A New Government

inally, after the general elections on July 23rd, Pedro Sánchez became Prime Minister again for another four years on November 16th. We comment on this in our “In the News” section and an article.

a refund of the 20 euro “decimo” ticket cost is 1 in 10. They are called a “decimo” because they are one of 10 tickets on a sheet. The first prize, if a person or a group of workers purchase all ten tickets, is 4 million euros. If you buy a ticket from a bar / restaurant or association the cost is 23 Cities in Spain with more than 50,000 inhabitants euros with the 3 euros going to the association. If are supposed to have low emission zones in place a person wins less than 40,000 euros there is no from January 1st. In an article we explain how tax to pay, but it is 20% over this amount. Almería city is putting this in place. In our “In the News” section we highlight the very large swings in the cost of electricity in November for clients on the PVPC variable rate hourly tariff. Last month we explained how a new method of controlling the cost will come into place on January 1st. The new government are keeping all the reduced taxes on electricity in place until next June, along with the reduction in IVA (VAT) on various food items, that will help to lower the cost of living. Wednesday, December 6th, is a national fiesta to celebrate the signing of the written Spanish Constitution in 1978. Many politicians think that the dispensations that Pedro Sánchez has had to make to become Prime Minister are unlawful under the articles of the Constitution, and there will no doubt be demonstrations in Madrid and other cities. Friday, December 8th, is a religious national fiesta, “The Feast of the Immaculate Conception”, to celebrate the Roman Catholic doctrine that the Virgin Mary was born without original sin, which doesn’t apply to everybody else because Adam and Eve sinned when they ate the forbidden fruit, and this is passed down to all births. Friday, December 22nd, is a big day in Spain when the winners of the ‘El Gordo’ (the fat one) lottery are drawn. Pupils from the San Ildefonso school in Madrid sing out the numbers and whether they have won a prize, starting at 9am. 70% of ticket sales, estimated to be 2.4 billion euros, are returned as prizes, and the possibility of getting

Sunday, December 24th, ‘Christmas Eve’, is the day when Spaniards living away from their families try to get back for a meal in the evening. Because of this, many restaurants will be shut in the evening but will reopen on Christmas Day which is a national fiesta. A week later on Sunday, December 31st, large crowds will gather in the Puerto del Sol square in Madrid to watch the clock strike midnight. A grape has to be eaten on every stroke, and people at home watching this on their TV do the same thing, along with a glass of Cava. Monday, January 1st, is a fiesta day along with January 6th when Spanish children receive their presents from “Los Reyes Magos” (the three kings), with processions featuring the kings on the evening of January 5th. As in other years there will be no ‘Focus’ magazine in January, but we return in February. We wish all our readers and advertisers a very Happy Christmas and a prosperous New Year. The Spanish greeting at Christmas and New Year is “¡Felices Fiestas!”.

In the News Prime Minister Again

On November 16th, Pedro Sanchez, leader of the PSOE party received enough votes for him to become Prime Minister for another four years, with a coalition of eight political parties. How he achieved this is the subject of a fierce debate. On one hand his agreement with politicians in Catalonia is described as “pragmatic” but the other viewpoint is that he has severely damaged the Spanish democracy. There have been many protest marches in Madrid and other cities including Almería, where windows were broken at the PSOE party headquarters, and we explain the ramifications in an article. The new government are promising a large increase in the minimum wage for 2024, a reduced working week of 38.5 hours and an increase in retirement pensions by 4%. The reductions in IVA (VAT) for food items along with electricity and gas bills will continue until next June, keeping the windfall tax on energy companies and free public service transport for minors, young people and the unemployed.

Better Spanish Economy Figures In Spain at the end of October, inflation was 3.6%, and the rise in the prices of food and drink had come down from double figures to 9.5% compared to 16% last February. The inflation in Almería province was also 3.6%, only bettered in Andalucía by Jaén with 3.1%. Compared to September, food went up 1.7%, clothing by 8.6% and footwear by 1.7%, but both of these reflected “going back to school” costs and purchases for the autumn and winter. Oils and fats still had the highest increase followed by fresh fruit, vegetables and pork but the figures were helped by the reduction in the cost of fuel. The EU aim is 2% which is why the Euribor interest rate has continued to rise sharply, but in 2024 (in theory) the Euribor might come down. The inflation figures in Spain are the lowest of nearby states including Germany, France, Italy and Greece, and Spain has the highest growth figures with the largest fall in unemployment. The EU has put the growth for 2023 up slightly to 2.4%, reduced it slightly to 1.7% for 2025 and forecast 2% in 2026. These are considerably higher than in the Eurozone of 0.6% for 2023 and 1.3% in 2024. Economists consider that government policies in Spain to

Far Less Fires The high alert for forest fires started earlier than normal this year on May15th and ended on October 15th. ‘INFOCA’, the fire prevention and firefighting organisation with a total of 4,700 operatives have published some extremely good figures. Despite hot weather and lack of rain in many parts of Andalucía (which is why the start of the high alert was brought forward) there were only 124 major fires, 40 less than in 2022. The area affected was 1,824 hectares, the lowest since 2013, and an eighth of the 15,660 hectares in 2022. (1,000 hectares is 39 square miles). The Infoca firefighters responded to 641 calls but 517 were “conatos” that are minor fires covering less than 1 hectare. Antonio Sanz, the Andalucía Minister of the Interior, thanked all the bodies that work with Infoca, including the 112 emergency centres, the ‘UME’ dedicated army battalions, Guardia Civil police, Local police, the Civil Defence organisation, local firefighters and the Red Cross. He stated that the “pre-season” fire prevention campaign had been very successful and members of the public had responded well to calls to be careful. Infoca, the National and Guardia Civil police investigated 84 fires to determine the cause and 16 people were arrested accused of arson. Despite the end of the high alert, Infoca still respond to fires and one in Mijas (Málaga) on the weekend of November 11th & 12th was extinguished after 300 people were evacuated. In 2024 a new comprehensive radio network will be put in operation to give quick contact between all the professionals at a cost of 27 million euros.

New Albox Supermarkets Albox has, or will very shortly, have two new supermarkets. Mercadona is moving into a new larger building, near the Albox Sports pavilion. Aldi is opening a new one in the Angel Oller site that is across the road from Lidl.

In the News but rarely in practice, the cost of electricity at weekends is cheap all day. On Saturday, November 4th, with high winds and rain in many parts of Spain, and sunshine in other parts, the renewable energy from wind farms, hydroelectric dams and solar panels provided 70% of the requirements. With 20% of electricity coming from nuclear power stations (which is constant) this rose to 90%. The expensive electricity generated from combined cycle power stations burning gas was hardly needed at all. From www.tarifaluzhora.es the average cost for 1kW/h (a 1,000-watt appliance on for 1 hour) was 2.6 céntimos, the most expensive was 3.4 céntimos from midnight to 1am, but it wasn’t the cheapest from 1am to 9am. It was cheap from 11am-3pm & 10pm-midnight, and the cheapest hour from 11pm-midnight was 1.7 céntimos. Effectively, electricity was almost completely free, and the cheapest all year! On Sunday, November 5th the average cost was 3.3 céntimos, cheap from 9am to 6pm with a low of 2.1 céntimos from 1pm-2pm and more expensive from 9pm-midnight, peaking at 5.3 céntimos from 8pm-9pm. As a comparison, the average 1kW/h cost on Friday, November 3rd (a weekday of course) was 6.3 céntimos, cheap from midnight to 10am, 2pm-5pm & 11pm-midnight with the cheapest hour from 7am-8am costing 2.9 céntimos. The most expensive hour was 10.8 céntimos from 8pm-9pm. This showed, once again, that the “advertised” cheap, medium and highcost periods for weekdays were far from being correct. Consumers paying on fixed price “plans” paid a lot more money on this weekend, but it is entirely swings and roundabouts, unfortunately, and highly dependent on the weather. In Almería city and other parts of the province storm “Ciarán” in early November caused widespread damage with one fatal and several severe injuries, whilst in eastern Valencia they were fighting forest fires with nearly 1,000 people evacuated! On Thursday, November 16th the average cost per hour zoomed up to 17.4 céntimos, with a high of 23.5 céntimos from 7pm-8pm. The cheapest hour from 2am-3am still cost 12.5 céntimos.

Development, and the mayor of Mojácar Francisco García, went to the new Mojácar bus station on November 12th when it was formally handed over to the town hall. The Junta have funded it to the tune of 650,000 euros with grants from the ERDF (EU), and Rocio Díaz stated that it was designed to “bring together all of Mojácar’s interurban transport, whether in summer or winter”. As well as a taxi rank there are four 15m bays for metropolitan transport, one for local buses, together with a ticket office and toilets. The normal population in Mojácar of about 7,000 swells to 40,000 in the summer high season and from the bus station there is a direct link to the Garrucha to Los Gallardos bypass where the junction is being completely remodelled, and then the A-7 motorway. The bus station was completed several months ago, but administrative proceedings including the supply of electricity has delayed the opening which will be done “progressively”.

Not Going for an ‘ITV’

All vehicles on the roads in Spain have to have obligatory ITV (MOT) Inspección Técnica de Vehículos tests depending on their age and type. In 2022 (the latest figures), 81% of vehicles that did have the test passed first time, but 34% of vehicle owners didn’t take them to be tested which has gone up steadily from 27% in 2017. The Director of the ITV test stations in Andalucía points out that not having a current ITV leads to a fine of 200 euros, but no points are deducted because some vehicles belong to companies. What is causing great concern is that currently, the average age of vehicles is now 14.9, up from 10.4 five years ago. A vehicle, particularly an older one, that has not gone for a test may well have defects that can cause an accident, and if this does happen, the insurance company may decline to process a claim from the driver. In the event of injury or death to a third party, an uninsured driver, because they have no ITV certificate, may personally be liable for large amounts of money in compensation. Normally, and in Andalucía, a vehicle that has a small defect (perhaps a light bulb that does not work) incurs no further fee for retesting the vehicle within 14 days and it will The Mojácar Bus Station not need a complete retest. Immigrants Brought to Almería Province At the end of October with only two hours’ notice, the Spanish Ministry of the Interior announced that 321 immigrants, who had just arrived in the Canary Islands had been flown to Madrid, put on coaches and were being brought to a hotel in El Toyo near Almería city that had re-opened after recently closing. In the previous two weeks over 2,000 immigrants had arrived in the Canary Islands with 14,900 in October and 31,000 up to the end of October. The immigrants from Senegal were initially stated to be “mostly men” but the Senator hotel group stated there were 77 families including some pregnant women. Arrangements were made for initial processing to take place at the hotel by people from the Spanish Red Cross, in co-ordination with the Spanish Department for Migrants and they were individually interviewed to determine their status and if they had relatives in Spain. The mayoress of Almería city, María de Mar Vázquez, stated that whilst she appreciated there were very severe problems with immigrants arriving in the Canary Islands, the Ministry of the Interior should have given them far more advanced warning that the 321 people were coming to Almería when they were already on the coaches! Another 166 then arrived and 54 were taken to an emergency centre in Almería as they had Covid. The Ministry of Defence announced that 4,000 immigrants would be lodged in four military barracks near to Madrid that were not being used, and the Ministry of the Interior stated that “temporarily” 3,000 would be sent to hotels and another 3,000 to other accommodation. On Saturday, October 28th, coastguards received an alert that a boat packed with people, 82 nautical miles off the coast of Tenerife was in trouble. A helicopter found them and rescue vessels went to the scene arriving at 11.30pm. The grossly overloaded fishing boat shaped like a large canoe, had set off from Gambia with 240 people. 19 of them died on the crossing

and were put overboard and a young boy was dead. 4 semi-conscious people were airlifted to hospital, another 7 went to hospital when the rescue boats docked and over 100 were treated by Red Cross staff and the emergency services. From late Friday, November 3rd to midday Saturday, 500 people were rescued from four boats with six people dead and two air-lifted to hospital. On one of the boats there were a large number of women, some pregnant, and children. Boats leaving North Africa for the Canary Islands frequently encounter bad sea conditions so the crossing is very dangerous, and the journey takes from 8-15 days. People die from hypothermia, dehydration without sufficient drinking water, and continually having to top-up the motor with fuel from up to 60 containers can cause fires. A week later, 200 immigrants were brought to a hotel in Aguadulce for processing. The Red Cross have stated that immigrants needing medical attention, including pregnant women, would be given access to the Spanish health service.

Cat Colonies Last month we commented on the new Animal Welfare Law and this includes dealing with colonies of cats. Almería city state that there are 3,500 feral cats spread between 179 registered colonies. A sum of 97,500 euros from central government will be spent to put in place the ‘CER’ initiative which is for “capture, sterilisation and release” along with treatment for parasites, a rabies vaccination, and microchips. The management of

In the News these colonies is administered by 157 people, many of them volunteers. Part of the money will be used on their habitat including feeders and sand boxes and other items. Some of them may be moved to a new location such as ones in the port area that is considered unsuitable. The cats are considered to be part of the city life but need better management.

Low Annual Wages The average annual wage throughout Spain at the end of October was 22,781 euros, with a high of 29,477 euros in Madrid. Andalucía was sixteenth in the list with an average of 18,503 euros with only Extremadura below it. In all of Andalucía, Almería province was the third lowest at only 19,962 euros, above Jaén and Huelva. In contrast, as we mentioned last month, Mojácar had the fourth highest income in the province per head of population, from the 2022 tax returns. The income for Mojácar is entirely from tourism and associated services, not partly from agriculture and industry which applied to the first three highest incomes in the province

Amazon & AliExpress Returns Starting in Madrid with three warehouses, another one in Seville and one planned in Murcia, these four stores sell returned items obtained from Amazon and AliExpress with up to 5,000 per week, per store. Their ‘Crazy Day Factory’ in Madrid is stocked up by Thursday night and opens at 9.30am on Fridays. No more than 10 items can be purchased by each person and no boxes can be opened, but there are tables with power points where items without boxes can be checked. A pallet can be bought for 550 euros and a trailer-full for 1,700 euros. Buyers can sell the items on of course, without the benefit of any guarantees, but they can’t take them back. Televisions and other items including air-con units are for sale from 20 euros “sight unseen”. Alternatively, items checked as working by the store can be purchased with 70% discount on the retail price, such as mobile phones or tablets. Most people queue for 24hrs or more, and there are strict rules. Potential buyers cannot be absent for more than 1hr three times a day with fast food available very close by. If they want to go to the loo for a maximum of 30 mins this has to be notified to

the people before and after them in the queue to save their place. Amazon and AliExpress state that rather than returned items going to landfill, it is much better to sell them for a nominal price to these warehouses, and this also complies with regulations relating to the disposal of items, particularly electronic ones. There is another rule, enforced by security staff when they open, “No running!”

Two Unexpected Arrivals A large USAF Military Boeing C-17 Globemaster 111 plane landed unexpectedly at Almeria airport at 9am on Thursday, November 9th. It had taken off from Niamey in Niger, West Africa, on a flight to the US airbase at Rota near Seville, but experienced “technical difficulties” thought to be related to fuel. The Almería airport authorities refused to comment on the landing and circumstances and referred enquiries to the Spanish Ministry of Defence who also declined to comment. ‘AENA’ the Spanish airport authority was also tight lipped. The C-17 Globemaster plane is used to carry troops and equipment and it can land on short runways of various types. The ‘Flightradar24’ site stated that the plane took off in the afternoon at 4.30pm to go to the USAF base at Ramstein in Germany. On Sunday, November 12th at 11am, an emergency 112 helicopter was despatched to airlift a person who had collapsed in a street in Adra, suffered a heart attack and gone into cardiac arrest. A second division football match was temporarily suspended when the helicopter landed on the football pitch that was the area nearest to the patient, who needed to be urgently transferred from an ambulance and taken to the Poniente hospital.

Andalucía Tourist Figures In early November, Juanma Moreno, the President of the Junta de Andalucía, gave a press conference at the opening of the Andalucía Pavilion at the World Trade Fair in London. He revealed that the period of July to September had been a record year for tourism with 12.4 million people choosing Andalucía for their holidays. This is 800,000 more than last year and 600,000 more than 2019, a reference year before the pandemic. He stressed the importance of the annual World Trade Fair

In the News being held in London, as 23% of tourists came from the UK, and stated that “optimistically”, for a number of reasons, tourist numbers might go up to 32 million in 2024. Calculations are that tourists spent an average of 78,72 euros per day in 2023, up from 74.2 last year, with an average stay of 8.1 nights, and the “score rating” out of 10 had gone up to 8.8. The number of tourists coming to Andalucía from within Spain also went up to just over 4 million. As regards Almería province, figures were not so good. 1.2 million tourists came here, up just 4% on 2022, who spent an average of 63 euros per day, but with an average stay of only 6.2 days. Transport received a low mark out of 10, as at present there are no mainline trains, which will not change until 2026 at the earliest. Without naming the airline Juanma Moreno announced that next year there would be regular flights from Bristol to Almería, as this was considered to be an important airport and catchment area.

Torrecárdenas Café to Re-open The café and restaurant at the Torrecárdenas hospital in Almería city closed during the Covid pandemic, with food and drink only available from dispensers, and it stayed closed. The contract with the company who had the franchise was recently amended so that it could re-open which took place during November. When the new multi-storey car park has been built there will be a large café / restaurant on the ground floor.

Stop Smoking Drug According to the World Health Organisation, smoking causes the most deaths, chronic illnesses, and work and social problems, and in Spain 63,000 people die every year. From March 2020 to March 2022, 101,135 people died from the Covid pandemic, but 122,652 died from smoking. The Spanish Health Service has announced that it is funding the drug ‘Recigarum’ that is an anti-smoking treatment for 25 days. Recigarum contains cytisinicline, a plant colloid that can be extracted from trees and was widely used by Russian and German troops who had no tobacco in WW2. The chemical it contains is similar to weak nicotine, but with no adverse side effects from withdrawal symptoms. The brand

name of the drug is ‘Todacitan’ and comes in a pack of 100 tablets to be taken with water. It is stressed that a person starting the treatment has to want to stop smoking. Up to six tablets every day is the initial dose for three days, reduced to five on day four, and so on. A person should refrain from smoking after the fifth day, and the only reported side-effect is nausea in some cases. At present it is not recommended for people over the age of 65, or minors. One pack has a retail price of 111 euros, but with a discount of up to 40% depending on the circumstances of the patient, the same as discounts on normal drugs. It can be obtained once a year but only with a prescription from a doctor. The drug has been in use in other countries for some time and is stated to be very effective and doubles the chance of giving up compared to other aids or treatments.

Six New Torrecárdenas Businesses Open now, or before the end of the year, there are six new businesses in the Almería city Torrecárdenas shopping centre. The menswear company Alvaro Moreno is joined by the Portuguese women’s accessory company Parfois. Claire’s, which is an American chain of accessories and jewellery store for young people, will also be open soon. Hollywood Bobs serve ‘Bubble tea’ in a variety of flavours, and Bombón Boss is a more traditional café / restaurant. Bloomest de Miele is a fully digitalised self-service launderette with programs for the most delicate of fabrics, and machines for difficult-to-wash items such as duvets and anoraks.

Banks Still Highly Solvent Figures from the 6 major banks in Spain, from January to September, were published in early November. The figures represented the increase in profits over predictions and objectives, and came to 6.49 billion euros in total. Other data gave the ‘CTI’ percentage, that is the “cost to income” ratio and an indicator of efficiency and profitability. The BBVA bank figures were 2.6 billion euros more than their target and their CTI aim of 12% was 12.7%. Santander had an excess of 1.7 billion euros and their predicted CTI of 12% was 12.3% and Sabadell bank had 868 million euros more than predicted with their CTI target of 12% going up

In the News to 13.3%. Unicaja recorded a surplus of 616 million euros with the estimated CTI of 12.5% going up to 14.2%, the highest amount of all six. CaixaBank estimates were up by 562 million euros and their CTI was 0.3% more and finally, Bankinter had a surplus of 77 million euros with a 0.2% excess on CTI. In the main, these excess profits will be given to shareholders, and Santander Bank gives 50% of their profit to shareholders equally split between dividends and share buyback. Grupo Cajamar, that was originally a savings bank based in Almería, is not one of the six largest banks but they achieved a growth in income of 968 million euros, 15.8% more than in the same period last year, and a CTI of 13.4%, up 1,4%. The Bank of Spain and the Central European Bank both believe that in the main, bank profits should be used to increase solvency as we live in troubled times with war in Ukraine, along with high inflation. The high ‘Euribor’ interest rates will come down at some stage, possibly during 2024, that is good news for variable rate mortgages but less profit for banks. Meanwhile, interest paid on deposit accounts is still paltry.

been a problem with the water, and not drink tap water that smelt of bleach. In hotel pools, with a very large number of people in the pool at any one time, they can spread the parasites between them, and water parks are other places where it can breed. Bathers with poor personal hygiene who don’t wash their hands after going to the toilet are considered to be prime suspects. Irish authorities, in the case of diarrhoea, advised those affected not to use communal pools for two days after the symptoms disappeared but other experts said this was far too soon. A European health expert points out that 50% of people affected in the UK in this time period had not been abroad, and infected people who do travel abroad can take the parasites with them. In Milwaukee in the US in 1993, contaminated drinking water with the same parasites affected 400,000 people, 25% of the metropolitan population, with 69 deaths.

Intestinal Parasites ‘Cryptosporidium’ is a microscopic protozoan parasite that is causing great concern in Spain, the UK, Ireland and some other European countries. It usually causes mild gastrointestinal symptoms, although they can be serious in babies due to dehydration and pose a vital risk for immunosuppressed people. To some extent, the exact cause in the present outbreaks is still baffling health professionals. The National Epidemiology Centre in Spain has recorded 2,940 confirmed cases so far this year, compared to 805 in 2022 and 121 people have been hospitalised. A similar trend has been recorded in the UK, Ireland, the Netherlands and Luxembourg and is causing concern from the European Centre for Disease Control and Prevention (ECDC). They state that from mid-August to October 1st there were 2,411 confirmed cases in the UK and 25%, so 600, were UK tourists returning from holidays in Spain. There were similar numbers in Ireland with a possible “hot spot” in Salou (Tarragona). Prudent advice was not to have ice in drinks in case there might have

Trains Not Planes Last month we commented on domestic flight being stopped in France where there was a viable alternative train route of 2hrs 30mins or less. This has been proposed in Spain as part of the Ecological Transition, but the latest proposal was not discussed in parliament before the General Elections. Greenpeace have now put forward their own plan that would see 11 internal flights stopped. The criteria are that there has to be an alternative train journey of not more than 4hrs, with four

They point out that travelling to an airport, going through check-in, boarding the plane, the flight time, disembarking at the other end and quite often a further journey to a city centre, takes a long time. Also, many airports are not near a city centre, but train stations are. The 11 routes they want to scrap, according to their calculations, would entail a quicker journey by train. The main flights they want stopped are from Madrid to Barcelona, Valencia and Alicante and in Andalucía, flights from Madrid to Málaga, Seville and Granada. Greenpeace calculate that 300,000 tonnes of CO2 emissions would be saved, 10% of all emissions from transport in Spain, with a reduction of 50,000 flights per annum and 5.9 million passengers less. They point out that on a plane journey, average emissions are 192 grammes of CO2 per passenger, per km, and on the AVE (high-speed train) it is only 23 grammes. One problem is that in some cases a rail ticket is more expensive than a plane ticket, but Greenpeace consider that with considerably more passengers, rail travel would become cheaper or it could be subsidised from the standpoint of “urgent environmental necessities.” The only non-Spanish airline that would be affected is Ryanair, ignoring the fact that the Iberia company is part of the IAG / British Airways group.

Dogs and Supermarkets Last month we commented on the new Spanish animal welfare law that includes it being an offence, with a potentially large fine, to tie up a dog outside premises such as supermarkets whilst the owner is inside. To combat similar bans, a novel solution was introduced in Finland, and has now spread to Italy and Brazil. Dog owners at some supermarket chains can use special trolleys that have a section for a small to medium size dog. There is the equivalent of a bed, and the lead or harness can be clipped to the trolley. This has generated a lot of comment as to whether it is hygienic, and what happens if there are various dogs in trolleys at the same time? However, supermarkets that have supplied the special trolleys consider trade has increased. Legally, this is allowed in Spain as the new law that gives entry

to dogs in a wide range of businesses (with the permission of the owner) states, “Providing they do not constitute a risk to people, other animals and things”. Where a supermarket is within walking distance of a dog owner this could be a solution and there are an estimated 9.3 million dogs in Spain.

“The Boss” coming to Madrid and Barcelona As part of his 2024 tour, Bruce Springsteen and the E-street band are coming to Madrid and Barcelona in June, and tickets went on sale on November 14th. In 2022 fans were furious that blocks of tickets had been purchased and soldon at inflated prices. He apologised for this and for his 2024 concerts no-one can buy more than six tickets, and cannot make multiple purchases. We have more details in our “What’s on” section.

Chinese Cars Coming to Spain On October 4th, the EU opened proceedings to try to combat the influx of Chinese cars, particularly electric ones, that they consider are highly subsidised by the Chinese government. It is proposed that there may have to be tariffs imposed to offset the subsidies, as the Chinese imports are about 20% cheaper than comparable European cars. There is also a claim that the production of batteries is highly subsidised and over production means they can be “dumped” in other countries. The US has already put in place a 27.5% tariff on Chinese electric car imports. Chinese manufacturers state that from now until the end of 2025, cars destined to be sold in Spain will increase dramatically in numbers, all competitively priced. Lynk, MG and Polestar already have good sales and will be followed by increased imports of Aiways and DFSK and brands such as Maxsus and SWM. The BYD company state they will come to Spain in 2024 and will combine “face to face” sales with dedicated dealers along with online ones, despite the very expensive cost of setting up dealerships. Their CEO says that there will be a quick delivery as they also manufacture all the semiconductors needed. Banco Santander Profit In 1857 Banco Santander was formed by the BotinSanz family in Santander and the present CEO Ana Patricia Botin-Sanz is the granddaughter. The family still own 75% of the shares and it is the largest bank in Spain. Financial banking analysts are predicting a profit of 10 billion euros for 2023, partly based on the profit up to the end of the third quarter, which was a record 8.143 billion euros. This is 11% more than at the end of the third quarter in 2022. The boost in the Euribor interest rate is responsible for large profits in Spain, along with the third highest profit in the UK, partly offset by a reduced profit in Brazil and the US. The Spanish Government levied a windfall tax of 4.8% on the interest and commission banks earned in Spain for 2022 and 2023, and the second payment from 2022 for Santander is 224 million euros. In October, the government announced that the levy will be extended to profits in 2024. This year within Spain, up to the end of the third quarter, (with the 4.8% tax payable next year), the bank took in 4.9 billion euros in interest (up 54%) and 2 billion euros in net fees and commissions, slightly down on 2022. Interest rates on the variable Euribor mortgages are reviewed every 12 months, so this will generate more income. Ana Botin states that the bank has 9 billion customers in Spain and 166 billion worldwide. Profit in Spain was 1.85 billion euros (up 68%) on 2022 and 1.24 billion pounds sterling in the UK (up 9%) but this equates to 12% in constant euros exchange rates. Along with other banks in Spain, Santander has been criticised for only paying a very small amount of interest on deposit accounts. Up to the end of September they lost 19.3 billion euros (twice more than any other bank), when clients raided their deposit accounts to pay off, or part pay off their mortgages, or invest the money elsewhere. The ‘Celebrity Constellation’ Rescue On the late evening of November 10th, the cruise ship ‘Celebrity Constellation’ contacted the Spanish authorities to ask for assistance with a passenger who needed urgent medical attention when the ship was 62 nautical miles off the Almería coast. It was determined that her transfer to a helicopter was not feasible so the coastguard vessel Salvamar Spica went to the ship and the female passenger was brought to Almería port along with a cruise ship paramedic. She was then transferred to the Torrecárdenas hospital, and the cruise ship continued on its planned itinerary to Málaga.

All for Seven Votes

ollowing the General Elections on July 23rd, neither of the two main parties could form a government with a majority of 176 MPs. The PP (roughly a conservative party) failed to form one, so the PSOE (roughly a labour party) and former Prime Minister Pedro Sánchez were invited to try. Pedro Sánchez knew he had to reach agreements with three political parties in Catalonia and the most radical JUNTS “independence” party with 7 MPs. In 2017 there was an illegal referendum of independence on October 1st and on October 27th an illegal declaration of independence in the Catalonia parliament, whose President was Carles Puigdemont. It had been fully spelt out that if the independence declaration was passed, parliament would be dissolved, central government would take over, and the “ringleaders” would be arrested and charged with ‘sedition’ (treason). In 2021 ‘sedition’ was replaced by a lesser offence with a reduced prison term.

Catalonia was promised more government funding, and help to try and get back a host of medium to large companies who moved their fiscal headquarters out of Catalonia soon after October 2017 to Madrid and Valencia, fearing a hike in corporation tax. A 15 billion euros debt in Catalonia will be wiped out along with 1.5 billion in interest. Another agreement is that all taxes levied and received in Catalonia will stay there, as at present (in all autonomous communities) 50% of income tax goes to central government.

Carles Puigdemont and other government ministers fled Spain to avoid arrest, and he went to Brussels where he has stayed. Nine politicians who remained in Spain were taken to court and received prison sentences, with others arrested and charged with disobedience and misuse of public funds. National arrest warrants were put in place supposing the MPs who had fled Spain came back, followed by European arrest warrants currently on hold.

The extremely thorny question, that was debated fiercely until the very last minute, was an amnesty for any person convicted, or not yet convicted, following independence offences, including bans on holding public office. In principle, this has been agreed. A Swiss committee will be appointed to oversee the implementation.

Carles Puigdemont and another ex-MP in exile are Euro MPs for Catalonia until the middle of next year. Before the July 23rd elections Pedro Sánchez had stated that there was nil possibility of an amnesty, but as the deadline of forming a government on November 27th loomed, an amnesty became a proposal for discussion. Charles Puigdemont is very media savvy, an ex-journalist, and he rubbed his hands with glee when he suddenly became the most important politician representing the JUNTS party, who had the whip hand. PSOE negotiators went to Brussels, as Carles Puigdemont could not come to Spain, and an agreement was hammered out and signed at 3.30am on November 9th.

The amnesty from 2012 affecting 350 people, has been roundly condemned by the PP party and the VOX party (an ultra-right-wing party) who have vowed to fight it “sentence by sentence”, and go to national and European courts to get it declared illegal. As regards the Spanish courts, the JUNTS party have accused them of “lawfare” claiming that their judgements and sentences in all the post-independence proceedings were politically motivated. Various courts roundly deny this and say that “the rule of law is the law” and are outraged to be accused of “lawfare”. Pedro Sánchez gained a government majority with 179 MPs (after an MP from the Canary Islands supported him) on November 16th, but the eventual ramifications remain to be seen.

Almería City “ZBE”

So Now You Know... Christmas Cards The first commercially available Christmas cards were commissioned by Sir Henry Cole and were produced by John Horsley in 1843. The picture was of three generations of a family, raising a toast to the recipient of the card. On the other side there were pictures of food and clothing being given to the poor. The idea of a large family drinking wine was considered controversial, but the cards were held to be a good idea. Sir Henry was very shrewd and had been instrumental in the introduction of the ‘Penny Post’. Two batches of the cards were printed, totalling 2,050 and they sold for 1 shilling. In 1873 the firm Prang and Mayer produced lithograph cards for the general public.

Christmas Day In 336, in Rome, during the reign of Constantine who had legalised Christianity, December 25th was made Christmas Day. It was designed to take away the importance of the pagan celebrations around December 21st. In Medieval England, Christmas was twelve days involving all types of revelry from plays, pageants and lavish meals. King Henry III is stated to have held a banquet in the 13th century where guests gorged themselves on 600 oxen and gallons of ale. In 1649 the Puritans overthrew King Charles I and banned all Christmas celebrations as they were considered frivolous and decadent. Christmas trees originated in Germany and Queen Victoria’s husband Albert introduced them into the UK.

The Festival of Yule Starting in Scandinavia as a Norse Festival of Yule, the winter solstice on December 21st, which has the shortest day and the longest night, was celebrated as being the return of the sun, as from then on, the daytime hours grew longer. This pagan festival saw a yule log being burnt, but eventually it became part of the Christmas celebrations in the 9th century. A large tree was felled and the sawed-off bottom of the trunk was stood downwards and burnt during the 12 days of Christmas. The fire was started with parts of the tree that had been felled the previous year. Eventually, a yule log became an item to be eaten made of chocolate sponge and cream inside, similar to a Swiss roll covered in chocolate.

Christmas Lights On December 21st, 1880, the ‘New York Times’ reported that officials from the New York Authority went to Thomas Edison’s factory, and the walk from the station was illuminated by strings of electric lights. The 290 lights were stated to give “a soft and mellow light on all sides.” It was common for candles to be lit on a Christmas tree, but this was very dangerous. In 1882 an employee of Thomas Edison put on a show with electric lights to demonstrate how they could be used at Christmas, and Edward H Johnson, the president of the company that Edison had formed, donated electric lights to decorate the main New York Christmas tree. An Edison dynamo provided the power for the lights.

Boxing Day In the reign of Queen Victoria in the 1880s, it became a tradition that on December 26th, the day after Christmas Day, upper-class families gave their workers and servants a day off. They also received a box with a present inside. It is now a public holiday in the UK and Commonwealth countries and if the 26th is a Saturday or Sunday, the holiday moves to the Monday or Tuesday. Traditionally, Boxing Day also became the day when fox hunting took place and the riders gathered in market places to drink a sherry before they set off. Nowadays it is the start of retail sales where people hope to find a bargain. Alternatively, soccer fans watch the football matches that take place in the afternoon.

The Feast of the Immaculate Conception On December 8th, Roman Catholics and some other Christians celebrate the Feast of the Immaculate Conception. This doctrine was put in place by Pope Pius IX in 1854 when he ruled that the Blessed Virgin Mary, from her conception, was without original sin. The “Stain of original sin” is based on the fact that Adam and Eve committed the sin of eating the forbidden fruit from the tree of knowledge of good and evil. This sin is passed down to everybody and is the reason why Roman Catholics tell parents that their child should be baptised as soon as possible, which absolves them from the sin. Alternatively, the Eastern Orthodox religion states that the Virgin Mary committed no sin whilst alive.

Recycling in Spain

hristmas is the time of year when the average household probably consumes more food and drink at home or in bars and restaurants, and this generates more disposable packaging. It is also the time of year when presents come in materials that can usually be recycled.

Glass bottles can be 100% recycled which saves 44% of the energy needed to manufacture new ones, and one tonne of recycled glass saves 1.2 tonnes of the prime materials. One tonne of recycled paper and cardboard saves 15 trees, and every tonne of aluminium (drink cans are universally made of aluminium) put in a landfill The main four types of containers in Spain are requires four tonnes of Bauxite ore to replace it. firstly the grey ones where the contents go mainly to landfills, and the green “igloo” ones for glass. The blue ones are for paper, cardboard, newspapers, magazines, and paper publicity material. There are also orange containers for used cooking oil. General advice is to reduce the volume such as flattening cardboard boxes. If you stand on an empty water container, which only takes a few seconds, this greatly reduces the volume, as does crushing a drink can by hand. In comparison with the EU, Spain is better in some respects but worse in others. Community News Age in Spain Good Neighbour Award Following the scheme’s successful launch in 2022, Age in Spain is once again inviting nominations for its Good Neighbour Award. Nominations are open via a simple application form. The organisation, which supports older people living in Spain to lead full lives, is on the lookout for the best neighbour in Spain: someone who has done someone else a good turn, gone the extra mile to help someone in need, or made a positive contribution to their Los Bandidos Trophy Haul at Gador local community. Community News Vera and District Lions Christmas is looming and the Vera and District Lions have several things they focus on at this time of year in addition to normal activities: supporting a local children’s home, and supporting the local food banks. Food banks Throughout the year, the club supports both Vera and Turre food banks, Mojacar Red Cross and Arboleas Food Bank with financial and/or food donations, and helps to meet the cost of the Vera Food Banks’s vans. Over 1300 families weekly receive help – and rising. Easy ways to help Anyone stocking up at the Iceland store in Vera can put things in the Lions’ donation trolley. Dried and tinned foods, toiletries and personal hygiene products are in big demand. The goods can come from any supermarket, not just Iceland. The trolley is by the exit after checkout and features the Lions logo. The Lions support the Vera Food Bank vans which collect food daily from the local supermarkets and are also used to collect fresh food from the central food bank in Almeria on a weekly basis. Children’s home Vera and District Lions supports the local children’s home in Vera and each year funds Christmas presents for the children, even doing the wrapping. Yes, apparently they do and after almost 4 years...1,441 days, the dream of living in a caring and loving family home finally arrived for Jamie. On 3.11.2019, like many other dogs, a distressed and forlorn looking Pitbull was left tied to the PAWSPATAS shelter gate. Frightened, hungry, very thin and with some terrible wounds and ears cut to give a more menacing look, the dog, estimated to be about 5 years old was named Jamie by one of the volunteers. It didn’t take long to find out that Jamie was indeed a huge softie and he became a firm favourite with everyone. Jamie was also suffering from leishmaniasis which has many symptoms. The disease can be treated with lifelong medication allowing the dog to lead a normal life. There is no cure. Shelter Manager, Vanessa Maipauw was also aware that it would not be easy finding someone to adopt him. Although Spain does not have breed-specific bans, there are restrictions on certain ones such as Pitbulls. There was a massive sigh of relief for Jamie in August 2021 when he was adopted by an English couple but sadly, due to Brexit rules, after a couple of months he was taken back to the shelter because they had to return to the UK. Another stressful episode in his dear life. Then, thankfully, recently the magic wand was waved again and a Dutch couple contacted Vanessa stipulating that they were keen to rescue an elderly dog and didn’t mind if there were any health issues. Whilst on holiday in Spain, they came to visit him and were immediately taken with his calm and friendly manner and at almost 9 years old, Jamie finally found his “golden bed”, adorable parents, and a safe and secure home.

The switching on of the Christmas lights takes place on Friday, December 8th, followed by a Ferrero Rocher gala and a flamenco carol performance by the Raya Real group. The location, start time and ticket prices were not shown at time of going to press. Gala Flamenco Navideña comes to the Centro de Usos Múltiples (artisan centre) on Saturday, December 2nd, 8.30pm. It features ‘Pepín’ who is the lead flamenco dancer with the Sara Baras company and the Spanish National Ballet Company. Tickets are 20 euros from the tourist office, ‘La Super Tienda’ at the Parque Comercial or ‘Whatsapp’ 687 480 694. The Jingle Bell Ball is back. Jokes of the Month The Costumes Sam and Becky had been invited to a masked Christmas fancy dress party. Unfortunately, Becky developed a really bad headache so Sam went on his own, dressed in his Santa outfit. After a while, Becky felt better. She went to the party, to see to see how Sam would behave if he didn’t know she was there. It didn’t take her long to spot Sam in his outfit, who was smooching on the dance floor with a leggy Christmas fairy. The Mistletoe A businessman is trying to get home for Christmas. His taxi from the hotel to the airport gets stuck in traffic with the meter running, and when he goes into duty free to buy his wife some perfume he can’t get served. Christmas carols are blaring out and the Christmas decorations are really tacky. The queue at check-in is enormous, but eventually it is his turn. He slams his luggage down to get it weighed, and notices a plastic piece of mistletoe hanging down over the desk. The woman hasn’t even smiled once and he tells her, “I’m having a really bad day, and even if I wasn’t married, there is no way I would kiss you!”. She replies, “It isn’t anything to do with me, it’s so you can kiss your luggage goodbye!”

The Party Bill wakes up at home with a huge hangover after the office Christmas party. Don’t do a single thing until we both arrive tomorrow. Until then, don’t do a thing, DO YOU HEAR ME?” and hangs up. The man turns to his wife. “Sorted! They’re both coming for Christmas - and they’re paying their own way.”
