The End of Summer

T

he big event in August was the ‘Dreambeach Music Festival’ at Villaricos where 160,000 people went to enjoy the music. As in other years there were a large number of police with 800 officers working in shifts. These ranged from mounted police to a fast reaction unit, an aquatic unit backed up with a coastguard vessel, various sniffer dogs and anti-drone equipment. There were airport type security arches at the main entrance. Police made many checks for drugs and alcohol levels of drivers along with documentation. 297 people were found to have small amounts of various drugs that were confiscated and fines issued, and ten people were arrested for having quantities that signified they were dealers. Another nine people were arrested for other offences.

Two major fires during August in Gran Canaria resulted in a total of 8,500 people being evacuated. A man was arrested who had started the first fire when he was using welding equipment in his garden. The various bans on dangerous activities remain in force until October 15th.

So far this year, total tourist numbers throughout Spain are slightly down as in 2018 but the average stay and the money spent is more. This is usually a feature of September when the tourists that come here are without school-age children and consequently they have a greater disposable income. Renting an apartment or house is still very popular, but since 2017 properties have to be registered with a registration number. Earlier this year the Spanish tax authorities sent letters to the owners of these properties pointing out that they had to declare their income, and in the June tax returns for 2018 a considerable amount of tax due was collected. Spanish Ryanair staff intend to go on strike on ten days in September as the company have announced that they will shut their operations in Las Palmas, Tenerife and Girona from the beginning of 2020. This is because there is no firm date when they can take delivery of the Boeing aircraft that were grounded and need new certification. Portuguese and UK staff are also planning strikes.

September is back-to-school time and cultural events are now moving back indoors. In our “What’s On” section we list those of interest, but town hall employees who keep their webpages up to date have also been on holiday! During August the ‘Aku Aku’ beach bar in Mojácar was given a long write-up in the Spanish daily newspaper ‘El País’. They highlighted the large numbers of free concerts by famous musicians that have been a feature of the beach bar for many years. The political situation in Spain is still very fluid with no new government since the General Elections last April. Unless this is resolved by September 23rd there will have to be new elections in November and we comment on this in an article.

The Almería UDA football club now has a new owner who is a Saudi millionaire and a former Saudi Minister of Sport. He has come up with a very large amount of money to obtain his majority share and intendeds to work hard to get the team

There are no major fiestas dates in September when everything shuts down nationally. Local fiestas at the end of September take place in Alfaix, Cantoria and Pulpí and in early October in Mojácar, Turre, Albox and Huércal-Overa.

In the News Police Regain Control of the Campo de Gibraltar In early 2018, crisis meetings took place between senior National Police and Guardia Civil officers in the Campo de Gibraltar area, the Spanish Minister of the Interior Fermando Grande-Marlaska and the President of the Junta de Andalucía. The police reported that they had lost control of the large drug trade and various families who were drug barons, and there were no-go areas where the police considered that officers and vehicles were at risk. The drug barons monitored the police radios and many young persons acted as lookouts. Large semi-rigid high speed launches ferried the drugs mainly from Morocco, or they came into the Algeciras port container terminal. It was agreed that a major increase in police officers was needed and this would be operational from July with a budget of 7 million Euros until the end of the year and 17 million Euros in 2019. Apart from specialist equipment including encrypted radios, 148 additional National police officers were drafted in, together with 198 Guardia Civil police who were permanently based in the Campo de Gibraltar or came in from surrounding municipalities for major operations. An additional 100 vehicles were purchased together with 400 body protection items, 293 CCTV and monitoring equipment, and special day and night cameras for helicopters. This July the results of the first twelve months were presented at a press conference. There had been 4,800 arrests including many members of the families of drug barons and 143 tonnes of hashish, 5 tonnes of cocaine, 500 kg of heroin, 100 kg of cannabis and 758,000 packets of contraband tobacco were seized. They confiscated money to the tune of 2.7 million euros and seized 133 high speed launches and 600 vehicles (mostly high performance cars) that rapidly took drugs to other parts of Spain and Europe. New regulations prohibit the ownership of the launches unless special licences have been granted for their use in sport. Previously, confiscated launches were sold at auction and the drug barons bought them

back! They now become the property of maritime police and customs agents. Several large, highly fortified villas, owned by the drug barons and usually in the names of their wives, were embargoed by the courts as the money used to build or purchase them had been obtained from crime. Money is also being spent in the Campo de Gibraltar to improve housing, schools, and the retraining of the large numbers of unemployed people. The summary of the results in the first 12 months was that it had been a major success! The Numbers of ‘Boat People’ Persons who may pay large sums of money set off from Northern African countries by boat to find a better life in Spain. In the vast majority of cases they are not people seeking asylum. The Spanish Coastguards along with Guardia Civil Police vessels attempt to intercept these people when they are spotted and often they are in great need of being rescued. In mid-July in the Alborán Sea off the coast of Almería, 219 people were rescued in a 24hr period from three boats. These included 56 women, three children and a baby, and unfortunately one woman who had drowned. When a boat breaks down or starts to sink because it is totally overloaded there are frequent deaths from drowning. When coastguards found the first boat it had 71 people with 12 of them women, and then one of their helicopters and two fixed wing aircraft went to find the exact location of another boat that they had been told was in need of assistance. Coastguards rescued 73 people including 23 women and recovered the dead body. Shortly afterwards they rescued 75 people from a third boat with 21 women and three children. Previously, Spanish coastguard vessels that rescued people near Morocco had to take them to a Spanish port. The Moroccan authorities have now come to an arrangement with Spain that boat people spotted near the Moroccan coast are taken back to Morocco, and Spain has given money to Morocco to help them improve their own coastguard service. In the 24hr period when Spanish vessels rescued the 219

In the News people, Moroccan authorities rescued 57 people and took them back to Morocco. There is a reception centre at Almería port where initially the people rescued are assessed by Red Cross doctors and nurses, and a new one is being built to cope with the large numbers. Figures from 2018 are that 928 women with babies were rescued in Spain, which is seven times the numbers in 2017, and 267 of these were rescued and taken to Almería port. A staggering 63,000 boat people came to Spain including 7,500 women, and 6,000 of these women were taken to ports in Andalucía. Quite often the organisers of the boats will ring the coastguards and tell them where the boat is. They know that they will then be rescued! Tragically, there are a large number of people who drown on the journey. 30,000 Euros Spent at Almería Court Two very large court cases will shortly be heard at the Palace of Justice in Almería city. One of them is the prosecution of Ana Julia Quezada who is charged with murder of the 9 year old boy Gabriel that was the son of her partner. The disappearance of Gabriel resulted in an enormous police search and the woman subsequently confessed to the murder when police found Gabriel’s body in the boot of her car. She was often present at interviews with the press apparently giving her assistance and sympathy to the parents. Unknown to everyone she had murdered Gabriel almost immediately after he went missing. A jury will hear the case and it is expected that there will be an enormous media interest. The other large case is a result of the operation ‘Caso Poniente’ in 2008 with 65 people accused of various crimes of fraud relating to El Ejido town hall and a service company that creamed off very large amounts of money. To accommodate all the press and people charged there has been major work done that has cost 30,000 euros. 8,200 euros has been spent on enlarging the court where the 65 people will be in court with their lawyers. A room has been repainted and equipped with new wiring and air-

conditioning that will be the press room, with space for 50 print or television journalists. With closed circuit television and computer points this has cost 14,000 euros. A remodelled room has been completed where the jury can make their deliberations. The Caso Poniente trial will start in November and is expected to last until next July.

Almería UDA Has New Owner Supporter of the second division Almería UDA football club were very surprised to find that the club had a new owner from the beginning of August. A Saudi group led by millionaire Turki AlSheikh, who has been Saudi Minister of Sport, has bought the club with a 20 million euros investment and the taking over of the 7 million euro debts. Alfonso García and his two brothers have had equal shares in the club for the last 16 years, and the brothers have been looking for a new owner. A few days later the Saudi millionaire went to a notary in Almería city wearing a club shirt to complete the legalities. Turki Al-Sheikh announced that he intends to take the club up into the Premier Santander League with the purchases of new players and changes in management. Almost immediately the manager Óscar Fernandez was replaced by a manager who is well known to the millionaire as he has been a manager in Cyprus,

In the News Portugal and Saudi, and Pedro Emanuel has been named as the new trainer. An Argentinian, Darío Drudi, who the millionaire also knows well from a Cairo football club is the new sporting director. Turki Al-Sheikh owns the Pyramids FC club in Cairo and is a fanatical football supporter. Almería UDA has not been in the first league since 2007, and apart from the status of a first league club they benefit from TV coverage of the games and the arrival of large numbers of supporters from other first division teams when Almería UDA are playing home games. The Saudi millionaire is also intending to ask the Almería city authorities if he can buy the Mediterranean stadium that was built for the Olympic Mediterranean Games in 2004. At present it is a stadium and would need converting to a football pitch. A New Record Negative Euribor People with a variable rate mortgage pay an interest rate that is the amount the bank set, plus the Euribor that is the inter-lending rate between banks for short term loans. If the bank is charging 2% and the Euribor is 5% the total interest the mortgage holder pays is 7%. In recent years, the Euribor rate has dropped substantially and many lenders found that their mortgage provider had put a clause in the small print that determined a bottom rate of interest, irrespective of the Euribor. These are known as ‘cláusulas suelos’ (floor rates) and were ruled illegal by the EU court and then Spain. The lenders have to make a rebate, and if a person does not accept the offer they can go to court. Special judges hear these cases and nothing else and they are snowed under. In 2015 the Euribor rate dropped below 0% and since then it has remained there. In the last 12 months up to the end of July it has gone from minus 0.19% to minus 0.28%, the lowest amount ever. This is good news for variable mortgage holders because the negative Euribor rate is taken off the lender’s rate of interest. Predictions are that the Euribor will go up slightly to 0.05% in 2021. At present the Central European Bank has set their lending rate at 0% so this keeps

the Euribor down. This is good news for people with variable rate mortgages at present. If however, they have borrowed money over a 40 year period the Euribor rate could be very high again, as it was a few years ago. People who have opted for a fixed rate mortgage pay the same amount every month of the mortgage term so they have the peace of mind that their outgoing is fixed. At present they are losing out, but interest rates tied to the Euribor are bound to rise eventually. With a fixed rate mortgage the bank is taking the risk that interest rates in general will not increase dramatically over the mortgage term. If they do, this will not affect the interest rate that the lender has signed up to pay back each month. Banks have stated that if the negative Euribor rate was more than their rate of interest the mortgage holder won’t be paid money by the lender! This is extremely unlikely to happen however! Solar Power for Madrid Airport Aena is the Spanish entity that runs all Spanish airports and fifteen in other countries including London-Luton in the UK where they have a 51% stake. They have announced an ambitious plan to reduce the consumption of electricity at the Madrid-Barajas airport. Photovoltaic solar panels are to be installed over an area of 22 square hectares (just under two square miles) alongside the airport, and the electricity obtained and used for terminals 1, 2, and 3 will be 16% of the total requirement. The cost is 8.2 million Euros and the installation will be completed in 39 months in stages so as to cause no disruption for flights. 11.7 Gigawatt /hrs will be generated which is the electricity needed for 3,000 houses. Aena have stated that further solar farms will be built in coming years, including at the main airport in Barcelona. Their aim is to reduce total CO2 emissions by 40% in 2025 and make the MadridBarajas and Barcelona airports carbon neutral by 2030 which will save 167,000 tonnes of CO2. In the News Help for Self-Employed Persons The Junta de Andalucía (the governing body for Almeria province) has announced new incentives for recent or new self-employed persons. In Almería province they are setting aside 2.9 million Euros to encourage 2,500 people to become selfemployed. This relates to the Social Security payments that are a large expense and normally cost 280-300 Euros. At present, new selfemployed people only have to pay 60 Euros per month in the first year, but this has now been extended for a second year. To encourage women to opt to become self-employed in municipalities with less than 5,000 inhabitants they will only have to pay 30 Euros per month for the first two years, and young people below the age of 30 can benefit from the 30 Euros per month as well. In addition there are various grants available to persons who wish to become self-employed that are designed to cover the initial expense. These range from 3,800 to 5,000 Euros depending on the age of the person, and these amounts of money in the 2019 budget have gone up by 30%. If self-employed persons employ other persons on a fixed permanent contract other incentives up to 6,000 Euros apply in this situation. Noisier Electric Cars Electric cars are very quiet particularly at low speed when there is less residual noise from the tyres. This is a problem for pedestrians who have any hearing or sight loss, and cyclists. It is claimed that there are 40% more injuries to pedestrians from electric or hybrid cars at low speed. New EU regulations came into force on July 1st and manufacturers now have to enable their electric or hybrid vehicles to make a noise through a loudspeaker when they are travelling at less than 20k/h (12mph) or reversing, and this is called “Acoustic Vehicle Alerting System (AVAS)”.The sound must rise or fall as speed increases or decreases and the sound level has been set at a minimum of 56 decibels. (A normal gasoline or diesel car will produce 75 decibels at low speeds).

Existing owners of these vehicles have 12 months to have this acoustic signal installed by the dealers. It is logical that the noise the vehicles have to make is similar to the sound of a normal vehicle and this is what Audi have done with different sounds for all their various models. There is no hard and fast rule and some manufacturers object to having to make an electric car sound like a normal vehicle! In theory the new sound could be a tune. One recommendation is that the sound is similar to “white noise” that equates to the sound of falling water. It is claimed that this type of noise is better than the sound of a normal car. The move has been welcomed by Spanish and UK charities who supply guide dogs for the blind and have campaigned for the change along with other associations.They say that the complete lack of sound when an electric car is reversing out of a parking place is particularly dangerous to people with a pronounced sight or hearing loss. Drivers will not be able to switch the sound off which was the case in Japan when a pedestrian was killed by a reversing electric car. Ultra Processed Food The University at Navarra and a Spanish health organization specializing in health problems linked to nutrition have published the results of a survey in the British Medical journal. 12,000 women and 8,000 men carefully charted the types of food they ate over a 15 year period from 1999- 2014. The study states that eating highly processed food three times a day led to a 62% risk of death and 335 people died during the survey. The worst processed foods were those that had been highly refined or synthesized with various additives and there were no natural complete ingredients. These included drinks with a high artificial sugar content including some milk preparations eaten as desserts, and various breakfast cereals along with processed meats. The survey accepted that these types of convenience foods were popular because little or no preparation was needed, they were easily obtained from supermarkets in particular, and people liked the taste of them. Nevertheless,

In the News their nutritional value is extremely low and high in calories. The main problems for health were heart related illnesses and deaths along with obesity and depression. An abnormal amount of the people surveyed who ate large amounts of ultra-processed food sought help for mental illnesses. The survey concluded that the traditional Mediterranean diet was the ideal one and it reduces heart problems and breast cancer. More Permanent Work Contracts Young people in work with temporary contracts have no job security and obtaining a mortgage is impossible and renting long term is also a problem. A national survey states that in Almería province young people aged up to 25 are increasingly being given permanent contracts, and this applied to 13% of this age group. In 2008 in the boom period there were 9,500 young persons on permanent contracts but this then steadily fell to 2,300 in 2013. It rose again to 5,300 in 2018 and up to the end of July 2019 it was also 5,000. People working in the service industry had the most permanent contracts followed by industry, agriculture and construction. Payments made for Social Security are also increasing which is very good news. Same Sex Marriages In 2005 same sex marriages were legalised in Spain, and since then in Almería province 860 people have married their same sex partner. In 2011, of the 24 same sex marriages 15 of them were between women and this percentage had remained fairly constant, but in 2018 there were 40 same sex marriages of which 22 were between women. In 2018 a total of 1,900 people were married and the number that opted for a civil ceremony as opposed to a religious one is now double. A troubling statistic is that a survey of teenage school children revealed that a large percentage considered that lesbian or gay persons could be “cured” of this tendency. More education regarding homosexuality is to be introduced in schools.

‘Deliveroo’ Delivery Riders are Employees As was expected, a court in Madrid has ruled that Deliveroo riders are employees of the company, not self-employed persons. The Spanish Social Security Department had gone to court to have this ruling confirmed and as a result Deliveroo will have to pay Social Security payments for all of these “employees” and give them normal work benefits including set working hours, overtime and holiday entitlement. The Social Security Department and Employment Inspectors monitored the company and their 531 riders in Madrid from October 2015 to June 2017 and a figure of 1.2 million Euros was calculated as being owed for Social Security payments. The judge ruled that the British company had very clear control over their riders with obligations they had to meet. Their work periods were highly regulated down to very small details. The riders were instructed where to go with no voluntary decision on their part and there were negative consequences if they declined to carry out a delivery. The Spanish Social Security Department have argued for a long time that if a person is reputedly self-employed, but they only work for one company they are “false” self-employed people and the company should be paying the

In the News correct amount of social security payments that apply to an employee. This amount of money is much higher than a self-employed person has to pay, assuming they do this! This decision by the court in Madrid will apply to all Deliveroo riders in Spain and other similar food delivery companies. The Spanish Social Security Department is also looking at the situations of delivery drivers for Amazon in Madrid and Barcelona.

Challenged to explain this difference the rail company ADIF stated that from 2023 there will be a long period of proving trials to make sure there are no problems before the line will be open to passengers. They say that the date of 2025 is “probably” too pessimistic.

Almería to Seville in 6hrs 48mins In 2000 a total of 240,000 passengers used trains in Almería city, but in 2017 this fell to 107,000. The main problem is that the train journey from Almería to Seville now takes 6hrs 48mins, and this time is now worse than previously. The normal station in Almería has been closed whilst work on the AVE (High speed train) takes place, so passengers go on a bus that takes 15 minutes from outside the station to Huércal-Viator, a temporary station. Passengers then go on a train to Granada where they get on another bus to Antequera. Once there, another bus takes them to Osuna on the outskirts of Seville. The reason there are two bus journeys to Antequera and then to Osuna is because different companies run these buses for Renfe the rail company! From Osuna a train takes them into the main Santa Justa station in Seville. The Almería train pressure group Mesa en Defensa del Ferrocarril frequently organise demonstrations to make Renfe come up with a better journey time. They point out that 20 years ago the journey time was just over 5hrs. The other problem that we commented on last month is that the ‘Talgo’ trains frequently break down. To try and solve this problem Renfe are now providing each train with two locomotives, so that if one breaks down the other one can take over! There is now an AVE train from Granada to Madrid or Barcelona, and Renfe are proposing a cheaper ticket price from Almería to Granada and onwards with a reduction in price of 25-30 Euros. The arrival in Almería city of the AVE from Murcia has always been stated to be 2023, but a document dealing with

Disabled Parking Permits After satisfying various conditions, people who have reduced mobility can apply for a parking permit in the special parking bays in Spain provided for this purpose. The permit is either for the disabled driver, or a vehicle driven by someone else when the disabled person is in the vehicle. In Madrid in 2018 the entity that issue parking permits revoked 291, and 44 in the first quarter of 2019. Of the 291 in 2018 there were 239 infractions where the vehicle had been parked in a disabled bay without the disabled person present. 27 had copies of a licence that had expired some time ago, 17 were the proper licences that had expired, 4 were forgeries and 5 had other defects such as the permit holder having died! Inspectors patrol the streets and photograph any vehicle parked in a disabled bay. They then contact the holder of the disabled permit to verify that they are nearby and they may go to find them. In the event that the vehicle is not being used with the authorised person, the local police (policía local) are advised and the vehicle may be towed away and the permit cancelled. In Madrid, all the permits have a watermark that shows they are genuine and there is a period of 90 days to renew one that has expired. Other cities in Spain have a similar system or are investigating setting one up. In towns and villages, the policía local will monitor vehicles displaying the permit to see if they are valid and being used correctly. To obtain one of the permits a person should enquire at their town hall. The name for the permit is ‘La Tarjeta de Estacionamiento de Vehículos para Personas con Movilidád Reducida’.

In the News The ‘AVE’ from Granada to Madrid The initials ‘AVE’ stand for ‘Alta Velocidád Española’, the Spanish High Speed Train. In many cases the construction phase has been dead slow or stop and this is the case in Almería province where no work has been done for 8 years. The AVE line from Granada to Madrid was first proposed 20 years ago with a completion promise of 2007 and it finally opened at the end of June. Contractors had downed tools and walked away twice complaining of the lack of funding to overcome problems. The tortuous journey by conventional trains from Almería to Seville has involved two trains and two buses, (now with an additional bus), for some time whilst electrification work on the AVE near Granada was completed. The Spanish Prime Minister in function Pedro Sánchez travelled from Madrid to Granada to inaugurate the first train which took 3hrs 5mins for the 568km route without any intermediate stops but he then flew back from Granada airport! Critics have immediately pointed out that the journey time is the worst of all the AVE routes, and the journey time from Alicante to Madrid is only 2hrs 30mins for the same distance, but the maximum speed from Granada to Madrid is only 200km/h. Where the train passes through the Lola region near Granada the speed is reduced to 37km/h for a 20km stretch. The rail authority ADIF state that the extreme cost of improving this section where there are too many curves is the reason it has not been done and calculate that this slow speed section only adds twenty minutes to the journey time. Critics say that this is not true as the trains have to slow down to enter the 37km/h section and the maximum speed they can then travel at is 180km/h before they arrive at the Granada station. The fare from Granada to Madrid is 80 Euros, and 118 Euros to Barcelona, but travellers who want a quick journey to Madrid can fly from Granada – Jaen airport with a flight time of just over one hour, although they have to allow time to checkin. Pre-booked fares from Iberia start at 83 Euros. A coach journey takes 4hrs 30mins but only costs

47 Euros. Soon after the first trains went into operation it was announced that the work to take out the slow section would be put out to tender. Whether the AVE will take a large amount of passengers remains to be seen.

Lidl Supermarkets Forging Ahead in Spain Mercadona, the leading supermarket in Spain, has had the lion’s share for a number of years and continues to grow in size and profits. The Día chain has just been rescued from bankruptcy and the Eroski chain is experiencing difficulties. Apart from the dominant position of Mercadona, the German company Lidl are consolidating their position and becoming very busy and profitable compared to Aldi. Lidl came to Spain in 1994 followed by Aldi in 2002 but Lidl sales outdo Aldi by 400% although Aldi have 500 supermarkets compared to Lidl’s 300. Lidl have a sales average each year of 7 million Euros per supermarket compared to 3 million from Aldi stores with the same shop areas of about 1,400-1,500 m2. In 2018 they recorded a profit of 150 million Euros, and only Mercadona exceeded them. Mercadona made a profit of 322 million Euros but on sales that were 700% more than Lidl. Lidl customers in Spain are attracted by the lower prices although the total range of goods is still much reduced.

In the News Since they came to Spain they have increased the items they stock from 700 to 2,200 and this has meant that larger space is needed. One attraction is that they have special offers every week on a variety of different goods. These are themed “one-off” offers and the items the following week are quite different. They were the first supermarket in Spain to carry a low cost range of clothing that is a big seller with prices from 10-20 Euros. This now makes up 10% of their sales, and 30% of their sales comes from fresh food which has steadily increased in scope. Financial analysts in the retail food industry are watching their increasing success in Spain with great interest.

Fundación Amancio Ortega that is administered by the daughter of Amancio Ortega. He has made his fortune in the clothing and textile industry including the Zara brand and is now the wealthiest person in Spain and Europe. He has financed various types of radiotherapy treatment starting in 2005 and in due course another advanced machine will be installed at Torrecárdenas. Amancio Ortega also pays for the modernisation of existing radiotherapy machines when they can be updated. Five specialist doctors and technicians have been learning how to treat patients with the new machine and about 1,000 patients a year receive conventional treatment that is from 20-30 sessions. In the News in Granada has designed and built prototypes of collapsible shipping containers. Called Zbox as they resemble the letter “Z” when being collapsed, their invention could revolutionise the carrying of empty containers on ships. Empty containers take up the same space as a normal container and have to be carefully loaded to distribute the weight of full containers. The firm Drewry Shipping Consultants state that carrying empty containers costs 20 billion dollars every year and also generates CO2 emissions from the ships. The five person team from Granada have invented a container that can be easily collapsed so that it becomes a flat pack, and five flat packs only take up the space of one normal container. The sides of their containers run in slots on the top and bottom and an operator lowers a normal container on top to initiate the collapse after four pins have been withdrawn. These containers can also be used on trains with the same saving in space. The team realised that empty containers were a big problem by chance when one of them was holding a discussion with port operators in Valencia. The special containers are more expensive to produce but the cost savings when in use are very substantial and they use 85% of the normal container parts. ‘Sareb’ to Build Houses Following the construction crisis in Spain, banks and other institutions found themselves landed with an enormous number of houses, apartments, commercial premises and land, where the builders had defaulted on the mortgages. At the time of the following financial crisis there had to be a solution. The Spanish state entity ‘Sareb’ came into being and they purchased the toxic bad debts from the banks that had to be bailed out. They paid them 40% of the value and 25% for land. In the case of the worst four banks this amounted to 45 billion Euro,s and in the case of other banks that had not gone bust but needed help, they paid out another 15 billion euros. Some banks decided to hang on in the hope that they could weather the

crisis, but in the case of Banco Popular this contributed to them being declared insolvent. Banco Santander bought Banco Popular for 1 Euro but took on all the debts. Sareb sold large chunks of properties with a small profit to investment companies, particularly from the US, who were looking at the future price they might be able to obtain over a period of years. Now, Sareb is looking at all the land they own where building licences had been granted, or there should be no problem. Their new company Arqura Homes is planning to build 17,000 properties with 493 of them in Almería province. Providing they get their sums right this will bring in large amounts of money. They are starting in Barcelona, Madrid and Málaga where they intend that the average selling price will be 180,000 euros.

Too Much Smoking in Spain The Spanish Society of Family Medicine have published their annual report and claim that people in Spain are forgetting about the dangers of smoking and have become too relaxed. Despite price rises and bans in various locations the number of smokers has gone from 21% of the population in 2015 to 23% at the end of 2018. 16% of these people smoke daily and the other 7% describe themselves as being occasional smokers. 43% of the population state that they have never smoked, and 33% say that they have

About 20% of people aged up to 20 are smokers and 25% aged 20-39. The Spanish Health Service says that from 2010-2014 there were 142 deaths every day from smoking which amounted to 51,000 each year, and present figures are about the same. 62% of smokers think that smoking allowed on open terraces in bars and restaurants is being flouted when at least three sides of the area are covered in. 75% of people think that smoking in a commercial centre should be banned and 63% think a ban should apply in football stadiums. A very high 86% think that smoking in cars should not be allowed if there is a child in the car, and 54% think that smoking in any vehicle is a bad idea. The World Health Organization calculates that 7 million people die every year from tobacco related causes. Heavy School Bags To coincide with the start of the school year, investigators from Granada and Liverpool Universities have published a report relating to the weight of school bags that has appeared in the magazine Applied Ergonomics. Their main conclusion is that the weight must not be more than 20% of the weight of a child or young person. If this is exceeded they consider that the correct way of walking is affected and too much pressure is put on joints. Children were filmed carrying bags that weighed 10, 15 and 20kg, and their posture was compared to when they had no school bag at all. The filming was carried out in front of a wall that was marked with a grid so that differences were easily seen. They say that there has to be a top limit that applies to normal bags and bags on wheels. Their recommendation is that the normal weight of a school bag should not be more than 10% of their body weight, and for bags on wheels not more than 20%. The investigators found that with a bag on wheels there was often far too much weight, but children with normal bags were more careful on average.

A further study will be made to evaluate metabolism and energy changes that result from regular use of school bags over a longer period. No Brexit for Spain In January 2002, Spain joined the Euro club and the exchange rate with the Euro / Peseta was supposed to be 1 Euro = 100 Pesetas. The actual exchange rate was 1 Euro = 166 Pesetas and there was an immediate outcry that the cost of everything went up. Nearly two decades later the Euro and European regulations are seen as being a very stable influence in Spain, and the opinion is that if Spain had not joined up things would be much worse. Major financial decisions are now made by the Central European Bank run initially by Win Duisenberg, then Jean-Claude Junker and lately Mario Draghi who stands down this year. In 2008, interest rates set by the European bank went up to 4.25% but it is now 0%. Javier Niederleytner is a European professor of financial markets and stock exchange shares, and he states that fluctuation is now very controlled and members of the Euro club benefit from their combined strength in the world market. The “Prime risk” (how much interest countries have to give to get investment) is now stable after a blip in 2012. At that time Mario Draghi announced that the Central European Bank would “do what was necessary” and pumped millions of Euros into the economy to purchase public and private debt, particularly in bailing out banks that were in crisis. By joining the Euro currency, Spain lost their own sovereignty as regards their own money, but the benefits are considered to completely offset this. At present Spain is enjoying price stability with low inflation and interest rates from the Central European Bank are at a minimum. The only fly in the ointment is the trade war between the US and China and the threat by Donald Trump of putting a tax on cars, vehicles and automotive components from the EU. If this does happen the Central European Bank considers that they will have to take some action of their own.

In the News Forecasts of economic growth in the EU have been reduced as regards almost all the EU states but the Spanish target of 2.2% growth this year and 1.9% in 2020 has not been marked down. Capturing Foreigners with Arrest Warrants In Almería province in 2018 police captured 32 foreigners who had outstanding European or international arrest warrants, and compared to other larger parts of Spain these are very good figures. Persons fleeing justice regularly choose areas where there are other foreigners where they can blend in and not stand out. The UK National Crime Agency work hand in hand with the Spanish police, and arrests of fugitives from the UK are frequent. Some people are detained coming into Spain from Morocco on the ferries, and the police at the border have made various arrests. Total arrests include the offences of homicide, drug trafficking, fraud, robberies with violence, and paedophiles. Recently a Brit in the Albox area was arrested with a warrant in place from the UK having been convicted of sexual offences against immediate family members. In Alicante province last year there were 88 arrests, and in early June a “most wanted” Danish man aged 71 was arrested with a warrant in place from Belgium where he had escaped from a life sentence for murdering his wife. The most arrests took place in Madrid with 164 people taken into custody, followed by Alicante. Top EU Post for Josep Borrell When the five most important EU leaders were sorted out in July, the Spaniard Josep Borrell was given the post as leader of the EU Diplomatic Community responsible for the external political policy of the EU. He is also responsible for immigration policy which is particularly relevant to Spain. No Spaniard has held this post since Javier Solano from 1999-2009. Aged 71, Josep Borrell is a Socialist Party Minister in Spain and was recently elected as the head of the PSOE Euro MPs, a post that he will now leave. From November he will take up his new position. He is

a specialist in economic matters and has published various books and speaks five languages. He holds several degrees (some of them honorary) from various universities. Pedro Sánchez, the Spanish Prime Minister, is delighted with the appointment as he had been working behind the scenes to ensure that Josep Borrell was given an important job and he announced, “Spain has returned to Brussels”.

New Personal Mobility Devices Law There are an estimated 100,000 people in Spain using various means of transport known as ‘PMDs’ (Personal Mobility Devices) and regulations throughout Spain are different in various regions. Madrid, Barcelona, Seville and Granada have introduced their own legislation but the ‘DGT’ Spanish Traffic Authority is waiting until the new government is in place in Spain before passing new national regulations and guidelines. Apart from harmonising the regulations for users, rental agencies will have proper guidelines as to what they can legally rent out and manufacturers will follow suit. PMDs are being divided into two distinct groups with the first one covering devices that have one or two wheels powered by electric motors that weigh less than 25kg such as hoverboards, electric skateboards, electric scooters and electric unicycles

All of these categories are being defined as “vehicles” so it will be against the law to drive them on pavements, under the effect of alcohol, and when using headphones. Then there are Segways and electric scooters for a maximum of two people that can reach speeds of up to 30 km/h per hour and these will become vehicles as well but no PMD will be allowed to travel at more than 25 km/h, so they cannot achieve more than this speed. Electric bicycles cannot have a motor rated at more than 250 watts and their top speed has to be 25km/h as well. Manufacturers will have to provide certificates that their vehicles are to the new standards, and town halls can decide if they require users to register with them. The DGT are proposing follow-up legislation that will cover the minimum age for using various devices, the need for insurance, reflective jackets and helmets. With the ban on using pavements, PMDs will have to use cycle ways, 30km/h urban zones, and areas where there is a distinction between cycle ways and roads although on the same level. Cyclist groups are not impressed that PMDs will be using the same special areas or cycle ways. The first death in Spain from a PMD occurred in November 2018 when a 19 year old man with a passenger was going down a boulevard in Barcelona on his electric scooter. He was looking at Google maps on his mobile and collided with a 92 year old woman who took regular walks using a walking frame. She hit her head on the pavement which led to a brain haemorrhage and she died in hospital. Police at the scene accepted that the young man was only doing 10km/h but he was charged with involuntary reckless manslaughter. He had tried to help the woman and contacted relatives to say how sorry he was. In court this July his lawyer argued that the legal definition of being reckless in his actions did not apply and the judge agreed. The Fiscalía (Spanish Crown Prosecution Service) then reduced the offence to “minor recklessness”. The conviction for this results in a daily fine for 318 months with no prison term. The woman was a widow with no children and the nearest relatives are nephews. Because they are nephews they have no legal right to any compensation. Compensation

following death from a road traffic offence does not apply as the scooter was not then classified as being a motor vehicle. At the time of our going to press the judge had not given his verdict.

Fears of Another Construction Crisis in Spain The consultancy company CBRE have advised the Bank of Spain that although 85,000 new dwellings are being constructed at present, with the estimation of 100,000 in 2020, the costs of construction are increasing and the selling prices are not. In 2018, a total of 64,000 dwellings were completed, which is 18% more than in 2017, but this is less than the 20% of dwellings completed in the 1990s, and only 10% of those in 2008. CBRE consider that there is a current shortage of savings by the Spanish population and the prevalence of temporary work contracts means that large numbers of young people are renting not buying, because obtaining a mortgage is impossible. They also state that the main thrust at present is that families are trading up rather than buying new properties, and the second-hand market is the one that is seeing the most growth because the resale prices have been forced down because of the financial crisis. They warn that the cost of construction has gone up 5% in 2019 compared to 2018, and an average cost is now 1,636 Euros per m2. They consider that construction companies have to be very careful that demand is not less than the construction of dwellings, and if this does happen the construction industry will experience problems once again. They also point out that banks are still trying hard to reduce their stock of houses and business premises, and they are selling them off at greatly reduced prices to get rid of them. Major Port Activity in Almería In the first half of this year Almería port handled 174,000 tonnes of assorted items that were not transported in lorries, and this was seven times the figure for the same period in 2018. This increase in activity was the highest of any port in Spain. Jesús Caicedo is in charge of the port and he has explained that the enormous increase is due to container

To a very large extent this is because the multi-national stone, synthetic cladding and worktop company, Grupo Cosentino, based in Cantoria, teamed up with the extremely large container company Maersk in June 2018 and MSC, the other very large company, last December. The Maersk company collect containers from Almería and take them to their “hub” in Algeciras where they are loaded onto ships that go to most parts of the world. The MSC company have their hub in Valencia and goods taken there go principally to Europe. Agriculturalists can take advantage of this service, and the Maersk company have refrigerated food containers that have the temperature monitored whilst they are in transit. In the same period, the “Ro-Ro” merchant ships from Almería took 308,000 tonnes in lorry transport which is 75% more than in 2018. Fishing vessels landed 1,300 tonnes of fish in the same period which is about the same as in 2018 but is still a substantial amount.

A “Daesh” Terrorist Sympathiser Arrested After a long investigation and monitoring of his activities, a 35year old sympathiser of Daesh was arrested in Las Palmas. His internet activity had been monitored and it recently increased in terms of radicalisation. He had also started a hate campaign against gays and lesbians and had photos of their headquarters in Gran Canaria. In chat rooms he had praised the terrorist actions in September 2001 in New York, the Madrid bombing in 2011 and the 2017 attacks in Barcelona and Cambrils. The investigation led to the arrest of two terrorists in South America in 2018 that he was regularly contacting. Police stated that he had converted to Islam in 2005 and he had been on their radar for a long time but showed no indication of the involvement of terrorist attacks himself. His contacts were extremely useful in other investigations and the arrest had taken place after he became much more radicalised.

An Outbreak of Listeria

A

larm bells started to ring in Andalucía in midAugust when an outbreak of listeria was detected particularly in Seville and the surrounding area. Listeria is a bacterial infection caused by the bacteria lmonocytogenes and can be very dangerous for the foetus in pregnant women, the elderly, or people with a defective immune system which is often the case in people being treated by chemotherapy. In extreme cases listeria can lead to meningitis which can be fatal. Earlier this year there were several cases detected in the UK that was mostly traced to infected sandwiches and salads supplied to NHS hospitals. There were six deaths and the outbreak was traced to the company ‘Good Food Chain’ and the meat processing company that supplied the contaminated meat.

Health inspectors discovered that traces of listeria were present in machinery at a meat company that marketed a pork loin product that was lightly cooked. The Seville based company ‘Magrudis’ marketed their products under the brand name ‘La Mechá’ and they also supplied other pork loin products that were infected. The factory was shut down and all their twelve products were taken out of the supply chain, including at the Alcampo supermarket chain where the La Mechá products could be purchased. Warnings went out that people with products from this company should throw them away. As required by international health regulations the outbreak was notified to other European countries in the off chance that tourists had taken any products back home, and the World Health Organization were notified.

In Seville, people started going to medical centres or the accident and emergency departments of hospitals complaining of aches and pains, nausea, sickness and a high temperature. In healthy people it is quite normal that the body will combat the listeria bacteria and there may be only slight symptoms of gastroenteritis that do not require medical attention. The only way to determine if these symptoms are listeria is to cultivate a sample, but if a person has listeria it may be up to one month before this is apparent. Listeria can be caught from unpasteurised milk and dairy products made from this milk, soft cheeses, prepacked items such as sandwiches and some salads, chilled treated meat and some fish products. Within a few days there were confirmed cases of listeria in Seville and more in other parts of Spain.There were no reported cases in Almería province at the time our magazine went to press. Medical centres rapidly became snowed under and the Health Delegate from the Junta de Andalucía drafted in doctors from other parts of Andalucía to give re-enforcements. 530 people were “possibly” infected and about 100 patients were admitted to hospital, and of these 25 were pregnant women with three in intensive care wards.The first death that occurred was a 90 year old woman followed by an elderly man with cancer who had been admitted to the main hospital in Seville.

There are strict health regulations that apply to companies such as the Magrudis one and frequent analysis has to be taken at very regular intervals and there are supposed to be five samples taken for analysis from each major batch. Cooking the meat products in an oven should kill the listeria bacteria. To some extent companies can vary their safety checks but the whole safety procedure is designed to stop outbreaks. It appears that there was a lack of hygiene at the factory and insufficient checks. If this is found to be the case, the company will face heavy penalties.

So Now You Know... Holograms A hologram is an image that appears to be three dimensional and can be seen by the naked eye. They are used on two dimensional surfaces such as banknotes, credit cards, and UK driving licences, and are designed to make forgeries very difficult. When any of these are tilted the image appears to move. Sophisticated holograms illuminated by lasers or in a darkened room on a surface such as a wall are amazing 3D images without the need to wear any special glasses. As the viewer moves so does the image which gives the impression it is moving. Holograms are now used by the US military and can show 3D images of the terrain or towns and villages. The Best Selling Albums Released in 1982, ‘Thriller’ by Michael Jackson has sold 110 million copies, the most successful album ever. The 1980 AC/DC ‘Back in Black’ album has sold 49 million copies followed by the 45 million copies of the 1973 Pink Floyd ‘Dark Side of the Moon’ album. Whitney Houston’s ‘The Bodyguard’ released in 1992 has clocked up 44 million copies and the album ‘Bat Out Of Hell’ from Meat Loaf in 1977 has achieved sales of 43 million. ‘Their Greatest Hits’ by the Eagles featuring hits from 1971-1975 has sold 42 million copies and ‘Dirty Dancing’ released in 1987 by various artists has also sold the same number of copies. The Start of Pedigree Petfoods In 1934 the UK Mars Ltd, a division of the large American company, acquired Chappel Brothers in Manchester. This company took low-quality meat and canned it as the ‘Chappie’ brand of dog food. By1951 annual sales reached £1m and the company moved to Melton Mowbray. By 1953 they operated 24/7 on a shift system and had introduced the ‘Pal’ and ‘Lassie’ brands with the company name changed to Petfoods Ltd in 1956, and then Pedigree Petfoods Ltd in 1976. They were soon using 3 million cans a day delivered in batches every 30 minutes from the Metal Box company. ‘Whiskas’ soon became the company's biggest product.

The First Submarine Attack During the Revolutionary War in 1776, a submersible craft, the US Turtle, powered by the operator Ezra Lee, attempted to fix a mine to the 64-gun British flagship the Eagle moored in New York harbour. He reached the ship undetected but his boring tools could not penetrate the iron sheathing. He withdrew to see if he could come up with a better idea and the mine exploded nearby causing no harm to the Turtle or the Eagle. He tried again with British ships moored on the Hudson River but still had no success as he was not strong enough. In the battle of Fort Lee at the end of 1776 a sloop with the Turtle on board was sunk by a British ship. ‘Nike’ Sports Shoes The Nike company was originally the Blue Ribbon Sports company founded in 1964 by Phil Knight, who was a middle distance runner, and Bill Bowerman, his coach. Bowerman tried improving running shoes in his spare time without too much success. Meanwhile, Phil Knight completed his MBA at Stanford University and decided that improved running shoes could be competitively manufactured in Japan. His first initial stock was sold locally and he went to see Bill Bowerman. He offered to become an equal partner in a new company and promote the brand. Nike was the Greek goddess of victory and they used this name from 1971. Vehicle Airbags A US Navy engineer John W Hetrick invented the first airbag using compressed air to inflate a canvas cover on a torpedo and patented his design in 1952. Ford and General Motors investigated their use in cars but the design was extremely complex. There were problems in getting the airbag to reliably detect a collision and the airbag had to inflate within 40 milliseconds. Eventually they shelved the idea as the other problem was major design changes. Mercedes-Benz solved the problems in 1984 and they became their standard equipment. There is a compound inside the airbag that generates nitrogen gas on impact that quickly inflates it.

Organ Donations in Spain

I

n countries where people have to “opt out” of having their organs removed on death and donated this can be very controversial. From spring 2020 this will be the situation in the UK and anyone who has not opted out will be considered to have given their “presumed consent”. This is in response to the very low rate of organ donations in the UK at present, particularly amongst the Asian and Muslim population, and there are a large number of people waiting for a transplant. The “opt out” system became law in Spain in 1979, but it was soon quietly dropped and no organ donations take place without the consent of relatives. In Spain, the permissions given are very high and only 13% of people refuse organ donations following a “brain death” compared to 37% in the UK. Because of an extremely efficient organ donation system that is the envy of other countries a total of 49 people per million head of population in Spain donate organs, and Spain has led the world for the last 26 years. Organs that can be transplanted are the heart, kidneys, liver, pancreas, intestine, stomach and thymus. Tissue donations include bones, stem cells, tendons, corneas, skin, heart valves, nerves and parts of the brain. Last year organ donations in Spain resulted in 5,260 transplant surgeries, including more than 3,200 kidney transplants, 1,200 liver transplants, 360 lung transplants and 300 heart transplants, apart from all the tissue transplants. In large hospitals in Spain there is a transplant coordinator who will approach relatives following a brain death certified by doctors. A decision to allow organ donation has to be given, and the closest relatives are the ones who have to authorise this. If a wife or husband agree but brothers or sisters don’t, the organ “retrieval” takes place, but not if it’s the other way round. In Almería province up to the end of July, 96% of relatives gave their permission, with 89% in all of Andalucía.

Following agreement, a bodily life support system is put into place while specialist surgeons remove organs and tissues. There are 189 hospitals in Spain that can perform organ extractions and 44 of them carry out transplant surgery. The Spanish National Transplant Organization (ONT) in Madrid decides where organs should go based on where they are most needed and can be transported in the required time period, which can be challenging. A heart will last for about four hours out of the body, a liver up to eight hours, the pancreas seven, and kidneys for a day. A donated adult liver can be split and given to more than one child. The ONT may well schedule a private plane to transport organs to distant locations, and at Almería airport if it is shut, there is a team of people who will open it up for an outward flight. In Madrid the ONT team of about 30 people work 24/7, and they have lists of patients with the status of “code zero”. This means that if they don’t receive a transplant within the next 48 to 72 hours, they are expected to die. Organ donation may be a somewhat tricky subject but if a person is certified as being brain dead and has stated that they want to be an organ donor they hope that their relatives will authorise this. In Spain a person can make a “living will” that specifies what happens to them in the event of various medical conditions including organ donation. This is legally binding and is then put on their medical record for health professionals to see.

IKEA and Almería City

T

he multinational company IKEA has stores in Andalucía at Seville, Jerez de la Frontera in Cádiz, and Málaga, with a total of 16 throughout Spain. They announced in 2017 that they would open a store in Almería city in 2019 but the current date has slid to 2020. In 2018 the construction company Grupo Carrida were awarded the contract to develop the 27,000m2 site and the work was carried out by the public company Almería XXI. The site of the store is just off the A-7 motorway at the ‘Repsol’ roundabout at the top of the rambla (riverbed) in Almería city. Work has now been fully completed and bulldozers have given way to minor construction. All services have been connected, with service and public access roads asphalted along with a car park for 780 vehicles. Green areas have been seeded with a large number of trees and street furniture and street lighting have been installed. This is known as a “key ready” project where the only thing lacking is the construction of the store. The total area of the store including the car park is given as being 20,000m2 which is smaller than the 28,000m2 of their store at Málaga, their 27,000m2 store in Murcia, their33,000m2 store in Jerez de la Frontera in Cádiz and their 23,000m2 store in Seville. 500,000 people live within a 30 minute drive, and it has been stated that they will need 300 direct employees and 800 indirect ones.

IKEA have opened up centres where goods can be collected, and there is already one in Viator off the A-7 motorway on the way to Almería city. Their collection point at Viator is the very large transport and logistical centre TIPSA who were one of the first companies of this type to introduce their own sophisticated computer tracking system at their warehouse. IKEA do not deliver goods to Viator as TIPSA collect them from their stores and ferry them to Viator. Their warehouse is at Polígono Portichuelo, Calle Asturias 13, Viator and is open from 9am-1pm and 4pm-7pm. The cost of having an item sent there for collection is 29 Euros and the delivery time is given as being three days.

The date of 2020 seems unlikely as IKEA have not yet applied for a building licence although this will be immediately granted! In other places in Spain the construction and opening time has taken 15-18 months and the cost of building the store is stated to be 65 million Euros. IKEA have cancelled major projects for large stores in Spain at Alicante, Tarragona and very recently at Pamplona as they are finding that internet sales are booming. In theory IKEA could walk away and attempt to sell the completed site in Almería city to a third party although there have been no suggestions that they might do this at present.

Meanwhile, along with three others in Andalucía, IKEA have opened an ‘IKEA Design Centre’ at the large Bogaris Retail shopping complex beside the Torrecárdenas hospital in Almería city. Situated on the 1st floor very near to the main entrance the centre is staffed by people who can offer advice, designs of kitchens, bathrooms, bedrooms and room settings and work out the exact cost for each customer. The staff will help people to order online and arrange for collection at their stores or delivery to Viator. IKEA state that the design centre is quite distinct from the planned store in Almería city.

Still a Political Impasse

G

eneral Elections in Spain took place on April 28th and the outgoing Prime Minister Pedro Sánchez from the PSOE socialist party was gambling on getting more people elected from his party to give him an increased number of MPs. He had become Prime Minister in July 2017 when to the surprise of everyone including him, a no confidence motion was successful and removed the PP c o n s e r va t i ve p a r t y f r o m g ove r n m e n t . On April 28th Pedro Sánchez went from 85 to 123 MPs and the left-wing socialist party Unidos Podemos went down from 67 MPs to 42. It had been accepted by all the political parties that there would have to be a coalition of parties and if the PSOE party joined up with the Unidos Podemos party this would result in a total of 165 MPs. To obtain a majority there had to be 176 so Pedro Sánchez had to join forces with another 11 MPs from various small parties. The conservative Ciudadanos (Citizen’s party) had gained 57 MPs and if they allied themselves with PSOE there was a majority of 180. Albert Rivera the leader of the Ciudadanos party announced that he wanted to be the main party in opposition so he would not form an alliance. Pedro Sánchez then announced that he would not make any decisions until after the May 26th local and autonomous community elections. Talks between the PSOE party and Unidos Podemos then took place, but there were a number of obstacles. No-one from the fairly recently formed Unidos Podemos party had ever been in government and their leader Pablo Iglesias wanted to be deputy prime minister and have several party members given key government posts. Pedro Sánchez agreed to give some government posts to the Unidos Podemos party but refused to let Pablo Iglesias be deputy prime minister. Talks then became completely bogged down with the PSOE party stating that Unidos Podemos were being unreasonable and Unidos Podemos claiming that the PSOE were not really serious about negotiating. Meanwhile Pedro Sánchez and all his former ministers became a government “in function” but without any power.

When Boris Johnson became the UK Prime Minister, Pedro Sánchez was trying to get himself invested as Prime Minister without a firm agreement with Pablo Iglesias. On two consecutive days his investiture failed with Unidos Podemos and a small number of other MPs abstaining and 155 MPs from the other parties voting against him. More spats between the PSOE and Unidos Podemos took place with no sign of any substantial movements. Pedro Sánchez appealed to all the parties to work with him to resolve the impasse. If Pedro Sánchez cannot form a government by September 23rd King Felipe VI will have to call for new General Elections that would take place on November 1st or the 10th. The consensus amongst political parties and the general public is that new General Elections are a very bad idea as there have already been three General Elections in the last four year period. Pedro Sánchez is proposing a “Portuguese style” government where there is an alliance between two socialist parties but not an agreed coalition. This would mean that the Unidos Podemos party supported him as being a single PSOE government without them having any key government posts. José Maria Cubillo is a professorof economics and business studies at Madrid University and he points out that political instability results in economic instability which would be a very bad thing for Spain. He stresses that a solution has to be found forthwith.

ITA stands for ‘El Parque Científico y Tecnológico de Almería’ – the Almería Science and Technology Park. It is situated on the A-7 motorway going towards Almería strategically sited near to the airport and Almería University and it opened in 2005. Community News The Andalucían Government’s Agricultural Minister and Provincial Director visit Mojácar. The Andalucían Government’s Minister of Agriculture, Fisheries and Sustainable Development, Carmen Crespo, along with Almería’s Provincial Director Aránzazu Marín, recently visited the Mojácar waste water treatment plant (WWTP) with the town’s Mayor, Rosmari Cano and the Councillor, Francisco García. The visit was part of the planned expansion of the town’s WWTP with “fundamental infrastructure,” according to the Minister, which sealed the commitment to a project that should have started in 2007. The new Andalucían Government placed this among its top investment priorities in order to guarantee the sanitation of the municipalities throughout Almeria’s Levante.The Minister emphasised the relevance of these improvements to the entire region, which is predicted to have an estimated population of 53,800 inhabitants by 2036, rendering the 25 yr old purification systems obsolete. “Mojácar’s treatment plant is one of the most important in all of Almería and what the Andalucían Government is doing now is to relaunch its expansion with the implementation of the process that will allow us to start the project as soon as possible,” said Carmen Crespo, adding that the provisional approval is already signed and will be available as public information soon. She continued by saying that "there is nothing more ecological than purifying our wastewater" and stressed the Ministry’s commitment to water efficiency costs with a sound investment plan to promote an Andalucían Water Pact “that formalises the future of the region’s water resources into a State Policy.” She added "we are going to carry out the largest investment into these treatments in the whole Andalucían Government’s history." The Mojácar part of the project was declared of Autonomous Interest in 2010 and will cost the regional government close to 13 million Euros, with the entire plan eventually ensuring the proper treatment of wastewater across Almeria, especially important in the densely populated summer months.

Mojácar Council to Transfer Land to the Ports Authority for a Maritime Lighthouse Mojácar Council will assign a piece of land to the Almeria’s Port Authority (APA) for the construction of a maritime signal lighthouse. The site chosen is on the highest point of the Cerro del Moro Manco’s northern slope, above the Marina de la Torre urbanization. It will be built on a plot of 221,144 square metres, 150 metres above sea level and the APA will undertake the project through funds approved by the State Ports, with a planned budget of around 300,000 Euros. The APA is also drafting the execution of the project, which in addition to the lighthouse and tower, includes an operation zone with all its necessary equipment as well as building a good access road. Mojácar’s mayor, Rosmari Cano, along with APA President, Jesús Caicedo, recently visited the site, having held a prior meeting at the Town Hall to formalise the transfer agreement. Also present at the meeting and visit were, APA Director, Juan Manuel Reyes, APA Head of Projects and Works, César Andújar and Mojácar Council’s technical architect, Rodrigo López. Rosmari Cano stated how pleased she was with the town’s contribution of this optimal location as well working together with the Port Authority. Jesús Caicedo went on to thank the Mayor and the Council for their collaboration to get this important project off the ground, one that will improve the maritime signal system on the province’s Levante coast. He also stressed that the lighthouse will further spread the name and

Culture Director visits Mojácar La Vieja excavations Regional Director for Historical and Cultural Heritage, Eloísa Cabrera, recently paid a visit to Mojácar to see the work being carried out by the Granada University archaeologists at the Mojácar la Vieja excavations. Accompanying her at the site were Mojácar’s Mayor, Rosmari Cano, local Tourism Councillor, Emmanuel Agüero, Excavations Director, Jose María Martin Civantos and the historian, Juan Grima. Martín Civantos had the chance to explain to the group the new discoveries made so far in this second campaign and how these new excavations are showing the importance of the settlement in the area during the twelfth and thirteenth centuries, until its abandonment when the population moved to the site of today’s Mojácar.

As the work progresses, the archaeologists’ theories from in the first campaign regarding what brought about the transfer of a substantial population with well-organised defences, are being confirmed. On

one hand, there was the threat of the Christian Reconquest in the area, with an ineffective control due to their lack of complete vision of the maritime zone and any invasion. Secondly, discoveries in recent works have shown up some geological weaknesses that could have presented problems with the solidity of their constructions. What is proven, however, is the importance of Mojacar la Vieja, due to its strong wall with 14 towers and a double fortification, the second of which was built in the highest part, corresponding to an area of military defence. The Cultural Director was very impressed by the findings to date of this second excavation campaign, promoted by the Mojácar City Council, as well the potential this site presents as it is in a very good state of conservation. It could well be a key to understanding an important phase in the Region’s history, revealing and making sense of the area’s culture and customs as well as the shape and form of the land. She was also interested in future plans, with a view to a possible collaboration through her department and the Junta de Andalucía.

Memolab, a biocultural archaeology laboratory based at Granada University is accredited with some excellent work on the excavations, along with its research and dissemination of information, which has been boosted by the cooperation and interest of the people of Mojácar. Mojácar la Vieja is a project of the future that is already of significant cultural and touristic interest and whose name is gathering importance on international forums.

Community News safety steps. These animals had their last nests in North Africa and are moving to the Spanish coast due to climate change, in the search of cooler waters. In recent years, nesting events have been recorded in Almeria at Vera and Pulpí and, as the females tend to lay their eggs in their birthplace, the Serbal project is extended along the Almerían coast, with Mojácar regarded as a very possible nesting site.

Mojácar Prepares for the Possible Nesting of Loggerhead Turtles on its Beaches The Caretta Project recently came to Mojácar whose beaches could become a nesting place for these gentle sea turtles. The Project is a division of the SERBAL Association and Almeria Biodiversity involved in study and recovery work, with the aim to raising awareness and ensuring safe nests along Almería’s coast. The loggerhead (caretta) turtle is a threatened species and although it has had its home throughout the Mediterranean in the past, was not on our beaches for over 150 years. Through DNA, these amazing creatures retain in their genetic memory the place where their ancestors were born and their return is excellent environmental news for the province’s coast. In order to raise awareness of the importance of the return of these turtles the Caretta Project held a session recently on the town’s Provençal beach. This educational, fun workshop included information on conservation and protection with all participants receiving a notebook that included advice on what to do in the case of a sighting. In this SERBAL protection initiative, which attempts to quickly observe a turtle’s presence and nest, everyone connected in some way with the beaches has been involved, be they lifeguards, maintenance and cleaning staff, restaurateurs and tourism companies. Also included, is an important team of local environmental volunteers who are on guard for dealing with first attention and taking the necessary

News from PAWS / PATAS The PAWS-PATAS shelter is constantly in need of repairs such as welding gates, repairing fences, mending the washing machines, unblocking drains or fixing the electrics. However, with limited funds we can only take “baby steps” says Chrissie Cremore. Obviously this can be extremely frustrating but with generous donations and assistance we try and keep the premises clean, comfortable and safe for our cats and dogs and the wonderful volunteers who come and help us. This particular large kennel block was in a terrible condition. The kennels were not easy to clean and indeed flooded when we had the storm last October. A huge thank you to Ann and Brad Swift who over time raised enough money from their “Art Exhibition Weekends” in Mojácar and their annual New Year Swim to allow us to build 5* accommodation for several dogs. We have two more kennels which badly need renovating before the winter arrives. Without our fundraising outlets in Mojácar, Turre and Las Buganvillas we would not survive and the income generated keeps the big wheel turning. Gambling Johnny was a good boy but he certainly liked to gamble. All day he would bet people different things. One day his dad gets a new job, so his family have to move. Johnny's dad thinks, "I'll get a head start on Johnny's gambling." He calls the teacher and says, "My son Johnny will be starting in your class tomorrow, but he loves to gamble, so you'll have to keep an eye on him." The teacher says, "Okay, I can handle that”. The next day, Johnny walks into class and says, "Hi, my name is Johnny." She says, "Yes, I know who you are." Johnny smiles and says, "I bet you ten dollars you've got a mole on your butt." The teacher thinks that she will break his little gambling problem, so she takes him up on the bet. She pulls her pants down, shows him her butt, and there is no mole. She tells him she wants the ten dollars next day without fail. That afternoon, Johnny goes home and tells his dad what had happened. His dad calls the teacher and says, "Johnny said that he bet you that you had a mole on your butt and he lost." The teacher says, "Yeah, and I think I broke his gambling problem." Johnny's dad laughs and says, "No you didn't, he bet me 100 dollars this morning that he'd see your butt before the day was over."
