The very major fire in Galicia that started on August 12th took over a fortnight to extinguish. High winds hampered the work to put it out along with entering dense forest areas with very difficult access. 800 firemen and 44 vehicles were involved at the peak of the crisis and Sandra Martínez, head of the firefighting organisation in the area, warned that no one could assume that the danger had passed. Traditionally, September and October are the months when fires occur in their area.
On September 10th, the Junta de Andalucía delegate, Aránzazu Martín, came to Almería city and met with the vast majority of the mayors and mayoresses from the 103 municipalities in our province. He stated that every municipality had to prepare a “practical” Local Emergency Plan that is considered to be a fundamental tool to react to fires and floods in particular. He blames climate change as being a big factor and he stated that the 112-emergency service and the ‘Infoca’ fire prevention and fire-fighting organisation would give technical assistance to prepare the plans. He also reminded them that the ‘Infoca’ plan was still in force until October 15th. All the eight provinces in Andalucía will have to produce these emergency procedures.
In our “In the News” section we explain how the new anti-tobacco law will affect the general population, and this may become law before the end of the year. Minors will no longer be able to buy single use vapes of all types, with a fine to be paid by their parents or guardians if they are using ones containing tobacco.
The Spanish Government are committed to stopping short-term tourist accommodation if they do not comply with the law. Pedro Sánchez, the Prime Minister, at a meeting in Málaga, stated that 53,000 properties would be stopped from being tourist accommodation throughout Spain. Companies such as Airbnb are required to quickly stop listing all of them on their sites. He considers that in Almería province this applies to 851 properties. We expand on this in our “In the News” section.
The ‘Almería Western Film Festival’ at Tabernas starts on Wednesday, October 8th and there is still a steady stream of directors who come here to make films, documentaries or commercials.
Sunday, October 12th, is a national fiesta day in Spain now called ‘Día de la Hispanidád’ (Hispanic Day). It used to be called ‘Christopher Columbus Day’ but whether he was actually Spanish, Italian or Portuguese has not been clear for a very long time. Comprehensive research carried out by Granada University has concluded that his origins in Spain were from Sephardic Jews and in all probability, he was born in the Valencia region. Apart from doubts regarding his nationality he was very cruel to prisoners, so naming this day in his honour was dropped. October 12th is also the religious fiesta of ‘Nuestra Señora del Pilar’ (Virgin Mary of the Pillar) who is the Guardia Civil Police patron saint. As is normal, the Sunday fiestas will slide to the Monday instead.
Turre have a fiesta in honour of their patron saint San Francisco de Asís starting on Saturday, October 4th, and in Mojácar, Tuesday, October 7th is their patron saint ‘Virgen de Rosario’ day. Friday, October 31st is Hallowe’en, and November 1st is ‘All Saint’s Day’, a national fiesta day to remember family and friends who have died, and cemeteries are decked out with candles and flowers. November 2nd is ‘All Souls Day’ to remember all the dead.

The portal ‘Fotocasa’ collect information from estate agents and they state that in August in Almería province, prices for second-hand properties were 11.7% higher than August last year. They give the average price as being 1,527 euros /m2 so a property with 100m2 costs 152,700 euros. Prices in Almería city did not go up as much at only 7.4% but the average was 1,771 euros /m2. Looking at figures in Andalucía as a whole, Almería province is second from the bottom with only Jaén having a lower average cost at 1,011 euros /m2. The highest cost in any province is Málaga where the rise is 17.1% and over 4,000 euros /m2 on average. As regards other cities in Andalucía, a property in Benahavis costs 5.467 euros/m2, Marbella is 5,381 euros/ m2, Fuengirola is 4,960 euros /m2, Tarifa is 4,801 euros/m2 and Nerja is 4.650 euros/m2. In Vera there has been a very substantial rise in August, and prices are 58% more than last year and the number of people living there now tops 20,000. Looking at the price 10 years ago in Andalucía the average cost in 2015 was 115,258 euro /m2 so an 80m2 apartment cost 115,258 euros which has now gone up to 213,355 euros, a rise of 85.1%. María Matos, the spokesperson for ‘Fotocasa’, states that part of the reason has been cheaper mortgages and the numbers of new homes being built is going up, but not to a large extent. She expects to see prices increasing, probably less than in the last six months but points out that second hand property sales are still very buoyant. The number of mortgages signed up to the end of June in our province was 6,226. This is an increase of 29.25%, much higher than the average of 18% in Andalucía and 16.6% nationally. More than 1,000 mortgages were signed in the months of March, April and May, with only a slight fall to 990 in June. The property portal ‘Idealista’ states that visits to their site regarding properties in our province in the second quarter of this year were 22% from the UK, ahead of Alicante with only 11%. The other nationalities who are very interested are Germans, Dutch and French people, and the vast majority are looking for second-hand properties. At present, Pedro Sánchez, Spain’s Prime Minister, has not mentioned the proposal he made some months ago. He suggested that non-residents in Spain and
non-EU nationals (so Brits) should have to pay a 100% tax on the purchase price of a second-hand home. The 100% tax would include existing taxes for the purchase of a second-hand property that in Andalucía are 8.2%, so the additional tax would be 91.8%. This would kill most purchases by Brits, unless they buy new properties that are harder to find.
On Sunday, September 14th Pedro Sánchez, the Spanish Prime Minister, was in Málaga and announced a major crack down on tourist accommodation. He explained that 53,000 tourist rental properties have been reported throughout Spain as having “thousands of irregularities”. According to the latest data from August, Almeria province has increased the number of registered properties for tourist use by 33.6% compared to 2023, totalling 12,808. He announced that a total of 851 illegal tourist properties in Almería province will have to shut, and they cannot be advertised on sites such as Airbnb who will be given their details to immediately remove them. He stated that in Almería city this applied to 117 properties, but the number in Seville is 2,289 and in Málaga 1,471. He announced that starting from the following day, the 53,000 properties would be removed from the Registry of Leases. He went on to say that during 2024 and until August this year an estimated total of 10,266 cancellations were made in Andalucía as a whole and 121 in Almería city. He claimed that the PSOE Political Party, with him in government, has approved the new housing laws “for the first time in more than 40 years of the history of democracy. This allows government and the autonomous communities to use tools to reduce the price of housing in general, build official housing and protected housing for young people.” He considers that all the properties that are being denied tourist licences should be rented out to become “constant and permanent rentals for young people and families in this country”. The proposed cancellations caused a major disagreement from the Junta de Andalucía. They stated that tourist accommodation in Andalucía was their responsibility, and they had their own rules. They stated that although the properties would be removed from internet rental sites and the central registry, the
regional licences were still valid, unless there were infractions, and they could still be let out. Juanma Moreno, President of the Junta confirmed this and stated that “The only thing it (central government) can do is force them not to be published on certain portals.”
A new rental and purchase law proposal was unveiled by the Ministry of Housing and Urban Agenda on September 17th. The plan from 2026-2030 recognises that young people are the big victims. Only 14.6% of those between 16 and 29 years of age are living away from their family home, compared to 32% that is the European average, and the age of leaving home in Spain has increasing to age 30. To respond to this problem, youth rental aid is reinforced which rises to 300 euros per month (200 euros if it is for one room) payable for a period of two years with an option to extend it for another two years. The rental price must be less than 1,000 euros per month, and in the case of rooms, 600 per month, doubling the current threshold. The document states that households allocate more than 35% of their income to housing, and 38.6% bear a burden of more than 40%, when the recommended percentage is a maximum of 30%. The plan and grants will be a joint government and autonomous community initiative with a budget of 7 billion euros. 60% is state aid and the other 40% from the autonomous communities that are responsible for the direct management. The Bank of Spain estimates that there is a shortage of 400,000 homes and state that the average price in June reached 1,906 euros/ m2, 8% more than last year. More than a decade of paralysis in construction after the bursting of the real estate bubble, added to the shortage of qualified labour and buildable land, has generated the structural deficit. To be eligible for rental aid landlords will be obliged to register with the regional administration and also the government ministry. There is also new help for vulnerable groups of 100% of rent over 5 years, for victims of gender violence, people in a particularly vulnerable situation or who have been evicted. This can also include community fees, utilities and internet, with direct payment to the owner or manager of the property. Statistics
published from April to June are that there were 4,133 foreclosures on properties throughout Spain that is 20.5% more than in the first quarter and more than 27.8% annually. Purchase support will also be introduced in municipalities with less than 10,000 inhabitants, with up to 15,000 euros per transaction, as long as this does not exceed 20% of the total price and that the property is used as a habitual residence. A maximum price of 300,000 euros is set, but this may vary according to the region.
There is some increase in Spain in people buying electric cars, much slower than in other EU countries at only 8% of all sales, but this is 87% better than last year. In France it is 18%, in Belgium 32%, in Sweden and the Low Countries 35%, in Denmark 63% and in Norway 94%. Sales of electric cars are vitally important for EU car manufacturers who have strict lower emission targets that are the average of all sales, so with 0% emissions for purely electric cars this helps reduce the average. An EU survey states that per 100kms, an electric car 80% charged at home costs 7,34 euros, 8,60 euros for a diesel one, 9,49 euros for a plug-in hybrid and 11,02 euros for a petrol-fuelled car. In Spain, the price of electricity at present reduces the 100km cost for purely electric cars down to 6,19 euros. There are still barriers in Spain against electric vehicles and one of them is that 65% of inhabitants live in apartments, a very high percentage. Many apartment blocks, particularly older ones, do not have underground parking so there are no charging points. There is also a belief that there are not enough public charging points, but in reality, there are now 37,000 which is increasing by 1,000 per month, and there are 4,200 ultra-fast ones. Unfortunately, a large number of apps have to be used, except at petrol stations where a person can pay in cash. The other big problem that will not go away is the very long time that it takes for a purchaser to obtain the grants available from their autonomous community. Dealers are continually calling for the discount to be taken off the price at the point of sale. Portugal has many incentives for the purchase of purely electric vehicles with no IVA (VAT) and the municipal road tax starts at 0% going up in bands for other fuelled vehicles. Consequently,
their market share is 32%. Apart from grants, a purchaser in Spain can have a 15% reduction in their income tax of up to 3,000 euros so this does help somewhat, but they still have to pay 21% IVA which is included in the purchase price.
Nursery schools in our province and the rest of Andalucía started their 2025/2026 academic year on September 1st with free education for all twoyear-old children in the first cycle of early childhood education that goes from birth up to age 3. More than 6,900 minors in Almería province and 64,000 minors in the whole of Andalucía between the ages of two and three will benefit from this that will cost the Andalucía Education Department 40 million euros. This does not affect children up to the age of one who continue with the same system at present that provides a reduction in fees for parents that is means tested. It is intended that for the next 2026/ 2027 academic year, nurseries will be free of charge up to the age of one. Nursey schooling is not just child minding and pupils receive a basic education. The age when children have to start school is six which continues to age 16 and is free, but the vast majority of children have gone through the nursey and infant schooling prior to this.
Ryanair is still having major disputes with ‘Aena’ that run the Spanish airports and fix landing costs. Ryanair’s CEO, Eddie Wilson, has announced a new capacity adjustment plan at Spain’s regional airports, where for the next winter season (from the end of October to the end of March) he plans to eliminate up to one million seats. At the beginning of the year, the Irish low-cost airline announced that it was going to reduce its offer by 18% (800,000 seats) and 12 routes at seven Spanish regional airports due to excessive airport charges and the lack of effectiveness of Aena’s “incentive plans”. Ryanair has ceased operations in Jerez de la Frontera (Cádiz) and Valladolid and has reduced its offer in Vigo (-61%), Santiago (-28%), Zaragoza (-20%), Asturias (-11%) and Santander (-5%), all of them highly dependent on the Irish company’s flights. However, in Malaga it increased its presence with 78 routes and new
destinations to Bucharest and Poznan, and in Seville it offered 51 routes, including two new destinations of Rome (Fiumicino) and Trieste. Last February, The Minister of Transport, Óscar Puente, revealed that he had rejected a growth plan by Ryanair in 14 of the 32 Spanish regional airports for 2025 and 2026 because they were conditional on large discounts in airport fees and substantial subsidies. Last April, the president of Aena, Maurici Lucena, commented that Ryanair was in fact offering 1.5 million more seats to Spain this summer than in 2024, by moving its aircraft from regional airports to larger tourist airports such as Madrid, Barcelona, Alicante or Palma. He states that the elimination of Ryanair routes is not due to Aena’s taxes, it is a decision to “maximise profits, placing its aircraft where they obtain greatest economic profitability, so they can charge higher ticket prices”. At the beginning of July, the CEO of the Ryanair group, Michael O’Leary, said that it was “inevitable” that the company will continue with the cuts at regional airports, whilst another executive promised that if Aena “cooperated”, Ryanair could open up to five new bases in Spain (Gran Canaria, Fuerteventura, Reus, Menorca and Santander), return to operations in Jerez and Valladolid, and create 1,000 additional jobs. It is not considered that Aena will give in to Ryanair’s demands that have been described as being “crazy” and excessive. Michael O’Leary knows that passenger numbers for Spain are very substantial and important. On March 26th Ryanair welcomed their 200 millionth passenger in the 12 months from March last year, Maria Cornelia Vos, who landed in Madrid. She was awarded free flights for a year!
Vélez-Blanco castle was built between 1506 and 1515 at the initiative of Pedro Fajardo, the first Marquis of the Vélez. He spared no expense when it came to building it with a superb patio / courtyard that separated the military section from the domestic one. It was sculpted in Macael marble by artists from northern Italy. Much later, the castle almost fell into disuse and in 1904 the complete patio was dismantled and sold to a French antique dealer. It went to New York intended to be bought by the founder of the Hispanic Society of America, Archer
M. Hungtinton, but in 1913 it was acquired by banker George Blumenthal to decorate his New York home where it was installed. On his death, he donated it to the Metropolitan Museum of Art in New York and finally, in 1964, it was erected there. Over the last few years there have been plans to instal a replica at the castle, and Spanish technicians went to New York and made complete 3D images. It has now been announced that the second phase of carving all the pieces will start, with a grant of 4 million euros cofinanced with European EAFRD heritage funding and is expected to take two years. Stone masons from several companies will use Macael marble to recreate it in its original form. Other repairs and extensions have been started or completed at a cost of 2 million euros.
‘Charter’ is a ‘Consum’ franchise, and they have opened 25 new supermarkets in the first half of the 2025 financial year, which is 71% of the total planned for the whole year. The highest concentration of openings is in Catalonia and the Valencian Community, with 21. In Andalucía there are two new ones in our province, in Almería city and Mojácar, and another new one in Jaén. In midJuly there were 500 supermarkets in total with 18 previously opened in Andalucía. Some of them are existing businesses that want to join Charter to expand, but some are new people who want to start one up. The aim of the supermarkets is to have them in the right location with a range of products that are the normal ones that people want, so ideally, their complete shopping can be done in the same place. At present the supermarkets represents 16.6% of Consum’s turnover, making it an important complementary line of business alongside their own stores.
The ‘Miau Almería Canina’ Association in Pechina made a ‘denuncia’ (reported) some premises alleging a serious case of animal abandonment where 14 dogs lived that were all tied up in unsanitary conditions. There was no visible food and hardly any water, only in some buckets, with several of them too far from the animals that meant that they could not reach
them. They made the ‘denuncia’ to the Local Police, the Seprona arm of the Guardia Civil Police (tasked with looking after flora and fauna), the town hall and the media. After a few days Seprona officers went to where the dogs were being kept. They stated that some dogs were micro-chipped but others weren’t. The animal charity was asked to collect the dogs after the owner claimed that “the situation had got out of hand”. Various volunteers, with an assortment of vehicles, rescued the dogs and took them back to their kennels. They had requested that the dogs were not taken to the municipal dog pound. A spokesperson from the charity stated that most of the dogs had parasites and ticks and some had untreated wounds. They asked the public to donate money to help with food and vet costs until they could be found foster homes. It will be up to Seprona as to whether court proceedings follow and for serious cases of this type there are hefty fines following a conviction.
Up to the end of August, passenger numbers at Almería airport came to 555,573 with 9,710 flights. During August, numbers were up by 1.6% from August last year with 96,237 passengers. 31,516 came from Spanish airports which is 67% more than last year. In relation to international traffic, the markets with the highest demand were from the UK (36,903 passengers), Belgium (9,987), the Czech Republic (5,080), the Netherlands (4,084) and Luxembourg (2,080). By rate of growth the numbers were made up of flights with the Netherlands (+19.2% more passengers), the UK (+18.1%), Portugal (+12.2%) and Belgium (+6.2%). There were 1,299 aircraft that came to Almería of which 808 were commercial. The remaining ones were chartered or carrying cargo.
On September 3rd José Antonio Torres Sáez celebrated his 100th birthday. What is also very noteworthy is that he has been the mayor of Chercos in the Sierra de Los Filabres area since 1995 and is the oldest mayor in Spain, affectionally known as ‘Pepe’. The president of the Provincial Council of Almeria, Javier A. García, presented him with the
‘Golden Shield of the Province’ and Alberto Núñez Feijóo (leader of the PP party in Spain) and Juanma Moreno (President of the Junta de Andalucía) sent him congratulatory messages. Owing to bad weather the ceremony could not be held in the Plaza de Chercos in front of the town hall which has been renamed Plaza de José Antonio Torres Sáez in his honour. José Antonio was a Guardia Civil Police officer from 1949-1995 and when he retired, he entered politics and became the mayor age 70. Despite there being only just over 300 inhabitants, he is credited with setting up the town’s library, a scholarship program for children, the construction of the swimming pool, sports courts, a theatre, and the funeral home. He obtained the first ATM, encouraged the growth of shops, and helped companies to set up in the municipality, with some of them having major exports worldwide.
A draft bill is being debated in the Spanish parliament that increases anti-tobacco prohibitions. Smoking, including vapes whether they contain nicotine or not, will be banned inside and within 15 metres of bars and restaurants including terraces, sports centres, events in the open air such as concerts and bullfights and educational establishments. Inside vehicles used for work by employees will be a smoke-free area, but not when the vehicle is being used privately. The ban also applies to public transport stops and bus or train terminals. The sale of vapes containing nicotine will be banned for minors, and using them will result in an initial 100 euros fine to be paid by the parents or guardians. “One time only” vapes will cease to be available and sold. Additionally, all types of publicity will be banned including digital and social media sites and the endorsement of cultural and sporting events. Tobacconists can still feature promotions such as posters or point of sale publicity, providing they cannot be seen from outside. It appears that there will not be a rise in the cost of tobacco products that was initially suggested, although there is already an increased tax on vape liquids that contain nicotine, effective from last April. If the draft law is approved by both of the lower and higher parliaments, the Congress and the Senate, it will probably become law in 6 to 12 months. The Spanish Minister of Health,
Mónica García, has announced that after the bill becomes law there will be a transition period of 12 months for manufacturers to adapt to the new regulations and comply with them.
Mortgages signed in Almería province in the first half of 2025 saw a large surge in numbers. 6,226 were approved and signed that is a significant annual growth compared to 2024, and it is the highest figure in the last five years according to data from the National Institute of Statistics (INE). From the same period in 2024 they are up by 29.25%, higher than the 18% in Andalucía in general and the 16.6% nationally. March, April and May were the best months with more than 1,000 each month but a slight fall in June totalled 990. Despite this, June is the second best since 2020 and only surpassed in 2021 when a total of 1,432 mortgages were signed. Analysts point out that this significant growth shows that the real estate market is very buoyant. The construction of new houses is also growing to meet the demand for new ones. At the national level, the purchase of homes continues and with it, the signing of mortgages. The number of loans signed in June increased by 31.7% to 41,834. In the first half of the year the 243,257 mortgages are 24.9% more than in the same period of 2024. This is the highest number of mortgages signed in the first half of the year since 2011.
The DGT (Spanish Traffic Department) is reminding motorists that from January 1st next year, all drivers of cars or motorbikes in Spain are legally obliged to have purchased the new 3.0 eSim version of the V16 emergency lights. Because of this, warning triangles cannot be used instead. The magnetic lights have existed for some time and give high intensity flashes that alert other motorists that a person has broken down or been involved in an accident and help emergency services and recovery vehicles to find you. These are very useful but only give a flashing light. From next January when the new lights are activated (The cost of various approved models is about 40-50 euros) they transmit your exact location to DGT centres. They have an inbuilt eSim
card and the connectivity is guaranteed until 2038. The signal shows that a light has been activated with pin-point location sent every 100 seconds, but no details of the type of vehicle or driver. If several are activated at the same time, for instance on a motorway, warning signs with lane restrictions can be put on the overhead information gantries. One of the big advantages of the light is that a motorist can put them on the roof of their car without getting out. Warning triangles can be dangerous whilst being put in place and their use on motorways or fast dual carriageways was stopped being a requirement because of drivers being run over. The 360° lights have to be visible from 1km and flash every 100 milliseconds for 2 hours if not switched off, with three normal type batteries that can be replaced if necessary. The lights will function in all weathers, can operate at temperatures of up to 50 degrees and in freezing conditions up to 10 degrees below zero. If purchased now, they will flash as normal but not transmit any information until next January. The ‘El Motor’ Spanish motoring magazine is complaining bitterly that on the internet from Amazon, AliExpress and some stores, the analogue version, no use after January 1st next year, are still being sold. Many of these seller’s state that they are “approved by the DGT” implying that they are the new model. The existing model does have to have this approval but only the DGT 3.0 eSim version is legal next year. These are unique to Spain, so if a motorist intends to drive in other countries such as France, the triangles are still needed by law. In the UK triangles are recommended but not compulsory. The DGT also reminds drivers that if they get out of a vehicle when broken down or in an accident, they have to wear a reflective jacket that has to be within reach of the driver, not in the boot. If a passenger gets out, they are not legally required to wear a jacket but this is highly recommended.
A report by Associated European Motorists (AEA) reveals in detail the reasons for traffic fines imposed in Almeria province in 2024. The DGT (Spanish Traffic Authority) collected in 540 million euros in fines in 2024, a record amount. It has to be remembered that there is a 50% reduction in most fines for
prompt payment within 20 days, so the fines issued were probably approaching about 75% above the amount they collected. The main infractions were 16,036 fines for not having a current ITV (MOT) in force, speeding captured by a mobile radar resulted in 13,265 fines and from a fixed radar 7,673. Some 6,216 drivers were fined for not having a valid driving licence and 3,162 were fined for not wearing a seat belt. (If these figures are compared with the rest of Andalucía, the trend is similar). Between 2023 and 2024, the number of penalties for getting behind the wheel after consuming drugs increased, with a rise of 31%, well above the Andalucía average, and drivers who refused to submit to an alcohol or drug test shot up by 76% compared to the regional average of an increase of 25%. Added to this are the infractions for running a red light, which have risen by more than half in 2024. The most striking thing is the rise in distractions at the wheel. Fines for using screens or visual devices while driving have tripled, with a growth of 236% in Almería, well above the rest of Andalucía. 342 drivers were fined for using headphones at the wheel and 37 for handling visual devices (such as mobile phones or tablets). On the other hand, some fines have dropped significantly. Fines for improper overtaking reduced by more than 20% while in Andalucía as a whole, they increased slightly. Also, fines for moto or motorbike drivers not wearing a helmet, drivers not using child seats or illegal reversing fell by 23%. 22 pedestrians were fined in pedestrian areas for “jaywalking”, crossing in places where there is no pedestrian crossing or when the traffic light is red. The Local Police employed by town halls can also issue fines for fairly minor offences, but when there is a major campaign against drinking and driving, they take part in this as well. We referred to the large number of fines issued in Almería city for people on e-scooters in an article last month.
The National Police has dismantled a criminal gang specialising in a “fake mechanic” scam, whose members posed as professionals to deceive their victims and demand thousands of euros for fraudulent repairs with several scams in our province. Motorists, generally elderly ones, were told by two “passersby” that they had a faulty wheel and
a “mechanic” then appeared in overalls who offered to make repairs. After the non-existent “repairs” the motorists were given a bill that looked genuine, for 6,000-9,000 euros. On several occasions they went with the victims to their bank to obtain the money. The operation culminated in the arrest in “flagrante delicto” of one of the men in Parla, an area of Madrid, while he was trying to defraud an octogenarian following a tracking device being put on his vehicle. The other two members, a man and a woman who fled the scene, were arrested just an hour later where they were staying and were about to leave in a hurry. In their vehicle, the police found tools, overalls and stickers for the bills to give an appearance of legality. The three detainees, two men and a woman, are accused of the crimes of belonging to a criminal group and fraud. At the first court hearing they were all remanded in custody.
In France, the Shein company has been fined 40 million euros for Black Friday offences, when, amongst other infractions, the price was deliberately inflated just before Black Friday that showed a false discount as the price was the same as before the special rise in price was applied. Also, the company indicated that there were only a few of many items available, to encourage purchases which was a lie. In addition, a claim that they were reducing their CO2 emissions in their factories by 25% was not true. In Spain, the Consumer Affairs Department has fined seven online companies a total of 350,000 euros for the same reasons. These practices are a breach of Article 20 of the Spanish Law on the Regulation of Retail Trade, because one regulation stipulates that when showing the discount of a product, the lowest price that the product has had in the 30 days prior to the discount must be used as a reference price. False discounts are classified as serious infractions with very hefty fines of up to six times the illicit profit obtained. The seven companies have not been named, but three of them have admitted to having carried out these deceptive practices, decided not to appeal and paid the fine with a prompt payment. The remaining four companies have not admitted guilt, so their fines increase every week prior to a court case. The Consumer Affairs Department point
out that they have a price comparison site that should be consulted before buying high price items, particularly electronic ones such as TVs or gaming consoles. The department has also ruled that if a consumer chooses to have a repair of an item within the three-year warranty, instead of replacing it with a new one, the warranty will be extended by 12 months, reaching four years in total.
Maritime Police and the Guardia Civil Police are intensifying their war against the high speed “narco-launches” who bring drugs or people to the coast in our province. Stopping them at sea when travelling at high speed has been described as being “suicidal”. Instead, they have been concentrating on breaking up the infrastructure on land. They have made a large number of raids on premises where fuel is stored and then taken out to sea to refuel the launches. They have mounted operations and raids in Almería capital, Níjar, Adra, Roquetas de Mar, San José and Cuevas del Almanzora. At the end of August, a raid resulted in the arrest of a man for his links and collaboration with criminal activities. They seized a 6-metre-semi rigid launch with three 300 hp engine, two tractors, two trailers, a van, 400 empty fuel containers and 10,000 litres of petrol ready to be transported. Prosecuting someone for taking part in a criminal gang, results in an increased prison term if convicted, much longer than the lesser offence of keeping an amount of fuel that is over the legal limit for storage. The coast of Almería is now part of the area starting opposite Gibraltar that has a considerable array of anti-mafia tools, and raids can be made with extra police drafted in from part of this area if needed. The Seprona branch of the Guardia Civil police operate principally in the countryside where they monitor offences against flora and fauna and also illegal houses. They are ideally placed to spot premises that are being used for this type of criminal activity and have drones to help them survey large areas. Guardia Civil police are also taking action against unmanned petrol stations where the fuel is collected during the night. The pumps have to have a safety device to stop a large amount of fuel being drawn off at one time, but in many petrol stations they are not operational
which is an offence. They also rely on information from the public that can be of vital importance and can be contacted using the mobile phone app “Alertcops” or the emergency telephone number 062. In both cases the person contacting them can be anonymous if they wish to be.
The Spanish Consumer Affairs Department want more teeth to put a stop to “fear advertising” where (for instance) a company that sells burglar alarms claims that there are robberies at all hours and homes are continuously being occupied by squatters, so an alarm system is needed. In reality, of the 26.9 million homes in Spain, in 2024 only 16,000 people complained that their vacant homes had squatters. “When companies resort to these practices, they contribute to the perception that everyday environments are inherently dangerous, which increases distrust and the feeling of generalised insecurity. This can not only alter people’s quality of life and mental
health but also divert money towards services that are unnecessary or disproportionate to the actual risk.” The proposal is that it will be Consumer Affairs that will sanction these practices when it comes to print media, while in audiovisual media the task falls to the National Commission on Markets and Competition (CNMC). The department also intends to tackle “shrink-inflation” where a company maintains the same price but reduces the content, such as 180 grammes when before it was 200 grammes. A “Sustainable consumption law” will modify article 20 of the General Law for the Defence of Consumers and Users to add this paragraph: “When a pre-packaged consumer product is put on sale with a constant nominal quantity, or several units of product in a packaged form with constant units of product, consumers must be informed in a clear and understandable way when the quantity or number of units included in the package is reduced and this reduction translates into an increase in the price per unit of measurement with no change in the packaging.”
American engineer Percy Spencer did experiments and developed magnetrons that are vacuum tubes capable of generating microwaves. These cavity magnetrons were initially developed for radar systems during the war in 1940. While working with magnetrons during the war, he noticed that a candy bar in his pocket had melted due to exposure to microwave radiation. This accidental discovery sparked his curiosity and set him on the path to developing a cooking appliance that would utilise microwaves. An enormous one was used in a Boston restaurant in 1946, called the “Radarange” by its manufacturer, Raytheon.
From an early stage of its history, the Tower of London acted as a prison, though it was never designed to be one. The earliest known prisoner was Ranulf Flambard, Bishop of Durham, who was found guilty of extortion in 1100. The last state prisoner to be held in the Tower in May 1941 was Rudolf Hess, the deputy leader of the Nazi Party. The last person to be executed in the Tower was Josef Jakobs, convicted of being a Nazi spy who was shot by a firing squad on August 15th, 1941.Amazingly, the last people to be held in the Tower were the Kray Twins. They were imprisoned for a few days in 1952 for failing to report for national service.
On 7th July, 1930, Arthur Conan Doyle died in the Edwardian country house of Windlesham Manor, Sussex, where he had spent the previous 23 years. Doyle is best known for his work writing the famous detective stories ‘Sherlock Holmes’, but he was also a doctor, spiritualist, justice advocate, and political campaigner. Between 1876 and 1881, Arthur Conan Doyle studied medicine at the University of Edinburgh and was impressed by Dr. Joseph Bell, a professor who appeared to observe his patients’ conditions extremely closely. Dr. Bell became an important influence on Conan Doyle’s character of Sherlock Holmes.
The Hubble Space Telescope (HST or Hubble) is a space telescope that was launched into a low Earth orbit in 1990 and is still in operation. It was not the first space telescope, but it is one of the largest and most versatile, renowned as a vital research tool, and it gave a boost to the interest in astronomy. It features a 2.4m (7 ft 10 in) mirror, and its five main instruments observe the ultraviolet, visible and near-infrared regions of the electromagnetic spectrum. Its orbit outside the distortion of Earth’s atmosphere allows it to capture extremely high-resolution images, far better than ground-based telescopes.
When humans take a breath, they replace only 15% of the air in their lungs with fresh air. When dolphins take a breath, they replace 90% of the air in their lungs with fresh air. For dolphins to inhale and exhale, they must breathe through their blowhole, not their mouth. This is because of the major difference between dolphins and land mammals, in that dolphins live exclusively in the ocean. To maximize their survival and make life easier, they have developed separate holes for breathing and eating. When a dolphin dives underwater, it is actually holding its breath to prevent it from accidentally sucking up water.
Mark Twain predicted his own death. In 1909, he said: ‘I came in with Halley’s Comet in 1835. It is coming again next year, and I expect to go out with it. It will be the greatest disappointment of my life if I don’t go out with Halley’s Comet. The Almighty has said, no doubt, “Now there are these two unaccountable freaks; they came in together, they must go out together”’. He died of a heart attack on 21st April, 1910, one day after the comet had come again and appeared at its brightest. Halley’s comet only passes by Earth approximately every 76 years and has been the subject of a string of predictions since 1705.
Olive
oil producers in Spain are hoping that the 15% US tariff will be scrapped when the final text of the EU and US agreement is signed. The tariffs are designed to protect manufacturers in the US but the amount they produce is minimal.
US consumers buy 50% of the worldwide production of olive oil, and Rafael Pico is the President of the Spanish Association of Olive Oil Production and Exports. He points out that the US only produces 10,000 tonnes of olive oil annually but they consume 440,000 tonnes so they need to import 98%. 180,000 tonnes come directly from Spain and another 140,000 tonnes come from Italy who bottle olive oil from Spain, so 320,000 tonnes out of the 440,00 is Spanish olive oil.
Andalucía is the largest producer in Spain, and Rafael Pico states that growers in Andalucía provide 70% of the total which amounts to 210,000 tonnes consumed in the US. In Almería in 2024 sales were 13.8 million euros which was 126% higher than in 2023 when there was a drought, and the total was nearly 50,000 tonnes. The 15% tariff took effect from August 7th but boats taking it to the US are on the seas for about two months, so exports from about June 7th will have the surcharge when they dock. He goes on to say that the margins in the production are quite tight, and Spain cannot absorb the extra cost, so consumers in the US will see the price go up. Three Spanish companies, Sovena, Dcoop and Acesur bottle the oil in the US whcih gives some employment to US workers but the 15% will still apply when the oil is imported before it is bottled.
Americans value virgin olive oil highly, and the equivalent of 10 euros that they pay now will only go up to 11 euros 50 céntimos with the 15% tax. Two years ago, with a prolonged drought, the price rose to the equivalent of 20 euros with a negligible effect on sales. Olive oil from Italy will have the 15% tariff applied, the same as Turkey, and Tunis has a tax of 25%. The only one that is lower is Morocco who will only have a 10% tax
applied, so apart from Morocco this does not put Spanish olive oil at a disadvantage and imports of olive oil from Morocco are not a large amount.
The Minister of Agriculture, Fisheries, Water and Rural Development, Ramón FernándezPacheco, recently visited Seville with a “message of tranquillity” in the face of the impact of the Trump Administration’s tariffs on Andalucía. He considers that even if the 15% tariff is maintained, the US market will not be affected. He stated that he highly valued the “interesting meeting with professional agricultural organisations and agri-food cooperatives of Andalucía” and noted that Juanma Moreno, the President of the Junta de Andalucía, was holding “pragmatic” meetings with the producers to see if there was any way that their margins could be improved with better manufacturing techniques. He stated that his department, working with the Junta de Andalucía, would work together on improvements not just with olive oil producers, but the whole agricultural sector, to “protect the livelihood of the many thousands of people who work in this very important sector in Andalucía”.
If Trump accepts that production in the US is only 2% of what they consume perhaps the 15% will be scrapped, as it is quite clear that the American consumers will have to pay the extra cost.
The Professional Association of Economists of Almería have published a report dealing with the economy in Almería province during the first six months of this year. Their figures are extremely impressive and show a substantial growth compared to the same period last year.
The agricultural sector, based on export data, remains the main economic engine of the province of Almeria. In the first half of this year, fruit and vegetable exports reached a cumulative total of almost 2.5 billion euros (1.6 million tonnes) and the international sales grew by about 16.5%. Another very good figure is from the natural stone industry that had sales of 253 million euros. Maritime freight transport from Almería port increased by 22.8% in the same period and handled 3.7 billion tonnes.
The analysis also reflects the state of the sale and purchase of housing, which is one of the main concerns and problems in Spain with young people trying to get on the property ladder. There is a continual growth in our province with 9,100 home property sales completed at the notaries which is up by 36%. Purchases in March were the highest number since January 2023 with a total of 2,700 sales. The continuous monthly increase is above the average in Andalucía and in Spain as a whole. Regarding the average price per m2, this was 7.3% higher reaching just over 1,300 euros. The number of new homes in the province that began to be built in this first half of the year is close to 700.
In relation to investment, the report registers more than 237 million euros in public works coming from the Junta de Andalucía and almost 180 million euros in state projects from the Ministry of Public Works. These data represent a year-onyear increase of 103% and 72%, respectively. The number of commercial companies that started up grew to 953 which is 9.2% more.
More than 1,300 industrial vehicles were registered, which is taken as an investment
indicator and is 11.2% more than the same period last year. As usual, the largest number of newly registered vehicles related to passenger cars. The registration of new ones increased by 23% to over 4,700. There has been a 10% rise in petrol and diesel sales. Petrol purchases climbed to 4 billion litres and diesel sales went up to 24 billion litres.
As regards employment and unemployment, the numbers of people out of work and registered as being unemployed has decreased significantly every month. In August it was 43,500 compared to 48,000 in August last year. People finding employment or becoming self-employed pay into the Social Security system and was a record 338,000 in April, although it fell in August to 316,000. This is regular feature each year with a decline in seasonal employment in agriculture. Nevertheless, the 316,000 is still higher than in August last year.
David Uclés, from the College of Economists, states that “Almeria is showing a clear growth, and the evolving economy in general is slightly over the average in Andalucía and in some cases Spain as a whole. Also, the significant growth that is being experienced in sectors such as construction, both from public and private development, is good for improved employment figures.
As regards the rest of the year he anticipates a similar upward trend in growth. His only reservation is the uncertainty of what will happen with the US tariffs and how this may affect it. In another article, we comment on the tariffs for the olive oil industry in Andalucía and Spain.
Spain is unique in that there are two public insurance entities that cover insurance claims for damage not covered by private insurance policies.
The Consorcio (Consortium) de Compensación de Seguros accepts claims that normal policies do not cover when there is damage and consequences from floods and storms, winds of more than 120k/ hr, and earthquakes and volcanic eruptions. Typical events they have covered have been the 2011 earthquake in Lorca, the 2021 volcanic eruption in La Palma and the extensive ‘Dana’ flooding in Valencia last year. The only condition is that existing normal insurance is in place. All insurance policies have a small amount added on to the premium, and in the case of car insurance it is 2.1 euros per year, whilst for home insurance it is 7 euros per year for every 100,000 euros insured. This surcharge helps to fund it and it is very different to other scenarios such as in the United States where, depending on the areas, it can be very difficult to find affordable insurance for risks such as fires and floods.
A new feature that is being looked at by insurance companies is climate change and whether these claims should put up the premium. In Spain there are not, for now, areas excluded by insurers, and there is widespread coverage at affordable prices. Rafael Manchón, Director of Risk Placement at PIB Group, which brings together brokers in 20 cities says, “There are no areas where it is impossible to obtain home insurance, but there are areas where it is slightly more expensive due to climate risks, such as coastal areas or those prone to floods or fires.”
‘Agroseguro’ is the public entity that pays out for events and damage not covered by normal agricultural insurance currently affected by the increase in droughts, hailstones and large fires. A spokesperson from Agroseguro states, “The impact of the current climate reality is seen in the increase in compensation paid in recent years. 2024 has been the fourth consecutive year above 700 million euros in claims, with special attention to the historical compensation paid in 2023, after the drought suffered in the Iberian Peninsula which raised the claims rate to 1.24 billion euros.”
According to its data, droughts have increased in recent years, with severe episodes in 2012, 2017, 2019, 2022, 2023 and 2024. In addition, the countryside has faced frequent frosts, especially in 2022 and 2024. “In the case of storms, the constant discharge of hailstorms is striking, which increasingly occurs in longer periods of the year such as 2023 with losses in 600,000 agricultural hectares” (2,316 sq. miles).
While all brands include climate change in their risk assessment reports, some events may eventually lead to price variations. The ‘Zurich’ company state, “Claims for natural catastrophes compensated by the Consortium, whose rate is independent of that of our company, do not affect the price of home or life insurance. In the case of claims covered by normal insurers such as fires, the evolution of the claim determines whether or not it may affect the premium.” The ‘Allianz’ company considers that, “Climate change is not yet having a relevant impact on life insurance rates. The amount of heat wave deaths is less significant than the increase in longevity”. Mirenchu del Valle, President of the Insurance Employers’ Association, Unespa, states that the Spanish model of climate risk prevention is the envy of Europe.
When disasters occur, national and regional governments have their own system of compensation. After the ‘Dana’ flooding in Valencia, Mercadona quickly gave employees money for losses of vehicles and homes.

Maz’s Canine Rescue is a dog rescue charity in Tijola. They provide care and medical attention to ANY abandoned and/or abused dogs in the region. At the moment there are 20 dogs that have not yet been rehomed for whatever reason but are not unwell. They can be rehomed but just need to find that special person. Maz’s provides them with a loving home whilst they wait.
Maz’s story is incredibly frustrating and heartbreaking. They knew they had to move premises some years ago and managed to secure a new plot. They began preparing it for kennels but the property doesn’t have its Certificate of First Occupation (AFO) Without it, they cannot legally build. Two years passed with Maz’s being reassured time and again that the AFO paperwork was coming quickly. After being stonewalled time and again, they’ve now been advised the process could take up to 5 years and time has run out. The land is no longer available. All that time, effort and money, spent with nothing to show for it.
The land they currently occupy has been sold, because the landlord thought they were moving to this new plot, which has now fallen through. They are facing the unthinkable — having to close for good. It’s all incredibly bad timing and sad. They have to be out of their current premises by the end of November 2025 and at the moment, have nowhere to go. This matters because without Maz’s, there will be more abandoned dogs left roaming or ending up in the local council run dog pound, when they don’t need to be.

It’s PAWS-PATAS “pup-date” time, a chance to give you good news & tell you about the wonderful donations we received in August
The best news is that 31 dogs and 4 cats found their forever homes during August. It’s why we do what we do. Thank you to all the families that have given our previous members their new beginnings.
One of those who went to an amazing home was our beautiful “oldie”, Tango, who was adopted within a week of us mentioning his story on FB. We are absolutely overjoyed that our big and beautiful 11 year old can look forward to spending the rest of his life in a loving and caring home after a previous life of kennels, abandonment and before that, well, we just don’t know. Thank you to his new family. We wish you and Tango many wonderful years together.
More good news – despite our fundraising volunteers taking a well earned break during August, we
raised 270 euros for our PAWS-SOME CLUB. Our membership is now full and the first draw will take place soon. If you have signed up, please keep an eye on our FB page where we’ll announce the date and time. Good luck to you all – someone is going to be lucky with 250 euros of vouchers of their choice to spend!

Eight Los Bandidos runners took part in the 14th race of the Circuito de Carreras Populares Diputación de Almería 2025, held in Rioja on Saturday, 13th September. Despite a hot 27°C at the 19:00 start, the lower humidity and refreshing breeze made conditions more comfortable than in recent races for the 7.65k, three-lap course.
Los Bandidos enjoyed another successful evening, collecting four age-group trophies and celebrating several personal bests. Thanks to the combined efforts of Keith Cotter, John Davidge, Corinne Cherel and Sharon Howlett, the team finished 12th in the team standings with a total time of 2:32:36.

The 15th edition of the Almería Western Film Festival (AWFF) starts in Tabernas with an award presentation to the actress Charo López during the opening gala on Wednesday, October 8th and the festival continues until Sunday, October 12th. The main
film being shown is the Clint Eastwood “For a few dollars more” filmed 60 years ago, directed by Sergio Leone.
El Circuito de Carreras Populares de Almería 2025 is 17 road races organised by the Almería ‘diputación’ (county council), from April to October. They take place in Antas on Saturday, October 4th and Pulpí on Saturday, October 25th. The husband was cross, and stormed off into the kitchen. After 20 minutes he came back into the lounge and slapped a plate down in front of her. There was bacon, an egg and beans. His wife was furious and shouted, “I told you to write it down - you forgot the toast!”
A young couple had just selected their wedding rings at the jewellers. The young lady asked the elderly owner, after choosing a diamond and platinum band, “How can I make sure this lasts for ever & ever?” The jeweller replied, with a fatherly smile, “Well, my dear, men seem to think the best way is to soak it with the dishes at least twice a day, and three times on Sundays!”.
A Canadian blonde was given a pair of water skis for her birthday. She told her friends that the next day, Saturday, she was going to drive up to the lakes to try them. When they all met up on Sunday they asked her if she had enjoyed her day out. She replied, “No, it was terrible. I drove round and round all day, and I still couldn’t find a lake with a decent slope”.
A hard working engineer has a heart attack and dies. When he gets to the pearly gates St. Peter looks on his list. “I can’t find you, so you must report to Hell”. After a few weeks the engineer has put in air-conditioning, flush toilets and escalators and everybody thinks he is a really good guy.
After two months God calls Satan up on the telephone and asks him how everything is going down there? Is it hot enough? Satan replies, “Actually things are going great. That engineer you sent me has all sorts of plans and we already have air-conditioning and flush toilets and escalators. He has some amazing ideas!”
God is furious, “What??? You’ve got an engineer? That’s a mistake - he should never have been sent to you, so send him back straight away!”
Satan replied, “No way, I like having an engineer on my staff, and I’m keeping him!”
God says, “Send him back up here or I will take you to court!”
Satan laughed until tears rolled down his face, and spluttered, “Yes, right - but just where are YOU going to find a judge?”
A young man worked on the vegetable and fruit section of a supermarket in the US. One day a customer asked for just half a lettuce. The young man went to find the manager and said, “There is some idiot out there who wants to buy just half a head of lettuce!” Then he noticed the customer had followed him across the store, so he quickly added, “And this gentleman would like to buy the other half!”
Later the manager said to him, “You nearly got yourself in a lot of trouble earlier, but you thought quick and it was ok. Where are you from?” The young man said Minnesota. The manager said, “Really, why did you leave?”

A man goes into a barber’s shop for a shave. When he is told to change the ball to the other side he asks the barber, “What happens if I swallow the ball?” “No problem”, the barber replied, “Just bring it back in a couple of days like everybody else does!”
This elderly couple are watching one of those television preachers on TV one night. The preacher faces the camera, and announces, “My friends, I’d like to share my healing powers with everyone watching this program. Place one hand on top of your TV & the other hand on the part of your body which ails you & I will heal you.” The old woman has been having terrible stomach problems, so she places one hand on the television, and her other hand on her stomach. Meanwhile, her husband approaches the television, placing one hand on top of the TV and his other hand on his groin. With a frown his wife says, “Ernest, he’s talking about healing the sick, not raising the dead.”
A bride came down the aisle to get married and noticed the bridegroom and best man both had bags with their golf clubs and clothes beside them. She asked, “What are your golf bags and clubs doing here?” The bridegroom replied, looking her straight in the eye, “This isn’t going to take all day is it?”
