Focus on Local News Ecology Boost The Junta de Andalucía (the governing body for Almería) has announced a three year plan to integrate organically grown products into general use. The plan is that growers can register to have their produce included in menus for hospitals, nurseries and schools, residential homes and centres for persons who are physically challenged. This is a pioneering “first” for organical growers in Spain. Andalucía at present produces 54% of the organically grown products of Spain and in 2011 this meant that 990,000 hectares were dedicated to these items. The labour force has also risen 29% in the last four years and employs nearly 10,000 people. Typical produce is olives, cereal crops, vegetables, dried fruits and honey. In Almería province, this also includes fish farms who grow lubina and dorado fish. Mojácar Rates Review Municipal police are trying to contact owners of domestic and business properties in Mojácar in an attempt to reconcile the actual area shown on existing rates information with aerial photos made of the area. The object is to collect rates on properties that pay none, update the information if major living extensions have been made, and to include swimming pools, but not terraces or patios. Owners are being served an “advice” that show perceived abnormalities from the photographs. Property owners are then required to visit the Mojácar “Oficina catastral” (rates office) at Marina de la Torre to resolve this within 10 working days; so 2 weeks. Information you should take include photo ID (so DNI or passport), the “Escritura” (title deed) and house plans or photos may be useful. If a “piscina” (swimming pool) has been built, the water surface area is needed. The technicians and staff are competent to resolve any perceived difference at this office, and a form will be generated showing your property is unchanged, or living extensions made, or a pool has been added. Amended rateable values will be shown on the 2012 rates bill if applicable, not in arrears. For the purposes of this exercise it is not necessary

that a pool is shown on the title deeds. A related change concerns the “official” value of your property calculated from the “valor catastral”, an amount shown on rates bills. In Mojácar, this has now been reduced from 140% to 120%. This figure is used if there is a will settlement, or divorce settlement where no actual sale takes place. The Vera Theatre Although started some 8 years ago, there is still no prospect that the Vera theatre can open. A meeting was recently held between the Vera council and representatives of the Cultural department of the Junta de Andalucía to inspect the work as so far completed. The Junta has declined to allocate more funding at present, and this will stop any more work being done. Apart from various technical problems, one of the faults is that from certain areas of the central seating region it is impossible to see the stage.

Garrucha Port Work The Junta de Andalucía public works delegate, Josefina Cruz, has visited Garrucha and assured local politicians that the work associated with the lorry access for gravel and yeso is still considered a priority. Because of this, the freezing of funds will be lifted and the work can proceed. So far, 20 million euros has been spent on port improvement and extensions and it is recognized that the movement of gravel and yeso is a fundamental requirement. At present, the port handles some 4 million tonnes a year.

Focus on Local News continued Toll Roads The Spanish government is trying to help the operators of toll roads, such as the Vera-Cartagena link, at least temporarily. One plan is to extend the operating period, and another to take over the toll roads using government funds, until they prove viable. Altogether throughout Spain there are 9 toll roads which come into this category and are experiencing severe problems in payment of the bank loans to build them. Less Speeding The number of people speeding past the 11 fixed radar points in Almería province continues to fall dramatically. In January 2011, 591 penalties were recorded but this year the number has fallen to less than 200. As regards mobile radar infractions, the number of drivers caught speeding has dropped from 25,000 per year to 17,500 in 2011. Traffic police consider that this is only partly due to better driving. The economic crisis and the cost of petrol and diesel are considered the major reasons. Following a rise in fuel prices last October, figures for fixed speed infractions fell from 429 in October to 144 in November 2011. Council Debts In an attempt to help councils with debt problems, some 18,000 million euros is being made available for councils to borrow at a basic rate of interest. Almería council has agreed debts to suppliers of 11 million euros, but this is peanuts compared to El Ejido council who have debts of 114 million euros owing to suppliers of services. Seville city has debts of 60 million, Granada city 107 million and Jaén admits to debts of over 300 million euros. Road Signs Huércal-Overa councilor, Alonso Mena, states that he has found 900 brand new and mostly unwrapped traffic signs in a municipal warehouse. He is accusing the previous council of flagrantly wasting money. He claims that the Valencia company who supplied them charged an average

of 74 euros for each sign, but if purchased locally they would have cost 24 euros each. It is not considered at present that more than a handful are needed.

“Extreme 40” Races The Junta de Andalucía, Almería county council and the city council are still trying to ensure that the “Extreme 40” catamaran races come to Almería port in 2012. Talks with the organisers are reputed to have dropped the money needed from 580,000 euros to 500,000 as the “fee” for staging the event is now 359,000 euros instead of the 450,000 paid in 2011. The Junta de Andalucía have agreed to pay 70% of the cost, with the balance being split between the county and city councils. If an agreement can be reached, the other problem is where the Almería event could be slotted into the 2012 schedule, published last December, without Almería on the list. Easter Pardon Every year at Easter in Málaga, a prisoner is given an “Easter pardon” engineered by the religious brother hood known as “Nuestro Padre Jesús El Rico”, who then apply to the courts for the release. This is a very old tradition in the area. This year, a 26 year old man currently serving 4 years for robbery with violence has been chosen. There is no such event in Almería province or most other parts of Spain.

Focus on Local News continued Heavy Smokers Port police at Almería port recently subjected a van coming into Almería on the ferry from Nador in Morocco to close inspection. In a false floor they discovered 1,100 cartons of cigarettes. As these had not been declared for import duty they were seized. In another inspection, 2,520 packets were discovered spread between various suitcases in another van. The importation of contraband cigarettes is very profitable if not detected, and ferry traffic from Morocco is regularly subjected to extensive searches. Purchena to A-7 Link On March 2nd, the consortium ‘Almanzora S.A.’, was officially registered with a capital of 14 million euros. The company will now undertake a complete study of the Purchena to the A-7 40 km motorway route and work is intended to be started before the end of 2012. The total project cost is 123 million euros and the work is expected to take 36 months to complete and provide work for 2,000 persons. The contract is for the execution and maintenance of the motorway for a period of 30 years, with the money needed being provided by ‘Almanzora S.A.’

Carboneras as Akaba

Brussels Funding EU funding is being discussed for an Agriculture centre at the new P.I.T.A. Science park just outside Almería city. Funding is available for a centre of Investigation and Innovation connected to agriculture and fishery research. Clara Aguilera, the Junta de Andalucía agriculture Minister, recently visited Almería to inspect progress at the ‘Pitágoras’ building at the park. This building intended for research and development has an area of 15,000 m2. If EU funding is allocated this would make Almería a European centre for investigation.

Museo Casa Ibañez

Museum Money The Almería County Council has stepped forward to fund the Museo Casa Ibáñez at Olula del Río to an amount of 50,000 euros. Together with 22,500 euros from the Mancomunided Almanzora, the association of 26 local municipalities and private sponsors, this will mean an income of 90,000 euros. The museum is considered very important as regards modern art, the collection of paintings, exhibitions and painting seminars. The museum will be open free of charge to organized visits from schools and other bodies in return for the 50,000 euros grant, and also feature exhibitions organized by the Almería council. The financial status of the museum has been precarious for a number of years. The painter, Andrés García Ibáñez, is president of the foundation that currently runs the museum.

So Now You Know... The “Sanbenito” During the Inquisition in 15th century Spain, prisoners condemned to burn were forced to walk to their doom wearing a special robe called a Sanbenito. The knee length tunic of yellow cloth had figures of monks, dragons and demons which signified that the heretic was impenitent and was condemned to burn at the stake. After the accused died, his or her name was written on the Sanbenito and it was hung in the local parish church where it remained until it fell apart. Occasionally an old Sanbenito would be replaced by a fresh one so that the infamy of the heretic who had worn it would be perpetuated through the ages. The Bowie Knife The famous defender of the Alamo, James Bowie made famous the “Bowie Knife” that was designed with a guard between the knife blade and the user, to protect the carrier from stabbing himself. He carried it everywhere and was very skilful at using it. It was, however, invented by his brother Rezin Pleasant Bowie who was forgotten in history and the knife was always thought of as being his brother’s idea. The "Jim Bowie knife" first became famous due to Bowie's use of a large knife at a duel known as the Sandbar Fight. The knife pattern is still popular with collectors and various knife manufacturing companies who still produce it . Air Brakes The first air brake invented by George Westinghouse in 1869 revolutionized the railroad industry, making braking a safer venture and thus permitting trains to travel at higher speeds. Kevlar The DuPont Corporation started a budget for research in the 1920s. Over the years, many of their “inventions” were turned into nylon, teflon, lycra, and other breakthroughs such as “Mylar”, the polyester film. Stephanie Kwolek invented “Kevlar” in 1969. It was made of a fibre that was five times stronger than steel, but was very flexible. In 1971 it was marketed, and became in demand for “bullet proof” body garments for police forces. It is made in various forms, and whilst it is not always “bullet proof” it reduces serious injury dramatically. In large sheet form it does the same thing for helicopters and other military equipment.

unday, March 25th was the day when Spanish Nationals voted to determine who would govern the Junta de Andalucía until 2016. The results were nothing like the political pundits had predicted, and even late exit polls suggested that the ‘PP’ (Conservative party) would sweep into power. This didn’t happen and the ‘PSOE’ party retains control after an alliance with the ‘IU’ party. The results were as unexpected as Spaniard Ferdinand Alonso winning the Malaysia Formula 1 Grand Prix on the same day. Almería province, along with Cádiz, Córdoba, Granada, Huelva, Jaén, Málaga and Seville make up the entity that is Andalucía. The area is known as an autonomous region which means that Andalucía has its own parliament and can introduce legislation that is different from the rest of Spain. Examples are the free prescriptions for babies up to the age of one, the recent auctions for the supply of generic medicines, or the imposition of the 2.4 céntimos “health tax” on fuel, that is 4.8 céntimos in Valencia. The Junta de Andalucía cannot alter IVA (VAT) rates, or the pecentages of income tax bands. What happens in the provinces of Andalucía, including Almería, is very dependent on what the Junta de Andalucía parliament decides to do.

Normally, the Spanish population turns out in large numbers to vote, often as high as 80%. This happened in rural areas, but the overall voting was unusually low, finishing up at only 68%. Roquetas, a strong ‘PP’ area, where the mayor Gabriel Amat is also head of the Almería ‘Diputación’ (county council), only recorded 56% of the potential number of voters, whilst El Ejido was very similar with 53%, and Carboneras recorded 55%. Political pundits think that perhaps ‘PP’ supporters were so convinced that their party would win, that they didn’t bother to vote! In Mojácar and Garrucha, 63% of the voters turned up, with 76% in Los Gallardos.

Can We Save Money? On April 1st, electricity prices went up by 7%. The idea of adding a surcharge on petrol and diesel fuel to pay off the deficit was fully supported by the National Energy Commission, so it is still on the back burner. So how can we reduce our bills? 20 million households are on the tariff known as “TUR” and on this normal tariff (same every hour of the day) we have been paying 14.2 céntimos per Kw/h. If we use 300 Kw/hrs per month this has been costing 42.60 euros. Alternatively, we can elect to pay via the split hour tariff. On peak hours (12 noon to 10pm) the charge was 16.5 céntimos per Kw/h, but between 10pm and noon the next day, the rate drops to 6.8 céntimos per Kw/h, for these 14 hours from late evening to mid-day. It used to be for just 8 hours, but for some time it has been 14. This 14 hour period should give us ample time to use the more costly items, such as dishwashers and washing machines, particularly on a “hot” cycle, electric water heaters (on a time clock), and some part of an air-con “hot” or “cold” cycle, depending on the time of year, and pool filter pump times, or even oven use. So with careful management it is not unreasonable that we could use two thirds of our consumption during the off-peak period. If we use 100 Kw/hrs at 16.5

céntimos and 200 at 6.8 céntimos the total cost is 30.10 euros, a 30% saving. To change to this split tariff needs a “boletín” (an authorised electrician’s certificate), and the change of meter cost will be between 20 and 30 euros. Apart from the selection of the split tariff, savings can be made in making sure we have changed to the new low energy bulbs, have air-con filters cleaned before the summer season and amend the temperature we run them at, or investigate whether an existing electric water heater can be changed for a gas heater that only heats the water when we turn a hot tap on.

Many of us are using “old” appliances where the rating may be D, E, F or even G! Changing to a new appliance makes sense, as once paid for, the savings start immediately.

Tuberculosis in Almería

This meant that if two new cases of tuberculosis were discovered, it was possible to state exactly if it was the same strain, or two different strains. For some time prior to 2003, it had been realized that workers from Morocco, Africa and Eastern European countries were carrying tuberculosis, and if they worked or lived in unhygienic conditions These “high levels” work out on average at about this encouraged the TB infection. As a result of this new unit being set up in Almería city, the latest figures for 2011 show that new infections have fallen to 21 per 100,000 people. uberculosis, or “TB” as it is popularly known, is probably a disease that most people associate with emerging countries, and is not associated in general with Spain. In fact, Spain and Portugal still show high levels of the disease compared to other European countries.

Tuberculosis comes in many different varieties or strains, and as with polio, a person may be a carrier and have only slight symptoms, but can pass the disease on to other family members, work colleagues or in the case of children, other school or class friends. The Torrecárdenas centre was set up to analyse the exact microbiological type that infected persons are carrying. This means that different varieties of the disease can be charted and the same strain identified through human contact as to where it is being passed on. Part of the problem in 2003 when the centre was set up was that the different varieties of TB were not being charted or investigated, and links between infected persons were mostly guesswork. Miguel Martínez Lirola is in charge of the “Indal TB” centre at Torrecárdenas and states that the exhaustive microbiological investigation of each new case has removed all the guesswork from any investigation. The techniques learnt from the Madrid centre were put into place and from the first day started to produce scientific results.

The Indal TB centre

One of the remaining problems was how to trace contact with other persons, and to determine if contact had come about from an infected family member, friends, work colleague or school. The “Indal TB” centre therefore pioneered a new technique, new to medical science, to help identify the chain of infection. This involved setting up (with their permission of course), a photo gallery of infected persons and the resultant photos are classified according to the TB strain. Any new patient was then shown the photo gallery associated with their own infection and asked if they knew any of the faces. This pioneering tool was given the name “GenContact TB” and produced immediate results. Once a new patient states, “I know that person or face” a scientific link can be established. This then led to the identification of “positive” carriers, who otherwise might not have been identified as such. This is a very successful “world first” technique pioneered in Almería.

The Rich, the Poor and IBI

he Spanish tax authority, ‘Agencia Tributaria’, known as ‘Hacienda’, has published some startling figures regarding the average tax payer net income throughout Almería province. There is a big divide between the “rich” muncipalities and the “poor” ones. There are 102 municipalities in the province and the figures obtained from the 2011 annual tax returns show that the top ten municipalities with the highest net average income start off with Almería city, Roquetas, Vera, Carboneras, Mojácar, Huércal de Almería, Enix, Los Gallardos, HuércalOvera and Macael. Net income from tax returns in Almería city gives the average as 20,750 euros. Roquetas is just under this at 19,891 euros, Vera 19,002 euros, Carboneras 18,918 euros, Mojácar 18,783 euros, Los Gallardos 16,560 euros and Huércal-Overa 16,275 euros. Apart from Enix and Huércal de Almería which is a “dormitory” municipality for Almería city the rest of the top 7 are all considered coastal resorts with tourism a major income provider. What is startling about the list is that the poorest municipalitiy, Olula de Castro, has a net income of only 6,008 euros, and in the bottom ten, Lubrín and Taberno are included. Partaloa and Lucainena (net income 9,808 euros) are in the bottom 20. This difference of 14,000 euros in net income between “richest” and “poorest” is much more then 10 years ago when it was only 10,000 euros. Olula del Río, Garrucha, Tíjola, Antas, Albox, Purchena and Fines are in the list of the top 20, whilst Bédar is 55th on the list, Sorbas 62nd, Canjáyar 66th, Vélez Blanco 68th and Chirivel 74th with a net income of 10,884 euros. El Ejido was one of the wealthiest municipalities in the 80s and 90s, but has now fallen to number 14. Rural municipalities get most of their income from agriculture, and only those with some rural tourism base come higher in the list. Everybody wants to live somewhere with supermarkets such as ‘Mercadona’ and with ADSL, nurseries, chemists and access to a nearby hospital. Rural municipalities have seen a migration of young

people to larger towns and some of those in the bottom 20 of the list are seen as just homes for parents, grandparents and pensioners who scratch a living the same as they have always done from the land. Whatever municipality you live in, the ‘IBI’ (rates tax) is being modified for 2012 and 2013. The amount of rates we pay is based on a rateable value known as the “valor catastral”. These values are upgraded every few years, and if you examine your rates demand it shows the “valor catastral” and the date it was revised. To raise money in the next two years, the Spanish government has hiked up the rates in 70% of the 102 municipalities in Almería province. If your “valor catastral” was revised in either 2005, 2006 or 2007 (just before the building boom) there is no increase, so a rise of 0%. Values from between 2008 and 2011 are increased 4%, and in the Levante region this includes Garrucha, Lubrín, Lucainena de las Torres, Pulpí, Senés, Sorbas and Vera. Almeria Town Hall

A 6% rise applies to the years 2002-2004 and includes Arboleas, Fines, Fiñana, Mojácar, Olula del Río and Tabernas. Municipalities that have not had their “valor catastral” revised since 2001 or before, face the highest rise of 10%. This includes Albox, Carboneras, Cuevas, Huércal-Overa, Macael, María, Taberno, Turre and Vélez Rubio. All these increases are stated to be for just 2012 and 2013, but what will happen after this is of course, a complete unknown.

What’s On Exhibitions Martín Santos Yubero, a famous Spanish photographer, has a retrospective exhibition until May 6th at the photographic centre “CAF” in A l m e r í a c i t y. T h e 10 0 photographs selected by Publio López Mondéjar portray life in Spain between 1925 and 1975, and have come from many Spanish archive photographic locations. Jorge Morgan has an exhibition entitled “Mujeres en el sillón y el jardín de los cactus” until the end of June at the Roquetas Auditorio. “Francina” (Paqui Soler Cervantes) has an exhibition of her modernistic paintings until April 15th at the Mojácar Fuente Art centre. Open Tuesday-Friday, 11.30am1.30pm & 5pm-8pm, Sat & Sun 11am-2pm.

Chenoa perform their latest album “Como un Fantasma” on May 12th Sergio Dalma performs his new album “Via Dalma II” on May 26th. The Clasijazz Big Band and the Gospel choir Clasijazz on June 9th. Almería, Auditorio, Maestro Padilla: Pasión Vega and the Almería City Orchestra help celebrate the 20th Anniversary of the opening of the Auditorio Maestro Padilla in Almería on May 5th at 9pm. Tickets are 18 & 22 euros. Queen Symphonic Rhapsody, by the One World Symphony Orchestra and soloists, May 18th, 9pm. Tickets 35 & 38 euros.

Maria Dolores Pradera, considered one of the best Spanish “divas” had to cancel her concert scheduled for March 9th. This now takes place on May 1st at 9pm . Tickets 28 & 23 euros.

Concerts Roquetas Auditorio: Natalia Dicente and others perform a tribute concert to Judy Garland entitled “Al final de Arco Irís” (To the end of the rainbow) May 5th. Els Joglars and “El Nacional” are in concert, May 19th.

What’s On The Rose Singers have a concert entitled “Some Songs of Yesteryear” with show songs including a selection from ‘Oliver’ to celebrate the 200th anniversary of the birth of Charles Dickens. The concert is on Saturday, April 28th at The New Kimrick, Mojácar Playa and Sunday April 29th at Camping Los Gallardos. Both concerts start at 7.30pm and tickets are 8 euros from both venues, ‘Gill’s Linen’, ‘Total Entertainment’ Turre, ‘Forgetme-not’ Las Buganvillas and choir members. The Bet A strong young man at the construction site was bragging that he could outdo anyone in a feat of strength. He made a special case of making fun of Morris, one of the older workmen. "I will bet a week's wages that I can haul something in a wheelbarrow over to that outbuilding that you won't be able to wheel back." "You're on, old man," the braggart replied. "It's a bet!" So Morris grabbed the wheelbarrow by the handles. Then, nodding to the young man, he said, "All right. Get in."

Farmer Brown goes out one day and buys a brand new stud rooster for his chickens. The cocky young rooster walks over to the old rooster and says: "OK, old fellow, time to retire." The old rooster says: "You can't handle all these chickens, look what it did to me!" The young rooster replies: "Now don't give me a hassle about this old man. It's time for the old to step aside and the young take over, so take a hike!" The old rooster says: "Aw, c'mon, just let me have those two old hens over there in the corner. I won't bother you." The young rooster snarls: "Scram! Beat it! You're washed up! I'm taking over!" The old rooster thinks for a minute and then says to the young rooster: "I'll tell you what, young fellow, I'll have a race around the farm house with you. Whoever wins the race gets full domain over the chicken coop." The young rooster smiles: "You know I'm going to beat you, old man. So just to be fair, I'm even going to give you a head start." The two roosters line up in the back of the farm house; a hen clucks "Go!" and the old rooster takes off running. About 5 seconds later the young rooster takes off after him. They round the front of the farm house and the young rooster is inches behind the old rooster and gaining fast. Farmer Brown, sitting on the porch, hearing the commotion looks up and sees what's going on. Quickly, he grabs his shotgun and BOOM! The young rooster is blown to smithereens! Farmer Brown sadly shakes his head in disgust: "Damn! That makes the third gay rooster I bought this week."

Warning "Honey," said this husband to his wife, "I invited a friend home for supper." "What? Are you crazy?
