It’s Open Air Time!

oastal areas and particularly Mojácar received a sudden influx of tourists (and cars!) for the weekends of the ‘Moors & Christians’ and San Juan fiestas, both outdoor events. This also applies to the vast majority of events during July and August. Many towns or villages will have street entertainments, or take advantage of a travelling film projection event on offer to small villages, along with beach sports activities in coastal areas. Some town halls have not yet published their range of activities, so check with your tourist office what is on offer. Many concert events take place in the open air with Roquetas being a prime example. Usually open air events are free as well. June has of course been a “football” month. Some restaurants without a TV experienced a fall off in clients on the nights of key matches but many sports bars rubbed their hands with glee. Apart from those who watched in bars, record Spanish TV audiences of nearly 20 million were recorded, the highest figures ever for any event.

August 18th-25th sees Almería city hold their summer ‘Feria’ with events and entertainment, and much food and drink consumed at the new out-of-town site inaugurated last year. Street entertainment and ‘tapas’ are still offered in the city centre, along with bullfights. Mojácar holds their summer fiesta in honour of San Agustin from August 25th -28th, along with their annual mini marathon race. Apart from August 15th being a major fiestas day, bear in mind that many offices will be working with summer hours, so check beforehand if you are making a special journey. Offices such as Solicitors usually shut for an extended break of a week or more.

Focus on Local News ‘IVA’ (VAT) Rise Although the Spanish government has been stating that a rise in IVA rates was “untouchable” until 2013, a change has been announced “soon”. At present there are 3 bands of IVA at 4%, 8%, and 18%. 18% is the percentage for many goods and services but many items on the 8% category will be put up to 18%. This may include the restaurant and hotel trade, glasses and contact lenses, newspapers, hairdressing, funeral services and many foods. Many products in the 4% category are to be raised to 8%, and this band includes staples such as bread, milk, eggs, cheese, books, and medicines. There is a predictable outcry over these increases but pressure has been put on Spain by the EU and Central Banks. Perhaps? Finally? Last February, Hilary Clinton was in Munich and gave a firm promise that the plutonium contaminated land in Palomares would be removed “whilst Barak Obama was in office.” This promise related to the 1966 air disaster over Palomares when four nuclear bombs were jettisoned after two US ‘planes collided. The latest information is that the US are in the final stages of completing the technical document that will lead to the removal of the soil out of Spain. Some 40 hectares of surface areas are contaminated. Police Links The Almería ‘Diputación’ (County Council) have announced plans to link 35 local police forces by using a software program that is a “cloud” device. The Almería company ‘Almerimatik’ have developed this tool that will enable the first 35 police forces participating to link up with one another, and also the Guardia Civil traffic police. This software will be free to the police forces, thus making a saving on other software that has to be purchased. A feature is that police officers can access or add information using a suitable mobile telephone or tablet device whilst out on patrol. Almería province has been chosen by Andalucían Police Chiefs to implement and test this technology.

Vera Hotel Fire Hotel guests and occupiers of 25 adjoining houses were evacuated in the early hours of June 30th when a fire broke out at the large ‘Terraza Carmona’ hotel in the centre of Vera. Fire crews, police and civil protection units were called to the scene shortly after 3am. The fire was in a 2,500 m2 marquee-type building used for corporate events, weddings and large banquets. After the fire was contained, with no injuries being reported, the evacuees were allowed to re-enter the hotel and houses.

Windsurfer Deal Victor Fernández from El Ejido was world champion windsurfer in 2010 and is competing in the 2012 events that started on July 2nd. El Ejido tourist office has agreed to pay him 18,000 euros over the next four years to promote the local region as being perfect for windsurfing. The world champion events take place in five continents and Victor says that the El Ejido coast and particularly ‘La Bahia de Almerimar’ offers perfect conditions for windsurfers with calm seas, moderate or strong winds and the best annual climate in Europe. The Canary Islands are often chosen for windsurfer events but Victor says that El Ejido coastline is just as good. Mojácar Nudists Mojácar council have agreed that the beaches called Playa de Bordenares and El Sombrerico, both in the Macenas beach area, can be used by

Falling House & Land Prices The “audit” of Spanish banks was based on two scenarios. The best one included the assumption that in two years, house prices may have fallen by 10%, before bottoming out. If house prices do fall by 23% over the next two years this will mean that 2013 property values would be only 40% of prices in 2008, before the construction crash. Land prices in Almería province have fallen by 70% compared to 2005 prices, when the average land purchase was based on 530 euros per m2. In the first quarter of 2011 this figure had become 272 euros and in the first quarter of 2012 the current figure is down to 160 euros per m2.These falling prices in Almería province are below the national average of falling prices, and only Huelva province in Andalucía has worse reductions.

Tourism Interest The Junta de Andalucía (governing body for Almería province), keep a register of companies who wish to be included as encouraging tourism through their activities. From 24 entries in 2002 this has now risen to 60. Approved companies can benefit from publicity in print or on-line, and use the Junta de Andalucía logo on their own publicity. Internet Commerce Online sales of goods and services, also known as “e-Commerce”, is recognized as being extremely important. Throughout Spain, 2,421 million euros were invoiced in the last quarter of 2011. Huércal-Overa Budget The town council of Huércal-Overa has approved a budget for 2012 of 14.5 million euros. The Councillor for Finance, Maribel Sánchez considers that this budget is “serious, rigid, prudent and above all realistic”. 35% of the agreed amount is dedicated to public services such as safety, street lighting and street cleaning and rubbish collection. 429,000 euros has been saved by eliminating costs from mileage allowances, food and drink bills and other “superfluous” expenses that it is claimed the previous ‘PP’-conservative led council ran up as part of previous budgets.

Open Soon The internationally famous Las Salinas church in the Cabo de Gata area will soon have been completely restored and a consecration service is expected in September. The church had been abandoned for years after a dispute between the French company who owned the salt extraction rights and the diocese of Almería. After a decision in their favour, the Catholic Church authorities still did nothing. Almería council is giving a grant of 100,000 euros towards the restoration. In return they will open a tourist office in a part of the church closed off except for an outside entrance, for a 10 year period. 200 couples have asked permission to be married in the church once it is open!

Rumania is one of the worst at only 45% spending power. Garrucha Row A dispute between Garrucha town hall and the port authorities is still unresolved. Garrucha council maintains that part of the port work included the regeneration of the beach in front of the castle and petrol station with a promenade, in lieu of other beach losses. So far this has not been done. As well as this, new buildings for associated port extensions are designated as being two stories high, in front of the promenade at the other end of Garrucha. The council say that these buildings should only be one storey, otherwise they will be unsightly and obstruct views. Garrucha town hall is threatening to paralyze the construction of these buildings unless a solution is forthcoming

Plastic Greenhouses The sight of the white plastic green houses surrounding Almería city is impossible to miss, either by road or from the air. This year, following research, many of those growing plants and flowers will replace these with a new or secondary layer, coloured blue or green. This helps to reduce summer temperatures. In 2011, it was stated that in Almería province there were 224 hectares of land under cover dedicated to plant production, and 23 hectares of “cut flower” production, some 50 million plants with a gross sale value of 30 million euros. ‘Asprodalba’ Grant The Asprodalba centre in Vera, dedicated to helping a wide variety of persons with learning or physical problems, has finally been given a grant to replace the existing asbestos roof. The 400,000 euro cost is to be 100% funded by the ‘Grupo de Desarrollo Rural (GDR)’ committee for the Levante Almería region using funds available from Andalucía and the EU. Roquetas Aquarium The large and impressive aquarium in Roquetas is exploring ways that funding can be obtained from local government or the Junta de Andalucía. The land on which it stands was ceded by Roquetas town hall initially, but a notional rent has to be paid annually. The problems occur in the winter months when there are less visitors. In 2011, the aquarium shut during winter to save money, but keeping a skeleton staff to look after the many tanks and occupants. Enrique Fernández runs the centre but considers that without financial aid the long term future is bleak. On July 7th and 8th, Karlos Simón, a famous ‘PADI’ approved scuba diver came to Roquetas to “swim with the sharks” and hold seminars relating to this activity. It is open from Monday to Friday 10am-6pm, and 10am to 7pm Saturdays, Sundays and Fiesta days.

So Now You Know... Burger Trade The McDonald bothers started fast food at drivein cinemas in the US. The first such “stalls” in 1940 were called “Burger Bar Drive-In”. In 1948 they came up with the idea of dispensing with cutlery by making burgers that could be picked up. They then replaced crockery and glasses by disposable items. Next they scrapped waitresses and turned the kitchen into a production line. A new company ‘Burger Queen’ (not King!) was set up in competition. George Clark. the owner, said, “We copied everything, and if they had started flipping burgers over whilst standing on their heads we would have done the same!” Swimming the English Channel Matthew Webb, a 27 year old Merchant Navy captain, was the first person to swim from England to France in 1875. Entering the water at Dover covered in a layer of porpoise grease he took 21hrs and 45mins. By 1926, four other men had achieved the same swim. The American swimmer Gertrude Ederie proved that women could do this as well and swam in the “crawl” style, cutting 2 hours off the best time previously. The present record time is 6hrs 57mins. 6 children aged 13 to 14 made a relay crossing and hold the title for the youngest relay team to go from England to France. Taxis for Hire The first cab service started in Stuttgart in Germany in 1896. Two ‘Benz’ petrol cars were used. Cabs started their service in Philadelphia in the US the same year. In 1897, another company in Stuttgart started using “taximeters” to accurately record the distance travelled. In 1898, a company started up in London and another in York. Vehicles using these distance measuring devices became known as “Taxis” for short. Eventually a manufacturing company started producing a special taxi model and they were all painted black. They became known by the name “Black Cabs”, but now not all London taxis are black.

Vacuum Cleaners An English bridge engineer patented the first vacuum cleaner in 1901. It was mounted on a horse driven cart and had up to 244m of clear pipe so clients could see the dirt being sucked up! In 1902 he got the job of cleaning Westminster Abbey for the coronation of Edward VII. William Hoover started manufacturing smaller machines when he bought the manufacturing rights in 1908. Eventually, the verb “to hoover” went into the Oxford English dictionary. Vacuum cleaners progressed in efficiency and size, but with the same principle, until 1993 when James Dyson patented his “cyclonic” design of cleaners. Package Holidays Thomas Cook, a Baptist minister born in Melbourne, Derbyshire, is the “father” of organized popular holidays. In 1845 he organized his first excursion by rail. Ten years later he started trips to France with vouchers for hotels and meals. By 1862 he included these costs in his basic price. He started major advertising for these holidays and called them a complete “package deal”. In 1932 he started the first charter flights that went from Croydon to Basle in Switzerland on aircraft from the ‘Imperial Airways’ company. Package holidays became a popular idea and initially all the people who signed up were known as “Cookies”. The Le Mans Grand Prix In 1894, a French newspaper organized a journey of “the new motor car” from Paris to Rouen to demonstrate that cars were now reliable. Drivers who took part wanted it to be a race, so this was done the next year. James Gordon Bennett was the owner of the ‘New York Herald’ and decided it should be international. Cars represented a particular country. Some manufacturers had none of their cars entered and so the rules were changed so that every manufacturer was allowed to enter three cars. In 1906 the first of these new-style races was held at Le Mans. Later the race became a 24 hour event.

The 2012 Blue Flag Beaches

he Almería province beaches awarded the “Blue Flag” category for 2012 have been announced and total nineteen. This is only two less than Cádiz and seven less than Málaga. A local Spanish newspaper commented, “Almería does not have a metro, nor a football team in the ‘Copa’ final, but in August it does have beaches!”

The ‘FEE’ umbrella organization has one national member per country representing ‘FEE’ on the national level and in charge of implementing the schemes nationally. ‘FEE’ currently has 74 member organizations in 64 countries worldwide. Beaches must be kept clean throughout the summer season and camping or vehicle parking is forbidden on the selected beach areas. Lifeguards have to be provided, along with rescue equipment, instruction for its use and a public telephone nearby. This year the “season” has been extended in areas such as Mojácar until September 15th, an improvement on other years when on August 31st many beaches lost their lifeguards and warning flags, or access to public toilets. Beaches that offer access for physically challenged persons have additional requirements. Another innovation in Mojácar is the extended authority of the lifeguards. In 2012 they have the authority to order swimmers out of the water when a warning red flag is flying. Some tourists ignore these flag indications of rough seas or currents on some occasions, with sometimes tragic consequences. El Ejido has increased their flag beaches from 2 to 4, and Mojácar, Adra and Níjar

Distribution of Blue Flags in Spain

Councils who do not wish to apply for the blue flag category, or feel they may be lacking in some aspect can apply for the alternative category of a “Q” flag. These flags are awarded by the Spanish Tourism Quality Institute (ICTE), and “Q” is for “Quality”. Vera and Carboneras seek this category of quality each year instead of the blue flag award and in 2012 there are 26 beaches in Almería province with “Q” flags. For this category, nearby services such as buses, travel agents, hotels and restaurants are considered, apart from safety. Carboneras has 3 “Q” beaches this year, Pulpí has 3, and Vera has one at the Las Marinas-Bolaga beach. Andalucía has the most “Q” category beaches in Spain this year. Almería province is quite rightly looking for other attractions for tourists such as cultural heritage, gastronomy and wine excursions, and rural tourism. A tour of the marble producing companies is also being planned. Nevertheless, many tourists both foreign and Spanish still have as their priority “Sol y Playa”, the “Sun & Beach”.

The Other Side of the Law

Fernando Morales was on a routine patrol in Roquetas de Mar when he was advised that a man was in the water in the marina and was being carried out to sea. On arrival, the man apparently drunk was 20 metres off shore and trying to indicate he did not need any help! Fernando decided he had no option but to dive into the sea. He managed to get the man back to shore, despite cuts to his hands, arms and legs from rocks. Fernando never found out what happened to the non-Spanish man but said, “To help another person is my duty, and I would do it again!” Juan Ignacio Giráldez is based in Vicar and on a routine day a call was put through to him from a woman claiming her friend was about to commit suicide. The caller was unable to give a proper address but gave him her friend’s mobile number. Juan rang the number and a female told him she

Carlos Avellaneda received a medal in 2011. On the day of the Cuevas cave disaster last October he was just about to go off duty in Palomares when he was told of the cave houses that had collapsed. He found a scene of complete chaos, and it was dark. He was told that four members of one family were buried under the rock fall. He heard a woman calling for help and with a fireman crawled into a small opening. The woman was trapped under a rock that was later found to be 200 kilos in weight. They talked to the woman, held her hand and tried chipping at the rock with tools from neighbours. Eventually the Turre fire brigade and his Guardia companion managed to take some of the pressure off and the woman was rescued. Carmen, the only survivor of her family, said it was a “miracle”. He and the fireman Francisco Rivas along with a member of the public were given medals for risking their own lives.

Prescription Charges

ince July 1st the new regulations regarding the part payment for prescription medicines is in force officially throughout Spain. If you have not yet taken a prescription into a chemist (farmacia) since July 1st you will find many changes.

Almería province is part of the autonomous community of Andalucía and communities are allowed to modify central government regulations to some extent. This is the case in Andalucía and therefore Almería province, with regard to the new scheme known as ‘co-pago’ relating to prescription medicines.

The financial category of every person registered with the Spanish Social Security has to be coded onto these cards and is a number from “001” to “006”. This tells the chemist how much to charge. Central government stated when they announced these changes that anyone who had “overpaid” in any month would get a refund, but the “small print” suggested this would be done every six months.

People who have been used to being charged 40% of their prescription medicine cost are now divided into different bands. If you are registered as long term unemployed you now pay nothing. If you are a worker with a gross salary or profit less than 100,000 euros per year you now pay 50%. Above 100,000 euros you now pay 60%. Registered unemployed on benefit or re-training allowances now pay 50%. The big change regards pensioners, who until now have had free prescriptions. Those receiving no state pension will still pay nothing. A person with a state pension below 18,000 euros per year now has to pay 10% of the prescription cost, but a maximum of 8 euros per month. Above 18,000 euros it becomes 10% to a maximum of 18 euros per month. “Super benefit” pensioners getting more than 100,000 euros per year will now pay 10%, but no more than 60 euros per month. Seven out of the 17 autonomous communities including Andalucía (but not Murcia) are using Social Security (‘Seguro Sociál’) health cards to dispense prescriptions from a doctor. Andalucía was the first autonomous community to put this fully into force and 99% of doctor’s surgeries are now covered by broadband and information is put onto the magnetic strip on the card. It is then put on a health service Internet provider and your card is “read” when you go to get your medicines, usually within a few hours of the prescription being issued. Long term

The Junta de Andalucía has decided that their health and social security computers are fully compatible and information can be amended every month. So there are no refunds, as the card will tell a chemist when you have reached your monthly limit if you are a pensioner. Andalucían health officials decided it was unfair if a pensioner on a lot of different medication had to wait six months for a refund. This is a major improvement on the central government proposals, thanks to the technology in use in Andalucía. Some autonomous communities are still wondering how to tell the chemist to charge the right amount, and as for refunds - well how? This major change in prescription charges is stated to be temporary to raise 7,000 million euros. Undoubtedly there will be teething problems, and chemists are opposed to the idea of having to collect these payments. The proof of the pudding will be in the eating!

Filming Council Meetings

ne of the current “hot potatoes” is regarding the rights for council meetings to be filmed and then put on the Internet allowing all interested citizens or voters to have access to a true record of council meetings.

The Driver Points System

up to 6 lost points quickly you attend a 12 hour course at an approved centre, but only once every 2 years (there is a centre in Huércal-Overa). If you are a professional driver you can do this every 12 months. If you recover all lost points you go back to 12, or 8 for a new driver. If you have lost your licence you can take a 24 hour course and theory test, but only after 6 months. If you lose your Points Credited or Accrued licence a second time you have to wait for 12 From July 2006, drivers registered with Spanish months. driving licences who had held their licence for more than 3 years were credited with 12 points. Undoubtedly, this system and more careful driving has saved thousands of lives and an estimated hundred thousand injuries. In 2009, the system was modified but many drivers do not understand how it works.

Points Deducted Points can be lost for a variety of reasons; up to a maximum of 6 points for a single offence. If you lose all of your points your licence is taken away. There is one exception. If you are stopped and a number of offences are part of the same incident, the maximum number of points deducted is 8.

Fines (Multas) Fines for driving offences start at 100 euros and go up in multiples of 100 to 600 euros. Points lost have a corresponding fine. If you pay within 20 days there is a 50% discount. Traffic police now have credit card machines so you can pay on the spot. Many people pay at a post office.

Speeding Offences Excess speed is divided into several bands. The higher the speed infraction the more points lost and higher fines. The 2009 modifications allowed for a varying accuracy of radar speed detection devices. If you are caught speeding between 51km/hr and 70km/hr in an urban 50Km/hr limit you will be fined 100 euros, but no points are deducted to allow for this inaccuracy. On motorways this same penalty applies to speeds of between 121km/ hr and 150km/hr. Criminal or Penal Offences Reckless driving (say over 200km/hr on a motorway), or an alcohol level of more than 0.6mg/l becomes a criminal offence outside the points system. You go to court (you must have a lawyer) and you will almost certainly have your licence taken away for between 1 and 4 years. A heavy fine (no discount) is normal. You may be sentenced to between 31 and 90 hours of community service, or a prison term from 3 to 6 months. Causing death or injury by dangerous driving has even heavier sanctions. If an EU licence is taken away, the home traffic authority will be notified. Some UK licence holders here have tried getting a duplicate licence from DVLC only to be told that their licence has been taken away by a Spanish court!

Peculiarities If you are stopped and have no valid ‘ITV’ (MOT) certificate you will be fined 200 euros. No points are deducted because many vehicles are company or council owned and entities do not have driving licences. Normally, your licence will be confiscated until a valid ‘ITV’ is obtained within 10 days. Drivers are responsible for vehicle occupants. Children have to be in appropriate child seats or wearing a seat belt, along with other passengers. Carrying more passengers than the available number of seats and belts is the responsibility of the driver.

Motoring Mania!

A lighthearted look...

Why do car manufacturers still paint cars dark grey, navy blue and black? Statistically, cars of these colours are involved in the most accidents. In poor visibility or when it’s hissing down with rain they just merge into the tarmac. Ask yourself why battleships are all painted grey? It’s so you can’t see them against the sea!

White is a good, all-round, “safe” colour, but bright yellow is the best. (It’s to do with the optic nerve). That’s why ‘AA’ breakdown, ‘DHL’ vehicles and even some ambulances these days are bright yellow. Red is pretty good too! So.. all cars ought to be white, yellow or red.

There should be fewer accidents and body shops would only need three big tins of paint. Isn’t it common sense?

What’s On Concerts David Bisbal is in concert on July 25th at 10pm in the Plaza Vieja, Almería city. Other concert dates have shown a rapid sell-out for this artist, and it may be that he performs on July 26th as well. T h e Yo u n g P e r s o n s Orchestra from Cádiz perform in the Cathedral cloister in Almería city on July 13th at 10pm. On July 14th it is the turn of the Young Persons Orchestra from Almería. Both concerts start at 10pm. Admission going to charity - 5 euros.

Open air concerts in La Rambla amphitheatre in Almería city continue during July & August and the Municipal Band perform “Dance Music” on July 26th. Concerts start at 8.30pm and admission is free. T h e Yo u n g P e r s o n s Orchestra perform an open air concert on July 15th at 10pm, Plaza Frontón, Mojácar Pueblo. Admission is free. The Cologne Philharmonic Orchestra perform on July 23rd at 9.30pm, Mojácar Multiple Use Centre. Tickets 20 euros with reductions for OAP’s, students and children.

Roquetas Open Air Concerts “A Pie de Calle”, feature concerts in various locations. “Dover” perform at the Roquetas light house on July 13th, followed by “La Guardia” on August 3rd. On July 14th the Almerían blues trio “Small River” perform in Aguadulce. “Estopa” have a concert in the bull ring on July 27th, followed by “Chamboa” on August 18th. “El Pescao” perform on August 10th in a new location this year, Playa Serena ll. All these concerts are free and start at 10pm.

Shows “Sensormen” is a mix of comedy, percussion and electronic music by four performers, produced by “Yllana productions”. This show has been performed in many international venues and comes to Almería city on August 3rd at 10pm in the Plaza de Constitución. (No ticket details available at time of going to press, but prices expected to be from 15 euros.)
