Despite Village Atty.’s Warning, Trustees Vote To Fly Pride Flag

LOCALS Hanzolo Wins Battle Of Bands, Spot At Albany’s PearlPalooza Hanzolo, the popular Cooperstown band, won WEQX’s Battle of the Bands at the Skyloft in Albany. The win gets them a spot at PearlPalooza, downtown Albany’s free music festival Sept. 14; they’ll perform at 1 p.m.

The local band consists of Carl Loewenguth, vocals, guitar; Nick Summers, trumpet, keys; Jack Loewenguth, bass; Sebastian Green, drums; Nate Olmstead, aux percussion, drums; Joey Katz, sax, keys, and James Matson, trombone.

he Cuomo Administration’s plans to replace New York State license plates is an “unnecessary money grab,� County Clerk Kathy Sinnott Gardner declared in a public statement.

The new license plates will cost all New York drivers $25. If you want to keep your current plate, you will have to pay $45. “In other words,â€? Sinnott Gardner said, “if you want to keep your plate number, you will pay a total of $45 ‌ This fee is absolutely unnecessary – they are making New York State drivers pay for their bad business deal with their vendors.â€?

There is a problem with New York license plates: The paint on the blue and gold license plates bubbles up, peels and becomes illegible, she said. Since it was a problem of production, not the customer, the state Department of Motor Vehicles has been replacing them free of charge.

On Aug. 19, however,

When Stars & Stripes Works, Rainbow Won’t Be Necessary To the Editor: A letter to the editor and a column in last week’s newspaper on the display of the Rainbow flag lacks perspective – to the point of blindness – particularly where the Rainbow flag is conflated with the Confederate flag.

The six stripes – red, orange, yellow, green, blue and violet – of the 1978 Rainbow flag is a worldwide emblem representing an ongoing struggle for equal rights under the law for LGBTQ people.

Questions Are Neutral. Answers, Not So Much

A

sking questions: It’s a method of teaching that goes back to earlier than 399 B.C. and Socrates, the seminal thinker who laid the foundation for much subsequent Western thought.

Hence, the Socratic Method.

The idea is that a question, in itself, is neutral; at worst – or best? – a provocation to think. It’s the resulting answers to the question that aren’t neutral. The hope is that, tested by argumentation, open debate will lead to the best consensus.

So it’s with some surprise that the AllOTSEGO.com Poll, begun in February with the question, “Do you want marijuana stores operating in Otsego County?” has become controversial.

There’s a Facebook component for

further debate.

Sure, some of the questions deal with edgy topics, but we’re living in an edgy time: • Does the massacre of 50 people at a mosque in New Zealand require more regulation JIM KEVLIN of the internet?

Cattle Show and Fair – The Bye-Laws of the Otsego County Agricultural Society declare that “there shall be an Annual Cattle Show and Fair at Cooperstown, on the first Tuesday of October, to continue that and the succeeding day.” It is important that candidates for premiums should be made acquainted with the conditions upon which they will be entitled to the rewards of the Society. To effect this object, permit me to state, that the “Act to improve the Agriculture of this State, passed April 7, 1819, requires “that each person, to whom any premium shall be awarded for any Agricultural product, before the receipt thereof, make an accurate description of the process used in cultivation, the soil and in raising the crop, or of feeding the animal, as may be, and shall in all cases describe the nature of the soil, the kind and quantity of the manure, the state thereof, and the time of year in which applied, and deliver the same to the President of the Society.” No person can receive a premium at the hands of the Society without conforming to the letter and spirit of this law.

Local – A Fancy-Dress Masquerade Party, held at the house of one of our citizens is numbered with the several pleasant social affairs which have come off in Cooperstown during the present season.

The costumes were quite varied and presented an amusing study – most of them the product of skillful hands at home – others ordered from abroad. Sharp eyes failed to detect many of the disguised ones until the time for unmasking came, and the merry dance commenced. Cooperstown, we are assured by old residents, was always noted for the clever manner in which such things were carried out in this village. Some of the “young old folks” brought into service articles of apparel that were in fashion and use in the preceding century.

On Monday last 190 “Hop girls,” mostly Germans, came over the Cooperstown railroad from Albany.

Effects of perpetual day upon the mind, feelings and avocations of men is described thus in the narrative of Buchan’s Expedition to the North Pole: “Nothing made so deep an impression on our senses as the change from alternative day and night, to which we had been habituated from our infancy, to the continued daylight to which we were subjected as soon as we crossed the arctic circle. Where the ground is but little trodden even trifles are interesting. The novelty, it must be admitted, was very agreeable, and the advantage of constant daylight, in an unexplored and naturally boisterous sea, was too great to allow us to wish for a return of the alternations above alluded to. But the reluctance we felt to leave the deck, when the sun was shining bright upon our sails, and retire to our cabins to sleep, deprived us of many hours of necessary rest. And, when

To many persons, it will no doubt appear that constant daylight must be a valuable acquisition in every country. I think the reverse is really the case. Local – This year, among the hundreds of hop pickers who were in town on Sunday, the absence of intoxicated persons was noticeable – due partly to the closed bars and more to the fact that a good class of people are doing the work in the hop yards.

Among the oldest and well preserved buildings in the Village is that of the old Masonic Hall, corner of Lake and Pioneer Streets, the frame of which was raised June 25, 1797.

Thirty-five hundred people attended the fifth and last of the 1944 Cooperstown Victory Sings on the Otesaga Hotel grounds Sunday afternoon and listened to an address

by Quentin Reynolds, radio’s star war commentator in his most moving vein, and lifted their voices in a great and harmonious chorus under the direction of Dr. Elmer A. Tidmarsh. Reynolds spoke of Russia, which

he has visited twice, and found it confusing.

“No one knows much about Russia,” he declared, “not even the Russians themselves.” He said it is a “strange and paradoxical country.” Reynolds declared that the “spirit of the Russian is a spirit that the rest of us haven’t got. They feel that they are fighting beasts and will accomplish feats that seem impossible to other nations. After the war, I feel that Russia will be a friendly neighbor and a great customer of the United States for at least 25 years while she is rebuilding her cities.”

An informal opening ceremony will be held at Cooperstown’s new sewage treatment plant south of the village Friday afternoon. Several state and county officials have been invited, along with members of the village government. The new plant was placed in operation last November. Among the guests will be Board of Education President Dr. M.M. Jasremski, Dr. William H. Hermann, administrator of Bassett Hospital, Frederick L. Rath, Jr., Chairman of the Village Planning Commission and Robert C. Smullins, president of the Cooperstown Chamber of Commerce.

It is only a trickle right now, but some worry that the exodus of downtown Cooperstown businesses may become a stream, carrying away much of the village service providers residents desire.

Cooperstown Optical moved its Pioneer Street office to the former New York State Electric and Gas customer service center just south of the village on Route 28. Also, the Leatherstocking Education on Alcohol/Addiction Foundation (LEAF) is set to move to the Hyde Park office complex.

“It could be a potential tide,” said village Trustee Giles Russell, who also serves as Chair of the Village Planning Commission.

re we staring at a recession?

You have surely seen or heard reports, opinion and speculation to that effect. Gloom has been a mini-rage lately.

A few questions are in order.

Are economists able to accurately predict recessions? No. If their accuracy percentages were batting averages you would bench them.

Why is the subject of recessions in the air so much lately? The Left salivates at the hint of a recession. Because a recession would inspire voters to kick Trump from office. Thus, critics fill our air waves and opinion columns with gloom and doom. Entertainer Bill

Maher openly dreams of one. NY Times columnist Paul Krugman reckons “Trump Boom to Trump TOM Gloom.” He MORGAN is anxious to scuttle praise for Trump’s economy. Because he predicted horrible endless worldwide calamity right after Trump’s election. Good economic news embarrasses him.

At the current Hartwick Seminary operation, Carr was pleasantly surprised: Haynes and her staff and volunteers “were just hungry for knowledge, excited about change, willing to do the hard thing of living in change; there’s nothing more human than being uncomfortable with change.”

• All this is part of a piece – to make the resulting shelter at Index as good as it can be.

The “Shelter Us” goal has risen from $2 million to $3 million as aspirations rose from good to better to best during efforts to date.

“We’re here to do it once and to do it right,” is how Haynes put it during Saturday’s groundbreaking.

In an interview, Dillingham was determined to reach the $3 million – and given building decisions that need to be made, to reach it by Christmas. What a great end date that would be.

Let’s do it, of course, for the sake of the dogs, cats and others the new shelter will serve. But let’s do it with the assurance the outcome will be as good as it can be – a credit to Otsego County – and our support will only make it better.

Probably. Before you make your prediction, here are a few items to consider.

First, recessions are normal and natural. They are like colds and flu. The longer we go without one, the more likely we are to suffer one. We have gone 10 years without one. That is a record. But our recovery from the last one is one of the weakest ever. Some economists argue that this shows our economy has a lot more room for further expansion.

Next, we can identify two primary causes of recessions over the last eight decades. One is that the Federal Reserve tightened the

money supply aggressively. The other is that we had imbalances, bubbles. Such as the big housing bubble before the last recession.

Well, we do not have either cause at the moment. The Fed is loosening, not tightening. And we have no bubbles in sight. (And they are easy to sight.)

Also, we usually have certain conditions BEFORE recessions.

We typically have a surging economy. And rising interest rates. And predictions galore that stocks and corporate profits will rise a lot.

Well, we do not have these conditions. Instead, the economy is growing steadily. It is not surging.

Interest rates are not rising. And

we don’t see a lot of predictions for rocketing stock prices and corporate profits.

In recessions, consumers slow their spending. We are seeing the opposite. According to the government. Most big box retailers tell us their sales and profits are climbing. Walmart is so huge that its figures probably give us a better look at consumer spending than the government’s. And Walmart is pretty happy these days.

It makes sense that consumers spend more these days. And express higher confidence in the economy. After all, we have full employment. We have more job Please See MORGAN, A6

No one can say it hasn’t.

Zagata and Kuzminski have enriched our opinion pages, generated fresh thinking, and prompted a steady stream of letters to the editor. (Incidentally, both men are PhDs.) Particularly given that www.

AllOTSEGO.com has developed into Otsego County’s Daily Newspaper/ONLINE, with world and national news, comics, Dear Abby and a crossword – as well the most, and most timely, local news – more muscular opinion seemed like a logical addition.

But from early on, some local leaders have complained the questions in themselves – not the ensuing debate – were “divisive.” In particular, but not exclusively, the county Democratic chair Aimee Swan and county Rep. Andrew Stammel, D-Town of Oneonta, have struck this note repeatedly.

With Democratic control in Albany, that party has ownership of many of the controversial laws coming out of this year’s session, “Green Light” legislation and marijuana legalization among them. It’s the downside of success: Embrace it!

President Trump and his prospective impeachment – for now, in abeyance, it seems – has divided the country and the county as well. Does asking about it split opinions beyond what they already are?

More problematic to me is the use of expletives and profanity, which we – me and Managing Editor Libby Cudmore, mostly – remove as soon as we become aware of them. Disagreement’s OK, but let’s be polite about it.

• Coming up with questions that speak to whatever the issue of the day happens to be isn’t as easy as it may seem.

For instance, take the latest hotpotato: Are Democrats trying to provoke a recession to sink President Trump’s reelection prospects?

We didn’t just make it up.

That issue was hotly debated the other morning on C-Span Radio; you may have heard it during the Oneonta-Cooperstown/ Cooperstown-Oneonta commute.

Plus, Bill Maher called for such on his “Real Time” show and, when

challenged, doubled down.

Still, the cries arose again.

Stammel called the question “ridiculous and divisive.” Chad McEvoy, who ran for Assembly last year against Brian Miller, R-New Hartford, called it “dumb” and “basically irresponsible.”

But those who went beyond that had some interesting things to say. Theresa Gorman: “If we go into a recession, the buck stops with the leadership. Always has, always will.” Janet Rigby posted an Axios headline: “Stocks plunge after Trump’s trade tweets.” And Mike McWherter: “At least he has the guts to challenge a country that sells us junk and laughs at us while doing it.”

This is news we can use – opinions, rather – to help us come to our own conclusions.

The poll is going to continue. I don’t say this defiantly. I think it’s an important forum – and opportunity – for local discussion.

I’m not saying we always get it right. If you don’t like the questions, suggest one yourself.

Does It Seem Like Much Of A Recession?

MORGAN/From A5 openings than we have unemployed workers. And wages are rising.

Here is a canary in the coal mine for the economy. Weekly unemployment claims. Well, these claims are NOT up. The canary chirps.

Here is a common indicator of good figures ahead: How much businesses are investing in new plant and equipment. That figure is down. But only slightly.

Another canary in the mine is the trend in home-building and buying. Well, building is down.

Buying of existing homes is up.

But won’t Trump’s big trade war with China push us into a recession? Maybe, in time. And if we and they open new fronts.

But we have not yet imposed many of the tariffs. And we have deferred many others. As for China’s tariffs against our products, they are huge, yes.

But the impact on our entire economy is minimal.

Britain’s and Germany’s economies are slowing. And the overall EU economy is not much to write home about.

Won’t these slowdowns pull us into recession? Our economy has often moved in the opposite direction of theirs.

Two further items to consider.

One is that we might well have suffered a recession by now without our big tax cuts. And without the slashing of regulations. There is a strong argument that they breathed life into our weak recovery from the last recession.

A final item is perception. In the recent past, we had media and political bullhorns convince a majority of Americans that we were in recessions. At times when we were anything but. Given the anti-Trump and left-wing bias of our mainstream media, this is likely the goal of much of our media machine today. In other words, you will probably hear a lot more gloom and doom from them.

The difference this time is that Trump wields a bigger bullhorn than the Bushes did.

Jean Jensen Field, 89; Ran Hartwick Farm With Husband Fred HARTWICK – Jean Elizabeth Jensen Field, 89, who with husband Fred ran a farm in Pleasant Valley, died at home Aug. 22, 2019.

Six children survive.

Born Oct. 4, 1930 in Merrickville, she was the middle child of Harold and Elizabeth Jensen of Otego.

Raised in the Seventh Day Adventist faith, she graduated from South Lancaster Academy, South Lancaster, Mass.

At age 21, she married Fred S. Field of Hartwick at the Baptist Church

parsonage. She always said she should have known what she was in for when Fred didn’t have the $5 to pay the minister!

Farming the Pleasant Valley farm with Fred was not easy, but she held it all together with her faith in the Lord. She worked hard raising six children, milking the cows twice daily, feeding the hired help, caring for her mother-in-law Ellen, and dealing with her dreaded bookkeeping for two farms and rentals.

garden was planted to eat from and the excess was canned for winter. Her homemade bread, hot from the oven, was devoured before it cooled. She was great at cooking from what was on hand and stretching it to feed a multitude with ease. She had a solution for whatever repair was needed, be it rental properties or children’s injuries.

Later years, after the Pleasant Valley farm was sold, she enjoyed “retirement,” helping babysit her grandchildren and teaching Sabbath school. She looked

forward to summer and attending the Hunter Mountain Country Music Festival with friends.

Jean was Jean Jensen predeceased by her husband, Fred, in 2007.

She is survived by her six children, Elizabeth E. Partlow of Cooperstown, Mary-Jean Palmer of Vero Beach, Fla., Frederick D. Field (Amy) of Hartwick,

Claire F. Satriano (Bob) of Cooperstown, Amy A. Schrom (Ed) of Schenectady and Grace Lobdell of Cooperstown; 11 grandchildren, and four great-grandchildren; her sister, Milly Edmister of Tampa, Fla.; cousins, nieces and nephews.

She was predeceased by her mother, Elizabeth Elder Jensen, in 1960; father, Harold Jensen in 1969; siblings William Jensen in 1988, Beatrice Smith in 2002, Mary Edmister in 2008, Arnold Jensen in 2005; and son-in-law, Bob

Palmer in 1992.

Her beautiful smile and laugh will be missed by all who knew her. Jean’s faith and hard work will live on as an inspiration to her children and grandchildren.

A celebration of life was held Sunday, Aug. 25, at the Hartwick Cemetery family plot.

Memorial donations may be made to the Hartwick Emergency Squad, Hartwick NY, or the Alzheimer’s Association.

Darryl L. Dye, 80; Schwan’s Top Salesman In Nation EDMESTON – Darryl L. Dye, 80, who was top salesman in the nation a number of times during his 27 years with Schwan’s Home Delivery, passed away Thursday, Aug. 22.

He was born on June 26, 1939, in Edmeston, son of the late Roger L. and Mable V. Rose Dye. A lifetime resident of the area, Darryl graduated from Edmeston Central School.

In addition to Schwan’s, where he worked from 1979 to 2014, he was a dairy farmer in the Edmeston area from 1965 to 1988. He also worked with Milt Davis, performing artificial insemination; Kraft Foods, and was a self-employed

house painter.

Darryl was a true family man who loved life. He enjoyed watching Greg’s motocross, camping with family, and Sunday night poker games at Colleen’s house. He looked forward to watching his grandchildren’s sporting events, as well as basketball or the Little League World Series on TV. An avid outdoorsman, he loved hunting.

He will be remembered as “Sparky” for his love of Paladin Black Cherry tobacco that he smoked in his pipe, leaving the scent and embers wherever he went. He will also be remembered for his “sparky grin,” and for reading his

Bible daily.

He is survived by his loving wife of 54 years Sandra Dickenson Dye of Edmeston, Darryl who he Dye married on May 19, 1965, daughters Breon (Eddie) Gonzalez of San Diego, CA, Colette (Heath) Dunham of Edmeston, Colleen Laymon (John Brunschmid) of New Berlin, Sons Greg Dye (Shannon Whitt Sylstra) of Norwich, and Duane Dye (Jena Lawson) of Bridgewater, 13 grand children, 15 great grandchil-

dren, a brother Roger Dye, sisters Rosalee Cadwell and Cheryl (Lauren) Maxson, numerous nieces and nephews, and his dog K.C. In addition to his parents, he was predeceased by sisters Ardath, and Marjorie, and a brother Danny.

A funeral was at 11 a.m.

Wednesday, Aug. 28, at the Second Baptist Church, North Street, Edmeston, with Andy Johnson officiating.

Barbara Ann Emhof, 71; Raised In Edmeston, Worked At NYCM EDMESTON – Barbara Ann Bessenbacher Emhof, 71, who was raised in Edmeston and worked for NYCM Insurance, passed away on Aug. 23, 2019, in Anderson, S.C., where she lived in recent years.

Barb was born on Oct. 29, 1947, in Great Neck, Long Island, the daughter of Joseph A. and Mildred (Mapes) Barbara BesEmhof enbacher.

Her childhood was spent in Edmeston. She was a graduate of Edmeston Central School and Forest Junior College.

On May 16, 1970, Barb married Robert Ernest Emhof (high school sweethearts, they had known each other since 1955) at McKnownville United Methodist Church, Albany.

Barb worked at New York Central Mutual Insurance, then for many years in Binghamton General Hospital’s billing department. After she and her family moved to Anderson, she worked for 15 years with Res-Care Home Health as a CNA doing home care.

She was a life member of the United Methodist church, always singing in the church choir.

Barb is survived by her husband, Robert (Bob Emhof), children, Amy Lyn Lane (James) of Anderson, S.C., and Pamela Jo McAlister (Craig) of Mauldin, S.C.; as well as grandchildren Matthew McAlister and Emily

McAlister. Also, a brother, Bud Bessenbacher, a sister, Jo Ann Koenig, several nieces and nephews and great-nephews.

A memorial service

will be held at 3 p.m.

Friday, Aug. 30, at Latimer Memorial United Methodist Church, Belton, S.C. Visitation will be from 2 to 3 p.m. before the memorial

“The policy doesn’t provide a process by which proposals for flying flags will be made, presented, deliberated on, for the rest of them,” said Trustee Joseph Membrino.

He said the board should table proposals on flying specific flags before voting

on them, so there would be “a waiting period” and time for the public to weigh in.

Trustee Richard Sternberg pointed out trustees can “use the operating system of board” to discuss resolutions after a motion is made and seconded and that they could have voted to table voting on it.

Mayor Ellen Tillapaugh Kuch had asked Benton to form a committee to develop a policy on flying flags after Sternberg said earlier this month he would propose flying the POW/ MIA flag in November.

Trustee Cynthia Falk, a committee member,

modeled the policy on one developed by Pittsburg, Calif., which addressed the same issue: flying the Pride Flag and other banners on municipal property.

A section in the policy that sparked much of the debate stipulates the “Village’s flagpoles are not intended to serve as a forum for free expression by the public” but as “an expression of the Village’s official sentiments.”

“The idea that the only portal into this flag flying opportunity is to become a trustee just displays a problem with what we’re doing,” Membrino said.

“If a member of the public had proposed flying the Pride Flag, it would have opened it up to public commentary,” Falk responded. “But since a

“There could be issue of censorship,” he warned. If the Village Board were sued, it would lose the case, he said.

The mayor proposed voting for the POW/MIA flag proposal and delaying a vote on the flag-display policy until the Board’s September meeting despite saying earlier she felt “it was a very strong policy.”

“Let’s send the policy back for more work that will give us a little more time,” she said.

In an interview, Haynes said she’s also soliciting funds from the county Board of Representatives, but she said that money will probably be for operations, not the capital drive.

“I wish we had more big corporations we could talk to,” she said. “We just don’t. We have to rely on good people who want to save animals.”

Still, she’s enthusiastic about how regular donors have stepped up on the current drive, and new ones have joined them.

“We have gotten so many new people on board as contributors,” she said. “It’s really been fabulous. And we hope they’ll support us forever.”

And the year isn’t over yet. Following the departure of the Ritts exhibit, the Clark gallery will host “Duane Michals: The Portraitist.”

“They’re these wonderful conceptual portraits of people,” he said.

They’ll also have “Heroines of Abstract Expressionism,” a private, yet-unseen collection of abstract paintings by Lee Krasner, Elaine DeKooning, Perle Fine, Joan Mitchell, and others.

“They’re a rarely acknowledged group,” he said. “And yet, they have these great works.”

Inspired by the turnout for the Ritts exhibit, next year the Fenimore will host an exhibit of pop artist Keith Haring. “It’s going to be a knockout,” said D’Ambrosio. “We are getting one work that’s 100 inches wide. But no matter what the scale, his style has the same exuberance.”

In the end, the new shelter, planned on Route 28, across the highway from Kevin’s Ford, could cost $3.5 million.

If the $3 million goal is reached, the SPCA likely would qualify for a bank mortgage that it could pay off over time, Dillingham said. “Obviously, I’d rather not get a mortgage,” he said.

“I’d rather see it free and clear.”

Among the biggest assets the search committee is seeking is a dedication to outreach.

“All three of them were really impressed by the fact that we have this anonymous donor who gave money so that families with children can come to the symphony for free,” she said. “It’s so important that kids, especially in a rural area, have access to live performance, and the candidates see that they have a real opportunity to reach out to children.”

In addition to the college presidents, the candidates will meet with music faculty at both colleges to discuss outreach opportunities in the community and tour the other performance venues.

“We want them to get to know the region, including the Glimmerglass Festival and Foothills, so they can understand what the region is,” she said. “We see this as an opportunity to build something larger, and all of these candidates have had creative experiences with outreach, working with other organizations for fundraising and events.”

Following the three performances, the Catskill Symphony Orchestra will review all of the feedback and decide who will be the orchestra’s new conductor.

“We hope to have a decision made by the end of November.”
