Summertime!

Asmost of you will know, this June has been hotter than June in other years and ‘Aemet’, the Spanish Meteorological Office, is forecasting higher temperatures for July.

The Spanish PSOE (roughly a labour party) that does not have a majority in Parliament has been thrown into a crisis relating to “kick-backs” allegedly received by senior members of the party. They apply to contracts for road and rail projects, awarded to companies that would play ball, possibly including the Pulpí to Vera section of the ‘AVE’ (High speed train). We explain the ramifications in our “In the News” section.

An initial report on the cause of the April 28th total black-out in Spain and Portugal states that some power companies didn’t regulate the voltage and 50Hz frequency sufficiently, but ‘Red Eléctrica España’ (REE), the Spanish National Grid organisation) was to blame as well. This is hotly disputed by REE who entirely blame the supply companies. We have more information in our “In the News” section and the proven blame will have tremendous repercussions for claims of compensation.

As usual, we list events that may be of interest in the “What’s On” section, and in early Augst there are the Salinas Music Festival in Roquetas de Mar and the Dreambeach Electronic Music Festival on

the outskirts of Almería city. At the end of August in Almería city the annual ‘Feria’ takes place with concerts and other activities at a special site and ones outside bars and restaurants in the city and promenades. There are also bullfights with some famous bullfighters.

Wednesday, July 16th is the fiesta of the Virgen del Carmen, the Patron Saint of fishermen, celebrated in many coastal areas. In Garrucha, after a church mass, her statue is taken out to sea with many decorated fishing boats that usually allow some members of the public on board.

Friday, August 15th is a national religious “red” fiesta date in Spain when official offices, banks and many businesses will be shut. It is in honour of the Virgen de la Asunción (Assumption of the Virgin Mary), observed in many countries where Roman Catholicism is the dominant religion. The belief is that the Virgin Mary was taken up to heaven, body and soul, at the end of her life. It has been celebrated since the 7th century and was officially recognized as a “dogma of faith” so enshrined as being completely factual by Pope Pius XII in 1950. Thursday, August 28th is the fiesta in honour of the Mojácar Patron Saint, San Agustín (St. Augustine). Events usually take place on the 28th to the 30th and businesses will be shut on the Thursday and in some cases on the Friday.

A Government Crisis

In 2018, the PP (roughly a Conservative party), led by Prime Minister Mariano Rajoy were in power. To the surprise of everyone, including Pedro Sánchez, the leader of the PSEO (roughly a Labour party), a motion of no confidence relating to a corruption scandal was passed in Parliament, the PP were voted out, and Pedro Sánchez became Prime Minister. A majority in the Spanish Parliament needs 176 MPs and in the 2023 elections the PSOE party had 120 and PP had 137. Despite this, the PP party could not form a coalition government and the PSOE could. Two other parties, the right-wing VOX Party and the middle of the road socialist Unite Sumar Party have 33 and 27 seats, respectively and four other parties hold the other seats. A corruption scandal involving the PSOE former Transportation Minister, José Luis Ábalos, and the latter’s key advisor, Koldo García, emerged recently. Recorded mobile phone conversations released by the Anti-Corruption police on Thursday, June 12th implicated Santos Cérdan, a very senior advisor and PSOE Party Secretary, as being the main player. Pedro Sánchez had confirmed his position as Party Secretary six months ago. He had been assured by Santos Cérdan that he was blameless and the voice purported to be him in the phone conversations was not him. It became clear that the allegation that he was the ringleader of the “kickback” money scandal was true, and he had allegedly shared out several sums of money that were more than half a million euros in commission from various contracts that had been awarded. Pedro Sánchez then dismissed him from his position and his status as an MP. This threw Pedro Sánchez and the PSOE party into the largest scandal since he took office. In a televised appearance on Friday, June 13th, Pedro Sánchez asked for “forgiveness” from the citizens, the voters and members of his party. He expressed his “deep indignation and sadness” for having trusted Santos Cerdán’s word, who even on the Thursday continued to deny involvement in anything illegal. He continued, “Until this very morning, I was convinced of Santos Cerdán’s integrity. Like any other person, I have my virtues and I have many shortcomings. Many shortcomings. But I have always believed in working

for clean politics and fair play.” He stated that he personally assumes “full political responsibility” for appointing Santos Cerdán and José Luis Ábalos, but the decisions remain a matter for a Cabinet reshuffle with an external financial audit promised. He stated that he would not resign, would not call a General Election, nor an extraordinary PSOE congress, and he intended to lead his party until 2027, when a new General Election is due. A vote of no confidence will probably not be called for, as the PP and other parties are unlikely to join forces and be able to form another minority government. The political parties who have supported him up to now, announced that they were considering their options. Pedro Sánchez needs the support of other parties to pass any legislation, and he has started urgent talks with them. He has bought some time by announcing that he will not offer any explanations in parliament until July 9th, not sooner.

The Blackout Blame Game

Last month we explained how problems with the electricity supply on April 28th caused a complete blackout in Spain and Portugal. On Tuesday, June 17th the Minister for Ecological Transition, Sara Aagesen, presented her findings in parliament. ‘Red Eléctrica de España’ (REE) is the national grid and power distribution entity in Spain, a private company 20% owned by the Spanish State. Sara Aagesen explained that the blame lay with some electricity supply companies compounded by bad management from REE. She claims that they should have been able to overcome the initial problems and stop the complete shutdown that was a domino effect. She stated that on April 27th the electricity needed for the 28th had been organised from the supply companies, but on the afternoon of April 27th one of them announced that they could not operate the next day, but no alternative supply was organised. Immediately before the blackout a supply company was asked to come online but minutes afterwards it was too late. She also states that the electrical supply companies, in the main, did not exercise sufficient control over the voltage and the crucial 50Hz frequency. She therefore held REE and some supply companies jointly responsible, which will be critical in any claims for compensation.

On Tuesday afternoon, the Managing Director of REE, Concha Sánchez, hit back saying that there was no problem with their management and they responded exactly how they should have done, and they didn’t need to arrange any alternative supply for the 28th. She blames the blackout on the lack of a dynamic voltage control by the supply companies. She concluded, “For all these reasons, we consider that we should not have any claim made against us or face compensation”. She ruled out resigning unless the board of directors asked her to, and asked, “If other companies are responsible for the blackout, will they also be asked to resign?” The cause of the blackout is a very hot potato compensation wise!

Vacant Second Homes Tax

Another of the new proposed housing law plans penalises people who have a second home that is vacant and not rented out. In the annual ‘Renta’ income tax declarations a second vacant home has a theoretical income that is taxed. This is based on the “catastral value” that is the official value of the property, and the tax is 1.1% if the catastral value has been recalculated in the last 10 years, or if not, it is 2%. The new proposal is that both these percentages will be progressively increased with the 2% put up to 3%. One of the new proposals is that the percentage will apply to the total number of vacant properties a person owns, with the catastral values added up. If the total value is less than 100,000 euros it will still be the 1.1% increasing to 5.5% for a total value of 500,000 euros and 11% if the value is 1 million euros or more. The 500,000 total would result in the theoretical income being 7,100 euros and a 1 million euros total theoretical income would be 17,500 euros. Town halls list the catastral value of each property, which is almost always less than the market value, but they are periodically revised. Calculations are that if an average sized property is rented to a young person the annual income profit may be 550 euros, that in “stress” areas will be tax free. If a property has no annual consumption of electricity it is considered to be vacant. Second homes used for holidays by family members will be exempt, but in this case, there will be some electricity used. It is not clear

whether electricity bills will have to be produced to prove this.

Cash Buyers

We have previously commented on the number of property purchases that are cash transactions, particularly when parents or grandparents are helping their children and grandchildren to get on the property ladder. From January to March cash purchases were 35% of the total, the highest percentage since 2015. Some of these purchases were from people who had sold an existing home because the Covid 19 pandemic resulted in some properties being inherited when the owners had died. Buying a property without a mortgage is very attractive of course. Also, during the pandemic, many people with restrictions on movement decided that their properties were too small so they upgraded either with a cash difference or a mortgage. Conversely, with the Central European Bank reducing the interest rate to 2.0% last month, this led to a cheaper Euribor rate of just under 2%, so cheaper variable rate mortgages. In the threemonth period up to March 31st, along with fixedrate ones, there were 120,000 new mortgages and the INE (Spanish Institute of Statistics) state that average house prices went up by 12.2% with 183,000 recorded sales. We have explained some of the measures proposed to free up more properties and because there is a shortage some buyers are rushing to buy a property. The total of cash purchases and mortgages may make the property pool shrink even more.

The Next Spanish Payment

Following the pandemic, an economic recovery programme was set up by the EU and Spain receives the most money. It is paid in stage payments, conditional on targets set for various types of legislation. These have included pension reforms and the scrapping of temporary work contracts in the main. The fifth payment of 7 is now due, with 16 billion euros in a grant and a loan of 8 billion. A fly in the ointment that might lead to a reduced amount of money being handed over is the extra tax on diesel fuel for normal motorists, (not professional

drivers), to take it up to the same price as petrol. This is about 9.73 céntimos per litre and with IVA added, it will cost a motorist 5,67 euros more to fill a 50-litre tank and a total increase in income for the ‘Hacienda’ tax department of about 2.5 billion euros. It has been introduced into the Spanish Parliament several times, but the PSOE party are in a minority and have to have the support of other political parties to get any legislation approved. At the end of last year, it was included in a general tax reform bill, but the Podemos party objected and withdrew their promised support for the whole bill. Spain was given an extension period up to the end of March but this has passed without any agreement. One of the objections is that people of low spending power usually have diesel-fuelled cars so it will unfairly cost them more money. The EU have recently stated that “green” environmental taxes in Spain, such as this one are below the EU average, accounting for a revenue of only 1.52% of GDP (Gross Domestic Product), compared to 2.02% in the EU.

Salinas Sound Festival

In our “What’s on” section we give the dates and ticket price of the Salinas Sound music festival that takes place at the beginning of August in Roquetas de Mar. The organisers have announced that “Melody” who represented Spain at the Eurovision Song Contest will be performing there. Other performers include Darkiel, OBK, Lorca, Malena Gracia, Kapo, Cali & El Dandee, La Guardia, King Africa, Moa Rivera, La Casa Azul, Knarias, Guaraná, Alejandro Parreño, Ainhoa Cantalapiedra, Robert Morr, Yasiris, BadB#TCH, Miriam Amat, Dj Totote, Ku Minerva and Lorna. The concert is being organised by Kulver Productions who manage the Teatro Cervantes in Almería city, so tickets can be purchased from them.

New ATM Changes

From June 28th, Law 11/2023 that turns the European Accessibility Directive into national law, will come into force in Spain. This will apply to any new ATMs installed after June 28th , and any replacement ATMs after June 28th because they are ten years old, and all machines by June

29th, 2030. More than 4.3 million people in Spain and 43,000 in Almería province have a recognised disability and the ATMs will benefit from tools that eliminate physical, sensory or cognitive barriers. The information on the screen should be large enough to be readable by everyone, including the elderly, with large text and clear menus, and the “touch” buttons will be larger with braille symbols. There will be an “audio guide” facility from headphones and the height of the ATM will have to be suitable for people in wheelchairs. Likewise, European regulations also make special mention of mandatory training for bank staff from June 28th. They will have to be trained to attend to people with functional diversity, detect specific needs and offer proactive assistance.

Glasses and Contact Lens Grant

The government have announced a “Plan Veo” with a grant of 100 euros towards the purchase of glasses and contact lenses for children under the age of 16. If it is the first pair of glasses the minor has to have a test at an optician and 100 euros is taken off the cost of the glasses. Replacement glasses will also have this grant, and if the cost of glasses is less than 100 euros, they will be free. In the case of contact lenses, the liquid needed will be free for 12 months. The system will be up and running by the start of the next school year. It is a universal grant not dependent on different

areas in Spain, nor income. Pedro Sánchez, Spain’s Prime Minister, has stated that, “This measure aims to support 721,000 children who need glasses or contact lenses but cannot afford them, which may end up having an impact on their studies, and 30% of cases of school dropout are related to vision problems”. It is estimated that more than 17,000 children in Almeria province between the ages of 5 and 16 have myopia, 19% of this age group in 2024. According to the World Health Organization (WHO) this is a real pandemic, aggravated in many cases, by an excessive use of electronic screens and the abandonment of outdoor games. Myopia, or nearsightedness is a common refractive error that makes distant objects appear blurry. It typically occurs because light isn’t bending properly into the retina.

Almería Province, More Dogs Than Children

Our province has a population of 740,534 and there were 213,778 registered dogs in 2024 which is about 29% of the population figure, but the number of children under the age of 15 was about 121,000. If all registered pets are taken into account, the total figure is 230,950 which means that there is one pet for every 3.4 inhabitants, one of the highest rates in all of Andalucía. Dogs account for more than 92% of all registered pets with cats in second place at 13,599 which is 5.9% of the total. The rest, ferrets, rabbits, birds or rodents come to 3,573. In terms of territorial distribution, Almeria capital leads the list with more than 57,300 which totals 25%. Roquetas de Mar has 37,766, El Ejido 30,197, Níjar 12,385 and Huércal de Almería 10,522 and these five municipalities account for almost 65% of the total. Other municipalities also stand out with reduced numbers. Vícar exceeds 9,500 animals, Adra 8,000 and La Mojonera 4,800. Another significant fact is that of the so-called “potentially dangerous dogs” (PPP). According to the report, there are 4,511 registered dogs which represents around 2.1% of the total. Municipalities such as Roquetas have 994, El Ejido 656 and Almería capital 538. The report warns of a worrying aspect as 20% of the animals are not identified by microchip. This does not comply with current regulations and makes it difficult to locate them in case of loss or abandonment. This

situation especially affects rural areas and small municipalities. The pet phenomenon has led to an increase in associated services; veterinary clinics, kennels, dog groomers, specialised food and recreational activities. Experts attribute this growth to several factors such as changes in family models, an aging population, the search for companionship, and the strengthening of the human-animal bond. In many homes in Almeria province, a dog is not only a pet but is considered to be part of the family nucleus. Cats have to be microchipped as well and if your pet is lost, their microchip will be the key to being happily reunited. This is because when a stray animal is found, vets and animal shelters will look to see if the pet is chipped. They will use a microchip reader to identify the pet and can retrieve contact information for the registered owner. Providing that the information in the database is correct, you will be contacted with the good news! It is also very important to update the registry if your dog or pet is missing, as failure to do so could mean that if found, it is assumed that you have abandoned your pet. If you are found guilty of “Pet abandonment” you could receive a fine. It is worth noting that if you rescue and adopt a pet from a shelter, microchipping and vaccinations are usually included in the adoption fees.

La Inmáculada Hospital Extension

The Regional Government of Andalucía has approved the urbanisation project of the surroundings where the expansion of the La Inmaculada Hospital in Huércal-Overa will be built, with an accepted tender of 2.3million euros. The new buildings will cater for Haemodialysis, Outpatient Treatment and Administrative Services. The work does not include the construction of the new buildings, but it includes the installation of rainwater drainage, sanitation, electricity, fire protection networks, the redistribution of roads and parking for ambulances.

Severe Maltreatment and Fraud

There is a fine up to 30,000 euros for cases of extreme animal neglect as this is criminal offence. Just a few days ago a woman appeared in court in Roquetas de Mar accused of keeping dogs and cats in appalling conditions without any treatment

from a vet. She sold puppies all over Spain without vaccinations or a microchip and several died very quickly, or no puppy was sent. She is accused of using a false name, falsely claiming she worked for an animal charity and ruses to hide her income, that in 2024 was estimated to be 25,000 euros. The judge remanded her in custody without bail awaiting trial, as last January she was banned from carrying out any activity related to the possession, breeding or trade of animals. This followed offences of a very similar nature that came to light in August last year.

The ’Dreambeach’ Music Festival

The 2025 11th ‘Dreambeach’ Music Festival is on Thursday, August 7th, Friday 8th, and Saturday 9th. The organisers have announced that the mainstage this year will be 20m high and 50m wide with a 500,000 watts sound system from D&B Audiotechnik. There will be 300 mobile projectors and 400 watts of lasers and effects such as cold fire or CO2 cannons. A 600m2 screen will show a design of geometric shapes and symmetries

with the audience enveloped in a visual mixture. The line-up incorporates new names this year on the four stages including Lescastizos and Carlos Chaparro on the mainstage, Raúl Pacheco and Alex Kennon in the Dreams Tent and Mahza, who will perform on the Open-Air Stage, and Dj Luis López completes this final line up. Last year at this new location near El Toyo in Almería city, numbers exceeded all expectations with more than 120,000 ‘dreamers’ attending. The lineup for the 11th edition will feature many internationally acclaimed artists, featuring both big names from the electronic music scene who have performed at Dreambeach over the past decade, as well as new urban artists and artists. Dreambeach is cofinanced with European FEDER funds, the Junta de Andalucía, sponsorship of the INAEM Andalucía Ministry of Tourism, Culture and Sport, the Almería County Council and the City Council.

The 2025 Summer Travel Discounts

A ‘Verano Joven 2025’ discount initiative that was very successful last year has been reintroduced from July to September for persons aged 18 to 30 who are Spanish or legal residents and born between January 1st, 1995, and December 31st, 2007, including both dates. The Minister of Transport and Sustainable Mobility, Óscar Puente, posted “You can now prepare your bags for your holidays. This year there will also be a Young Summer. Enjoy!” The discount is on trains and buses and are expected to be the same as last year with 90% off conventional mediumdistance trains, short journey trains and state bus lines, and 50% for high-speed, conventional longdistance trains and Avant trains. As in previous editions, to access the discounts it is necessary to register on the website of the Ministry of Transport and Sustainable Mobility. To do this, you must identify yourself by providing your DNI or NIE. Once the registration is completed and after checking compliance with the eligibility requirements, a person receives a code number that must be provided to the operating company at the time of purchasing tickets. The process must be concluded at least 24 hours before making the first purchase. Likewise, the

companies will start the sale of tickets as they adapt their systems, so it is recommended to consult the detailed information on the websites and usual channels of the operators. Registration for ‘Verano Joven 2025’ is free, but companies may charge a management fees for issuing the tickets. The maximum cost last year was one euro per ticket. The reduced fares will be applied to the price of single or return tickets that have a travel date between July 1st and September 30th. The Verano Joven registration code is personal and non-transferable, so it cannot be used by a traveller other than the one registered. The operating companies are responsible for verifying the details of the beneficiary and ticket holder when accessing the trains and buses. To do this, they will request an official document that verifies the identity of the traveller, such as the DNI, NIE, driving licence or passport. Last year the scheme was considered to be very successful with a large number of extra passengers.

Roland Garros Triumph

Carlos Alcaraz, aged 22 from El Palmar in Murcia and world number 2, lost the first two sets in the Roland Garros men’s final against the Italian Jannik Sinner and he was down in the third set. To the delight of the capacity crowd, he saved three match points and won 4-6, 6-7(4), 6-4, 7-6(3) and 7-6(2) after 5hrs 29mins, the longest final at this venue. He won last year so he completed the double championship victory. Guga Kuerten and Rafael Nadal are the only ones who had previously defended the title. Andre Agassi who watched the final stated afterwards, “He doesn’t play defence, even when he’s at an angle to the court. He has all the qualities of the Big Three Djokovic, Nadal and Federer, maybe even some more.” Jannik Sinner, world number 1 has won 47 of the last 50 games he has played, and all three defeats have been against Alcaraz. After his short emotional speech after he lost, he later gave a press conference and stated, “I was lucky enough to play against Novak, against Rafa but unfortunately, I’ve never played Roger in Grand Slams. And beating these players costs a lot. I have the same feeling with Carlos. It’s good to see that we can produce tennis like this, because I

think it’s good for our sport and the public. I would be even happier if I had the big trophy here, but I can’t change anything.” Carlos explained, “We are a very simple family and my father was not here because he was working today.” His father was a professional tennis player and is now a real estate agent. Pedro Sánchez the Spanish Prime Minister posted: “There are no words to define what Carlos Alcaraz has done. Historical. Thank you for making an entire country vibrate.” The Royal House of the Spanish Monarchy and Rafael Nadal also gave him their congratulations. Apart from the kudos, and the large trophy, he received 2.55 million euros in prize money and Jannik Sinner received 1.275 million euros as runner up. A tax expert commented that he hoped Carlos had been given good advice as to where he was domiciled for tax purchases. If taxed in his own name in Murcia, the ‘Hacienda’ (Spanish tax department) would want an estimated total of 1.18 million euros, less deductible expenses. As we went to press, he won the final of the Queens’ tennis tournament in London, prior to Wimbledon.

Tourist Accommodation

In various parts of Spain there is a crackdown on tourist accommodation that has not been registered. Almeria City Council maintains that the capital has no problem with the proliferation of tourist housing (VUT’s) although, just in case, it works on the banning of illegal properties. Almeria is the sixth largest city to sign an agreement with the Junta de Andalucía to coordinate and strengthen the control and exchange information. Almeria province has licences for tourist accommodation which is 0.96% of the total number of dwellings. This is a much lower than the Spanish average at 1.5%, or the average in Andalucía that is 1.89%. Between March and May there were 425 properties in our province without a licence that were given a closure order with 69 in Almeria city, and there is usually a fine. One of the new proposals in the Housing Law bill being debated in parliament is that in municipalities with more than 10,000 inhabitants, the owners of tourist accommodation have to charge 21% IVA (VAT) as they are considered to be running a

business. Arturo Bernal is the Junta de Andalucía Minister of Tourism, and the Junta is run by the ‘PP’ political party whilst the ‘PSOE’ political party has a minority in the Spanish parliament and have introduced the Housing bill. Arturo states “we have 650,000 empty homes in Andalucía, so tourist housing cannot be the cause of the lack of housing for people who want to buy or rent a home”. He considers that the proposed law will be an “absolute failure. I think it is clear that those who have the ability to control housing are those who have the competence, which is the Junta de Andalucía and, also, the city councils that can decide how they want their cities to evolve.”

‘Infoca’ Firefighting in Almería Province

The current ‘Infoca’ firefighting initiative is now in operation until October 15th. At a presentation of the available resources, it was stated that this year there are 494 professionals involved, 3 helicopters, fixed wing aircraft, 15 heavy duty vehicles and 155 other vehicles. There are Provincial Operational Centre with three Forest Defence Centres in Serón, Alhama de Almería and Vélez-Blanco. Two subcentres are in Abla and Laujar de Andarax and a runway and base for aircraft is in Gérgal with a map of 115 water intake points for helicopters carrying the large buckets. There are also drones that can send images in real time to the command centres set up where there are major fires. The Infoca Plan has the largest budget in its history this year with a significant increase of 14 million euros 5.8%, totalling 257 million euros. A new Andalucía Digital Emergency Network allows all the operatives to be in contact via new radios with an investment of 27 million euros that is considered to the most important one not only in Spain, but in the whole of Europe. ‘Infoca’ work with multiple agencies that include the UME, the dedicated arm of the military solely tasked with responding to major emergencies. Their nearest base is in Seville and they can be mobilised with their own comprehensive equipment. Other agencies are the 112-emergency system, Civil Protection volunteers, Local Police who will handle any evacuation needed, the Spanish Red Cross and local urban firefighters who will respond to small

fires. Until October 15th lighting fires to burn off scrubland is totally illegal, also driving in designated “no entry” forest areas, and lighting barbecues in the countryside. ‘Infoca’ stress that great care has to be taken to limit activities that can produce sparks of flames when something goes wrong and all inhabitants should consider the potential risks. This includes throwing cigarette butts out of a vehicle which is a criminal offence under Spanish traffic law with a fine of 200 euros and the loss of 4 points. After October 15th until October 30th there will be meetings to assess the number of times they have been called out, how many are arson with the culprits caught, their response with any problems and any improvements that they need to make in 2026.

Central European Bank Interest Rate Cut

On June 5th, for the seventh time in a row, the Central European Bank (ECB) reduced the interest rate from 2.25% to 2%, its lowest level since December 2022. “We are well positioned to navigate uncertainties,” the ECB President Christine Lagarde stated. The July 9th deadline for the trade deal with the U.S. is still a reminder that things can get worse, but growth forecasts have hardly changed, and the messages from Brussels about the favourable evolution of the talks, sent a signal of optimism. One analyst explained that Trump is not quoted in the ECB’s statement, but it is suggested that the impact of the trade war will be offset by other forces. “While trade policy uncertainty is expected to weigh on business investment and exports, especially in the short term, increased public investment in defence and infrastructure will progressively support growth over the medium term.” The growing feeling that inflation may continue to fall (it was 1.9% at the end of May) will be transferred to the Euribor. This main mortgage indicator is always slightly less than the ECB interest rate and is expected to fall to below 2%, the first time since September 2022. This will lead to a significant savings for variablerate mortgages, reduced fix-term ones and facilitate access to financing for those who want to buy a home. sales, up substantially. It is not expected that the ECB will reduce the interest rate in July and predictions that it may come down in September may be frozen depending on how the EU economy performs in the next two months.

Hospital Waiting Times

Last month we commented on a major initiative that started last year to reduce the hospital waiting time for seeing a consultant and operations. A second injection of 17 billion euros will be used for these purposes. On the one hand, surgical staff at the three public hospitals including La Inmaculada in Huércal-Overa, can agree to carry out operations in the afternoons for extra pay. To speed up waiting times to see a consultant and have minor operations, the two private hospitals are doing this and are paid by the Andalucía Health Service. According to official data from the territorial delegate of Health, Juan de la Cruz Belmonte, the surgical waiting list has gone

down by 59% from 6,554 patients in December 2023 to 2,656 in May this year, very close to the target of 60%. In addition, the average waiting time in our province for an operation has dropped from 194 to 135 days, a reduction of almost two months. The number of patients waiting longer than the official time period has also fallen by 21%, from 12,655 to 9,946. In terms of surgical procedures, there have been 10,116 operations between January and April this year, an increase of 5.6% compared to the same period in 2024. The Summer 2025 Plan in Almería province is for additional staff to cover holidays, the influx of tourists, and also keep reduce waiting times. Juan de la Cruz Belmonte has stated that “In 2018 (The year before the PP party took control of the Junta de Andalucía) there were 48,500 permanent professionals in the Andalucía Health Service but today we have 88,664 that reduces the need for extraordinary hiring.” The budget in Almería province for additional staff is 10.7 million euros.

Gibraltar: An Agreement at Last?

Nearlyfour years of negotiations and wrangling started in October 2021. The Spanish Minister of Foreign Affairs, José Manuel Albares, his British counterpart, David Lammy, the European Commissioner Maros Sefcovic, and the Rock’s Chief Minister, Fabian Picardo announced in Brussels on June 11th that they had reached a final “post Brexit” agreement for Gibraltar. Maros Sefcovic stated, “It benefits everyone and will bring legal certainty and confidence for people and businesses in the region.” The 200-page draft document, plus appendices, will need to be ratified by all parties to come into force “probably” in November.

“La Verja”, the customs post between Spain and Gibraltar, described as “the last wall of continental Europe”, will cease to exist. 15,000 people come to Gibraltar every day from the Campo de Gibraltar to work, and this will now be without any border control. José Manuel Albares stated that “the agreement provides for the elimination of all physical barriers, checks and controls on people and goods moving between Spain and Gibraltar, while preserving the Schengen area, the EU Single Market and the Customs Union.”

There will still be dual border controls at the airport and the port ,and the UK explains that it will be carried out in a similar way to the one already operating with the French police at London’s St. Pancras train station, where the trains linking London to Brussels and Paris depart. In the case of Gibraltar, it will be their police who initially process visitors into Gibraltar and Spanish police into the Schengen area.

There is an agreement on the principles of indirect taxation that will be applied in Gibraltar, including tobacco, to “avoid distortions and contribute to the prosperity of the entire region”. The low price of cigarettes in Gibraltar has led to major smuggling into Spain and Europe. When the agreement has been ratified, goods in Gibraltar will have a “transaction tax” of 15%, rising to a suggested 17% within three years, “acceptable” for the EU, similar to IVA (VAT) in Spain. The low VAT rate in Luxembourg is 17% and 18% in Malta.

The agreement includes commitments to equal conditions in state aid, labour, the environment, trade, the fight against money laundering and transport, including the airport with “commitments to a level playing field.” There has always been friction between Spain and Gibraltar as Spain maintains that it owns the land where the airport is situated. Pensions for people working in Gibraltar are 30-40% less than for Gibraltarians and this will be addressed over time.

The UK states that the agreement guarantees the “full operational autonomy” of British military installations in Gibraltar which “play a vital role in protecting regional security and important trade routes.” They consider that the strategic defence review that Keir Starmer’s government presented earlier this year highlights “the importance of maintaining the British military presence” on the Rock. “Maintaining sovereignty over the British territorial waters of Gibraltar and providing a base in a strategic location at the western entrance to the Mediterranean providing critical support to the military objectives of the United Kingdom and its allies”. British military personnel must identify themselves to the Spanish police who control the entry to the Schengen area, but they will not need a passport or visa and cannot be prevented from entering. This is similar to that provided for in the NATO Status of Forces signed by the United Kingdom and Spain.

All parties to the agreement have yet to reveal the “small print” that is awaited with great interest or trepidation.

So Now You Know...

Steinway Pianos

In the mid-19th century when Henry Engelhard Steinway, a German immigrant, arrived in New York City he had a dream of creating the best pianos and started Steinway & Sons in 1853. In 1855, Steinway introduced the iron frame, a significant advancement in piano construction with increased string tension, resulting in a more powerful and sustained sound. They are handmade with over 12,000 parts and are considered a symbol of musical excellence. Sergei Rachmaninoff, one of the greatest pianists and composers of the 20th century, described Steinway pianos as “perfect in every way for musical ideas and emotions.”

Trooping The Colour

The Trooping the Colour ceremony, also known as the King’s Birthday Parade, is an annual event that takes place each June in central London to celebrate the official birthday of the reigning UK Monarch. It is a display of military pageantry, involving more than 1,000 military personnel who would be on active service when not performing ceremonial duties, with music, a flypast of vintage and modern aircraft and the traditional appearance of the Royal Family on the balcony of Buckingham Palace. This year, 1,350 troops paraded with around 8,000 official guests watching from stands at the Horse Guards Parade.

Tutankhamun

Tutankhamun’s tomb is the only royal tomb in the Valley of the Kings found in near-intact condition by Howard Carter and revealed on February 17th 1923.There were 5,398 items found in the tomb, including a solid gold coffin, face masks, thrones, archery bows, trumpets, a lotus chalice, two Imuit fetishes, gold toe stalls, furniture, food, wine, sandals, and fresh linen underwear. Howard Carter took 10 years to catalogue the items. Recent analysis suggests a dagger discovered in the tomb had a blade made from a meteorite. Artifacts from Tutankhamun’s tomb provided valuable insights into metalworking.

The Biggest Animal

The Antarctic blue whale is the biggest animal on the planet, weighing up to 181,500 kgs, (approximately 33 elephants) and reaching up to 30 metres in length. It has a heart the size of a small car, and during the main feeding season it consumes around 3,600 kgs of krill per day. It is the loudest animal, even louder than a jet engine, as its calls reach 188 decibels while a jet reaches 140 decibels. The whales’ low-frequency whistle can be heard for hundreds of miles and is probably used to attract other blue whales. A team of scientists led by the British Antarctic Survey counted 55 Antarctic blue whales during their 2020 expedition.

‘Concorde’

‘Concorde’, the first supersonic passenger-carrying commercial airplane (or Super Sonic Transport, SST), was built jointly by aircraft manufacturers in Great Britain and France. Concorde made its first transatlantic crossing on September 26th 1973, and it inaugurated the world’s first scheduled British Airways supersonic passenger service on January 21st 1976. It was a technological delta-wing masterpiece, had a maximum cruising speed of 2,179 km (1,354 miles) per hour, or Mach 2.04 (more than twice the speed of sound), allowing the aircraft to reduce the flight time between London and New York to about three hours.

Bullfighting

Bullfighting’s exact origins are lost to history. For every historian who sees the seeds of the spectacle coming from Moorish Spain, there is a counter opinion from the cults of ancient Mesopotamia. What is likely the case, is that modern bullfighting hails from a mixture of influences, rituals, and cultures, many of which are thousands of years old. The excavations at Knossos on the island of Crete have revealed ancient Minoan frescoes (circa 1500 BC) depicting games with bulls in which young people of both sexes are shown grabbing the animals’ horns and vaulting over them. They were also common in ancient Roman times.

The Tsunami Risk in Almeria Province

In a previous magazine we explained that there were going to be Tsunami warning signs in our coastal areas. The information in this article comes from a press release following a conference in Madrid organised by the Spanish Association of Civil Engineers under the title “Tsunami: the silent threat that arrives fast.”

They state that the threat of a tsunami on the coast of Almeria is not science fiction, and some areas of the province could face a tsunami similar to three previous ones. The first, in 1522, was the result of the largest earthquake recorded in the history of Spain. Written records reveal that Almería city was submerged “under the waves of the Mediterranean” with between one and two thousand victims. The second came in 1790 after an undersea earthquake near North Africa. The waves impacted the coast of Almería and Cartagena, causing a sudden rise in sea level. The last major tsunami took place in 1804 when an earthquake in the Alboran Sea caused waves that reached the western coast of Almeria, especially in areas such as Adra, Berja and Roquetas de Mar, with over 400 deaths.

During the conference, oceanographic engineer Gregorio Gómez Pina stated that “although the risk in Spain is not comparable to other regions of the world, the strip of the southeast of the peninsula and the Alboran Sea, where Almeria is located, present a real vulnerability that cannot be ignored.”

Another oceanographic engineer, Gregorio Gómez, explained, “What differentiates a tsunami from other threats is its speed of propagation and the limited reaction time. At some points on the coast, the warning time would be as little as 20 to 35 minutes.”

With 10 in Granada province, 12 Almeria coastal municipalities are obliged to instal three types of information signs as part of the new Tsunami Emergency Plan approved by the Junta de Andalucía in June 2023. They are Pulpí, Cuevas del Almanzora, Vera, Garrucha, Mojácar, Carboneras, Níjar, Roquetas de Mar, El Ejido, Balanegra and Adra. This is based on the international standard UNE-EN ISO 7010:2020 with special attention to the local population and tourists.

José Trigueros, President of the Association, stresses the need to incorporate this threat into the agenda of citizen security. “For decades, the risk of tsunami in Spain has been in the background. However, the southeast of the peninsula and areas such as the Gulf of Cadiz or the Alboran Sea, the exact point where the Almeria coast is located, present a vulnerability that cannot be ignored. Although there has been a Tsunami Emergency Plan (PERMA) for years, the practical implementation has been very uneven. Only now, with the new decree, have criteria and protocols been defined in all of the municipalities.” Gómez Pina stated, “The best defence is anticipation” insisting that the Spanish southeast “must stop ignoring this risk.” Predictions of the tsunami are an estimated rise in sea level of more than 50cms followed by a wave in excess of 1 metre, depending on the magnitude of the underwater earthquake. Municipalities have to have a map indicating which areas would be affected the most, with “simulations” to test the procedures.

The warning signs are three types. A general sign that warns of the risk of a tsunami, an evacuation sign indicating escape routes where people should go to higher land and “Safe Zones” where people should then gather at a specified place or designated roofs, waiting for help. The signs must be in Spanish and English, and other languages can be added depending on the normal tourist population.

The Two Big Problems

Lastmonth, we explained how a draft bill in the Spanish parliament is designed to stop purchases of second-hand properties by non-EU nationalities and non-legal residents within Spain. This is intended to help young people in particular, who cannot afford to buy or rent a property, with 30% of people age 30 still living with their parents, known as “nest huggers”.

The hefty proposed tax of 100% is very unlikely to become law, but any appreciable tax will have an effect, particularly in our area with a predominant sector of purchasers who are Brits and are now in the non-EU category.

The statement by Pedro Sánchez, the Spanish Prime Minster, that “foreign” purchasers decrease the housing stock and drive up prices is clearly true. Any property purchase is done through a notary who prepares the ‘escritura’ (title deed) and this indicates whether a purchaser is a legal resident, or not. Also, the internal usable area in square metres is specified.

In 2024, of the 358,000 house purchases in all of Spain 139,100 were by non-Spanish nationalities which is 39%, although this does include EU nationals. The average price per square metre was 2,362 euros whilst the average price for Spanish nationals was 1,173 euros. The most non-Spanish purchases were 41,000 in Valencia, 25,500 in Andalucía and 21,500 in Catalonia. Polish buyers went up by 44% compared to 2023, with 27% more from China, 26% more from Ukraine and 23% more from Columbia. There were 11% less from Russia and 2% less from France and the UK. Madrid has seen a surge in Latin American buyers described as “the epicentre of luxury real estate” partly because of President Trump and the US being less attractive. Average prices in Spain this year have gone up by 12.2%.

The other big problem is short term tourist lets with Airbnb considered to be the main problem and culprit. In 2024 in the largest 25 cities their tourist accommodation on offer was 345,000

houses or apartments, up 17.5% from 2023. There are existing or planned attempts to stop this in some large cities. Inspectors trawling through Airbnb websites in Madrid found that 65,000 properties did not display the official licence number that proves they are legal. They were instructed to remove them and after Airbnb made an appeal against this, the Madrid High Court ruled that they must do it.

A very new law in Madrid has declared short-term tourist accommodation in the city centre illegal. In Barcelona there will be no renewals of any licenses from 2028, a period of three years for the owners to decide what to do with their properties. In New York, Airbnb tourist accommodation was banned in 2023 to free up properties for purchase by residents which appears to have worked.

The new proposed draft bill with 12 sections, includes a clause that any short-term tourist accommodation owners, in municipalities with more than 10,000 inhabitants, have to charge 21% IVA (VAT) as they are running a business. Other clauses allow for a 100% income tax relief when the rent for normal renters is at a predetermined level in “stress” areas, where there are the most problems. If a rental renewal contract is 5% less there is a 95% income tax relief. The fairly recent ban on temporary work contracts, except in special circumstances, means that workers on indefinite contracts should be able to rent without the fear of losing their jobs and be able to obtain mortgages.

Trying to increase affordable properties in Spain is a very complex subject.

Hugely Successful Hippie Night

Nearly 3,000 euros was raised for Vera and District Lions community charity work by this year’s popular Hippie Night which proved bigger and better than ever before. More than 260 party-goers flocked to the event’s new venue at Bocaina Beach club to enjoy a fun evening of entertainment and vital fund-raising.

Top band The Funk Federation had people on their feet on the dance floor and London DJ Terry Knight then took over to keep the dancing going until late. Between acts the ever popular sponsored Hobby Horse races took place on the beach generously sponsored by Abodes, Valery, Ramon’s Ramblers, Rosemary Beechener, Focus Events, Five Bones, Pronto Printing and Ibex Insurance. Local restaurants were also generous and gave vouchers for meals for two as prizes. The Lions would like to thank La Cabana, Vista Del Mar, Aku Aku, Shea’s Kitchen, Chicken Shack, Irish Rover, Torre Bahia and Debbie Todd who donated a voucher for Solana Beach.

Smartgrass sponsored the stage and tattoo artist Betsy was on hand during the evening offering beautiful and colourful temporary tattoos and raising 135 euros in the process

“After costs we raised 2,433 euros for the Vera & District Lions to enable them to carry out their vital work in our local communities,” said Hippie Night organiser Jackie Miles-Kirby.

Paws-PATAS Update

This started out as a happy and positive post but as I write, I get the devastating news that we have an outbreak of parvo in the shelter with an 8 month old puppy who was dumped by his owner earlier this week, and 4 other dogs fighting for their lives. Until this is resolved we have to close the shelter to avoid the spread of this potentially deadly virus and focus our efforts on treating and caring for these whose lives (and maybe more) are in danger. Please keep them and our volunteers in your thoughts and prayers.

Importantly, with the help of our volunteers at the shelter nurtering and looking after our dogs and cats so well, we were able to re-home 31 dogs and 6 cats/kittens during April. No information for May yet, but we did find homes for 4 kittens at our adoption day that month. Thank you to the special families that have given these 41 furries the chance of a beautiful future.

Now for a “pup-date” on fundraising events during May. We hope you had as much fun as we did.

Roquetas de Mar

Vera

El Circuito de Carreras Populares de Almería 2025 is 17 road races organised by the Almería ‘diputación’ (county council), from April to October. One stage is in Vera on Saturday, Sept. 6th. The Memorial Plaque

One Sunday evening after the service had finished, the priest saw little Davey staring up at the large plaque that hung in the church’s entrance. The plaque was covered with names and small American flags were mounted on either side of it. “Father Donovan?” the boy asked, “What is this? “Well, son, it’s a memorial to all the young men and women who died in the service,” the priest explained. The Affair

A wife desperately tries to prove to her husband that her affair is over. He had already said that he would forgive her, but hadn’t said anything else to her for more than two weeks. She thought her husband would really believe her now. “You see”, she told him, “It’s definitely over. The Parachutes

A famous physicist, an old man, and a boy scout are taking a tourist flight in a small plane. After they reach cruising altitude, the pilot suddenly has a heart attack. The Father

A young woman, with a baby in her arms, entered a butcher shop and confronted the butcher with the news that the baby was his and asked him what he was going to do about it? He said would give her free meat until the boy was 16. She agreed and the butcher started totting up the years. One day, the teenager who had been collecting the meat each week, came into the shop and said, “I’ll be 16 tomorrow.” “I know”, said the butcher with a smile, “I’ve been counting too. Tell your mother, when you take this parcel of meat home, that it is the last free meat she’ll get, and watch the expression on her face.” When the boy arrived home, he told his mother what the butcher had said. The woman nodded and said, “Son, go back to the butcher and tell him I have also had free bread, free milk, and free groceries for the last 16 years, and watch the expression on his face!”
