The state operator ‘AENA’ is in charge of the 46 airports and 2 heliports in Spain. In 2013, international passenger numbers grew to a total of 130 million people. Passenger numbers so far this year are also still rising. ‘AENA’ have announced that the incentive schemes for zero rate airport taxes and discounts on taxes for new routes will be continued in 2015, rather than just this year, and existing taxes for other airlines will have no increases. These discounts in 2014 will mean that ‘AENA’ loses 151 million euros in income, but passengers on international flights make up 80% of all tourists coming to Spain. The benefits from tourism to the economy of Spain are rightly considered as being of paramount importance, particularly when internal growth in Spain is still sluggish. Next October, 49% of the ‘AENA’ company will be sold, as part of a privatization plan.

A good story is going round about Gibraltar and ‘SKY’ TV there. It is being claimed that ‘SKY’ TV cards and contracts can be legally obtained by residents of Gibraltar. Because of this, the story is that before or during next October, ‘SKY’ is going to increase their satellite signal, as Gibraltar residents are complaining that like people in Spain they have lost channels. The story concludes that this will mean that people in this part of Spain will be able to receive “lost” channels again on their older and smaller dish. ‘SKY’ TV has a licence to sell contracts and cards only in the UK & Ireland. (This is mostly due to rights to show films and documentaries). Gibraltar may be a British owned entity, but viewers there have the same reception problems, and have to provide a UK address to get ‘SKY’ just as in Spain or other countries. Gibraltar only has 30,000 residents, and even if the claim of legal cards was true, ‘SKY’ are not going to move the new Astra satellite or bump up the power just for them, even if they could. Larger dishes or set-top boxes are required in Gibraltar, just like here. Before 1998, when ‘SKY’ started up, the “Gibraltar Broadcasting Corporation” did provide general coverage for just one English TV analogue (not digital) channel. It is not practical, for various reasons including the high cost, that anything like this will take place for digital TV including ‘SKY’. Most residents are already changing their dishes or buying set-top boxes. So, only a good bar story!

Agricultural growers in the Bajo Almanzora region are able to use irrigation water that arrives at the Cuevas reservoir site from the Tajo-Segura and Negratín-Almanzora reservoirs, but the growers are asking for an additional amount of irrigation water to be allocated. The Spanish Minister of Agriculture, Isabel García Tejerina, promised in parliament on May 28th that help would be forthcoming, as the same situation exists in Murcia and Valencia.

Many small businesses or sole traders pay their income tax and “IVA” (VAT) as a fixed amount every quarter. This is known as the “módulo” system where their income and expenditure is estimated. The number of employees, size of the business premises, electricity used, along with number of tables in a bar or restaurant, are taken into account to arrive at these estimated amounts payable. The Spanish tax authorities want this system to be scrapped, or quickly phased out, as they consider it is open to abuse or fraud. Many such businesses will be pleased to know that only very minor changes will be made. Businesses such as small transport companies who are intermediaries will slowly have this system changed, but any other business that deals directly with the public will be able to keep the existing system in place. Small business associations complain that scrapping the system will impose unfair financial impositions on their members. The Spanish government are still under increasing pressure to raise the general rates of IVA from the EU and European Central Bank gurus, and now from the Bank of Spain as well. There may be some tinkering with the 4% & 10% rated products or services, but 2015 is municipal election year in May, and general elections in October. Keeping votes, (or not losing too many) is of paramount importance. Any financial changes such as these, that might well affect votes, are definitely on the back burner. Arboleas Money

Arboleas council have been awarded a grant of 400,000 euros for damage caused by the September 2012 floods and other serious damage. This amount is 50% of the cost of the work already completed or planned. The mayor of Arboleas has welcomed this amount of financial aid, although the other 50% has to come from council funds.

More Work Authorized

Following the re-starting of the construction work on the motorway in the Albox area, another long postponed project may be re-started as well. The mayor of Garrucha, Juan Francisco Fernández, has announced that the Junta de Andalucía, (the governing body for Almería province) have approved the completion of work for the port lorry access. A date of next September has been given as the start date. The initial work on improving the lorry access was started in 2009, but was then paralyzed when the money ran out. The existing road is a real bottleneck for lorries every day, and conflicts with increased tourist traffic in the summer season. At the meeting in Almería when this re-start was announced, no further work on the abandoned dual carriageway from Garrucha to Vera was on the table, for the foreseeable future.

New Aquarium Hours

The Roquetas aquarium is now open from 10am9pm, every day of the week until the end of September. The economic problems and the threat of closure have now mostly been sorted out with assistance from the ‘Cajamar’ bank, which have agreed a new debt re-payment scheme, and lent more money. This season, new areas and species form part of the displays. In particular, some 12 grouper fish (“meros” in Spanish) have been put in the main tank. They are part of a total of 21 fish that were previously used for scientific research. Following this they would have been normally killed, as they could not have been put back in the sea.

Old Cars

The Spanish Traffic Authority is still concerned about the age of the cars in Almería province. Of the 476,000 cars circulating in the province at present, the average age is just over 11 years, almost identical to the 2013 figures. Some 178,000 vehicles are more than 15 years old. The traffic police consider that old cars need more repairs, (that may not be carried out), and their standard of safety, should there be a serious accident, is much less than the safety features of modern vehicles. Last year, the “ITV” (MOT) centres in the province knew the number of cars that were due for a test, but 34,000 didn’t show up, or were not registered as being taken off the road. The economic situation is considered to be responsible for the age of the “old” vehicles being at this level. Modern cars generally have less CO2 emissions than new ones, and this is also another cause for concern. By 2016 it is hoped that 50% of the vehicles in Spain are less than 7 years old, but how this is achieved is going to be very difficult. They can’t force owners of older cars to scrap them, even if they would like them to.

A plan to extend the facilities at ports in Almería between 2014 and 2020 has been announced with a total of 44 different proposals. The suggestion is that these improvements would result in nearly 600

direct and indirect jobs. At present, in ports such as Garrucha and Roquetas, the very large increase in private mooring places is less than 50% occupied. A plan to promote ports for all the year round mooring is being undertaken in marine publications and marine exhibitions, in conjunction with the Almería airport authority ‘AENA’. Facilities for the professional fishermen are to be improved with more mooring space where needed, portside repair or storage areas to be extended, and general improvements to the infrastructure, including fuel availability at Adra, Roquetas, Carboneras and Garrucha. More money is to be made available to finish the “tunnel” for the 500 lorries that arrive daily at the Garrucha port, and improvements in the loading and discharge of the merchant vessels. It is planned that the ports should become more user-friendly to tourists and visitors, with museums or information points explaining the various activities, to attract more people. Possible subsidies for portside bars and restaurants may be made available.

Charles Butler (1559-1647) described the new system of keeping bees within a hive. Modern beekeeping, where bees are kept on movable frames contained in wooden boxes, started about 150 years ago. An American born clergyman, Reverend L. Langstroth, is credited with the invention of an effective moveable frame hive, and over 70% of hives today use this design. Double Glazing Double glazing, consisting of two sheets of glass with an air gap between them, is considered to have originated in Scotland during Victorian times. The winters were harsh and households relied on coal fires to keep warm. Large houses suffered the most from the cold because they had more rooms to heat. Basic double glazing helped considerably. In the UK, double glazing only rose in popularity in the 1970s. Prior to this time materials were very expensive until the aluminium frame was developed, and the cost of the units was reduced with mass production. Another use for double glazing was the suppression of sound.

Hair Colour Hair colour comes from two kinds of pigment; eumelanin that result in dark brown and black hair, and pheomelanin that give red and blonde hair. Every shade of hair colour is the result of these two pigments in various combinations. Normally the colour is derived from both parents’ hair colour, and combined in the child. Hair colour is also genetically associated with skin tones, eye colour and ethnic origins. Black hair is the most common colour, followed by people with brown hair called "brunettes". Blonde hair may range from nearly white to a dark “ash” blonde shade. Redheaded people are the least common. Searchlights A searchlight has a very powerful light reflected by a parabolic reflector mirror, to give a concentrated beam. In 1882, the Royal Navy used searchlights to prevent Egyptian forces from staffing artillery batteries at Alexandria. They were used in the 1st World War to create "artificial moonlight" for night attacks. They were used extensively in defence against night-time bomber raids during the Second World War. Controlled by sound locators and radars, searchlights could track bombers, indicating targets to anti-aircraft guns and night fighters, and dazzle enemy aircraft crews. A typical beam was visible 25-30 miles away in clear skies. Aluminium Aluminium comes from a mined ore known as bauxite. Complicated treatments using huge amounts of electricity produce one tonne of aluminium from four tonnes of bauxite. The chief advantage of aluminium is the light weight and nonrusting properties. In 1880, J.W. Richards, a British engineer wrote, “If the problem of aerial flight is ever to be solved, aluminium will be the chief agent in the solution.” Manufacturing industry needed to acquire specific skills to successfully fabricate aluminium products. Despite the difficulties, output soared from less than 200 tonnes in 1885 to approximately 100 million tonnes today.

King Felipe VI

espite the disastrous exit for Spain from the World Cup the night before, the Spanish population tried hard to put this behind them the next day, when King Felipe VI was proclaimed King.

In Spain, the monarch is not head of the Catholic Church, and for this reason there is no religious celebration. The investiture and proclamation of a monarch in Spain is done solely in Parliament. Although a symbolic crown is in evidence, it is not King Juan Carlos had told his family, royal advisers, a coronation either. No Spanish monarch has worn and the Spanish Prime Minister that he wished to a crown since the very early days of Catholic Kings abdicate in favour of his son Prince Felipe, ideally and Queens. on his 76th birthday last January. Eventually, he was asked to delay this announcement until after the May EU parliament elections. Juan Carlos has had various health problems, particularly with his hip joints over the last few years, and a corruption scandal involving his son-in-law and possibly rubbing off onto the Princess Cristina, had dented the image of the monarchy. Within six minutes of the televised abdication speech starting, shown on twenty-two channels, 4,890,000 people were following it, 79% of all viewers. The last abdication of a Spanish monarch occurred when King Felipe V abdicated in 1724. His son and new King died within nine months, so Felipe took over again, becoming the longest serving Spanish king to date. As takes place in many countries when a change in the monarchy is announced, there are always cries for a republic to be declared, but it was never a serious issue here. Prince Felipe, aged 46, had been increasingly representing King Juan Carlos at important events, and the monarchy is still seen in Spain as a valuable institution. The general public likes to have this non-political figurehead, and a new younger King and Queen are considered a very good idea. Through a special act of parliament, Juan Carlos and Sofia will hold the honorary titles of King and Queen for their lifetimes.

500 people squeezed into the Spanish parliament that normally holds 350 on June 19th. Letizia and their two daughters sat alongside Felipe for the ceremony. Afterwards there was a colourful march past with police and military in full splendour. For the three kilometre journey back to the palace, Felipe overruled his security advisers and travelled there standing in a 1952 open-topped Rolls Royce, reminiscent of many JFK journeys in the US. Thousands of well wishers lined the streets. After an appearance on the royal palace balcony (and a repeat curtain call) nearly 2,000 people were invited for a meal. Apart from politicians, some ambassadors and journalists, the majority of the guests were from the sporting world, cultural and related professions of a similar younger age group, including Felipe married his glamorous wife Letizia, now Rafa Nadal, as well as David Bisbal. Queen, in 2004. Although a commoner, she was no stranger to the general public as she had been a In his speech in parliament, Felipe promised “a popular senior news reader on one of the state TV renewed monarchy for new times,” with his full channels. The births of their two daughters were commitment to his subjects and their problems. It also followed with delight. The Cyclists’ Debate

he new regulations, regarding the obligations for young cyclists below the age of sixteen to wear cycle helmets, are still causing controversy. The Spanish traffic authorities are adamant that cycle helmets save lives and head injuries, but cycling organizations say that a safety campaign aimed at drivers of motor vehicles is needed, and young potential cyclists may be put off. It has taken over twelve months of discussion with all interested parties, for the new regulations to come into place. All cyclists outside of town or city boundaries have had to wear helmets for some time. Adults in towns or cities do not have to wear helmets, but young people now have to wear them wherever they are cycling, in town or country. Very young cyclists on the back of bicycles ridden by an adult also have to have helmets. Cycling associations wanted the new laws to apply only to children below nine years of age, but they lost this battle. Cycling associations are also worried that the next step will be that all cyclists of any age, in town or city areas have to wear helmets. Javier Martínez is the spokesperson for ‘Alpedal’ the largest cycling association in Almería province. They state that the use of helmets in towns or cities is often done by their members voluntarily, and this applies to children as well. He argues that it is stupid that a two-year old on a child’s bicycle in a park, has to wear a helmet. The traffic authorities say that the use of a helmet for children and young persons does apply everywhere, but they want to foster the general idea that cycle helmets should be worn at all times. The fine for not wearing a helmet is 200 euros, the responsibility of the parents of young cyclists. Cycling associations acknowledge that for young children a cycle helmet is a good idea if they are inexperienced and fall off. In the case of adults, they consider that if cyclists are knocked over by a car or other motor vehicle, serious injuries to the rest of the body are usually the result. They say that motor vehicle owners must

be made to be more careful around cyclists, and a general speed limit in towns and cities of 30km/hr maximum would act as general “traffic calming”. Traffic authorities point out that in 2012 (the last complete year where full statistics are available) there were 5,100 reported accidents where a cyclist was involved. There were seventy two cyclist deaths, but the authorities consider that the use of helmets would have brought this down. Cycling associations say that in other countries where regulations have been put in place, the number of cyclists goes down overall, and children and young people are “put off” cycling.

There are already regulations in place for cyclists that many of them ignore. At night time, or going through a tunnel or underpass, cyclists have to have a fixed white light at the front and a fixed red light at the back, along with a red reflector. Orange or white reflectors that many cyclists put on their wheels are not obligatory, but are recommended. In non-urban areas at night, cyclists must also have reflective bands on their clothing or bodies that are visible from 150 metres away. Where special sports cycling kit has no allowance for this, the advice is for reflective bands at the bottom of a cyclist’s shorts. Reflective jackets, similar to those motorists or passengers have to wear when outside of a vehicle that has broken down, are also recommended.

The Danger of Fires

nyone who has been evacuated in the face of a fire, or watched the smoke and flames coming across the horizon, knows how dangerous and frightening these blazes can become. The ‘INFOCA’ specialist fire prevention and firefighting units spend the spring months cutting back foliage, and cleaning fire break “roads” in wooded areas. They also “employ” sheep and goats, a total of 2,600 goats and 16.200 sheep in 2014. Their shepherds are paid to keep pasture land growth down in specific areas, a cheap alternative, and giving the shepherds additional income. ‘INFOCA’ have three permanently manned depots in the province with offices, accommodation, a communication centre, and helicopter and fixed wing aircraft. This year in Almería province the start date of the high alert period was brought forward to May 1st, instead of June 1st, after several fires at the end of April. Their tasks are to minimise environmental damage to forests, woodland, agricultural land, wildlife, homes, and of course prevent the loss of lives. Any member of these dedicated teams of firefighters work in a high risk situation. Tragically, on May 25th , a very experienced pilot was killed when her AT 280 aircraft crashed in the Virgen de la Cabeza area near Serón. She had been called in to help fight a fire in an area of very difficult access, except by air. Apart from a wide experience of fire fighting for ‘INFOCA’, she had flown over 5,000 hours in this aircraft type. A very tight turn is believed to have caused the fatal crash. Only forty years old, she left a husband and daughter. Last year, in another area of Spain, the driver of a heavy duty 4 x 4 fire support vehicle was killed when a road gave way, and his vehicle rolled down a steep incline. Two years ago in Barcelona, the two occupants of a fire-fighting helicopter were killed when they hit a power line. The large fire at Lucainena de las Torres on April 25th, affected some 2,400 hectares, or 9 sq miles. A fault in overhead cables was the cause, but in Partaloa, lightning started a fire there. During May,

two different agricultural workers caused fires. They had not notified the authorities of their intention to burn waste material, had not ensured that there was a four metre firebreak surrounding the fire, and in one case the worker had left the scene before the fire he started was out. People who start sometimes major fires, through negligence, or deliberately, are invariably prosecuted in court. They can be given a court order to pay the whole cost of the fire-fighting exercise, often impossible to pay off in a lifetime, and a prison term.

‘INFOCA’ publish guidelines to prevent fires and how to stop them getting out of control. In many cases individuals embark on acts that seem harmless at the time, but can cause disasters. Examples of these activities include a man using a heat gun to repair a tear in a plastic pool liner - the pool liner caught fire. Another man was doing some outdoor welding, and on another occasion two men were soldering pipe joints for solar panels at ground level. Their advice in urban or country properties is to have a fire extinguisher on hand, and ensure that hosepipes are connected and not perished. Unfortunately, some fires are started deliberately. The fire authority and police forces ask people to keep a lookout for strange vehicles or people that loiter in country areas. A ‘phone call, even if there is no problem, will receive prompt attention.

What’s On Half Marathon The “2nd Half Marathon, City of Vera, 2014” night time 21km race starts on Saturday, July 12th at 9pm, from outside the Vera water park and the Consum supermarket. There is a race for children and a five kilometre run, apart from the half marathon. Up to 1,000 athletes are expected to take part, following the popularity of the event last year. There are various other activities including a children’s bouncy castle. Registrations can be made until July 10th at www.asuspuestos .com/evento/ii-media-maraton-y5-k-de-vera. Almería Feria The Almería festival events in honour of the “Virgen del Mar” take place from August 23rd – 30th. Apart from a host of activities at the official site, there

are street entertainments and roadside bars in the city centre. Bullfights take place from Wednesday, August 27th until Saturday, August 30th. The Almería City Orchestra perform a concert of popular classical and opera compositions as part of the Almería Feria events, on August 29th at 10.30pm, concert area of the Mediterranean games s t a d i u m . Dreambeach Villaricos 2014 The Dreambeach music festival is on August 8th & 9th. For the latest long list of performers see www.dreambeach.es Normal ticket price is 45 euros each day, 60 euros for both days or 95 euros for VIP access, and 75 euros both days including the campsite access. There is a 3 euro booking surcharge. Assuming all tickets are not sold out see www.dreambeach.es Persons under the age of 18 are not admitted.

Purchena Games The Purchena Games, reviving the occasion when the King of Granada conquered the Moors at Purchena and athletic games took place, is from Friday, July 18th – Sunday July 20th. Activities on Friday start with games for children from 5.30pm. These are followed by wrestling and the opening of a market at 7pm. The official opening ceremony and parade starts at 9.15pm. The Anabel Veloso troupe performs flamenco and Arabian music at midnight. Sporting events and contests, including a half league 12km race starts from 7.15pm on Saturday, with music from midnight. On Sunday, more sporting events take place from 7.30pm, including a ribbon race on horseback. Music concludes the events at midnight. Fishing The rain was bucketing down, and there was a big puddle in front of the pub. The Boss A boss said to his new attractive secretary, “I want to have sex with you and I will make it very fast. The Patient A man was very ill, and his son went to visit him in the hospital. He had just sat down when his father began to breathe heavily, and then just managed to grab a pen and pad by the bed.
