isitors during June or July who comment on the temperatures, are always told, “Yes, but it’s much hotter in August!” This year it really was. At the weekend of Friday, August 27th, temperatures were recorded in Serón of 43o, never experienced before, and 42o in Albox, Cantoria, Macael, Tíjola and Zurgena. All of Spain was experiencing a heat wave, but these temperatures were high! On the coast, the sea reduced the temperatures a bit, with Mojácar recording 38o and Roquetas 37o. Temperatures were in general less during the following couple of days that marked the end of the Almería festival and fair. 21,000 people went to the Creamfields Music Festival and 25,000 people came to see David Bisbal perform his “¡No Miras Détras!” spectacular before he started his world tour. The Almería City Orchestra attracted a full house to hear Diana Navarro perform classical “lollipops” with the orchestra. Coastal roads were gridlocked again, particularly in the first fortnight of August, the two most popular weeks in August for the Spanish. Hotels reported good booking figures, with the usual complaint that people were leaving it right to the last minute to make reservations. Restaurants and bars that attract the Spanish population reported good takings, better that 2009, with people thinking that the economic recession was slightly improving.

Luckily August 2010 was a month when there An Easter Procession were almost no forest fires, certainly none serious in Almería province. The heavy rains, had produced plenty of fresh growth, but the ground below was still damp where the rain water had sunk through. Also it is possible that the anti-fire messages got through more this year, as most fires are caused by accident. The annual week of bullfighting in Almería took place coinciding with the festival, and as in other years there are always conflicting reports as to the skill of the bullfighters and the quality of the bulls. In general, however it seems to have been a success. The bullfighter “Fangi” closed the week by taking on six bulls. His techniques are considered to be unusual, verging on the eccentric, but generally applauded. September is the month when nurseries and schools start back, parents and children have to get used to early starts again and less late nights. Those businesses that adopted different hours in August should now come back to normal. After all the patron Saint fiestas in August, there are no public fiestas in September when everything shuts down. September 29th is the day of San Miguel (St Michael), the patron saint of Pulpi, Alfáix, and Cantoria, so celebrations in these localities. As San Miguel is the trade name of a major beer supplier there may well be celebrations in bars that purchase their beer. The first week of October is the time of fiestas for San Franciso (St Francis). Albox, Huércal-Overa and Turre celebrate this fiesta and there is often a bullfight in Turre in a collapsible bullring that goes to towns and villages as required. Huércal-Overa has its own permanent bull ring. Mojácar celebrates the fiesta of its female patron saint Rosario, on October 7th. After the religious procession, the normal eating and drinking take place with entertainment into the early hours. If anyone says it is hot in September you can reply, “It was hotter in August!”

Focus on Local News Campervans & Caravans Some municipalities in Almería province do not want caravans or particularly campervans spending time on their property. The Mancomunidad of Municipalities, that is made up of 11 of the local councils has decided that these tourists deserve encouragement, and the setting up of dedicated sites. There are 45,000 campervans in Spain and an estimated 200,000 in Europe. Officials from Huércal-Overa, Vélez Rubio and the Almanzora region recently held a meting with Miguel Rios, vice president of the Spanish association of campervans. Miguel Rios pointed out that France had good sites for overnight stays as well as Portugal. Campervans need a site where they can dispose of sewage, grey water from showers etc, and a drinking water top-up point and electricity. A bar is also considered a good idea! Tourists with campervans are considered to be reasonable spenders at supermarkets and restaurants. Some local authorities try and put limits on where campervans can go, but Miguel Rios pointed out that a campervan had a normal “M1” licence, as long as it was less than 3,500 kgs, the size of a very large lorry. There cannot legally be restrictions as to where they go, or park. Local authorities can put restrictions on overnight parking, on beaches for instance, if they have passed suitable bylaws. Having dedicated sites for campervans avoids these problems. Pirate Taxis Police and the Junta de Andalucía are still working with legal taxi owners to identify and sanction private vehicles that are taking work from them. Fines for offenders were put up to 3,000 euros by changing the offence, but if this does not work the ultimate sanction is that the vehicle is “sealed” so it cannot be used. This has been done to 28 vehicles. 74 ‘denuncias’ (official complaints) have been made by Local Police or the Guardia Police up to May this year, and 326 fines have been made between January 2009 and June 2010. Taxi drivers keep a close watch out, but the most difficult thing is proving that a taxi service is being offered.

Germans are reported to be amongst the most frequent providers of this service, followed by UK persons. Motorway Still Promised The mayors of Adra and Motril in Granada have been very worried that the “missing” link of the A7 motorway might be delayed for monetary reasons. The Spanish Prime Minister, José Zapatero, recently met with José Griñan, president of the Junta de Andalucía, to discuss this and other projects. Zapatero promised that there was still money for this project and the section of the new motorway that still needed a licence would have one soon. Apart from the municipalities, travellers on the A7 will be delighted if one day they don’t come to almost a grinding stop just past Adra.

Mojácar Walk Mojácar council are to apply for permission to build a walkway from the Hotel Indalo to the Macenas castle, opposite the Macenas development. The cost of this project is estimated as 131,000 euros. Permission was sought in 2009 for this project, but then it was turned down. The council consider that apart from providing a safe walkway to the Macenas castle, it would be a good exercise route for walkers and tourists.

Focus on Local News continued Not Urgent! A report from the accident and emergency departments of hospitals in Almería province is very critical of the patients that come to their centres. The average number of patients is 40 per hour and 175,000 over a 3 month period. Of these only 9%, or 4 from the 40 are admitted for further treatments. The health authorities consider that minor complaints should be dealt with by the local health centres who offer 24 hr attention. The complaints that patients often come to the hospital emergency departments with include suffering from headaches, flu-like symptoms, toothache and minor cuts and abrasions. Torrecárdenas hospital has by far the most number of emergency patients, followed by Poniente, La Inmaculada (Huércal-Overa) and El Toyo hospitals. The hospital authorities point out that at their own emergency centre patients are dealt with not in the order in which they arrive at the centre, but according to the apparent seriousness of their complaint. This can involve long waits for some patients. Day Centre Finished The Albox day centre for senior citizens has been re-opened after work that includes eliminating problems of access, new toilets and other improvements. The total cost of the work amounts to 64,000 euros that has come from the Junta de Andalucía social funds and the Albox council. Big Guns! The ‘Cajamar’ bank based in Almerá is to absorb the Balearic ‘Caixa Rural Balear’ bank. This makes the ‘Cajamar’ bank the sixteenth largest in Spain with 53,000 million euros of business. Apart from negotiations between the two banks, the fusion was voted for by associates of ‘Cajamar’ who voted 1,008 in favour with 5 abstentions. ‘Cajamar’ now has a presence in over 37 Spanish provinces with 994 offices and 5,000 employees. Less Jellyfish This year has seen a marked reduction in the

number of jellyfish sighted off the Almería coast and in the seas near the beaches. The total number of people seeking assistance from the beach guards or Red Cross attendants has been just 50 cases, to the end of August. This is put down to the amount of rainwater that has flowed into the sea and reduced the salt content of the coastal waters and also the temperature. Jelly fish are constantly studied to determine what seems to be the attraction of coming close to the coast, and what factors have to be taken into consideration.

“OPE” Figures The annual migration from Almería port to Morocco or African ports this time of the year is called “Operación Paso de Estrecho” and involves huge numbers of travellers, ferries, police, Red Cross workers and translation services. Up to August 15th 458,000 passengers and 97,000 vehicles had been processed through Almería port. The police and customs officers are specially vigilant during this operation, and when travellers return in the reverse direction. 70 people were arrested because they were found to have arrest warrants issued from Spain or other countries against them. A further 213 people were found to have other legal “problems” which prohibited them leaving Spain and 400 persons were allowed to travel out of Spain, but told they would be denied entry if they tried to come back! The numbers of travellers so far are down as regards the 2009 numbers. This is also true as regards the number of illegal immigrant trying to enter Spain along the Almería coast. 16 such male

Focus on Local News continued travellers were recently spotted by the luxury cruise ship “Disney Magic” that was 20 miles off Cabo de Gata coast. Normally with a sighting like this the coastguards are notified and they swing into action. In this case the “Disney Magic” decided to take the would be immigrants on board, and continue with their cruise to Barcelona! There they were dealt with by the normal authorities. The Creamfields Festival The 7th Creamfields Music Festival, held at El Ejido for the 3rd year, attracted 23,000 fans, 2000 more than 2009 but much less than when the festival was held at Villaricos. The DJ from Granada, Juanmi Linares ,was awarded the “Andalucían Dream 2010” award that means he will head the performers list in 2011. A large police presence resulted in 14 people being arrested for drugs or traffic offences. Various people were cautioned over the possession of drugs and marijuana, cocaine, ecstasy tablets, speed and LSD were confiscated, some of the amounts by the Festival security police. 3,000 identity checks were carried out and a variety of dangerous weapons confiscated. Bull Fighting School Almería city has a dedicated bullfighting school where you can learn this art. It is run by Ruiz Manuel with César López, known professionally as “El López” as the professor. Students spend afternoons learning techniques and the school functions from January to October at present. One of the pupils, Sylvia Carmona, is very keen to attend, but has to do so unofficially as the age for such schools is fixed by the Junta de Andalucía as being a minimum of 22. Sylvia at present is only 21. Palomares Complaints Since the two American aircraft collided over Palomares in 1966 the USA have paid for regular site surveys, blood tests for the 1,500 inhabitants of Palomares, and annual visits to Madrid for specialised tests for a number of inhabitants. Rumours are now going round that the financial

assistance is to be cut off. The Mayor of Cuevas, Jesús Caicedo, has pointed out that a major specialist survey of land where one of the bombs landed had only just been completed, and thought that after the results were confirmed the situation might be clearer. The Mayor of Palomares, Juan José López, is of the opinion that the health checks should continue, and it was logical that the USA should pay. If any of the nuclear bombs had exploded it would have been by far the most severe nuclear accident in Europe. The incident was caused when a B-52 carrying the bombs was being re-fuelled in mid air by a tanker aircraft and the two planes collided.

Oven Restoration Lucainena de las Torres has 8 very large ovens, that until the beginning of the 20th century were all in use for smelting iron ore. A restoration project is under way to restore one of the ovens to full working use and repair serious damage to the remaining ovens. The work is being carried out by the Almerían company ‘Rehabitec Almería’ at a cost of 350,000 euros. The money is mostly covered by various grants. These ovens were extremely important to the economy of Lucainena, and the treated iron ore was taken to Agua Amarga by rail, to be shipped from there to Barcelona. Apart from restoring a vital part of the history of the area it is intended that the ovens will become a tourist attraction.

Focus on Local News continued Dead Turtle On a recent Saturday, a dead sea turtle was observed to be on the Cala beach in Villaricos. The turtle measured almost a metre in length and its appearance suggested it had been dead for some time. Local police were called by various people, then the Guardia Civil police came and inspected the turtle that was still being washed about by the tide. The Guardia Civil police attempted to contact the environmental officers, but were handicapped by the fact it was a Saturday. By this time a few hours had passed and a concerned Spaniard asked the Guardia Civil if there was nothing they could do?

Adoption Figures Seven children were adopted by Almería persons in the first 3 months of 2010. They all came from Russia, and in 2009 during the same period the number of Russian adoptions was nine. Adoptions are never easy but it appears that Russia has a simpler system than some countries. The basic Russian requirement is that an applicant is over 25, married, or a single female. In theory a single male person can adopt but this is quite rare. Residents of Spain who wish to adopt have to apply with documentation to the relevant Spanish authority and take part in a course that is over 4 hours a week for normally 4 weeks. After this they are interviewed by a psychologist and social workers. If all this goes well permission is given, and then they choose various countries they are interested in. To adopt a child from Russia takes about a year from first application and involves at least two visits to Russia with a corresponding cost that can amount to 25,000 euros. In 2009 two children were adopted from the Ukraine and current applications concern a Chinese child, a baby from Kazajstan and Vietnam and a boy from the Ukraine. Some countries put a top age limit

Tourist Figures In the first 3 months of 2010, 430,000 tourists came to Almería province and 73,000 were non Spanish, according to recent figures. Málaga had 932,000 tourists, and Cádiz 298,000. The Junta de Andalucía has started a pilot scheme whereby they take tourists aged 55 and over from the EU scheme “Europe Senior Tourists” in which European countries encourage this age group to travel outside their country of birth or residence. This scheme is subsidised and Cádiz, Málaga and Huelva have all taken part. It is intended that Almería and Granada join up as well. This should improve the hotel figures in the slack first quarter of the year.

Mosque on Hold The imán of Almería, Abdallah Mhanna head of the muslims in Almería, is upset that plans made some years ago to build both a mosque and a hotel on land belonging to the port authorities have been put on hold. The councillor for Urban matters in Almería, Juan Megino, states that both projects go back at least 10 years and were connected o the “OPE”, the time in summer when thousands of muslims and other travellers leave for Morocco or Africa. Juan Megino considers that the operation is so streamlined now, that a mosque or hotel is not necessary. The imán disagrees with this and considers that there are sufficient muslims who stay in the city for 2 or 3 days prior to boarding their vessels.

The National Police (Policía Nacional) invited women to work for them over 30 years ago, and now other branches of the police have followed this policy. We tend not to come across National Police normally but the stations in Almería City and El Ejido have 43 women working for them. The plan is that 2 million euros would be spent converting the Campohermoso convention centre. The centre would be run by a specialised company together with Níjar town hall. The mayor considers that up to 200 jobs could be created, including electricians, carpenters and painters for scenery manufacture.

The Final Voyage? After the summer rush at Almería port it is expected that the replica Arab dhow “ La Faluca Almariya” will lifted out of the water and taken back to the boatyard for the latest repairs. The Algerian authorities at Beni Saf state that they are in the final stages of being able to release gas into the 24 inch pipe that brings the gas to Almería after travelling 210 kms down the pipe, which at its deepest is 550 metres below sea level. Comedian Djalili and Schiff, best known for his work on The West Wing, know how to get the best out of each other and occasionally their exchanges have that Will Ferrell-like semi-improvised feel. But the film often loses its way when it returns to its other plotline Mahmud's son wanting to marry a girl whose stepfather is an extremist Muslim cleric. Perhaps dealing with such serious issues within a fairly light-hearted comedy plot isn't really possible. Just when you think the film is going to go for the jugular, we end up in a clichĂŠ feel-good climax, with Mahmud onstage in front of his friends and family trying to save the day. All in all, the Infidel makes a fairly enjoyable trip to the cinema.

Decision Time

lmería province has fortunately never been under direct threat from ETA, the Basque terrorist organisation. Almería city, owing to its size and airport, does however merit a specialised unit that could respond to a bomb threat or other serious event, complete with their sophisticated robot if necessary.

ETA stands for Euskadi Ta Askatasuna and was formed in 1959 with the aim of gaining independence for the Basque area, using terrorist activity as part of their actions. On December 30th however, they detonated the bomb that almost demolished the Barajas Airport multi storey parking building in Madrid, killing two people who were sleeping in their car. The ceasefire was therefore declared terminated by José Zapatero, the Spanish Prime Minister. At present, there are feelings in the political circles that another ceasefire may be on the cards. In 2011, municipal and other elections take part and Batasuna, the largest political party with strong ties to ETA, is believed to be promoting another ceasefire. Batasuna was made illegal as a political party in 2003, but functions outside parliament. It has been suggested that ETA would accept the “Mitchell” principles, which are 6 stages that were used for the IRA peace process.

With the arrest of Luis Zengotitabengoa this brings the total arrests in 2010 to 67! They started in January with the arrest of the man who allegedly planned to launch a missile at a plane carrying the last Prime Minister, José María Aznar, and in February in Normandy the man believed to be the overall head of the military type planning. More and more arrests lead to documents, computers and the very useful “sticks” which can carry an amazing amount of information, and guns and explosives and false number plates, mostly hidden in buried containers. Police patiently followed more ETA members through France, where they tried to be more anonymous by following the ‘Tour de France’ for some time, until they rented an apartment in the French alps where they were arrested, again with a marvellous amount of information. In May, in France again, Spanish and French anti-terrorist police arrested four more ETA members, one considered the current head of operations, following the arrest of his predecessor in February.

On Saturday, August 21st at 5am in the Belgian city of Ostende, a man was arrested. He wasn’t just some drunk, he was Luis Zengotitabengoa, aged 29, one of the ETA members high on the International list for capture. He was using a false passport at a hotel reception. The anti-terrorist police had been looking for Luis since his name appeared on the rental paperwork of a van intercepted last January 9th, full of explosives. Are You Sitting Comfortably?

The land was part of a much bigger piece of land known as La Algarrobina, where a large part of Desert Springs Golf Course and housing complex is now. One square hectare is about 1.5 times a UK football pitch. When Cuevas town hall purchased the land it was going to be leased to the Spanish government to use as an aerodrome (So a lot of people say). The aerodrome never happened and the current Spanish Defence Ministry cannot find any trace that the land was leased to them. A previous mayor of Cuevas, Antonio Llaguna, believes that at one time he saw a document dated in 1940 from Francisco Soler asking for his land back, claiming that the town hall never paid him! The town hall, at present, cannot find this 1940 claim. Also no one seems to be exactly sure where this piece of land is!

During the early 90s, the promoters of Desert Springs were buying lots of land from different owners for their complex. In April 1990, they purchased 19 hectares, using their purchase company ‘Bay Investments’. They paid 36 million pesetas for the land, and in 1994 they purchased an adjoining chunk for 20 million pesetas, measuring 6 hectares. The sellers of the land were the Catiros family, and the total land purchased came to just under 26 hectares, and was the land they had registered in 1988. So there is a bit of investigation going on now, involving a judge, notaries and land registries. Desert Springs know exactly what land they purchased from the Catiros family, and where it is. The land that the town hall bought in 1934 seems to be a little bit more tricky, particularly if they really did give it back to the purchaser.

So this is an interesting story. A firm of lawyers who act as “Defenders of the public”, in Cuevas, told the town hall sometime ago that they ought to look into a 1934 purchase of land. The present councillor for urban matters says he didn’t think So flip forward to 1988, when two brothers and it was a joke, but more like science fiction! their wives registered land in La Algarrobina as being their property. The two adjoining pieces of land were stated to be just under 26 hectares. The Catiros family from Palomares used a rather special legal procedure to register this land, known as a “205”, as it is article 205 of a Spanish property law. This device is intended to help heirs of property who inherit, and are short of paperwork. Exhibitions The César Lucas exhibition of photographs in the Centro Andaluz de la Fotografía in Almería has been extended until the end of September due to the huge response. The photographs depict Spain during the 1960s and 70s, including some famous people of the era. Ginés Parra An exhibition of his paintings, to commemorate the 50th anniversary of his death. The exhibition is in the Casa Ibáñez Museum at Olula del Río. Apart from the paintings original documents relating to his life and times are on display. The Gorilla and the Dog A woman woke up one morning to find a ferocious-looking gorilla in a tree on her African plantation. She quickly phoned the local game warden, who arrived minutes later. The Funeral While walking along the sidewalk in front of his church, a minister heard the intoning of a prayer that nearly made his collar wilt.
