Focus on Local News The Last Chance, Very Soon! The electoral authorities are compiling data for the May 24th municipal elections from information supplied by town halls as of January 1st. From Monday, April 6th-13th, there is a last chance to be listed on the census of voters. Take identification to your town hall and ask to be included if you have not done so already. Town halls have to certify that you were on the “padrón” (official list of inhabitants), as of December 30th. If you were not previously registered, or have been taken off by the town hall, you cannot make this claim to vote, so it is important to check your status on the “padrón”. Remember that town halls are only open to the public on weekdays, normally from 9am-2pm. The dates of this time period are because the official proclamation in the Spanish parliament that announces the municipal elections is done on March 31st. April 6th is the start of the first eight day period starting on a Monday after March 31st in 2015.

Cheaper in February! Last month we featured in an article how the demand for electricity and the contribution in power generation from cheaper wind farms and hydroelectric sources directly influence the total of our electricity bills. After the average rise of 2% in January bills, reduced demand and an increase in power from renewable sources resulted in a 5% reduction in cost in February. Looking at the cost of energy and electricity bills for January and February in 2014, in the same period this year, there is a rise in cost of just 1.5%. As the year progresses, a reduced demand may well result in more reductions in our bills. In the high summer months if there is (hopefully) less wind and rain, the use of airconditioning units will increase the demand.

Worse This Time! Just six weeks since the last deluge, the heavens opened on March 20th and severely flooded Almería city, Roquetas, Aguadulce and El Ejido. Heavy rain continued into the evening. Garrucha Sports Centre

Nearly There The Carboneras and Garrucha sports centres were both started in the building boom, with very optimistic estimates of an expanding population. The Carboneras one has consumed vast amounts of money and is nowhere near open, but the one in Garrucha is nearing completion. As in Carboneras, the sports centre was designed for a threefold increase in population that never happened. The total cost has spiralled to 4 million euros, way above initial estimates. Various grants have been needed along the way, and in 2010 it was estimated that 400,000 euros was needed for correcting problems and finishing it. It was then announced that it would be open at the end of 2012. Garrucha town hall have now announced that the finishing touches are nearly complete. The centre has areas for indoor football, basket ball, two squash courts, and rooms for aerobics, yoga and table tennis. There are eight changing rooms, a first aid centre, and cafeteria.

Zurgena Appeals A judge in Huércal-Overa has made public his decision following appeals, regarding the construction of 21 houses in the area of Zurgena known as Los Menchones. All parties involved in this prosecution case made an appeal that the dates of the alleged offences and the start of court cases against them were time-barred. Prosecutions by the “Fiscalia”, (Spanish crown prosecution service), have to be made within a set period of time. The judge allowed the appeals relating to the prosecution of two directors of the company Tisan Sureste S.L, the promoters, the builder, two technical architects, and the project manager. More serious charges were made in respect of Cándido Trabalón, the former councillor for urbanization, Manuel Tijeras, and seven councillors during the period 2007-2011. The judge ruled that these allegations were brought within the time period of ten years laid down in law and would therefore proceed. The development was started in 2003 and finished in 2007. It is alleged that the approval of the construction was passed in various council meetings when it was known that the land was rural and not zoned for urban development. This prosecution is one of a series known as “Caso Costurero”.

Macael Lions The town hall and marble companies in Macael are still celebrating being chosen to be included in an EU “marble tour”, as one location in various EU states where distinct types of marble can be found. In a separate initiative, the town hall square has been renovated, and a complete replica built of the “fuente de los leones” (fountain of the lions) at the Alhambra palace in Granada. Last year the restoration of the fountain and patio at Granada was completed and Macael marble was used after it was found that the original fountain was sculpted from their “white marble”. The replica at Macael is an exact copy of the Granada one. The mayor of Macael, Raúl Martínez

Focus on Local News Requejo, considers that the replica fountain will be a further tourist attraction, alongside the centre that explains the importance of their famous type of marble and the local quarries, where visitors can be taken on a guided tour.

Corrupt Practices The Mojácar political party MPSE (Mojacar Positiva Se Mueve) led by Jessica Simpson who is an opposition member of the council, have laid formal accusations of corrupt practices relating to the mayoress and town hall at Mojácar. A criminal court in Vera has been advised that when the mayoress Rosa María Cano attempted last year to give a special payment to all the council workers, this was ruled illegal under local government regulations. Despite knowing this, a motion to pay these bonuses totalling 139,000 euros was subsequently put before the council and approved at a council meeting, allegedly constituting a corrupt practice. The second allegation is that the town hall deliberately put illegal impediments on people wishing to sign on to the “padrón” (official list of residents), prior to registering on the census register. A formal letter from the MPSE party complaining about these irregularities received no reply from the mayoress.

Phase Two

More Spanish Digital TV Changes The EU decreed some time ago that digital TV channels had to be changed in frequency to allow more room for the 4G & 5G telecommunications in the 800MGz bands. Spain was given until January 1st, 2015. A large number changed in October last year, but the old and new frequencies have run side by side (simulcast) with the cut-off date for the old ones of March 31st. Viewers of Spanish TV anywhere will see an announcement on their screens that there are channel changes from the morning of April 1st. You may just be asked to click on this banner. If not, select the menu options using the remote control and then the auto-tune facility. Some of the channels will change to HD (high definition) format. This will apply to Spanish TVs with an inbuilt TDT digital tuner, or stand alone boxes. There is no need to re-align the aerials or change them. These changes in no way affect satellite TV channels from the UK, Freeview, or SKY, or any other methods of watching these channels.

In 2011, the mayoress Rosa María Cano and six other councillors all from the P.P. (centre right party), became the majority party in Mojácar following the municipal elections. Their 7 councillors out of the 13 in total were therefore entitled to set in motion any expenditure, projects, or policies, without the opposition councillors being able to veto any of them. The underground car park at the top of the Mojácar village was promptly authorized and eventually completed at a cost of just under 2 million euros from municipal funds. In 1984, the first phase of the “paseo” (promenade) was built from the Hotel Indalo to the stables at the junction of the road to La Parata, known as Cueva del Lobo. Phase two was intended to be a continuation to the Parque Comercial. Last year the mayoress signed an agreement with the Ministry of the Environment that just 880 metres of new promenade would be completed terminating at the Cruz Roja (Red Cross) building. The projected cost was 1.6 million euros, with a 50/50 split of the money paid between them and the town hall, so 830,000 euros each. Opposition councillors complained loudly that Mojácar should not be required to pay anything, as similar projects in other coastal areas, including a 2 million euros extension in Almería city, were entirely funded by the authorities. They also complained bitterly that a clause in this agreement specified that if the final cost was under the 1.6 million euros, Mojácar town

Focus on Local News continued hall would still pay a fixed cost of 830,000. On February 25, the work was awarded to the company 'ALPI'. The amended cost was 40% cheaper than the initial amount so the environment ministry now only have to come up with 162,000 euros. Opposition councillors consider this is scandalous! It does appear very difficult to justify to Mojácar ratepayers why they have to pay 80% of the cost.

The Pulpí-Cuevas AVE Section The Ministry of transport announced on January 16th that the 12.5km section of the AVE (high speed train), from Murcia to Almería was going to be authorized, at a cost of 86 million euros. For this to happen, an official announcement of the work has to be printed in the “BOE” (Boletin Oficial del Estado), prior to any further progress. After this, tenders are requested and the contract adjudicated. So far this has not been done. Recently, the Minister of Transport, Ana Pastor, visited Almería and said that the link was to be a reality as soon as possible and another section would be authorized “soon”. She also hinted that funds might be available to restore the emblematic former station in Almería city but without any clear time-scale. Coincidentally (of course!) the work being put out to tender was officially announced on March 20th, just two days before the Andalucía parliamentary elections.

Lloyds Bank Spain, Now TSB The Spanish Banco Sabadell was one of the banks that passed the 2014 European Bank examinations and assessment of all banks in Spain with flying colours, and is now the fifth largest in Spain. They acquired the CAM bank group, and last year purchased Lloyds Bank Spain and Natwest Spain. They have 2,300 branches with 17,500 employees. On March 12th they made an offer for the TSB banking group in the UK. Sabadell has offered 340 pence per share, valuing TSB at 1.7 billion pounds sterling, and shares in TSB went up 25% when the proposal was made public. Lloyds bank was forced to sell 50% of their stake in TSB as a condition of the 2008 bank bail-out, and have to sell the remaining 50% before the end of 2015. Sabadell have until April 9th to make a firm bid, and TSB directors have indicated that they are favourably disposed to accept this offer. TSB have 631 branches, 8,600 employees and 4.5 million clients. Sabadell have said that they would keep the TSB board members and the TSB brand. Lloyds bank is still 23% owned by the British taxpayer, and this deal would be a golden opportunity for them to gain a large injection of capital. It is thought in financial circles that this take-over will take place.

Salt in the Wound Four days after making soothing noises on a visit to Almería, the Minister of Transport, Ana Pastor announced that her department would pay for the project to make 8 kms of the line and the AVE station in Murcia city underground by September 2016, and 550,000 euros was being made available for a study. It had previously been stated several times that no such underground projects would be funded from state funds including the proposals to put the Almería city station underground. Apart from wanting the station to be underground here, an essential link is needed for rail access from the station to the port. Almería politicians and business leaders formed a pressure group last year with their opposite numbers in Valencia and Murcia, to try and get the AVE plans made a priority. Murcia representatives say they will believe this promise when it happens, and why has the u-turn been announced now?

Cuevas del Almanzora Tortoises In 2010 it was announced that 500 hectares of land in the Cuevas/Pulpí area were to be compulsory purchased to provide a reserve for the local tortoises known as Tortuga mora, a protected species. The chosen location is mostly an agricultural area where

Focus on Local News continued there are 80,000 orange and lemon trees and the growing of other produce, spread between 130 land owners. This plan has now been scrubbed but the mayor of Cuevas says that another site is being investigated where there is not as much agricultural activity. There were fierce complaints from the owners of the land, and compensation will have probably amounted to 20 million euros that does not now feature in any budget.

This started in 2009, at a cost of 12 million euros and a completion date of 23 months! After the work was stopped, the Junta denied that the work was paralysed, but since then it has never been part of any new budget. With heavy traffic normally, the road becomes a severe tailback in summer months. The hotel bosses also said that a promenade from Garrucha to Mojácar was essential for the Marina de la Torre area and the benefit of hotel guests.

Mojácar Mayoress Fine A court in Almería have ordered Rosa María Cano, the mayoress of Mojácar, to pay a fine of 150 euros every 20 days until a partial demolition takes place in Mojácar. This action results from a demolition order in 2008 that has been ignored, following an initial demolition order made in 2004. The house in question is on the left hand side of the road from the Parque Comercial roundabout up to the petrol station, and a neighbour erected various signs on their property many years ago, indicating that the extensions are illegal. The property is owned by Nicolás Piñero, a socialist politician in Garrucha. The judge in Almería stated that it was “inexplicable and unjustifiable” that the 2008 court order had been ignored by the most responsible official in Mojácar. The property has been featured on a blog site obrasilegalesmojacar.blogspot for the last 12 years. Opposition councillors were quick to voice their grave concerns that the mayoress had ignored the demolition order since 2008, and stated that they hoped the fine would come out of her personal pocket, and not from public municipal funds. They allege that two other Mojácar politicians including an ex-mayor, and an ex-councillor for Urbanization had colluded with the mayoress in ignoring previous court orders.

Finish the Road! The Junta de Andalucía delegate for Transport, Housing, Tourism & Commerce, Joaquín Jeménez, recently came to Mojácar to talk to the Best Hotel and Servigroup that between them have 7,000 beds in Mojácar and employ 500 people in high season. He asked them what their problems were. The immediate complaint was the dual carriageway between Las Buganvillas and Vera on the A-1200.

Increased Airport Security The Spanish aviation authority, AENA, have adopted the same security procedures from March 1st that are in force at other international airports abroad. Ryanair and EasyJet have said that these security checks are “unlikely” to be in force on short-haul flights within Europe. Items that may be subject to checks include mobile 'phones, normal and video cameras, laptops, computers, netbooks, e-book readers, tablets, MP3 players, electronic games using batteries, hairdryers, and hair-straighteners. Any other device with a battery will also come into these categories. The general advice is that if a particular item cannot be switched on and demonstrated to be working, the passenger “may face not being allowed to bring the device onto the aircraft”. Power points “should” be available at security areas to allow charging to take place if necessary, so a passenger has to allow time to do this on arrival. The retailer 'Dixons' have seen a 30% increase in sales of chargers at airport shops since the regulations were introduced in the UK in July last year. AENA state that extra security staff are being employed to prevent undue delays, at an annual cost of 17 million euros. He says that the current level of unemployment cannot continue and has to be addressed as a matter of urgency. Numbers of employees in the various public authorities has diminished slightly since the recession, mainly because people who have retired or left, are in most cases not being replaced.

Statistics regarding EU persons registered to vote in the May 24th municipal elections throughout Spain give the total of just over 104,000 UK persons, in second place after Romanians. In Almería province, the total number of EU registered residents of all nationalities except Spanish nationals, is given as 14,803. There are 594 in Albox, 1,414 in Arboleas, 263 in Bédar, 461 in Cantoria, 367 in Los Gallardos, 1,695 in Mojácar, 265 in Partaloa, 16 in Purchena, 282 in Pulpí, 456 in Turre, 336 in Vera, and 891 in Zurgena. El Ejido has the most with 1,893, and Ohanes has just 1. In Mojácar, the proportion of non-Spanish voters is 34%, and in Arboleas 43%. These numbers will vary slightly when final amendments have been made.

The Almería Province Population Just under 702,000 persons were registered as being on the “padrón”, the official lists of inhabitants in Almería province as of January 1st, 2015. 25% of this number are effectively paid by public administrations or funds. 35,000 people are paid by local councils, are employees of the Junta de Andalucía (the governing body for Almería province), the state, or are Almería university staff. 40,000 people are paid some sort of unemployment benefit or subsidies. Another 98,000 receive pensions of various types. Only 228,000 are actively employed. González Gómez is a lecturer in Applied Economy, and finds the figures worrying. He points out that the number of those receiving pensions has risen from 88,000 in 2008 to the present 98,000, and will continue to rise. Currently, the amount of income received by the Social Security authorities from workers does not cover the amounts paid out, and is being subsidized by state funds. The average paid

The Spanish arm of the Dutch company, Alquife Mines, is proceeding with their plans to start remining iron ore at the Marquesado del Zenete location just over the Almería border with Granada. They intend to employ up to 350 people once up and running. Without there being any requests for people to join the workforce, over 3,000 people have sent in applications, either through the Internet or the post. An investment of 250 million euros will be made to re-open the surface mines with a 30 year period of operation. The conveying of the iron ore to Almería port by train on an existing track, a distance of 95kms, is still being blocked by Almería council, despite assurances that the discharge area would be totally enclosed. Other options include fleets of lorries to the ports of Motril or Carboneras. The distance in both cases is 150kms but the roads to Motril are better. It is intended that a ship is loaded with 120,000 tonnes of iron ore every ten days, so lorry transport will be extremely expensive.

Focus on Local News continued A New Activity The Mojácar La Fuensanta indoor pool and sports centre offers a variety of fitness activities, as well as swimming lessons and access for individuals who just want to swim. Lifeguard training is also available, and basketball and gymnastics. The next planned activity is to build a climbing wall.

A Bit Dumb! Three robbers armed with a pistol held up a business man at his home in Almería city and took 3,000 euros in cash, various video consoles and two smartphones. They gained entry when a friend was leaving the house. Due to the modus operandi that showed a degree of planning, the police focused their attention on a 28 year old man, with previous convictions for similar offences, and enquiries led to two younger alleged accomplices. A 19 year old brother of the older man went to the police station to see him, and was required to empty the contents of his pockets, at a metal detector arch. A policeman decided that a smartphone in his possession was probably one of the ones stolen, although the young man claimed it was his. A “selfie” photo on the mobile showed his elder brother with a balaclava pulled down round his neck, and holding a pistol that resembled the one used in the robbery. The young man was then arrested as well!

in doubt of his strong personal views regarding the political scene, and the preservation of the local ecology, and archaeology. He was widely respected, and rightly considered to be a real character. He took part in the Moors & Christians processions that he had been instrumental in starting, and always looked as if he had stepped straight out of the original negotiations as leader of the Moors. In 2012, at a surprise ceremony, he was presented with one of the “Indalo de Oro” awards from Mojácar town hall for his achievements in attracting large numbers of tourists to the event every year. The television channel Canal Sur filmed the presentation as part of their “Este es mi Pueblo” (this is my village) series. Unfortunately, he died aged 57 on March 5th.

She is suggesting that she will stay on, if a prospective male purchaser is interested in marrying her. As 90% of the population is Muslim, this is also a requirement. The posting of her internet offer by a friend who is an estate agent, has caused a fierce debate. Wina is prepared to sell just the house if no suitable man comes along! An idea for Almería?

In 2013, the company 'Sol Stevia' was set up in Tíjola to exploit this special plant normally grown in Paraguay and Northern Brasil. Kathy Pinaud and Franciso Manuel Corral are the owners of the company. “SOMOS Mojácar” coalition The previously named “Ganemos Mojácar” coalition of three political parties to stand in the municipal elections in Mojácar have changed their name. This is to avoid any confusion with a national party using this name. Further collectives and parties have now joined this coalition, and the new name is “SOMOS Mojácar” (We are Mojácar). Jessica Simpson from the “Mojácar Positiva Se Mueve” party still leads this coalition, and is head of the list of the persons who hope to win the elections and become councillors. The Carboneras Letter A political row has broken out in Carboneras prior to the municipal elections. The P.S.O.E. party published a letter reputedly written at the end of 2014, from a welder who claimed to be currently unemployed in Carboneras, but previously an employee at a Madrid company, associated with the power provider 'Endesa'. In the letter he claimed that he had been offered a temporary contract to work at the local 'Endesa' company, with a fixed contract from June, if he agreed to submit a postal vote for the P.P. or G.I.A.L. party at the forthcoming elections. He claimed that this offer of “work for a vote”, came from the mayor Salvador Hernández in person, and there was a list of other names at the power station. This was immediately denied as being “rubbish”. The fairly unusual typed name used at the foot of the letter had a corresponding identity number. Enquiries indicated that of the four persons with the same name, their identity numbers were quite different, and the identity number on the letter belonged to a person of a different name, born in 1906. It is

Clunk-Click, Every Trip Traffic police in Almería province are very concerned about the number of drivers who still do not put on their seat belts, or travel with children who are not in the necessary restraints. Between March 10th and 16th , police in Almería province undertook a campaign to check seat belt use, and stopped 8,500 drivers. 160 of these were fined for not wearing seat belts, so just under 2%, and they found 17 cases where children were not secured in the correct manner. Traffic police point out that in serious traffic accidents, some fatalities will occur amongst these groups. 44% of the drivers killed on secondary roads in Almería province during 2014 were not wearing seat belts, and might have survived these accidents if belted up. This percentage is double the national average. A total of 2,200 people were fined for not wearing seat belts or not using child restraints in 2014, throughout the province. There is a fine and a loss of three points for these offences. Drivers are responsible for any passenger not wearing a seat belt and will be fined, on the grounds that passengers may not be in possession of a driving licence, so a loss of points can only take place against the driver.

Oria Court Case A judge in Purchena has set in motion the start of court proceedings relating to allegations against the ex-mayor of Oria, José Pérez Pérez. Documents sent to a court in Amería city allege that there were various financial irregularities between 2007 and

Focus on Local News 2011. It is alleged that he authorized expenditure personally, without any written record, against legal and technical regulations, and without the required authorization. One accusation is that he personally hired 37 people, authorized work that cost 400,000 euros, and awarded a contract to an architectural company to the value of 125,000 euros. Another claim is that he approved various expenses without any estimates or contracts, to the value of 389,000 euros. A ban on holding public office for a period of 10 years is being requested. There must be more than just this tiny mention in the Spanish press! Were the 37 employees set on the same day? Or were they family and friends over a period of time? More details will no doubt appear in due course.

In December 2011, Jessica Simpson, another opposition councillor, heavily criticised him for not attending council meetings and stated this was a lack of respect for the people who voted for him, a lack of respect for the other opposition councillors, and was undemocratic. Jessica suggested later that if he had no interest in being involved in local politics he should stand down in favour of Lenox Napier, who is a well known figure in the Mojácar community, but this did not happen. Ángel Medina did start attending council meetings eventually and is now standing again and asking for votes.

Cheapest in Albox! Fotocasa.es is a website that publishes details of typical monthly rents paid for housing in Andalucía. They monitor the amounts of money, expressed as the number of euros per m2. In relation to an apartment of 60 m2, the average amount throughout all of Andalucía is 351 euros. This is 14% less than the national average of 406 euros. In Almería province, Albox is the cheapest place in all of Andalucía, with an average rent of 171 euros. Properties in Jaén are the next cheapest at 219 euros. Their overall conclusion is that these typical rent amounts have gone down slightly, in their January survey.

Standing Again In the 2007 municipal elections in Mojácar, Ángel Medina, leader of the Ciudadanos Europeos party obtained enough votes to become a councillor. The P.P. party needed to join forces with two councillors to obtain a majority. Ángel Medina was one of the two who agreed to join them, so became a full member with a corresponding salary. He attended council meetings, as his vote was always needed, and became councillor for Culture and Tourism. In May 2011 he stood for re-election with Lenox Napier as his number two on his list, and gained enough votes to be a council member again. This time the P.P. party obtained a majority vote, and did not need to co-opt anyone else. Ángel Medina then became one of the opposition councillors, with no salary and

Mojácar Holes in the Ground A survey in Mojácar utilizing the “Youth employment plan” is charting the existence of open disused wells, mine shafts, and other dangerous holes in the ground. Each one discovered is being assigned a GPS exact location, and warning signs and barriers are being put in place. A few years ago a young man failed to return from a journey in the Mojácar countryside in the La Alcantarilla area. After an exhaustive search he was discovered in one of the bore holes and rescued. He had been there for seven days. The exact number of these dangerous holes is not known, but in early March a total of 53 had been located. If rescue workers are called out to any of these dangers in the future, the GPS co-ordinates will help a speedy response.

So Now You Know... Koala Bears Although called Koala “bears”, this cuddly looking animal is a marsupial, or pouched mammal. A female koala carries her baby in a pouch for about six months. Koalas are only found in eastern Australia where their exclusive diet of eucalyptus tree leaves is plentiful. Each animal eats about one kilogram of eucalyptus leaves per day, and their special digestive system stops a poison in the leaves from affecting them. The oil in the leaves make Koala bears have a distinctive smell, similar to cough drops. Each one ranges over an area of 100 trees, so they need plenty of space, and shrinking woodlands pose a threat to their existence. They are nocturnal and can sleep for as long as 15-18 hours at a time.

Oil Fired Radiators A problem with portable gas heaters in enclosed rooms such as bedrooms was that they used up the oxygen and could result in the death of the user. A German emigrant, Franz San Galli, invented conventional water filled radiators in the 1880s in Russia. Oil filled radiators are not very efficient, but extremely safe. An electrical element heats silicone oil that then flows round the thin fins of various vertical segments. The oil stores a large amount of thermal energy, and a very high boiling point makes the use of a strong pressure vessel unnecessary. In normal operation the surface temperature of the fins does not cause burns, but using them to dry clothes can dramatically increase the danger of overheating.

The AK-47 During the early years of World War II, German troops began using an automatic weapon known as an assault rifle. A Russian tank driver, Mikhail Kalashnikov, was hospitalized in 1941 owing to an injury, and whilst in hospital came up with the basic design for a Russian model. It made use of a new 1943 cartridge. By 1946, a prototype model, the AK-46 was being tested, but an improved version, the AK-47 was adopted the following year. It became in general use in the Russian army in 1949, and the “AK” letters stood for “Avtomat Kalashnikov”. A very recognizable feature was the curved magazine holder that held 30 rounds of ammunition. It could be fired in semiautomatic mode, or fully automatic rapid fire.

Electric Guitars Electric guitars first made their appearance in 1931, as jazz guitarists needed to amplify their sound in a big band format. An electronic “pick-up” converts the string vibrations into a weak electrical signal, so an amplifier has to be used. Early musicians who adopted the electric guitar included Les Paul, Lonnie Johnson, Sister Rosetta Tharpe, T-Bone Walker and Charlie Christian. During the 1950s and 1960s the guitar became the most important instrument in pop music. The need for an amplifier meant that electronic circuits could modify the sound to alter the tone, or provide features such as reverberation. Electric guitars soon became used as rhythm guitars to set a beat, or as lead guitars to play the melody.

Stiletto Heels The Italian designer Roger Vivier is credited with introducing the high heeled fashion shoes in the 1950s, to go with clothes designed by Christian Dior. The word stiletto came from the name for a pointed dagger. Four or five inch heels became common, with a point at the bottom of as little as one centimetre in diameter. The design made women stand on their tip-toes, clench their calf muscles and throw their chest forward for balance, considered as making them look sexy and glamorous. Podiatrists warned that the shoes caused tendon damage and bone deformities if worn for long periods. By the late 1950s, airlines and some building owners banned their use, as they tore carpets and dented wooden floors.

The Morris Minor Sir Alec Issigonis designed the Morris Minor economy car, produced from 1948-1971, with total sales of 1.4 million. The two door model & convertible were expanded to a four door model in 1950, and a wooden framed estate version, “The Traveller” in 1962, with van variants the next year. From the start, the indicators were like a semaphore flag that stuck out of the door pillar. Passengers hurrying out of a door often broke these off, and conventional indicators were fitted in 1961. The 1,000cc engine version of the convertible model achieved a top speed of 59mph when tested in 1950, and cost 382 pounds. Dame Edna Everage once described the estate version as “A typical half-timbered English car”.

The Movable Feast

aster is known as a “movable feast”. This means that the dates for Easter and all the other related ones: “Mardi Gras”carnival and pancake day, Ash Wednesday, the start of Lent, UK Mothering Sunday, and our own “Día de la Vieja” picnic, vary every year. The way Easter dates dodge around, seemingly on a very random basis, causes many problems, with school terms and holidays, and manufacturing industry shut-downs. The tourist-related businesses here, such as beach bars and some restaurants, have to decide when they will re-open and pay staff, and if there will be enough customers. Apart from Easter signifying chocolate eggs and pictures of bunnies to a lot of people, Easter is a very serious date in the Christian calendar. Christians believe that after the crucifixion on Good Friday, Jesus rose from the dead on Easter Sunday, confirming he was the son of God, an event that laid the basis of Christian belief. In 325 A.D., the council of Nicaea ruled that Easter Sunday was the first Sunday after the Paschal full moon that occurred on or after March 21st, the date of the spring equinox, when day and night have almost exactly the same twelve hour duration. (Most years the astronomical equinox is actually March 20th). The date of Easter Sunday varies for this reason between March 22nd and April 25th. Easter Sunday has only been on March 22nd in 1761, 1818, and next time in 2285. Easter Sunday on April 25th last happened in 1943, and the next time will be 2038. Extreme changes in the dates occurred in 2008-2011, when in 2008 Easter Sunday was March 23rd, but then April 24th in 2011. Biblical scholars basically agree that the “probable” date of the crucifixion was Friday, April 7th, so the resurrection took place on April 9th. A proposal was made that Easter Sunday should be the second Sunday in April, so between April 8th-14th. Many Christian churches, including Roman Catholics have no real objection to this, but it is still only a proposal. In 1928, an act of Parliament was

introduced in the UK, known as “The Easter act of 1928”. This decreed that Easter Sunday was the Sunday following the 2nd Saturday in April, so April 9th-15th. It is still on the statute book, waiting to be approved by the House of Commons and the House of Lords! Occasionally it is raised again in parliament, but not made law. The Church authorities had little say in this; it stated in the act that “regard shall be had” as to what they thought, but that was all. In 1977, the 'World Council of Churches' & 'Middle East Council of Churches' had a conference at Aleppo in Syria. They came together to come to an international agreement that the date of Easter would be fixed from 2001, so plenty of time! This agreement would have also resolved the difference in dates between the Western Christianity Gregorian calendar, and the Eastern Orthodox Julian version. The published aim was to achieve “a common Christian unity”, but they didn't, and couldn't agree between them on any proposals. So it looks like we are stuck with Easter being on a different date every year, as well as carnival time. This year, the sometimes frozen carnival participants would have been delighted if Mardi Gras had been at least a week later. Just so you know, Easter Sunday in 2016 is on March 27th, in 2017 on April 16th, and in 2018 on April Fool's day.

So How Does It Work?

Fish & Tomatoes, not Chips

he ideal Mediterranean diet includes vegetables, fresh fruit, and fish. Experiments have been going on for some time in greenhouses in Almería province to explore the possibility of breeding fish at the same time as growing plants such as tomatoes. Highly regarded horticultural achievements, with respect to innovations in growing fruit and vegetables, are commonplace in our province. Agriculture experts from many countries regularly come here to see the hi-tech growing techniques, the complete elimination of pesticides, and ecological production methods. Recently, a presentation was made in Almería by experts from the horticultural technology company Tecnova who have been working with growers to farm fish at the same time as other products. They have proved that this is a viable technique that will potentially bring in large amounts of money, with only minor alterations to existing methods. It is a perfect adjunct to the techniques of hydroponic growing, the tried and tested method of growing plants with their roots in water. New Growing Systems, a company based in Pulpí, have patented specialist hydroponic systems. The company Biosabor have been experimenting with the Tecnova experts, and initial trials have concluded that it is a good system. They have chosen to breed a fish called “Tilapia”, a freshwater fish from the Cichlid species that inhabit shallow rivers and ponds. This is not a species of fish that is widely consumed in Spain but there is a large overseas market. Another suitable fish is the Tenca, from the Tench family, considered a gourmet fish in the Spanish regions of Extramadura and Castílla & León. The fish are fed from the generation of micro-algae in troughs alongside tomato plants, where an irrigation system takes water to the roots and then returns it to the troughs. The use of micro-algae is already a tried and tested technique to prevent the build-up of excessive nitrates in the water. The Tenca fish they are breeding are quite happy to live in water that has a range of temperature similar to that found in greenhouses, from 13-32 degrees centigrade during a normal year. The ideal temperature is 27 degrees centigrade,

but at lower temperatures they just grow more slowly and there is no necessity to heat the water. The chief scientist at Tecnova considers that the ideal temperatures for breeding Tenca are found in greenhouses 75% of the year in Almería province. Tenca fish are grown in Poland and also considered a delicacy there, but heated tanks are needed owing to the colder temperatures in the region. The Tilapia fish are not so used to the lowest water temperatures found here but still survive.

Experiments so far have found that with the normal commercial size of the fish being from 80-120 grams, a period of 18-24 months is needed, from egg to finished weight. Further trials are under way to see if it is better to start the fish in hatcheries, and once they have reached a certain size they are then introduced into the hydroponic troughs. This may mean that from the egg to the normal weight, the growing cycle can be reduced to just over 12 months. As Tenca is considered a gourmet fish, market prices vary from 10-12 euros per kilo. A company in Córdoba started growing Tilapia fish in indoor fish farms in 2013, and last year they produced a total of 40 tonnes. Their production costs are much higher than the system under investigation in Almería province, but the price paid per kilo was an average of just under 10 euros, so still profitable.

Mercadona & Others

uan Roig is the managing director of Mercadona, the 2nd largest family business in Spain after El Corte Inglés. Of the eight directors, seven are family members including four daughters. The chain was formed in 1981 when he and other family members purchased eight shops from their parents in Valencia. During March, Mercadona published their figures for 2014 and projections for 2015, along with Carrefour, DIA, Lidl, and Eroski. Supermarkets make up 52% of the total sales in Spain of groceries, fresh food, cosmetics and perfumes, pet foods, and baby and children items. Mercadona has three times more business than its closest rivals. Up 2% from 2013, their sales in 2014 amounted to just over 20 billion euros, and their profit margin increased by 5% to 543 million euros. With the opening of 60 new supermarkets that cost 655 million euros, they now have 1,500. The German chain Lidl opened their first supermarkets in Spain 20 years ago, but currently only have a 3% market share. They opened 21 new stores in 2014, and in 2015 they intend to spend 200 million euros to open another 40, and also revamp their oldest ones. Mercadona introduced “loose” fruit and vegetables into their stores in 2013, and cut down on transport costs by purchasing these items from local suppliers, along with fresh fish. Almería suppliers benefited from 150 million euros worth of goods purchased during 2014, and Lidl are copying this policy. In 2015, they will increase the expansion of in-store bread bakeries, and cake and fresh fish sales. The French company Carrefour have 7% of the Spanish market, and announced some reduction in sales in 2014, but sales have been falling for several years. One of their success stories is the franchising of their “Carrefour Express” mini supermarkets, and one has just opened at the CEPSA petrol station in Mojácar. Nevertheless, they see France and Latin America as their expanding markets in 2015. The DIA chain hope to do well in 2015, and at present have 8% of the market. Their 2014 figures only partly included turnover and profit from the purchase of the El Árbol chain of 455 stores, and also 160 from Eroski, now down to only a 3% market share.

Mercadona have 74,000 employees, about the same number as in 2012-2013. Employees are well paid, and all are put on fixed contracts soon after joining. 90% of these employees have been there for more than four years. The vast majority of these receive a take home pay of 1,400 euros per month, and new employees take home 1,100 euros. Targets achieved resulted in bonus payments totalling 263 million euros in 2014, and productivity increased by 4%. 70% of employees are women, and in some locations there are free nurseries. Retail analysts say that the policy of offering loose fruit and veg. is not just for customer convenience, but to try and stop them shopping locally at small shops. They also say that the very expanding sales of “own brand” items, very much favoured by Mercadona, reduces the overall choice. Mercadona reply that in 2014 their “shopping trolley” cost of popular family items had reduced by 2%. They claim a saving of 72 euros a year, from a monthly purchase of goods totalling 300 euros. A Spanish TV programme in 2012 heavily criticised Mercadona for not contributing goods to food banks. They quickly signed various agreements! Juan Roig is now aged 65 but has no intention of retiring soon. One of his four daughters is considered the favourite to take over eventually.

A Possible Solution

n March 11th, at the last minute, the P.P. centre who have devoted a considerable amount of their right party in the Senate, (the Spanish upper time to campaign and aid owners of properties parliament), partly aligned themselves with the under threat. José Luis Sánchez Teruel P.S.O.E. centre left party to approve a proposal that will hopefully stop the demolition of “illegal” houses unless there is financial compensation. There were a total of 148 votes for, and 89 against. The P.S.O.E. submitted this proposal, in February, that will need a modification of the Spanish criminal code 319.1, but it was considered unlikely that the P.P. party would back this. Various pressure groups throughout the country, including our local A.U.A.N. group have been supporting the amendment. Some P.P. politicians said that this P.S.O.E proposal was just electioneering, and the official party line in Andalucía was that there was a different way of dealing with compensation. Because of this stance, various local P.P. politicians had refused to support town hall motions in favour. The General Secretary of the P.S.O.E party in Almería, José Luis Sánchez Teruel, their candidate in the March 22nd Junta elections, was delighted with the result. He was quick to point out that the P.P. candidate in Almería for the Junta, Juanma Moreno, (also a senator), had not voted for the amendment. Gabriel Amat, the president of the Almería Diputación (county council) and leader of the P.P parties in Almería province, had also voted against the proposal a few days before. José Luis Sánchez Teruel told reporters that this was a victory for common sense, and politicians such as Gabriel Amat had made themselves look ridiculous, when many P.P senators gave their backing.

The bare bones of the proposal means that criminal prosecutions will still go ahead against town halls, councillors, promoters, builders and others such as technical architects, but a demolition order would not be enforced unless financial compensation is available. Hopefully this will stop any more demolitions in Almería province involving ex-pats and Spanish nationals who purchased in “good faith”, and have lost their houses and their money.

The Junta de Andalucía promised last year that they would amend the unsatisfactory regulations made in 2012 that had not solved the problem of illegal houses, particularly where a large plot of land had been split into various parcels. Almería “50 Sombras” is a musical parody of the best seller “50 Shades of Grey”. It has been on stage in Madrid since last October with rave reviews and is on tour from April. Exhibitions Carmen Pinteño, a noted painter from Huércal-Overa, has an exhibition entitled “La Mirada de Carmen” in Almería city, depicting her work. A total of 80 are exhibited at the CAMA Centro de Arte-Museo de Almería, Plaza Carlos Cano, Almería city until May 10th. Opening hours are Monday, 6pm-9pm; Tuesday to Saturday, 11am-2pm, and the same evening hours, & Sunday 11am-2pm.

Ramón Francos has an exhibition until April 18th at the art gallery in Mojácar pueblo at the fuente. Under the heading “Mojácar Factory Art” his satirical exhibition is entitled “Cochinadas”, and features images of pigs in his varied works. An engineer who was unemployed for a long time decided to open a medical clinic. He puts a sign outside the clinic: "A cure for your ailment guaranteed at 1000 dollars; we'll pay you 2,000 dollars if we fail." A Doctor thinks this is a good opportunity to earn 2,000 dollars and goes to his clinic. Doctor: "I have lost my sense of taste." Engineer: "Nurse, please bring the medicine from box 23 and put 4 drops in the patient's mouth." Doctor: "This is Gasoline!" Engineer: "Congratulations! You've got your taste back. That will be 1000 dollars." The Doctor gets annoyed and goes back after a couple of days later to recover his money. Doctor: "I have lost my memory, I cannot remember anything." Answered Prayer A mother and her two year old son are at the beach. They are walking along the water's edge when a huge wave hits them and washes the little boy out to sea. No one else is around, and she can't swim. She drops down on her knees, looks up to the heavens, and starts to pray. "God, please give my son back to me. He's all I have. I'll never ask you for anything else if I get him back." Another big wave comes along and deposits the little boy on the beach right beside her. She grabs him and holds him tight. She looks up again. "He had a hat!" Unfortunate Error Two monks are copying ancient texts. One of the monks begins to wonder, what if the original texts had entirely different meanings because of other monks' mistakes in their translations over the years? They decide to go look for some of the original texts and find out so one of them ventures into the catacombs and the other monk waits outside. He waits for about an hour and begins to wonder where the other monk is. He ventures in to find out. He hears sobbing, and moves towards the sound. He sees the other monk sitting on the ground, crying, with a book opened in his lap. He asks him why he is crying, to which he replies, "They meant to say celebrate!"

Two hunters are out on a farmer's property, walking around the edge of the woods when they come across a giant hole in the ground. They can't see to the bottom of it, but they want to know how deep it is. They try throwing rocks and sticks down it, but the rocks and sticks aren't big enough to be heard when they hit the bottom. Eventually, the hunters spot an old gear box lying in some tall weeds near. It looks like it hasn't been touched in decades, so they figure the farmer wouldn't miss it and shove it down the hole. While they're waiting to hear the gear box hit the bottom of the hole, a goat comes crashing through the weeds at about 100 mph and falls down the hole. The hunters are surprised, but not terribly concerned about the unfortunate goat. Besides, they came to hunt deer, not mess with goats. The hunters make their way to the tree stand and get set up. After about fifteen minutes, the farmer comes walking up to the stand. "Have you boys seen my goat?" asks the farmer. "Well," says the first hunter, "We did see a goat earlier. He came runnin' about a hundred miles an hour through the weeds and fell into that giant hole over there." "A hundred miles an hour?" says the farmer. "That can't be my goat. He was chained to an old gear box."
