The ‘New Normal’

A

part from Madrid, Spain has now emerged from the end of the sixth state of alarm and the end of phase 3, into a “New normality” and consequently the ‘Focus’ magazine has returned. We are fortunate that of the eight provinces in Andalucía, Almería and Huelva have had the least number of cases and deaths. As we go to press, numbers in Almería are people 804 infected and 53 deaths according to the Junta de Andalucia. (https://www.juntadeandalucia.es/institutodee stadisticaycartografia/salud/COVID19.html) It is generally accepted that the restrictions and lockdowns have been measured, logical, and backed up with fines. Regulations announced in June were that without any end date, people will still have to wear a mask in populated enclosed places, on public transport and non-related occupants of vehicles. The President of Andalucía has announced that the new normality phase will last until spring next year and Pedro Sánchez, the Prime Minister, has stated that “Complete normality” cannot happen without a proven vaccine.

Last year 28.9 million foreign tourists came to Spain in July, August and September and there is nil expectation that there will be anything like these numbers. Many hotels have decided not to open at all as the government scheme to pay employees when their employer has temporally ceased trading will be extended to the end of September.

Spain has held out that travel between countries did not happen until June 21st, unlike other EU countries and the Schengen group, who allowed it from June 15th. There will be some exceptions which will apply, if deemed necessary, to countries where the rate of infected cases and deaths has not matched those of Spain. The Spanish Health Department are very worried that letting in international tourists may lead to a large number of new cases and hospitalisations. Now that residents of Spain can travel within the country it is hoped that these numbers will help, but 66% of people who were surveyed stated that they were not going anywhere.

Dates for the 2020-2021 school year from September have now been published with many conditions, but it is not often that announcements in Spain are made so far in advance! For children under the age of 10, with classes of no more than 25, they can sit together without masks. Older children will have to wear masks in communal areas and observe the 1.5m distance in classes that may mean only 15-20 pupils. In the News The “New Normality” Spain has now entered into a phase of “New normality”, which is not the same as the “Complete normality”, the situation before the pandemic. The new phase has no end date and will only come to an end if the virus is defeated, or a proven vaccine is available. Neither scenario is expected in the foreseeable future. A major change is that the autonomous communities, in our case Andalucía, are now able to set their own continuing restrictions or relaxations. Central government still reserve the right to dictate the countries where international tourism is allowed, or overall health restrictions should there be major new outbreaks and hospitalisations that threaten the country as a whole. The new normality does not do away with masks, hand washing, using gel or the 1.5m social distancing. The main regulations from the Junta de Andalucía are that bars and restaurants can have up to 100% of their authorised capacity on terraces, and 75% inside, but still with social distancing. Cinemas, theatres and concert halls can now go up to 65% of numbered seats and outdoor events such as concerts can have up to 1,500 spectators with social distancing. Nevertheless, the Junta have announced that any major event with large numbers planned for July and August should be cancelled. In hotels, communal areas including eating areas and pools cannot have more than 50% capacity, unlike Murcia where this limit is 75%. Funerals can have up to 60 persons in the open air, or 30 inside a building. Masks still have to be worn on public transport, by occupants of a vehicle such as a car who are not related, in enclosed spaces where being 1.5m away is not possible, and in other crowded areas that might include outdoor areas. Fines of up to100 euros continue in force for noncompliance. Regular cleaning of all areas where the public have access is still compulsory. Regulations for the return to school in September have been published and the Junta de Andalucía is responsible for putting these in force. The President of the Junta has stated that the new normality will continue in force until spring 2021 and be regularly reviewed. How all this can be explained to tourists coming to Spain is not at all clear!

Cancelled Events A large number of cultural events scheduled to take place locally in May, June, July, and later in the year were cancelled because of the pandemic. Many of them have been postponed until late September, October or November mostly without an exact date as this has to fit in with other programmed events during these months and the schedule of the organisers and artistes. Many famous names due to come to Spain this year will not arrive until 2021, and the internationally famous singer David Bisbal, who originates from Roquetas de Mar, has postponed his world tour until next year. From May 25th in phase 2, theatres, cinemas and concert halls could open with 30% of available numbered seats but a maximum of 50 people and in phase 3 the capacity was increased to 50%. Nevertheless, the municipal auditorios in Almería city, Roquetas de Mar and Águilas cancelled all events until late September or early October. The two largest multiscreen cinemas in Almería city announced that they would not open until July as there was a shortage of new films that had not already been released in digital format. The number of seats they could sell by then was also increased to 65%. On June 11th the organisers of ‘Dreambeach’ cancelled the event this year, which was a foregone conclusion. Having approximately 160,000 people shoulder to shoulder for three days was obviously a very bad idea. Dates of August 4th-8th have been announced for next year and the line-up is stated to be 99% the same. Ticket holders could ask for a refund within 14 days or keep them for next time. The ‘Juerga’s’ music festival in Adra has been postponed until August 5th-7th next year with promises of the same lineup, and a suggestion that ticket holders do not request a refund. This is similarly suggested for the cancelled Almería city ‘CoolturalFest’ postponed to August 19th-22nd next year. Our “What’s On” section will return in August. No Dangers The World Health Organisation have stated that there are no recorded cases of the virus being spread from newspapers, and the Junta de Andalucía have said that this is the case with all newspapers,

The Infamous “El Algarrobico” Hotel. During the pandemic, many courts drastically reduced their staff except for courts that dealt with domestic violence. In the “New Normality” phase, courts became operational again, and a court in Vera is proposing to hear a case that applies to 28 of the 100 Greenpeace activists who defaced the nearly completed El Algorrobico hotel in Carboneras for the second time in 2014. Work on the hotel, started in 2003, was stopped in 2005, after Greenpeace “discovered” the nearly completed hotel and started raising major objections. At the time, Carboneras residents were being interviewed for the employment of 500 people. Nothing has happened since, and the hotel is untouched, except for numerous and protracted legal wrangling in courts in Andalucía and Madrid. In October 2014 activists painted a very large black circle on all of the 21 floors of the hotel covering 8,000m2, but left clear lettering that spelt out “HOTEL ILEGAL”. This was not very bright, as they had previously painted these two words on the hotel, and residents in Carboneras quickly painted out the “I” so it then read “HOTEL LEGAL”, and they did this again! The developers ‘Azata del Sol’ went to court in 2017 for a second time, asking for damages following the

Fire Fighting From June 1st Despite the pandemic, the ‘Plan Infoca’ anti-fire organisation started their high alert in our province as is normal, from June 1st to October 15th. 400 professionals in total are involved with 286 front line operatives and a wide range of specialist vehicles, fixed wing aircraft and helicopters adapted to discharge water or chemicals. The three main centres in Almería province for co-ordination and rapid response are at Serón, Alhama de Almería and Velez-Blanco, and at Gérgal there is an aircraft landing runway. During this period, burning agricultural waste is banned, driving motor vehicles in wooded areas, having barbecues in the countryside, or any other activity that might result in a fire. All municipalities are required to have maps available showing quick access routes that are marked out and the availability of water from things like agricultural deposits and lakes. In major fires, the ‘Infoca’ organisation can call out the specialist ‘UME’ emergency army fire-fighting unit based in Seville for assistance. We explain what the ‘UME’ is

In the News in an article. 1,500 COVID-19 tests were administered to local police and ‘Infoca’ personnel in Almería province. On Sunday, June 21st, there was a major fire between Mojácar and Turre in the Sierra Cabrera mountains. Infoca fought the fire until the early hours of Monday morning with 143 operatives on the ground and 12 aircraft.

Covid-19 Figures in Almería Province Up to the end of May, 64% of all people who had contracted the virus in Almería province were below the age of 64. 90% of deaths were from people over the age of 65 and this was 19% of infections in this age group. There were a handful of cases in adolescents aged 15-19 and children under the age of 14, with the youngest one being a child aged four. There was a reduction of 0.3% in the amount of money paid out to Spanish and other nationalities that received retirement pensions owing to the deaths. Christopher Columbus There are fears that the large protests connected with the “Black Lives Matter” anti-racial demonstrations may lead to a spike in the numbers who contract the COVID-19 virus although there have not been major demonstrations in Spain. As part of these protests, Christopher Columbus has come into the spotlight. Until a few years ago October 12th in Spain was “Dia de Cristóbal Colón” (Christopher Columbus Day) but this was changed to “Dia de la Hispanidád” (Hispanic Day).This was because of allegations of documented evidence that Christopher Columbus was very harsh and extremely inhumane in his treatment of prisoners and slaves, and he was Italian not Spanish! There has been vandalism of his statues in Minnesota, Massachusetts, Florida and Virginia where his statue was thrown into a lake. As regards him arriving in America, the Hispanic Council that has researched the relationship of Spain and the US disputes claims of ill-treatment but states that he never actually set foot on US soil and in reality he accidently arrived in South America in 1492 in present day Venezuela! They consider that Spain established peaceful links with the US and were very successful

at fostering a good relationship with the inhabitants. They don’t think that the statues in the US should automatically be taken down, but the historic connections should be re-written, and he is given credit for being an important explorer of the “Americas”. There is a 60m column with a statue of Christopher Columbus at the end of the ‘rambla’ in Barcelona that dates from 1888, when it was unclear that he was Italian not Spanish.

The Silly Belgian Prince The 28 year old Belgian Prince Joaguín, also Archduke of Austria-Este who is a nephew of the King of Belgium and ninth in succession to the Belgian throne, has a girlfriend in Córdoba. He flew into Madrid airport on May 24th and then took the AVE (High speed train) to Córdoba. He didn’t observe the 14 day quarantine and on May 26th he went to a party of friends where there were 27 people (in defiance of the regulations regarding numbers). The next day he felt unwell and on May 28th tested positive for COVID-19. When this became known, all the other 26 people were put into quarantine and the police launched an investigation that had to extend to nearby passengers on the plane and the AVE. Subsequently, there were three confirmed cases amongst the other partygoers. A spokesperson from the Belgian Royal Family apologised for the prince’s actions and stated that the fine would be paid out of his own pocket. The organisers of banned events are usually fined 10,400 euros and fines for serious offences go from 10,401-20,200 euros, and for very serious offences from 20,201-30,000 euros. For an extremely serious offence such as infringing regulations more than once the top limit is 60,000 euros. The Guardia Civil police in Córdoba declined to reveal the amount of his fine. The 2020 Almería Feria Cancelled Every year at the end of August there is a large ‘feria’ in Almería city with many activities over a period of days, and events and concerts at the special site. Thousands of people attend and the Almería city council announced at the end of May that it was hoped that it could still take place with

In the News some restrictions. A few days later the Junta de Andalucía (the governing body for Almería province) announced that their “strong recommendation” was that no major events with large numbers of the public took place in June, July or August. Faced with this, Almería city decided to cancel the feria. The Almería Association of Hoteliers stated that whilst they wanted guests they supported the cancellation as they wanted to have a completely safe situation for people staying in the hotels and engaging in tourist-related activities.

Non-Spanish Good For Spain We have commented previously that “residential tourism” from non-Spanish people who come here and buy property, cars, goods and services is vital for the Spanish economy. Apart from this sector, non-Spanish workers paid 360 million euros in 2019 into the Social Security department funds which was 20% of the total, and paid 30.6 million euros in tax. More statistics have been published that also show that the non-Spanish persons don’t make a big demand on healthcare either and this is partly because the average age of workers is five years less than working Spaniards. These figures are very important as the ultra-rght wing Vox have been claiming that the Spanish Health Service is collapsing because of the non-Spanish users and illegal immigrants that are entitled to healthcare, and they cause large queues at doctors and accident and emergency departments. Unfortunately, the Vox party was quite successful in the November General Elections in places such as Níjar and El Ejido in our province. The Junta de Andalucía has started a campaign to explain that this is “fake news” and is just aimed at spreading unrest. Official statistics for health care are that doctor’s visits and primary health care by non-Spanish persons in Andalucía was only 13% compared to 80% of Spaniards (the other 7% was not documented for various reasons such as that identity was not asked for, but it was not just the non-Spanish). Figures for Almería province are that the official number of 146,000 non-Spanish residents makes up 20% of all residents, so less than two thirds were using this part of the health service. As regards treatment in a hospital,

44,382 people were admitted but only 6,247 (14%) were non-Spanish. Treatment in day hospitals, where a patient is not admitted, for cancer treatment, minor operations or dialysis was less than 10% and this was the same percentage for people needing surgery. The message from the Junta de Andalucía also relates to false claims by Vox that irregular immigrants are treated quicker than the Spanish and jumped the queue, and this claim is described as “completely false”. Websites such as Maldita and Newtral that de-bunk myths are very popular in Spain and Facebook now has verifiers that factcheck claims and remove false information.

A COVID Tax on Drinks & Food on Terraces People eating in a restaurant may be asked if they want bread, which is added to the bill, or they may be given some and charged whether they touch it or not, and in some cases this also applies to water. This is not legal unless it has been clearly shown on a menu or has been put on signs that are clearly visible, and the same thing applies to a surcharge for drinks served on an outside terrace. This is very clear under article 60 of the law for the rights of consumers which also bans exorbitant charges. During the pandemic when bars and restaurants could open again, menus could not be given to clients, and there could not be any dispensers of serviettes put out, or tables set with cutlery. The official Spanish Consumer Organisation ‘FACUA’ are complaining that some establishments are including a “COVID Tax” which is illegal as no such tax exists. They published a photo of a price ticket where two people had each ordered and drunk one caña of beer that totalled 5 euros. Below this there were added charges under “Extras”. These were 1 euro for a Covid tax, 1 euro for terrace service, 1 euro for bread, 1 euro for “cubiertos” (knives with the bread) and 1 euro for water, which doubled the bill! The clients had not requested bread or water that they didn’t touch and there were not any displayed signs that these charges would be made. ‘FACUA’ advised customers in this situation to refuse to pay the extra charges, or obtain and fill in an “Hoja de reclamación / Complaints sheet” that every business has to have and give to customers when requested.

In the News A DGT Fines Scam The DGT, the Spanish traffic authority, have issued a warning that there is a scam relating to fines during the pandemic and lockdown. They stressed that the email was fake although it appeared to have come from the DGT with their logo. The email stated that there was an outstanding fine of 1,500 euros and invited the recipients to click on a box to obtain the full information and a police photo of the vehicle. If this was done, malware enabled access to personal details and bank accounts if an anti-virus system did not stop it. The DGT warned that the email should be immediately deleted and if it was read, on no account should the link be opened. They reminded the general public that the DGT never notified fines this way, and never sent out radar camera images of vehicles, nor asked for any attached file to be opened. They underlined that all fines not dealt with by traffic police at the time, such as infractions recorded by cameras, were notified to registered vehicle owners using certified post, or drivers could go onto the official DGT site. Celebrating Easter in September All the Easter services and processions throughout Spain in April and in many other parts of the world were cancelled. The Vatican has proposed that the processions take place on September 14th and 15th instead. These dates in the Roman Catholic calendar celebrate the “Exaltation of the cross” and “Our lady (the virgin Mary) of pain”. The Vatican has also announced that there will be a “plenary indulgence” (the forgiving of sins) for all persons infected by the COVID-19 virus and health workers. Additionally, when Catholics couldn’t go to church to make a confession where this had been banned because the churches were shut, they had a “collective absolution” of their sins. A monetary figure of a loss of 11 million euros has been calculated to be the loss from tourism in Spain during the normal Easter events.

There is a unisex size and one for children, and each mask costs 6 euros 99 céntimos. They are also marketing a different one for sport use that costs an extra euro and can be washed up to 40 times. The weight of the masks is given as no more than 5 grammes. When this was announced in mid-June the company stated that there were ample stocks in their stores and availability on-line would follow shortly.

“Millares, Your Heritage”

The Almería ‘diputación’ (county council) have launched an initiative to have the Los Millares archaeological site declared to be a Unesco World Heritage Site. They have prepared a short video that explains the importance of the site and it is intended to help collect signatures throughout Spain. The Los Millares site is 5,000 years old and is believed to have been inhabited from 3,250-2,000 BC. It is considered to be the most important example of the Copper Age in Europe with an advanced and pioneering population. The fortified site had natural defences from the river Andarax, and the fast moving river was a very quick way of accessing the sea. It had an abundance of water and advanced agriculture and livestock husbandry with copper mines, wooded areas and fauna. The inhabitants fabricated ceramics and copper goods used as arms, jewellery, signs of prestige and luxury commerce. In the News Donations to the Church or Charities Spain is nominally a Roman Catholic country although Roman Catholicism is not the state religion, unlike the Church of England in the UK. Numbers of Catholics who regularly go to church is decreasing, but the Catholic Church is still considered very important. Every year in June, people living in Spain have to make a tax declaration known as ‘la Renta’ for the previous year. Prior to 2007, any person making a tax declaration could opt for 0.5% of their tax due to be given to the Catholic Church, but not any other religious association. This amount is taken off their tax so the ‘Hacienda’ (The Spanish tax authority) get less tax, but it has no effect on the individual person. In 2007 the amount of the donation was increased to 0.7% and it was also possible to donate 0.7% to charities, destined for social improvement, as it was considered unfair that the only entity that benefitted was the Church. Since then, people making tax returns can choose to donate to either, or both, or neither of them. In June 2019, for the tax year 2018, a total of 7 million people (slightly up on the previous year) ticked the box for the Church which came to 284 million euros. Taxpayers between the ages of 40-50 were the most likely age group to donate to the Church but 32% of young people below the age of 25 did so with slightly more women than men. 14% of taxpayers chose to donate to the Church, 34% to charities, and 21% for both, and the 0.7% destined for charities came to 306 million euros. If a taxpayer chooses to ignore both the church and charities donations, the Spanish state earmark 0.7% of the tax paid for spending on activities intended to be for the good of the general public. Missing People in Spain Statistics published in April revealed that since 2010, when the records of people who were missing were properly collated, there are an outstanding 5,500 cases throughout Spain. Up to December 31st 2019, the specialist national unit that was set up in 2018 had a total of 202,000 reports of missing persons since 2010. Some 3,000 people on the missing list are non-Spanish and 2,800 are children. This high number is because 1,000 of them are the “boat

people” children and young people who arrive in Spain on their own and then abscond from reception centres. The central unit for missing people keep in touch with relatives and in many cases the missing people are located. A young lady, Lourdes García aged 34, who worked at a CEPSA petrol station in Roquetas de Mar went missing in October 2009 after she left work in her uniform and drove away in her car. She was due to meet up with friends in the evening who contacted her family when she did not appear and they reported her missing. Clothes she intended to wear in the evening were laid out on her bed, and a couple of days later her car with the keys in the ignition was found parked near to the bullring. From the position of the driving seat it appeared that someone else may have driven her car to where it was found. Police concluded that there was no reason whatever why she would have voluntarily left the area although friends said that she was a bit upset after recently breaking up with her boyfriend. Protracted investigations revealed nothing that was helpful, and no person came under suspicion as having possibly kidnapped her or done her any harm. To this day her disappearance is still a complete mystery. Recently, and reluctantly, her family asked a court in Roquetas de Mar to rule that after no sign of her for more than 10 years she is presumed to be dead and to issue a death certificate. The judge was told that her case was still open but there was still no logical reason for her disappearance and a recent request in the press for any information whatsoever had revealed nothing new.

Migrant NHS Workers Surcharge Scrapped On May 21st Boris Johnson did a U-turn and scrapped the NHS surcharge for migrants working in the healthcare system in the UK that was introduced generally in 2015. This came after pressure from the Labour party and many Conservatives. Migrant health workers up to now, including Spaniards, (from porters and cleaners upwards) have had to pay 400 pounds every year to access the NHS, and this “fee” will be increased to 624 pounds and 470 pounds for children, in October. This is in addition to the cost of a visa to live in the UK that costs 400 to

This year, the Liberty Race saw 3,000 individuals participate in the event with nearly 1,000 users of social media sharing photos across networks and the hashtag #MiCarreraLiberty experiencing an engagement of over 860,000 on Twitter and Instagram alone.

Liberty's Commitment to Paralympic Sport

The Liberty Race advocates solidarity and unity whilst raising funds for young athletes with promising potential at sports level who have not yet benefited from the ADOP Plan. This programme is designed to assist elite sportspeople with disabilities in Spain to prepare for the Paralympic Games. As with previous years, funds raised through donations made by the participants of the race will go to the athletes in the Paralympic Athletics Promises Team.

Liberty Seguros champions the integration of those living with disabilities into society through values that are embodied in sport: effort, the spirit of competition, teamwork, and the desire to push on forwards. Since 2007, it has continuously collaborated with the Spanish Paralympic Committee (CPE) in favour of Paralympic Sport as means of uniting those living with challenges into the community.

Within its framework of collaboration, Liberty Seguros founded and supported 'Liberty Insurance Team of Paralympic Athletics Promises'. Since the year 2012, this programme has nurtured young promising talent to develop sporting careers. It has hosted events such as the popular Liberty Race Supported by Liberty Seguros, the Paralympic and, since the year 2015, has formed the biggest Athletics Promises Team comprises young males fan club of Paralympic Sport through its #SeSalen and females from all over Spain between the ages initiative. of 12 and 20 that are living with physical, visual, or intellectual challenges, such as those with learning disabilities or debilitating conditions such as cerebral palsy. Funds raised through the Liberty Race help the athletes to enhance their level of performance through technical training and specialised plans and assist with financing their attendance at national and international competitions. Between 2012 and the present day, the Liberty Race has raised an impressive 246,333 euros in total to support these young sportspeople.

Having recovered from the COVID-19 virus after he had been in intensive care, Boris Johnson congratulated two health workers who had looked after him, one from New Zealand and one from Portugal, who had both paid the surcharge to work in the NHS. He stated, “(These) two nurses stood by my bedside for 48 hours when things could have gone either way. The NHS has saved my life, no question”.One Conservative MP reminded him that this was the case! Up to the end of May, 218,400 Spaniards have applied for “settled status” that means they can stay in the UK permanently after Brexit.

Help From Calar Alto Technicians at the Calar Alto observatory near Gérgal in Almería province have embarked on a project with Seville University and other scientific bodies to develop a scanner that will show the presence of the COVID-19 virus on surfaces. Using artificial intelligence the portable optical appliance will use infra-red and ultraviolet rays to scan surfaces and detect the virus. Funding is being advanced by the Joint Research Centre of the European Commission and the Technological Department of the Junta de Andalucía. The aim is that the scanner will be operational in three months and available for use in eight months’ time. Aircraft Parking at Teruel and Almería The Spanish airport at Teruel, inland between Barcelona and Valencia, has never had any commercial flights. Major airlines are using it as a parking lot for the foreseeable future as the climate is considered ideal. Lufthansa are using it for many of their Airbus A340 planes and Airbus A380 planes from Air France. Their total capacity for these large planes is stated to be 125. Mechanics will regularly service these planes and run the engines to maintain their airworthy certification. The engine intakes and the turbines have large discs in front of them to stop birds nesting! The same situation applies to eight

parked aircraft at Almería airport. Delta Airlines in the US have mothballed 650 Boeing 777 planes mostly in the Nevada desert. Some of them may be put back into use and some of them will hopefully be sold. The airline states that this is part of their modernisation plan to buy Airbus planes and put these into service instead. The normal passenger capacity of a Boeing 777 is just under 300 seats and the Airbus 380 normal seat configuration is 550 passengers. The big attraction is a fuel saving of 21% per passenger.

Carlos Sainz and Fernando Alonso With the COVID-19 decimating the Formula 1 season this year it was announced in May that Sebastián Vettel would retire from racing at the end of the 2020 season. A few days later it was announced that he would be replaced by the young Spaniard Carlos Sainz from Madrid who this season drives for McLaren. He will become the third Spaniard to drive for Ferrari after Fernando Alonso (2010-2014) and Alfonso de Portago (1956-1957) who died after an accident in the Mille Miglia race in 1957 aged 28. Carlos Sainz is aged 25 and will join Charles Lecrec who is aged 22, making them the youngest ever Ferrari drivers. It has been stated by people in the know that Carlos Sainz will initially be paid 6 million euros for 2021 which is quite low for a Formula 1 driver. Lewis Hamilton is stated to receive 40 million dollars per year in salary, bonuses and product endorsement from his 2019-2020 renewal of his contract with Mercedes, and his career earnings are estimated to total 490 million dollars. Daniel Ricciardo will replace Carlos Sainz and move from Renault so they are short of one driver. Fernando Alonso, considered one of the giants of Formula 1, has reputedly signed a preagreement to join Renault for the 2021 season. He left Formula 1 in 2018 after a disastrous four seasons with McLaren who constantly struggled to have a reliable engine. He has always stated that he would like to return to Formula 1 “when the time was right”. The first Formula 1 race in 2020 will take place on July 5th in Austria and the Spanish Formula 1 race is on August 14th-16th. Whether or not fans can attend either of the races is under review and looks unlikely. Races in Azerbaijan, Singapore and Japan have now been cancelled.

In the News More AVE Delays The arrival of the AVE (Spanish high speed train) in Almería city has been given as being 2023 for some time. It then emerged that a protracted period of testing was necessary and a date of 2025 was suggested as a document detailing expansion plans for the main rail station in Madrid gave 2025 as the year when the AVE from Almería and Murcia would arrive there. The Ministry of Transport has stated that the date of two years for testing was a worsecase scenario and it wouldn’t take two years in practice. The AVE can only arrive in Almería city when all the missing sections in Murcia and Almería province have been completed. There are three unknowns in Murcia at present. In Lorca city there is a planned and agreed underground section of 2.2km but locally they want 4.3km. This has held up the project with no firm commitment either way. The section from Lorca to Pulpí (on the border of Almería province and Murcia) is another section that has not been fully agreed because of the underground part in the city. At Totana there is not yet an agreement as to the exact route, so this section is still “under study”. All sections in Almería province have been approved and are supposed to have been started. These include the sections Los Arejos-Níjar and Níjar-Río Andarax where the work has not yet been awarded to any construction company but the initial work finish date was supposed to be October 2019. The Transport Minister from the Jumta de Andalucía has asked for urgent meetings with the Ministry of Transport in Madrid for a firm commitment and finish date. The Junta de Andalucía are suggesting that without work starting soon, and solutions in Lorca, a likely date for the arrival of the AVE in Almería city may be 2026, plus testing time!

In the News Potentially Dangerous Dogs Dogs in Spain that are on a register of breeds as being potentially dangerous have to have a licence from the town hall where their owners live and comply with certain rules. There are slightly more than 8,000 such dogs registered in Almería province and 50% of them are in Almería city, El Ejido and Roquetas de Mar. A recent round table meeting was held in Almería city to discuss the co-ordination of vets and police and the administrative registration that was made up of 75 people. Numbers of these dogs have gone up to nearly double the number five years ago but sanctions for serious breaches of the regulations remains almost static at 175 per year. The list of potentially dangerous dogs include Pit Bull Terrier, Staffordshire Bull Terrier, American Staffordshire Terrier, Rottweiler, Argentine Mastiff, Brazilian Mastiff, Tosa Inu, Akita Inu and Doberman. Other dogs where there has been more than one complaint of aggression will usually be added to the list and subject to the special regulations. Nadia, the US Tiger The New York City Bronx zoo was shut for visitors in March, but in early April, Nadia a four year old tiger, developed a cough and blood samples, throat and nasal swabs tested positive for the COVID-19 virus. Her sister, two Amur tigers and three African lions also started coughing. Testing for the virus in large felines is very different to humans and involves the animal being put under anaesthetic. Because of this only Nadia was tested. The zoo reported that a keeper had tested positive but he had almost no symptoms and apart from a cough and a loss of appetite the felines showed no other symptoms and were bright and alert. All of the big cats made a complete recovery and these were the first cases in the US affecting an animal. Dogs appear to be immune but it is possible that a German Shepherd dog contracted the disease and died in Hong Kong but doubts have surfaced as to whether this was the true cause of death. A Belgian cat showed all the symptoms and a faeces sample proved it was the same virus. Two cats belonging to the same family in New York tested positive after exhibiting symptoms. The virus in China probably came from

an animal market and it was suspected that bats that are a delicacy gave the virus to the Chinese human case zero. A senior animal vet at another zoo stated that it is suspected that large apes, orang-utans, chimps and gorillas may be animal breeds that might become affected and zoos should take every precaution.

Test Flights in Almería When Almería airport was totally shut for commercial flights because of the virus, the Airbus company undertook tests of the latest version of these planes, and flights took place over the Alboran Sea with test landings and take-offs in Almería. People living near the airport were amazed to see these enormous planes. The company took advantage of there being no other flights at the time and air traffic controllers specially manned the airport. Madrid Cremations in Almería province When crematoriums in Madrid were saturated with the number of COVID-19 dead bodies a large funeral company in Madrid came to an arrangement with the Almería company Funerarias y Tanatorios del Sur, with crematoriums in Roquetas de Mar, Eljido and Níjar. Large lorries filled with coffins made the journey from Madrid. This came to light when a video on social media showed one of the lorries being emptied by a fork-lift truck at Níjar. An Unfortunate Alternative Date As in many countries, thousands of weddings had to be postponed in Spain that were due to take place during the state of alarm. In many cases, advice for the postponement was that a date in September might be a good idea and not liable for a further postponement. One Spanish couple found that their church wedding in September had to take place on a Friday because all the Saturdays at their church were booked solid. The date they were given was Friday, September 11th. The couple thought it was ironic that their wedding cancelled because of a world-wide pandemic could only take place on this date that commemorated another major disaster!

In the News Heathrow Third Runway The Spanish infrastructure company Ferrovial is the largest shareholder of Heathrow airport with 25% of the shares. Following the decision to postpone the permission for a third runway, Ferrovial has stated that they will have to review their commitment. Their Chief Executive, Ignacio Madridejos, considers that the company has to have an adequate return on their investment. The Civil Aviation Authority sets the prices for Heathrow’s licences, and therefore the income for Ferrovial, and they are supposed to be upgraded every five years. The CAA is holding the current prices for a further two years, partly in anticipation of the third runway being completed by 2029. In 2019 Heathrow handled a record 80.9 million passengers and numbers have increased every year for the last nine years. In December 2019 they handled 6.7 million passengers, another record. Ferrovial have moved their official head office to Amsterdam because of Brexit, to keep it under EU legislation. They have stakes in Glasgow, Aberdeen and Southampton airports as well as Denver International in the US. Masks Designed For Men Female doctors, nurses and other health workers at the largest hospital in Madrid made a complaint about rigid shape facial masks such as the N95. They stated that the size of them was designed for a man’s face and because women had smaller faces they were not a fool-proof fit. They stated that the same problem applied to hospital gowns which was not so important but was inconvenient. The “X” Chromosomes Many more men than women went down with the COVID-19 virus and died. In Italy, men made up 70% of all deaths. A genetic scientist from the Johns Hopkins University Hospital in the US explained that men had one “X” chromosome with its associated cell structure, but women had two “X” chromosomes each with their own structure and the “X” chromosomes are related to the immune system. When the virus latched on to men this was quite different in women, where there was a good chance

the virus would not lock onto both sets of cells. For this reason deaths in men were much higher.

The First Ventilators Ventilators hit the headlines in the pandemic as being a vital necessity for patients who had a much reduced lung capacity. The first ventilators were invented in the 1950s to combat poliomyelitis and were a large construction on a stand in the shape of a tube and the whole body of the patient was inside it apart from their head. They became known as “iron lungs” and being purely mechanical they had a distinctive “clunking” sound. Exorbitant Credit Card Interest The Spanish High Court has ruled that the interest charge on a “revolving credit card” from the company Wizink Bank is excessive and illegal. Revolving credit is where, in the case of a credit card, the holder applies to have an upper limit of credit and they can choose how much they use each month. Any balance on the account then “revolves” to the following month again and again. A person who had obtained a Wizink credit card from Banco Santander in 2018 made a complaint to a lower court that the interest charged was too high that was referred to the higher court. The High Court took into account the average credit interest rate with no “end date” to pay it off from the Bank of Spain. This was 21% in 2015 but fell steadily to 19% in January this year. The interest rate on the credit card from Wizink was 26.8% when it was first obtained that went up to 27.2% which the court said was unjustifiably high, punitive and

The Wizink credit card company justified their interest rate on the fact that there were no guarantees required on a credit card that may be requested on a fixed loan, and no requirement to ascertain if the card holder had sufficient funds so they took on this risk. The High Court stated that these were not sufficient reasons and the bank had an obligation to determine when a credit card was issued that the applicant had a “reasonable” expectation that they would be able to pay off the total amount if they wanted to and the bank could ask to see the applicants last income tax declaration or employment payment slips. Their ruling will apply to other credit card companies and there are 85 million cards in circulation in Spain, with 45% credit cards and 55% debit cards.

EU Money for Almería Province To help with the transition for reduced emissions and green energy the EU has announced funding for Spain of 307 million euros from 2021 to 2027, and Almería province is included in the eight locations that will benefit. The money is to help with the results of the closure of coal-fired power stations and the Endesa power station at Carboneras will close in 2021. The EU note that there is an ambitious plan to close coal-fired power stations in Spain that will have an economic impact during the transition. Plans are that there will be no coal-fired power stations in Spain by 2030 but Ecologists in Action claim that the closure should be much sooner. The Pit-bull “Driver” In the pandemic lockdown in Washington various calls were made to the police emergency 911 number that a car was being driven erratically, had side-swiped two other cars without stopping, and had mounted a pavement and also a cycleway. When police caught up with vehicle, which had reached speeds of 120mph, they were amazed to see a large dog at the steering wheel. To stop the vehicle, police in front put a spiked “stinger” on the road and with the tyres punctured the car came to a stop. The male passenger had been guiding the car by turning the steering wheel and operating the automatic gear shift and accelerator. He stated

that he was teaching his Pit-bull to drive but the man tested positive for drugs. After he had been arrested for a string of offences his dog was taken to a rescue centre. Police at the scene stated that it was amazing that there had been no injuries or fatalities on the journey.

Oops! In northern Spain a “relax” club, that is really a brothel, had all the people who worked there put in a 14 day quarantine lock-down after some of them tested positive for the virus. A press release from the local town hall announced that the Red Cross was delivering food and explained that there were 13 other people in quarantine that did not work at the club and were not necessarily from the municipality and were “guests”. A Lot of Money The town hall at Cáceres in Extremadura asked central government in May if the fines they had collected could be given to their local Health Services. The 680 fines of a minimum of 601euros worked out as being 400,000 euros and the same situation applied to thousands of places in Spain. If a person is fined they can reduce the fine by 50% if they pay within 15 days. If they pay before the end of the administrative period when the fine is officially notified to them the reduction is 20%. Total fines in Spain up to mid-June totalled 1.2 million euros. Music Festivals and COVID-19 At the end of March it was announced that many Spanish music festivals had been postponed. Viña Rock planned for April 30th-May 2nd was postponed until October 8th-11th with “likely” changes to the line-up, and the Mallorca Live Festival from May 14th-16th was postponed until October 8th-10th. Taylor Swift who was in quarantine announced that her concert in Madrid on July 8th-11th as part of the Mad Cool festival was still planned for these dates, although the situation would be monitored until the Mad Cool organisers had announced their intentions. They subsequently cancelled this event. The same situation applied to the Sónar festival in Barcelona from June 18th-20th and the Arenal

In the News Sound festival in Castellón from June 28th-July 2nd. The organisers of the Bilbao BBK Live festival scheduled for July 9th-11th announced that they were studying other options for a possible postponement later this year. The Minister for Culture announced that a decision as to whether the Villaricos ‘Dreambeach’ Festival in early August could go ahead would be made in June, but the organisers cancelled it on June 11th until next year, from August 4th-8th. Ticket holders could ask for a refund or hold onto them. The loss in income from local subcontractors is put at 15 million euros. Queen has postponed their 2020 tour until 2021 and will not be coming to Madrid in July along with Iron Maiden and Paul McCartney. Internationally, the enormous Coachella festival in the US was postponed until October and the UK Glastonbury festival was suspended with no fixed alternative date. In general, music industries worldwide stated that the financial losses were extremely serious and in some cases catastrophic.

Caught Jogging Mariano Rajoy, the previous Prime Minister in Spain, was filmed by a Spanish TV crew when he was jogging near his home in Madrid when outside exercise was banned. Neighbours had tipped off the TV company that this was a regular occurrence. The TV reporter noted that he had no rubbish bags to dispose of and he was not on the way to buy food or go to a chemist! He is a regular jogger and did this even when he had an overnight stay in a country outside Spain. The Spanish Ministry of the Interior announced that an investigation would take place. In The Boot! Police at a road check in Huércal de Almería spotted a woman waiting in the queue who was putting a passenger in the boot of her car when cars could only have a driver. This turned out to be her adult son and she stated they were going to open a bank account. She was fined 601 euros for making a non-essential journey after she admitted that this was not a compelling reason and also for driving with a passenger!

Hand Sanitisers Not Perfumes! The singer Shakira, Antonio Banderas, Malú, David Bustamante and Paula Echevarría all use personalised perfumes from the very large Catalan perfume company Puig in Barcelona. This company also produce the brand names Carolina Herrera, Paco Rabanne, Heno de Pravia, Jean Paul Gautier and Agua Brava amongst others. Shakira announced on social media that she was delighted that Puig had turned their production to producing hand sanitiser liquids and gels that they were donating to the Spanish Health Service. Shakira first used the company in 2008 when they manufactured her “S” perfume and “Dream” in 2018 followed by “Sweet Dream” in 2019. “Mascarilla 19” Emergencies Unfortunately, there are often cases of domestic violence in Spain, and Almería province is no exception. During the start of the COVID-19 pandemic when journeys outside were strictly limited and included a visit to a farmacia (chemist), 331 farmacias in Almería province co-operated in a bid to give women suffering abuse quick action. It was publicised that they could go to their nearest chemist and ask for a mask christened “Mascarilla 19”.This was a code word and the chemists then rang the emergency number 112 and the protocol for dealing with domestic violence was activated. It was anticipated that with the lockdown there might be a peak in domestic violence because husband and wives and partners were spending more time together and problems and friction might increase. Sadly this appeared to be true in many countries. Anytime 24/7, and every day of the year, women in Spain suffering domestic abuse can ring 016 which is a special number that is not shown on a directory of dialled numbers. The initiative using a chemist was conceived so that abused women could have a good reason for being on an apparently justified errand out of their homes and quickly get help, or in the case that the 016 number was saturated with calls. In May there was a 46% rise in calls to the 016 number and a 400% increase in online contact. Very tragically, in midJune, a man aged 52, in Úbeda in Jaén, killed his 46

Mercadona Stepped Up Food Donations Just prior to the COVID-19 pandemic Mercadona published their 2019 trading figures. Mercadona is a private company owned by the Roig family who originate from Barcelona, and Juan Roig, their CEO, gave one of his very infrequent appearances at a press conference. Sales were 25.5 billion euros which was up 5% from 2018 and they invested 2.2 billion euros in their expansion plan to modernise all their supermarkets. Their profit margin after this investment was 623 million euros and their share of the market was 27% three times more than any other supermarket company in Spain. In the last year their customer numbers have increased by an enormous daily average of 200 people and 25% of all the money spent in supermarkets goes to Mercadona. During the COVID19 pandemic they stepped up their donations of food to food banks, charities and soup kitchens, and each store has a permanent member of staff

Nadal Still Number One With the cancellation of the Paris Roland Garros tennis tournament until September 20th to October 4th, the cancellation of the Madrid Open and Monte Carlo tournaments, the world ranking of all the major tennis players was frozen. The UK Wimbledon tournament was then postponed until 2021 and this was the first time since 1945 in WWII. This meant that Rafa Nadal was still number one with 370 points ahead of Novak Djokovic. The freeze was good news for Roger Federer as he would not have been able to compete at Roland Garros due to an injury. Over the last weekend in May the TV channel Eurosport showed 21 hours of programmes following Rafa Nadal from childhood to the present day featuring his most famous matches. The ‘ATP’ New York Open is scheduled to start on August 31st, but Rafa has indicated that he has “some reservations” regarding visiting the US.

In the News Very Rare Blood Types During the pandemic there were still requests from hospitals in Almería province that people gave blood. The most normal types are O, A, B or AB positive or negative and then Rhesus (Rh) positive or negative. Apart from these that apply to 99.99% of the population there are 36 other blood types that are extremely rare. Some of these have the names of the first cases detected such as “Duffy (Fy)”, “Lutheran (Lu)”, “Kelly (K)” and “Kid (jK)”. Jasmin Zambrano is an Ecuadorian lady living in Barcelona and she has the very rare “Rhesus null (Rh-null)” blood type, nicknamed “Golden blood”. Her red corpuscles contain none of the 61 antigens of the Rhesus types, and this was discovered when she went to give blood in Barcelona five years ago. There are only 50 people worldwide known to have this blood type, and she gives blood very regularly. It is mostly stored at minus 80 degrees, which in theory can be kept for 20 years, but 20% is lost when it is slowly unfrozen and it has to be transfused within 24 hours. Because of this, some of her blood is kept at 4 degrees for “normal” use, but has to be replaced every 42 days. In Spain there are 1,100 samples of rare blood stored in the main blood banks and there are 900 people with the rare types on a register who will respond to an emergency request to give blood. Bad House Sales During the pandemic, with restrictions on travel and estate agents not able to open to the public there was a drastic decrease of the sales of properties in Almería province. In mid-June, the Spanish Institute of Statistics published the figures for April and this showed 547 properties were sold compared to 1,016 in April 2019. 436 of the 547 were second hand properties. This drop of 46% was more than the national average that was 39%. Ruses to Overcome Social Distances During the early COVID-19 pandemic, many couples in Spain living in different houses or apartments planned “coincidental” meetings at supermarkets. One couple met up when the man went shopping and his girlfriend who lived nearby walked her dog

at the same time. A police spokesperson stated that meeting up like this was banned but admitted that the couple who met up in this case could not be fined as each of them was on an authorised journey! Some supermarkets had security staff who tried to ensure that “casual” meetings outside the doors did not take place. Petrol stations were another place where a quick meeting could be arranged. A motorcyclist who was stopped claimed he was going to buy bread but when pressed admitted he had come 21km and driven through five towns. He told the police he was bored and wanted to get out of his house, but they escorted him back home. Two people were fined for an “unnecessary journey” and having two people in the car. Their outing was to rent a video to watch that night.

Travelling To Second Homes When the initial regulations on travelling were very strict many people from Madrid came to our area to stay in second homes when the COVID-19 virus was rampant there. This was widely condemned, and in Murcia several coastal regions were put on lockdown as regarded journeys into these areas. Many new cases of the virus came from these travellers from Madrid. When stricter regulations came into place, police who stopped vehicles looked for luggage or signs that persons were still coming to second homes. This took place in Almería province and in one case police at a check point just off the A-7 motorway at Viator went to a vehicle that was parked and appeared to be waiting until they might go away. The driver admitted that he worked in Málaga during the week and was coming to his second home in Almería and had done this on the previous weekend. He was arrested and appeared in court next day charged with disobedience of lawful travel restrictions. Fines for travelling to a second home started at 1,500 euros per person. Checks at weekends were stepped up to stop this activity with more police, and army personnel from the UME helped with these checks. In the ‘Phase 1’ period when travel was still not allowed out of a province it became clear that large numbers of people from Madrid were still coming to Murcia and Andalucía to their second homes. This was apparent from the

Using ‘Inditex’ Logistics Amancio Ortega, the richest man in Europe, owns the umbrella fashion company ‘Inditex’ that is made up of eight companies including Zara, Pull and Bear, Stradivarius and Bershka. They are one of the biggest fashion retailers in the world with 7,000 stores. In the Covid 19 epidemic they offered their services to the Junta de Andalucía free of charge to bring masks purchased in China where they have stores and logistic centres. This ensured a very quick delivery and the first consignment to Andalucía was for 3 million masks with another 2 million to follow. In Andalucía (including Almería province) there were 24,000 doctors and 22,000 nurses at the start of the epidemic. The masks were distributed to the eight provinces in Andalucía. Arms Sales in the US When the Hurricane ‘Katrina’ devastated New Orleans in 2005, sales of guns went up dramatically with people scared that they might be attacked by the homeless seeking food or other items. In the COVOD19 pandemic, gun shops saw purchases of guns and ammunition go up by 250% until they were ordered to be closed. The American gun lobby made an appeal that gun shops were an “essential” service in case law and order broke down and there were riots, but in some states opening these shops was banned. In the states where it was permitted, customers had to make an appointment and opening hours were restricted. Numbers of the Elderly In northern Spain, as many as 30% of the population are over the age of 65 so this presented many problems in keeping them safe in the pandemic. Within Spain there are 2.4 million people aged 6569, 2.2 million from 70-74, 1.6 million from 75-79, 1.3 million from 80-84, 975,000 from 85-89, 415,000

from 90-94, 103,000 from 95-99 and 16,000 over the age of 100. About 55% of these people are women and these figures come from the December 31st 2019 calculations of the population published by the Spanish Institute of Statistics.

Using Bra Cups Various women put their special design of do-ityourself masks on social media. They used bra cups and the adjustable straps to make two masks. One woman explained that all women had bras that they didn’t wear and making a mask was very simple and the various colours, some with lace on them, looked very chic! One YouTube video was viewed by over a million people but a health professional stated that unless the cup was lined with two thicknesses of cotton it was no defence against the virus. Publicising Gambling The Spanish Consumer Minister, Alberto Garzón, put proposals to parliament that related to publicity for online gambling which is considered to be a major problem with large numbers of players becoming addicted. This can cause family problems, affect their work and lead to mental health issues. From 2016-2018, the people who were considered to be addicted went up by 30% in men and 15% in women. The first proposal is that famous people or people well known to the general public for various reasons cannot feature in online advertising as this can imply that they endorse gambling. The second proposal was that radio and television ads for online gambling could only be shown from 1am-5am and this was put into law in the COVID 19 state of alarm when more people were self-isolating at home. There is one exception that applies to the re-transmission of a sporting event that cannot take place before 8pm. This is because sportsperson’s shirts or other clothing will often have endorsements and advertising from online gambling companies. It is not intended that these clothes cannot be worn, but sporting clothes for children cannot have any online gambling sponsor names. There will also be time restrictions on adverts that are shown on YouTube. Finally, advertising for online companies cannot publicise “bonus” or “introductory” amounts of money that are made

A Big Contract for ‘RENFE’ ‘RENFE’ is the Spanish state owned rail company who run the rail transport system in Spain including the ‘AVE’ high speed trains. The company have won a 5.5 billion contract to oversee the building and operation of the 386km US high speed train project from Houston to Dallas. The contract has been signed with Texas Central Partners, a consortium who will build the line with a possibility of further links to Austin and San Antonio. Texas Central Partners is a private company and there is no involvement in state or federal funding. The total cost is given as being the equivalent of 18.5 billion euros. It is intended that the line will be operational by 2026 and RENFE have the operating contract until 2042. It is anticipated that after the construction phase that will generate employment for 10,000 people there will be 1,500 people who run the line including experts and operations staff from Spain. This is the largest contract awarded to one Spanish state owned company, but RENFE were very involved in the 7 billion euro 440km AVE train project between Medina and La Meca in Saudi Arabia. This was built by a consortium of 12 Spanish companies including ‘ADIF’ the Spanish rail company, who supplied the 36 trains. RENFE have the operating contract for 12 years for 3 billion euros. Much Reduced Emissions In the COVID-19 pandemic, CO2 emissions went down drastically. One of the main reasons was the lack of motor vehicles on roads. The Spanish Minister for the Environment has announced that from 2023, cities with more than 50,000 inhabitants have to have zones set up where low emission vehicles will be able to enter, but “dirty” ones restricted. This has

been in force for some time in places like Madrid. The DGT (Spanish traffic authority) are intending that the emission stickers that show the level of emissions and have to be displayed on the windscreen of vehicles will be rolled out throughout Spain.

The Abbey Road Zebra Crossing The iconic Abbey Road zebra crossing made famous by the 1969 Beatles album was repainted while the streets of London were empty because of the COVID19 pandemic. A highways maintenance crew quietly repainted the normally busy zebra crossing on March 24th, the day after the Prime Minister ordered the UK to go on lockdown in an attempt to stem the spread of the virus. The government designated the crossing a site of national importance in 2010 and it can be altered only with the approval of local authorities. “This London zebra crossing is no castle or cathedral but, thanks to the Beatles and a ten minute photo-shoot one August morning in 1969, it has just as strong a claim as any to be seen as part of our heritage,” This came from John Penrose, Minister for Tourism and Heritage at the time. The remaining Beatles, Paul McCartney and Ringo Starr celebrated the 50th anniversary of the Abbey Road album with a deluxe reissue last September. Appeals to Death Row Seven medical experts in the US sent a letter to the governors of all of the 28 prisons that carry out executions. They were asked to immediately release drugs such as sedatives and paralytics that were urgently needed for critical care patients on ventilators and were in short supply. The Komodo monitor lizard found in the Indonesian islands of Komodo, Rinca, Flores and Gill Motang is often called a dragon but it is the largest species of lizard and can grow to a length of 3 metres / 10 feet and weigh up to 70kg /150lbs. The First Batteries Experiments to produce batteries to store electricity started during the 1700s. In 1800, the Italian physicist Alessandro Volta created the first modern day battery when he built what came to be known as his ‘voltaic pile’. It was made of zinc and copper plates with vinegar-dampened pieces of leather in between each plate. They were stacked in alternating order, one on top of the other, with the bottom plate and the top plate acting as the positive and negative terminals. In honour of Volta's invention, his name is used as the unit of measurement known as a volt.

The Most Cars Sold in 2019 The Volkswagen Group shifted 3,296,440 cars in 2019 but this was 7% less than in 2018. The Toyota Motor Corporation, which also includes Lexus and Daihatsu, sold 3,115,343 cars in 2019, an increase of 1.2% with strong sales in China, Thailand and Saudi Arabia. The Renault-NissanMitsubishi group is in third place but sales were down 7% to 2,992,471 vehicles. Sales in the US and Spain were good but were down in China and Mexico. Their merger with the FCA group of Fiat, Chrysler, Dodge, Jeep and Alfa Romeo will certainly put them in first place.

More Bad News for Mortgage Lenders

I

n 2013 an EU court ruled that “floor rates” (known as “Cláusulas suelos”) in Spanish Euribor mortgages were abusive. Banks or other lenders set their own interest rate added to the Euribor which is an inter-bank lending percentage. The Euribor interest rate had dipped dramatically and eventually became a negative amount of interest so the only interest payable was whatever the bank was charging themselves. However, many banks had set a minimum low rate of interest in their mortgage documents so this meant when the Euribor rate was nil or negative these mortgage holders were paying a higher interest rate. For this reason, mortgages with a floor rate were considered abusive and the EU ruling had to be adopted by Spanish lenders.

mortgages were legal and they were transparent in the way they were calculated, so not abusive. One judge disagreed so the matter was referred to the EU Justice Tribunal. In March they ruled that the mortgage terms were not always transparent and it was normally impossible for a mortgage holder to work out what they were paying and why, and as a result the banks were profiting by collecting in more money. They ruled that Spanish courts must uphold justified complaints and they suggested that changing an IRPH mortgage to a Euribor mortgage was one way of solving the problem but a refund of the “excess interest” would have to be paid.

Many thousands of people with the floor rates were able to claim a refund, and special courts were set up to deal with complaints from mortgage holders that the banks were not making a sufficient refund. Individual cases are still going through these courts which soon became log jammed, and 99% are settled in favour of the client. When this is the case the lender has to pay the court costs. In 1994, banks and lenders started using another method of calculating mortgage repayments called ‘Índice de Referencia de Préstamos Hipotecarios’, IRPH. It was claimed that this was a more stable way of calculating payments on a variable rate mortgage and was a good alternative to the volatile Euribor rate of interest. Over 1 million people have these mortgages but it became clear that the interest being paid was more than the Euribor mortgages for the same amount of money over the same term. If a person had an 180,000 euro mortgage over 20 years they finished up paying an additional 20,000 euros. A man from Barcelona brought a test court case to the Spanish High Court claiming that his IRPH mortgage terms from Bankia were abusive and in December 2017 the court ruled that the

The total value of all the IRPH mortgages is calculated to be 16 billion euros and a possible refund amount of 3 billion euros may be due. A 180,000 euro mortgage taken out between 1994 and 1999 for 20 years has now been repaid, but it appears that a retrospective refund may have to be paid. This is apart from all the mortgages still in force! Banks are studying the EU ruling carefully and will have to decide if they are going to contact mortgage holders to negotiate a refund and see whether courts rule that it is retrospective where mortgages have been paid off. As with the floor rate mortgages there will be specialised accountants or lawyers who will help clients with IRPH mortgages to work out what they may be entitled to claim. The whole situation will become clearer in coming months.

A Good Alternative to Flying

S

omewhat amazingly, ‘IATA’ the International Association of Air Transport claims that 82% of the world population have never been on a plane, but before the pandemic, the 18% who had used 31,700 planes on 45,000 routes from 3,500 airports. The CO2 emissions generated are only 5% of the world total at present, but passenger numbers are expected to rise to 8 billion in 2030 which would increase emissions to 20%. Short flights are a problem because present day engines powered by aviation fuel are very inefficient on take-off with high emissions, and to a lesser extent when landing.

Spanish Cars - The Oldest in the EU

E

verybody understands that emissions from cars are a big problem and the Spanish government intends that by 2040 all vehicles will have zero CO2 levels. The motor trade doubt whether this can be achieved in practice. At present Spain has the oldest cars in the EU where the average age is 10.4 years. In Germany and France the average age is less than 10 years, but in Spain it is 12.4 years. Of the 2.2 million second hand cars that were transferred to new owners in Spain last year, 26% were aged 10-15 years and 31% were more than 15 years old. Gerardo Pérez is the President of the Spanish Association of Motor Dealers and he says that there are two problems which work against the sale of new vehicles with the first one being the purchasing power of the average Spaniard, The other problem has been that until this June there were no incentives to persuade buyers to scrap old cars. In 2012 when the motor trade was in the doldrums the ‘PIVE’ scheme was introduced. The manufacturer and the government each gave a discount of 1,000 euros off the purchase price of a low emission vehicle providing one that was 10 years old was scrapped. This was extremely successful and as the money allocated for PIVE 1 ran out, PIVE 2 was introduced. In all there were eight PIVE schemes with slightly reduced financial help at the end, but the motor trade bounced back. Calculations are that the PIVE schemes in total had an economic benefit of 10 billion euros, a 30-35% decrease in emissions, and much safer vehicles. 20% of all the new vehicles registered from 2013-2017 were from these schemes. The government grants were offset by the fact that 5 billion euros was collected in from the costs of matriculation and the IVA (VAT) at 21% on new vehicles. In 2019, the sale of new vehicles in Spain fell by 4.8%, the only decrease in sales since before 2012. This May sales dropped by 97% with only 4,163 sold which is the same as on a normal day before the

crisis. Many dealers matriculated cars themselves that they then sell as being “kilometre 0” with corresponding discounts. The estimated percentage of these sales in 2019 was 25% of all new vehicles. Pedro Sánchez, the Spanish Prime Minister, has now announced the equivalent of a new PIVE scheme with a total availability of 1.5 billion euros this year and 2.2 billion euros next year. There are five blocks that include the purchase of a new vehicle that costs less than 35,000 euros when one that is over 10 years old is scrapped, with an incentive package of 250 million euros matched by the manufacturer / dealers. Other matched amounts of money are available for the purchase of hybrid or electric cars. Money is included with the aim of having 340,000 charging points available to the public by 2030 and 830,000 by 2040. Sales of electric, hybrid and plug-in hybrid vehicles went up by 80% this last January compared to 2019 and total sales were 3,086. This rise was considered to be partly due to aggressive sales campaigns by dealers and the acceptance of buyers in large cities, such as Barcelona and Madrid, that city centres will only allow the circulation of low emission vehicles. It remains to be seen how many people will take advantage of the new incentive schemes and have the confidence that they can take out finance packages and afford the repayments.

The Spanish UME

S

pain is unique in having a specialised branch of the military known as the Unidad Militar de Emergencias (UME) which is a Military Emergencies Unit and part of the National Civil Defence organisation. It was set up in 2005 and performs a variety of functions from five main bases in Spain to serve certain areas, with five battalions at each one. Each of the battalions has specific training but they work together when necessary. Three of their bases are at airports to provide a quick response by air with military aircraft if this is necessary, and they have a wide range of vehicles, fixed wing aircraft and helicopters. It is intended that they can respond to any event where they are needed within a maximum of twelve hours with very large mobilisation. They have international certification and can work out of Spain if authorised by the Spanish government. One of their tasks is to combat forest fires with a large number of vehicles and logistical units and they are often called out to carry out this work. In Almería province, when their assistance is requested for fires, their fire fighting unit comes from Seville. Another task is to aid flood victims in severe floods, and personnel and helicopters went to Murcia in the extensive flooding in 2019 where they rescued large numbers of people. They also respond to very heavy snowfalls, volcanic eruptions and events such as the earthquake in Lorca in 2011 when they provided emergency accommodation in military marquees and canteen facilities. They would also intervene in technological disasters such as chemical, nuclear or radiation events. A final task is to offer aid for any event that the Spanish Prime Minister considers necessary, and they were called out in the COVID19 pandemic. Many of their units went to critical areas, particularly in Madrid and Barcelona, and their military vehicles ferried supplies and equipment apart from setting up their own medical centres.

They also reinforced police stopping vehicles at road blocks. When it became clear that there were problems in many of the homes for the elderly and their staff were swamped, they took over the management of these homes, and specialist teams disinfected nearly 5,000 throughout Spain. In some homes there were a number of dead victims of the virus. They were being kept there until they could be moved as protocol prevented staff from touching the bodies in case this spread the virus whilst waiting for a coroner and funeral services to attend with protective clothing, but they were completely inundated. The UME undertook this task and moved all the dead people out of the homes to their own facilities. In Madrid the soldiers set up a collection area and mortuary at a very large ice rink. Crematoriums were authorised to operate 24hrs a day to try and combat the backlog and the UME helped with transpor tation.

Specialist units took over the disinfection of the airports in Madrid and Barcelona and also the Barcelona port area. They also helped with the disinfection of very large streets in areas of heavy population. One problem was the lack of hospital beds and equipment and the UME set up a field hospital in one of the worst affected areas in the Basque city of Vitoria that was one of the hubs of the infection. They provided their own medics and nurses, protective gear and respirators to take pressure off the hospitals. The response of the UME was described as being “vital and superb” by Pedro Sánchez, the Spanish Prime Minister.

Community News La Paratá Mojacár Fundraising Team individuals could sponsor a daily show with Raises 3,867 euros for Red Cross proceeds being donated to charity. The support “La Paratá Mojácar Fundraising Team” presented a cheque to the Red Cross, Mojácar for 3,867 euros, raised locally during lockdown, in support of all the needy families in Mojácar who have suffered badly during this unprecedented pandemic. In attendance were Red Cross President and Vice President Conchi and Isobel respectively and Martin Montoya (Head of Maintenance & Service) representing the Mojácar town hall. The funds came from sponsorships and donations generated from the “Briggsy & Claysy Show”, which was broadcast daily, live fromLa Paratá on Facebook during lockdown. The 30-minute broadcast every morning, which included a news slot, was aired over a period of eight weeks. The idea was the brainchild of Rob Briggs, who was ably supported by his partner Penny Clayton. Their dedication to lift the spirits of people both near and far with song requests, messages for loved ones and much more, was a labour of love, and the show gained support from Mojácar and around the world.

The response was amazing, as the final total raised confirms. Support came from many La Paratá residents, including 93 year-old Betty, whose Hero Bears were lovingly crocheted and sent to NHS heroes. Sue Oxley and Jo Marriott made numerous Red Cross shopping trips to Mercadona, regularly filling between 10 and 15 large bags. La Paratá community and friends have an excellent record over recent years for raising money for charities, with a total in excess of 35,000 euros. All involved, both organisers and supporters, here and abroad, should be extremely proud.

Mojácar’s Blue Flag Beaches As tourism hopefully returns following the pandemic, Mojácar has had six beaches given the “Blue flag” award for 2020 which is the highest number for 15 years and includes Playa Descargador which was the first to beawarded this status in 1991. The other five beaches are Marina de la Torre, Piedra Villazar, El Cantal, Lance Nuevoand Venta del Bancal-Ventanicas, all raising their blue flags that are granted by the European Environmental Foundation. The United Nations Agencies for the Environment and Tourism are also part of the vetting process, as well as various European and International bodies. To gain this distinction, strict standards must be achieved with water quality, general facilities, and environmental issues, along with safety and rescue services and good accessibility for those with reduced mobility.

One of the outstanding features of Zurgena is the building with the very tall chimney known as ‘La Torre Chimenea del Molino’. A grant of 51,000 euros has been announced by the Junta de Andalucía (the governing body for Almería province) for restoration and additional work to turn it into a visitor centre. This grant is part of a package to restore buildings that are considered to have a very important heritage in small municipalities and increase the attractiveness for tourism. 320,000 euros has been allocated for Almería province out of the total for Andalucía of 4.7 million euros. Take a knife, cut a little X where the bite is, suck out the poison and spit it on the ground and do this several times, otherwise he will die.” The guy runs back to his friend, who is in agony. “What did the doctor say?” he asks. The guy replies, “You’re gonna die!”

A man from the Soviet Union obtains a permit to move to the USA. His new neighbour asks how he much he likes his new apartment, and asks him what his apartment was like back in Russia. “Oh, my old apartment was perfect. I could not complain.” So his neighbour then asks him what his job was like back home. “Oh, my old job was perfect. I could not complain.” So the neighbour asks him what the food was like back in the USSR. “Oh, the food was perfect. The Diagnosis This little old lady goes to the doctor and says, "Doctor I have this problem with passing gas, but it really doesn’t bother me too much. It never smells and it’s always silent. As a matter of fact I’ve passed gas at least 20 times since I’ve been here in your office. You didn’t know because it doesn’t smell and it’s silent." The doctor says "I see. Take these pills and come back to see me next week." The next week the lady goes back. Bad Food The hospital's consulting dietician was giving a lecture to several community nurses. He told them, 'The rubbish we put into our stomachs and consume should have killed most of us sitting here, years ago. Red meat is terrible. Fizzy drinks attack your stomach lining. Chinese food is loaded with msg. Vegetables can be disastrous because of fertilisers and pesticides and none of us realises the long-term damage being done by the rotten bacteria in our drinking water. However, there is one food that is incredibly dangerous and we all have, or will, eat it at some time in our lives. Now, is anyone here able to tell me what food it is that causes the most grief and suffering for years after eating it?' A 65-year-old nursing sister sitting in the front row stood up and said, 'Wedding cake.'


...and next... The Husband A man and a woman were having dinner in a fine restaurant, holding hands and looking all starry eyed. Their waitress, taking an order at another table a few feet away noticed that the man was slowly sliding down his chair and under the table, with the woman acting unconcerned. The waitress watched as the man slid all the way down his chair and out of sight under the table. Still, the woman dining across from him appeared calm and unruffled, apparently unaware that her dining companion had disappeared. After the waitress finished taking the order, she came over to the table and said to the woman, 'Pardon me, ma'am, but I think your husband just slid under the table.' The woman calmly looked up at her and replied firmly, 'No he didn't. He just walked in the door.'

Arithmetic Little Johnny was overheard by his mother reciting his homework, “Two plus two, the son of a bitch is four; four plus four, the son of a bitch is eight; eight plus eight, the son of a bitch…; “Johnny!” shouted his mother. “Stop swearing!” “But mom!” Little Johnny protested, “That’s what the teacher taught us! The Workers A passer-by watched two Irishmen in a park. One was digging holes and the other was immediately filling them in again. 'Tell me,' said the passer-by, 'What on earth are you doing?' Post Honeymoon Rupert and Elaine, a young couple, got married and went happily on their honeymoon. When they got back, Elaine immediately 'phoned her mother and her mother obviously asked, “How was the honeymoon, dearest?” “Oh, Ma,” she replied, “The honeymoon was wonderful. So romantic...” Then Elaine burst into tears, “But Ma, as soon as we came home Rupert started using the most ghastly language...saying words I’ve never heard him use before. I mean all these 4-letter words!
