Another Month of Music!

L

ast year, as October drew to a close, the Spanish were muttering about the weather and saying "¡tiempo loco!" which means "crazy weather". This was because of the high winds and rain, interspersed with sunny days. This October, the Spanish have still been calling it "¡tiempo loco!" and complaining that it is too hot! We have had some glorious days and tourists have been seen sunbathing on the beach, or even splashing around in the sea, although the lifeguards and beach flag system have shut down for the winter! Concerts and events continue and amateur dramatics or choirs from the ex-pat community have had their first performances and are planning their next event. The Almería Jazz festival has started and big names such as the Original Glenn Miller Orchestra are featured, along with Richard Bono and Laika Fatien who closes the festival. Almería city hosts the "Short Films and Video" competition from December 4th-12th that attracts international entries with 17,000 euros going to the outright winner.

The last few days of October saw El Ejido the centre of attention with allegations of a major corruption scandal. Apart from local news channels the Spanish big dailies and National TV stations descended on El Ejido. Eight of the people detained were remanded in custody and transferred to "El Acebuche" prison.

Vera has its "Saint Cecelia" week of music and other events from November 19th-22nd with the usual variety ranging from a Choral Mass to Orchestral performances and Duos. Saint Cecelia is the patron Saint of music and musicians.

National Fiestas in December are on the 6th and the 8th. The December 6th Fiesta (Sunday in 2009) celebrates the signing of the Spanish Constitution in 1978 when Spanish King Juan Carlos took office. The Spanish King and his wife Queen Sofia still enjoy On the economic front, many towns and villages high popularity. King Juan Carlos went to are unveiling the work that has been done with Copenhagen with the 2016 Olympic delegation. No doubt this helped the Spanish bid, but the Olympic Games will not come to Madrid in 2016. Tuesday, December 8th is the religious fiesta, the Feast of the Immaculate Conception of the Virgin Mary.

The "rule" about National Fiestas is that if they fall on a Saturday, they fall on a Saturday and that is it! If however they fall on a Sunday, the day's holiday slides to the Monday. Monday, December 7th, 2009 will therefore result in all banks and town halls and official offices being shut to have the "Sunday" fiesta, and Tuesday, December 8th will be the same!

Focus on Local News Huércal-Overa Heliport Work is almost completed on the new helicopter landing area at Huércal-Overa Hospital. The new facility has been built very close to the emergency unit and apart from the improved location it will allow helicopters carrying or collecting emergency cases to land at night. The previous landing area had no night time lighting. Gracia Fernández, in charge of the Huércal-Overa complex, states that the new helipad will be a major benefit to the local population, particularly because of the night landing capability. Helicopters will not be based at the hospital, but will come from Baza if called out from Huércal-Overa. The cost of this project has been budgeted as 168,000 euros and is being funded by an EU grant.

Scandal In El Ejido The mayor of El Ejido, Juan Enciso and family members were arrested on October 20th charged with money laundering, misappropriation of public funds, bribery and falsification of documents. His "right hand man" José Aleman, his wife and other family members were similarly charged, as was Ambrosio Cuevas who owns the private school 'Valdesierra' in Vera. In all, 20 people from Almería province, Seville and Madrid appeared in court in Almería and were charged. The offences concern a "Multiservices" company 'Elsur' set up in El Ejido to undertake all maintenance in the municipality. It is alleged that this company, through a web of subcontractors grossly inflated invoices for work carried out, with the profits going to families in El Ejido, Seville and Madrid. Juan Enciso, the mayor, has a 30% stake in the 'Elsur' company. The money obtained has been suggested as being 150 million euros, or more. (see article page 26)

Still No Clues On Saturday October 3rd a young lady in Roquetas, Lourdes García, left work at a petrol station at the end of her shift and drove off in her car. She had made arrangements to meet friends and family later. By Sunday 4th her family became concerned and established that she had not gone into work on the Sunday. They travelled to Roquetas where she lived and found her clothes laid out ready to go out socially, but no sign of the 34 year old. The alarm was raised and her car was eventually located parked (not well) near the Roquetas bullring with the keys inside. Despite extensive searches by large numbers of police and volunteers no trace has been found of her at the time of going to press. Lourdes is slimly built, weighing about 38 kilos when she disappeared, is used to looking after Rafael Nadal herself, and is a qualified children's teacher. She would have been dressed in her work clothes, has an oval face, glasses and shoulder length hair. Police say her mobile telephone was briefly activated on the Tuesday after she disappeared, but then switched off. She originally lived in Gérgal where her parents still live. 500 friends, neighbours and relatives held a vigil for her on October 29th, her 35th birthday.

Lubrin Investigation Centre Lubrin has a population of 1,800 people. One of the main sources of income is from the rearing of Andalucian goats for milk, and at least 50 families have this as their only income. A new investigation centre is to be opened in Lubrin to improve the rearing and milk production, along with a study of the outlets available for the milk. The goat's milk is at present used for the production of cheese by companies in France such as 'President' and 'Lactaris' along with Spanish companies such as 'García Baquero'. It is intended that the new centre will become a reference point for the improvement in breeding and yield for the whole of Andalucía. Premises

Traffic Fines Government budgets are being drawn up for 2010 and interesting figures have emerged regarding the anticipated collection of traffic fines and points that may be lost by drivers in 2010. The number of Guardia Civil Traffic police vehicles is set to be increased from 1,000 to 1,200 vehicles. The number of people who

Focus on Local News continued may lose their licence is estimated as 100,000 with a total of 1.5 million points lost by drivers. It is anticipated that total fines will amount to 432 million euros. The number of drivers who attend courses to regain their licence or points is estimated at 20,000. The 2009 estimation was for 10,000 drivers taking these courses, but so far in 2009 18,000 drivers have signed up for these.

New Dates The French Canadian circus the 'Cirque du Soleil' has announced that it will now come to Almería City from March 12th-17th, 2010. They are bringing their spectacular show 'Saltimbanco' and these dates are instead of the previous ones that were cancelled for October. This show is designed to be watched in sports arenas and the venue in Almería city will be the Mediterranean Sports Stadium. Since 1992 the 'Saltimbanco' show has toured 75 cities worldwide with over 9 million spectators. In a rare accident, a 24-yearold Ukranian acrobat known as "Sacha", subsequently died after falling from a 5 metre trapeze whilst practicing at the circus headquarters in Montreal on October 18th.

Winter Holidays Roquetas de Mar has 17 hotels that endeavour to stay open in the winter months by co-operating with 'Imserso', the Spanish agency that works with the Social Services departments to offer cheap holidays to pensioners. The accommodation on offer in Roquetas is equivalent to all the accommodation throughout the Costa del Sol. Mojácar has 3 hotels that cater for such visitors. A million places are available throughout Spain and Portugal and Andalucia caters for 20% of this total. Of this 20%, a third come to Roquetas. These subsidised holidays cost sums such as 160 euros including transport for an 8 day break, just over 200 euros for 10days and 300 euros for 15 days. Pensioners registered with their town hall can apply to be included by going to www.segsocial.es/imserso or telephoning 901 109 899.

Happy Christmas! 17 town halls in Almería province are being encouraged by central government to take out loans to pay off debts to contractors from 2008. The loans can be for a maximum of 6 years, but town halls have to have a plan in force, approved by central government to pay the loan off. Roquetas has unpaid bills of 15 million euros, Cuevas is the next largest debtor with outstanding payments of 7 million, Garrucha owes nearly 3 million, Vera 4 million and Albox just over 1 million. Town halls have a maximum of 3 months to arrange the loans followed by another month in which time all the bills must have been paid and proof submitted. The 17 town halls that qualify for these loans have a total debt of 56 million euros.

A Helping Hand Fish on Ice The Roquetas Aquarium, the largest in Andalucia, is experiencing a cash flow problem. The Director, Enrique Fernández, has applied to reduce his workforce from 15 to 5 temporarily and shut until March 2010. Summer 2009 was the 3rd anniversary of the opening of the aquarium and 250,000 visitors turned up. Nevertheless, there is no assistance given from official bodies for the running costs. The travel agency 'Novotours' in Roquetas organises combined trips for hotel guests to both the Aquarium and the bullring. They termed the closure a "tragedy". Hotel groups have also called for financial help to be forthcoming. The operators of 'Yelmo Cine' also normally have offers that include an aquarium visit and has called for assistance as well.

Almería province has four centres where parents who have major problems with their children receive help. The aim of the centres is to take children in, improve their sociability, correct behaviour problems and also give help with psychiatric problems. The centres are made up of three for young males, including a more specialised unit for those with psychiatric problems, and a fourth one for girls. Most of the young people are there with the consent of their parents, who have requested help, and their parents are involved in finding solutions for the future. 48 such children at present live in these centres, but parents who seek help are first invited to visit psychiatrists and child counsellors, with a view to finding solutions to problems within the home environment.

Many towns such as Garrucha, Vera, Huércal-Overa and Albox have had major work done to roads, services and street lighting as part of the government plan to give grants for such improvements and provide work. Albox has seen the Plaza Nueva closed for an extended period after more drastic work was discovered necessary than had originally been planned. The existing bridge has also been closed for new railings, streetlights and marble work. The lack of current progress regarding the new bridge in Albox is hoped to be resolved shortly and involves a dispute over the schedule of payments to the contractor. The work at the Plaza Nueva has included large stones balls designed to stop cars parking, but people who have already used the zebra crossings have experienced problems and falls, because some balls have been placed at the entrance or exit to these crossings. These balls were removed before the official opening of the new plaza on October 20th. The department has also carried out requests for specialised measurement of mobile telephone coverage, and acted as an intermediary between the town halls and private companies wishing to erect masts. If the switch over from analogue to digital television went smoothly on October 31st, one third of those receiving the analogue service throughout Spain should have been switched off.

Almería Brandy Distillery Almería province is probably not thought of as a region that produces brandy. There is in fact only one such distillery, to be found in Adra. The 'Bodegas Brandy Almería' is based in the old factory that was dedicated to the production of sugar and alcohol, and has been in production for three years. Their normal brandy is labelled as "Cerro de Montecristo" and their liqueur brandy "Ambic". This November they are bottling a reserve version, limited to 5,000 bottles. Adra town hall has been organising tours as part of their guided tours to Adra, and the visit to the brandy bodega has proved very popular.

Umbilical Chords From March 2010, mothers who wish to have their babies umbilical chords sent to a "bank" can do so via Torrecárdenas hospital in Almería. The stem cells contained in an umbilical chord can be used for the treatment of leukaemia, blood diseases and other problems where compatibility is a key factor. Up to now, mothers can donate their babies' umbilical chords to a central bank, or use them for the treatment of close family members who have a need for stem cells. The new service will allow mothers to arrange for one of the banks to liaise with the hospital, who will ensure that at the moment of birth the umbilical chord is prepared for such treatment. The conservation of an umbilical chord costs about 2,000 euros and at present it is considered that they can be refrigerated for a period of about 20 years. The possibility of using stem cells from an umbilical chord for a blood relative is suitable in about 75% of cases, compared with only 30% from a non-family donor. There is no risk to mother or baby in the obtaining or treatment of umbilical chords.

Record Catch

Misleading Claims The Almería Association for people with physical impairment (Asociación de Minusválidos Verdiblanca) have complained that the national train operator Renfe has no facilities on the 'Talgo' train from Almería to Madrid for people in wheelchairs. Other such trains from other cities have such facilities. They claim that Renfe publishes a guide that state that Almería station is fully accessible to wheelchair users and has a

Garrucha is famous for the fishing and landing of red prawns, but an amazing number of 'Melva Canutera' fish were recently landed and sold at the Garrucha auction. This type of fish is usually known in English as 'Frigate mackerel' and apart from good catches on other days, 5,000 boxes were landed on October 15th. This amounted to almost 100,000 kilos. Specialised fishing vessels that are adapted for this type of fish came from Mazarrón and Carboneras, amongst other places. Almost all the fish caught were sold to the Spanish company 'Garciden' who have frozen food factories in Huelva. Some of the catch were to be sold as fresh fish as the 'melva' is considered a delicacy in many gourmet restaurants. This type of fish has been caught off the Garrucha and Almería coast before, but the size of these catches surprised everyone.

Focus on Local News continued Free Light Bulbs The electricity company 'Sevillana Endesa' for Almería province should have now sent out with electricity bills a total of 400,000 vouchers that can be exchanged for free low wattage light bulbs. This is part of a government campaign to save energy. The vouchers have to be taken to your nearest post office where they are exchanged for a bulb. By October 7th only 64,000 had done this, but the vouchers have been sent out in batches with bills, through the post. A new 20 watt bulb is equivalent to a 100 watt old-type bulb and the new bulbs have an expected life of 8,000 hours. This would result in a saving of about 109 euros for a normal user over the 8,000 hours as well as reducing CO2 emissions. Another voucher and free bulb will be sent out during 2010.

Evenings As Well! The Junta de Andalucía (governing body for Almería province) have opened the 'SAE' employment offices in Huércal-Overa and El Ejido during the evenings to help with the demand for jobs and benefit job seekers. Roquetas de Mar has complained that their office is not open during the evenings. The Junta de Andalucía has replied that offices are opening on an experimental basis depending on the availability of qualified staff. The problem at Roquetas is stated to be that until the new employment office is opened, perhaps not until May next year, there are problems that make evening opening difficult. is part of her world tour that includes the London Barbican Centre and Paris during November, along with Madrid and Barcelona in December. Cecelia will be presenting her latest album entitled "Sacrificium". On stage with her in Almería will be the guitarist Juan Padilla who is not only Spanish but comes from Almería. Juan is the only Spanish performer who regularly tours with Cecilia and recorded her latest album with her.

Monthly Payments Almería City is studying a new system of paying local taxes by the month. The idea is that the total bills for rates, rubbish collection, car circulation tax and any other tax could be calculated for the entire year and split into 12 monthly payments. These payments would be taken out of bank accounts where the banks have an arrangement to collect these taxes. If this plan goes ahead it would come into force in 2011. Almería City already give a 1% discount if local tax bills are done via a "direct debit" from a bank account. It is not yet known whether other councils will adopt this system, but Almería City considers that it will help people to budget their monthly outgoings, as well as providing a monthly income for the town hall.

Garrucha Port Work José Salgueiro, in charge of Andalucían ports, recently visited Garrucha to inspect the work completed and discuss outstanding projects. The building of the tunnel to take heavy lorries to the port has been put out to tender and the enlargement of the marina facility will provide another 300 moorings. The total budget for approved port work is 26 million euros. Garrucha town hall had planned for major beach regeneration between the entrance to the town and the petrol station along with a new promenade. Alongside this project was the proposal for an open-air concert area. José Salgueiro revealed that the 'Costas' authorities, responsible for beach regeneration and associated work were not intending to carry out this regeneration work, but instead would undertake beach regeneration at Playa de Quitapellejos, further north, that comes under Cuevas del Almanzora town hall. This means, at least for the foreseeable future, that the Garrucha town hall plans for the entrance to Garrucha from Mojácar will not happen.

Agreement has been reached between the Albox town hall and Health authorities for a new medical centre in Llano del Espino. The 500 inhabitants of this area at present have to make do with a very small facility at present, owned by the town hall. The new centre will cover 213 m2 and provide two consultations rooms, another room for treatment such as blood samples and vaccinations, together with toilets, storage area and a waiting room. The total cost of the project is set at 200,000 euros with a build time of 36 months.

So Now You Know... Cat Lives If a cat falls from a building it will survive if it comes from the 7th floor or above. This is because the maximum velocity they get to on their descent is about 60 mph. This is non-fatal, whereas a human body gets to 120 mph before the air resistance stabilises the fall. Once cats are in free air they relax, orientate themselves, spread themselves out and "parachute" to earth. From lower floors they may not have enough time to do this. One cat is known to have survived a fall from 46 stories and another a fall from 800 feet from a Cessna plane. The American Veterinary Medical Association analysed 132 cat falls from high-rise buildings that gave us this 7 floor "rule". Chickens All chickens are descended from a type of pheasant from Thailand called 'Gallus, gallus, gallus'. There are about 50 billion chickens, nearly 9 for every human in the world, and 75% will be eaten. The Romans introduced into Britain the idea of eating chickens, rather than just eating the eggs. A chicken now grows to maturity in 40 days, thanks to selective breeding and hormones. 98% of all chickens raised anywhere in the world come from breeds developed by US companies. There were no chickens in the US before 1500 when the Spanish introduced them. Nearly half the UK chickens come from the Scottish 'Grampian Country Foods Group' bred in various countries. Prickly Pear (Opuntia ficus-indica) Prickly pears were brought by the Spanish to Europe, possibly accompanying Christopher Columbus in his first return to Lisbon in 1493. The species was called ficus-indica in confusion with its supposed similarity to the Indian fig. The succulent, ever-fresh fruits were a novelty to late fifteenth century and later Europeans and were widely included in ships’ stores as insurance against scurvy. This practice is thought to have contributed greatly to the present naturalized range of Opuntia ficus-indica throughout arid and semi-arid habitats of the world. Prickly pears are found all along the Spanish Mediterranean coast. In the south they are occasionally eaten as a dessert.

Spanish Rice Rice was probably brought to Spain by the Arabs after 711, though other theories point to the Byzantines at an earlier date. Spaniards each consume some 8 kilos a year in recipes which use the characteristic short grained rice to absorb the flavours of the broth. Most rice consumed in Spain is grown in a number of areas close to the coast. Three areas (Valencia, Delta del Ebro, Calasparra in Murcia) are protected by denominación de origen. There is also a small area around Pals in L’Empordà. Rice growing was restricted for many centuries by the presence of malaria. A royal decree was passed in 11th-century Valencia sentencing any farmer to death who planted rice too near to villages or towns. Tiger Population 100 years ago there were 40,000 tigers in India but now they are thought to number just over 4,000. It is estimated there are 7,500 wild tigers left throughout the world. In the US however there are about 4,000 in captivity in Texas, and probably 12,000 throughout America. 19 states say you cannot keep tigers, 15 say you need a licence and in 16 states you can do what you like. Buying tiger cubs and fully-grown tigers is cheap in the US because breeding in zoos has been so successful. Despite conservation programmes, animal experts expect that by the end of this century nearly all species of wild tiger will be extinct. There are thought to be only 30 South China tigers left. Tulips from Holland? Tulips have become known as one of the symbols of Holland, along with windmills and clogs. They were not in fact imported into the Netherlands until 1554, from Constantinople. Tulips come naturally from mountainous regions in southern Europe, north Africa, Asia and north-east China. The tulip is the national flower of Turkey and Iran, and the word tulip comes from a Turkish translation of a Persian word meaning "turban". It is thought that the shape of a turban, when worn on a head was similar to the shape of a tulip. Nowadays the Netherlands produce over 3 billion tulip bulbs every year and the majority of them are exported.

Just Another Day in the Office

ctober 20th, although somewhat cloudy, started as normal for the 80,000 inhabitants of El Ejido. Fruit and vegetables were being tended, that brought in nearly 1,000 million euros from sales in 2008. Most councillors, including their mayor, were at the town hall and employees of 'Elsur' a company that carried out all maintenance for nearly 90 municipal undertakings were at work. All this changed dramatically just before 10am when National Police backed up by experts in computers and anti-corruption officials raided the town hall, 'Elsur' (just down the square), the headquarters of PAL, the political party in power founded by the mayor, several company offices and homes. Simultaneous raids were carried out in Almería, Seville and Madrid in other offices and homes of persons who had links to 'Elsur' through a tangled web of subcontractors and companies. The El Ejido mayor, Juan Enciso, was quickly and quietly taken from El Ejido to the main police station in Almería city where he was later joined by his wife, daughter and brother in law. José Alemán, auditor and contracts manager, his wife Isabel, his brother and his wife followed, along with Ambrosio Cuevas, arrested in Vera at the private school he runs, and another businessman Jésus Aragón. 30 bank accounts in Spain were frozen on the orders of the investigating judge, computer drives were copied and documents collected. By the evening 20 people in all were in

police cells in Almería, Seville and Madrid. So that took care of Tuesday! Francisco Torres, a well known criminal lawyer in Almería was still in his office at 1.45am on Wednesday morning. He was probably expecting the call from the police station to say that various people detained in Almería wished to speak with him. He was asked to represent all 10! On Wednesday morning, Montserrat Peña, judge of Almería no 2 court, started to question the detainees in court. The charges were money laundering, misappropriation of public funds, bribery and falsification of documents. It is alleged that the mayor, his friends and all their families obtained vast sums of money by grossly overcharging for maintenance work over a number of years. The judge dealt with the women first. Isabel, the wife of José Alemán was remanded in custody unless she could come up with 90,000 euros in bail. This proved impossible in the remaining hours of Wednesday as banks were shut, and accounts had been frozen. Isabel therefore became the first person involved in the scandal to be sent to prison overnight until funds could be obtained. Meanwhile the Seville and Madrid detainees had by now arrived in Almería. Four businessmen (family members) from Seville; Juan Galán from Madrid and José Aleman, Ambrosio Cuevas and Juan Enciso, the El Ejido mayor, were all remanded in custody pending trial. Jesús Aragón was released on bail. The "El Acebuche" prison near Almería airport had 8 new inmates. The judge Montserrat Peña was told that another judge would take over all her other cases and extra staff would help her decipher what was called "Operation Poniente". Leaks from the investigation claim that money went out of Spain via Florida banks to be invested in projects in Costa Rica and Brazil. The Spanish press hint at 150 million euros (or more) of money siphoned off.

iguel Sebastian, the Spanish Industry Minister, has announced that the Plan 2000E regarding the purchase of new cars and the scrapping of old ones is to be extended. This plan was launched on May 17th for one year, or until 200,000 vehicles had been purchased. Motor manufacturers and dealers have been delighted that the plan has been successful, but all 200,000 such deals have now been made.

Enter Agent Melvin Purvis (Bale), an ambitious crimefighter sent to Chicago to capture Dillinger and his gang. The criminal has evaded the law before, but he is drawn to the Second City by the beautiful Billie Frechette (Marion Cotillard). Though PUBLIC ENEMIES boasts big names, it feels more like an arthouse offering than a typical gangster picture. With its intimately shot violence and 1930s setting, the film is more BONNIE AND CLYDE than GOODFELLAS. Mann and director of photography Dante Spinotti alternate between hand-held, high-quality digital cameras and more traditional film stock, giving this crime drama a carefully composed, thoroughly modern look. But the casting of the leads is vintage Hollywood: Depp could be the modern incarnation of silent star Rudolph Valentino, and Cotillard’s wide-eyed beauty--and talent--would fit right in with the starlets of the golden age. Everyone else, including Bale, fades into the background, but it’s hard to complain when Depp and Cotillard give such magnetic performances. End Credits

The tours are sponsored by the Junta de Andalucía and rotate until January 2010. Each exhibition is for 1 month. 'Wildlife: Photographs of the Year' Exhibition. Huércal-Overa, November 5th –26th Municipal Theatre. "75 Years, 75 Front Pages" is an exhibition of newspaper front pages recording events from 1936-2006, coinciding with the 75th anniversary of the Almería Press association. The exhibition is at Gádor November 9th-13th and Cantoria Nov, 16th-22nd. The 13th Unicaja Photography competition has awarded prizes to Juan Pedro Trejo, Carlos Quiles (from Almería) and Cynthia Lorena Nudel. Their photographs were chosen out of 325 entrants. The 48 winning photographs are on exhibition at the Cajamar gallery at 69, Paseo de Almería, Almería city until November 20th. The Mechanic A couple leave a wild party and set off speeding home in their sports car. The woman decides she wants some more fun and takes all her clothes off so she can flash at passers-by. Unfortunately her partner gets distracted by this and crashes the car. The naked woman is thrown clear but her partner is trapped. The woman goes for help, but the only item she can find to cover herself is one of her partner's shoes. She finds a garage and holds the shoe between her legs, yelling to a mechanic, "Help! Help! My boyfriend's stuck!" The mechanic looks her up and down and replies, "You're going to need a doctor, he's too far in!"

The Lawyer A New York divorce lawyer died and arrived at the pearly gates. Saint Peter asks him, "What have you done to merit entrance into Heaven?" The lawyer thought a moment, then said, "A week ago, I gave a quarter to a homeless person on the street." Saint Peter asked Gabriel to check this out in the record, and after a moment Gabriel affirmed that this was true. Passing a Parrot A lady was walking down the street to work and she saw a parrot on a perch in front of a pet store. The parrot said to her, "Hey lady, you are really ugly." Going Senile A doctor who regularly visits an old people's home is discussing one of the patients with the orderly. "I'm really worried about Mr Jones". The orderly asks, "Why is that?"
