I
n our last two issues we have detailed how Banks now have to pay back money they collected in from “floor-rate” minimum interest clauses in their mortgages, and probably expenses for setting it up. This month we explain in an article how a special tax called “plusvalia”, which has to be paid when a property is sold, may well have to be refunded if a property has been sold at a loss. We explain in another article how the cost of electricity we use can be reduced.
This year, Easter Thursday and Good Friday are on April 13th-14th, so Easter Sunday is April 16th. Major religious processions take place in which statues are carried from churches round the streets. In Almería city it is a very large event with different groups that goes on all week leading up to Easter Sunday. Many of the statues are on very large intricate platforms, and hosts of men carry them around. Street signs or bollards are removed where turning corners is a problem. In the News A Very Slow Train In an article, we deal with the almost nil progress in work on the AVE (high speed train) to connect Murcia city to Almería city. As regards the next big section, from Almería city to Granada city, no work whatsoever has started. The EU are complaining that the plans for this section were approved in 2009 and since then have sat in a drawer. Where the AVE trains are in use,there is a dramatic improvement in speed and time. From Barcelona to Madrid, the AVE shoots along at an average speed of 249 km/h, and from Zaragoza to Madrid at an average of 246 km/h. The average speed from Valencia is 240 km/h, and from Alicante 225 km/h. From either Málaga or Seville the average speeds in the journey to Madrid are just over 200 km/hour. All the speeds have been tabulated in a report by a magazine, ‘Via Libre’, from 30 different starting places. The one in 30th place is from Almería to Madrid with an average speed of 94 km/hr. The journey time was fairly recently reduced by 5 and 23 minutes depending on which train you catch, as a result of strong criticism from the Almería rail pressure group, “Mesa del Tren”. The journey on the AVE from Barcelona to Madrid covers the 600 km distance in 2 hours 24 minutes, and the shortest time from Almería to Madrid is 6 hours 23 minutes! The rail track is extremely old, and between Almería and Linares parts of it are 100 years old. In various sections the maximum speed is 20 km/h. The Cuevas Rowing Canal When the Mediterranean Olympic Games came to this region in 2005 an area for rowing was constructed just below the Cuevas reservoir. It soon fell into disuse, but in the last few years it has been cleaned and put back into service. Cuevas town hall recently invited tenders to open up the canal for regular use and two companies put in bids, with the contract being awarded to the cheapest one. This has to be approved at a council meeting but the Ciudadanos councillor Indalecio Modesto is trying to block this. He considers that the canal is best administrated by a tourism body
set up by Cuevas town hall, and he claims that recent talks with third parties would result in an income of 8 million Euros. He states that the canal has previously been chosen for some film work which the town hall should encourage, and it is ideal for the staging of the European Canoeing Championship event scheduled for 2019. No Action The Almanzora Palace is a very good example of neo-classic architecture in Almería province, and the Association of Friends of the Almanzora Palace was formed several years ago to push for it being restored. They have been pressurizing Cantoria council to take some action. The PP political party councillors are complaining that the PSOE party in power promised in their election manifesto that the building would be “restored for the use of all the residents.” The PP councillors state that the mayoress has had no contact with the Association of Friends and the state of the building is just getting worse. There have been proposals for a number of years that the palace is entered on a register of buildings in Andalucía that are of cultural importance, and this would lead to funding from the Junta de Andalucía (the governing body for Almería province). So far this has not borne fruit. In 2010, Cantoria council became 33% owners of the palace and restoration work was proposed. The Cultural department from the Junta have stated that for any funds to be forthcoming the palace has to be in public, not private, ownership. Anti-Sunburn Advice Tourists from Scandinavian countries and Finland that come to the Costa del Sol seeking the sun are suffering from excessive sunburn that leads to skin cancer. This has been taking place since 2009 and the ‘Association Against Cancer’ in Denmark is asking the Spanish authorities to help combat this problem. They are asking Spanish people on the beaches in Spain to try to get Danish tourists to cover up and use adequate sunscreen products and sunshades. In the News am Danish” this is going to be difficult to accomplish! Health professionals are also using Danish television to tell their inhabitants not to overdue their exposure to the sun. They state that every day a person dies from skin cancer in Denmark, and they are experiencing 19.2 cases per 100,000 inhabitants. This is far higher than Spain with 6.9 cases, 2.4 in Greece, and 0.4 in Thailand. The Spanish Ministry of Tourism recorded 1.1 million Danes visiting Spain in 2016 out of the population of 5.6 million. The average age of the tourists was 42, and they mostly visited the Canary Islands, Andalucía and the Balearics. Good Trade Figures Exportation of products from Almería went up by 9% in 2016 with fruit and vegetable sales continuing to be buoyant. Total sales across the board were 3.4 billion Euros. The amount of importation of goods fell by 16% resulting in a hefty trade balance. This amounted to 1.4 billion Euros and situated Almería province as the leader in Andalucía, which was the third best region in Spain slightly behind Murcia and Zaragoza. The high export figures from Almería province contributed to total export sales from Andalucía reaching 25 billion Euros which was 3% up on 2015. Throughout Spain as a whole, the increase in exports in 2016 was just under 2%. Almería province only makes up 8% of the total inhabitants of Andalucía, but their contribution to exports was 13%. Agriculturalists in Almería province were worried that after the ‘Brexit’ referendum, and with the lower exchange rate, exports to the UK might fall off. In reality, sales have improved. More Albox Allegations Rogelio Mena had to stand down as mayor of Albox and face a ban on holding public office for 30 months after he was convicted on appeal of consistently and systematically refusing to supply documents to the PP party in opposition. The PP party are now claiming that following access to some documentation they have uncovered a “factura” (invoice) for 320,000 Euros in 2008
relating to a sewage treatment plant in the Llano de los Olleres area of Albox. They allege that the plant was never built and the sum of money was paid to the company ‘Alcaina’ by the PSOE party in power at the time. A further allegation is that the company that received the money belongs to the son-in-law of the mayor Francisco Pérez Conchillo. The PP party claim that 1.5 million Euros has been paid out irregularly and is now subject to official judicial enquiries.
A Fine Line When Mariano Rajoy, the Spanish Prime Minster, looked at the results of the second General Election last June he found that his PP party had only 137 seats in parliament out of the total of 350. He was a long way short of having a majority. The Ciudadanos party with 32 MPs hammered out a whole range of policies and actions and lent their support to Mariano Rajoy being elected as Prime Minister again. Amid fierce infighting within the PSOE party who had 85 seats, and their leader Pedro Sanchez being forced out, they eventually abstained from voting against Mariano Rajoy forming a government. If they had opposed him there would have been a third General Election last December. To achieve a majority, Mariano Rajoy has had to woo the support of the PNV

In the News party with 5 MPs and Coalición Canaria who have 1 MP. With the support of these 6 MPs and Ciudadanos he has the 176 MPs needed for a majority. After being voted back in as Prime Minister, Mariano Rajoy promised “dialogue, negotiations, and pacts” with all the other parties. This was an easy thing to say, but much more difficult to achieve in practice. There are already some large cracks in the whole range of agreements with the Ciudadanos party who say that many of the agreements are not being put in place, particularly regarding anti-corruption legislation. Mariano Rajoy has to walk a fine line to continue to receive the support of other parties. There has not been the need for one political party to form alliances with another political party since the parliamentary term from 1996-2000. There will soon be elections for a new leader of the PSOE party, and Susana Diáz, President of the Junta de Andalucía, is putting her name forward. Pedro Sanchez is also trying to become leader again. Mariano Rajoy is very worried that if he is elected he will take a very hard line in any agreements as he did before he was forced to resign. A Really Good Drug Oncologists at hospitals in Madrid and Navarra have starting trials of a new cancer drug using patients. The Spanish company ‘Bioncotech’ based at the science park of Valencia University have developed the drug which is christened BO-12. The drug is injected into a tumour and has two functions. Firstly it attacks the tumour, and then helps with the suppression of any other cancer cells in the body. In the human trials it is being used with patients who have advanced cancer where surgery, chemotherapy or radiotherapy have not been successful. The next phase is that it may be used in less serious cases, as an alternative to surgery. Initially, five persons had a single treatment during October, and the number of patients is now being increased to about 30. After 7-10 days a biopsy is taken to determine the result, and further injections may follow on.
Patients do not have to stay in hospital, and side effects appear to be minimal. By June, the results will have been quantified, and a paper will be presented at the International Oncology Societies Conference in Chicago. When everything has been evaluated it may take 2-4 years before the drug is available for mass distribution, but hopes are high that it will be another tool in the treatment of various cancers. Its use against breast cancer is considered to be very advantageous. This is the first such drug that has been developed solely in Spain. A Quick Response! The train transport pressure group “Mesa del Tren” in Almería are campaigning (along with everything else) that the old station has vital work done to stop any further deterioration. The station was designed by Gustav Eiffel whose name will always be synonymous with the Eiffel tower which he designed in Paris. When a previous demonstration was due to take place outside the station a few months ago, some quick repairs to the façade were made over the weekend! Another demonstration was planned for 7pm on Wednesday, February 22nd, but a large sign was put up on the Monday afternoon stating that ADIF, the Spanish rail company, were starting repairs with a budget of 246,000 Euros. These signs normally show the contractor and the time period for the work, but not in this case! The “Mesa del Tren” immediately joked that before or after every demonstration some work or improvement took place, so they needed to keep the pressure on! It is hoped that the Spanish Minister for Transport will visit Almería shor tly, probably wearing a flak jacket! No Small Coins Talks are continuing in Spain as regards ceasing the manufacture of 1 & 2 céntimo coins. Finland, Sweden, Denmark, Hungary, Holland and Belgium are already planning to stop producing them. 5.8 trillion 1 céntimo coins have been minted, and 3.7 trillion 2 céntimo coins. One of the reasons is that the cost of producing a 1 céntimo coin in Spain is 1.65 céntimos, and 1.96 céntimos for a 2 céntimo

In the News coin. Stopping their annual production would save 7,000 tonnes of copper which is equivalent to the copper pipe needed for 260,000 houses and electricity cables for 230,000 houses. The buying power of these two coins has gone down by 24% in the last decade. It is calculated that there are 3.7 billion 5 céntimos coins in circulation in Spain, but only 1.2 billion 50 céntimo coins have been produced since Spain introduced the new Euros coinage. The reason for the lack of use of the 50 céntimo coins is a big mystery! Between 2007 and 2011 a total of 442 million new coins were taken out of stock by the bank of Spain and melted down to make other coins. 50 céntimo coins were the most normal coin used in dispensing machines of various kinds when they first came out, but the 1 Euro coin has now replaced this use. The subsidised price of a cup of coffee in the bars/restaurants in the Spanish parliament is 86 céntimos, but the staff say that the vast majority of MPs want the 4 céntimos change when they pay with 90 céntimos. It may be difficult to convince MPs that 1 & 2 céntimo coins have no use! Plan ‘PIVE’ The introduction of the plan ‘PIVE’ in 2012, where old vehicles were scrapped when a low emission vehicle was purchased, has been a great success. It re-vitalized the Spanish automobile manufacturers and main agents, and the manufacturer and the Spanish government each gave a discount of 1,000 Euros off the cost of the new vehicle. The last scheme reduced this discount to 750 Euros. Starting in December 2015 it became clear to the Guardia Civil police that there was a fraud being undertaken in Ciudad Real. A person complained to the police that he was being asked to pay the road tax on a vehicle that he had exchanged for a new one and should have been scrapped. In March 2015, the ‘PIVE 7’ plan was introduced and the old car had to have been owned by the person surrendering it for 12 months, which was a reduction in time from previous PIVE plans. The police found that the ownership of the old car had been transferred to a third party who then used it to buy a new vehicle with forged PIVE documentation. On various
occasions, persons wishing to buy a new vehicle without an old one to be scrapped were told by a motor dealer that if they went to a particular scrap yard they could buy the documentation for 400 Euros and then claim the PIVE discounts. By the end of the police investigation 75 people throughout Spain were arrested, and 350 vehicles were found to have been fraudulently scrapped! One person in Almería province was arrested and search warrants served at various premises.
A Dud! The bomb squad from Almería were called out when a man walking his dog reported that high seas had uncovered an anti-tank mine on a beach near Almería city. The area was cordoned off by police who kept curious spectators away, and civil protection operatives attended whilst the bomb squad went to work. The bomb squad found that the mine was inactive and of a type used by the Spanish navy for target practice but identical to ones that could explode. A bomb squad spokesperson stated that it was fairly common to find these mines where the navy had been training, but any suspicious object should be immediately reported. It is not uncommon for bombs or other artefacts to be discovered around Almería city dating back to the Spanish Civil War when the city was bombed by German planes. Watch Out! A man in Málaga received a call on his mobile from a number he did not recognize. A female voice automated message told him that their finance department were going to refund the money he had overpaid to his bank owing to the “abusive” floor-rates clause in his mortgage. The message invited him to ring a special number, which was repeated twice. The man in question was pursuing his bank, ‘Unicaja’, through the courts for a rebate before the Spanish High Court ruled that all banks had to make the refunds, and he was hoping to get back about 300 Euros per month. Delighted that the matter was being resolved he rang the special number and another recorded message

In the News put him on hold for over 15 minutes before he rang off. Unbeknown to him it was a scam, and he was ringing a high premium rate number. This number had an 807 premium rate prefix, but the message told him it started off with 80 74…… These calls can cost up to 1 Euros 50 céntimos per minute depending on the 4th digit. The number 807 followed by 6 or 7 is the most expensive. After telling the Málaga firm of lawyers that were handling his claim that this had happened, the reply was that many people were being fleeced by this fraud. The new Spanish law that means the banks have to pay out does not put any obligation on the banks to contact each customer individually. It is sufficient that they put up notices in their branches or an announcement on their webpage. The Spanish Association of Banks states that if there are any calls of this type they are a scam, and no banks are going to contact clients via a phone call regarding the floor rate refunds. We highlight telephone prefixes in an article. No Problems with ‘Brexit’ ‘IAG’ is the holding company that is made up of British Airways, the Spanish airlines Iberia and Vueling, and Air Lingus. Fears of a slowdown in trade caused by Brexit and the Euros/ Sterling exchange rate have proved to be entirely unfounded. The combined operations generated 1.95 billion Euros profit in 2016, up 29% on 2015! Income from Iberia was 2.4% down, but Vueling went up 5.2%. British Airways income went up by 18%, and Aer Lingus by 87%. When the results were known, their value on the Spanish stock exchange ‘IBEX’ went up by 5% in the one day. Not a Terrorist At the end of February, in the centre of Barcelona, a police patrol observed a butane gas lorry weaving all over the road, with some gas bottles falling off. When they tried to stop it the driver kept on going, and eventually there was a furious police chase including specialist anti-terrorist officers. Fearing it was a terrorist attack, seven shots were fired into the engine and tyres, and the gas lorry
then struck several cars and a wall. The driver turned out to be a 32 yr old Swedish man who had a history of mental illness. For unknown reasons he had stolen the gas lorry that was making routine stops with the ignition key in place. Armed anti-terrorist police regularly patrol the centre of Barcelona, and a police spokesperson stated that firing shots at a vehicle to immobilize it was the normal course of action. This was done before a decision was taken to wound or kill a driver, and in this case it was identical to normal training events that were regularly practised. Members of the public initially assumed it was part of a film being shot on the streets.
The Nokia 3310 At the World Mobile Congress in Barcelona, a company, HMD Global Oy, with licensing links to the phone company Nokia, re-introduced the Nokia 3310 model. This was one of the most popular mobile phones ever after it was first released in 2000. It comes into the category of basic phones without any frills that are referred to as being “dumb phones”. At the mobile phone show it was a smash hit, and large numbers of people sat on the floor to explore the features. A purchaser of these phones can make and receive calls and messages, and use the phone directory and a very basic 2.5G access using the ‘Opera’ browser. There is no Wi-Fi, 4G, App store, Android facility, WhatsApp, or Instagram, but it is Bluetooth friendly and has a small jack socket for use with MP3 gadgets. A new

In the News feature is a 2MP camera. Owners can play the “Snake” game that was part of the original phone and is now in colour! Access to two more unspecified games is included that can be downloaded. The new battery is stated to last up to a month on standby before re-charging, and you can talk on it for 22 hours without draining the battery. The phone is almost identical in design and comes in four very bright colours, yellow, orange/red, blue, and green. Unlike smartphones, it is billed as being “unbreakable”. It has a curved and improved screen that makes the phone easier to see in sunlight. It will shortly be available to purchase at a price of 49 Euros 99 céntimos so probably about 42 pounds sterling. The company think that feelings of “nostalgia” will generate wide sales figures, and it may well become a cult item. Carphone Warehouse is already taking advance orders and is amazed at the response! The original phone cost 129.99 pounds sterling, and they change hands regularly on eBay for 200 pounds!
Ins and Outs Figures showing the number of people entering a country or leaving are based on statistical evidence from passenger numbers from various sources such as airlines, ferries, and trains that cross borders. The usual definition is that an immigrant is a person who comes and stays in a country for more than twelve months, and an emigrant is doing this in reverse. The net balance of both sets of people in the UK at the end of September 2016 showed that in the previous 12 months immigrant numbers had fallen by 49,000 compared to 2014-2015. The difference in numbers up to the end of September 2016 totalled 273,000 more people coming to the UK than were leaving. A total of 596,000 people were classified as immigrants. 268,000 were EU state members, 257,000 were from non-EU countries, and 71,000 were Brits from abroad coming back to the UK. As regards emigrants, 323,000 people had left the UK in the same period including 128,000 Brits. The difference in the number of Brits which amounted to 57,000 more people leaving than arriving is seen as further evidence that pre and
post ‘Brexit’ there was no reduction in UK nationals deciding to leave the UK. Many of them will have been coming to Spain, which is normally a preferred destination. 48,000 Spaniards were registered as working in the UK up to the end of September 2016. The Lucainena Fire In February 2014, a fire spread over 15 hectares, and the cause was an unauthorized burning of rubbish by a woman and her son at an agricultural property in Lucainena de las Torres. The fire caused 6,000 Euros of damage as it destroyed cultivated crops. A judge in Almería has ordered a prison term of 6 months (suspended) for them both, and a fine of two Euros per day for 6 months. This may not seem a very severe punishment, but they have been ordered to pay 3,200 Euros to the Junta del Andalucía fire fighters, which was the cost of putting out the fire. The judge stated that they lit their fire in the full knowledge that they needed permission to do so, did not tend the fire, and on the day there were high winds. Human Micro-Chips A Belgian software company, ‘NewFusion’, with twelve employees, has paid for the workers to have a ‘chip’ inserted into their hands, exactly the same minute type and size as is used to micro-chip animals. Each coded chip is recognized by a scanner that enables them to enter the company building and turn on their computers, simply by passing their hands over a reader. The implanted chips do not give any indication of where they are in the building or outside. The company state that electronic key cards can be lost or can be cloned the same way credit cards can be read by a person trying to obtain goods fraudulently, and the chips cannot be duplicated. Some Spanish universities require their students to have an electronic card that is read each time they change their location in the university, along with a time record. One of the “advantages” is given as the ability to locate each student if there was a fire, or other problems in the building. One student who wished to be anonymous (!) claimed that it showed how much

In the News time they spent in the university bar! Another use of tracking devices that clip round a wrist is for a GPS location of a person suffering from Alzheimer disease that may have become lost when outdoors, or for patients with cardiac problems. An alarm is activated if vital signs indicate a heart attack is imminent or in progress. Other body sensors can transmit an alarm if an elderly person has fallen with no subsequent movement. Devices that are worn by children that show their exact location have been available in the US for many years.
Private Funding A new high tension electricity supply is badly needed from the Almanzora valley to Baza. The Spanish Ministry of Industry has already obtained quotes for the cost, but it has been shelved until funds are available. ‘Capital Energy’ is a company who specialize in wind farms to produce electricity and want to invest 520 million Euros in building wind farms in the area. They cannot do this until high tension cables can receive the power generated and transmit it down the line. They state that the installation of the wind farms and operation will provide 500 jobs and indirect employment to 700 persons. They have offered to finance the installation of the high tension line initially, with an arrangement that all or some of the money would eventually be repaid from government funds when available. The company point out that the high tension line will considerably benefit industry in the area in general. More ‘Smartphones’ At the World Mobile Congress celebrated recently in Barcelona various statistics were presented. A study by ‘Google’ and ‘Kantar TNS’ states that the number of smartphones in the world has more than duplicated in the last four years throughout 40 countries where figures are available. In 2012, 30% of the adult population had smartphones, which has now gone up to 70%. In Spain, 80% of people with mobile phones have smartphones, up from 41% in the last four years. ‘Google’ claim that 93% of smartphone users access the internet, and 30% browse sites before making a purchase.
They state that 83% of users film a video once a week, 64% use them to tell the time and 65% as alarm clocks. Along with the UK, Spain is one of the two leaders in this technology in Europe. Put Into Law Last month we mentioned the calls by political parties for new laws that dealt with euthanasia. Two Spanish medical associations have now added their viewpoint to the debate. They want national guidelines that cover extreme sedation in patients suffering from excessive pain. They state that in various autonomous communities (ours is Andalucía) and even in different hospitals in large cities there is no standard procedure. Each year in Spain, 60,000 people need advanced pain treatment, and the association state that doctors are often worried about giving treatment that can ultimately end a life, because this is confused with euthanasia. They state that euthanasia is a completely different topic, and the two should not be confused. In Spain, there are 196 units that deal with excessive pain relief. 114 are made up of a doctor and a nurse, 14 include a social worker and a psychiatrist, and 68 advanced units are based in a special section of the hospital. ‘Caso Costurero’ The very large court case centred round Zurgena town hall and construction companies, alleging corrupt practices, has started up again, with 25 defendants. There was a halt to proceedings whilst the judge considered motions put forward by the various defence lawyers. In April, the court case will be heard on various days, and April 24th-25th is set aside to hear testimony from UK citizens who have been affected. On May 3rd, tapped telephone conversations will be put into evidence. Four days following May 10th are set aside if the court proceedings run over. The Spanish Ministerio Fiscal (Crown Prosecution Service) is asking for prison terms totalling 180 years for Cándido Trabalón, the ex-mayor, and a 1,050 year ban on holding public office. Manuel Tijeras, ex-urban councillor and one time acting mayor, is facing requested prison terms of 178 years and 6 months along with bans on

In the News holding office. As part of their investigations, the Guardia Civil police raided the town hall in April 2007, and the alleged offences start from 2003. Various people including the ex-municipal secretary have already entered guilty pleas for the offences they are accused of committing, and agreed to suspended prison sentences, fines, or a ban on holding public office.
45,000 Kilos The coast of Almería down to Cádiz is very close to North Africa and a major entry point for drugs, usually cannabis resin or hashish. In 2016, police in Almería province captured 45,000 kilos, 12% of all the drugs being introduced and intercepted in Spain. This wasn’t very much compared to Cádiz where 149,000 kilos were seized, amounting to 40% of all drugs, and in Málaga 59,000 kilos were detected. Last February, Guardia Civil police in Almería concluded an operation entitled “Choclo”. They arrested 15 men and 9 women who were all family related and seized 2,700 marihuana plants in 10 locations. The very slick and organized enterprise was sending a large amount of drugs to Holland, Belgium, and Germany. The Final Chapter? On October 20th, 2011, the Basque terrorist organisation ‘ETA’ announced the ceasing of armed hostilities. Since then, anti-terrorist police in Spain and France, who formed combined task forces, have continued to seek out leaders and members to face trial and de-commissioned a large number of arms. Many of the arms dumps are just over the border into France. There are currently 261 prisoners in 41 prisons in Spain, and 75 in French, Portuguese, UK, and Swiss prisons. On Friday, March 17th, representatives of the group announced that all remaining arms and explosives, or other artefacts, would be handed over to the French police on April 8th by “intermediaries”. Some arms dumps would be revealed by GPS positioning. Estimates by the anti-terrorist police are that there are about 280 weapons. In October 2006, the terrorists raided an arms company in
southern France and stole 410 pistols and revolvers, of which 237 have been recovered by the police. Older weapons account for the combined total of 280. The Spanish Prime Minister has cautiously welcomed the announcement, but stated that the law in Spain is the same for everybody. The Spanish Association of Victims has stated that there can be no leniency shown as 300 people have been assassinated. In all, 858 people have died.
Where Are They? After a short transition period, peseta notes and coins were no longer legal tender in Spain from February 2002. Since then, which is now a period of fifteen years, pesetas can only be exchanged for Euros at Bank of Spain (Banco de España) branches. They state that 1.6 billion Euros worth of pesetas have never been exchanged. This is made up of 799 million Euros worth of coins and 842 million Euros worth of notes. They agree that some peseta notes and coins may have been taken out of the country by tourists before the Euro was introduced, with some coins in Spain lost, and some notes damaged. They still think that the vast majority of notes and coins exist in Spain in private hands! Until December 31st, 2020, peseta notes and coins can be converted to Euros at the Bank of Spain in Madrid and fifteen other locations including the cities of Málaga, Murcia, and Alicante.

In the News Mercadona Juan Roig is the head of the family that owns Mercadona and normally shuns publicity except for presenting the results of the previous year. On March 2nd, he revealed that sales in 2016 amounted to 22 million Euros, and their share of the market is 23%. This is three times more than their nearest competitors. Total sales were 4% better than 2015 and the profit of 636 million Euros was 4% more as well. He announced that their weekly “shopping basket” cost had reduced by 1% in 2016. They have opened 50 new supermarkets and carried out rebuilding or modernisation in 126 of their 1,614 stores. By 2022, they aim to have modernised all of them and 200 million Euros of their profit will be spent this way in 2017. During 2016, they introduced 300 new products including sushi, and all their supermarkets will have machine dispensers for orange juice put in place by April. The lowest paid of their 79,000 employees takes home 1,450 Euros per month along with two extra payments, in July and December. 300 million Euros was split between employees in 2016 where targets or improvements had been reached, and in 2016 a total of 4,000 new jobs were created. Juan Roig’s eldest daughter was recently put in charge of online sales, and this department is undergoing a real shake-up. Referring to his on-line sales, he told the assembled journalists it was rubbish! ‘Asprodalba’ A representative of the Junta de Andalucía recently visited the ‘Asprodalba’ headquarters in Vera where they look after a variety of mentally challenged persons. In 2016, the Junta made a grant of 515,000 Euros to cover some of the cost. The association has a day unit for 10 persons with serious problems, one for 54 persons with occupational therapy, and a residential unit for another 10 people. José María Martín toured the facilities and was particularly interested in the various workshops and activities available in the main day unit. He held talks with the organizers as a new project is being discussed that would
add another string to their bow and increase their capacity and scope. Out of Work Hours A proposal has been suggested several times that workers should have the right to ignore emails or phone calls from their employers out of work hours. The ‘PSOE’ party in the Spanish parliament are pressing that it should become law. In actual fact, it was included in a battery of proposals relating to hours of work and other changes when the present Prime Minister, Mariano Rajoy, struck a deal with the ‘Ciudadanos ‘ political party after the last General elections, which enabled him to resume office. Last summer a similar regulation was put into law in France, along with other matters designed to protect workers. Michelin Accident At 5a.m. last December 27th, the authorities were alerted to an accident inside the Michelin test facility in Almería province. A vehicle driven by a security guard with another worker as a passenger had crashed down a steep incline. Police, an ambulance, and an inspector with responsibility for industrial accidents went to the scene. One of the workers was pronounced dead, and the second one was taken to Torrecárdenas hospital and admitted to an intensive care ward. A formal judicial investigation to determine if there was any criminal liability by Michelin was closed after reports from the police and investigators. It was determined that the open topped vehicle was on a part of the test circuit where it was not authorized to be, the speed was excessive, and seat belts were not being worn. It was determined that the company had no liability for the accident in the circumstances. New Health Centres Both Garrucha and Arboleas are having extensive modification to their health centres. José María Martín, the Junta de Andalucía delegate for health, recently visited both places to see the state of the progress. The entirely new centre at Arboleas

In the News is in an advanced state of construction and has an area of 1,500m2 as opposed to the old centre with only 100m2. There are a total of fourteen rooms for public medical attention and staff facilities, including one for a social worker, with storage and toilet areas. Small surgical operations will be able to be carried out at the new building. The next stage will be the installation of all the equipment. The Junta de Andalucía has invested 1.3 million Euros in the new centre that will be open sometime this year. Exotic Species Specialist Spanish police are responsible for flora and fauna, and a major part of their work centres round the illegal possession and sale of exotic birds, animals and reptiles. This branch of the Guardia police is called ‘Seprona’. Nationally, a very large operation was recently concluded with the code name “Thunderbird”. Working with Interpol, inspections and arrests were made all over Spain with 59 people being charged with various, and often multiple, offences. Inspections are carried out at Almería airport, where packages are often used to bring in exotic species, and Almería port. Apart from raiding suspected premises from local intelligence the police also monitor websites that are the normal outlet for sales. Amongst the species discovered and seized in Almería province were a large number of exotic birds including some very rare parrots, African tortoises, and other reptiles including chameleons. Three elephant tusks were confiscated that were for sale in a shop in Almería city, and other items that were for sale or manufactured from protected species. Because Spain is close to Africa, it is a major entry point for illegal traffic of this nature. Broken Marriages Figures from 2016 in Almería province are that 1,800 petitions for divorce were registered. Applications peak in the third quarter of every year after the summer and amounted to 500. Compared with Andalucía as a whole, divorce proceedings in Almería province are less than in
other provinces. 21,000 applications in total (a drop of 17% with respect to 2015) were made throughout the autonomous community with an almost identical 50% split between contested and non-contested divorce proceedings. The highest number of divorces takes place in the Canary Islands followed by the autonomous community of Valencia. 22 applications to have marriages annulled were made in Spain during 2016.

Live Concerts Music concerts in Spain in 2016 brought in 223 million Euros from ticket sales which is 15% more than in 2015. In 2012, IVA (VAT) was raised from 8% to 21% and ticket sales suffered as a result. Recently, the IVA rate has been dropped to 10% after furious complaints that this was having a very bad effect. In 2010, a total of 260 million Euros came from ticket sales at the lower IVA rate. International and very popular Spanish artistes pulled in the most money from their tours last year. Bruce Springsteen pulled in audiences of 160,000 in three concerts, and Coldplay 110,000 from two concerts. The Red Hot Chilli Peppers attracted audiences of 66,000 from four concerts and AC/DC with Axel Rose, 62,000 from one event. The Spanish performer Manuel Carrasco held 48 concerts in Spain where 25 were sell-outs and audiences were 282,000. Malú had an almost identical number of concerts and spectators. Her

In the News concerts at the largest venue in Madrid during 2016 sold out four times, which was the record for a single Spanish performer. The music festival ‘Arena Sound de Burriana’ at Castellón saw audiences of 300,000 over six days. José Peréz The ex-mayor of Oria, José Peréz, has been banned from holding office for ten years by a court in Almería. This relates to contracts for work or services that the court ruled were made without any proper administrative proceedings from 2007 to 2011, and he had bypassed town hall regulations. One of the offences he was convicted for was the employment of 35 people without any selection process, and nine other people were employed, with some of them being monitors at sport activities, and then paid in cash or cheques. It was stated that he personally awarded building contracts for the nursery that amounted to 191,000 and 209,000 Euros. He was convicted of buying a dumper truck and excavator without any town hall involvement and personally awarding three contracts for technical architects the same way. One of the proved allegations was that 25 suppliers were given contracts or supplied goods that by October 2012 amounted to debts of 389,000 Euros without any competitive bids or town hall approval. The court ruled that he had put himself above the interest of the town hall, and denied other contractors or suppliers the opportunity of presenting competitive bids which was unjust. No Hotel at Present Huércal-Overa town hall is advising hotel chains that a series of incentives will be given if they open a hotel in Huércal-Overa, as at present there is no such facility. The proposal is that land would be provided at a competitive rate with discounts for the various licences needed. Huércal-Overa has a number of hostals for visitors and it is considered that a hotel would attract tourists and commerce apart from providing employment. Any hotel that is built would also be a venue for
events and celebrations. Domingo Fernández, the mayor, states that when there are fiestas or other events that attract large numbers of visitors the existing accommodation is completely full, and hotels in surrounding areas benefit with a consequent lack of important income for HuércalOvera. Gone Missing There are 214 cases in Almería province where persons have gone missing over the years, making the province in 6th position in relation to other provinces throughout Spain. The Ministry of the Interior classify a small number of these as being “high” or “medium” risk as regards their disappearance. One of the cases concerns Lourdes García Carreño aged 36 who was last seen on October 3rd, 2010. She left her place of work at a petrol station in Roquetas and had laid clothes out on a bed where she lived for a planned meeting with friends that evening, but has never been seen since. Her car was subsequently discovered with keys in the ignition near Roquetas bullring. Her case is the most well-known in the province, but there are other similar disappearances. The 214 people on the list are considered to have gone missing involuntarily without any following contact with family or friends, or the subsequent use of personal documents such as medical identification or credit cards. The highest number of persons whose whereabouts are totally unknown is in Cádiz (588 persons), Barcelona (396), Madrid (293), Granada (268), and Málaga (253). The “high” and “medium” risk categories relate to children and adult persons whose physical or mental history give cause for concern and this applies to five persons in Almería province. One of these adults is Manuel Batista López, aged 55, who was last seen on July 15th last year at the Bola Azul hospital in Almería city where he had collected some medication. A highly decomposed body of a woman found in the countryside last October was proved to be a woman from Morocco who had been reported missing in 2011. In theNews attendance. The local newspaper ‘IDEAL’ was allowed to show the film live on their facebook page for the benefit of a much larger audience. The film is considered one of the most important Spanish “war” films for some years. Filming was very complicated as various helicopters were used. Remote cameras captured the action, and the director stated that often it was impossible to see what they had achieved on film until they were back on the ground because of high speed manoeuvres with changes in wind and dust clouds. Two pilots who flew one of the helicopters during the filming were the same two who flew the real helicopter in Afghanistan. One of the “pilots” in the helicopter that the film was based on is the Spanish actress Adriana Gil, and the film director stated he had been extremely impressed with two female Spanish Air Force helicopter pilots and female helicopter loading crew. He said that it had considerably changed his viewpoint as regards the Spanish Military and in particular female members, and he thought that this would be the experience of film-goers as well. The film is intended to be a tribute to the 100 Spanish Military killed in Afghanistan from 2003-2013. (We mention a female helicopter pilot in another item in our “In the news”). After being shown in Madrid the following night the film went on general release throughout Spain and will be shown in America, China, Japan, France, South Korea, and at the Cannes Film Festival. A German film distribution company will oversee the film release in a variety of other countries.

When he was stopped the second time his alcohol level had dropped to 0.69mg/litre, but he tested positive for cocaine, cannabis, and amphetamines. The police at the second check didn’t know he had already been stopped and immobilized his car by the same method as the first time, which he again defeated. In theNews operators who came to Almería a few months ago to see what was on offer think that there is sufficient interest to keep up flights during the winter season as well for clients who want to explore the natural beauty of the area and use sporting facilities. Intelligent Camera To try and cut down deaths and injuries where drivers or passengers are not using seat belts or child restraints, eleven “intelligent” cameras are now in use in Almería province. They are being sited on secondary roads where there are a high number of accidents. Apart from the use of seat belts, they will also show if a driver is using a mobile phone. The cameras take a series of pictures of the front of the vehicle recording 50 images per second. Four cameras are mounted on a pole and they are completely portable. A Lot of Cars Spain has a thriving automobile industry that has now changed with the merger of Peugeot, Citroen, and Opel/Astra. The amalgamation will result in 30% of all vehicles made in Spain coming from this fusion, followed by Seat, Audi, and Volkswagen, producing 26%. Renault cars will make up 20% and Ford 14%. The volume of cars produced in 2016 was 504,000 from the Peugeot and Citroen factories in Vigo and Madrid, and 360,000 Opel cars at Zaragoza. Renault manufactured 577,000 vehicles and the Volkswagen group including Seat (only manufactured in Spain) produced 745,000. Renault are tied in with Nissan who manufactured 4% of all vehicles in 2016, and Hyundai and KIA. Cars made in Spain for Mercedes accounted to 5% of all vehicles produced. Fears that planned investment by the Volkswagen group in the SEAT range might be cut down after the emissions scandal has not taken place. In 2016, the group had 26% of the market in Spain, putting them once more top of the list of cars purchased. New Mortgage Laws in Spain The Spanish government is intending to introduce
a battery of laws relating to mortgages following the “abusive clauses” floor-rate problems for customers. One of them is that a pre-contract agreement for a mortgage would have to be signed at a notary. The notary would make sure the terms were properly understood. Banks will no longer be able to foreclose a mortgage and evict the mortgage holder until the outstanding sum is a set percentage of the whole mortgage amount. Up to now, banks frequently act when the mortgage has not been paid for three months. Luis de Guindos, the Spanish Minister for the Economy, is also proposing that all banks have an identical contract so that a comparison of different offers is easy to understand. A Very Long Journey! When it is finally finished, the ‘AVE’ (high speed train) line from Almería city to Murcia city will cover a distance of 173 km, and with the eventual completion this journey will be very quick. Even if the AVE only travelled at an average speed of 173km/h, the journey time would be one hour. The Almería rail pressure group “Mesa del Tren” frequently embarks on train journeys such as Almería to Madrid (with copious press coverage) to show how long a journey takes. They recently highlighted the present journey time between Almería and Murcia cities that they quantified as being 2hrs 24mins by car (observing all the speed limits) and 2hrs 45mins by bus. On March 21st, they left Almería station on a train at 7.35a.m. and arrived in Murcia at 8.48p.m, so a total train journey of 13hrs and 13mins! They had to use three trains with two stops on the journey. They claim this is the quickest journey time possible, and the distance travelled was 732 km. At one stage on this journey through seven provinces and Albacete, they were only 150 km from Madrid! As a comparison, they stated that if you flew the 10,700 km from Spain to Chile the journey time was the same! Car drivers met the travellers at Murcia train station to bring them back to Almería by a quicker route.

So Now You Know... Who Invented The Guillotine? The “Halifax Gibbet” was used in Halifax in the UK to deter people from stealing expensive cloth from factories. It was probably first used in the 16th century with an iron axe on a cross beam released with a rope. A non-working replica was installed on the original site in 1974, and a plaque has the names of 53 people known to have been executed. The Frenchman, Dr. Joseph Guillotin, proposed various ways of improving the French penal system in 1789 and wanted an alternative execution method. Another Frenchman designed the device then known as the “Guillotine”, but Joseph Guillotin tried to get the name changed. Chinese Inventions “Chop Suey” is definitely a dish originating in China from the Toisan region and called “tsap seui” which meant scraps of food. The Chinese produced glass from about 1350 B.C., but the Egyptians first used glass in 3500 B.C. The Rickshaw was invented by an American Missionary about 1869, but he used it to quickly get round Japanese streets. The Chinese are credited with inventing the abacus, negative numbers, bells, calendars, and compasses. They also invented gunpowder, fireworks, fishing reels, paper, matches, mechanical clocks, kites, wheelbarrows, parasols for shade from the sun, and early hot-air balloons. Golf Claims In 1971, the astronaut Alan Shepard shot a golf ball into space from the surface of the moon. He claimed it had gone ‘miles and miles’, but NASA worked out that it fell back onto the moon at a distance of only 200-300 yards! The Russian cosmonaut Mikhail Tyurin drove a golf ball into space from the International Space Station in 2006. He claimed it would have travelled about 1 million miles. In reality it would have burnt up when it re-entered the earth’s atmosphere. In December 1999, Christian Carpenter hit a ‘hole in one’ at the Mountain View Golf club at Whitehorse, Yukon. He was aged four years and 195 days!

Buffalo Bill Buffalo Bill never killed any buffaloes because they never lived in North America, but he is stated to have killed 4,000 bison. Bison are found all over North America but are not remotely related to buffaloes. William Cody (Buffalo Bill) was a rider for the “Pony Express” which carried mail until the railways were built. He then reverted to killing bison to feed the railway workers and claimed to have killed 4,000 over an 18 month period. He started running a Wild West show in 1883 that carried on until 1916. He brought it to the UK on a European tour, and Queen Victoria went to see it. Buffalo Bill died during the war in 1917. Uses for Silver Silver is the best conductor of heat and electricity, but as it is very expensive copper is normally used instead as it is a lot cheaper. Silver is used in some long-life batteries and solar panels. A small amount of silver sterilizes water, and the Romans and Greeks knew this. If they were wealthy they used tankards, plates and other containers made of silver. It has been demonstrated to kill bacteria in a laboratory but is not a claim that can be used in advertising. In a swimming pool, silver salts replace using chlorine. Seawater is one hundred times better than freshwater for conducting electricity, but silver is a million times better still. A Toast At weddings we toast the bride and groom and at birthday parties, the person who is having a birthday. At official dinner events we toast a variety of people, and a toast of “good health” is very common, along with the word “cheers”. This idea originates from the 12th century when the quality of the wine was often far from good and the taste might be terrible. It became traditional to dip a piece of toast into the wine, and the theory was that this removed the bad flavour so the taste was improved. As the quality of wine and alcohol improved the practice fell out of use, and pieces of toast were no longer dipped into a glass.

A Terrible Mistake

rtificial insemination where an egg from a woman is fertilized by a man’s sperm, known as IVF “in vitro-fertilization”, is extremely common. This takes place outside the womb, at specialist clinics, or a hospital fertility unit. It provides the means by which a woman can have children when normal intercourse cannot achieve this. Rigorous procedures have to be followed at all stages to ensure the “chain of custody” of the eggs and sperm cannot be confused. Mistakes do occur, and very recently the University Hospital at Utrech in Holland revealed that 26 women may have been fertilized by the wrong sperm between April 2015 and November 2016. The cause of this was the use of the same pipette (the fine hollow needle that pierces the egg) that a laboratory technician used. Nine women have given birth, four are pregnant, and thirteen have their embryos frozen. These women will be given the option to have the embryos replaced.
When the mother started court proceedings against the clinic, they denied any responsibility and put forward the theory that she had become pregnant by another man, not through the clinic. She vehemently denied that she had committed adultery as the case went through various courts. The fertility clinic maintained that they had in place every safety feature, and independent inspectors had stated that their protocol was correct. They maintained that at the time when an egg had sperm introduced, two technicians checked the egg and sperm were the correct match.

Smoking is Big Money
E
verybody knows that smoking is extremely unhealthy and a killer. Campaigns by health bodies and governments to reduce or stop smoking do have an effect. Despite this, many smokers find it impossible to give up totally, cut down, or decide that they should. Tax on cigarettes and tobacco products is the most punitive tax of anything on the planet. If everyone in the UK stopped smoking for one year the loss in excise duty and VAT would be 12 billion pounds sterling, and in Spain 7 billion from excise duty and 2 billion from IVA (VAT). In Almería province in 2016 taxes on cigarettes and tobacco brought in 204 million Euros, up from 201.6 million in 2015. As a comparison, the new “state of the art” maternity and children’s hospital being built in Almería with 207 beds will cost less than 200 million Euros. The 204 million Euros in tax related to 39.42 million packets, down from 40.25 million in 2015. Sales in numbers reduced, but tax went up. In Andalucía ,total excise duty and tax collected in 2016 was 1.44 billion Euros. The number of packets of 20 cigarettes sold throughout Spain in 2016 was 2.3 billion, steadily falling since 2010 when the total was 3.6 billion. This does indicate that people are giving up or smoking less. The other side of the coin is that cigarette sales on the black market increase in step with government taxes. One worry is that the number of young smokers in the age group 18-25 is rising. In Spain, the price of cigarettes is fixed by the government, and there are two prices. The slightly lower one is in the official ‘Tabac’ shops, and the slightly more expensive price from vending machines. The average price of a packet of 20 cigarettes in Spain in January 2017 was 4.8 Euros, made up of 1.04 Euros from the manufacturer /retailer margin, plus 3.76 Euros in tax, so 77% tax. A packet of Benson & Hedges Gold costs 4.95 Euros, Dunhill brands 5.5 Euros, Marlboro 4.454.85 Euros, and Winston 4.5-5.3 Euros. The lowest

The UK Independent Task Force and the NHS Chief Executive are recommending that the price of a packet of 20 cigarettes is put up to 15 pounds sterling by 2020!
The UK government income of 12 billion pound sterling from straight taxes in 2016 is not the whole story. National insurance contributions, personal income tax, and business tax from employees in the tobacco industry (such as delivery drivers and sales staff), has to be added on to give the real figure, and the same applies in Spain. The annual cost of smoking to the health service in the UK (a very difficult figure to quantify) is stated to be “probably” 5.5 billion pounds sterling. Added to this is the loss to industry for days off from work and fire service costs, as 95% of domestic fires are caused by smoking. The grand total is put at “about” 6.5 billion pounds sterling. For smokers who want the nicotine input, something to hold in their hand, and put in their mouth, e-cigarettes are a possible solution at a fraction of the cost of cigarettes.

A Tax Refund
O
ver the past two issues we have detailed how mortgage holders with the abusive “floor rate” interest clauses are entitled to refunds, and quite probably a refund of costs connected to their bank mortgage. There is now another court judgement that relates to a tax paid when a property changes hands. When a property is sold there is a tax to pay known as “Plusvalia” (literally “more value”). Nowadays it is almost exclusively a tax that the seller pays. This tax goes directly to the town halls in the various municipalities and amounts to a major part of their income. The grand total collected in for the period 2005-2015 in Almería province by all of the 102 municipalities comes to 126 million Euros. In 2005 it was 18 million Euros that then fell steadily to 8.5 million in 2009. It then started up again and reached 18 million Euros in 2015. This plusvalia tax is increased every year on the assumption that a town hall is steadily improving roads, services, medical facilities or benefits for inhabitants for any other reason. When a property owner pays their rates (“I.B.I.”) every year this is based on a “catastral” value of the land and the amount of construction. Plusvalia only apples to a notional increase in the value of urban land, known as “valor del suelo”, that is shown on your I.B.I. demand separately from the “valor de construcción”. Up to now, if a person bought and then sold at a loss, they still have to pay the plusvalia, which makes them even worse off. This February, the Spanish Constitutional Tribunal ruled that this was grossly unfair. They ruled that anyone who had sold for a loss in the last four years is entitled to a refund of the plusvalia. Strictly speaking, this court judgement relates to Gipuzkoa in the Basque area, but it is considered that refunds will have to be made throughout Spain. Town halls are far from happy!
Mojácar and Turre. In Garrucha it is 2.7%, in Zurgena 3%, and in El Ejido 3.5%. If you have owned a property for ten years before you sell, this amounts to a lot of money and ranges from 24% to 35% in the above cases. If your “valor del suelo” is 50,000 Euros, the increase in value over the ten year period from 2007-2017 comes to 12,000 Euros in Albox, Los Gallardos, Mojácar and Turre, 15,000 Euros in Zurgena, and 17,500 Euros in El Ejido. Each town hall taxes this “notional” increase in value, up to a maximum allowable limit of 30%. Mojácar & Turre charge 20% tax that works out at 3,120 Euros, Los Gallardos charges 22%, Albox 26%, Garrucha 27%, Zurgena 28%, and El Ejido 29%. In Zurgena with 28% tax this comes to 4,200 Euros. Calculations suggest that 10,400 property sales in Almería province are affected and should be eligible for a refund.
Advice to claim back the plusvalia amount is that you must prove from the two “escrituras” (title deeds) that you purchased and sold for a loss, and then make a claim against your town hall. Town halls are in general waiting for a ruling from the Spanish Ministerio de Hacienda (Tax department) that they all have to make the refunds. If you are about to sell it is recommended that you should pay the plusvalia and then claim The annual increase varies with each municipality it back. There are a variety of prefixes to telephone numbers in Spain and some can cost the user a lot of money. A number starting 800 or 900 is free to the originator of the call and the owner of the number pays the cost. Numbers starting with 901 indicate that the call cost is shared, and may be charged as a local call but this depends on the phone company. They can cost from 28 céntimos a minute from a landline or up to 1 Euro 88 céntimos from a mobile. 902 numbers are usually for some sort of “client attention”. These calls are normally charged at a metropolitan (within the province) rate but may cost up to 2 Euros 82 céntimos per minute from a mobile. There should be an alternative low cost local number that in Almería province will start with 950. As an example, if you ring the “Salud Responde” medical help line, the easy to remember number is 902 50 50 60. Alternatively, for routine calls you can ring 950 17 59 50. If your land line provider allows you to make free local calls you won’t be charged. Quite unfairly, electricity supply companies don’t have to provide an alternative number! Beware of prefixes 803, 806, 807, & 905. The 803 numbers are for adult entertainment, and 806 numbers for activities such as gambling or tarot reading. The prefix 807 is used by some international airline companies, large firms of lawyers, and financial entities. The official Spanish Consumer Organization ‘FACUA’ complains that this is quite unwarranted and should be stopped. 905 numbers are often used for voting in TV
If a member of the public is being asked to ring an 807 number from an automated message, or an email, almost invariably it is a scam and extremely expensive. Typical false claims are that you have won some money, a job offer, a free trip, or some goodie! All the prefixed numbers 803, 806, 807, and 905 go up in cost dramatically depending on the fourth digit. The digits 0 or 1 cost the least and with digits 2 or 3, 4 or 5, and 6 or 7 the cost climbs steeply. Numbers with 6 or 7 as the fourth digit cost 1 Euro 75 céntimos per minute from a landline and 2 Euros 5 céntimos from a mobile, plus the connection charge and IVA (VAT). If it is an 807 scam don’t expect to be put through to anyone; you will almost certainly be put on hold for an unlimited time. The 24hr ‘EasyJet’ helpline in Spain is 905 403 058. They do point out on their website that a call costs 1 Euro 45 céntimos from a landline, and 2 Euros from a mobile. Some 905 Spanish TV voting numbers have 8 as the fourth digit. These calls cost 3 Euros 15 céntimos from a landline, and 3 Euros 45 céntimos from a mobile, plus charges! Ouch!

How to Save Money
L
ast month we explained how various factors influence the cost of electricity. There are ways that we can reduce the direct cost of the electricity we use, which is 45% including IVA (VAT) of our total bill. The new “intelligent” meters record the amount of electricity we use each hour, and the charge varies each hour. If we use more electricity when it is the most expensive, the electricity suppliers can now tell we have done this. Similarly, if we use more electricity at the cheapest times of the day they know this as well. With the old meters and meter readers they could only calculate the cost based on the total consumption over the billing period. Because of the hourly charging (unless we are careful) we may pay more.
7a.m.-10a.m. and 7p.m.-10p.m. From 8p.m.- 9p.m. the cost for 1 kilowatt/hour (a water heater with a 1000 watt element on for 1 hour) peaked at 11.6 céntimos. If this same water heater had been on from 3a.m- 4a.m it cost 9.5 céntimos. The average hourly cost during the day was 10.4 céntimos. With the off-peak tariff the most expensive hour for our water heater was from 8p.m.- 9p.m again and cost 13.5 céntimos, but from 3a.m.- 4a.m. the cost went down to 4.5 céntimos. The average hourly cost reduced to 8.33 céntimos. The difference in the average cost may not seem very much, but there are 8,760 hours in every year. The saving in cost of the average kilowatt/hourly reduction of 2.07 céntimos comes to 181 Euros over the year.
If you have a normal supply and tariff you can reduce this straight away. The electricity supply companies are perfectly willing (but they don’t have any choice in the matter) to let consumers pay for two periods during the day. This split tariff has an off-peak period from 10p.m.- 12 noon in winter and 11p.m.1p.m. in summer, so a 14 hour period every day. This tariff is called “tarifa de discriminación horaria” and in the off-peak period electricity is about 50% cheaper, with only a very small increase in the onpeak hours. Your electricity supplier will change your tariff to this system if you ask them to, by either going into one of their offices, or by phone. In both cases you need your bill so they can identify who you are. Once this is done your bill will show your on-peak consumption “punto” and your off-peak “valle”.With an intelligent meter the new tariff is extremely easy to put in place. The only action from then on is that the entrances and exits to the enormously expensive twin tunnels near Sorbas were bricked up in 2014 as a “safety” requirement. Cynics said that the whole project was bricked up! As it stands today, the only section in the pipeline in Almería province is a 12km link from Pulpí, on the border with Murcia, to Cuevas del Almanzora. The contract to build this section was signed with the construction company ‘SACYR’ in July 2015, with a start date of the end of 2015, coincidentally (of course) just before the Spanish General Elections in December. The reason ‘SACYR’ was unable to start was the fact that ‘ADIF’ didn’t actually own all the land where the line was going to go. Another promise of work starting “soon” was made just before June last year and, co-incidentally again, just before new General Elections. It was stated that all the expropriations of land would be completed “shortly”. Faced with no possibility of starting the 24 month project since July 2015, ‘SACYR’ announced that they were withdrawing from the construction contract in November 2016. The official budget price before ‘SACY’ signed up was 71 million Euros, but they won the contract with a bid of 40 million Euros. ‘ADIF’ have been negotiating a new price with ‘SACYR’ and this was to be completed in “April or May” with work starting “immediately”! On Friday afternoon of March 17th (always a quiet time in politics with the majority of politicians going home for the weekend) ‘ADIF’ announced that talks with ‘SACYR’ had broken down, and the contract was now void! This means a new tender period, a further period to evaluate bids, and then
The most advanced section of the AVE have twin tracks to the European gauge width, with another track alongside that is the Spanish gauge width. Apart from this, the AVE lines always have twin tracks. Some time ago ‘ADIF’ announced that because of “expected traffic”, the line from Murcia city to Almería city only needed to be a single track with trains going in both directions on the same track. The AVE project for the coastal route in Spain is part of the “Mediterranean corridor” that links France with Algeciras, designed to be a combined passenger/goods line. A “possible” amended plan is that a normal width base track is built with only one rail track, allowing for a double track in the future. It is not at all clear what will actually be built! On one part of the line there is a natural habitat of the Spanish tortoises “Tortuga mora” that are a protected species. ‘ADIF’ have to move them to a new location, and three sites they proposed are where there are houses, agricultural buildings, and fertile agriculture. An independent study was announced to look at a site put forward by Cuevas town hall originally, supported by biologists from Murcia University as being “ideal”. The big question was when the tortoises could be moved as they lay their eggs in May and June. No problem now; the babies will all be grown up and have left home by next year!

Community News
Mojácar Bowls Club has celebrated the third anniversary of their new bowling green, located at the town’s Hotel Servigroup Marina Playa. To mark the occasion, the club invited members of other clubs in the area to take part in a friendly competition. Also present were Ana García and Emmanuel Agüero, Mojácar Councillors for Sport and Tourism respectively, as well as the Director of the Servigroup Hotel Marina Playa, Ricardo Escudero. On March 7, 2014, the bowling green was inaugurated by Rosmari Cano, the Mayoress of Mojácar and other dignitaries of the province of Almeria.
