NAMING COUNTY MANAGER GOOD PLACE TO START

Otsego County Government Will Never Work. Scrap It

A

s 1958 began, the City of Oneonta was abuzz with excitement about the possibility of a modern airport.

That excitement was only heightened when the Otsego County Board of Supervisors on Jan. 7 voted 14-11 to accept a $350,000 grant from the federal Civilian Aeronautics Administration – in today’s dollars, almost $3 million – to ensure construction of a first-rate facility.

But on May 7, the Board of Supervisors reversed itself, voting 19-8 not to accept the grant.

That story emerged last September, as the Oneonta Municipal Airport celebrated its 50th anniversary; during three decades of its five, it provided much-missed daily passenger service between Otsego County and New York City’s LaGuardia Airport.

Among the celebrants was former Mayor Sam Nader, who on his election in the 1960s convinced Common Council to go it alone.

Even until today, now led by a 14-person Board of Representatives, the County of Otsego contributes nothing to what, arguably, is a facility that serves the whole county.

• Anyone who follows county governance

and politics wasn’t surprised to hear that story. Business as usual, he or she probably concluded.

Because then as now, the county board has not been a vehicle for positive change – call it progress, if you will – in our Otsego County. By and large, the county representatives themselves are civic-minded people, community leaders with vitality and ideas.

Nothing happens, not because of the individual representatives, because the system doesn’t work.

In the past year and a half, since our

retreating daily newspaper abandoned coverage of county government, Hometown Oneonta, The Freeman’s Journal and www. allotsego.com – out of a sense of responsibility to our community – stepped in to fill the vacuum. These are some of the fatal flaws we’ve discovered. ► By its nature, the county board doesn’t have a countywide perspective.

Its 14 members are elected every two years, not to represent the county as a whole, but to represent 14 neighborhoods around the county. Typically, about 500 to 1,000 votes are cast in each neighborhood, not for big-picture thinking about what’s best for the county as a whole, but what’s best for that neighborhood.

The county’s Balkanized. The example of the Oneonta airport is apt. Why would Roseboom taxpayers, or Hoboken taxpayers, or South Worcester taxpayers want to support an airport in Oneonta? It’s a hard sell, despite how it benefited so many.

Further, the county reps are citizen legislators – which, in a democracy, is desirable.

They bring common sense, business savvy and a range of specialties from private life.

But few are specifically trained in operating a complex county government. (Hold that thought.)

Further, the unusual weighted voting system foils majority intent. Mount Vision Republican Meg Kennedy’s vote is worth 627 points; Oneonta Democrat Kay Stuligross’ is worth 339. A half-dozen reps can freeze out the other eight.

Another undemocratic distortion: When the county board reorganized last January, seven reps withheld their support from board chair Kathy Clark, R-Otego. Yet weighted voting allowed her election, without the support of a majority of her colleagues. ►Leadership doesn’t represent the whole county, either.

The 14 representatives elect a chairman from their ranks, whose constituency is just a neighborhood, too. Chair Clark was elected last time by 523 voters in Otego and Laurens, yet she governs 61,128 Otsego countians. Her tiny electorate is not her fault: It was the same with Sam Dubben and Don Lindberg and Carl Higgins. It’s just an unrepresentative system.

Practically speaking, to win reelection, a chair must pursue policies that play at home – keeping taxes low, for instances – rather than a sweeping vision that may not play well in, say, Laurens’ Hell Hollow.

End Disjointed Government – Hire County Manager Editor’s Note: This is the text of remarks calling for the hiring of a county manager that county Rep. Andrew Marietta, D-Cooperstown/Town of Otsego, planned to deliver to his colleagues at the county board’s monthly meeting Wednesday, June 7.

F

ellow Board Members, Otsego County is a $105 million operation with hundreds of staff carrying out important work and providing essential services and assistance to Otsego County and its residents, but Otsego County government faces

significant challenges today in being effective.

This is the reason we are here today introducing a resolution from the floor that calls for a solution. We are making an immediate call for action, and we cannot delay any longer.

As the Otsego County governing body, we are confronted by a system that is reliant on us, 14 individuals elected to represent 14 districts that run for re-election every two years.

Our County Board positions are part-time in nature, and we serve on committees as assigned by the board chair. In 2016, we began the year in our set committees, and then in 2017, completely changed with the new chairs appointed to four of our seven priority operating committees.

New members and committee chairs were appointed for Administration, Public Safety and Legal Affairs, Intergovernmental Affairs, and Health and Education Committees. In 2018, the Committees will change again.

There is much time

invested in Committee work, especially for the chair. These committees meet monthly and supervise department heads, who must come to their home committee for approval of budget transactions, staff hiring, and policy decisions.

Awards For The Honored And Humbled

n going through our columns from 1984, we were reminded that we rather liked giving out awards for various and sundry activities to various and sundry people. And while we must admit we had forgotten most of these coveted awards, we did quite enjoy reading about them as we tend to find them rather amusing.

In January, we presented two awards. The first one read: “...we would like to introduce the ‘You Never Can Tell Award’ to be bestowed upon deserving individuals from time to time as the appropriate situation arises.

Our first recipient is Barb LaCava who, on the morning of Dec. 14, called

to ask Jerry if he could substitute at the high school.

She explained that the other subs she had called were going to the Women’s Club Christmas Tea that CATHERINE day. Guess what, LAKE Barb, you never ELLSWORTH can tell. Jerry was a delightful Santa at the tea, although we really don’t think it is true that Santa has been coming to Mabel Atwell’s house for almost a hundred years.

• This was followed later in the month with “...this week we would like to present to The Badger, who has proclaimed to the world that he has, heaven forbid, thrown away, as in discarded, his National Geographics, the ‘You Never Can Tell Award’.”

We too emptied our attic of Geographics. We struggled them down two flights of stairs, dragged them through the kitchen, and deposited them outside near the back door, hoping against hope that no one would notice. Another Mammoth Discovered – The bones of another of these huge animals have lately been discovered in the village of Chester, five miles east of Goshen, Orange County.

They were disinterred from the earth in the presence of Dr. Mitchell, and several other gentlemen, by whom they were brought to New York, and deposited among the collections of the Lyceum, at the New York Institution. One of the tusks measured nine feet.

The mink, the aristocrat of the weasel family, and a staple of the fur industry was the subject of a talk by Paul Allen, architect, formerly of New York City, at the weekly luncheon meeting of the Cooperstown Rotary Club at the Cooper Inn. Allen came to Otsego County several years ago and started a mink farm in the Fly Creek Valley which he has since conducted on a successful basis. Mr. Allen gave his hearers not only an account of how a mink farm is operated, but pictured the mink himself so that the Rotarians now are acquainted with the mink’s appearance, actions, habits, peculiarities and tendencies.

Excerpts from an essay on the Tariff: The corruptions of society are striking their roots deep and the efforts of the age have been to rear the great fabric of the central government, surrounded by individual wealth, private magnificence, and personal consequence; and these things can only be obtained by the degradation and labor of millions. Older governments built their pyramids, erected temples to the sun, filled their coffers with gold, and mustered armies on the field of battle, by direct exactions from their subjects; and here the capitalist manufacturer has been protected ever since the foundation of this government, first, by the taxation or tariff to pay the debt of the Revolution; secondly, by the tariff to pay the debt of the last war (War of 1812); and thirdly by the immense sums raised each year, for fifty-two years, for defraying the ordinary expenses of the Government for extinguishing the Indian title to wild lands, for the purchase of Florida and Louisiana, for defraying the expenses of the Indian wars, building and sustaining the Army and Navy, and the construction of forts, naval yards, light houses, and piles of public buildings, which, in their magnificence and aggregate expense, mock the pyramids and the heathen temples….. The laborer pays for everything from his Government, and all he asks in return is the equality of her legislation. This is the only protection his government can give. In June we presented two more awards.

The first was “...the ‘Plan Ahead Because You Never Can tell About Life on the Frontier’ award (which) goes this week to the chaperones of a scout trip from Auburn who asked us last week for directions to the MacDonald’s in Cooperstown. There isn’t one, we informed them. Expressions of total disbelief were followed by stark stares when they learned that a trip to any fast food chain meant a drive to Cobleskill, Herkimer or Oneonta. “‘Impossible,’ we were told, ‘Every place has a MacDonald’s or something.’ Another basic misconception down the drain. Or is it possible, as they seemed to suggest, that Cooperstown is so unique in thIs respect that ‘it would qualify for Ripley’s believe or not?’

It would certainly be nice to think so”

The second award was explained as follows: “...when Thomas Paine wrote in 1775, ‘... these are the times that try men’s souls ...’ we’re not certain whether he was referring to ballgame day weekend or the village sign ordinance. In light of the events of the past week, perhaps both.”

The current stir over the sign ordinance does lend itself to the presentation of the “It’s too late to agree with us because we have already changed our mind” award to the village board for their recent, and numerous, decisions regarding the sign ordinance. And we suspect that there are some people in town who would like to further honor the board with the “Timing is Everything” award.

Unfortunately, such awards do very little – in truth, absolutely nothing – toward solving what we perceive as a potentially dangerous split in the community. At this point we do not have an obvious solution to the issue.

Nonetheless, we would urge that all lines of communication be kept open so that both sides may work for the continued betterment of Cooperstown. It is unfortunate, we feel, that the situation ballooned when it did. However, we would not like to see the rift of 1984 become the gulf of 1985.

This will be done as an experiment, and if found to meet the requirements of a good roadbed, the same work will probably be done another season on Main Street, from Pioneer to Chestnut. It costs about $5,000 a mile to construct a first-class Macadamized road of proper width. The filth and mud on Main Street between Chestnut and Pioneer should now be scraped up and carried away. That would leave the roadbed in better condition and get rid of a disease-breeding nuisance.

Otsego County Results of War Registration – In Otsego County the registration for the selective draft was accomplished last Tuesday with incident. The returns were brought to the county seat by special messengers and the work of tabulation was accomplished by County Clerk Marshall, aided by B.G. Johnson, Sheriff Brown and other volunteer assistants on Wednesday. The figures show that 3,353 young men registered and of this number only 1,164 were without exemption of some character, although but a small part of those with exemption claimed it. In the tabulation only single men without anyone depending on them for support were counted as not exempt. The number of aliens of the specified ages was 261, only 14 of which were

By use of ear phones and a small box carried by shoulder strap, containing taped descriptions of the main exhibits, visitors are directed through the four flights of baseball’s shrine, without disturbing the person nearby. Users of the simply operated device produced by Acoustiguide hear the narration by Phil Rizzuto. In the pause at various displays the former New York Yankees’ shortstop, presently a top broadcaster, provides the background. The tourist is welcomed by Mr. Kerr on the first floor and the climax comes as the visitor enters the majestic Hall of Fame. Ford C. Frick, the originator of the Hall of Fame, is heard in the Plaque Alcoves and a final goodbye comes from Cy Young himself.

Exactly two months after the tragic death of Christ Gentile, Rebecca Burk-Sciallo’s 12th Grade College-Prep Honors English class hosted an open-mic night to raise money for the Chris Gentile Memorial Fund. Megan Polus and Zack Bowman – the unofficial cheerleader of the senior class, well-known for his cries of “Seniors 07” – were emcees. Among the featured performers was a guitar and vocal performance by Jon Birch and John Rathbun.

Big, Beautiful, Blessed County Can Do Better EDITORIAL/From A1 When you think about it, a sensible county strategy might be to promote Cooperstown, a world-renown magnet, and the city and town of Oneonta, with its two colleges, hospital, shopping mall and Big Box stores, Foothills, as engines of job, entertainment and medical services.

Instead, parochialism causes them to be viewed with suspicion and resentment. ►Governance by committee is unwieldy.

For a matter to come to the full board for action, it must be approved by one of six standing committee – Public Safety, Public Works, etc. – or one of seven special committees – Negotiations, Government Efficiency, etc. Then is must be approved by “Admin,” the ways and means committee.

If a measure misses one of these committee meetings, it must wait a month. If one committee says nay, it must go back to the beginning.

A case in point was privatizing tourism promotion in public-private Destination Marketing of Otsego County. Everybody agreed, but it took months to approve the original idea, and months to renew it when the first agreement neared an end. But there are many examples.

Plus, many committee meetings are too long – recently, Admin was in session from 9 a.m. to

past 5. And they don’t stick to their schedule – department heads can wait in the hall a half hour, an hour and even longer past their appointed time to meet with their guiding committee.

How wasteful. ►There’s an insufficient executive function.

Once a vote is taken, no one is there to ensure implementation. There’s a clerk of the board – the very efficient Carol McGovern, who ensures board meetings under the current structure run as smoothly as possible – but no department head reports to her.

During the short tenure of Oneonta City Manager Martin Murphy, he instituted a department heads meeting the morning after Common Council met, where he assigned council actions to the appropriate department heads to implement. How can you operate – in the county’s case, a $110 million operation – any other way?

One of the venerable warhorses of the county board – Rep. Jim Powers, R-Butternuts – has at last concluded that since the county is spinning off responsibilities – purchasing to Onondaga County, economic development to Otsego Now, solar power development to Solar City – he would support the creation of a county manager to keep track.

So, certainly: Hire a county manager to implement the county board’s decisions, an expert who could also promote best practices and chart a road to the future.

County Rep. Andrew Marietta, DCooperstown/Town of Otsego, planned to introduce a resolution to that effect at the county board’s June meeting this past Wednesday. He expected it to fail – resolutions from the floor require two-thirds approval – but was hoping it would get the discussion going.

Citizens should hope this leads to restructuring the county board itself. There’s no reason to delay.

Otsego County could adopt a charter, allowing all sorts of experimentation. For instance, why not reduce the board of 14 to seven reps or five or even three, elected at large?

A more compact board, working with professional staff, would more likely to get things done. Getting two or three or four people to agree is easier, obviously, then eight. Saving the salaries and medical benefits by eliminating seven or nine or 11 county reps would pay for a county manager, and then some.

The bottom line is, however able and virtuous the individuals, the Otsego County Board of Representatives can’t consistently make the right decisions. It’s too big, too split (for the reasons discussed above). It’s too narrowly focused. It’s insufficiently expert. And it’s undemocratic.

Simply, it’s time to consider scrapping the county board as we know it. Naming a county

At this point, the resolution approved by the home committee and Admin Committee moves forward to the County Board meeting (held once a month on the first Wednesday) for a vote where the department head often must attend and possibly provide more info and answer questions. A significant investment of time is required in these monthly committee meetings, which is time out of the office and away from work for our department heads.

In the past two years, there have also been department head departures. Specifically, the Highway Department, EMS and Probation Services department heads left, and all had longstanding tenure.

With their departure, there were no succession plans in place for this leadership transition.

There is also no systematic or formalized method for compensation of department heads, and salaries have had to be increased to attract new department heads for these open positions.

The department head evaluation system is problematic and only

occurs every other year. It is carried out by a combination of two committees (Performance Review and Goal Setting Committee and the department head’s home committee).

More recently, four new committee chairs were charged with leading the department head evaluation process after being chair only for a couple months. In one case, the chair was completely new to the committee (Public Safety and Legal Affairs).

Even with county-wide leadership, there will be transition occurring in the recent future. Our county treasurer will change with the upcoming November election.

Our board chair is an elected to a one-year position, and a change in this position brings transition.

The ultimate result of all these factors is there is no constant for Otsego County government operations. Change can be a positive force, but not when we have the combination of board, committees, county leadership and department heads all changing year to year.

Otsego County government has also become disconnected and has developed operational silos. We have committees that meet monthly,

but the only information shared committee to committee are the minutes. The various documents reviewed in the Committees are not scanned or forwarded to the full board.

Committees develop their own systems, such as the grant application process for the Community Events grants developed by the Intergovernmental Affairs Committee), and implement them. The committees draft their own press releases and send them out to the general public.

Department heads provide ongoing updates to their home committee, but this information is not forwarded to the entire Board. In some cases, a department head will forward information to the entire board, but it does not come from the committee chair.

Furthermore, the department heads and County Board leadership have not met together as a group nor been convened in recent history.

There is no annual meeting to discuss priorities or important policy changes or the approved budget.

There is no single connecting point bringing all the committees,

the department heads and county board together.

Otsego County government is at a crossroads. A decision to maintain our status-quo operations perpetuates a disjointed and year-to-year approach. It brings a lack of continuity. It encourages silos. It leads to a lack of communication and information sharing. It undermines any progress made by committees.

It disrupts the partnership between department heads and the Board. It continues to hamper attracting the best personnel and retain current staff.

Overall, any potential for progress and impact is ultimately limited by the capacity of a very part-time legislative body and its monthly committee meetings. Thus, we are making this call to action for fixing Otsego County government and building a foundation to increase efficiencies and enable success.

We offer this resolution from the floor and appeal to our remaining colleagues to join in strengthening Otsego County government and our operations. Let us learn from our past and look to build a better future for our families, residents and businesses in Otsego County.

Webb, 59, an Army veteran known around New Lisbon for working odd jobs and farm work, was arrested after a 911 call he placed 8:47 p.m. that evening. “The comments he made were enough for us to send law enforcement to the scene,” said Devlin.

On arriving, deputies found Bellinger dead in the yard and Littlewood with “lacerations and contusions” consistent with an assault.

No weapons were found, and according to Devlin, Perry was not injured.

Though Perry was the primary resident of the property, Littlewood and Bellinger were living there at the time of the assault, Devlin said.

Wheat Road is a dirt road, and there is no running water or electricity on the property, where there are three shacks and two camping trailers. The incident reportedly occurred in a front yard littered with scrap wood and beer cans. Although toxicology reports are still pending, alcohol is believed to be a factor in the assault.

“Mr. Webb has lived there for years,” said Devlin.

“Prior to living here, Mr. Littlewood lived in a tent down the road.”

As the property is still an active crime scene, arrangements have been made for Littlewood him to stay elsewhere. He was treated

for his injuries at Bassett Hospital Friday evening and released.

“More people are living in these kinds of conditions than we’d like to think,” said Bob Eklund, a New Lisbon Town Board member. “It’s really a tragedy.”

Though Eklund said Webb mostly kept to himself, he was a recognizable figure around town, and Bellinger worked as a farm hand in the summer. “Both of them were long-term residents,” he said. “Artie always seemed like a happygo-lucky guy.”

As for Stuligross, she noted that creation of a county manager is what prompted her to run for office in the first place 10 years ago. She had led the Oneonta chapter of the League of Women Voters study, which concluded a county-manager position would be beneficial.

She advised Marietta that enough studies have been done and enough information is available that a committee of the board could reach its own conclusions without hiring a high-priced consultant.

“I would hope the resolution passes tomorrow and the committee gets to work,” Stuligross said. “I do not think it should be my project – everybody knows how I think about it. By November, it should be in the budget, so that next year is can be acted on.”

manager idea was discussed was in 2006, when former board chair David Brenner, the former Oneonta mayor and retired SUNY Oneonta administrator, turned in a study that recommended taking the step, but not in the board climate of the time – a Republican, Don Lindberg, had allied himself with

the minority Democrats to win election as chair, and his GOP colleagues were furious.

“With the division and dissension on the board, it would have been very difficult for anyone to come in and operate effectively,” he said. “It’s at least worth examining it now.”

The two partners got started, making tumblers, wine glasses and other products. Over two years, however, Sharp realized the operation lack rigor, consistency, production goals – everything necessary for the operation to prosper and grow. Foremost, “we

needed to do volume,” he said.

After two years, the partners closed the doors and went their separate ways. Bobby Sharp hadn’t given up, but he realized he lacked the tools for success. Among other things, “I wasn’t a glassblower,” he said. “So I went out to Corning,” that glass-making mecca on the Chemung.

The Corning Museum of Glass, founded by Corning Inc. in 1951 as its 100th anniversary gift to that community, rents studios inhouse to prospective glass-

blowers, and Sharp spent 18 months there, off and on, honing his craft.

About the same time, he found a mentor: Art Reed of Sweetwater Glass in Walton, who advised him on upgrading his equipment. At Corning, he found himself among glassmakers – both artists and “gaffers,” as production workers are called in the trade.

Northern Eagle Opens Beer Hub That 40,000 Cars A Day Pass By HUB/From A1 “We contracted to brew with them in 2014,” said George Allen, Northern Eagle president. “In March 2016, we thought about investing in the brewery.

But as we talked more, we decided that we wanted to buy it!”

Wednesday, May 31, Allen cut the ribbon on the Lake George Beer Hub, after the renovations installed a tasting room and a canning line. “Everyone wants cans nowadays,” he said.

The brewery already had a bottling line.

The hub plans brewery tours, bottled beer and pints for sale, as well as T-shirts and other gift items. And even has something for the beer enthusiast who has everything. “Brewers can purchase Hager hops, as well as the hops we import from Germany,” said Allen, who was accompanied at the ribbon-cutting by Louis Hager, who operates the affiliated Hager Hops yard in Pierstown.

Soon, though, Allen hopes to announce a few additional New York beers to join the lineup. “Being with us will really help smaller brewers,” he said. “We’re right next to the Great Escape, and 40,000 cars a day go by. The smallest run is 10,000 cans, so while not appropriate for wedding favors or a family reunion, Allen sees it as a value-add for small breweries who want to offer a small-batch, specialty beer. “We’ll be adding four, maybe six employees in that part of the business,” he said.

And with their “Here’s to the Heroes” event, as well as the Americade Motorcycle Rally this weekend, Allen is hoping to put his new tasting room to the test.

“We’re hoping we sell a lot of beer!” he said.

Beginning with a test at the May meeting of the Otsego County Board of Representatives, the board’s monthly proceedings are being videotaped and made available to the public via www.allotsego.com.

The county representatives had been discussing the idea for several months now. Their sensible concerns – for instance, would viewers suspect censorship if any part of the meeting inadvertently wasn’t recorded? – made it clear that it would be better all-around if an independent entity provided the service.

The three sister publications – our two newspapers, plus our website – seemed like the logical entities to pick up the challenge. Oneonta videographer Karen Sullins is making the recordings and posting them on YouTube on our behalf, with expressions of support from many of the representatives.

We’re new to this, and assume the concept will evolve. If we can come up with a cost-effective way to live-stream the proceedings in real time, we will do so.

Meanwhile, we welcome any feedback and advice that you, our readers, may have.

Melanie Motta, 92, Cooperstown; Italian Immigrant Was Seamstress COOPERSTOWN – Melanie A. Motta, 92, of Cooperstown, passed away peacefully on May 31, 2017, at Bassett Hospital.

Melanie was born on June 26, 1924, in Accorneri, a small village in Italy’s Piedmont Province, the daughter of Severino and Amalia Accornero.

She immigrated to the United States in 1951, following her marriage to Frank Motta, who predeceased her in 1986. Melanie and Frank originally moved

to Astoria, Queens and later purchased a home in Yonkers, following the birth of their two children.

During this time Melanie worked as a seamstress at local dress shops. She later established an independent business, working directly for a limited number of private clients.

She eagerly sought her United States citizenship and was able to learn English once her children began attending elementary school. Although she lacked

In 2003, Melanie relocated to Cooperstown, near her daughter, purchasing a home in Lakeland Shores.

She continued to work as an independent seamstress, and enjoyed meeting new friends and neighbors.

Melanie was passionate about her family, and drew great pleasure from cooking festive Italian meals for all family celebrations. Over

the years, many others had the opportunity to experience Melanie’s culinary talents as well, and for virtually all it proved to be an unforgettable experience.

Following the sale of her home, Melanie relocated to the Plains at Parish Homestead and later to Focus Otsego. She was always grateful for the attentive care she received from staff at these organizations, as well as those from At-Home Care Inc. and Bassett Medical Center.

Melanie is survived by her daughter, Doris Motta (Michael Stein) of Cooperstown; son, Anthony (Joy) of Croton-on-Hudson; grandchildren, Laura Stein, Lisa Motta (Frank Paternoster) of New York City, and Michael Motta. Just a few weeks before her passing, Melanie was thrilled to attend the wedding ceremony of her granddaughter, Lisa, which was specially scheduled at Focus Otsego to enable her attendance.

friends and neighbors in the Cooperstown area to attend a gathering at 1:30 p.m., Sunday, June 4, at the Motta-Stein home at 328 Chicken Farm Hill Road in Cooperstown.

A graveside service will be held at 1 p.m., Monday, June 5, in Mount Hope Cemetery, Jackson Avenue and Saw Mill River Road, Hastings-on-Hudson.

Kay Mabie, 82; Retired To County After Police Career In Florida COOPERSTOWN – Catherine (Kay) Mabie, who returned to Otsego County after a law-enforcement career in Florida, passed away on Friday, May 26, 2017, with family by her side at the Cooperstown home of her daughter, Judy Reynolds, where she had resided since October 2015.

She was born in Goshen, Orange County, on March 25, 1935, to Elsie and Forrest Rosencrans and attended school in Walden. While living in South Valley she worked as a secretary for SUNY Cobleskill and raised her family.

She then moved and resided for many years in Tavares, Fla., where she worked for the State of

Chase, 48, a tax assessor for three local towns, died Wednesday, May 24,2017 Born Jan. 23, 1969, in Cooperstown, Kathleen was the daughter of Donald W. Chase and Carol (Winnie) Butts. She graduated from Cooperstown High School, Class of 1987.

She was for many years the tax assessor for the Towns of Morris, New Lisbon and Milford.

Some of her favorite activities were spending time at the farm, hunting and fishing. She loved her abundant vegetable and flower gardens and her cook outs on Buck Road with “the Buck Road Boys.”

Kathleen was pre-deceased by her father Donald W. Chase and by her grandparents Lewis Winne and Emma and Ramon Chase.

Kathleen is survived by her daughter Katie Harrington and Kathleen’s soul mate Jefferey. She is also survived by her mother Carol (Tom) Butts; her siblings, sister Tricia (Mark) Rowley and brothers Michael (Sharon) Chase, and John (Laurie) Butts; her grandparents Robert J. and Helen Winne Mulligan; and by her aunts and uncles Jeanne Barney Natoli, Bob and Roz Winne and Kay and Bob Pierro.

In celebration of Kathleen’s life, the family would like you to join them 3 p.m.

In 1984, she joined the Vice Unit as a secretary, after many years was promoted to supervisor of the sheriff’s Civil Department. In 1995, she finally retired, but not for long, as she then worked for The Haven, a Rape Crisis Unit.

In 2012, she returned to the Otsego County area, where she was finally able to enjoy retirement and be with her family. One of her

favorite enjoyments was to sit out on the porch where she could see the beautiful mountains and watch the sunset.

Kay is survived by her daughters, Judy (Ed) Reynolds of Cooperstown, Gail Mabie of South Valley, Deborah (Dan) Kiesow of Roseboom; sons Mark (Suzanne) Mabie and Michael Mabie both of South Valley; grandchildren Michael (Marcie) Reynolds, Matthew Moore, Daniel Moore, Shane Mabie, Adrienne Mabie, Josh Mabie, Brittany

Mabie and Bethany ( Rich) Muraski; great-grandchildren Adelaide, Reynolds and Douglas Moore, and Lilly and Landon Muraski; sister Barbara (Walter) Roosa of New Paltz and many nieces and nephews.

Because of Kay’s wishes there will be no funeral service or calling hours. If anyone wishes, donations in her memory may be made to the American Cancer Society.
