It’s Carnival Time!

he month of January is always something of an “in between” time as many bars and restaurants take their annual holidays at this time of the year. During February it should be “business as usual”. There is some cautious optimism that “perhaps” the early months of 2013 will show a continuing fall in the unemployment figures and the interest in viewings of properties will continue to improve. The euro UK/Spain exchange rate is the same as it was this time last year and there is an abundance of properties. This year, Easter is a week earlier than 2012 with Easter Sunday on March 31st. “Mardi Gras” and Shrove Tuesday in the UK come forward to February 12th. The next day is Ash Wednesday, the start of the Christian period of Lent. “Mardi Gras” means carnival time and so the Aguilas Carnival is also earlier this year. This nationally famous event opens officially on February 7th and the first of the four major processions starts on Sunday 10th with the last one and the closing ceremony on the 16th. The spectacular processions attract an extremely large audience, but it may well be chillier this year unless the weather picks up. The Águilas carnival speciality is the throwing of whole eggshells that have been carefully filled with confetti. The Cuevas del Almanzora carnival events run from February 9th16th. A feature of their carnival event is that participants and spectators wear colourful and exotic masks with prizes for the best ones. Our “What’s On” section has details and times. St Valentine’s Day falls in the middle of carnival time and used to be hardly celebrated in Spain. Nowadays, the Spanish have included this in their calendar of events and their restaurants get into the swing with special menus. UK Mothering Sunday is also affected by the dates for Easter and this year will take place on March 10th. On the Thursday before Mothering Sunday, the rather strange event known as “Día de la Vieja” (Old Lady Day)

takes place. Children and their families typically migrate to country areas where a paper effigy of an old lady is displayed and children throw stones, or in some areas use sticks, to release sweets from inside the head. The origin of this is thought to have been a day in the middle of Lent when grandmothers took their grandchildren into the countryside for a special treat or picnic. It is only a special day in this Levante area, and completely unknown in the rest of Spain. Most shops, businesses and offices will be shut, at least in the afternoon.

February 28th is an important fiesta date in Andalucía, as this date is when the constitution of Andalucía as an autonomous community in its own right took place. This year it falls on a Thursday and banks, municipal offices, notaries and most other offices will be shut. Following the Christmas and New Year break, town halls have started to publish their winter and spring events. Our own Almería ‘OCAL’ orchestra and choir continue to receive high praise with Michael Thomas as their overall director and conductor. Almería and Roquetas are still able to present well known performers as regards classical, pop, rock and jazz events and most admission prices have been reduced to attract good audiences. This year, local tourist boards are increasing visits to major fairs in countries where there is more spending power such as the Scandinavian

Focus on Local News New Car Purchase Aid The “PIVE” plan for discounts of 2,000 euros off energy efficient vehicle purchases, with a budget of 75 million euros from central government has been successful and the money ran out on January 10th. Coins from ‘Nuestra Señora de las Mercedes’

Treasure For Cartagena The vast majority of the gold and silver coins returned to Spain last year after an epic court battle will be permanently kept at Cartagena at the Museum of Underwater Archaeology. The estimated 574,000 gold and silver coins were aboard the Spanish vessel “Nuestra Señora de las Mercedes” sunk off the Portuguese coast in 1804. They were salvaged by the US company ‘Odyssey Mariner Exploration’ and shipped by air from Gibraltar to Florida where court battles started in 2007 to prove that the coins were from this Spanish ship and should therefore be returned to Spain. 265,000 coins are still stuck together in small and large quantities and it is expected that a complete listing of the exact number of coins and their denomination will take at least 18 months. The estimated value of the treasure trove is thought to be around 380 million euros and a total weight of 15 tonnes. Some of the coins will be distributed between small museums or exhibited in travelling exhibitions, and some sent to Bolivia where they were minted.

Prestige Olive Oil An Almería company has pioneered a new treatment plant for olive oil that extracts the oil without any heat treatment at ambient temperatures. Olives known as “Arbequinao” and “Coupage” varieties are used in this process and some 9,000 olive producers are now taking their olives to this new plant in Canjáyar. The number of olives required for the production of this very high quality olive oil is twice that required for the production of standard olive oil but the result is a product that is already in high demand from gourmet outlets. The main country where this olive oil is exported to at present is the US.

The Pulpí-Lorca Railway The disastrous floods at the end of September caused widespread damage to the rail line from Pulpí to Lorca via Águilas. Work to restore the 52 kms of railway has been started at an estimated cost of 7 million euros. At present, persons wishing to travel from Pulpí to Águilas have to use bus transport. Major work is needed on a large viaduct in Puerto Lumbreras that was badly damaged by the flood. It is intended that the line will be fully operational for April.

Traffic Violations Motorists who ignore speed limits and are caught on fixed or mobile radar speed cameras continue to amount to an average of 110 per day on the roads in Almería province. Since the advent of the “Driver Points System” in 2006, some 22,000 drivers have received a fine or loss of points for speeding. The fixed radar point on the A-7 motorway not far from Nijar going towards Almería city recorded 3,000 cases of excess speed between January and September 2012, with three drivers being recorded as travelling more than 170km/hr in the 120km/hr limit. Bars & Restaurants It is thought that the number of bars and restaurants in Almería province has fallen by 24% from 2006 to 2012. The statistics show that the decline has been much less in the larger cities and towns. The largest number of bars and restaurants is to be found in Almería city with a total of 980. Huércal-Overa Castle Since the opening of the restored castle tower in Huércal-Overa last September some 450 visitors have been recorded. Apart from local inhabitants who have never seen this monument at close quarters before, it is proving popular with tourists. A fee of only 1 euro is charged for a guided tour with a 50% reduction for children and pensioners. Road Speed Changes People killed in traffic accidents in 2012 on Almería provincial roads totaled 35 persons involved in 537 accidents. This is slightly more than in 2011, but the numbers of deaths have been steadily falling since 2001 when 99 deaths were recorded. The figures for 2012 take into account subsequent deaths following a period of hospitalization after an accident, not previously documented. 63% of deaths and injuries were car accidents. Secondary roads are where 7 out of 10 serious accidents occur. To combat this it is proposed that on many single carriageway roads the existing speed limit of 90km/hr or 100km/hr will be reduced.

On Your Bikes! The Junta de Andalucía is hoping that within the next 5 years, 10% of the daily transport to work, school or university will be made on bicycles, in all the capitals of the provinces and centres of population where there are more than 50,000 inhabitants. This follows a pilot scheme in Seville where the use of bicycles as a means of transport has risen from less than 1% in 2006 to 9% in 2012. 24 million journeys a year are now made on their 120kms of cycle tracks. The budget for 2013 is 10 million euros, designed to allow for detailed planning of possible routes and parking areas, and publicity for the new cycle ways. It is initially intended that this work will be done in the capital cities of the various provinces, such as Almería city. Ambulance Costs A new plan for patients travelling in ambulances for non urgent treatment looks likely to come into place. The proposal is that a cost of 5 euros would be made for any journey. This will not apply to the chronically ill, persons on very low income or receiving payments for disability or the long term unemployed. Patients who need transport from one hospital to another will not be charged either. For all other journeys such as hospital visits for ongoing cancer treatment, kidney dialysis and physiotherapy treatment, the 5 euros charge per journey will be subject to means testing, as is done with the payment for prescriptions. The proposal is that for persons with an income of less than 18,000 euros annually, the maximum charge would not exceed 10 euros per month. For incomes above this level up to 100,000 euros the maximum charge would be 20 euros, and 60 euros for incomes over

An additional proposal is that non urgent transport by these ambulances following traffic accidents or work related injuries would be billed to insurance companies. Whatever is decided nationally, the Junta de Andalucía (governing body for Almería province) can decide to modify these proposals, particularly if refunds have to be given, as they did with the prescription charge payments. Any patient seriously ill or needing rapid transport by the urgent ‘061’ambulances will not have to contribute. How this will work out in practice, and how the “fee” will be charged, and who would collect it has so far not been revealed.

Antas Sewage The September floods totally destroyed the sewage treatment plant at Antas. Since then, raw sewage from the 3,500 inhabitants is being discharged into the riverbed. The cost of an entirely new plant is given as 4.4 million euros. An alternative plan is to build a pipeline from Antas to the Vera sewage treatment facility that has adequate capacity to deal with this. The cost of this pipeline is estimated as 600,000 euros. Various meetings have been held that have not resulted in any action. The 1997 sewage plant at Antas was sited in a location that was obviously not suitable, but all the necessary permissions were obtained and regional government and the Junta de Andalucía approved the construction. The mayoress of Antas, Isabel Belmonte, states that whether the old treatment plant should have been built where it was is not now an issue, but a solution has to be found to avoid the present unhealthy situation. Pension Age In order to cope with the number of pensioners who are set to retire in the future, the Spanish government has already started a new scheme. From 2013, pension age is increased by one month and this is designed so that by 2027 the retirement age will have risen by one month year by year to the age of 67. The EU has advised the Spanish authorities that in their opinion this progression is too slow, and will result in a deficit that has to be addressed now, rather than in future years. They

consider that the retirement age of 67 should be introduced much sooner than 2027. The Spanish government has yet to decide whether they accept the advice from the EU and change the new system.

Zurgena Trial The first phase of the corruption case regarding illegal planning permissions has opened in Almería city. The ex-major, Cándido Trabalón, faces 120 charges that total 180 years in prison and a ban on holding public office for 1,000 years total. Another ex-councillor, Manuel Tíjeras, faces similar charges totaling 178 years in prison. Councillors who voted for illegal developments to be built face charges of 15 to 80 years. 23 people including builders, promotors and architects face charges of subterfuge and corruption The companies “Antonio de la Jacinta” and “New Horizon Villas” are stated to have benefited most from the illegal licences.

The Roquetas Aquarium Talks have been going on for several months to try and solve the financial problems of the Roquetas Aquarium. The income from the number of visitors is not sufficient to enable the aquarium to operate all year, and in previous years it has been forced to shut for a period in the winter months with only a small number of employees to look after the large range of marine inhabitants. One proposal is that the employees form a co-operative but critics of this proposal consider that this is not a viable long term plan. The second proposal is that the aquarium becomes a foundation that would receive funds from local and regional government as well as tourist

Focus on Local News continued grants from the Junta de Andalucía. All parties agree that a solution has to be found and the present operation by a private company is not a viable option. The land where the aquarium is situated was given to the operators by Roquetas town hall on a lease of 75 years. On January 24th, the owners announced they would have to close down completely within a few weeks, depending when ‘Endesa’ cut off their electricity, as they cannot pay the last bill!

An Improvement Violence against women by husbands, partners or males from a previous relationship has always been cause for concern. In Almería province during 2012 there was a slight increase in “denuncias” or official complaints. Last year was also a year in which no women lost their lives at the hands of present or past partners. In 2010 and 2011, some five women were killed each year, and the total number of loss of lives was 26 women since 2001. Some 325 complaints were made by women in the 24-34 age groups, and 11 complaints were made by minors. These 2012 statistics are considered to be because specialist members of the various police forces are now dedicated to responding to complaints of domestic violence, with an improved and visible service. Also it is thought that women have increased confidence that any complaints will result in positive action, and male partners realize this as well. The “061” Service Every year the emergency service of the Spanish health service, known as “061”, survey the persons who have used the service and ask for ratings on the speed of response, helpfulness of staff that man the telephone lines and a rating of the service provided when the emergency services arrive. In Almería province, the ratings continue to be very high. Out of a maximum of 10 points, the call centres received a rating of 9.4 and the response time was rated as 9.4 as well. The medical attention at the scene was rated as 9.5 and the information given to the patients and families was also rated as 9.5. The emergency call centre for the province is based at the Bola Azul health complex in Almería city for this area and the Hospital Poniente for El Ejido.

Population Statistics Every January, the Spanish Office of Statistics publishes figures from a census compiled on January 1st in the preceding year. These figures show that in the last 10 years, the population in Almería province has risen by 28%, higher than in many other parts of Spain. Roquetas de Mar has increased in population by 37,000 people and the number of non-Spanish official residents has increased by 20%. The population of Arboleas has gone up as well as Partaloa and Vera. The average age of the population in Almería province is calculated as being 38, whereas the average age throughout Spain is 42. The average age in Mojácar is 46, but in other areas the age is much less, being an average of 32 years in Huércal de Almería. Green Energy Almería province continues to implement renewable energy sources including wind farms. The new wind farms known as “Santa María de Nieva 1 & 2” in the municipalities of Huércal-Overa and Vélez Rubio bring the number of wind farms in Almería province up to a total of 19. The amount of electricity produced is calculated as being 595 Megawatts from all renewable energy sources, with some 510 Megawatts coming from wind farms. This amount of electricity is sufficient to provide all the electrical power needed for 240,000 households and reduce CO2 emissions by 440,000 tonnes, the equivalent of taking 225,000 vehicles off our roads.

Focus on Local News continued Germans to Mojácar The Mojácar tourist office has published a tourist guide listing the attractions of Mojácar in German. The leaflet will be sent to German tour operators and also distributed at a tourist fair in Berlin that will take place in March. The leaflet concentrates on the history of Mojácar, the wide range of hotels and the surrounding beauty spots. It is considered that German tourists form a substantial market and Mojácar should aim to attract more visitors from Germany. “Encamina2” The Junta de Andalucía has been carrying out improvements to rural roads under a plan known as “Encamina2”. This plan is intended to improve access to agricultural areas where there are defects. 70 of the 102 municipalities in Almería province have seen work done in their locality. 14 million euros has been allocated to this project and over 200 kms of rural roads have been improved, spread between more than 300 roads. Town halls have been able to apply for improvement work according to the number of agricultural undertakings they have. A side benefit is that often such roads are used by normal traffic, not just agriculture use. The money for the scheme has a 70% grant from EU funds and the other 30% comes from Junta de Andalucía budgets. The 400 Euros The “Plan Prepara” is a scheme that allows registered unemployed persons who have run out of benefits to receive 400 euros per month for a period of 6 months. This was introduced by the previous government and is being extended again. This new extension also allows for an amount of 450 euros where the unemployed person has two other family members to support. The Spanish Employment Ministry calculates that some 131,000 persons throughout Spain will be able to apply for this extended grant. Apart from being on the register of unemployed persons, applicants must show that have been actively seeking employment in the preceding two months. This scheme will come into force in mid February when the present one expires.

Drugs Fraud The new system of prescription charges tied into the local tax offices has revealed that between 2010 and 2012 the management of a residential home for the elderly allegedly obtained medicines by fraud. The home in Vicar used a total of 24 health cards from previous occupants who had died to obtain drugs to the value of 4,400 euros. Police were alerted by the tax office where records indicated that the “residents” were in fact dead. Other medications at the centre were found to be outside the date for use or incorrectly stored.

Parador Problems In December, the state owned chain of ‘Parador’ hotels announced that they planned to shut 7 hotels, including the one at Puerto Lumbreras, and close another 27 of the total of 94 hotels for five months of the year. They also announced that the total staff would be reduced by 14%, some 644 workers. The total number of employees affected throughout Andalucía was given as 118 job losses and 50 modified contracts. These proposals were sharply criticized by the unions involved. After protracted talks and negotiation, including a series of strikes, the plan was then amended to reduce the number of staff who would be affected from the 644 initially planned to 350. Plans to shut various hotels either permanently or temporally have been changed to a plan to shut some hotels in the chain for 3 months of the year instead of 5 months. The suggested closing does not involve the Mojácar ‘Parador’, but initially some 6 employees would have lost their jobs. The Puerto Lumbreras hotel may still shut as a new ‘Parador’ is now open in Lorca.

So Now You Know... Number Plates In 1903, the “Motor Car Act” was passed in the UK and all vehicles had to have number plates. Earl Russell queued all night to ensure he obtained the first such plate of “A1” but he sold it to the chairman of the London County Council four years later. Germany used number plates from 1899 but with numbers only, so their first plate was “1”. Eventually all UK number plates had to have raised letters and numbers so that a policeman could determine a vehicle number in the dark by tracing the outlines. Number plates with a smooth surface were then made illegal. The next major advance was that number plates had to be reflective. 999 Calls The “999” emergency number for the police, fire and ambulance services was first introduced into the UK in 1937. The US started a similar system using the “911” numbers but they were not so easy to dial. Eventually, during the 1990s the European emergency number became “112”. These days, mobile phones have international emergency numbers preprogrammed and they can be dialled even with the phone keyboard locked. Tanks The first patent for an armoured vehicle using caterpillar tracks was issued in Germany in 1912. Winston Churchill encouraged two English inventors to build a similar device known as “Little Willie”. An improved version called “Big Willie” was put into production and was supplied to the British Army in 1915. Used in France later that year it terrified ground infantry troops but proved to be vulnerable to sustained artillery fire. In November 1917, 400 tanks of a modified design helped the army make the greatest single advance of World War I in any one day. Today, tanks still provide the backbone of any ground forces activities in a war theatre.

Air Conditioning An American engineer, Willis Carrier from Cornell University, was involved in air treatment experiments at a printing works to stop the paper slightly changing size causing the inks to be out of line. He patented his device in 1906 as “An apparatus for treating air”. The term “Air Conditioning” was first applied to a machine that added water to the air in a textile factory. Carrier continued to experiment with various treatment systems and in 1921 he patented a “Chiller device” that cooled the air in hot factories. By 1925 many machines were in use in factories and offices. The Packard Motor Company conditioned limousines in 1939. ‘Airfix Kits’ The ‘Airfix’ company came into existence in 1939 and made rubber toys with air inside. During the 2nd World War they were required to make plastic products and by 1947 they invented the process of forcing liquid plastic into moulds. The first construction kit they produced was a tractor. They followed this with a ‘Golden Hind’ ship kit in 1952. In 1953 they decided to market their first aeroplane kit that made up into a Spitfire aircraft. Sales of this kit were so successful that they decided to concentrate solely on aircraft kits. Model makers can now subscribe to the “Official Airfix Club” for news, updates and discounts. ATMs or Bank Machines The first ATM was installed in a branch of Barclays in Enfield, North London. The Michelin Test Centre

f a giant multinational manufacturing company announced that they were going to set up an enormous site adjacent to the Cabo de Gata National Park in Almería province, the outcry would be deafening. In actual fact, just such a complex between San José and the Las Salinas area has existed since 1973, and so this year they celebrate their 40th anniversary. The ‘Michelin’ tyre company was looking for a large tyre testing area with a very stable micro-climate, minimum rainfall, and predictable ambient temperatures throughout the year. From small beginnings in 1973 the complex now covers 4,500 hectares, equivalent to 17 square miles. 220 people work there, and another 150 indirect employees service the site. The testing organization is known as “CEMA” that stands for “Centro de Experiencias Michelin de Almería” and is the most comprehensive test centre in the world. 48 test tracks extend to over 62 miles with different surfaces and compositions

such as earth, stones, rocks, asphalt, gravel and sand. In 1977, the centre started testing tyres for earthmoving equipment as ‘Michelin’ realized that there was enormous potential for heavy duty tyres for these types of vehicles. Rigid and articulated dumpers, loaders, graders and even a giant ‘Caterpillar’ 600 ton dump truck push the tyres over the most extreme surface conditions to test various characteristics including handling, traction, grip, resistance to accidental damage, and fuel consumption, to verify their performance. The largest tyres and hubs are up to 4 metres tall, weigh 5 tons each and have as many as 50 wheel nuts. Changing a wheel means that such vehicles can be out of action for the best part of a day. Apart from these giant tyres, every other ‘Michelin’ product that has reached the prototype stage is sent to Almería for extensive tests. Bicycle tyres weighing only a few ounces come here, all types of motorbike and car tyres and those for agricultural use. Parts of the terrain are integrated in the Natural Park "Maritime-Terrestre" area at the foot of the volcano chain "La Sierra de Gata". There are often as many as 250 vehicles on site and in a normal year some 200 million kilometers are clocked up. The ‘Michelin’ company are fully aware that they operate in an area of great importance as regards the natural habitat of a wide range of unique plants and every type of animal from wild boars, lizards and snakes that inhabit the surroundings. They work closely with conservationists to safeguard this heritage and are involved in forestation projects that cater both for the environment and stop wind causing erosion of the dust or sand tracks. Areas not in use for testing are monitored to allow for the wild life and plants to prosper and any streams surrounding the site have terraces built round them to ensure that irrigation in the mainly desert environment is maximized. Their proudest possession is a large tree known as a “dragon tree” that is over 400 years old, and of a type normally found in the Canary islands.

The managing director of ‘Michelin Spain and Portugal’, Javier Deleyto, has recently signed an agreement with the Junta de Andalucía to promote health and lifestyle courses for all of the employees. These workshops include advice for maintaining a good diet, the importance of physical exercise, and access to specialized support programmes such as non-smoking advice. Safety procedure is also a major concern with continual risk assessment and the use of good practices throughout the complex. Throughout Spain, some 60,000 new jobs were recorded in the same month. These figures were much greater than had been predicted and the EU employment body saw this rise as “encouraging”. On the other side of the coin is the potential for tourism. It is estimated that some 10 million tourists will come to Spain in this first quarter of 2013. If these expectations prove correct, this will mean a 10% increase over the 2012 period. To some extent this is because Easter in 2013 occurs in March rather than in April in 2012, so what will happen in April this year is not yet clear.

The exportation of goods is seen as a major requirement for the economy to improve. These figures in Almería province from the end of 2012 were also encouraging. Non EU exports have to be registered with documentation for customs authorities indicating the point of origin and some 900 certificates were issued by the end of 2012. The marble and stone industries were granted 210 certificates followed by 95 from fruit and vegetable producers. Pre-packed products such as meat accounted for a further 78 exports, closely followed by seed exports with 74 certificates. Cement and yeso exports amounted to 71 and fertilizers to 59. Countries outside the EU with less economic problems are seen as “target” markets and Algeria accounted for 138 of these certificates followed by the United Emirate States, Qatar, Mexico, Saudi Arabia and Brazil forming the large majority. South Africa, Thailand, Madagascar, Sri Lanka and Vietnam were amongst another 65 countries. Citrus fruits were exported to Canada and a wide range of products to Kuwait. Morocco, Algeria and Tunis are seen as very important to both trade and infrastructure expansion and their close proximity to Spain is attracting the export of technology such as renewable energy, water treatment and

This January, the Almería Tourist Board attended the largest tourist fair in this region, called “Vakantiebeurs 2013”, held in Utrecht. As with other fairs, the first couple of days are for travel agents and professionals and some 13,000 visitors were recorded. Members of the public numbered 130,000. Tourists from these countries usually spend more when on holiday than many other international tourists, and are interested in cultural heritage and the surrounding areas as much as “sun & sea”. The Almería tourist board promotes tourism throughout the province, not just Almería city, and the Spanish national “Turespaña” tourist body has a delegation office in the city of La Haya in Holland. Transport Costs From January 1st the cost of local bus service tickets has gone up by 6% as a result of increased fuel costs. Regional train services operated by the Spanish rail company ‘RENFE’ are increasing their ticket cost by 3-3.5%. For the ‘AVE’ (High Speed) train routes the discount for booking a return ticket has been increased from 10% to 20%, but for residents in Almería this will not result in a real saving unless you regularly make the journey to the nearest ‘AVE’ station. Pension Changes The month of November has traditionally been a time when the rise in the cost of living index results in a “one off” increase in pensions. In November 2012, this increase amounted to 1.9%. This payment to restore buying power for pensioners has previously been made in the following January and then the consolidated amount is subject to the

annual pension increase every year. In 2013, this payment from November 2012 figures has been scrapped. The Junta de Andalucía (the ruling body for Almería province) has decided that all pensions will rise by 2% this year, but pensioners here receive considerably less than in other communities. This loss of the cost of living increase applies to long term residents of Spain who have paid into the Spanish Social Security system long enough to receive some Spanish pension amount, as well as Spanish nationals.

Mortgage Costs The Spanish government has no control over the benchmark figure that is used to calculate mortgage interest costs that is known as the ‘Euribor’. Ten years ago the ‘Euribor’rate rose to over 5% but has been steadily falling since. In January, this reference percentage fell to just over half a percent, the lowest amount ever. For those mortgages that are subject to review every January this resulted in an annual saving of 1,200 euros in 2013 for a mortgage amount of 150,000 euros over 25 years. Some bank mortgages however may have a bottom limit above this ‘Euribor’ new level, in which case the full reduction did not apply.

Post Office Charges The cost of sending a ‘normal’ size letter or card with a maximum weight of 20 grams within Spain has gone up just under 3% from January 1st. The cost is now 37 céntimos, and for an international address within the EU the revised cost is now 75 céntimos. ‘Normal’ size means minimum dimensions must be at least 9 x 4cm.

Movistar (Telefonica) Increases Companies such as ‘Movistar (Telefonica)’, ‘Vodafone’ and ‘Orange’ who offer landline services have seen a large decrease in customers. Many consumers are opting for mobile ‘phones with the increasing availability of Internet and advanced technology and therefore giving up their landlines. The maximum cost of a ‘Telefonica’ landline rental at about 14 euros a month before IVA (VAT) has been frozen for the last five years. In 2013, an increase in the consumer price index will take effect and this will continue every year until 2016. Whether this will result in more customers cancelling their landline services remains to be seen. New House Prices The amount of IVA (VAT) on the purchase of a new property went up on January 1st from 4% to 10%. The lower rate of 4% came into force in 2011 and was then extended for 2012, but in the present economic crisis this reduction did not see a significant increase in the purchase of new properties. There was an increase in purchases during November and December in 2012 to avoid the 2013 increase in IVA, but the 10% amount is not likely to encourage purchasers to buy a new property unless non Spanish buyers decide that with the present low prices the rise in IVA is worth paying.

What’s On Concerts The Almería Philharmonic Orchestra are hosting a cycle of classical music with international artists to celebrate their 40th anniversary. A concert featuring the violinist Ara Malikian and guitarist Fernando Egozcue takes place on February 20th at 8pm, tickets 15 euros. A piano recital by José Luis Nieto of Johannes Brahms & Franz Liszt compositions is on March 8th at 8pm, tickets 10 euros. What’s On Exhibitions Indalecio Pérez, a renowned sculptor from Granada, now living in Macael, has an exhibition of 21 sculptures from 1987-2012 at El Museo Casa Ibáñez at Olula del Río until the first week in March. The sculptures can be seen inside the museum with the largest ones on the external patio area. An exhibition of 29 oil paintings entitled “Galucho- Recent works” has been extended to February 24th at El Museo Casa Ibáñez at Olula del Río. Viewing hours are Tuesdays to Sundays from 11am-2pm & 5pm-7pm.

Carnival Águilas Carnival first major procession starts on Sunday, February 10th from 6pm. The Monday event and judging of the best float or group starts at 6pm, and the Tuesday procession starts at 6pm. The final procession and closing events at the port area take place on Saturday, February 16th from 6pm to the early hours of Sunday.

The strong young man at the construction site was bragging that he could outdo anyone in a feat of strength. He made a special case of making fun of one of the older workmen. "I will bet a week's wages that I can haul something in a wheelbarrow over to that outbuilding that you won't be able to wheel back," the experienced man said. All the other older men looked on, not sure what was up his sleeve. But that didn't faze the braggart. "You're on, old man," the strapping young man replied. "Let's see what you've got." The old man reached out and grabbed the wheelbarrow by the handles. Then, nodding to the young man, he said, "All right, punk. Get in."

As I was standing in line at the airport to check in, the man in front of me was giving the ticket agent all sorts of trouble. He was demanding a free upgrade to first class or, failing that, "at least business class!" as compensation for some imagined slight. The agent was doing everything possible to please the man even though the airline had done nothing wrong. He firmly refused any free upgrades, and the customer was raising his voice louder and louder. So much so I thought the agent would call security, but no, he kept perfectly poised. He finally got the man to leave by handing him a $5 meal voucher. Then it was my turn. I stepped up, smiled at the guy and said, "I don't know how you kept your cool with that jerk." "Oh, it wasn't too hard," said the agent. "I've dealt with his type before." "I still don't understand how you managed to stay so calm when someone is yelling at you like that!" I said. "Well," he said, "you obviously know you're both heading to Denver?" "Well, his luggage is going to Dallas," said the agent with a twinkle in his eye.

The Late Shift A police officer, though scheduled for all night duty, was relieved of duty early and arrived home four hours before his normal time, at 2:00 in the morning. Not wanting to wake his wife, he undressed in the dark and started to climb into bed. Just then, his wife sat up and said, "Sweetie, would you go down to the all night drug store on the next block and get me some aspirin? I've got a splitting headache." "Certainly, honey," he said, and feeling his way across the dark room, got dressed and left. As he arrived, the pharmacist looked up in surprise. "Say," said the druggist, "I know you -- aren't you a policeman? Officer Fenwick, right?" "Yeah, so?" said the officer. "Well what the heck are you doing all dressed up like the Fire Chief?"

Phone For Service A gentleman staying at the Ritz Hotel in London finds a card offering sexual services in a telephone box on Piccadilly, so he grabs it and quickly slips it into his jacket pocket. Back at the hotel he rings the number. A lady with a silky soft voice answers and asks if she can be of assistance. ...and next... Priests On Vacation Two Priests decided to go to Hawaii on vacation. They were determined to make this a real vacation by not wearing anything that would identify them as clergy. As soon as the plane landed, they headed for a store and bought some outrageous shorts, shirts, sandals, sunglasses, etc. The next morning they went to the beach dressed in their "tourist" garb. They were sitting on beach chairs, enjoying a drink, the sunshine and the scenery when a "drop dead gorgeous" topless blonde in a thong bikini came walking straight towards them. They could not help but stare. As the blonde passed them she smiled and said "Good Morning, Father. Good Morning, Father," nodding and passing on by. They were both stunned. How in the world did she know they were priests? So the next day, they went back to the store and bought even more outrageous outfits. These were so loud you could hear them before you even saw them! Once again, settled on the beach enjoying the sunshine, the same gorgeous topless blonde, wearing a very revealing string bottom, took her sweet time walking toward them. And again, they couldn't help but stare. Again she nodded at each of them, saying "Good morning, Father. Good morning, Father," as she passed by. One of the priests couldn't stand it any longer and called after her. "Just a minute young lady!" "Yes, Father?" she said as she stopped and turned back. "We are priests and are proud of it, but I have to know: how in the world did you know we are priests, dressed as we are?" The woman smiled, bent over a bit, and pulled off her sunglasses. "Father," she said in a purr, "don't you recognize me? It's me -- Sister Katherine!"

An Unfortunate Diagnosis A woman accompanied her husband to the doctor's office. After the checkup, the doctor took the wife aside and said, "Your husband is suffering from severe, long-term stress and it's affecting his cardiovascular system. He's a good candidate for either a heart attack or a stroke. If you don't do the following four things, your husband will surely die." "What do I have to do?" she asked. "First, each morning, fix him a healthy breakfast and send him off to work in a good mood." "Second, at lunch time, make him a warm, nutritious meal and put him in a good frame of mind before he goes back to work." "Third, for dinner, fix an especially nice meal, and don't burden him with household chores."
