Christmas and Another New Year

T

he month of November is quite often the time when some businesses relocate when leases are due for renewal, or people have been looking at an expansion for 2013 that will hopefully bring them new trade.

the chance to win a huge amount of money is enough for many people to buy a ticket or form a syndicate in their place of work. Television crews will be poised to rush to the areas where large prizes have been won and interview the lucky winners.

This is always evident as regards bars and restaurants, and this year is no exception. You may well find that one of your favourite bars or restaurants has moved premises, or some entirely new ones have opened in expectation of Christmas trade. We, of course, wish all such businesses, along with existing ones, a profitable Christmas and New Year and success in 2013. Cities, towns and villages are starting to put up their Christmas lights and decorations. The economic situation has resulted in some town halls either cutting back on the amount of decoration, or limiting the period they will be on display. One or two town halls have invited organizations or schools to make up decorations from re-cycled products such as plastic bottles or other items. It is amazing what can be made from re-cycled goods with a bit of imagination and some tins of paint. The normal messages are “Felíz Navidad” (Happy Christmas) or “Felices Fiestas” (Happy Fiestas). Consumer surveys are showing that many families will be buying more “useful” presents this year, with clothes and practical items being purchased, rather than luxury items. This is of course a reaction to the economic difficulties that many families find they are experiencing. Shops are featuring discounts on a range of items that they hope shoppers will buy. Many of them hope that products like televisions or games consoles will continue to be demanded, but are offering standard domestic goods such as coffee machines, cooking ware and electrical goods that they hope will be the big sellers this Christmas. As with other years, the “El Gordo” lottery on December 22nd will be closely watched by large numbers of the population. It is anticipated that sales of tickets may be down slightly this year, but

Christmas Eve for the Spanish population, known as “Noche Buena”, is a time when families have a traditional family meal, ideally with other family members who come back to where their roots are. Small presents may be distributed but more of a token gesture. Spanish children write their letters asking for presents to one of the “Three Kings”, not Santa Claus. After the celebrations of New Year and the eating of twelve grapes in time to the midnight strokes of the clock in Madrid, together with a few glasses of Cava, the scene is set for the night of January 5th. This is the twelfth night, the day before Epiphany in the Christian calendar, and for all Spanish children the night before “El Día de Los Reyes Magos”, the “Three Kings”. Large processions with decorated floats announce the arrival of the kings, and an amazing amount of sweets are thrown into the crowds lining the streets. In major towns and cities, the processions last for a very long time and are extremely colourful. January 6th is the day when children and adults unwrap presents and see what the “Three Kings” have brought them. We wish all our readers and advertisers “Felices Fiestas!”

The usual “green” card is automatically available provided you are registered on the “padron”, the official town hall list of residents. The other “gold” card is issued where the income is below 75% of a wage or income amount called “Salario Mínimo Interprofesional” in the preceding year that you apply for the card. At the recent World Travel Market congress in London, an agreement was signed by the Almería Tourist Office and the Jerez de la Frontera Tourist board to enable the operator ‘TUI’ to start flights again to Almería and the Jerez airports. The tour operator will start weekly flights from Manchester from May 2013. The Junta de Andalucía will subsidise these flights to a total of 36,000 euros, split 50% between them and the town halls of Roquetas and Chiclana. Talks with ‘Monarch Airlines’ are expected to lead to flights from Birmingham to Almería from next May also. Roquetas hopes to receive 5,000 UK tourists in 2013, and talks are also going on with ‘NT Incoming’ who are a Russian company. Finally, ‘Sehrs’ a Scandinavian company, are also proposing increased flights into Almería next year.

The new ‘PIVE’ incentive plan to stimulate vehicle sales came into force on October 1st. It allows for a minimum grant of 2,000 euros off the price of a new vehicle when a car over 12 years old is scrapped, or a van over 10 years old, depending on the type of fuel. The plan is designed to last until March 31st 2013, or until the 75 million euros available for grants has been allocated. Unfortunately this plan has not met with the increase in sales predicted, despite some vehicle manufacturers offering additional deals. Sales of new vehicles subject to this discount have only resulted in an average sale of 10 new vehicles per week in Almería province. In October, the sales of new vehicles with or without this plan only amounted to 449, some 26% less than in 2011. The only sector that is recording good sales relates to second hand vehicles where 19,000 sales have been recorded this year compared to 5,000 new sales. The economic crisis is given as the reason for the lack of present interest in the new ‘PIVE’ plan, as obviously second hand cars are cheaper than new ones. The average age of vehicles on the roads in Almería province, some 320,000, works out as being 10 years old, according to statistics from the department of vehicle registration.

The “Centro Gran Plaza” at Roquetas, built in 2003, was the subject of a dispute from the day it opened. Claims that it was twice the size originally planned led to a judge in the Almería court declaring that it was actually illegal but should be allowed to stay open “in the public interest”. A Supreme Court decision has just been made public that considers that the shopping centre is in fact legal and overturns previous court decisions including the Almería ruling. 3,000 direct and indirect workers are involved in the day to day running of the centre. This decision has of course been greeted with delight by Roquetas town hall. They say the ten year wait for the recent ruling was partly political, but needed to be resolved.

Underground Stations or Lines Almería city has been pushing hard to try and make sure that when the “AVE” high speed train finally arrives most of the lines will be underground, and also extended by this method to the port. The Spanish Ministry of Transport has now advised Almería city, Lorca and other places where underground plans are being discussed, that they will not finance such schemes themselves. They state that the individual cities and their autonomous region governments (in the case of Almería, the Junta de Andalucía), must fund these projects themselves. The Spanish Government have promised a substantial expenditure every year to implement the work to link most parts of Spain via the “AVE” projects. Part of the change of mind is because if large areas of surface land are released after an underground project, the land can be sold off for housing or commercial use, and the income then goes to the individual city.

Omar Sharif Award In recognition of his work in films, and in particular the 50th anniversary of the making of “Lawrence of Arabia”, an award was given at the short film festival this December in Almería city. Omar Sharif was awarded the honorary prize called “Almería, Tierra de Cine” (Almería, land of films), and also a pavement “star” in his honour will be placed in front of the Teatro Cervantes building, in line with the venture to create a series of such pavement stars, along with a sign explaining the attributes that various artists have made to the film work done in Almería province. The Egyptian film star is now 80 years old. Winner of seven ‘Oscars’ and costing 20 million dollars 50 years ago, ‘Lawrence of Arabia’ is still considered one of the most important films ever made world wide. The town of Carboneras was used to depict the town of Akaba in the film, apart from other filming in Almería province and Seville.

Focus on Local News continued General Satisfaction Since 2003, patients receiving medical care or diagnosis where a severe illness is present, or treatment has associated risks, have the right to a second opinion. This can be made by contacting “Salud Responde”, the health service administration available through ‘phone calls or emails, or by application at any health centre. In Almería province since 2003 only 370 such requests have been made, one of the lowest numbers in Andalucía. In Jaen, some 400 such requests are made every year. This low number is put down to the general level of hospital and consultant care in Almería province, not through any reluctance to ask for second opinion. 25% of requests relate to cancer treatment. In 85% of requests the second opinion confirmed the original diagnosis or treatment proposed.

The painting of John the Baptist was proved by an analysis of the coating and pigment to be an original, part of a set of three paintings by the same artist, with the other two examples being in a monastery in Spain and a Venice gallery. The age of the painting was therefore revised as being made about 1550. Eventually the original image was revealed to have twelve layers of paint and varnish, a restorer’s nightmare. The painting is now on display in the Prado museum in a special exhibition featuring the other two paintings, and a total of 40 works by this artist.

Virgen del Mar The private hospital, Virgen del Mar, in Almería city has been incorporated into the group of nine private hospitals run by the company “Vithas S.A.” They plan to invest 6.5 million euros in an expansion project for 2013. 5,000 m2 of new areas are destined for consultancy rooms and an extension to the maternity wing. A 1,000 m2 area will be built for use as a physiotherapy unit for children and adults. A further expansion at a cost of 2.5 million euros is planned for 2014. The group intends to finance projects each year of 7% of their income, amounting to 15 million euros, in expansion projects throughout the group.

Cantoria Painting In 1872, the Spanish Prado museum decided that a painting in their possession was by an anonymous Madrid artist from the 17th century, and eventually it was hung in Cantoria in the parish church, where it remained for 121 years. The condition of the painting deteriorated and eventually was almost impossible to see in detail. Miguel Falomir, a conservation expert at the Prado, decided four years ago that the painting might well be by the famous Italian artist Titian and it was taken back to the museum for restoration. The painting was in such poor condition that restorers wondered if it would ever be possible to strip off all the dirt and varnish.

“Grammy” Awards David Bisbal, the singer and composer from Almería, has been awarded his second “Grammy” award in Las Vegas for his album “Una Noche en el Teatro Real”. The album has gone triple platinum in Spain, and received a golden disc award in Mexico, and is a compilation album remembering his success over the last ten years. Paco de Lucia, the famous flamenco singer now aged 64, also received his second award for his work in promoting the art of the flamenco tradition. Davis Bisbal has announced that after his present world tour he will have a year off major performances to recharge his batteries and concentrate on his recorded music career.

More Mojácar Unrest Although quite early for the publishing of 2013 budgets, Mojácar town hall has published theirs. The estimated expenditure is just over 11 million euros. The mayoress Rosa María Cano and her ‘PP’ councillors have an absolute majority in Mojácar but opposition

councillors from both the ‘PSOE’ and ‘Mojácar Positiva Se Mueve’ are very critical of the budget. Manuel Zamora from the ‘PSOE’ has highlighted the fact that 7.4 million euros is given as income from the “IBI” (council rates) amounts, but this assumes 100% of the municipality pay up. He considers that this is entirely fictitious. Jessica Simpson for the ‘Mojácar Positiva Se Mueve’ party also complains that some 90,000 euros income is predicted from fines, such as from illegal ‘botellónes’ (street drinking) offenses and excessive noise penalties and other fines. She considers that this anticipated income is very high, and cannot be considered as a guaranteed income. 400,000 euros is anticipated from the vehicle tax due in 2013, but again this is if everybody pays. Manuel Zamora says that in previous years the average income from this is only 60%, and never 100%. Opposition councillors consider that in the present financial and economic restrictions such income cannot be justified.

Pensioners’ Holidays ‘Imserso’ is a Spanish organization that arranges subsidised holidays for senior citizens. Government cut backs have had to be made to the budget for

2012-2013 but Roquetas and Mojácar will receive 76,000 nightly stays. This figure is more than the Costa del Sol hotels and hoteliers in this area are very pleased that this number of beds has been approved. Most town halls offer similar holidays for their inhabitants and a typical cost is 143 euros for an 8 day stay and 357 euros for 15 days, with full board. The arrival of these senior tourists has already started and will continue until next May. Bars and restaurants consider that there is not much income from this sector but it keeps hotel staff in employment over the winter. 13 hotels spread between Roquetas and Mojácar are involved. The total budget for all areas is 75 million euros compared to 102 million euros in the 2011-2012 period.

Arboleas Bilingual Nursery A new nursery opened in Arboleas on November 30th with capacity for 30 children up to the age of 3. The novelty is that all children will be schooled in both Spanish & English. The nursery is being run by ‘El Saliente’, an organization that specialises in education and has nine other centres throughout Almería province. The nursery is designed to help English children learn English as well as Spanish, so

Mojácar Municipal Bowling Greens The Almería county council have approved the Mojácar plan to open a municipal bowling green area. The Mojácar mayoress Rosa María Cano considers that the facility will be of great benefit to residents or visiting tourists, particularly from the UK. The cost of the construction is put at 125,000 euros with a build time of 3 months. The work will now be put out to tender.

Early Retirement

Mojácar Honour Carlos Cervantes, an ex-major of Mojácar, has been awarded the category of “Indalo de Oro”, a golden ‘Indalo man’ on a wooden base. The award is given to persons who have made a special contribution to Mojácar. Carlos is credited with being the main instigator of the “Moors & Christians” fiesta that is now some 25 years old. The first celebration was on the 500th anniversary of the treaty signed in Mojácar between the Moors & Christians in 1488 and in the following years it grew steadily in size and popularity, to become one of the big highlights of the summer. Attempts are now being made to have the fiesta incorporated in the Unesco catalogue of special traditional activities in Spain. The presentation caught Carlos Cervantes by complete surprise, and was made during a programme being filmed by the television company “Canal Sur” who chose Mojácar for one of their programmes about different towns in Andalucía.

The Spanish government and the department of Social Security have published the details of a new system of payment for those persons who take early retirement. If a person has paid into Social Security for less than 38 years 6 months and takes early retirement between the ages of 61 and 65, their pension is reduced by 30%. This results in a pension of 700-1,000 euros per month. If a person has paid in for more years, the reduction in pension is 26%, resulting in a pension of 740-1,100 euros. With the life expectancy in Spain of 80 years for a man and 84 years for a woman, considerable savings will be made on Social Security pension expenditure when this system is implemented. been analyzing the economic situation of all Almería province families. The main conclusion is that 53% of this population, some 372,000 in all, are at a level of income they consider “precarious”, with a total income of less than 1,000 euros per month. 66,000 families are without any income or subsidies. The provinces of Huelva and Córdoba have slightly worse figures, but in Andalucía as a whole, some 484,000 persons in 2012 have gone into the category of less than 12,000 euros annual income since 2007.

Discounts of 80% of the official land value, 63% on partly constructed properties and 32% on completed properties are promised, although it is anticipated that some uncompleted projects where only a small amount of work has been done, may be demolished. The Spanish government have put forward the proposal that properties taken back by banks for mortgage debts may be made available to evicted families on a peppercorn rent, but how this will work out in practice has not yet been investigated.

Spain’s Toxic Bank From December 1st, debts owing to banks by promotors or developers that have gone bust, or there is little chance of any repayment, have been transferred to a “toxic” bank, given the initials “Sareb”, (Sociedad de Gestión de Activos). The start up of this group has mostly been dictated by Brussels, who consider that it is essential that banks must be able to function normally, without this mountain of debt. It is hoped that private investors will take out shares in the new group, or buy large amounts of the properties as long term investments. The group are promising an interest rate of 15% over 15 years. It is considered that 95,000 properties and 13 million

Fast Track Resident Permits? The Spanish government has floated the idea that purchasers of properties by persons not in the EU might be fast tracked. At present there are a number of hurdles for such persons to obtain first of all a visa from the Spanish consulate in their home country, and then meet fairly stringent requirements for a resident permit. They are thinking that this may encourage Chinese or Russian people to buy property. This proposal may not be approved as only recently, the largest anti-mafia operation in Spain, on the outskirts of Madrid, involved a large number of Chinese traders. There has also been a

Focus on Local News continued recent series of raids on a Russian organization that brought Russian women to Spain and then forced them into prostitution. The organization was said to be perfectly set up, and the leader of this ring was not apprehended at the time of the raids. Clubs in Almería and Roquetas were involved in this latest swoop, amongst other towns and cities. The express resident permits would apply to the purchase of a property for more than 160,000 euros, and if passed would be in force for two years.

Credit Cards ‘Mastercard’ has just completed a survey in Spain where 12,000 persons over the age of 18 were questioned about their use of credit and debit cards. 40% of those questioned stated that they were too worried about getting into debt to use credit cards. 23% however said that they would use credit cards up to a limit of 5,000 euros. The use of debit cards was much preferred by a majority of users, as these cards are considered less risky, when payment is taken straight away. The average use of these debit cards worked out at just under four times a month, at an average amount of 228 euros. Persons using credit cards use then on average three times a month, but the average amount put on credit cards had dropped in 2012 to 300 euros compared to 340 euros in 2011. Taken overall, the use of debit cards is about twice that of credit cards.

Flood Payouts The ‘CCS’ insurance compensation body who have assumed the insurance risk for victims of the September floods have settled 45% of the claims submitted up to the 20th of November and paid out 14 million euros. This accounts for 13,000 of the

29,000 claims in the system. 5,500 claims have come from Andalucía and 4,000 of these from Almería province. At present, the total payout is predicted to be 197 million euros comprised of damage to 17,000 homes or community owners, 7,200 vehicles, 4,000 offices or commercial premises and 660 industrial concerns, along with municipal facilities damaged. The consortium assume the insurance risk and pay out accordingly when a home, vehicle or other premises are fully insured but the individual companies decline to pay out because of the “extraordinary floods”. There is a certain amount of compensation available to persons or businesses with no insurance cover. Local town halls or legal services offices should be approached regarding the possibility of claims in this respect.

Motorway Repairs A figure of 4.7 million euros is being earmarked for motorway repairs on the A7 in Almería province following the exceptional floods last September 28Th. Some repairs have already been completed but remaining work is being carried out as a priority. In Murcia province where major damage occurred at Puerto Lumbreras and Lorca the figure for repairs is given as 6.4 million euros. Temporary repairs to ensure the A7 motorway could open to nearly normal traffic will be made permanent.

Transplant Flights Spain is one of the world’s leaders in transplants and in 2011, a total of 4,218 transplants were carried out from 1,667 donors. These figures were 12% up on 2010 and it is expected that this number will be surpassed in 2012 by a similar amount. Almería hospitals are at the forefront of these procedures

There is no uniformity throughout EU countries regarding speed limits. In Germany, there is no restriction on motorways but 130km/hr is recommended. In Poland, the limit is 140km/hr, but in France, Italy Holland and Denmark the limit is 130km/hr. The UK limit that translates as 112km/hr is one of the lowest. Ana Fariñas has decided that no evictions will be made until an EU court rules definitively on whether Spanish mortgage terms are abusive. The Barcelona judge asked for an EU tribunal ruling as to whether this was “abusive”. Amongst other issues referred to Brussels is the interest charge on the debt in this particular case of 18.75%. A judge in Almería has stated that they are studying this decision by the judge in El Ejido, and are considering their own action. s we move into 2013 there are many projects being worked on in Spain and Almería province that will become a reality soon, or will now be marketed. At Cantoria, ‘Consentino’, the multi national marble and synthetic worktop company, have arrived at the stage where they will soon be marketing their new “Dekton” synthetic surface. This has cost 91 million euros in research and development and can be used in kitchens and bathrooms, like other surfaces they offer. Alternatively it can be used for industrial flooring, work surfaces in industry and facades of buildings. Their new factory and production area of 600,000 sq mts will give immediate employment to 110 workers and a host of indirect companies and labour. In Málaga, at the ‘AVE’ high speed train station, engineers have perfected a system to obtain electricity from the energy expended when the train brakes as it comes into the station. This energy is used to charge up four electric vehicles and has great potential to be extended further. Cities use 40% of the energy produced and generate 80% of carbon dioxide gas. Intelligent heating systems are being developed in Barcelona to both increase thermal efficiency and regulate heating and airconditioning systems without conventional thermostats for large areas such as industry and shopping centres. In Granada, transparent photo synthetic electrical panels are well on the way to being commercialized, and can replace windows in large buildings, giving much greater insulation benefits and electrical output as well. In Pais Vasco, “intelligent” street lighting controls can sense movement of people and vehicles and dim or brighten the illumination on demand, saving large amounts of urban electrical requirement.

The Cost of a Gluten Free Diet

P

ersons who have a severe reaction to gluten in normal food products, that can cause a major inflammation of the intestine, are allergic to a protein found in a very large number of foods. This is also known as celiac disease or wheat allergy. Gluten is composed of a “gliadin fraction” (alcohol soluble) and a “glutenin fraction” (only soluble in dilute acids or alkali). The only sure solution for these sufferers is a gluten free diet. Only 1% of the population suffers from this intolerance, but twice as many women as men. Items such as chocolate, yoghurts and chorizo do not normally contain gluten, but as many as 80% of other products contain gluten, or are manufactured with gluten content as part of the composition. Many soups, desserts, manufactured meat products, many compositions of sweets and snacks, and most flour products contain gluten. Sufferers have to study the often very small print of products to see if gluten is present. Alternatively they have to rely on a wide range of products that are manufactured or designed to be gluten free. A selection of foods containing gluten

Because there are such a small percentage of sufferers, products are not cheap. The Spanish Association of Gluten Allergic Persons has carried out surveys that show the additional cost is 300% or more “on average”. ‘Mercadona’ offers a good range of gluten free goods because one of the

daughters of Juan Roig, the majority family owner of ‘Mercadona’, is gluten allergic. They have worked hard with physicians and food experts to offer 750 gluten free products, clearly marked. The Andalucían Association of Family Doctors has consequently awarded ‘Mercadona’ a five star rating for their solutions. A loaf of bread costing just less than 3 euros becomes 11 euros for the gluten free type, nearly 400% more. Pasta spaghetti can be bought for less than 1 euro 50 céntimos, but the gluten free version costs 9 euros, 640% more. ‘Croquetas’ sold for about three euros 50 céntimos, cost just less than 13 euros for the gluten free one. You can argue that a glass of beer is not an essential item, but a gluten free one costs 7 euros. The cost of a gluten free essential diet of 2,000 to 2,300 calories costs an extra 130 euros a month, so 1,500 euros a year. Many EU countries subsidize gluten free products including the UK, France and Italy; but not Spain at present. The recent rise in the IVA (VAT) on processed or treated foods now means that these products carry 10% IVA. The Almería Association of Celiac Victims, ‘Aspeceal’, has been working with the Spanish government to try to reduce the IVA, and straight away gluten free bread has been reduced to the 4% levied on normal bread, along with gluten free flour and breakfast cereals. A bill being considered in the Spanish parliament has the proposal that all gluten free products should only attract the “super reduced” rate of 4%, as this condition is not a “food fad”, but a genuine health problem. As manufacturers produce larger quantities of “gluten free” products the price will come down. Bread crumbs at present are 800% dearer and all pasta products are 500-600% more. The ‘Aspeceal’ association has also been working with the charity organization ‘Caritas’ so that any gluten free products that are just at their sell by date, or not technically “fresh” are given to ‘Caritas’ by supermarkets as the social standing of the poor is as much affected as the rest of society by the gluten allergy.

So Now You Know... Christmas Carols The English word “carol” comes from a mediaeval French word “carole” and is a song that was sung whilst dancing in a circle. From about 1350 they became associated with religious events such as Saints’ days. An English court song-book from 1480 contained a section for carols with verses and a chorus. Carols then seem to have died out until the 18th Century when most of the traditional carols were written, and became exclusive to Christmas. Carol singing then became associated with outdoor events, including dancing round a religious statue, and later a Christmas tree. Going “carol singing” became a normal Christmas event. Christmas Turkeys Turkeys were a poultry that was easily bred and not as tough as chicken rooster meat. Normal chickens were kept for laying eggs, and beef as a cooked meat was thought to be wasteful as cows gave milk. In the 17th & 18th centuries, venison was a popular special food but you had to go out and hunt it. Eating turkey in the UK came from the traditional thanksgiving meal of turkey in the US. In Britain, serving geese, swans or even peacocks had been popular but swans tasted fishy unless fed specially on corn. Eating turkey became the normal Christmas day lunch event. Christmas Holly Holly was associated with the winter solstice that occurs about December 21st. The days then get longer and when the holly produced berries it was believed that the “Holly King” had triumphed over his brother who had made all other tress shed their leaves. The sharp pointed leaves were taken into houses and this was because evil spirits could not come in with the holly, but good luck fairies could. In Roman times, statues of Satan were decorated with holly and when it became a Christmas item the church leaders were not amused. Eventually, holly became a standard item for decoration at Christmas and considered “good luck”.

Mistletoe Mistletoe is a parasitic plant that only grows on other trees. Legend states that Balder, son of Frigga, who was the goddess of love and beauty, was killed by an arrow dipped in mistletoe poison. Frigga mourned so deeply that the berries are said to have turned from red to white with her tears and the Gods made Balder alive again. Druids believed that mistletoe cured diseases and in Europe and Asia, mistletoe extracts were credited with curing arthritis, rheumatism, hypertension and mild epilepsy. Where kissing under mistletoe came from seems to be unknown, but a young man could remove a berry for the right to have one kiss. Christmas Celebrations In many countries including Spain, people go to church on Christmas Day but the giving of presents was always later, usually on January 6th, said to be the date when the three kings arrived in Bethlehem and gave Jesus their gifts. In Russia, Christmas is celebrated on January 7th because the Russian Orthodox Church use the old “Julian� calendar for religious events. Advent, the time leading up to Christmas, is used as a time of celebration for a set number of days, and it has become popular for advent calendars to be used, with a little box for each day. Children like counting off these days and sometimes get sweets or a little treat. Christmas Tree Lights In Puritan times, Christmas was banned altogether but then slowly became revived. Queen Victoria was encouraged by her German husband Prince Albert to decorate trees, then traditional in Germany. In 1882, an assistant to Thomas Edison started developing waterproof outdoor lights, and decorating large Christmas trees in public towns and cities soon caught on. The first outdoor Christmas tree with lights is reputed to have been in Boston, USA in 1912. People loved these lights as they were a focal point in stark contrast to the drab weather and darkness. Gradually, with minia -turization, small lights were used in private houses.

Some Help for Christmas

F

or a minority of persons facing eviction from their homes after falling into grave arrears with their bank mortgages, a new decree means that this Christmas and next they will not be evicted.

died, after a judge granted an eviction order. This eviction order was not from a bank but was because of rent arrears, but his plight was compounded by mental health problems.

Growing outrage against the banks, not just from the general public but increasingly from judges and courts, apart from ant-eviction pressure groups, has led to this sudden government action. Many critics say this is not of much help, and it does nothing to stop the problem where evicted families still have to pay their debts, compounded by large interest payments that are never going to be paid. Unfortunately it took two suicides to turn anger against the banks into general fury and precipitate government proposals to mollify evictions. Miguel Domingo, aged fifty-four living in Granada, knew he was going to be evicted for becoming a bank debtor but an hour before an official from the bank and police were due to evict him he hung himself. Family members stated that he was apparently too ashamed to tell them the severe problems he was in. Only two weeks later, Amaya Egana, a fifty-three year old wife and mother, jumped from her fourth floor apartment in Bilbao as police and officials were entering her block to evict her. A former councillor, mortgage debts and interest had soared to 200,000 euros. She left behind a husband and twenty-one year old son. Even on the day the new decree came into force on November 16th another fifty-year old man leapt from his second floor apartment in Córdoba and

A judge at the scene of Amaya Egana’s suicide publically stated, “This cannot be allowed to go on, this could have been almost any one of us; the time for just talking is over!” The Spanish Economic Minister says that the number of evictions from a main home during the last four years is “only” 15,000 at most. Figures from central courts paint a different picture. A total of 350,000 eviction orders issued since 2007, when you take into account second homes, business premises, garages or ownership of land as well.

The new decree paralyses imminent evictions for a period of two years until November 16th 2014. Critics, and the ‘PSOE’ party in opposition, ask, Demonstrations against evictions “What will happen then?” The government had hoped to come to an all party agreed proposal, but neither the ‘PSOE’ nor other parties in opposition would accept that the current regulations were anything but a “patch” for various reasons. The ‘PP’ government have stated that further proposals may be introduced, but not at present. The new anti-eviction decree has a lot of conditions. It only applies to a bank mortgage, not a mortgage from a third party, such as those obtained from a developer or promoter. Judges promptly said that this was too narrow and made no sense. The reality

is that this decree stops some evictions, but the debt continues with added interest over the same two year period. This October, the ‘PSOE’ party proposed legal reforms to stop debts multiplying every year and called for a complete examination of mortgage terms, and penalties. They and other associations of judges and pressure groups believe that only comprehensive changes in mortgage terms, not just for new mortgages, will have any real effect. They strongly criticise banks that during the boom years valued properties too high, and then lent 100% amounts, without any compulsion. Under the new decree, a family who may be eligible for eviction delay has to have a maximum income of under 19,000 euros per year, and their mortgage payments must be more than 50% of their income. Apart from this, the family must have a minimum of three children, and so count as a multiple family. The ‘PSOE’ say, “Why 19,000 euros, it needs to be much more, and why are two children families excluded?” Judges have stated that they are quite capable of hearing eviction requests and deciding what are the sensible parameters. A family with a member suffering from more than a 33% disability may be eligible, but a single parent family has to have two children, not just one child, to qualify.

The new code of practice introduced a few months ago deals with the suspension of a mortgage when a person or families go to a bank and say that their income is not sufficient to pay the mortgage, or that the mortgage is totally ludicrous compared to the present value of the property nowadays, and they are going to be in negative equity for years. This possibility called “La dación en pago” can be granted by a bank and the mortgage is then stopped, the property reverts to the bank, and all future debts are cancelled. It is at present only a code of practice, and no-one has an automatic right to do this, unless their bank agrees. Activists camped outside the head office of ‘Bankia’ in Madrid for over a month, have collected 650,000 signatures for a petition calling for this possibility to become a right. Meanwhile, the “College of Lawyers”, that all lawyers have to belong to, has issued a nine page letter or “solicitud” that any person faced with eviction can obtain free, fill in their particular details, and present at any court proceedings. A judge in Barcelona has referred Spain’s existing mortgage laws to an EU tribunal stating that they violate community laws. The petition has been accepted, and a ruling will be made eventually. Seasonal Snippets! New York always has a very large Christmas parade, with lots of decorated floats. In 2011, police along the route were very surprised when one of the floats suddenly overtook another and then went off up a side street nearly knocking Christmas shoppers over, and swerving from side to side. They called for a squad car who found the float wrapped round a lamp post and a street sign two miles away from the official route. A very drunk Father Christmas was staggering around, grinning happily at passersby. It turned out that various people along the route had offered him brandy and whisky as it was such a cold day. They let the man off with a caution, but told him he must pay for the damage he had caused!

George Gibbs, from Columbus, Ohio, had to be rushed to hospital on Christmas day suffering from second-degree burns on his head. A very cold Christmas morning, he could not start his car and needed to collect his parents for a meal out. George diagnosed the problem as a frozen fuel line which he thought he could correct by running warm petrol through it. He decided to achieve this by heating a two-gallon can of petrol on his gas stove in the kitchen for transfer to his petrol tank. Neighbours called 911 when they heard the explosion.

Freddie and John were fortunate enough to have a season ticket to watch Chelsea. They could not help noticing however that there was always a spare seat next to them and they had a friend who would love to buy a season ticket, especially if all three could have seats together. They tried to buy the ticket but were told it had been sold. The seat was empty week after week until Boxing Day. They had to ask the man sitting there, “Where have you been all season?” The man replied, “Don’t even ask! My wife bought the ticket last summer, but kept it for a surprise Christmas present!”

Martha was bought a top-ofthe-range microwave oven which her husband gave her as an early Christmas present. After mixing the Christmas pudding, with all the family giving a traditional “stir”, she decided to use her microwave. The ten minutes cooking time seemed quite wrong to Martha, so she set the timer for 50 minutes, and went out. When she returned there was just a black ball, smelling of burnt sugar. Her husband had to prise it off the base plate with a screwdriver! Martha threw it into the garden in anger where their dog played with it for months, as it was far too solid for him to get his teeth into it.

Police in Nottingham were called to a private house with a good sized Christmas tree on the lawn outside. The Christmas tree is one of the most iconic symbols of the holiday season, and it was not a spoil sport who had called the police, but a woman who said she had walked by, smelled something strange, and realised the tree was made of giant cannabis plants. The house owner said he was trying to spread Christmas cheer, and assumed the people who realised what he had made the tree of, might like to take some of the smaller branches home! Police tried arresting the man, but he told them he had “found” the plants at a neighbour’s house, and they did not really belong to him at all. In the end the police let the man off, but confiscated his tree!

Late home after a night out, a youngster attempted to climb into his young person’s home. He did not to want to wake other residents in the Judson Center social services agency; also he had broken his curfew and wanted no trouble. He climbed onto the roof, and down the chimney. After he got stuck and hollered, police were called, and then the fire brigade from Royal Oak, Michigan. They got him out suffering from cuts and bruises and inhalation of soot. It just happened to be Christmas Eve!

How much does your boot hold? Don’t tell me that it is 551 litres just because you have seen the new Skoda Rapid specification, or 426 if you are looking at the new Peugeot model (that also boasts a dashboard of “wood”, made from recycled newspapers, presumably ‘Le Monde’). Clever use of the tilting rear seats in the Peugeot Electric Partner van is supposed to increase the available space by 400 litres. So what idiot decided that boot space should be in litres? Was it a bored Microsoft engineer, late on a Friday afternoon?

A boot with lots of litres! If I go to get some more diesel at the pumps because the orange light has been on for several days, can I ask for half a cubic metre to be put in the tank? I think not! Fuel such as petrol and diesel is rightly sold in litres, because it is a liquid. If I go to the supermarket to buy some drinking water, do I expect to see shelf stickers that say it is 1 euro 50 céntimos for 6 kilos? How much water would that be?

Another boot with plenty of litres! If I buy a flat pack from ‘IKEA’ that may not fit my boot anyway, can I ask the smiley sales staff how many litres it will take up in the boot? Don’t s’pose they’d know or care! Car boot size used to be measured in feet or inches, or cubic feet, so you had a fair idea whether the new washing machine could be inserted,

and I fully accept that nowadays such measurements will be in metres and centimetres, or some description related to cubic metres. So I ask again, where did litres come from as a measurement of size?? Even when bragging at the pub that size matters, you can’t state that yours is one eighth of a litre. Potential dates would just walk away!

What’s On Concerts María José Santiago a famous Andalucían singer brings her show “La Zambomba de Jeréz a Báilan” to the Auditorio Maestro Padilla in Almería city on December 14th at 9pm. The concert includes traditional carols within a flamenco performance celebrating Christmas. Tickets are 15 & 20 euros with proceeds going to the Spanish Association against Cancer. “Superbubmarina”, a four man rock group perform their new album “Santacruz” on December 20th at 9.15 pm, at the Auditorio Maestro Padilla, Almería city. Tickets from 12 euros. Almería Municipal Band and the Dromoscopio Theatre Company perform “The Happy Prince”, based on the Oscar Wilde story. This family entertainment is being staged on December 23rd at 12 noon at the Auditorio Maestro Padilla in Almería city. Tickets are 4 euros.

Mojácar municipal band performs a Christmas concert on Thursday, December 20th at 7.30pm in the Mojácar Pueblo parish church. ‘Parrandboleros’ are a large Latin American choir and orchestra and are in concert on December 13th at 9pm at the Huércal-Overa Teatro Municipal “Villa de Huércal-Overa”. Tickets 10 euros.

The ‘Rondalla’ mandolin and guitar orchestral group perform their annual “Sol y Luna” concert of Christmas music on December 21st at 8pm at the Covento de la Victoria centre, Vera town.

The Mojácar Anglican Church Christmas Fair is moving to a new location this year and will be held on Friday, 7th December at 10:00 on the Levante Car Park (between the Levante Cafe/Bar and the Riding Stables). The Albox Travel Club is a new organization following changes in the way funds are collected for the Albox Royal British Legion. The club is being run independently but all profits from the Club will be donated to the Albox Branch of The Royal British Legion. Day trips and short breaks are being offered with different prices for Legion and non-Legion members. They have taken over the Christmas trip to Benidorm originally arranged by the Albox Legion together with new trips. The first trip will be on 26th March 2013 and will be a day trip to Lorca and Espuna. It will consist of a guided tour round the historic town of Lorca seeing some of the important sites. A lunch break (lunch not included) followed by our guide taking us to Sierra Espuna National Park and passing the town of Aledo. A Chinese Christmas

A lady lost her handbag in the bustle of Christmas shopping. It was found by an honest little boy who saw she lived just round the corner from his house and returned it to her. Looking in her purse, she commented, "Hmmm.... That's funny. When I lost my bag there was a 20 euro note in it, now there are four five euro notes." The boy quickly replied, "That's right, lady. The last time I found a lady's purse, she didn't have any change for a reward!"

One beautiful December evening, Huan Cho and his girlfriend Jung Lee were sitting by the side of the ocean in China. There was a romantic full moon, and Huan Cho said, "Hey baby, let's play Weeweechu." "Oh no, not now. Lets just look at the moon", said Jung Lee. "Oh, c'mon baby, let's you and I play Weeweechu. I love you and it's the perfect time," Huan Cho begged. "But I would rather just hold your hand and watch the moon." "Please Jung Lee, just once... play Weeweechu with me." Jung Lee looked at Huan Chi and sighed, saying, "OK, we'll play Weeweechu." Huan Cho grabbed his guitar and they both sang…….. The Mistake Last Christmas, grandpa was feeling his age, and found that shopping for Christmas gifts had become too difficult. So he decided to send cheques to everyone instead. In each card he wrote, "Buy your own present!" and posted them early. After the festivities he noticed that he had received very few cards in return. Puzzled over this, he went into his study, intending to ring a couple of his relatives and ask what had happened. It was then, as he cleared off his cluttered desk that he got his answer. Under a stack of papers, he was horrified to find the cheques he had forgotten to enclose with the cards!

The Service It was a cold and misty Christmas morning in the very depth of winter after a heavy fall of snow and only one farmer on his tractor and the minister managed to arrive at the church for the morning service. “Well”, said the clergyman “'I guess there's no point in having a service today.” “Well that's not how I see it,” said the farmer. “If only one cow turns up at feeding time, I still feed it so let’s have the service anyway!”

The Tree Seller Marianne was shopping for a real tree. The deciding factors when shopping were always, “I know what I want”, “It is got to fit the room”, and in this case, “No crooked tree for our house!” The man selling the trees was getting more irritated by the minute, as she rejected tree after tree. She kept asking, “How about that one over there?" Finally she chose one but asked for six inches to be cut off the stem. When the tree seller had fetched his saw and cut the stem down, Marianne started looking again as her brother had asked her to get him a tree at the same time. The man got furious, shouting “Lady, it’s too late to change your mind again, I’ve cut it down for you!” Marianne blurted out, “You don’t understand, I am looking for my brother!” The tree seller replied, “Well, you certainly won’t find him here, you’re wasting your time looking! Stop turning all the trees over again!”

...and next... Blonde Christmas Story Two blondes decided to go on a trip into the forest to find a Christmas tree. They walked round for three hours in the very cold weather and had several frightening times when they thought they heard wolves howling. Eventually one blonde said to the other one, “I’m chopping down the next tree we find! I don’t care whether it is decorated or not!” Dear Santa, I rarely ask for much. This year is no exception. I want to be able to slap Martha Stewart. We're tired of Martha showing us how to make centerpieces from hollyhock dipped in 18 carat gold. We have to whip up Martha's creamy holiday sauce, spiced with turmeric. Not only does Martha avoid take-out pizza (she's only ordered it once), she refuses to eat it cold (No cold pizza?). When it was pointed out that she could microwave it, she replied, "I don't have a microwave", in a very disapproving voice. Martha says, "Last year, I made amazing silk-lined scarves for everyone!" Yuk! After she bought whitefleshed peaches in the supermarket, Martha said, "People saw me buy them. In an instant, they were all gone." I hope Martha never decides to jump off a bridge! A guest in Martha's home told how Martha gets up early to rollerblade with her dogs to pick fresh wild blackberries for breakfast. Teaching the dogs to rollerblade! What a show off! Please grant me this wish, unless you want to slap her yourself!

Christmas Cheer Shortly before Christmas, a business man was anxious to get home. The business trip had been grueling and he was not in a particularly good mood. The airport loudspeakers blared Christmas carols he was sick of hearing. He thought their decorations were tacky. The worst decoration, he thought, was the plastic mistletoe hung over the luggage scale. Being in a grumpy mood, he said to the woman at the counter, "You know, even if I weren't married, I wouldn't kiss you!" "That's not what it's there for," said the attendant. "It's so you can kiss your luggage goodbye." The Complaint Letter Now look Santa, I didn’t get to bed until 2.30am as the kids presents needed wrapping, and they woke me up at 7am. If you had eaten the mince pie I left, the dog would not have been sick all over the lounge carpet. Of course I needed to get up anyway to start making Christmas lunch. After lunch my mother gave me a single-cup coffeemaker, but so did my husband, so now I have three – with the one I had already! Please exercise more responsibility towards me next year; otherwise I will put barbed wire up the chimney! Christmas is supposed to be fun!

Three Wise Women Do you know what would have happened if there had been Three Wise WOMEN instead of Three Wise MEN? The WOMEN would have: asked directions, arrived on time, helped deliver the baby, cleaned the stable, made a casserole, and brought practical gifts like diapers!
