The treasurer said, if Internet access is sufficient, he plans to stay involved in day-inday activities with his office as much as possible.

As was his predecessor Dan Crowell, Ruffles is in the Army Reserves. During his tenure in office, Crowell was also deployed for nine months of special-ops training in the South, and also served in Eastern Europe.

Ruffles is an Edmeston native and graduated from Edmeston Central School in 2003. He has an associates degree in Liberal Arts from Broome Community College, a bachelor’s in education from SUNY Oneonta and a master’s in Geoscience from Mississippi State University.

He was a teacher at Laurens Central School for five

years. Then, a licensed financial adviser, he was an agent for New York Life in Syracuse for three years.

Ruffles He had been the Key Bank manager in Cooperstown until 2016.

He and wife Amy have two children.

Before the deputy treasurer appointment last February, Crisman spent 11 years with NBT Bank. He is a 1996 graduate of Owen D. Young High School and a 2001 SUNY Cortland Grad.

The Horn of Africa consists of Djibouti, Somalia, Eritrea and Ethiopia. It is separated by the Gulf of Aden from Yemen, where a civil war is underway, and where the U.S. is intervening on behalf of Saudi Arabia.

Bush, who passed away Saturday, Dec. 1.

enna Bush Hager has been a special correspondent for NBC’s Today show since 2009. She has covered education, Haiti, two Olympics and a myriad of well-loved global icons. I had the opportunity and privilege to work with her on many of those stories.

But as Jenna has said time and again, for her, the most meaningful reports she has done for NBC News have been those on her family. In particular, stories of her beloved grandfather, for whom she now mourns along with our nation and the world.

As a producer, I had the opportunity to spend time with President Bush covering some special occasions – his 88th birthday, his 90th birthday and the release of his son’s book about his dad. But a visit to cover Jenna’s grandfather might easily be mistaken with that of a trip home to visit a friend’s family.

There was always a warm welcome from the Bushes and their team at Walker Point in Kennebunkport, Maine. “So nice to see you, welcome back” from Mrs. Bush, a big hug from the President’s long-time aide Jean Becker – who has faithfully worked for the Bush family for more than 30 years – and always a big hello from President Bush himself, who made sure to shake hands with each member of our crew.

Jenna sat down with her grandfather and he shared stories much like ones shared around the dinner table of every American. There was a lot of laughter.

He spoke of his second chance at life, having survived that day when his plane was shot down in World War II. He would always tear up talking about “that fine lass,” Barbara, his dear wife of more than 70 years. President Bush told us he kissed her good night each and every night. It was sometimes a challenge, he said, because Mrs. Bush would arrive with her little white dog that took up way too much room in the bed and had a nasty habit of nipping at President Bush when he got too close.

But the room always grew silent and thoughtful when he spoke of his time as President of the United States. In each conversation, he spoke with humility of the honor he felt to have served his country in the Oval Office.

York. This means our local governments have to do their work with less funding than other counties, sometimes much less.

I did not say “our taxes are very low” outside of this context as I was quoted as saying.

In fact, I know as most people do that New York State property taxes are among the highest in the country, and property taxes themselves are among the more regressive ways we can fund government in that they hit the poor hardest.

The difficult question for the county is how to do the most with least – how to treat county employees fairly, how to lay a foundation for a better future, and at the same time how to protect the hard working public from additional tax burdens.

I take very seriously my responsibility to do my part to put forward a county budget that invests in the future while protecting the public’s interest in minimizing the tax burden. It’s no easy thing and my guiding

principal has been “we can always do better.”

The Freeman’s Journal/ Hometown Oneonta can do better too, by not taking a casual approach to facts, reporting scrupulously on what actually happened, supporting your stories with research, and fact checking your quotations and sources.

Let’s strive for best practices both in local government and in local news.

Lieutenant (J.G.) Lester G. Bursey, U.S.N.R. of Cooperstown is now stationed at the U.S. Navy Pre-Flight School at Athens, Georgia where he aids in the military training of 2,400 aviation cadets in their rigorous pre-flight program. Lieutenant Bursey, who reported from the Naval Training School, Columbus, Ohio, was Director of Physical Education and head football, basketball and baseball coach at Cooperstown High School for 18 years before entering the Navy. He coached the U.S.A. basketball team in Havana, Cuba in 1939. He was graduated from Springfield, Massachusetts College in 1925.

Practical Philanthropy – The ladies are ever ready to minister to the comfort of misfortune whenever it affects any of the human family. The suggestion made in our Journal last Monday, of furnishing the inmates of the County Poor House with mental food to alleviate their truly pitiable condition, has at once called forth the active sympathies of the ladies of Cherry Valley as is evidenced by the following letter from a distinguished citizen of that place: “Dear Sir: The ladies of this Village, from consideration induced by your benevolent correspondent at Richfield Springs, and your own remarks in last Monday’s Journal, have from their family libraries selected a number of books and periodicals which they beg leave through you to present to the inmates of the County Poor House. The box which I send by the Stage this evening, contains more than 130 bound volumes, a quantity of Missionary Magazines, Graham’s Magazines, New Worlds, New York Observers, a great variety of religious and temperance tracts &c. &c. They will afford rational amusement and useful instruction, as they contain literary, historical, moral and religious, though not sectarian matter.”

The County Agricultural Society will hold its annual meeting at the Central Hotel, Tuesday next. At that time competitors in field crops, dressed meats, apples and pears, will exhibit samples – and, as there are about sixty premiums offered, it is hoped there will be considerable competition. There should be a general attendance of members of the Society on that occasion, when officers are to be elected for the ensuing year. Suggestions are occasionally made to

The Annual Meeting is the best time and place for bringing forward any such matters for discussion. We shall at this time allude to the importance of securing a suitable lot for holding the Fairs. The present lease has but a short time to run, and will not be renewed by the owner of a part of the Fair Grounds. Real Estate near the village can be bought at a less price now than a year hence.

We would suggest that the Society receive sealed proposals for a twenty-acre lot suitable to the purpose.

Edward S. Clark was elected President of the Otsego County Agricultural Society at the annual meeting yesterday afternoon. This announcement is good news for Cooperstown and is especially welcome to all friends of the County Fair. It is stated there will be a Fair next year. Mr. Clark’s interest in agriculture is well-known, and his friendship for the Agricultural Society has been demonstrated in many substantial ways during past years. When fire swept through the grandstand several years ago, Mr. Clark provided one of the best structures of the kind to take its place.

A new telecommunications system installed with funding from a federal grant will help Bassett Hospital to provide twenty-first-century-style health services before the end of next year. The grant for nearly half a million dollars from the Rural Electrification Administration will be used to establish a video and computer system that will link the hospital and its satellite clinics in the ten-county area.

Public Banks, ‘Greenbacks,’ Might Close Gap Between Rich And Poor

brought up the Green New Deal in my last column as the only political agenda I’ve seen which, whether we agree with it or not, at least tries to measure up to the magnitude of the two biggest problems we face: climate change and economic insecurity.

Let’s take a closer look.

The Green New Deal, supported by many progressive Democrats, calls for “real financial reform” to address both problems.

This includes some of the standard proposals we regularly hear, such as restoring the Glass-Steagall ADRIAN Act (separatKUZMINSKI ing commercial and investment banking), breaking up the big banks, ending bank bailouts, reducing debt burdens, regulating derivatives, and taxing bank bonuses.

These are serious proposals, and

would likely provide some relief, but they are partial measures subject to rollback and evasion.

The “real financial reform” the Green New Deal calls for goes further.

It promises radical change with two new proposals: One is to “democratize monetary policy to bring about public control of the money supply and credit creation,” and the other is to “support the formation of federal, state and municipal public-owned banks that function as non-profit utilities.”

First, some background.

Most people don’t realize that the government does not issue money; the private banking system does, by issuing loans at interest. The last time the government issued money in any quantity was during the Civil War, when so-called greenbacks were printed by the Treasury Department to pay for the war.

• As angels tread, beware of devils in the details.

Everyone is enthusiastic about renewables. At issue is: How soon can renewables do it all, serving a growing, thriving economy of offices, manufacturing, retail and transportation?

There are two warring camps – so far peacefully so – fully armed with rhetoric, different world views and conflicting strategies. Two recent cases in point underscore the divergence.

One, Otsego 2000 a couple of weeks ago filed suit in the D.C. Circuit Court of Appeals in Domin-

ion Transmission’s expansion of the New Market generating station in Herkimer County, 10 miles north of Cherry Valley.

The suit challenges a 3-2 FERC board decision to no longer take into account “upstream” and “downstream” GHG (greenhouse gas) emissions in any of its decisionmaking. (“Upstream” would be emissions caused by new gas wells and coal plants needed to supply the project; “downstream,” increased GHG usage in homes and factories at the other end.)

It should be a point of pride that a small local environmental group has the brains and clout to enter the national stage.

Still, you can see how FERC decision’s would streamline fossilfuel development; and how a ruling in Otsego 2000’s favor (six attorney general and the Sierra Club quickly filed amicus briefs) would slow fossil-fuel expansion to a crawl.

Two, Otsego Now, the county’s economic development organization, hired a Philadelphia consulting firm that finds sites for big distribution centers – like Walmart’s in Sharon Springs – ever-more-necessary so online retailers can deliver products to customers. Typically, such centers employ several hundred workers each. Nationally, Amazon alone employs substantially more than 100,000 people in their facilities.

When the consultants visited the 140-acre prospective distributioncenter site just off I-88 in Schenevus a couple of weeks ago, the first questions was, how much access is there to natural gas? None, Otsego Now President Jody Zakrevsky had to tell them.

The consultants liked the site, he said, but it wasn’t what the client had in mind for natural gas. However, they told Zakrevsky, as sites close to Interstates are filled, lack of natural gas may not always by an obstacle – perhaps a decade from now.

After the war, however, private banks fought hard to eliminate greenbacks, and finally succeeded. They did not want their near-monopoly over the issuance of money undermined by public control of the monetary system.

Today, well over a century later, it’s again become an issue.

Private banks create money by issuing loans to individuals and companies; their profit comes from charging interest and, if necessary, foreclosing on the assets of delinquent debtors.

That works for borrowers as long as they can make more profit on borrowed money than the interest that must be paid on it.

Since the 1970s, however, and especially since the 2008 crisis, return on investment has lagged behind borrowing, with government, corporate, and individual debt levels now higher than ever and harder to sustain.

When the 2008 financial crisis hit, the federal government and the Federal Reserve bailed out private banks and some corporations (like GM) to the tune of trillions of dollars in taxpayer held debt, mostly by purchasing their non-performing (worthless) assets.

That got large investors off the hook, while leaving individuals and small businesses in the dust – crushed by debt and foreclosed mortgages.

So the two camps are 1) all renewables, which is desirable but not achievable for decades, and 2) a renewable and fossil-fuel mix until the nation and world transitions to something else.

• The good news is that Otsego County is so small that even the most ambitious plans – to serve existing institutions (colleges, hospitals and some businesses), develop Oneonta’s D&H yards, Schenevus’ plus a couple of additional distribution centers, and the ability to react to opportunities as they arise – will have a less-thannegligible impact on a national and international energy challenge.

Blessedly, we’re simply too small.

That challenge requires a massive undertaking, a new Manhattan Project, if you will, to rethink renewables, nuclear and fossil fuels. There are novel ideas, such as scrubbing carbon from the atmosphere, an option some scientists are promoting, etc., etc.

It’s likely the solution to global

warming has not even been contemplated yet.

• Meanwhile, Otsego County does need a plan, and the chamber’s idea of “an energy center of excellence” resonates.

Meanwhile, the Otsego County Board of Representatives is seeking a plan, too. The initial working group, put together by county Rep. Meg Kennedy, R-Mount Vision, tilts heavily toward environmental groups, with representation from Otsego 2000, OCCA and the Land Trust.

The full task force is to be announced soon and that, Kennedy assures, will reflect broader perspectives. That’s key. The task force must contain open minds, or nothing will happen. No ideologues need apply.

Can we accomplish that? It remains to be seen, but with the Kennedy initiative and the chamber summit, it will become clear pretty early in the new year.

Paralleling what Holt said, Destination Marketing of Otsego County reported 58.5 percent occupancy last year among its membership, which includes most of the county’s major hotels. In August, that goes up to 86 percent; at the low ebb in January, 30.3 percent.

The Town of Hartwick Planning Board has set a public hearing on the project for 7 p.m. Tuesday, Jan. 8, at town hall.

While no one from Hilton was available to talk about it, the company unveiled a new 101-room, four-floor prototype for the next Hampton

Inn generation last May 1, the first update in a decade. Each floor will be 2,000-square-feet smaller than past Hamptons, easier to maintain.

The exterior on Route 28 just south of Dollar General will feature more exterior lighting, larger windows in the guest rooms and paint colors to both reflect modernity and help travelers relax.

The official Hampton Inns & Suites’ website describes the new design prototype as having 101 rooms and four floors in a compact space that is smaller and more efficient than earlier models.

The owners, Skyline Hospitality, affiliated with Erfan Khan’s Rainbow suite of local hotels, can choose from two different designs, christened “Confident” and “Casual.” Rooms will come in King, King Studie and Queen sizes.

By issuing its own currency, the government would not have to borrow in order to spend what is necessary. It could directly purchase goods and services (infrastructure, health care, free education, transition to renewables) by issuing “greenbacks,” whose value would be sustained by the public benefits they would bring.

The other leg of its financial reform – establishing non-profit, public banks – would provide credit to ordinary people at zero or nominal interest for vital, long-term personal investments: housing, education, or starting a small business.

Banks should be public utilities, in this view, not profit-making enterprises.

Imagine being able to borrow on decent collateral the resources you need to improve your life, without having to pay back a fortune in interest.

Sound too good to be true? Maybe, but without some similar rearrangement of our monetary system, advantage will continue to lay with the investor class, increasing the economic insecurity of everyone else.

Too many people will continue to be denied access to capital except on the onerous terms offered by the current financial system, leaving them heavily indebted if not bankrupt.

In addition to the videos found on his computer, Hobbie allegedly had a recording of a Snapchat session with a female minor. The girl has not been identified and Barnett declined to say whether the video was a live session with Hobbie or pre-recorded.

Hobbie is believed to have had a personal Snapchat account, though it is unknown whether he shared that with students.

The investigation is ongoing, but

at this time, it is not believed that any of Hobbie’s students were involved in the videos distributed. “There is no evidence this arrest and charge involves any children of Cooperstown Central School,� Supt. of Schools Bill Crankshaw said in a message distributed to parents on the day of the arrest.

In an interview Tuesday, Dec. 12, Crankshaw said that, as of press time, no students had come forward to make reports of inappropriate behavior from Hobbie during his tenure at the school. Asked about reports to the contrary, he said has no knowledge of Hobbie acting inappropriately on school grounds or with students.

On Sunday, Dec 9, Crankshaw met with the school’s “Crisis Team� to put together a unified and “developmentally appropriate� response to the students. “It’s been tough,� he said. “But I’m happy to see we have a committed staff.�

Counseling was made available to

students, many of whom have already taken advantage of the service. “In light of things like this, we need to let kids know who they can go to,� said Crankshaw.

On Wednesday, Dec. 12, Beth Coombe, who heads the U.S. Attorney’s Office Criminal Division in Albany, Denise Oliver of the Child Advocacy Center and Wendy Fickal, of the National Center for Missing and Exploited Children, will be on hand to answer questions during a meeting with parents and community members at the school. “Our goal is to turn this from something terrible into something constructive,� said Crankshaw. “It will help make us better on how we respond to kids, and education through prevention.�

Following his arrest, Hobbie appeared before U.S. Magistrate Judge ThÊrèse Wiley Dancks. She ordered him detained pending a hearing, which had been scheduled for 1 p.m.

Vacancy Slows Ethics Push Usage, Religion Guide Women’s View On Marijuana

MULLER/From A1 R-Cooperstown/Town of Middlefield. He announced the news at the county board’s December meeting on the 5th. “We may have to go into a holding pattern until a third member is appointed,� said Brett Holleran, Oneonta town board member and third member of the board Muller chaired.

The next scheduled meeting is Jan. 14.

A county Ethics Board was created by a county board in the early 1990s, but no one was ever appointed to fill the three seats. Following concerns in 2017 about nepotism in the county Sheriff’s Department and elsewhere, Bliss championed its revival in the months before he was elevated to board chair last January.

Because of the requirements for members – only two can be from the same party; one must be an elected or appointed official, and people must be ruled out because of conflicts or service in other local government – he said it’s been a challenge to firm up membership.

Jack Henson, county Veteran Affairs director, agreed to be the appointed official and to chair the revived board, but then decided to retire. At the end of 2017, Holleran was then appointed as the official, with Muller appointed at the same time. They joined Michelle Catan, who runs the state’s small-business office at the Otsego County Chamber.

So far there’s only been piece of business: an appeal from Maria Ajello, who lost her Town of Richfield home in the 2014 county tax auction even though she tried to pay her back taxes on the day of the sale.

Lacking procedures, no action has been taken on it.

However, the three appointees have been meeting monthly with County Attorney Ellen Coccoma at Otsego Chamber offices at 189 Main St., Oneonta, to define duties and build procedures from the ground up. “There’s a lot of catching up to do,� said Bliss.

In an interview, Holleran said Otsego County is not unique: He’s learned many Upstate counties have established ethics boards, only to see them founder in the complexities of setting them up. Thus, Otsego’s board lacks good examples to follow. “We’re coming up with standard operating procedures for ethics complaints, standard operating procedures on how to handle complaints, standard operating procedures on paperwork,� he said.

The first function of an ethics board is to review financial statements county elected and

appointed officials are required to file annually so that conflicts of interest can be identified, Holleran continues. Second is how to handle complaints, at a hearing or otherwise. Third is to offer advisory opinions when they are requested. “Everything has to be according to state law and county regulation,� said Holleran, who also owns and operates Deer Haven Campground & Cabins near Cooperstown All-Star Village at Oneonta’s West End. The challenge of appointing Ethics Board members is to “make sure people don’t have an agenda,� said Bliss, not just the individuals but their spouses and members of their immediate families. None of them may be involved in, not just the county, but a town or school governments.

With all three of the current members are from Oneonta, Bliss said he would like more geographic diversity, but there’s just a shortage of candidates.

In announcing Muller’s resignation, effective at year’s end, he asked his county board colleague’s to recommend prospects. As of Tuesday the 11th, when he was interviewed, none have come forward.

That unusual reversal prompted research, and what Elder and Greene found surprised them. “We expected parenthood to be the main reason for women’s more conservative views on marijuana,� said Elder, who has written extensively on how parenthood affects political views.

Mothers tend to be liberal because they want government policies and funding to support and protect children – in education, the environment and childcare, for instance, Elder said. She reasoned mothers

might oppose recreational marijuana legalization because of the impact it might have on their children.

But religion, it turns out, was the main factor: the frequency of one’s religious practices and strengths of one’s beliefs.

The researchers discovered that by delving into a 2013 Pew Charitable Trust nationwide survey of 1,500 people, half men, half women. It “was unusually indepth because it posed multiple questions on marijuana policy instead of just asking whether you favored or opposed legalization,� Elder says.

She and Greene created a “support for marijuana scale� and assigned scores of 0 to 100 to men and women based on their responses to six of the questions asked in the survey.

While they found majorities of men and women supported marijuana legalization (67 and 61 percent, respectively), they had

or Casey Thomas, getting into the role of Scrooge was a little easier than he thought.

“I have co-workers who have been playing a lot of Christmas music,” he joked. “I’m starting to get sick of it, so it’s not that hard to get into that Scrooge mood!”

Thomas is set to play the miser-most-famous in Orpheus Theatre’s “A Christmas Carol: The Musical,” with music by “Beauty and the Beast” and “Little Shop of Horrors” composer Alan Menkin, Friday-Sunday Dec. 14-16.

The original production ran annually at the Paramount Theater in Madison Square Garden in 1994-2003. “My church choir used to do the song ‘God Bless Us Every

One’,” he said. “But I never knew it was from this production.”

But he’s not the only Scrooge in Otsego County.

Thomas enjoys getting to sing as Scrooge. “I really enjoy his first song, ‘Nothing to do With Me’,” he said. “He’s trying to get home, and he keeps getting accosted by people trying to spread Christmas cheer and he just wants to be left alone. It’s fun to be a grump.”

But what makes the song special for Thomas is that the same melody is repeated later in the show. “But this time,” Thomas said. “He’s much more cheerful, and he sings how it has everything to do with him. It’s a nice moment of change for him.”

With both their shows mounting the same weekend, Henrici had some advice for the young Scrooge. “You have to be present with the character,” he said. “Tell the story. The people are there, they’re invested.”

Once complete, hers will be the first Native reconstruction of the Kennewick Man in existence.

Discovered in 1996 in Kennewick, Wash., the Kennewick Man has been the source of much controversy over the years. The first reconstruction was “Caucasiod.” It “made him look like Patrick Stewart,” Morin said.

Under an independent study with Dr. Tracy Betsinger, she applied for $1,500 in a Campus Creative Activity grant for materials, including a replica of the Kennewick Man’s skull from Bone Clones Inc. of Chatsworth, Calif. “The skull was a third of the cost of my materials!” she said.

She started by sculpting his facial structure on the skull – complete with markers for muscle depth – in clay. “I studied old and modern photos of Native Americans and tried to keep those characteristics,” she said. “The hooded eyes, the cleft in the chin, the tissue depth. We have no way of knowing what he looked like, so this is a way of illustrating that link.”

There is a small indentation on the Kennewick Man’s skull, perhaps where he was hit in the head, possibly by his own weapon. Morin incorporated that into her cast.

A resin mold was made over top of the sculpture, and once the mold was cured, the clay and the skull were removed, then the mold was filled with silicone to create the final cast.

She is now airbrushing him and hand-applying human hair, as well as eyes that she sculpted herself.

Morin has a background in drawing and computer artwork, but not in sculpting, and learned how to proceed by watching Youtube tutorials. “It’s the same technique as a lot of people use for film props,” she said.

And though she hasn’t quite finished, she is already drawing praise for her work.

“When she finishes, we want to find a proper venue for her to publish in,” said Betsinger. “She’s really exceeded everyone’s expectations. It’s nice to see that there is one that’s more accurate to what he actually looked like.”

The professor also plans to display the reconstruction in the display case outside the college’s Anthropology Department.

And Morin is already planning a second reconstruction, this one of a subject believed to be from an Oneida tribe, loaned from a local museum.

“David Kenny” – in instructional support – “runs the 3D scanner on campus, so we brought the skull in and he made me a 3D printed replica,” she said. “My plan is to make a reconstruction and to gift it to the Oneida Nation.”

The original skeleton was repatriated to the Oneida Nation in August.

“There are only a handful of people who do these hyperrealistic reconstructions,” she said. “And there’s a high demand.”

Terance Pugliese, 73; Lifelong Cooperstownian; Vietnam Veteran

COOPERSTOWN – Lifelong Cooperstownian Terance James Roy Pugliese passed away suddenly Monday evening, Dec. 3, 2018.

To newcomers, he was known as Terry, to friends he was The ACE, T.P., The Mayor, or Ambrose, and to his daughters, he was their Popsicle but whatever you knew him as, chances are, if you spent any time in Cooperstown, you knew him.

With a booming voice, joyous laughter and mischievous grin, Terry had a gift for making everyone feel accepted and valued. A charismatic people person who never met a stranger,

Terry was surrogate brother and father to all. He would listen to your troubles, make you laugh and forget your problems.

Born on Oct. 3, 1945, in Hitchen, England, Terry was the eldest of Cooperstown native son Vito Pugliese and British national Daphne Pugliese (nee Worsdale) of Stevenage, England. Vito and Daphne went on to have four more children Jane, Linda, Lennie and Stephen “Stevie.”

In 1955, the family moved to the Pratt Hotel.

was the place where everyone congregated and where enduring friendships were forged.

Among his proudest accomplishments was serving in the Marine Corps. On a dare and to prove to his ol’ man that he had what it takes, Terry enlisted.

His training was at Camp Lejeune in North Carolina in early 1966, and soon thereafter he was deployed to Vietnam.

Against all odds and with determination, he survived despite being in some of the toughest engagements of the war, including the Hill Fights of April and the Attack on Con Thien in May 1967, and was honorably discharged with a commendation after completing his tour of duty in 1968.

Later that year, during a chance encounter in the ER, he met and steadfastly pursued his Terance future wife, Pugliese Jeanne Santoro.

Jeanne finally relented and they were married within the year. He welcomed his first daughter, Ginamarie, on Aug. 10, 1969, and his second daughter, Kristina, on Nov. 27, 1973. On Nov. 9, 2018, Jeanne and Terry celebrated their 50th wedding anniversary.

There really were only two seasons for Terry, hunting season and golf season. Besides his wife and

daughters, these were the two things that brought him the most pleasure and he passionately enjoyed them.

Many will remember Terry’s battle with the first bunker on the 6th hole, his stunning poker and blackjack winnings and famous game dinners with his culinary wonders of pheasant, rabbit, venison and (hot) peppers.

Terry lived an unassumingly generous and courageous life, and everyone he knew is better for having known him.

He is survived by his wife Jeanne; his daughters and their husbands, Taylor C. Wells and Yves Boudreault; his grandchildren, Winstone Sellin, Rowland Wells, and Morgane Léon, three greatgrandchildren, as well as his four siblings, their spouses,

George Shaw and Ed Olsen; and many beloved cousins, nieces and nephews.

Calling hours will be 5 to 7 p.m. Friday, Dec. 14, at the Tillapaugh Funeral Home, Cooperstown.

James E. Jackson, 93, WWII Vet, Retired Trooper COOPERSTOWN – James Elwood Jackson, a retired state trooper and World War II veteran, passed away Saturday night, Dec. 8, 2018, at Cooperstown Center for Rehabilitation & Nursing.

He was 93.

Born Feb. 15, 1925, in Endicott, he was the only child of Raymon James Jackson and Elizabeth J. Cass Jackson. Immediately after graduating from Owego Free Academy, James enlisted in the Navy and proudly served his country during World War II, first aboard a merchant marine vessel and then on a battleship.

Upon receiving his honorable discharge, James returned home and entered the field of law enforcement.

He first served with the Owego Police Department, and then in 1956 he entered

the State Police Academy.

He went on to serve as a state trooper with Troop C in Richfield Springs until his retirement. After living in Toddsville, he moved to Apalachin, where he made his home until his recent illness.

For many years, James was a member of the Sgt. Walter P. Eggleston Veterans of Foreign Wars Post No. 7128 in Cooperstown and served as commander in 1969-70. Through the years he was also active in the Masonic Fraternity.

Raised on April 19, 1950, in Friendship Lodge No. 153, Free & Accepted Masons in Owego, he affiliated in 1965 with Otsego Lodge No. 138, F. & A.M. in Cooperstown, and served that lodge as Worshipful Master in 1972.

He will be greatly missed by his family, which includes a daughter, Sherry

L. Bass and husband, Christopher, of Christian Hill, Cooperstown; two sons, Raymon J. Jackson of Apalachin and Mark Jackson and Karla Harding of Speedsville; two grandchildren, Jillian Elizabeth Bass and Adam Jackson; four great-grandchildren, Michael Samuel Bass, Aiden James Field, Gabriel Franklin Field and Jace Eric Field; and his former wife, Phyllis Higgins Estes and husband, Steven of Oneonta.

He was predeceased by his father, Raymon James Jackson (September 1931); his mother, Elizabeth J. Talbot (March 13, 1974); his stepfather, Donald R. Talbot (Jan. 25, 1976); a 6-year-old son, Michael John Jackson (April 25, 1966); and a granddaughter, Jessica Kendra Bass (July 10, 2002).

Trooper Honor Guard, Military Honors will be accorded next Spring on James Saturday, Jackson May 18, 2019, when James will be laid to rest with his mother in the Fly Creek Valley Cemetery.

Jan Kerr, 83; CCS Mainstay, Volunteer Across Community COOPERSTOWN – Jan Ann Kerr, 83, a CCS teacher who chaperoned 21 student trips and was a frequent volunteer in the community, lost her determined and courageous battle with multiple myeloma just after midnight, Dec. 8, holding hands with her children.

Jan was born in Ayer, Mass., to David and Alice Sargent, who predeceased her in 1994 and 1995, respectively.

She loved life on her family farm in Groton, Mass., and graduated valedictorian of her 1953 high school class. College led her to UMass, where she graduated in 1957. She earned her

master’s degree from SUNY Oneonta.

She began her teaching career in Rockland County at the age of 21. She started teaching in Cooperstown in 1971, and held many positions while at CCS, from junior class adviser to teacher union president.

She chaperoned 21 senior trips.

Retiring in 1999, she quickly adjusted to life as a volunteer, member of many committees, and most importantly – Grammy. She was fondly known as “Super G” and the “Graminator.”

She queued up at the Sports Center by 3 a.m. for many

years to sign her “grands” up for summer camps.

In retirement, Jan became an accomplished bowler and, with her sister, Joyce, won the No Tap tournament four years in a row. She enjoyed water skiing, riding her bike.

She is survived by her four children, Kathleen Evans (Dan), Wendy Kerr, Beth Kerr (Val), and William Kerr; her beloved grandchildren, Ryan, Jay, Grant and Alisa Davine, Jack, Putnam and Lila Kerr, Jaimeson Reed-Kerr, Sam (Mai), Nelson and Max (Bridgette) Moody, Scott and Kathryn Evans; three great-grand-

children; and siblings Joyce Jones, Jean Norton (Lee), Dave Sargent (Jan); and many nieces and nephews.

A celebration of Jan’s life will be at 11 a.m. Dec. 27 at Cooperstown United Methodist Church, with the Rev. Sundar Samuel officiating.

Reception immediately to follow at the Upstate Bar & Grill.

Elwyn K. Sheldon, 77; Retired Union Contractor RICHFIELD SPRINGS – Elwyn K. “Skip” Sheldon, 77, of Division Street, a union contractor and welldriller, passed away peacefully on Monday Dec. 10, 2018 in his home.

Elwyn was born Feb. 11, 1941 in Herkimer, a son to the late Elwyn A. and Thelma Griffiths Sheldon.

Besides his wife Barbara, surviving him are three sons; Donald Sheldon and his wife Susan of VanHornesville, Mel Sheldon and his

wife Vanessa of Warren, Robert Sheldon and his wife Brenda of Jacksonville, Fla., three daughters; Gwen Sheldon of Toddsville, Michelle Sheldon and her husband Wayne of Warren, Dawn Burke and her husband Jon of West Winfield, three sisters; E. Kay Moyer and her husband Robert of VanHornesville, E. Kathy Steere and her husband Karl of Fly Creek, Jaye Sheldon and her wife Rachael of Florida, 10 grandchildren,

13 great-grandchildren, several nieces, nephews and cousins.
