Instead, he found Walker had beaten him to it. “He even used the same logo,� said Marietta, who is NYCON regional director, adding that he plans to challenge his opponent’s move.

Walker, a retired military man and substitute teacher at CCS, had gotten to the Board of Elections that morning and claimed the tag line. “I don’t believe that one person should have sole claim to loving Otsego,� the candidate said when contacted that afternoon.

Echoed Republican County chairman Vince Casale, “I find it very arrogant from Mr. Marietta’s standpoint to think he can claim sole proprietorship on how much he loves Otsego.� “I think it’s reprehensible,� fired back Richard Sternberg, the Cooperstown village trustee and Democratic county committee member who has chaired the effort to recruit candidates for county board. “Andrew Marietta previously picked the name,� said Sternberg. “His website has his name on it. He previously picked the symbol. Tim Walker has decided to preempt

that. It shows immaturity and the willingness to make the election a mockery, some sort of game.�

The District 8 race heated up on another issue in recent days: The Monday, Aug. 20, prospective closing of the Northern Transfer Station, which is in the Town of Otsego.

Marietta and the rest of the county board were caught by surprise when the county Planning Department announced early this month that the fiveweek hiatus to move the scales and pave the driveway would be happening so soon.

Walker jumped in and contacted a friend at Cobleskill Stone, then issued a statement saying the transfer station would remain open on Saturdays, the day residents tend to use it most, Sternberg said.

That turned out not to be the case, causing additional confusion, the Democratic committeeman said.

Meanwhile, county Planning Director Karen Sullivan, in response to a public outcry, arranged for residents to drop off household garbage at the Town of Exeter garage, six miles up the road in Schuyler Lake.

In a joint interview from the Board of Elections, Republican Election Commissioner Lori Lehenbauer said varied highway-superintendent candidates have used the “Better Roads�

line, but never from the same town at the same time.

She and her Democratic counterpart, Mike Henrici, said Marietta had filed a “general objection� on finding Walker had seized the line. He has six days to file a “specific objection.� If denied, he can take his challenge to court.

From now until Aug. 22, independent petitions, requiring 71 signatures, may be filed with the board office at The Meadows.

Marietta and Walker already hold the Democratic and Republican nominations in District 8, but candidates typically file on various independent lines, seeking to draw cross-over voters from the other party.

That’s particularly important in the Cooperstown/Otsego district, where party registration is so close, representation has swung in the last decade from Democrat Nancy Iversen to Republican Jim Johnson to Democrat John Kosmer to Republican Rick Hulse to Democrat Marietta.

Previously, Marietta had successfully challenged Walker’s petitions to run on the “Independence Party� line, spurring a reaction from Casale: “I can’t think of anything more un-American than knocking a veteran off the ballot in an election.�

The elder son of David and Nancy Russell, he applied and was accepted as an unpaid intern to work under Stephen Miller, with a focus on speechwriting, and policy development and implementation, including cabinet coordination and making sure those policies were in accordance with Trump’s campaign promises. “I did a lot of background research on proposals,� he said. “And I wrote a lot of briefs that went right to the President. Being there and having an impact on policy is really something else.�

He helped research Trump’s Miami speech in June, where he announced the tightening of restrictions on Cuba, and his speech to Poland in July. Russell also worked on research that went into several Trump’s executive orders, including deregulation and sanctions on Venezuela. “Everything the White House was did this summer, I worked on,� he said.

Russell also helped put together the research Miller used during his now-infamous interview with CNN’s Jim Acosta earlier this month, where the two sparred over immigration laws. “He’s gained a bit of fame recently,� Russell said. “In the beginning of the summer, when I told people I was working for him, they said, ‘Who?’�

And though he initially struggled with some acceptance from his peers, he was able to put it in perspective. “This president isn’t popular among millennials,� he admitted. “But working at the White House is an amazing opportunity and an honor.�

The internship ran from May 30-Aug. 11, and Harvard

helped pay for housing at George Washington University.

On average, he worked 45 hours a week. “It was incredible to walk down the hall and see Ivanka Trump and to work beside these people,� he said. “I was most proud of being able to make a contribution to the White House,� he said. “I be doing weeks of work and

then seeing the product, not only completed, but implemented by the President and then talked about on the news.�

He’ll return to Harvard at the end of the month. “I made a lot of great connections in both the administration and the private sector,� he said. “I could see myself working in the White House again.�

How Do We Strengthen – Or Sap – A Symbol?

emember “The Dukes of Hazzard” (1979-85 on CBS) – and that TV show’s theme song, by Waylon Jennings: “Just’a good ol’ boys “Never meaning no harm “…Been in trouble with the law “Since the day they was born.”

John Schneider, who played “Bo” Duke, is the brother of Robert Schneider, the artist who continues to have a following in the Cooperstown area, although he moved to Stamford a couple of years ago. Brother John was actually in Cooperstown, at least once (probably more than once) for a Hall of Fame Induction, probably in 2009.

Here’s a plot synopsis: “The Dukes of Hazzard follows the adventures of The Duke Boys, cousins Bo Duke and Luke Duke, who live on a family farm in fictional Hazzard County, Georgia, with their attractive female cousin Daisy and their wise old Uncle Jesse.

Sounds harmless enough.

By the way, the General Robert E. Lee had a Stars & Bars – the lately decried Confederate flag – painted on its roof.

• How does a symbol gain potency? And, more to the point, lose it?

Just 25 years ago, the Stars & Bars was a symbol of post-adolescent hijinks – of laughs – in a fictional place.

The local rhetoric of the past few weeks paints a darker picture as protesters seek a ban on the Confederate flag – and on items bearing its image, key chains, cigarette lighters and T-shirts – from booths at the Otsego and Delaware county fairs.

Instead of “Bo” Duke, images are summoned up of burning crosses, hooded Klansmen, lynchings. “Hatred,” “racism” are connoted now, not a friendly Southern “ya’ll come back now.”

s we were walking on Main Street last week, we could not help but notice how dirty the sidewalks looked. We have no idea what was spilled or dropped on them, but we have to wonder if all the mess can be cleaned off in hopes of presenting a more pleasant experience for those wandering about downtown.

Of course, given the amount of foot traffic on the sidewalks during the summer, we suppose that any attempts to clean the sidewalks would have to wait until after the height of the tourist season abates a bit. But we do certainly hope that some cleaning of the sidewalks is seriously considered by

the powers that be at the village.

In fact, in thinking about the sidewalks, we couldn’t help but compare their condition to a description of the village from 1895 that we shared in CATHERINE this column back LAKE in April 1995. At ELLSWORTH that time, one of our more faithful readers had been kind enough to send us some interesting material about the village from The Empire State, Its

Industries and Wealth, first published in 1888 by the American Publishing & Engraving Co. It read in part: “Cooperstown is one of the most pleasant towns in the Empire State, and one of the classic points of our country. It is situated on the shore of Otsego, a beautiful lake worthy of being the fountain head of the brightflowing Susquehanna. …Surrounded with beauty, …Cooperstown is one of the literary meccas of our country, and, by all means, the place to read the works of Cooper, the famous novelist, who made this place his home for many years Please See COLUMN, A6

The Navy – It is stated in the National Intelligencer, that a 74 gun ship is immediately to be built at Philadelphia, one at New York, one at Boston, and one at Portsmouth; and that one is building at Norfolk, and one at Washington; that active preparations are making to complete the nine ships of the line, twelve frigates and three steam batteries, authorized by law and that their total cost will probably fall within the appropriation of eight millions made for this object. When these vessels are completed, our Navy will consist of twelve ships of the line, 19 frigates, eight sloops of war, four steam batteries, and proportionate number of small vessels, independent of those on the Lakes.

Astonishing – The price of emigrant passages between New York and Buffalo is about a dollar and a quarter.

Between New York and Liverpool, in as fine ships as ever swam, the price is from four to five dollars. If we add the price to Cleveland and Detroit, it would not exceed a dollar.

So, the people of the old world may pass from their shores four hundred miles into the interior of the new world for seven dollars. We dare say that the provisions for the voyage often cost as little as the passage; so that fifteen dollars covers the whole and leaves a dollar for accidents. General Upton – The 121st Regiment, New York Volunteers, raised in Herkimer and Otsego, were known in the Army as “Upton’s Regulars,” so perfect was their drill and discipline. The gallant services performed by them will ever be remembered. They were commanded by a young Army lieutenant named Upton, who rose to the position of brevet major general. We see it stated that a New York publishing house will shortly publish his Infantry Tactics. This system, having been recommended for adoption in the place of all others by the board of officers of which General Grant is president, the War Department has ordered its use for the instruction of the infantry of the Army of the United States and for the observance of the militia.

50 YEARS AGO August 19, 1942 Dramatic Association will present the interesting nautical and temperance drama, “The Turn of the Tide” at the East Springfield Academy Thursday and Friday evenings, August 25 and 26. A reading will be given each evening by Miss Gertrude M. Catlin, who is a talented graduate of the Boston School of Oratory. Cook’s Trombone Band will give an open-air concert each evening at 7:30. The East Springfield Orchestra will furnish music during the entertainment.

The proceeds are to be expended in re-seating the Academy.

Howard Goodenough, aged 31, former Cooperstown boy and an employee in the stores department of the Delaware & Hudson, Co. was drowned Saturday afternoon about 3:30 o’clock in the Susquehanna River at the point where the Charlotte empties into it, about one-fourth of a mile below the Emmons Bridge when he was seized with cramps while swimming. Goodenough and Clifford Silliman of Upper East Street, Oneonta, had left for a canoe trip in the early afternoon. The former (Goodenough) was a good swimmer and had invited Silliman to take a swim with him up the river. They canoed up the Charlotte Creek a short ways and then donned their bathing suits and waded down the shallow stream, dragging the canoe behind them until they reached the river. Ralph W. Ellsworth of this village retired on Thursday as a vice-president and director of the First National Bank.

He was elected an honorary director by the Board of that institution. Mr. Ellsworth had been a member of the Board of Directors of First National for the past 56 years and six months, and a vice-president for the past 31 years. At 94, Mr. Ellsworth is Cooperstown’s oldest retired businessman. He formerly was a partner in Ellsworth & Sill and its predecessor firm, Taylor & Ellsworth. He retired in 1941.

Mr. Ellsworth was elected to the First National Board of Directors in January 1911, and was named a vice-president on September 10, 1936.

Fly Creek News by Lidie Mackie: The Fly Creek Cider Mill will open August 22. Their cider is available as well as Jersey Mac apples and Hudson River Valley peaches.

The snack bar will be open seven days a week and Denelle Cook will be there for the summer. Denelle just graduated from SUNY Albany with a B.A. in English and Psychology.

The twins, Abby and Amanda Rodd Start college shortly. Abby is entering Adirondack College to study Technical Theatre and Amanda will attend SUNY Purchase to study Costume Design. This summer both girls work at the Glimmerglass Opera.

We here in Otsego County have become highly dependent on imports from distant places for the necessities of life, including food, energy, and most manufactured products. The average item in the supermarket travels more than 1,400 miles to get here. Some items come from the other side of the world. Even though my neighbor in Fly Creek has a garlic farm, there is garlic for sale in local supermarkets from China. The majority of manufactured products are now made in China.

EDITORIAL: Goal Should Be To Sap Vitality From Battle Flag, Not Censor It EDITORIAL/From A5 Is that a step forward?

Think about it: For most of many of our lives, the hammer and sickle was a hugely potent symbol, of World War II atrocities, of government-induced famine, of Gulags, of – in those days before “Imagine” became the modern gospel – atheism, of nuclear holocaust.

What changed was the reality. Communism failed.

The Soviet Union collapsed. The reality behind the symbol dissipated. Say what you will about Putin’s Russia – nasty place, for sure – it’s no evil empire; perhaps an evil tinpot

dictatorship, albeit nucleararmed.

• Since we’re wading into deep water, we might as well go all the way.

At the vigils in front of Cooperstown Baptist Church last Sunday and in Muller Plaza Monday evening, those words, “evil” and “hatred,” seemed to be on all lips.

Maybe we aren’t running in the right circles, but we don’t run into much of either day-to-day around here.

Instead of evil, maybe ignorance, or at least imperfect knowledge. And none of the sides in our fractured nation seems to have the

And, not hatred but its flip side, fear. And, in a nation at war for 16 years, with the vast majority of Americans facing erod-

ing finances and futures, in a snoopocracy, where personal and public mores are eroding, healthcare is unaffordable for most, and heroin haunts every small-

town corner, fear seems a sensible response.

The good news: Ignorance and fear are less formidable than evil and hatred.

Our friend John Kosmer, the former county rep from Fly Creek, had run across a photo from 1934, of a pro-Nazi rally in Madison Square Garden attended by 34,000 Americans. One lesson – it can happen here.

But there’s another lesson – it didn’t. The nation pulled together, fought and won World War II, and emerged stronger than before, because of the traditional American ideals behind another flag, the

Stars & Stripes – one nation, not some crazy quilt, with liberty and justice for all.

• To end, a special pleading from the Fourth Estate: At base, flags are just pieces of colored cloth. Short of shouting fire in a crowded theater, the First Amendment allows we Americans to say what we think, to embrace what symbols we will, and take our lumps.

Let’s not get distracted by pretty, fluttering colors.

Instead, let’s work on FDR’s freedom from fear, from want, of worship and, oh yes, of speech – and give each other a break – and our nation will be fine.

We must admit there is no doubt that certain changes would have to be made to this 1895 description of the village in order to update it to reflect the current conditions within the village.

In fact, we were sorely

Thus, operating decisions are funneled through a group of committees carrying out a duplicative approval process, where a home committee votes on actions first, then this same action is voted on and approved by the Admin Committee, and finally the full board votes on this resolution at a board meeting. This system of management by committee is significantly limited by monthly committee and board meetings.

The end result is the county board approving operating transactions. Hiring a new employee, making a budget transfer, or carrying out a purchase of supplies are common examples.

The county board’s focus on transactional decisions limits the opportunity to address other policy considerations.

Committee meetings require department heads to provide detailed background information on actions like a budgeted new hire, while leaving little to no time for other policy considerations and discussions.

Another challenge is the micromanagement of general operations. In recent years, committees have struggled to complete various projects, like a workplace violence investigation, compensation study of department heads, fleet management program, and even Onondaga County purchasing partnership. Where committees have taken on general operations, the structure and limitations of the committee system have obstructed decision making and action.

Ultimately, department heads, who are the experts and carry out operations, are key to successful implementation of policy decisions the county representatives approve. Thus, when the county decided to renovate the NTS, implementation of this decision rests with the planning director and her staff.

If the SWEC Committee were to have taken a direct operations role in managing this process, construction decisions would have been clearly limited or not completed in a timely manner.

Finally, the county’s leadership structure is insufficient to support operations. There is a county chair, who is elected annually by the board, but the chair is not a full-time position.

The chair is not positioned as a county manager or administrator, nor does the chair supervise department heads on a daily basis.

The chair also does not convene management meetings with all department heads.

There is no coordination of the committees or committee chairs either. The county chair position exists more as a mechanism to set up committees, make appointments, run board meetings, approve contracts and serve as a point of contact.

County depends on embracing change. The current system is failing us, and we must take immediate action.

First, the county should no longer delay approving a county manager position. Otsego County needs a central point of contact who will supervise and convene department heads, while supporting them in their positions. A county manager will also guide the implementation of policy set by the county board and bring it into action.

Committee meetings can be streamlined and allow policy discussions. The county board chair position will be improved and focus on policy development. The chair can also better coordinate the committee chairs and provide more direction.

Overall, these changes will allow the county to be more effective and achieve greater success with its committee system and county board chair position.

Protesters, Fair Boards Dig On Over Selling Flags At Fairs

hoping to deliver a 600-signature petition asking, once again, for a ban on vendors selling Confederate flags.

“There are lots of symbols, words and actions that are very radicalized,” said Christina Hunt-Wood, a Hobart-based artist who helped start the group. “To put the Confederate flag out there, so prominently, sends an overt message – you don’t belong here.”

“This fair used to be a magical experience,” said Kaufman.

“But like our slogan says, ‘Hate spoils the fun.’”

Though they tried to deliver the petition to Board President Ed Rossley, he refused to accept it. “The board told us we couldn’t be there,” said HuntWood. “They closed the gate on us and threatened to have us arrested.”

Eventually, the petition was delivered to board secretary Jason Craig. Rossley said “no comment” in response to questions about the petitions and the flags.

Although the Otsego County Fair banned the sale of Confederate flags in 2015, recently

they’ve crept back in.

“I was there with my family and we were having a great time, but when we went through the vendor area, I was struck by the abundance of Confederate flags,” said Will Walker, CGP associate professor of history. “One vendor had at least three wall-sized flags for sale, and another was just using the flag as a backdrop where he was selling little wind-up toys. I was very disturbed.”

He went to the front office and met with director Dwayne Jackson to lodge a formal complaint.

“I told him the board doesn’t take a stance for or against,” said Jackson. “I read his complaint to the board, but there wasn’t any discussion.”

But when asked about Walker’s complaint specifically, Roberts said the board had no comment. “We don’t make an issue out of it,” said president Doug Roberts. “I personally hadn’t heard any complaints.”

As it happened, the Delaware fair opened the day after the confrontation in Charlottesville, Va.,

that left a 32-year-old woman killed and 19 others injured.

During the solidarity rally for Charlottesville Monday, Aug. 14, in Oneonta’s Muller Plaza, Hunt-Wood asked people to continue signing the petition, which she will deliver to the Delaware County Fair Board at the conclusion of the fair.

“We’ll keep pushing,” she said.

The day before, Cooperstown clergy and 50 others gathered on the front lawn of the Baptist Church for a noontime ecumenical vigil to reflect on Charlottesville, but the Otsego fair, which ended Aug. 6, so it wasn’t specifically mentioned.

The Rev. Joseph Perdue, quoted Dietrich Bonhoeffer: “Silence in the face of evil is evil.”

“This is the most high-profile event in Delaware County,” said Kaufman. “We’re going to take this to the tourism board and the fair’s sponsors, like McDonald’s, Kraft and the local banks. For them to be aligned with this kind of hate is unacceptable, and we hope they’ll put pressure on the board.”

Joining with the Cherry Valley Positive Action committee, they debuted with a prizewinning float in the Springfield Center Fourth of July parade, announcing the festival’s date and beginning the finalization of the lineup.

“We’re all aware of the hate and the vitriol,” said Rhodes.

“It was so important for us to create an event that would not further divide us, but bring people together through teaching, dancing and sharing a meal together.”

The day begins with a talk by the Leonard family about the inspiration behind Origins Café, and ends with a community dance at the farmers’ market. “We want to celebrate all the people who are part of our community,” said Solensten.

The “Be Inspired” piece will invoke community creativity with Kindness Rocks painting, dance, music and a poetry slam. “One of the things we’ll be doing is Prayer Flags, where everyone can write what they are grateful for on a flag,” said Solensten. “We’ll hang all the flags around the farmers’ market so people can see them during the dance that closes out the day.”

The “Be Informed” chapter will be a day of talks in the First Presbyterian Church House lounge, including lectures on refugee resettlement, tiny houses and solar panels, and the science of being positive. “We want to create a dialogue,” said Webster.

“We’re recognizing that if we can’t listen to each other, we can’t come together as a community.”

And at Templeton Hall, participants can “Be Involved” with 20 local organizations, including the PTA, Friends of the Library and OCCA, that run on donations and volunteers.

“The idea was to pull together these community organizations so that people know who they can get involved with,” said Webster.

But the good vibes won’t just be limited to the venues on Pioneer Street. “There will be volunteers dressed as trees and flowers handing out honeycomb-shaped paper so people

can write positive messages.” said Solensten. “We’ll make a paper-mache beehive, and these messages will pollinate it when the volunteers bring them back.”

As you might expect, Roseboom Antique Power Days – it peaked at 350 vehicles a few years ago; John expects 250 this year – didn’t just happen. “We started collecting them, a few at a time,” he said in an interview. “We just decided one year we would kind of share them with folks.”

The first year – 1999 – 37 tractors were on display. 75 the second year. 150 the third. “Seems like every year we almost doubled,” he said.

There were tractor aficionados who always participated, foremost among them Bob Scrambling, the Cherry Valley farmer and International Harvester Farmall enthusiast; former Schoharie

Worcester, and a sympathetic waitress told him Webb Badgley’s farm was available.

Soon, John and Norma – he’s from Brooker Hollow; she from Richmondville – were milking 37 Holsteins on 82 acres in Roseboom, with the help of, yes, a John Deere tractor. That’s a small farm by today’s standards, but “I paid for the farm and raised my family on 82 acres,” Van Buren can say today.

OBITUARIES Mary Claire Kilty, 63; Leaves Father, Sister In Cooperstown COOPERSTOWN – Mary Claire Kilty, 60, a figure skater who worked for numerous national firms and arts orgnaizations, passed away Aug. 9, 2017, at home in Manhattan. Survivors include her father and sister in Cooperstown “Keep enjoying life!!” was Mary’s advice to family and friends who were also dealing with a serious illness, and that is exactly how Mary lived her life.

Mary was born on Oct. 23, 1956, in Chicago to

Dorothy and Tim Kilty. She graduated from Magnificat High School in Rocky River, Ohio, in 1974, and Princeton University in 1978. Living in New York City most of her adult life, Mary created a rich life for herself filled with friends, family, culture, figure skating, books, travel, education, fashion, philanthropy, political activism, needlepoint, movies, and her beloved dog, Sonjia.
