Good News & Bad News

s we move into 2017 there is good news in some departments, but not such good news in others. Spain as a whole received a large increase in tourists in 2016 that totalled 75.3 million. If this increase continues at the same rate in 2017 the total may well hit 80 million. Tourists coming from the UK were in record numbers, and there seems to be no slowing down due to ‘Brexit’. Passengers into Almería airport went up by 30% to just under one million, not too far behind the record numbers in 2007. If this increase continues as well, it may be that whilst it has taken ten years, the numbers of passengers coming into Almería airport may possibly be another record. The number of flights went up, and predictions for 2017 are looking good. Jet2 are bringing passengers to Almería from five different airports in the UK from March to October.

was minus 1.3%, and zero in January 2016. There are fears it may go well over 2%. This means that the money in people’s pockets will not go so far. The main reason is the increased price of oil. This has a direct effect on petrol and diesel prices and also the cost of producing electricity. The increased cost in fuel is also influencing prices of goods, particularly in supermarkets, as transport costs are going up. Transport companies put the rise in fuel costs at 4.7% so far this year. The part of our electricity costs and bills that is variable (about 50%) has gone up, and our bills in January will have shown an increase. The cost of a “basket” of food, clothing, communications, and restaurant and leisure prices has gone up in 70% of the complete range.

One of the very good numbers in 2017 so far, relates to unemployment. Throughout Spain and in Almería there has been a welcome reduction. 390,500 people found work throughout Spain in 2016 which may not seem very many, but it took the total number down to 3.7 million. This is just about the same number as in 2009 before the construction and financial crisis bit hard. In Almería province 7,100 people came off the register, which is 10%, the largest drop in Andalucía. In the coming months the situation regarding mortgage holders will become clearer. The EU has ruled that persons who paid over the odds because the banks put in an interest rate that has been ruled “abusive” must be given a refund from when the mortgage was taken out. This applies to mortgages from many of the main banks as early as 2006, but generally from 2009 onwards. Banks affected by this are still working out how much these refunds will cost them, but estimates go from 4.5-5 million Euros, to 8-10 million. We comment on this in an article.

We are still a long way from Easter as this year Easter Sunday is April 16th. Ash Wednesday, the start of Lent is Wednesday, March 1st, so Mardi Gras (carnival time) is Tuesday, February 28th the same day as Día de Andalucía. This is the date when Andalucía became an autonomous community in its own right. Banks, town halls, and other official offices in Almería province will be shut, and for many towns and villages this will be carnival day The other side of the coin is that inflation is rising as well. In the News Unfair Mortgage Clauses In an article we deal with interest payments for mortgages where the bank or lender inserted a clause that stipulated a minimum interest rate. Many of these clauses, known as “cláusulas suelos”, depending on the bank, have been ruled “abusive”. The Spanish government has now passed a directive that states individual clients who are affected should register a claim with their bank or lender. The start date was January 23rd and there is then a period of 90 days from a client making a claim during which a refund has to be agreed and there is no fee or cost to the client. This regulation is partly designed to stop courts being saturated with individual claims, but if the mortgage owner is not content with the offer from the bank, they can still go to court if they wish to. Banks are studying the possibilities of reducing the total amount of the mortgage, putting the money into a pension fund, or other financial devices, instead of cash refunds. This directive is not legally binding on the banks, but is intended to be a concrete proposal. As we state in our article, all this will become much clearer in the coming weeks.

Spy in the Sky Satellite images and those obtained by drones will be used to spot dwellings, swimming pools, and extensions to property that are not present in the ‘Catastro’(the official plan of all properties) that is used to work out the ‘IBI’ (rates) in every municipality. In Almería province there are 12 municipalities where this will be done including Lucainena de las Torres, Mojácar, Pulpí, and Zurgena. Any “discrepancies” will be notified to the town halls and letters will then be sent (or served) on every owner of land and buildings where this applies. A fee of 60 Euros will have to be paid to regularize the situation, and back taxes for the last four years calculated with interest. This will take some time and each of the municipalities chosen will be surveyed eventually.

Cheaper Medicines Since 2012, the Health Department of the Junta de Andalucía (the governing body for Almería province) has invited tenders for the supply of various drugs and medicines dispensed in chemists

and hospitals. Central government decided that this was not legal and went to the tribunals. Just before Christmas, the Constitution Tribunal threw out the latest complaint and ruled that the process in Andalucía had no detriment to the basic rights for health. The tribunal ruled that there were no specific regulations on the part of the Spanish State that stopped autonomous communities from obtaining drugs and medicines where they liked. Dolors Montserrat the Spanish Minister for Health has been claiming that the health rights in Andalucía with the present system for buying pharmaceutical products was “second rate”. The Health Delegate for the Junta immediately replied that her choice of words was “unfortunate” and people in Andalucía suffered no drawbacks at all from the system presently in place. The tendering for medicines has resulted in a saving of 413 million Euros for the Andalucían Health Service.

Alicante Cannibals A leading team of archaeologists from Valencia University has concluded from a study of 13 human remains found at Marina Alat, near Alicante, that they show clear evidence of cannibalism. This conclusion takes into account cut marks on bones and evidence of fire damage. Their findings have been published in the ‘Journal of Anthropological Archaeology’. This practice took place in the Mesolithic era between 10,200-9,000 years B.C.

Still the Same In our last issue we reported that the construction company ‘Sacyr’ were pulling out of the contract to build the 12km stretch of the ‘AVE’ (High speed train) from Pulpí, on the border with Murcia and Almería, to Cuevas. The rail company ‘ADIF’ then stated that all the expropriation of the land was completed and ‘Sacyr’ could start work. In the middle of January, ‘ADIF’ stated they were “close” to finishing all the expropriations of the land. There may be another hurdle regarding the contract price. ‘Sacyr’ is in “negotiations’ with ‘ADIF’ and it may well be that they are asking for a larger amount of money, as their price is very low. They certainly have the upper hand, as if they do not come to an agreement, the whole process of inviting new

Zurgena Internet Help Zurgena town hall has introduced an internet access for their inhabitants, designed to make many visits to the town hall unnecessary, and cut down physical paperwork. Residents can apply for a digital “signature”, or use an electronic reader of their ‘DNIe’ identity card (for Spanish residents only). Various administrative matters can now be done electronically such as applying to go onto the “padrón” (the official list of residents), applying for a building licence, or reductions in some taxes. The town hall website has specimen forms to help with these requests, which also include access to town hall information, reports of council meetings, and town hall services. There is a phone number, 950 211 100, for users to obtain help if needed. The mayor of Zurgena states that this new system is in line with the town hall policy of transparency, and will help residents in various areas not near to the town hall. This new service follows on the heels of a service for mobile phone users, ‘Vive Zurgena’, that gives details of town hall information and events. Zurgena town hall is asking all residents to make sure they are on the “padrón” which applies to any person whatever their age, (parents should put their children on as well as themselves) as financial assistance for the municipality depends on the number of people registered. This is a very easy procedure that is important and is entirely free. Being listed on the “padrón” is also beneficial for inhabitants in various cases where the certificate needs to be produced. Residents of any municipality should make sure they are listed at their own town hall.

A Japanese Film Probably during February, a Japanese film company from the NHK television channel is coming to Almería province to make a film relating to the attractions here of food and culture. This channel has a wide

A Quicker Ferry The Alicante shipping company, ‘Baleária’, started a high speed ferry from Almería port to Melilla during last summer. Passenger numbers have meant that the service is now extended for the winter period on a daily basis, except on Wednesdays. They already operate high speed ferries from Algeciras to Ceuta and Tangier. The ferry, ‘Nissos Chios’, their largest one, can carry 1,400 passengers, and up to 425 vehicles. There are 52 cabins for four persons, and 19 double cabins, as well as facilities for physically challenged people. There is a large restaurant and cafeteria. Adolfo Utor, the director of the company, states that this new route from Almería port only takes 4 hours, and is a viable alternative to the Air Nostrum flights that at present do not operate anyway.

Moving the Rain A demonstration took place in Albox just before Christmas by the association ‘AVIAL’. They claim that light aircraft are influencing the weather by “seeding” in this area. The use of chemicals to “move” rain from one location to another is the subject of much debate. Many scientists pour scorn on the

In the News idea that it actually works. Chemicals such as silver iodide and frozen carbon dioxide are released into clouds where ice crystals form, which then fall as rain, in theory. The idea is that by seeding the clouds in one location this stops rain in another one. ‘AVIAL’ claim that this technique is part of Spanish legislation approved in 1986 that made modification of rain legal. One claim is that insurance companies use the technique to prevent claims for damage to crops. The association claim that the chemicals used then fall to the ground, and are toxic, and this technique also damages the environment. The claim that the chemicals affect health when they fall to the ground is also disputed by many scientists. They say that the amount of particles is minimal and of no consequence. This technique is very expensive, and a British company that organize weddings offer to prevent rain on the day for 100,000 pounds sterling. The demonstration in Albox was co-ordinated with similar associations from Murcia and Granada, which were going to bus people in to demonstrate in Almería city. Owing to very heavy rain this larger demonstration was abandoned.

points” system. He states that in his opinion, all road users should be subject to the same regulations. At present, if a cyclist does not stop at a zebra crossing, jumps traffic lights, or cycles along roads using a mobile phone, they do not come into the same category as normal drivers who pay a fine and can lose points. If a cyclist (or anybody) is involved in an accident, traffic police will carry out alcohol and drug tests as a matter of course. The technical director of the cycling organization, ‘Con Bici’, has reacted very negatively to these proposals and thinks that if they were introduced, the number of cyclist on the roads would drop dramatically. These proposals would only have any future if the ‘DGT’ traffic police decided to legislate. The use of safety helmets was made compulsory in urban areas in 2014, as before this time it only applied to nonurban areas. This is to try and protect cyclists from head injuries in accidents. In 2016, a total of 33 cyclists were killed on Spanish roads. Professional cyclist do not have to wear a helmet, and in times of extreme heat the regulation for the use of a helmet by normal cyclists will not normally be enforced.

The 2017 Budget Spain needs to pass a resolution in parliament that approves the national budget for 2017. This is eagerly awarded by the gurus at the EU, who want to see how Spain intends to reduce their deficit. At present and for the foreseeable future, the PP political party in power only have a parliamentary minority. To pass any laws they need the assistance of the Ciudadanos party (who supported Mariano Rajoy being Prime Minster again) after a pact for 150 different measures being agreed, and the PSOE party. Mariano Rajoy has stated that he will not introduce the 2017 budget in parliament until he has an agreement that it will be passed. He hopes this can be agreed in February and the budget is passed probably in April or May.

Regulations For Cyclists ? Tomás Santa Cecilia is the safety director of the Spanish motoring organization ‘RACE’ (RAC). He has proposed some new regulations relating to cyclists, including an obligatory insurance for third parties, number plates, and their inclusion in the “driver

Shopping On-Line Juana Roig, aged 32, is the youngest daughter of Juan Roig who together with other family members is the owner of the ‘Mercadona’ chain of supermarkets. She has been appointed head of the department concerned with shopping on-line. She has worked for Mercadona for some time and recently held the position as co-ordinator for international expansion. After completing her university education she worked for ‘Mango’ and ‘Inditex’ before joining the family business.

The Pensions Debate The quantity and eligibility for Spanish pensions for elderly people, widows and widowers, and orphans, will shortly be the subject of a review into the existing provisions that are known as the “Toledo Pact”. This should have happened a few months ago, but the lack of any Government in Spain stopped this happening. The Spanish Department of Social Services has been running in the red for a number of years since the income from people

In the News in work was exceeded by pensions paid out. In 2016, this deficit was 19 billion Euros up from 16 million Euros in 2015. The Spanish Government have been propping up the Social Service department with injections of money from a reserve fund of 57 billion Euros since 2012. This fund now only has 24 billion Euros left. Spanish pensioners are paid 14 times a year with an extra payment in summer and before Christmas. (This applies to workers as well, but the fourteen payments are normally averaged out over a twelve month period). The money in the fund will run out before the December 2017 payment is due. Now there is a new Spanish Government, various proposals are on the table. The Spanish Treasury could be asked for a loan, taxes on the rich could be increased, or the pensions for widow, widowers, and orphans, paid out of another pot. This is seen as a possible solution so that only retirement pensions are paid out by the Social Services department, and people in work who pay into the system may cover the deficit. The budget for all types of pensions in 2016 was about 140 billion Euros, of which 23 billion was not for retirement pensions. Pensions in Spain are quite generous compared to other EU countries, but chopping them down is not an option!

Double Seats There are a lot of regulations springing up from airlines regarding passengers considered obese, and these people need to check with individual airlines what is on offer and what the additional cost will be. The Spanish airline ‘Iberia’ is quite happy to let obese people occupy two seats if they pay for the second one (but they don’t charge a double booking fee). British Airways has a simple test. Any overweight person has to be able to occupy a seat with both armrests down and buckle the normal seat belt. If not, two seats are required, and you pay for the second one. Some airlines have a special seat available at check-in where they will assess people to see if they comply with their regulations. Air France charge 25% of the cost of a ticket for the second seat booked in advance, but if it finishes up that there is an empty seat next to the two booked, a refund is given. Normally, airlines do not want overweight people to occupy seats near

emergency exits as this may cause problems in an emergency. Airlines say people beside emergency exits have to be “fully capable physically of opening the door”. Two business men travelling on a SamoaAir flight to America were outraged when at checkin they were obliged to be weighed on the luggage scales. The airline stated that regulations from Boeing that applied to the 767 aircraft were that excess weight had to be properly distributed! The Supreme Court in Canada in 2008 ruled that airlines had to offer two seats to obese people without charging for the second seat. The judges decided that obesity was a medical condition the same as when people were physical-challenged and had to be accommodated by law, otherwise it was discrimination. In extreme cases, where a flight is completely full, obese passengers have been told they can’t fly and have to book another flight with two seats. One overweight British man reports that he can’t squeeze into Ryanair seats but he can on easyJet. All airlines have seat belt extensions that are available, normally for pregnant women.

Free Water People going to a Spanish restaurant are quite used to ordering bottles of water that can be quite pricy. The more expensive the menu the larger variety of water there is on offer. If people from Spain are in France they normally order bottles of water the same way, but French people expect a jug of water to be free and restaurants in France cannot refuse to supply free water. (It is usually accepted in Spain that a person can legally ask for a glass of free water in a bar or restaurant, the same as when a non-customer asks to use the toilet). The Junta de Andalucía (the governing body for Almería province) is advocating a healthy lifestyle and eating and drinking habits, and has now ruled that bars and restaurants have to have available containers or a jug of fresh tap water. Schools and colleges, public places, and young children’s leisure locations, now have to offer this as well. This will either be available from a potable drinking water tap or dispensed from machines. One restaurant in Córdoba has already made free drinking water available as well as bread. They consider that clients should pay for the food from the menu, without additional charges.

In the News In the six months since they have been open, 3,000 customers have been told they can have free tap water, and they say that they have only been asked on a handful of occasions to supply bottled water, for which they charge. The other attraction of free drinking water comes from ecologists. They say that bottled water can be 200 times more expensive than potable tap water which needs one-hundredth of the electricity to produce. Other places in Spain, usually with local regulations from town halls, are required to offer free water, but Andalucía is the first autonomous community to put this into law in every establishment. Desalinated water that many people have coming out of their taps in this area is safe to drink, but some people don’t like the taste. In other municipalities, such as Turre, there are continual complaints that the water is terrible and very cloudy. In Barcelona, residents there are very reluctant to drink tap water. The Spanish phrase for tap water is “Agua del grifo”.

(Manolo Tena, A Stranger in Paradise) brought in 21 Euros from the 4 persons who went to see it when it was shown in just one cinema for a week, and was the worst attended film in 2016. “Impunity” was one of two films that pulled in only 6 cinemagoers, and some others came close!

Not Too Bad The number of people in Spain who went to see a film at a Spanish cinema in 2016 went up 6% compared to 2015, with total numbers of 100 million. The 601 million Euros taken at the box offices was also a rise of 5%. This is good news for the cinemas, despite the IVA (VAT) on cinema tickets going up from 10% to 21%. A Spanish film, “Un Monstro Viene a Verme” (A Monster Calls), attracted the most people with 4.5 million cinemagoers, which brought in 26 million Euros. Another Spanish film, “Palmeras en la Nieve” (Palm Trees in the Snow), was in the top ten most popular films that just over 1 million people went to see, bringing in 12 million Euros. The US film “Mascots” pulled in 21.3 million Euros with 3.8 million spectators. November and December were the best months, and 57% of cinema visits were made from Friday to Sunday. In Almería province, the number of cinemagoers in 2016 was just over 1 million, up on 2015. Some films bombed completely, and “La Reina de España” (The Queen of Spain) had a budget when filmed of 14 million Euros, with stars such as Penelope Cruz, Santaigo Segura and Antonio Resines, but brought in just over 1 million Euros at the box office. The documentary “Manolo Tena, un Estraño en el Paraíso”

A Lot of Prizes The new ‘SEAT Ateca’ SUV car is being showered with awards. A jury of 33 motoring journalists who test and review new models has voted the Ateca “Best car of the year in Spain for 2017”. This is the first SUV to be produced by SEAT, and 7,500 orders were placed the day it became available. The award was presented to Ramón Paredes, Vice President of SEAT, by Luis de Guindos, the Spanish Minister for Economy and Industry, at a special ceremony at the headquarters of the ‘ABC’ newspaper group in Madrid. Internationally, the Ateca has been awarded, “Best Buy Car of Europe in 2017”, and “Best Entertainment System 2017”. The Ibiza and the León models continue to be very popular, with high sales figures. The SEAT range is manufactured exclusively in Spain, and the company is part of the Volkswagen group.

Madrid Contamination On December 29th, from 6.30a.m. - 9.30p.m.,the authorities in Madrid put into place a new regulation designed to reduce the levels of carbon dioxide

In the News from vehicles. In the centre of the city, within the M-30 ring road, only vehicles with an odd number as the last digit of their number plate were allowed to be in this area. This followed previous restrictions such as limiting the speed on the M-30 to 70km/hr and a prohibition on parking in the city centre for non-residents. This did not apply to public transport, vehicles powered by electricity, hybrids, or gas, vehicles with three or more passengers, disabled drivers, driving schools, and street cleaning vehicles. Police vehicles and ambulances were also exempt. Taxis that were not electric or hybrid had to stay at taxi ranks, and not ply for hire with no passengers. Police were empowered to fine drivers 90 Euros if they flouted this regulation and the normal fines if vehicles ignored the 70km/hr speed limit. Critics said that doing this on December 29th that was effectively a holiday period with all the schools shut, was not logical. The Spanish RAC (RACE) criticised the fact that throughout Spain vehicles are being given contamination “stickers”, and the red ones were for old cars with high emissions. Many vehicles in Madrid now exhibit these stickers. They said that letting these “red” vehicles into the city centre defeated the purpose. The restrictions on 50% of the traffic depending on the last digit of their number plate is intended to be put in place permanently from February 1st whenever there is a contamination issue that may be partly due to the weather. The authorities stated that the restrictions on December 29th were intended to be a “test” to measure the resultant contamination, and it was a good day to do this.

Good Car Sales Last July, the final “PIVE” scheme where purchasers received a discount from the Spanish state and the manufacturer, providing they scrapped an old car, came to an end. This was because it was considered that vehicle manufacturers and retailers were able to survive without these schemes. This has proved to be the case, with 1.15 million vehicles sold in 2016, up 11% on 2015. This number is the highest since 2008, and in 2012, sales fell to an alarming 600,000 which resulted in the discount schemes being introduced. In December 2016, sales reached 97,000 which was 10% more than the same month

in 2015. Companies bought 328,000 vehicles and car hire companies 206,000. This last number is a reflection on the increasing amount of tourists coming to Spain which was more than 75 million. Sales of petrol fuelled vehicles went up 26%, partly because of the emissions scandals, and because manufacturers are increasingly introducing models that use petrol and reducing the manufacture of those with small diesel engines. The Renault brand sold 90,500 vehicles, Opel 89,400, and Volkswagen 89,000. Previously Volkswagen was the market leader, but the difference between the three leading manufacturers is not very different, despite the emissions problems.

Increases in 2017 There are already some increases in the cost of goods or services that will apply in Spain in 2017. The “fixed” costs from the production and distribution of electricity remain frozen at 2016 levels, but the 50% of electricity bills that is for the amount used will probably go up by about 6% during the year. Generating costs in January were very high because of the very cold weather. People with mains gas will face an increase of about 3%, and a bottle of butane gas that cost 12 Euros 28 céntimos at the start of January has now gone up by 61 céntimos. Prices for toll roads have been reduced by 0.4%, and the minimum wage known as “El Salario Minimo Interprofesional” has been increased by 8%. This has gone from 655 Euros a month to 707 Euros, which will total 9,906 Euros a year with 14 monthly payments. This increase is one of the first things that the new Spanish Government agreed to as part of a package with the other political parties in parliament, who hold the balance of power. Spanish pensions have gone up by 0.25% for the fourth year running. When the whole pension situation is worked out again sometime this year, this may change for the better. As inflation (mostly due to a rise in fuel costs) is predicted as being 1.4% in 2017, pensioners are losing out. There is good news for mortgage holders where their interest rate is adjusted to the ‘Euribor’. This is still a negative amount of about minus 0.08%. We explain in an article how a new ruling from the EU is good news for many mortgage holders.

In the News Still Applying Pressure Now there is a new government in Spain, Íñigo de la Serna is the Minister for Transport. The Almería pressure group, ‘Mesa del Tren’, is seeking urgent meetings with him to pursue action, not just regarding the ‘AVE’ (High speed train), but on all aspects of railway travel, facilities, and current problems in the province. The PSOE party is also supporting these initiatives. Regarding the ‘AVE’, in the last parliament since 2012, Mariano Rajoy and the Ministry of Transport allocated 417 million Euros for work in Almería. The only amounts that have been spent are for “studies”, and an over-run in cost when the tunnels were finished. They want the rest of the money to be included in the budgets for 2017 and be spent. Mariano Rajoy and his new PP government only have a minority in parliament, so pressure from the PSOE and Ciudadanos parties should have a direct effect on legislation. The PSOE party in Almería say that action not words is urgently required. The Almería pressure group is made up of 52 organizations and associations from business organizations, civil groups, tourist bodies, and politicians. There is still no start date on the 12 km stretch of the ‘AVE’ from Pulpí (on the border between Murica and Almería province) to Cuevas. Mark Levy, a director of the British Council body, thinks that these figures are not generally too bad, as in Spain, unlike other European countries, parents have little ability in English and cannot help their children. He also points out that it is not many years since English became the official second language in Spanish schools, instead of French. He says that more and more young people see it as being important that they learn English, and in the case of university students, being fluent in English is regarded as being very important. 60% of people studying English are doing so because they consider it important in their work or career, and 26% thought that being bilingual was a good idea in general. The Almería Museum The previous director of the Almería Museum, Arturo Del Pino, has moved on to be the director of the Almería Castle and Beba Pérez is the new museum director. At her inauguration it was revealed that 76,000 people visited the museum in 2016 which is a rise of 5% from 2015 numbers. The exhibition of artefacts from the seabed, “Un Puente de Mar Azul”, has been seen by 26,000 people up to the end of December, and it has been extended until the end of February. A total of 17 temporary exhibitions have taken place during 2016 and 544 specific activities involving schools, special visits, and conferences. The current winter hours for the museum are from 9am-8pm, Tuesdays-Saturdays, and Sundays and Fiesta days from 9am.- 3pm. The increase in employment means that 140 million will be saved from the benefits paid out for the unemployed, but 44% of those persons unemployed receive no money as their benefit entitlement has run out. In Almería province in 2016, a total of 7,100 people went off the unemployed register. This is a reduction of 10% which is the largest percentage in Andalucía apart from Jaén that had a very small increase over Almería. The average reduction throughout Andalucía was 8%. The total number of registered unemployed in Andalucía at the end of December totalled 883,000. This is also some good news as the target was to reduce the numbers to 900,000.

The last death took place on Christmas day when a security guard and another employee at the Michelin test centre at Nijar went off the road and one of the two died. Telefónica Fines The phone and internet company, Telefónica, has been fined 5 million Euros by the Spanish department, ‘CNMC’, responsible for competitiveness in the market place, amongst other things. They say that between January 2014 and October 2015, Telefónica was deliberately lax in dealing with phone and internet breakdowns when other telecommunication companies were asking for repairs. The other allegation was that some of the breakdowns were false and deliberately introduced to cause problems. The Junta de Andalucía has also fined them 6.3 million Euros. This relates to the advertising for the ‘Movistar Fusion’ that in 2012 was introduced with “prices for ever”. Telefónica then put the price up by 5 Euros in May 2015, another 3 Euros in February 2016, and between 2 and 5 Euros in July 2016. The fine for increasing the price was 870,000 Euros, and the additional 5.36 million Euros was calculated as being the amount of money obtained from Movistar Fusion customers in Andalucía. The official Spanish consumer protection agency ‘Facua’ calculate that the company collected in 630 million Euros throughout Spain when they increased their prices on these three occasions.

Almería Alcazaba

A Very Good Number Almería city and the province is the location for an increasing number of film companies of various types. During 2016, there were 80 occasions when complete or part films, documentaries, TV episodes, and national and international commercials were filmed here. The Tabernas desert area and Cabo de Gata were amongst the most popular locations. Permanent Employees The Andalucía Health Service (SAS) is to “regularize” the employment status of about 15,000 of their staff, which will apply to about 1,500 persons in Almería province. The High Court of Andalucía has ruled that contracts that have some periods where work is not available, but continue year after year, are, in effect, permanent contracts with a “discontinued period”. Following the court ruling, the Health Authority agreed with the unions that this would be done without any appeals, providing any further individual cases going to court would be halted. This follows an EU ruling relating to an agricultural worker who was employed by the same company for 8 years, but not full time. Their court ruling was that continuous short term contracts that merely suited the employer, was against the rights of the employees. Any employee in these categories may still have periods of no work, but their contracts are now permanent with this new category of “dis-continued periods”.

No Leader To allow Mariano Rajoy to become the PP party Spanish Prime Minister again, the PSOE party had to abstain from voting against him, or at least some of their members. Rajoy, who had 137 MPs, made a pact with the Ciudadanos party to arrive at a grand total of 170 MPs out of the 176 needed. After a bitter and continuing debate, a vote of no confidence resulted in the PSOE leader, Pedro Sánchez, being removed from office. He had consistently proclaimed, “No means no!” to Mariano Rajoy being Prime Minister. If the PSOE as a block had voted “no” there would have been new General Elections (for the third time) last December. A PSOE committee decided that for the good of Spain they had to abstain from voting against Mariano Rajoy as a party, which they did. This caused a bitter division and some PSOE MPs defied their instruction to abstain and voted “no”. This

committee is still running the party, and a new leader (that could be Pedro Sánchez again) has to be elected. Susana Díaz who is the PSOE President of the Junta de Andalucía is definitely in the running. She watched from the side-lines when all the acrimony and posturing was taking place but did give her backing to the party abstaining. She is one of the heavyweights of the PSOE, so it will be very interesting to see what happens, probably in May or June, when a new leader will be chosen. She has still not “officially” stated that she will put herself forward for the leadership, but discussions are already underway as to whether she can stay on as President of the Junta de Andalucía, or will have to resign if she becomes the national leader. Can Pedro Sánchez make a comeback? A lot of oil needs to be poured on the turbulent waters, whoever is elected.

The UK Spanish Ambassador Federico Trillo is the UK Spanish Ambassador, and in January, calls were made for him to be relieved of this position forthwith. In 2003, there was an aircraft accident and 62 members of the Spanish military lost their lives. They were using a Russian Yak-42 transport plane, and Federico Trillo was Minister of Defence at the time. One of the reasons for the crash (from newly published information) is put down to the use of the Russian plane that is considered to be obsolete at the time, but was used to save transport costs. It is alleged that Federico Trillo was entirely responsible for this decision when the plane that was used to bring back the soldiers from Afghanistan crashed in Turkey. A previous court case in 2009 resulted in a prison sentence of three years for a Spanish General and lesser sentences for two of his subordinates. The identities of 30 of the dead soldiers had been incorrectly carried out. In 2010, the Ukrainian company that supplied the plane, and associated persons, were ordered by a Spanish court to pay compensation to the families of the soldiers. Giraffes Giraffes are unique because their head can be about 18 ft from the ground when they are fully erect. He was a mapmaker and cut up a wooden map of the British Empire so children of important families could improve their knowledge of geography. Paying in Cash

Denmark is one of the countries where a person leaving home in the morning will pay for their newspaper, coffee, breakfast, and bus or train fare, electronically. The Danish authorities have stated that after 2030, notes and coins will not be legal tender for transactions. The only reason they have chosen 2030 is that there is some resistance amongst elderly people to having no notes or coins in their purses or wallets. Claus Bunkerborg is in charge of “client solutions” at the very large Danish bank, ‘Danske Bank’. He states that 90% of Danish people with mobile phones use the app “MobilePay”, and paying for purchases is extremely quick. He also says that a mobile phone app is a good idea as regards security. He points out that unlike credit cards, mobile phones cannot be cloned, and encryption systems are easy to set up and use, and the robbery of a mobile phone does not at all mean that unauthorized financial transactions can be made. From the age of fifteen, any person in Denmark can apply for a debit card and will be given one. The situation is very similar in Sweden and Norway, and 95% of transactions are no longer done using cash. Churchgoers in Sweden can make donations at church services by using an account number displayed on a large screen. Traders also like entirely electronic purchases and think that, as paying electronically is so easy, this stimulates sales. They also don’t have to go to the bank to pay in money very often, and police say that robberies in shops have gone down dramatically. There is usually no money in the till! It is accepted by the Bank of Spain that a “cashless” society is a long way off. Apart from the use of credit cards, apps to pay by phone account for 18% of transactions. The Spanish tax office, ‘Hacienda’, has been pushing for 500 Euro notes to be withdrawn from circulation much quicker than the Central European Bank has agreed to. In the UK, the new five pound notes with animal fat added to the composition have been attacked by vegans and vegetarians. The manufacturer ‘Innovia’ states that this is a type of tallow used in soap and candles. Uploading Photos of Children

here is quite a debate in various countries, including Spain, regarding the rights and wrongs of uploading photographs of children to social media sites. Many parents start to upload photographs as soon as a pregnancy is confirmed. Then, the newly born child at the hospital, at home, their first steps, with brothers and sisters, birthdays, outings to parks, and other family activities. If this is considered to be done in excess, or becomes compulsive, this is termed “oversharing”. The British company ‘Nominet’ calculate that there may be 200 photos of a child uploaded every year before the age of five, so this comes to 1,000. This number is considered to apply to many other countries including Spain.

A young 18 year old woman in Austria has gone to court for a ruling that, as 500 photos were uploaded to sites by her parents without her permission, they were contrary to her right to privacy and should be removed.

Alicia Piña is a Spanish lawyer and a member of the Commission for the Right to Privacy of Minors. She thinks that photos that show children in front of a school, in a home location that can be identified, or repeatedly in easily recognized parks or other locations is dangerous. Budget Airlines

Record Tourists

Cause for Alarm

Another major concern is that alcohol or drug related accidents had gone up. 113,400 tests for alcohol levels on persons involved in accidents proved positive in 5,000 cases. 3,000 drivers involved in accidents were tested for the presence of drugs and 829 (27%) were positive. Gregorio Serano considers that this is truly alarming. 5,000 people were hospitalized during 2016 which is 4% more than in 2015. Since 2014, deaths in hospital following an accident have been included in the statistics. Previously they were not counted in the total.

An accident on the A-7 motorway near HuércalOvera on Christmas Day resulted in a driver dying after being thrown out of his vehicle that had gone off the road. In September last year, a 26 year old man who was driving on the wrong side of the road near Fines died after being thrown out of his vehicle. Tragically, a family in the car he collided with were all hospitalized, and a 14 month old baby in the same vehicle died. The traffic police state that neither of these men was likely to have died if they had been wearing seat belts.

The Boutique “Palme”, located in the Mojácar Parque Comercial, was declared the winner of this popular event, which was supported by entries from a large number of local businesses. The public vote was done this year by using Facebook and the "Palme" boutique gained 825 followers or "likes", which earned them the first prize, valued at 500 Euros. The tobacconist “La Fuente”, with 660 votes, achieved second position and a prize of 300 Euros. In third place, with an award of 100 Euros, was the decorations shop "The Vuelta de las Golondrinas" which is located in Mojácar village. Mojácar Moors & Christians Poster. Juan Diego Ingelmo Benavente has been declared the winner of the poster competition for the Fiestas de Moros y Cristianos Mojácar 2017. He was awarded the prize of 300 Euros and is well known in Spain for work as a professional in the field of graphic design. He at present lives in Castellón. A total of 12 posters from 10 people were sent in, with entries from Almería province, Murcia, and Valencia.

We are pleased to announce that total profit made from ticket sales is 1153 euros which gives Vera Orphanage 384 euros and PAWS-PATAS cat neutering programme 384 euros which allows a further 384 euros to go towards future Indalo Players productions.Refreshments were supplied by Fanny Davies's Stepping Stones Alzheimer's charity and she is thrilled with the profit of 455 euros, and finally programme sales of 101 euros has been donated to MACS. The Indalo Players would like to send a special "thank you" to Vera Town Hall who let them use the El Cine Teatro venue in Vera free of charge. Finally, "special thanks" go to the Director Ruth Wood and the Producer Sue Mehmet and not forgetting all the crew who supplied the set, props, costumes, makeup, lights, sound and music. But - a HUGE thank you and well done has to go to Super Trouper Sandra Moorhouse who unfortunately had a bad fall backstage during the second half of the show at the Sunday Matinee performance. After the show finished she went to hospital to discover that she had broken 2 bones in her wrist. Absolutely no-one would have known because her performance was stunning and her smile was beaming!

The second year for the New Year Dip in Mojacar saw more than 50 people take the "plunge" and almost 200 supporters keeping safe and cosy on the beach but of course - cheering them on! The swim was in the name of a young woman who lost her battle with cancer last August. What’s On Águilas Carnival The carnival events officially start on Saturday, February 18th when the handover from 2016 to 2017 takes place at a gala event at the sports pavilion at 9pm. On Sunday, February 19th there is a festival of carnival music with various bands at the Auditorio Infanta Doña Elena from 12 noon, and the carnival regatta takes place at the port. The first major procession starts at 6pm on Sunday, February 26th, and on Monday, February 27th the midnight carnival event takes place at the Plaza de España. The second major procession starts at 6pm on Tuesday, February 28th, and the last and final one from 6pm on Saturday, March 4th. This is followed by the closing ceremony and fireworks at midnight. On Friday, March 10th at 9pm there is a carnival Drag Queen competition at the auditorio.

‘Retales Flamencos’ is a flamenco fusion spectacular directed and choreographed by Diana Riola who originates from Almería and is hailed as being an expert in this genre. In 2015 she formed her own flamenco company, and this concert is part of an international tour. The performance takes place on February 10th at 9pm, Teatro Apollo, Almería city. Tickets are 12 Euros in advance and 15 Euros at the door.

Almería City A Mecano tribute concert to mark the 25th anniversary of their last tour takes place Feb 10th, 10.30pm, at Teatro Cervantes, Almería city. ‘Hija de Luna’ has been seen by over 30,000 people on their tour. Tickets are 15 Euros in advance or 20 Euros on the door. Ke n ny Wa r n e r a n d t h e Clasijazz Big Band present their new CD on Sunday, March 19th at 7pm, Auditorio Maestro Padilla, Almería city. Exhibitions The exhibition at the Almería Museum, “Un Puente de Mar Azul” (A bridge of blue sea) has many archaeological items on display found on the sea bed off the Almería coast and is being extended until the end of February. Up to December 31st 26,000 people had gone to see it. Until June 15th next year the museum is open from 9am to 8.30pm, Tuesdays to Saturdays, and 9am to 3.30pm on Sundays. Entrance is free to any EU member, or 1 Euro 50 céntimos for non-EU visitors. “El Gran Encierro” (The great confinement) is an exhibition of works by Emilio Pérez who originated in Madrid but now lives in Almería. He is a celebrated artist, painter, engraver, and sculptor. He specializes in engraving and printing and is the master engraver to the Junta de Andalucía. The exhibition can be seen at the Almería museum until March 26th.

The Remedy

Two blondes with hammers, Carol and Donna, were doing some carpentry work on a Habitat for Humanity house. Carol, who was nailing down house siding, would reach into her nail pouch, pull out a nail, and either toss it over her shoulder or nail it in. Donna, figuring this was worth looking into, asked, ‘Why are you throwing those nails away?’ Carol explained, ‘When I pull a nail out of my pouch, about half of them have the head on the wrong end, and I throw them away.’ Donna got completely upset and yelled, ‘You moron! Those nails aren’t defective! They’re for the other side of the house.

A woman went to her doctor's office. She was seen by one of the new doctors, but after about 4 minutes in the examination room, she burst out screaming and ran down the hall. An older doctor stopped her and asked what the problem was, and she explained. He had her sit down and relax in another room. The older doctor marched back to the first and demanded, "What's the matter with you? Mrs. Terry is 63 years old, she has four grown children and seven grandchildren, and you told her she was pregnant?" The new doctor smiled smugly as he continued to write on his clipboard. "Cured her hiccups though, didn't it?

The Pickle Slicer Bill has worked in a pickle factory for several years. One day he confesses to his wife that he has a terrible urge to stick his penis into the pickle slicer. His wife suggests that he see a therapist to talk about it, but Bill vows to overcome this rash desire on his own. A few weeks later, Bill returns home absolutely ashen. Spoke Too Soon A new vacuum cleaner salesman knocked on the door on the first house of the street. A tall lady answered the door. Before she could speak, the enthusiastic salesman barged into the living room and opened a big black plastic bag and poured all the cow droppings onto the carpet. "Madam, if I could not clean this up within 5 minutes with the use of this new powerful vacuum cleaner, I will EAT all this dung!" exclaimed the eager salesman. "Do you need chilly sauce or ketchup with that," asked the lady. The bewildered salesman asked, "Why, madam?" "There's no electricity in the house…" said the lady.

Big Mistake I was in a crowded elevator standing next to a very tall woman. I couldn’t help but be staring at her breasts. She suddenly looked at me and asked me, "Could you please press One?" So I did and that's the last thing I remember.

Three Large Ladies I was at the bar the other night and overheard three very hefty women talking. Their accent appeared to be Scottish, so I approached and asked, "Hello, are you three lassies from Scotland?" One of them angrily screeched, "It's Wales, Wales you bloody idiot!" So I apologized and replied, "I am so sorry. Are you three whales from Scotland?" And that's the last thing I remember.

A Texan walks into an Irish pub and clears his voice to the crowd of drinkers. He says, "I hear you Irish are a bunch of hard drinkers. I'll give 500 American dollars to anybody in here who can drink 10 pints of Guinness back-to-back." The room is quiet and no one takes up the Texan's offer. One man even leaves. Ten minutes later the same gentleman who left shows back up and taps the Texan on the shoulder. "Is your bet still good?" asks the Irishman. The Texan says yes and asks the bartender to line up 10 pints of Guinness. Immediately the Irishman tears into all 10 of the pint glasses drinking them all back-to-back. The other pub patrons cheer as the Texan sits in amazement. The Texan gives the Irishman the 500 dollars and says, "If ya don't mind me askin', where did you go for that 10 minutes you were gone?" The Irishman replies, "Oh...I had to go to the pub down the street to see if I could do it first!”

Damage from a Hail Storm A blonde was driving home and got caught in a really bad hailstorm. Her car was covered with dents, so the next day she took it to a repair shop. The shop owner saw that she was a blonde, so he decided to have some fun. He told her to go home and blow into the tailpipe really hard, and all the dents would pop out. So the blonde went home, got down on her hands and knees, and started blowing into her tailpipe. Nothing happened. So she blew a little harder, and still nothing happened. Her blonde roommate saw her, and asked, ‘What are you doing?’ The first blonde told her how the repairman had instructed her to blow into the tail pipe in order to get all the dents to pop out. The roommate rolled her eyes and said, ‘Uh, stupid! You need to roll up the windows first.’
