W

ith the wonderful weather we have experienced in most of December and January it seems incredible that in Almería province two years ago we had 371 litres of rain from mid December 2009 to mid February 2010. What a difference the sun makes! There is “cautious optimism”, particularly from estate agents, since the euro exchange rate with the UK has climbed up to 121 euros to the pound, the highest for 12 months and far removed from the gloomy days when the euro/pound rate was about 1 to 1. Apart from Valentine’s Day, events in February and March are influenced by the date of Easter Sunday being April 8th in 2012, 12 days earlier than 2011. This means that “Mardi Gras” (Shrove Tuesday in the UK) falls on February 21st. The Nationally famous Aguilas Carnival event starts therefore on February 16th, with the major processions starting on Sunday, February 19th. The start of the 40 day period of Lent is February 22nd, but the Aguilas Carnival always spills over and the final procession is on the 25th. If you have never seen any of the four major processions you must go this year as it is a spectacle that should not be missed. Aguilas Carnival

The dates of Easter also determine UK Mothering Sunday on March 11th. This is followed on March 16th by the very strange and very local fiesta known as “Día de la Vieja” (Old Lady Day) when children take decorated effigies of an old lady into the countryside and throw stones at the head to release sweets and goodies. This is a fiesta that is only observed in the “Levante” area. Most shops and businesses will be shut during the afternoon. Like St Valentine’s Day, Spanish Father’s day is fixed as March 19th, a full fiesta day in many parts of Spain, but not in Andalucía. Town halls have now released their winter/ spring events, including a concert by the famous Almería OCAL orchestra, conducted by Michael Thomas, on March 2nd. This year is the 10th anniversary of the orchestra coming into being, and Michael Thomas a gifted musician, has made it nationally famous. Michael is married to a Spanish lady and now lives permanently in Almería City. Other orchestral events this year may well be influenced by the fact that the Andalucía Association of Professional Orchestras is owed 1 million euros from town halls who have not paid their performance costs. The 40 orchestras say that if they have to go to court they will “name and shame” the town halls (including some in Almería province) and will black list them until payment is made. February 28th is an important Fiesta in Andalucía as it records the date on which the constitution of Andalucía as an autonomous region came into force. This year it is a Tuesday, but schools may well shut on the Monday, and children may well come home the week before with small booklets recording the event. Banks, municipal offices and the notary will certainly be shut. The elections for the Junta de Andalucía take place on March 25th, and it is expected that the ‘PSOE’ control will pass into the hands of the ‘PP’ party, now in government nationally. This election would normally have taken place the same day as the National elections last November, but the Junta broke with tradition and put them off until this March.

Focus on Local News Almería Prison Work The Spanish company ‘Ferrovial Agromán’ has been awarded a 7 million euro contract to modernise the El Acebuche prison in Almería beside the A-7 motorway. The prison governor, Miguel Ángel de la Cruz, considers that after the work is complete the prison will be in the forefront of 21st Century technology and facilities. Four new 3 storey blocks will be built giving the prison 304 new cells, along with an improved medical centre, toilet block, and provision of a new occupational workshop. A new communication centre will be built as it is considered that the present one is obsolete. The visitors centre will be re-vamped and changes made to the main access road. At present, the prison caters for 1,000 prisoners. Work is to start straight away with a completion date of January 2013. Unlimited Business Hours The Community of Madrid has passed an amendment to business hours in Madrid. All restrictions will go regarding hours, days of the week, fiestas and any other limit. In theory, shops and businesses can open 24/7, and this leap year, 366 days in 2012. The object of this relaxation is to encourage commerce, and will be closely looked at when it comes into operation. Small business shops fear that they will be left behind by the big stores unless they take on more staff, which is partly what the Community of Madrid hope for. The claim is that 20,500 new jobs will be created and the balance of trade pushed up 6%. Madrid is being sold as “the 24 hour city”. Fears have been expressed by the association of small businesses in Andalucía, who don’t want to see this proposal being put forward here. This is a “first” for Spain and as far as it is known only New York and Tokyo have such a complete opening times regulation. The 5th avenue ‘Apple’ store in New York shut for 12 hours last November to have a new front window installed, but ‘Apple Corps’ stated that this was the only one of their stores open 24 hrs a day, and declined to comment on how much trade they developed during the night.

More Flights ‘Ryanair’ will start a new route from Liverpool to Almería from March 25th on Thursdays and Sundays, as well as the previously announced resumption of flights from East Midlands. Including Stanstead, this brings the ‘Ryanair UK destinations up to 3. They will also restart flights from Almería to Madrid, Charleroi in Belgium and Weezw near Düsseldor f in Germany for the 2012 spring/summer season. These 6 destinations make ‘Ryanair’ a major force in Almería airport schedules. No date is yet available for the opening of the Corvera airport in Murcia. Some “guestimates” say May, but ‘Jet2’, who are confirmed as an airline flying into the Corvera airport, have suggested that they start after the summer season, from November 2012. ’Aena’, the Spanish aviation authority, will handle the phased shut down of the San Javier airport commercial flights to the Corvera airport that will be open 24 hrs a day.

Another ‘Cajamar’ Fusion The Almería based ‘Cajamar’ has announced plans to fuse with the Valencian ‘Ruralcaja’ savings bank that will make them the largest entity in Spain. This will mean that the gross volume of lendings amount to 64 million euros, with 38 million euros in active accounts, 3.3 million clients, 6,000 employees and a total of 1,400 branches. The resultant combination will mean that 44% of the

Focus on Local News continued savings bank operations in Spain will be held by the new group, with 1 out of 3 offices throughout Spain belonging to the new amalgamation. The name of the merged group will be “Caja Rurales Unidas”. These Savings banks known as “Cajas” have in recent years expanded their activities with credit cards, loans and mortgages and all the facilities that major banks offer. For the first few months of 2012, Almería will be the main banking headquarters with the Valencian headquarters continuing to operate for the next three years. The building and construction collapse has seen many of the “Cajas” undertaking absorption projects with the principle that “bigger is better”. ‘El Algarrobico’ Summit The mayor of Carboneras, Salvador Hernández, has called on all interested parties to hold a “summit” in the near future regarding the differences of opinion, and the hopes or fears of all parties involved in the ultimate fate of the abandoned hotel ‘El Algarrobico’. The mayor thinks that an airing of views, including those of the developer ‘Azata’, would be helpful. He thinks that surely there is some solution apart from complete demolition, possibly a change of use for all or part of the building. ‘Ecologists in Action’ and the ‘Salvemos Mojácar’ ecology groups recently lost a court case asking for the immediate demolition, on the grounds that it would cause irreversible damage economically to the developers. Salvador thinks that this “ghost” hotel is a dispute that will go on for many years unless some sensible progress is made. On being informed of this plan, ‘Greenpeace’ stated that any progress towards the demolition was welcome, but they declined to come to any meeting. ‘Greenpeace’ discovered the existence of the hotel shortly before it was to open and their subsequent actions were one of the main reasons why the construction was paralyzed. Alejandro del Castillo, an architect from Almería city, has launched an architectural competition to encourage ideas as to the best modification or change of use for the hotel, or even the best use of a partly demolished structure.

The entry fee is 20 euros and money collected as well as from other sources will be the 1st prize. The competition is open until March 3rd. The organizers of the concourse are entitled “n’UNDO”, registered as a non-profit making concern.

A Piagua fish farm

Fish Farm Expansion ‘Piagua’, one of the largest fish farm exploiters in Almería province is to receive an Agriculture and Fisheries grant of 60,000 euros for an expansion project. This is 50% of the project cost and the money will be used to modernize the craft used to visit the fish farm off the coast of Enix, and the provision of a new ice making plant at Almería port. ‘Piagua’ has 490,000 sq mts of production spread between 36 feeding nets and 9 holding nets with an annual total capacity of 2,500 tonnes of lubina and dorado fish. This accounts for 75% of the fish farm production off the Almería coast. Fish farms are seen as a viable alternative to traditional fishing and receive EU grants as well as State grants to encourage their expansion. Transplants 35 transplant donations per 1 million inhabitants may not seem a lot, but this figure for Andalucía in 2011 is twice that of the average EU figure. On Christmas Eve 2011, two deaths in Cádiz and the Torrecárdenas hospital in Almería city released 7 transplant organs that galvanized 150 health

Focus on Local News continued professionals in the provinces of Cádiz, Málaga, Seville and Granada. Four kidney transplants were made, 1 heart transplant and 2 liver transplants. Just before the new year, a pioneering liver transplant was made in Córdoba at the Reina Sofia Hospital. Surgeons used 85% of a liver for an adult transplant and the other 15% for a six month old baby. This is the first such operation in Spain and opens up new possibilities for baby liver transplants. The average age of organ donors has risen from 35 years in 1991 to 59 years in 2011. This is because less traffic accidents mean less young drivers killed, but heart attacks or brain hemorrhages in the older adult population are about the same number. New Electricity Billing The Spanish Minister for Industry, José Soria, has announced that “estimated” electricity bills every other month are to be scrapped. Instead, bills will be based on the actual reading every two months. Monthly bills were introduced in 2008 but have been the subject of an avalanche of complaints. Consumer organizations have complained that if your electricity bill for “estimated” months is too high you are lending the electrical supply companies the money until the next month’s “real reading” bill, or if the supply companies estimate a low reading the month before a price increase you then pay at the higher rate the next month. José Soria has stated that this change is the first of a wide ranging review of electricity prices and billing. It will affect 24 million consumers who receive bills ever y month at present.

Cleaner’s Rights From January 1st, a law passed in 2011 comes into effect for cleaners or home workers. Employers of these services have 6 months to register their cleaning contracts with the Spanish Social Security, and pay either the total of a reduced Social Security amount, or a percentage in the case of cleaners who work for more then one employer. This is thought to apply to about 6,000 persons, the vast majority women, in Almería province. Once registered, they are then entitled to some unemployment benefits, sickness benefit and termination of employment amounts. This will also mean that dependent children of these workers can be registered with the social security for health benefits. The normal working week is defined as 36 hours and the minimum salary for such people is just over 5 euros per hour, amounting to the SMI (Salario Minimo Interprofesionál) of 641 euros per month, an amount fixed by the Social Security and unions.

Carboneras Marina Slashed The much trumpeted new recreational marina planned for Carboneras has been reduced from 800 new moorings to just 255. The cost has therefore been slashed from 40 million euros to 9.3 million euros. This is because there has been no interest from any private contractor who had to put up the money needed, and then recoup it Parejas de Hecho” over a 40 year period. Focus on Local News continued a register is available if you wish to be included. This official registration (Parejas de Hecho) starts off with an application at your local town hall. Once registered, you then have the same rights as a married couple regarding the leaving of property or assets in a will to your partner, or the rights to some potential benefits if your partner dies. Almería province recorded 444 new registrations in 2011. Cádiz had the highest number of new registrations with a total of just over 1,000 partnerships, and other provinces brought the total for the year throughout Andalucía to 6,300, a rise of 22% with regard to 2010. The total number of registrations since the scheme came into force in Andalucía now stands at 28,500. Marriages between same sex partners had also risen towards the end of 2011, with fears that the new ‘PP’ government might review same sex marriages unfavourably. Umbilical Cord Donations With the discovery that blood and plasma cells from an umbilical cord can be used to help cure blood or cell diseases in afflicted patients, the donation of umbilical cords has gone up in leaps and bounds. 236 such donations were recorded at the ‘Hospital de Poniente’ in El Ejido, in particular, in 2011 compared with 176 in 2010, and 140 in 2009. In 2006, only 6 donations took place but by 2008, hospitals were being made aware of the importance of these donated cords. In 2011, the El Ejido hospital dealt with 2,500 births, one of the highest figures in Spain. The donating of an umbilical cord is very simple, and no risk of any kind attaches to either the mother or the baby. The collected umbilical cords are classified according to blood and cell groups and then put on a central register in Málaga, where suitable matches are made. Persons suffering with diseases such as leukemia or bone marrow problems can be helped by donations from close family members, or if no matches are available an application can be made to the central registers. At present, the majority of the umbilical donations come from Spanish women. The Andalucían health

authorities (SAS) want non-Spanish pregnant mothers to be aware of this facility and donate. All Spanish hospitals with maternity wards offer this facility, storage and registration.

The Patio of the Lions

Lion Restoration The Alhambra Palace in Granada is the most visited historic building in Spain. Three million tourists went there in 2011. Restoration work is taking place and the famous lion sculptures (over 700 years old), around the fountain, are part of the restoration. Technical analysis of the composition has revealed that the marble came from the mines in Macael, where the marble they mine is known as ‘Mármol Blanco de Macael” (Macael White Marble). After three years of study and experiments involving ‘CTAP’ (El Centro Technológico Andaluz de la Piedra) and Seville University, a polymer based resin has been selected for the restoration. Macael white marble dust is mixed with the resin and the resultant treatment will be nearly invisible. The lions have been removed to a specialist restoration area for their treatment. Purchena Link A consortium of four companies trading as the ‘OHL’ group has been awarded the contract for the linking of Purchena to the A-7 motorway, as part of the Autovía del Almanzora project. The 41 km link will consist of 15 km of new motorway, and the widening of another 26 km. The 100 million euros cost will be financed by the ‘OHL’ group and the Andalucían government will repay

Focus on Local News continued the cost (plus interest) over a 30 year period once the motorway is completed. The ‘OHL’ bid was the cheapest of three bids submitted. 15 major road projects for Andalucía are planned, with a total cost of 1,800 million euros, and 350 km of new motorways. The private/public finance method eliminates the government cost of the projects whilst they are being completed, and the repayment plans then help defray the annual budget costs. The repayment plan submitted by the ‘OHL’ consortium was 85 million euros cheaper than the highest bid. It is intended that these “hire purchase” plans will eliminate delays and stoppages. The success of the “hire purchase” schemes pivot on the ability of the private companies to obtain finance. New Year Gloom Spanish fiscal reforms for 2012 were announced by the new ‘PP’ government on December 30th, and closely studied in the New Year’s Eve press. Strong measures were expected, but the rise in income tax had not been expected. All tax band rates have gone up from 0.75% in the lowest band to 7% on the highest band. This increase will bring in 4,100 million euros. Tax on income not from work, but on items like shares and bonds goes up between 2 and 6%. ‘IBI’ (the rates tax) will also go up by varying amounts depending on when your town hall last had a review of the tax. Municipalities with the oldest review date of pre 2002 will be tax hiked the most, with a rise of 10% in 2012 and 2013. Civil servant pay is frozen for the second year running and the working week has been extended from 35 to 37.5 hours. Social Security payments are unchanged at present as is the ‘IVA’ (VAT) rate of 18%. The only handouts were that pensions go up 1% and the 400 euros monthly work training grant has been extended for 6 months, for those unemployed persons who have run out of benefits. The expected paternity leave increase from 15 to 20 days has been put off until 2013. The government Vice President, Sáenz de Santamaría, described these extra taxes as “the start of the start” to recovery, whilst financial

analysts termed December the 30th “Painful Friday”. Government spending has been cut by 8,900 millions, with 400 million taken from the budgets for ‘Renfe’ (the Spanish railway operator) and ‘RTVE’ (The Spanish National TV broadcasting entity). It was noted that these fiscal reforms did not create a single job and the next round of government announcements are seen as trying to address the unemployment figures. One proposal is that a company taking on an unemployed person would get a grant of 3,000 euros and pay no Social Security payments for the first 12 months. The minimum period you have to employ the person for has not been declared. Another proposal is to combat fiscal fraud by limiting the amount of money in notes that can be used for transactions. The banks would have to be involved in this idea.

Urbaser road sweeper

Rubbish Debts Most residents in this Levante area of Almería province probably think that their rubbish collection and street cleaning is adequate, if not verging on “good”. The system is much less complicated than in the UK as regards re-cycling. But, 6 town halls owe the rubbish collection companies 17 million euros. ‘Cespa’, one of these service providers, has pulled out of Carboneras with unpaid bills for 7 million euros. Albox town hall owes ‘Cespa’ another 7 million euros. Mojácar was taken to court by ‘Urbaser’ in 2010 over a debt of 2.4 million and awarded 600,000 euros in lost interest. Rosa María Cano, the mayoress, has no idea where the money can come from to pay

Focus on Local News continued off this 3 million euros total. Garrucha owe ‘Urbaser’ 1.5 million, and street cleaning has been taken over by town hall employees. According to the mayor, Juan Francisco Fernández, this has cut the street cleaning bill from an annual cost of 1 million euros with ‘Urbaser’ to 400,000 euros, whilst Turre owe 1.2 million euros to ‘Urbaser’. Antas, Bédar, Cuevas del Almanzora, Los Gallardos, Huércal-Overa and Zurgena town halls all employ their own rubbish collection and street cleaning operatives, and no major contractor is involved although wages often go into arrears. Ghost Councillor The “Mojácar Positiva Se Mueve” party has complained that one of the municipal councillors elected last May, also in opposition, attended the first council meeting after the elections, but has not been seen since. Ángel Medina of the “Ciudadanos Europeos” group was a paid councillor before the May 2011 elections but following the absolute majority of the ‘PP’ party was relegated to a councillor in opposition without a salary. The “Mojácar Positiva Se Mueve” party considers that any elected councillors should attend meetings and try to influence local politics, and represent the voters that voted for their party. Angel Medina founded the “Indálico” local newspaper, and with Lenox Napier, “The New Entertainer”, part of the ‘Radio Mojacar” group of companies that included the transmission of the Spanish radio station ‘Cope Radio’ from offices in the Parque Comercial. Some time ago, all three enterprises ceased. A councillor in opposition can receive about 1,000 euros over a 6 month period for being an elected councillor from the party, attending council meetings, and organizing campaigns. Ángel Medina is originally from Valencia where he ran another local newspaper before coming to Mojacar. “Illegal” Houses The Junta de Andalucía has published their “guideline” document relating to the estimated 13,000 properties, mostly in the Almanzora valley, that are still “illegal”. It is estimated that 25,000

people live in these properties, perhaps 90% British ex-pats. Josefina Cruz, the councillor for Public works and buildings, estimates that 10% of the list of dwellings can be made totally legal. Another 8 out of 10 dwellings are to be recognized and regularized so that these owners can legally have water, sewage, electricity and telephone services connected, but the money will not come out of public funds. If councils want to provide these ser vices they can do in “exceptional” circumstances, and the future legality of these dwellings will be when the councils modify their urban planning laws. The last 10% present the real problem. 5% are considered to be built on protected land, or in river beds or defined scenic beauty areas. The other 5% are properties considered to have been illegally built or started within the last 5 years. This 10% are threatened with demolition. In March, elections take place for the Junta de Andalucía and the PP (conservative party) is expected to be voted in. What will happen after that is anybodies guess.

The Sailing Club at Roquetas

Roquetas Award The Roquetas sailing club has been placed 2nd in a survey of sailing clubs in Andalucía. The 10 largest clubs are eligible for an award in the “gold” category, the next 10 for a “silver” award, then a “bronze” category. The award is in recognition of facilities on offer, organization, promotion of sailing events and training facilities for youngsters who wish to learn how to sail. The “Club de Mar Almería” at Roquetas came 2nd to “Club Náutico” in Seville, Continued ....

Carme Chacón The ‘PSOE’ party ex Minister of Defence, Carme Chacón, has announced that she will stand in the forthcoming elections for the position as head of the ‘PSOE’ party. Carme comes from Olula del Río, the home of her father and family, before she later moved to Cataluña where her mother originates. She chose Olula del Río to make the announcement and the town of 6,700 inhabitants was besieged by members of the Spanish press as well as 700 party sympathizers. The only hotel in the town was packed to hear her announcement. When the last elections for the party leadership were held last year she stood down then, (at the request of Prime Minister Zapatero) so that the elder statesman Rubalcaba was elected unopposed. Unfortunate Prize During 2011, unemployment in Almería province went up by 2,750 people to make the recorded total just over 72,000. 54% are males and 46% females. The 2011 increase is equivalent to all the registered residents in Sorbas (population 2,787)

The CIEMAT centre at Tabernas

Solar Power Almería province, with the internationally famous solar power centre at Tabernas, is being given 5.6 million euros in 2012 by the Andaluzían Energy Agency. Before this grant is spent and more energy produced, the province has 63,000m2 of solar installations to heat water for 22,000 families, heat pools and provide local authority buildings and large industrial sites with 77MW of power. The Tabernas site became operational in 1981 and the investigations into the use of solar power (CIEMAT) have since been expanded to include a cutting edge technology centre for investigation for all renewable energy, known by the initials ‘CTAER’. This latest centre is adjudged as being of priority status for improvements in renewable energy throughout Andalucía and has already received 12 million euros in grants. The 5.6 million euro latest grant will result in over 4,000 solar energy installations for both water heating and power production.

So Now You Know... “Quantum Bits” ‘Google’ is reported to have developed a quantum algorithm that is capable of automatically recognizing and sorting objects from videos or still images. This is said to use physics that exist from the subatomic level. Several research teams have been working on the development of quantum processors that store data as “quantum bits”. These “qbits” represent both the 0 and 1 that are used in the binary computer language simultaneously. This dual possibility process allows for much more efficient processing and information storage. An average computer requires 500,000 “looks” or “peeks” to find a particular object hidden in one of a million drawers. A quantum computer can locate the position of an object by just peeking into 1000 of the million drawers.

The Euro Currency The Euro currency was introduced to financial markets in 1999 and entered circulation in 2002. 27% of the world’s money reserves are now in Euros. Apart from the UK, Sweden, Denmark, Poland, Hungary, Rumania, Bulgaria, Lithuania, Letonia and the Czech Republic are amonst the 27 EU states, but the Euro is not their currency. Montenegro and Kosovo both use the Euro as their currency, but are not in the EU and have no currency agreements. Andorra, Monaco, Sal Marino and the Vatican State use the euro with EU approval. 14.5 million euro notes were put in circulation between 1999 and 2002. 25% of all euro coins issued were 1 centime in value (1 céntimo in Spain) going down progressively to 4% of 2 euro coins.

Mount Pelee Mount Pelee is a volcano located on the French island of Martinique in the Caribbean. During the night of May 8th, 1902, a major eruption started, destroying everything in its path. During the day it killed more than 30,000 people. It completely destroyed the city of Saint-Pierre, leaving only two survivors. One of them, 25 year old Louis Auguste Cyparis, a convicted felon who injured his friend with a glass during a bar fight, survived because his dungeon cell had poor ventilation. Later he became a local celebrity. The 2nd survivor was a young girl called Havivra Da Ifrile. She escaped in a small boat by rowing towards the cave where she played with her brother. She was burned by hot stones and larva falling into the sea, but reached the cave.

Chess The history of chess is around 1500 years old. It was in the sixth century that chess appeared in India with the name of “chaturanga” meaning four limbs. From India, the game spread to Persia and when Arabs conquered Persia it entered the Muslim world and got another name “shatranj”. From here it travelled to Europe and by the thirteenth century chess had became a popular game. The rules that we know today were put in place in Spain and Italy. In 1886, the first world chess championship was held, and the 20th Century saw great developments in published game play. In the 21st Century computers were involved for analyzing strategy and online gaming. Most good quality chess boards are still made principally in Spain, Greece and Germany.

The Broom Early brooms were made of animal fur and hair tied together with a piece of cloth. It was firstly of great importance in cleaning cooking areas, many with wooden floors. In 1797, a farmer from Hadley, Massachusetts, named Levi Dickenson made a broom from sorghum (a type of corn) for his wife. Local demand was high and soon the cultivation of sorghum increased and it was popularly called the “broom corn”. The tassels of the broom corn were fastened to the handle with two holes all bound together with a piece of cloth. By 1810, the Industrial Revolution brought foot operated broom manufacturing machines into use, particularly from a company called ‘Shakers’. In the 1820s, ‘Shakers’ changed the look of the broom, to the more familiar flatter shape.

Almería province is part of the autonomous region of Andalucía governed by the Junta de Andalucía. When the catamaran races came in 2009, then called the “iShares Cup”, it was rightly seen as a major coup for Almería, Andalucía and Spain. It was always accepted that the event would be staged in Almería port for three years, with a negotiated extension for another two years, the 2012 and 2013 events. Negotiations started soon after the 2011 October event, between the Junta de Andalucía and the event organizers now known as “OC Third Pole”. The Junta de Andalucía surprised Almería council by asking that for 2012 they contributed 50% of the 300,000 euros “fee”, paid to the event organizers. Almería council objected to this, stating that in previous years they had paid for events such as nightly concerts, guided tours, local publicity and a sailing event for young people. They thought the request for an additional 150,000 euros was unfair and not included in their sporting or tourism budget for 2012, and not an item they could incorporate at the late end of 2011 when it was requested.

Cruise Ships - What Now? Apart from the tragic loss of life, injuries and apparently chaotic lifeboat management, the capsizing of the “Costa Concordia” is a disaster that the cruise ship companies did not need. Costing 400 million euros when it was built, the “Costa Concordia” is as long as the height of the Eiffel tower, and carried 4,000 passengers. The 290m length is 21m more than the “Titanic”, but almost dwarfed by the “Oasis of the sea”, the largest cruise ship ever built at 362m, room for 6,800 passengers, and costing 790 million euros.

Trinidad Cabeo is in charge of the Almería port authority and considers that Almería is an ideal stop off point for cruise ships that dock in a Spanish Mediterranean port on the way to Italy or France. She and the Almería tourism board frequently travel to cruise ship tourism fairs, the largest being an annual event in the US. They have created the “Almería cruise club” consisting of 30 companies that offer diverse activities including coach trips to the Alhambra palace in Granada, film locations, or in winter trips to the Sierra Nevada resort. Guided tours take place round the “old” city of Almería including the castle, and the city of Almería is within 5-10 minutes walk for the cruise passengers who just want to spend a day browsing round the sights or shops.

The Electricity Cost Timebomb

T

he good New Year news was that electricity prices did not go up. The new ‘PP’ Spanish government considered that to raise prices so quickly was a very bad idea. The next rise or freezing of the price will apply from March 1st. Previous governments have also tinkered with electricity prices and a time bomb is ticking that has to be defused. The business plan for the supply of electricity is fairly simple. Four main electricity supply companies, including ‘Endesa-Sevillana’ in this region (the largest company in Spain), get together every quarter and negotiate with suppliers of fuels such as coal, liquid gas and gasoil to fix the price for the next 3 months, known as forward buying. This agreement fixes the cost consumers have to pay for the fuel costs, about 50% of our bills total. The other 50% comes from the cost of distribution, premiums they have to pay for buying “green” energy such as from wind or photovoltaic solar farms, and investment in power stations and supply lines. This is known as the “peajes”, literally “tolls”. With a suitable profit margin they then send us our bills. The “peaje” amount goes up every quarter. So far so good! Electricity is a vital requirement so government intervention is made either to secure or maintain votes, or to avoid large increases that are adjudged a hardship and a driving up of the cost of living index. Neither main political party mentioned electricity cost in their election campaigns and Miguel Sebastián, Minister of Industry in the previous ‘PSOE’ government, froze prices in October 2011, again to keep votes, and also as prices had gone up nearly 10% in January 2011, and 1.5% in March. The consortium of the major supply and distribution companies (UNESA) went to court after the October freeze in “peaje” costs and the Spanish High Court found in their favour, ruling the freeze illegal. This judgment was handed down on December 20th, the day the new ‘PP’

government took office. Their response was “no comment at present”, and the January 2012 freeze was made when the new Industry Minister, José Soria, accepted that an 11% rise in the “peaje” cost was justified, but the forward buying of fuel had gone down 10%. Soria therefore said one offset the other.

The major component of the time bomb is that for 11 years the Spanish government has accepted that the cost of providing electricity is higher than the prices charged. They have allowed ‘UNESA’ to run up a bill for the difference. This has grown to 22,000 million euros in 2010, with another 3,400 million for 2011. The large Spanish consumer organization ‘FACUA’ think this difference “deficit” is a complete “fix” and accuse the supply industry of collusion and fraud. The Spanish National AntiPrice Fixing Commission (CNC) tends to agree with them. The ‘UNESA’ companies consider this debt the same as having cheques they can’t yet cash, in effect, money in the bank, so they borrow on this promise. Central government has to decide how to address this without huge increases in our bills, and there is a suggestion that they might try to negotiate, and write off perhaps 20% of this debt. The supply companies are getting very jittery as a result. The end of February is the time when March increases have to be decided. ‘UNESA’ want 30% increases for 2012 in their “peaje” costs, and any fuel cost rises. The time bomb is ticking faster; in Almería province, and all of Spain.

Less Smoke - One Year On

J

anuary 2nd, 2011, was the date when the most stringent Spanish anti-tobacco laws came into force. Smoking was banned in the bars less than 100m2 which had been able to choose before, in restaurants, public areas under cover, hospital grounds and restricted to designated adjoining rooms in hotels. Vigorous campaigns by the hotel and restaurant trade predicting gloom and bankruptcy were ignored. Rodríguez Lozano is president of the Spanish association for the prevention of smoking (CNPT) and his organization collect and collate figures from all aspects of smoking including health professionals and the tobacco trade. His figures show that (not surprisingly) smoke contamination in bars has gone down 90%, and the number of smokers has fallen in 2011 by an estimated 600,000 people, some 4% of the total 26% of Spanish nationals and residents who are smokers. Lozano agrees that the economic crises has had some effect on the numbers of smokers giving up, but from health figures he claims that there is a 10% reduction in patients with strokes and heart attacks. Health figures also claim a 15% decrease in the treatment and onset of child asthma. Health statistics from Italy and Scotland confirm these decreases and Chile, Hungary, Bulgaria and Brazil have changed their smoking laws to imitate Spain. Lozano says that smoking is now seen as something that is not a norm, and the banning of smoking to outside the perimeters of hospitals and colleges re-enforces this. The Spanish health authorities think that this benefit should be underlined by an increase in the cost of cigarettes in Spain, to try to get the level of smokers down to 15% of the adult population, the same as countries such as Australia, Canada, the US, New Zealand and Sweden. Lozano’s organization thinks that for every 10% increase in the cost of tobacco products there would be a significant reduction in the numbers of smokers. They also think that hand rolling tobacco should have a greatly increased cost, and even more so tobacco intended for pipe smokers. They claim pipe smoking tobaccos are far

too cheap, and increasingly used as hand rolling tobacco by impoverished smokers trying to keep costs down. The Spanish tobacco sellers association (Comisionado del Mercado de Tabacos) state that sales of cigarettes in 2011 fell by 17%, or 570 million packets. This follows a fall of 11% in 2010 and 10% in 2009. They agree the new law has caused this drop to be even more pronounced. Even so, 2.8 billion packets were purchased in 2011, with a retail value of 10.3 billion euros, just 6% down in monetary terms on 2010. Hand rolling tobacco sales fell in 2011 by 7% to 4.6 million kilos, whilst income was up to 581 million euros because of the last price rise. Sales of pipe tobacco have gone up 400%! For cigarettes, the ‘Philip Morris’ giant still head the sales figures with 15% of ‘Marlboro’ sales, the Japanese ‘Winston’ brand have 11% of the market and ‘Fortuna’ , 9%.

Mariano Rajoy, the new ‘PP’ Spanish Prime Minister, hinted in his electioneering campaign that the tobacco laws might be relaxed, so that large smoking rooms in hotels, restaurants and function areas could allow smoking again. He hinted that it was not logical that they had been encouraged to invest in these smoking areas, often costing a substantial amount of money - only to be told in January 2011 that they had wasted their money. Health authorities are very concerned that this relaxation should not be made. They say, “Why go backwards?”

The Spanish “M.O.T.” Tests

I

n Spain, the equivalent of a UK “M.O.T.” test is known by the initials “ITV” standing for “Inspección Técnica de Vehículos”. The certificate you obtain is the “informe” (de) ITV. The main difference in Spain is that garages are not licensed to carry out these periodic tests, and instead vehicles have to be taken to test centres controlled and authorised by the Junta de Andalucía in this region. There are now six such centres in Almería province in Huércal de Almería, Vicar, Vera, Albox, Vélez Rubio and Balanegra. Another test station will shortly be opened in Níjar and a mobile test centre tours the province to deal with scooter and motorbikes. Vehicle owners or friends can take vehicles to theses centres, or a garage can book them in, but all appointments are by a prior booking system known as a “Cita Previa” obtained by ringing the central landline number 902 575 757 or by Internet on the website: www.itvcita.es.

If you have bought a new car, no compulsory vehicle test is due for 4 years, and then for vehicles between 4 and 10 years old a test is due every 2 years. Vehicles over 10 years old need a test every 12 months and these periods are halved for vans. When a vehicle has passed a test a sticker is put in the windscreen of a specific colour for the year that the new test is due and with a punched out portion corresponding to the month. This gives a quick reference for the owner or any police that

If your vehicle passes first time the certificate is marked as “favorable” signifying a pass. Small problems, perhaps a blown bulb, receive a “defectos leves” indication, and a garage with such a result may be trusted to make the necessary repair without a return visit. Some “defectos leves” require a second visit and you can drive your car providing a new test is done within 60 days. There is no retest fee in this case. If your test certificate is marked

“desfavorable” it is a fail that requires your vehicle to be returned directly to a repair facility and not driven on the road as the failed item is considered serious. The 60 day period then applies in this case as well. Vehicles that are considered completely unroadworthy are given a “negativa” result and your vehicle has then to be left at the test station until retrieved by a tow truck. The towing of vehicles is illegal in Spain so a recovery vehicle has to winch any broken down or unroadworthy vehicle on board. The present fee for cars and vans and light lorries under 3,5 tonnes load is 36.6 euros for petrol vehicles and 41.5 euros for diesel varieties. If you do not return a “failed” vehicle within 60 days a new fee is charged and for a post major accident inspection the fee is from 160-175 euros. Testing exhaust emissions

In Almería province in 2011, 233,000 vehicles passed their ‘ITV’ but 62,000 required a second or third re-test. 64 % of all vehicles tested were cars, 25% vans or light lorries, and 5% scooters or motorbikes, the remainder being heavy lorries or agricultural vehicles. 320 vehicles were declared completely unroadworthy. The 62,000 that initially failed had between them 139,000 major problems and 232,000 minor faults. Part of the test is to determine if changes have been made to the original specification, or non-standard parts used, or incorrect tyre types, sizes or mixing. These tests are known as “homologados”, or put simply, to determine if the vehicle is as stated on the original vehicle document. and advertising stickers on back or side windows may also have to be removed. Non-Spanish vehicles being imported have special tests that are very complicated and costly if your vehicle does not have “type approval”, i.e. similar left hand drive vehicles have been approved for use on Spanish roads. Headlights need to be changed as well as perhaps some rear reversing lights, and a normal ‘ITV’ requirement follows. Apart from the legal test requirements it is an offence not to have a current ‘ITV’ for a Spanish registered vehicle. The fine is 1,500 euros and 3 penalty points on your licence, Spanish or otherwise. These obligatory tests are designed to ensure road safety and in the case of the newly introduced exhaust gas tests, compliance with emission levels and to limit vehicle pollution. A vehicle owner should receive a letter indicating that an ‘ITV’ test is due, sent to the address given on your vehicle documents, a couple of weeks before the test date.

What’s On Exhibitions El Castillo de Santa Ana at Roquetas de Mar has an exhibition until February 15th of 40 photographs by Jesús de Perceval entitled “Fragmentos de una vida que pasa… y objetos que quedan”. This famous photographer, native of Almería city, died in 1985. Exhibition of Photography until February 14th, by CAMP Levante de Almería. Landscapes, cultural heritage and sustainable living. The legendary photographer Paco Cano Lorenza from Alicante, now aged 99, has an exhibition at Roquetas bullring of photographs from his 60 year career as a bull fighting photographer. Simon Norfolk, the internationally famous British photographer, exhibits 46 photographs entitled “Genocido, Paisaje, Memoria”, depicting the barbarity of war, until February 12th. The exhibition is at the Centro Andaluz de Fotografía, 9 Calle Pintor Díaz Molina, Almería City, opening hours 11am2pm and 5.30pm-9.30pm, every day. The 14th ‘Unicaja’ Prize Photography Exhibition is open until February 10th at the Centro Unicaja de Cultura, 11 Paseo de Almería, Almería city. Opening hours are Monday to Friday, 11am2pm and 6pm-9pm, Saturdays 11am-2pm only.

A Model Aircraft exhibition is on view at the Almería airport until February 20th. The 24 model aircraft were made by Marcelino Viejo and acquired by the Spanish Aeronautical Authority (AENA) in 1998. The models are considered a unique history of Spanish aviation and include the “Bleriot X”, which made the first flights in Spain in 1910. El Castillo de Santa Ana at Roquetas de Mar has an exhibition of photgraphs entitled “África en la Mirada” from Miguel Serrano, president of the association “Todos Son Inocentes”, who work to eradicate child slavery and child soldiers in Sierra Leone. The exhibition can be seen until Feb 29th.

Theatre

Aguilas Carnival The Carnival takes place from February 16th to 25th. The battle between “Don Carnal” and “Doña Cuaresma” starts at 6.30pm Saturday 18th by the port and the official opening is at 10pm in the Plaza de España. The main processions are on Sunday19th at 6pm, Monday 5pm, Tuesday 6pm and finish with the final procession and fireworks on Saturday 25th from 6pm, finishing at the port area. The colourful carnival is recognised as being of “National Cultural Interest”.

The Albert Camus inspired “El Estado de Sitio” play is performed on March 2nd & 3rd at 9pm at the Municipal Auditorium Maestro Padilla. Tickets 15 & 12 euros.

Indalo Players Theatre Group are performing two one act plays by Jim Sperinck “Holmes Sweet Holmes” and the sequel “Jekyll in Hiding”. A photographer for a national news magazine was assigned to get photos of a big forest fire. Smoke at the scene was too thick to get any good shots, so he frantically called his home office to hire a plane. “It will be waiting for you at the airport!” he was assured by his editor. As soon as he got to the small, rural airport, sure enough, a plane was warming up near the runway. He jumped in with his equipment and yelled, “Let’s go! Let’s go!” The pilot swung the plane into the wind and soon they were in the air. “Fly over the north side of the fire,” said the photographer, “and make three or four low level passes.” “Why?” asked the pilot. “Because I’m going to take pictures! I’m a photographer, and photographers take pictures!” said the photographer with great exasperation and impatience. After a long pause the pilot said, “You mean you’re not my instructor?”

Predicting the Weather The Watermelon Patch

Did you hear about the local TV weatherman who, despite his training and sparkling credentials, ran into a terrible unlucky streak? He became something of a local joke. The town’s newspaper began keeping a record of his predictions. A year later, the paper reported that he’d been wrong almost three hundred times in a single year. Unable to handle the pressure, the station manager fired him. So the meteorologist moved far away and applied for another job as a TV weathermen. When he got to the question on the application about why he had left his last job, he wrote, “The climate didn’t agree with me.”

There was a farmer who raised watermelons. He was doing pretty well, but he was plagued by local kids who would sneak into his patch at night and steal watermelons. After some careful thought he comes up with a clever idea that he thinks will scare the kids away for sure. So he makes up a sign and posts it in the field. The sign says, “Warning, one of the watermelons in this field has been poisoned.” The farmer goes to inspect his field the next morning and finds a new sign that says, “Warning, now two of the watermelons in this field have been poisoned.”

On a tour of the facilities, the CEO noticed a man leaning against a wall... The room was full of workers and he wanted to let them know that he meant business. Training the Cat The couple’s young daughter had adopted a stray cat. To her mother’s distress, the cat began to use the back of their new sofa as a scratching post. “Don’t worry,” her husband reassured her. “I’ll have him trained in no time.” They watched for several days as he patiently “trained” their new pet. Whenever the cat scratched, he deposited the cat outdoors to teach him a lesson. The cat learned quickly. For the next 16 years, whenever he wanted to go outside, he scratched the back of the sofa. The Remote Jennifer watched as the cashier rang up her purchases. “Cash, cheque or charge?” She asked after folding the items Jennifer had bought. As she fumbled for her wallet, the cashier noticed a television remote control in her purse. “Do you always carry your TV remote?” The cashier asked. “No,” she replied, “but my husband refused to come shopping with me, and I figured this was the best retaliation.”

A little surprised, the young man looked at him and said, "I make 300 pounds a week. Why?" The CEO said, "Wait right here." He walked back to his office, came back in two minutes and handed the man 1200 pounds in cash and said, "Here's four weeks' pay. Now GET OUT and don't come back." Feeling pretty good about himself the CEO looked around the room and asked, "Does anyone want to tell me what that lay-about did here?" From across the room a voice said, "He's the Pizza deliver y man from Domino's." Family Tradition The Smith’s were proud of their family tradition. Their ancestors had come to America on the Mayflower. They had included Senators and Wall Street wizards. They decided to compile a family history, a legacy for their children and grandchildren. They hired a fine author. Only one problem arose how to handle that great-uncle George, who was executed in the electric chair. The author assured the family he could handle the story as tactfully as possible and was given the go-ahead to write the book. The book appeared. It said “Great-uncle George occupied a chair of applied electronics at an important government institution and was attached to his position by the strongest of ties. His death came as a great shock.”
