arking issues in downtown Cooperstown could soon be eased under a Bassett Hospital plan to add nearly 345 spaces – including an underground parking garage – to the village’s parking stock. he county Board of Representatives has asked for a “rigorous, independent” Article 72 psychological exam before considering whether the sheriff’s son, Ros Devlin, should resume his duties as a guard at the Otsego County jail. “The only one who can force him to do that is the sheriff,” said county Rep. Ed Frazier, RUnadilla, who chairs the Public Safety & Legislative Affairs Committee. So far, Sheriff Richard J. Devlin Jr. has “refused to do it.” The son has been barred from county property since January after an incident inside the jail.
