts harmful to their health,” he said, and stressed that both energy drinks and junk food for young people needed legislation.

In the News EU Tobacco Regulations On June 15th the EU closed the consultancy period regarding tobacco products and proposed legislation will be introduced known as the ‘Tobacco Products Directive’. The main problem apart from health is the illegal market that is put at 10% on average throughout the EU, with a consequent loss in customs duty, IVA (VAT) and an increase in profitable criminal activity. In France, 41.4% of cigarettes smoked nationally are illegally imported after years of strict regulations. The Spanish Union of Tobacconists proposes an approach focused on the real effectiveness of measures taken against tobacco. Its president, Miguel Ángel Martínez, who has also just assumed the European presidency of the sector, argues that regulation should be based on data and not on theoretical approaches. The group questions the impact of plain packaging on the reduction in smoking as it facilitates the ease of counterfeiting and criminals have a more lucrative business. Putting up customs duty by 2 euros a packet has been suggested and an increase in tax does stop some people from smoking, but the majority of smokers pay the extra tax and keep smoking. It does mean more revenue however, into the public coffers. In early April, the Spanish Guardia Civil and Europol dealt a significant blow to a criminal group operating in the Catalonia region. An underground factory could manufacture between 850,000 and 900,000 cigarettes per day equivalent to about 45,000 packs. These counterfeit products imitated well-known international brands like Marlboro and were intended for sale in other EU countries. The scale of the items seized during the operation was immense, including tobacco raw materials with 29,600 kg of tobacco leaf and 72,800 kg of processed cut tobacco. In addition, 384,000 packs of finished or ready-to-distribute counterfeit cigarettes along with 7 million cigarette pack wrappers, 1,000 boxes of filter tips, and 129 barrels of adhesive for packaging. In total, the seized tobacco products amounted to 107 tons, with an estimated value exceeding 10 million euros. The industrial equipment used for production was valued at approximately

500,000 euros. A total of 20 people were arrested in the operation and nine core members were formally charged with multiple offences, including smuggling, endangering public health, participation in a criminal organisation, industrial property infringement, tax fraud, and violating workers’ rights. Eleven workers in the factory were illegal immigrants living in deplorable conditions.

Stellantis Regroup for 2030 Aims The Stellantis group produce vehicles in 14 brands that include Abarth, Alfa Romeo, Chrysler, Citroën, Dodge, DS Automobiles, Fiat, Jeep, Lancia, Maserati, Opel, Peugeot, Ram and Vauxhall, but in 2025 they had record losses of 22 billion euros. Amended plans until 2030 are to put aside a large part of their previous plans to electrify their range of vehicles and they have announced a reduction in their production capacity in Europe of more than 800,000 vehicles. No factories will close and they aim to increase productivity to 80% and invest 60 billion euros by 2030. They state that their objective is “maximizing capital efficiency, avoiding redundant expenses and supporting profitability” This will mean more than 60 new vehicle launches over the next four years and the in-depth readjustment of fifty more. They will produce 29 electric vehicles, 15 rechargeable electric-hybrids with an extended range, 24 hybrids and 38 combustion vehicles. Their aim is to structure their business around what it considers to be their four “global brands”, which are Jeep, RAM, Peugeot and Fiat, that will receive 70% of the investments, together with ProOne that produce vans. Chrysler, Dodge, Citroën, Opel and Alfa Romeo will have the status of “regional brands” and DS Automobiles and Lancia will be “specialty brands”. They intend to “significantly” reduce the development cycles in new launches from the 44 months it currently takes to 24. Important alliances at their factories in Madrid and Zaragoza involve allocating part of their unused production area for their Chinese partner Leapmotor. Stellantis have an agreement to assemble them and be the sole distributor in Europe.

Finally? Or Possibly?

n January 13th, 2003, Carboneras town hall gave the promotor Azata del Sol a building licence for a 411 room, 21 stepped storey 4* hotel beside the “El Algarrobico” beach. In 2006 when the hotel was 95% complete and interviews were being held for staff, Greenpeace discovered that the hotel existed. They lodged a formal complaint with a court in Almería that the hotel invaded the maritime boundary. The maritime boundary is a fixed distance from the edge of the beach where buildings are not allowed, determined by the “Costas” sea and beach authority. There was conflicting information as to whether it was 20m, 50m or 100m. A judge in Almería paralysed the construction in 2006 and the hotel now is exactly the same as then. There have been over 50 court cases regionally and nationally, many of them contradicting previous rulings but there are two considerations. The first one is whether the land was zoned for urban development in 2003 along with the maritime boundary dispute. There has been pressure put on Carboneras town hall to annul the licence for several years with a judgement from the High Court in Andalucía in 2021 that the licence should be revoked. In 2023, a judge ruled that the hotel was “plainly legal” whilst the licence existed. On July 11th last year the town hall was given until January11th to declare the licence invalid which had to be ratified by the Advisory Council of Andalucía. On May 22nd the council announced that it had approved documentation from the town hall that stated that the land was not zoned for urban development in 2003 because it was part of the Cabo de Gata Natural Park since 1994. The licence is declared to be “null and void” for this reason and the building does infringe the 100m boundary. Crucially, this has to be approved at a council meeting otherwise it will not come into effect. The mayor is from the Ciudadanos party, 4 councillors are PP, 6 are PSOE with two independent ones.

Azata del Sol had an independent valuation of the hotel, adjudicated to be 70 million euros and they asked for 73 million euros compensation to include “moral damages” to their reputation. There have been several decisions as to whether or not compensation is due and Carboners town hall have always been extremely worried that they might be sued by the developer if they stated that the land was not zoned for building. The Advisory Council have stated that “at a later date”, the town council have to determine as a result of revoking the licence, if they might have to pay compensation. The value of the land that is now rural is about 40,000 euros! Greenpeace consider that as the licence was not valid the developer cannot claim compensation. They will obviously dispute this as they were told in 2003 that the licence was valid and consequently they built the hotel. They will almost certainly go to court once again.

In 2011, the Junta de Andalucía and central government agreed that the hotel would be demolished. The government would pay for the demolition and afterwards the Junta would restore the land as it was prior to 2003 at an estimated cost of seven million euros each. For the last two years, central government have been trying to expropriate 40% of the hotel that infringes the maritime boundary. The Junta needs to expropriate the remaining 60%, after the building licence is revoked. Is this the end, or just another stage in the saga?

So Now You Know... Playing Rugby Rugby, a contact-based style of football, has its origins in 19th-century England. According to legend, William Webb Ellis, a student at Rugby School, picked up the ball and ran with it during a game of football in 1823. Although there is no direct evidence that this actually took place, the school did play an integral role in establishing the sport. In 1845 the first rules of the game were determined and laid out at Rugby School, which consequently lent its name to the sport that spread world-wide. In 1987 the establishment of the Rugby World Cup played a significant role in expanding the sport’s influence even further. Chained Libraries A chained library is a library where books were attached to their bookcase by a chain. They were long enough to allow the books to be taken from their shelves and read, but not so long that the book could be removed from the library. Before the invention of the printing press, in medieval Europe, a book had to copied by hand, which could take over a year so they became valuable treasures. In England, monasteries were some of the first to do it between 1400 and 1600 and some famous examples were Hereford Cathedral’s chained library (dating back to 1611), and the Francis Trigge chained Library in Grantham, which opened in 1598. This helps the neck clear the birth canal without twisting, and the fall to the ground snaps the umbilical cord and tears away any leftover amniotic sac. Calves often gasp and try to stand almost right away, and the quick start is crucial as they need to nurse almost immediately. Giraffes give birth standing up because it keeps both mother and calf safer from predators. If a lion or hyena shows up, a standing mother can bolt instantly. Beach and Coastal Areas

he Secretary of State for the Environment, Hugo Morán, has pointed out that according to the European Commission, Spain has repeatedly failed to comply with an EU directive that particularly applies to coastal areas that include beach bars. The EU has opened infringement proceedings against Spain that could lead to financial sanctions.

The regulation also introduces the prohibition of granting licenses for the occupation of the public domain or extensions to works or facilities that bear “a certain risk of being reached by the sea”. This point could affect different beaches on the coast of Almeria, especially the Levante region. Town councils whose municipalities face the sea have begun to evaluate the consequences of the draft regulation that is being processed by the Ministry for Ecological Transition. The regulations for new premises adjacent to the beach limits them to a main floor area up to 200m2 if they are located on urban beaches, with a minimum distance between beach bars of 150m2. On natural beaches, the premises may not occupy more than 70m2. The rules of navigation and anchoring around the beaches will also change, establishing a bathing area with a width of 200m and the speed of any craft restricted to three knots.

Another important new regulation will be a review with retroactive effect of all the extensions granted up to date whose periods of further use will have to be limited “so that it is not extended beyond what is necessary to guarantee the amortization of the investments made”. If the holder does not accept this new shortened term, the concession will be revoked. When the new regulations are approved in the Spanish parliament there will be a Royal Decree. The Minister of Territorial Policy and Democratic Memory, Ángel Víctor Torres, has informed the acting president of the Junta de Andalucía, Juanma Moreno, of the agreement by which the modification of the Coastal Regulation will allow autonomous communities to increase their capacity for self-government in this matter. How the new regulations will be set out and approved is going to be the subject of considerable debate nationally and by the Junta de Andalucía, that will almost certainly become heated.

New EU Migration Policy

Electric Bike Service in Mojácar Hoppy has launched a shared electric bicycle service in Mojácar with 200 bikes. The first 120 bikes are available now and the service includes geofencing, regulated parking, and technological measures to promote the orderly use of public spaces. Remaining units will be incorporated gradually in phases, allowing for the adaptation of the system to actual user demand. The service aims to offer an alternative to public transport. “Mojácar is a town with enormous potential for establishing more sustainable, connected, and efficient mobility models. We want to contribute to making getting around the town easier and more accessible, strengthening the connection between neighbourhoods, amenities, commercial

The system incorporates reduced speed zones and no-circulation zones, especially in certain pedestrian areas or areas of high urban sensitivity, where the bike will automatically reduce its speed or will be unable to operate. The system is available to users aged 18 and over. Users must download the Hoppy Mobility mobile app, register, and locate an available bike using the integrated map. Unlocking is simple: just scan the QR code located on the bike using your mobile phone. At the end of the ride, the user must park the bicycle correctly within one of the geofenced authorised areas, which will also be indicated by markings on the ground. The trip can only be ended within these designated points, and a photograph of the correctly parked bike will be required to validate the service completion, hence reinforcing responsible use and the proper use of public space. Hoppy will redistribute bikes across different areas to ensure a balanced supply, improve availability and respond efficiently to demand patterns. With this launch, Hoppy reaffirms its commitment to Mojácar and to the development of sustainable, accessible and well-organised urban mobility solutions, putting technology at the service of a better citizen experience and balanced coexistence in public spaces. 97

Jokes of the Month Safe to Swim Here? While sports fishing off the Florida coast, a tourist capsized his boat. He could swim, but his fear of alligators kept him clinging to the overturned craft. It was so far out of town, there was no electricity. When the doctor arrived, no one was home except for the mother in labour and her 5-yearold child. The doctor instructed the child to hold a lantern high so he could see, while he helped the woman deliver the baby. The child did so, the mother pushed and after a little while, the doctor lifted the newborn baby by the feet and spanked him on the bottom to get him to take his first breath. The doctor then asked the 5-year-old what he thought of the baby. “Hit him again,” the 5-year-old said. “He shouldn’t have crawled up there in the first place!” Guests for Dinner There was this little kid who had a bad habit of sucking his thumb. His mother finally told him that if he didn’t stop sucking his thumb, he’d get fat. Two weeks later, his mother had her friends over for a game of bridge. The boy points to an obviously pregnant woman and says, “Ah, ha! I know what you’ve been doing!”

Pessimist and a Dog An avid duck hunter was in the market for a new bird dog. His search ended when he found a dog that could actually walk on water to retrieve a duck. Shocked by his find, he was sure none of his friends would ever believe him. He decided to try to break the news to a friend of his, the eternal pessimist, who refused to be impressed with anything. This, surely, would impress him. He invited him to hunt with him and his new dog. As they waited by the shore, a flock of ducks flew by. They fired, and a duck fell out of the sky. The dog responded and jumped into the water. The dog, however, did not sink but instead walked across the water to retrieve the bird, never getting more than his paws wet. This continued all day long; each time a duck fell, the dog walked across the surface of the water to retrieve it. The pessimist watched carefully, saw everything, but did not say a single word. On the drive home the hunter asked his friend, “Did you notice anything unusual about my new dog?” “I sure did,” responded the pessimist. “He can’t swim.” Golf Ball Hunt One fine day, Jim and Bob are out golfing. Jim slices his ball deep into a wooded ravine. He grabs his 8-iron and proceeds down the embankment into the ravine in search of his ball. The brush is quite thick, but Jim searches diligently and suddenly he spots something shiny. As he gets closer, he realizes that the shiny object is in fact an 8-iron in the hands of a skeleton lying near an old golf ball. Jim calls out to his golfing partner in an agitated voice, “Hey Bob, come here, I got trouble down here.” Bob comes running over to the edge of the ravine and calls out, “What’s the matter Jim?” Jim shouts back, “Throw me my 7-iron! You can’t get out of here with an 8-iron.” 108
